LETTER FROM THE PRESIDENT Greeting Friends and MAB Family, I am excited and honored to represent and serve the Minot Association of Builder as your 2018 president. The MAB board of directors are eager to see what this year brings to the building industry as a whole and how we the at the Minot Association of Builders can work together to ensure growth for our community. I believe together we can change unfair and restricted regulations by working and networking together. I know this can be the best year ever for our association and our businesses. I believe influence is power! Senator Heidi Heitkamp paid for two of our NDAB representatives to go to Washington to lobby for tax reform. Did you know you have this kind of influence just by being a part of MAB? In the next three months we have opportunity to influence our city by making our voices and businesses heard and seen. January: On the 18th, the City Leaders Luncheon is an opportunity to hear and be heard. Do you have questions about projects going on in Minot? Here is your chance to ask those questions and get the answers from the source. February: We will raise money for PAC! This money goes to ensure we are doing everything we can to elect officials who will work hard for our industry. March: As we anticipate the coming spring and look forward to a new building season, let’s kick it off with the 2018 Home & Garden Show. The NDAB winter meetings were held in Fargo, ND on November 30th-December 1st. Along with the PAC meeting and the state board meeting, the state banquet was held at the Moorhead Country Club. The new state president, Dan Lindquist was sworn in and the 2017 award winners were announced.

MEMBER SPOTLIGHT First International Bank & Trust is welcoming customers into their new branch in Grand Forks, ND, located at 1970 South Columbia Road in the new Columbia Commons development. The Bank operated a loan and deposit production office in a temporary space in Grand Forks since May of 2017. The opening of this branch marks First International Bank & Trust’s 21st branch in North Dakota and secures a branch presence in the state’s most populated cities. NAHB SUPPORTS FINAL TAX BILL House and Senate conferees have produced a final conference report on the Tax Cuts and Jobs Act, tax reform legislation that will be voted on by each chamber next week. After significant improvements made during the legislative process, and due to the robust engagement efforts of NAHB and its membership, NAHB supports this final tax bill. We believe it will help middle-class families, maintain the nation’s commitment to affordable housing and ensure that small businesses are treated fairly relative to large corporations. Lower tax rates and a fair tax code will spur economic growth and increase competitiveness, and that is good for housing. An overview of the Tax Cuts and Jobs Act, with all changes taking effect for the tax year starting Jan. 1, 2018 is below: • Mortgage interest deduction. Retains the mortgage interest deduction and the deduction for second homes, but reduces the mortgage interest cap from $1 million to $750,000. • State and local property taxes. Allows taxpayers to deduct up to $10,000 of state and local taxes, including property taxes and the choice of income or sales taxes. • Capital gains exclusion. Maintains existing law that allows home owners to exclude up to $250,000 (or $500,000 for married couples) in capital gains on the profit from the sale of a home if they have lived in the house for two of the last five years. • HELOC. Eliminates the deduction for interest on home equity loans. • Private activity bonds. Retains private activity bonds (PABs), which will enable the Low Income Housing Tax Credit to maintain its effectiveness as the most indispensable tool for the production of affordable housing. Without PABs, we would face the loss of more than 788,000 affordable rental units over the next decade. • Alternative Minimum Tax. Eliminates the Alternative Minimum Tax (AMT) for corporations and increases the AMT exemption amounts and phase-out thresholds for individuals. • Individual tax brackets. Retains seven tax brackets, with rates ranging from 10% to 37%. This will provide tax relief for individuals and small businesses and represents a tax cut for most taxpayers. • Estate tax. Doubles the estate tax exemption. • Carried interest. Retains existing carried interest rules, but assets must be held for three years. • Pass-through deduction. Allows most taxpayers with pass-through income to deduct 20% of that income based on wages or on wages plus a capital element. • Business interest deduction. Provides the taxpayer a choice of making a onetime election for a deduction limited to 30% of adjusted gross income; or for real estate, a 100% deduction for business interest, but with certain trade offs. • Like-kind exchanges. Preserves the benefit for real estate investors to make tax-free exchanges of property, commonly referred to as “like-kind” exchanges. • Multifamily depreciation. Gives the taxpayer the choice of taking 27.5- or 30year depreciation, depending on how they elect to treat their business interest. • Individual tax provision sunsets. Almost all individual tax elements – mortgage interest, state and local property taxes, individual brackets, etc. – expire at the end of 2025. Unless Congress acts, starting in 2026 these modifications will revert back to the tax code as it exists today in 2017. NAHB was at the forefront of the tax reform debate and we earned clear victories on the real estate exception to the business interest deduction, second homes, private activity bonds, the capital gains exclusion, and many other provisions. MAB FOUNDER, DAN FEIST, REMEMBERED Daniel Leo Feist, who was raised on a McHenry County farm and livestock ranch and later became one of the giants of the Minot building industry, died Monday, December 18, 2017, at his home. He was 85 years old and had been battling cancer for several weeks. He and his four brothers—Anthony, Edward, Paul, and Richard—arrived in Minot around the mid-fifties as newcomers among the established building contractors. In time, they became frontrunners. All had known hard work from the farm days of their Karlsruhe youth and the confidence that comes from it. Why not work together and be part of a growing Minot, they decided. They established five companies that supplied most of what they needed for housing and commercial construction, beginning with Feist Construction Co. A booklet written for a 2005 family reunion noted: “They started with lots of ambition and guts, two shovels, one wheelbarrow, a one-ton International truck for which Ed traded his Buick, and some credit support from Uncle Charles.”

