CONSUMERS RATE THEIR TOP BATHROOM FEATURES When it comes to what bathroom feature consumers desire the most, a fancy tub, shower or vanity — though high on the list — fails to make the top grade. Nearly four out of five home buyers — 78% — believe that a linen closet in the master bathroom is an “essential/must have” or “desirable” bathroom feature, putting it as the No. 1 most wanted bathroom feature. This data comes from NAHB’s recently released report, What Home Buyers Really Want. The report is based on a survey of recent and prospective home buyers (people who bought homes in the previous three years or are planning to do so in the next three years) about the features they want in a home or community. Two other features were rated as essential/must have or desirable by at least 70% of home buyers: • A shower stall and tub in the master bath (73%) • A double vanity (71%) It is important to note that these two preferences have the highest shares of home buyers rating them as essential/must haves (32% each), more than any other bathroom feature listed in the survey. Another four features were rated essential/must have or desirable by at least 60% of home buyers: • A private toilet compartment in the master bath (65%) • A white toilet, tub and sink (63%) • Ceramic tile walls (62%) • A granite vanity (61%)

A WALK-IN PANTRY IS THE {most wanted} KITCHEN FEATURE A walk-in pantry is the most wanted kitchen feature, with 83 percent of home buyers reporting it is an essential/must have (32 percent) or desirable item (51 percent). This data comes from NAHB’s recently released report, What Home Buyers Really Want (2019 Edition), which is based on a survey that asks recent and prospective home buyers (people who bought homes in the previous three years or are planning to do so in the next three years) about the features they want in their home and community, including in the kitchen.
Along with a walk-in pantry, two other kitchen storage features make the list: pull-out shelves (73 percent) and special use storage (wine rack, etc.) (63 percent). Other items in the top ten include recessed lighting, rated essential/ must have or desirable by 69 percent of home buyers, as well as drinking water filtration and customized backsplash, each rated essential/must have or desirable by 68 percent of home buyers.
To ascertain a better understanding of the most sought-after home and community features, NAHB asked home buyers to rate a comprehensive list using a four-tier scale of essential/ must have, desirable, indifferent, or do not want. Coming in a close second, a double sink side-by-side was rated as essential/must have or desirable by 81 percent of home buyers. In fact, 42 percent of home buyers rated it an essential/must have item in the kitchen, more than any other feature on the list. Three other kitchen features are wanted by at least three-fourths of home buyers: a table space for eating (78 percent), a central island (76 percent), and a granite/natural stone countertop (75 percent of home buyers). TOP FINISHES FOR APPLIANCES, CABINETS AND COUNTERTOPS A recent NAHB survey showed most a third of home buyers want white cabinets, not much higher than the 26 percent who prefer a medium brown cabinet color (Figure 1). Significantly smaller shares of home buyers want dark brown cabinets (13 percent), gray (10 percent), beige (8 percent), or black cabinets (5 percent). Conversely, home buyers have a clear favorite when it comes to appliance color. Sixty-seven percent want a stainless steel color while 15 percent each want white and black. The remaining 3 percent of home buyers cited a preference for some “other� color (Figure 2). Home buyers also have a clear preference when it comes to countertop material: 57 percent want granite or natural stone countertops (Figure 3). Quartz/engineered stone comes in at a distant second place, preferred by 21 percent of buyers. Much smaller minorities are interested in either solid surface (12 percent) or laminate (8 percent).

