After more than half a century of protracted conflict, the Indian Government is close to offering a “Christmas gift” for the Naga people — a final settlement that the 1975 Shillong Accord promised to work towards, but could not deliver. The negotiations between the Indian Government and the National Socialist Council of Nagalim (Issac-Muivah faction) is now in its final stages, and Seven Sisters

The final settlement envisages a “special federal relationship” between India and Nagaland and creation of a “Supra-state body” for the Nagas to “preserve, protect and promote their cultural, social and customary practices.” The offer to create a pan-Naga ‘Supra State Body ’, instead of the “Greater Nagalim” demanded by the NSCN, has been touted by Indian negotiators as the “second best option for the Naga people”. The “Greater Nagalim” that would involve merger of Naga-inhabit-

ed areas of Manipur, Assam and Arunachal Pradesh with the State of Nagaland is likely to provoke huge resistance in these States. So Delhi is offering to create the “Supra State Body”, to which the legal authority and decisionmaking power of the Naga populated areas of Manipur, Assam and Arunachal Pradesh will be formally transferred. This, the Indian officials say, is recognition of the “distinct identity” of the Nagas, and will surely merit a major Constitutional amendment. “The proposed

agencies on the implementation of different development projects in the Naga areas. But it is not yet clear whether the three concerned States, all run by India’s ruling Congress party, have been briefed about this new experiment and how they have reacted to it. But in both Manipur and Assam, and possibly also in Arunachal Pradesh, there is likely to be considerable resistance to the “Supra State Body” proposal. DIMAPUR, NOVEMBER 14 (MExN): One man was arrested by police for allegedly circulating a sexually explicit video clip via MMS in Dimapur. The man, identified as Dipankar Roy (28 years), was arrested on November 12. The clip shows a naked woman indulging in a sexual act, whose face is not shown. According to police, on November 12, they got wind of a report of an MMS sex clip doing the rounds and started investigating. The same day, police were able to trace out the woman shown in the clip, who told investigators that she was not aware of such a video in circulation. Based on her statement, police were led to one Dipankar Roy of Lhomithi colony. He is said to be a shoe seller in New Market. During interrogation, Roy told police that the video was recorded by him but at the consent of the woman and at a place called ‘Citizen Hotel in New Market, sometime in October. He then showed it to his friends, which eventually circulated to a wider network of people. The woman, on the other hand claimed that she was not aware that Roy had recorded everything on video.

Mother, daughter swept away in Zungki river KIPhIRE, NOVEMBER 14 (MExN): In a tragic incident today a women aged 55 and her daughter aged 18 of Sangphur village under Kiphire district were swept away by strong current at Zungki river in the early hours today. The incident happened when the deceased and friends were trying to cross the river making a human chain by holding hands together. The unfortunate victims slipped off and got carried away by the current of the water. The dead bodies were later fished out with the help of administration, police and well wishers.

However, no definite decisions have been taken on both the issues, the sources said. At the most the party may come out with a statement indicating the need for more time for consultations on Telangana, they added. Kashmir Chief Minister Omar Abdullah had met Prime Minister Manmohan Singh and union Home Minister P. Chidambaram in the morning to discuss the demand for the lifting of the AFSPA from parts of the militancyhit state. DIMAPUR, NOVEMBER 14 (MExN): The Naga People’s Front (NPF) has taken exception at the Congress’ observation that the India Today “State of the States Award for most improved State to Nagaland in infrastructure development,” to Nagaland, was “purchased.” “It is unfortunate that the Congress leaders cannot see what even independent and respectable agencies are recognizing and acknowledging the remarkable development that has been achieved in Nagaland. The Congress leaders herealsoneedtobereminded that the award was given by Union Finance Minister Shri Pranab Mukherjee who in his address while endorsing the awards appreciated the independent nature and accurate parameters of assessment in

selecting the award winners,” the NPF media cell said. The Nagaland Congress is also criticized by the ruling party for their “recent utterances on various matters especially on their stand on corruption.” The statement issued by the NPF’s media bureau did not refer much to the charges made against it by the Nagaland Pradesh Congress Committee earlier on corruption but focused more on the Congress’ woes at the Centre. The NPF said that the Congress “General Secretary Felario” had called the Democratic Alliance of Nagaland government “champion of corruption” and repeated by Congress General Secretary and Lok Sabha MP Rahul Gandhi. However, the issue is far from resolved as a section of the “affected landowners” are still demanding Rs. 60 per square feet. per square feet of land is exorbitant by any standard and far beyond the Centre’s standard rate of Rs. 25 per square feet. He reminded that nowhere in India in any state or province does a “Rs. 60 per square feet” exist. Terming the demand “abnormally high” as stated earlier by the Centre. ‘The government cannot give Rs. 60 per square feet. If the demand stands, the project might be dropped; feels like the proj-

PEREN, NOVEMBER 14 (MExN): All Selected Entrepreneurs Association of Nagaland (ASEAN) — state’s young entrepreneurs selected and trained under the declaration, “The Year of Entrepreneurs” by the state government, have cried foul as the year is barely a month away and nothing substantive announcement has so far been made. The President of the association K. Michael in a press statement has categorically blamed the government for not seriously upholding its solemn declaration and has sought immediate action and necessary implementation. “We will

submit our ultimatum and fight till each of our dreams of becoming an entrepreneur is realized; the government needs to be sincere, sensitive and caring towards the young and upcoming entrepreneurs”, it stated. “The watchword of the year’s action plan has significant rationale for the success and failure of the future DAN, for which the political house needs proper consultations amongst themselves and with other agencies while also building serious tie-ups with financial institutions, not forgetting to look out for all possible help and package from the Centre”, the note further stated.

It is also noteworthy that the trained entrepreneurs have been anticipating with courage and responsibility to begin their journey of entrepreneurship. The government must ensure that this fire of passion should not be put on for long without implementation, the note stated. We believe in the sincerity of the DAN’s desire to implement this proclamation in letter and spirit so that the upcoming thousand entrepreneurs would ensure the state’s economy is not further drained and the integrity and honesty of the DAN may be evident to all Nagas, it stated.

Abdul Kalam on Monday said, warning that fossil fuel would damage the Earth. The fossil fuel burnt every year by all States was equivalent to 30 billion tonne of car-

bon dioxide, Mr. Kalam said when asked about West Bengal government’s opposition to nuclear power. “Only clean power is the solution. Solar, nuclear, bio and hydel are clean power,” Mr. Kalam told reporters on the sidelines of IIMCalcutta’s golden jubilee celebration. Asked about the Kudankulam nuclear

power issue, Mr. Kalam said, “We are a power-hungry nation and 2000 MW of clean power is ready to be pumped into the grid. If it is clean power you must go for it.” Noting that he had visited Kudankulam, he said, “It is really a modern plant.” Asked about its safety, he replied, “Of course, I am confident of its safety.”

Naga Council happy with GPRN/ NSCN on drive against “anti-socials”

DIMAPUR, NOVEMBER 14 (MExN): The Public Joint Action Committee and the Naga Council with all civil organizations appreciates the decision of the GPRN/NSCN for resolving to tackle antisocial activities “such as rape, kidnapping.” “This is a major step towards removing the quasi-national cadres which have indeed, disturbed the citizens in many ways,” the committee stated. “This is the need of the hour in the Naga nation

with the numerous antisocial activities taking place on a high scale particularly in Dimapur with victims even fearing to report such matters to the law enforcing authorities,” a note from the Naga Council of Dimapur, on behalf of the committee, stated today. The GPRN/NSCN’s “clear stand” has “enlightened public” to air their grievances “without fear or hesitation,” the Naga Council claimed. The public is also urged

to ‘come forward with courage’ to report any such matters of antisocial threats or acts perpetrated by any elements “so that GPRN may ascertain and take stringent penalties as assured.” The Naga Council hopes and appeals to all “national governments” to act against any element threatening the normal conduct of life of innocent citizens whether in Dimapur or anywhere in Naga areas “so that goodwill is rebuilt and peace prevails.”

