Lawmakers in fire fight By Keith Platt BACKYARD burning will be stamped out if Mornington Peninsula Shire councillors get their way. Proposed local laws will see offenders fined $2500 for burning waste in an incinerator or the open air. The ban on backyard burning is spelt out within three local laws being ex-

hibited for public comment by the shire. The local laws cover many activities and parts of daily life, including fines of up to $2500 for misuse of rubbish bins or failing to destroy nests of English or European wasps to $1250 for not picking up dog poo or making audio or video recordings of council committee meetings.

A $2500 penalty will apply if the occupier of a property does not “immediately notify the council in writing if his or her approved garbage bin develops a defect, is destroyed or damaged, or is lost or stolen�. The new local laws roll the existing six into three and, according to governance team leader Mark Howells, are written in more easily understood

“plain English�. He said they represent a fresh approach and are the result of “the first comprehensive review and re-write of the local laws since 1995�. However, they also bring attention to the many laws that council can use to control actions of the public. Bans on drinking in public places, for instance, mean families can be fined for enjoying a late afternoon

Low rate rise an election year gift Chance to comment on the budget THE draft budget is on public exhibition until Tuesday 26 June. The shire is calling for public submissions and will consider them on Thursday 12 July. A budget briefing for the public will be held at 7pm on Wednesday 13 June at the shire’s Rosebud office, Besgrove St. Councillors will vote on the budget on 23 July. Download the budget from www.mornpen.vic.gov.au or visit shire offices in Mornington (Queen St), Hastings (Marine Pde) or Rosebud (Besgrove St). Residents from outside the shire will pay $100 for using the tip. This will mainly affect residents of Frankston City, which does not have a tip. Dumping a cubic metre of green waste will cost shire residents $30 and $50 for outsiders. On Tuesday, the mayor, Cr Frank Martin, said in a statement that the draft budget was “the next well-planned step in the shire’s long-term journey, as the shire continues with a wide range of important strategic programs, while increasing funding for some programs to respond to community needs, within the limits of affordability”. “Council is very conscious of the current tight economic circumstances,” he said. “Council rates this year, which include absorbing the cost impact of the carbon tax imposed by the federal government, will rise by a modest 3.9 per cent, maintaining the shire’s position as having rate levels among the lowest in Victoria.” He said borrowing would reduce by $4.3 million over 2012-13 “as we continue to live within our means”. The draft budget included “the continuation of the 10-year, $30 million ‘local integrated drainage strategy’ to respond to increasing storm and flooding events”. There would be “an ongoing commitment to

By Mike Hast MORNINGTON Peninsula ratepayers face a 3.9 per cent rate rise in 2012-13, based on the draft budget presented to the council on Monday night. It could be the lowest rise in well over a decade if approved by councillors in July. They almost certainly will keep the figure low after a decade in which rates have effectively doubled. With an election looming in October under the shire’s new ward and voting system, many councillors seem inclined to woo the electorate with a pleasant rates surprise. Last year’s rise was 6.8 per cent according to the shire, but 9 per cent according to independent experts who factored in additional imposts that should be included when calculating rates and charges. Next financial year’s municipal charge rises by $10 to $160. Many charges such as fines rise between 5 and 10 per cent. For example, an unusual one, the cost of retrieving a sheep or goat from the pound rises 4.35 per cent to $115. The increased charges will bring in $119.7 million. A further $1.7 million will come from the opt-in green waste collection. The shire expects a $13.2 million surplus for the financial year, a $1.6 million increase over 2011-12, but $3.4 million less than forecast. The budget papers state this drop is due to a decrease in grants – both operating and capital – as well as contributions and user charges, and increases in employer costs. Some tip fees rise dramatically. A degassed fridge will cost $7 more, leaping 46.7 per cent to $15. The cost of taking a mattress to the tip remains the same – $20 for a double, $16 for a single. The base rate for a cubic metre of garbage goes up $5 to $70, or 7.14 per cent.

No stone unturned for heritage winners By Mike Hast IF you’ve spent time on peninsula beaches between Mornington and Portsea and admired the solid stone seawalls, you’ve seen veteran stonemason Rex Hepner’s handiwork. Mr Hepner has built walls on the coast of Port Phillip for almost 60 years and earlier this month received the 2012 lifetime achievement award at the Mornington Peninsula Heritage Awards. The awards were started in 2011 by the peninsula branch of the National Trust in conjunction with Mornington Peninsula Shire. This year’s event was on Friday night 18 May at historic Mt Martha House, coincidentally just up the road from one of Mr Hepner’s immoveable walls. As fate would have it, his son Tim Hepner, also a stonemason, collected an award in the “professional and heritage trade skills� category for his work at the Dromana Pier precinct. There were 16 awards in five categories. National Trust branch president Judy Walsh said Mr Hepner senior had built masonry works on the peninsula over many years. They included stone memorials in Mornington Memorial Park, using granite rescued from Robert Watson’s Melrose Run in Mt Martha, built in the 1870s. Mr Hepner is also responsible for the entrance to Hillview Quarries in Boundary Rd, Dromana – no prizes for guessing where the stone was sourced – and, most recently, the forecourt of Dromana Pier where he helped his son

