We nearly doubled our attendance with almost 400 people touring the 11 homes on the route. We’d like to extend a big thank you to Carpet Garage for donating a $500 gift card as a prize for the Walk In & Win contest! We’d also like to thank Future Builders, R Squared Construction, Anasazi Builders and Heartland Developers for continuing to take part in the Parade. We look forward to making it even bigger and better next year! On October 10th, make sure to attend Hard Hat Happy Hour at Arny’s 2.0 Lounge and Bottle Shop from 5 PM to 7 PM! A STRONG FINISH TO 2017 Labor Day is behind us, the first day of school has come and gone, the NDSF is over and we’ll be driving hard to finish 2017 strong. Even as we plan to close out the year with energy, I find myself reviewing our accomplishments thus far in 2017, and already planning for 2018. But perhaps even more broadly, fall seems like the right time to reflect on how we are doing as an industry and as your industry trade association. Is MAB creating value for you as a member? Are we on top of industry trends and is our periscope up for future challenges you will face? Are we relevant? How can we create more value for you and make the business environment even more favorable for your success? These are difficult yet inspiring, self-reflective questions that I ask myself. I’ve had several members tell me the value of membership in MAB has never been greater. That feels good. It’s our goal every day to deliver advocacy, marketing, connections and education that elevate our industry and your business. I think we’re doing that well. I do believe we are relevant. We hope you close out 2017 in strength and that 2018 brings you continued success. We’ll not only be rooting for you, we’ll be working for you, and serving you, in the year ahead. BE PREPARED! OSHA SILICA RULE TOOK EFFECT SATURDAY, SEPT. 23

HURRICANES ADD TO HOUSING MARKET UNCERTAINTIES The economic impacts of hurricanes Harvey and Irma are likely to be felt throughout the coming months as repair and restoration activities continue. Florida and Texas constitute 24% of the nation's total single-family building market, and the counties in the disaster-declaration areas make up 14% of national production. The rebuilding efforts will require tens of thousands of additional construction workers, heightening the existing issues regarding access to labor. Estimates from the Bureau of Labor Statistics reveal the number of open, unfilled construction sector jobs increased to 232,000 in July, nearly reaching a post-recession high. Another growing concern is the hurricanes' impact on the cost of building materials, many of which had already increased significantly during the past 18 months. Since the start of 2016, softwood lumber prices have risen 22% and OSB prices are up 33%.

As NAHB has reported recently, the U.S. Occupational Safety and Health Administration (OSHA) is scheduled to begin enforcement of the silica rule in construction this Saturday, Sept. 23. NAHB’s Silica in Construction Toolkit, found at nahb.org/silica, provides background on crystalline silica as well as resources for helping home builders and remodelers comply with the rule. *OSHA has announced that it will consider goodfaith efforts by employers to comply with the new silica rule for the first 30 days following the start of enforcement on Saturday, Sept. 23. As noted on NAHB’s priority issues page on this topic, OSHA has determined that a rule is needed to substantially reduce the risk of serious disease from exposure to airborne concentrations of silica dust. Silica is a component of soil, sand and granite, and occurs in many commonly used building products such as mortar, concrete, bricks, blocks, rocks and stones. It can be disturbed by construction activities ranging from cutting concrete and brick to moving soil around the jobsite. The crystalline silica rule issued in March 2016 is the most far-reaching regulatory initiative ever finalized for construction with an industryestimated cost of $5 billion per year — roughly $4 billion per year more than OSHA estimates. NAHB and the Construction Industry Safety Coalition have requested that OSHA withdraw the rule and talk frankly with the construction industry about a more feasible and economical approach to dealing with the silica hazards. NAHB’s legal challenge on the silica rule is still pending. The case is scheduled to be argued before the court on Sept. 26. State-run OSHA programs have six months to adopt the federal rule or develop one that is equally effective. To learn more about the rule and its requirements, see NAHB’s silica toolkit. MISSING THE MILLENNIAL MARK Student loan debt and a lack of affordable inventory delay Gen Y household formation, but lofty expectations are to blame, too. The Americans dream of buying a home is alive and well for millennials, but the generation faces hurdles to homeownership that older cohorts didn’t encounter when buying their first home. These challenges are rooted in economic circumstance, but millennials’ front-row seat to pre-recession consumerism (the McMansion, for example) during their formative years, as well as its fallout, creates a tug of war between the preferences they have for a first home and the reality of what’s affordable. Commentary from the July BUILDER-Metrostudy Demand Index—which tracks new home and lot demand for 26 markets based off scores from Metrostudy regional directors—

underscores the problem in markets across the country: demand for new homes is outpacing supply. Across all generations, detached single-family homes are in highest demand, yet existing and new inventory is tight in most major markets. According to a report from the National Association of Realtors, 80% of millennials who bought a home last year bought resale and compromised their desired size, price, and home condition in order to enter the market. The window for millennials willing to buy resale could be closing in competitive markets like Dallas, Austin, Salt Lake City, and Seattle, making the need for new, affordable entrylevel homes urgent. Millennial

