Birdie with the Builders was held July 29th at the Minot Country Club. We spent a gorgeous afternoon on the course, and finished the day with a delicious meal at Elevation. We tried out a new game, the Big Hit or Bounce, and had fun watching for a Hole-In-One! “Celebrity” Drivers helped our teams with an accurate tee shot, and we raised over $1700 for NDAB-PAC through our Mulligan sales. These awards are presented at the Annual Builders Bash, which will be held December 5th, 2019 this year once again at Gravel Products. These awards are also submitted at state & national levels for consideration.

Please nominate a fellow member for one or all of these awards! We have such an incredibly humble group and many feel uncomfortable receiving awards. Take a minute to think about your fellow members and member volunteers that fit these criteria and shine with the support of the Association, or are committed to supporting their fellow members. The following awards will be presented at this year’s Builders Bash: Builder and Associate of the Year: These awards have been around since 1980 and are based on work expended in the interest of fellow members, the Association and the community within the past year (Sept. 1, 2018 – August 31, 2019). These members are judged on: member involvement and industry promotion, civic activity, professional accomplishments, local association activity, and state & national association activities. BEAM Award: It stands for “Builders Engaging Associate Members,” and is meant to recognize Builder members who exemplify the motto “It’s good business to do business with a member.” Associate members nominate Builder members for this award. The MAB names a winner on the local level that advances to the state (North Dakota Association of Builders) level, and possibly to the national level with the National Association of Home Builders. The Builder member nominees will be evaluated on

Citizen of the Year: In choosing the recipient of the MAB Citizen of the Year award, regard is given to the nominee’s significant contribution to the community, the scope of impact the individual’s contribution has had on the local area and whether or not the nominee is an inspirational role model for the community. Dan Feist Extra Mile Award: This award was introduced in 2016. The Extra Mile Award is designed to recognize someone who has made an exceptional contribution to our organization to help MAB carry out its mission.

lighting fixtures } INCREASES IN NEW BUILDS

More lighting fixtures—both interior and exterior—are being installed on new homes than there were a decade ago, according to the latest Home Innovation Annual Builder Practices Survey. Some configurations have seen more growth than others. According to survey data, the average number of interior lighting fixtures per new single-family detached house grew from 27 fixtures in 2005 to 37 in 2018 fixtures. In multifamily, the number grew from 16 interior fixtures per unit to 25 fixtures in the same period. This increase in fixtures means lighting has gotten the attention of builders and developers as a key differentiator—it’s no longer just builder-grade fixtures that the buyer can plan to update once they realize the lighting in their new home can be improved.

The accompanying graph compares the average number of interior fixtures installed in new homes in 2005 and 2018 for each fixture style, based on Builder Practices Reports. There has been significant growth in recessed ceiling lights, undercounter lighting, and pendants. On the opposite end of the market growth spectrum were bath vanity lighting, track lighting, and wall sconces. A few factors have markedly influenced lighting choices by new-home builders: Ceilings are now, on average, taller in new homes than they were in the mid-2000s. There are more 9-foot ceilings in single-family homes than 8-foot ceilings, giving a little more room for suspended lights, such as pendants. LED technology has created opportunities for lighting manufacturers and designers to innovate. Compared with older technologies, LEDs can be small, more durable, more energy efficient, and have very good color rendition. Automated lighting control is now a common feature in homes, and mobile and cellular technology gives occupants the ability to control lighting from anywhere. Outdoor lighting has also experienced a bit of a renaissance, increasing from about five fixtures per house, on average, to 11 during the 2005 to 2018 period. This seems to respond to the increased attention given to outdoor living space and features over the past decade. Looking back at the 2005 Builder Practices Lighting Report, the average number of walkway, path, and stair light fixtures has doubled. Flood and spot lamps have nearly tripled. On the other hand, while post-mounted lights have seen modest gains, they seem to have missed the lighting “boom.” For more details on trends from the Annual Builder Practices Survey, visit homeinnovation.com.