Tim integrate new stone walls into the seawalls Hepner senior built years ago. The problem of joining new and old was solved when Mr Hepner informed his son he still had the moulds of the distinctive wave deflector seawalls that keep Port Phillip waters at bay. Mornington and Mt Martha figured prominently at the awards. The recently restored Mornington Band Hall, now called Mornington Park Pavilion by the shire, was honoured in the category “restoration of a heritage place�. Architect Steve Hofer of Williams Kaye Hofer in Mornington collected an award in the “professional and heritage trade skills� category for architectural management the project, and David Hampton of the shire for project management. Oak Hill Gallery on MorningtonTyabb Rd, an 1892 Italianate-style Victorian villa, received a gong for “creative re-use of a heritage place�. Gilpip Bayside Projects won an award in this category for its redevelopment into apartments of the former St Macartan’s Primary School in Tanti Ave, part of which was destroyed by fire last October and rebuilt again. Friends of Tanti Creek in Mornington won the award for “sustainability/ greening of a heritage place� for its five-year restoration of the creek estuary. An award for “restoration of a heritage place� was won by Jarrod Ruch, senior ranger at The Briars Park, for re-establishing the historic kitchen garden and apple orchard at the old homestead. Skate park to open THE opening of the Mt Eliza Skate Park last Saturday was cancelled due to wet weather and has been rescheduled to this Sunday. A highlight will be the MOSS Jam skate demo. MOSS (Melbourne Old School Skate) Foundation president Rob Francis, of Mt Eliza, said some of the state’s best skaters and BMX riders would be on show. Mr Frances said the skate park had a challenging layout. Mt Eliza Ward councillor Leigh Eustace said the park was a combination of a two-level bowl and a street circuit. The competition is for open male and female, under-16 and under-12 BMXers (register from 11am) and skaters (2pm). The opening from 1-2pm will feature the MOSS Jam demo. Woodland off to panel THE long-running saga of the Woodland area of Mt Eliza continues, with the shire council sending the matter to Planning Minister Matthew Guy. The shire has asked for a second independent panel to approve its proposal to restrict subdivision in the area bounded by Nepean Highway, Humphries, Moorooduc and Canadian Bay roads. In 2006, the shire asked the government to approve a planning amendment to stop landowners making blocks smaller than 2500 square metres as well as rules about vegetation removal and distance between buildings and fences. The amendment was rejected by the panel and then planning minister Justin Madden, who did not want mandatory restrictions on block sizes. The Woodland issue has set neighbour against neighbour with some supporting subdivision and others wanting to retain the large, treed blocks of between 2600 and 4000 square metres. Last year, the shire received submissions from 259 people supporting the restrictions and 80 disagreeing. Mike Hast

Councillor’s fight against booze ban By Keith Platt MORNINGTON Peninsula’s strict alcohol bans are discriminatory, disappointing and contravene human rights, according to former mayor Cr Graham Pittock. He says the shire should dump local laws banning alcohol on beaches, in public places and roads across the peninsula. Cr Pittock believes police already have enough power to arrest of control drunken and offensive behaviour. “Under the local law, people are breaking the law by having a wine or a beer on the beach,” he said. Flouting the law attracts a penalty of $625 for a first offence and $1250 for subsequent offences. Cr Pittock said the unacknowledged “dark side” of council’s local law is that it is aimed solely at young people. “In areas like the beach, young people are the ones most likely to be high spirited, but police are already equipped to deal with those situations. “Council shouldn’t be involved.” While councillors had been reassured that mums and dads drinking on the beach would be overlooked by police, Cr Pittock felt this was discriminating against the young. It seemed strange that the local law would be administered by police and not council’s own rangers. Cr Pittock said the issue also raised questions about whether police would be contravening their own standards by not applying the law when they saw it being openly flouted. “Who has told them to ignore mums and dads? If we’re going to have a blanket ban against drinking, it should be for everyone, not just discriminating against young people. “I don’t even know if police want these powers.”

Cr Pittock believes council wants to get its new local laws in place before it enters “caretaker” mode 32 days before this year’s October municipal elections. But he has warned adopting the new laws does not mean they will be permanent. “I’ll be making people aware of what’s happening during the election campaign, because a review of the local law can be undertaken at any time,” Cr Pittock said. “I believe the laws are discriminating and too discretionary.” Cr Pittock said he would be urging residents to make submissions against the proposed drink bans, which are part of the proposed local laws about to be exhibited for public comment. One of the reasons given for the new local laws is that they are presented in a plainer, easier-to-understand style. However, rolling the existing six local laws into three also includes more restrictions and penalties, including bans on backyard burning. “This council really has too much power – I don’t think banning drinks is anything to do with us. “There are enough laws already. This is a carryover from the dark days when council thought it had more power than it did.” The proposed local law is no different to the existing one, which bans drinking alcohol in public on Australia Day and New Year’s Eve. Bans across the shire for the rest of the year include car parks at back beaches within Mornington Peninsula National Park as well as commercial centres and Arthurs Seat. Alcohol is banned at beaches in Mornington, Mt Martha, Dromana, Rye, Somers, Hastings, Balnarring Beach and near Portsea pier.

