LETTER FROM THE PRESIDENT SHANE LIDER 2021 MAB PRESIDENT Happy New Year members! I hope you Our next big event will be the Home & Garden Show (fingers all got to spend some quality time with crossed). If you haven’t signed up yet, I encourage you to do family and friends over the holidays. so soon. Or, at least come down and support our fellow members. My name is Shane Lider. I am excited to be your 2021 Minot Association of The International Builders Show (IBS) has been changed to Builders president. I have been involved with the board virtual this year making it easier for us all to get a look at the going on four years now. I am currently working as an show and partake in some of the seminars. 2020 wasn’t all estimator/salesman for Minot Lumber & Hardware. And, bad. also sit on the planning commission for the City of Minot. Lastly, I would encourage you to come to as many MAB First, I would like to thank Pat Graner for being our president events this year to support our association and fellow for this last trying year. Also a Thank You to all board members. MEMO FROM THE EO ERIKA KELLY MAB EXECUTIVE OFFICER Gosh, I have to say: 2020 seemed to drag on for years and also seemed to speed by like a flash of lightning. I’m not sure how it’s possible, but here we are in 2021. Although the challenges of 2020 have not exactly disappeared, we’ve all learned how to “pivot” and begin to operate more normally in many ways.

As we begin 2021, and MAB could use some fresh energy, I have a challenge for each member:

although some details may be different, we’re getting back to business as usual. The 2021 Legislative session is in full swing, and Kim and Sara from NDAB are representing us along with support from the NDAB Government Affairs Committee. Virtual options make the session very accessible for observers. MAB is planning a full roster of Lunch & Learn events each month, so watch emails and our website for details on upcoming speakers. These events offer educational opportunities for members, and we hope you’ll take part.

Find new ways to get involved. Serve on a committee or the Board of Directors, volunteer to work the registration table at one of our many events this year. Do you feel passionately about the MAB but don’t have much extra time? Respond to emails and surveys that are sent to members, share Facebook posts and talk about the benefits of MAB to your colleagues and subcontractors. Advertise in the MAB Homefront (this publication!), sponsor an event. Our Association needs both volunteer contributions as well as financial contributions in order to thrive.

Most importantly, the Home & Garden Show is approaching. The Home & Garden Show Committee is working alongside myself to plan a successful event which appeals to exhibitors and attendees alike. We have some fun new ideas and small changes to the show that we hope you'll explore. If you haven’t reserved your booth yet — hop to it! We have space available and can’t wait to work with you.

HOME & GARDEN SHOW FORGES AHEAD IN 2021 After a year of ups and downs, and sticking with us through thick & thin, I want to reach out and say that I'm so grateful for each and every member of our great Association. We know that 2020 has been filled at different times with the good, the bad, and the ugly, but we're all navigating this together and know that things are looking up! As we gear up for our largest event of 2021, the MAB Board of Directors and Home & Garden Show Committee is making a big ask to our membership: Can we call on EVERY member to help support the Home & Garden Show? MAB UPDATE

Applications Open for Annual MAB Scholarship The Minot Association of Builders is proud to provide a scholarship opportunity that honors one of our late board members, Dana Ebel. To be considered for the Dana Ebel Memorial $500 scholarship, students must be pursuing a career in the building industry at a post-secondary trade school or university. Fields of study may include but are not limited to: carpentry, electrical, plumbing, HVAC, drafting, engineering, architecture, and construction management. A personal essay, recommendation letters and high school transcript must be included in the scholarship application. All scholarship criteria and the full application can be found at www.minotab.com/scholarship. The deadline for scholarship applications is March 31, 2021. A chronic labor shortage in the housing industry is resulting in higher construction costs, increased home prices and lower economic growth (source: nahb.org). The Minot Association of Builders (MAB) hopes to encourage students to explore careers in the homebuilding industry, and this scholarship offers some financial assistance. Interested students can find

valuable resources for career exploration published by the National Association of Home Builders at www.nahb.org The MAB is proud to empower the next generation of builders while remembering the preceding generation. Dana Ebel is a former MAB board member whose life was lost too soon. To remember our friend and colleague, the scholarship was renamed the Dana Ebel Memorial Scholarship in 2017 to honor all that he gave to the Minot Association of Builders.

