Improving Regulations & Workforce Strength Summer vacation season is in full swing, back to school is on display everywhere, and the state fair is rapidly gearing up. Deadlines are arbitrarily set, anxieties about time, product availability, and weather are all building … The reality that the final third of our season is upon us is setting in.

As we ponder the stress of the final months of the season, I often consider how fortunate some of us are that soon we get to transition to a slower gear with ample time to sharpen our tools, rest and organize to do it all over again another year. Recently the Texas Nursery and Landscape Association (TNLA) conducted a tour of Minnesota and several member businesses. During my brief visit with some of their members it was fascinating to hear from those that were in awe that many plants they have at home grow this far north. One of their irrigation members couldn’t believe that there was a market for irrigation here. Setting these surprising similarities aside, it was no surprise to me that regulation, and work force issues are among the top concerns in Texas, too. It’s also no coincidence it’s what I hear from businesses at the Great Lakes Conference and at national conferences regularly. Actively listening and working to improve regulations and workforce strength are at the top of the list of MNLA initiatives. We have several volunteer members working on our behalf to improve code requirements in Minneapolis, working to streamline the tree care registry and local licensure to potentially evolve to a state level license. The irrigation sector is continually working to improve backflow maintenance requirements and who can perform the work along with many other code changes and threats to our irrigation professionals. On the workforce front, the careers committee had its second meeting on August 14th and is showing promise that our profession is beginning to see itself as a career versus labor to fulfill a temporary need. In addition, the MNLA Foundation is making inroads with high school september 18

ubbin trees” is how one client described trees she saw in Europe. I knew exactly what she was talking about. Pollarding. This is an old form of labor-intensive pruning, usually carried out as a means of managing a tree from an early age to maintain a small, manageable crown. Pollarding (from the word “poll,” which originally meant “top of head”) started as an ancient agricultural practice for producing easy-to-reach leaves and firewood, while keeping the branches above the grazing level of livestock. Pollarded trees develop long, wispy, straight shoots that can be made into baskets, mats, fences, thatched roofs, tool handles, garden stakes, or flower arrangements. Regular pruning of the young growths is carried out on an annual basis, back to knuckles or knobs that are formed on the ends of the scaffold framework. After a few prunings, a knob of callus and buds develops at the end of each headed branch. The knob becomes a mass of buds. Cutting back to a well-developed knob does not re-open the branch below to the possibility of decay as would occur if the branch were headed below the knob. Annual removal of the previous year’s shoots keeps the roots and tops fairly well in balance, so pollarded trees remain healthy and vigorous. Trees that respond well to this treatment include willow, crape myrtle, London plane tree, and linden. Pruning is best done in the spring, before the new growth begins and can be done annually or every other year, depending on the length of new growth required and the amount of available time and resources available to carry out this work, which is as you can imagine, is very labor intensive.

new app called the Midwest Stink Bug Assistant has been developed for the purpose of identifying and reporting occurrences of the invasive brown marmorated stink bug (BMSB; Halyomorpha halys) (Order Hemiptera, Family Pentatomidae). The app was developed by the University of Minnesota Extension IPM Program in partnership with the Minnesota Terrestrial Invasive Plants and Pests Center (MITPPC) and Purdue University using funds allocated from the Environment and Natural Resources Trust Fund (ENRTF) to the MITPPC, as recommended by the Legislative-Citizen Commission on Minnesota Resources (LCCMR). Minnesota Nursery and Landscape Association (MNLA) members are encouraged to download the free Midwest Stink Bug Assistant app, to be on the lookout for this invasive agricultural, landscape, and nuisance pest, and to report suspected BMSB detections using the “Report Invasive” feature of the app. The brown marmorated stink bug (BMSB) is a non-native, invasive, sap-feeding insect with piercing-sucking mouthparts that feeds on over 300 plant species from more than 45 plant families. Native to eastern Asia (China, Japan, North and South Korea, Myanmar, Taiwan, and Vietnam), and first detected in North America in Pennsylvania in 1996, both the larval instars (nymphs) and adults feed on and damage host plants making the BMSB a serious, season-long pest that is a growing threat to many agronomic, horticultural, and silvicultural (forestry) crops including nursery and landscape plants and other horticultural crops. Other hemipterans, all with piercing-sucking mouthparts, include other sap-sucking insects like aphids, cicadas, leafhoppers, planthoppers, scale insects, shield bugs, and spittlebugs, predatory insects like assassin bugs and some water bugs, and the blood-sucking bed bugs. In addition to being a serious plant pest, the BMSB can also be a significant nuisance pest as adults commonly seek shelter and overwinter in homes and other manmade structures in very large numbers (hundreds to thousands and even tens of thousands or more). september 18