The proposed ban on backyard or open-air burning has been previously discussed, and subsequently abandoned, by the shire. Incinerators and open fires are at present only allowed at restricted times on Fridays and Saturdays. Cr Tim Rodgers says the time has come for them to be banned altogether in residential areas. If adopted, the new laws would mean that incinerators and open fires can only be lit by owners of large properties. Those on properties of less than 2000 square metres must find some other way of disposing of grass, leaves and branches. The shire charges a fee for its green waste collection service and supplies three “free” tip tickets with rate notices. Owners of properties between 2000 and 40,000 square metres can have fires 10am to 3pm on Fridays or Saturdays providing they are more than 50 metres away from any neighbouring house. Landholdings above 40,000 square metres are allowed to have fires provided they are not within 500 metres of a neighbouring dwelling. Cr Rodgers said banning backyard burning “has been a passion of mine for a number of years”. If the new laws were adopted, the peninsula would “be joining most other shires in the state – we’re one of the few left”. Cr Rodgers said health issues, pollution and amenity were the main reasons for wanting the ban. “Smoke affects asthmatics and the elderly and there’s the obvious environmental impact from smoke and danger of uncontrolled fires.” He said that “ideally” the cost of having green waste collected “won’t be prohibitive”. “The time of having free waste collections is long gone,” Cr Rodgers said.

Devilbend grant

Red Bluff cash MORNINGTON Environment Association has won another Coastcare grant from the state government, which will help restore and replant Red Bluff track edges and lookouts at the southern end of Mills Beach. Association president Jan Oliver said the project included signs; weed clearing; replanting of understory shrubs and grasses; making, installing and monitoring of nesting boxes; and establishing two research sites around the clumps of moonah “as these are unusual in Mornington”. Contractors, adult volunteers and school children would be involved, Ms Oliver said. “We will also have funds for a newsletter to bring more volunteers as well as carrying out surveys of the users of the tracks on Mornington’s iconic red cliff headland,” she said. A NEW $1.6 million recreation and leisure area for residents and tourism attraction for visitors is scheduled to open later this year at Devilbend Natural Features Reserve in Moorooduc. “The area of the reserve available for park visitors to explore will also increase six-fold, with an additional 30 hectares opening up to visitors and sections of the chainmail fences being removed,” Hastings MP Neale Burgess said. Include in the works are:  A new entrance.  Asphalt entrance road, 50 car spaces and an extra 30 places for special events.  New picnic facilities and toilets.  Walking tracks and reservoir access points.  Two new fishing and viewing platforms. Public access to existing park facilities will be limited during the sixmonth construction time. The Devilbend picnic area is on the side of the Devilbend Reservoir wall off Graydens Rd.

Fire warning signs THE state government will install automated fire danger rating signs on the peninsula before summer. Nepean MP Martin Dixon said the signs would “typically be located along the roadsides of high-traffic areas that are on route to high-risk bushfire areas and as identified by the operational needs of both the CFA and DSE”. The “half-moon”-shaped signs would be remotely activated and feature automated indicators and an LED variable message display for bushfire safety messages.

Football tragedy commemorated By Mike Hast ALMOST 100 people commemorated the 120th anniversary of the Mornington football team disaster at a service on Sunday 20 May. A new sign was unveiled next to the monument at the bottom of Main St opposite the historic courthouse. It tells through words and pictures about the black day in the town’s history when 15 members of the football team drowned off Mt Eliza while returning from a match at Mordialloc aboard the sailing boat Process. Mornington and District Historical

Society president Dianne White told the gathering the incident was “a tragic loss of life” and had plunged the whole town into mourning. Only one body was recovered by searchers on the morning after the incident on Saturday 21 May 1892 off Pelican Reef, that of Alfred Lawrence, 19, who was tangled in rigging. Mrs White said three other bodies were found over the next two weeks, at Mt Eliza, Rosebud and Rye. Janet Groves, a relative of Charles Ernest Allchin, one of eight teenagers who drowned, said “Charlie was my grandfather’s brother”.

He had met the team in Mordialloc, coming by train after working in Melbourne where he was learning to be an architect. When the team left after the game, bank manager Mr Short gave up his place in the boat so Charlie could travel with his best mates, the three Caldwell boys, sons of the Rev James Caldwell. Mr Short and two other team members, one of whom had been seasick on the journey up, returned to Mornington on the train. Historical society members Dawn Fisher and Val Wilson read biographies of other team members, and Keith

White read a piece written by disaster researcher Neil Taylor, who could not attend. Mr Taylor, a longtime Mornington resident, taught at the Peninsula School before his retirement. Mornington MP David Morris said it was important to keep history alive and the interpretive sign would reveal the story to a wide audience. “The population of the town was about 900 and one can only imagine the impact of the tragedy,” he said. The whole state shared Mornington’s grief and a VFL game between Carlton and Collingwood saw all players wearing red crepe armbands to honour the

team. “All football ground flags flew at half-mast,” Mr Morris said. In June there was a VFL benefit match between the “Norths” in Fitzroy jumpers and “Souths” in South Melbourne jumpers, which ended in a 4.8 draw. The ceremony was filmed by an ABC TV crew and parts were shown on Monday morning during the ABC1 news as well as in the documentary The Ghosts of Australian Football on Friday 25 May on ABC News 24 for a special episode of the Contact Sport segment.

