A UNIQUE INDUSTRY As my tenure as President of the Minot Association of Builders nearly comes to a close, the first thing that comes to mind is what we have accomplished. As MAB members, we have accomplished a sense of success. The past 18 months saw a lot of change within our organization. Elysha came on board in 2016 and changed the landscape of MAB. As an industry, we have continued at a steady pace. We are building the foundation for a stronger Minot and remodeling our existing community to continue growth when the time comes. The men and women working in the building industry are the perfect example of what our country is based upon. Hard work, innovative ideas and cohesive mindsets that create a forward moving cycle for Minot and America. I would like to personally invite you to the Builders Banquet on December 5th. We’re looking forward to a great night that celebrates all that MAB has accomplished in 2017. Builder, Associate, and Citizen of the Year awards will be given out to very deserving members as well as the Extra Mile Award. November is a busy month at MAB! Aside from all the usual happenings, NDAB winter meetings are taking place on November 30th-December 1st in Fargo. On November 28th, Alex Martindale from NAHB is coming to MAB to speak with the board and whomever else would like to attend regarding a membership program. In this program, we’ll learn about membership best practices, how to make our association better for our members and how to gain new members! We’re excited for the opportunity to go through this course and make our association better for you. December 5th brings the Builders Banquet. CONTRACTING CONCERNS

GAP GROWS BETWEEN SLAB AND BASEMENT FOUNDATIONS NAHB analysis of the Survey of Construction (SOC) shows that 56.8% of all new single-family started in 2016 were built on slab foundations, 27.4% had a full/partial basement, and 14.5% selected a crawl space. The gap between slab and full/ partial basement foundation adoption rates is growing: the share built on slabs steadily increased from 46.0% in 2000 to 56.8% in 2016, while basement foundations dropped from 36.8% to 27.4%. The foundation types for residential construction are closely related to climate conditions, especially the frost line. Homes in colder areas, where building codes normally require foundations built below the frost depth, are predominately constructed with full or partial basements. The division with the highest share of full/partial basements in new homes is the West North Central (80.2%), followed by the New England (80.1%), the East North Central (65%) and the Middle Atlantic (64.1%). In these divisions, full/partial basement foundations offer additional finished floor areas at a marginal increase of construction cost. In the West South Central (97.0%), the South Atlantic (70.0%) and the Pacific (65.2%) divisions, new homes with slab foundations are the most common. This trend is particularly noticeable in the West South Central division where new single-family homes have been primarily constructed with slab foundations over the past ten years. The high water line in these divisions makes the slab foundations more popular. Moreover, warmer climate and therefore a shallow frost line requirement can also make building on slab more cost-effective, compared to full/partial basements.

Foundations in the East South Central division included 46% crawl space with an increasing trend and 35% slabs with a decreasing trend. Since 2003, the share of new homes built on crawl space foundations increased from the lowest level of 17.6% in 2004 to the highest of 46.4% in 2016. On the contrary, the share of homes built on slab foundation declined from the highest of 61.0% in 2004 to the lowest of 34.8% in 2016.

ELIMINATE THE DUST: COMPLYING WITH THE NEW SILICA STANDARD OSHA has decreased the permissible levels of exposure to crystalline silica for construction. NAHB has told policy makers from the start that this wide-reaching rule will be difficult to meet and enforce. But it’s the law of the land, pending any change from NAHB’s legal challenge still outstanding. Dan Johnson, CSP, managing partner of SFI Compliance Inc., a national safety consulting firm and member of the NAHB Safety Committee, told NAHB what home builders need to know to comply with the new rule and avoid fines.

HOW PREPARED ARE HOME BUILDERS IN THE INDUSTRY FOR THIS RULE? I think this is still in a really early stage in terms of implementation by builders and contractors. It’s very important to go to OSHA’s website and to use the materials from NAHB to take the necessary actions to get into compliance. The 30-day “good faith” compliance period will end soon, so builders really need to get a firm hold on this. I also think there will be some surprises, especially among smaller builders. A guy doing 10 homes a year may not even know about this rule. I think this will catch those home builders off guard.

IT LOOKS LIKE YOU’RE GOING TO BE BUSY. It is a far-reaching standard, and a challenge to comply with in many ways. Home builders definitely need to be aware of this. Even if you use subcontractors, builders may still have oversight responsibilities for the jobsite. OSHA, under its multi-employer citation policy, calls that the “controlling employer.” As the CE, the home builder has general oversight responsibility over the jobsite, including the power to correct safety and health violations itself or require others to correct them. This creates potential liability for the builder if crystalline silica exposures above the permissible levels are present.

HOW HAVE YOU SEEN BUILDERS AND CONTRACTORS GOING ABOUT MEETING THIS RULE SO FAR? ANY EXAMPLES? We worked with a cabinet installer, who actually did a lot of the legwork and research herself and did a great job. She knew she drilled and installed material into concrete, therefore creating silica dust, and went to the Table 1 instructions from OSHA’s silica rule, and opted to buy a drill with dust collection system and knew she had to use a specific filter vacuum. So that’s the ideal scenario: A contractor identifies that an aspect of the work they do causes silica dust, and they seek out a means of keeping it out of the air.

