Message from the Mayor Well it certainly has been a busy few months in Mitcham. This week we acknowledged our senior citizens, carers and volunteers at a film morning at the Wallis Cinemas Mitcham and it was a great opportunity to be able to meet and talk to a number of residents present for the morning tea and movie. I am mindful that many of our senior citizens have lived in Mitcham for many decades, and they are very appreciative of the home care and other benefits that we provide to our senior residents, a program that I fully support. Many sporting clubs have commenced their summer season events and I have had great pleasure in attending the various ‘season openers’. We are fortunate to have so many people engaged in the various sporting and community clubs. Mitcham has a high level of community participation and I think that character underpins the quality of life here in Mitcham. The State Treasurer Tom Koutsantonis announced subsidies for capital improvement programmes and as we progress the investigation of improvements to Mitcham Library this is great timing. I had pleasure in hosting the representatives of our private and public schools at a Civic Reception attended by Education Minister Susan Close. It goes without saying that it is indeed an important role that the teachers and support staff play in shaping our future generation. The schools were invited to engage with Mitcham Council on local issues including shared facilities etc. The Minister answered questions and it was a delightful evening.

Last week I met with Federal Member for Boothby Ms Nicolle Flint and Member for Davenport Mr Sam Duluk to discuss the coming bushfire season which is fast approaching. Together with local CFS members we were able to set an agenda to ensure that the community are well informed, indeed with the abundance of growth we may have the possibility of a high risk fire season. Kids Camera Action on Channel 44 Kids Camera Action, a local filmmaking school, is about to begin producing KCA TV for Channel 44 from the Mitcham Cultural Village in Mitcham. Kids Camera Action, who holds classes at the Mitcham Cultural village, will begin production of a brand new television show to be broadcast on Channel 44 in the next few weeks. The television show will be produced entirely by kids and filmed at the Mitcham Cultural Village

in Mitcham. This show is the first of its kind ever to be done in South Australia. Chloe Gardner, owner of Kids Camera Action, is excited about this new venture. “These kids have so much talent and I can’t wait until the first episode hits our television screens.

2016 City of Mitcham Carols by the Creek with Flinders Private Hospital The City of Mitcham and the Flinders Private Hospital are delighted to present one of the highlights of the Mitcham calendar, the annual Carols by the Creek. Celebrate Christmas at this joyful free family event with lots of singing and family entertainment.

Brian made his operatic debut in Vienna with the Vienna Kammeroper and will be performing solo and leading the community carols. Carols will be headlined by Adelaide’s hottest swing band, Lucky Seven, and introduce emergent local young talent, vocalist, Bethany Hubmayer. Popular children’s entertainer, Tinsel the Reindeer will be performing an interactive Christmas Show full of song and dance sure to entertain the kids.

Recycle Right this Christmas Don’t waste food scraps – place in a compost bin or worm farm. Your scraps will be back feeding your garden and reducing water use in no time. Compost bins and worm farms make excellent Christmas gifts too! Some councils allow food scraps in the green organics bin. Check out the green organics fact sheet at zerowaste.sa.gov.au or ask your council for more information. Tip: Freeze seafood and foods with strong odours until the day of your bin collection.

Reduce, reuse, recycle and compost your waste this festive season! Christmas and New Year are times when we celebrate with family and friends. It is also the time of the year when we create the most waste. Follow these tips to make the most of your three bins over the festive season and reduce your environmental footprint.

Polystyrene foam packaging, even if it has that triangular symbol, is not recyclable through your kerbside bin so put it in your waste bin.

Recycle Right Tips! Save Christmas paper and decorations and reuse them next year Give bottles, jars and tins a quick rinse before placing into the recycling bin Polystyrene and plastic bags, even with a triangular symbol, are not recyclable through your yellow recycling bin. Place these items in your blue waste bin

Give a treat which has less environmental impact, such as a massage or tickets to an event.

Sort and flatten your recyclables to fit as much as possible in your bin

Buy rechargeable batteries and a battery recharger. They are not only a wise environmental choice but save you money too.

