A. Introduction Background On 4 August 2020, a large amount of ammonium nitrate stored at the port of the city of Beirut, the capital of Lebanon, exploded, causing at least 207 deaths, 7,500 injuries, and US$15 billion in property damage, and leaving an estimated 300,000 people homeless. A cargo of 2,750 tons of the substance (equivalent to around 1.1 kilotons of TNT) had been stored in a warehouse without proper safety measures for the previous six years, after having been confiscated by the Lebanese authorities from the abandoned ship MV Rhosus. The explosion was preceded by a fire in the same warehouse, but as of February 2021, the exact cause of the detonation is still under investigation. The blast was also felt across Turkey, Syria, Israel, Palestine and parts of Europe, and was heard in Cyprus, more than 240 km (150 mi) away. It was detected by the United States Geological Survey as a seismic event of magnitude 3.3, and is considered one of the most powerful artificial non-nuclear explosions in history. The Lebanese government declared a two-week state of emergency in response to the disaster. Objective & Scope Objective: 3DA has been instructed by “Advanta” / http://www.advantaglobal.com to conduct a loss assessment survey for the material losses directly resulting from the Beirut port blast which occurred on the 4th of August 2020, in “Tilal de Beyrouth” Building in Achrafiyeh. As per the client’s instructions, we shall assess the damages to the apartments based on the original specification set by the promoter at the date of the construction completion Additional improvements by the apartment owners shall be disregarded.
Scope: The scope will be limited to the apartments’ closure, excluding the common areas and the exterior building skin, as follows:
The apartment floor lift’s lobby (including the fire rated staircase door) The complete interior of the apartment The skin limited to the windows, the balconies’ parapet and the balustrade The second skin including balconies walls, windows & doors

C. The Inspection The Procedure utilized 1. The survey visit: We have personally visited all the residential apartments and all the commercial sections in “Tilal de Beyrouth” building 2. The survey has been conducted visually, and photographs have been taken for all the damaged elements. 3. Although the normal procedures in such circumstances would have been to record and assess the damages before repairs, but due to the delay in our appointment very few apartments and offices remain not repaired to the date of our site survey, namely Apartment B13 and B35 only. Since the majority of the apartments and offices have already been restored back to their original state prior to the process of evaluating the losses was as follows: a. Where available, we gathered photographs and videos of the damages shot by the owners prior of initiating the repairs. b. Where available, we gathered invoices of the repairs as submitted by the apartments’ owners. c. We have surveyed the repaired items in the presence of the apartment’s owner or his delegate who assisted us by verbally describing the damages. Additionally, where possible, we have crosschecked during the survey the repairs with the available damage photographs and the invoices. 4. We have received a set of Architectural drawings in soft CAD format. These drawings were not as-built drawings; nevertheless, the general architectural layout was enough to assist us in taking all the required measurements. When the damaged item necessitated further on-site measurements, we have recorded such information during our survey visit.
Limitations 1. The photographs and videos shot by the owners were not intended at accurately documenting the damages at that time, but rather it was a general record of the apartment/ office state immediately after the blast. Therefore, the owner’s photographic document was assistive but not conclusive. 2. In most of the cases, the invoices were not detailed and ambiguous at times, since it did not accurately designate the nature and the location of the repairs undertaken. Add to that, most of the invoices included repaired items that are not included in the scope of our assessment, and/ or included improvement to the original state of the damaged item. Therefore, we have referred to this document cautiously as a means of further clarifying the extent and nature of the damages reported by the owners. In conclusion, the accuracy of the assessment was directly related to the accuracy and completeness of the proof of loss documents supplied by the owners, which varied extensively.

According to all the above, we have extensively relied on our common sense, fair judgement and our expertise in the subject matter to reach a comprehensive assessment, which covers as accurately as possible the required repairs cost.

The as-built Specification & Price Index Most of the owners have bought their apartments during the construction stage. Every owner had the opportunity to modify and improve his apartment layout and finishing specification as he wished. Therefore, each apartment is different with very few common items. The building committee could not provide us with an “original builder’s specification” document which was ultimately the basis of the insurance policy; therefore, we have established a benchmark specification chart based on the owners feedback. Note that wherever the sentence “Replace with similar” has been used, we are strictly referring to the original specifications for cost calculation, irrespective of the visible improvements by the owners. Improvements by owners that have been damaged shall not be included in the current assessment. Items that have been removed by the owners prior to the blast shall not be included. This matrix includes the relative cost gathered by our team based on current market prices as follows:

2. These drawings have been provided by the building committee and have been compiled in one file for ease of reference.
