2014 ANNUAL
SOUTHERN TIER AIDS PROGRAM 22 RIVERSIDE DRIVE BINGHAMTON, NY 13905 (607) 798-1706
LETTER FROM THE BOARD PRESIDENT & EXECUTIVE DIRECTOR
2014 was a whirlwind. It was a year of focused and carefully orchestrated chaos. In February, we moved into our new offices at 22 Riverside Drive. By May, Prevention Services was moving into their newly renovated space at 275-277 Main Street in Johnson City, and as the year ended, we were looking for a larger office in Ithaca, having outgrown the space we currently occupy.

the quality services that STAP has always delivered to People Living with HIV/AIDS to those living with other chronic illnesses. We remain staunchly committed to assuring that health systems are responsive to the needs of the Lesbian, Gay, Bisexual and Transgender community, including youth, communities of color, injection drug users, substance users, formerly incarcerated people, and people with chronic illness living in poverty. We understand that who you are effects your ability to remain healthy and we want to change that reality for the better. The mandate to reduce Medicaid expenditures cannot be realized until quality health care is available to everyone.
The governor revealed his Plan To End AIDS this year. While we have no cure or vaccine, the number of new infections continues its downward year over year trend. When the statewide number drops below 750 new infections annually from its current level of just under 4,000 annually, HIV will no longer be considered an epidemic. Thank you for your continued support, whether that be with donations or time. The unflagging support of the communities we serve has brought us to this good place and will continue to sustain us.

management program. This program is part of the New York State Medicaid Redesign Plan and expanded the number of individuals who were eligible to receive Medicaid care management services in New York State. STAP is providing care these services under the DBA designation Southern Tier Care Coordination (STCC). The program serves individuals living with a variety of chronic conditions in the eight county service area with comprehensive care management and care coordination services. Another component of this program is locating eligible individuals to inform them about service. During 2014, STCC staff served over 500 clients with Health Homes care management services and conducted outreach to attempt to locate over 2000 eligible members.
and group educational services to eligible individuals who might benefit from behavioral health services. Behavioral health is an umbrella term that is generally used to refer to both mental health and substance use services. This program is called Bridges to Wellness and serves Persons Living With HIV/AIDS (PLWHA) who are not currently receiving behavioral health services and have barriers to accessing care. The staff will accompany clients to their first three appointments, as part of the programs promotion of retention in care goals. The program has been conducting outreach to behavioral health providers throughout the region in order to promote program services and establish an expanded referral network. Staff members also successfully completed almost twenty intakes in the first six months, and have made several successful referrals for individuals into care.
This new program is also part of the New two year grant which is designed to serve Medicaid eligible individuals who are homeless or unstably housed throughout the service region. The program operates under a “housing first model, whereby staff focus first on housing clients and then work on accessing additional services. The program also offers clients educational services related to chronic disease management and nutrition, as well as a small nutrition subsidy. The intensive services of this program are delivered in consultation with the assigned lead Health Home agencies for each client, so as to ensure that they are served in a comprehensive manner by the entire care team.

VOLUNTEERS OF STAP In 2014, the Volunteers of STAP were so busy that the year went by in a flash! There were 457 volunteers that dedicated 10,552 hours of their time. This amazing amount has a value of $279,100. There were 64 new people that joined our volunteer team. We were fortunate to have 23 Interns from five universities help us with our programing. STAP wants to thank all of you that have participated by volunteering, interning, or running our events.
MY NAME IS LYNN My name is Lynn. I was diagnosed with HIV in 2008. I was infected by my husband who passed away from AIDS. When I found out I had HIV, I felt lost, scared and like an outsider. I lived in a small town. I didn’t know if there was anyone or a place that could help me deal and help me stay healthy to live a long time, then I heard of STAP. It is a place that deals with HIV and a place where I didn’t feel alone. The people there were kind and supportive and it’s like a family. Now, I do a lot of things at STAP such as going to the education classes, support group and the Friend’s Dinner. All I can say is that STAP is a wonder sent from above. No judgment and lots of caring people from the staff.