Other used batteries can often be recycled, but not in your recycling bin. Contact your council for advice on recycling locations.

Feed your food scraps to your worm farm or compost bin. Food scraps can also go in your green organics bin. For seafood and meat, keep them in the freezer until it’s time to put your bin out Take your cans and bottles to a recycling depot to earn some extra pocket money Your living Christmas tree can be cut into small pieces and recycled in your green organics bin after Christmas. Large living Christmas trees can be taken to Lynton Green Waste Depot for mulching (fees apply) Keep the bin lids closed to deter birds and other pests from scavenging and spilling rubbish onto the ground

If purchasing an artificial tree, make sure it’s good quality and will last you many Festive Seasons. At the end of its life place in the waste bin. Please do not put artificial trees in recycling bins. Once living Christmas trees can be cut into smaller pieces and recycled in your green organics bin. Larger trees can be taken to a waste transfer station which separates organics for composting.

Reuse pre-loved wrap, newspaper and bags and tie with a reusable ribbon instead of tape. Paper wrapping, cards and cardboard boxes can be placed in your recycling bin or reused another time.

Clean Energy at the Civic Centre The City of Mitcham has recently installed a 30 KW Solar Photovoltaic system on the Civic Centre at 131 Belair Road, Torrens Park to provide clean energy and reduce costs. As part of Council’s strategic commitment to clean energy, we are exploring energy solutions that will reduce our environmental impact. The solar panel system will provide clean energy and deliver significant savings in annual power costs. The solar system is estimated to payback in 8.38 years with annual energy savings expected to be 43, 386 KwH. We anticipate this will result in greenhouse gas abatement of approximately 31.2 tonnes of CO2e annually. Energy efficiency audits have also been undertaken at other Council high energy use sites which will assist in identifying more renewable energy and energy efficiency opportunities across the City. Christmas in Blackwood Help Protect our Bushland by becoming a Bush Care Volunteer

Celebrate Christmas in Blackwood on the first weekend in December beginning with the Christmas Pageant and Pageant Fair and the Blackwood Christmas Tree Festival. Blackwood Christmas Pageant The Blackwood Christmas Pageant will entertain families with 70 floats and 1,200 participants on Friday 2 December at 6.30 pm.

You can help restore and protect our bushland by working with Trees for Life and join a Bushcare site.

The pageant will start from the corner of Main Road and Gulfview Road from 6.30 pm and travels along Main Road to Waite Street Reserve.

The Bush For Life program reduces the threat that environmental weeds place on South Australia’s native bushland, allowing the natural bush to regenerate.

After, enjoy the Pageant Fair on Waite Street Reserve hosted by the Coromandel Rotary Club, where the Pageant floats finish their journey with a variety of stalls and entertainment from 7 pm to 9 pm.

Bush for Life volunteers Karen and David adopted a bushcare site at Karinya Reserve over 20 years ago. Karinya Reserve is a 1.7 hectares of mixed woodland in Eden Hills. Karen said “We first started because we wanted to show our children that we could do something positive for the environment." Together, with other volunteers, they have regenerated this important remnant bushland which now has over 90 native plant species. You do not need to be an expert to join the hundreds of people who already work on various Bushcare sites. However, you will need to attend an Introductory Bush Regeneration Workshop. Pageant Fair

The Blackwood Christmas Tree Festival Enjoy a wonderland of beautiful Christmas trees created by the Mitcham hills residents and local businesses. Bring the family to meet Santa in the Blackwood Magic Cave 10 am to 4 pm on Saturday and Sunday and enjoy Christmas craft and food activities while being entertained by carol singers. Donate to the giving tree, bring along an unwrapped gift for children, teenagers and adults to place under the tree. All gifts will be distributed by BEACON to disadvantaged families. Carols Christmas Eve Celebrate Christmas with the Blackwood Hills Baptist Church Christmas Eve Saturday 24 December at Hewett Oval, Coromandel Parade, Blackwood. Enjoy free Camel rides, live Nativity, sausage sizzle, bouncy castle and lots more from 6 pm to 8 pm. Carol singing, choir and featuring a puppet show especially for the children begins at 8 pm. Be early! Bring a Rug!

