“When it absolutely, positively has to be there overnight.”
Some of us hate it enough to pay someone else to do it. Others take delight in folding corners just so, or the challenge of covering uneven angles, not to mention endless varieties of designs and textures. But why do we wrap gifts in paper in the first place? As with so many modern practices, it dates back to ancient cultures. First came the Chinese and their priceless gift of the invention of paper in 105 A.D. That was followed in the eighth century by the Japanese "furoshiki" and Korean "bojagi," reusable wrapping cloths originally designed for transporting goods or preventing mix-ups in traditional baths, as well as covering gifts. By 1509, a new English invention appropriately dubbed wallpaper filled a similarly dual purpose, but not for long, since it easily cracked and tore upon folding. The Victorians applied a like aesthetic to their gift wrapping, using elaborately decorated paper adorned with ribbons and lace. But that paper also was heavy and rather unwieldy. It gave way in the early 20th century to colored tissue which is still in use today, but more as an interior covering. So what happened in between? Chalk it up to yet another example of necessity being the mother of invention. In 1917, holiday business boomed so well for a couple of stationery store-owning brothers in Kansas City, Missouri, that they ran out of colored tissue. Fortunately, a search of their inventory yielded a supply of "fancy French paper" designed for

In response to public interest, the Kern County Board of Supervisors asked the County to reach out to its communities regarding the services of the Kern County Library system. As a result, the County of Kern is pleased to announce it is holding community meetings at each of the Kern Valley branches.

Public vs. private operation @issue The controversy rages on as to whether Kern County Library should remain a public entity or be privatized or outsourced to a national corporation. Kern Valley residents will have an opportunity to explore the issue at one of two meetings being held in the Kern River Valley next week. The corporation being considered by the County is Maryland based national provider Library Systems & Services, Inc., or LSSI. Safety tip of the month: The winter months are upon us. Just a reminder to use extra caution when driving. The roadways can become hazardous with rock/mud slides and snow/ice. Keep a high visual horizon so you can observe road hazards. Plan ahead and make sure your vehicle's windshield wipers are in good working order.