First detected in Minnesota in 2010, it appears the BMSB is reproducing successfully and spreading in the state based on the presence of nymphs and increasing numbers of adults in recent years. Thus far, the largest infestations have been reported in the Twin Cities metropolitan area, but the BMSB is expanding its range in Minnesota and has been found as far north as Alexandria and Duluth. If you haven’t already seen one, it is likely that you will in the near future. In addition to being aware of the threat posed by brown marmorated stink bugs, nursery and landscape professionals can also play an important role in documenting the presence of brown marmorated stink bugs, and are encouraged to do so, by watching for brown marmorated stink bugs and reporting suspected finds. The Midwest Stink Bug Assistant app is designed to help users identify and distinguish native stink bugs that are commonly encountered in the Upper Midwest from non-native species like the brown marmorated stink bug. The app includes high-resolution, side-byside images to enable easy comparisons among stink bugs and other identification tools to assist in the identification of adult and immature stink bugs, including the BMSB, and also includes information about look-alike species. Users can also help with early detection and distribution mapping by using the “Report Invasive” feature to report and upload photographs of suspected invasive stinkbug finds. The app is also designed to allow users to report another invasive stink bug that has only recently been detected in Minnesota — the bagrada or painted bug (Bagrada hilaris) which was detected in 2017 near Northfield south of the Twin Cities and near North Branch north of the Twin

Pesticide Recertification Workshop

This workshop meets the Minnesota Department of Agriculture (MDA) Commercial Pesticide Applicator Requirements for Category A (Core) and Category E (Turf and Ornamentals). Recertification for optional Categories F (Aquatics) and P (Vertebrate Pest) will also be offered as part of this workshop. Licensed applicators with Categories A and E who last attended a recertification workshop in 2017, and newly-licensed pesticide applicators in 2018, must attend an MDA-approved workshop by 12/31/2019. By attending the Pesticide Recertification track and completing the on-site attendance documentation, applicators will obtain recertification credit. For applicators to receive credit for Category F or Category P, they must attend the entire Pesticide Recertification track (Category A, E, and F or P) and complete on-site attendance documentation.

NCMA Certification: Segmental Retaining Walls Installer Course – Level I/Basic Instructed by Dale Buker, County Materials, an NCMA Certified instructor This one-day Segmental Retaining Wall (SRW) Installer Course teaches installers fundamental SRW installation guidelines, material and system component properties, soils and compaction, the effect of water, and site practices. Those who successfully complete the classroom training and pass a written examination become certified as a Certified SRW Installer (CSRWI). This credential is highly valued by consumers and the program includes a wealth of valuable course information and reference material that attendees take back to work for implementation as moneysaving and profit-making ideas.

Weather and the Urban Landscape As landscape managers, we have very little control over the impact weather has on the landscapes we manage. The weather seems to get more severe with each passing year, anything from increased rainfall rates in the summer, to extreme dryness in the fall, to the much-maligned polar vortex. The only real tool we have is to better educate ourselves on how such events impact the plants we manage. This class will discuss how turfgrass and trees react to drought, heat, and winter-related stresses. Presenters will provide ways to help manage our plants during strange and stressful weather patterns.

Daniel Tal is a registered landscape architect with over 18 years of experience and a 3D modeling and visualization expert. James R. Huston, MBA, CPE, has over thirty-five years of diverse business management experience and holds an MBA degree in finance. He is also a member of the American Society of Professional Estimators. He is a Certified Professional Landscape Estimator and he is one of only two such CPLE’s in the world.

As a Captain in the U.S. Marine Corps, he held positions in finance, aviation supply inventory management and procurement. After his tour of duty, he became a senior production control analyst for the Electronics Division of General Dynamics. Since 1987, he has been a management consultant to the Green Industry. Early in his career, he was in charge of the consulting division for Charles Vander Kooi and Associates, Inc.; and in 1989 he formed J. R. Huston Consulting, Inc. Huston has written seven books and developed five software programs for the green Industry.

