India, Pak PMs pledge ‘new chapter’ ADDu (mAlDives), November 10 (AGeNCies): Pakistan’s prime minister and his Indian counterpart have met in the Maldives, pledging to open a “new chapter” between the two nations. Yusuf Raza Gilani said after meeting Manmohan Singh the next full round of talks would be “more constructive”. Mr Singh said he welcomed the “positive movement” from the meeting. Talks between the two nations were suspended after the 2008 Mumbai (Bombay) attacks which India blamed on Pakistan-based militants. But earlier this year, leaders vowed to resume their dialogue and find ways to build trust and promote peace. The two prime ministers held an almost hour-long meeting on the sidelines of the South Asian Association for Regional Co-operation (Saarc) meeting in the Maldives. “The next round of talks will be more positive, more constructive and will open a new chapter in the history of both countries,” Mr Gilani told reporters. Nagaland Cong doubts integrity of ‘Most improved state’ award

The Nagaland Pradesh Congress Committee (NPCC) is amused at the Naga People’s Front (NPF) and Democratic Alliance of Nagaland (DAN) members congratulating the DAN government for being awarded the “Most improved small state” in in-
frastructure, by the India Today Group, an independent private agency. “What was more ridiculous was quoting the name of Shri. Pranab Mukherjee, the honorable Union Finance Minister to buttress its shameless overstatement. When the State doesn’t have any ‘state of the art’ public utility infrastructure worth its name, one wonders as to what were those recognized and acceptable parameters that qualified the State for the award,” the media cell of
the NPCC stated today in a press release. The NPF owes the people of Nagaland the duty to spell out the parameters to being given the award, the Congress said. “Else, the public have the liberty to believe that the award was a purchased one, like any other commodities freely available in the market. The NPF can’t fool the Naga people with such cheap publicity,” the opposition said. The Southern Senapati Naga Villages Council, Manipur has claimed Thursday that a collective group of Kuki people from Kangpokpi area have forcibly encroached a Naga village called Chawangkining along the IT Road under Kangpokpi sub-division, Senapati district on Thursday. The chief of the village along with the villagers tried to prevent them but the Kuki group did not heed to their voice but they brought materials to construct their houses there without any permission from the land owners, the Naga village
council alleged. One of the leaders of the group told them that the Sadar Hills District Demand Committee (SHDDC) instructed them to intrude the village and settle down there when Chawankining villagers asked them about their plan.Itisunfortunatetolearn that the SHDDC has invited new clashes between the Kukis and Nagas, the council added. It also warned the Kuki group to withdraw from Chawakining village or face dire consequences. Starting off in the year 1992 with a prize-money just of Rs 25,000 for the winning team, the MDFA (Mokokchung District Football Association) Trophy has come a long way both in the standard of the game and also the prize money involved. This year’s edition the XVII MDFA Trophy carried a cash award of Rs 100,000 for the winner and the Rs 60,000 for the Runner-up, besides Rs 15,000 each to the other semi-finalist. The Trophy remains the sole platform where local football talents, coming even from the villages to play some standard game in a stadium, and the trophy had indeed groomed some of the finest local footballers in the district who have made a mark even in the state level. Looking back at the MDFA Trophy, one can see
a chequered history of ups and down, and yet the will to let the game play on. The MDFA Trophy remains the most prestigious local football matches in the districts and different teams have played in this tournament during the last nearly two decades. Congress calls for “consensus” among all stakeholders on AFSPA New Delhi, November 10 (PTi): Congress on Thursday called for “consensus” among all stakeholders on AFSPA as the issue once again kicked up a controversy with Jammu and Kashmir Chief Minister Omar Abdullah asserting his government has the authority to revoke it and questioning PCC chief Saifuddin Soz’s comments in a newspaper. “As far AFSPA is concerned, various stakeholders have various views. The situation there demands that there should be certain amount of consensus on the issue. “Although the state government is an important stakeholder and its views have to be given due
weightage, the appropriate thing will be that all stakeholders must evolve a consensus before any decision is taken,” party spokesperson Manish Tewari told reporters here. His remarks came amid signs of fresh strain between coalition partners National Conference and Congress in the state on the issue. football lovers of the town. Things are improving, as of now, especially with regard to disciplined supporters. The present MDFA president Moasangba Jamir disclosed that the chief guest at the XVII MDFA Trophy Nagaland DGP K Kire was also so satisfied with the final match that he commented that the standard of football being played in the tournament was at par with the national level. The DGP, during his speech, promised that those promising players would be pooled into the Nagaland police so that they can play for the Nagaland police team. With football getting much importance in the state, and the Nagaland Football League (NFL) set to kick start from next year, who knows the standard of football in Mokokchung might also go from better to better and open up better avenues for the sportsmen in the dis-
trict and also the state. There were times when the Association could not hold the tournament due to financial crunch at the initial stages; but with the establishment of at Trust Fund, the tournament had been held smoothly so far. With each passing year, the team participation has increased and the sportsmanship and play had improved tremendously, and somehow watching the MDFA Trophy is not only about cheering but also a time to enjoy some fine local football match. Things have moved forward. For now bigger challenge awaits the MDFA in is endeavour to promote football in the district in particular and also the state in general, and if public support remains the same, and the MDFA officials show the same zeal and determination, then perhaps, things surely would go a long way in the field of football, one day.

Naga Council office will remain close on Nov 14-26 Dimapur, November 10 (mexN): This is to inform the public that the office of the Naga Council will remain closed from November 14 to 26, 2011 on account of the Council’s Holy Land Pilgrimage. The council team consisting of 30 members will also visit Egypt and Jordan apart from Israel. The office of the Naga Council shall resume its business from November 28. NU awards Doctorate to Sr Ranit Dimapur, November 10 (mexN): The Nagaland University on October 11 has awarded Degree of PhD to Sr Thresiamma VG (popularly known as Sr Ranit) on the topic ‘Constitutional Safeguards for the Scheduled Caste and the Schedule Tribes in Northeast India: A Critical Study’. The PhD was done under the supervision of Dr H. John Sema, Department of Political Science, Nagaland University, Lumami. At present she is serving as Vice-Principal of St Joseph’s College, Jakhama.

District level exhibition cum competition and sales Dimapur, November 10 (mexN): Agricultural Technology Management Agency (ATMA) Phek in collaboration with Chakhesang Women’s Welfare Society will organize one day District Level Exhibition-cum- competition and sale on November 18, 2011 at Pfutsero town (local ground). A press note issued by Dr. Moa Walling, District horticulture Officer & project director, ATMA Phek stated that the objective in organizing the exhibition is to disseminate the various activities of the Agri & allied departments and to motivate farmers in particular. Minister for Health & Family Welfare, Nagaland Kuzholuzo (Azo) Nienu today expressed his resentment on the Angami Students’ Union (ASU) over the recent cancellation of Special Recruitment Drive (SRD) where ASU ‘the most advance brothers’ of the Tenyimi viz; Chakhesang, Pochury, Zeliang and Rengma stood up against the privilege offered to its brothers by the government. Addressing the Tenyidie Kephrunuoko Krotho (TKK) Nousi kehou va seu (3rd general conference of Tenyidie speaking students’ organization) today here at Ura Academy Hall, Kohima, Nienu urged the Tenyimi to have a better unity among themselves. He said, Tenyimi should protect the interest of its community and depriving each other should be immediately stopped.
The government policy of providing SRD to the less represented tribes is no doubt a big opportunity for the Tenyimi, Nienu pointed out and added that depriving its own brothers should convert into that of positive attitude in the near future. Stating good instances of Tenyimi pride, he said, Chief Minister, Speaker,
the entire citizens of the Nagas, Nienu maintained and further questioned the students’ gathered, ‘where is the future of the Nagas?’ He was of the view that opting of setting good example to the other communities by the Tenyimi would really speak volumes in the process of present Naga reconciliation. Touching on the line of maintaining strong coordination of Tenyimi people in different parts of the State, Nienu said, Tenyimi Union/Organization in other districts were maintaining a healthy relationship bound with ancestral laws thereby building up a good unity. He however lamented that there was no such kind of Union in the state capital. He urged the TKK to focus for the preservation of aged-old good traditions and cultures in the state capital. Friends of Thailand, Nagaland and the Nagaland Baptist Church Council (NBCC) supported by Government of Nagaland is all set to organize a solidarity concert for Thailand on November 16 in Kohima in aid of flood affected people of Thailand. Additional chief secretary Alemtemshi Jamir while touching on the nature of the concert said the issue is quite big and there are many reasons for that. He said Naga peoplehavetolookbeyondits own problems. Naga people got a lot of problems but the people also have to look outside and see how others are also suffering then its hearts and mind grow bigger. Stating that Thailand is being look upon as the fu-
ture partnership of the government, he said its friendly partner is Thailand. Jamir also added that Thailand is giving special attention Nagaland. Last year cultural troupe from Thailand performed at the various road shows in Nagaland. NBCC general secretary Rev. Dr. L. Anjo Keikung said that the NBCC has strong partnership with Thailand. He said a team from Thailand will join the platinum jubilee of NBCC next year. He said that churches in Nagaland will also pray for the flood affected people and also the NBCC will initiate a relief from its own for the affected people of Thailand. athibuNg, November 10 (mexN): Minister for Planning and Coordination TR Zeliang has said that Article 371 (A) of the Indian Constitution is the last citadel left for the Nagas to ‘defend’ their customary rights and traditional practices. The minister has cautioned that much of it use is going ‘underwater’ because of the ignorance and lackadaisical attitude of customary custodians such as the ‘Dobashis’ and ‘GBs’ (runners) and those in the field of judiciary in the state. Addressing the two-day 10th general conference of the Peren District Dobashis’ Association at Athbibung on November 9, TR Zeliang emphasized on the urgent need to uphold Article 371 (A) to protect and preserve the unique Naga customary rights and practices; protection from it being infringed upon by ‘alien laws.’ “And to do this Dobashis and Goanburas are the right institution to uphold and keep this Article alive”, Zeliang said, as quoted in a press note issued by Karaibo, personal secretary to Minister Planning. India has given the Nagas freedom under the Article, but the statute is gradually losing its significance because of ‘so many factors’ that need urgent attention, he said. Minister Zeliang also said that “land and its resource” mentioned in the Article include both surface and under-earth resources and cannot be af-

