Kumar attends 43rd Governors Conference Dimapur, OctOber 31 (mexN): Governor of Nagaland Nikhil Kumar attended the 43rd Conference of Governors at New Delhi on October 29 and 30. The President of India, Pratibha Devisingh Patil opened the Conference of Governors at Rashtrapati Bhavan. 18 Governors and Lt. Governor attended the conference. A statement issued by Public Relations Officer, Kuolie Mere said the President in her opening spoke about global recognition of India’s economic and technological power; the multiple challenges of terrorism; left wing extremism and insurgency; the need for evolving a viable strategy for increasing production; productivity and profitability in rain fed areas; the role of Governors in the context of the 6th Schedule of the Constitution of India and the need for a multi-pronged strategy to combat and prevent corruption.
Landowners write to AK Anthony Dimapur, OctOber 31 (mexN): In a very blunt letter addressed to the Union Minister for Defence, AK Anthony, the landowners and ‘pattadars’ of Dimapur have asked the Ministry to “disclose” the decision taken on the grievances of the landowners whose land are currently under Army occupation. The letter which is a “reminder” to the Defence Minister stated: “based on your commitment given to us…we are enquiring about what action you have taken for this prolonged delayed issue.” The landowners have also warned that “any delay tactics will compel the landowners / pattadars to take their own course of action for which the forum shall not be held responsible.” President of the landowners and pattadars association, Chupfuo Angami and Secretary K Thong has also asked the Defence Ministry to send the information through the DC Dimapur and have enclosed a mobile number for further contact. It may be mentioned thatateamoflandownersand pattadars had visited the Defence Minister on July 2, 2011 and shared their grievances. The Minister had reportedly agreedtolookintotheirgrievances and also asked them to send a reminded.
UNESCO gives Palestinians full membership

pariS, OctOber 31 (reuterS): The United Nations’ cultural agency decided on Monday to give the Palestinians full membership of the body, a vote that will boost their bid for recognition as a state at the United Nations. UNESCO is the first U.N. agency the Palestinians have sought to join as a full member since President Mahmoud Abbas applied for full membership of the United Nations on Sept. 23. The United States, Canada and Germany voted against Palestinian membership. Brazil, Russia, China, India, South Africa and France voted in favour. Britain abstained.

On the other hand, United Naga Committee, opposing the Kukis’ demand for granting district status to Sadar Hills, launched a counter-economic blockade on the same two national highways on August 21.

The U.N.-declared landmark underscores the challenges faced by many countries in providing for the growing numbers of people on an already over stretched and crowded planet. Nargis was born in the populous state of Uttar Pradesh, one of the poorest regions in India, a country that could soon overtake China as the world’s most populated nation. NSCN/GPRN Khaplang warns defaulting firms Dimapur, OctOber 31 (mexN): The NSCN/GPRN has issued stern warning to defaulting firms working in Nagaland. “The lethargic pace of progress of Centrally sponsored schemes, State plans, etc, when queried were mostly attributed to lackadaisical attitude of the firms/contractors and not due to paucity of funds,” NSCN/GPRN stated; adding that these derelictions has to a greater extent hampered the overall socio-economic growth of the state and the lacunae could possibly be bridged only through drastic measures. According to the note issued by the MIP, the NSCN/ GPRN stated it is glaringly obvious that several multimillion firms working in the state has failed to deliver quality output and timely execution of the projects. For instance, it added that,
numerous companies engaged in road projects funded by the Central government (PMGSY, NLCPR etc) has already elapsed it’s allotted timeframe. “The delay and low quality work not only causes unnecessary blockage of phase wise funding but also casts doubts on the credibility and potentiality of local entrepreneurs,” it noted. NSCN/GPRN further stated that it has been brought to their attention that several firms/contractors have already drawn the final bills even before starting the works on many road projects in Nagaland. In the interest of the public service, the NSCN/GPRN stated that, it would henceforth initiate stern action against any such firms found defaulting in its responsibility and commitmenttoworkforpublicuplift. The new Dimapur district administrative headquarters is likely to be inaugurated by March 31, 2012, if the contractors and bureaucrats take the heed of Chief Minister Neiphiu Rio. The Chief Minister, who inspected the new DC complex at Chumukedima on Monday, minced no word when he told the executive engineer (CAWD) and DC Dimapur, Hushili Sema, that he wanted the construction of the DC complex to be completed by March 31, 2012. Construction works of the new DC complex that started way back in October 2007, has been stalled by various hurdles though at present almost 80% of the works are done. Interacting with the Dimapur district officials, contractor and the executive engineer, Rio urged them to bring down the “cost and time” in completion of
the DC complex so that inauguration of the new district headquarters can be held within March next year. Responding to a justification of the engineers and architects that the completion of the DC complex construction was taking more than its usual time due to frequent transfer and posting of government officials including engineers, Rio said that this cannot be an excuse as transfer and posting of government officials was a “normal government procedure.” On the estimated cost of the project which has been revised from the original Rs. 14 crore to 19.2 crore, Rio remarked “the revision is always higher than the original estimate. This is very awkward. According to the architect and engineers incharge, the Chumukedima DC Complex is the largest DC complex in all districts and will house more than 20 government departments once it is completed. Show India we are not Backward – Rio
Dimapur, OctOber 31 (mexN): Chief Minister of Nagaland Neiphiu Rio is not too happy that the states of the North Eastern Region continue to be perceived as “backward, tribal” and “infested with troubles.” It is time the peoples of the region unite in their cultural strengths to show India and the world that the ethnic communities of the region are far from “backward.” Neiphiu Rio was addressing the inaugural ceremony of the one month-long Octave North East Cultural Festival, at the North East Zone Cultural Center at 4th tonight. One of the biggest ‘travelling’ cultural events organized annually by the NEZCC, the festival features peoples and communities from all the North eastern states of India. ‘India and the mainland have a different perspective; North East states have a different perspective,” Rio, guest of honor for the evening, told the gathered throng of participants and citizens at the NEZCC ground. “India thinks we are backward, tribal and infested with troubles.”

away with the image of ‘backwardness’ north-eastern states have in the eyes of the “mainland,” they indeed have to first unite in their cultural strengths and the unique cultural heritages that all are owners of. “North East is greatly divided; I believe we should come together; we cannot stick to our won states;
we are too small to be recognized.” Toward this objective, the chief minister suggested, the states must be united in the knowledge that their culture is unique and that the common heritage is their strength which they can employ. One way, he said, is to have a common tourism “circuit.” Instead of having tourists come from “hundreds” and “thousands” of miles away to visit a “single spot,” he suggested to the gathering, the states must have a common “tourism circuit” to give tourist ‘an opportunity to see the cultural heritage of the entire NEs states as well.’ “We should be an asset to the country and not be a liability,” he advised. “Please carry the best wishes of NE to other parts of India.” Home Minister Imkong Imchen, Minister for Planning TR Zeliang and Minister for Agriculture Dr. Chumben Murry were among the host of dignitaries attending the event. During the event, troupes from across the north performed cultural items in the form of music and dancing.
Concerns over unchecked extraction of sand, boulders
Dimapur, OctOber 31 (mexN): The Dhansiri River Flood Control Board (DRFCB) has expressed concern about unchecked activities of sand extraction from the Dhansiri river bed and stone/sand gravel from Chathe River which is the major cause of soil erosion. DRFCB said that unless these activities are brought under control through systematic policy for exploitation, the effect of unchecked extraction will be disastrous. DRFBC Chairman, Hoketo Kiba said in a press release that while resources available in the rivers are to be exploited, it feels that the district administration
should intervene and bring out a systematic policy for extraction of sand, boulder and sand gravel from the river beds. DRFBC has suggested convening a joint meeting of ‘mahalders’ of sand, boulders and sand gravels and various government agencies and NGOs interested in preventing flood and soil erosions. In this connection, the DRFCB has reminded the deputy commissioner that the Board had requested for meetings on two occasions but there was no reciprocation. The Chairman said that since the information of the DRFBC, it has been trying to create
awareness, especially on river pollution as well as organizing meetings with the various colonies and settlements along the river banks. The main objective of the society is to prevent flood and control soil erosion on both the banks of Dhansiri River and its tributaries within the district of Dimapur. As soil erosions, both at Dhansiri River as well as the streams/rivulets connected to the River is very high, systematic investigation and control measures needs to be initiated early in order to contain the menace of soil erosion on its bad, the Chairman said.