CONTRACTING CONCERNS VAST MAJORITY OF AMERICANS CITE GROWING HOUSING AFFORDABILITY PROBLEM AS A CRISIS Four out of five American households believe the nation is suffering a housing affordability crisis, and at least 75% report this is a problem at the state and local level as well, according to a new nationwide survey conducted by Morning Consult on behalf of NAHB. “Housing affordability is near a 10-year low, and this poll confirms the challenges hard-working families face to keep housing within reach as rising costs continue to outpace wage growth,” said NAHB Chairman Greg Ugalde. “Policymakers must roll back inefficient zoning rules, costly impact fees and outmoded land development regulations that are driving up housing costs, contributing to the mounting lack of affordable housing and hurting middle- and low-income households.” More than 19,800 adults were surveyed in August to assess the public’s attitude on whether a lack of affordable housing is a problem in their neighborhoods, cities, states and nationwide. The poll cuts across partisan, regional, demographic and socioeconomic lines. Among its key findings:

80% of all respondents believe that a lack of affordable housing is a problem in the United States. 78% believe this is an issue in their state. 75% cite housing affordability as a concern in their city, and 76% say it is an issue in their county. A similar poll conducted in late November reveals that the housing

Asked about potential solutions to the housing affordability problem, respondents in the August poll expressed modest-tostrong support for several policy prescriptions put forth by various candidates for federal elected office. For example, 64% said they would support a proposal to expand government programs to increase the supply of affordable rental housing. This was followed closely by 62% who said they would support a proposal to provide grants to families in areas historically affected by housing discrimination to assist with a downpayment on a home. And 57% said they would support a proposal to increase taxes on the richest Americans to pay for construction and rehabilitation of more rental housing that is affordable to lower-income households. More than half of the respondents — 52% — said they would support a proposal to reduce regulations, such as restrictive zoning and permitting procedures, that increase the costs of constructing new homes. The poll is also consistent with the latest findings from NAHB’s Housing Trends Report for the second quarter of 2019, which finds that 80% of buyers say they can afford to purchase fewer than half of the homes available in their local markets. When asked which of the two major political parties is more likely to take action to reduce the cost of housing in the United States, respondents gave the edge to the Democratic Party (36%) over the Republican Party (21%). Another 24% said neither party, and 18% said they didn’t know or weren’t sure.

