ARANGAY KO! PAMAYANAN KO! TUTULUNGAN KO!


ANO ANG BARANGAY? Ang Barangay ay kalipunan ng mga magkakalapitbahay na binigyan ng karapatan na magpairal ng lokal na pamamahala ayon sa itinakda ng Local Government Code of 1991 sa pamamagitan ng R. Act No. 7160. Ang Barangay ay ang pinakamaliit na sangay ng pamamahala na naglalayun na magkaroon ng partisipasyon ang mga tao sa pagbalangkas at pagpapatupad ng mga alituntunin, programa, at mga batas para sa kaayusan at kaunlaran ng kanyang nasasakupan.


ANO ANG KONSEPTO NG LOCAL GOVERNMENT CODE? 1. Ang Devolution of Power o pagsasalin ng mga kapangyarihan sa local na pamamahala na itinakda ng Local Government Code 1991 upang mapabilis ang paghahatid ng mga bisikong serbisyo sa mamamayan. 2. Ang Debureaucratization o pagbabawas ng burokrasya sa pamamahala at paghahatid ng mga serbisyo sa mamamayan.


Ano-ano ang mga pamamahala na dati ay nasa sentral na pamamahala at ngayon ay nalipat na sa local na pamamahala ng Barangay? 1. Karapatan na magtakda ng mga batas o ordinansa na angkop at nababagay sa lokal na pamahalaan. 2. Karapatan na magpatupad ng buwes upang mangalap ng kinakailangang pundo na gagamitin sa mga pambarangay na mga proyekto. 3. Ang pagpapanatili sa kaayusan (Peace and Order) sa nasasakupan ng barangay.


4. Pagpapatupad ng mga programa at proyekto tungkol sa kalinisan at kalusugan ng mga mamamayan. 5. Magpatupad ng mga ordinansa ukol sa pagpapaunlad ng kalakal at magpasigla ng livelihood projects sa barangay. 6. Magtakda ng mga alituntunin ukol sa konstroksiyon ng mga gusali at mga bahay sa nasasakupan ng barangay. 7. Kontrolin ang paglipana ng mga eskuwaters sa kanyang nasasakupan. 8. Sugpuin ang paglaganap ng masasamang bisyo at gawain sa barangay.


9. Magpatupad ng mga ordinansa na magpapanatili ng kaayusan at mahusay na daloy ng trapiko sa nasasakupan ng barangay. 10. Magpatupad ng mga programa sa pagkakaroon ng day care units sa barangay. 11. Magtakda ng mga ordinansa upang ang mga kinakailangang kagamitan o pundo ay maipamahagi ng maayos sa mga nangangailangan lalong lalo na sa mga mangangalakal at nangangailangan. 12. Gumawa ng mga pamamaraan upang mas higit ang partisipasyon ng mga mamamayan sa pagpapatupad ng mga programa at kaayusan sa barangay.

TWO EXTREME WAYS IN WHICH POLITICS IS EXERCISED 1. People Oriented Politics – means all arrangements entered into or the interests advanced by the candidates or political parties, or incumbent officials are that of the majority of the people. The issues tackled and platform of government offered redound to the benefit of the barangay members, especially those who are poor.


2. Personality Oriented – means that motivations and activities of those seeking public office are directed towards the benefit of their persons. The concerns of the barangay officials will be the interest of friends, relatives, and the like, with the welfare of the majority having lower priority. This is the kind of politics we have in the Philippines today.


PERSONALITY ORIENTED POLITICS THE VOTER

 Selfish: supports candidates with “strings attached,” for favors later.  Unconcerned: uses connections to evade law.  Short sighted: uses personality  oriented reasoning in choosing a candidate.


THE BARANGAY OFFICIAL

 Selfish: passes ordinances that favors one’s self and one’s interest.  Unconcerned: fails in the delivery of basic services  Short sighted: emphasizes projects that are short term, e.g. sports fests, fiesta, etc., and disregarding more important projects.


PEOPLE ORIENTED POLITICS THE VOTER

 Responsible: Tries his best to get to know all the candidates before the elections; selects candidates both for their personality and for their stand on barangay issues, as well as their competence.


THE BARANGAY OFFICIAL  Honest and generous: passes ordinances beneficial for the whole barangay, appoints deserving people in positions of power; uses barangay resources for the good of the people.  Concerned: attends to basic services like the collection of garbage, livelihood, traffic, etc., with diligence.  Visionary: promises realistic and comprehensive plans, which also address national issues.

GOOD and ACTIVE CITIZENSHIP

Good Citizenship means to conduct oneself in accordance with the rights, duties, and privileges of being an inhabitant of a geographical location by means of birth or naturalization.


FIVE MOST IMPORTANT CHARACTERISTICS OF A GOOD CITIZEN

 1. Honesty – is the quality of being free from fraud or deception, displaying integrity, equitable, fair. Being honest mean being sincere and consistently truthful, being ethical in thoughts, words, and deeds. Being honest means keeping your word and having and maintaining personal integrity.


