AIRBAGS AND CAR SEATS: Car seats should never be installed on the front seat. Children aged 12 or younger should sit in the back seat. If you have no choice but to place a child in the front seat (in a car seat or otherwise), you must have the vehicle's airbag deactivated AND push the passenger seat all the way back so that the child is as far away as possible from the dashboard. WINTER COATS AND CAR SEATS: If a child's winter coat has not been sufficiently compressed, the straps will not be tight enough and will not restrain the child effectively in the event of a collision. The child could be hurt or thrown from the seat.

Each time you put your child in a car seat, make sure that your child is buckled in snuggly by inserting a finger between the chest and the straps. If you have difficulty pushing your finger through, the straps are tight enough. Check the adjustment at the hips and make sure that your child's coat doesn't bunch under the straps or behind his or her back. Straps should be snug, in both warm and cold weather. For more details and how to properly use a child or infant car seat or a booster, you can download the SAAQ document at: https://saaq.gouv.qc.ca/filea dmin/documents/publications/secure-them-life.pdf

Canada's climate is warming twice as fast as global average C anadians are experiencing the costs of climaterelated extremes first hand, from devastating wildfires and flooding to heatwaves and droughts. As the planet warms, extreme weather events will become increasingly common. The knowledge provided by our scientists has helped us understand that climate change is real and driven by human activity. The Government of Canada will continue to work with Canadian scientists, by listening to their expertise and evidence-based advice to help us continue to take ambitious action to reduce emissions and fight climate change. Released today, Canada's Changing Climate Report provides the first in-depth, stand-alone assessment of how and why Canada's climate has changed, and what changes are projected for the future. Undertaken by some of Canada's finest scientists, this report provides an independent analysis and evaluation of the scientific confidence based on the scientists' expert judgement. The as-

sessment was led by Environment and Climate Change Canada, with contributions from Fisheries and Ocean Canada, Natural Resources Canada and university experts. "This report is a wakeup call for all Canadians. It is clear that climate change is real, human made, and requires urgent action. Our plan to fight climate change lays out measures across the country to take action on this urgent issue. Our plan will help build a cleaner and greener future that will provide new jobs for our kids and grandkids." –

Jonathan Wilkinson, Minister of Fisheries, Oceans and the Canadian Coast Guard The assessment confirms that Canada's climate has warmed in response to global emissions of carbon dioxide from human activity. The effects of widespread warming are already evident in many parts of Canada and are projected to intensify in the near future. A warmer climate will affect the frequency and intensity of forest fires, the extent and duration of snow and ice cover, precipitation, per-

he Table de Quartier Sud de l’Ouest-de-l’Île (TQSOI) will be hosting an Earth Day Celebration on Wednesday April 17, 2019 at the Westside Gathering Church (820 Tecumseh Ave, Pointe-Claire). The theme for this year’s event is The Butterfly Effect - our small actions can have a big impact when everyone participates. Last year, the 5 à 7 style networking event was a great success, attracting about 65 people, including community organizations, elected officials and guest of honour Mr. Tom Mulcair. The TQSOI is expecting to

draw the same amount of people this year. The event will attract both those who are dedicated to sustainable living and those who want to know more about the topic and be inspired. The event will raise the idea of working collectively towards a more sustainable community. The TQSOI’s Planning Committee said of the event ‘’We want to inspire attendees to adopt more sustainable practices as individuals and within their group or organization. Climate change affects vulnerable residents disproportionately, and so we need to think about how we can mitigate its

impacts and reduce our environmental footprint collectively.’’ The evening will bring together individuals from the fields of social, environmental and economic development to emphasize the TQSOI's holistic approach to community organizing. The evening’s guest speakers will present innovative practices for creating sustainable communities at the grassroots and municipal levels. The organization hopes the zero-waste event will serve as a positive example for other communitybased organizations by inspiring them to reduce environmental impact of their events.