Homegrown TV series is a reel winner By Keith Platt MORE used to being behind the camera, Phil Harris has to make a few adjustments when confronted by the black hole of a zoom lens. More used to telling people to relax than taking his own advice, Harris manages a grin and politely asks if enough shots have been taken. A cinematographer who edits his own footage, writes scripts, lines up sponsors and sells ads, Harris is the product of the digital television age. From a nondescript factory in Mornington, Harris’s Lennox Productions creates a fishing and lifestyle television series that currently screens on two TV channels (one pay and one free-to-air) in four states. River to Reef is about to switch channels, which, as Harris explains, is nothing surprising in the digital age. An increasing number of TV programs are aired on bought time, with producers paying the channels for airtime and then seeking to cover costs through sponsors and advertisers. It is a finance model pioneered by free community newspapers, including The News. Marketing company STW Group has signalled its entry into what is now being called “branded entertainment” by backing Hatch Entertainment, which already claims to be considering five “branded” productions. The idea is certainly nothing new to Harris who has been producing River to Reef for the past six years. The early shows were made in conjunction with a radio host, the late Glenn Knight, and were a visual version of a fishing and boating program he ran on radio for 18 years. The rough nuts and bolts for River to Reef were

basically worked out over a long lunch when Harris was in between jobs. “I thought ‘what do I do now – corporate videos’, but then I thought about doing a series, the same gig every week.” A pilot and two episodes were put to Channel 31, which agreed to air the show, beginning the start of a weekly show that, in the end, set a pace that was impossible to keep up. “We bought air time, set up an office at Patterson Lakes – things were bubbling along quite nicely.” The crew would go to an area and visit the pub to find out where the fish were biting and who was catching them. “We used the local fishos to tell the story. It was like making a silk purse out of a sow’s ear, but we made 97 episodes.” Harris and Knight split amicably two years ago and the show was revamped and centred on taking a (sponsored) boat with a (sponsored) car and trailer. “We’d travel to a location to go fishing and show the lifestyle available there.” River to Reef gained a following and a reputation and big name companies in boating and fishing began approaching Harris. With the “Barefoot Fisherman” David Hodge as host, the show “did really well”, enabling Harris to increase advertising fees. The global financial crisis and the loss of three major sponsors in “one fell swoop” sent the show reeling, this time financially, nothing to do with pulling in a fish. “TV is a tough field when you’re producing something,” Harris says in reflection. MRS Emu doesn’t read the tabloids, except this one, which she scans to monitor what her loving spouse writes about her. Little papers are below her intellect, she says, except for this one, which is very erudite and mentions her quite a lot. Emu will have to be careful what he writes now she knows. So when she arrived home from her tip run (she giveth and she taketh away) waving a Sunday tabloid, Emu was intrigued. “They’re persecuting that nice Geoff Shaw,� she gasped. “For showing a bit of enterprise.� The state Liberal MP for the seat of Frankston is being investigated for alleged misdemeanours including private use of public assets, to wit, a vehicle and a photocopier. “They shouldn’t have temptation put in their way,� she croaks indignantly. “They give them a photocopier and a car. Should an enterprising MP not keep them occupied, get full value out of them? Should they just sit around doing nothing? He shouldn’t have his staff just lounging around. If it’s true, he was being enterprising, and the car and copier are free. There – he is a true free-enterpriser!� She sat back with a smug smirk. She reactivated this odious expression recently when her ultimate political god, Peter Costello, made a public reappearance. She has his lips. But the party of free enterprise is unlikely to pick up Mrs Emu’s argument for the defence, any more than Julia Gillard is likely to defend Craig Thomson on the grounds that a man’s gotta do what a man’s gotta do. In fact, Premier Ted Baillieu has gone quite monastic on Geoff Shaw, Emu reads in his broadsheet. He muses on the fact that of all the great creator’s imperfect works, humankind in its political form is most susceptible to wander off the straight and narrow. This extends to all political levels, even in our green and fertile shire, so the gossips say. And Mrs Emu has (she says) impeccable sources. The Emus used to live in the city in ancient

times, where a series of little scandals involved mayoral vehicles. One was a splendid conveyance, elderly but grandly British, like many of the councillors, but inclined to cease proceeding at inopportune moments, such as when it was expected to get the mayor or mayoress to an official function on time. They refused to get rid of it, such was the attraction of its walnut and leather, and its similarity to a royal conveyance. One rebel councillor refused to use it, preferring his battered but reliable Morris Minor. At a neighbouring council, Emu recalls very free and enterprising use of the mayoral carriage, a capacious modern sedan with an enormous boot. Perfect for the carpet salesman who donned the gold chain when his turn for mayor rolled around. His official ceremonial vehicle was seen in all parts of Victoria, rear end almost dragging on the ground under the weight of the carpets he was delivering. The next mayor took it to Queensland, family safely stowed, for a vacation. On the way back, doing a snappy pace, he encountered a slow red kangaroo on the front passenger corner. The mangled car – hitting a roo is like hitting a bluestone boulder – had to be trucked home and spent many expensive weeks in the body shop. “You see!� says Mrs Emu, who has snuck in to read over Emu’s shoulder, “it’s been going on for years. So why are they picking on poor Geoff Shaw? I’m sure he’s a nice man, devoted to his family and kind to his pets, and his employees. They should get off his back.� Emu dutifully makes the editorial changes she helpfully suggests and presses Send.

