Montrose Recreation District no longer has to hedge its bets by developing two plans for the coming community recreation center. The Colorado Department of Local Affairs officially announced Friday that the district was awarded $1.9 million. With an earlier $500,000 Daniels Fund grant and local fundraising efforts, the recreation district can proceed with the “enhanced” center option. “It’s confirmation it’s a great project, with entities giving more than they have in the past,” said Jason Ullmann, a recreation district board member. “It’s just nice now to know what, exactly, we will be building.” Voters living in the rec district boundaries last April approved a sales-tax increase to build a center. The district separately launched a capital campaign in hopes of being able to build a rec center with more offerings. The capital campaign money is in addition to the sales-tax revenues, and separate from
them. But, while waiting to hear the fate of its grant applications, the Montrose Recreation District had to proceed with developing, in tandem, two plans — the smaller plan for which tax revenue would have been sufficient, and the enhanced plan, for which the district launched the capital fund. The enhanced plan comes with 10,000 more square feet and adds a third middleschool gym court, as well as a larger lap pool and walking track with changing elevation, or “hill course.” Another enhancement made possible by the grant funding is a solar-heated water system, which will be used to warm pool water and result in a substantial savings on operational costs, said Ken Sherbenou, MRD executive director. “That was a piece DOLA was particularly interested in seeing,” he said. “We’re excited about this. This, basically, confirms we’ll be able to build the enhanced recreational center.” The third gym will help

