THE RECORD-BREAKING economic blockade lasting 92 days was suspended by Sadar Hills Districthood Demand Committee (SHDDC) late last night following the signing of Memorandum of Understanding (MoU) for the creation of Sadar Hills district between the state government and the agitating group. Many in Sadar Hills started celebrating with the hope that a full fledged district will be granted soon. SHDDC president Ngamkhohao said the talk between the government of Manipur and the committee that was held last evening was initiated by the government through Deputy Speaker, Manipur Legislative Assembly, L. Lokeshwore. During the meeting, SHDDC urged the government to take up necessary steps to inaugurate the proposed Sadar Hills district as

soon as possible, Ngamkhohao said speaking to the media at Kangpokpi on Tuesday. He said representatives of SHDDC also urged the government side to compensate the people of Sadar Hills for the loss of long 40 years in demanding districthood. As a token of it, the government is all set to create three new sub-divisions/ TD Block in Sadar Hills, he added. "If the election code of conduct comes into force before the re-organising committee could submit its report, we will ask the Centre to have a talk with Election Commission of India (ECI) to relax it to facilitate the inauguration of Sadar Hills district, he further said. "The central government has recognized our demand. So, we have faith in it," he said. However, the SHDDC president said some people in Sadar Hills are in confusion about what the state government will do now. Continued on page 5

reaCtIng Strongly to the signing of Memorandum of Understanding (MoU) between the State government of Manipur and the Sadar Hills Districthood Demand Committee (SHDDC) late last night for the creation of Sadar Hills district by bifurcating Senapati district, the United Naga Council (UNC) and the All Naga Students Association, Manipur (ANSAM) have taken a decision today to resort to stern forms of agitation. The two Naga organisations urged the Nagas to be prepared for any eventuality. Even as the economic blockade sponsored by the UNC is going on since August 21 against the creation of the Sadar Hills district, a 72-hour bandh in Naga areas in Manipur has been announced today which will start from the midnight of November 3. This decision was taken during the emergency meeting of the United Naga Council and the frontal organizations held on November 1 which took serious note of the Memorandum of Understanding (MoU) signed between the government of Manipur and the SHDDC. "The meeting deplored the manner in which the government of Manipur had executed the agreement without a consensus and consent of the Nagas, notwithstanding the four MoUs signed with Naga people and the sustained public protest against the manner in which the government of Manipur has been handling the issue”, the UNC and ANSAM stated in a joint statement today.

Itanagar, november 1 (IanS): More than three months of bitter internal revolt and political uncertainty in Arunachal Pradesh ended Tuesday with Nabam Tuki sworn in as the new chief minister replacing Jarbom Gamlin. Governor Gen (Retd) J.J. Singh administered the oath of office and secrecy to the 47-year-old Tuki at a simple function at the Raj Bhavan here. "I am grateful to the legislators for electing me as the Congress Legislature Party leader. My priority would be to work towards all round development of the state," Tuki told IANS soon after being sworn-in. Tuki was public works minister in the outgoing cabinet and also the state Congress party president. There has been a growing revolt in Arunachal Pradesh with a majority of the 42 Congress legislators in the 60-member house opposed to Gamlin. The dissidence was spearheaded by Tuki. The rift between Tuki and Gamlin had become a major issue with the majority of Congress legislators demanding Gamlin's resignation for his alleged authoritarian rule. Gamlin was sworn in as chief minister on May 5 after the death of former chief minister Dorjee Khandu in a helicopter crash on April 30. Finally, Gamlin resigned as chief minister late Monday and Congress president Sonia Gandhi appointed Tuki as the CLP leader Tuesday morning, hours before the swearingin ceremony. Gamlin was also present at the swearing-in ceremony. "We shall work hand in hand and try to carry out all development activities," Gamlin said.