DEPARTMENT OF LABOR HEEDS NAHB CONCERNS IN RAISING OVERTIME THRESHOLD

In a victory for NAHB, the U.S. Department of Labor heeded our concerns when issuing a final rule that will raise the overtime salary limit from $455 per week to $684 per week, which is equivalent to $35,568 per year for a full-year worker. This means that any professional, administrative and executive employees making less than $35,568 would be due time and a half if they work more than 40 hours a week. The overtime threshold was last raised in 2004 and the Labor Department said the final rule will make 1.3 million American workers eligible for overtime pay under the Fair Labor Standards Act. In crafting the final rule, the Labor Department acknowledged NAHB’s views by quoting an excerpt from NAHB’s comments: “By continuing its current practice of engaging the regulated community . . . [the Labor Department] will receive timely and important information as it moves forward with proposed updates in the future.” During the Obama administration, NAHB was successful in defeating the 2016 Obama-era rule, a much more onerous proposal that would have raised the overtime threshold to $47,476. Such a drastic jump would have resulted in real hardship for the nation’s small business community. NAHB was also concerned with the Labor Department’s proposal to implement automatic salary updates going forward. NAHB joined other business groups in filing a lawsuit challenging that rule. As a result, a federal court first issued a nationwide preliminary injunction against the rule and, ultimately, a decision invalidating the final rule. The Labor Department appealed that decision, but it is currently stayed pending this most recent rulemaking. In the current final rule, the Labor Department rejected requests to implement an automatic update process for future salary thresholds and declined to set a fixed schedule for review. NAHB had argued in its 2019 comments that the Labor Department should retain the notice-and-comment rulemaking process when setting future salary thresholds and the agency noted our concerns on this point. WORKING TOGETHER + GIVING BACK This summer, the Minot Association of Builders partnered with the Make-A-Wish Foundation to make repairs to a playhouse that was granted to a child here in Minot. The playhouse needed a new solid base, repairs to the exterior, and a move to a new location in order to make sure it could stand up to the elements and be used to its full potential. Volunteer hours, material donations, and much-needed equipment helped us complete this project. We could not have done this project without the help of our member volunteers and some generous donations. Travis is owner/president at Mowbray & Son Plumbing & Heating, and has some great ideas to enhance the MAB. Danielle is a Minot native. Her Bachelor of Arts Degree in Graphic Design with an emphasis on Marketing and International Business prepared her well for prior jobs in retail sales and advertising, however, she has also found these skills are extremely valuable in her new career as a REALTOR. Her REALTOR activities include attending the regular MBOR business meetings, assisting with duties when her office has served as the "host" office, designing the flyers for the 2018 Golf social at the Vardon Golf Club, and volunteering to work with attendee registrations at the 2018 Convention of the Dakotas that was held last September. Over the past three decades, I have been involved in nearly every segment of NDHFA. As the agency has grown in both staff and programs and branched into new divisions, I have focused my attention on homeownership. Now, over the past two months as acting interim director, I have gotten a crash course on urban and rural multifamily housing, financing and the services offered to vulnerable populations. Five projects North Dakota Housing Finance Agency supported had groundbreaking and ribbon-cutting ceremonies in the last two months, and at least three more events are scheduled before the end of the year. As we celebrate each project and the affordable housing provided, we continuously hear that there is still isn’t enough to meet each community’s needs. With the September application deadlines approaching for the 2019 funding rounds for Low Income Housing Tax Credits (LIHTC), National Housing Trust Fund and the state’s Housing Incentive Fund, the competition is extensive and choosing is never easy. For every awardee, there are numerous projects that are just as deserving. Right now, we have an opportunity to expand the limited resources to develop more affordable housing. There is a bill in Congress – the Affordable Housing Credit Improvement Act of 2019, S. 1703/H.R. 3077 – which, if passed, would greatly benefit small states like North Dakota at a magnitude much more significant than larger states which have other resources at their disposal. If passed, the efficiencies and enhancements contained in the Housing Credit Improvement Act would enable North Dakota to double, and maybe triple, the number of projects produced each year. And so, I ask everyone to please advocate for affordable housing in your communities and in our state. Voice your support for programs like LIHTC and HUD’s HOME Investment Partnership, and also champion local city and county incentives – without any of which affordable housing development would not be possible. Communicate with our lawmakers, whether they convene in Bismarck, N.D., or in Washington D.C., that having a home that is safe, decent and affordable is a priority in North Dakota. It makes our communities stronger and keeps us growing!

CELEBRATIONS & ENGAGEMENT October is Careers in Construction month. Thank you to all our members! We are grateful for your hard work, your continued support and for your dedication. Many of you have risen above the challenges to reach your professional goals and we applaud you for your work in helping to build the American Dream! With that said, we need your help in combating labor shortage issues. Take every opportunity you have to educate our youth, parents, grandparents, school administrators, your neighbors, really anyone who will listen on how many various career opportunities there are in the building industry. Not everyone needs to attend a four-year college to be able to have a successful future. Receiving opportunities to experience different positions and skills required to build a home helps to open our youths’ minds to their future possibilities in their professional success. Skilled, professional workers are needed to help combat the labor shortage issues our members are facing not only in North Dakota, but across the country. The 116th Congress designated September as National Workforce Development Month. In their resolution they note that career advancement of the workforce in the United States, known as “workforce development”, is crucial to the ability of the United States to compete in the global economy. Participation in a career and technical education (referred to in this preamble as “CTE”) program decreases the risk of students dropping out of high school, and all 50 States and the District of Columbia report higher graduation rates for CTE students, as compared to