KOhIMA, NOVEMBER 14 (DIPR): Parliamentary Secretary for RD and REPA, Pangnyu Phom said that the department of Rural development is the only department that interacts directly with the villages, and observed that if villagers are properly educated on the intention/reality of the various flagship programmes of the Government of India, and uplift them, the economy of the country and the state would prosper. Interacting with media persons in his official chamber on the 14th of November 2011, Pangyu Phom while highlighting on the Backward Regions Grants Fund (BRGF) said that RD department has taken up mostly housing schemes under the programme. “Before this scheme was introduced there were so many thatched houses especially in Eastern Nagaland, but after introduction of this scheme, there is cent percent housing coverage,” he informed. To enhance the livelihood security of the rural households, the Government of India has enhanced the wages from Rs.100/- to Rs.118/- per day per head wef 1st Jan.2011, with respect to Nagaland, he said. conclave on Ahuna-celebrating essence of traditions ENSF November 16-17 Dimapur, November 14 (mexN): The Aghunato Areami Union Dimapur (AAUD) celebrated Ahuna Festival’ with the theme “Celebrating the essence of our rich traditions....” at Hukato Naga Private Residence at Ikishe Village, Dimapur. A press note issued by Hukavi T. Yepthomi said that the festival was observed with rich display of cultural and traditional dances, folksongs and folklores, and traditional acts of various short stories depicting the ancestral life styles in its originality from Lizutomi Union Dimapur.. The celebration was hosted by Mr & Mrs. Hukato Naga. The host Hukato called upon the people to lead a good and better living with Jesus Christ as a personal saviour. Among others Hekhevi Achumi of Khumishi village related the significance and tenets of Ahuna festival, its origin and various practices. Hewoto Awomi, MLA, Ghaspani-I who hails from Khetoi village, K. Hollohon, MLA, Ghaspani-II, who hails from Khukishe village, Ihezhe Zhimomi, former Minister and senior most member of the Union who also hails from Khetoi village and Tokheho Yepthomi, MLA and Congress Legislature Party Leader who hails from Luvishe village addressed the gathering. The original “Ahuna” was prepared and cooked and distributed to all the gathering. K. Ela, Director, Prodigals Home highlighted the convention on the rights of the child. She encouraged the students to know their rights and learn to re-

spect other children and to be more sensitive to those children that are unfortunate. She added that getting the highest grade alone is not complete education, but a child should learn to have good personality which would make them into a responsible adult, and a good human being. Maong Jamir, Asst. Director, Prodigals Home gave a brief presentation on HIV/AIDS in child -friendly way. He mentioned that there are lots of children infected and

affected by HIV /AIDS in Dimapur and added that most of them are from poor families. Jamir further stated that many HIV infected/ affected children do not go to school because of financial problems and encouraged the students to extend their help in different forms. He suggested the students to form school support group to extent help to infected and affected children in the school and outside. He also briefly highlighted the activities

Dimapur, November 14 (mexN): The Eastern Naga Students’ Federation (ENSF) will be organising a conclave for eastern Naga college students studying in various colleges in Nagaland on November 16 and 17 at Penal Retreat Centre, Hozukhe Village, Niuland, Dimapur. The Federation in a press release has requested colleges under Eastern Nagaland to send five representatives each and Colleges in other parts of Nagaland may send two representatives each. Revocation of 3:1 seniority benefit

Kohima, November 14 (Dipr): Government of Nagaland, Department of P&AR in an office memorandum has issued a memo for revocation of 3:1 Seniority benefit to the regularised contract employees on November 14th 2011. The memorandum has said to revoke the Notification No. AR-5/ ASSO/98 Dated 16/11/2006 regarding grant of service benefit of 1 (one) year seniority for every 3 (three years) of continuous service, with effect from 3rd October 2011. This has the approval of the Cabinet vide OM No. CAB-2/2008 (Pt) dated November 5th 2011.

ANFWA begins verification Work Charge employees

WoKha, November 14 (Dipr): Five member team of the All Nagaland Field Worker’s Association (ANFWA) led by its President Inakhu Aye begin verification of Work Charge Employees of PWD (R&B) and Housing from November 8. The team will cover the entire State of Nagaland for verification, which will culminate on March 28. The team visited Wokha District on November 8 and toured Sanis, Baghty and Bhandari Division and district Headquarter on November 14. They also visited Wokha-Bokajan Road, where the Association appealed to the Government of Nagaland and the concern Department to allot fund and depute labourers for the maintenance of the road. Kingfisher’s lenders have made it clear that the airline would have to come up with a credible business plan. “Kingfisher is a valued company, but an airline would need fuel, fleet and finance to run the show. Kingfisher should tell us how it plans to streamline its daily requirements,” Pratip Chaudhuri, chairman, SBI, said in Kolkata. SBI is the lead lender to Kingfisher among the consortium of 13 banks. Chaudhuri said banks have asked the airline’s owners to bring Rs 800 crore as equity. The company has said Rs 400 crore has been arranged, but Chaudhuri said he wanted to “see the money”, news agency PTI reported. He said banks will meet KFA’s management on Tuesday. Over the weekend, reports that the government might move to bail out Kingfisher has met with strong opposition from politicians and sections of industry. “If it’s a free market economy, those who die must die,” said Bajaj Auto Chairman Rahul Bajaj. The board of Kingfisher Airlines (KFA) will consider a proposal to cut debt by more than half by selling property, converting loans from its parent company into equity, and changing the terms under which it leases aircraft. The management of the airline, which has cancelled 200 flights in the past week, leading to fears it is close to bankruptcy, says its plan will result in debt coming down from Rs 6,500 crore to Rs 3,000 crore. Kingfisher shares had plunged as much as 18% on Friday to an alltime low of Rs 17.7 after the airline said it was dropping unprofitable routes and speeding up a fleet reconfiguration, which would see its daily schedule of flights drop to 300 from 340. At 10:10 a.m. (0350 GMT), shares in Kingfisher Airlines were trading up 4.33% at Rs 20.50 in a firm market. The debtreduction plans to be placed before the board were spelt out in a presentation, which has been reviewed by this paper, to potential financial investors on November 6. The management is likely to propose a preferential issue of equity to the promoters and other investors, meeting a key demand of banks that are insisting Vijay Mallya, the flamboyant tycoon who owns the airline, infuse equity into the troubled carrier. fisher plans to raise close to Rs 900 crore by selling Kingfisher House, the airline’s headquarters near the Mumbai domestic airport, and other real estate, and Rs 700 crore more by changing the leases on its aircraft from financial to operating. In case of a financial lease, the airline has to deposit money with the aircraft manufacturer, which can be up to 15% of the total value of the aircraft. Converting it into an operating lease would mean the deposit is paid by the leasing company, which in turn is paid lease rental by the airline. Sanjay Aggarwal, Kingfisher Airlines CEO, however, refused to comment on the additional working capital but confirmed that the airline was planning to raise funds by changing the nature of lease agreements and selling real estate. “All this exercise is going to reduce our interest costs that are pinching us a lot right now and reduce debt levels to reasonable limit,” he said. But industry insiders doubted if a change in the nature of the lease would raise the kind of money that KFA seemed to be expecting. Further, they say, the Mallya-owned airline’s relationship with leasing companies is less than stellar as it has repeatedly defaulted on lease rental payments for some of its aircraft. “It needs to be seen how much value can be unlocked from sale of real estate assets as the realty sector itself is going through a challenging phase. With the troubles the company has with leasing firms, it will also be interesting to see if they are agreeable to bailing Kingfisher out. But if they are indeed able to half their debt, as they

are planning to do so, it will help the company a lot as what is hurting Kingfisher’s profitability is the high interest outflows,” said a research analyst with a leading brokerage firm not wanting to be identified. According to sources, some of the money that Kingfisher is seeking from the banks will go into reconfiguring the aircraft it wants to use for its full-service operations. These aircraft were earlier used by Kingfisher Red, KFA’s defunct lowcost arm. Kingfisher had announced after a board meet in September that it would do away with Kingfisher Red, known as Air Deccan before Mallya acquired it in 2007 from GR Gopinath. Kingfisher expects to increase its revenues by 15% once the reconfiguration of these aircraft is complete in another three to four months. An earlier restructuring of loans had brought down Kingfisher’s debt to Rs 6,500 crore from over Rs 7,500 crore. The lenders - 13 banks, including SBI and ICICI - paid a 61% premium when they got a 23% stake in the airline in April this year, a move that has been panned by independent analysts as they got only one board seat. The Kingfisher scrip has tanked since then, closing at a new low of Rs 19.65 on Friday. The airline will also look at reduction of manpower costs. “Tough measures have to be taken even if it means manpower reduction for the sake of the remaining 7,500 employees,” Aggarwal said. Kingfisher is looking at a timeline of three to four months when all these initiatives will come together enabling it to keep operational.