State observes Vigilance Awareness Week Book titled ‘Reponses to “Society needs a strong institution to keep check on corruption”
KOhima, OctOber 31 (Dipr): The inaugural programme for observation of Vigilance Awareness Week 2011 was held at the conference Hall of the Vigilance Commission, Kohima on October 31 with Chief Secretary and Vigilance Commission, Lalthara IAS as the chief guest. Lalthara called upon the gathering to renew their pledge so as to perform ones duty with discipline, sincerity and to do away with corruption. He said that the desire to own something that does not belong to us to the root of corruption and explained that we spoil ourselves and the society, when we try to take more than what we need. He said that every society is faced with corruption and needs a strong institution to keep a check on corruption. He was of the view that the anti-corruption bill and the Lokpal bill, which is yet to be passed, alone will not be sufficient enough to fight corruption if the people do not take

Dimapur, OctOber 31 (mexN): A book on ‘Responses to Climate Change’ edited by Dr. Abraham Lotha and Dr. Zuchamo Yanthan was released by Prof. Bolin Kumar Konwar, Vice Chancellor of Nagaland University at the Graduation Day function on October 29, 2011 at St. Joseph’s College. The book is a collection of papers presented at a National Seminar on Climate Change held at the college in 2010 as part of the Silver Jubilee celebrations. A brief note about the books reads: Climate change is a global phenomenon which the United Nations Climate Change Convention Copenhagen declared as “one of the greatest challenges of our time.” How does one respond to this challenge? Adapting to climate change is one way of responding to the inevitable. Yet, in order for one to respond meaningfully and intelligently, one has to first understand the problem. It further cautioned that, anybody found trapping and selling migratory birds shall be dealt with seriously as required Under Section 51 of Nagaland Wildlife Protection Act of 1992, and a fine of Rs. 5000 (five thousand) shall be imposed against the defaulters as required U/S.470/471 of Municipal Act of 2001 and no mercy shall be shown to anybody.
AYO social awareness tour Dimapur, OctOber 31(mexN): The Angami Youth Organisation (AYO) has completed the first phase of its ‘Social Awareness’ tour of the district headquarters of Nagaland on October 30, 2011. The second phase of the tour will begin in the second week of November, 2011, and will cover the districts of Peren, Dimapur, Longleng and Mon. A press note issued by Aja Zinyü, secretary, press & information stated that the AYO team which began its tour on the October 27 from Kohima visited Wokha, Mokokchung, Zunheboto, Phek, Kiphire and Tuensang. Interactions and deliberations on various issues were held with the district administration, town councils, hohos and other NGOs in the districts. The AYO team led by its president Khrielievi Chüsi, which toured the districts included Rünavilhou, Puthuto, Sarovi, Vipel, Nini and Dzüzienuo. The AYO in the note also expressed its appreciation for the constructive discussions with the district administration, town councils, hohos and other NGOs as well as the hospitality received from the district administration in all the districts.
Villagers to carry out water quality testing periodically

Khetoi Sema today urged the representatives of more than 30 villages to join forces towards the preservation of the ecosystem, as its contamination has adverse impact on the general well being. Speaking at the Field Testing Kit (FTK) and Bacteriological vials distribution ceremony as part of the support activity under the National Drinking Water Programme 2010-11 at its office premises, he said that water borne diseases are very common in India, even though in western countries, it is almost nonexistent and attributed it to the contamination of water sources which has huge socio-economic impact. Dwelling on water quality monitoring and surveillance, he said that water should be tested at frequent intervals, to ensure qualitative health. He said that though boiling of water kills bacteria, the usage of filters is the safest bet. He explained on the
dangers of water source depletion and harped on planting of more trees to conserve the environment. The poll was conducted in the face of the stiff opposition carried out by the United Naga Council (UNC)
and its federating units. Congress candidate Wilson Satsang won the Chingai ADC seat by defeating his nearest rival and Independent candidate M Ningtam by 241 votes. Wilson Satsang got 1081 vote while M Ningtam secured only 839 votes. The total number of votes in the constituency was 3963, out of which only 1912 were validated and nine votes were rejected. In Senapati district, Congress candidate Saloni got 1579 votes, while his nearest rival Veini and Independent candidate secured1266 in the Phaibung Khullen seat. Saloni won the seat by a margin of
Police patrollers ambushed by GNLA
AIzAwl, OCTOBER 31 (NNN): Garo National Liberation Army (GNLA) ambushed a police patrolling party in remote village of East Garo Hills in Meghalaya on Monday evening leaving two policemen injured and four others missing. According to a police source, policemen were on a routine patrol on the militant affected area along the National Highway 62 when they came under intense firing from a group of heavily armed cadres hiding in the forest. After a fierce encounter, the GNLA fled to a nearby forest leaving two policemen injured and four others missing. Inspector General of Police (IGP) (Western Range) G H P Raju informed NNN that the incident took place in a remote village located around 40 kms from the district
headquarters of East Garo Hills. Asked on the fate of the missing policemen, Raju said that a manhunt is on to nab the militants as well as to establish the actual fate of the missing men. The search team wasbacked by heavy re-enforcement of special trained CRPF Cobra force and police commandos, informed the police officer. It was learnt that the GNL team numbering more than a dozen was led by a senior cadre identified as Rakkam Sangma. Sangma was a cadre who worked under the direct command of the outfit's Commander-in-Chief Sohan D Shira and was active in East Garo Hills, informed another source in the Meghalaya police. Mentionably, today's incident was the second GNLA attack on police personel in the past two weeks.
Nagaland Designers Association Scanlab’s new unit to be inaugurated presenting launch show KOhIMA, OCTOBER 31 (MExN): The Nagaland Designers Association (NDA) will be having its launch show on the November 6 at Niathu Resort under the theme ‘Going Glocal- Emanating the indigenous’. This event will coincide with the Valedictory function of the Niathu Privilege Club Sports Festival. Holding a press conference here at the capital, the NDA members informed that the Chief Minister will officially launch the association during the event. Seventeen designers are taking part in the show which will have four rounds- Formal, Casual, Sericulture products and Designers Creative Masterpiece Round. Speaking to the Morung Express exclusively, the members stated that the association was born out of a great need for a proper designer’s body in Nagaland. Stating that there have been many instances where designers from Nagaland were mistreated during fashion shows, the members ex-
pressed hope that a premier association would help in ensuring respect and dignity for the profession. The NDA also wishes to promote the profession and encourage the youth to draw on their creative powers rather than being unemployed. If things go well for the NDA they will be organizing a fashion festival very soon where local designers will be invited to set up stalls and expose their talent. Kavili Kiba, Vice President, NDA added that the NDA will have strict guidelines for admittance into the association, a person who wishes to be a member would need to have a minimum qualification of a years diploma in the profession. The program was graced by Deputy Commissioner Mon Angua I. Thou, as the chief guest and Company Commander 6 Assam Riffles, Mon KK Singh, as the guest of honour. In her speech, Deputy Commissioner, Mon Angau I. Thou said that sharing her experiences with the Children’s club previously has provided many new learning from innocent children and inspired her to be more committed and work with the children and fight for their rights. She sought more support from the parents to offer good guidance to the children and understand the importance of “right to education” as an entitlement for them. 1. King chilly, the hottest chilly in the world, project have been a major program initiated in Pongkong village since 2006 on large scale. Since then, mass of the community have adopted King chilly cultivation as a major crop for enhancing their economic income. Various self-help groups, which were initiated by the World Vision, are also collectively involving in production of King chilly on a large scale. The harvest is done from June-December every year. A farmer can wage Rs. 120 per kg (fresh) and dried chilly are sold at Rs. 1200 per kg. At an average, one farmer can yield crop twice a week, which offers an approximate income of Rs. 1, 00,000 to Rs. 1, 50,000 in a year. This year, the highest crop yielded by an individual in a harvest was estimated about 75 Kgs. Phangtai, a progressive farmer shared his interest and the advantages of opting for King chilly rather than Jhum cultivation because it offers a better income. He added, “it’s interesting and easier to cultivate King Chilly rather than working in paddy fields.” 2. Another program initiated by World vision to ensure food ress alone but also to promote “peaceful co-existence” which immensely contributes for a society to develop. K. K Singh, the Guest of Honor for the program, in his short speech, shared some of the possible areas where World Vision and the Assam Riffles can jointly work together to bring transformation in the community. With its office located at Super Market, it opens its services for the interests of consumers and help out people intending to make use of the RTI Act. President of the society Khekuto Tuccu, during the launch on Sunday said that it was formed with the objective of helping out people with consumer grievances and wishing to obtain information through the RTI Act. He said that it is a government recognized society, registered in 2009 under the Registration of Societies (Nagaland First Amendment) Act 1969. It consists of 17 other members drawn from various parts of Dimapur district. Nutrition of the children has been scaled up in all the intervention areas from 51.3% - 81% through different awareness programs and by educating the mothers. Enrolment to educational institution among the school going age group has made a great leap in the last 10 years. It has amplified from 56% - 96%, by creating an enabling environment for the children like construction of schools, footpaths to schools and supply of furniture and materials. Ensuring safe drinking water in almost all the villages has been a big step forward initiated by the program. It has increase from 14.2% in 2001 – 86% in 2011. Recognizing that socio-economic instability has been one of the biggest challenges in this part of the region, the Project has undertaken many development activities to enhance income and sustainability of the people. Food security programs like pine apple, broom, tea, king chilly, cardamom cultivation in large scale, Youth empowerment/ focused programs like vocation trainings- computer, ANM, GNM and Economic based programs - cash for work programs are some of the undergoing programs provided.