The Rs 33 crore royalty paid to state government and Rs 80 lakhs paid to the land owner was also never known for how much of oil it was paid and what was the exact percentage, he said. “In this manner, we have been deceived badly. So Dobashis should be alert in this kind of issue,” the minister said.

The magazine was released by Dr. M.J. Xavier, the Director of IIM Ranchi and Shri Hasit Joshipuria (VP, South Asia and Managing Director India, GlaxoSmithKline Pharmaceutical Ltd). IIM Shillong, already in its fourth year of operation, has been championing the cause of sustainability; be it through its academic curriculum or the gamut of initiatives undertaken for the development of the north eastern region. RTE would provide free and compulsory to education: Pala ShIllONg, NOVEMBER 10 (PTI): Union Minister of State for Water Resources Vincent H Pala today said the Centre's Right To education (RTe) Act would provide free and compulsory education to children between the ages of six and 14. Addressing a closing ceremony of the Silver Jubilee Celebration of the Mairang Presbyterian english Secondary at Mairang, about 54 km from here in West Khasi Hills District of Meghalaya, Pala said the new law would provide ample opportunities for the children of this country to avail schooling. Pala also said through the Act, the school children have been provided with Mid-Day Meal, free text books and other facilities in order to attract the children to attend schools. He laid emphasis that not only education, but also discipline coupled with ethical behaviour could ensure the success of the students. Pala also said that teachers should be retrained from time to time to keep abreast with the various development of education and provide quality education to the students. Meghalaya legislator, Metbah Lyngdoh expressed deep appreciation to the school for growing from strength to strength over the years.
Mizo women form umbrella organization AIzAwl, NOVEMBER 10 (NNN): Mizo women have come together and formed an umbrella organisation christened a All Mizoram Women Federation. Announcing the formation of the new women organisation for all women of the State today, chairperson of Mizoram State Social Welfare Board Mrs. Zothankimi said, there has been a long time demand for formation of inclusive women organisation which will cater the need of women of the State. She also said, All Mizoram Women Federation will send its representatives to participate in the national and international level meeting of women. Dr. Lalneihzovi will head the federation as its president; Dr.Jane R.Ralte is the vice president while Angela Ch. Ralte will act as the general secretary. Meanwhile, it was learned that the newly formed federation will focus on the sexual abuse and other women related issues.
Planatation affected at 55 tea gardens in Barak valley SIlchAR, NOVEMBER 10 (PTI): Plantations in 55 tea gardens of south Assam have been affected due to shortage of essential inputs following restrictions on vehicular movement on Barak river bridge. Curbs imposed on movement of heavy vehicles through the bridge at Sadarghat have had a crippling effect on plantations in 55 tea gardens, especially those in Udarbond, Lakhipur and Barkhola, chief of Tea Association of India (TAI), Barak Valley, P K Mishra said in a a memorandum submitted to Chief Minister Tarun Gogoi. Seeking the CM's intervention to speed up repair of the bridge and normalisation of traffic, Mishra said supply of essentials including ration for the workers have stopped to tea gardens in the area.
RJD to field 45 candidates in Manipur polls IMPhAl, NOVEMBER 10 (NNN): The Rashtriya Janata Dal (RJD) on Thursday announced that the party will put up not less than 45 candidates in the upcoming polls to the 10th Manipur legislative assembly and said the party strongman Lalu Prashad Yadav will be visiting the election bound state very soon. RJD Manipur Pradesh president in-charge, Professor K. Kumarjit said the party’s national leader Lalu Prashad will be coming to Manipur for election campaign in December. He also informed that the party will be fielding as many as 45 candidates in both the hill and valley districts in the forthcoming assembly poll. Kumarjit was talking to the media at the party’s office at Babupara here today. RJD had fielded 28 candidates in the last Manipur assembly elections and only three candidates were elected but the party secured the second largest number of votes next to Congress in the election.

AIzAwl, NOVEMBER 10 (PTI): Opposition Mizo National Front (MNF) Vice President and former minister Dr R. Lalthangliana today accused the UPA and the state government of dragging Mizoram into grave financial crisis. Lalthangliana told PTI that UPA Chairperson Sonia Gandhi, Prime Minister Dr Manmohan Singh and Rahul Gandhi promised, during the 2008 assembly hustings, that PM's Special Package would be provided for funding the New Land Use Policy (NLUP), the flagship programme of the Congress. "UPA leaders and state Congress leaders promised that the NLUP fund would be given over and above the state plan outlay and from the Prime Minister's special package, but the NLUP fund amounting to Rs 234 crore for the current fiscal was diverted from the state annual plan outlay of Rs 1,700 crore," he said. The Congress came to power in Mizoram by making false promises to the people, he alleged adding that Finance minister H. Liansailova recently informed the assembly that the NLUP fund was from the additional central assistance, incorporated in the state annual plan. "Mizoram's annual plan in 2010-11 was Rs 1,500 crore and the annual plan in 20112012 was Rs 1,700 crore. If the Rs 234 crore earmarked for NLUP is deducted, the annual plan for the current financial year comes to less than last year's plan fund," he said.

It is broadly driven by the motives to evade customs duty, to launder ill-gotten funds by means of invoice manipulation, to corner undue export incentives doled out by the government by over-valuing exports and to evade import prohibition. Rajput said these activities were leading to generation of massive amount of black money that were utilised to fund anti-social activities, including terrorism, illicit trade in arms and ammunition and drug trafficking. “Our aim is to create awareness, not just among policy-makers, enforcement agencies and government departments but also among consumers and the public in general. ‘Apollo Hospitals has ambitious plans, set to grow in new ways’ Chennai, november 10 (agenCies): Apollo Hospitals will be launching new multispeciality hospitals in Chennai and Patna, Bihar, in pursuit of an ambitious road map to have 49 fully owned institutions and 10,000 beds across the country by 2014. Apart from the projects for a Rs.250-crore hospital in south Chennai and a Rs.220-crore hospital in Patna, Apollo’s board of directors has also given the nod for upgrading its paediatric hospital in Chennai into a Rs.75-crore Mother and Child institution with 150 beds, Suneeta Reddy, Joint Managing Director of Apollo Hospitals, told The Hindu. The Apollo Group currently has 37 fullyowned hospitals and
an aggregate of 5,888 beds, besides 15 managed hospitals. In a few years, Apollo aims to have a tertiary hospital in eight Tier 1 cities as it shifts focus increasingly toward an ownership model under a Rs.1,860-crore expansion plan. Apollo’s plans for a footprint in Mumbai are a pointer to the way in which it charts out a presence in a large metropolitan city with projects positioned in Navi Mumai (Rs.400 crore), Thane (Rs.250 crore), and Byculla (Rs.120 crore). Karina Airlines gets nod for regional flights
new Delhi, november 10 (ians): Karina Airlines, a unit of KRC group, Thursday said it has got approval from the civil aviation ministry to operate flights in the northern region of the country. “We want to set up good and efficient airlines. We have an experience of operating in the chartered aviation sector in the last three years. We understand that there is a great demand of point-to-point connections in smaller cities,” Namrata Chawala, managing director of Karina Airlines said in a statement. “Karina will be a full service airline
targeting business and tourist passengers,” Chawala said. The airlines, promoted by Noida-based KRC group, has received a no-objection certificate from the government for regional scheduled airlines operations. For its initial operations, the airlines have entered into purchase agreement for two Beechcraft 1900D and one SAAB 340B aircraft and the company expect the delivery of these aircraft in September 2012. Karina Airlines has carried out all India market survey and initially plans to concentrate in northern region, mainly in Uttar Pradesh, Utta-
rakhand, Rajasthan, Madhya Pradesh and Himachal Pradesh. We are looking at it when to commence it and we are hoping that by the next year, some time in later half of the year, this amalgamation will in fact take place,” he told reporters while declaring

