WEDNESDAY NEWS Responsible users of pot, including those who use it for medicinal purposes, appear to be more prone in taking measures to insure their smoke does not bother anyone in public areas. They are often seen walking a good distance away or crossing the street away from other people. Then there are those who simply light up a joint or pipe wherever they see fit, with no real concern for others - and laws are needed where common sense does not prevail. If Quebec's tobacco laws remain the same for the smoking of marijuana it is sure to please some and upset others. But the law doesn't end there. Just recently, Hampstead's City Council tabled a bill banning the smoking of tobacco on all of the municipality's streets, sidewalks and public parks - because of concerns of the dangers of inhaling second-hand smoke. If it passes, it could be the first municipality in Canada to enact a complete ban on smoking in public. Residents of Hampstead, including any visitors would still be able to smoke on their property, as well as in their homes or cars - as long there are no children inside. It appears to be a good initiative and well-received by many, and the laws could apply to the smoking of pot as well - but there are also concerns it might end up doing more harm than good. François Damphousse of the NRSA (Non-Smokers Rights Association) - a voluntary, non-profit health organization with a mission 'to promote public health by eliminating illness and death caused by tobacco, including secondhand smoke', was cited in a recent Montreal Gazette report as saying, "As a health group, we’ve worked for decades to try and control tobacco use inside public areas and in the workplace. We want people to smoke outside, not inside…. this kind of initiative (Hampstead's) results in people not having any place to smoke. It will create pressure on people to remain indoors and smoke more indoors. They won’t just contaminate their own residence, but create problems for their neighbours.” Their insight gives one pause for thought, especially coming from a group working for non-smoker's rights. It also supports an idea gaining momentum on social media of creating 'designated smoking areas' around public spaces, away from where the smoke will not affect anyone (but the smokers themselves) and would apply to smoking pot as well. Quebec's Tobacco Control Act is considered strict by most and here are parts of it more relative to this article - to read the full act go to: http://legisquebec.gouv.qc.ca/en/showdoc/cs/L-6.2 - Smoking outdoors is allowed, but there are exceptions: It is forbidden to smoke in outdoor play areas such as wading pools, skate parks or on sports fields, outdoor skating rinks and pools. It is not allowed within nine metres of a children’s playground - with some municipalities not allowing it at all in parks. - You can smoke in your own home but if you rent an apartment, your lease or the building rules may not allow smoking and it is forbidden in the common areas. This rule also applies to condos. - Smoking is not allowed within nine metres of the door to a public place where smoking is forbidden - like in office buildings, bars, restaurants, hospitals, schools, day-care centres and concert halls. This rule also applies near the windows and air-intake ducts. - Smoking shelters are allowed outside some public places - but they must be at least nine metres away from areas where it is prohibited and can never be placed on the grounds of schools, health and social services centres, day-care centres or stores that sell tobacco products. What is your opinion on this? Should smoking pot be banned from all public spaces, as Hampstead proposes - or does the idea of allowing it in designated smoking areas make more sense to you?

Expansion and Renovations - Le Grand Manitou The main summit building will see its footprint increased to showcase an abundance of windows, 400 additional seats and a completely reinvented foodservice area. Located in the Laurentians, L’Ecuyer Lefaivre has been mandated to draw up the floorplans, some of which are available at the link below. Work will get underway in Summer 2018, with delivery before the next ski season. Renovation of La Fourchette du Diable Located on the North Side base, the footprint of La Fourchette du Diable will also be increased, turning the northern tip of the building into a permanent structure, for a superior guest experience. Also, an annex will be built to accommodate ski patrol operations. Work will be completed by the start of the 2018/19 season.

Net Neutrality – Back in 2015 under the Obama administration, ‘Net Neutrality’ was introduced. The FCC (US Federal Communications Commission) approved regulations making sure the internet was at a level playing field, by preventing the major broadband service providers like Verizon, AT&T and Comcast from blocking or slowing down apps or

services which compete against their own. The whole idea was to treat all web traffic equally so that a provider, like Comcast for example, would not be able to charge extra to an online streaming service like Netflix to secure a faster path to its customers – or not be allowed to block or slow down sites like Google and Facebook.

use. On the positive side, Canada has strong protections in place for net neutrality and there has always been and still is, political support for those rules. Still, effects could be felt from across the border if companies like Netflix end up with increased costs for higher speeds – they will simply pass those costs on to users outside the USA. As well, Canada research chair in internet and e-commerce law at the University of Ottawa, Michael Geist, was cited in a recent Globe and Mail article saying ‘that since Canadian internet traffic often transits through the U.S., there are concerns that Canadian data could get caught by non-neutral policies. Moreover, Canadian internet services hoping to attract US customers may face demands for payments to have their content delivered on the fast track.’ How it might unfold is that internet users in the USA might soon find they are having connection problems with apps or websites like Netflix, Amazon and YouTube – and then suddenly get offers from their internet service providers to sign up for better service and deals with their own apps and websites. That is where it could trickle down the line into Canada.

Fast forward to 2017 under the Trump administration and Net Neutrality has been trumped, literally. On December 14th the FCC voted to tear down the rules regulating companies that connect consumers to the internet, giving the broadband companies the power to potentially reshape online services in the USA. The decision, initiated by the Trump government and their new FCC chairman, effectively reversed the regulations in place – while even prohibiting states to set their own rules. It will take a while for the potential changes to go into effect, and many of them will not be immediately felt – giving more time to the political and legal fights which have already begun. There are calls from Democrats in the White House for a bill that would re-establish the rules, and more than a few Democratic state attorney generals who said they would file a suit to stop the changes – among many other public interest groups who will be putting up a fight. Freedom of expression is being trumped by Trump. How will that effect Canadians? It won’t happen quickly, but eventually it can result in changes to what you watch online and some of the popular apps you