It moved from eight lanes to a 25-yard-by-25-meter rectangle, which is nine lap lanes by 11 lap lanes.” The size of the walk/jog track “pretty much doubled” its size and the hill course will afford a more strenuous
workout. “That’s a great thing for folks who want to get a more athletic workout, especially folks in wheelchairs,” Sherbenou said. The enhanced walking track promises to be one of the best in the state, Ullmann said. “Now we’re going to have one of the best walking tracks in the state of Colorado, if not the western United States, and I think that’s a big deal,” he said. “It (grant) means we can build a facility that will be the right size for Montrose for a long time to come,” Ullmann added “A lot of other communities have built a rec center, and they’re so used, it feels like they’re undersized right away.” The DOLA award came from a $34.2 million pot of grant money through the Energy and Mineral Impact Assistance Fund program. Gala sets attendance record for HopeWest ‘Frozen’-themed event warms hearts at fundraiser for hospice organization Staff Reports
The theme of the annual HopeWest Gala may have been “Frozen” from the 3D computer-animated Disney film of the same name, but that’s where the similarities ended, as about 400 warm-hearted souls packed the Montrose Pavilion last Saturday. “An event like this wouldn’t be possible without the generosity of so many in our community who support us through sponsorships, donations to our auctions and by joining us for a night of entertainment in support of such a great cause,” said Nancy Hoganson, director of community relations for HopeWest. “We are deeply grateful for the community’s generous support.” HopeWest is a communitybased 501 (c) (3) that provides hospice, palliative and grief care for patients in Montrose, Delta, Mesa and Ouray coun-
ties. Since its inception in 1993, HopeWest has cared for more than 17,000 patients and their families. For the Gala, a record crowd of more than 400 attended, Hoganson said. “… We were blown away that 115 local volunteers have contributed almost 700 hours of their time to transform the Pavilion and make our event a success,” Hoganson said. The “Frozen”-themed gala began with a champagne reception and silent auction followed by an elegant dinner. Guests were treated to the musical stylings of the band “Déjà vu” and the dance floor was packed until midnight, said Alyssa Hampson, community relations coordinator for HopeWest. “The event also featured a rousing live auction,” Hampson said. Haynes also was an athletic trainer for the Montrose High football team, working in conjunction with In Motion Therapy, said Kirk Henwood, deputy superintendent for the Montrose County School District. She was a member of the track team and had recently been accepted for pre-med studies at Washington University, St. Louis. Haynes, according to her friends, also was bullied. “I think that’s the biggest thing about it,” Nation said of her friend’s death. “There was so much bullying going on toward her that she didn’t have many friends. It was real bad. She was always kind of by herself when at school. She would just get straight to her class.” The alleged bullying involved casting aspersions on Haynes character, Nation said. The groundbreaking ceremony will then commence, with free food, free family activities and a monitored bonfire. People do not have to participate in the fun run/walk in order to attend the groundbreaking, and MRD invites one and all.
Death: School district works with Center for Mental Health Haynes this year, Nation realized the way the other teen was characterized wasn’t fair. “She is literally the kindest, sweetest, best person I’ve ever met. She doesn’t care who you are. If you needed help, she would help you,” Nation said. “We’re all just devastated and our hearts really go out,” Henwood said. “It truly is a tragedy for the community as a whole. Our hearts just go out to the family.” The district deployed its “crisis team” after Haynes’ death and brought additional counseling into the school. Henwood said he wasn’t aware of whether Haynes had reported bullying to administrators or teachers. The district has a zero-tolerance policy for bullying, spokeswoman Erica Jiron said. “Bullying is challenging,” Henwood said. “People would like to believe
it’s easy to see. It’s really not. Our school administrators and counselors do the best they can, but almost by definition, people don’t do it in front of adults because they know there are consequences.” Additionally, not everyone has the same idea of what constitutes bullying, Henwood said. “Oftentimes, it’s a perception of what things are. That’s where mediation takes place, so kids maybe understand how the other person is feeling.” Nation said she isn’t sure that bullying can ever be completely stamped out. “People have to realize that bullying is never going to fully stop. Since it’s like so much of a chain reaction, it’s going to be hard for it to really get better. We got counselors and Safe2Tell (a hotline), but that doesn’t help, really,” she said. The district works in conjunction with the Center for
Mental Health in suicideprevention efforts and other mental health issues, Henwood explained. “We encourage people to talk to one another, and when troubled, upset or depressed, that they reach out and seek help,” he said. “That sounds so simple, but it’s actually a very difficult thing to do, sometimes, in our culture. “Oftentimes, people will hint that they need help. We encourage our students and staff to be aware, and if people ask for help, you get them to the right person to have that conversation.” Student and staff safety are paramount for the school district. “Coming out of this, based on what people who have reached out to the district said, we hope that after our grief and healing, we can move forward and find some answers so, hopefully, it doesn’t happen again to our young people or anyone in our community.” Nation said she’s stunned about the circumstances of Haynes’ death, especially in light of her friend’s recent acceptance into a pre-med scholar program. “She was so proud of herself and so excited. That’s another big reason why I don’t see why she did it, but I guess no one will really know,” Nation said. Wind-propelled fire scorches fields near homes BY KATHARHYNN HEIDELBERG DAILY PRESS SENIOR WRITER
The wind was perhaps expected, but the smoke? That got Ruth and Richard Wince’s attention Tuesday afternoon. “We decided we’d better see what was going on,” Richard said outside his home on Herman Road, near Olathe. “You see that much smoke and you are curious.” At the edge of their dead-end road, the rim overlooking train tracks and South River Road provided a nearbirdseye view of the source: dozens of acres were on fire. At one point, the flames jumped the river, triggering a “red alert” for homes at another location off U.S. 50. “The smoke was horrendous,” Ruth Wince said. “For a while, we could see the flames. It jumped the river and headed this way.” The flames climbed the hill at one point, scorching scrubby fuel and a downed tree, and leaving a swath of soot along a dirt track, but stopped well before crossing the track, where a canal ditch and farm field lay. Blast-furnace heat made the air shimmer. The preliminary cause of the fire was not provided by deadline Tuesday. Initial reports were that the fire began in the field below, with a small pile being burned. The wind gusted, blowing it out of control. The fire began north of the Herman Road location; the wind whipped it across the open area, Montrose County Sheriff Rick Dunlap said. The wind kept blasting at the scene, See FIRE, page 5