REALTORS IN THE NEWS

701 REALTY 701 Realty has added four new people to its staff this past year. Jordan Martinson is a licensed realtor with the company. The Minot native and MSU graduate spent two years substitute teaching an coaching before starting as a damage prevention coordinator with an oil company. Martinson started with 701 Realty in early 2020 as a licensed REALTOR® and closed nearly $1 million dollars in real estate in six months. Levi Kraft, REALTOR® and real estate developer, joined 701 Realty, Inc in June. Kraft and his wife Lindsey have been fixing and flipping homes since 2009, completing 15 homes to date. Kraft is owner of LGK Holdings and Kraft Renovations. His businesses offer design and renovation services, as well as focus on new construction homes. Kraft is the previous owner of Ideal Auto in Minot. Levi can be reached at 701-833-9083 Tanner Dockter is a proud Minot native that has spent the past 16 years in the service industry, managing numerous restaurants and bars. Since 2014, Dockter has served as a sales representative for Republic National Distributing Company, managing multiple accounts across western ND. Dockter joined 701 Realty, Inc. in 2020 in July. Risbrudt to serve as President for the North Dakota Association of Builders MAB Board Member, Phil Risbrudt, owner of K & R Contracting, was appointed this fall as the North Dakota Association of Builders Board President for 2021. We are proud to have Phil representing Minot on the NDAB Board and thank him for his dedication to our industry! Phil will be very involved with the 2021 Legislative Session along with NDAB staff and board members. Typically, Phil would be inducted as President during the NDAB Fall Board Meeting, which was set to be held in Minot. The meeting was canceled due to COVID and was held virtually instead, so a few board members gathered to celebrate Phil in November. The mission of the North Dakota Association of Builders is to represent the professional building industry through legislation, information and education. The NDAB Board of Directors meets three times each year, rotating in different cities across the state. Minot is also represented at the state level by directors: Shane Lider and Lauri Hopwood, Life Director: Joe Stenvold, and Senior Life Director: Bruce Walker.

From the Executive Director, FEBRUARY 2021 We are one month into the 67th Legislative Session, and North Dakota Housing Finance Agency (NDHFA) is actively involved in numerous bills. The agency’s proposed 2021- 2023 budget includes the transfer of two employees from the Dept. of Commerce along with the federal HOME program and two more employees to help manage the servicing of residential loans transferred from Bank of North Dakota. These resources are moving to NDHFA, the state’s housing expert, to get related programs under one roof and to free up capacity for the other agencies to focus on their own specialty areas. In December, during his Executive Budget Address, Gov. Burgum proposed that the state’s Housing Incentive Fund (HIF) be funded with $8 million from the North Dakota Legacy Fund. Today, there are three active HIF bills, each leveraging different funding streams to preserve and create affordable multifamily housing. SB 2127, would allocate $50 million from the general fund over the next biennium. SB 2040 would utilize bonds to generate $250 million. HB 1380 would provide a percentage of the Legacy Fund assets to HIF each biennium. As housing stakeholders and community leaders evaluate housing needs, discussion is happening around HIF expanding resources for emergency housing and service needs and single-family housing. New this year, is the ability to watch a live stream of our state legislature’s committee hearings and access recordings and submitted testify of the hearings at any time. This is a great resource to the citizens of North Dakota. Besides tracking legislation and going to the capitol building as needed, NDHFA re-opened our office doors! For 11 months the office has been closed as a COVID-19 precaution, something we never imagined would happen. We are excited to be able to see you face-to-face again. Health precautions are still in place and we ask that you call ahead, as some staff are still working remotely. While the office is open, we are still planning the 2021 Homeownership Forum to be virtual. NDHFA isn’t ready to host conferences at public venues just yet, but we are looking forward to the time when we can all be together. January 5th is the first official day of the 67th Legislative Assembly. The ND Legislature is made up of two chambers. Two representatives and one senator are elected from each district. The House of Representatives has 94 members, and the Senate has a total of 47. North Dakota is unique in that the legislature meets bi-annually in odd numbered years and are restricted to being able to meet a total of 80 days once gaveled in which means this session will end by April 28th, 2021. Please be watching your emails for Call to Action requests where you will be asked to reach out to your local representatives and senators regarding bills that impact our industry. Your voice is important to the legislators and make a big impact to their final vote. If you plan to make a special trip to the ND Capitol, please let our office know. We always welcome guests and enjoy having the opportunity to show you around the capitol building, introduce you to the legislators and share with you the various committee hearings that might interest you to sit in on. Also be watching for legislative updates so you are always in the know of what is happening regarding bills impacting the building industry. Minnesota’s building codes are applied statewide and compromise growth in border cities like Moorhead. HBA of F-M has taken keen interest in helping those cities convince the Minnesota legislature to allow them to adjust building to better reflect those in out of state sister cities like Fargo. On November 24, members met with Minnesota stakeholders including local legislators, building officials and city leaders to strategize how to approach the assembly. The Board of Directors has voted to cancel the 60th annual Red River Valley Home and Garden Show slated for February 26-28, 2021 at the Fargodome. The 2022 show is scheduled for February 25-27. HBA of F-M is honored to have been invited by the West Fargo Planning and Zoning department to attend and participate in the city’s selection of the city’s new inspection administrator. The Minnesota Department of Labor and Industry commissioner has announced that no changes to the Minnesota residential energy code will be considered until the next coding cycle. In August, HBA of F-M joined other associations and submitted written testimony opposing the proposed amendments due minimal payback on what would have been unreasonable cost increases. Insulation and supply manufacturers were the strongest supports of the amendments.