“An open letter to the President, Nagaland Olympic Association & the President, Nagaland Football Association and the President, Kohima District Football Association (K.D.F.A)” Sub: Representation against arbitrary allotment of Kohima District Football Association (KDFA) Quota for the forthcoming Nagaland Premier League (NPL). Hon’ble Sir, ith reference to above cited subject, the undersigned on behalf of the New Market Football Team, Kohima is constraint to bring the following few points for your kind information and necessary perusal. That Sir, as per The Nagaland Premier League (NPL) article No. 2 format for the qualification of the league, the Kohima district has been allotted a slot on merit basis which is in the form of winner of the KDFA League. However, it is a known fact that the esteem governing district football body has never conducted the league for reasons best known to the concern Association. The KDFA with its own flair of favouratism has straight away allotted the quota to the Life Sports Football Club (LSFC) undermining the contributions and credentials of various Football Clubs in Kohima district, It has been brought to our notice that the allotment was made on the criteria of recent performances and well managed team which has prompted us to question the wisdom of KDFA for allotting the slot to LSFC. 1. What were the criteria followed by KDFA toward allotment of the slot in the absence of a KDFA League Champion? 2. What is the recent performance and achievement of LSFC that qualifies them for the NPL slot of Kohima district?

3. What does KDFA mean by the properly structured system they (LFSC) have in place? Keeping these questions in mind, it is pertinent to mentioned that the New Market Football team, Kohima was established in 1977 following its participation in Sir Pausey Trophy. Since then, the team has been consistently participating in all the major tournaments organized in the district and State. The team has been a sprint board which provided many players the opportunity to represent the State team, which has brought many laurels to the State. It is also to be mentioned that few players had even represented the Country and also have found prominence in the top football clubs of our country. If, the recent performances had to be taken into considerations, the New Market team had been the runner-up of the 16th &17th edition of Classic Cup (erstwhile Youth Soccer Tournament) during 2010 & 2011and is also the runner-up in the 1st & 2nd edition of the Kohima Inter-ward football tournament. The team is also the only team to have the distinction of participation in all the editions of the Classic Cup. Unceasingly, the team had also participated in the lead tournaments of the State like the N.S.F Martyr Trophy and the Royal Gold Cup (An all India football tournament). Three decades of holistic football experiences, be it participation or management, speaks volumes about the credentials and reputation of the New Market Football team. The following roll-of-honours further substantiates this claim.

‘Supra State Body’ likely Christmas ... The NSCN, though, has already started extensive interaction with their constituents and “fraternal organizations” to figure out their reactions to the concept of the “Supra State Body” to the Naga people – a task that is proving to be less than easy. So if the NSCN and the Indian Government cannot agree on the exact nature of powers for this “Supra State Body” there could be an obvious delay and the intended “Christmas gift” for the Nagas may have to wait until another Christmas. In the interest of maintaining the exclusivity of this obviously huge newsbreak, Seven Sisters Post has so far refrained from seeking reactions of the Chief Ministers of Manipur, Assam and Arunachal Pradesh or the Opposition parties there. But so far there is no indication that the three Congress Chief Ministers – of Assam, Arunachal Pradesh and Manipur – have been told about the “Supra State Body” proposal to solve the Naga problem. After this newsbreak, we anticipate their reactions but there is no point anticipating them . We will report them once we have them. There could be many a hurdle in implementing the “Supra State Body” proposal even if the NSCN and the Indian Government finally write it into the Accord – but if it finally comes into being, the “Supra State Body” will turn out to be a far-reaching Constitutional experiment with major implications for India’s body polity. It is an arrangement that will seek to retain the Naga-inhabited areas within the States of Manipur, Assam and Arunachal Pradesh but linking them to the State of Nagaland for ensuring the cultural unity of the Nagas and giving them a sense of cohesiveness.

T

he United Nation has symbolically declared the world’s 7-billionth human on October 31, 2011. And to take the honours was the little girl Nargis Yadav born in a small rural clinic in north India in the State of Uttar Pradesh, which is the most populated in India. While roughly 4.5 billion people have been added to the world population in just the last 60 years, according to United Nations estimates, the U.N.-declared landmark of 7 billion humans underscores the challenges faced by the global community to address the environmental and social impacts that continued population growth will have. While individual countries will have to address this concern, the fact that the UN has chosen India to showcase the 7-billionth human only underscores the bigger problem and challenge for India, China and other developing countries. At the outset it must be understood that the problem is not so much about population growth but the real concern should be to find a right balance between growth and sustainability. Although India has been recognized as the first country in the world to officially adopt a family planning program in 1952, serious thinking about population growth was reflected only through the subsequent five year plans. Even then policy makers failed to grasp the statistics behind the booming numbers. One of the measures adopted to curb population growth was in the nature of financial incentives in the form of cash awards for undergoing sterilisation; extensive use of sterilization for both males and females. Policy makers had always put too much attention into meeting targets rather than on basic welfare measures such as education and economic development as levers to restrict the growth of population. Such a lopsided strategy was bound to fail because adoption of family planning in India was never properly explained in terms of the various socio-cultural and economic factors. For instance the low age of marriage particularly in rural India contributed to high fertility. Further owing to prevalence of illiteracy, low status of women, deep rooted religious beliefs and customs besides the economic advantages of having a large size family has led to a mindset which is not amenable to the government’s family planning programs. Only in the last few years a broader perspective was adopted in the form of family welfare programs. The MS Swaminathan Expert Group on National Population Policy had called for the implementation of Minimum Needs Program. This includes the universalization of primary education, abolition of child labour, priority to primary health care and food-clothing-shelter programs. Addressing global population growth is therefore not the same thing as ‘controlling population’. The latter is essentially about numbers and we cannot humanly stop population from growing. What we should therefore focus on is on the welfare aspect of our population such as human development. Recently, the UN released its Human Development Index (HDI) report where India ranks a low 134 among 187 countries in terms of the HDI, which assesses long-term progress in health, education and income indicators. If countries and communities can give special emphasis on the HDI, the problem of population growth should not become such a big issue. And one of the focus areas should be on improving the overall condition of our womenfolk. This will include proper education, healthcare, proper sanitation, access to clean drinking water, livelihood options etc.

Manipur blockade must end

I

t is inconceivable that agitationists can ever succeed in blocking the main highways leading into, say, a State such as Madhya Pradesh for more than a few hours. Yet they get away with blockading Manipur for months on end, again and again, simply because disruptions in that farthest corner of the Northeast do not cause a ripple in the rest of India. So it is hardly surprising that people in Manipur think the country does not care for them. The latest blockade, which started on August 1, has led to an acute shortage of essential commodities, with the prices of food, medicines, and fuel shooting up sky high. Ordinary people have borne the brunt of the agitation, black marketeers and hoarders are having a field day, and the central government has been a bystander to the less-thancompetent handling of the situation by the Ibobi Singh government in the hapless State. The siege began when the Kukis affiliated to the Sadar Hills Districthood Demand Committee blocked National Highways 53 and 39 to press their demand for a Kuki majority district to be carved out of portions of a larger district claimed by the Naga people as part of the ‘greater Nagalim.' The Nagas responded to the SHDDC blockade with one of their own. Instead of handling both firmly, the State government appears to have only worsened ethnic tensions by getting the SHDDC to withdraw its blockade with a written assurance that the demand for a separate Kuki district would be met. The United Naga Council and the All Naga Students' Association of Manipur have since intensified their blockade. The Centre's apathy aside, the inflexible positions taken by the protesters, and their political vision stretching no further than the narrow confines of their ethno-nationalism, are the main reason for the mess in Manipur, and in some other parts of the Northeast as well. The Meities, who form the majority ethnic group, are not blameless in this saga of exclusivist politics; the tussle between the Kukis and the Nagas cannot be separated from the larger confrontation between the nationalisms of the Meitei and the Naga. Reconciling these competing visions is not an easy task; there are no quick answers. It calls for a leadership that is prepared to think big and re-imagine the State, and the region, in progressive inclusivist fashion. More immediately, the blockades on the highways must end. They have caused immense suffering to the poorest of Manipur's 2.7 million people who cannot afford to pay black market rates for their daily essentials. The blockaders must realise that they cannot use blackmail to gain their political ends.

