WINDING DOWN SUMMER We’re more than halfway through 2017 and we hope you had a happy summer. We now have over 150 members spread across the state, from Mountrail Builders in Stanley to Rolling Hills Lumber in Max. As I write this letter, we are in the midst of the season and the weather is still warm. Many of you are hard at work to get your Parade homes ready. The Parade of Homes is approaching quickly and has been getting lots of great press in it’s second year. We’re anticipating a warm weekend and an even warmer reception from the Parade attendees. We’re proud to bring such a great event back to Minot and look forward to continuing it for years to come. Last month, Elysha attended the Association Management Conference in Denver. We’re proud to say that it was a great conference for her and our association. She brought back many ideas from the workshops she participated in and from talking to other associations around the country. The AMC Conference is always a great time to find out how we can do our jobs better. We’re looking forward to implementing her new ideas and taking the association a step further! We hope to send her to Washington, D.C. in October to learn more about the National Association of Home Builders and how to better our association yet again!

EVENTFUL AUTUMN AT MAB Parade of Homes, Breakfast with the Builders, Hard Hat Happy Hour Fall is well on it’s way to North Dakota. If you’re feeling down because you know winter is on the way...we’ve got just the thing to cheer you up! September is a busy month at MAB with the 2017 Parade of Homes happening on September 16th. The Parade features 11 beautiful homes in and around Minot that will knock your socks off. I’m pleased to relay that there are price points for everyone this year. Homes start at $139,900 and continue on up. Whether you’re a first time home buyer or a seasoned veteran, you’ll be able to find something to peak your interest! The Parade takes place from 10 AM to 4 PM on the 21st. Tickets are $5 and allow entry into all Parade Homes. On September 21st, NAHB Rep Alex Martindale, will be in Minot to speak to our group about the happenings at a national level and give us an overview of what NAHB (National Association of Home Builders) is doing for you and your membership. SHARE OF BUILDERS REPORTING LABOR SHORTAGES RISES AGAIN Labor and subcontractor shortages have become even more widespread in July of 2017 than they were in June of 2016, according to single-family builders responding to special questions on the NAHB/Wells Fargo Housing Market Index (HMI) survey. The July 2017 HMI survey asked builders about shortages in 15 specific occupations that were either recommended by Home Builders Institute (NAHB’s workforce development arm) or that NAHB found to be particularly significant when tabulating Bureau of Labor Statistics data for a recent article on Young Adults & the Construction Trades. Shortages (either serious or some) were at least fairly widespread for each of the 15 occupations, ranging from a low of 43 percent for building maintenance managers to a high of around 75 percent for the three categories of carpenters (rough, finished and framing).

In addition to labor that single-family builders employ directly, the HMI survey asked about shortages of subcontractors, which have become even more widespread lately. In the July 2017 survey, the incidence of shortages was higher for subcontractors than for labor directly employed by builders in each of the 15 occupations. At the top of the chart, for example, 85 percent of builders reported a shortage of framing subcontractors, compared to “only” 77 percent who reported a shortage of framers directly employed. Historically, this has not always been true. An average shortage calculated across the 9 trades that NAHB has covered in a consistent way since 1996 shows that labor and subcontractor shortages used to track each other fairly closely. Since 2013, however, a persistent gap has opened, with the 9-trade shortage for subcontractors running 5 to 7 percentage points higher. A possible reason is that some workers who were laid off and started their own trade contracting businesses during the housing downturn have returned to working for larger companies. This would improve the availability of workers directly employed by builders slightly, while shrinking the pool of firms available for subcontracting. The 9-trade average shortage for labor has increased from a low of 21 percent in 2012 to 56 percent in 2016, and now 63 percent in 2017. And this trend has been very consistent. For each of the construction occupations covered in both years, the shortage percentage, whether for labor directly employed or subcontractors, increased between 2016 and 2017—with the sole exception of excavator subcontractors, for which the percentage remained roughly the same. The 9-trade average labor shortage is now at its highest since 2000 (which marked the end of an extended period of strong GDP growth that tightened many labor markets and drove the overall unemployment rate down to 4.0 percent). The current labor shortage seems especially severe relative to housing starts, which have only partially recovered from their post-2006 decline. Again, the historical pattern has been quite consistent across construction occupations. Shortages for most of the occupations are more widespread now than at any time since 2000. The exceptions are shortages that are at their all-time worst since NAHB first started asking the questions in 1996. For directly employed labor, the shortage of painters is now at its worst ever. For subcontractors, in addition to painters, shortages of framing crews and electricians are also at their all-time worst. For excavator subcontractors, the 2016 and 2017 shortages are essentially tied for worst all time. The NAHB survey results are consistent with the latest numbers in the Job Opening and Labor Turnover Survey (JOLTS) release from the Bureau of Labor Statistics. After a decline in May that now appears anomalous, the latest JOLTS shows the number of unfilled jobs in the construction industry rising significantly in June.