PROJECT PROFILE Each year the MNLA Landscape Awards program judges choose their top three favorite projects from all the entries. These votes are tallied and the final winner is announced first at the Green Industry Awards Celebration held the Tuesday of Northern Green week.

The original scope of this project was to transform a typical Minneapolis lot into an outdoor oasis. The family wanted to focus on creating a usable space for private relaxation and also entertaining. They envisioned elements of old world Tuscany that also complemented the architectural style of their home.

CONSTRUCTION: The tight space required thoughtful and efficient construction coordination. Here the crew is simultaneously building the masonry seatwall and the integral wood pergola.

BEFORE: The focus of the project was a space between the house and detached garage (seen at the back of this photo) that was overgrown with vegetation, with only a narrow lawn path through the middle.

BEFORE: Another view of the original overgrown space. The door straight ahead leads to a sunroom but obviously was not functional. Circulation overall was not logical or practical.

AFTER: A cedar wood stoop extends from the newly-liberated sunroom door to provide circulation options to the new courtyard.

AFTER: The design investigation also revealed problems with flooding in the garage, and the discussion quickly led to renovating the garage also. Since the west wall of the garage created one of the walls for our new outdoor room, the garage renovation became integral to the landscape transformation.

CONSTRUCTION: The outdoor gas fireplace was placed against the garage wall — an efficient use of space and a reduction of the fireplace cost, as one side would not need to be finished. BEFORE: The dated utilitarian nature of the garage did not have anything to do with the house or the Tuscan style the client envisioned for their new landscape.

AFTER: Remodeling the garage corrected drainage problems inside and around the structure. The new stucco façade now matches the house. Downspouts were relocated and windows were enlarged. The garage is now an integral backdrop to the flexible entertaining space. Limestone paving unifies the courtyard between house and garage.

Reclaimed barnwood was used to create a rustic, weathered pergola that frames the entire courtyard. A matching vertical trellis screens the house utilities and a vine will eventually wind its way across the entire pergola, reinforcing the secluded nature of the space.

he winner of the 2018 Judges Choice Award is Overman Residence by the team at Ground One Enterprises. The judges commented: • Very thoughtful and restrained choice of materials and use of space. • This project looks like it has always been there. Overall appearance is high-quality with great workmanship. • Working with old wood can provide a challenge; this design and workmanship is spot-on, connecting previously disconnected areas that were essentially useless and breathing usability into features of the home and landscape that had become overgrown. • Excellent connections were established between all parts of this landscape area and the buildings. • Overall, this is one of my favorite kinds of projects — a design that takes otherwise under-used space and makes it so much better!

A stone seat wall matches the fireplace and provides overflow seating for larger gatherings as well as optional built-in seating along the dining table, if desired. LED strip lighting under the wall cap creates a soft ambient glow, and the aspen behind the wall are also up-lit.

The passage between the house and garage is the homeowners’ primary entrance into the courtyard, so we extended the new design aesthetic to the backdoor of the house and the rest of the backyard to create a cohesive landscape experience. Also note the operational barnwood shutters on the garage match the pergola.

A detached garage takes up a large portion of the backyard. A small area between the garage and house was overrun with an arborvitae hedge and a grass path provided tentative access around the house. There is a door off the sunroom adjacent to this space but the door was not functional. The design investigation also revealed problems with flooding in the garage, and the discussion quickly led to how the homeowners would love to renovate the garage also; its dated utilitarian style did not have anything to do with their house or the Tuscan style they envisioned for their new landscape. Since the west wall of the garage created one of the walls for our new outdoor room, the garage renovation became integral to the landscape transformation.

The homeowners’ goals required thoughtful design considerations given the limited space available. The ultimate answer was to create a flexible courtyard that united the house, a rejuvenated garage and the rest of the landscape. The courtyard became a flexible paved area for dining and grilling. The fireplace was placed against the garage wall, an efficient use of space and a reduction of cost, as one side would not need to be finished. A stone seatwall matches the fireplace details and provides overflow seating for larger gatherings and built-in seating along the dining table, if desired. The weathered limestone used for paving, fireplace and seatwall elicits a feeling of timeless old-world style. A cedar wood stoop at the newly-liberated sunroom door provides circulation options.

Other problem-solving included creating a trash enclosure along the new driveway that was attractive and easy to access.

BEFORE: This was the view the homeowners came home to every day.