They forcefully took away Rs 20,000/from them and after that they resorted to third degree method of interrogation by giving them electric shocks which is not allowed by UN Convention. The Assam Rifles did not stopped there they resorted to beating, kicking and punching. They were beaten black and blue just because they did not admit themselves that they were NSCN (IM). Moreover, they stood firmly for truth till the last. TKLI questions the sincerity, honesty and credibility of Assam Rifles in words and deeds. We are of the opinion that all the good programme initiated by the Assam Rifles in the hills for the last many years under MCA programme have became in the sight of the innocent civilians at large is just for a mere show and a lip service. Rebuilding Dimapur
A
s part of the anti-social awareness campaign planned under the aegis of the Naga Council, civil society and concern citizens including business establishments in Dimapur erected hoardings against extortion, illegal taxation, kidnapping and anti-social activities in and around Dimapur and took to the streets from 8 a.m. to 10 a.m. on Saturday, October 29, 2011. The feelings and concern of the public is understandable given the near lawlessness prevailing as evident by the daily menace of extortion, kidnapping and all sorts of criminal activity taking place. One can therefore sympathize with the decision taken to call for an anti-social awareness campaign. Because of the commercial value and scale of business taking place in a place like Dimapur, everyone wants to cash in on the moolah. And therefore Dimapur and its businesses has now become the hunting ground for all kind of money extraction—whether in the form of extortion, collection, donation, corruption etc. Every one of us will have to share the blame in making Dimapur what it is today—a place for lawbreakers. With the growing importance of Dimapur as a trading centre and also its strategic location along the busy National Highway 29 which is also bordering Assam, it is obvious that the government of Nagaland will have to do some serious thinking on improving the present Dimapur both as a commercial hub and as a model cosmopolitan district. We have already suggested in this column that the government come out with a separate vision document for Dimapur and its people. This should include all aspect related to the overall development of the commercial hub. All of us are aware of the challenges such as the unmitigated urban growth, poor infrastructure and the perennial problem of security/policing. There is a grave concern over the way the city has deteriorated in terms of both quality of life as well as the absence of law and order. Besides the need for government’s intervention, all those who have a stake in the well being of Dimapur should come together under a common platform and start the process of rebuilding Dimapur into a city that all of us can be proud of. The latest initiative of the Naga Council to conduct an awareness campaign against antisocial activities and involving all section of the people is therefore a welcome move and needs to be supported. We can take encouragement from a similar experience mentioned in the Bible about how Nehemiah took up the responsibility of rebuilding his own community and city which was torn apart by corruption and decadence. Like Nehemiah we need to pray and ask for God’s help. Nehemiah’s mission was rebuilding Jerusalem and also purifying the Jewish community. So therefore, merely fighting crime will not be enough. We will need a revival of our sprit, a reawakening of our moral values and repentance on the part of those who commit crime and do wrong. Without transformation of our wicked ways we will not achieve the peace and progress that we want in our lives and in our community. Fighting against crime and anti-social elements through rallies and protests is a good beginning. We need to however incorporate a spiritual dimension to this people’s campaign to save Dimapur. And if we sincerely pray and undertake our mission then maybe restoration of our land and reform of our people that we want to see will be much easier to achieve.

Conquering malaria

hen the World Health Organisation published its revised guidelines for malaria treatment in March 2010, just four years after it came out with its maiden version, an editorial in the British Medical Journal (BMJ) was quick to highlight its significance. It was a “testament of how quickly malaria control” had developed and a “marked reduction in the global burden of malaria” had been achieved. A WHO report now confirms this assessment. There has been a 20 per cent drop in the number of malarial deaths during the last decade — from about one million deaths in 2000 to about 800,000 in 2009. The number of infections fell from 233 million to 225 million. About a third of the 108 countries where the disease is endemic may be able to eradicate it in a decade if all targets continue to be met. In India, the annual number of confirmed cases has remained “stable” at 1.5 million since 2007. But according to a 2008 WHO report, the number of cases reported by countries was “only 37 per cent of the estimated global incidence.” And the gap between reported numbers and true incidence “was greatest in [the] South-East Asia region,” where 10 of the 11 countries were malaria endemic. This gap certainly exists in India. The data collection is poor and is mainly confined to the nine States that are highly endemic — Arunachal Pradesh, Assam, Meghalaya, Tripura, Orissa, Chhattisgarh, Madhya Pradesh, Jharkhand, and West Bengal. The battle against mosquitoes can be won when an efficacious vaccine becomes available. Interim results of a Phase-III trial undertaken in seven African countries on more than 15,000 children of two age groups — 6 to 12 weeks and 5 to 17 months — show some promise. Fifty-five per cent protection was seen in children belonging to the older age group. However, efficacy declined with time, and adverse events like meningitis and seizures were observed in the vaccinated children. Although complete results will be available only by 2014, WHO has taken the “unusual step of recommending” the vaccine for use in some African countries by 2015 if the final results turn out to be favourable, as The New England Journal of Medicine notes in an editorial. In the absence of a vaccine, insecticide-treated mosquito nets and indoor spraying will continue to be the two potent preventive weapons. Though the preventive tools were able to cut malaria cases and deaths by half in 11 African countries, the malaria control programme could be declared successful only when the disease ceases to be a mass killer in Africa and South-East Asia.