Big stink over Red Hill LP gas tank By Mike Hast RED Hill Community Action is circulating a petition against a large liquefied petroleum gas (LPG) tank outside the Red Hill Epicurean Centre development on Shoreham Rd, but developer Joseph Alesci says the tank will be moved. Copies of the petition were placed in public places on the weekend and RHCA members have been doorknocking residents asking for signatures. By lunchtime on Monday, more than 80 signatures had been collected in the community of about 1200 people. The petition asks Mornington Peninsula Shire Council “to take urgent action regarding the location of the large ‘bullet’-type LPG gas [sic] tank in front of the Epicurean Centre on Shoreham Rd, Red Hill South�. Petitioners claim the tank is too close to the road, poses a serious danger if a vehicle crashed into it, could injure people if it exploded and is an eyesore “with a ‘protective’ brick wall that is not in harmony with the adjacent buildings and environment�. The petition also claims the tank was “almost certainly built entirely or partly on Crown land� and “tankers refilling it would pose a traffic hazard�. On Monday, Mr Alesci, a Mornington-based solicitor and developer, told The News the LPG tank was “subject to a planning process� and he was exploring putting it in another location that would not be as visible. “I’m in negotiations with the shire council,� he said.

Mr Alesci said it had to be toward the front of the epicurean centre to enable gas delivery trucks access. The epicurean centre was due to open in summer, but Mr Alesci said there were “bushfire management issues� being worked through by him, the CFA and the shire council. He was expecting the issues to be resolved soon and hoped to open the centre “this year�. The building was structurally all done and it was now a matter of tenants fitting out their spaces, he said. Centrepoint developer Porsh Pty Ltd was granted a permit in 2008 to construct a two-storey building to house a 120-seat epicurean centre with a distillery, cheese shop, culinary education centre, tavern, coffee shop and bakery, and 23 second-storey serviced apartments. The permit was granted by the Victorian Civil and Administrative Tribunal after the shire council failed to make a decision within the required 60 days. The Centrepoint proposal led to the formation of Red Hill Community Action in 2007 soon after the development was first mooted. It held protest meetings and lobbied authorities to stop what it called an over-development of a rural area. Mr Alesci said this type of development was important for the peninsula as it generated jobs. He is also planning to build a backpacker lodge in Octavia St, Mornington, opposite St Peter’s Church, but would not go ahead until an operator could be found. He said plans for an office complex in Queen St also were on hold, “due to the global financial crisis�.


State’s future could rest with Frankston that may be associated with any use of the vehicle by the nominated driver that is outside of the parliamentary guidelines.” Mr Shaw’s colleague Mornington MP David Morris said he would not “provide commentary on fellow MPs, no matter which party they come from”. Dunkley MP Bruce Billson, who backed Mr Shaw’s preselection, said it was “important that the investigation be allowed to be made”. He said Mr Shaw had done some “good work”. Frankston councillor Glenn Aitken said the latest allegations against Mr Shaw meant “the eyes of all the political watchers will be on Frankston”. “It’s of interest across the country and is uncanny how Frankston could again hold the key to which party is in power.” Both state and federal Liberal MPs are trying to downplay any comparison between the allegations against Mr Shaw and those faced by Craig Thompson during his time as Health Services Union secretary. However, this will be hard to avoid given the slim margin with which the Liberal National Coalition holds power in Victoria as does the Labor-led government at the federal level. The money involved may be vastly different, but the principles of integrity and accountability applicable to MPs do not hinge on any set amounts. Mr Shaw has offered to repay any expenditure found to have breached rules relating to use of his taxpayerfunded car and fuel card. Whistleblowers claim Mr Shaw’s

car was used to deliver and pick up goods for his Southern Cross Hardware business in Carrum Downs. The latest allegations follow a string of embarrassing revelations involving Mr Shaw, including a charge of unlawful assault in 1991, which led to him being ordered to pay $400 costs and being placed on a good behaviour bond; Mr Shaw continuing to work at his accountancy business; an altercation with a motorist pulled over by police for not wearing a seatbelt; erecting a sign pleading for reconciliation with his former wife; and admonishing

