Market booming The Snowy Monaro property market continues to rise with Snowy 2.0 and COVID-19 creating a perfect storm for sellers. As large parts for tunnel boring machines make their way up into the Kosciuszko National Park, and city lockdowns make people consider moving to regional towns, house prices in the region continue to break records. “A few short years ago we were looking at $450,000 for a house being the top end of the market in Cooma, but now it is not unusual to see houses selling for $600,000 to $700,000,” says Shannon Fergusson of McGrath Estate Agents Cooma. “There has never been a better time to sell than right now.” Many properties are receiving offers within 24 hours of being advertised online, if they even make it that far. The rental market is just as competitive with huge demand from Snowy 2.0 workers moving to the area. One Agency’s Craig Schofield says rental prices continue to rise with very few available on the market. “Investors are seeing really good returns on their rentals, which is another reason why there is so much interest from investors to buy properties here in Cooma,” says Mr Schofield.

With interest rates low, and a market continuing to rise, it makes more sense to invest in a local property in terms of returns at the moment, than have that money sitting in the bank or in shares. “We are seeing a lot of Sydney investors taking notice of Cooma, particularly with the infrastructure developments taking place at the moment. “All of that combined with a shortage of properties available is what is driving the prices up so dramatically. COVID-19 has created an uncertain world, and so has also meant people aren’t prepared to change jobs or move houses as readily as they normally would, which has meant less houses becoming available for sale.”

Mr Fergusson says he believes the pandemic has had more of an impact on the local market than even Snowy

“People who have previously toyed with the idea of working remotely have now been pushed into that decision. Many have decided to do so in Jindabyne, where they are able to enjoy an active lifestyle with ease while they are working from home.

“I think with prices the way they are in Cooma, Bombala is still an affordable option for people, which is why we have still seen some interest down there.

“We are also seeing council holding back on approving subdivisions and development applications while waiting for the outcome of the SAP and Go Jindabyne Master Plan.

“The rental market there is also strong.” According to First National Real Estate Kosciuszko principal Gordon Jenkinson, Jindabyne has also seen a price

“We have seen prices increase by about 10 percent since this time last year, and that is mainly due to COVID-19 and the Special Activation Precinct and Go Jindabyne Master Plan currently progressing with the state government,” says Mr Jenkinson.

Mr Schofield also has an office in Bombala, where he says sale prices have remained steady, and the market is relatively busy.

Mr Schofield says with Snowy 2.0, and no COVID-19 outbreaks, Cooma and the region has been lucky with very few job losses and therefore a more stable market.

“When Jindabyne was moved after the flooding of the old town, it was only designed for 500 to 600 people. Now, with up to 20,000 people here during winter, and government money and support behind these planning initiatives, we are in a good position for the future.” Mr Jenkinson said Jindabyne’s house prices are almost double the prices in Cooma, and to rise a further 10 percent in the middle of a pandemic is something that hasn’t happened everywhere. “We were lucky to have a ski season go ahead here, with no COVID-19 breakouts, and as long as COVID-19 is brought under control by next year, the prediction is it will be a bumper season and very good for the town and region.”

A Lott of heritage The Lott Café is undergoing a major renovation with owners Steve and Pha Anderson looking to use the old wool store to house both the café and their popular Thai restaurant, Pha’s Thai Kitchen. One of the couple’s biggest goals with this renovation is to pay respect to the heritage of the building. “This building has some beautiful features that we want to highlight in the renovation,” says Steve. “When we started demolishing the old kitchen we were blown away with the old hardwood trusses that were hidden under the office block ceiling. When Rob van der Platt looked at them he suggested it would be a crime to NOT expose them... we agreed”. Climbing up to the roof himself, Steve brushed and polished the beams back to life, and it has completely transformed the space that will house the Pha’s Thai Kitchen dining room. “The original timber floors are another amazing and precious feature of the building.” What used to be office space out the back will become the kitchen area for Pha, who is excited about creating it from a blank canvas, in such a large space. “Jacqui Schofield has been working with us on the interior design, we love the modern industrial feel and think this will complement

the heritage of the wool store.” Aside from their hard labour, Steve and Pha have been using local tradies for their renovation needs. Rob van der Plaat did lining of the ceiling space, Ian Taylor is their go-to plumber and John Hansen has been taking care of all their electrical work. While the history of the building has not been well documented, it is believed the building was built 100 or more years ago. The front section of the building, facing Sharp Street, was the location of the wool and skin store. Retired stock and station agent John Mooney says he used to work there during his school holidays. “You can still smell the lanoline when you walk in there,” says John. John remembers the skins of rabbits, foxes, sheep and bullocks being bought and sold by the TWG store. Fat was also traded for the production of soap. The back section, where Steve and Pha have exposed the ceiling beams, was a later addition to the building, roughly 65 years ago, and was used to store wool. Steve and Pha have not set a firm end date on the completion of the renovation, preferring to take their time and make sure they get the job done right, however, it will be sometime in 2021 and they are super excited to share the space with their loyal customers.

Urban planners and architects have warned that not everywhere may be suitable for reconstruction because of the elevated risk in a changing climate.

“There are locations where it’s probably not appropriate to rebuild,” Professor Lochhead says. “For example, if your home is in a remote location, with one road in, surrounded by bush and without any support infrastructure, or any potential for a fire break, that’s obviously a very vulnerable location to rebuild. “On the other hand, more effective solutions may require people working together. If you’re part of a settlement that was affected, communities can and should be part of the future planning and decision-making process so investment and reconstruction benefits the broader community. For example, it may be possible to build back safer more community infrastructure and put in fire breaks in public spaces to protect housing

Professor Lochhead says people planning to rebuild should include a range of considerations, such as an adequate clearing around the house, self-cleaning gutters, and fire resistant decking on verandahs. The underside of buildings should be enclosed so embers don’t get trapped underneath the floor, and in more isolated areas there should ideally be adequate stored water, whether tanks, pools, ponds or dams, to fight fires if they do occur. “(Other considerations include) using fire resistant materials. Non-flammable materials such as masonry, brickwork or rammed earth, and concrete as opposed to timber. This doesn’t mean you can’t use timber, but you might use it on the inside rather than the outside of buildings in these locations.”

Professor Lochhead says these design considerations are more sustainable and cost effective in the long term and many architects are already onboard and designing this way in fire prone areas. “We’re not promoting buildings that are beyond the reach of the average person. We’re just talking about designing sensibly, sustainably and for the long term, acknowledging the climate and environment which we live in.”

Professor Lochhead is also President of the Australian Institute of Architects which has provided free access to their acumen practice notes, a resource base for building in bushfire prone zones. The Institute is also providing pro bono architectural services for bushfire affected homeowners.

A sustainable home is one that is more liveable, healthier, saves you money on water and energy bills, is constructed using environmentally efficient materials and thereby reduces its environmental impact. Sustainable homes are resource efficient. They incorporate passive solar design features such as house orientation, good ventilation, insulation and shading; integrate water, waste and energy efficiencies, as well as providing cost effective use of building materials to maximum comfort and minimise the energy costs in running the home. Sustainable homes start with good design features and the use of low-maintenance materials in order to make the home more liveable and cost-efficient over time. Areas of design to consider are the form of the home, the layout, the construction and the landscaping. Architects are experts at sustainable design and can assist you in achieving the optimum outcome for your new home or renovation project. The National Construction Code (NCC) determines that all new homes incorporate a minimum level rather than a desirable level of sustainable design features. The specifics may vary from state to state however one thing is consistent throughout Australia in that you can no longer build a house or undertake a renovation without first demonstrating that it will meet the minimum state energy-efficiency requirements. These are usually measured in terms of a star rating system – then needing to be backed up by the constructed building.

Energy efficient sustainable new homes require clever design, accurate specifications and meticulous construction, all of which lead to the creation of a comfortable building that’s also cost effective to run and will increase in value over time. It can be a challenging task as there are many variables to consider such as the home orientation, zoning, ventilation, shading, construction materials, glazing, insulation and heating and cooling. Home designs and allotment orientations have to be considered together in the initial design phase to deliver the most energy-efficient buildings. The energy rating of a standard design may vary significantly form one site to another purely due to orientation and the surrounding landscape and topography. Simply upgrading the window specifications, for example, is unlikely to be the most cost-effective solution. Similarly, a “water-wise” home is more easily created during the design process than by adding tanks or grey water re-use systems later.

Home Office Design The home office has become a feature of new homes and renovations during recent years as home owners look to get more out of their homes and provide for potential changes in their employment circumstances. COVID-19 has highlighted and expanded this as a NEED – for breadwinners, school age children and tertiary age students living at home. Snowy 2 accommodation given green light Construction is underway for accommodation buildings for Snowy 2.0 workers in Cooma, with the building site being cleared in preparation. Snowy Hydro’s principal contractor for Snowy 2.0, Future Generation Joint Venture, plans to provide accommodation at Pacific Hill in Cooma for the future project workforce at the Polo Flat segment factory and the Future Generation project office. The temporary worker accommodation will be located on land known as Pacific Hill Lodge at Boobah Street, Cooma, behind the Snow Season Motor Inn. Construction of the facilities will require a dedicated workforce over a period of six months. Pacific Hill is proposed to comprise up to 46 dwelling sites, communal facilities, parking and landscaping, providing accommodation for 126 people. Pacific Hill is expected to be accommodating workers by mid-2021 and will operate for the life of the Snowy 2.0 project. The buildings will primarily be built using modular containers. There will be

10 short-stay accommodation buildings and 36 long-term accommodation buildings. The complex will also include a canteen, communal hall, gymnasium, laundry and toilets, as well as other amenity buildings. The short-term buildings consist of two levels, sleeping nine workers. They will also contain a laundry, kitchen and living space. The longterm accommodation buildings are single level, smaller buildings with one bedroom and ensuite and an open plan kitchen and living area. Snowy Hydro says the accommodation facility will help to minimise impact on existing accommodation demand in Cooma, which is at an all-time high. One Agency real estate agent Craig Schofield says he believes the accommodation should take some pressure off the market, however the community would have benefitted from it sooner. “It is so hard to find anything available to rent at the moment,” says Craig. “While this should help, I think it

probably should have been thought of earlier. It’s a very hard situation for renters, who are seeing rental prices rise due to the demand. You can’t blame landlords for increasing the rent while the demand is there, as that is what investment properties are for. “Covid hasn’t helped either, as properties that could potentially have multiple residents are unable to accommodate them unless each person has their own bathroom.” The workers who are set to fill the new accommodation facility are mostly yet to be recruited. There has been strong

interest from the local community for work at the segment factory and Future Generation will soon be looking to fill a number of operational roles, such as experienced maintenance fitters and electricians; forklift operators; gantry crane operators; and precast concrete patchers and finishers. This, coupled with interior design features, allows for the minimalisation of reliance on energy usage. The ongoing project in East Jindabyne sees these strategies come together, with interior features such as a heating and cooling chimney, which works in tandem with downstairs hydronic heating to allow warm and cool air to be circulated around the house to suit the climate of our region year-round. In the colder months the warmth comes from the in-slab hydronic heating downstairs, and radiators upstairs, using two electric heat pumps in tandem, while in warmer months when the heating is not in use the slab is kept cool via the same system, and allows transfer of comfortable air to the living areas of the house through the use of carefully placed ceiling fans, Low E glazing, and central thermal chimney house design. The 8.5kw solar system on top of the house, coupled with large domestic and buffer hot water tanks results in very minimal energy usage during the night. The home is expected to be completed in early 2021, and in the months following, the Bryce Built team will be monitoring the input/output temperatures, energy usage etc in order to confirm the potential they see in this form of design and building envelope. Big boost for first home buyers and construction industry as stamp duty slashed First home buyers and the construction industry will be the big winners under a targeted boost, which will eliminate stamp duty on newly-built homes below $800,000 and slash thousands of dollars for properties up to $1 million.

The change to the thresholds will only apply to newly-built homes and vacant land, not to existing homes, and will last for a 12-month period, which commenced on 1 August 2020. Other purchases will continue to benefit from existing schemes.

Premier Gladys Berejiklian said the change to stamp duty thresholds would also support new home construction and create jobs as part of the government’s COVID-19 Recovery Plan.

Originally from Mt Pleasant Dalgety, Dan completed his apprenticeship with Full On Constructions with Johnny Nassar. “During my apprenticeship, I got to work with lots of local tradies like Andrew Freeburn, Bruce Geach and Anthony Frece. It made my apprenticeship really interesting and I was exposed to lots of different skills. Being able to learn from so many different people, I was then able to carve out my own kind of style and niche. “It also meant I could see the whole job through from start to finish, so I could learn about all aspects of a build.” From full house builds, to renovations and smaller projects

The old stables at the St Patrick’s Parish church and presbytery site have been transformed into a beautiful home. What was a home for horses, with an upstairs loft for storing hay, is now a comfortable and stylish two-bedroom home with an open living, dining and kitchen space downstairs. Over the past two years, Ty and Clare Fallins have been working hard to create a special home in the abandoned, two-storey stables.

Ty and Clare were intrigued by the building as soon as they moved here in 2007. It was purchased from the church by someone in Canberra in 2009, and Ty and Clare always kept their eye on it. Eventually, looking to buy something as an investment property, Clare encouraged Ty to call the owners and ask if they were interested in selling. They were. Ty and Clare, as owner builders, started their mammoth task of renovating the stables in 2018.

“Not only could we see the huge potential in the building itself, it also happened to be in a superb location with a northerly aspect and beautiful views overlooking Cooma. There was an awful lot to love about the property” says Clare. “It is so rewarding to have revived this heritage-listed building. Cooma has been good to us, so it feels nice to be able to give something back to the town.” says Ty.

“Everyone throughout this project has been great - our builders and tradies, council, local businesses such as South East Tile and Bathroom Centre, and also our neighbours who were supportive and helpful right from the start.” Daniel Lee of Rare and Rustic and Anthony Frece were the main builders for the project, with Pat Swain of Kydra Designs on board for the building design. Clare and Ty used many other local tradespeople along the way to complete the project. According to Bob Caldwell, who was involved in the St Patrick’s Parish Finance Committee for 16 years, the foundation stone for the church was blessed and laid in 1874 with the church opening in 1877. Father O’Brien was the priest at the time, and he built the new presbytery in 1878, and it is reasonable to assume the stables were built around the same time. According to current St Patrick’s Parish priest Father Mick MacAndrew, it was built using granite stone that was quarried from the site itself. It operated as a stable for at least 80 years, with garages constructed in the 1960s, to house the presbytery cars. Mr Caldwell says having little to no use for some time, the stables were allowed to deteriorate and by 2005 the damage was becoming apparent. Wall stones were becoming loose and, in some areas were actually falling out. As a result, the public liability and the resultant increase in insurance costs made it necessary to consider the future of the building. A public meeting was held on Sunday December 5, 2004 to gather opinion on the best action to take. About 20 people attended, and it was decided, as suggested by architect Barry Finch, to repair the stables to a minimum safe standard and then subdivide the block, which is about a quarter of an acre, and sell. A subcommittee of the Parish Finance Committee was established in January 2005 to look after the project. Richard Senior, a stone mason experienced in heritage stone restoration was engaged to repair the walls at a cost of $41,400. Once the building was made safe, the sale and subdivision was approved and carried out, water and sewer to the new block installed and the stables and land were offered for sale. To honour the historical value of the building, Ty and Clare wanted to use recycled materials as much as possible in the project. The majority of the recycled hardwood timber was sourced from Thor’s Hammer in Canberra, however some was also donated to the

project. Pat Swain had some salvaged timber from the Bookallil Cordials factory in Massie Street when it was demolished, which he generously provided for use in the stables. Other timber used in the fencing was given by Charlie Cay, which came from Kybeyan station. Builder Dan says the reactions to the stables so far have been great. “It was a really challenging job, which I enjoyed. I think we all worked really well together. To get that ‘wow’ reaction from people when they come and have a look, means I have done my job.” Anthony Frece says “Clare and Ty were a pleasure to work for. Always appreciative and nothing was a problem. They allowed us to use our imagination and be creative with a range of quality materials. Their vision has done this historic building justice.” In turn, Clare and Ty have nothing but praise for the skill and craftmanship that was shown by Dan and Anthony. “They are exceptional builders, and the outstanding quality of their work and attention to detail is

Pat says working with Ty and Clare was great, and he has enjoyed the entire process of bringing these stables to life. “They have done an amazing job creating a fantastic house that contributes to the architecture of Cooma”.

The benchtop in the kitchen is polished concrete and the breakfast bar crafted from Manna Gum, which was sourced locally.

“The concept for this project remained solid from our first meeting. “With the building being heritage listed and the stone walls already restored by the Church, the challenge was to work with the existing structure, be creative and make the most of the available features.” Clare and Ty say they wanted the stables to not only be beautiful, but also comfortable and functional to live in. There is underfloor heating in the ground floor, with reverse cycle air conditioning upstairs for instantaneous comfort. A unique feature upstairs is the exposed stone walls of the original stables, and the window in the main bedroom, which used to be an opening for hay to be

Restoration of our oldest local church The Monaro’s oldest church is undergoing some much-needed repair and maintenance. Work has begun on removing asbestos from the roof and soon other work will be carried out to repair the roof and the floor, which has a couple of soft spots which need work. Work on the church has been enabled by donations to the Christ Church Appeal which was launched last October by Bishop Mark Short. The local community has been very generous in its support of the appeal, but donations can still be made. While being cared for by trustees involved with St Paul’s Anglican Church Cooma, the church has served most denominations over its long history. The decision to build this church was taken in 1845. It was only in 1823, from a site north of Bunyan, that Europeans first sighted this region. It lay outside the Limits of Location set by NSW Governor Darling beyond which the acquisition land occupation of land was prohibited. Those who settled here did so in defiance of the Government and became known as squatters. Victoria did not become a separate state until 1851 so that, in 1845, it was till part of NSW and. The Monaro area was regarded as taking in county extending from Michelago well into what became Victoria. Not surprisingly, it took years for people, to settle here in significant

numbers and for decades there was no town of Cooma existing here -rather there existed what we now call a “locality�. A burial ground developed in land on the road which led to Myalla. It is believed that there are a number of graves here for which there are no records or markers. Of graves that are recorded the oldest is that of Johanna O’Rourke from Tipperary Ireland who died aged 21 years in 1842. Another of the early graves is that of Murray Mitchell, the son of the explorer and surveyor, Sir Thomas Mitchell, who died aged 18 years in 1846. In 1843 the Reverend Edward Gifford Pryce was appointed by the Church of England as Missionary Chaplain to Monaro and the South Coast. He was the last of the Missionary Chaplains to be sent from England to Australia by the Society for the Propagation of the Gospel and after months of homelessness he took up residence at The Grange, a house located close by the burial ground. This house remains and has recently undergone renovation. At that time there was no church on the Monaro. Early in 1845 Bishop William Grant Broughton (the first and only Church of England Bishop of Australia) visited this area and while here, after consultation with Pryce, John Lambie (Commissioner for Crown Lands) and Government Surveyor McCabe, decided to build Christ Church on land adjoining the burial ground. He actually designed it and on February 17 in that year he laid the foundation stone.

The cemetery, following Crown Land subdivisions, was sub-divided into sections along denominational lines – Roman Catholic, Church of England, Wesleyan, Presbyterian, Quaker, Jew and ‘other denominations’ in accordance with the practise of the time. Early in the 20th Century the Church of England purchased from the Crown that section of the cemetery on which the church stood. Over the years 1845-1850 the town of Cooma developed

quite quickly and even by the time the construction of Christ Church was completed it had become apparent that it had been built in the wrong place and was too small and plans for another Church of England were under consideration. Services took place at Christ Church in and from January 1850 until 1872. There have been a few periods when the church was used for services by other Christian groups. It has also been used for special services for descendants of the early settlers and pioneers of this district buried in the cemetery, most recently 2011 and from time to time it is visited by groups of people in the course of historic church/building tours. Following the development of the present cemetery located off Mittagang Road in Cooma, the old cemetery was closed to further burials except for a very few people, having a close ancestor who was a worshipper at the church during the 22 years that it was the sole Church of England church in the district. Records show that the number of people known to have been buried in the cemetery is 243 and of that number all but between 50 and 60 died in the 1800s. The church has the distinction of being the oldest church on the Monaro and is classified by the National Trust of Australia as a building of interest and architectural merit. Opening the Vale Street shop earlier in the year, owner Elle Bryce said it was always her plan to be an interior designer. “I actually wanted to do that first, and set up a design studio, but as it turns out, when Gabby of The Flower Pantry moved out of this beautiful building, I just couldn’t resist setting up a retail space in here.” Elle and Emily Phillips both have a background in interior design. Elle is currently studying through TAFE and has done many years of design and styling work through her husband’s building business, Bryce Built Constructions where most of their residential work are full design/ build projects. Em has an Advanced Diploma from CIT and a degree from

the University of Canberra. She has also worked for design studios such as Bellavie Interiors, Inside Story, and The Mill Architecture & Design. The ladies met when Em moved to the area from Canberra as her partner had previously worked for Elle’s husband. With similar design styles, they decided to pair up and are now offering their interior services to the Cooma region, exclusively using the beautiful pieces they sell in store. “Our style is quite hard to define,” says Elle. “We take inspiration from multiple design styles. We love relaxed, simple interiors, using lots of natural materials and earthy hues. I feel that some of the most simple things or objects are the most beautiful.

Enhancing health

UC and ANU open new training facilities

The University of Canberra (UC) and The Australian National University (ANU) officially opened two new clinical training facilities in Cooma and Bega recently as part of the South East NSW Health Collaborative project. The facilities will increase training capability and research in nursing, midwifery, allied health and medicine with the project making important inroads into the issue of accessibility to healthcare in regional areas, as well as offering amazing potential for collaboration and professional development between health service staff and the universities. The facilities allow invaluable opportunities for students and

professionals to immerse themselves in rural healthcare. The facilities include simulated learning spaces outfitted with state-of-the-art communications infrastructure and seminar spaces. “We are really excited to be opening these fabulous facilities,” said Professor Michelle Lincoln, Executive Dean of the Faculty of Health at UC. “They will allow UC to extend our reach for student recruitment, university course delivery and support of our health, disability and aged care colleagues into regional NSW.” UC is also opening student accommodation in Cooma and Bega which will allow students to stay in

new, modern, self-contained facilities while they are living and learning about delivery of health, disability and aged care services in a regional area. “There are chronic shortages of all types of health professionals in regional and rural areas,” said Professor Lincoln. “Supporting students to live and learn in regional areas will assist in addressing these shortages. Students who have a positive learning experience and are able to experience first-hand the benefits of rural living are more likely to seek employment in regional and rural areas.” Professor Russell Gruen, Dean of the ANU College of Health and Medicine

said the ANU is proud to partner with UC, the Southern Local Health District, NSW Health, Canberra Health Services and the health professionals of Cooma and Bega to improve health services for the region. “This partnership, and these new facilities, provide unique opportunities to train future doctors and nurses together, breaking down the barriers between the professions, and between the city and the bush, to ensure the people in Southern NSW receive the high quality healthcare that they deserve,” said Professor Gruen. “As the nation’s university, we are committed that distance should not be a barrier to accessing good services.”

