LETTER FROM THE PRESIDENT PAT GRANER 2020 MAB PRESIDENT

What do you say? What do you do? Since we are to be social isolating, one thing I will be doing Right now we are experiencing an unprecedented event. Stay at home orders in some states. No school. The unknown. Somewhat eerie and somewhat creepy. I can't wait until it’s a memory. So what do we do? We take care of our family. Help others when possible. And we stay home. A few weeks ago things were looking pretty good. Now? I really don't know. I do know I'm going to keep trying to put together a great year for our company just as all of you hope to do for the year. I'm going to do my part to help my kids learn from home. I'm going to think of ways to progress given the situation at hand.

If this isolation lasts we will all have lots of time for spring yard work :) We all know this will end. We will be better, stronger and more resilient because of it. CONTRACTING CONCERNS

March 30, 2020 From: NAHB Chairman Dean Mon Re: What the DHS Designation of Residential Construction as an Essential Business Means In a critical win for NAHB and the residential construction sector, the Department of Homeland Security (DHS) on March 28 designated construction of single-family and multifamily housing as an "Essential Infrastructure Business." While this is a very positive development, there has been some confusion on what exactly this designation means. The DHS states that its "designation is advisory in nature. It is not, nor should it be considered, a federal directive or standard. Additionally, this advisory list is not intended to be the exclusive list of critical infrastructure sectors, workers, and functions that should continue during the COVID-19 response across all jurisdictions. Individual jurisdictions should add or subtract essential workforce categories based on their own requirements and discretion." In other words, there is NO MANDATORY FEDERAL ORDER on what constitutes an essential business. This is a guidance from DHS that individual states may follow. Many states have implemented their own rules in determining what type of business is considered essential. THIS ADVISORY DOES NOT SUPERCEDE STATE RULINGS. However, the DHS designation for residential construction as an essential business is still very good news for our industry. For states that follow federal guidance in determining an Essential Infrastructure Business, single-family and multifamily construction will be included. For states that make their own rules, there is a possibility that residential construction may not be on their "essential" list. NAHB will continue to keep you updated on all new developments and we continue to urge all states to adopt the DHS designation list for Essential Infrastructure Business during this outbreak. To help members determine where builders can stay on the job, NAHB has created a map detailing which states and municipalities have enacted orders that may impact builders. 5 DESIGN TRENDS FOR

What does the turmoil of the coronavirus mean for new homes and communities? For starters, we are all spending more time at home, and gaining a greater appreciation for, or frustration of, all the things that come with that. What started as work from home, though, may have mor-

phed into something bigger and more important for those of us involved in home and community development, says J. Walker Smith, chief knowledge officer of brand and marketing of KANTAR, a leading data, consumer insights and global consulting practice. Walker calls it “LFH,” or life from home. “Is it possible that home could become the ‘new car’ in the sense that post-World War II life has been built around the car? Will post-pandemic life be rebuilt around the home instead?” Walker stated in a webinar last week on the state of the pandemic and its effect on politics and business. Lifestyles could be re-made around the home the same way they were remade around the car after World War II. Back then, driving spurred the growth of the suburban master-planned community, drive-thrus, convenience stores, large centrally located shopping malls and a car-centric culture that still exists, no matter how hard we all try to break it with new community concepts and more sustainable neighborhood-scale walkable living. Walker cautioned against any disruption — this one included — causing a massive about face. But he said we can expect this disruption to clear the way for underlying trends that are already out there to become more mainstream. In home design, that means:

But consumers that value this will make trade-offs elsewhere for it. The innovators and creators who make this industry so great will come out of this stronger and more committed to doing everything possible to contribute to creating spaces and places for people who, more than ever, have come to see the importance of home. MAB GIVES BACK TO THE MINOT COMMUNITY THIS WINTER • MAB board members and committee members gathered together in January to help the Souris Valley United Way fill bags for the Backpack Buddies program. We really enjoyed the our time volunteering to get food into the hands of kids who need it over the weekend.

• We have worked with the Make-A-Wish Foundation a bit in 2019 and were excited when they reached out to us again for help this year. MAB donated a box that will be used to hold balloons for reveals for local Wish Grantees. We were happy to see the box used for a very special wish this month -- our own MAB board president's daughter will be going to Hawaii this spring, and was very surprised at the celebration that revealed her Wish would be granted.

This spring, the 40 Below committee decided to kick off a fun service project called Playhouse with a Purpose. Our group got together weekly to plan, build, and accessorize the cutest playhouse you’ve ever seen. This year, the playhouse will be donated to the YWCA in Minot. We revealed the playhouse at the Home & Garden Show, and it was a huge hit! The playhouse was completed with help from donations from Future Builders, Minot Builders Supply, and Muus Lumber & Hardware. We plan to deliver the playhouse to the YWCA later this year when the weather warms up. We hope to continue this project and have many ideas for growth to help our community. Our next big event will be the Home & Hops Downtown pub crawl, on June 12th. Keep your eyes out on Facebook and emails for more details!