her husband, Todd, have spoken to many students who deal with bullying every day. The Hayneses said their daughter had been bullied. “Hundreds of kids have come to us and said it’s a problem,” Haynes said. “The general idea is that it doesn’t matter, because nobody’s going to listen to us, and we’re not going to speak up because then we become targets,” she said, speaking in reference to the students. The school board’s bullying prevention policy, available on the school district website, states that any student who participates in bullying or retaliates against a student who reports bullying faces consequences “including but not limited to suspension, expulsion and/or referral to law enforcement authorities.” School board president Leann Tobin said she heard “loud and clear” from parents that current rules on bullying need to be enforced. “We will absolutely look at the (bullying) policy and review it,” Tobin said after the meeting. “The second piece of that … is the consistency of enforcement. That’s something we’re going to work with Kirk (Henwood) and the

That was evident tonight, that the consistency isn’t there.” Despite the frustrations, parents and board members spoke positively of changing the current school environment. “I’m not asking for heads to roll. I’m asking for a change in our community and a change in our hearts,” Todd Haynes said. “You have great teachers; we have
a good community here, but we need whoever is going to lead this bullying policy to enforce it.” Henwood, who is the interim district superintendent, said the district will conduct anonymous student surveys about bullying in the next several weeks. “We’re trying to get an honest reflection of what our students are telling us and what our school environments are like,” he said. “I truly believe the school district is doing many things, and I think we can do many
more,” Tobin said after the meeting. “There’s bullying in our whole world. We just need to look at how we view people and value people. I think what happened to Caitlyn (Haynes) can be a catalyst for change for all of us.” Tobin said parents who think a case of bullying is not being adequately dealt with should contact Henwood. Womack was offered a plea deal to a single count of non-injury child abuse in return for supervised probation, payment of restitution and apology letters, according to previous paperwork angry parents provided to the Daily Press. They said the proposed agreement is too lenient. The District Attorney’s Office said the evidence didn’t support a more serious charge. Because prosecutors needed more time to get in touch with the victims’ parents about the proposed disposition, Womack’s March hearing had been continued to Tuesday. Deputy District Attorney Jason Wilson said then that, as early as 24 hours prior, he had anticipated Womack either pleading out the case or having it set for trial. But he was notified “of issues that need to be addressed,” he said, apologizing to those who had appeared in court to see the hearing. Wilson said a “vast number” of the parents objected to the hearing being continued, but, one way or another, Womack would “definitely” tender a plea at her next court date. Defense attorney Vincent Felletter said he had also anticipated the hearing going forward, but he received new information and word of a new investigation by law enforcement. “There is a need for both sides to look at this,” Felletter said, adding that the development could not have been foreseen. Further details about the reportedly new information were not immediately available. Visiting Judge Cory Jackson found good reason to continue the hearing. It was reset for 1:30 p.m. May 19.