When I was in the 7th grade I lived in a small cottage with my Grandmother. We lived 2 or 3 houses away from my dad in this place called Kilroy Surfside Colony just south of Long Beach. It was on the beach and a perfect place for a youngster my age. Because my dad was close by I had the opportunity to follow him around like a little pet dog. As a consequence I worked and helped him build a racing boat and a racing engine. At this time he was working for the Ford Agency in Long Beach. He entered this hydroplane in many races. It had a V860 engine and was clocked at speeds in excess of 90 miles an hour. He won a number of races. The Ford Agency sponsored and provided him with an engine and racing parts. Because of his success he was asked to come to Canada and become involved in a series of 18 races with a chance to become the North American Champion. He took a leave of absence from the Ford Agency with their blessing and raced the 18 race schedule. Now here's the kicker, he won every single one of the races and was written up in all the Canadian newspapers. Before he left to go to Canada he promised me he would telephone every Monday and let me know how he did and what happened. I was thrilled to get a call
every Monday evening. One day when my dad called he was about half way through the race schedule, and in our conversation he said, "The strangest thing is happening here in Canada. Everywhere I go some little man named "Kilroy" had gotten there before me and left a small cartoon with a little round head and a big nose and underneath it said "Kilroy was here". He said the little cartoon appears everywhere, in bathrooms, in service stations, on restaurant tables and walls everywhere. He said this fellow Kilroy seems to be going where I'm going and is leaving his special signature. I told my dad that that guy must be here in Long Beach because I saw his cartoon on the Long Beach boardwalk and in many places at the amusement park It wasn't until several years had passed that we found out the true story of the little cartoon with the signature that said "Kilroy was here". I have recently read that in the United States the mischievous face and the phrase became a national joke. The outrageousness of the graffiti was not so much what it said, but where it turned up. The major Kilroy graffiti fad ended in the 1950's but today people all over the world still scribble the character and "Kilroy was here" in schools, trains, and other public areas. It is believed that James J. Kilroy was the origin of the expression, as he used the phrase when checking ships at the Fore River Shipyard. And now you know the 'rest of the story'! Christmas Volunteers Needed The local Salvation Army is preparing for their annual Christmas Fund Raiser and Food Box distribution and each Christmas, the Salvation Army conducts their annual Bell Ringing Fund Raiser. All funds raised assist our local population in need. The needs have been growing, especially in the area of food. Inflation has taken a strain on many food and fuel budgets. Their need for a successful Christmas Fund Raising event is greater than ever. The Salvation Army is looking for individuals who have time to bell ring at a store in your area. They are grateful for the generosity of our community however, if they do not have a volunteer bell ringer at all the doors of our stores, they cannot receive the donations so badly needed. Search and Rescue sponsorship program Kern Valley Search and Rescue relies on the community to fund and maintain the rescue equipment needed to perform rescues on the Kern River and throughout the Kern River Valley. They look to local businesses and individuals annually to sponsor the unit with a donation to help meet their goal of providing the highest level of rescue readiness possible. KVSAR is a 501c3 non-profit organization and is composed entirely of volunteers. Advent Dan Schlensker, Courier Columnist The Christian Church has for centuries observed the season called Advent (which means arrival) in preparation for a more meaningful celebration of Schlensker Christmas. The season of Advent begins with the fourth Sunday before Christmas, usually the Sunday after Thanksgiving (although Thanksgiving is not a Christian holiday per se, even though it is celebrated by almost all Christians) - and Advent ends at Christmas. Many Christian churches have additional special Advent worship - often midweek - in order to enhance preparation for Christmas. Preparation for Christmas is important because it's so easy - especially in our contemporary culture - to get distracted from what we are really celebrating. Our culture gets really excited about Santa Clause, Frosty the Snowman, chestnuts roasting on an open fire, a White Christmas and a ride in a sleigh, all those reindeer, not to mention the parades, decorations, feasting and presents! Those extra Christmas trappings all distract us from what the angel Gabriel said to Mary in Luke 1:32-33 about the Child she was to bear, "He will be great, and will be called the Son of the Most High; and the Lord God will give Him the throne of His father David; and He will reign over the house of Jacob
forever; and His kingdom will have no end." In other words, the Baby would be God, Himself, in human flesh. Now that's something really worthy of taking note of! And to Joseph an angel said in a dream according to Matthew 1:20-21, "Joseph, son of David, do not be afraid to take Mary as your wife; for that which has been conceived in her is of the Holy Spirit. And she will bear a Son; and you shall call His name Jesus, for it is He who will save His people from their sins." This notification describes Mary's Baby as the Savior. And that - being saved from sinfulness - according to Old Testament ritual (which was previewed in Leviticus 16 and modeled the ultimate sacrifice of Jesus) required the death of a perfect and undeserving sacrificial animal. That's why John the Baptist on the banks of the Jordan river pointed to Jesus and said in John 1:29, "Behold, the Lamb of God who takes away the sin of the world!" As sinful human people, we did not need a baby in a manger; we needed a man on a cross. Yes, we certainly welcome the Christ Child at His birth in Bethlehem, and our Christmas focus is on Him and not all the other stuff, but our most blessed celebration on Christmas is what that Baby in a manger was going to accomplish on our behalf 33 years later: the forgiveness of our sins and eternal salvation through faith in Him. Park trees rooted in philanthrophy Michael Batelaan Courier Community The SPF value of Wofford Heights Park was raised times-seven by the Kern River Community of Wofford Heights last week in partnership with Southern California Edison when they planted three California Redbud, one Eastern Redbud and four Chinese Pistache trees last week at the Wofford Heights Park, with the assistance of a crew from Kern County Parks and Recreation. The planting was overseen by the KRCWH president Mike Ludiker and First District Supervisor Mick Gleason's representative, Mick Gleason. The trees now enhance the northeastern side of the park near the parking and the playground equipment. The KRCWH, Kern River Community of Wofford Heights, in partnership with SCE, Southern California Edison received 297 trees for community beautification improvements. The Community Tree Planting Program enhances properties, improves our environment, and reduces daytime temperatures in our neighborhoods by planting more trees on public and private property. Because many of our local trees were suffering from recent temperature peaks and severe lack of water, the trees received for this program were hardy
stock and should thrive in current drought conditions with minimal water. Stock consisted of California and Eastern Redbud; Chinese Pistache; and Afghan Pine. "The tree and plant varieties were selected for their best chance at surviving in our Valley soil and the severe drought conditions we all experienced this summer," said KRCWH president Mike Ludiker. "Joining with the Kern County Parks Department, we were able to plant the remaining stock at Wofford Heights Park for the future enjoyment of all." Many trees found homes to replace unsightly dead trees. "The KRCWH was proud to partner with Edison's community tree program and bring these trees to Wofford Heights and other surrounding Valley areas," said Ludiker. "We appreciate all who participated in this program. A special thanks to Edison, two of our hardworking program volunteers Connie Shepard and Darlene Studdard and Chuck Richards' of Falling Waters Resort who graciously stored and watered the stock during distribution," Ludiker said. The KRCWH credited Supervisor Gleason and representative Connell for assisting them with park improvement projects such as graffiti removal in the restrooms, replacement of wooden picnic tables and benches with metal and replacing playground equipment.