The agency owes the Nagas an explanation, the basis for the award or it would be construed as having let down the people of Nagaland by misleading the country on development front,” the NPCC said. In another matter, the NPCC also decried the statement of Chief Minister Neiphiu Rio that the Nagas were “safer under a regional ruling party in the state.” “Did that mean only NPF people are Nagas? Or, was he implying that regional parties are not under the constitution of India? By equating sovereignty and independence with that of regional ruled state, he had not only crushed the aspirations of the national workers but also belittled the on-going political talk,” the NPCC asserted in it press release. Mokokchung which was organized by the Catholic Health Association of India- The world’s largest NGOs in the Health Sectors supported by the union un-
der Global Fund Round-9 Project “Axshya”. A press note issued by Kyupise Sangtam, District Coordinator, Mokokchung and Tuensang, CHAI,
Secunderabad, Project Axshya stated that the resource person for the day long training for RHCP was Dr. Chuba, District TB Officer, DTC Mokokchung. The target groups for this training were from the different rural villages particularly traditional local healers, local Ayurvedics, pharmacists, chemist, and gobirajs under Mokokchung district that provide health care services to the poor people. The main focus were given to those providers from poorly performing areas or villages in the district, and hard to reach areas. The note also mentioned that the objectives of the training are to sensitize RHCP on TB and RNTCP, methods of identification of TB suspect and referral of TB suspects/
patients to Designated Microscopic Centers and also trained them to act as sputum collection centers and as community DOT providers as well. Dr. Chuba stressed on to say that the participants were trained them well basic on TB, its preventions, treatments and community involvement in initializing responsive action towards TB cause following well defined Advocacy Communication and Social Mobilization strategy (ACSM) in their respective villages for the welfare of community and the district in general. The entire training for the rural doctors or compounders was coordinated and facilitated by Kyupise Sangtam, DCO, CHAI, Secunderabad. About 32 rural health practioners were trained in one day.

Expanding FNR
T
he Forum for Naga Reconciliation (FNR) is still being talked about for the commendable work it has done so far in bringing about a semblance of peace, order and the hope for a shared future. As all of us will recall that the FNR stepped in at a time when Naga armed groups were bitterly fighting against each other. There was bloodshed and even more hatred, anger thereby fuelling more vengeance, retaliation and distrust. And so ever since it started its Journey of Common Hope and the historic Covenant of Reconciliation was signed by the top leaders Isak Chishi Swu, SS Khaplang and Brig’ (Retd) S Singnya representing the various Naga groups, there has been a consistent effort put in by all stakeholders and the outcome has been positive. Having said that there have also been times when the FNR has failed to live up to expectation/s. But let us not forget that the FNR isn’t about perfection and that it is a human endeavor. People involved in the FNR are perfectly normal human beings and they are bound to make mistakes. And if they do fail so miserably, then the Naga public has every right to question the work or leadership of the FNR. But we honestly feel that such a time has yet not come for the FNR to retire or even disband. That would in fact be a tragedy because the FNR has still much to offer and at the moment they need all the encouragement and support of the people, the civil society and the Naga national groups. It is quite obvious that the FNR is presently at a low because of the unfortunate turn of events where more division has come out to the fore in the very recent past. And as a result therefore the reconciliation process has been hit by new accusation/s, further division and the resultant distrust, suspicion and uncertainty. All this has had a negative bearing on the FNR’s own confidence and motivation to work. And this was clearly brought out by the September 21, 2011 statement where the FNR has stated that “a time will come when the FNR will need to be dissolved”. In fact this column takes the position that even if the task assigned to the FNR is complete, the FNR should not be dissolved. In the last more than 40 months or so, the FNR has played too much of an important and historic role that we should even contemplate burying it into the ground. We seriously propose that even though leadership or people may change, the institution of the FNR should be preserved for the contribution of many more things for the Naga nation and people. So we need to envision a greater role for the FNR beyond reconciliation. The institution of the FNR can be modeled along the lines of ‘United Nations’ kind of umbrella body or secretariat where the interest and right of the diversity of Naga people, region, tribes can be protected with due respect and honour. For the immediate though, the work of the FNR need to expand beyond the confines of present day Nagaland. It may demand greater resource and mobilization, yet there is no reason why the FNR cannot do this given that reconciliation demands a truly inclusive approach both with regard to bringing on board the other Naga groups and also working towards making the Covenant of Reconciliation without territorial limits. The incidents of violence and killing in Naga areas of Manipur, Arunachal Pradesh and Burma are having an adverse effect on the overall reconciliation process. The recent violence in Zeliangrong areas of Manipur between Naga groups is not a good sign for reconciliation. The FNR must be attentive to the disturbing situation in Naga areas beyond Nagaland. Maybe this is a good time for the FNR to rethink on its functioning and come up with fresh and innovative ideas to face the challenges ahead. An expansion of its membership as well as its task and area of operation (of the Covenant of Reconciliation) will make the present reconciliation process more dynamic, consistent and truly inclusive.

Women and war
W
omen are the worst sufferers of conflict. Study after study has shown this. All over the world, women constitute the majority among people fleeing conflict; they often find themselves pitchforked into the role of the sole breadwinner of the family in an environment that is hardly conducive for economic activity; they are vulnerable to sexual violence and exploitation by combatants and noncombatants alike; for this reason, they are also the most susceptible to sexually transmitted diseases. As there is much at stake for women in preventing conflict, it follows that women would be most effective in peace-building and mediatory roles. But this has not been widely acknowledged or even accepted. That the United Nations Security Council adopted a resolution in 2000 (No.1325) urging member states to “ensure increased representation of women at all decisionmaking levels in national, regional and international institutions and mechanisms for the prevention, management, and resolution of conflict” says much about the lack of women's involvement in these roles. Eleven years later, the situation is not much improved. Last week, the Security Council held deliberations on how to better implement Resolution 1325, at which Secretary-General Ban Ki Moon and the head of UNWomen, Michelle Bachelet, noted that female participation in preventing and resolving conflict was still low and much more needed to be done in this direction. The problem is that peace building and conflict resolution cannot take place in a vacuum; they are a part of the political process and of policy-making. Women are not adequately represented in either. Their empowerment is inadequate everywhere, not just in conflict regions. In India, political parties have dragged their feet for 15 years on a Bill to reserve 33 per cent of the seats in Parliament for women; after the Bill made it through the Rajya Sabha in 2010, the government developed cold feet and failed to present it in the Lok Sabha. Unless countries resolutely address the gender gap in decision-making, the potential of women will remain unfulfilled. The U.N. also needs to introspect. While it is all very well to talk about women and conflict prevention, it must be remembered that the longest and still ongoing conflict of the new millennium, the ‘war on terror' in Afghanistan, is being waged on the back of Security Council resolutions. More recently, the Council authorised the NATO bombing campaign in Libya, ostensibly to ‘protect' civilians, but it ended up killing hundreds of them. It is hypocritical to encourage conflict, on the one hand, and make pious declarations about how women are better at cleaning up the mess, on the other.