DImapur, november 1 (mexn): Nagaland Pradesh Congress Committee (NPCC) has accused the DAN Government of rising prices of essential commodities in the State. It also charged the District Administration, Dimapur Municipal Council, Dimapur Chamber of Commerce and the Naga Council for failing to address such issues of public importance on expected lines. NPCC stated that present state of affairs is effecting every spheres of peoples’ lives, and their day to day problems has become so enormous that their very existence is being seriously challenged to the very hilt. In a press note issued by Media Cell, NPCC stated: “The rampant and unabated indulgence in corruption by all the law enforcement agencies from topmost political echelon to the bottom down to the Municipal and Town Councils has drastically affected even our own domestic markets resulting in shooting up of rates for all the everyday essentials.” The NPCC has provided a comparative price index of a few essential commodities whose rates have been dramatically hiked. Tight security as Chidambaram prepares visit to Naga areas in Manipur Newmai News Network Imphal | November 1

AHEAD OF the two-day visit of Union Minister P Chidambaram to Manipur, tight security arrangement has also been taken up in Senapati, Tamenglong and Ukhrul districts where the Union minister will inaugurate newly constructed government office buildings and other installations during the trip. Deputy Commissioner of Ukhrul and his officials have rushed to Jessami village in the district, about 118 km from Ukhrul headquarters for the purpose, sources said. During his two-day trip to the state on Wednesday at 11:30am Chidambaram will inaugurate SDO and SDPO office complex, a Public Health Centre building and a 132 KV power sub-station at Jessami village, bordering Nagaland. Prior to the Ukhrul district trip, the Union minister will arrive here from New Delhi by a special BSF helicopter and will land

at Kangla here at 9:50 am. From Kangla he will be flown to Senapati district headquarters by a MI-17 helicopter where he will inaugurate the Senapati Mini Secretariat and a 50-bedded district hospital. The Union home minister, on the next day on November 3 at 8 am, will leave Imphal for Tamei and Tousem sub-divisions in Tamenglong district where he will inaugurate two 33/11 KV sub stations at the two sub divisions. He will then inaugurate Tamenglong Mini Secretariat complex at 10:25am and the newly constructed Jawahar Navodiya Vidyalaya at Tamenglong district head quarters. He will also address a public meeting at the Tamenglong public ground. He will later fly back to Imphal at 1:30 pm and will leave Imphal at 1:35 pm. During the visit, Chidambaram will be accompanied by Union Home Secretary RK Singh and Joint Secretary (Home Affairs) northeast in-charge Sambhu Singh, official sources said.

aIzwal, november 1 (Cnn): The world's population hits 7 billion this week, but Ziona, the patriarch of what may be the biggest family in the world, is not bothered. "I don't care about overpopulation in India ... I believe God has chosen us to be like this (have big families). Those who are born into this family don't want to leave this tradition so we just keep growing and growing," he says with a smile. Ziona, who only goes by his first name, has 39 wives, 86 children and 35 grandchildren. Ziona's father, Chana, founded the Christian sect in Baktwang village that promotes polygamy as God's will. "I never wanted to get married but that's the path God has chosen for me," he says. "It's not my wish to keep marrying again and again." All 160 family members live in a four-storey mansion perched on top of a remote village in the northeastern Indian state of Mizoram. The state, neighboring Myanmar and Bangladesh, has one million residents, one of the lowest population densities in this country of 1.2 billion. Despite its natural beauty, special permits are required to enter the state, making tourism virtually non-existent. Four hours away from Mizoram's only airport, in the isolated village of Baktwang, Ziona's bright purple house with 22 Ziona, center, has 39 wives, 86 children and 35 grandchildren and lives in Baktwang village, Mizoram. bedrooms stands out. The family indulges in meat three times a week and for every non-vegetarian meal, 30 chickens are plucked and a giant pig is roasted. But the sheer volume of food that needs to be cooked or plates that need to be washed doesn't overwhelm the women of the house. Like a well-oiled machine, everyone carries out their individual chore, so dinner for 160 is ready within an hour and utensils are washed and put away within minutes. Even the children help out. Tiny 6-year-olds have become experts at plucking chickens, and everyone seems to get along. "No fighting, never, we are all one family, there's no other people here so we don't fight," says sixth grandson Hmingthamzauva, one of the few in the household who speaks English. "Since we are used to living in a very big family when we go outside to study we actually feel very lonely," he says laughing. But while he likes living in a big family, he himself doesn't want more than one wife. "My grandfather is specially appointed by God to have as many wives as possible and to look after them. GB’s assc support aggrieved teachers Dimapur, November 1 (mexN): The Ato Area GB’s Association extended its support to aggrieved teachers who are afflicted since last three years. The Association in a press note issued by its chairman stated that “certainly there have been suffering but suffering that aggrieved teachers facing are beyond limit where no human being can compare. It is unkind gesture by government to aggrieved teachers; government should rather have their suffering and should be in their place in order to understand the problem faced by teachers and their dependent.” The Association further stated that it is high time that the government should understand the grievances of aggrieved teacher and take prompt initiatives to solve the hassle at the earliest, before it stages another agitation.

