PAC CORNER WHAT is BUILD-PAC?
BUILD-PAC, or Builders United in Legislative Decisions Political Action Committee, is the political arm of the National Association of Home Builders (NAHB). It helps elect pro-housing, probusiness candidates to federal office. WHICH party does BUILD-PAC support, Republicans or Democrats? BUILD-PAC is bipartisan. It supports pro-housing, probusiness candidates on both sides of the aisle regardless of their party affiliation. WHO can contribute to BUILD-PAC? Only NAHB members may be solicited to contribute to BUILD-PAC.
WHO decides which candidates receive BUILD-PAC support? Contributors like you! More than 100 NAHB members serve on the BUILD-PAC Board of Trustees, which decides which candidates receive support. HOW TO SECURE YOUR FIRM FROM CYBERATTACKS In May 2017, a ransomware attack exploited outdated operating systems in the U.K., resulting in the temporary shutdown of 16 hospitals. Two months later, credit reporting agency Equifax revealed that hackers used an application vulnerability to leak the personal information of more than 143 million Americans. Cyberattacks such as these risk more than sensitive information; they also jeopardize valuable capital. Cybereconomic data company Cybersecurity Ventures predicts that global ransom payout costs in 2017 will exceed $5 billion—15 times the amount paid in 2015. And according to technology research firm Gartner, global information security spending will reach $93 billion in 2018.
The statistics are staggering, especially since business workflows and assets have largely gone digital. Architects and builders have welcomed significant shifts in their digital workflow with cloud-based BIM software for remote project coordination, internet file hosting for global accessibility, and virtual workspaces for team communication. And the end results—the buildings themselves—are slowly but increasingly connected to Internet of Things (IoT) networks, with building management systems storing user information on everything from HVAC usage to lighting preferences.
the platform; and a cyberattack focused on a building control system in a hospital or airport could put the safety of its occupants at risk. These situations are certainly on the minds of technology leaders at any architecture firm doing government, infrastructure, defense, or corporate work. Below, design and information technology (IT) professionals explain how they stay one step ahead of cyberattacks through secure cloud platforms, prioritizing network security, and integrating blockchain. Balancing Security and Collaboration in the Cloud As Woods Bagot’s principal of technical innovation based in New York, Shane Burger has witnessed his firm’s digital tools become increasingly connected to the cloud. Instead of storing CAD files and 3D models on local hard drives, these files now live on internet-based services, allowing practitioners from the firm’s offices worldwide to work together on a project. However, the transition to the cloud was not without its risks. The Breach Level Index estimates that 4.9 million data records are lost or stolen globally every day.

Reeny Sondhi, Autodesk vice president and chief of product and cloud security and compliance, focuses on implementing cloud strategies that address the top security threats facing the company's customers. For many of Autodesk's clients, security weaknesses still boil down to vulnerabilities associated with individual user passwords. In Verizon’s 2017 Data Breach Investigations report, researchers found that 80 percent of hacking-related breaches leveraged weak or guessable passwords. Sondhi notes the importance of sharing this information so Autodesk's customers can better protect themselves. “It’s a joint responsibility,” she says. “Setting strong passwords, using two-factor authentication, and using federated identity and single sign-on reduce the risk of stolen passwords Complying with New Cybersecurity Standards For global firm HDR, digital security standards are often dictated by new client requirements. “We believe that cloud collaboration adds value to our projects,” says Rachel Riopel, AIA, CONTINUE READING ON PAGE 17