BUSHFIRE PREVENTION STARTS NOW Prepare fire breaks. Remove dead branches, fallen leaves and undergrowth. Prune lower tree limbs. Cut long grass within 20 metres of a residential dwelling while on slopes a fuel-reduced zone of 30 metres to 40 metres is recommended. On properties over half a hectare, prepare and maintain a five metre fuel break around fence lines, buildings and equipment sheds. Move bark, heavy mulch, woodpiles and other flammable materials away from the home and other buildings.

If you ignore the need for fuel reduction prior to and during the Fire Danger Season, you may endanger both your own property and the lives and property of your neighbours.

FREE GREEN WASTE DUMPING To assist Mitcham residents with the costs of clearing their properties of fire hazards and reduce fuel loads, Council will open the Lynton Green Waste Depot at Beagle Terrace, Lynton for FREE dumping of green waste from 9 am to 3 pm on: NOVEMBER DECEMBER SATURDAY 26 SATURDAY 3, 10 AND 17 MONDAY 28 MONDAY 5 AND 12 This facility will be FREE with only green waste accepted – no rubbish and proof of residency will be required. Green waste material can consist of grass cuttings, leaf matter and prunings (branches no larger than 200 mm (8 inches) in diameter). The Lynton Green Organics Drop-off Facility will be closed from Sunday 18 December to Friday 6 January 2017. The facility will reopen on Saturday 7 January 2017 and fees will apply. Think Before You Park in the Hills Take care when you park your vehicle on a narrow road in the hills. The parking of cars in many hills’ streets may potentially create serious problems for the local CFS. If access to a fire track or a nearby fire is blocked by cars parked on the side of the road, lives and homes could be put at risk.

Hills Community Can Take Refuge this Summer! Are you looking for somewhere to go on a Catastrophic Fire Risk Day? While many families, who live in the fire risk area visit friends, go shopping or to the movies during a Catastrophic Fire Risk Day, for those that can’t there is a fire safety refuge available.

What you need to do!

The Fire Safety Refuge Group, supported by the Blackwood/Belair and District Community Association and the City of Mitcham, are inviting you to spend the day, or part of the day, at the Mitcham Community Centre during a Catastrophic Fire Risk Day.

Residents will receive an email on the evening before every Catastrophic Fire Risk Day (except 25 December Christmas Day). Even if this is not received please visit us at the Mitcham Community Centre.

The Mitcham Community Centre at 242 Belair Road, Lower Mitcham, will be open as a fire safety refuge from 8 am until 8 pm (unless otherwise notified). Refreshments will be available. Magazines, books, board games and cards will be available or those attending may wish to bring their own activity.

It is a legal requirement under the Australian Road Rules that a road clearance of at least three metres is provided alongside parked vehicles to enable other vehicles to pass. So be aware when you park your vehicle on the road make sure that you allow at least three metres clearance. You may save a life!

Don’t forget you can also visit the Mitcham Library, which is fully air conditioned and offers books, CDs, audio books, videos, DVDs and magazines for loan. Personal computers with access to the Internet are available for public use, with specialist databases, multi-media CD-ROMS, word processing facilities and other MS Office applications. Have Your Say on New Signage in Colonel Light Gardens Council is inviting feedback from the community on a proposed new signage system for parks, reserves and community buildings in the State Heritage Area of Colonel Light Gardens by 5 pm Thursday 22 December 2016. A new signage system has been developed, guided by the Conservation Management Plan for Colonel Light Gardens, in response to: changes brought about by recent developments in strategy and the delivery of projects the need for improved legibility, accessibility, coherence and consistency of signage the need for clear messages relating to the use of parks including safety information the need to improve design quality and the visitor’s experience the need to improve efficiencies in managing signage resources. It is anticipated this signage system will be adapted and integrated into future city-wide approach to signage. New signage would be introduced as existing signs need to be replaced, unless prioritised by Council through the budget process. Given the pressing requirement for updated dog management signage at Mortlock Park it is

likely that new signage would be progressed at Mortlock Park initially.