 2. Compassion is the deep awareness of the suffering of another coupled with the wish to relieve it.  3. Respect or to be respectful means to show regard for or to have appreciation of something or someone. Specific examples of respect could be to one’s self and one’s own rights, others, authority, or the Creator.


4. Responsible means being able to be a source of cause and therefore required to give an account one’s actions or be answerable for one’s behavior. It can also mean that one can be trusted and depended upon to carry out one’s duties and obligations. Synonym would be accountable and reliable.


5. Courage is the state or quality of mind and spirit that enables one to face danger, fear, with self possession, confidence, and resolution. Courage has also been described as the mental quality that allows one to perceive danger and feel fear and yet still take decisive action.

 CHAPTER VII Disposition of Proceeds  Section 271. Distribution of Proceeds. - The proceeds of the basic real property tax, including interest thereon, and proceeds from the use, lease or disposition, sale or redemption of property acquired at a public auction in accordance with the provisions of this Title by the province or city or a municipality within the Metropolitan Manila Area shall be distributed as follows:


Chapter VII Section 271 Distribution of Proceeds 1. Basic Real Property Tax 70% shall accrue to the general fund of the City. 30% shall be distributed to the component barangays of the city where the properties are located in the following manner: -50% shall accrue to the barangay where the property in located. -50% shall accrue equally to all the component barangays of the city


2. Internal Revenue Allotment (Chapter 1 Sec. 284) Local Government Units shall have 40% share in the National Internal Revenue Taxes to be distributed as follows: 23% - Provinces 23% - Cities 34% - Municipalities 20% - Barangays


Provided, further, That the share of each barangay with a population of not less than one hundred (100) inhabitants shall not be less than Eighty thousand (P80,000.00) per annum chargeable against the twenty percent (20%) share of the barangay from the internal revenue allotment, and the balance to be allocated on the basis of the following formula: (1) Population - Sixty percent (60%); and (2) Equal sharing - Forty percent (40%).


Section 286. Automatic Release of Shares. (a) The share of each local government unit shall be released, without need of any further action, directly to the provincial, city, municipal or barangay treasurer, as the case may be, on a quarterly basis within five (5) days after the end of each quarter, and which shall not be subject to any lien or holdback that may be imposed by the national government for whatever purpose. (b) Nothing in this Chapter shall be understood to diminish the share of local government units under existing laws. Section 287. Local Development Projects. - Each local government unit shall appropriate in its annual budget no less than twenty percent (20%) of its annual internal revenue allotment for development projects. Copies of the development plans of local government units shall be furnished the Department of Interior and Local Government.


CHAPTER II Share of Local Government Units in the National Wealth Section 289. Share in the Proceeds from the Development and Utilization of the National Wealth. - Local government units shall have an equitable share in the proceeds derived from the utilization and development of the national wealth within their respective areas, including sharing the same with the inhabitants by way of direct benefits. Section 290. Amount of Share of Local Government Units. Local government units shall, in addition to the internal revenue allotment, have a share of forty percent (40%) of the gross collection derived by the national government from the preceding fiscal year from mining taxes, royalties, forestry and fishery charges, and such other taxes, fees, or charges, including related surcharges, interests, or fines, and from its share in any co-production, joint venture or production sharing agreement in the utilization and development of the national wealth within their territorial jurisdiction.


Section 291. Share of the Local Governments from any Government Agency or Owned or Controlled Corporation. - Local government units shall have a share based on the preceding fiscal year from the proceeds derived by any government agency or government-owned or controlled corporation engaged in the utilization and development of the national wealth based on the following formula whichever will produce a higher share for the local government unit: (a) One percent (1%) of the gross sales or receipts of the preceding calendar year; or (b) Forty percent (40%) of the mining taxes, royalties, forestry and fishery charges and such other taxes, fees or charges, including related surcharges, interests, or fines the government agency or government owned or controlled corporation would have paid if it were not otherwise exempt.


Section 292. Allocation of Shares. - The share in the preceding Section shall be distributed in the following manner: (a) Where the natural resources are located in the province: (1) Province - Twenty percent (20%); (2) Component City/Municipality - Forty-five percent (45%); and (3) Barangay - Thirty-five percent (35%) Provided, however, That where the natural resources are located in two (2) or more provinces, or in two (2) or more component cities or municipalities or in two (2) or more barangays, their respective shares shall be computed on the basis of: (1) Population - Seventy percent (70%); and (2) Land area - Thirty percent (30%) (b) Where the natural resources are located in a highly urbanized or independent component city: (1) City - Sixty-five percent (65%); and (2) Barangay - Thirty-five percent (35%) Provided, however, That where the natural resources are located in such two (2) or more cities, the allocation of shares shall be based on the formula on population and land area as specified in paragraph (a) of this Section.