AFTER: The homeowners’ new daily landscape experience, starting at the street and extending all the way to their backdoor, has the same material vocabulary. The garage has been upgraded and integrated with the architecture of the home and the rest of their landscape.

Reclaimed barnwood creates a rustic, weathered pergola framing the entire courtyard. A matching trellis screens the house utilities where a vine will eventually cross the entire pergola. Barnwood was repeated for the fireplace mantle and operational garage shutters. A portable gas grill is plumbed in two locations to give flexibility of use for larger gatherings. The design vocabulary was extended to house back door and driveway. The original experience here was a jumble of concrete, brick, timbers, and stone. The existing concrete stoop was veneered with matching limestone to create a seamless transition from house to the rest of the landscape. Aspen, boxwood, hosta and pachysandra create orderly, low-maintenance green edges for the space. Low voltage fixtures uplight the aspens 44

and LED strip-lights under the wall cap glow across the patio. The lighting system and irrigation are controlled via an app on the homeowner’s cell phone. We were responsible for the garage remodel, which followed the lead of the landscape design. All doors and windows were replaced to better complement the house. The homeowner is an avid container gardener so a windowbox matching those on the house was added under the north windows. Sconces were installed around the building on separate lines to add adjustable levels of ambience. The garage was raised to install a new floor, sillplate and waterproofing. The sagging roof was straightened and reinforced. Siding was replaced with stucco and gingerbread wood inlays to match the house. A new driveway was poured with stone borders matching the patio and walkways. A wood screen provides an attractive, accessible trash storage solution. The entire landscape now comes together as a functional and complete idea of respite in the city. The material selections create a weathered, timeless space. The design process provided the opportunity to unite disparate parts of this property into a unique whole that the family will embrace for years to come.

Sharing a love for plants and our passion for our industry was the overriding theme at the 3rd Meeting of the National Initiative for Consumer Horticulture (NICH) held in Atlanta June 27–29. NICH — pronounced like pitch — started as an audacious idea to unite all stakeholders in consumer horticulture and get 90 percent of U.S. households gardening by 2025. Some 80 U.S. green industry leaders and innovators — from academia to commercial

growers to associations — pooled their collective brainpower at the meeting and created a strategic plan to achieve that mission. It is centered on several “big ideas”: • Grow consumer horticulture • Build unified engagement across consumer horticulture • Ensure federal, state and other sources of funding At the meeting, Marvin Miller of Ball Horticulture imagined a new “big idea.” He saw NICH as a big tent with open sides. “I was thinking an umbrella was too small and restrictive,” he explained. “NICH is more like a big tent so people can come under the tent and join the cause yet have the freedom to be independent for their specific objectives and operate for those specific objectives outside the tent. “We all can appreciate the opportunity to expand the use of plants and the appreciation for horticulture and grow the horticultural community,” he explained. “In my mind, this is where NICH can play a significant role in bringing those with these common goals together.” This “big tent” idea caught fire at the NICH meeting. Casey Sclar, NICH’s Inaugural Chair and Executive Director of the American Public Gardens Association, added, “NICH welcomes all sectors to gather under this tent and creates one powerful, unified voice to promote the value of plants and ultimately grow all aspects of end-use horticulture.” Attendees at the meeting, ranging from seasoned veterans to millennials, spanned all sectors of consumer horticulture. Peter Moe, director of the University of Minnesota Landscape Arboretum, reflected on how fortunate we are to work in a field that creates a more beautiful and healthier world. “We are excited to work together across university, association, and corporate boundaries to encourage more people to participate in horticulture and learn how it will add to their quality of life,” he said.

Since the first national meeting in 2015, NICH has made strides that would have seemed unimaginable just a few years ago. Since its inception, NICH has: • Set up goal-driven working committees amidst its organizational structure with by-laws • Received federal funding from the USDA National Institute of Food and Agriculture and participated in recent USDA-NIFA listening sessions • Created free to use marketing materials, including five infographics (#PlantsDoThat), housed on a comprehensive website • Spread the word via press releases and articles in trade magazines, and presentations at dozens of conferences and industry trade shows • Captured the breadth and depth from three scholarly manuscripts to many trade stories and social media posts • Released five surveys and created

The MNLA Foundation: What Is It? The MNLA Foundation’s back story is an interesting one. Furthermore, its current focus may surprise you as being more nimble than one might guess. I am willing to bet the Foundation’s most recent initiatives would pleasantly surprise you through its proactive work addressing one of our most pressing concerns: labor. First, some history: The ‘MNLA Foundation’ is a separate organization from the Minnesota Nursery Landscape Association, or MNLA. For this history we are talking about the Foundation, not the MNLA as a whole.

