First thing I would like to do is thank Elysha for her time spent as the MAB Executive Officer. She will be greatly missed by us and we wish her well in her new adventure. I would like to welcome Erika Kelly to the MAB as the new Executive Officer. Erika has been involved in the MAB for quite a while and is the perfect choice for our new EO. There is no doubt in my mind that Erika will do an amazing job and pick up where Elysha left off. Welcome Erika! For the future, I would like to see the excellent participation in the MAB events stay strong. From the
Homes and Hops pub crawl we had in May to our Birdie with the Builders golf outing coming up at the end of July, it is awesome to see the attendance for these events. It is also encouraging to see participation from MAB members and Board Members in the Minot community. The strength of the MAB comes from its members and their involvement and that’s why I feel the future is bright for the MAB and look forward to see where the future takes us!

MAB TRAVELS TO DICKINSON FOR NDAB STATE BOARD MEETINGS The North Dakota Association of Builders held its summer board of directors and NDAB-PAC committee meetings in Dickinson at the end of June. Board Members, Trustees, and Executive Officers came together to discuss happenings in the association and the NDAB Political Action Committee. Representation from Minot included: Pat Bailey (President), Joe Stenvold (Minot’s NDAB-PAC Trustee), Phil Risbrudt (board member), and Erika Kelly (Executive Officer). Between meetings, a social and cornhole tournament was held at Fluffy Fields Vineyard & Winery. Minot did not come home with the cornhole victory, but we’ll be back next year for a rematch! The next state board meeting of the NDAB will be held in Grand Forks in November. All MAB board members are welcome to attend these meetings to get a better look at what is going on around the state.
GET INVOLVED: MAB SEEKING PAC ALTERNATE TRUSTEE There is an opening for a NDAB-PAC Alternate Trustee from the Minot Association of Builders. Do you think you could help us fill this void? Our current PAC Trustee is Joe Stenvold and our association is required to fill the position of Alternate Trustee in case of Joe’s absence. PAC Trustees vote on behalf of their local association to help determine use of PAC funds, and also have the opportunity to speak with state and national legislators. Elections matter. That’s why it is so important for NDAB members to be engaged in the political process. Contributing to NDAB-PAC or BUILD-PAC is one of the best ways to be engaged and shape political outcomes. NDAB-PAC is the North Dakota Association of Builders’ Political Action Committee. It is a non-partisan political action committee which provides support for candidates who are friends of the building industry. BUILD-PAC, NAHB’s bipartisan political arm, helps elect pro-housing, pro-business candidates to federal office. PAC fund contributions made to either BUILD-PAC or NDAB-PAC ultimately benefit North Dakota. NAHB has a national lobbyist assigned to ND and works closely with NDAB on issues affecting the housing industry and asks for help in contacting the Senators and Congressman along with call to actions from our members. With the connections we have at the National level, NDAB has been building relationships with our delegation. NDAB members have the opportunity to meet with our two Senators and Congressman while in Washington, DC and back at home in North Dakota. At the state level, our funds help elect officials to the State Legislature where NDAB members have proven that our voices are being heard. Legislators and fellow lobbyists reach out to us for our support, opinions and call to action on bills that impact the home building industry. On a local level, our funds support city officials that understand and support the issues and concerns of builders and associate members.

BUILDER CONFIDENCE HOLDS FIRM IN JULY Builder confidence in the market for newly-built single-family homes rose one point to 65 in July, according to the latest NAHB/Wells Fargo Housing Market Index (HMI) released today. This marks the sixth consecutive month that sentiment levels have held at a steady range in the low- to mid-60s. “Builders report solid demand for single-family homes. However, they continue to grapple with labor shortages, a dearth of buildable lots and rising construction costs that are making it increasingly challenging to build homes at affordable price points relative to buyer incomes,” said NAHB Chairman Greg Ugalde. “Even as builders try to rein in costs, home prices continue to outpace incomes,” said NAHB Chief Economist Robert Dietz. “The current low mortgage interest rate environment should be getting more buyers off the sidelines, but they remain hesitant due to affordability concerns. Still, attractive rates should help spur new home purchases in large metro suburban markets, where approximately one-third of new construction takes place.” Derived from a monthly survey that NAHB has been conducting for 30 years, the HMI gauges builder perceptions of current single-family home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,” “average” or “low to very low.” Scores for each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor. All the HMI indices inched higher in July. The index measuring current sales conditions rose one point to 72, the component gauging expectations in the next six months moved a single point higher to 71 and the metric charting buyer traffic increased one point to 48. Looking at the three-month moving averages for regional HMI scores, the South moved one point higher to 68 and the West was also up one point to 72. The Northeast remained unchanged at 60 while the Midwest fell a single point to 56.