Dimapur, November 1 (mexN): Advisor for art and culture, Deo Nukhu lamented that the priceless Naga art and antiques such as stone and wood carvings, sculptures were lost during the heights of insurgency period in 1956 and 1957 when the Indian armed forces carried out various

operations in Naga areas. However, Nukhu expressed the hope that with the growing interest being shown in the field of art by the upcoming young generation, some of the lost art could be rebuilt. He was addressing the inaugural programme of demonstrative art workshop cum ex-

hibition as the chief guest at Town Hall Dimapur on Tuesday. Nukhu maintained that the present generation has not preserved much of what the forefathers practiced as should have been preserved. He noted that Nagas have very less professionals in the area of art but was optimistic that

the youngsters who have the potential to excel could come up to live their dreams. He also mooted the idea of introducing art as a subject of equal importance like any other subject taught in schools. Nukhu encouraged the people to come and witness the ongoing exhibition which would

continue till November 5. Director NEZCC Dimapur, Son Kamei IPS in his brief speech pointed out the grave need of a proper art gallery in the state and said that there was an initiative to open art gallery at the NEZCC complex in Dimapur. Students of Bethesda Higher Secondary School

Directorate of Census appeals SBI donates conference table to AIDA Kohima, November 1 (mexN): The Directorate of Census Operations in an appeal letter has informed that in order to achieve complete coverage of all eligible citizens for Biometrics, it is imperative that the ward/ village chairman, GBs assist the Department of Census Operations, the district administration and the operators, of the concerned companies in carrying out the exercise. They are requested to assist the district administration in selecting suitable venues. All citizens above 5 years of age are to report for Biometrics exercise at the designated venues. Each head of the household is requested to report at the Biometric camp with the acknowledgement slip issued during the NPR. In case the acknowledgement slip has been misplaced or lost, they may contact their enumerator who will be available at the Biometric camp venue, along with details of their Census House number. All citizens of the State

are requested to avail of the Biometric services in the first round of the Biometric operations as far as possible. Following the collection of Biometric records, a list of usual residents will be notified in each village/colony and hence citizens should ensure that their names as well as those of their household members are not found to be missing from the list. An appeal is also made to enumerators to ensure that they report to their respective Charge Officers prior to the Camps for necessary collection of related documents. Honorarium shall be made only after due completion of the duties assigned by their respective Charge officers. In this regard, the Director Census, V. Hekali Zhimomi IAS has earnestly requested to the Ward/Village Chairman and the GBs to kindly coordinate with the Department of Census Operations, the Administration and the Operators of the concerned Companies in carrying out the operation.

Hindi to be implemented in Central Government offices Dimapur, November 1 (mexN): The Third SubCommittee of the Committee of Parliament on Official Language has reviewed the implementation of official language, i.e. ‘Hindi’ (Rajbhasha). A press note issued by Sr. Deputy Accountant General, P.V Hari Krishna,t stated that Hindi will be implemented in the office of the Accountant General (A&E) Kohima, National Sample Survey Office (NSSO) Kohima and Khadi and Village Industries Commission (KVIC), State Office Dimapur. ing opportunities he also resorted to a profession of a woodcutter with the help of his brother in the course of preparing exam. He said, he was captivated with the norms of army, the respect, discipline and punctuality and left no stones unturned, to get through the exam and no doubt with hardships moving around for appearing physical fitness and viva at Delhi but was certain that his belief will not pull him down. Vandemo acknowledged and expressed heartfelt thanks to his uncle Likomo Ovung (Paternal uncle) who was the sole inspiration in

his life. As he anticipates for the appointment order, he conveyed a message to the youngsters, especially college students, not to waste the hard earned of their parents getting lost with the worldly pleasures but to know their duties. His father joyfully said Vandemo is a simpleton chap who never complains even if his wishes are never fulfilled since childhood and expressed his sadness for not being able to provide like any other fathers do, yet he was overjoyed for his son’s achievement which he said was beyond his expectation.