...digital design principal based in the firm’s Omaha, Neb., office. “But we also need these technologies to comply with the policies of the clients we work with. Many of our government projects have security standards that impact how we use our tools.”
Participants in a blockchain can collectively agree and verify any transaction without the need for a centralized authority, making a blockchain’s records nearly tamperproof—a very appealing concept for cybersecurity.
To keep up with evolving standards and compliance requirements, HDR tasked an internal IT team with tracking the latest developments in policy and its potential consequences for the firm’s data strategies in the future. One resource was the National Institute of Standards and Technology's 2017 publication of a cybersecurity self-assessment handbook that introduced new standards for increased security on the transmission and storage of controlled unclassified information. For architects and builders, this information could include data about facilities. The requirements affect anyone with a government contract.
As an example, Kristoffer Josefsson, chief technology officer of New York– based blockchain development company Foam, is creating applications for using the technology in GPS, which is used to locate an object or person in the world, but also vulnerable to hacking. This weakness made the headlines in 2017 after several U.S. Navy ship collisions raised concerns about the ability of navigation systems to be tampered. “When we apply blockchain to the problem of geospatial location,” Josefsson says, “proof of location is given when everyone on the blockchain agrees on the truth.”
“We discovered that some of our commonly used tools [including our cloud-based collaboration platforms] didn’t fully comply with the new requirements,” Riopel says. This realization meant devising production strategies and workflows that didn’t rely on cloud services. “We had to find alternatives to meet the new standards and deliver our projects successfully.” Software companies are also taking steps to protect their users. According to Autodesk’s product security website, the company regularly performs thirdparty audits on its platforms to ensure compliance with industry best practices and standards. “ Is Blockchain the Future of Security? To say that blockchain—a digital ledger that chronologically and securely tracks transactions, including those involving cryptocurrencies like Bitcoin—is experiencing a great deal of hype in the media would be an understatement. Blockchain has been cited as a technology poised to disrupt banking, healthcare, manufacturing, and nearly every supply chain imaginable.

Greenville, S.C.–based human factors and information architecture consultant Joseph Manganelli, AIA, believes that blockchains may become a necessity as built environments and cities become smarter. “The complexity of a city with an infinite number of parameters makes the idea of centralized system impractical,” Manganelli says. Blockchain could be used to securely regulate devices that track anything from available parking to infrastructure maintenance such that all devices in the network are able to verify the validity of their reports. “Blockchain offers a way for fast and cheap validation of transactions for a decentralized network of devices,” he adds. As buildings and communities increasingly become interconnected, Manganelli says, architects are in the unique position to manage and utilize collected data once blockchain technology becomes accessible: “As an industry, if we are in a position to document and dictate how things are supposed to function and interact, and if that’s a relatively low-risk and high-profit thing to do, we would be fools not to do it.”

1.The producer price index tracks prices paid by wholesalers, distributers, and retailers rather than what those businesses charge customers. 2. The index does not include prices paid for Canadian products as it does not include imports (just as the consumer price index does not reflect prices paid for exports).
The percentage increase in softwood lumber prices (not seasonally adjusted) was the biggest since 2012 according to PPI historical data. The last time prices rose nearly this sharply was February 2017 (+4.7%), which marked the first month of price increases after the last softwood lumber agreement expired.
Most of the advance in prices paid for services is traceable to a 0.3% increase in the index for services less trade, transportation, and warehousing. A 3.7% increase in the price paid for traveler accommodation services was a major factor, while the indexes for automotive fuel retailing, food retailing, and airline passenger services also moved higher. In contrast, margins for machinery, equipment, parts, and supplies wholesaling fell 1.4 percent.
Due to methodology, OSB and softwood lumber data in the PPI tend to lag market conditions. According to Random Lengths, the price of OSB has risen more in recent weeks than PPI data suggest. These increases will likely be captured in next month’s PPI release. Price information for structural panels as recent as early March 2018 is shown below.

Prices paid for building materials increased across the board in February. The indexes for softwood lumber (+5.6%), gypsum products (+4.2%), OSB (+3.1%), ready-mix concrete (+0.4%), and inputs to residential construction less labor (+1.0%) all increased, according to the latest Producer Price Index (PPI) release by the Bureau of Labor Statistics.

The prices listed below provide an overview of the behaviors within the U.S. framing lumber pricing market. The information is sourced each week using the Random Lengths Framing Lumber Composite, which is comprised using prices from the highest volume-producing regions of the U.S. and Canada. Two important factors drive disparities between price changes builders have experienced and the PPI index changes:
The 0.1% decline in prices for final demand goods was the first decrease since May 2017. Prices for fresh and dry vegetables led the February decrease, dropping 27.1%. The indexes for gasoline, diesel fuel, and light motor trucks also fell, while prices paid for residential natural gas increased.