PICKS OF THE WEEK “Mission: Impossible - Rogue Nation” (PG-13) - This is the fifth installment with Tom Cruise as superspy Ethan Hunt, and he's still riveting audiences with his purposeful running. There's a new shadowy organization of errant spies on the scene, and they're bent on launching a series of terrorist attacks to destabilize world governments. Hunt has to team up with Ilsa Faust (Rebecca Ferguson), a double-agent who may or may not be part of the evil syndicate herself. Now in his early 50s, Cruise is still killing it as a man of action. He's insisted on doing the coolest stunts himself in this franchise, and that continues with this iterations hyperthriller action sequences -- including face-peeling motorcycle stunts and a bonkers assassination plot during an opera. Alec Baldwin and Simon Pegg bring a necessary dose of comedy. “He Named Me Malala” (PG13) - When she was 15 years old, Malala Yousafzi was shot in the head by Taliban gunmen who found her on a bus. The teenager had been a vocal advocate for girls' education in Swat Valley, Pakistan, and that made her a target. As you've probably heard, she recovered, continued to advocate and became the youngest winner of the Nobel Peace Price. The film finds her when she's 17 and living with her parents in Birmingham, U.K. While she cuts an intriguing profile, the movie also

The title of the film (and her book) points to the inspiration she's gained from her father, who named her after a cultural hero. “Maze Runner: The Scorch Trials” (PG-13) - Now that "The Hunger Games" have had their final award ceremony, "The Maze Runner" deserves a shot to be the post-apocalyptic young-adult adventure series of the times. This is the second movie in the series, and the first one was pretty good. The style here is that our young, memory-wiped heroes have made it out of a high-tech maze, only to continue piecing together the plot as they flee from monsters and mysterious manipulators. It appears that some organization with the foresight to name itself WCKD (pronounced "wicked") has some dastardly plans. Dog of the Week "Fantastic Four" (PG-13) -- They're not supposed to be the Realistic Four. It's a superhero movie, minus anything fun or heroic. It's mostly gray, dour and scowly-faced serious and brutally boring gripe-fest.