M’laya’s views sought to Kuki-Chin-Mizo-Zomi celebrates ‘Kut’ declare GNLA outlawed Shillong, november 1 (iAnS): The central government has sought the views of the Meghalaya government before declaring the Garo National Liberation Army (GNLA) an outlawed rebel outfit, an official said Tuesday. "We have asked for comments of the Meghalaya government to impose a ban on the GNLA after assessing its terrorist activities," joint secretary in the home ministry (in-charge of North East Affairs) Shambu Singh said. The GNLA, which is headed by police officer-turned outlaw Champion R Sangma, has unleashed a reign of terror in the three impoverished districts of Garo Hills in the western part of Meghalaya. Over 20 people, including security personnel, have been killed in the Garo Hills in the last one year by GNLA rebels. On Monday evening, four police personnel and a

civilian were killed and two policemen were critically injured by the rebels at Nengpatchi in East Garo Hills district. "We are expecting the Meghalaya government to submit their views and recommendation before declaring it (GNLA) as an outlawed outfit," Singh said. Meghalaya home department official said the state government would submit its views as early as possible. "We are still examining their (GNLA) activities and threats before recommending the central government to impose a ban," said a Meghalaya government official on condition of anonymity. Champion, who claims to be fighting for a 'separate Garoland' in the western area of Meghalaya, has been camping in Bangladesh for several months in search of support. The outfit has also forged an alliance with the Bangladesh-based rebel

group, A'chik Special Dragon Party. Meghalaya shares a 443-km border with Bangladesh, part of which is porous, hilly and unfenced and prone to frequent infiltration. It has forged an operational alliance with the United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB). Both the Assam-based rebel groups have transformed the GNLA into a violent group with access to sophisticated arms and ammunitions. The GNLA has over 100 rebels, including a few women cadres, operating in the three impoverished districts. The outfit has procured a cache of HK53 rifles and explosives to add to their arsenal. The outfit had earlier slapped extortion demands ranging from Rs 5 lakh to Rs 1 crore on government officials, ministers, legislators and businessmen. The Garo Hills region is be-

ing used as a safe haven by various northeast-based militant groups. With the outlawed A'chik National Volunteers Council (ANVC) on a ceasefire agreement with the central government, the National Socialist Council of Nagaland-IsakMuivah (NSCN-IM) and the ULFA spawned several militant groups with the main intention of exploiting the lucrative extortion in the coalrich areas of the Garo Hills region. The GNLA, which is one among the smaller militant outfits, was believed to have been formed with the help of the NSCN-IM to extort money. Another outlawed outfit, the HynniewtrepNationalLiberationCouncil (HNLC), which has been demanding a sovereign Khasi homeland in Meghalaya, is currently on the backfoot with most of its cadres, including its chairman Julius K. Dorphang surrendering to the government.

Oil tanker goes up in flames at national highway Four unions dismayed over Govt silence on SRD

DimAPUr, november 1 (mexn): A Nagaland registered oil tanker burst into flames at the ever busy NH 29, between Lahorijan and Khatkhati, Tuesday afternoon, blocking traffic for well over three hours. Nobody was injured, however. The tanker (NL 01 A 6004), filled with 12, 000 litres of heavy duty diesel, was said to have been bound for Sibsagar in upper Assam from Dimapur. According to Khatkhati police, the tanker overturned while negotiating a blind curve a few hundred metres before reaching the CRPF camp at Khatkhati. The oil spilled out, while the friction generated when the tanker’s body hit the tarred road is believed to have ignited the diesel. The oil was carried in three compartments. The pressurized compartment at the back was seen ruptured at the welded seams of the steel container. Neither the driver nor the helper was in sight to give a statement. They had, most probably, managed to abandon the tanker before it burst into flames and absconded, police said. Their whereabouts or their condition was yet to be established; even as tow trucks assisted by fire personnel from Dimapur as well as Bokajan cleared the highway