Capitalism & Environmental Catastrophe This is a reconstruction from notes of a talk delivered at a teachin on "The Capitalist Crisis and the Environment" organized by the Education and Empowerment Working Group, Occupy Wall Street, Zuccotti Park (Liberty Plaza), New York, October 23, 2011. It was based on a talk delivered the night before at the Brecht Forum. Fred Magdoff also spoke on both occasions.

he Occupy Wall Street movement arose in response to the economic crisis of capitalism, and the way in which the costs of this were imposed on the 99 percent rather than the 1 percent. But "the highest expression of the capitalist threat," as Naomi Klein has said, is its destruction of the planetary environment. So it is imperative that we critique that as well.1 I would like to start by pointing to the seriousness of our current environmental problem and then turn to the question of how this relates to capitalism. Only then will we be in a position to talk realistically about what we need to do to stave off or lessen catastrophe. How bad is the environmental crisis? You have all heard about the dangers of climate change due to the emission of carbon dioxide and other greenhouse gases into the atmosphere -- trapping more heat on earth. You are undoubtedly aware that global warming threatens the very future of the humanity, along with the existence of innumerable other species. Indeed, James Hansen, the leading climatologist in this country, has gone so far as to say this may be "our last chance to save humanity."2 But climate change is only part of the overall environmental problem. Scientists, led by the Stockholm Resilience Centre, have recently indicated that we have crossed, or are near to crossing, nine "planetary boundaries" (defined in terms of sustaining the environmental conditions of the Holocene epoch in which civilization developed over the last 12,000 years): climate change, species extinction, the disruption of the nitrogen-phosphorus cycles, ocean acidification, ozone depletion, freshwater usage, land cover change, (less certainly) aerosol loading, and chemical use. Each of these rifts in planetary boundaries constitutes an actual or potential global ecological catastrophe. Indeed, in three cases -- climate change, species extinction, and the disruption of the nitrogen cycle -- we have already crossed planetary boundaries and are currently experiencing catastrophic effects. We are now in the period of what scientists call the "sixth extinction," the greatest mass extinction in 65 million years, since the time of the dinosaurs; only this time the mass extinction arises from the actions of one particular species -- human beings. Our disruption of the nitrogen cycle is a major factor in the growth of dead zones in coastal waters. Ocean acidification is often called the "evil twin" of climate change, since it too arises from carbon dioxide emissions, and by negatively impacting the oceans it threatens planetary disruption on an equal (perhaps even greater) scale. The decreased availability of freshwater globally is emerging as an environmental crisis of horrendous proportions.3 All of this may seem completely overwhelming. How are we to cope with all of these global ecological crises/catastrophes, threatening us at every turn? Here it is important to grasp that all of these rifts in the planetary system derive from processes associated with our global production system, namely capitalism. If we are prepared to carry out a radical transformation of our system of production -- to move away from "business as usual" -- then there is still time to turn things around; though the remaining time in which to act is rapidly running out. Let's talk about climate change, remembering that this is only one part of the global environmental crisis, though certainly the most urgent at present.

Climate science currently suggests that if we burn only half of the world's proven, economically accessible reserves of oil, gas, and coal, the resulting carbon emissions will almost certainly raise global temperatures by 2° C (3.6° F), bringing us to what is increasingly regarded as an irreversible tipping point -- after which it appears impossible to return to the preindustrial (Holocene) climate that nourished human civilization. At that point various irrevocable changes (such as the melting of Arctic sea ice and the ice sheets of Greenland and Antarctica, and the release of methane from the tundra) will become unstoppable. This will speed up climate change, while also accelerating vast, catastrophic effects, such as rising sea levels and extreme weather. Alternatively, if our object is the rational one of keeping warming below 2° C, climate science now suggests that we should refrain from burning more than a quarter of the proven, economically exploitable fossil fuel reserves (unconventional sources such as tar sands are excluded from this calculation).4 The central issue in all of this, it is important to understand, is irreversibility. Current climate models indicate that if we were to cease burning fossil fuels completely at the point that global average temperature had increased by 2°C, or 450 parts per million (ppm) carbon concentration in the atmosphere (the current level is 390 ppm), the earth would still not be close to returning to a Holocene state by the year 3000. In other words, once this boundary is reached, climate change is irreversible over conceivable humantime frames.5 Moreover, the damage would be done; all sorts of catastrophic results would have emerged. Recently climate scientists, writing for Nature magazine, one of the world's top science publications, have developed a concrete way of understanding the planetary boundary where climate change is concerned, focusing on the cumulative carbon emissions budget. This is represented by the trillionth ton of carbon. So far more than 500 billion tons of carbon have been emitted into the atmosphere since the industrial revolution. In order to have an approximately even chance (50-50) of limiting the increase in global average temperature to 2°C, the cumulative CO2 emissions over the period 1750-2050 must not exceed one trillion tons of carbon; while in order to have a 75 percent chance of global warming remaining below 2°C, it is necessary not to exceed 750 billion tons of carbon. Yet, according to present trends, the 750 billionth ton of carbon will be emitted in 2028, i.e., about sixteen years from now. If we are to avoid burning the 750 billionth ton of carbon over the next four decades, carbon dioxide emissions must fall at a rate of 5 percent per year; while to avoid emitting the trillion ton, emissions must drop at a rate of 2.4 percent a year. The longer we wait the more rapid the decrease that will be necessary. The trillionth ton, viewed as the point of no return, is the equivalent of cutting down the last palm tree on Easter Island. After that it is essentially out of our hands. 6 This takes us to the social question. The problem we face when it comes to the appropriate response to impending climate catastrophe is not so much one of climate science -- beyond understanding the environmental parameters in which we must act -- as social science. It is an issue of social conditions and social agency. We live in in a capi-

talist society, which means a societyin which the accumulation of capital, i.e., economic growth carried out primarily on the terms of the 1 percent at the top (the ruling capitalist class), is the dominant tendency. It is a system that accumulates capital in one phase simply so that it can accumulate still more capital in the next phase -- always on a larger scale. There is no braking mechanism in such a system and no social entity in control. If for some reason the system slows down (as it is forced to periodically due to its own internal contradictions) it enters an economic crisis. That may be good temporarily for the environment, but it is terrible for human beings, particularly the bottom portion of the 99 percent, faced with rising unemployment and declining income. Overall, capitalism is aimed at exponential growth. It cannot stand still. The minimum adequate growth rate of the system is usually thought to be 3 percent. But this means that the economy doubles in size about every 24 years. How many such doublings of world output can the planet take? Hence, there is a direct and growing contradiction between capitalism and the environment, a contradiction that becomes more and more apparent as the size of the capitalist economy begins to rival the basic biogeochemical processes of the planet. Naomi Klein has rightly characterized the age we live in as "disaster capitalism" because of its dual economic and ecological crises -- and due to the increasingly exploitative means the rich employ to enable them to prosper in the midst of increasing destruction.7 There are two predominant ways of addressing the climate crisis and the environmental problem generally. One is to look for technological ways out -often seen as being spurred by the creation of carbon markets, but the onus is on the technology. The argument here is that through the massive introduction of various advanced technologies we can have our pie and eat it too. We can get around the environmental problem, it is suggested, without making any fundamental social changes. Thus, the pursuit of profits and accumulation can go on as before without alteration. Such magic-technological answers are commonly viewed as the only politically feasible ones, since they are attractive to corporate and political-power elites, who refuse to accept the need for system change. Consequently, the establishment has gambled on some combination of technological miracles emerging that will allow them to keep on doing just as they have been doing. Predictably, the outcome of this high-stake gamble has been a failure not only to decrease carbon emissions, but also to prevent their continued increase. The turn to those alternative technologies that are already available (for example, solar power) has been hindered by the fact that they are often less profitable or require changes in social organization to be implemented effectively. As a result, greater emphasis is placed on: (1) nuclear energy (a Faustian bargain if there ever was one); and (b) carbon capture and sequestration technology for coal-fired plants, which is neither economically nor ecologically feasible at present, and hence only serves to keep coal, the dirtiest fossil fuel, going. Beyond this the only option that the vested interests (the 1% and their hangers-on) have left is to push for geoengineering technologies. This involves such measures as dumping sulfur dioxide particles in the atmosphere to block the suns

rays (with the danger that photosynthesis might be decreased), or fertilizing the ocean with iron to promote algal growth and absorb carbon (with the possibility that dead zones might expand). These geoengineering schemes are extremely dubious in terms of physics, ecology, and economics: all three. They involve playing God with the planet. Remember the Sorcerer's Apprentice! Nevertheless, such technological fantasies, bordering on madness, continue to gain support at the top. This is because attempts to shift away from our currently wasteful society in the direction of rational conservation, involving changes in our way of life and our form of production, are considered beyond the pale -- even when the very survival of humanity is at stake. The other approach is to demand changes in society itself; to move away from a system directed at profits, production, and accumulation, i.e., economic growth, and toward a sustainable steady-state economy. This would mean reducing or eliminating unnecessary and wasteful consumption and reordering society -- from commodity production and consumption as its primary goal, to sustainable human development. This could only occur in conjunction with a move towards substantive equality. It would require democratic ecological and social planning. It therefore coincides with the classical objectives of socialism. Such a shift would make possible the reduction in carbon emissions we need. After all, most of what the U.S. economy produces in the form of commodities (including the unnecessary, market-related costs that go into the production of nearly all goods) is sheer waste from a social, an ecological -- even a long-term economic -- standpoint. Just think of all the useless things we produce and that we are encouraged to buy and then throw away almost the moment we have bought them. Think of the bizarre, plastic packaging that all too often dwarfs the goods themselves. Think of military spending, running in reality at $1 trillion a year in the United States. Think of marketing (i.e. corporate spending aimed at persuading people to buy things they don't want or need), which has reached $1 trillion a year in this country alone. Think of all the wasted resources associated with our financial system, with Wall Street economics. It is this kind of waste that generates the huge profits for the top 1 percent of income earners, and that alienates and impoverishes the lives of the bottom 99 percent, while degrading the environment.8 What we need therefore is to change our economic culture. We need an ecological and social revolution. We have all the technologies necessary to do this. It is not primarily a technological problem, because the goal here would no longer be the impossible one of expanding our exploitation of the earth beyond all physical and biological limits, ad infinitum. Rather the goal would be to promote human community and community with the earth. Here we would need to depend on organizing our local communities but also on creating a global community -- where the rich countries no longer imperialistically exploit the poor countries of the world. You may say that this is impossible, but the World Occupy Movement would have been declared impossible only a month ago. If we are going to struggle, let us make our goal one of ecological and social revolution -- in defense of humanity and the planet.

