MESSAGE FROM THE MAYOR – GLENN SPEAR I am pleased to present the new edition of the City of Mitcham Community Directory. This 2015/2016 edition of the Directory is a handy, easy-to-use reference guide for a wide range of services that the Mitcham Council, community groups and organisations offer residents living in the City of Mitcham. Inside you will find a handy listing of Council’s Elected Members contact details, along with a brief description of the ward they represent. Please feel free to contact your local Elected Member or myself to discuss any issues you may have where Council may be able to assist. The City of Mitcham’s Community Directory is sent to approximately 1100 new Mitcham residents via our ‘Welcome Kit’. If you would like extra copies, they are available from the Community Information display area of the Civic Centre at 131 Belair Road Torrens Park, at the Mitcham and Blackwood Libraries, Council Works Depot, Mitcham Cultural Village and the Mitcham, Hawthorn, Cumberland Park and Blackwood Community Centres. You will find that the Directory is divided into two sections, a Council Services and Information section and a Community Groups and Organisations section. This year the Directory again details a comprehensive and up-todate list of services, interest and sporting groups, social clubs, support organisations, animal welfare groups, facilities, resources, activities and enterprises that assist residents, to participate fully within their local community. Council’s Community Information Service, the publisher of this Directory, is located in the Civic Centre at 131 Belair Road and provides a range of services to residents, community organisations and visitors to the City of Mitcham. CITY OF MITCHAM WARDS

The City of Mitcham is divided into six Wards, each of which is represented by two Councillors and the Mayor, with the exception of Craigburn Ward which has three Councillors.

Boorman Ward Boorman Ward is the site of the original village of Mitcham and has many interesting places to visit including the Urrbrae Wetlands and Carrick Hill. It is named after Lawrence Dalby Boorman and includes the suburbs of Kingswood, Netherby, Torrens Park, Lynton, Mitcham, Springfield, Brown Hill Creek, Urrbrae and Leawood Gardens.

Babbage Ward Babbage Ward, which includes the suburbs of Bedford Park, St Marys, Pasadena, Panorama and part of Clapham, is named after our first Chairman Benjamin H. Babbage. It features Flinders University, Flinders Medical Centre and Private Hospital as well as Centennial Park Cemetery. Craigburn Ward Craigburn Ward was named after Craigburn Farm which was over 800 acres and straddled the Sturt Creek. It includes the suburbs of Bellevue Heights, Eden Hills, Blackwood and Craigburn Farm and part of Belair.

Gault Ward Gault Ward is named after doctors Arthur Gault and his son Kyle Gault. The Ward, which is mainly residential, includes the suburbs of Lower Mitcham, part of Clapham, Hawthorn, Westbourne Park, part of Colonel Light Gardens and Lynton.

The Park Ward The Park Ward includes the suburbs of Glenalta, Hawthorndene and parts of Belair, Upper Sturt and Crafers West; it was named after Belair National Park. Belair National Park was established in 1891 and is one of the ten oldest proclaimed parks in the world. It was formerly known as Government Farm and was used to rest the public service horses in the early years of settlement.

Overton Ward Overton Ward, named after Thomas Overton who served on the first Mitcham Council, includes the suburbs of Clarence Gardens, Cumberland Park, Daw Park, Melrose Park and the western section of Colonel Light Gardens.