Kohima, November 1 (mexN): iCiCi Bank registered 43% year-on-year increase in consolidated profit after tax to Rs. 1,992 crore for the quarter ended September 30, 2011 from Rs.1,395 crore for the quarter ended September 30, 2010. The Bank also saw a 20% yearon-year increase in advances to Rs. 233,952 crore at September 30, 2011, with Current and savings account (CASA) ratio at 42.1% at September 30, 2011. The bank Net non-performing asset ratio decreased to 0.80% at September 30, 2011 from 1.37% at September 30, 2010 and 0.91% at June 30, 2011. The Provisions decreased 50% to Rs. 319 crore in Q22012 from Rs 641 crore in Q2-2011. The Strong capital adequacy ratio of 18.99% and Tier-1 capital adequacy of 13.14% at September 30, 2011. The Board of Directors of iCiCi Bank Limited (NYSe: iBN) at its meeting held at Mumbai on Monday, approved the audited accounts of the Bank for the six months ended September 30, 2011, this was informed in a iCiCi bank release. The Net interest income increased 14% to Rs. 2,506 crore in Q2-2012 from Rs.2,204 crore in Q22011. Fee income increased 7% to Rs 1,700 crore in Q2- 2012 from Rs. 1,590 crore in Q2-2011. The gross premium income of iCiCi Lombard General insurance Company (iCiCi General) increased by 20% to Rs.1,306 crore in Q2- 2012 from Rs. 1,091 crore in Q2-2011. iCiCi Lombard’s profit after tax for Q22012 was Rs. 56 crore compared to a profit of Rs. 104 crore for Q2-2011, mainly due to higher sourcing costs and lower investment income.

Liangmai community celebrate Chaga Gadi festival in Kohima

THe LiANGMAi Welfare Society, Kohima today celebrated Chaga Gadi festival at The Heritage, Old DC Bungalow, Kohima with much zest and traditional gaiety.The festival was followed by annual conference of the LWSK. The festival was marked by cultural dances/songs and Chaga Gadi feast. Chaga Gadi is an important and popular festival of the Zeliang tribe. The genesis of this festival marks the people’s belief that on this day the Almighty shower blessing and bring good harvest and health. However,

the date for the celebration often differs between communities and village which usually is fixed according to their conveniences. The Liangmai community celebrate this festival usually in the last part of the Chegahiu (October). earlier, the forefathers observed this festival for a duration of 4-5 days. However, the duration is reduced to 3-4 days in time of any casualty. The people wait anxiously even at mid night to see the first new moon which is believed to be a boon and being blessing of God. After the appearance of the moon the priest of the village (Sungkupiu) makes an announce-

ment and the people makes necessary preparations such as dresses, attires, food and drink. After all the preparation are over, the priest makes another announcement as a prelude to the festival. The next morning, the youth of the village, men and women folk go to the jungle to cut firewood and bring them to their respective Morungs. At noon the men folk go to make new cups and plates out of a bamboo to be used only in the festival. in the evening, the men folk again will go to draw water to be used in the Morung. From this day onwards a separate fireplace will be made for men folk usually at a room called “Akhangki” and cooking

is separated from the women folk of the family, at sunset all the men folk along with 2 (two) high priests will go outside the main gate of the village for making new fires to be used for the festival and the males are then blessed after which they shout signifying that they have been sanctified. The menfolk collect the fire and come back and even the cups and plates of the festival, till the third day of the festival. From this day onwards all the menfolk irrespective of age leave their home and sleep in the Morung On the third day, 2(two) males who had observed fasting will go to the jungle to collect wood which

would be carved like a man and tattooed. This wooden statues is then installed at the two gates of the village and then spearing of the wooden statue takes place. After that, all the men folk gather at the main ground of the village which is also called the jumping pit and various competitions are held viz., long jump, wrestling, cock fight, etc. later, the high priest would declare the condition of all the arrangement and lift all prohibition imposed earlier. The folks of the village irrespective of men and women are now free from all bindings and they start feasting and merrymaking till the end of the festival.

