THANK YOU FOR A GREAT YEAR It’s been my pleasure to serve as the MAB’s 2017 president! Thank you. Becoming the President of the Minot Association of Builders is a task I was nervous to take on but I’m so glad I did. Serving as your president has been one of the most rewarding experiences of my life. I’ve learned so much about how our organization functions and how the NAHB, NDAB and the MAB all serve you, our loyal members. As this year comes to a close, I hope our members feel that we took the organization in the right direction and made it even more vital to your business to be a part of. 2017 brought quite a few changes to the MAB but they’re all changes we’re glad we made and we’re proud to upgrade our association the way we have. Our Home and Garden Show is bigger and better than ever, several events have been upgraded and most everything has been brought up to date. As I turn the association over to the 2018 president, Melissa Francisco, I know the MAB is in good hands and I look forward to new challenges and changes coming in the future! WRAPPING UP 2017 We’re finishing the year strong at the MAB! 2017 has been a great year at the MAB and I can’t believe how quickly it’s coming to an end. We introduced a few new events this year like Hard Hat Happy Hour and the Tool Belt Barbecue and reinvented an old favorite to become the Guns ‘n’ Roses Trap Shoot. We’re already working on new events for 2018 and making current events even more beneficial for you to be a part of. The Home and Garden Show Committee has been hard at work coming up with more events to attract more people to the show thus making your booth and business more profitable. DECLINING NEW HOME SIZE TREND CONTINUES After increasing and leveling off in recent years, new single-family home size continued along a general trend of decreasing size during the third quarter of 2017. This change marks a reversal of the trend that had been in place as builders focused on the higher end of the market during the recovery. As the entry-level market expands, NAHB expects typical new home size to fall as well. According to third quarter 2017 data from the Census Quarterly Starts and Completions by Purpose and Design and NAHB analysis, median single-family square floor area was slightly lower at 2,378 square feet. Average (mean) square footage for new single-family homes declined to 2,518 square feet. On a less volatile one-year moving average, the recent trend of declines in new home size can be see on the graph above, although current readings remain elevated. Since cycle lows (and on a one-year moving average basis), the average size of new single-family homes is 10% higher at 2,620 square feet, while the median size is 14% higher at 2,399 square feet. The post-recession increase in single-family home size is consistent with the historical pattern coming out of recessions. Typical new home size falls prior to and during a recession as home buyers tighten budgets, and then sizes rise as highend homebuyers, who face fewer credit constraints, return to the housing market in relatively greater proportions. This pattern was exacerbated during the current business cycle due to market weakness among first-time homebuyers. But the recent declines in size indicate that this part of the cycle has ended, and size will trend lower as builders add more entry-level homes into inventory. In contrast to single-family patterns, new multifamily apartment size is down compared to the prerecession period. This is due to the weak for-sale multifamily market and strength for rental demand.

FANNIE, FREDDIE RE-ENTER LOW INCOME HOUSING TAX CREDIT MARKET Mortgage giants Fannie Mae and Freddie Mac announced they are now re-entering the Low Income Housing Tax Credit market, the federal program which encourages invement of equity into affordable rental housing. Freddie Mac explained that under the program, qualified properties are allocated federal tax credits and investors are able to invest in those properties to take advantage of those tax credits. The program infuses cash equity into low-income housing properties, reducing the debt burden for the development or rehabilitation of affordable properties. Under this plan, investors take the risk, rather than taxpayers, Freddie Mac announced. “We are excited to resume investing in Low-Income Housing Tax Credits, which will expand our affordable housing efforts and help provide stability to this market,” said David Brickman, executive vice president and head of Freddie Mac Multifamily. “Few programs are as mutually beneficial as LIHTC,” Brickman said. “It incentivizes private investment in affordable housing, delivers much-needed cash equity to owners of affordable properties and, most importantly, encourages the development and preservation of critical affordable housing in underserved areas throughout the country.” Fannie Mae announced the Federal Housing Finance Agency approved its re-entry into the market effective immediately. Fannie announced it hopes to improve affordable housing stock to help markets in most need of support. “We are thrilled to announce our re-entry into the LIHTC market,” said Jeffery Hayward, Fannie Mae executive vice president of multifamily. “The LIHTC program has long been the most effective tool at driving housing supply for low- and very low-income families.” “Fannie Mae’s renewed participation in these business activities will support the LIHTC market by providing a reliable source of capital and a stabilizing influence on affordable housing throughout diverse economic markets and cycles,” Hayward said. “This is a significant step forward for Fannie Mae to better serve the multifamily market and play an integral role in
addressing America’s affordable housing crisis.” Increasingly, the housing industry has shown its support for helping low-income households afford homes. In fact, last week, approximately 2,500 signers sent a letter to Congress, addressed to Speaker of the House Paul Ryan and Senate Majority leader Mitch McConnell, urging them to direct savings from the MID cut to rental housing programs that serve the lowest income families such as the national Housing Trust Fund or a renter’s tax credit. Fannie Mae explained the LIHTC program built nearly 3 million apartment units, housed 6.7 million low-income families and currently finances the construction of almost all subsidized housing in the U.S. About 90,000 apartment units are built each year through the program. “We look forward to expanding the productive relationships we have with key partners in the LIHTC industry and enhancing our product line to offer equity financing solutions to support the ongoing needs of the market,” said Dana Brown, director of multifamily customer engagement and program lead for Fannie Mae LIHTC investment activities. “We are ready to hit the ground running and we look forward to expanding our relationships and forming new partnerships.” Freddie Mac will support the creation and preservation of affordable rental housing for low and very low income households. It said its investment into the LIHTC market will provide liquidity and stability to the housing market, and expects to close its first investment in January 2018. “Our LIHTC investment initiative will focus on affordable housing preservation, rural housing, markets with uneven or unpredictable liquidity, and other underserved areas that have been identified in our Duty to Serve plan,” said David Leopold, vice president of targeted affordable sales and investments at Freddie Mac Multifamily. “Doing so will have a significant positive impact on communities with some of the most serious affordable housing needs,” Leopold said. “Ultimately, we seek to provide better access to investment capital for developers, particularly those operating in underserved areas that are overlooked by other investors.”