The other corporations: Feist Company Inc., Magic City Lumber, Minot Sash and Door Inc., and Feist Cupboards. Dan also owned Feist Realty Co. and the Feist Ranch northeast of Velva which he maintained from 1964 to 1988. In a side venture, he founded and owned Riverside Farms in Lodi, California, from 1989 to 1999. That move was sparked in part by the fact he had several sisters living in California. His three sons followed him into the construction business. Feist Construction ceased operations several years ago. As he prospered, Dan developed an interest in philanthropy through the Minot Rotary Club and its humanitarian projects, and the Minot Area Community Foundation (MACF), of which he was a founder. Many of his contributions were specific, including a valuable plot of land given this year to Bishop Ryan Catholic School. Throughout his life as a builder, Dan kept acquiring more property that enabled him to expand on housing and commercial projects throughout the city. A large section of that land was in northwest Minot. In recent years, it included the property where the Marketplace Foods neighborhood was developed. When he joined the Minot Rotary Club in 1972, he learned about the accomplishments of the Rotary International Foundation’s humanitarian projects. His first $1,000 donation to the foundation made him the Minot club’s first Paul Harris Fellow. In 1984, he and his longtime fishing buddy and fellow Rotarian Mike Dolan engineered the formation of the Rotary Scholarship Foundation, a separate entity within the Minot club with its own bylaws. They started it through a fund drive among members and pledges from some local businesses. Dan and Mike Dolan then joined Ken Kitzman and Ken Williams of Minot as founders in 1999 of the Minot Area Community Foundation (MACF), known as the center for community giving. The Rotary scholarship fund now is a permanent endowment fund held at MACF. Since its inception, the scholarship fund has awarded 709 scholarships totaling $627,000 to Minot area high school seniors. Dan was a charter member of Investors Real Estate Trust (IRET), founded in 1970. He was a trustee and board member and served on a number of IRET committees. He was a charter member and director of North Dakota Holdings and of Central Venture Capital. He was a member and office holder of the Minot Board of Realtors, served as president in 1967-68, and was Realtor of the Year in 1968. He also was a member of the Minot Multiple Listings Service, the North Dakota Association of Realtors, the National Association of Real Estate Boards, the National Institute of Real Estate Brokers, the Minot and National Association of Home Builders, National Federation of Independent Business, Associated General Contractors of North Dakota and Associated General Contractors of America. He was a director of First Bank of North Dakota. He drew much satisfaction from his work with Rotary and received a number of awards from the organization. They included the Distinguished Service Award and the President’s Citation Award from the scholarship foundation. He served three terms as club president. He was equally proud of MACF and its growth. The foundation currently stands at $36 million in assets and distributions. He had been a member of the Minot Chamber of Commerce since 1970. He was a recipient in 2009 of the Genie, the chamber’s first place community service award for outstanding community development. He also was a member of the Greater North Dakota Association (the state Chamber of Commerce), and of the Chamber of Commerce of the United States. He held life memberships in the Veterans of Foreign Wars, the Elks Lodge and the National Rifle Association of America. He also was a member of the Eagles Aerie and the American Legion. He was a director of the American Red Cross.