BUSHFIRE PREVENTION If you live in a high bushfire risk area you can expect several days on which you, your family and your house may be threatened by fire. You need to know exactly what you will do on these days, therefore you need a really practical Bushfire Plan.  Developing a Bushfire Plan is an important job that should take you more than just a few minutes and should involve your entire family.This plan should be done NOW along with the necessary hazard and fuel reduction work around your property. So ask yourself: are you ready for the Bushfire Season?  is your family and home at risk?  will you and your family stay and defend your home or leave early before the fire starts? Protecting Your Family and Property There are many things you need to do NOW to ensure you are ready for the Fire Danger Season. It is your responsibility to stay or go but you must still prepare your property as if you were staying. Before the Fire Danger Season (1 December - 30 April – Subject to change due to weather conditions).  prepare a 20 metre fire protection zone around the home  reduce fuel loads, keep grass cut  reduce fine fuels -- fine fuels are things such as: long dry grass, fallen leaves and twigs  cut back trees and branches overhanging house  prune lower branches to provide a vertical fuel break  clear away dead undergrowth and fallen branches  move wood piles away from the house and undercover ( into sheds)  clean leaves out of gutters  plant trees and shrubs away from the house  place weather strips on doors and windows  close under floor spaces  fill gaps in roofs, house, sheds and eaves  fit metal fly screens to windows and doors  ensure you have a water supply e.g. tank, dam, swimming pool, 44 gallon drums strategically placed around the house and property  ensure you have a power supply e.g. petrol generator  remove or enclose all flammable items under the house  create a clearance between bush and house  remove flammable growth from around the base of trees City of Mitcham Website www.mitchamcouncil.sa.gov.au CFS Website www.cfs.sa.gov.au CITIZENSHIP To become an Australian citizen, an application must first be lodged with the Department of Immigration and Border Protection (DIBP). Application forms (124 and 1027i for the information form) are available from DIBP or their website. Once the application has been approved by DIBP they will forward an invitation to candidates to attend the next ceremony being held by the Council. Public ceremonies are held approximately every three months and are presided over by the Mayor. All residents of Mitcham are invited to attend this special day and to enjoy the free entertainment. CLEARING LAND Any land clearing must take into account proper land management in accordance with the Native Vegetation Act and the Significant Tree Legislation under the Development Act. Free Dumping To assist residents clear their properties, reduce fuel loads and remove fire hazards for the purpose of fire prevention, Council will open the green waste facility at the old Lynton Depot on Beagle Terrace from the last Saturday in October to the Saturday before Christmas. For further details contact the Council on 8372 8888. This service is FREE, upon proof of residency in the Council area but ONLY GREEN WASTE WILL BE ACCEPTED. Green waste material consists of grass cuttings, leaf matter, pruning with branches no larger than 200mm (8 ins) in diameter. Backyard Burning It is illegal to burn rubbish or green waste in the open anywhere within the City of Mitcham without obtaining a permit from the Fire Prevention Officer. Contact council's Bushfire Prevention Officer on 8372 8133 for further details or to arrange an inspection of your property. COMMUNITY INFORMATION Looking for information about local activities, need help in locating the nearest childcare centre or art class. This service provides information for everyone, from residents needing health services, to recreation and sport facilities or where to find legal and a variety of support services. Please contact the Community Information Service on 8372 8812 for further information. DEVELOPMENT APPROVAL Most additions, alterations or new construction on a premises requires Development Approval from Council. An application is made by submitting a Development Application form, plans, supporting documents to Council for assessment, as well as paying the required application fees. Development Approval comprises both Development Plan Consent and Building Rules Consent. Application may be made for both consents together or separately. Development Plan Consent is assessed against the City of Mitcham Development Plan. This is to ensure that the development occurs in an orderly and economic manner. Issues considered include the visual impact of the proposal on the adjoining properties and the street, the appropriateness of the intended use and adequate provision of private open space. The Building Rules Consent is the assessment of an application against the technical requirements of the Building Code of Australia and other relevant codes and standards. This is to ensure the structural integrity, fire safety, health and amenity of the structure are maintained. For further advice contact Development Support on 8372 8888. Retaining Walls Retaining walls in excess of 1 metre require development approval. For