other students. It is vital that we continue to participate in elementary, middle and high school education events on introducing the youth the building industry. No one is a better spokesperson for the industry than all of you. Share in your personal stories, your successes and even your challenges. Those discussions could help form a student’s future path. Civic engagement is another great way to get involved in supporting the building industry by running for a position on your local or state level. Building industry professionals elected to office help raise the presence of issues related to home building and the construction industry. Members also bring first-hand experience to a state assembly on issues related to housing, like regulatory affairs. Elected officials with backgrounds in construction can also encourage their peers to learn more about the housing industry by leading discussions on key issues or coordinating a visit to a construction site. If any of you are interested in exploring the opportunity of running for office, please reach out to NDAB as we do have a guide that is helpful in navigating the campaign trail.

NAHB OPPOSES PORTMAN-SHAHEEN ENERGY BILL Sens. Rob Portman (R-Ohio) and Jeanne Shaheen (D-N.H.) introduced the Energy Savings and Industrial Competitiveness Act, legislation opposed by NAHB because it would mandate overly costly and aggressive energy efficiency requirements in model building energy codes, which harms housing affordability.

Moreover, the Senate bill would discourage states from amending codes to meet their specific needs and could encourage the Department of Energy (DOE) to move beyond its current role as a “technical advisor” and push overly prescriptive and costly energy targets. NAHB has sent out a memo urging members to please call or write your Senator to urge them to oppose S. 2137, the Energy Savings and Industrial Competitiveness Act. Senator

Hoeven is on the committee for this legislation, so it is important that he hears from ND members on this issue.

At the same time, NAHB is supporting bipartisan legislation introduced in the House by Reps. Kurt Schrader (D-Ore.) and Bill Flores (R-Texas) that offers a more cost-effective way to encourage energy efficiency. The Energy Savings and Building Efficiency Act would accelerate cost-savings for home owners by requiring that any code or proposal supported by the Department of Energy has a payback of 10 years or less. The House bill also stipulates that regarding the development of energy codes, DOE would be prohibited from advocating for certain technologies, building materials or construction practices. NAHB continues to work with Congress to advance cost-effective ways for the federal government to incentivize home owners to upgrade their homes to be more energy efficient. The 2018 Survey of Construction (SOC) from the Census Bureau shows that the average completion time of a single-family house is around 7.7 months, which in general includes almost a month from authorization to start and another 6.7 months to finish the construction. The time from authorization to completion varies across the nation and depends on the geographic location, metropolitan status, and whether the house is built for sale or custom-built. Among all the single-family houses completed in 2018, houses built for sale required the shortest time, 7.0 months from obtaining building permits to completion, while houses built by owners required the longest time, 12.5 months. Homes built by hired contractors normally needed around 9.4 months. A large proportion of single-family homes built for sale and custom homes built by contractors on owners’ land began construction within the same month after obtaining building authorizations. However, custom homes built by owners serving as general contractors had a little over one-month lag between obtaining permits and the start of construction in 2018. Source: eyeonhousing.org

OCTOBER IS CAREERS IN CONSTRUCTION MONTH October is Careers in Construction Month, when NAHB members and state and local HBAs participate in a national campaign to raise public awareness about the great jobs available in home building and related trade professions.

The NAHB Careers in the Construction Trades page highlights the opportunities in six popular trades that are tailor-made to share with teachers, career counselors, students and their parents. The Careers in Construction Month Toolkit includes suggested activities to get the word out. Also, be sure to mark Monday, Oct. 7 on your calendars for a social media day of action in support of Careers in Construction Day 2019. We’re encouraging all NAHB members to share the positive aspects of their chosen careers on social media using pictures, text, videos or however else you choose to express yourself. This week was created to highlight local HBA young professional groups and activities, encourage local YP recruitment, and showcase the importance of membership and the positive impact that NAHB and HBA membership can have in the early stages of a home building career.