MoU signed for creation of Sadar Hills district A lot of people also believe that some positive results will be coming out of the Memorandum of Understanding (MoU) signed late last night between the government and SHDDC. However, the talk was held only because of the appeal made by titular king of Manipur Leishemba Sanajaoba to whom we have high regards, claimed SHDDC general secretary Tonghen Kipgen, who was also present at the press interaction on Tuesday. He said, "Besides the titular king, Union Home Minister P Chidambaram had appealed twice and various civil society organizations also appealed many times to end the blockade." "We are keenly waiting and seeing the government move", he added. The government and SHDDC brought a conclusion to end the economic blockade after nine rounds of talks. During the talk at the Chief Minister’s bungalow on Monday night, the government of Manipur agreed to upgrade Sadar Hills as a full-fledged district at the earliest after submission of the District Re-organization Committee report. The g overnment also agreed for creation of three sub-divisions/ TD Block by bifurcating the existing Kangpokpi, Saitu and Gamphazol sub-divisions within the month of November. It also agreed to withdraw all the legal cases against SHDDC leaders and volunteers and other legal involvement over the agitation.

It also stated that all tata mobiles and similar carriages will henceforth shift to the parking area below Vinyuzou School at Rokabozou. Public has been requested to co –operate and strictly adhere to the above. Failure to do so will entail

Dimapur, November 1(mexN): The Excise Nacrotic Enforcement Cell manning Chumukedima Check gate, Dimapur detected 10 cases inclusive of Drugs and Liquor during the month of October 2011 and seized 430 Kgs of Ganja, 202 Capsules of Spasmo Proxyvon, 1182 bottles of IMFL, 234 bottles of Beer. Deputy Commissioner of Excise (NC), Nagaland in a press note stated that in another preventive duty on town rounded up seven IMFL offenders during the period under report. Altogether 17 cases have been registered. In this connection 19 accused have been arrested and booked under relevant section of laws.

The Two India

The last three to four days has been an awesome time for India and its image as a growing business and entertainment hub. We had the glamour and excitement of the Formula One sporting event coming to India. Along with this came business worth billions of dollar and even jobs for the upwardly mobile Indian youths of our metros. Then accompanying the F-I event, we have had international music artists like Lady Gaga and Metallica coming to perform. A more prosperous India found in the metros and State capitals can well afford to buy tickets (out of reach for most Indians), travel and stay in hotels to witness the glitterati. Even our Bollywood stars and other rich and famous people had plenty to be excited about besides not to forget the parties thrown in to complete this show business. And without the media what is show business anyway—so our rich and famous enjoy all the adulation even though many of them want to be known as media shy. But we should not forget that this is only a small part of India. In contrast to this opulence, we also have the bigger India where poverty, disease, illiteracy, corruption etc stalk the land. When there is a media blitz like the one we saw over the weekend, the real picture of India can often become distorted. Hopefully as the bright lights and music die down after all the excitement is over, we will wake up to the reality of the other India where even the basic needs of food, cloth and shelter is still a distant dream for many. There is nothing wrong in having two India. It will be idealistic for us to expect a classless society or where everyone is equal. Yes we may idealize that ‘all men are born equal’ but we cannot escape the fact that all men are born into different situation/s. Some are more fortunate than the other. Having said this, the more realistic way to look at things, is to bridge the gap between the rich-poor, educated-uneducated, healthyunhealthy etc. So while we cannot treat everyone equally, the basic premise in which we should go about things is to provide at the least the ‘equality of opportunities’. The constitution of India is a remarkable piece of document where safeguards have been provided to bridge this gap and provide a helping hand to the weaker section of the people. We have the policy of protective discrimination (reservation) in place for the last more than 60 years. The right to education has been made into a fundamental right. A plethora of welfare measures and government programmes have been formulated for the benefit of the downtrodden. It is now obvious that India has a compassionate constitution and forward looking policies and programmes to look after the poor. But after decades of independence India still finds itself confronting the old problems of poverty, disease and illiteracy. The fruits of development have not reached the masses. With a big government, plethora of programmes and massive funds, governance must improve tenfold if justice is to be done to the values and ideals mentioned in its constitution.