• In 1955, The Minnesota Nurseryman’s Association (today’s MNLA) created the Minnesota Nursery Research Corporation (MNRC). MNRC collected voluntary payments from growers of ornamental and fruit introductions that originated from the University of Minnesota. This money was returned to the U of M to further new plant research. MNRC now operates separately from the MNLA. • In 1982, MNLA created a Contributions Committee to manage general fund contributions to programs like the MN Landscape Arboretum and the Teaching, Research & Extension (TRE) Nursery on the U of M’s St. Paul campus. • In the late 1990’s, the MNLA Contributions Committee’s annual investments reached $50,000 and it changed its name to the Research & Educational Investment Committee. Happening in parallel to the above timeline: • In 1980, Johnson Wholesale Florist created the Johnson Research Fund. Customers voluntarily contributed ¼ of 1% on purchases made at Johnson Supply. JR Johnson matched it dollar for dollar (and continues to do so today via the company that acquired it, BFG).

• By 1997, the Johnson Research Fund incorporated and changed its name to the Richard Widmer Education and Research Fund to honor Dr. Widmer, a longtime floriculture teacher and researcher at the U of M. MDM Horticultural Supplies joined the initiative (also acquired by BFG). By 2003, the Widmer Fund had provided thousands of dollars for floriculture-related research and had an endowment of $250,000. If we pause here, we can see that there were some really great parallel forces at work. Businesses were donating to and funding two non-profits: The Richard Widmer Education and Research Fund, and the MNLA organizations that benefited the same nursery, greenhouse and landscape businesses that funded them. They were operating independently but with somewhat parallel missions. • In 2003, Widmer Fund trustees Todd Bachman and John R. Johnson encouraged discussion with the MNLA to essentially merge their resources and foundation with the MNLA. • In 2004, the MNLA Foundation was created whereby the Widmer Fund’s incorporation was changed and a new Board of Trustees was named reflecting representatives from the Widmer Fund board, the MNLA board, and two representatives from academia. In short, they combined forces. This move was diplomatic, strengthening, and smart. Credit to Bachman and Johnson for the strategic selfless move. • In the last 14 years, the MNLA Foundation has funded more than $325,000 in grants for research and education. The recipients’ varied studies are available for review on MNLA’s website.

The MNLA Foundation is at a unique moment in time. In years past, there was more of an emphasis on plant propagation research and development through grants. From 2010–2014 there were none. Over time, it has become apparent that private industry has improved its ability to fund plant trials and research faster and more efficiently. As the foundation looks to the industry’s current and future challenges, research and education remain a mission, but there is also rising concern from members regarding labor, labor retention, and the future of the labor market. In my opinion, this is the area where the foundation is doing some of its most potentially pertinent work for the general MNLA constituency. The Career Development focus area (#2) listed above has been an initiative and priority of the current Foundation Board. Under

