On a personal note, my son is about to enjoy his first holiday season. My husband and I couldn’t be more excited to share family traditions with him and start our own new traditions. On a work related note, we have SO MUCH happening! The Builders Banquet is December 6th. We’re going to jazz it up a bit this year! We plan on bringing in entertainment and having activities for people to partake in throughout the night. Final details will be released soon! Planning for the 2017 Home and Garden Show has started and I couldn’t be any more thrilled with how it’s shaping up. We have several new activities for attendees this year. Big Dip in Multifamily Housing Starts Total housing starts posted a 9% drop in September due to a large decline in apartment construction. Following a few strong months this summer and a rising share of units under construction, multifamily starts were down almost 40% compared to August levels. Nonetheless, solid demand continues for rental and for-sale housing. Lately, much of the good news is coming from the labor market, which continues to produce jobs. In September, job creation totaled a modest gain of 156,000, though the unemployment rate ticked up to 5%. The growth in the labor force, up 444,000 in September, could help offset a rising number of job openings in sectors like construction. Home builder confidence is at its second-highest level since the beginning of the recession. With cautious optimism, builders say they anticipate conditions for the single-family market will continue to improve in the months to come. Compared to totals from this point last year, single-family housing starts are up 10% and permits—a leading indicator of future activity—are up 8%. -NAHB Chief Economist Robert Dietz

NAHB Endorses 135 Candidates for Congress NAHB has released a list of 135 House and Senate candidates that the association is officially endorsing in the upcoming Nov. 8 elections. “The Democratic and Republican incumbents and candidates that NAHB is endorsing have demonstrated a commitment to make housing and homeownership a national priority and to advance policies that will put families in homes and spur job and economic growth,” said NAHB Chairman Ed Brady. NAHB has taken the unprecedented step to endorse candidates for the first time in its 74-year history because Congress has failed to adequately address the nation’s housing problems, even though housing is a key driver of the nation’s economy and accounts for 15% of the nation’s gross domestic product. “The next Congress must focus on housing and tackle pressing issues that are holding back a more robust housing and economic recovery,” said Brady. Specifically, NAHB will be urging members of the new 115th Congress to: Reform and streamline the regulatory process. Ensure that any tax reform efforts protect vital housing tax incentives that are needed to keep housing and the economy moving forward. Ease tight credit conditions for home buyers. Enact comprehensive housing finance reform. The list of candidates that NAHB is endorsing for Congress will grow. “I am very proud of our NAHB Board of Directors for taking the important step to endorse probusiness and pro-housing members and candidates for Congress. Well done,” Brady said. “Continue to support pro-housing candidates from both parties! Most importantly, express our treasured freedom: the opportunity to cast your vote. It is a responsibility to take seriously,” he said. NAHB does not endorse candidates for president.

New Data Available on Fire Sprinkler Mandates Minot Chickened Voting members of the International Code Council will once again consider an Out At October amendment to move the requirement to install fire sprinkler systems in one- and two-family homes from the main body of the International Residential Code – where it has been since 2009 – back to the appendix. City Council It makes a difference because when a requirement is part of the main body, it’s much easier for states, counties and local jurisdictions to adopt it lock, stock and barrel when it comes Meeting time to update the building codes. When it’s in the appendix, the jurisdiction has to decide to amend the model code to include the requirement. That’s not been an issue for fire sprinkler requirements, though. The overwhelming majority of states have decided that installing the systems should be an option, not a mandate, for home buyers. And the overwhelming majority of home buyers have decided that the systems are not worth the additional expense. By either the code adoption process or legislative action, 44 states have rejected fire sprinkler requirements. Only two states – California and Maryland – require them for all new one- and two-family homes. Delaware, Colorado, Illinois and Wyoming have not chosen to pursue statewide requirements, although Delaware builders are required to give buyers a cost estimate for sprinklers and install them if the buyer wants. NAHB agrees that fire sprinklers should be an option for all home buyers, and it’s helped state and local HBAs create materials that their builders can use to offer that option. But the price – the Fire Protection Research Association puts the average cost per system at about $6,000 – can make new homes unaffordable for many buyers.