He had been a member of the Knights of Columbus since 1956, and was a Fourth Degree Knight. He served on an advisory board for the Catholic Newman Center at Minot State University in the 1980s. He was a board member of Bishop Ryan Catholic School from 1973 to 1986. He was a recipient of the Bishop Ryan “R” award, given to individuals who have made an outstanding contribution to the school. From the time he came to Minot, he was a member of St. Leo the Great Catholic Church. He served as an usher, was a lay distributor of Holy Communion, a member of the parish finance committee, and was president of the parish council from 1983 through 1985. He was aggressive in all his undertakings. On occasion, he ran into resistance at city hall over a project he proposed. He would work around it or drop it and move on. The steep increase in OSB prices follows months of modest increases inconsistent with builders’ purchasing experiences or data from Random Lengths. Due to methodology, OSB data in the PPI still lags true market conditions. As additional OSB capacity has come online, prices have predictably fallen. This trend began in early November. The following is a breakdown of structural panel price changes over various periods.

Two important factors drive disparities between price changes builders have experienced and the PPI index changes: 1. The producer price index tracks prices paid by wholesalers, distributers, and retailers rather than what those businesses charge customers. 2. The index does not include prices paid for Canadian products as it does not include imports (just as the consumer price index does not reflect prices paid for exports). 2. The economy-wide PPI advanced 0.4% in November, its third consecutive 0.4% increase. Seventy-five percent of the rise in the final demand index resulted from a 1.0% increase in final demand goods. Prices paid for services increased 0.2%, and final demand prices for core goods (i.e. goods excluding food and energy) increased 0.3%. Final demand prices less food, energy, and trade services rose 0.4% in November.

The prices listed below provide an overview of the behaviors within the U.S. framing lumber pricing market. The information is sourced each week using the Random Lengths Framing Lumber Composite, which is comprised using prices from the highest volume-producing regions of the U.S. and Canada. Information provided by Random Lengths.

Roughly half of the increase in prices paid for services was due to the price of loan services, which rose 3.1%. In contrast, margins for machinery and equipment wholesaling declined 1.9%. The substantial increase in goods prices was primarily the result of a steep increase in gasoline prices, which jumped 15.8%. Prices paid for diesel fuel–among the largest costs for building materials distributors and their customers—increased by a more modest 1.8%. Although the price of gasoline is a headline item, it is notoriously volatile. The changes in prices paid for gasoline were +10.9%, -4.9%, and +15.8% in September, October, and November, respectively. Over the same three months, the price of diesel rose by 4.8%, 8.4%, and 1.8%.

DOWNTOWN GATHERING PLACE National Disaster Resilience Program Goal: Create a "Public Gathering Place" As part of the HUD National Disaster Resilience Competition Application, the City of Minot is looking to establish at least one "Public Gathering Space". This space can be utilized in many ways; from concerts to parks, streets fairs, etc. The goals are to create a space that will eventually link to green-spaces along the river to create a place where people come to gather to reconnect with old neighbors and build new social connections and to provide for an impact for downtown businesses. Meetings were held on December 5th and 18th, 2017 and the final location is to be decided in 2018.

What are the building code concerns for both SF and MF and is there anything the agency could or should be doing? Are we putting too much funding into projects by allowing construction of too large a MF unit? What is the right square footage?

PRESIDENT’S MESSAGE Greetings. I am Dan Lindquist, a Home Builder from Fargo-Moorhead, and I will be serving as your 2018 President of the North Dakota Association of Builders. Along with running our business for the past 20 years, my wife, Maggie, and I have 4 daughters. We both feel fortunate to raise our family, work, and build friendships in this region of the country. For starters, I would like to thank Eric Brenden for his time and leadership as the 2017 President of NDAB. This past year with the Legislative session in full swing, the additional time spent away from his work and family showed Eric’s commitment to our Association. The North Dakota Association of Builders is well respected among Elected Officials and Eric’s knowledge of issues and quiet confidence only enhanced our Legislative relationships. REMODELING SECTOR SEES STRENGTH