BUSY 2018 CONSTRUCTION SEASON The 2018 construction season is already under way in Minot, with work beginning on initial phases of flood control work and the second year of work beginning on the Broadway Bridge project, among other projects. Phases 1-3 of flood control Work is under way on the first three phases of the Mouse River Enhanced Flood Protection Project. Phase MI-1 Fourth Avenue includes six blocks of, floodwalls, a new sanitary sewer lift station, and a large storm water pump station, and the relocation of several blocks of Fourth Avenue Northeast between Broadway and Third Street Northeast. U.S. 83 Broadway Bridge Viaduct Replacement Work on the second year of replacing the two Broadway Bridges began April 2; the project is scheduled to be finished in late fall 2018. Traffic will be moved to the two north-bound lanes and will have head-to-head traffic during the removal of the old bridge on the west side, and the reconstruction of the new west side bridge. U.S. 83 Bypass Additional lanes have been built on the west side of the current lanes. The $13.5 million project includes the DOT and the City of Minot. The project includes adding traffic signals at the intersection of the Bypass and 21stAvenue NW. North Hill water tank This project will provide 1.5 million gallons of water storage for the North Hill system.
FLOOD CONTROL BEGINS IN MINOT Ground was officially been broken on the first phase of flood control on March 28th. For so many people, it brings back bittersweet memories as the next step in Minot’s history takes place.
UNDERSTANDING TREE LOSS FOR FLOOD CONTROL Flood control construction is underway. You may have noticed trees coming down in the valley. Here's why:
Sundre water line relocation Work is expected to be completed mid-summer on this $13.5 million project that will relocate a water line from the Sundre well field that carries two-thirds of Minot’s municipal raw water that gets treated for the residents of Minot and surrounding communities.
Water Treatment Plant expansion A $26 million expansion project that will essentially double the daily capacity at Minot’s Water Treatment Plant is set to begin this spring. The project is part of the Northwest Area Water Supply Project, which will provide clean drinking water to many communities in northwest and north central North Dakota. Upsizing sanitary sewer lines at lagoon This project is expected to begin this spring, depending on the weather. The nearly $6 million project will upsize the sanitary sewer lines that convey water from the aeration pond to the lagoon cells.
Unfortunately, trees and levees do not mix well together. Tree roots can extend up to 15 feet from the edge of the tree, creating paths for seepage water to travel from the wet side to the dry side of the levee. Any uncontrolled seepage can cause levees to fail during a flood. It’s important to remove all trees from the future levee footprint, including all roots, as rotten tree roots can be paths for uncontrolled seepage.

REGISTER FOR STORM WATER TRAINING The City of Minot Engineering Department and the North Dakota Department of Health would like to invite the members of the Minot Association of Builders to a storm water training workshop on April 24, 2018. This event is free and open to the public, including contractors, designers, and landscaping services.
DECADES OLD ELEVATOR DEMOLISHED A flour mill that turned into an elevator was torn down in anticipation of upcoming flood control measures. The building was acquired by the city with federal funds. Phase one of floor protection begins at the building’s edge and will continue west to Broadway.

Housing North Dakota will bring housing-industry representatives and community leaders together for policy discussions and professional development. Hosted annually by North Dakota Housing Finance Agency, the Statewide Housing Conference is April 25-26, 2018, at the Ramkota Hotel in Bismarck, ND. “To adequately and successfully address North Dakota’s housing needs, it’s essential to have an understanding of current policies and available resources,” said Jolene Kline, NDHFA executive director. “Conference attendees hear from recognized experts, develop new skills, learn about available resources and make real face-to-face connections.” April 25th presentations focus on housing policy including Gov. Doug Burgum discussing housing’s role within the Main Street Initiative and an Economic Forecast from Elliot Eisenberg, Ph.D., a nationally acclaimed economist. Other presentations are Livable Communities, attracting and retaining investment, people and opportunity; Opportunity360, a comprehensive approach to understanding and addressing community challenges; and Housing and Health, a discussion of why housing should be a care consideration followed by best practices. SPRING IS IN THE AIR Owning a home is a big responsibility, and that fact becomes even more obvious every year when spring rolls around. Spring cleaning for home owners typically means much more than just cleaning out the garage and washing windows. For most, the to-do list can be quite extensive.