The ‘desertification’ of downtown Montreal

I

By Sergio Martinez mtltimes.ca

would have liked to start my article with this quotation, however, to be honest, it's not my idea. "For it was impossible not to be taken by the beauty of these young trees in full health."-(Jean Giono, The Man Who Planted Trees) Since I always warned my students against the temptation of plagiarism I will first give credit where

credit is due: the quote was on the first page of a City of Montreal report called "Tree Policy of Montreal" published in 1998 under the administration of former Mayor Gerald Tremblay. Since the text hasn't been disallowed, I have good reasons to believe that it is still Montreal policy. Why bring about this document issued under a now (probably deservedly) forgotten Mayor? To answer that, let's revise some of the statements made then: "The urban forest lends personality and charm to the City. Think for a moment of the stark monotony of a cityscape devoid of trees!" Well, if one walks around Sainte Catherine or other streets in the downtown area these days it is precisely that desolate landscape what that person will see. Trees have a difficult life amid the many

hazards of an urban milieu; the document I have cited also mentions that: "trees planted in an urban environment are often subjected to considerable

only three. As a reminder, it might be mentioned that this rollout is part of the expansion of the BIXI network in five new boroughs: Anjou, Lachine, Saint-Léonard, MontréalNord and Saint-Laurent. Ville de Montréal has acquired 1,000 brand-new, new-generation bicycles for this expansion.Users will be able to benefit from Saint-Laurent's bicycle network, which has grown from 2 to 55 km in 10 years. Since 2004, in collaboration with Mobilité alternative, Saint-Laurent has also provided its employees with access to self-service bicycles through the AccèsVélo program. Ensuring cyclists' safety is one of the Borough's priorities and a permanent objective. Since 2017, a poster campaign has been encouraging people to keep a safe distance from cyclists. Safety has been increased at the

David Sebag

Sainte-Croix overpass and the Montpellier crossing. In 2016, Saint-Laurent also launched the development of a bicycle route and plans to set up a bicycle path along the DeuxMontagnes commuter train line over a distance of nearly 10 km, improving access to the Borough of Ahuntsic-Cartierville and the Town of Mount Royal. And lastly, SaintLaurent participated in the electric BIXI pilot project in 2018, with a view to a possible largerscale rollout of power bikes. These measures have developed a true cycling culture in Saint-Laurent, and this is why the Borough is taking part in the VÉLOSYMPATHIQUE movement launched in 2015 by Vélo Québec. In fact, five Saint-Laurent establishments have already been certified.

trees that are dead for different reasons. It is regarding the actual implementation of the tree policy where the problem lies. I have contacted on more than one occasion the city councillor for the Peter-McGill district of Ville-Marie, and he has explained to me that now the solution to the problem depends on the city bureaucrat in charge of tree planting and replacement—that was more than a year ago! I don't have reasons to think that the councillor is lying, but then, what should I think: that indeed

s Easter approaches and as announced last summer, SaintLaurent will be equipped with nine BIXI self-service bicycle stations. These will be up and running from April 15 until November 15, 2019 for the first season. The locations were chosen by BIXI Montréal in consultation with the Borough's Section circulation et transport, based on strict criteria identifying areas with a high probability of travel. The nine stations will be situated at the following locations: Cote-Vertu metro (Place Rodolphe Rousseau), Saint-Laurent and Vanier Cegeps (rue de L'Église / rue Saint-Germain), Du Collège metro (rue Cartier / boulevard Décarie), Bibliothèque du Boisé(boulevard Cavendish / boulevard Thimens), Parc Harris(rue Tassé / avenue O'Brien), Parc Marcel-Laurin(boulevard Thimens / boulevard Alexis-Nihon, Parc Cousineau(avenue O' Brien / rue Poirier), SaintLaurent municipal workshops(boulevard Cavendish / rue Poirier), Saint-Laurent Borough Hall(boulevard MarcelLaurin / rue Beaudet). These stations will offer a total of 254 bike docks. Some of the bicycles made available, about 125 at the time of their launch, are part of a new generation, as they have seven speeds, unlike traditional BIXIs, which have

stress which can put their health, if not their survival, at risk." Everyone knows that and therefore it is important the tree policy be seen not just as a statement of good intentions, but as a call to action as well. The City document points to the particular case of the urban tree: "The situation is all the more worrisome given that the urban forest cannot regenerate on its own." This assertion means that someone—of course the City or in this particular case the VilleMarie Borough—must take care of replacing the