more information please refer to “Guide to Retaining Walls” information sheet and check with Council’s building officers for information. Solar Panels All solar panels on a State Heritage Place or property located in a State Heritage Area require development approval. Solar panel do not require development approval if:  not exceeding 100kg; or  if exceeding 100kg;  weight load is distributed to not exceed 100 kg at any one point of attachment to the roof  panels (and any associated components) do not overhang any part of the roof  panels are fitted parallel to the roof with the underside surface of the panels being not more than 100 mm above the surface of the roof  panels being installed by accredited person recognised by the Minister In a Local Heritage area - solar panels must meet the above criteria as well as not be seen from ground level in a public street. Swimming Pool Safety Fences Swimming pools approved after 1 July 1993 must comply with the Building Code of Australia (BCA). This requires internal pool fencing as a minimum to be 1.2 metres high and associated boundary fencing to be a minimum of 1.8 metres height which restricts access to the pool by children. Prior to the sale of your property containing a swimming pool constructed prior to 1993 you will need to ensure that your swimming pool safety barriers are upgraded to current requirements. Pools constructed after 1 July 1993, the safety barriers must comply with BCA provisions current at the time of approval. Swimming Pools Swimming pools will only require a building assessment, other than in respect of a State or Local Heritage Place, Hills Face Zone, Historic Conservation Zone/Area, Flood Management Zone/Area or Zone mentioned in Schedule 2 of the Development Regulations whereby excavation exceeding 9 cubic metres also constitutes development; that are:  Ancillary to a dwelling already erected on the site  Not within 1 metre of a boundary allotment  Not in front of any part of the building line facing the primary street  Have a filtration system located more than 12 metres from all adjoining dwellings, unless fully encased, where it is more than 5 metres from all adjoining dwellings. DEVELOPMENT ASSESSMENT PANEL MEETINGS The Development Assessment Panel has a total of seven members. There are three Elected Members and four Independent Members on the Panel. Panel members determine applications based on hearing representations from the community (when required) and an assessment against the relevant provision of Council’s Development Plan. The Development Assessment Panel meetings are held monthly in a public forum in the Council Chambers, 131 Belair Road, Torrens Park at 6.30pm. Please check meeting details on 8372 8888. DOGS & CATS Registration All dogs and cats of or over three months old must be registered with the Council area in which the dog and cat is to be usually kept. Registration renewals are due on 1 July each year and are accepted until 31 August. Late payment fees apply for late renewals. Rebates apply for desexed dogs and cats, microchipped dogs, trained dogs and concession card holders. Proof of desexing, microchipping, training to level 3 standard and/or concession must be shown at time of registration or renewal. Please notify Council of any changes to the dog(s) or cat(s) previously or currently registered to your property (notify us of any dog or cat that has died, been given away) and especially if you move address. Lost your Dog or Cat? Most dogs and cats picked up are taken to either the RSPCA at Lonsdale or All Pets Boarding Village at Mount Osmond. Under the Dog and Cat Management Act 1995 any dog or cat impounded by Council may be disposed of after 72 hours from the time of impounding. You need to act fast if you lose your dog or cat. Below are some things you should do:  enquire at Council (phone 8372 8888) & adjacent Councils  contact the RSPCA (phone 8382 0888)  contact All Pets Boarding Village (phone 8379 1995)  contact the Animal Welfare League (phone 8348 1300)  contact all local vets  put an advertisement in the paper  put a notice in the local school  visit your local school and playground  put a note in every letterbox in your area  place an advertisement in the lost dogs at Adelaide site on Facebook. If you have found and secured a stray dog contact Council on 8372 8888 Laws Dogs must be on a leash not exceeding 2 metres in length whilst in a public place (other than a park). Council’s By-Laws prohibit dogs or require dogs to be on a leash in certain reserves, those reserves are clearly indicated by signs at the entrances. Dogs must be physically restrained while being transported in the open tray of a utility, truck or similar vehicle. Barking Dog Collars (ABS – Anti-Barking-System) It is possible to hire a Barking Dog Collar from the City of Mitcham, call 8372 888 for details. How it works: Each time your dog barks, the electronic bark sensing unit releases a brisk citronella spray in front of the dog’s snout. The dog will quickly learn that when he or she barks ABS sprays! The citronella spray refill provided with the collar is 100% safe for all dogs. EVENTS Carols by the Creek Council and local churches jointly present on the first Sunday in December the annual City of Mitcham Christmas Carols by the Creek with the generous support of business sponsors.