Supporting our Community The City of Mitcham played an important role in supporting the community and SES during the September storms.

Support Stats: 6,000 sand bags 50 tonnes of sand 5 pallets of pre-filled sand bags 7 sand bag locations at Civic Centre, Madden Reserve, Coromandel Valley, Apex Park, Hawthorndene, Mitcham Reserve and the Mitcham Community Centre. 50 tonnes of soil and debris removed from Pollutant Traps at Urrbrae Wetlands and Sherwood Reserve.

In Mitcham over 6,000 sand bags and 50 tonnes of sand was provided along with five pallets of pre-filled sand bags by Council at key locations to assist the community and SES to prepare for the storm events and flooding of Brown Hill Creek. During storm events the City of Mitcham works closely to support emergency services such as the SES and Police and our community to provide sandbags, traffic control as well as respond to fallen trees and debris and other resident enquiries. Once the storms passed Council committed all its resources to supporting the community by

New Playground at Kinedana Reserve The City of Mitcham now has 62 playgrounds with a new playground recently installed at Kinedana Reserve in Park Street, Eden Hills. The new playground equipment includes, junior slide, curved caterpillar slide, shopfront, clock panel, cargo net climber, ring trek monkey bar, maze panel, swiss cheese climber, firepole, spider nets, see saw, bumblebee double rocker and double swings. Thank you to the Eden Hills community for your assistance in selecting the new equipment.

Well, I've been a Mitcham Councillor for The Park Ward all of a month or so now and, of course, there's some settling in to do. Thankfully, because I was a NSW Councillor for almost five years in the early 2000s, I'm not starting totally from scratch.

Pulitzer Prize winning columnist Dave Barry once said, “Magnetism is one of the Six Fundamental Forces of the Universe, with the other five being Gravity, Duct Tape, Whining, Remote Control, and The Force That Pulls Dogs Toward The Groins Of Strangers.” The Fourth Fundamental Force, Whining, is currently in its ascendancy throughout Local Government and Australia. We have become a nation of whingers and complainers, particularly within Local Government. Our Google searches for how to "lodge a complaint" have doubled in the last ten years. And there has been a "steady rise" in complaints to the Ombudsman SA, which handles Local Government complaints. According to the Ombudsman SA's Annual Report, for 2014-15, there were a staggering 3,436 complaints - a 10% increase from the previous year. Complaining is on the rise because it is so easy. And it's free! You would be crazy not to complain. Let's start with the ease of complaining. Brave decisions, for the good of the whole community, often inconvenience a few. Those few aggrieved residents are presented with a smorgasbord of ways and means to challenge the decision – beginning with having a Councillor move to rescind the decision, lodging an internal review request, then often a code of conduct complaint against Councillors who didn't support them, moving on to an external review, then a "Section 270" review of the decision making process (which is often repeated and sometimes costs councils tens of thousands of dollars to investigate), and then why not an Ombusdsman's review? Most of these options can be demanded by simply firing off an angry email. It cost everyone in rates. But it won't cost the complainer a cent. Never mind that people who are injured severely, have been wrongly arrested, or need to recover an unpaid debt to keep their business afloat usually need to pay a lawyer and court fees. Whining and complaining apparently have a special grease that makes the cogs of justice turn for free. As a result, it is now nearly impossible to accomplish anything bold or brave in Local Government. Many Councils are now gridlocked with "Section 270" complaints from a noisy few, and councils are left unable to do their job – making decisions for the good of the whole community. Thankfully I have been largely spared from complaints whilst on Council, but some tireless colleagues have been unfairly targeted. And it is saddening when these community servants openly wonder, "is it really worth it?". As a community, should we put so much time and energy and resources into complaining and investigating complaints? There is certainly a need for some channels to handle occasional legitimate complaints. But are there too many mechanisms for complaining? Is complaining too procedurally easy? If a complaint is found to be vexatious or frivolous, shouldn't the complainant be made to contribute something towards the investigation costs? I say "yes", but I await an inevitable complaint.