HOUSING AGENCY URGES NORTH DAKOTANS TO TALK TO YOUR MORTGAGE SERVICER OR LANDLORD FIRST; DON’T BECOME A VICTIM OF A FINANCIAL SCAM BISMARCK, ND – North Dakota Housing Finance Agency (NDHFA) is encouraging households facing financial difficulties because of the Coronavirus (COVID-19) to notify their mortgage loan servicer or landlord if they are unable to make their mortgage or rent payment. “Our loan servicing department has fielded multiple calls and emails from individuals and families who are facing financial difficulties because of virusrelated shutdowns,” said Dave Flohr, NDHFA interim executive director. “We want our borrowers to keep calling us. Now is the time to talk to the people you can trust.” Scams, especially financial scams, increase during times of crisis. Many offer false claims of assistance. While some offers of assistance are legitimate, many are not. Red flags include: • Guarantees that a business can stop a foreclosure or eviction, regardless of circumstances. • Asking for payment before any services are performed. • Instructions to make mortgage or rent payment to someone else, not to your loan servicer or landlord. • Asking you to sign incomplete or blank paperwork or pressuring you to sign a document you have not had time to read thoroughly. “North Dakota Housing Finance Agency holds the mortgages of more than 10,000 North Dakota families; many are first-time homebuyers,” said Flohr. “When our borrowers receive a counseling or refinance offer, we encourage them to talk to our staff first. We can help them determine if an offer is in their best interest.” NDHFA also administers government programs that provide affordable rental housing for thousands of lower income individuals and families. These units are typically occupied by low-wage workers, and elderly and disabled households. Households who are not NDHFA customers should contact their loan servicer or landlord directly. Mortgage loan servicers provide their contact information on monthly statements or in a payment coupon book. Contact information for landlords is typically provided on a lease. Some property management companies post their contact information at building entrances as well.

COVID-19, NAHB, AND NDAB As America responds to the novel coronavirus,

COVID-19, and practices social distancing to control its spread, the National Association of Home Builders is working hard to help its members respond to the economic effects. We want to make sure members are apprised of NAHB federation efforts to mitigate the economic effects of COVID-19. We also want to offer a sense of NAHBs forecast in the context of the evolving economic slowdown. NAHB is making available to members a broad range of materials on its website. The materials can be found at NAHB.org/coronavirus. These include economic forecasts and information about business continuity and personal preparedness. The site also includes consumer resources and materials for NAHBs state and local partner associations. NAHB has also conducted a series of webinars to inform members of the association’s resources, policy advocacy efforts, and the industry outlook from NAHBs Chief Economist, Robert Dietz. In terms of industry advocacy, NAHB participated in a call with White House officials to discuss strategies for aid to the housing sector amid the COVID-19 threat that is wreaking short-term havoc on the national economy. Less than 48 hours later, President Trump put our recommendation to provide mortgage relief to homeowners into effect when he announced that HUD is suspending foreclosures and evictions for mortgages insured by the Federal Housing Administration through the end of April. Fannie Mae and Freddie Mac will follow suit and suspend all foreclosures and evictions for at least 60 days for homeowners with mortgages backed by the two governmentsponsored enterprises. Congress on March 18 passed an emergency response coronavirus bill that includes tax credits to help businesses and self-employed individuals cover some of the costs of mandatory sick leave included in the legislation. Congress is working toward a $1.8 trillion economic stimulus bill to fight the coronavirus that includes checks of up to $1,200 for taxpayers and $500 billion earmarked for loans to small businesses with fewer than 500 employees. These loans would be made available through lenders certified by the Small Business Administration. NAHB is forecasting that second quarter GDP growth will be markedly negative, likely the worst performance since the third quarter of 2008. Approximately 40% of the economy is on a full or partial pause due to the coronavirus. Assuming that containment efforts are successful within an eight-week period (consistent with South Korea's experience, where data are reliable), we forecast a weak third quarter followed by a rebound at the end of 2020. While this 2020 downturn will be sharp, it may also be short. The economy was in solid shape at the start of 2020, which was particularly true for housing. The short-term outlook is negative for the economy as a whole, but policy help is underway. The Federal Reserve reduced the federal funds rate to effectively zero, restarted quantitative easing (including for mortgage-backed securities, in response to recent liquidity concerns in the mortgage market), and made other policy moves to help ensure the continued operation of the financial system. If Congress and President Trump can agree on a $1.8 trillion stimulus package, that will help the economy bridge the gap from now through August. This is uncharted territory, and NAHB will continue to survey the industry, analyze the data and advocate on behalf of our members. NAHB has gone into overdrive to help members understand and respond to the fast-changing economic environment. NDAB continues to work closely with the local associations and monitoring what is happening within the state. A coalition was formed, and a letter was proactively sent to Governor Burgum on March 20 addressing the need to keep all construction trades deemed essential in the case of a shelter in place executive order. Our message was simple: Keep North Dakota Working. While some of our local municipalities have closed their city offices, the outcomes vary from city to city. In some cases, business continues as usual, but unfortunately for others, this means permits and inspections have stopped. We are asking that any members who have relationships with local leadership to continue to have conversations of the importance of work to continue and offer suggestions of how to do so in a safe manner. Cities and states across the nation are continuing work even with strict enforcement's in place. NDAB will continue to work with the local municipalities that face these challenges in finding suitable ways to continue with work. Now more than ever, our mission of working together, while social distancing, will prove to be an effective method of having one strong voice in supporting each other through these challenging times. History suggests a robust rebound will follow this significant but temporary shock to the economy. During the COVID-19 crisis, HBA of F-M has focused on providing industry-specific information on changing inspections and permitting protocol, etc., to members through its website and email updates. Visit www.hbafm.com/covid-19. Citing NDAB’s request of North Dakota Gov. Doug Burgum, HBA of F-M asked officials in Fargo and West Fargo to recognize construction as an essential service locally. Minnesota Gov. Mark Walz deemed construction as an essential service in his executive “stay at home” order lasting through April 10. The Association aims for continued communications with city leaders and collaboration amongst our community organizations as the situation unfolds. Despite the urgencies and uncertainties imposed by COVID-19, a new Minnesota building code will become effective April 1. In Moorhead, March 31 remains the deadline for submitting applications for any projects designed according to the 2015 Minnesota State Building Code. Home Builders Care of F-M Foundation's annual fundraiser, Framing The Future, slated for April 3, has been postponed to June 23, due to COVID-19. The Spring Parade of Homes, slated for the first three weekends in May, has been postponed indefinitely due to COVID-19. Home entry applications and advertising deadlines were extended by one month as HBA of F-M leaders evaluate the COVID-19 situation and potential dates to reschedule.