Inspect your roof for damage caused by snow or debris. While you’re up there, clean your gutters of debris. Even though you did this last fall, winter weather often brings a mix of storms and heavy winds that can cause debris to build up.

On February 9 Congress passed the budget and President Donald Trump signed the major budget deal into law. It’s important to know that NAHB worked hard on behalf of our members to make sure key housing tax credits were retroactively extended for 2017. The following tax credits were reinstated on a retroactive basis for 2017 only: •
Section 45L Credit for Energy-efficient New Homes. Provides a $2,000 tax credit for the construction of homes exceeding heating and cooling energy standards by 50%.

Section 179D Energy Efficient Commercial Buildings Deduction. Provides a deduction up to $1.80 per square foot for commercial and multifamily buildings that exceed specific energy efficiency requirements under ASHRAE 2007.
•
Section 25C Tax Credit for Qualified Energy Efficiency Improvements. This policy offers a credit worth up to $500 (subject to a $500 lifetime cap), with lower caps for certain products like windows, for consumers to install qualified energy-efficient upgrades.

Mortgage forgiveness tax relief. NAHB WEIGHS IN ON BUILDING CODE PROPOSALS The International Code Council (ICC) is preparing for 10 days of hearings on the first batch of proposals to amend the 2021 edition of the building and energy codes. The good news: NAHB Construction, Codes and Standards committee members and staff are already on the job, preparing the building industry’s arguments to support safe, sensible code changes and jettison proposals that add money, time or materials to building practices that are not cost-effective, benefit product manufacturers more than their customers, or generally won’t work as advertised. Last month, members of the NAHB Proposal Oversight Group pored over the more than 1,300 proposals submitted for consideration at the ICC Committee Action Hearings, which take place in Columbus, Ohio April 15-25. The members are particularly concerned about three suggested amendments that would add to the cost of construction without an accompanying benefit to the health and safety of the home owner – the stakeholders NAHB represents when they testify at these hearings. F267 Part 1 and 2: These proposals both require that four-story or higher buildings of combustible (e.g., wood frame) construction have gypsum board or other noncombustible materials installed during construction on all but the highest two floors when portions of the building exceed 40 feet. This would typically require gypsum board to be installed on wood-frame construction as stories are being added to the building and potentially before the roof is installed.
S.22. This proposal requires electrical components, appliances, equipment and systems covered by the National Electrical Code to be inspected by a “special inspector.” If accepted, this proposal would apply to all buildings built to the International Building Code, including four-story single-family homes. It does not specify when the inspections occur, but would seem to require inspections for both rough-in and finish work. The cost is not quantified, but likely would add several thousand dollars to the typical multifamily project. Importantly, no evidence is provided to show significant electrical issues in buildings due to lack of “special inspections” above and beyond the building inspections already required.
FS34 and FS 35. These proposals would increase the fire-resistance rating of walls and horizontal assemblies between homes’ dwelling units to a two-hour fire barrier and require walls and floors to meet load-bearing requirements without sheathing. Builders would need to add more layers of Type “X” gypsum board to change the walls and ceilings from a one-hour to two-hour fire rating. It would increase the cost of constructing load-bearing walls because they would have to structurally support loads without compromise by fire or water damage and without sheathing being part of the structural assembly. NAHB members can download a list of these and other important code change proposals by downloading the NAHB Advocacy App at either the Apple or the Google stores. NAHB will report on the results of the hearings once they are over – and home builders will be asked to once again contact their code officials and ask them to support cost-effective, sensible codes when the final hearings – and votes – take place this fall. CONSTRUCTION EMPLOYMENT IS RISING, BUT NOT FAST ENOUGH It’s not always pleasant when comparing current market conditions against the “good ol’ days” of the early 2000s. But it can add some much-needed perspective. Thankfully, a recent comparison of employment data depicts a positive trend: The number of residential construction workers has steadily — though modestly — increased every year since 2011.
NAHB analysis of the most recent figures found that after construction employment bottomed out at 3.2 million in 2011, the number of Americans working in residential construction grew to more than 3.8 million in 2016. That growth may come as a surprise for those who experienced home building’s employment peak of more than five million back in 2006. In contrast, the majority of builders today rank labor shortages at or near the top of their list of concerns. “While it is promising to see that residential construction employment is on the rise, it is still far below where we need to be to meet the increasing demand for housing,” NAHB Chairman Randy Noel said in a recent press release. “We will continue to push for programs and policies that address the labor shortage, such as workforce development initiatives and comprehensive immigration reform.” The study notes that California led all states with more than half a million workers employed in home building in 2016. And despite being one of the states most severely affected by the housing downturn, Florida came in second with 361,000 residential construction workers. Rounding out the Top 5 were Texas, New York and North Carolina, respectively. Other notable states include Nevada and Arizona, which were among those hit hardest by the housing downturn. These days, they maintain a relatively high share of workers employed in residential construction — more than 3% of each state’s labor force, compared to the national average of 2.5%. The states with the highest share of the labor force working in home building include Montana (4.1%), Florida (3.9%), Idaho (3.7%), Colorado (3.5%) and Vermont (3.5%). EPA PUBLISHES NEW FORMALDEHYDE COMPLIANCE DATES It’s now official: The Environmental Protection Agency has set the new compliance dates for its formaldehyde emissions rule for composite wood products by publishing a notice today in the Federal Register.
The dates were set last month when the U.S. District Court for the Northern District of California approved an agreement among environmental groups, EPA, and NAHB and other industry groups. The new compliance date for the emission standards, recordkeeping, and labeling is June 1, 2018. Manufacturers, importers, fabricators and retailers that are already regulated by California’s formaldehyde regulation have until March 22, 2019 to come into compliance with EPA’s formaldehyde rule.
EPA CLARIFIES RULES ON WORKING WITH LEAD PAINT AFTER DISASTERS The Environmental Protection Agency (EPA) provided needed clarification to the information it had posted regarding emergency renovations under the Renovation, Repair, and Painting (RRP) Rule – clarification that NAHB has insisted its members need to get needed repairs completed while staying in compliance with the rule. After hurricanes devastated parts of Texas, Florida and Puerto Rico last fall, NAHB met with EPA to discuss the uncertainty that remodelers and renovators face regarding how the agency planned to implement the emergency repair provisions that the rule includes. NAHB staff and the leadership of NAHB Remodelers brought their questions to EPA to address these issues. Now, the agency has issued its answers on two points regarding recordkeeping – how to reflect the job was subject to an emergency renovation – and clarifications on what constitutes a “whole-house gut rehabilitation project.”
As a result of the new clarification, especially regarding the recordkeeping requirements, renovators impacted by massive disasters need not worry how to record the activities related to those jobs in their files. This is key should their files ever be audited by the agency.