WHAT ABOUT RESPIRATORS? That’s actually a pretty tricky aspect of all this. If you cannot keep all dust out of the air in the first place, you can use respirators to help keep the airborne silica out of your workers’ lungs and monitor the air content of your worksite for silica yourself. Under this method, your workers are also required to have medical evaluations performed on them if they wear respirators for 30 days or more in a year. But keep in mind, if an employer chooses to use respirators, those respirators have to be used correctly. That includes being clean HOW CAN SILICA DUST BE MITIGATED TO MEET THIS RULE? NAFTA is intact, for now, following threats by President Donald Trump to withdraw from it. But the back-and-forth between the US and its neighbors over trade is already shaking up a key component of the housing market, with more disruptions possible. America is the largest importer of softwood lumber from Canada. Concerns that the US would withdraw from the North American Free Trade Agreement — which includes Canada as well as Mexico — have contributed to a jump in lumber prices since early this year. The benchmark randomlength lumber futures contract jumped last week to $440 per thousand square feet, its highest in 4 1/2 years.

Matthew Pointon, a property economist at Capital Economics, estimated that, based on a typical requirement of 20,000 square feet of lumber for a new home, the price increase since November added $2,000 to the cost of construction. That's less than 1% of the median price of a home.

"Given that lumber accounts for a relatively small share of overall construction costs, on its own that development will have a minimal impact on homebuilding activity," Pointon said in a note on Tuesday.

But what it could have an impact on, Pointon said, is the type of homes being built. Pressures from higher land and labor costs have been encouraging builders to construct smaller single-family homes, Pointon said in a recent note. Prices are unlikely to shrink with home sizes, however, because demand remains hot in a strong economy. Prioritizing more-expensive homes could become another way to protect margins, even as more-affordable housing remains in short supply, especially in larger cities. That, according to Pointon, is the worrying combination that could slow down housing starts and tighten the nonluxury section of the market even more. "Combined with labor and land shortages it will only add to the pressure on builders to protect margins by focusing on the higher end of the housing market," Pointon said.

Presidents Message At a time when countless college graduates are finding they are underemployed and saddled with crushing student debt, it is time for educators and policymakers to reexamine the widely held belief that a college degree represents the only road to success. The building trades offer a great career path. Regrettably, fewer students are seeking careers in the construction industry because many parents and guidance counselors are steering them toward a college pathway rather than a vocational route. This is particularly unfortunate, given the shortage of skilled workers in the residential construction industry and the fact that carpenters, electricians, framers, roofers and others in the field earn good salaries and express high job satisfaction. According to the Bureau of Labor Statistics Occupational Employment Statistics Survey data and analysis by the National Association of Home Builders (NAHB), the 2014 median annual wage of most positions in the residential building sector was $39,500 – 10 percent above the U.S. median annual wage of $35,540. The labor shortages can be attributed in part to the fact that many skilled residential construction workers were forced to seek employment elsewhere during the Great Recession, when more than 1.4 million jobs were lost as builders across the nation were forced to shutter their doors or lay off workers. Many trades retrained their construction workers and they are not returning to the housing sector. With the nationwide housing recovery now picking up steam, it is imperative that America trains more workers and leaders in the construction industry. The number of open construction sector jobs in March was 147,000, the third-highest monthly total since the Great Recession ended, according to the latest BLS data.

How to Reduce Winter Energy Bills Aside from those who play the part of Ebenezer Scrooge in a Christmas Carol, no one should be forced to wear a night cap to bed because their home is too cold. But as the fall and winter months bring chilly temps to many parts of the country, some will do whatever it takes to offset rising energy bills. Wearing your heaviest winter parka, gloves and a stocking cap around the house at all times is one method. There are also several other less-cumbersome ways — ranging from small adjustments to major modifications — to stay warm and use less energy.

Here are some basic tips to stay comfortable and keep costs down this winter: Hello? Anyone home? If there are generally long periods of time throughout the day when no one is home, adjust your thermostat accordingly to limit the amount of wasted heat. This can be done manually each day if you have a good memory and you’re the last one out the door. The selection of smart thermostats is continually expanding. Many smart thermostats feature online calculators that show approximately how much users will save based on their region, size of home and heating type. In many cases, the investment results in significant savings over time. Mind the Gaps By sealing air leaks in a home, an average household can cut 10 percent of their monthly energy bill. Use caulk to seal any cracks or small openings on non-moving surfaces such as where window frames meet the house structure. Check your weather stripping in exterior door frames and replace any that is deteriorated or cracked. Sealing windows and doors will help, but the worst culprits are may be utility cut-throughs for pipes (plumping penetrations), gaps around recessed lights, and unfinished spaces behind cupboards and closets. Do-it-yourselfers can buy material that expands to fill the gaps and prevent air from escaping.

The City of Dickinson presented at our October GMM on the Renaissance Zone Development Plan Expansion. The approved changes allowed the City of Dickinson to expand the Renaissance Zone from 25 blocks to 38 blocks. The expansion of the zone is part of the City’s overall downtown revitalization program. It was a great presentation and we would like to thank Walter Hadley and Steve Josephson for presenting to our members! The HBA of F-M New Year Celebration & City Night will be Jan. 25. The HBA organized and hosted the Fall Parade of Homes and Remodeled Home Tour which featured 54 new homes, plus a selection of renovation projects. Luxurious Featured Homes raised $2,130 during the event for Home Builders Care of F-M Foundation. The HBA partnered with Fargo and West Fargo Public Schools to showcase building industry careers to over 170 students. The tours were of a newly constructed home and a renovation project that were part of the Fall Parade of Homes and Remodeled Home Tour. A Candidate Forum for Dilworth's City Council race was held for the November election. The HBA of F-M hosted a Hard Hat Happy Hour at Floor to Ceiling Carpet One, which over 100 members attended.

The FBA hosted the 24th Annual Golf Outing. We hosted a total of 144 golfers at King’s Walk Golf Course.