A Drama in Disarray: G20 Summit in Cannes
T
he G20 summit in Cannes has concluded in disarray and without details in “agreements”. Leaders were unable to agree upon financing the IMF to help advanced capitalist countries in distress. No G20 state is willing to participate in the euro zone bailout fund. However, one “achievement” is there instead of a total failure: interventions in two democracies – Greece and Italy – appeared close to coup although a G20 leader disagreed. So, all should agree with the leader: These are not coups de grace, but a mere attempt to change government or press government to listen to interventionists for the sake of markets. Italy and Greece have been made to submit to creditors’ dictation. The Cannes Crisis Festival, considered a flop by some commentators, saw little progress on resolving Europe’s debt crisis. The leaders, as Angela Merkel acknowledged, had failed to interest any of the G20 state in investing in a new initiative. From her statement it appeared that China and Russia bargained a bit. Russia and China demand IMF to secure their investments. A strange symptom within a world structured along a NATO-WB-IMF-WTO design. But Cannes summit has failed to raise market confidence. Stock markets in New York, Frankfurt and Paris initially expressed their reaction by moving down. The continuing eurozone debt crisis dominated summit had the hope to increase IMF resources by $250bn to more than $1tn. But the hope has not touched this material world. The hope has been kept suspended for G20 finance ministers with the hope to be materialized in next February. The summit communiqué made commitment to move “more rapidly” towards greater exchange rate flexibility, agreed to give IMF more money, welcomed Italy’s “wisdom” to invite the IMF to monitor its reforms, and called on countries with strong public finances to take steps to boost domestic demand. “Dark clouds, Ban Ki-moon warned at an event with main stream labor leaders in Cannes, “have gathered once again over the global economy. […M]any people cannot even see the light at the end of a long, long tunnel.” With a similar mood, David Cameron said the crisis was having a “chilling effect” on his country’s economy. He hinted at worse to come, describing this as only “a stage of the global crisis”. The UK leader felt that in the interest of his country the eurozone crisis should be sorted out as rapidly as possible. For playing down failure to make progress on major issues Nicolas Sarkozy tried to appear as a warrior for the cause of Robin Hood tax. Sarkozy expressed his willingness to “fight to defend Europe and the euro” as he said in a post-summit press conference. Sarkozy said: We cannot accept the explosion of the euro, which would mean the explosion of Europe. He has assured that the G20 had agreed to boost the IMF. He made a forecast: G20 would agree by February. The French leader denied the demands on Silvio Berlusconi represented almost an IMF coup: “We never wanted to change governments, either in Greece or in Italy. That is not our role; that is not our idea of democracy.” However, he said that George Papandreou’s decision not to tell fellow EU leaders about plans to hold a referendum was “shocking”. Barack Obama reminded Greek and Italian parliaments to take decisive action. The US leader praised increased scrutiny of Italy as a step in the right direction. The summit deliberations showed Britain’s inability to take burden. Cameron admitted that the G20 summit had failed to resolve the eurozone debt crisis. He went on: “I’m not going to pretend all of the problems in the eurozone have been fixed, they haven’t.” Cameron feels, “[t]he problem is that not all of the details... have been put in place.” He assured British taxpayers that increasing UK contributions to the IMF would not put their “money at risk”, and the money would not support a eurozone bailout. He revealed a fact: Contributing money to support the IMF
was, as a trading nation, “in our interests”. He also suggested that the issue of increasing contribution to the IMF would not be put on a vote in the Commons. It appears that UK capital does not have interest in euro bail out, but in expansion of global business. The Greek drama annoyed the Cannes festival as Papandreou announced to hold a referendum on austerity package being pushed through Greece’s throat. The political move panicked markets around the world and the G20 leaders. But dominating capital’s dictation made Papandreou step back. He threw away referendum plan to seek people’s mandate on the austerity plan that includes sell-off of public property. The Papandreou government sought confidence in parliament after alleged horse trading and survived a confidence vote. Italy with its near-nonexistent growth was an amazing player in the Cannes show. Rome now threatens to carry Europe’s debt crisis up to a level that can fall on the entire earth’s capitalist economy, and make it spin listlessly. Italy’s borrowing rates are rising to the levels that forced the PIG to seek bailout “benevolence” in all its crudeness. With a $2.5 trillion debt Italy has agreed to let the IMF monitor its implementation of austerity program. But, as a Reuter’s story described, the “fierce pressure from financial markets and European peers” was not a humiliation for Berlusconi as he agreed to have the IMF and the EU monitors. It was reported that Berlusconi “was summoned to a late-night hotel meeting with Merkel, Sarkozy, the IMF director general Christine Lagarde and Obama, where he was instructed to bring Italy under […] IMF surveillance to ensure he implements […] measures, including changes to the labor market, […] the sell-off of state assets.” However, Berlusconi tried to minimize the satiric-political impact of the decision, saying that it had been requested by Italy rather than imposed by world leaders. He boasted: He had invited the IMF to offer advice; he had rejected an offer of IMF funds. He claimed that his country was more solid than France or the UK. “Italian restaurants and vacation spots are always full. Nobody has the sense the country is in a crisis”, said the scandal-ridden Italian leader. The IMF bosses will audit Italy’s books of accounts to make sure the austerity measures are implemented with brute force. An EC team will also supervise. Moreover, the Media Mughal of Italy with a history of not standing by promises had to make a new promise to European leaders in Cannes,
the famous film festival place that sees attractive film figures: a confidence motion within 15 days in Roman Senate. These developments achieved by external and Italian finance elites impacted Italian politics. Desertions from coalition government of Berlusconi have made its life uncertain. Shall there be horse trading in the country’s political market dominated by the rich? Shall the trade be called democratic distribution of patronage by one of the richest men of Italy? All, from Catholic Church to business, want Berlusconi’s exit. But the democratic warrior knows well that Italy is not Libya. This perception has led him to brush aside the desire of powerful interests. He has already found traitors to the country as he described party rebels. Have ghosts of fallen dictators overshadowed the character of Italian comedy in a Roman Holiday? However, there are all the possibilities of Berlusconi’s Mubarak Moment. The world now is a bit different whatever the Italian leader claims. The IMF bosses do not only dictate the poor in the South. They are now showing muscles in advanced capitalist countries. Now, after Greek Tragedy and Italy Incident, the ruling elites, many of them are pure robbers and plunderers, of IMF-dictated-poor countries should get “rid” of sense of shame. The founding fathers of the Bretton Woods institutions had not imagined that one day in future their institutions designed to subdue the poor world would discipline advanced capitalist countries. Even, Marx had not imagined. Has something rotten down in the core of capitalism? The IMF is disciplining Ireland, Portugal and Greece, “dignified” capitalist countries not “shameless” like the poor countries. Russia made a major advance in the summit as the country will be allowed into the WTO, “the biggest step in world trade liberalization since China joined a decade ago.” The step will have implication on present major players in the world trade club. China’s increasing power was evident in the summit as the country resisted calls to allow its currency to appreciate. It now appears that these two countries are making their voices heard in the gathering of the powerful and aspiring-powerful. The disarrayed drama, the unwillingness to fund IMF, the flexing of power reaching close to coup in advanced capitalist countries, the humiliations, etc. raise a few fundamental questions related to capitalist world system that was in euphoria with a brute onslaught named globalization a few years back. Irom Sharmila Solidarity Campaign Growing In India

he iron lady of Manipur, Ms Irom Sharmila Chanu of Manipur is one of the civil rights activists in India better known for her relentless campaign for the repealing of the Armed Forces Special Powers Act. Irom Sharmila has been on hunger strike since November 2, 2000 demanding that the Indian government repeal the Armed Forces Special Powers Act 1958 (AFSPA). She has refused food and water for more than 500 weeks, making her the longest hunger striker in the world. She caught the imagination of the nation on October 2, 2006, when she held hunger strike at the historic Jantar Mantar, New Delhi and was joined by the students, human rights activists and other concerned citizens. She was arrested by the Delhi police for attempting suicide. Since then support to her is growing steadfastly. On June 25, 2011, a candle light solidarity prayer was held at the Rajghat New Delhi where approximately 200 people participated from all walks of life. It is part of this growing support that Irom Sharmila Solidarity Campaign is being launched in India and under it various programmes and action are being organized through out the country. The programmes organized under the banner 'Irom Sharmila Solidarity Campaign. have already begun from Oct 2, ( Birthday of Mahatma Gandhi) across states of India and would
culminate on Dec 10, 2011. As a part of this campaign a Srinagar to Imphal journey and national signature campaign is also being planned. Armed Forces Special Powers Act (AFSPA) continues to be the most potent repressive tool of the Indian state that empowers even a non commissioned officer of the armed forces to kill on mere suspicion and provide legal immunity from prosecution, thereby causing untold misery and agony among the peoples of the affected regions. The imposition of AFSPA is synonymous to heavy militarization in the states where it is promulgated leading to gross civil and political rights violations including enforced disappearances, extra-judicial execution, torture, inhuman and degrading treatment, rape and other forms of sexual violence against women, arbitrary arrest and detention. Armed Forces Special Powers Act, a colonial legacy used against Mahatma Gandhi, was promulgated initially in the Naga areas of Assam (later divided between 4 states) and later in Mizoram, initially in parts of Manipur and later in all of Manipur. The Ordinance after a brief discussion in the Parliament was endorsed and got the status of Act on August 18, 1958, despite stiff resistance from vari-
ous quarters who challenged it as a martial and draconian law. Since then it has been in force in one part or the other of the states of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Tripura and Jammu and Kashmir (since 1991). Even though continuation of the 'disturbed area' status under the AFSPA in many part of the country is illegal in view of the violation of the mandatory six monthly periodic review directed by Supreme Court in its 1997 Judgement, there is no respite from this draconian law. This law is more draconian than its predecessor ordinance used by the British to suppress the Quit India Movement. In the pretext of controlling insurgency, this Act has only intensified the insurgency in the region and legitimised thousands of gross human rights violations like rape, torture, murder and “disappearances” of innocent people in the North East and J&K. The democratic movements in the Northeast states of India and the Jammu and Kashmir have consistently demanded the repeal of the Act and demilitarisation for decades but their repeated plea has fallen on the deaf ears and and nothing has so far been done to check the state sponsored injustices being perpetrated.

