President’s Message I hope everyone had a safe and wonderful holiday season! I am eager to jump in with both feet as the 2017 President of the Minot Association of Builders! For most of you last year was a little slower than years past but I believe 2017 is full of promise. With 2016 now behind us I think everyone is looking forward to an eventful 2017 construction season! We have some very exciting events coming up in 2017 and I look forward to seeing all of our members in attendance! If you have not done so already please get your booths reserved for the Home and Garden show in March. We have added some new events to the show that you don’t want to miss like the Ready Builders Lego Homebuilding Competition, Pub in the Park, Belt Sander Races, the Youngster Yard and Adult Workshops!! I mean it when I say we have something for everyone and the 2017 Home and Garden Show will be a great experience for the whole family. We will have plenty of new events this coming year as well like Hard Hat Happy Hours and the Tool Belt Barbecue. The prices listed below provide an overview of the behaviors within the U.S. framing lumber pricing market. The information is sourced each week using the Random Lengths Framing Lumber Composite, which is comprised using prices from the highest volumeproducing regions of the U.S. and Canada. Information provided by Random Lengths.

Builder confidence in the market for newlybuilt single-family homes jumped seven points to a level of 70 on the National Association of Home Builders/Wells Fargo Housing Market Index (HMI). This is the highest reading since July 2005. Lumber prices are steady to higher than the five week average at this point. Plywood and OSB sheeting are higher than the 5 week average with some increasing by as much as 10%. As the national single family starts keeps increasing we will likely continue to see a steady to strong market. Submitted by:

Federal Judge Blocks Overtime Rule In a victory for NAHB, a federal judge in Texas on Nov. 22 granted a preliminary injunction to delay implementation of the Department of Labor’s new overtime rule. The rule, which was scheduled to take effect Dec. 1, would double the minimum salary limit from $23,660 to $47,476.

NAHB joined other business groups in filing a legal challenge to the overtime rule on Sept. 20. The lawsuit was filed in the U.S. District Court for the Eastern District of Texas. In addition, 21 states have also filed suit challenging the rule and the two lawsuits have been consolidated. The parties have filed motions for a summary judgment. While the injunction is only temporary, the ruling by Judge Amos Mazzant sent a strong signal that he could likely side with NAHB and our business coalition. “The State Plaintiffs have shown a likelihood of success on the merits because the Final Rule exceeds the Department’s authority,” Mazzant wrote in his opinion. Working with House and Senate lawmakers and members of our business coalition, the Partnership to Protect Workplace Opportunity, NAHB has been leading the effort to mitigate the effects of the overtime rule. In addition to the lawsuit, the association is asking Congress to phase-in the new salary requirements, as well as provide permanent relief from the rule’s provision to automatically update the salary threshold every three years. As NAHB keeps working toward permanent relief, the association will continue to provide members with the tools they need to comply with the new overtime requirements in the event that the court rules against NAHB, our business coalition and the 21 state attorneys general.

Fed Raises Interest Rates For just the second time since the Great Recession, the Federal Reserve increased its target for the federal funds rate by 25 basis points. While still low, the rate increase continues the path toward higher interest rates and a normalized monetary policy after years of stimulative policy designed to support an economic recovery. The current outlook is for three additional rate hikes in 2017. Economic growth remains modest, though the pace could increase with a fiscal stimulus in the form of deficit-financed tax cuts or government spending increases as the Trump administration takes office. The move by the Fed is consistent with recent labor market data, which reveal tight employment conditions. The unemployment rate declined to 4.6% in November, as 178,000 jobs were created during the month, of which 19,600 positions were in the home building and remodeling sector. Over 120,000 jobs have been created in residential construction within the last year. While solid employment figures are good news for housing demand, ongoing labor constraints are an inflation risk and a motivation for the Fed to continue raising rates in 2017.

NAHB Challenges Flawed WOTUS Rule NAHB and its industry partners presented their first brief to the U.S. Court of Appeals for the Sixth Circuit that challenges the Waters of the U.S. rule in November. “The Sixth Circuit issued a nationwide stay of the Waters of the U.S. rule because it is deeply flawed, arbitrarily written, and provides no clarity or certainty to members of the regulated community,” said NAHB Chairman Ed Brady in a press statement. “The brief hammered home those points and several others: The water rule does not conform to Congress’s intent or Supreme Court precedent and is not supported by scientific evidence. Further, the EPA deprived the public of a meaningful opportunity to comment on critical aspects of the rule and the agency violated the law by conducting grassroots lobbying. “Meanwhile, two reports from Congress, one released just last week, corroborate these facts and highlight that the rule was politically motivated and based on flawed scientific analysis. While there is a high likelihood that the EPA’s water rule is illegal, builders face an increasing backlog in obtaining federal permits. In turn, these bureaucratic delays increase project costs and harm housing affordability. “It could be more than a year before we get a final decision. Therefore, Congress must act now to prevent this rule from moving forward,” Brady said.

Do you have a junior builder in your house? The Minot Association of Builders is hosting it’s first annual Lego homebuilding competition at the Home and Garden Show on March 4th, 2017. Children ages 5-12 will compete in building houses out of Legos. Structures can be single or multi-family, but must be homes. The homes will be judged on creativity and structure. Free for children meeting the age requirements. 20+ kids will compete in each of the two age groups. Happy New Year!

