PROLOGUE Ian knew that the company he is trying to build would need a web site. He spent three months trying to figure out how to set up this website. The complication of having the domain and hosting stuck Ian even more – in order to publish the website in the internet, he has to have a domain and hosting capability. Ian started to ask his friends and was told that Word Press is the best solution because they are free and starter friendly , not to mention the promise of being famous that his new company can . So, in the process he spent another couple of months figuring out DNS, installation, Web plugins, and advertising widgets. After all those, he was not satisfied with the format and he ended up messing with his website for another month. Ian spent several months and a considerable amount of money even before his business can star t earning. Ian knew that time is money; and in truest sense, time is priceless because it cannot be bought back. He felt remorse for messing up what could have outsourced to talented specialists who are aces in their own rights.

However, thinking properly would lead a person to deduce that these are not possible without human efforts. In an effort to efficiently manage workforce, human societies developed the art and science of managing people we call in the present day situation as Human Resources Management or simply HR Management. It can be remembered that in the 50’s scientific management was formulated by people, who represent the general desire of society to develop and live conveniently.

concept of scientific administration and supervision; which has been applied to the general workforce of the human society regardless of national boundaries.
Several
studies
have
been
conducted
to
improve
the
management of the workforce which eventually has one common denominator – improved production, and financial profits. There then, the concept of 8 to 5 work- going to the work site, has been the acceptable norms of the society as a measurement of productivity that an adult is expected of. Those days from the fifties to the eighties regarded routine tasks and routine personnel to be outstanding. The society perceived that if you don’t have an 8 to 5 job, you are jobless thence, not productive. In the eighties, salesmen were scorned and looked down, because of the simple fact that they are not bound to an 8 to 5 job that has a basic salary; and they are not work site bound – they go anywhere. So,

basing on this concept, the workforce has been managed and supervised for several decades under the guidance of Theory X and Theory Y (rewards and punishment, respectively). That is the way

Those were the days, but time changes and along with the changes of time, societies also do. Respective indigenous cultures are also modified in response to the challenges of time. In this regard, the manner by which a member of the society would manage a company (or the workforce) would be reflected also. The desire of the general population to get more and more quality from the services they get makes the service delivery system more competitive and as a result, constant development programs were adopted by more and more companies to impr ove the soft skills or skill sets of the workforce behind their service delivery.

Freelance operations gain reputation then; so, from being few in the eighties it continuall y increased in the nineties.

It has always been the goal of every human, as reflected in the process of evolution – seeking comfortable ways and making life enjoyable.
To this end, it has been very common to outsource business processes since the late 80’s and, as what was mentioned in section 1 of this book; it has continuously been increasing and became more common in the nineties. So, freelance activities have gained increasing demand and popularity. The reason is obvious: A company hiring a freelance staff would not have to mind the union activities; the medical insurance; the social security and so forth. In a sense, when a business organization outsource a task to freelance people, that business entity is actually paying for what the particular job segment only – not considering many things as what is happening when a company hire employees and permanent staff.

This is done by hiring people through the internet, and paying them as well with current online payment systems like PayPal ™, AlertPay ™, MoneyBoo kers ™ and even direct wire transfer to the bank of the person doing the job. In a sense, online outsourcing requirements can be delivered by an individual (like your chat mate in Yahoo), a group (like Dimension Organizational Solution) or a company with a formal juridical entity (like oDesk) which offers a working environment for transacting online job requirements .
Working at home while performing duties for the companies they work for has been the dream of many working professionals since the advent of the rise in freelance activities in the nineties.

an
online
outsourcing environment that offers free membership to f reelance workforce. Unlike other sites, that charge fees from freelance contractors for their membership, oDesk allows a contractor to participate in bidding simply by joining and creation of profile initially, then verification of identity subsequently. Most of the contractors in oDesk had their identity verified through a process similar to what AlertPay™ is doing.

In this outsourcing paradise – oDesk, there about 100,000 jobs being posted in a month; with about 1.5 million freelance professionals (both active and inactive) to do the job. The preceding facts are important for successful outsourcing of any company. Considering that oDesk does not charge any fee at all, many contractors, especially those who are avoiding scams would join oDesk. High quantity of qualified contractors available to do the job would mean accomplished task in an efficient man ner; because the job requirement will not stay for a long time in the ad post.

In contrast with all of the online sites cited in the prece ding section, oDesk does not charge any fees at all from contractors who

examinations.

Of course, it has not been heard of that a person bought a brand new Mercedes Benz C200 for the price of a Used Toyota Corolla XE. It is logical then to think that even in market place of outsourcing, people who bid less is not prepared to offer more. Thus, the quality might be questionable. However, the asking prices of freelance personnel are basically a reflection of th eir own thinking that is surely affected by several other factors.

An interview
