1. ABSTRACT The public market of “Al-Hisba” has been one of the most vital spots in Ramallah and Al-Bireh for years now. As many other popular markets, Al-Hisba is usually -and perhaps ideally- linked in the collective memory to the concept of shared space; one that suggests an atmosphere of community and strong social relationships. However, new consumerist tendencies brought on with the changes of the modern day have issued new values at the expense of social relations in the market, reducing the market’s area suffers from interest-driven conflicts and privatization of public services -namely- transportation, which have issued problems of traffic congestion and waste accumulation, rendering lots of areas in the market into dead spaces full of waste and others into non-hygienic selling areas flooded with Israeli products. Local authorities, however, disregard the market’s current status and its unexplored potential as a spatially and socially “loose” space, and instead a new proposal was suggested by an official body to build three commercial towers in place of the market without considering its influence on the surroundings. The project therefore introduces new urban programs including recycling, food processing, training and local workshops as new “catalysts” into the existing economic, social and cultural activities of the market and the surrounding buildings, thus exploring their looseness and integration within this new cycle of local production. Both infrastructure and transportation will be reconsidered through “injection” of urban elements and a new circulation system that would induce a catalytic effect. (Fig.1)

ﻳﻌﺪ ﺳﻮق اﻟﺤﺴﺒﺔ ﻣﻦ أﻛ اﳌﻨﺎﻃﻖ ﺣﻴﻮﻳﺔ ﰲ ﻣﺪﻳﻨﺘﻲ رام اﻟﻠﻪ و اﻟﺒةة ،وﻛﺎﻟﻌﺪﻳﺪ ﻣﻦ اﻷﺳﻮاق اﻟﺸﻌﺒﻴﺔ ﺗﺮﺗﺒﻂ اﻟﺤﺴﺒﺔ ﰲ اﻟﺬاﻛﺮة اﻟﺠﻤﻌﻴﺔ –ﺑﺸﻜﻞ ﻣﺜﺎﱄ ﻟﺮﺎﺎ -ﻔﻔﻬﻮم اﻟﺤﻴﺰ اﳌﺸﱰك اﻟﺬي ﻳﻌﻜﺲ ﺗﺮاﺑﻄﺎ ﻗﻮﻳﺎ ﻋﲆ ﻣﺴﺘﻮى اﻟﻌﻼﻗﺎت اﻻﺟﺘﻋﻋﻴﺔ ،ﻟﻜﻦ ﺗﻐاات اﻟﻌﴫ اﻟﺤﺪﻳﺚ أﻓﺮزت ﻗﻴ اﺳﺘﻬﻼﻛﻴﺔ ﺟﺪﻳﺪة ﻋﲆ ﺣﺴﺎب اﻟﻘﻴﻢ اﳌﺠﺘﻤﻌﻴﺔ اﻟﺴﺎﺋﺪة ﰲ اﻟﺴﻮق ﻣﺎ أدى اﱃ اﺧﺘﺰاﻟﻪ اﱃ ﺣﻴﺰ اﺳﺘﻬﻼ ﻓﺮدا . ٍ ﺻﻌﻴﺪ آﺧﺮ ،ﺗﻌﺎ ﻣﻨﻄﻘﺔ اﻟﺤﺴﺒﺔ وﻣﺤﻴﻄﻬﺎ ﻣﻦ ﻧﺰ ٍ اﻋﺎت ﺗﺪﻓﻌﻬﺎ اﳌﺼﺎﻟﺢ اﻻﻗﺘﺼﺎدﻳﺔ وﻣﻦ ﺧﺼﺨﺼﺔ ﻋﲆ اﻟﺨﺪﻣﺎت اﻟﻌﺎﻣﺔ -ﺧﺪﻣﺔ اﳌﻮاﺻﻼت ﺑﺸﻜﻞ ﺧﺎص -ﻣﺎ أدى اﱃ ﺧﻠﻖ ﻣﺸﺎﻛﻞ ﻋﺪﻳﺪة ﻛﺎﻻﻛﺘﻈﺎظ اﳌﺮوري و ﺗﺮاﻛﻢ اﻟﻨﻔﺎﻳﺎت ﰲ ﻋﺪة أﺟﺰاء ﻣﻦ اﻟﺴﻮق وﻣﺤﻴﻄﻪ ﻣﺎ ﻛ ّﻮن ﻓﺮاﻏﺎت ﻫﺎﻣﺸﻴﺔ ﻣﻴﺘﺔ وأﻣﺎﻛﻦ ﺑﻴﻊ ﻏ ﺻﺤﻴﺔ ﻠﻠﺆﻫﺎ اﻟﺒﻀﺎﺋﻊ "اﻹﴎاﺋﻴﻠﻴﺔ" .ﻋﲆ اﻟﺮﻏﻢ ﻣﻦ ذﻟﻚ ،ﺗﺘﺠﺎﻫﻞ اﻟﺴﻠﻄﺎت اﳌﺴﺆوﻟﺔ ﺣﺎل اﻟﺴﻮق اﻟﻴﻮم ،ﺣﻴﺚ ﺗﻢ اﻗﱰاح إﻧﺸﺎء ﺛﻼﺛﺔ أﺑﺮاج ﺗﺠﺎرﻳﺔ ﻣﻜﺎن اﻟﺴﻮق دون ﻣﺮاﻋﺎة ﺗﺄﺛ ذﻟﻚ ﻋﲆ اﳌﺤﻴﻂ أو إﻣﻜﺎﻧﻴﺔ اﺳﺘﻐﻼل اﻟﻔﺮص اﻟﻜﺎﻣﻨﺔ وﻏ اﳌﺴﺘﻜﺸﻔﺔ ﰲ ﻓﻀﺎءات اﻟﺴﻮق اﻟﺘﻲ ﻜﻜﻦ وﺻﻔﻬﺎ "ﺑﺎﻟﻔﻀﻔﺎﺿﺔ" ﻓﺮاﻏﻴﺎ وﻣﺠﺘﻤﻌﻴﺎ . ﺑﻨﺎء ﻋﲆ ذﻟﻚ ،ﻳﻘﱰح اﳌﴩوع ﺑﺮاﻣﺞ ﻋﻤﺮاﻧﻴﺔ ﺟﺪﻳﺪة ﻛﺈﻋﺎدة ﺗﺪوﻳﺮ اﻟﻨﻔﺎﻳﺎت واﻟﺘﺼﻨﻴﻊ اﻟﻐﺬا واﻟﺘﺪرﻳﺐ ﺿﻤﻦ ورﺷﺎت ﻋﻤﻞ ﻣﺤﻠﻴﺔ ﺑﺎﻋﺘﺒﺎرﻫﺎ "ﻋﻮاﻣﻞ ﻣﺴﺎﻋﺪة" ﺟﺪﻳﺪة ﻳﺘﻢ اﺿﺎﻓﺘﻬﺎ اﱃ اﻷﻧﺸﻄﺔ اﻻﻗﺘﺼﺎدﻳﺔ واﻻﺟﺘﻋﻋﻴﺔ واﻟﺜﻘﺎﻓﻴﺔ اﻟﺘﻲ ﺗﺘﻢ ﺣﺎﻟﻴﺎ ﰲ اﻟﺴﻮق واﳌﺒﺎ اﳌﺤﻴﻄﺔ ﺑﻪ ،ﻣﺴﺘﻜﺸﻔﺎ ﺑﺬﻟﻚ اﻟﻔﺮص اﻟﻜﺎﻣﻨﺔ ﰲ اﳌﻨﻄﻘﺔ وﺗﻔﺎﻋﻠﻬﺎ ﺿﻤﻦ داﺋﺮة اﻹﻧﺘﺎج اﳌﺤﲇ اﳌﻘﱰﺣﺔ ،ﻛ ﺳﻴﺘﻢ إﻋﺎدة ﺗﺼ ّﻮر اﻟﺒﻨﻴﺔ اﻟﺘﺤﺘﻴﺔ واﳌﻮاﺻﻼت ﻣﻦ ﺧﻼل "ﺣﻘﻦ" ﻋﻨﺎﴏ ﻋﻤﺮاﻧﻴﺔ واﻗﱰاح ﻧﻈﺎم ﺣﺮﻛﺔ ﺟﺪﻳﺪ ﺎﺎ ﻳﻮﻟّﺪ ﺗﺄﺛاا ﻋﻤﺮاﻧﻴﺎ ﻗﺎﺑﻼ ﻟﻠﻨﻤﻮ).ﺷﻜﻞ(1 .

In its central location in Al-Bireh and Ramallah, Al-Hisba attracts people from different places in integral interplay between popular market, transportation point and commercial center. The market, located along the streets of Al-Nahda St., Palestine St. and Al-Ma’aref St., nearby Al-Manara square, displays a high level of complexity with regards to the many layers of goods, flow of people and power conflicts in the market, which can be seen through mapping of fixed/non-fixed dimensions (Fig.2). This complexity can also be seen in the intangible relationships and the physical state of the market, especially with regards to activities, waste and infrastructure. In this research, those aspects will be explored to test out existing and new potentials in the urban fabric and relationships in Al-Hisba.