Remodeler market confidence is strong, but skilled labor woes loom, says NAHB Chief Economist Robert Dietz. The home improvement industry continues to grow, exceeding many analyst expectations for the sector. While apartment production continues to level off from cycle peaks and singlefamily home building grows along a modest yet promising growth trend, the remodeling sector has benefited from other economic facts on the ground. In particular, home price gains have increased existing homeowner wealth, driven by a lack of existing-home inventory and reduced levels of the construction of single-family homes. According to the most recent Federal Reserve data, homeowner wealth in the U.S. now tops $13.9 trillion. In summer 2011, it was just under $6.1 trillion. These gains in homeowner wealth have enabled solid growth for remodeling spending. And demand conditions are positive. The housing stock is aging. Almost 40% of American homes are 45 years of age or older. And Americans are moving less. An aging population and more people remaining in established homes means more demand for structural improvements. This includes both aging-inplace remodeling, as well as the desire to improve the energyefficiency and resiliency of older homes. For this reason, remodeler market confidence, as measured by the NAHB Remodeling Market Index (RMI), has demonstrated strength over the past few years. As measured on a 0 to 100 scale, with any score above 50 indicating positive market conditions, the RMI has been in “good” territory for more than five years, with a current reading of 56. The result has been a period of strong gains for remodeling-related spending. The most recent Census data for home improvement construction spending places the size of the market, as measured by the dollar value of improvements put into place, at $188 billion on a seasonally adjusted annual basis. This marks an almost 20% gain over the past 12 months.

The headwinds for the sector are many of the same forces restraining growth for single-family construction. NAHB surveys indicate that remodelers cite a lack of labor as a key business challenge, along with rising building material prices for lumber, OSB, and drywall. Some of these price gains will be offset as more manufacturing capacity comes online in response to increasing prices. Some are short-term effects due to rising demand for repair and restoration work in hurricane- and fire-­impacted areas of the nation. And some, such as softwood lumber prices, are trade policy related. The long-run challenge—access to skilled workers—is an issue that affects remodelers, builders, and developers alike, and it will take an industry-wide effort to surmount. NORTH DAKOTA BUILDER SPREADS JOY WITH CHRISTMAS TREES

A home builder in North Dakota is making sure families in his area can celebrate their Christmas a little brighter this year, with a Christmas tree. Wade Vogel, owner of Premier Homes in Mandan and a member of the BismarckMandan HBA in Bismarck has used social media to find area families that do not have a Christmas tree. With the help of the Missouri Slope Areawide United Way, he plans to make sure that 50 of them do. Vogel and his staff are shuttling around the community this week to deliver 50 pre-lighted Christmas trees with decorations.

“Christmas is a special time, a time of family and hope,” said Vogel. “As a builder, there is more to building a community that constructing walls and roofs. You have to build hope.”

2018 MAB DUES INCREASE

CAPITAL RESERVE REINSTATED FOR FANNIE MAE AND FREDDIE MAC

Federal Housing Finance Agency (FHFA) Director Mel Watt announced today that FHFA and the Treasury Department have agreed to allow Fannie Mae and Freddie Mac (the enterprises) to each maintain a $3 billion capital buffer beginning in the fourth quarter of 2017. In 2012, the conditions for receiving federal financial support were amended to require the enterprises to transfer their quarterly profits to Treasury. Fannie Mae and Freddie Mac also were directed to gradually wind down their capital holdings, which were slated to reach zero at the end of this year. A zero capital buffer would mean that if either Fannie or Freddie posted a quarterly loss, they would be forced to take an additional draw from Treasury. Today’s announcement alters that arrangement, allowing Fannie and Freddie to rebuild their capital reserves. Once they reach the $3 billion threshold, they will resume sending all of their profits to Treasury. In a related development, the lower corporate tax rates in the legislation approved yesterday will significantly reduce the value of the enterprises’ deferred tax assets. Watt said it’s apparent the new corporate tax rate structure will require both Fannie and Freddie to take another Treasury draw, but believes the $3 billion capital reserve is sufficient to cover other fluctuations in income in the normal course of each enterprise’s business.

The NAHB is increasing their dues by 18 dollars in 2018. In 2017, NDAB NDAB $100 raised their dues $10 leading MAB to an increase from $375 to $390 MAB $108 decreasing to $102 in 2018 in 2017. This increase compels MAB to raise their dues again in 2018. The board decided to raise dues to $400 in 2018. So, what’s the breakdown? $390 in 2017 - increasing to $400 in 2018