Despite the significant advancements in technology, marketing strategies and information sharing that have developed in recent decades, most builders will agree there’s a huge advantage to giving consumers an old-school, first-hand look at their product. The evidence of that dates back all the way to 1946, when the Salt Lake HBA created the first-of-its-kind, coordinated exhibition for the public of newly built homes. And thus, the “Parade of Homes” was born. Seven decades later, the parade of homes concept not only remains, but it’s more popular than ever. Every year, more and more parade-like home showcases are created across the country. Some might be considered typical; others, not so much. But they all have a similar objective – to spark the interest of prospective clients. The words above are an excerpt from an article on the NAHB Website, and I couldn’t agree more. There is truly no better way to allow prospective clients to view your work, than to let them step inside a home built by your company. The Parade of Homes is still relatively new in Minot, but it is catching on and has so much potential. Attendees may be looking for a new home, a builder for their dream home, a contractor for a small-scale or large-scale remodel, or simply to see the newest trends in home design & construction. If you’ve been thinking you can’t afford to take the time, money and manpower needed for a Parade Home…..I say you can’t afford to miss out on all the possibilities walking through your front door. Registration is officially open for Minot’s Parade of Homes which will take place on Saturday, September 14th from 10am-4pm. I know many builders are not putting up model homes right now, but Minot’s Parade allows for variety. Think: Have you built a custom home that you would love to showcase? Evidence of continued recovery from the 2011 flood is becoming more apparent throughout the valley. The City of Minot has begun demolition of six more blighted homes as part of a federally funded effort to restore neighborhoods impacted by the City’s worst natural disaster. Using federal Community Development Block Grant funding, six structures have been purchased through voluntary acquisition to remove blighted properties. The first of these structures was razed on June 4. Minot Mayor Shaun Sipma initiated the removal of these six blighted homes by using heavy equipment to help demolish the structure at 1607 Burdick Expressway East. “These zombie homes have been part of our city for far too long, and while we have much work remaining, we’re happy to begin removing more of these homes,” Sipma said. “We’re moving forward to become a more resilient community, and that means these zombie homes must be removed when we get the opportunity. I’m more than happy to help demolish this one.” Six structures are scheduled to be demolished this summer, leaving 26 structures on the list of blighted properties. For perspective, that’s less than 1 percent of the properties in the valley damaged during the 2011 flood. Work continues on the remaining blighted properties, either to acquire and demolish the structures or to have the owners repair the structures. “These homes are outside the footprint of the ongoing Mouse River Enhanced Flood Protection project, which means we can’t use funds from the National Disaster Resilience competition for acquisitions,” Sipma said. “We thank Housing and Urban Development for approving our request to use funds from a previous allocation to continue rehabilitating our neighborhoods.” Because acquisitions are voluntary, the City does not have a timeline of when all blighted properties may be restored or purchased.