Primary School Ladigarh Village and a designated polling Station No=1 of 49 A/C Tamlu under Longleng District by the Assam Armed Police (AAP) since 2007,and convey to the District Administration and Police Sivsagar to vacate the School and designated polling Station immediately as this is a forceful illegal occupation in violation of all mutual agreements between the two states and also in violation of Hon’ble Supreme

Court order. This particular polling station has been holding elections both state general elections and parliamentary elections till 2005 without any problems and interference. Besides other issues as mentioned above, the undersigned requested the District Administration Sivasagar to honor all mutual agreements between the two states in letter and spirit to maintain peace and tranquility in the border areas. RENEWING OUR FOUNDATION Mission

am honoured to be invited to participate in the opening of the Clark Centre for Peace Research and Action on this day of thanksgiving for the founding of Clark Theological College. I understand the theme this year is Renewing Our Foundation, reflecting your concern that this pioneering theological institution launched by ABAM will go deeper into its values and calling to guide our floundering society. The thought and care that has obviously gone into the creation of this historic College, the resources sought for and given for it, speak powerfully of the conviction, sacrifice and commitment of its pioneers and those who have sustained it up to this day, specially the teachers and the administrators. My mother passed away when she was 106. I came home once to take part in a seminar in Kohima when she was in her late 90s. While preparing my talk I asked her “Mother you are one of the oldest persons in Kohima now. What according to you is the most serious weakness of our people today?” After a while she said, “God cannot be holding the hands of all the people in the world at the same time to guide them. But he has put the amazing human mind and heart inside each one of us for a very special purpose. He means us to use them whenever we are in need of His wisdom and guidance. Our most serious weakness is we are not using our mind and heart to know how to live each day because we are living without thinking. Our problems are not getting solved, and they are increasing, because we are living as we like without using what God has given us …. If we will live and do things as God shows us, this world I am sure too can become quite like what heaven must be like …..” I realized I had given very little importance to the priceless conclusions and evaluations my old mother was living with, obviously because I thought I knew best. Our colleges and universities are meant to be seats of learning to ensure all-round growth for our society. But, impacted by unprecedented pressures of existence, our colleges are becoming anything but seats of proper learning and sound growth in our youth who will be the ones to produce the society they and their children will need. Is it not obvious our theological colleges and seminaries have now to play their fullest role, that is, mental, spiritual, philosophical and character development of our people for the sound social, cultural and economic growth of our society? It seems most of the university colleges are now being forced by society to consider this to be not part of their role and responsibility. The perception now seems to be that the universities and their colleges are meant to only produce graduates with degrees to get jobs, or who should be given jobs, not for the service to society during the months but for the salaries at the end of the months. We do face a frightening crisis of mental and spiritual bankruptcy that is rendering our society irresponsible, directionless and impossible to develop. So we give heartfelt thanks for CTC for all that it has done , and the expanding role it is clearly called to play to help shape the thinking and meaning of life needed to steer our society forward to be the just, creative society it is meant to be for the fullest flowering of our people. The Clark Centre for Peace Research and Action went out a few days ago with their latest dramatic production to reach the people out there beyond the bounds of the campus here. I regretted I could not come to see what they were staging when the troupe was in Kohima. I believe it was pioneering something institutions like this must do with urgency to identify the things going wrong and the price each one of us has to play to answer them. Such thought-through initiatives help to demonstrate that “wrong is wrong, even if everyone is doing it, and right is right, even if no one is doing it”, and it is possible to reject wrong and do what is right. This gives clarity and hope, something desperately needed at this time. I venture here to go into what I believe God does say to us when we do use the listening, thinking and understanding equipment installed by Him inside every human being? It is certainly a “wonderfully and fearfully made” communication device as we all know. For sure He does not indulge in polite pleasantries about weather, health and all the other things that are so safe to be polite about. A study of the Bible and history shows clearly that if we turn to God, not with our needs and demands only, but to also give Him a chance to tell us what He wants us to be and to do, what God says to us is always linked to the most pressing needs and problems of our society and our world. What He tells may at first sound too insignificant, not directly connected to the central problems of society. But He always, it seems, starts with the deepest, honest reasons for our unhappiness. I believe it is an illuminating truth that God meets us at the point where His clear call to us and the

andit Jawaharlal Nehru (14 November 1889 – 27 May 1964), often referred to with the epithet of Panditji, was the first prime minister of independent India (1947–64), who established parliamentary government and became noted for his “neutralist” policies in foreign affairs. He was also one of the principal leaders of India’s independence movement in the 1930s and ’40s. Nehru was elected by the Indian National Congress to assume office as independent India's first Prime Minister, and re-elected when the Congress Party won India's first general election in 1952. Nehru contributed to the establishment of a secularParliamentary democracy in India and was one of the founders of the international Non-Aligned Movement. The son of moderate nationalist leader and Congressman Motilal Nehru, Jawaharlal Nehru became a leader of the left wing of the Congress when fairly young. Rising to become Congress President under the mentorship of Mohandas Karamchand Gandhi, Nehru was a charismatic and radical leader, advocating complete independence for India from the British Empire. In the long struggle for Indian independence, Nehru was eventually recognized as Gandhi's political heir. Throughout his life, Nehru advocated Democratic socialism/Fabian Socialism and a strong

devil’s temptation pulling us away from it are clashing fiercely. I am going to refer to two great events. One happened recently, the other in the 18th century. This morning I had the privilege of presenting a CD of the national apology speech Prime Minister Kevin Rudd delivered from the floor of the Australian Parliament, to the aboriginal people of Australia. His apology, the first official act of his Government after the Labor Party won the election, was for all the crimes the white people of Australia had committed on the first inhabitants of the Continent including attempts to suppress them to extinction. He made special mention of the Lost Generation survivors. The British colonized the Australian Continent in the 17th and 18th centuries declaring it ‘terra nullius’, uninhabited earth. This led to treating the first inhabitants of the land as sub-human, and adoption of policies aimed at eventual racial genocide. Of course the unhappiness coming from the guilt in the conscience of many individuals was where the battle to totally reverse the attitude and the policy started. About two centuries later the battle resulted in acts of Parliament that restored vast tracts of land back to the various tribes, and the right of the children of all first nation people of Australia to be taught in their own mother tongues, making it the obligation of the State to implement the laws. The climax of the battle in legal and political terms was the apology speech from the floor of the national Parliament by Kevin Rudd. Watched in amazement by the whole world, Australia as a nation experienced the happiness and satisfaction of going deep and far enough to the roots of a wrong that had become an evil by being condoned for generations. The discovery and colonization of the Americas in the 15th century soon led to the start of the slave trade in the 16th century. The trade was legalized in Britain by Royal Charters and an act of Parliament in the 17th century. By the 18th Century Britain became the leading slave trading power. It was justified and defended as essential for the security and steady development of the Britain and her Empire. Indeed it had become the economic backbone of Britain. It also provided the field of action and training that gradually developed the Royal Navy to become the greatest navy in the world. It was estimated that ships from Liverpool and Bristol alone collected and carried more than 3 million African slaves to the West Indies and the Americas. But rejection of the rationalized justifications of the trade on grounds of economic prosperity and national security that had been ruthlessly upheld by the rich and powerful for generations started in the conscience and soul of many individuals. The Quakers were the first to totally condemn and reject slavery and its trade. It was followed by the revival movement led by the Wesley brothers. John Wesley called it “the execrable sum of all villainy”. The depth of the inner battle raging across Britain was revealed in conversions that took place in erstwhile supporters such as John Newton. He was a slave ship captain who became a priest. From his tiny parish church in an obscure part of London he played a significant role to strengthen the movement for abolition. He wrote “Amazing Grace”. His greatest contribution was probably the help he gave William Wilberforce to become a committed Christian. Entering parliament at the age of 21 Wilberforce was one of the two youngest MPs of the British House of Commons. The other MP was William Pitt the Younger, also 21, his best friend to whom he became the trusted confidante. Pitt, like his father, became Prime Minister. He was 23! It was widely held as certain that Wilberforce would succeed him as the next Prime Minister. A different destiny was beckoning Wilberforce. The experience of change in him was so fundamental that he said God had called him to take on the “suppression of the slave trade and the reformation of manners” (of British Society) as the two main tasks of his life. His leadership of the battle inside the House of Commons was so demanding of his “mind, soul and strength” that he did not become the Prime Minister. But after 20 years of the national crusade inside and outside the Parliament, the slave trade and slavery were abolished by an Act of Parliament. When his colleagues brought him the news that the Abolition Bill had been passed in Parliament Wilberforce was on his death bed. He looked up and replied, “What do we abolish next?” He died soon after. British historian G. M. Trevelyan assessed the triumph as “one of the turning events in the history of the world”. According to him the timing was amazing as far as Africa was concerned, “It was only just in time. If slavery had not been abolished before the greater commercial exploitation of the Tropics began, Africa would have been turned by the world’s capitalists into a slave farm so enormous that it must eventually have corrupted and destroyed Europe herself,