While no one can predict with any certainty how this will affect prices, the lumber futures market is anticipating that this development could temporarily moderate the cost of lumber.

As background, the Commerce Department on April 28 imposed preliminary countervailing duties (CVD) on Canadian lumber imports into the U.S. averaging 19.88% and levied an additional anti-dumping duty in June averaging 6.87%. Under World Trade Organization rules, the CVD cash deposits are collected for four months, which would go through Aug. 25. The final CVD determination is currently scheduled for Sept. 6, but it is possible that decision could be delayed until later this year. If the decision is postponed, there will be no CVD cash deposits collected from Canadian lumber firms until a final determination is made.

For example, recent wildfires in Canada have adversely affected the supply coming into the U.S. while wet weather has dampened demand.

Back to School Time!

Several of the key results of the survey include finding that, compared to other industries, construction businesses in the U.S. tend to serve customers within a single region, they are more likely to operate on a seasonal basis, they operate out of the business owner’s home more often, they tend to use many different subcontractors, and they are less likely to have company websites. Much of the useful information from the survey is the financial data. First of all, as many of you know, construction businesses require less start-up capital than many other businesses. Personal and family savings of the owners are the primary source of start-up capital for construction companies. Construction companies acquire bank loans for start-up capital less often than other industries. As far as profitability, the percentage of construction companies that record a profit is very similar to the other industry average. A couple of downsides, as we all know, is that construction companies are susceptible to the negative impacts from labor shortages and late or non-payment by their customers. The lower cost of entry into construction can offer opportunities to young entrepreneurs who are interested in the industry. As I wrote about a few months ago, the more we can educate children of the opportunities that the construction trades can offer them, the more likely we will be in tackling the labor shortage. The more young people we attract to the industry would then result in creating more entrepreneurs as well. I read that Colorado has recently passed a bill that requires public schools to inform high school students about the opportunities in trade schools and military service, and what they need to do to follow these career paths. Maybe this is something that we should pursue on a state level as well. Eric

September brings us cooler temperatures, football, pumpkin spice and beautiful colors. It also brings us back to chaotic school schedules and for some, empty nests as kids head off to college. A large number of baby boomers are reaching the point where their children have grown up and moved out of the house. Though the transition from full house to empty nest can be filled with excitement, it can also be filled with stress. Among numerous questions that may come to mind, you might be wondering if this is an opportunity to move and downsize to a smaller, more manageable home. Or perhaps you want to stay in your current home and repurpose the extra space.

The answers to these questions depend on your unique circumstances. But for those who decide to stay put—at least for the time being—now is a great time to begin considering which, if any, modifications your home may require to better suit your needs as you get older. Rather than waiting until an incident occurs, be proactive about making alterations to your home that will help you avoid potential injury. Here are a few things to keep in mind if you are planning to “age in place.” Prioritize Your Wish List With the kids out of the house and more free time on your hands, you might have the urge to dive right in and tackle many of the DIY projects on your list. But first, take another look at the rooms in your house to determine which ones fit your new lifestyle, and which ones need some work. Some areas of the home might only need minor changes. Others might need to be repurposed altogether. Take the time to create a general plan and prioritize the items on your list. Focus on Improving Livability Many empty nesters hire expert remodelers to adapt their home to make it easy to use and maintain. Stairs can sometimes become a problem, but moving the master bedroom and the laundry room to the ground floor can be part of a solution. Doing so can give home owners many more years in the home they love without a sense of urgency to move to a one-story home. Building professionals who have earned the National Association of Home Builders’ Certified Aging-in-Place Specialist (CAPS) designation have received training on how to build or renovate a home so that the occupants can live in the home safely, independently and comfortably, regardless of their age. Expand Your Space Depending on the age of your home, you may find that, for example, your master bedroom or bath is too small for comfort. Look for opportunities to expand those rooms into adjacent, unused or underutilized spaces. A remodeling professional is the best person to help you determine what your options are to build your dream master bathroom or bedroom. They can also help you find ways to create a more open floorplan that is easier to navigate for those with mobility concerns. Incorporating these changes will not only create a home that suits a changing lifestyle, they also may increase the value of your home when you eventually decide it’s time sell. An article that I recently read by NAHB discussed the results of a special study by HousingEconomics.com related to the US Census Bureau’s Annual Survey of Entrepreneurs. This survey allows NAHB to compare construction to other industries. There were a few results of the study that can shed some light between the similarities and differences that construction Eric Brenden might have with other industries. Most of us NDAB Presiprobably know much of the information, but analyzing the results of the survey may help us find ways to promote construction to future entrepreneurs.

The HBA of F-M would like to welcome Summer Hammond to the HBA of F-M team as the education & development coordinator.