The price of OSB fell 1.0% in October, in contrast to prices paid for softwood lumber (+2.3%), gypsum products (+0.3%) and ready-mix concrete (+0.2%), which all increased. In addition, the price index measuring inputs to residential construction rose 0.1% in October, according to the latest Producer Price Index (PPI) release by the Bureau of Labor Statistics.

The drop in OSB prices followed a three-month period in which prices increased 7.1% over the prior three months. While the monthly decline is welcome news, OSB prices remain 12.9% and 37.0% higher than they were at the beginning of 2017 and 2016, respectively.

The BLS report showed prices paid for softwood lumber resumed their climb after a monthly decrease in September. Softwood lumber prices have increased in all but two months of 2017. Two important factors drive disparities between price changes builders have experienced and the PPI index changes: 1. The producer price index tracks prices paid by wholesalers, distributers, and retailers rather than what those businesses charge customers. 2. The index does not include prices paid for Canadian products as it does not include imports (just as the consumer price index does not reflect prices paid for exports).

The information is sourced each week using the Random Lengths Framing Lumber Composite, which is comprised using prices from the highest volume-producing regions of the U.S. and Canada. The NAHB is increasing their dues by 18 dollars in 2018. In 2017, NDAB raised their dues $10 leading MAB to an increase from $375 to $390 in 2017. This increase compels MAB to raise their dues again in 2018. The board decided to raise dues to $400 in 2018. So, what’s the breakdown? NAHB