By Keith Platt FRANKSTON voters may hold the key to Victoria’s political future if Liberal MP Geoff Shaw is forced to quit over alleged misuse of his parliamentary car and fuel card. Premier Ted Baillieu has ordered an inquiry into the use of Mr Shaw’s car for commercial purposes. The inquiry will be made by the Speaker, Ken Smith, and the Department of Parliamentary Services. The allegations are increasing pressure on the Liberals to cast Mr Shaw adrift, while the Labor MP for Cranbourne, Jude Perera, says the police should investigate. “It’s not good enough for Mr Baillieu to ask a Liberal MP to investigate these matters,” he said. “Frankston residents deserve to have these allegations investigated thoroughly and independently. “Over the past 18 months I have been receiving calls from Mr Shaw’s constituents and assisting them with their matters as they have stated that they simply cannot get a hold of him.” Mr Shaw has issued a statement saying he was looking forward to assisting with the inquiry. “I will present statements that will testify to the truthfulness of my account of the facts,” Mr Shaw stated. “This material will also testify as to the actions of those who have made these allegations against me. “For the record, I was not aware that my parliamentary vehicle was used by a nominated driver for country and interstate commercial trips. “I will immediately repay any costs

Both the Coalition (Liberals and Nationals) and Labor would each have 44 seats and be unwilling to spare one of their own MPs to take on the role of Speaker. In 1999 Frankston was pivotal in the victory of the Bracks Labor government when a supplementary election was held for the Lower House seat

of Frankston East following the polling day death of independent Peter McLellan. Labor’s win saw three independents swing their support its way, reducing Jeff Kennett’s numbers to 43 and precipitating his resignation. However, one of Mr Shaw’s main supporters says “he is just not like that … someone has made a terrible mistake”. Fletcher Davis, who has several times unsuccessfully stood for the Frankston-based federal seat of Dunkley held by Mr Billson, said he had “no regrets” in supporting Mr Shaw. “I would do the same again if he runs as a member [of the Liberal Party] or wants to be an independent,” Mr Davis said. “I have no doubts about the quality of the man, no doubts at all. He is a very, very presentable man for the electorate. It’s absurd to say he can’t be in business if he’s an MP.” Mr Davis estimated Mr Shaw “is an MP 95 per cent of the time”. If mistakes had been made, Mr Shaw would correct them. “I give the man accolades, he works bloody hard.” In countering other allegations about the embattled MP, Mr Davis said Mr Shaw had gone to the aid of police who were being roughed up by the motorist, and bringing up an assault “from 20 years ago is a bit pathetic; none of us are angels”. He said Mr Shaw would not have “intentionally or deliberately” misused his Parliamentary car. “Geoff’s not that kind of person,” Mr Davis said.

Part of Bittern for 30 years BITTERN Market started with half a dozen stalls in the Bittern Hall about 30 ago. It now has 72 stalls and operates from Bittern railway station car park reserve on the other side of Frankston-Flinders Rd. One of the organisers, Peter Bryan, said it is a happy, friendly market that is dog friendly. “Many people visit the market every Sunday while exercising their dogs,” he said. “Stalls sell a wide variety of items including new and used jewellery and bric-a-brac. There is also bread, cheeses, fruit and vegetables, nuts, plants and more. “The food van and coffee stalls are popular places with many people having morning coffee and breakfast,” Mr Bryan said. “There are small producers selling goods including fabulous Blue Bay cheese and fresh yoghurt, homemade cakes, local gum honey, fresh-

ly baked sourdough breads and free range eggs. The market is managed by a volunteer committee with about 90 per cent of stall fees – more than $300,000 – going to local organisations including fire brigades, schools, kindergartens and sporting clubs. Vale Bill Ford – men’s camp, Jaguar and pig wrangler By Stuart McCullough FOR as long as I can remember, they were friends. My father and Bill Ford both went to high school in Rushworth. This, in my view, is a claim to fame available to far too few people. For the life of me I couldn’t tell you what classes they took or the scoreline of any of the football matches they played. Those stories would surely have existed once, but have failed to survive the years. Instead, all we ever heard about was the different kinds of trouble they managed to make for themselves in their youth. Trouble is no different to anything else in this world – it comes in all shapes and sizes. The stories my father told about Bill involved trouble of nearly every conceivable kind and the tales were so outlandish as to defy belief. They included an occasion when Bill determined that my father’s failure to assist with the morning milking was an act of ignominy too great to be ignored and reacted in the only way a reasonable human being could under the circumstances – by stuffing a live pig into my father’s sleeping bag. To this day, he sleeps with one eye open, in a state of eternal vigilance. While my father didn’t help with the milking, he was happy to assist with other farm chores.

For this reason, he agreed to help Bill remove a dead tree. What Bill had against the tree was never entirely clear, but he was determined to eliminate it forever from the landscape. My father suggested digging it out. Bill said he knew where he could get his hands on some gelignite. Faced with a choice between hours of physical labour and hardcore explosives, they chose the latter. However, the gelignite from the local coop only came in packs of six. Unused gelignite, so argued Bill, could be unstable and a risk to others. It was, they agreed, best to use it all. It is fair to say that the re-

father left Rushworth to continue his education. This meant moving in with my great aunt in Coburg and catching a tram down Sydney Rd to University High. One Sunday, when my father was preoccupied with studies for mid-year exams, which were to start the following morning, there was a knock at the front door. It was Bill and a friend on their way to the motor show; did Pete want to join them? He declined, using the need to study as an excuse. Then they told Pete that in the back of their ute was an echidna in a sugar bag; would Pete like it to take to school? Pete politely declined, pointing out that “show and tell� was not a practice in year 12. Next morning, on the Sydney Rd tram, he glanced down at a passenger who had The Sun on his lap. The front page had a photograph of an echidna. Thinking this a strange coincidence, my father lent over and read the accompanying story. The echidna had been found in the Fitzroy Gardens, and The Sun was asking questions; where did it come from? How long had it been there? Was there a colony of these animals in the Fitzroy Gardens? Pete knew the answer to all the questions, but kept them to himself. It’s impossible for me to imagine what a seismic shift