the city is run by faceless bureaucrats who don't pay the slightest attention to what elected officials tell them? (Politicians come and go, some bureaucrats would say) That these bureaucrats would pay even less attention to ordinary citizens like me or others who from time to time ask about trees or other problems? (Unlike politicians, bureaucrats don't respond to anyone, nobody has voted them in office. Therefore they can treat citizens with total contempt). But the time for recriminations or mutual blaming between elected officials and bureaucrats should be left for a later date. Why? Simply because spring is coming, which means it is planting season (the other occasion to plant trees is in the fall). Therefore, if they really want to make a rather inexpensive (compared to others quite extravagant ones) contribution to Montreal on its 375th anniversary, why don't the borough bureaucrats replace the numerous trees missing on Sainte Catherine, de Maisonneuve, Saint Mathieu, Lincoln, Simpson, Atwater, just to name just a few of streets going on the way of becoming "desertified"?

ince the CAQ tabled Bill 21, forbidding public sector employees 'in position of authority' from wearing religious symbols at work, opposition against it has been growing, especially in the Mon-

treal area. While Premier Francois Legault appealed for 'calm and respectful debate' stating people 'will come around to accepting and applying the new law in the long run' and the architect of Bill 21, Minister Simon Jolin-Barrette repeated a robotic-like message as he tried to sell the merits of the legisla-

tion wherever he could voices from human rights organizations and women's groups to school boards, lawyers as well as borough and suburban mayors have been getting louder. With a poll showing 74% of Quebecers supporting the legislation (a Léger poll of 1,015 respondents conducted March 22-26 for the CAQ), Premier Legault has repeated he will not hesitate to use the Notwithstanding Clause to stop any legal challenges to Bill 21. With it being criticized as unconstitutional, challenges are expected. Montreal lawyer Catherine McKenzie said they were studying the bill and the possible recourses they could bring against it. She already had success in challenging a part of Bill 62 which was approved in 2017 by the Liberal government (the Act to foster adherence to State religious neutrality). The Lester B. Pearson School Board (LBPSB) reacted quickly back in February, unanimously passing a resolution against 'a bill

which would infringe on freedom of religious expression'. Last Friday they made their stance clear with the board announcing it 'would not enforce the CAQ’s Bill 21 as proposed'. Joining in that call was the English Montreal School Board (EMSB) who stated they would also not enforce it and the Quebec English School Boards Association

(QESBA) who called Bill 21 'divisive' and 'an unnecessary piece of legislation that can only lead to societal discrimination… this government is claiming there is a problem that clearly does not exist' and they will not enforce it. The borough of CDN/NDG as well as the municipalities of Montreal West and Westmount all stated they will not enforce the bill. In an email exchange with CTV News the Borough mayor of CDN/NDG, Sue Montgomery wrote, 'We're not going to tell anyone what to wear.' In an interview with the Montreal Times newspa-

per, Mayor Alan DeSousa of Ville Saint-Laurent had his own perspective. When asked where the city stands on the bill he said, "If the bill would be passed today as it is, it would have virtually very little impact on the way we are currently operating and the only thing we would have concern on, is what impact would it have on future hiring's… for future hiring's we would do our best efforts to make sure we get the best people, regardless of what they are wearing, but I will have to see what the bill will say in its final form. He then added, "Our wish is to be able to hire the

best person who is most qualified... let me be clear there is no way in any shape that I can say I support this bill, but if your question to me is what is the impact of the bill on the community, I can say that at the present time if the bill is implemented as is, there will be very little impact." When asked where he personally stood on Bill 21 he replied, "Believe me, as far as I'm concerned people should be allowed to wear whatever they wish to wear, as far as part of their religious affiliations, provided it is not detrimental to the quality of their work and their ability to do the job." Mayor Valerie Plante, has not yet made clear the city's stance on the bill except to say they will be taking part in a commission and will be presenting there, bringing forward 'the realities specific to Montreal' and they want to defend that. The Quebec Solidaire party, at their national council meeting last weekend, have made it clear they are against Bill 21 after votes were counted. Prime Minister Justin Trudeau was concerned it would open the door to discrimination and said that 'it is unthinkable to me that in a free society, we would legitimize discrimination against citizens based on their religion.' The controversy even goes beyond Canada's borders with Amnesty International stating 'the bill contravenes the Universal Declaration of Human Rights, which guarantees freedom of thought, conscience and religion'. What is clear at this point is that Bill 21 is disconcerting to many and hopefully a common and respectful ground will be found. April 6, 2019 •