Walking a fine line Babbage Ward has a beautiful park right in the middle of it. One hundred acres of landscaped grounds that is treasured by many locals and a true asset to the City of Mitcham both financially and in providing open space where the visitors stop and reflect and consider their loved ones. If you haven't worked it out it is of course the Centennial Park Cemetery. Centennial Park Cemetery is a jointly owned asset between the City of Mitcham and the City of Unley. Centennial Park Cemetery operates under a charter and both Councils agree on the terms of the charter. The charter basically outlines the rules that Centennial Park Cemetery can operate under and Centennial Park Cemetery’s requirements it needs to fulfil as a subsidiary of the Councils. It has been long suggested that the distribution or dividend paid by Centennial Park is insufficient but that is not my real concern at the moment. I am writing this article to bring to your attention that some 140 gum trees have been removed from Centennial Park Cemetery over the last two years and that the process of removing our gum trees from Centennial Park Cemetery does not need to follow the same rules as a tree that sits in a park. At any Full Council meeting we are regularly presented with an agenda item to decide on what trees should be removed based on scientific reports and likelihood of limb failure and overall condition. This is each tree, every time we receive a report to decide whether the tree lives or dies. Why and how is it that Centennial Park Cemetery, an asset within the City of Mitcham and our open space has been able to remove around 140 gum trees without bringing it to Council’s attention? Sure they are not significant trees but they are our trees and simply removing gum trees because they stop the grass growing or make the paths messy is not a reason any Councillor within Mitcham would support for any tree removal. Sure Centennial Park Cemetery has replaced the trees with deciduous trees but is that really a suitable replacement for our native fauna who would have relied upon the 100 acres where those trees lived and it is disappointing that as a Councillor and the Elected Member of Babbage Ward that the community and Council was not consulted on the significant shift in landscape change within our area. Let's not forget that Centennial Park Cemetery is the Cities of Mitcham’s and Unley’s asset and same rules should apply.

What I am finding very interesting are the noticeable differences I see now in Local Government compared to when I was previously elected in 1999. This reflects the fact that life has become busier, more complex, and often our expectations are higher. IT has taken over as the main communication mode, and work is only a tap of the mobile or iPad away. But, at heart, things haven't changed that much. Residents still cherish their special places and want them safeguarded, they want a timely and personal response from their elected representatives and Council staff, and appreciate having a genuine say in what is going on in their community. Having seen another Council up close and personal for almost five years, it is interesting for me to learn the way the City of Mitcham works. I have found staff and Councillors here to be much more welcoming to me as a newcomer and I have received a lot of support. Meeting procedure is fairer and more open. Ward Councillors have first option of moving items within their ward, and any Councillor can indicate to the Mayor before a meeting which other general item they would like to move. This is a far cry from the jostling, bullying and competitiveness I experienced in NSW and I appreciate the manners and dignity this structure promotes. As we see all too frequently on our TV screens, a lot of political behaviour is appalling - rude, disrespectful and often shameful. I have also found the mandatory online training (provided by the Local Government Association) helpful in better understanding the complexities of modern governance. As a Councillor, I value the importance of my role in listening to my community - their ideas and concerns - and funnelling them to staff or promoting them on the floor of Council during debate. But my role has another aspect and this is to also promote back to the community, the good things coming out of City of Mitcham. Already I have seen evidence of this. How nice it is to see the sunshine. It feels like we have had a winter that has been colder and wetter than usual followed by a bit more of the same. At the time of the storms, I was very pleased to see Council responding to community need by providing several locations for people to collect sand and fill sandbags. I spent some time helping to fill sandbags on the morning of the second storm and I noticed the spirit of community and camaraderie that is a hall mark of our community. These situations remind me of why I am keen to serve my community where ever I can.