current President Jay Siedschlaw’s leadership and the work of the current board, this initiative has recruited and hired Bob Marzolf, a U of M Agricultural Education staff mentor, to work on behalf of the MNLA Foundation. He’s created high school appropriate, upper-Midwest landscape related curriculum specific to share with high school teachers. The goal is to incorporating it at the high school level to engage future generation’s interest with careers in our industry. In short, the idea is to plant seeds of interest and help nurture future career paths in our industry. It’s not a perfect science, but it’s a start, and an exciting initiative worth tracking for results. If work like this might get more kids interested in our careers at the high school level, we have additional incentives to keep them engaged through our established focus area #3: Scholarship Programs. Bob Marzolf and MNLA President Cassie Larson report seeing measurable benefits already through increased curriculum requests and MNLA website engagement metrics specific to this shared curriculum. Do you remember the “good ol’ days” of backflow prior to 2016? As you know from professional experience, before 2016, the Minnesota State Plumbing Board and the Minnesota Plumbing code allowed non-plumbers (irrigation professionals) the right to train and become certified to test and inspect backflow prevention assemblies in the irrigation systems you install and maintain for your customers. Back then, the state regulated only reduced pressure zone (RPZ) assemblies, so our tester-certified irrigation professionals were able to test and rebuild as needed the Larry Johnson pressure vacuum breaker (PVB) backflow prevention asGovernment Affairs Director semblies most commonly associated with the irrigation systems you install and maintain The Minnesota Plumbing Board changed that by adopting a new plumbing code that took effect in 2016. The new Minnesota code listed several additional types of backflow prevention assemblies, including PVB’s, as “testable devices,” meaning that all those new classes of assemblies were now regulated by the code. Current Minnesota statutes and rules require that only licensed plumbers who are backflow-rebuilder-certified can rebuild those “testable devices.” This change in the plumbing code and its unintended results have cost our industry money, preventing our trained professionals from repairing backflow prevention assemblies they find faulty during their routine spring start up testing. The Advocacy team at the MNLA has worked with our members over the past year on a carrot and stick approach in hopes that the plumbing board — the state institution charged with promulgating rules related to any pipe fitting, valve or other plumbing construction and this part of our business — irrigation — which overlaps with plumbing turf. Speaking with irrigation professionals about how this rule change has impacted their business, one gets the impression that implementation and enforcement are erratic at best and confusing at a minimum. Current Minnesota statute mandates that cities provide oversight to maintain that “testable devices” are being tested annually. Some cities are diligent in enforcing the 60

Besides Plumbing Code Changes, the MNLA Advocacy Team has been busy this summer working on a host of other issues. That list includes (but is not limited to): • Exploring Arborist Licensure • Federal Electronic Logging Device Mandates • Federal Farm Bill Extensions • Immigration: H-2A and H-2B Visa Reform • Minneapolis Retaining Wall Ordinance • Minnesota Invasive Species Council • Noxious weed review • Planning and proposing town hall meetings for the fall elections • Pollinator Protection/ Health • Salt Applicator Liability—expanding our network of supporters • Smart Irrigation Month

provisions. Some lack the manpower or the resolution to enforce yet another mandate from the state and tacitly allow for these backflow devices to be tested (and repaired as necessary) without their knowledge. The new code has made not only a new set of steps and additional procedure for calling in a licensed plumber, adding costs and time to an often-simple process, it has also increased the time and cost for cities who are expected to keep records on required testing of all “testable devices.”


Following two years of efforts requesting changes to the draft MN code as it was being considered by the Plumbing Board, MNLA members filed a lawsuit seeking to prevent enactment of the code, citing the failure of the Plumbing Board to adequately consider the merits of a competing national plumbing code that MNLA and many MN cities preferred. When that lawsuit was unsuccessful, MNLA’s Advocacy staff drafted a bill to be introduced at the

legislature in 2018 to change relevant Minnesota statutes legislatively vs. the administratively approach we had been pursuing. This may sound like fancy word play but there are certain safeguards put in place as checks and balances that continue to allow citizens with concerns to have these matters addressed. The legislation we introduced in 2018 got the Plumbing Board’s attention and showed we are not planning to back away or accept these changes. Our common-sense reform proposal will allow qualified irrigation professionals to train and certify as backflow prevention assembly rebuilders under the code adopted by the plumbing board. Our goal is save time, money and resources for our consumers while maintaining public health and safety. Although the legislation did not move in 2018, we have now begun reaching out to individuals on the plumbing board in hopes of finding a compromise or a change that would placate all sides while helping us reach our goal for our members. the impression that the ill-considered changes to the code two years ago which removed the ability for irrigation contractors to repair faulty backflow prevention devices — are having additional unintended consequence. We all know that the changes to the code have significant impact on our irrigation contractor members. Less publicly known is the impact this unfunded mandate is having on cities. Duggan mentioned that some cities are diligent about enforcement of the new code, ensuring compliance from all contractors that no repairs are being

done to PVBs or RPZs by anyone other than a licensed plumber. Some cities lack the staff or the additional funds to administer these new changes which mandated that certain assemblies must be tested every year — an additional cost to the homeowners of $100 to $150 or more. If the device is found to be defective, a licensed plumber is called in at a cost of $200 to $300 for parts and another $200 or more for labor — on a device that can be repaired in only a few minutes. There are not enough plumbers available to meet this sudden demand and it can take unnecessary time waiting for a plumber to arrive and repair the device. Prior to this change in the state rules, irrigation contractors like Kelly Green were able to test