Rise of the lumpen elite: is this really what we fought for? The great battles waged on behalf of democracy in the 20th century have ended in crisis, proposes the painter and novelist Maxim Kantor. Shares in ‘democracy’ have crashed, while globalisation has led to the rise of a new super-rich lumpen elite which does not even notice that the world is on fire.
Democracy The 20th century drew to a close after a world war lasting 100 years to decide the best model for the future and the most effective method of crowd control. The options considered included war communism, a corporate state, the Soviet model of centralised democracy, national socialism, an open society directly linked to a market economy, a federal and confederate state etc. The concepts of democracy and liberalism had lost any meaning as ideals of social development and become simply mechanical. 30 years ago the word democracy was synonymous with freedom. 70 years ago people went to their death for democracy, imagining that they were dying for freedom. But then they suddenly discovered that their enemies in the battle also described themselves as free and democratic. The majority of Soviet citizens were convinced that the USSR had democracy, but… there was democracy in the West too. So what was the point of the Cold War? What was it trying to achieve? Are there perhaps several kinds of democracy? Does each nation have its own? Perhaps democracy goes through stages of development, where each new stage is quite unlike the preceding one? Today’s citizens have suddenly understood that democracy is merely a system of government with nothing ideal about it at all. Churchill’s much-quoted epigram “Democracy is the worst form of government, except for all the other forms that have been tried from time to time” is as accurate as Lenin’s mantra that “Marx’s doctrine is all powerful because it is true.” It’s not difficult to see that both statements are a kind of incantation. It was suddenly clear that the word ‘democracy’ is absolutely no cure-all remedy for totalitarianism and that democracy can contain grains of totalitarianism, and can be oppressive. Religion and democracy The beginning of the 20th century was marked by unbelief in the Western world. It needed to gain confidence in preparation for its conflict with the religious East. But faith was running out.

he Congress-led UPA ruling coalition intends to apply the quota formula to Muslims in a vote-garnering gambit. Numbering about 150 million, Muslims constitute the largest minority group, with the potential to swing poll results if they vote as a block. The Congress and its socialist and communist allies, in fact, nurtured the politics of minorityism by stridently supporting the community’s right to follow the Islamic Personal Law even if all others are governed by a modern civil code in social and personal matters. The Constitutional directive to enforce a uniform civil code has thus been shamelessly flouted. Not that the concession has benefited the community, which, on account of the tyranny of mullahs and clerics — who issue draconian fatwas so as to terrorise their flock — is seen largely to be ghettoised, chary of identifying its interests with those of the nation, in general. The outcome of such contrariness, overriding reluctance to join the mainstream and lack of empathy with the concerns and beliefs of the majority Hindus, who out-number Muslims over eight times, is the gradual relegation of a large part of the community to a twilight zone, bypassed by the forces of modernity. Deprivation and backwardness are their lot. That, at least, is the popular perception, bolstered by facts. The notorious Shah Bano case, with the Rajiv Gandhi-headed Congress Government intervening in 1986 to repeal a Supreme Court order, awarding maintenance to the 70-yearold divorcee by her former husband, bears testimony to political stymieing of attempts at reform. All ethnic and religious groups have a right to observe their own customs
Our sacred democracy had been an object of faith for Western civilisation. It had to a certain extent supplanted religion, claiming to be not just a social model but an expression of universal humanity. Then suddenly it was no longer sacred. This crisis was comparable with the crisis in Christianity at the time of the Reformation, provoked by the selling of dubious ‘democratic’ indulgences. Problems of ideological inflation The problem was not rapid changes in the Gazprom share price, nor was it the volatility of the stock market. The problem was that the shares in the West’s core company ‘Democracy’ had suddenly lost their value. You can print another trillion dollars. You can even
corruption an inherent element of democracy? If not, then why is there no alternative to the rule of corruption? The pathetic social contract in operation under socialism has been destroyed. But no new contract has replaced it and the vacuum has been filled by a nationalist ideology. The only language people can still understand is the voice of blood. Once the social contract collapses there is no other language. The lumpen class These days, when the shadow of the Weimar Republic hangs over us all, when the voice of blood is as powerful as it was in the 30s, we have only one consolation: in our capitalist world there is no longer a lumpen class which could become the engine for a new fascism.

Ancient democracy, once a model for the world, evolved into mob rule and tyranny. After all, it was a democratic court that condemned Socrates. As for the Roman republic, we all know how it developed from republican consul to emperor. In Russia today Putin is frequently compared with Augustus. What do we need to treat – the symptoms or the disease? Now the opposition has decided it would like to remove the KGB colonel who is democracy’s representative. But how will this change the situation which allowed a KGB colonel to become president of a democratic state in the first place? In our 21st century we have surrendered to the trappings of democratic power and forgotten the lessons of the past and what that battle was all about. In Russia this question is now more urgent than ever. Did we really fight for a capitalism with no trade unions? For an oligarchy? For a society far more class-ridden than previously, even under socialism at its most mediocre? Is

What we value now is not the product, but the symbols, because they are safe. In the world of symbolic exchange agreement can always be reached! But there IS a lumpen class! It determines the course of our history today even more powerfully than it did in the 30s. This new class is prepared to sacrifice the world. It is the lumpen elite. The first result of the policy of globalisation is the creation of an elite which belongs to no particular country and is dependent on no government or regime. It rises above history, culture and tradition. The lumpen proletariat represented danger from below, from

But when politicos misuse these to play one group against another, fuelling anxiety and terror of the ‘other’, it results in suspicion, conflict and communal violence. The stratagem also engenders insularity and isolation. The politics of minorityism has served to marginalise Muslims by keeping them trapped in a time bubble. Insurgency in Kashmir owes as much to Pakistan-fomented jihad as to the ill-conceived Article 370 of the Constitution, which, in seeking to accentuate the people’s identity, prohibits non-Kashmiri Indians from acquiring property there. This has only managed to promote separatist tendencies, with the Kashmiri Muslim leadership seizing every opportunity to underline the exclusivity and special status of Kashmir in a bid to coerce our policy-makers to fall in line with it. A blackmailing tactic that ensures no lasting peace in the state while maintaining the power status quo, revolving between a few stakeholders. Outside cities and towns, a secular education, the preparation ground for a future career and employment in the Government or private sector, or migration for jobs overseas, is over-shadowed by indoctrination in madrassas, run by bigoted theologians. The most vicious fallout of such politics is the
unending spiral of terrorist violence, with local accomplices facilitating jihadi aims. The Congress and its allies, however, viewing Muslims as a prized vote bank, treat jihadis in Indian jails with kid gloves while focusing on Hindu ‘terror’, if such a thing exists. Hence, the dilly-dallying over meting out punishment to Afzal Guru, convicted for the December 2001Parliament attack, and Mohammed Kasab, one of the perpetrators of the Mumbai terror attack in November 2008. The reservations plan is the latest example of the policy of appeasement, favoured by parties that accord more importance to their own fortunes than to national interest. Union Minister of Minority Affairs Salman Khurshid is reported to have written to the Union Ministry of Home Affairs to consider including Muslims in the Other Backward Classes at the national level, as proposed by the Rangannath Mishra report. Mr Khurshid apparently supports this course because it will neither “fall foul of the Constitution” nor the “courts”. But it will certainly be contrary to religion as the very system of quotas as a mean of empowerment for selected categories among Muslims is alien to Islam. A cardinal principle in Islam is the