It is in this context Irom Sharmila struggle against Armed Forces Special Powers Act, has become synonymous with the cause. It amazing to see her conviction and courage to take on the might of the Indian state. Although Sharmila is leading the Manipur people’s movement but her popularity over the years has catapulted her to the national stage. It's her sheer grit and determination that has made her a national icon. She occupies the same space as that Anna Hazare has on corruption, Medha Patkar on Narmada Bacho and similar civil rights activists. It therefore important for all the freedom loving people who care for human rights and human values in this country to render support to 'Irom Sharmila Solidarity Campaign and make it a success. It wont be improper to mention that Irom Sharmila is one of the faces better known to us, but she is not the only one, there are many more like her who have taken up this cause and deserve salutation. Here one has to acknowledge the names like; Mukta Srivastava , GG Parikh, Sukla Sen, Daniel Mazgoankar, Asad, Shimanshu, Suhas Kolhekar, Simpreet Singh, Jatin Desai, Guddi S.L who have put up a brave front and has taken up this cause. Child health and the 12th Plan
T
he Approach Paper to the 12th Plan sees the projected 32% increase in India’s labour force in the next two decades as a demographic dividend. But is the 12th Plan focusing sufficiently on the health, nutrition and education of the children who will form this labour force in the coming decades, asks Alex George The draft Approach Paper of the 12th Plan was approved by the cabinet and presented to the National Development Council on October 22, 2011. The paper, which projects a growth rate of 9% for the 12th Plan, envisages that inclusiveness, an idea carried over from the 11th Plan, should lead to poverty reduction, increase in health outcomes and universal access of children to schools. It further states that inclusiveness should include providing opportunities for wage employment and livelihoods, and improved provision of water, sanitation and housing. All these have implications for improving child health and reducing childhood poverty. Health The observation of the paper that the National Rural Health Mission (NRHM) focused on child health and pre-natal care and that it was now necessary to expand to a wider range of conditions gives the impression that targets in child health have already been achieved and therefore we can move on. Though offering a broader set of services is important given our changing epidemiological profile, the focus on child health cannot be diminished as India still accounts for the highest proportion of child deaths in the world. The Approach Paper states that central and state government expenditure on health has increased to 1.4% of GDP in 2011-12 from less than 1% at the beginning of the 11th Plan. This calculation is based on Budget Estimates of 2011-12, whereas actual expenditures would be lower. Even otherwise, the estimated increased expenditure on health mentioned in the paper is way below the UPA government’s commitment to raise it to 3% of GDP. The paper agrees only to a rise of up to 2.5% of GDP, that too by the end of the 12th Plan, ie 2017. The paper mentions the High Level Expert Group (HLEG) on Universal Health Coverage constituted by the Planning Commission but does not give any clear commitment on the provision of universal healthcare. It says instead that the recommendations of this group will be an input for defining a “comprehensive health strategy for the next 10 years”. by Teresa rehman for The Women's Feature Service.

Ratna Singh is a ranger at the Kanha National Park in Madhya Pradesh, a vast swathe of jungle in central India. She lives in the park, and her job is all about the jungle and its inhabitants – both animal and human.
The accountability matrix defining the responsibilities of functionaries of the health, women and child development, water and sanitation departments at the block and habitation levels is a welcome step towards convergence of health and related services. However, to make it functional there must be a convergence in the performance of various functions at the state and district levels also. On the positive side, the 12th Plan does envisage a convergence of health and childcare services; but it is aimed at the lower levels of health and nutrition services, ie the anganwadi centre and sub-centre. In operational terms it will amount to having one Accredited Social Health Activist (ASHA) positioned at every anganwadi centre (AWC), who will connect the AWC to the Auxiliary Nurse Midwife (ANM) at the sub-centre. The idea to have a sub-centre in every panchayat does not appear to be offering anything new as a sub-centre is anyway supposed to exist for every 5,000 population in the plains and for every 3,000 population in the tribal and hilly areas, which works out to one for every panchayat already. The paper also promises to set up sub-centres and Integrated Child Development Services (ICDS) centres in all slums to provide primary healthcare to the urban poor, which is lacking at present. This step is welcome, but the provision of primary healthcare in urban areas requires a broader urban primary healthcare system and not just sub-centres and ICDS centres. The Approach Paper promises to make healthcare delivery more consultative and inclusive of the community by increasing users’ participation through institutionalised audits, again a welcome move. But we should not forget that the community monitoring exercise under NRHM in the 11th Plan was carried out only in a few areas with strong civil society presence. A reduction of regional disparities in maternal and child health, in particular in the 264 high-focus districts, is also a programme focus already. The offer to provide funds for upgradation of primary healthcare centres (PHCs) and community healthcare centres (CHCs) to IPHS norms is also an already existing commitment of the government. The Approach Paper also mentions making district hospitals district knowledge centres for training health workers like nurses, mid-level health workers and offering courses like Bachelor of Rural Healthcare/ Primary Practice. This would help provide a cadre of qualified health professionals to attend to a defined set of basic healthcare services. This is one way to get qual-
ified practitioners in allopathy to reach India’s remote rural areas. Several examples of NGOs providing community healthcare using trained rural health workers have shown the effectiveness of such an approach. The paper’s emphasis on local production of drugs is a very important measure as public sector drug companies have not been given encouragement for several years. Drug self-sufficiency is important in the context of the IPR regime and a declining public sector in this field, coupled with the fact that several Indian private sector giants have been taken over by foreign multinationals. The paper also deals with training and hiring women from marginalised communities in the healthcare workforce. But this approach should not be only for ASHAs, ANMs and AWWs. It should be implemented across the spectrum for all levels of health functionaries including medical professionals and applied to men from these communities also. In terms of financing healthcare, the paper acknowledges the high out-of-pocket health expenses of Indians and offers a two-pronged approach of expanding public provisioning of healthcare and public financing of care using the private sector, but subject to appropriate regulations and oversight. Once the government becomes a buyer of a set of services from the private sector it will be in a commanding position to ensure that the private sector functions according to state regulations. In addition to expanding public provisioning and bringing publicly financed private players under a regulatory regime, the paper also envisages establishing a health insurance plan for every citizen. The details in this regard are likely to emerge from the report of the HLEG which is due in November. Nutrition The need to restructure the ICDS focusing on the 0-3 age-group, promoting decentralisation of administration, ensuring quality, participation of women’s/mother’s groups and strengthening convergence with related schemes is clearly articulated in the paper, though the roadmap is not spelt out. The paper states that the recommendations of the inter-ministerial working group on ICDS constituted under the PM’s Nutrition Council are awaited. A shift towards family- and community-based interventions such as breastfeeding is also mentioned. In this regard a national campaign on universal breastfeeding linked to a programme for wider and enhanced provision of nutrition to breastfeeding mothers, should be taken up on a scale comparable to the erstwhile family planning programme, as this intervention is crucial for the survival of 0-6-month- old children. Conclusion The paper points out that India’s labour force will increase by 32% in the next two decades, while that of industrialised countries and China will decline by 4% and 5% respectively and that therefore we should reap the benefits of this demographic dividend. This would however demand that we ensure the health, nutrition and education of children who will form the labour force for the coming decades. On the contrary we find that the Infant Mortality Rate, a key indicator of health status, is at 50/1,000 live births according to Sample Registration Survey (SRS) 2009, published in early-2011 and is still higher at 70 and 66 respectively in UP and MP according to the recent Annual Health Survey (AHS) 2010-11. The AHS was conducted in the nine states of Rajasthan, Uttar Pradesh, Uttarakhand, Bihar, Jharkhand, Orissa, Madhya Pradesh, Chhattisgarh and Assam. These states alone account for 70% of infant deaths, 75% of under-5 deaths and 62% of maternal deaths in India, which demand urgent attention.