The Bismarck-Mandan Home Builders Association has postponed the Spring Parade of Homes. At this time, the alternative date is to be determined. The Bismarck-Mandan Home Builders Association is excited to welcome new Executive Officer, Dawn Watson to the association. Dawn has a background in marketing and association leadership. We’re thrilled to have her on our team. The Bismarck-Mandan Home Builders Association just solidified the date for the 6th year of Lunch with Heroes. WHAT BUILDING 1,000 HOMES MEANS TO THE US ECONOMY A new study from the National Association of Home Builders (NAHB) shows that housing stands poised to lead the economic rebound once social distancing and other virus mitigation efforts show success in containing the coronavirus pandemic. Building 1,000 average single-family homes creates 2,900 full-time jobs and generates $110.96 million in taxes and fees for all levels of government to support police, firefighters and schools, according to NAHB’s National Impact of Home Building and Remodeling report. Similarly, building 1,000 average rental apartments generates 1,250 jobs and $55.91 million in taxes and revenue for local, state and federal government. Moreover, $10 million in remodeling expenditures creates 75 jobs and nearly $3 million in taxes. “Before the coronavirus pummeled the U.S. economy, housing was on the rise with January and February new home sales numbers posting their highest reading since the Great Recession,” said NAHB Chairman Dean Mon, a home builder and developer from Shrewsbury, N.J. “The demand is clearly there, and as this study shows, we expect that housing will play its traditional role of helping to lead the economy out of recession later in 2020 when the pandemic subsides.” The NAHB model shows that job creation through housing is broad-based. Building new homes and apartments generates jobs in industries that produce lumber, concrete, lighting fixtures, heating equipment and other products that go into a home remodeling project. Other jobs are generated in the process of transporting, storing and selling these products. Additional jobs are generated for professionals such as architects, engineers, real estate agents, lawyers and accountants who provide services to home builders, home buyers and remodelers. In another sign of the important role that housing plays in the economy, the Department of Homeland Security announced on March 28 that it had designated construction of single-family and multifamily housing as an “Essential Infrastructure Business,” meaning that construction could continue in places under stay-at-home orders. Although this designation is not binding to state and local governments, it does mean that there could be more workers on job sites in the coming weeks. “Ensuring the health and safety of home builders and contractors is our top priority,” said Mon. “This is why NAHB and construction industry partners have developed a Coronavirus Preparedness and Response Plan specifically tailored to construction job sites. The plan is customizable and covers areas that include manager and worker responsibilities, job site protective measures, cleaning and disinfecting, responding to exposure incidents, and OSHA record-keeping requirements.” The full National Impact of Home Building and Remodeling study can be found on nahb.org.

NAHB has been working diligently to keep home builders and contractors on the job as large swaths of the American economy shut down to help stop the spread of COVID-19, the illness caused by a new coronavirus. But those still working on homes need to alter their behavior and follow guidance to do their part to flatten the curve. The health and safety of home builders and contractors is our top priority. NAHB and construction industry partners developed a Coronavirus Preparedness and Response Plan specifically tailored to construction job sites. • The Coronavirus Preparedness and Response Plan is customizable and covers areas that include manager and worker responsibilities, job site protective measure, cleaning and disinfecting, responding to exposures incidents, and OSHA record-keeping requirements. There are also several shorter component documents that can be separately downloaded, including: • A poster that can be printed and displayed on a job site with the most important guidance for workers • A template authorization letter that employees can use to prove they are essential workers if asked by local authorities •

Because of the hyper-local nature of this crisis, NAHB urges members to contact their state or local HBA with questions about their authorization to work on job sites. Some states have adopted more restrictive stay-at-home orders that do not allow construction work to continue.