the lower strata of society. The lumpen elite is isolated from society and is twice as dangerous. The lumpen upper class has come into being during the present crisis, which can be seen as a contemporary version of the classic 'collectivisation.' It bears all the hallmarks of the collectivisation of the 1930s. Both resulted in financial redistribution. Both involved the suppression of the the middle class, the very stratum that is the engine and culture medium of democracy. The rich have grown richer, the poor poorer, and common history and a common goal have ceased to exist. We keep on thinking we live in the same society as before. But we don't: the middle class has lost its rights and the ruling class has been lumpenized. The lumpenized class is the elite. The lumpen elite has created its own parallel history and meta-language, as inaudible to society as the shouts of the crowd are to the elite. The ‘avantgarde’, that mantra we invoke, has become purely decorative and has no real relation to any real social processes. Artists used to call themselves radicals because they wanted to get away from the art salons and deal with the real problems of life. Art today describes itself as radical because it is so far removed from life that it has become an artificial language. The new democratic salon has become the icing on the new cake of society. The lumpen elite is not dependent on society; it chatters away in its own joyful, daring language, without noticing that the world is on fire. This has happened before. The enlightened world used to speak artificial Latin, whereas the plebs used barbarian dialects. The great Dante took a step towards the Italian language and made the whole world take part in the Divine Comedy. The world today has taken a step away from a common language towards an artificial language. Having lost the aesthetic paradigm – Christian or democratic – which brought together the beggar and the rich man, we have lost the criteria for making judgments. The world of categoric values has collapsed. And look what is rising from the ruins. It will very soon become clear to what extent democracy as part of the market was responsible for the rise of this new lumpen class. Events are developing at breakneck speed. We are sitting on the edge of the crater and listening to the lava swirling below, thinking that we have overcome the dangers and that liberal values have triumphed forever. Just look at the builders of our world – Lenin, Stalin, Hitler and Churchill – and those who came after them – Putin, Berlusconi, Blair, Sarkozy, Bush and the rest. Are you sure that this is the result we fought for throughout the long 20th century? Are you really? equality of human beings. An oft quoted Quranic verse has Allah say: “O Mankind! We have created you from a male and female, and made you into nations and tribes, that you may know one another. Verily, the most honourable of you in the sight of Allah is he who has most righteousness among you”. This verse is deployed to illustrate the point that righteousness alone makes one superior, if that is the correct term, in God’s eyes. Neither birth nor lineage, or beauty, wealth and accomplishment matter. In this context, the following story is commonly cited, hinging on an exchange between the Prophet Mohammed and an unprepossessing bachelor named Jowaibir. The Prophet urged the man to get married, and with the help of his wife, fulfil his temporal and spiritual needs. Jowaibir replied that he lacked high birth, wealth and good looks, and so, which woman would marry him? In reply, the Prophet stated: “O Jowaibir! God has changed the individual’s worth through Islam. Many people were high-placed in the pre-Islamic society and Islam brought them down. Many were despised non-entities and Islam bestowed them with honor and high rank and brought them up. Islam abolished the un-Islamic discrimination and pride of lineage. Now all people, irrespective of their color and origin, are equal. Nobody has superiority over others but through piety and obedience to Allah. Among the Muslims, only that person would be higher than you whose virtues and deeds are better than you. Now do as I tell you”. Special Recruitment Drive: An Issue
T
he infamous special recruitment drive has invited many sections of people for the past few weeks to share their views and opinions each favouring their own community/clan directly/ indirectly logically. I myself also wanted to pen down some few points as from my personal understanding which compels me to write up. Long before, during the British rule there was lots of difference between the hill areas and plain areas. In hill areas, there was nominal administration with the powers & function lays in the hand of the village chief. In all the hill areas there was no tax except the annual house tax which was collected at the rate of Rs 2/which indicated the acceptance of British Suzereignty. But unlike hill areas, there was various taxes imposed in plain areas. In 1874, the province of Assam was created and placed one chief commissioner with its headquarters at Shillong. And with the creation of this new province even the Naga hills which was earlier under the Bengal had merged to the province of Assam. Another act was passed which was known as the Assam Frontier tract regulation II of 1880 and this was extended to all the Hill areas. Under this regulation the Deputy Commissioner was given all the administrative powers over the district. In his capacity, D.C gave freedom to village chief to settled the disputes in traditional system. So all the pity cases was settled according to villages system. So now the isolation of hill areas continues. There was introduction of inner line regulation of 1873 which restricted the entry of outsider into the hill areas, because there was frequent connection between hills and plains men during 1872-73 which resulted to frequent raids of plains men by hills men. So Govt. passed this regulation in order to prevent the unpleasant situation and this regulation gave power to Governor General of Bengal to make line. So in this demarcation no British subjects were allowed to go to Hill areas without a special permit and as such the tribal’s were made to maintain/ manage their own affairs. So Govt. called this areas as ‘Backward Areas’. All the hill areas in NE except Khasi, Jaintia, Garo & Mikhir hills were called as ‘Backward areas’. So the purpose of calling this areas as Backward is because of less development. Another constitution of change

which came in form of Govt. act of 1919 which gave power to Governor General of India to declare any areas as ‘Backward tribes’. And the Governor of Assam will govern this area as an agent of Governor General. The Naga hills district also came under this backward tract. The Governor of Assam administer this areas through his agencies like DC’s, ADC’s, S.D.O’s, and some local people like G.B.s &D.Bs. The British Govt. appointed a statutory commission under Sir John Simon in Nov. 1927 to study the situation in India and also to make a assessment of how to make further progress of constitutional reform. Some members from this commission against of calling tribal’s as ‘Backward areas’ to be something very offensive,. So they change into ‘excluded areas’ and was divided into two categories i.e, 1. Excluded areas i.e, purely inhabited by tribal’s and 2. Partially excluded areas i.e, plains men and tribal’s were mixed up. In this excluded areas there were less development. However, partially excluded areas were advanced the excluded areas but this areas was also still backward in the reform of the constitution. The Govt. Act of 1935:- this act was placed according to the recommendation of Simon commission. This act stratify into 2 category

Mikhir hills track of Nowgoan & Sibsagar district After India gain his independence in 15th Aug. 1945, the same arrangement continued except that the discretionary powers of the governor were withdrawn i.e, hence he had to act on the advice of the ministers. In the Indian constitution the words of freeness appeared, excluded & partially excluded areas disappeared. They were replaced which this categories come to be known as scheduled tribe and they received certain special privileges & exemption, especially if they were residents in those special areas. In the India constitution the 5th Scheduled of the constitution applies to others tribals areas of the country but the 6th Scheduled gave special provision for the hill areas of Assam. The new constitution in fact, improve the old arrangement i.e, it modifies the special facilities and gives room to widen their scope previously the emphasis was given on the protection of
the tribals but now it includes both protection & development of the tribals. From the above realistic and logic history, there is no worth mentioning that particular community/ clan as ‘Backward’ or ‘Forward’. If ‘Backward’ we all are Nagas and we settled to lived in Naga Hills. In case, if fellow Naga brothers and sisters were still barbarian , savagery or primitive till today then obviously each and every Naga should join hand to uplift than nothing more but only for the sake of being Naga. Generally speaking, this is not attacking or criticizing any group neither individual but this is only personal views which I wanted to ask to fellow Naga brothers and sisters. Firstly, This year (2011) if the Govt. has allotted 10 EAC posts (which is highest and prestigious status in the state) to 10 communities only. However then in 2012 does the Govt. ready to offer another 10 EAC posts to remaining tribes???(there is no point of conducting NPSC rather its better to conduct by respective HOHOS) Secondly, Govt’s decision is not an ordinary decision once passed the decision and put into action………. I wonder for how many years it will go on…..and on……. (wanna know the answers) why because Govt. is Govt. its not that the Govt. resolve the decision today and will dissolve the decision tomorrow. So before implement or put into action, think twice! Dear leaders………… Thirdly, If DAN govt. really do care the 10 tribes by offering 10 EAC’s posts is that enough?? What about other developmental activities………. Their share development activities will go to other remaining tribes???( in retaliation to 10 EAC’s post) I wish if UPA govt. also do the same like DAN Govt by offering 10 IAS’s post to Nagas. Excuse me, why because we called ourselves as ‘Backward tribe’ in comparing with other Indians Lastly, Dear fellow Naga brothers & sisters lets not divide ourselves by insisting special recruitment drive but rather lets all avoid offering and march towards excellence because we all can excel if we all put an effort and hard labour!! Chaga Gadi festival for social Transformation