Heat oil in a large skillet over medium-high heat. Brown chops on one side for 3 minutes, turn and cook for 2 minutes. Remove chops from pan and drain fat. Add salsa, chilies and cumin to skillet and stir. Add pork chops to sauce, lower heat, cover and simmer for 10 minutes, turning once halfway through. Serve with rice or noodles. 4 servings.
Bodfish Bob’s Skillet Pork Chops 4 pork chops Seasoned flour for dredging 2 tablespoons vegetable oil 1 large onion, sliced 2 cups chicken broth 2 tablespoons flour 8 ounces sour cream Heat oil in a skillet over medium high heat. Dredge pork chops in seasoned flour and brown both sides in skillet. Remove chops, add onion to skillet and stir to coat drippings. Add chicken broth and return chops to pan. Cover and simmer gently for 10 minutes. Stir the 2 tablespoons of flour into the sour cream until smooth. Stir sour cream into the pan until well blended. Cook, stirring occasionally, for 15 minutes. Talking About Real Estate
Easement madness Matt Freeman Courier Columnist In real estate, we often run into issues with properties that involve access, property lines, abutted property features like shared Freeman fences, etc. Especially in the case on vacant land and often the case on well shares and certification. Often these are either completely undocumented or they are in existence but the proper legal docs do not exist to prove it. This can be an issue for example, because you have to know you can use your own driveway, or that the well on the property is truly yours! Some easement issues are tough to fix though most of the time they are simple. A perfect example: let's say there are two properties that are next to each other, both with homes and there is a dirt access road through the first property to get to the second. In this case an access easement would need to exist for the property owner in the rear to legally cross through the neighbor's property to get to their own. Creating an easement is a pretty easy process; all that is usually needed is some simple documentation to notarize and record and sometimes a survey. But in our example, that has not been done, the rear property has no "legal" access, yet there is a dirt road leading right to the house from the neighbor's and the main road that
has been used for years. This brings up the question, how long has the road been there? Also was it permitted when it was originally installed, is it engineered? In a situation like this these issues are usually easy to fix, because the access is what is legally called a "Prescriptive Easement," meaning it has been in existence and it is already understood by all those involved that it's an access road. A prescriptive easement automatically comes into existence after a certain amount of time, in most states 5 to 7 years. So if you by a piece of land without legal access, but there is a road and a handshake agreement for access between current or former property owners, it counts legally as a prescriptive easement; it has been in existence for a long time and there is no other way to the property. Typically people are reasonable, especially a seller looking to move a property that suddenly discovers a "surprise" on the title report. This is where it is great to have a real estate agent; because it's their job to make sure everything is disclosed, updated and legally binding before the close. We do our best to smooth out the rough edges. Imagine buying a property with no title report, or no disclosures from a seller, and then attempting to sell it at a later date and finding all these surprise issues. Tick Tock Harry P. Thal Courier Columnist Time is one of those things that can't be changed. The clock keeps on ticking. I know there are many procrastinators Thal who wait until the last minute. For their sake, here is the insurance schedule and consequences you will need to be concerned with. Medicare: December 7th is the drop dead date if you want to change prescription drug plans. There is a weekend involved here. Clock ticks even on Saturday and Sunday. The plan you currently have and love may not be a good value in 2016. The most expensive of your medications my not even be covered in 2016; or may have restrictions. If you have a drug plan which is part of your Medicare HMO plan, you face similar situation, and not all the pharmacies will be working with your plan in the coming year. If you are in an HMO plan, and use it in early 2016, you may have a chance to get out of it. Between January 1 and February 14 is the Medicare Advantage Disenrollment Period. You may drop the Medicare HMO plan you are on, and return to original Medicare. You may not change to another HMO plan. However, if your HMO contained a Prescription Drug Plan you may purchase one within this time frame only. The option to purchase a Medicare Supplement is there, but only if you medically qualify. There is also a time frame referred
to as a "Special Enrollment Period". Locally, GemCare members who have been dropped have a SEP through February. However, their current coverage ends December 31, so if they are to have continuous coverage, their deadline is December 31. Of course there is getting your ID card to use the plan. I am expecting many people have tossed their letter from GemCare that informed them of the cancellation, and will first learn of their problem when they fill a prescription in January. Regrettably, many will financially suffer by needing to pay full prices on their medication while waiting for new coverage to begin in February or March! ObamaCare: The "Affordable Care Act" is also in its open enrollment period. The good news is you can't be declined coverage. The cost has gone up from 2015 on plans and there seems to be fewer participating providers accepting the ACA plans. The open enrollment will run through January; for those needing coverage January 1, their cut off is December 15. The procrastinator who waits till the last minute on January 31 will find that their coverage won't begin until March. People turning age 65, or those over 65 and retiring will have a short time to enroll in a plan. I am as close as the telephone to answer questions. There is never a fee. Harry P. Library, Continued from page 1 On the positive side, Frey believes, they have the potential to become better managed libraries. Corporations will inject their own unique kind of creativity into the system. Librarians will likely be better trained and paid a higher salary. The public will benefit from better resources, better programs, and access to cutting edge thinking and technology. On the negative side, Frey feels corporations have traditionally been very heavy-handed in their attempts to make a profit, so in this type of situation, some formerly free services may begin to cost money. Over time there may be a growing tension between the corporation and local citizens, and virtually every change becomes closely scrutinized by the public. The biggest downside happens if the corporation ignores the needs of the community and wields a heavy-handed corporate agenda. Frey also speculates that most companies are very wary of anything that could cause damage to their reputation, so most of the extreme scenarios are not too likely. And that if the arrangement is structured properly up front, and the community retains ownership of the facility and veto power over any egregious violations, this could indeed become a win-win arrangement for everyone involved. In fact, the best possible arrangement might be if 2-3 companies get very competitive about running libraries with each trying to outdo the other. In that situation, we could all win. Joe Moore of Valley Public Radio reports that Kern County is the state's leader when it comes to oil production. The industry drives the local economy, it also helps drive the county's general fund. When the price of oil goes up, county revenues soar. But when the price of oil goes down, officials must cover the shortfall. Moore reports the recent drop in oil prices could cost the county as much as $60 million next year. One of the budgets that has been under pressure in recent years has been the one for the Kern County Library, Moore said. Many branches are only open two or three days a week and twothirds of libraries lack wifi. And unlike many counties, the Kern County library system is almost entirely reliant on money from the county's general fund. Mary Anne Steele, the president of the Bakersfield Friends of Kern County Library says while privatization may work for some small city library systems, she questions whether it's a good idea in a county as large and diverse as Kern, reported Moore. Moore said that Steele also questions the county's transparency in the process, which only brought the issue before the public after weeks of talks. And she points out the county already has ties to LSSI. Current director of libraries Nancy Kerr used to work for LSSI when she ran a library branch in Valencia. Steele says instead of outsourcing library staff to a private company, the county should consider other options like a special tax to help fund the system. The group Advocates for Library Enhancement, whose mission is "Working for Kern County Libraries," are asking for such a tax to augment the library budget. They are asking to change the tax rate from 7.5 to 7.625 percent would raise about $15 million for the library.

Sandbags available for property protection At this time, sand bags are available for handout at all KCFD Fire Stations. Residents are allowed a maximum of 25 sandbags per address, as supplies are limited. Sandbags will be available from 8 a.m. until 7 p.m. seven days a week. Fire department personnel may be out of the fire station on emergency assignments during these hours, so residents may have to return at a later date or time to obtain their sandbags.