as surely as the world conquest under conditions of slavery destroyed the Roman Empire”. In the first scripture passage read earlier, God asked, “Cain, why are you angry? Why is your countenance fallen?” The son of Adam and Eve was facing the first crisis in his life. Cain’s self-centred view was that God had unfairly declared his younger brother to be a better farmer whose offering He preferred. And no one should be interested in how he was to handle his disappointment. It was a matter between him and his brother. God saw it differently. So He went all-out to battle for his soul, character and meaning of his life. He came to the bitter, complaining third human being and challenged him to see beyond his personal jealousy and hurt pride to the widest perspectives of the issues at stake. In God’s mind Cain’s part in the building of His kingdom on earth that He had launched with his parents was the most important thing requiring His attention just then. He came all the way to the self-pitying young man and put the highest challenge to him. Down the years individual Australians became aware of God requiring them to take on the task of their society and nation putting things right with the aboriginal people. Those who understood it were unhappy, fearful and poor in spirit contemplating the price they were called to pay. Hadn’t God done the same thing with Wilberforce and his fellow fighters earlier to end the slave trade and slavery in the British Empire? In both instances of great changes being achieved it was at the points of deepest discernment and personal spiritual needs that God came to individuals with His calling and vision. That has been true in my own inner journey of trying to follow what I understood in my heart and conscience. I was the shyest, most backward student in my class in Madras Christian College in 1955. I had read only editorials of Assam Tribune, The Statesman, Reader’s Digest articles and some simple High School level English poems and essays before coming to do English Honours! In my class were budding scholars who could already discuss Shakespeare, Milton, and any of the others with ease. Despite my diffidence I was captivated by the idea of “Remaking the world, starting with yourself” that I encountered when I met the people of Moral Re-Armament, now called Initiatives of Change. The first part I could push aside as crazy but to ignore the second part was dishonest. I could not deny that the two were complimentary parts. The first thought I wrote down in my first tentative experiment with “listening to the still small voice within” was “You are a very selfish man. You don’t love any one. You only have jealousies…” As I continued with the experiment it became clear I needed to start with my father. I wrote a letter telling him the honest truth about myself including the money I was spending wrongly which he was sending at great sacrifice. I asked him to forgive me. His response appreciating my simple honesty with him, telling me he regretted the way he had treated our mother at times and promising to treat her differently, moved me deeply. I realized God used my little step of obedience to help my parents who were so important to me. I sensed I was being led to something I should not treat casually. As I look back I have no doubt God came to me at the moment of my greatest insecurity, and poverty and rebellion of spirit as I faced His calling and the temptation of the Adversary. My unhappiness was coming from my inclination to accept the easier option. In the second scripture reading of the two verses of Job 7, Job in exasperation and astonishment asked God “What is man that you make so much of him, that you give him so much attention, that you visit him every morning, and test him every moment? ” I too have found giving God sufficient time early in the morning is decisively important. I suggest that there are two Nagalands but most are familiar with only one of them. The Nagaland before 6 am is totally different from the Nagaland that takes over our lives and our senses after 6 am. We need to discover this and get the two Nagalands to help each other. Getting to know the Nagaland between 4 and 6 am, even earlier, will transform your life, to start with! If He visits you also in the mornings as Job of old says He does, you are a VIP. PM, Chidambaram ‘receptive’on AFSPA: Omar New Delhi, November 14 (iaNs): Jammu and Kashmir Chief Minister Omar Abdullah Monday met Prime Minister Manmohan Singh and Home Minister P. Chidambaram to discuss the partial withdrawal of the Armed Forces Special Powers Act (AFSPA) and said they were “receptive” to this. “Partial withdrawal was one of the number of issues I discussed with the home minister,” Abdullah told reporters, emerging out of the North Block that houses Chidambaram’s office. The chief minister said he was in the process of meeting members of the cabinet committee on security. “I met the PM, the home minister,” he said, adding: “I have made my point clear. This is an ongoing process. The PM and the home minister were receptive.” The chief minister would also be meeting Finance Minister Pranab Mukherjee later in the day. On Sunday, the chief minister met Defence Minister A.K. Antony at his residence here to discuss the proposal that has been strongly opposed by the army. Abdullah said his meetings since Sunday were his first round of discussion with the prime minister and his four big ministers in the cabinet.

New Delhi, November 14 (PTi): Amidst high expectations by India on the MFN issue, Pakistan on Monday asked New Delhi to have “trust and faith” in it, as “times have changed” and Islamabad wants complete normalisation of the bilateral trade. India said, there is a clear political desire to “walk the talk” with its neighbouring country. The mutual assurances were handed out by commerce secretaries of the two countries, who began their two-day talks for ensuring normal bilateral trade. Armed with a “political backing and mandate, Pakistan commerce secretary Zafar Mahmood said in his

opening remarks , “I want to assure you that please have trust and faith in the process (normalisation of trade). Times have changed. World is coming closer”. Mahmood, who is having a second round of talks with his Indian counterpart in the last six months said, he is looking forward to the official level discussions “in a spirit of mutual cooperation and confidence”. In Pakistan, besides common people and businessmen, political leadership wants normalisation of bilateral trade,he added. The commerce secretary, while welcoming the Pakistan’s decision to grant the Most Favoured Nation

(MFN)status to India, said “expectations from these talks are running high...” as the people including business communities and politicians want a breakthrough and lay a foundation for preferential trading arrangements. “With such clear political vision, we are now obliged to walk the talk,” Khullar said. India granted the MFN status to Pakistan way back in 1996. Islamabad, had announced to grant the crucial WTOcompliant regime for New Delhi on November 2. But confusions followed. At present, Pakistan allows import of only about 1900 items from India.

New Delhi, November 14 (PTi): Terming the issue of withdrawal of Armed Forces Special Powers Act (AFSPA) as “very very sensitive”, defence minister AK Antony today said the matter has to be handled in a “mature and cool” manner. Antony said he had “very frank” and “very fruitful” discussions with Jammu and Kashmir chief minister Omar Abdullah yesterday but it was inconclusive. “On our side, my opinion is that this being a very very sensitive issue, let us handle it in a very mature and cool manner,” he told reporters here in reply to questions on the issue of withdrawal of AFSPA in certain areas of the state. During his meeting with Antony, Abdullah, who has been pressing for revocation of the controversial law from certain parts of the state, presented his case. Antony said inter-governmental consultations are taking place and discussions on the issue will continue. To a question on the security situation in the state, the defence minister said it was much better. “But considering that the infiltration attempts from across the border are continuing, we have to be careful 24/7.” He stressed the meetings were to “narrow differences with what we want to happen and what the army has publicly stated”. Asked about militants daring the government to remove the act, the chief minister said they would not want it to happen. “We are talking about those areas where there is no army. Let them do whatever they want. They don’t want the act to be removed. They are threatening you,” he said. Kashmir’s main ruling party, the National Confer-