haga Gadi/Ngee is the biggest and most important festival of the Liangmais. Today the Liangmai community celebrates this festival in almost every villages, towns and cities where Liangmai resides with cultural showcase and grand feast usually in the last part of the October 30th and 31st. It is a festival of purification, sanctification, rededication, reconciliation-peace and harmony, sharing of resources and a festival of honoring God for of showers blessings which brings good harvest and good health. Chaga Ngee has a great impact in the Liangmai society making their lives moving and meaningful since the days of yore. However, since the coming of Christianity, the church regards the celebration of traditional festival of CHAGA GADI as anti-Christian; it was considered as secular and worldly. In other words, it was profane. Today liberation from enslavement to secular and sacred is needed. In fact, the gradual awareness of the religious values of traditional festivals came some few decades ago. Gradual liberation slowly accommodated the Liangmai traditional festivals into the folds of Liangmai society. Today, contemporary Liangmais have begun retrieving and reinterpreting traditional festivals, in particular CHAGA GADI with the aims of contextualizing and reviving the lost culture. Here some of the characteristics of CHAGA GADI and its application for the social transformation were enlisted in the following elements as liberating the Liangmai in particular and the Naga society as a whole. 1. Characteristics of Chaga Gadi The festival of Chaga Ngee usually prolongs for five days. Day One: It begins with “Chamimalapbo” (Making Fire) which is also called “day of welcome”. On this day, people had to start their hearth with fresh firewood for cooking. On this very night they are to eat their choicest food to see their bulging eyes in the morning. As they finish drinking and eating they gather up in their khangchiuki (morung) with the elders to crack jokes and sing songs. On this day the children also gathered their own chaga rooster competing in sizes and strength. Day Two: Next day is the day of “Npengkiapbo” (totem shooting), early in the morning the selfless boys (chaliuraumai) voluntarily go to the jungle to cut the tree for Npeng (totem). Npeng is cut by those whose parents are still alive and those who live a pure and holy life. They are to go for cutting only after being blessed by their parents. Npeng has to be made in resemblance to human being representing their enemy. Chicken feathers are placed on the head of Npeng and also eye, nose, mouth, ear, neck, heart and chest has to be marked with a black colour. After everything is done, Npeng is tied on the top of the pole/post. Keeping themselves pure and holy from sexual impurity and with a loud ‘ho-hoing’ proclaiming their forefather’s name, Npeng is shot with an arrow. Certain features are made on the spot where they could hit: if it happens to hit on the head - the enemy die of head pain; if on the neck - the one who shot will have plenty of rice; if on the heart - the enemy will die with much trouble; if on the right chest - the enemy will die in war; and if on the left chest - the one who shot will win many girls. If anyone can’t hit Npeng then the singkupao (priest) will take the Npeng stick (arrow) by hand and put it in the feet of Npeng as a sign of surrender.
Those whose relatives died in the year were not to shot Npeng. After shooting of Npeng every boys went back to their Khangchiu (dorm) yelling and ‘ho-hoing’. Day Three: The following day was a day of “Gadi” which was also called “pon malaungbo” (sharing of meals and resources - foods and drinks) where everyone enjoy to the fullest irrespective of any socio-cultural and religious strata. Also everyone is expected to come with their best attire for the mega feast. Day Four: This day was called “chagapabo.” On this day, all the leftover food and drinks were distributed to the elderly people. The festival is so fascinating that young boys and girls reluctant to end-up the festival would sing: “Chaga tarou-e, Chaga bam khaini ye, Chaga takarasi, ma, kikhang mai ra sun gantiu rou ye” (Don’t want to end up Chaga; we want to continue chaga if chaga is gone we shall eat bamboo shoot again). At the end of the festival, they washed their hands, mouth, they sang songs and made merry. All go around the village and then back to their own respective houses. By then boys can go to girls and the married men and women were no more restricted to be with each other. Day Five: This day was particularly for the elderly people and women folk who continue to drink and eat the left over food and drinks which was called zauba sakbo/ganjung kalumtiubo (eating leftover). Till zauba was finished up, it was a taboo to do any domestic works. During festival married men and women drink and eat from banana leaves whereas, the youth (unmarried men and women) eat and drink from bamboo cups and plates as to make sure to keep away from impurity. Accordingly, men and women used their own hearth in making dishes in order to purify themselves, because it is a taboo to have sex or even touch and eat food prepared by women till the festival ends. During Chaga, particularly men folk are asked to maintain discipline by not touching anything of women’s goods. If they fail to do, bad luck follows them (Padonsa-e) in the war. Furthermore, the grand celebration of chaga will bring more rice, less war and less dead in the village. It is also a kind of harvest festival because it is usually observed after new paddy is received: people said, “As we eat new rice, people will not die anymore or lack no food.” To put in nutshell, Chaga Ngee is a festival to purify, reconcile, give thank and share one’s resources
settle all the disputes. Peace and Reconciliation occupied the central stage in the celebration of Chaga Ngee. If we look at the Bible the central message of the gospel is peace and reconciliation. What Isaiah idealized in his message is also Peace and Reconciliation (Isa. 11:1-9) and the incarnation of Christ is also to bring Peace and Reconciliation to the whole world. If we utilize these two passages to link the message of the gospel and the message of the Chaga Ngee, the gospel and Liangmai culture are harmoniously focusing on reconciliation-peace and goodwill towards human beings. In the light of this interpretation, Chaga Ngee has a new meaning and it becomes the festival of Peace and Reconciliation in which all the Liangmais and Nagas should participate because it is in complete agreement with the central of the Bible. In this way the gospel enriches the Liangmai cultural festival. (c) Chaga Ngee as Purification and Sanctification: This is one element found in the Chaga Ngee as it was celebrated by keeping themselves pure from any impurities. Even washing away dirty things, preserve pure and unblemished life during the festival in order to make them clean and renewed. House would be cleaned and dirty clothes would be washed and above all it’s a time for self purification and social transformation. Today this cleansing of self, society and community can transform Liangmai society and makes Chaga Ngee meaningful and can be a means for the realization of the reign of God. (d) Chaga Ngee as Sharing: One outstanding feature of the traditional culture of the Liangmai is found the principle of sharing one’s resources generously with others whatever one has. Sharing is a Liangmai cultural virtue. Chaga as a feast, and a feast meant sharing one’s resources with the community. One of the teachings of Jesus was sharing by feeding the five thousand. In this sense, the message of the gospel and the message of Chaga Ngee are in line with each other. If we reflect this sharing, it is equivalent to love in action which is against selfishness, exploitation, corruption and misappropriation. While celebrating Chaga Ngee, we are practicing sharing our resources with one another and Chaga Gadi becomes meaningful to the cultural life of the Liangmai society. Through sharing from the Liangmai cultural perspective, the teaching of Jesus is taking root deeply in the Liangmai cultural life. In the light of this, Chaga Ngee teaches us ‘shar2. ‘Govt committed to fighting corruption’
NEW DElhi, OctObEr 31 (AgENciEs): Asserting once again that the UPA was committed to fighting corruption in public life, Prime Minister Manmohan Singh on Sunday reiterated the government’s intent to implement Lokpal bill while nudging states to come up with similar legislations and appoint Lokayuktas to improve transparency and accountability in public procurement and administration. Addressing the concluding session of the two-day governors meet here, the PM promised that his government would “do its utmost to improve transparency and accountability” in the work of public authorities and was committed to taking all possible measures to “curb corruption in administration” and deliver governance to citizens. Singh mentioned the Lokpal bill among the measures his government was taking in this direction. “Apart from the Lokpal bill, a bill to amend the Land Acquisition Act has also been introduced in Parliament,” he said. Singh added that efforts for rapid progress and development could have their full impact only if “we curb corruption in public life and im-
prove the processes of governance”. “I believe this is the right time to move decisively in this direction,” he said. “We are working for enacting a law to bring more transparency and accountability into our procurement systems. I expect the state governments also to act similarly so that these efforts touch all levels of governance in all parts of our country,” Singh added. The PM expressed concern at rising incidents of Left-wing extremism. He said there was a need to ensure that Left-wing extremism did not spread to more areas of the country. “Governor of Assam pointed out to a possibility of such expansion in Assam,” he said, asking the home ministry and the state government to jointly ensure that this did not happen. “We need to share intelligence on a real time basis and to coordinate police action across inter-state borders,” Singh said. Though Left-wing extremism posed a major threat to internal security, concerted efforts made by the Centre and states in the past few years had shown some positive results. “The quantum of violence in the current year has declined in comparison