Council has set the budget for 2016/2017 financial year and the State Government has advised that the Waste Levy paid to them to dump household rubbish (Blue Bin) has increased $164,000- without prior notice to Council and this levy will increase again next financial year. So, I ask you to take a good look at the rubbish that goes into your Blue Bin. Recycle is the word. Residents are able to purchase a small bin to recycle kitchen waste such as pealed vegetable scraps, skins, facial tissues, egg shells, chicken bones and many more scraps can be placed into the Green Bin for recycling. The plastic bags which come with the bin are biodegradable. Please look at what you dispose of in your bins and place in the correct bin. The 2017/2018 Budget will be affected with these financial increases if rubbish disposed to the land is not reduced through recycling. Summer is coming and this is clean up time as the wet weather has germinated a huge amount of growth and therefore creating a fire hazard as well as somewhere for snakes and other vermin to hide. Empty any objects which are able to hold water otherwise you will have a backyard full of mosquitoes. The Budget, as mentioned above is complete and in operation and the first quarter review was on the agenda at the last Council Meeting and all is looking well for the coming year. Once again considerable work has been carried out by Council Administration on efficiencies to further assist Council again this year. Have you been to Avenue Road Reserve and tried the adult fitness equipment? Spend some time at the reserve and check it out. This is my last article to the Mitcham Community News before the Christmas and New Year break. I have had the opportunity and privilege of representing the community as a Mitcham Council delegate to the Local Government Association of SA Annual Conference. The conference title was “Creating our Destiny” and there were a couple of key themes that came out strongly. These include the need for Councils to collaborate with one another and with other organisations in the community. Collaborations across Local Government enable Councils to deliver services more effectively and efficiently by developing the economies of scale that are available when activities are undertaken on a regional basis. In Mitcham we already collaborate with other Councils in relation to our recycling and green waste collection and in our response to climate change. I know that there are unrealised opportunities for more collaboration and resource sharing and I will continue to push for these to be investigated and implemented where beneficial. Other themes include partnerships with organisations outside of Local Government to enable Council to take on a facilitation and capacity building role. Council’s role in economic development to create vibrant main streets and jobs within the local community could not have been emphasised any more strongly. These themes fit nicely with the feedback you provided in relation to the strategic direction of the Council during our recent Imagining Mitcham consultations. I have supported the preparation of an economic development strategy for Mitcham and I hope that Council will become a pro-active supporter of local business and jobs. Christmas is fast approaching and we are all busy preparing for the arrival of Father Christmas. I said to my oldest boy that we should talk to Santa about him maybe bringing some music CDs. He said to me “Mum, I don’t really need any presents, all I want for Christmas is to have a happy future”. I’m not sure how my children got to be so beautiful but I am thankful every day that they are. I am also thankful for their support for me in my role as an Elected Member and for the support and love of my husband, Chris. Thank you. In August, I wrote about John Rau's Planning Bill which largely strips Planning Control from all Councils. The Public Submission period for the 30 Year Plan 2016 Update closed on 25 October 2016. This Update still proposes a population growth for Adelaide of 545,000 to 2045, nearly 350 per week, largely to be housed in mid and highrise apartments stuffed into the existing city and suburbs. Glut of Apartments - Bad Investments There is already a glut of highrise flats and a shortfall of family friendly dwellings (Australian Population Research Institute Report, March 2016). The Chair of Property Investment Professionals of Australia warned investors to avoid medium and high density apartments in most Australian Cities including Adelaide (InDaily, 14 September 2016). The Property Council (Lobby of Developers and Building Lessors) has argued that Adelaideans don't want or need highrises. More people are questioning the wisdom of berserk population growth which leads to loss of open space, increased traffic congestion, the introduction of paid and limited on street parking and possible tollroads. The buzzword (weaselword) of the growth promoters is that we should all want to live in a ‘vibrant’ city, with crowded footpaths, and have daily (expensive) coffees at cafes. Where will the jobs come from for our new Adelaideans, particularly with the loss of GMH, and the many car parts manufacturers in Edwardstown. European Experience A recent stay in the London suburb of West Kensington, in a 7th storey 1930s flat adjoining a minor connector road, proved that even with double glazing, the traffic noise was a continual disturbance. The long hikes at each end of an often overcrowded London Underground trip were time consuming, and increased my love of Adelaide's relaxed lifestyle following my return. Don't let the Growth Promoters, (via Rau's weakened planning rules), destroy Adelaide.