ingh was one of the country’s first women naturalists - the equivalent of a ranger in Africa. In India, it wasn’t even really a recognized profession till ‘Taj Safaris’, a private company, set out to train people to become professional guides. But it’s not easy to become one. Naturalists have to have a sound knowledge of the area’s flora, fauna and ecosystem; they need to be able to identify not just animals, birds and plants but animal tracks, sounds, animal behaviour and the weather as well. They are also trained in astronomy, first aid, vehicle maintenance and even the art of hosting. Soft skills like an understanding of the Indian culture, current affairs and a flawless English diction are some of the other requirements of the job. Today, Singh is the first-ever head naturalist at Taj Safaris, a joint venture with Andbeyond, a well-known Africa-based company.
A woman in a man's world When she first started working at the Kanha National Park, she was an oddity in this rough terrain. Often the local villagers used to rush out to see her as she drove past on her jeep. Then, in early 2007, a forest guard, Ramdin,
approached her and said: “Will you meet my daughters? I want them to see what education can do for them even in a jungle.” Singh would regularly meet with Ramdin’s girls and, inspired by them, other people on her staff also asked that she meet their daughters. These days the 33-year-old naturalist is something of a role model for many young girls in the area today. For Singh, the choice of profession came ‘naturally’ to her. “I love wildlife. I love the wilderness! I grew up with a lot of animals around me. It’s as if my soul belongs here. It’s an easier, simpler life. But earlier if you wanted to be in the jungle, you had to be a man. A trained, professional woman guide was unheard of,” she says. During the initial years some distant relatives did try to dissuade her. “It was rather hard. I was criticised for wearing pants and living among men, doing a man's job, getting sweaty, being
unladylike” But Singh was undeterred. “It’s my sixth year and over the years more women can be seen around. So I guess, it’s the hardest for the first one, and it was good that I didn’t crack under the pressure,” she adds. Returning to her roots Her parent’s support kept her going. “I was a complete jock throughout school and college, and played judo and basketball till the national level. My granny would worry that I’d be either crippled or scarred in a sporting accident and wouldn’t find anyone to marry me!” she laughs. Singh grew up in rural Madhya Pradesh, and so she was no stranger to thick forests, wild animals or rural environs. She went to a boarding school when she was four but she always came back for the holidays. Apart from the farm animals, there were frequent sightings of langurs, macaques, wild boars and

deer. There was the occasional leopard, tiger and bear too. “My family used to hunt in the old days, but my father had turned to conservation. You lived with animals; they had their rightful place alongside the villagers. I come from a feudal family were it’s a norm for people study in city schools and return to their roots to farm. We are all rooted,” she elaborates. Madam Sir These days Singh is often considered one of the guys. “Many of them call me 'sir' or a few 'madam sir'.” She tells the story of how once, she received a call from a guide at Kanha. “He said, ‘you have to protest with us, against the park authorities’ decision to induct women as guides.’ I replied, ‘Why would I do that?’ He said, ‘Why not?’ I said: ‘In case you have forgotten, I'm a woman!’ A moment's silence followed and then he sheepishly said, ‘Oh, haan. I forgot.’” Singh laughs at the memory, and adds that she’s happy that people have accepted her as a professional and that her gender isn’t an issue anymore. One of Singh’s pet causes is to ensure better security in the jungles to avert man-animal conflict. “Villagers on the periphery of the jungle have to be provided with alternate sources of fuel and employment. We form close bonds with locals. We participate in their lives, festivals, weddings. It’s a small community that you belong to when you live in the jungle. You can’t keep away,” she says. She enjoys taking local village children on safaris, so they can see their natural heritage see the value in what they need to do and why. Like all naturalists, she also dabbles with photography. “It’s a shame to be there and not capture the beauty and miracle of the jungle. Animals and wilderness look beautiful irrespective of the angle from which they are shot,” she says. And she is determined to build a place for herself in the jungle, “I will always have an association with the jungle. Always.”

The world has diluted astrology so much that many Christians forget that it is actually has its roots in an occult practice of fortune telling. While some people look to the stars to get advice, the scripture may make some Christians think twice about relying on the practice. Answer: Is Astrology Occult or Entertainment? Astrology began as a form of fortune telling, which the Bible considers an occult, and at times, a useless practice. Astrology is based upon the use of stars and planets to “read into” a person’s past, present, and future. For many astrologists it is a belief that the positions of certain celestial entities have an impact on our lives. For other astrologists there is a belief that there are gods in those celestial bodies that impact our lives. The Bible does warn against worshipping other Gods, though few Christians support the idea that the stars and planets are actually representations of other Gods. However, the Bible does state that occult practices are wrong, and that we should not seek out fortune tellers, mediums, and practitioners of occult practices. While most of the predictions we see in the paper are fairly benign guesses, there is still concern among some Christian groups about astrology. The main concern is when Christians look to astrology for advice over God. If Christians look to astrology first then they are taking their eyes and trust away from God. Yet most Christians only glance at a horoscope to laugh at the generalized predictions, feeling no need to delve further into occult practices or divining the future. Exodus 20:3– “Do not worship any other gods besides me.” (NLT) 2 Kings 21:6– “Manasseh even sacrificed his own son in the fire. He practices sorcery and divination, and he consulted with mediums and psychics. He did much that was evil in the Lord’s sight, arousing his anger.” (NLT) Deuteronomy 4:19– “And when you look up to the sky and see the sun, the moon and the stars—all the heavenly array—do not be enticed into bowing down to them and worshiping things the LORD your God has apportioned to all the nations under heaven. (NIV) Do Stars Offer Advice? The Bible states that the stars, along with the sun and moon, were created to give light to the Earth. God is the one who gives Christians advice. However, the stars can be quite useful, as in the case of the wise men needing to find the baby Jesus, in providing location. In this case, God used the star to light the way. The Bible is actually quite critical of astrologers, asserting that they cannot save people as God can. In Isaiah, the Bible points to this issue when God proclaims that Doom will come to Babylon and there is nothing the astrologists can do to save the people from it. However, in today’s era of generalized horoscopes, most Christians do not use astrology as a way to predict major events. Genesis 1:16-17– “God made two great lights, the sun and the moon, to shine down upon the earth. He also made the stars. God sent these lights in the heavens to light the earth.” (NLT) Isaiah 47:13– “All the counsel you have received has only worn you out! Let your astrologers come forward, those stargazers who make predictions month by month, let them save you from what is coming upon you. Surely they are like stubble; the fire will burn them up. They cannot even save themselves from the power of the flame. Here are no coals to warm anyone; here is no fire to sit by.” (NIV)
Scrub Typhus in Nagaland

crub Typhus is transmitted by the bite of Mite infected with the causative agent called orientia/ tsutsugamushi. Adult mites do not feed on humans and therefore do not transmit the disease It is the larval form called chigger which is infective There is no human transmission. A person has to be bitten by an infected larval mite in order to catch the disease. Therefore with proper personal hygiene, there should be no stigma in caring for Scrub Typhus patients. A person can be bitten when he goes to jungles/areas infested with mite larva. Or the mites can be carried through rats which can feed all humans at home. Scrub Typhus was first detected in 2006 at Longsa village in Mokokchung district, then in 2007 at Porba in Phek district. Then in September 2011, 3 cases were tested positive at Poilwa village. Since then, it has been detected in other places in Phek, Kohima, Peren and Mon districts. The number of cases detected this year is more than the previous years. However, it may well be that the disease has been present in the State for several years but due to lack of testing facility and poorer surveillance activities, it might have been taken to be some other disease In the region. The disease has been reported as early as World War II. About 1-2 weeks after being bitten by an infected Mite, the person develops fever with chills, headache, weakness, ete. The starting of fever is sudden. Around five days from the start of fever, rash may appear on the body. But in indigenous people where Scrub Typhus is endemic, rash may not be seen. Swelling of the lymph nodes in the armpit, groin or neck region may be present. One typical feature which is helpful in diagnosing Scrub Typhus is the bite mark. A punched out ulcer covered with a black scab (called eschar) is characteristic of a mite bite. It is commonly found in the armpit or groin region. There are rapid test kits available for diagnosing of Scrub Typhus. It may be mentioned that there are very good medicines for Scrub Typhus which are the cheapest antibiotics available. So when diagnosed and treated early, Scrub Typhus is not be a dreaded disease. However, self medication is not advisable as incomplete course, inappropriate dosage or wrong choice of drug for age can do harm even for the future. For example with the limited range of antibiotics which are used for the disease. If such medicines are inappropriately used leading to resistance. There will be no defense left in the future against the disease. The disease per se may not kill. But it is the complications which kill if left untreated. Serious complications can affect the lungs, heart, kidneys, brain, liver, etc which can be fatal. The complications like kidney failure with blood clotting disorder can be quite dramatic and it has been observed that they have been alleged be cases of poisoning by villagers. Scrub Typhus cases increase during the rainy season which is the time when villagers go to the fields for work. Mites can be found concentrated in certain jungles and such places are called 'Scrub jungles'. If there is clustering of cases among people who had visited certain jungle, such a place may be marked as a Scrub Typhus and personal protective measures can be taken up accordingly. Clearing of limited amount of vegetation especially around the houses and village vicinity will help in prevention against the disease. Reducing of rodent population will help in preventing the transmission of the disease. In some Naga communities, huge granaries are kept inside the houses which attract rats. Such practices may be discouraged. While going to the field, people may be advised to wear long sleeve clothes and also apply insect repellent creams on the exposed body parts and maintain personal hygiene to protect oneself from the disease. During peak season in endemic area, one can go for chemoprophylaxis where a once weekly medicine is advised by the doctor as a preventive measure. (Source: Directorate of Health & Family Welfare)