As a host of VIPs headed towards the late prime minister’s memorial Monday, thousands of families also remembered their loved ones massacred in the riots - and renewed their pledge to continue the fight for justice. It was exactly 27 years ago that Indira Gandhi was gunned down by two Sikh bodyguards as she walked from her home to her office, unleashing three days of sectarian violence in several parts of the country that saw 2,733 people being killed in Delhi alone. As there is no government figure, unofficial estimates put the count of dead during the riots at around 7,000. Almost three decades later, justice continues to elude. “There is no chance of complete justice, but we are fighting for symbolic justice. Some leaders should be punished to send out a strong message,” Supreme Court lawyer Harvinder Singh Phoolka told IANS. He has been fighting legal battles to get jus-

Phoolka and Mitta co-authored a book “When a Tree Shook Delhi” in 2007, following former prime minister Rajiv Gandhi’s infamous words “When a big tree falls, the earth shakes” in his effort to justify the anti-Sikh riots. Rajiv Gandhi took over as prime minister in the hours immediately following his mother’s death as riots began to spread across the capital. “There was no will of the then ruling party (Congress) to punish the guilty and efforts were made to shield them,” Phoolka said.

Rajendra Gupta, 56, a district court lawyer in Meerut, has been sensitising people on the importance of eye donation for over five years. “In order to involve more and more people in my campaign, I have now started making my clients sign a form for donating their eyes,” Gupta told IANS by telephone from Meerut. Gupta, who started spreading awareness about eye donation in January 2006, has till now convinced over 350 people to take the pledge. “I believe sensitising people towards eye donation is one of our main social responsibilities. It feels just great when you associate yourself with a noble campaign that can light up the lives of the blind,” said Gupta, a native of Brahmapuri neighbourhood. “I derive a unique sense of satisfaction that can’t be put into words when I see eye donations bringing smiles to the faces of those who once used to lead dark lives...I always ask people to keep the fact in their mind that when we donate our eyes, the blind are reborn,” he added. Asked what prompted him to undertake such a drive, Gupta said: “Around six years ago, I witnessed the tragic death of a blind man. He was crushed to death by a heavy vehicle while crossing the road.” “At
that time, I thought the young man would not have met the tragic end if he were not blind. Deeply moved by the accident, I decided to undertake a campaign for spreading light in the lives of the blind,” said Gupta. Gupta, his wife, two sons and five brothers have already pledged to donate their eyes. He undertakes several activities to spread awareness about the importance of eye donation. Despite having a busy professional life, Gupta starts his day as early as 5.30 a.m. for the social cause. “In the morning I visit various parks and playgrounds to convince people for eye donation. Though I approach people of various age groups, it’s from youth I get the most positive response,” said Gupta. He also regularly organises awareness programmes on eye donation with the help of NGOs. But spearheading the campaign has not been easy. “On several occasions in the past I was literally abused by several people. They thought I had some vested interest in trying to convince them for eye donation,” he said. “Moreover, several myths are also associated with eye donation. These are not confined to illiterate ones but are common also among those from well-off and educated families,” he said. “Some people think if they donate their eyes, they would be born blind in the next life. People also hesitate to pledge their eyes for donation, worrying about how their relatives will react,” said Gupta.

Libyans watched as the walls, which once protected Gaddafi were torn down, the Daily Mail reports. Meanwhile, almost 25,000 have left fearing retribution from Misrata. Misrata officials have accused the Tawerghans, some of them descendants of African slaves, of particular brutality during the war, including alleged acts of rape and looting. Recent reports have claimed that Gaddafi’s son Saif-al-Islam has hired a group of South African mercenaries to help him to move to a friendly African nation. Nearly 400 people have been killed in months of floods that have disrupted the lives of more than 2 million, economic growth has been set back and global supply chains for Thai-made computer and auto parts thrown into disarray. But inner Bangkok, protected by a network of dikes and sandbag walls, appeared to have escaped the deluge with peak tides on the Chao Phraya river due to pass on Monday, water levels falling upstream and clear weather setting in. While the center of the capital remained dry with business mostly as usual, neighborhoods on the wrong side of the protective ring, especially to the north and west, and provinces to the north, have been swamped by deep, fetid flows. The government is planning to spend 900 billion baht ($30 billion) on reconstruction, flood prevention and helping industry, a government minister said. The 75-year-old Italian Premier is currently facing trail in Milan for allegedly having sex with belly dancer Karima El Mahroug, also known as 'Ruby the Heart Stealer', at one of the evening parties he had hosted at his lavish villa, and at the time she was just 17 years old. Both deny any wrong-doing. But, it has now emerged that Berlusconi was named in this year's US State Department's Trafficking in Persons 2011 report which details the parties and describes how one of the guests was a minor, 'The Daily Telegraph' online reported.

ERCIS, TuRkEy, OCTObER 31 (REuTERS): The death toll from last week's earthquake in southeast Turkey rose to 596 Sunday, the day after authorities stopped searching for survivors and focusedonhelpingthousands of homeless families in crisis. In Ercis, the town hit hardest by the 7.2 magnitude quake that devastated Van province on October 23, some shops reopened on Sunday, electricity was switched back on in parts of town and one bank's ATM started working. But with barely any of Ercis's nearly 100,000 residents ready to return to their damaged homes with strong aftershocks still rattling the area, life is anything but normal. One aftershock Sunday morning registered at magnitude 5.3. Winter is fast approaching, temperatures plunge at night, and young and old in particular are falling sick in tent encampments set up by relief agencies on the outskirts of town. The government's disaster management website said more than 43,000 tents had been handed out in Van. Some of the facilities were far from finished, traffic snarls made access difficult for many on race day and there were constant reminders away from the circuit of the glaring social inequalities in the world's second most populous nation. And yet the reaction from the Formula One community and local officials alike was overwhelmingly positive, a feeling that India was sure to become
a favourite fixture once the teething problems were resolved. The drivers loved the Buddh International Circuit, with its flowing terrain and long straights, and the fans made their passion evident. "There's pretty good advertising for this place and I think the word is going to get out," said McLaren's Jenson Button, second in Sunday's race behind Red Bull's double world champion Sebastian Vettel. "Even though it was the first race it was a pretty good crowd here. And the Indian people seem to love motor racing," he added. "I think
it will turn out to be one of the great events on the Formula One calendar." Organisers said 95,000 attended the race, on the outskirts of New Delhi, and Monday's newspapers delighted in declaring India the winner. Formula One supremo Bernie Ecclestone, who had expressed some concern before arriving in the country about whether the circuit would be ready, was impressed. "F1 is as popular in India as cricket in France but things will improve drastically in the years to come," declared the 81-yearold, who normally leaves once the
race has started but this time stayed on to watch the action. "I'm very, very happy with it, and everybody else is as well. We've nothing to complain about," he told reporters afterwards. The track itself was one of the biggest positives, with drivers hailing it as a fantastic layout unlike some of Hermann Tilke's other creations. "It was fantastic," said Ferrari's Fernando Alonso. "Okay, it was a very narrow line of normal grip and
outside that line there was a lot of dust and low grip but this is normal for new circuits and I think with the years that will improve." Button agreed the dust was a challenge but the positives outweighed the negatives. "The circuit itself is a great circuit to drive, it's a fun circuit, it's a real challenge," he said. "A massive challenge. And it's one of the more physical circuits as well because there aren't really that many for us any more. So it's great. The only thing is the dust but I don't really know what you can do about that in India."
‘Indian Grand Prix has delivered on all counts’
GrEAtEr NOIDA, OctObEr 31 (AGENcIEs): Bernie Ecclestone had more than just his 81st birthday to celebrate this weekend. TheinauguralIndianGPgotunderway at 3 pm on Sunday and when TOI caught up with the Formula One supremo, he'd just finished exchanging pleasantries with cricket icon Sachin Tendulkar and Bollywood villain Gulshan Grover. Just a couple of weeks ago, Ecclestone had expressed fears over last-minute preparations at the Buddh International Circuit. On Sunday, though, he looked very happy. "What they had to build here in the short amount of time is just incredible. I've seen what happens at most new races and new tracks," he said. Though the circuit was finished in time, a couple of weeks more would have left everything looking greener and sparkling, agrees Ecclestone. "India should be very proud that a private enterprise has achieved this. Everything is super, it just needed a little bit of polish. It needs to be tidied up which doesn't take time." Most new circuits are red flagged for their boring design and ultimately one-sided action