Montrose County School District staff, administrators and local mental health providers received training on bullying prevention and policy this week as part of a districtwide effort to increase awareness and decrease frequency of school bullying. Speaker, educator and author Barbara Coloroso spoke to staff about how to deal with bullying in a way that changes the culture of schools as well as holds students who bully accountable for their actions. “Kids will say, ‘I didn’t mean to do it,’ but bullying is conscious … and it’s the antithesis of deep caring. Deep caring says we must relieve someone else’s suffering, and the more we can get kids to want to relieve somebody else’s suffering, the more we can eliminate bullying,” Coloroso said. Coloroso said the concept of deep caring must translate to every part of school guidelines and
rules, not just ones to do with bullying, in order to teach students to be compassionate. “The question we’re looking at is how do you raise a generation of kids to be bravehearted? They have to have a plan to be accountable for their own behavior and have agency,” she said. Interim district superintendent Kirk Henwood said the training was a positive beginning to a long season of change within the school district. “This is the first stage, and people left with a lot of reflection on what we are doing and how we can do things better,” Henwood said. “We’re starting the conversation of what are the values we have in schools and how do those systems and processes reinforce or not reinforce bullies … What are we intentionally and unintentionally communicating?” Coloroso spoke about student-tostudent interaction, state laws and policies on bullying. “When I talk about trying to change a bully, No. 1 is often
eliminated in (Colorado), and that’s holding kids accountable for what they did,” Coloroso said. One part of the training was teaching students that treating people well is intrinsically valuable, not because it’s a rewarded behavior. “We talked about the role we as human beings play in keeping this cycle of ugliness going, both as students and educators,” she said. Coloroso will return to Montrose in August to hold similar teaching sessions for parents and community members. Henwood said one of the first things the school district will do with Coloroso’s training is to look at “the definition of bullying, behavior guidelines and to make sure they’re in alignment and use them in instances of student discipline.” “It’s a baby step in a long journey, but it’s an important journey that we’re embracing to make our schools even better,” Henwood said. A mysterious text offered a possible clue to the whereabouts of a Montrose man not seen for a week. Robert Douglas Cassels, 44, of Montrose, was last heard from May 27. Cassels failed to show up for shifts at his job in Ouray at O’Brien’s Pub, and stopped communicating with an exgirlfriend with whom he had regular daily contract before, according to Montrose Police Cmdr. Gene Lillard. Cassels’ mother reported him missing; initially, the sheriff ’s office took the report, but determined it was Montrose Police Department’s jurisdiction because Cassels, who lives on South Third Street, was last seen here. Cassels’ mother received a ROBERT text June 1 from his secondary DOUGLAS cell phone number. That mesCASSELS sage indicated the phone had been found in a backpack at Black Canyon of the Gunnison National Park, Lillard said. The woman called the phone several times after receiving the message, but no one answered or returned the calls. Cassels’ family members searched around the East Portal of the park, but had no luck in locating him or his truck, a 1983 Chevy S-10 yellow pickup with black stripes on the bottom. The license plate number is 061-WCM. The Montrose County Sheriff ’s Office has been in touch with park officials, according to reports available to Lillard. Police have entered Cassels into missing persons databases and are checking on his bank activity. “Law enforcement is very concerned about his well-being and we would appreciate a notification if you hear or, or see Mr. Cassels or that vehicle,” Lillard said. Cassels is described as a white man, 5-feet10, 156 pounds, with blue eyes and short brown hair. Contact dispatch at 252-4010 with any information. The Montrose Community Recreation Center project will be completed at or below budget, the recreation district and board announced. The Montrose Recreation District secured the guaranteed maximum price for the new rec center and conversion of the current Aquatic Center into a field house. The guaranteed maximum price is, essentially, the budget for the project, composed of certificates of participation; grant and donation money from the Department of Local Affairs, the Daniels Fund and private sources; and about $500,000 from the district’s savings account. “We’re on budget and we still have what’s called an owner’s contingency of about half a million dollars that

is in the budget and hasn’t been spent yet. We’re holding onto that throughout the project,” MRD board member Barbara Bynum said. “Any savings that we have will come back to us. We basically locked in the price to build it.” Voters passed a 0.3 percent sales tax last April to fund construction of the multi-million project. The MRD has since secured additional funding through a capital improvement campaign to allow an enhanced center to be built.
Savings, sales tax The regular plan for the rec center, to be funded by the tax, includes a walk/jog track, warm water leisure pool, lazy river, therapy pool and spa, lap pool, fitness area with weights and cardio, two multi-court gyms, community room, indoor playground and family game room, climbing

wall, child watch, locker rooms and other amenities. The enhanced plan, to be funded by the capital campaign, adds a third middle school court in the gym, three more lap lanes, doubles the size of the walking track, and add a therapy clinic. The savings do not affect the sales tax, Bynum explained. “By law, when you vote on something like that, it can’t just be changed. That sales tax will continue for the number of years as is in the ballot language.” The voters would have to be asked to approve a repeal of the tax, she said, just as they would have to be asked to approve an increase. “It might allow us to pay off the rec center sooner,” she said, referring to potential savings. “We still borrowed the money. ‘We don’t want it to fade away’ Foundation honoring Caitlyn Haynes works to address bullying in Montrose schools BY KATIE LANGFORD