NATIONAL FLOOD INSURANCE PROGRAM ANNOUNCES UPDATES, RATE INCREASES Updates to the National Flood Insurance Program (NFIP) that became effective April 1 include a 6.9% increase in the average premium rate for standard flood insurance policies, rising from $994 to $1,062. Also, after remaining constant for several years, the Federal Emergency Management Agency (FEMA) announced a rate increase for the Increased Cost of Compliance (ICC) premium included in the standard NFIP policy. This provision provides additional coverage in the event of a claim if the policyholder needs to elevate the property or take other action to bring their home into compliance with local floodplain ordinances. ICC coverage remains at $30,000 despite efforts to raise the amount during the ongoing NFIP reauthorization debate. Premium changes will go into effect for Preferred Risk Policies on Jan. 1, 2019.
‘Write Your Own’ Updates FEMA has also announced plans to change “Write Your Own” insurance companies that sell flood insurance policies on behalf of the NFIP. The changes would take effect in October for insurers interested in participating in the program in fiscal 2019. Among the changes are two that could have a broad impact on the NFIP program and the ongoing effort to reauthorize it. First, FEMA intends to modify the restrictions on these insurers. In relaxing the “non-compete” requirements of the program, FEMA will be loosening the constraints on how companies can offer their own separate private flood insurance policies. In addition, FEMA plans to reduce compensation for Write Your Own companies to 30% of premiums from 30.9%. Both of these actions have been included, in some version, as a part of the legislative debate to overhaul the NFIP. Elimination of the non-compete requirements was included as part of the House-passed legislation and both House and Senate lawmakers have proposed lowering the compensation rate.