We wanted to make sure it comes out well on TV. Circuits are usually flat but there's a bit of elevation here so it looks good on TV. And it has," Ecclestone said. And a steady stream of traffic built up since 10 am on Sunday morning as all roads led to Greater Noida. But what 'Mr E' wanted to know was how excited the whole of India was, not just those living in Delhi. Karun Chand-
hok, who was a part of the conversation, chipped in, "A lot of people are flying in from all over the place. Thousands of people have come all over from Chennai, Sikkim, Bangalore. It's not cheap for people to fly over to Delhi." Ecclestone has been a supporter of the young Chandhok for long and has always plumped for the idea of an Indian driver on the grid. "We were expecting him to be on the grid, to be honest. If Karun had a bit of support a couple of years ago, things would've been different," he said, as Chandhok smiled ruefully. welcoming the drivers at the Jaypee Greens Golf Resort and Spa. While that sent some members of the international media into fits of laughter and even led to bets being exchanged on another appearance by a dog or cow, Ecclestone was kinder. with that actually," he said with a straight face. Talk about all the dust on the track has still not settled but Ecclestone isn't the kind to listen to every complaint that comes from the drivers.

Massa-Hamilton feud deepens at Indian GP
NEW DELHI, OctObEr 31 (Ap): Ferrari driver Felipe Massa says the onus is on Lewis Hamilton to clear the air between the two after they collided yet again in the Formula One Indian Grand Prix on Sunday. The two have crashed into each other in three of the past four races. This time Massa was found to be the guilty party and was handed a drive-through penalty from stewards, even though he insisted he did nothing wrong. The pair exchanged angry words after crashing in Singapore and had not talked since, until pre-race Sunday when Hamilton stood beside Massa during a minute's silence then wished the Brazilian good luck. Massa said that counted for little, and said there will be "nothing from me" to mend
fences, leaving it up to the Briton to make the first approach. "He was on my side and he just said 'have a good race'. Its not part of talking or whatever," Massa said. Hamilton had hoped their brief exchange after the minute's silence could mend bridges between the two. "There was a one minute silence before the race, I was standing next to Felipe," Hamilton said. "He's not spoken to me for a long time but I made the effort, I put my arm round him and said good luck for the race." The collision happened on lap 24 of the 60-lap grand prix. Hamilton tried to pass on the inside of a left-hand corner, but Massa moved in sharply and Hamilton crashed into the Ferrari's sidepod. Massa was able to con-

n a touching eulogy about her late brother at his memorial service on October 16, Mona Simpson described the Apple founder's last hours and the enigmatic words he uttered before he died. She told the group of mourners at the Memorial Church of Stanford University that Steve Jobs looked at his wife and children, then beyond them, before uttering: 'OH WOW. OH WOW. OH WOW.' Describing his death in the eulogy reprinted in the New York Times, she said: 'Steve’s final words were monosyllables, repeated three times. And this third edition of the We Care concert will bring the upcoming young local talents and some other changes which were not seen in the previous two editions. The ‘We Care’ concert is a philanthropic activity organized by the AKM to garner funds for some charitable activity. The first ‘We Care’ concert was organized in the year 2005 in aid of the victims of the natural calamity that stuck Mokokchung that year. It was a huge success, and people from all walks of life joined in the concert as a mark of solidarity to the victims of the disaster. The second concert was organized in the year 2009 in aid of free coaching class-

he singer was in New Delhi to perform at an afterparty gig for the first ever Indian Grand Prix last night. But she's also spending a hefty chunk of her free time visiting two orphanages in the city. GaGa has revealed she wants to open her own foundation for disadvantaged kids and is using the trip to find out more about children's homes. Despite only having a few hours off every day while she's in India, she has begged her management to shoehorn in trips to the charities. That's where the sensible clothes come in. The star has asked for at least three hours at both facilities so she can give a music lesson to the children. She'll probably come away with an outfit made of paper and crayons. A source said: "GaGa would one day like to set up a foundation in her name to help children and, now her career has really taken off, she feels as if it's the right time to do something. She isn't the type of celebrity who just throws cash at things though. She wants to research it all properly and
do something huge. She knows it will be a massive amount of work but she wants to start by getting involved in some orphanages that already exist and devote some of her time and money to helping them." Petra Kvitova beats Azarenka to win WTA Championships
istANbUl, OctOber 31 (AFP): Petra Kvitova, the 21-year-old Czech left-hander who caused a sensation by winning Wimbledon as an outsider four months ago, proved she is now a fully fledged member of the sport's elite by winning the WTA (year-end) Championships. Kvitova did that with a 7-5, 4-6, 6-3 win over Victoria Azarenka, the fourth-seeded Belarussian, which earned her the second most important title of her career and further enhanced her growing reputation. It also gained her a career-high yearend ranking of world number two - a tremendous surge from the 30th place at which she began 2011. Asked how her triumph felt compared with winning Wimbledon, Kvitova replied: "It's a little early to say, but compared with Wimbledon it is different. Both are great tournaments. "Winning a Grand Slam was a very big step. I don't know how it will be going home this time, but I think it will be similar." Lewis Hamilton apologises to McLaren after India disappointment
New Delhi, OctOber 31 (AgeNcies): Lewis Hamilton felt moved to apologise to his McLaren team on at least a dozen occasions in one 10-minute post-race interview following Sunday's inaugural Indian Grand Prix. Hamilton finished back in seventh after his chances of a podium finish were ruined by yet another run-in with Ferrari's Felipe Massa. On lap 24, Hamilton attempted to pass Massa on the inside and the Bra-
zilian turned into him. It was the sixth time the pair have clashed this season. Despite the stewards coming down on Hamilton's side and giving Massa a drive-through penalty, Hamilton was still contrite, having also been demoted three places on the starting grid for ignoring warning flags in practice. HSA FC ousted DMZP to enter the semi-finals at Tamchon Football Trophy

New Delhi, OctObNer 31 (AgeNcies): In the quarter-finals played between defending champion of North East Tamchon Memorial Football Trophy - Delhi Mizo Zirlai Pawl (DMZP) and last year’s first runners up Hmar Students' Association (HSA), HSA FC defeated DMZP today at Dr. Ambedkar Stadium, New Delhi by scoring a penalty shot in the second half of the match. The match was a close call with the DMZP trying to even the score and the HSA FC vying for another goal. The HSA FC won the match by 1-0, entering the semi-finals of the tournament. In the second quarter-finals played between the the Siamsinpawlpi (SSPP) and FC UH-NAI (Kom) at the same venue, the SSPP outplayed the UHNAI in the field but missed many chances to score a goal. At the very last minute of the match, SSPP defender fouled a UH-NAI player in the D-Box area, and the UH-NAI were awarded a penalty. Taken advantage, the UN-NAI scored the penalty shot winning the match by 1-0.The HSA FC and the UH-NAI will play the semifinals on November 3, 2011 at the Dr. Ambedkar Stadium, New Delhi.