New Delhi, November 14 (iaNs): It has been called the richest ornament of women. In some Indian cultures, it still is a decisive factor while pinning down on a bride. So when a woman decides to get rid of her tresses and go bald, it’s not just heads that turn, what also takes a 180 degree turn are society’s deep-rooted perceptions about beauty. While most would think of it as the end of their dating life or as the beginning of a body image issue, there are a few who would happily chop off their long locks to make a statement or just to get rid of the weight off their head. Take for instance 29-yearold Sumati Jain. Five years ago w h i l e she was pursuing her

masters, the Bangalore-based homemaker plotted her hair assassination after her parents started dropping hints of marriage. “My hairline was also receding and I also wanted to do something for kicks. It was this crazy, daring, wild phase of my life,” she says with a chuckle. She exposed her shiny scalp to the world after three stages of relentless, heartless mane chopping. The first visit to the parlour left her with a bob cut, then followed a shorter crew cut and she finally visited a men’s saloon on a quiet Sunday for the finale. “My mom didn’t speak to me for a week. But my dad and grandfather, who’s also bald, were really cool,” Sumati told IANS. “I got extreme reactions...Some thought it was really cool, some laughed behind my back, some even thought I’d turned into a monk,” she adds. But the ironical part was that Sumati got engaged while her hair was just a few inches long. “My husband was fine with it. He thought I looked cute,” she adds with more chuckles. But not all men hold similar notions of beauty. “I would like to wait for a year,” says 25-year-old Saurabh Dabbas, when asked if he would date a bald woman. The barren look is not for all women, cau-

However, these connotations don’t deter those tempted to take the plunge. “I think it would feel real good and free to have no hair to take care of. Though I like my tresses, they are very frizzy and at times unmanageable,” says Shikha Arora, a professional. “Going bald will be hassle-free. I would definitely love to do it in the hot Delhi summers,”

People usually call a barber home every month to clean the growth,” she adds. Also, there comes a stage while you are growing back your hair when it’s neither here nor there -just plain clumsy. “Though growing it back is a good idea as you get a new crop of hair, the stage when your hair is 10-18 months old is very difficult,” says Sylvie. Adds Ananya: “A strand would come out from one side, another from the other. It can get really messy.” It took Sumati three years to grow back her hair to what she describes as a “respectable length”. Internationally, pop star Britney Spears and actress Natalie Portman have famously sported the bald look. Back home, actresses Shabana Azmi, Nandita Das, Antara Mali, Lisa Ray and model Diandra Soares have tread the same path. However, all said and done, there are many sceptics of the unadorned look. “It completely baffles me why any woman would voluntarily want to go bald. A woman would like to look like a normal woman. There’s the whole cosmetic industry which runs into trillions to make you look good,” says Bhambri.

Ex-blogger to make public Anna’s unpublished letter

New Delhi, November 14 (ageNcies): Continuing his fight against Team Anna members, Anna Hazare’s former blogger Raju Parulekar today said he will soon make public an unpublished letter by the Gandhian which “proves” that he was fed up with the hidden personal agenda of four or five people of his Core Committee. “I will produce Annaji’s handwritten and signed letter which he wanted me to upload on his blog which describes that he wants impersonal connect with the nation. “Indirectly, this proves that Annaji is fed up of the 4-5 people for their personal interference and hidden personal agenda,” Parulekar said in his latest blog posting. In an earlier blog also, he had mentioned about the blog which he did not upload after being dictated by Hazare. Parulekar had named Arvind Kejriwal, Prashant Bhushan, Kiran Bedi and Manish Sisodia as a ‘gang of four’ whom Hazare wanted to remove from the team. Referring to Hazare’s announcement about restructuring the Core Committee, he said, “What I had said then holds merit as Annaji himself announced to the world his plans of re-structuring the Core Committee.” Parulekar fell out with Hazare after the activist distanced himself from his claim on restructuring the Core Committee, saying the blogger was talking in air and he never discussed this issue with him. He also quoted reports in the Marathi press that “Annaji fought with Kejriwal and Bhushan in favour of re-structuring of panIndian organisation in a close-door meeting held at Ralegan Siddhi. “How an opportunist takes advantage of a situation can be seen from these newspaper reports. Kejariwal and Bhushan asked Annaji to appeal for personal security for themselves (Kejriwal and Bhushan) but Annaji said ‘non-violent satyagrahis should not expect such privileges. “Ultimately these two want Annaji to come to Delhi and stay there (to control and, of course pressurise him) to which Annaji refused,” he said. Muallem's comments come after the Arab League announced a fresh meeting on Syria and as global pressure, including a threat of new sanctions, intensified on President Bashar al-Assad's regime over its lethal crackdown on protests. pened at the start of the morning rush hour in a fastfood restaurant in Xi'an, the capital of Shaanxi province and home to China's ancient terracotta warriors, according to a report on the website of the Xi'an Daily,

which is run by the Communist Party's local propaganda department. The official Xinhua News Agency said an initial investigation blamed a liquified petroleum gas leak. The explosion knocked out windows as far as a mile (about two kilometers) away. Photos online showed the front of a building had been blown into a street, where there were bodies covered in blue plastic. Many of the victims, including children, were walking by the front of the restaurant or waiting for a bus, the website said. Xinhua quoted a doctor as saying many people had wounds to the face and head and an unnamed witness as saying that many people rushed out on to the street with bleeding heads and hands. The news agency also quoted 11-year-old Gong Yejian, whom it said was passing by the building when the explosion happened. "The blast knocked me down with glass fragments hitting my body from head to toe," Gong said, in hospital with face and head wounds. "The tree near me fell down as well."

Thai floods recede, weeks of hardship ahead

BANGKOK, NOvemBer 14 (reuters): The center of Thailand's capital, Bangkok, looks like it will escape the flooding that has hit some suburbs and provinces to its north, but evacuation orders are still issued each day in outer districts and many residents face weeks of hardship. The Department of Disaster Prevention and Mitigation said Monday 562 people had died in the flooding since late July and that 22 of Thailand's 77 provinces were still affected. Flooding is receding in parts of Bangkok but remains high on the west bank of the Chao Phraya river, swollen by high tides in the Gulf of Thailand, and to the east of the capital, where authorities have diverted run-off floodwater from the north to try to protect the heart of densely populated Bangkok. Kawin Prachanukul, a 21-year-old student at Bangkok's Thammasat University, decided to stay with his dog in his home in Nong Kham district in the west of Bangkok, when it flooded in early November. "My food supplies are starting to run out. Now I've just got some packs of instant noodles left.

But it's not too bad for me -- at least I'm able to walk through the knee-deep water in my street to the main road, where there are a few food vendors," he said, adding that only a few men remained in his neighborhood. Krissana Laongkaew, 54, had to leave her house in western Bangkok on November 2 with her husband and two sons after the floodwater rose to waist level. She has also lost the traditional Thai massage shop nearby that she put all her life savings into. "The shop had only been open for three months. We only finished decorating it in late October. Everything is gone," Krissana said, close to tears. "It's very stressful for me ... My husband and I started everything from scratch and now we're back to zero," she said. "I don't know how much I can salvage from the shop. The water came in so quickly and I had no real time to prepare. They told me the water would be knee-high. Initially, I planned to stay at my house, but the water just kept rising."

The water in her area is still 64 cm (2 feet) high and she's been told it could take several weeks to go down. "It's depressing and frustrating. We have nothing much to do and staying in one room is boring," she said.