any international organisations are now preparing intensively for the fourth high-level forum on aid effectiveness to be held in Busan, South Korea on 29 November - 1 December 2011. At the heart of the debates leading up to this event is the key question of ownership, and the underlying issue of how democracy and development interrelate and affect each other. In this respect a contribution by Britain's former prime minister Tony Blair - his first public engagement in the UK since leaving office in June 2007 - is worth noting. At an event on 19 October 2011 jointly hosted by the Overseas Development Institute and the Africa Governance Initiative (AGI) - the fourth meeting in a series on "Busan and beyond: aid effectiveness in a new era" - Blair offered the challenging argument that leadership for development must be rethought in ways that help leaders develop effective capacity "to get things done" ; and in particular that "if you don’t have a strong centre, then nothing gets done". The proposition was part of a larger survey of issues such as aid dependence and infrastructure, private-sector dynamism, and the new spirit of self-reliance across Africa which Blair saw as one of the most significant changes he had seen in the continent since 2005. But the emphasis on a "strong centre" raises timely and tough questions to practitioners about the relationship between democracy and development. Such questions can make donors feel uncomfortable. From a normative perspective, it is much easier to assume that democracy and development automatically go hand in hand in mutually reinforcing ways. This is the thinking behind much of the "good governance" agenda championed by the international community since the 1990s, even if democracy itself has not always been an explicit element of the support package. In many ways, this vision of the international community - "all good things go together" - is understandable: to a great degree it reflected and accompanied the wave of democratisation that has swept across much of the developing world in the past thirty years, and which has now reached the middle east and north Africa.

It speaks to a situation where high expectations that incipient democracies will deliver development have often proved unrealistic, and where democracies that fail to produce developmental outcomes turn out to be much more fragile and unstable than others. The case of contemporary Rwanda, to cite but one example, shows both the dilemmas and tensions between democracy and development that need to be addressed and the lack of easy answers. In this respect, Blair's suggestion that visionary leaders are able to look beyond short-term electoral interests and focus on the long-term public good is not entirely satisfactory; for it neatly avoids facing the difficulties that routine democratic politics may pose to Democracy vs state-building? developmental prospects. Conflicts around the world are both changing and, in some measure, declining. One big reason: The art of conflict resolution and the numbers of people practicing it have risen