Building material prices topped the list of problems builders faced in 2018, but cost and availability of laboris expected to return to the number one spot in 2019, according to special questions on the January survey for the NAHB/ Wells Fargo Housing Market Index. The survey results showed that material prices were a significant issue for 87% of builders last year. In 2019, however, “only� 69% of the builders expect them to continue being a problem. The second most widespread problem in 2018 was cost/availability of Labor cited by 82% of builders Unlike building materials, the share of builders expecting cost and availability of labor to be a problem this year is the same as share reporting it a problem last year, making labor shortages the most widespread challenge builders expect to face in 2019.
Another problem that seems to be emerging is high interest rates. In 2011, building materials prices was reported as a significant problem by 33% of builders. The share increased to 46% in 2012, 68% in 2013, 58% in 2014, 42% in 2015, 48% in 2016 and 77% in 2017, before peaking at 87% in 2018. Meanwhile, only 13% of builders reported labor as a significant problem in 2011, followed by 30% in 2012, 53% in 2013, 61% in 2014, 71% in 2015, 78% in 2016 and 82% in both 2017 and 2018. Compared to the supply-side problems of materials, labor and lots, problems attracting buyers were not as widespread last year, but builders expect many of them to become more of a problem in 2019. Negative media reports making buyers caution was a significant problem for 48% of builders in 2018, but 62% expect it to be a problem in 2019. Gridlock/uncertainty in Washington making buyers cautious was a significant problem for 45% of builders in 2018, compared to 53% who expected it to be an issue in 2019. Concern about employment/economic situation was a problem for only 28% of builders in 2018, but 46% expect it to be a problem in 2019. Another problem that seems to be emerging is high interest rates. The 56% of builders who expect high interest rates to be a problem in 2019 is up strongly from the 27% who said it was a problem in 2018, and both numbers were much higher in 2019 than at any time in the 2011-2017 span.

Specifically, the NAFTA panel stated: “NAHB’s perspective is that of a coalition of purchasers that account for 80% of new home construction in the United States, the primary demand driver in the industry. This perspective is unique from that of the producers with respect to the issue of substitutability, where NAHB focuses its attention, and reflects NAHB’s specialized knowledge of the facts on the record.” In its amicus brief, NAHB stressed that builders have specific preferences for Douglas Fir and Spruce-Pine-Fir (SPF) over Southern Yellow Pine (SYP) in certain instances, and specifically when framing homes. SYP is not nearly as suitable for wall framing because of its tendency to twist and warp, which causes the drywall to buckle. Moreover, there is not much substitution of species because builders use what works best for them based on specific applications.

For the last several months a group of business leaders and the Minot Area Chamber of Commerce convened to discuss buy local. All agreed that we need to support and find new ways to promote local retail purchasing whether it is a smaller, locally owned store or one of our big box stores -- all are local.
What has been missing is a more holistic approach where locally owned and locally based businesses are engaged to provide products, people, services and/or talent. So let’s expand our view of keeping business local and take action to Maximize Minot. To reiterate, Maximizing Minot starts with main street businesses and includes the big box stores that call Minot home. It extends to the contractors that hire when building a home or adding a garage. Also, the local architect who will design that home or gazebo for your backyard. It could also be the landscaper who overhauls your yard or the roofer who gives your home a new weather tight seal. The list is endless. For businesses and for government, it is not only the individuals but other Minot businesses with whom they do or could be doing business and here again it is all about maximizing Minot. Do business with others located here in the Minot area first.
Maximizing Minot will not be as successful unless the units of local government also adopt the principles of doing business at home. To be fair, there are a number of arguments offered from bonding limits and getting the best price for the taxpayer but in reality really there are a number of other things to consider, and in doing that Maximizing Minot becomes a reality. Out of area contractors and professionals have the expertise to get a job done and that is usually the only thing they do, get the job done. By doing so they pay their employees who take that money back to their communities and spend it there on goods and services, helping that community. The business earns, hopefully, a profit. And that profit also goes back to their community and helps to improve the quality of life there. Local contractors and professionals have one very distinct attribute and that is pride in their work in their own community. They revel in the fact that they can point to a job well done. The salaries they pay stay here in the community and buy goods and services here and help to pay not only the salaries of others but also contribute to the tax base of our community. The profits of the company are plowed back into the firm allowing it to grow and perhaps even add more employees who spend more dollars right here in the Magic City. The other thing that those profits allow business to do is help or give back to the community. There are many examples such as the flag display at the Base, the B-52 models at the Base and the Air Museum, the original MYSA arena and the subsequent expansion, the new exhibits at the Zoo and most recently, donations given to kick start the Magic City Discovery Center. As we continue the conversation about Maximizing Minot, we intend to explore, among other things, how best to provide a local preference. We won’t be suggesting a blanket block on non-local businesses, but rather an opportunity for the local business to compete fairly. The MAB Homefront || 22 || Spring 2019