President’s Message
Thank You, 2017!
It has been a rewarding experience for me to serve as the 2017 NDAB president. I would like to thank the NDAB staff, the board of directors, and the entire membership for giving me the opportunity. As my term as NDAB President comes to an end, I would like to reflect a little bit on the events of the past year. The year started, of course, with the legislative session taking up most of our attention. Much of the attention of the session was focused on the budget, so there weren’t too many bills brought forth that would have added additional regulation. However, we were able to defeat a few that were brought forward. Still, there is much work to do in the future. We must remain diligent in our efforts. It is important for us to remain active within our local, state, and national governments to support builder friendly legislation and oppose legislation or ordinances that will add unwarranted costs to houses. We will have important elections on all levels next year which will have ramifications for us all.
December is a month full of emotions, full hearts and time to reflect on another year gone by. Another year of events, new friendships, and a new office! A big thank you to NDAB’s 2017 President, Eric Brenden for his leadership, his calm ways and for the many laughs we shared together. Eric was monumental with the 2017 legislative session and was always willing to be at the Capital to help provide a voice and be a strong advocate for NDAB and all of our members across the state. A special thank you to Eric’s wife, Tara and their children as well, for sharing his “free time” with us. On November 30th the NDAB Board of Directors and special guests gathered in Fargo to toast our successful past year and celebrate the future year ahead of us. 2017 NDAB President Eric Brenden was thanked for his past years’ service and pinned with NAHB’s Past State President pin. 2018 NDAB President Dan Lindquist was sworn in and pinned with NAHB’s State President pin. Our Board of Directors is made up of volunteers and we fully recognize and appreciate their time and dedication. To our outgoing board members, a heartfelt thank you. Your leadership helps push forth NDAB, NDAB-PAC and grow in our success. It has truly been a pleasure to work with you.
We had some great events this year, from our Builder Day at the Capital and the Chili and Oyster feed early on to our summer meeting and Pac event in Williston, and of course our annual banquet in Fargo. It was also great to see the participation we had at IBS in Orlando and the legislative conference and meetings in DC.
The end of the year is also a time for us to recognize the success of our members with the local associations recognizing local award winners who then are recognized at the state level. Those who win at the state level are then nominated for North Dakota at the National level. State level winners were announced at the 2017 Annual Meeting and Awards Banquet.
I would like to thank all of the committee members and the board of directors for all the time they have donated in the past year. The volunteers are really what make this organization. I would also like to thank our outgoing directors for the work they have done the last several years for NDAB. I know they will continue to be active within the association and serve in other ways.
What an exciting year it has been! As 2017 goes down in the record books we look forward to making new memories in 2018. Sponsorship opportunities will soon roll out, education opportunities will be offered, memberships will grow and in the end, new friendships will be made. Thank you all for making NDAB one of the best state-wide Associations in the Nation!
It was also great to work with Kim Schneider and the NDAB staff throughout the year. Having a great staff is critical as well, because they are the constants in our never ending rotation of directors and Senior Officers. Finally, I would like to welcome Dan Lindquist as the incoming President for 2018. I’m confident in his abilities to lead this association into the future, and look forward to working for our members in 2018 under his leadership.

The association experienced a renaissance in registrations for the Fall Awards Mixer & Board Election; RSVPs were up 22 over last year. Two new Builder members were voted onto the board in October: Joe Hillerson of Boulder Homes and Greg Meidinger of Aspire Homes will begin their term Jan. 1, 2018. Associate incumbents Greg Zenker of Northern Plains Plumbing, Heating & Air and Susie Franklin of Choice Financial retained their seats despite a run against three challengers. Upcoming events include the Holiday Mixer on Dec. 5 and the Annual Dinner on Jan. 25.

The HBA of F-M hosted local legislators at its Holiday Legislative Social Nov. 16. The New Year Celebration & City Night will be Jan. 25. This event allows members to stay in touch with local officials as well as hear update from area Mayors.

The DABA Annual Christmas Party and Awards Banquet is December 15th at the Elks! We are doing a Silent Auction again this year with the proceeds going to two local non-profit organizations the Dickinson Backpack Program and Bakken Paws Animal Rescue. We have three exciting items in this year’s auction an autographed Johnny Cash Record Album, autographed Sheet Music by the Eagles, and an autographed photo of John McCartney! We are starting to plan next year’s meeting and events and are looking forward to some new changes and ideas! The 2018 Home Show is scheduled for April 7th & 8th. The FBA hosted its 3rd Annual Chili Cook-Off and 1st Annual Bean Bag Toss Tournament on October 14th. The Chili Cook-Off consisted of 14 different chilies! It was a tough decision, but Bill Knipe, of Circle K Builders, took home 1st place and the People’s Choice Award. The Bean Bag Tournament was a hit. The tournament had 14 teams and it was a battle to the end. Vice President, Keith Ostlund, of Premium Waters, and Secretary/ Treasurer, Rob Johnson, of J&J Construction, came out on top with the 1st place win! The FBA would like to congratulate all winners! On December 13th, MAB will offer a Lunch Hour Learning class entitled18 Trends for 55+ Housing in 2018. MAB is planning a PAC event for 2018 and looking forward to raising money for NDAB-PAC! Booth sales for the 2018 Home and Garden Show have started. MAB offered an Early Bird discount that helped vendors sign up more quickly this year. In early October, WABA delivered a proposal to the City of Williston to assist the City with recent changes in the Building Department. The proposal served as a starting point to help foster a more collaborative relationship between the City and the builders. The City was very receptive to the proposal and City Administrator David Tuan spoke at the October General Membership meeting about the changes in the Building Department and the collaboration with WABA. In June, WABA announced the start of the sub-chapter, McKenzie County Builders Association. MCBA established their board of directors and held their first BOD meeting in September. The new chapter is very excited to get started and actively recruiting new members. Also in June, the NDAB Board approved a waiver of state dues for MCBA members from July 1, 2017-June 30, 2018, to allow WABA the funds to promote the new sub-chapter. This additional benefit has seen an increase in MCBA membership of 27% since June, while maintaining a 95% retention rate.