demand for new homes is there, but builders have been unable to capture this demographic. High land development costs, a lack of affordable labor, and regulatory burdens are making it nearly impossible to build entry-level product and still turn a profit. In 2016, millennials surpassed baby boomers as the nation’s largest living generation, and within the next five years, 66% of millennials plan to purchase a new home. THESE ARE THE BEST CITIES FOR WOMEN TO BUY A HOME ALL THE SINGLE LADIES, LISTEN UP! The Midwest may be the best place for single and unmarried women to buy a new home, followed by Texas and upstate New York. At least that's according to an analysis by Owners.com, an online real estate brokerage. The company released its list of the 20 best places around the U.S. for single and unmarried women to purchase a home. Cincinnati took first place, followed by the Kansas City, Kan., and Kansas City, Mo., area, Dallas-Fort Worth and Albany-Schenectady, N.Y. “More single women are making homeownership a reality,” Phil Karp, senior manager of brokerage services at Owners.com, told USA TODAY. “They’re choosing to make it happen.” His wife, in fact, was a homeowner before they married, he said. Owners.com analyzed approximately 50 metropolitan areas around the nation, taking into account the average home value, median female income in each city, annual crime rate, walkability and public transportation, and the price of dinner for two people. Single and unmarried women have been outpacing single and unmarried men in homeownership since 1981, with no end to the trend in sight, according to the National Association of Realtors (NAR). In 2016, 17% of single and unmarried women were homeowners, compared to 7% of single and unmarried men. “I didn’t need to wait until marriage to buy,” said Hilary Sutcliffe, 35, who purchased her first home in South Egremont, Mass., near the upstate New York border, two years ago. “I had the money, so I thought, what am I going to do with it? The mortgage, with taxes and insurance, is comparable to rent. And there’s a freedom to owning. I can paint my walls hot pink if I want.” The desire to have property of their own ranked highest among both men and women, according to surveys conducted by NAR on first-time homeowners. But unmarried and single women also showed a strong desire to own a home close to family and friends. Sutcliffe, who lives with her boyfriend but is not married, is the sole owner of the three-bedroom home they share. She said she chose it largely because it was close to relatives. It took Lynnette Bruno, a real estate and lifestyle expert for Trulia, an online real estate website, 15 bids to land her dream home in San Francisco’s Western Addition neighborhood. “I always wanted to be a homeowner, and I didn’t care if I had a partner or not,” said Bruno, who is in her late 30s. “I wanted a backyard so I could have the dog I always wanted.” The MAB Homefront | 12 | October 2017

I, along with about 20 NDAB members and 500 other business and political leaders from across the state, had the opportunity to see President Trump in person at the refinery in Mandan on September 6. He was there to promote his tax reform agenda. Whatever your view of the current president, most of us don’t have the opportunity to be that close to the President of the United States very often in our lives.

The President spoke of many of the top agenda items that we have heard in the news, such as lowering the corporate income tax rates, simplifying the tax code, eliminating the death tax, and encouraging businesses to bring back profits they have parked overseas. I think that most of us believe there is a need for tax reform. Of course, getting Congress to join together and compromise on some of the issues that they don’t agree upon will not be easy. A few months ago, I wrote about the tax advantages of owning a home. There are several policy justifications to keeping those advantages in place. The mortgage interest deduction, in particular is a critical tool for younger middle-class buyers looking to enter the housing market.

I believe a well thought out and constructed tax reform plan will benefit our economy and help provide additional investment from the businesses community. However, it is important that the tax advantages of home ownership remain in place. We must continue to reach out to our Congressional delegation. As I stated before, it is our job to promote these benefits to the public and the public officials so they see the value in keeping pro-housing policies in place. NAHB will do the same on our behalf to keep in place the tax advantages of home ownership on the national level. Eric

NDAB urges ND Delegation to preserve housing incentives in tax code reform The North Dakota Association of Builders (NDAB) supports home ownership and rental housing incentives in the current tax code and specifically the deductions for mortgage interest and state and local property taxes as well as provisions that encourage development of affordable housing. Over 20 NDAB members attended this historic event to learn more of his proposal for income tax reduction, a fair tax code and economic development. We urge the members of our North Dakota congressional delegation to work in a bipartisan fashion to make federal tax reform a reality.

NDAB is a staunch defender of the mortgage interest deduction, which has been a part of the tax code since its inception in 1913. This deduction is an essential tool for younger middle-class buyers looking to enter the housing market and move up as their families grow. The mortgage interest deduction amounts, set in 1987, have not been adjusted for inflation in 30 years. It is time to address the levels of the deduction in order to bring it into the modern times of costs, affordability and income levels to improve the buying power of the middle class. Many tax reform proposals being discussed have suggested reducing or eliminating the mortgage interest deduction; the Low Income Housing Tax Credit; the capital gains exclusion for home sales, and the deduction of property taxes. These proposed tax increases would further depress home prices, put countless more home owners underwater, and trigger a new wave of foreclosures. Eliminating or scaling back these vital housing incentives would also shrink the local tax base of many communities, causing already cash-strapped state and local governments to further cut jobs and essential services. In addition, the building industry is just one of many industries comprised of multitudes of small businesses; to ensure that our future tax code is truly pro-growth, Congress must maintain a business interest deduction for small business. NDAB leaders thank President Trump for his leadership and have confidence that the White House and Congress will do the right thing for home buyers and for America. We will continue to engage in this process, jointly with the National Association of Home Builders and our local home builders associations across the state of North Dakota.

The HBA of F-M had another soldout golf outing in August. Over $3,000 was raised for NDAB-PAC over the summer's two golf outings, thanks to the support of HBA members.