shifting to Coburg must have been for father. Still, they remained friends. I think that’s partly because, although he left school early, Bill had a genuine thirst for knowledge. He devoured books, especially those about the First World War. He and my father shared a passion for information about the world. It was not the only interest they shared – both adored Jaguar cars. Memorably, they once competed in a car rally, with Bill persuading Pete that they should take the MG convertible. The great flaw of the car was that it was impossible to both carry luggage and close the roof. Not to be deterred, they proceeded to improvise. My father rugged up in his old army great coat, put on a beanie and – because it was winter and the wind was particularly cruel and sharp – the goggles he used with the whipper-snipper. Bill made certain to take a photo of my father and the resulting image – in which looked like a homeless Mork – was not quickly forgotten. My attempt to have this photo added to his driver’s licence and passport was swiftly put down. I remember Bill best from the annual camping trip we’d take. These were the self-described ‘Men’s Camps’ in which my father, brother and I would set up tents by the Goulburn River for a couple of days along

with Bill and his sons. I was not very fond of camping, but I loved those trips. Bill made even ordinary things exciting. When giving us a lift, he didn’t simply turn around the roundabout once. Instead, he kept going round and around until we were shrieking like parrots in the back seat. It had never occurred to me that such a thing was possible. I can honestly say I have never looked at a roundabout the same way. Shortly before he died, Bill succeeded in convincing the nurses that he had to be discharged from hospital because he’d been selected to play fullforward for Shepparton United that Saturday. It was just like him. Bill Ford’s life was a huge one filled with hard work, humour and family, and yet I’ll always think of him as larger than life. In my father’s house in Tyabb, a pair of photos sit together. The pictures have two people in common. Each shows a grey Ferguson tractor, my father sitting behind the wheel and Bill standing beside it. They are each looking into the camera, smiling in a way that’s fitting for all the trouble they ever caused. More than 50 years separate the pictures, the last one having been taken only weeks ago. Not simple meals. The works, upmarket, far and away better than my best efforts. Pudding to follow. We would vacate the table in favour of our pleasures while Mum cleaned it all up. Dad overseas at war. Come 9pm it was common to suggest Mum make us some hot chips; don’t recall her refusing. Amazing woman, my Mum. She went to God when I was 30. Too young to realise. A Grain of Salt I WAS fit when I started this column five years ago, but I’m slowing, noticeably. How to regain that level of fitness? A need to swim, longer walks and less cigarettes? I look up my mentor Mark Twain: “The secret of getting ahead is getting started. The secret of getting started is breaking your complex overwhelming tasks into small manageable tasks, and then starting on the first one.” I pencil in “swimming – 1 January”. I cut down the cigarettes to after coffee, after meals and during a few beers. No problemo. I walk to the coffee shop and the RSL; surely enough? Exercises perhaps, but where to find the time? I make breakfast, eat it, then coffee shop, supermarket, make lunch, eat it, afternoon nap, RSL, make tea, eat it, TV. Allow two hours daily for personal hygiene and opening packaged foods. No time left? Sorry Mark, switch to mentor number two, the lovely Scarlett O’Hara: “I’ll think about that tomorrow.” Even so. *** I DON’T like to get too serious, but the state of play in politics right now forces my right index finger. By Toe Punt MORNINGTON Peninsula Nepean Football League’s Sharks went within two goals of being considered the best competition in Victorian country footy on Saturday. Against Goulburn Valley Football League (the Purples) in Shepparton, the Sharks led by eight points halfway through the last quarter, only to go down by 12 points, 12.17-89 to 11.10-76. Considered by many as one of the best games of representative footy of all time, the contest was fitting as the last-ever Sharks’ performance. From next season, all three divisions of the MPNFL will compete separately. For the third consecutive year, Goulburn Valley Football league finished as the number one league in the state. On Saturday, not even a best afield performance by Frankston YCW gun Byron Barry could lift the Sharks to victory. At three-quarter time, the epic struggle had continued for almost 100 minutes and the margin was just three points, in favour of the Purples. Needing a big last quarter, Sharks’ coach Michael “Jock” Holland rested YCW big man Ash Eames at full-forward for the start of the last quarter. It paid immediate dividends, with one of the state’s best country footballers putting the Sharks in front in the first three minutes. Goulburn Valley hit back four minutes later to regain the lead before Eames converted his second for the quarter to again put the MPNFL