t's a real thing, and I am certain we all have it. Brains get tired. Decisions expend mental energy, reducing our ability to think straight. And since life is about choices, I wish I didn't have so many on a daily basis. I feel like an exceeding number of products are accumulating around me like an exponentially multiplying bacteria impeding my view on the rest of the world! Eggs alone. Organic, free run, free range, omega, cage-free, pasture-raised, humanlyraised, local, farmers-market, veggie-fed! Come on, seriously? Am I the only one who finds this overwhelming? It's like they do it on purpose to make my head spin. What ever happened to the days of white or brown? Personally, my brain can only take so much before wishing I had brought a portable chair to the grocery store to ponder and research every selection. Decision Fatigue? Ya, no kidding. Lately, I have been con-

sidering what Einstein, Steve Jobs and other leaders have in common. They all wear the same thing every day (or the same type of style) to preserve brain power. Not having to decide on an outfit every morning increases their mental focus on other, more important decisions... like their work, their intuition and their life purpose. Look where that got them! One Simple Soap Your wardrobe and diet are up to you, but we can help you with one aspect of your life. One simple soap. Just like the old days! Here's what to do. Slice up a shampoo bar (or two) into a few smaller chunks, as though cutting cheese. Distribute them around the house. Beside the kitchen sink for hands, dishes and cleaning. The bathroom sink for hands, face and cleaning. The shower for body, hair and shaving. And the laundry for tough stains. (see below for more instruction) Ahhh, now we can avoid deciding which types or brands of stain remover, dish soap, cleaning soap,

body/face soap, shampoo, shaving cream... A few less options can go a long way. Simplifying our lives makes room for other more important ventures. All this thinking is making me thirsty. What type of water should I drink? Tap, filtered, bottled, Ionized, spring, artesian, mineralized, demineralized, distilled, purified, raw, reverse osmosis... Oh no, now I need a nap. Instructions House Cleaning: Run the soap under warm water into a bowl until nice and sudsy. Soak, wipe, wash. Easy peasy. Stain Remover: Rub soap bar directly on stain with a bit of water and scrub. Remarkable! Shampoo: Wet hair. Rub bar directly into hair until sudsy. Wash and rinse as usual! Squeaky clean. We stand behind our products. We give great customer service. Visit us at natural.ca. tribute to French songwriter Charles Aznavour, who died last year, was indeed a must in an event devoted to francophone music. One of Quebec favourite singers, Diane Tell, will also be in Montreal bringing some of her new creations to the public. And what a British singer has to do in a festival of French song? We'll see when Petula Clark be at the Place des Arts together with her guests Louis-Jean Cormier, Antoine Gratton and France D'Amour. The lineup for the indoor concerts of the Francos (formerly known as Les Francofolies de Montréal, a more fun name that I personally like it better) was announced by Laurent Saulnier, Programming VP of this event which will present its 31st edition this coming summer. One of the most exciting events announced this Tuesday was the tribute to Charles Aznavour, a legendary figure in French son, although he also sang in English, Spanish, and his native Armenian. After having sung works by Michel Legrand and Gilbert Bécaud, Mario Pelchat will complete his trilogy of tributes to great European songwriters, by interpreting some of the

The organization also believes in the importance for its athletes to perform both on the field and in the classroom and provides them with a tutoring/mentoring program to help them do well in school. Those young people who have distinguished themselves with the Hornets before becoming successful in their respective sports, whether at the university or at the professional level, now find themselves on the organization’s “Wall of Fame”, which can be viewed on the Sun Youth website.