“Housing North Dakota,” a conference hosted annually by North Dakota Housing Finance Agency brings affordable housing-industry professionals and community leaders together for two days of professional development and policy discussions. The 2019 event is May 20-21 at the Ramkota Hotel in Bismarck, ND. “To successfully address North Dakota’s current affordable housing needs, it’s essential to have an understanding of governing policies and available resources,” said Jolene Kline, NDHFA executive director. “At Housing North Dakota, attendees will hear from recognized experts and can make real face-to -face connections.” Conference presentations on May 20 will focus on policy and include a discussion with Gov. Doug Burgum of the state’s most pressing housing issues and a future forecast from Demographer Ken Gronbach. At noon, Stockton Williams of the National Council of State Housing Agencies will provide a Washington Briefing. Afternoon plenary sessions include a panel discussion on local legislative accomplishments, recommendations for attracting and retaining a 21st Century Workforce and a strategic planning presentation focused on understanding the impact of market forces. The May 21st concurrent sessions offer professional development opportunities for lending and real estate professionals, multifamily housing developers, and property owners and managers. NDHFA will present its Champion of Affordable Housing Awards on the second day of the event as well. The awards recognize and honor exceptional affordable housing contributions made in North Dakota. Continuing education applications have been submitted to the ND Real Estate Commission, ND Real Estate Appraiser Qualifications and Ethics Board, and the ND Board of Social Work Examiners. Credit will be offered upon the approval of the program by these licensing organizations. You do not always have to be making an ask of them to reach out to them. Sometimes, providing them with updates of what is happening with your business, with your local issues, etc. is just as important of a bridge builder than it is always reaching out for an ask.

We’re all anticipating warmer weather and longer daylight but this year it’s been slow to see the welcoming signs of spring. Despite the cold, local HBA’s have had outstanding attendance at home shows across the state showcasing all there is to offer in building and remodeling to help you make decisions for quality and the latest trends in building and design. Along with updates to your home and because we faced extreme winter elements this year, it makes basic home maintenance even more important.
• Reinvigorate your yard. Seed and feed the lawn, plant annuals and cut back any perennials that need pregrowth pruning.
Here’s a short list to help you this spring. • Walk around the entire perimeter of your home and check the condition of any glazing compound, caulk, and exterior paint. Replace or touch up wherever needed. • Inspect your deck. Replace any popped nails and resecure loose boards. Check for boards that are decaying and need to be updated. Sweep and gently clean the decking material. If your deck is made of wood, you may need to reseal it. To determine if your deck needs to be resealed, try sprinkling the surface with water and let it stand. If the water soaks in, it is time to reseal to protect the wood from future rain and humidity.
• Check your roof for any signs of winter damage from heavy snowfall or debris. Consider cleaning out your gutters even if you already did it in the fall in preparation for early spring rainfall. In addition to maintenance on your home, one area which is frequently overlooked is the concrete around our homes. Concrete is a porous material which absorbs water and deicers which are used by home owners as well as municipalities. Concrete sealers are your best protection against the freeze / thaw cycles. HOME BUYERS RANK MOST WANTED GREEN FEATURES ENERGY STAR windows are the single-most wanted green feature among home buyers, with 89 percent reporting that it is an essential/must have (38 percent) or a desirable feature (51 percent). In our latest study on preferences, What Home Buyers Really Want, NAHB asks recent and prospective home buyers (people who bought homes in the previous three years or are planning to do so in the next three years) about the features they would like in a home or community. Home buyers used a four-tier scale of essential/must have, desirable, indifferent, and do not want to rank features. A chapter in the study places special emphasis on the green features that home buyers want the most. Figure 1 displays the top ten green features.
Two other ENERGY STAR features come in second and third place: ENERGY STAR rated appliances (86 percent of home buyers want these) and an ENERGY STAR rating for the whole home (81 percent). Further analysis of Figure 1 provides evidence that for home buyers, a green home is first and foremost an energy efficient home. Except for water-conserving toilets, every one of the top ten green features deals directly with energy efficiency: ‘efficient lighting that uses less energy than traditional bulbs’ (77 percent), ‘windows with triple-pane insulating glass’ (77 percent), ‘insulation higher than required by code’ (73 percent), as well as low-e insulating glass windows (62 percent), a tankless water heater (61 percent), and solar water heating/electric system (59 percent).
A second tier of green features (Figure 2) shows that after energy efficiency, home buyers want features that help with the air quality inside the home: a home dehumidification system (58%), whole house mechanical ventilation, low VOC materials, and an electronic air cleaner (all rated essential/desirable by 57 percent).