HOUSING STARTS END 2020 STRONG; RISKS AHEAD While housing starts ended the year on a strong note, rising lumber prices and increasing regulatory cost concerns could affect future production. Led by a solid, double-digit gain in single-family starts, overall housing starts increased 5.8 percent to a seasonally adjusted annual rate of 1.67 million units, according to a report from the U.S. Department of Housing and Urban Development and the U.S. Census Bureau.

The December reading of 1.67 million starts is the number of housing units builders would begin if development kept this pace for the next 12 months. Within this overall number, single-family starts increased 12.0 percent to a 1.34 million seasonally adjusted annual rate. The multifamily sector, which includes apartment buildings and condos, decreased 13.6 percent to a 331,000 pace. Total housing starts for 2020 were 1.38 million, a 7.0 percent gain over the 1.29 total from 2019. Single-family starts in 2020 totaled 991,000, up 11.7 percent from the previous year. Multifamily starts in 2020 totaled 389,000, down 3.3 percent from the previous year. “Builder concerns about a changing regulatory landscape may have triggered many to move up their plans to pull permits and put shovels to the ground,” said NAHB Chairman Chuck Fowke. “Our latest builder sentiment survey suggests somewhat softer numbers ahead due to rising building costs and an uncertain regulatory climate.” “The 1.34 million single-family starts pace in December is the highest since September 2006,” said NAHB Chief Economist Robert Dietz. “And while NAHB is forecasting further production increases in 2021, the gains will tempered by ongoing supply-side challenges related to material costs and delivery times, a dearth of buildable lots and regional labor shortages that continue to exacerbate affordability woes.” On a regional and year-to-date basis (January through December of 2020 compared to that same time frame a year ago), combined singlefamily and multifamily starts are 13.2 percent higher in the Midwest, 7.5 percent higher in the South, 6.2 percent higher in the West and 2.8 percent lower in the Northeast.

Overall permits increased 4.5 percent to a 1.71 million unit annualized rate in December. Single-family permits increased 7.8 percent to a 1.23 million unit rate. Multifamily permits decreased 3.0 percent to a 483,000 pace. Looking at regional permit data on a year-to-date basis, permits are 7.4 percent higher in the Midwest, 7.3 percent higher in the South, 2.1 percent higher in the West and 5.2 percent lower in the Northeast.