Supporters of backyard chickens narrowly fell short in their efforts to bring chickens back to the city of Minot. After much discussion and many personal testimonials the city council voted to keep chickens out of Minot. However, Alderman Shannon Straight encouraged the group to continue to fight for their cause as urban chickens are becoming more popular nation wide.
Builder confidence in the market for newly-built singlefamily homes dropped slightly in October, at a level of 63 on the National Association of Home Builders/Wells Fargo Housing Market Index (HMI). A mark over 50 indicates a positive outlook. Midwest Housing market index is at 59 for September. Lumber composite averages over last year up $50.00 per M.

Clock is Ticking as Implementation of Overtime Rule Draws Closer With the Department of Labor’s (DOL) final rule to double the overtime salary limit from $23,660 to $47,476 set to take effect on Dec. 1, more than 400 business groups are seeking congressional action to postpone implementation of the rule. Working with House and Senate lawmakers and members of our business coalition, NAHB has been spearheading this effort to delay DOL’s rule from taking effect on Dec. 1. Such a huge jump in the overtime threshold in such a short period of time could actually hurt a significant number of the workers the rule was meant to help. Many small business owners would be forced to scale back on pay and benefits, as well as cut workers’ hours. There is little time left for Congress to act to reform the rule. As NAHB works toward permanent relief, the association will continue to provide its members with the tools they need to comply with the new overtime requirements.

Promoting Jobs in Housing Industry As we start November, the Elections are here, we need to make sure we get out and vote. When we vote make sure we are looking at the PRO HOUSING candidates and voting for them. With many years of increased regulations and fees it is time to Arnold Karsky make sure we are getting the right person NDAB President in office. It does not matter if they are Republican or Democrat or any other party we need to make sure they are on our side. This month I would like to talk about construction jobs and the increasing need over the past few years. I am going to use and talk about some information I received from NAHB. According to the latest Bureau of Labor Statistic data and analysis by NAHB, there were 214,000 open construction jobs in July, which marks the second highest monthly count of open, unfilled jobs since May 2007. The housing market continues to rebound and this will only increase the number of job openings nationwide, as well as here in North Dakota.
Residential construction offers a number of fulfilling career opportunities, from architect and engineers to carpenters, plumbers, electricians, painters, and landscapers, the list goes on. Nationwide our builders are saying that access to skilled labor remains a top challenge for them. We need educators, parents and students to take a close look at the career opportunities available in the residential constructions industry and understand that a vocational education can offer a satisfying career path and have decent income levels. So, talk to your local association, let them know your needs, and be willing to be vocal in your community about opportunities in your company and for our industry. For the first time in its 74-year history, the National Association of Home Builders (NAHB) is officially endorsing candidates for the U.S. House and Senate in the upcoming Nov. 8 elections. NAHB endorsed North Dakota Republican Kevin Cramer for re-election to Congress and Republican Senator John Hoeven for re-election to the U.S. Senate.
Housing is important to local, state and national economies and accounts for about 15 percent of the nation’s Gross Domestic Product. NAHB believes in this critical election year that it is important to elect prohousing, pro-business candidates to Congress in order to ensure that the housing and economic recovery continues to move forward. New home construction is an engine of job creation. On average workers from 22 fields are needed to build a home. Constructing 100 single-family homes creates nearly 300 full-time jobs and $11.1 million in fees and taxes for all levels of government to help fund schools, roads, police and firefighters. At NDAB, we are pleased to work closely with our federal officials to represent the interests of our builders in North Dakota. This will be an important election for our industry and this endorsement will help educate our members on who stands with them. In fact, to continue to show our gratitude and support it is our honor and pleasure to announce that the inaugural recipients of the NAHB Defender of Housing Awards are being presented to Senator Heidi Heitkamp, Senator John Hoeven, and Congressman Kevin Cramer. Only 130 of the 535 United States legislators will receive this award for 2016. The goal of this award is to recognize members of congress who go above and beyond for the housing industry and to thank our lawmakers for the level of attention paid to home building issues and to our overall industry. Congressional members are nominated for the award by our state and local associations based on a variety of important criteria, including support and leadership on housing issues, as well as accessibility to the NAHB membership. NDAB is grateful for the opportunities we continually have to meet with the ND delegation to educate them on policy and issues that will most help homebuilders both in North Dakota and nationally. They truly are champions for housing! In person early voting starts in late October, absentee ballot voting is available now and in person voting on Election Day is Tuesday, November 8! The HBA teamed up with the Girl Scouts and the NDHFA to create door mats that were displayed in Parade homes and donated to first time home buyers. Award-winning builders were recognized on Oct. 25 during the Fall Awards Mixer that honored People’s Choice winners from the Parade of Homes. Members elected new board members to the association at the Oct. 25 event to serve in 2017 and awarded the Builder and Associate of the Year Awards. The Fall Building Officials Roundtable was hosted on Oct. 20. Topics included the 2015 IRC adoption, expedited building permits and inspections and consistency in enforcement. Members will be able to get their Lead Renovator certification in November courtesy of a grant from WSI.