back in front. At that point it appeared the Sharks had more run. YCW’s Ricky Morris, Bonbeach’s Paul Rebeschni and Sam Carpenter and Seaford’s Luke Smith were getting their hands on the footy through the middle, Dromana’s Adam Hunter and Rikki Johnston were doing well in defence, as was Mt Eliza’s Scott Simpson, while Bryon Barry was dominating and the Bombers’ Brian O’Carroll was having a real influence. After the match, Jock Holland said it was his defenders who kept the Sharks in the contest right to the end. “I thought our back line held up really well all day, led by Byron and Rikki,” Holland said. Casey-Cardinia Division also had its fair share of good players for the Sharks, with co-captain Justin Berry, Narre Warren’s Josh Tonna and Michael Collins all doing well. Seafood’s Chris Irving made a welcome return to MPNFL footy three weeks earlier and automatically slotted into the side, while his brother Brayden joined him on the field. When the Sharks extended their lead to eight points at the 14-minute mark of the last, the visitors looked home. O’Carroll grabbed the ball in the middle, kicked it forward and Cranbourne goalkicking machine Marc Holt snapped truly from 30 metres. The Sharks led for most of the afternoon, but somehow the Purples continued to find a way to come back.

As quick as the Sharks were able to extend the lead to one and a half goals, the home side was even quicker to reply with a great kick from the boundary line. Four minutes later, at the 20-minute mark, a long bomb from 55 metres saw Goulburn Valley grab back the lead. From that point, the Sharks couldn’t get their hands on the footy. Earlier in the day, MPNFL Sharks Under-18s went down to Goulburn Valley in a close contest. Langwarrin rover Jake Smith was awarded the best player on the ground, while Chelsea’s Jarrod Miller and Seaford’s Trae Tohiariki booted three goals each. Next season Peninsula Division will tackle Victorian country football powerhouse Ovens and Murray, while Nepean Division will take on Central Murray. Venues have not been decided.

Nepean pipped at the post By Toe Punt MPNFL Nepean Division Bulldogs handed back a five-goal, three-quarter time lead to go down to CaseyCardinia Demons by 11 points in the VCFL Country Championships on Sunday. Nepean dominated the scoreboard in the opening three quarters and looked to be coasting at the last change with a good buffer. But things fell apart in the final 30 minutes, Nepean entering its 50-metre arc on just two ocassions while Casey-Cardinia bombarded the goals, finishing with seven for the quarter to win 13.16-94 to 12.11-83 Casey-Cardinia certainly matched Nepean’s intensity at the footy and ball carrying in the first three quarters. In terms of all the “football measurements”, there was nothing in the contest, except on the scoreboard. Clearances and inside 50s were pretty even, but Nepean was playing more like a team. Nepean’s defensive half, led by Rye’s Adam Kirkwood, Hastings’ Jason Kestle and Rye’s Leigh Morse, was very solid and accountable all afternoon. They were able to go man on man with their opponents, although former Pearcedale full-forward Kerem Baskaya looked dangerous all afternoon. Kerem’s brother Kaine played a major role in the middle of the ground in the final quarter. Casey-Cardinia, while running and spreading well all afternoon on the big Berwick ground, was running forward of the footy too often. When a turnover occurred, and there were plenty of them all afternoon, Nepean was able to rebound quickly, getting their forwards one out and convert. Leigh Poholke and Hastings’ Glenn Michie and Colin McVeigh worked well in attack, while the likes of Dromana’s Toby Banks and Devon Meadows’ Andrew Oldmeadow looked dangerous in that area at times. In the ruck, Somerville’s Justin Farrelly worked in with Rye’s Rhett Sutton, while Dromana’s Ryan Slocombe and Liam Higan, along with Sorrento’s Josh Moore and Rye’s Darren Booth, did most of the work through the middle. Hastings’ Peter Mawson and Daniel Wishart also rotated through the centre. The match was riddled with mistakes, but it was quick transition footy and exciting to watch. There were just a couple of incidents that marred the match. Somerville’s Brad McDonald come off the field with what appeared to be a serious ankle injury, and Colin McVeigh was reported and sent off in the final quarter.

Nepean was simply unable to stop the strength and pace of its opponent in the last quarter. Casey-Cardinia booted four goals in five minutes to start the last quarter and was within two points at the 10-minute mark. Nepean tried to slow the game down, but the Demons could smell a kill and were relentless in attack. After the game, Bulldogs’ coach Gavin Artico said he was proud of his boys. “To throw a side together and still have blokes meeting each other for the first time before the game and to perform the way we did, I was extremely happy with their performance,” he said. “I think both sides just told their players to go out and attack. That’s certainly the way it appeared. “We used the footy a lot better than they did in the first three quarters and

that’s why we were able to build a good lead. “The problem in the last quarter was we just couldn’t get our hands on the footy. “They were always going to throw everything at us in the last quarter. The sent their talls forward and threw their guns in the middle and everything went their way.” Asked about the interleague concept, Artico said there was a lot of work to do between now and next season. “We need to get a lot more coordinated and professional in our approach,” he said. “Until it is really coordinated from league level and all clubs and coaches are embraced and given some kind of ownership, it will never be well supported by all clubs. “In this campaign, half of the clubs supported it. While it was frustrating, you can understand why clubs and

their players don’t really want to play. “The media is not given enough information about what is going on, which makes it hard for them to promote it. “I’m confident that with good planning and communication, everyone will get right behind it.” In the Under-18s, like the seniors, Nepean lead for most of the afternoon only to be overrun in the final quarter.