In the three months since Caitlyn Haynes lost her life to suicide, her family and friends have worked tirelessly with one objective in mind: to make sure that no family goes through what has become their reality. “We knew, pretty much right away, that we don’t want any family to ever have to go through what we went through, and if us standing up and being a voice in this community is what it takes … then that’s what we want to do,” said Ashley Pietak, Caitlyn’s older sister. Before You Hate Think of Cait is the Haynes’ response to Caitlyn’s death, which they have said was influenced by frequent bullying. Including Pietak and her mother, Maya Haynes, the foundation consists of six board members (Kerri Noonan-Inda, Yesenia Duncan, Russell Tomlin and Mark Harmon) and a liaison (Anne Hilleman) from Montrose County School District. Pietak said the board is a mix of friends, community members and former educators. “We formed it because, I’m not kidding you, two days after my sister passed away, people were reaching out to us, saying ‘We want to make change, what are we going to do?’” Pietak said. “It was like, we’re just trying to breathe right now, so it was kind of crazy.” Since then, the board has formed, applied for non-profit status (which is pending) and worked closely with the school district to address the issue of bullying in schools. Lavender bumper stickers with the word “Love,” surrounded by the foundation’s name, can be seen on cars around Montrose. “People have really latched on to that hashtag, Before You Hate Think of Cait … so we want to continue with the momentum that the community has right now, while it’s still fresh and hard to think about. We don’t want it to fade away into the background,” Pietak said. That momentum has led to a community-wide conversation about bullying: why it happens, who it happens to and how to stop it. Caitlyn’s parents, Todd and Maya Haynes, have worked sideby-side with district administration to address bullying. They were part of an initial conversation about bringing in bullying expert Barbara Coloroso to train district administration and staff. School is starting one day later this year in order to accommodate a training session for teachers, and the foundation is sponsoring a free seminar in August, in which the same information Coloroso has given to district staff will be available to the community. “That has been my family’s See BULLYING page A7

Fireworks have gone high-tech, even for 45-year veteran pyrotechnician Dic Divis. Divis, 61, admits he was one of the last pyrotechnical holdouts to transition from using highway flares to an electronic-ignition system. “Hey, I’m old-school. I prefer the flares. Nowadays, they’d (insurance companies) rather you stand 100 feet away than right next to it with a flare,” said Divis of J&M Displays, the company hired to coordinate the city’s Fourth fireworks aerial display. “I’ve been holding out, so this is the first year I’ve gone to a totally electronic system. Montrose’s men and women in blue were in full force on the Fourth holiday, especially visible during the Main in Motion event on Main Street. “This is just kind of what we do every year,” said police officer Robbie Satterly, who was on foot patrol with Sgt. Tim Cox and Andrew Spear. Officer Brian Rumbaugh also was on bicycle patrol. Satterly said their cruisers were parked closely in the event they needed to respond to an off-Main Street emergency. With a heightened national alert respective to terrorism, Satterly said the department is mindful of that, but there were no known specific threats. “No, there’s nothing specific. “That has been my family’s goal, since this happened, to show love. We want this to be a safe community, where kiddos feel safe — and not just kiddos, (but) adults, because bullying isn’t just in the schools. It’s everywhere,” Pietak said. In the past months, many people — district administration, school board members and Todd and Maya Haynes — have repeatedly emphasized that changing bullying in the schools and community will be a long process. “It’s teaching kids to think and act
ethically, and that’s where the focus lies, not just ‘don’t be a bully.’ It’s a culture change,” Pietak said. Anne Hilleman, director of Exceptional Student Services at MCSD, has been the connection between the Haynes family and the school district throughout the past months. While working with the Haynes may be a part of her job, Hilleman said the connection she feels to the foundation, as a parent and an educator, goes beyond that. “I wear a couple of different hats, but