LABOR MARKET TRENDS REFLECT ECONOMIC GROWTH
For the third straight month, information compiled by Freddie Mac shows that mortgage rates continued to fall in February 2019. The 30-year FRM – Commitment rate, fell by nine basis points to 4.37 percent from 4.46 percent in January. The cycle peak was 4.87 percent in November.
Despite an overall weak quarter for economic growth, unemployment remains at a historically low rate of 3.8%. Payroll employment expanded by 196,000 in March, after a gain of only 33,000 in February. While the February stumble reinforced the wisdom of the Fed's decidedly more dovish monetary policy stance — which is responsible for reduced bond and mortgage interest rates — the March gain is a reminder that economic expansion continues, albeit at a slower pace.
The Federal Housing Finance Agency reported that the contract rate for newly-built homes, also declined by fourteen basis points to 4.58 percent in February. Mortgage rates on purchases of newly built homes (MIRS) declined by fourteen basis points over the month of February to 4.46 percent from 4.60 percent in January. The Fed adopted a “dovish” stance at the March Federal Open Market Committee meeting. As expected, it kept the target for the federal funds rate at its setting of 2.252.50 percent. The post-meeting statementremoved any mention of future rate hikes for 2019 and possibly a single rate hike in 2020. Chairman Powell reiterated that the outlook for the US economy remains “favorable” and “positive.” At the same time, he acknowledged potential headwinds to the economy, such as Brexit, slowing global growth, and softening economic data. The statement also mentioned that the Fed will slow the process of balance sheet reduction beginning in May and will conclude that in September. As of the end of March, the 10-year Treasury rate, is trending down to 2.43%. This decline has contributed to the mortgage interest rates reductions in the last few weeks. The average 30-Year Fixed market rate, according to Freddie Mac, was 4.28% at the end of March. At the end of 2018, the average 30-Year Fixed market rate was 4.64%.

The number of open construction sector jobs pulled back in February. However, the 286,000 count of job openings still represented a significant jump over the 198,000 reported a year ago. Furthermore, job turnover within residential construction has picked up in recent months due to housing's slowdown in the second half of 2018, combined with a somewhat improved housing outlook and ongoing tight labor market conditions. In March, builders and remodelers added 12,200 jobs on a net basis, after a decline of more than 8,000 in February. Over the last year, the industry has added 103,700 jobs. Tight labor market conditions and reduced economic prospects are the primary factors behind recent interest rate declines. With the average 30-year fixed mortgage rate currently at 4.1%, home buyer confidence and new home sales data reveal a recent pickup. Census data for February show new home sales increased 5% to a 667,000 annual rate — roughly the same pace as a year ago. However, new-home inventory has risen lately to a 6.1 months' supply, which is close to normal conditions. In contrast, low inventory of existing homes continues to hinder sales growth. Pending resales fell slightly in February, dropping 4.9% lower than a year ago.