Genius of Albert Einstein inspiration for first ever 3D printed book G enius 100, an initiative of the Canadian Friends of Hebrew University (CFHU), that gathers a community of pioneering humanitarians and changemakers in such fields as the arts, sciences, leadership, technology and more, in order to help bring new and meaningful innovations to the worldwide community at large, wanted to commemorate the 100th anniversary of the publication of Albert Einstein’s landmark General Theory of Relativity in a very special way. “Originally, the idea was to create a bust of Einstein, and have 100 select individuals who have had an impact on humanity sign the bust. However, industrial designer Ron Arad wanted to take things in another direction. He felt a bust was not the best way to commemorate Einstein’s impact on the world. Instead, whom those 100 individuals would be to offer their respective visions of the future. Captain Marvel– had to cease publication of its superhero. Ironically, with the concentration of ownership in the comic book industry which resulted in the acquisition of Fawcett by DC Comics, in the 1970s the rights to the character ended up in the hands of the same company that had sued the original Captain Marvel. However, because of the trademark had been sold to another company, the revived comic book character changed his name to Shazam, which in fact was the name of the Wizard who had granted extraordinary powers to Billy Batson. Now, after all those years of absence from the big screen (there were just a few serials in the 1940s) the "big red cheese" as his archenemy Dr. Sivana used to call him, is back, courtesy of DC and Warner Bros. and as the first blockbuster of the spring-summer season, they expect big

Selling your house in Montreal’s hot real estate market 2019

I

t is no secret that in Montreal’s hot real estate market, buyers and sellers alike have already experienced multiple offers and over bidding in specific neighbourhoods; namely West Island, Westmount, Town-of-Mont Royal, Outremont, NotreDame-de Grace, Hampstead as well as areas of Laval and the South Shore of Montreal. Despite the low supply of properties for sale and the ever-increasing demand, an overpriced property will still take much longer to sell and will help the competing homes to sell quickly instead of yours! There is much more involved in selling at top dollar other than the hot real estate market. The successful sale of your home should always involve these 3 things: 1) Preparation Preparation is the initial process which allows a seller to prepare themselves mentally and ultimately prepare their home for a new potential owner. This will take a bit of physical and mental labor, and it is worth it! Start by removing all extras (clutter, books, and clothes in closets, personal photos, and bulky

furniture) in order to “air out” the space. Try to keep décor and colors neutral, with a bit of pop here and there. Make sure your home gets an overall “spring cleaning” so it shines and smells nice from top to bottom. Gather all your important documents and review the history of the improvements and renovations with your realtor. Next comes the presale building consultation, where you meet with the building inspector who will give your property an overall “checkup”. You may need to make small repairs and touch-ups such as painting or plastering, remove old carpets or you may have a more urgent repair that needs attention. This is a crucial step enabling the seller to declare everything to the next potential buyer. Sellers can also obtain estimates for a major repair, which will help the buyer better assess your home. Work with a realtor who understands the type of home you have and the target buyer the home will appeal to. This will allow you to fill out the Declaration of the Seller efficiently and prepare your home to sell! 2) PRICE PRICE PRICE! Remember your prop-

erty is red hot when it first comes out on the market and everyone will want to see it! If no one has shown interest within the first week, then you may have a problem with the price. Make sure you price correctly at the start of the listing, to avoid several drastic price changes. If not, work with your realtor and be proactive with the pricing to always keep the interest of the buyers, which dwindles very quickly! The price is the number one factor that drives buyers today – they are more knowledgeable than ever before and are economically cautious due to the restrictions of their mortgage pre-approval amount. They can smell an overpriced house a mile away and will steer clear of putting in an offer – they will just sit on the side line and wait it out. Work with a broker who offers you a plan and strategy on how to get the most money within your timeline. There are different ways of pricing your home smartly to beat out the competition, either slightly under the market value, or as close as possible to it, in order to incite a high number of qualified buyers. 3) Promotion

RBQ: 5596 - 6295 - 01

& Presentation Most buyers shop on the internet therefore your home needs to be presented in the best light possible using High Definition quality photos, staging and video. Along with the local website such as Centris.ca here in Quebec, your home can be featured on some other high traffic sites or social media platforms. Ask your broker what they plan to do to promote your property and create a buzz! A combination of on line, some print, open houses and out of the box

thinking, will get your property sold. Presentation is everything when potential buyers come for a visit. So that buyers can picture themselves moving into “their new home” soon, make them feel at home with pleasant fragrances and airy spaces – nothing cluttered. When you have followed these rules, and time is still ticking, then it is time to review the market again. See what else has sold in your neighbourhood and compare it to your home objectively. This is always easier said than done, so seek the advice of a professional, that’s what we are here for! On a final note, it is important to address

your emotions and leave them out of the equation. As a realtor I know buyer’s best and can look at your home from a buyer’s perspective. Offering candid advice to my seller’s help them make the best decisions when selling their home!