India, Pakistan agree on 26/11 justice
Addu (MAldives), NoveMber 10 (iANs): India and Pakistan Thursday talked about writing “a new chapter” in their accident-prone ties, with Islamabad assuring New Delhi that the terrorists behind the Mumbai carnage, that virtually froze relations between the neighbours, will be brought to justice soon. Meeting on the sidelines of the 17th South Asian Association for Regional Cooperation (SAARC) summit here, the two leaders held delegation-level talks for around half an hour in a seaside beach cottage at the idyllic Shangri La resort hotel and followed it up with nearly 45 minutes of one-on-one talks. With relations having languished since the cataclysmic 26/11 terror attacks nearly three years ago, the two sided agreed to push a host of initiatives, including the revival of the joint commission, a preferential trade agreement and liberal visa regime. India conveyed to Pakistan the imperative need to punish perpetrators of 26/11 carnage and underlined that terror should not be allowed to spoil improving relations between them. Pakistan promised to conclude the trial of the Mumbai terror accused in its custody and declared that Ajmal Kasab, the lone surviving 26/11 terrorist, should be hanged. In a sign of the new spirit of mutual accommodation, Prime Minister Manmohan Singh and his Pakistani counterpart Yousaf Raza Gilani agreed to open a new chapter in ties and hoped the

Indian democracy in peril as Kani denied bail: Karunanidhi
cheNNAi, NoveMber 10 (iANs): DMK president and former Tamil Nadu chief minister M. Karunanidhi Thursday said justice is being delayed to his daughter Kanimozhi by not letting her out on bail, putting a question mark on Indian democracy. Citing the denial of bail and that legal experts have voiced concern over denial of bail to Kanimozhi by the special Central Bureau of Investigation (CBI) court, Karunanidhi said in a statement issued here that democracy was in peril. Kanimozhi has been lodged in Delhi’s Tihar Jail in the 2G spectrum scam since May 20, charged by the CBI as a co-conspirator in the mega scam involving spectrum allocation. The DMK chief said even the Supreme Court had stated that people like her are free to file bail applications after charges are framed. He wondered whether any ideological or other inferences are hindering the bail for Kanimozhi seen in the context of views of legal experts and the apex court. Terming judiciary as one of the main pillars of democracy, Karunanidhi said if they are hesitant to protect the law then apprehensions will arise in the minds of people about Indian democracy and its future. He said investigations in the 2G case are over, charges have been framed and trial is set to commence. Even after the CBI had submitted that it had no objection to granting of bail the accused are languishing in jail, the DMK leader said. Referring to his daughter’s petition for bail in the Delhi High Court which has adjourned the case to Dec 1, Karunanidhi hoped that she would get justice there.
Courts can’t enforce statements made in Parliament: High Court
NeW delhi, NoveMber 10 (PTi): Courts cannot pass directions for enforcement of statements made by lawmakers in Parliament or State Assemblies, the Delhi high court has said. The verdict ruled out the plea of a Delhi resident seeking a cut in stamp duty on property transfer on the basis of statements made by the finance minister of Government of National Capital Territory (GNCT) in the Budget speech for the year 2003-2004. The identical promise was made by the then Union minister for urban affairs in Parliament that stamp duty on transfer, sale and purchase of immovable properties shall be reduced. Justice S Muralidhar rejected the plea saying courts cannot enforce statements made in Assembly or Parliament unless a statutory provision or notification is issued for the same. “The prayer of petitioner that this Court should issue a mandamus to the GNCTD and the Government of India to enforce a statement made by the finance minister of GNCTD to the State Legislative Assemble in 2003-04 followed by the statement made in the Parliament by the Union minister for urban affairs is plainly misconceived. “These are matters of policy and as rightly pointed out by learned counsel for the respondent MCD that a court cannot issue a mandamus in that regard unless there is a statutory provision or a statutory notification to that effect,” the court said while upholding a higher stamp duty on property transfer in NDMC areas than in MCD areas.

Turkey: Quake kills at least 8, hotel toppled VAN, Turkey, NoVember 10 (AP): Rescue workers with pickaxes and earth-movers searched on Thursday for survivors of an earthquake that leveled a downtown hotel in the same Turkish province that was hit by a deadly temblor last month. At least eight people, including a Japanese aid worker, were killed in the new quake. Some 26 people were rescued in overnight digging in the provincial capital of Van in eastern Turkey. Some of those trapped in the rubble were foreign aid workers and Turkish journalists working in the aftermath of the powerful quake on Oct. 23 that killed about 600 people. The Bayram Hotel survived that magnitude-7.2 quake with some cracks and a damaged elevator. But it toppled in Wednesday's magnitude-5.7 quake, trapping an undetermined number of people under tons of concrete and twisted metal in a grim replay of the earlier destruction. The quake, which struck at 9:23 p.m. (1923 GMT, 2:23 p.m. EST) Wednesday, knocked down 25 buildings in Van, but only two buildings, both hotels, were occupied because others were evacuated after the first quake, Deputy Prime Minister Besir Atalay said. "We focused on these two wreckage sites and are working with all our force" to find survivors, he said. Earlier, Atalay had said three buildings were occupied. He said some houses were damaged in nearby villages, but there were no casualties.
20 killed in China coal mine accident beijiNg, NoVember 10 (AgeNcies): At least twenty miners were killed in a coal mine gas leak accident in China’s southwest Yunnan province today, as rescue operation was on to save 24 workers trapped underground, the local government said. The accident occurred around 6.30 a.m. at the Sizhuang Coal Mine in Shizong county, the Yunnan Provincial Emergency Response Office announced in a statement. The local government said earlier that a “gas explosion” had ripped through the mine. The exact number of miners working underground at the time of the accident is still uncertain. A rescue operation is underway, involving about 30 firemen, 100 professional rescuers and 300 medical workers. Two emergency communication command vehicles, six fire trucks and more than 30 ambulances have also been dispatched by local authorities, state-run Xinhua news agency reported. The privately-run Sizhuang Coal Mine reports an annual output capacity of 90,000 tonnes.

‘EU may target Iran with new sanctions in weeks’ brusseLs, NoVember 10 (reuTers): European Union governments could approve a new package of sanctions against Iran in the coming weeks, EU diplomats said on Thursday, over a U.N. report that Tehran has worked to design atom bombs. Preliminary discussions among EU capitals on new measures have started and diplomats said plans may be formalized by a December 1 meeting of EU foreign ministers in Brussels. "Experts are discussing a number of options on the table but it is difficult to foresee the outcome of the debate," one EU diplomat said, adding it was not clear when consensus might be found. Another EU diplomat said he expected a formal decision to be reached on December 1. EU sanctions would be a significant part of Western efforts to ratchet up pressure on Tehran after the U.N. watchdog's report this week that laid bare a trove of intelligence suggesting Iran is seeking nuclear weapons. Western governments prefer a more united approach toward Tehran through sanctions adopted by the United Nations, but such moves look unlikely in the face of opposition from Russia and China at the U.N. Papademos, who was named after four tortuous days of power-sharing talks, immediately called for unity and promised to seek cross-party cooperation to keep Greece firmly in the 17-nation eurozone. The 64-year-old former vice president of the European Central Bank was chosen to lead a temporary government backed by both the governing Socialists and opposition conservatives that will operate until early elections, tentatively set for February. He replaces outgoing Prime Minister George Papandreou midway through the Socialist leader's four-year term. "I am not a politician but I have dedicated most of my professional life to exercising financial policy both in Greece and in Europe," Papademos said after the Greek president gave him the mandate to form a Cabinet. The last date as mentioned in earlier reports was on November 9. The auction for the all clubs barring the two Dimapur slots will be held on the 16th of November. In a joint decision taken by Joseph Sumi, Dimapur District Football Association president and Asalie Peseyie, CEO of NPL, the two Dimapur slots will be decided only around the second week of December after the DDFA league concludes. Also after confirmations from Neibu Sekhose, president, Kohima District Football Association and Moasangba Jamir, president, Mokokchung District Football Association, the management announced that the two teams selected on the merit basis are Life Sports FC representing Kohima and Zonipang FC from Mokochung. Zonipang FC was selected considering they were the champions of the recently concluded MDFA Tournament and Life Sports FC based on their recent performances and the properly structured system they have in place.