Renowned TV personalities host the evening and well know entertainers perform each year. School choirs perform and a combined community choir leads the community singing. Performers drawn from local churches and schools stage a nativity scene, complete with live animals. Applications to participate should be submitted to the Civic Events Officer at the City of Mitcham. Plenty of family sing-a-longs during the evening, with candles and songbooks available from parishioners of local churches on the night. Australia Day Join the free Australia Day celebrations each year. A Citizenship and Australia Day Awards ceremony is held followed by fabulous FREE entertainment. More information about the next Australia Day and all other Council events can be obtained from the Council website www.mitchamcouncil.sa.gov.au or by calling the Civic Events Officer on 8372 8805 FENCING Other than in a State or Local Heritage Place, Hills face Zone, a Historic (Conservation) Policy Area, a Watercourse Zone, a Flood Zone or Flood Plain delineated by the Development Plan, or in any other zone or area shown as being subject to flooding or inundation in the Development Plan, The folllowing do not require Council approval. A fence:  of lightweight construction that does not exceed 2.1m in height (measured from the lower of the two adjoining finished ground levels)  that does not exceed 1m in height within 6m of the intersection of two boundaries of land where those boundaries both face a road, other than where 4 x 4m corner cut-off is already provided  that is masonry and does not exceed 1m in height  that is a brush fence not closer than 3m to an existing Class 1 or 2 building. Some fences in Colonel Light Gardens require approval. Please contact Council for further information. FOOD SAFETY AUDITING In response to recent legislative changes in food safety, Council has Department of Health approved food safety auditors that are able to assist businesses who are required to implement mandatory food safety programs. This will normally include food businesses providing food to hospital patients, aged care residents, children in child care centres, and delivered meals organisations. The audit involves a review of documentation and an onsite audit of the facility. For further information, please contact the Environmental Health Unit on 8372 8816. FOYER ART GALLERY EXHIBITION The City of Mitcham Foyer Gallery Community Arts Program provides an opportunity for local artists, schools and groups to display their work on both the upper and lower levels of the foyer area in the Civic Centre, 131 Belair Road, Torrens Park. Exhibitions are held every six to eight weeks and are open to the public, Monday to Friday, 9am to 5pm. Applications for exhibitions are encouraged by all age groups and are available on the Council website www.mitchamcouncil.sa.gov.au or phone Information & Arts Officer on 8372 8812. GRAFFITTI REMOVAL The prevention and removal of graffiti and vandalism is an important and costly issue to the City of Mitcham. Please report all incidences of graffiti and vandalism to the Police on 131 444. If the graffiti is on a location accessible to the public please call the Council on 8372 8888 for its removal. HALLS FOR HIRE For enquiries, bookings, list of halls in the Mitcham Council area contact Customer Service on 8372 8888. HOME BUSINESSES In some circumstances you can run a small-scale business from home as long as it fits into strict conditions. This is known as a Home Activity as defined in the Development Regulations 1993. You do not need to apply to council for approval if you comply with these regulations. An information sheet is available from council which outlines the criteria for Home Activity, or contact Council on 8372 8888. Located at the Mitcham Heritage Research Centre in the Mitcham Cultural Village, the local history service is an excellent resource for anyone interested in the City of Mitcham’s history. The Centre is supported by experienced volunteers who assist with research, guided tours and local history events. NEEDLE DISPOSAL SERVICE Do you have diabetes or some other medical condition requiring the use of needles, syringes and lancets? The City of Mitcham has a service available to residents to dispose of these sharps. One 3.1 litre sharps container is provided on request from the Customer Service Centre and can be exchanged once full. This service is not available to commercial businesses. For information call Customer Service Centre 8372 8888. Residents can also contact the Diabetes Association, Red Cross, their local GP or pharmacist. PARKING Near Schools Council polices the parking around schools on a regular basis. You cannot stop in a ‘No Stopping’ zone, not even to drop off or pick up a passenger. You may stop in a ‘No Parking’ zone to immediately drop off or pick up a passenger without leaving the vehicle and move off as soon as possible. Parallel Parking You must have at least 3 metres between the side of your vehicle and a continuous white centre line, traffic island (painted or raised) or another vehicle on the opposite side of the road. Parking in the Hills Most roads in the hills are narrow and it is very difficult for emergency vehicles to have a clear passage to whatever emergency they are rushing to when there are cars parked directly opposite each other without leaving at least 3 metres clearance between them. When parking in the hills have consideration for emergency vehicles and park in a way that is legal and gives others free passage. Remember that it is illegal to park on verges and across driveways or paths. It is your responsibility to find a legal park before leaving your vehicle. Activities and services are designed for people over the age of 65 or younger with a disability to enhance and maintain their independence. Overwhelming research suggests that a positive, proactive approach to life helps people to maintain optimum health, wellbeing and independence. Being able to keep up activities in and around the home and in the community is the key and is encouraged through all Community Wellbeing services. Taking the opportunity for a little practical help when it is most needed can enable ongoing independence. POSSUMS If you have found a possum in your roof a good start is to place a bright light in your roof. As possums are nocturnal and don’t like light it will encourage them outside into the dark backyard. Also the light will show you where the holes are that need to be fixed to prevent the possum from returning to your roof. After obtaining a permit from the Department for Environment and Heritage you can hire possum traps from the City of Mitcham, call 8372 8888 for details. Traps must be set in a stable level position protected from dogs, cats, wind, rain and direct sun. All traps are to be checked no later than two hours after sunrise. Trapped possums must be kept within the trap in a quiet place, covered with a cloth or bag and must be released at sunset on the day of capture and within 50 metres of the capture site. Ratepayers who believe they are entitled to a concession should not withhold payment of rates pending assessment of an application as penalties apply to overdue rates. Flexible Rate Payments Scheme: any ratepayer who may, or is likely to experience difficulty in meeting the standard payment arrangements of Council is invited to contact the Senior Officer Rating Services to discuss alternative payment arrangements. Postponement of Rates Scheme for State Seniors Card Holders: section 182A of the Local Government Act 1999 (as amended) provides for postponement of rates on the principal place of residence by seniors who meet the eligibility criteria, make application and hold a current Seniors Card. Change of Ownership/Address: all changes to postal address of a ratepayer/owner and changes of ownership of a property must be notified promptly to Council in writing. RATS How Do I Know If I Have A Rat Problem? Signs to look for when detecting rats include:  Thin black droppings that are approximately 1 cm in length.  Rat runs. Rodents prefer to run alongside a wall or fence rather than across a room or open space. Keeping close to walls or fences, the rat eventually creates a distinctive path' and their fur leaves greasy smears on walls or fences. By following this rat run, the location of the rat shelter may be identified.  Damage to a variety of materials with obvious gnawing marks.  Partially eaten fruit, vegetables and other food matter with teeth marks.