BISMARCK, ND – The North Dakota Industrial Commission has approved new eligibility limits for programs that assist state residents, typically first-time buyers, with a home purchase. Administered by North Dakota Housing Finance Agency (NDHFA), the programs provide low-cost financing, and down payment and closing cost assistance. “North Dakota Housing Finance Agency has helped more than 45,000 households achieve homeownership,” said members of the commission in a joint statement. “The support provided has benefitted not only the individuals and families who purchased homes, but also the communities in which they established themselves.” The Industrial Commission, consisting of Gov. Doug Burgum as chairman, Agriculture Commissioner Doug Goehring and Attorney General Wayne Stenehjem, oversees the agency. Through NDHFA’s FirstHome™ program, low- to moderate-income buyers who have not owned a home in the last three years, can receive the purchase assistance. The agency’s HomeAccess program provides special needs households who may have previously owned a home with the same support.
The commission approved maximum income limits for the programs of $84,500 to $115,690. The acquisition cost limits were set at $283,348 to $305,330 for a single-family home and approved higher limits for existing twoto four-unit properties. The program limits vary depending on household size and the county in which a financed home is located. The U.S. Department of Housing and Urban Development and the Internal Revenue Service regulate the income and acquisition cost limits respectively. “Last year was record-breaking for our homeownership division,” said Jolene Kline, NDHFA executive director. “With the support of our private-sector partners, NDHFA provided 1,798 first-time homebuyers with more than $300 million in purchase assistance.” In 2018, the average FirstHome loan purchased by NDHFA was just under $166,000, and the average borrower’s household income was $58,600. Private-sector lenders originate the loans on NDHFA’s behalf and sell them to the agency when they are closed. NAHB MEMBERS CONVERGE ON CAPITOL HILL Nearly 700 NAHB members from across the nation converged on Capitol Hill in early June for NAHB’s 2019 Legislative Conference to urge their lawmakers to support policies that will increase the production of quality,
affordable housing and keep the housing recovery moving forward. “We are sending a loud and clear message to members of Congress that there is an urgent need to implement innovative solutions to ease the nation’s affordability woes and enable more families to achieve homeownership or have access to suitable rental housing,” said NAHB Chairman Greg Ugalde. In nearly 300 individual meetings with their representatives and senators, NAHB members discussed the following key housing issues: Workforce and immigration Trade policy Housing finance reform Low-Income Housing Tax Credit National Flood Insurance Program Building energy codes Cluster mailboxes Sen. John Barrasso (R-Wyo.) addressed the members before their Hill visits and cited the need to reduce
regulatory burdens and taxes to help the residential construction industry. “I want you to be able to build faster, cheaper and smarter by getting rid of regulations and red tape,” said Barrasso. “If we want to grow the economy, we need to lower taxes and get rid of punishing regulations.” The senator also expressed support for two other NAHB priorities: ratification of the United States-Mexico-Canada Agreement and a long-term reauthorization of the National Flood Insurance Program.
In a key victory for NAHB, President Trump has put housing at the forefront of the national debate by signing an executive order that cites the need to cut costly regulations that are hampering the production of more affordable housing. After attending the White House signing ceremony, NAHB Chairman Greg Ugalde issued an official statement, which is excerpted below: “NAHB applauds President Trump for making housing a top national priority. With affordability near a 10-year low, the executive order underscores that the White House is ready to take a leading role to help resolve the nation’s afford- ability crisis. “Given that homeownership historically has been part of the American dream and a primary source of wealth for most American households, the need to tackle ongoing afford- ability concerns is especially urgent. "We are pleased that the president’s executive order calls for the formation of a White House Council chaired by HUD Secretary Ben Carson that will seek to reduce regulatory barriers that are making housing more costly.”

NAHB UNVEILS RESOURCES FOR HOME BUILDERS TO ADDRESS OPIOID CRISIS NAHB News | June 10th The National Association of Home Builders (NAHB) rolled new resources, “Opioids in the Home Building Industry: Making it Your Business,” to help residential construction companies address the opioid crisis facing the home building industry. People who work in construction are significantly more likely to become addicted to opioids, like prescription painkillers, than other workers in the general population and are six times more likely to die as a result of overdose. In addition to the health and well-being of the employee, the impact on a business can be significant and includes loss of productivity, healthcare expenses, absenteeism, turnover and much more. “Opioid addiction is our nation’s leading public health crisis, and it affects people across all socioeconomic classes, races, genders and jobs, and the home building industry is no exception,” said NAHB Chairman Greg Ugalde, a home builder and developer from Torrington, Conn. “NAHB is pleased to provide resources and possible solutions to this issue affecting so many lives.” The resources provided by NAHB are the culmination of a year-long effort between NAHB senior leaders, local home builder association leaders, members, staff and Advocates for Human Potential Inc., who helped develop the materials. The initiative was funded through a generous grant from the Job-Site Safety Institute (JSI).
“JSI is committed to advancing research and education to help stem the tide of the opioid epidemic’s reach into the home building industry,” said JSI Executive Director Gary Hill. NAHB is taking an innovative approach to address opioid use and misuse, viewing the problem holistically and creating solutions and educational resources that address intervention points across the spectrum of prevention, treatment, recovery and return-to-work.
The materials are available to NAHB members and non-members alike to help increase the reach of these valuable resources. The resources include:
