In 1934, H a rva rd U niversity published Dr. M cF ar­ land's book on "J u d ic ia l C o ntrol o f A d m in istra tive A ge n cie s." Recomm endations m ade in th a t bo ok re­ la ting to the Federal T rade Commission have since been a d o p te d by fe d e ra l statute. In the same yea r the A m erican Bar association gave him its first Ross A w a rd fo r his w ritin g s on con stitution al law. Three years later, in jo int au thorsh ip w ith U. S. A tto rn e y G en eral Hom er Cummings, he published "F e d e ra l Justice — Chapers in the History o f Justice and the Federal E xecutive." It was the first and re­ mains the o n ly fu ll scale history o f any o f the fe d ­ eral departm ents o f governm ent and, as such, is now a sta n d a rd w o rk o f reference in university and g o v ­ ernm ent circles respecting the history and o rg a n iz a ­ tion o f the U. S. Dept, o f Justice. He was the p rin c ip a l draftsm an o f the A d m in is tra ­ tive Procedure A ct, w hich becam e la w in 1946 w ith ­ out a single dissenting vote in eith er house o f C on­ gress. That y e a r the A m erican Bar association a w a rd e d him its thirtee nth g o ld m ed allio n " f o r con­ spicuous service in the cause o f A m erican ju rispru­ d e n ce ." He was the o n ly p ra cticin g la w ye r to hold th a t honor, the o th e r dozen recipients being teachers, editors, and jurists, in clud in g such men as Elihu Root, O liv e r W e n d e ll Holmes and C harles Evans Hughes.

Since he return ed to M o n ­ ta n a in 1937, "T h e Professor" has been head ba sketba ll coach, has assisted in base­ b a ll a n d fo o tb a ll coaching, served as a ctin g a th le tic d i­ rector a fte r W o rld W a r II, a n d has been the d e p a rtm e n t's c h ie f proselyter. His le ad ership and his frie n d ly hum orous nature plus a c a p a c ity fo r g e ttin g thin gs done m ake him a constant in spira tion fo r the M o n ta n a S taff. He was ca p ta in o f th e 1925 cage team a n d is one o f fo u r Butte b ro th ers w h o have been p ro m ine nt in M o n ta n a sports fo r most o f the last h a lf-ce n tu ry. success. H e spent tw o years in the service coaching b a se b a ll, b a s k e tb a ll, a n d b o xin g a t Fort Lawton, W ash., 1943-44. Jiggs developed th e U niversity's most ou tsta nding b a ske tb a ll team in 1949. He is m a rrie d a n d has a son Jon, 14, a n d a d a u g h te r, M a rg a re t, 12.

Head Football Coach Je rry R. W illia m s, a 1949 W a sh in g to n State C o l­ lege g ra d u a te , becam e the U niversity's 2 2 n d fo o tb a ll coach in 5 6 years o f g rid iro n history on M arch 28, 1955, w hen he succeeded Ed­ d ie Chinske. The you ng p ro ­ fessional fo o tb a ll star, age 31, impressed M o n ta n a a th ­ letic o ffic ia ls w ith his kno w l­ e d g e a n d ph ilo sop hy o f fo o t­ ball. His coaching exp erience in ­ cludes last y e a r as p la ye rcoach w ith the P hila d e lp h ia Eagles, th e spring o f 1951 as an assistant w ith the U niversi­ ty o f Ida ho, a n d 1953 as an assistant a t V illa n o va . W illia m s had a coa ching ca re e r as his g o a l w h ile still in co lle g e a n d set o u t to p re p a re him self fo r th a t care er w ith six years o f professional fo o tb a ll. He w as an a vid student o f the aspects o f the g a m e and he w as intent o n its coa ching techniques. He p la y e d both defense a n d offen se as a h a lf­ back w ith the Los A ng eles Rams, fo u r seasons, 1949 th ro u g h 1952, a n d he was w ith the Eagles in 1953 a n d 1954. D u ring his ro o kie season he p la ye d un­ d e r C la rk Shaughnessy, the o rig in a to r o f th e T -form ation. He still likes th a t basic fo rm a tio n a n d plans fo r his G riz z ly teams to use th e " T " w ith a ll its v a ri­ ations. W illia m s w as a n A ll-P a c ific C oast conference h a lf­ back w ith W S C in 1948. He d o m in a te d C o u g a r in­ d iv id u a l statistics and set a le a g u e reco rd fo r y a rd ­ a g e on k ic k -o ff returns. He set a N a tio n a l League reco rd o f 9 9 ya rd s w ith the return o f an attem pted fie ld g o a l a g a in s t the G reen Bay Packers, 1951, w h ile on defense fo r the W o rld C ham pion L. A . Rams. Last season he fig u re d in th e longest tou chdo w n via a e ria l w h en he to o k a pass from Eagle q u a rte rb a c k A d ria n Burk a n d w ent 8 4 ya rd s to score. He ran ked 4th in the le ag ue fo r p u n t returns in 1954 a n d was one o f the le a d in g pass receivers am o ng th e backs.


He was a fly in g o ffic e r d u rin g W o rld W a r II. He p la y e d in the East-West Shrine ga m e and th e C o l­ lege A ll-S ta r ga m e o f 1949. He is the second W SC g ra d u a te to hold th e head jo b a t M on ta na . W illia m s was b o rn a n d raised in S pokane a n d p a r ­ tic ip a te d in fo o tb a ll, b a ske tb a ll, b a se b a ll, and tra ck a t N o rth C e ntral High School, 1938-42. He m arried the fo rm e r M a rio n M un ro, also o f Spokane, a n d they have tw o ch ild re n , Je rry B ill, 3, and Rebecca Sue, 2.

Football Assistants Fred N aum etz, on A ll-A m e ric a n center a t Boston C o lle g e '43, and an A ll-P rofessional center w ith the L. A . Rams '4 8 a n d '49, is a new M o n ta n a assistant w ho w ill c o n c e n t r a t e on coaching centers a n d lin e ­ backers. He and W illia m s w ere defensive team m ates w ith the Rams a n d he has been described b y W illia m s as the '-'greatest center a n d lineb acke r I have ever seen." N a um e tz resigned a fte r m ore th a n fo u r years as an a g e n t w ith th e FBI to join the G riz z ly s ta ff. He p la y e d on th e g re a t p re -w a r team s o f Boston C o lle g e under Frank Leahy and D enny M yers, w h ere he p la y e d in three m a jo r b o w l gam es 1940 to 1943 — the C o tto n Bowl, the O ra n g e Bowl and th e S ug ar Bowl. He g ra d u a te d from BC in '4 3 a n d ten days la te r joine d the N avy. D uring the 1943 fo o tb a ll season he was lin e coach a t H a rva rd , then spent th e re ­ m a in d e r o f th e w a r as a n o ffic e r w ith the na val a m ­ ph ib iou s units in th e P hilippines, C h ina , a n d Jap an theaters o f o p e ra tio n . "B ig F re d " w as a ro o kie in th e professional ranks in 1946. He p la y e d five seasons and, as c a p ta in o f the tea m , led th e Rams to three W estern Division titles. He joined th e FBI in Jan ua ry, 1951. He p re p p e d as a h a lfb a c k a t N e w b u ry p o rt, Mass., g ra d u a tin g in 1939. He w as an end in his freshman y e a r a t Boston C o lle ge . He was g ra d u a te d from St. Rita h ig h school, C h i­ cago, 1940. F o llow ing the w a r, he p la y e d five sea­ sons w ith the C a rd in a ls, from 1945 th ro u g h the 1949 season. He w as a m ainstay ta c k le w ith th e Cards w hen th e y w on the N a tio n a l Professional League fo o tb a ll title in 1947, and w hen th e y d e fe a te d the C o lle g e A ll-S ta rs, 28*0, in A ugust, 1948. He g ra d ­ ua ted from N D w ith a BA in journalism a n d a BS d e g re e in N a v a l Science, 1947, a n d p la ye d in the C o lle g e A ll-S ta r ga m e th a t ye a r. He also le tte re d in tra c k a t ND. D uring W o rld W a r II, he w as a d i­ vision o ffic e r and 1st Lt. a b o a rd an A P A o p e ra tin g in the Pacific a n d O rien t. Z illy 's fo rm e r coaching exp e rie n ce consists o f as­ sistant coach fo r ro o kie ends in the Ram tra in in g cam p, and he assisted in coaching SCTC fo o tb a ll and b a seb all team s a t th e N a v a l T ra in in g C enter, M ia m i, F lorida. He also p la y e d on th e Rams sem i-pro bas­ ke tb a ll team a n d he p la ye d sem i-pro b a seb all in the C onnecticut T w ilig h t League. He was an a ll-a ro u n d g re a t a th le te a t Lewis high school, S ou thin gton , C onn., and Cheshire (Conn.) Everything M o n ta n a 's tra in in g fa cilitie s a re to d a y can be a ttrib u le d to N aseby Rhinehart, a th le tic tra in ­ e r w h o to o k over th e in ju ry tre a tin g duties as a parftim e jo b in 1935. His kn o w ­ how a n d his tra in in g tech­ niques m ake him one o f the most respected am ong the tra in in g fra te rn ity aro un d the na tion . Besides his tra in in g duties, R h i n e h a r t teaches classes in th e ca re a n d p re ­ ven tion o f injuries fo r th e d e ­ p a rtm e n t o f he alth a n d physi­ cal education. He cam e to th e University from M ilw a u k e e and was an o u tsta n d in g end in '3 2 , '33 a n d '3 4 . . . he is still ra te d on the A ll-T im e G riz z ly team . He also le tte re d 3 years in ba sketba ll a n d track. W h e n n o t in the tra in in g room, Nase's greatest enjoym ent is w a tch in g his son, Pete (Nase, Jr.) p e r­ form in some fie ld o f a th le tic endeavor.