How Do I Remove Rats From My Property? Rat baits are the simplest and most effective way to get rid of rat infestations. The City of Mitcham does not have a rat baiting service. However baits are available from hardware stores and supermarkets. When purchasing baits, look for those in the block form that are also one-dose baits. Baits should be placed in areas where rats frequently visit, away from open spaces, and should be inaccessible to children and pets. Rat traps may also be used. However repeat trapping may not be successful and baiting may be necessary if the problem persists. Foods that can be placed on rat traps include fruit, liquorice, fried bacon, metwurst or salami. For further information, please contact the Environmental Health Unit on 8372 8816. REGULATED TREES – Significant trees Trees are important for many environmental, social and economic reasons. They contribute to the landscape character of an area, preserve biodiversity, provide shade, shelter and a habitat for fauna. They can increase property values in well treed localities. The Development Act provides that any activity that damages a ‘regulated’ or ‘significant’ tree is development. Regulated tree has a trunk circumference of 2 metres (approx 600mm in diameter) or more (measured at 1 metre above natural ground level), or in the case of trees with multiple trunks, that has trunks with a total circumference of 2 metres or more an an average circumference of 625mm or more (measured at 1 metre above natural ground level). Significant tree has a trunk circumference of 3 metres or more (measured at 1 metre above natural ground level), in the case of trees with multiple trunks, that has trunks with a total circumference of 3 metres or more and an average circumference of 625mm or more (measured at 1 metre above natural ground level). Hours of use are strictly confined to daylight hours, no adequate lighting in place for skate park use at night safe. Eden Hills Karinya Reserve, Shepherds Hill Road, Eden Hills. For beginner, intermediate and advanced skill levels. This facility caters for BMX, skate and scooter riders. Featuring two large open bowls, a large spine, street area with large fun box and plenty of ledges and banks. Lighting is provided until 10pm every night. SMOKE ALARMS Smoke alarms are required to be installed in new domestic dwellings and in many dwelling additions. Lynton Reserve contains a number of shared use walking and mountain bike riding trails appropriate for all levels of skill and fitness. There are some spectacular walking only trails which visit sites like the Sleeps Hill Quarry and feature great views of the ocean and surrounding hills. The reserve features some bike only trails for entry level riding as well as some challenging terrain for more advanced mountain bike riding.