The DABA Christmas party is scheduled for December 8th at the Ramada. We have a great committee working on the details and are excited for our members to attend this event! We are planning on doing a silent auction and donating the profits to a local charity. Our October General Membership meeting was October 12th at Lady J’s where the members who attended enjoyed an Italian night buffet. We are working on booking space for the 2017 Home Show April 1st and 2nd. We are excited for another great Home Show and are looking at adding some new fun changes.
During the HBA of F-M’s Fall Parade of Homes and Remodeled Home Tour $4,450 was raised for Home Builders Care through our Luxurious Featured Homes. A Lunch Session was held updating our members on the Diversion and Flood Insurance changes. New this year, the HBA of F-M held a Showroom Tour for the month of www.ndbuild.com
October 10th was our General Membership Meeting at the Ramada. We were excited to have UND’s head hockey coach Brad Berry as our guest speaker. Tickets on a hockey stick signed by the 2016-2017 hockey team were sold. Proceeds went to CVIC’s new safe house. We also announced our Builder and Associate of the Year Awards. Rob Johnson, J & J Construction, is our 2016 Builder of the Year. Mark Johnson, Johnson Concrete Construction, is our 2016 Associate of the Year. Ralph Applegren, Applegren Construction, was awarded the Hall of Fame award. Hot Spring Spas and Pool Tables 2 sponsored a very fun October Builders after Hours. They had lots of information on the installation of outdoor saunas for our members. Our 2nd Annual Chili Cook-Off was a great success. Several of the great cooks in our membership submitted their favorite chili recipe. Applegren Construction opened up their shop for our group. Garon Construction, Applegren Construction and The Craftsmen hosted the event. Waterfront Kitchen and Bath will sponsor Builders after Hours November 9th. They have done some remodeling of their showroom and are anxious to show it to our members.
December 6th, 2016. There are a few changes to this year’s banquet that we’re excited to start unveiling soon! Planning has started for the 2017 Home and Garden Show. We’ve got some big plans up our sleeves this year and look forward to refreshing the event!

WABA is in the process of interviewing a new EO position and hopefully will have someone on board by our November Annual GMM. We’re having our Annual Fall Parade of Homes October 22nd and 23rd. We added a new board member Matt Markworth from Bakken Contracting he replaced Bob Radermacher from the same company. Bakken Contracting is hosting and sponsoring our October 20th GMM. McCody Concrete is hosting our Annual GMM on Thursday November 10th. We’re also going to have state officers and the NDAB Executive Officer Kim Schneider attending and we’re excited to have them attend. We’re securing our December 8th GMM we normally have legislators attend it’s a fun night. Ed Brady attended breakfast with the Builders in Williston August 30th at Ken Callahan’s home and was the Keynote speaker at the WEST Event.

The Minot Association of Builders are proud to declare that the 2016 Fall Parade of Homes went extremely well. With around 250 people viewing each home on the Parade route, the Parade is sure to become an annual event. We’re already coming up with ideas to make next year’s Parade bigger and better.