Time to Come Together

Hello fellow Happy New Year! It is hard to believe 2016 is behind us already Many of you will probably be reading this around the time of IBS. I hope to see many of you there. I would like to take a moment to introduce myself and reflect on where we have been Eric Brenden and look forward to 2017. My name is Eric 2017 NDAB President Brenden. I have worked at Northwest Contracting in Bismarck since 1998. My wife, Tara, has been teaching Math at Bismarck High for the past 10 ½ years. We have three children, ranging in age from 13 to 3. I would like to thank our past president Arnold Karsky for his service this past year. It has been a privilege working with Arnold, and I know that he will continue to be involved in the Association for years to come. I would also like to thank all of the committee members and the board of directors. Many of them have spent countless hours working behind the scenes on behalf of the Association. Finally, I would like to thank our outgoing directors for the work they have done the last several years for NDAB. As I mentioned at the annual banquet, the mission of the ND Association of builders is to represent the professional building industry through legislation, information, and education. This year is a legislative year, and I believe that one of the most valuable member benefits are the efforts of the local, state, and national associations to promote builder friendly legislation. There are many examples of legislation that NDAB has promoted in the past that have helped keep housing more affordable. One specific example was the fire sprinkler legislation from a few years ago. North Dakota became the first state in the nation to prevent fire sprinkler codes from being mandated in the state building code for single family homes and duplexes. Since that time, several states have passed similar laws that have been modeled after ours. I would encourage everyone to get involved. One person can, and often does, make a difference. However, the more people that we have engaged, the more our voice is heard at the Capital. Finally, I would like to thank our membership for the opportunity to serve as your President for the upcoming year. Please feel free to contact me with any questions or concerns. Last month we all came together as we teamed up with the Bismarck-Mandan HBA to host our Annual Awards Banquet in Bismarck. We had a fun night reflecting back on a successful 2016, presenting awards, swearing in our 2017 NDAB Board of Directors, reconnecting with friends and ending the night with laughter brought to us by a construction comedian. It was a great escape from the cold and snow! One important event of the night was the passing of the hammer as we gave a heartfelt thank you to our 2016 NDAB State President, Arnold Karsky. Arnold, along with his family and his business, dedicated countless hours and miles to NDAB and we feel so fortunate to have such wonderful volunteers in our organization willing to work hard for the building industry. With the outgoing of Arnold, we are proud to announce our 2017 NDAB State President, Eric Brenden. Eric and his family live in Bismarck and he has taken the opportunity to introduce himself in his article. Thank you to Eric, Tara and their children for their dedication and support through the years as Eric climbed the NDAB ladder to the position of State President. We are excited for your year ahead as our leader! We truly value all of our Board Members and the time and dedication they put into serving on the board. 2017 board members were sworn in at the Dec 1 Annual Banquet. Shannon Reichenberg of Diversity Homes will serve as the association president.

The HBA drummed up support for school children. Members donated buckets for each 4th grade student at Red Trail Elementary bucket band.

The Health, Tech & Trades Career Expo was Dec 1. Over 2,700 ninth-grade students attended and tried out power tools, operated equipment and learned about a multitude of careers.

The HBA’s communications intern Ashley Germann said goodbye Dec. 1. She graduated from Minnesota State UniversityMoorhead in mid-December and moved to Chicago. The HBA welcomes Haley Foster and Liza Thompson as communications and public affairs interns for 2017 spring semester.

Bismarck City Commissioners and staff sat down with the association in December to discuss better processes for buildingrelated change and communication. Home show exhibit space is filling fast. The 2017 DABA Annual Christmas Party and Awards Banquet was held on December 8th at the Ramada. We had 121 RSVP’s and 32 Silent Auction items donated. We are splitting all silent auction donation profits between two local non-profit organizations: the Sunset Senior Center and the Dickinson Optimists Club. We would also like to thank the entire committee for all of their hard work and all of the companies who donated and bid on silent auction items. It was a wonderful evening and we are excited to be able to give back to two great organizations! The DABA has created an Annual Marketing and Sponsorship guide with sponsorship opportunities for the entire year. We presented it at our Annual Christmas Party and will be sending it out to the entire membership. There are all inclusive options, as well as special event options. The DABA Home Show is scheduled for April 1st and 2nd! We have a great committee working hard and are planning to have an awesome show. We still have booth space open and are looking for vendors.

The New Year Celebration & City Night is January 26. This event features a popular Mayoral Panel as well as outlines the past year’s accomplishments and 2017 board installation.

The December Builders after Hours hosted by Keith’s Security World was a blustery winter evening, but that didn’t keep our members from coming out to network and enjoy good food and beverages that were provided by the Membership Committee and the Board of Directors. The January General Membership meeting and Installation of Officers will be held this month at the Canad Inn. New Board of Director members and Officers will be installed.

Our annual Contractor’s Education Day will be held March 1st at the Ramada.

The 2017 Home Design & Garden Show is scheduled for March 31, April 1 and 2nd at the Alerus Center.

The Association is pleased to announce new 2017 member events. One such event is the Tool Belt Barbecue. In May of 2017, MAB members will gather to enjoy a picnic, play corn hole and other yard games and enjoy the nice weather! A final date and event details will be posted at a later time.

On December 8th, WABA held a Legislative Social as our December Holiday GMM along with the Williston Regional Economic Development Corporation and our member sponsor KLE Construction LLC. This event included a social time with appetizers, drinks and Christmas music. We had a gift basket giveaway to raise money for Salvation Army, a 50/50 with our proceeds going to the Salvation Army. The Legislative discussion began at 7:00 pm with legislative representatives from District 1, 2, 4 and 39 introducing themselves and the committees they are a part of, bills they are supporting and other important information. After introductions, we opened it up for questions from our members and community members. The event was a success with almost 100 people in attendance and we raise over $700 for the Williston Salvation Army!