There is also a Four Cross Track designed to cater for up to four riders racing each other down a trail similar to a BMX Track. The Four Cross track is appropriate for intermediate skill levels and advanced riders. Maps are available from the City of Mitcham website or at the Civic Centre. Reserve entrance points have Trail Map Signs. VOLUNTEERS Volunteers are an exciting part of the workplace at the City of Mitcham with over 300 people providing essential services in the community. Exciting opportunities exist for people interested in contributing to their community, sharing skills and gaining new ones, meeting new and interesting people, having fun and making a difference. Volunteering is a highly valued role in our society and people from all different age groups, cultural backgrounds and walks of life are involved. Volunteers are supported, encouraged, offered free training as well as travel reimbursement and out of pocket expenses. The City of Mitcham has many programs including:  Health and Fitness groups – Volunteers lead fitness classes for older residents and a walking group, as well as a popular meditation class.  Community Transport Services – Community bus drivers, bus helpers, personal transport for frail aged to provide transport for shopping and medical appointments.  Justice of the Peace – provide a service at Council and the Blackwood and Mitcham Libraries.  Horticultural Programs – include Urrbrae Wetlands, Nellies Garden and Gamble Garden. Activities include planting, weeding, mulching, pruning and watering.  Social Programs, – providing lunch and/or group activities for frail aged people living alone in the community and their carers.  Library Services – Home Library Services select and deliver books and other material to homebound residents in Mitcham. Community Bus Library Service transports residents to the Libraries for them to select and take home items, volunteers assist with Library tasks as designated by staff. WASTE & RECYCLING COLLECTION Council offers a comprehensive waste and recycling service to all households. All residential properties have been provided with two bins: one 140 litre bin (blue lid) for the weekly disposal of household waste, and one 240 litre bin (yellow lid) for the fortnightly disposal of recyclables. Green organic material is collected fortnightly but residents must provide their own 240 litre green bin for this service. The Kerbside Collection calendar is distributed in March each year and indicates the weeks of service for your suburb. Additional copies of the calendar are available at the Civic Centre and libraries and online at www.mitchamcouncil.sa.gov.au. A green waste drop-off service is available to residents who have the need to dispose of excess garden material. Council's Lynton Depot will receive organic material on the 1st, 3rd and 5th Saturday of each month for a small fee. Hours of opening are from 9:00am to 3:00pm. No other types of waste are accepted at Lynton Depot. To help Mitcham residents clear their properties, reduce fuel loads and remove fire hazards, Council opens the Lynton Depot for free dumping of green waste in November and December. Council provides an ‘At Call’ hard waste collection service for all domestic households within the Council area. Households are entitled to one (1) hard waste collection per financial year. There is no direct cost to residents however; residents do need to pre-book this service. WASPS (EUROPEAN) Council will destroy European Wasp nests at no charge to residents of the City of Mitcham. It is the responsibility of the landowner to locate the nest. To access this service contact Customer Service on 8372 8888. A council officer will ask a series of questions to assist in providing a speedy response from a council contractor. If you find a European Wasp nest contact the council immediately. Do not attempt to destroy the nest by using insect spray or other methods. A brochure on European Wasps is available from

YOUTH Mitcham Youth Advisory Committee The Youth Advisory Committee (YAC) exists to empower young people and to give them a voice. If you are a young person that’s passionate about youth issues and the community then you can make a difference. Get on board the YAC and make the City of Mitcham an enjoyable and supportive place for young people. The YAC has been involved in projects such as:  Youth Week activates  Live music events  Music/Arts focus events  Skate/BMX events  Youth perspective community consultations  Mental health projects Community Housing Junction and Women’s Housing provides a limited number of medium term, stable and affordable accommodation options for young people in the City of Mitcham.