Sales tax revenues continue to climb

Youth Appreciation Day on Saturday was a veritable wealth of experiences for Montrose children with venues of interesting activities scattered throughout the city. In all, there were about 30 fun-filled activities at about 10 venues. At McNeil Sports Complex, children’s natural attraction to water drew crowds to the Gunnison Gorge Anglers lakeside canopy as fly fishing-savvy enthusiasts Marshall Pendergrass and Joe Evans offered children instruction on the basics of the artful motions of casting. In a caring, grandfatherly way, Pendergrass explained the motions of fly-casting. “Go to 10 (o’clock) and 2 (o’clock). 10 and 2. 10 and 2,” he instructed, as about 12 feet of bright yellow floating flyline remained artfully airborne before a fore-cast settled the line calmly on the water. Pendergrass is a fly-fishing aficionado, as he serves as president of Colorado Trout Unlimited. Nearby, a Delta Montrose Electrical Association lineman warned of the energy of 7,200 volts and the dangers associated with downed power lines as they instantly scorched hot dogs and fruit with the controlled contact of a high-voltage wand.

Finally, the hotel and restaurant tax (nonexcise) revenue is up about 10 percent, or $1,791 over 2014 figures through six months. derogatory name-calling and taunting. “Bullying is not about (being) mad, it’s about utter contempt for another human being,” Coloroso said. “It’s a conscious, willful, hostile activity intended to harm and getting pleasure from someone else’s pain.” Coloroso’s three-hour sessions covered everything from raising children who think for themselves to dealing with bullies and bullying victims through restorative justice. The event was sponsored by Montrose County School District and Before You Hate Think of Cait, a non-profit board of directors that was formed in the months after Montrose High School student Caitlyn Haynes lost her life to suicide. Haynes’ parents, Todd and Maya, have been at the forefront of a community effort to bring attention to bullying in schools and the community. They have said frequent bullying was a cause of their daughter’s struggles with depression and her suicide. “We hope that it will bring the community together so we can all battle bullying, whether it’s in the schools or the workplace or at home,” Todd Haynes said. “The schools can’t do it alone.” Maya Haynes said one of the reasons Coloroso was chosen to work with the district and community was her approach to

behavior change. “It’s not reward-focused, it’s character,” she said. “You do this because that’s what’s right, not because there’s something in it for you. You do it because that’s how you treat human beings.” One of the defining characteristics in school bullying policies is that bullying is a repetitive action, which Coloroso disagrees with. “One time being called a slut matters. One time being ostracized from your peers matters, because it’s mean and it’s cruel,” Coloroso said. “One time matters.” She also challenged the idea that the burden of keeping the peace is on the bullying victim. “Why is it up to the targeted kid to leave class early so she’s not tormented? Why aren’t the girls who are tormenting escorted out of class early so they can’t do it to anyone else?” Coloroso will spend four days with teachers and administration before school starts, and she’ll return to Montrose to talk with students in a few months. Maya Haynes said this is intentional: the bullying problem will
not be solved in a few hours of training. “It’s going to be a forever thing,” she said. “It’s not an easy fix and it’s not going to go away, but we’re going to try to change the atmosphere so it’s not socially acceptable anymore.” Todd Haynes said Before You Hate Think Of Cait needs community support to continue to grow and create change. “We’re trying to get the community to back us a little bit more, to get the word out,” he said. “The more people that will jump on board with us, the better this outcome will be. We need more bodies and more voices, to say that this is a huge thing and that kids do matter. Forest Service sets limits on Rainbow gathering SAGUACHE, Colo. (AP) — The U.S. Forest Service is allowing a hundreds of people to camp in the Rio Grande National Forest, despite the fact that it violates strict limits on the number of people allowed in those areas. Forest officials said it’s almost
impossible to enforce the limits because the campers have no leaders and no one who can give orders. Normally, any group of more than 75 people wanting to use the National Forest would be required to sign a group permit.
Instead of a permit, the Forest Service developed an operating plan that outlines their expectations for how the Rainbow Family will utilize National Forest resources. The plan includes parking only in marked-off areas, maintaining cleanliness and
sanitation in kitchens and latrines. Angie Krall, acting district ranger for the national forest in southern Colorado, said most people are following the rules, but a few tickets have been issued for drug use and illegal parking.