Abu DhAbi, November 14 (bbC): Hamilton was gifted the lead when Red Bull's world champion retired on the opening lap because of a puncture going through the second corner. Ferrari's Fernando Alonso pushed hard and tried to take the lead at the final pit stop but Hamilton was too strong. McLaren's Jenson Button took third from Red Bull's Mark Webber while Paul di Resta was ninth for Force India. Hamilton said on arrival in Abu Dhabi that winning the final two races here and in Brazil would help turn around a difficult season in which he has struggled on and off the track. "He just turned it on here and looked like the old Lewis again," said BBC F1 commentator Martin Brundle. "There is nothing missing in his armoury but sometimes he seems emotionally like he's not in the race. But there were no tantrums. He just got in it and got on." Hamilton has been in confident mood and full of enthusiasm for the Yas Marina circuit, where he lost out on victory at its inaugural 2009 race when he was forced to retire. There was some irony, then, that Vettel, who won the two previous races here in the desert, retired to gift Hamilton the lead. The double world champion spun at the second corner when his right rear wheel suddenly punctured and his Red Bull slid onto the grass. He damaged the car further on his way back to the pits and looked furious when it dawned on him he was out of the race. To hold off one of the best drivers in the world is very tough to do. "I'm just happy. This is great. It's early days but this is definitely the start of something. We've got another great race ahead of us in Brazil. I've just got to keep my mind on the game." Alonso added: "It was a fantastic race for me as well. We fight most of the race three-five seconds distance to Lewis. "We were close but we had some traffic in the pit entry behind a HRT and in the last stint they had a little bit more pace so it would have been difficult to win the race even if we had got into the lead. The singerturned-actor fulfilled his promise and arrived on the arm of U.S. Marine Cpl. Kelsey de Santis, who asked him to be her date in a YouTube video. Timberlake looked dapper in a black suit, white shirt and a snazzy bow tie as he made a grand entrance into the Greater Richmond Convention Center. According to local television station WTVR, the wife of one of the marines at the ball said Timberlake 'posed for pictures and seemed like a normal guy'. His Friends with Benefits co-star Mila Kunis was invited to the November 18 Marine Corps Ball in Greenville, North Carolina. Sergeant Scott Moore made a YouTube video asking Kunis, 28, to be his date to the gathering. Her spokesperson recently told The Washington Post the Black Swan beauty is still planning to attend. velyn Lauder, who helped create the pink ribbon for cancer awareness, has died aged 75. Lauder died at her Manhattan, New York home on Saturday from complications of non-genetic ovarian cancer. She had been diagnosed with cancer in 2007. Lauder worked for more than 50 years for the beauty products giant, Estee Lauder, which was founded by her mother-in-law. She helped develop the company’s lines of skin care, makeup and fragrance, and is credited with coming up with the name of its popular Clinique brand during the 1960s. Most recently, she held the title of senior corporate vice president. Yet Lauder is best known as a champion of breast cancer research and for her role in creating the pink ribbon campaign. In 1992, she worked

with her friend Alexandra Penney, the former editor-in-chief of Self magazine, to create the campaign for breast cancer awareness. It started as a small project with Lauder and her husband, Leonard, largely financing the bows given to women at department store makeup counters to remind them about breast exams. It expanded into fundraising products, congressional designation of October as Breast Cancer Awareness Month and $330 million in donations — $50 million from Estee Lauder and its partners — to the Breast Cancer Research Foundation, which Lauder also started. That money helped establish the Evelyn H. Lauder Breast Center at Memorial Sloan-Kettering Cancer Center in New York City, which opened in 2009. As the former Destiny's Child star left her office in Manhattan, she had covered her baby bump with a flowing brown top and a brown and black striped scarf. Her famous curvy hips and thighs also appeared to be bigger as she wore flat shoes with black and white leggings. The 30-year-old was today also revealed as the highest earning entertainer in the world who charges per minute for appearing on stage. Earlier in the week Beyoncé's pregnancy was questioned after an appearance on the Late Night With Jimmy Fallon. Viewers had to do a double-take as the presenter introduced the singer as she certainly didn't look

six months pregnant. But fans can relax as the 30-yearold singer hasn't been living a lie - she just pre-recorded the performance back in the summer. But what baffled audiences more was the fact that Fallon made out that the U.S. star was actually there in the studio. As he clutched a copy of the singer's latest album, he looked into the camera and said: 'Tonight she's here to perform the song Countdown from her latest album, Four. Please welcome Beyoncé.' The audience surrounded him then erupted into cheers and began to applaud someone who wasn't even there. The video then cut to a totally different audience - the lucky ones who did actually get to watch the Destiny's Child beauty perform. It is unknown why Beyoncé chose to pre-record the performance so far in advance - perhaps it was because she didn't want to be on the show this far into her pregnancy. But it certainly started the rumour mill going again as the public took to Twitter feeling slightly confused and calling it The Case Of The Disappearing Bump.

KOLKATA, NOVEMBER 14 (PTI): Rahul Dravid slammed a fluent 119 to put India in command before West Indies snapped up two quick wickets in the fag end of the day to recover marginally in the second Test on Monday. Opting to bat, Dravid and VVS Laxman (73 not out) continued their love affair on their favourite Eden Gardens track as their 140run partnership put India in a strong position of 346 for five at close on the opening day. On a day Sachin Tendulkar missed out again on the 100th international century when he was out on 38, Dravid took centrestage by notching up his 36th Test and his fifth in 2011. The fourth wicket partnership was broken by part-timer Kraigg Brathwaite who took his maiden Test wicket in the form of centurion Dravid who played one on to his stumps. Laxman was unbeaten on 73 from 116 balls with five fours as the day was called off early because of bad light with 2.3 overs remaining. Dravid notched up his century by guiding a Kemar Roach delivery towards fine leg for a boundary. The second leading Test scorer behind Tendulkar completed the mark in 179 deliveries with nine boundaries and one six for his fifth century against the West Indies. But Dravid missed the 13,000 Test runs mark by just 21 runs when he gifted five-Test match old part-time offspinner Kraigg Brathwaite an easy wicket playing an inside edge to the stumps. Nightwatchman Ishant Sharma was dismissed for a duck in a first ball dismissal. He may be lying low on 12 in the ICC rankings ladder, but Dravid once again showed why he is called one of the finest No. 3 batsmen in an innings of great composure. KOLKATA, NOVEMBER 14 (PTI): Rahul Dravid on Monday reached a commendable milestone of becoming the highest runscorer in the current year surpassing England's Ian Bell. Dravid now has 952 runs in 10 Tests in the current year surpassing Bell's 950 runs from eight matches. The senior batsman was out for 119 bowled by parttime spinner Kraigg Brathwaite after being involved in a 140-run fourth wicket partnership. 'The Wall' has scored five centuries in the current year thus far with two against West Indies and three against England apart from two half-centuries at an average of 59.50. It has taken him 19 innings to score the runs while Bell has scored his runs at a staggering average of 118.75 in only 11 innings. Apart from Dravid, VVS Laxman also reached a mini milestone on the day when he completed 1500 Test runs against the West Indies. DIMAPUR, NOVEMBER 14 (MExN): The XXXII Nagaland Police-Duty-cumSports & Athletic Meet kicked off with much fanfare at the NAPTC Stadium, Chumukedima Monday, November 14. Chief Secretary to the Government of Nagaland, Lalthara graced the customary opening ceremony as the chief guest. Riding on an overwhelming response from all the state police units, this year, a contingent of 29 teams from all the 15 armed battalions and the DEFs, as well as the NAPTC, IGP (Int), Kohima and NPTS are partaking in the event. The enthusiasm clearly evident among the participants, the chief guest, in his speech, without underplaying the success of the previous editions; remarked that compared to other years, the 32nd edition has received more than the anticipated interest from the respective units. Further “Hope to see some records are also broken this year,” he added. “Let us remember that participation itself is a reward”, he further said, while adding that some of the participating teams maybe under-strength, but which should not be taken as a ground for losing en-

thusiasm. Athletics marked the inaugural of the sports conclave, which will be held over six days and conclude on November 19. To refresh memories, a more than forty year-old record ( in 100 metre heat), is yet to be broken, which was set way back in 1970. That record, at just 11.01 seconds (and just over a second above the world record) was set by Zukhevi Sema for the NAPTC. There are many other unbroken records which were set mostly in the eighties and the seventies. In 200 metre dash, a twenty-six year old record still stands. Marked at 22.08 seconds, it is credited to Basna Singh of the 4th NAP. The latest entered in the records register was in 2010 in shot-put. That record is held by Ladu Chang of the 6th NAP at 11.83 metres. In high-jump, Purna Konyak of the 11th NAP (IR) holds the record at 1.80 metres. It was set in 2006. Coming to the Chief Secretary’s speech, he expressed his contentment that Nagaland Police, as a whole, is expanding in terms of strength and capability. In this regard, he made special mention of the 9th NAP (IR) and the 15th Mahila NAP (IR) bat-

talions, who has served outside of the state with great competence and sacrifice. He was also quick to remark that it does mean the other units are not upto the mark. They will be efficient just the same when given a task, he added. Rotating the 15 armed battalions for service outside Nagaland is important as it will act as an exposure and of great experience to the personnel. Such call for duty should be taken without a complaining mind, he said. “When your turn comes take it positively… if you go outside with a complaining mind, you’ll not be able to achieve anything… (a positive) attitude is very

important.” The disciplines up for competition are athletics, team events like football, volleyball and basketball; shooting, badminton (for Dy.SP and above), lawn tennis, tug-of-war, etc. Ever a crowd puller during the annual NP sports meet, competitive events for boxing has already been conducted. Further, a trade fair in aid of state police units ‘family welfare’ fund will be held simultaneously with the sports events. Open to the public, it was inaugurated by Neithou Kire, wife of the Director General of Police, K. Kire. The venue for the exhibition is at the NAPTC hockey field.