neW deLHi, november 10 (PTi): India's foreign coach Michael Nobbs might be against the participation of national players in the lucrative World Series Hockey league, but some former players-turnedcoaches feel that the event comes as a blessing in disguise for the struggling national sport. With little over three months left for the Olympic qualifiers, Indian hockey's Australian coach Nobbs has shot off a letter to Hockey India, stating his fears over disintegration of the national camp because of the lucrative WSH tournament, beginning December 15. Nobbs feels the private tournament, jointly organised by rival Indian Hockey Federation (IHF) and Nimbus Sport, could jeopardise his team's preparation for the Olympic qualifiers, a theory which former Indian players and coaches refuse to buy. Former coach and captain of India's 1980 Moscow Olympics gold-winning side, Vasudevan Bhaskaran, was of the view that the WSH will help the national selectors in identifying and spotting new talents ahead of the crucial Olympic qualifier. "This league will benefit the players in the long run, it will provide a platform for the Indian players to compete against foreign talent on their own turf. Whereas, the training camp will only facilitate the players to play against themselves and as a result stick to monotonous hockey," he said. "It will also provide the selectors an opportunity to recruit the upcoming stars from this league." Another former India coach, Harendra Singh, said that WSH will provide little known Indian players once in a life time opportunity to share the dressing room with the big names of world hockey. Harendra said even though he understands Nobbs' apprehension, the tournament will provide an opportunity to create a bench strength for Indian hockey, which will help the national game in the long run. Morung Fallout with Tendulkar my biggest regret: Chappell MELBOURNE, NOvEMBER 10 (PTI): India's controversial former cricket coach Greg Chappell claims the biggest regret of his tumultuous three-year stint there was the fallout with senior batsman Sachin Tendulkar with whom he simply failed to "communicate" properly. Chappell, who served as India coach from 2005 to 2007, admitted in his new autobiography 'Fierce Foucs' that he tried to push hurried improvements in the team which led to his downfall, especially after his relations with senior players such as Tendulkar soured. "My biggest regret was falling out with Sachin over him batting at number four in the one-day team. It was a shame because he and I had some intense and beneficial talks together prior to that. My impatience to see improvement across the board was my undoing in the end," writes the former Australian captain. "The mistakes I made were not particularly 'western' but the same kind of mistakes I'd made as a captain in my playing days. I didn't communicate my plans well enough to the senior players. I should have let guys like Tendulkar, (VVS) Laxman and (Virender) Sehwag know that although I was an agent of change, they were still part of our Test future. "When I did communicate with them, I was sometimes too abrupt. Once in South Africa, I called in Sachin and Sehwag to ask more of them, I could tell by the look on their faces that they were affronted," he recalled. "Later (Rahul) Dravid, who was in the room, said 'Greg, they've never been
spoken to like that before'," he wrote. Chappell dubbed his stay in India as 'tenuous' alleging that the BCCI tried to make his stint uncomfortable, delaying paying his bills and wages. "Throughout our living arrangements at the Taj Westend in Bangalore had always seemed tenuous. The BCCI was usually late in paying our bills, and Judy (his wife), along in Bangalore for much of the time I was touring, often didn't know whether my employer was looking after its commitments or not," Chappell claimed. "The wages for me, Ian Frazer and other support staff were sometimes paid months late. I saw it more as back channel attempts to make life uncomfortable and push towards throwing it in. Things improved markedly under the (Sharad) Pawar regime," Chappell wrote. In one of the chapter titled 'A New Hope', Chappell revealed that during his tenure he got to understand the kind of pressure Indian cricketers lived with, especially Tendulkar. "A glimpse of them was a lifechanging event...We were playing an unrelenting amount of cricket to satisfy the demand, at least 50 per cent more than Australia were playing and the pressure was beyond belief," he wrote. "Nobody was carrying that pressure more than Sachin. Not even Don Bradman carried expectations like this, and Sachin had been bearing it since 1989," he said. "When the team travelled, he would snap on his headphones, not look sideways, and shut it all out. There was a constant frenzy trying to get in at him. The
energy it would have taken for him to let that kind of excitement in would have drained him dry," he further wrote. Chappell revealed that he had asked Tendulkar to have a day off but the veteran batsman never wanted to because of the expectations of him. "If he didn't train and then performed badly, he'd have been blamed. People would notice. And there was no relief for him going out onto the streets, either. He just couldn't get any rest," he explained. Chappell wrote that once he asked Tendulkar that it would be hard to find time to keep in touch with his friends due to India's tight schedule, to which Tendulkar replied 'Greg, you would have more friends in India than I've got. "This is how it is to be Sachin Tendulkar," Chappell wrote. Recalling his conversation with Tendulkar during his early time with the team, Chappell said, "He was frustrated with his form and wracked with self doubt." CAPE TOWN, NOvEMBER 10 (AgENCIEs): South Africa pacers fired in unison to bowl out Australia to paltry 47 in their second innings after the hosts were all out for 96 on Day 2 of the first Test. South Africa pacers gave Aussies the taste of their own medicine as Vernon Philander took five wickets, Morne Morkel three and two by Dale Steyn to thump Australia to their third lowest Test total. The lowest Test total ever was 26 by New Zealand against England in 1955 while Australia's lowest was 36 against England in 1902. A lastwicket stand from Peter Siddle and Nathan Lyon avoided Australia beating those unwanted records. After restricting South Africa to 96 in the first innings, Australia set 236 runs target with 188 runs first innings lead. Only two Aussie batsmen have managed to cross double figure mark as Peter Siddle was unbeaten on 12 while Nathan Lyon, who was the last man to go, was the top scorer with 14 runs. Earlier, Shane Watson took five wickets in 20 balls to send South Africa crashing to 96 all out. The Australian all-rounder enabled his side to take a 188-run first innings lead with a devastating spell in which he took five wickets for 17 runs. South Africa struck back, reducing Australia to 13 for three at tea after an extraordinary session in which 12 wickets fell for 60 runs in 18.1 overs. Alonso seeks memory-erasing Abu Dhabi win

ABU DHABI, NOvEMBER 10 (AgENCIEs): Fernando Alonso and his Ferrari team will be seeking to erase memories of a nightmare weekend in 2010 when they challenge for glory in the penultimate race of the Formula One season, Sunday`s `twilight` Abu Dhabi Grand Prix. The two-time champion endured a race to forget last year when he arrived in Abu Dhabi as one of four contenders for the drivers` title, but departed hugely disappointed after failing to find any passing power on his way to seventh. Sebastian Vettel of Red Bull lifted the title, aged just 23, to become the sport`s youngest champion and then went on to defend that crown with a series of nearflawless performances this year. His supremacy and Red Bull`s consistency has enabled them to wrap up both 2011 titles long before arriving at the state-of-theart Yas Marina circuit for the only F1 race in the Mid-
dle East this year. As a result, the spotlight will be on Alonso`s bid to snatch second place in the title race from Jenson Button of McLaren and Mark Webber of Red Bull. Alonso will also hope he and Ferrari team-mate Brazilian Felipe Massa can help the tifosi forget last year`s embarrassing flop. Ferrari chief Stefano Domenicali reflected the team`s mood when he said: "In the remaining two races, we want to try and get on the podium and try all we can to get Fernando to second place in the drivers` classification. "We will fight hard, as much as we can, for that goal." Alonso may be helped this year by the encouragement of race director Charlie Whiting who has suggested that, after the problems in overtaking last year, the drivers will enjoy themselves this time thanks to the introduction of two Drag Reduction System (DRS) zones on the circuit. "The race came in for a bit of
criticism last year because the cars found it very difficult to overtake," said Whiting. "But there are two DRS zones this year, with two activation points, and they should make a significant difference in that respect." Alonso, in particular, will be hoping to avoid finding himself stuck behind a Renault, or more precisely the Renault of Russian Vitaly Petrov who held him up last year for most of the race after questionable strategy had apparently spoiled his race. But if Alonso feels any pressure he is unlikely to show it as much as Massa who has been warned that the next year will be decisive for his future with the team. "I am counting heavily on Felipe`s will to fight back as he knows next year will be a key one in which, and I`m convinced of it, he will be able to show his true worth," said Domenicali. "And as for the rumours regarding all the drivers who are due to arrive in Maranello to replace him,