Having leased out her shop to homewares store Alpine Abode this year, and with COVID-19 offering some spare time, the flat upstairs called to Gab for a new lease of life. With furnished rentals in high demand from Snowy 2.0, Gab decided now was the time to take advantage and give the 1860s unit a makeover. While wanting to bring some modern life to the unit, Gab wanted to also pay homage to the charm and history of the building. Choosing earthy tones in colouring and texture, Gab’s style and flair is visible

in every nook and cranny of the new renovation. No structural changes were made, with mainly cosmetic upgrades made to the existing unit. Exposing the original timber stairs, painting the exposed brick walls and leaving the ornate stained-glass features are just some examples of Gab’s decision to pay respect to the history of the building. The building has hosted a butcher, fruit and vegetable shop, bakery, fabric store, lolly shop, Gab’s florist, and now Alpine Abode.

“I wanted to keep it in a timeless sort of style, but with a few modern features, which I think I have achieved through styling choices of art prints and various fittings,” says Gab. “I absolutely love doing the styling, it’s a real creative joy for me. I would love to do some kind of course so I could learn more about the practical side of things and perhaps turn this into a career one day. But working with all my amazing tradies, I have definitely learnt a lot so far.” One thing Gab is passionate about is supporting local business.


“Being a business owner myself, it is really important to me to support local businesses around me,” says Gab. “We’re also really lucky here in Cooma that there are so many talented tradespeople and business owners to call upon.” Gab used James Boller Tiling for all the new tiling in the kitchen and bathroom; carpenter Gregg McKenzie for the kitchen benchtops, Phil Johnson of Absolute Constructions for all building work, Tracker Plumbing for all plumbing and gas installation, and Brian Geach Electrical for all the electrical work. Gab also sourced

materials from Inspiration Paints, Bracher Timbers, Cooma Furnishing Co, South East Tiles and Bathroom Centre, Alpine Abode and Your House. Gab set herself a budget of $15,000 for the renovation and managed to stick to it. “Doing the painting ourselves was one big way we managed to stay on budget,” says Gab. “It was a lot of hard work, and there were many tricky little spots to paint, particularly in the loft, that took a lot of patience. But now it is finished, it’s very satisfying.”

The project will also include a new two-storey performing arts centre with capacity for up to 350 people, and health and physical education facilities. There are also plans for a new semi-commercial kitchen and upgrades to the wood and metal workshops and staff facilities. Refurbishment of staff facilities has already been completed. In addition to this there is the construction of a new car parking area for the school, new recreation facilities and a significant landscaping and

external works package. St Hilliers is undertaking the construction work, which is expected to be continuing until mid-2021. “The new staff facility has already made such a difference to our school,� says Monaro High School Principal James Armitage. “It has provided a professional space that reflects the important role teachers have in our school. The feedback from staff is already overwhelmingly positive, and if this is the standard we’re going to get from the contractors, we are going to have an amazing school by the end of this project.�

Living mulch Waterwise, firewise and seriously good looking By Cassia Read, Plant Ecologist and Garden Designer (Emerging Landscapes) Mulching the garden to cut-back on water-use is enshrined in garden lore. Protecting the soil from direct sunlight prevents it from getting hot and so reduces evaporation of precious soil moisture. Nothing beats a thick layer of Lucerne or Pea Straw in a veggie garden to keep the soil cool and moist in summer. And bush mulch or wood chips are champions of native and ornamental gardens for improving water efficiency and soil quality. Unfortunately, the use of organic mulches has a serious downside. The CFA argues that flammable mulches such as straw, chips and leaf litter should be avoided within the defendable space around a house as they can all ingnite from ember attack during a bushfire. Gravel mulches are increasingly popular as a non-flammable mulch solution. But over time, gravel can accumulate a layer of leaf litter that is

difficult to rake up. And gravel comes at financial and environmental cost.

So, what do we do if we don’t want our homes to be surrounded by a hot and harsh paved desert?

Some watering during extended dry or a heat wave will keep plants actively growing and this will improve their fire-retardant qualities.

An alternative to chips, straw or stone is to use plants themselves. Many native Australian ground covers can function as fire retardants as they have foliage of low flammability. They also carpet the ground, reducing water loss and keeping the soil alive. Further, living mulches help to suppress weeds, provide habitat and food for garden birds and insects and they are a beautiful layer in the garden. Here are some of my favourite indigenous (local) ground covers. All species listed are low water-use and low flammability (i.e. they don’t burn readily or they slow the passage of a fire). Please remember that no plant is

Canadian inspired Nearly five years since planning began and nearly three years since the start of construction, Craig Cameron of Ulladulla is nearing the completion of his remarkable and unique Canadianstyle log home near Jindabyne. The authentic log-cabin is built using Canadian Western Red Cedar logs imported through Log Homes Canada, a company specialising in log-home construction. While they sent two specialists to Australia to oversee the early stages of the construction, most of the work itself was carried out by local construction company Absolute Constructions, owned and operated by Cooma’s Phil Johnson.

Phil said he thoroughly enjoyed the project and the challenge of building such a unique home and would happily do it again in a heartbeat. “We needed a heavy crane to lift the log components from the truck and took three days to erect the frame with the help of the two Canadians,” Phil said of the early construction. “The components of the house were all numbered to make it easier to reconstruct. Each log was between 300 to 500mm in diameter.” Some of the final works for the scribing and chinking the log home has now

been completed. This is the process of raising the log structure and sealing it with a flexible material to account for the natural shrinkage log-homes experience over time. Otherwise, all the wiring, plumbing and standard trappings of any home have been completed and the only major aspect awaiting completion is the kitchen. “With the log-home specialists we’re working with based in Victoria, the impact of the covid-19 pandemic has really slowed the final stages of construction. If it weren’t for that, I’d say it’d be finished by this stage,” owner Craig Cameron said.

“With the exception of the kitchen, there’s just a few final touches to be applied, probably no more than seven to 10 days work and that’s it. “The place will be an extended holiday home and likely more than that as we look toward retirement It’s been a long journey and we’re really excited to see the place finally approaching completion. We were really happy to be able to employ local builders, electricians and plumbers. The work of Phil Johnson and his team at Absolute Constructions was fantastic and we definitely couldn’t have done it without them.”

Council places key strategic documents on exhibition Snowy Monaro Regional Council is calling on our community to provide feedback on two key strategic documents that will help to shape the region’s future planning priorities and guidelines. At the October Council Meeting, Councillors voted in favour of placing the Rural Land Use Strategy and Settlements Strategy on public exhibition for 40-days. The documents will guide the development of the Snowy Monaro Local Environment Plan (LEP), consolidating the LEPs of the former Bombala, Cooma-Monaro and Snowy River Shire Councils. The Rural Land Use Strategy provides a framework to guide growth and development within the rural lands of the Snowy Monaro Region, ensuring the region’s economy and environment are protected. The strategy outlines recommendations for minimum lot size, appropriate land use zoning, scenic protection and rural industry protection, amongst other relevant considerations. The Settlements Strategy presents a series of outcomes that will assist the growth of our towns and villages. Outlined in the strategy is potential for future urban release areas along with rezoning of land to meet the short to medium-term growth needs of our communities. When placing these documents on public exhibition, Council resolved to ask our community for input into a possible heavy vehicle alternative route for Cooma (southern bypass) connecting the Monaro

Hwy south of Cooma with Kosciuszko Rds/Snowy Mountains Highway to the west. This is the start of a conversation into whether a possible heavy vehicle alternative route is viable. This has been identified in the Snowy Monaro Local Strategic Planning Statement as a medium to long-term priority. Snowy Monaro Regional Council Mayor Peter Beer is encouraging the community to have their say on these two informative documents. “Both documents are comprehensive and well presented, and now is the time to help guide the region’s future planning guidelines,� Mayor Beer said. “We have placed the strategies on exhibition for longer than the usual 28-day period to ensure our community has the time to provide considered feedback. We value your contributions.� The strategy documents can be viewed, and feedback provided, through our community consultation online, Your Say Snowy Monaro, yoursaysnowymonaro.com.au. Each Council office and library will also have print copies for our community to view. To access a hard copy, you will need to make an appointment by calling 1300 345 345 or emailing council@ snowymonaro.nsw.gov.au. This is due to COVID-19 restrictions and you will be allocated a meeting room to use, complete with check-in document, hand sanitizer, and if requested, a mask. OFF GRID AWARD Delivering an innovative solution into the off-grid market LOCAL COMPANY RECOGNISED Set in some of the most beautiful country-side in Australia, Avonside Alpine Estate, at 1200m ASL, is situated in the incredible Snowy River region providing some of the most breath taking views in the area. Challenged with a great location…but no services… Olivier and Jacquie Kapetanakos purchased seventy hectares of rolling hills and set about creating a truly unique and environmentally responsible home and business. Energy for the site was always going to be off grid, but the issue was,

“how to achieve this in an economic way that fitted with the marketing and positioning of an eco business”.

Olivier, through his association with the Jindabyne Chamber of Commerce, was

introduced to Snowy Regional Solar (SRS). When the system failed, Russell Vine, the principal of SRS and CEC accredited designer and installer, was invited to the site. SRS reinstalled the system to accreditation and compliance standards and it has worked without issue for the past 26 months.

STAGE TWO The concept at Avonside Alpine Estate was always to create a working eco farm with accommodation for multiple guests. European cold climate cabins were explored, purchased, imported and constructed onsite. With such unique cabins, burnished concrete flooring, in slab heat pump hydronic heating and induction cook tops, there were some challenging energy requirements. Snowy Regional Solar and LG Energy developed a “full black” solar panel

STAGE THREE The concept of the property was always to be a working eco farm stay and a family home. The challenge had always been the distances between energy requirements.

STAGE ONE Without any prior Energy establishment experience, Olivier and Jacquie were at the mercy of the Solar industry. They investigated, completed due diligence and then bought a Victron EasySolar 48v 5000VA inverter charger and had it matched (by a solar salesperson) to 18 x “poly” 250w solar panels and a 41.6kWh Neuton Power gel battery bank. They then proceeded to have it installed by a non-accredited electrician and unfortunately the result was a noncompliant installation.

Olivier commented, “The sexy LG Energy black panels always form part of my farm tour. I talk about the black being functionally attractive to help disguise its purpose, while adding a secondary benefit of creating a shield to the hot summer sun. The small cabin under the

Monaro garden oasis Drought and frosts make gardening on the Monaro challenging, but John and Sally-Ann Cottle of Shirley still manage to maintain a beautiful seven-acre garden. Shirley is a sheep and cattle property near Nimmitabel. The homestead was built in 1908 and designed by architect Henry Budden. The garden at Shirley has been created over three generations. It started immediately after the grandparents of the current owner, John Cottle, purchased the property. They commissioned Claude Crowe from Berrima to lay out the original garden. He introduced many different species of conifer trees rarely seen in Australia, which provided a rich and unique foundation for the garden.

John’s grandfather also had the lake builtt originally to provide a water source for e the garden. A man-made lake of this scale arger and beauty is more commonly found in larger English gardens. Renewed Since purchasing an old auctioneers building about five years ago, Les and Anne Robinson are working with local builder Paul Dyball to renew and divide the building into three units whilst retaining its historical relevance and charm. The building was constructed in Bombala Street, Cooma, in about 1889 at the behest of local businessman Henry Thornton. It was Mr Thornton’s belief at the time that the railway station in Cooma, for the line under construction ,would sit right near the building’s location in Bombala Street. He named the building the Railway Hotel and hoped that it would catch the business from passing travellers. As it turned out, the Railway Station was instead located in Bradley Street and Thornton filed for bankruptcy in the immediate aftermath, leaving Cooma for Sydney in 1906. Somewhere around this time, the ownership of the building passed to John Hain, grandson of the famous Monaro Pioneer James Hain. Working as a wool auctioneer, John operated his business out of the building for a number of years before travelling to Sydney to establish the

stock and station agency Hain and Searight. Despite only operating from the building for a relatively short period of time, Hain’s legacy has stood the test of time with most people still associating the building with his name. The Robinsons have kept and repainted the iconic J HAIN AUCTIONEERS lettering on the front exterior wall, paying tribute to the building’s legacy. The life of the building has been turbulent over the past few decades, seeing extended periods of vacancy as well as periods of prolific use. The 1990’s saw two fires in the building, with one destroying the roof and requiring the administration of CPR to a local dog that found itself in the wrong place at the wrong time. The building saw an extended period of vacancy before it was bought by the Robinsons a handful of years ago and taken on as a family restoration project. They expect that the renovations will be completed in the not-too-distant future, ready for people to move into the new apartments. From the outside however, the building will remain a slice of Cooma history.

Handling the The guide is broken up into two parts, Getting Started and Development Assessment and Construction Approval Process. Part 1 goes through whether your project needs development consent from council, why DAs are required and explains the planning system. Part 2 outlines the step-by-step process of submitting a DA. The pre-lodgement stage is the front end of the development assessment process. If you get the front end right you are more likely to have a simple DA process. Providing council an assessment-ready application, with all required information will not ‘guarantee’ approval – however, it will assist in efficient processing which can save time, for both you and council.

Snowy Monaro Regional Council have developed a new guide to assist applicants with their Development Applications (DAs).

Booking in a pre-DA meeting with council’s planning department is a great way to start. You can also obtain checklists and information about fees from the council website.

Whether you’re planning a new build, an extension or subdivision, you will want to make the process as quick and easy as possible.

DAs require site plans and architectural plans, which include elevations, floor plans, roof plans and section plans, to be submitted.

By following this guide, council hopes to reduce processing times in the future.

Stage 2: Lodging your application – Including initial administration by council

“The guide is aimed at demystifying the planning process for our community, future developers and first-time applicants within the Snowy Monaro,� says Snowy Monaro Mayor Peter Beer.

When you have filled out all the required forms you can lodge your application with council.

“The development of the guide has been focused on a Snowy Monaro region context with an emphasis on working with our community and customers to get it right from the start. It is council’s aim to engage with you early in the planning stages of your development through pre-lodgement meetings and facilitate the transfer of clear and concise information during this process.�

Stage 3: Assessment – What happens to your DA now? Under the EP&A Act, all DAs must be formally assessed by the Council no matter the type or scale. The six matters that Council must consider (under section 4.15 of the EP&A Act) are: • All plans and policies that apply – SEPPs, LEPs, DCPs (as outlined in Part 1 of the guide).

Stage 1: Pre-Lodgement – Getting it right at the start

“Council recognises that the planning process can be complex and confronting for first time applicants and inexperienced mum and dad applicants. The guide will answer some of the commonly asked questions and outline the process that an applicant will need to follow and navigate through the DA process.

However, it may be necessary for the assessment officer to contact you or your consultant and request clarification or additional information. Stage 4: Determination – The decision There are three possible outcomes for a DA:

A completed DA will generally include:

• Development Consent - approval, with conditions • DA Refusals - with reasons • Deferred Commencement Consent – that is, a consent does not operate until one or more important matters are resolved

• Any necessary specialist reports. • Council’s DA form and checklist.

Your development consent is a legal document and is extremely important – you must build according to conditions of the consent to avoid possible penalties or having to make costly rectification measures.

• All matters required for a DA as listed in the EP&A Regulation (Schedule 1, Part 1, see appendix A of this guide); • Payment of required DA fee. It is the applicant’s responsibility to provide all the required information and to make sure your DA provides enough detail to enable council to make a decision. Getting this right will save you and council time and money. If all required information is not provided, council will not be in a position to receive, lodge and determine

Usually this would be required if there were more than 5 objections to your development application, if there are potential significant impacts or requires a significant variation to the relevant planning restrictions. If you wish to make changes to your approved plans (or the conditions), you can submit an application for a Modification of Consent (this is also called a s4.55 application). Modifications can be time consuming and cost additional fees. Getting the intended outcome right in the initial DA is much easier.

occupation and use of a new building or building section. Depending on the particular OC sought, the CA must be satisfied the development meets various regulatory standards. These generally include that: • The design and construction of the building is not inconsistent with the development consent.

• That the building is suitable for occupation (in accordance with its BCA classification). The issue of the final OC is the last step in the formal DA and construction process (though there could be ongoing ‘operational’ conditions such as maintaining appropriate noise levels or landscape maintenance).

• Any pre-conditions set out in the consent or requirements of planning agreements have been satisfied.

Stage 5: Post determination – Get your approval to build and start work Before you start building (including site preparation works), you must do four things: 1. Obtain a Construction Certificate (CC) – building approval from your council or a private certifier 2. Appoint a Principal Certifying Authority (PCA) to certify your development during construction – this can be your council or an accredited certifier. Sign a contract of appointment with your chosen certifying authority 3. Provide council and the PCA two days notice before you start work 4. Complete any works listed in the ‘Prior to Commencing Work’ part of the DA consent The Construction Certificate (CC) must be obtained from your council or an accredited certifier and includes your detailed building plans/engineering details and specifications. The plans will most likely contain a lot more information than your approved DA plans, to allow your builder to work directly from them. The building must be consistent with them and the development consent.

Balance public and private interests by ensuring new development Įts the character of the area and sits comfortably within the ‘public domain’ (e.g. streets, laneways or public reserves).

Manage change to ensure that the cumulaƟve impacts of developments do not negaƟvely aīect the environment.

Ensure that your development meets community expectaƟŽns and Council’s legislaƟve policies.

Requirement for Development ApplicaƟŽŶƐ Ensure that hard infrastructure (e.g. storm water drainage, car parking and power supply) and soŌ infrastructure (e.g. trees and landscaping) needed for your development is provided.

As owner your role is to work with the CA and the builder, keeping an eye on the work (and the terms of your development consent), managing the site and organising mandatory inspections. Keeping a close eye on the work and being sure it is consistent with the development consent and any conditions attached is very important. Orders can be issued by council to stop work and fix any errors. This can cost time and money or even lead to penalties.

Repainting interior and

weather affected surfaces The products you will need to use depend on whether you are painting over affected surfaces or painting new surfaces. Refer to the below information, in conjunction with label instructions, to guide you in your product selection. Advice for repainting existing surfaces 1. Conduct an adhesion test on all previously painted surfaces. To do this, ensure surface is sound by cutting a small X through the existing paint with a sharp blade, press sticky tape firmly across the cut and then rip off the tape. If the paint comes off, it is unsound and should be removed. Repeat at random in a number of areas to test the surface.

6. Sand gloss and semi gloss finishes to a dull flat finish to allow a sound surface before top coating. Dust off. 7. Prime the surface with Dulux PRECISION Stain & Mould Blocker. 8. To discourage the regrowth of mould in cool, damp or humid areas, apply Dulux Wash&Wear Kitchen & Bathroom Does the substrate exhibit stains? 1. Firstly ensure that you know the source of the stains e.g. water.

2. Check the adhesion of the existing paint by doing an adhesion test (refer to ‘Determine if the surface is sound’ section above). If the existing coating is sound, you then need to wash the surface down with Selleys Original Sugar Soap and allow it to dry. 3. Prime the surface with Dulux PRECISION Stain & Mould Blocker. 4. To discourage the regrowth of mould in cool, damp or humid areas, apply Dulux Wash&Wear +Plus Kitchen &

Bathroom. For all other areas, apply Dulux Wash&Wear Advice for painting new plasterboard 1. Remove all the dust from the surface by wiping down with a damp cloth. 2. Prime the surface with Dulux 1 Step Acrylic Primer Sealer Undercoat. For interior walls use Dulux Wash&Wear and for ceilings, you can use Dulux Ceiling White.

2. Scrape off all loose and flaking paint and ensure surface is dry. If you are unsure, we recommend that you contact your local qualified tradesperson. Does the substrate exhibit mould? 1. Wear gloves and goggles as you wash the surface with Selleys Original Sugar Soap and rinse with clean water to remove any dirt, oil or grease. In cases where mould or mildew is present, use a household bleach solution: Dilute 1 part bleach with 3 parts clean water. 2. Use a scouring pad wet with bleach solution to lightly scrape the surface and ensure physical removal of stubborn areas of mould growth. 3. Leave the bleach solution on the surface for 15 minutes, then thoroughly remove by washing down with clean water and wipe dry. In very severe cases, repeat this action to remove all mould. 4. Scrape and sand down any loose, peeling and flaking paint. 5. Fill any cracks or holes with a suitable filler.

Clever ways to sort your stuff If you’re drowning in paperwork and overrun with clutter at home or work, then now is a good time to clear the decks and press re-set. “Research shows that mental clarity, productivity and endorphins increase when you’re living and working in an organised space,” says Erin Boyce, owner of Your Organised Life, a professional organising service for individuals, families and businesses. Here, Erin shares her top tips for sorting and storing your stuff: 1. Baby steps – often when we think about tackling a big job such as clearing clutter, we can feel overwhelmed. Start with one room – the sense of achievement you feel when you have finished it will help you move onto the next. 2. Sort it out – sort your stuff into piles of store, throw and recycle. Bag up and remove the throw and recycle items so you are left with just with those you want to store. Already, you’ve got rid of more than half your clutter! If you haven’t, then take a second look and be firm. If you haven’t worn it or used it in a year or more, then it’s time to say goodbye! 3. Storage – choose the right storage for the job. Storage containers should always be functional over pretty. In

my opinion, see-through and stackable storage will always win. Keep it simple. 4. Central Station create a ‘command’ station somewhere in the home full of all those useful items we use often like batteries, stationary and sticky tape. Group items together and store them in storage drawers or plastic takeaway containers. Label each box on the front with a permanent marker (I like Pilot’s new Permanent Markers as they’re long lasting and don’t fade out) so you’ll always know what’s inside and you’ll never have to rifle through a drawer full of junk again! 5. Toy time – give your kids some sticky labels and a fine-tipped marker pen and ask them to draw pictures of their toys, e.g. dolls, soft toys, games etc. and stick them onto the storage containers. They’ll have fun and it’s a great way to get them involved in sorting their stuff from an early age. 6. Paper trail - Keep the majority of your paperwork virtually to ensure

paper clutter doesn’t start taking over but with the important documents, store hard copies into a space saving expanding file folder, then group and label into categories, e.g. ‘bill’s, ‘receipts’, ‘school’, ‘health’ etc. 7. Freezer pleaser - keep track of food that’s stored in the freezer and pantry. Use freezer labels or masking tape to

label the food item and date stored. Store in the freezer by food type and date to save searching next time you’re looking for a quick and easy meal.