udiences at a beauty pageant often cringe when a contestant, asked about her life goal, responds “I want to promote world peace!” These days, however, that’s not such a bad profession to be in. Over the last 15 years, the world community has not only learned more about preventing and ending conflicts but the success rate for peacemaking has also gone up. A number of research groups keep track of conflicts around the globe – their numbers, their origins, and their resolutions. Most find hope for reducing war and violence in some measure because of people who, yes, promote peace. Compared to the 20th century, many more conflicts these days are being negotiated to a conclusion than are being started. “Wars between states are far less common than they were in the past,” declares a 2011 World Bank report, “and civil wars are declining in number.” The best explanation, says longtime peace activist Gareth Evans, “is simply the massive increase in international activism – across the whole spectrum of conflict prevention, conflict management, and post-conflict peace building activity.” Peacemaking operations, for example, have tripled since 1989 to more than 30 places worldwide. And, Mr. Evans notes, there was a tenfold rise in the number of groups that support peacemaking and follow-on initiatives from 1991 to 2007. Mediators have become better at negotiating peace deals that stick and the United Nations has become better at peacekeeping. In the 1990s some 45 percent of peace settlements broke down within five years. In the first years of the new century the success rate was closer to 85 percent. Defining peace, let alone measuring it, is almost as challenging as achieving it. Still, many groups try. The Australia-based Institute for Economics & Peace, for example, has issued a “Global Peace Index” for each of the last five years, ranking 153 countries on 23 indicators for their level of conflict and violence – or “peacefulness.” Its latest report reveals that in two indicators – military spending and relations between neighboring states – the world is more at peace over the past year. Still, the level of violence went up, in large part because of the pro-democracy upheavals in North Africa and the Middle East, mainly in Libya, Syria, Bahrain, and Yemen. Yet that violence in the region may end up ending the inherently unstable dictatorships there and bring about peace-promoting democracies – as could be the case for Egypt and Tunisia. Another “conflict counter” is the Human Security Report which comes out of Canada’s Simon Fraser University. In a report last December, it found “serious” conflicts (those with 1,000 or more reported battle deaths per year) and mass killings have seen an 80 percent decline since the early 1990s. “Long-term trends are reducing the risks of both international and civil wars,” the report stated. What are some of those trends – beyond better peace promotion? 1. Greater interdependence between nations, mainly through trade. 2. The growth of better governance, through more democracies and anticorruption campaigns. 3. Less ideology-driven wars – except for radical Islamic groups (which have declining Muslim support). 4. Rising use of visual technology such as cellphone cameras to record violence – and then using it to shame or convict perpetrators. Such trends help redefine peace as something other than a lack of violence. The world is adapting higher values, such as justice and a reverence for life. Peace is being seen more as the natural state for humanity. Still, one in four people still live in conflictaffected states or in countries with very high levels of criminal violence. The region with the least peace is Sub-Saharan Africa. And the nature of conflict itself is constantly changing. “Norms about wars, and especially about the protection of civilians caught up in them, have evolved rapidly, far more so than anyone would have guessed even half a century ago,” writes scholar Joshua S. Goldstein in the latest Foreign Policy magazine. “Similarly rapid shifts in norms preceded the ends of slavery and colonialism, two other scourges that were once also considered permanent features of civilization. So don’t be surprised if the end of war, too, becomes downright thinkable.” Plenty of work awaits those who want to promote peace.

in the United States over increasing the debt ceiling, and the European Union's less than stellar management of the eurozone crisis. Both show that leaders find it hard to rise above immediate or partisan interests and embrace a sense of the broader public good. And if the top figures in the strongest democracies in the world can't do this, it seems even less likely that leaders in fledgling or fragile democracies - where elections may be driven by a clientelistic logic, especially in multi-ethnic settings - will be able to. The example of post-electoral violence in Kenya in 2007-08 is particularly stark. Blair’s argument that some constraints on democratic freedoms may need to be tolerated if leaders are showing developmental results also needs careful assessment. After all, history is littered with examples of non-developmental authoritarian states, or of leaders who were once committed to development but lost their vision (think Robert Mugabe) in the developing world. To bet

on the greater developmental efficiency of such regimes is a dangerous wager that the ends will justify the means.

Democracy vs the greater public good? The conundrum that countries in Africa and elsewhere in the developing world face is twofold: they are trying both to democratise and (perhaps even more fundamentally) to build effective, capable states whose institutional grounding allows them to weather changes in leadership. Much as the international community would like to have it otherwise, these are not one and the same thing; and to some degree these two processes can also pull in different directions. For democratisation often means establishing checks and balances and diffusing power more evenly among more people within and outside government, while strengthening state capacity may mean greater centralisation of power and autonomy of those in charge. In many young democracies, especially the poorest and most fragile states, institutions are weak and ineffective, and the quality and capacity of the public sector remains limited. Here, the state cannot perform key functions, provide basic services, or respond to the needs of its citizens adequately. As a result, there is a real danger that the state loses legitimacy in the eyes of the population; in turn this can be a route to instability and the undermining of democratic institutions. Some recent research has begun to explore the effects of democratisation on other development goals (such as growth, poverty, inequality and corruption), and concludes that there are no automatic positive effects from democratisation on other areas of governance and development. Indeed, the impact (as in the case of corruption) may even be negative. If this is true, such tensions need far more attention as the international community thinks about policy and practice. This in turn implies that donors face a central test both in the lead-up to Busan and beyond. First, to recognise that when they make choices about how to support democracy and promote development, they need to think more substantively about how their activities in one realm affect the other. Second, to understand how these choices affect or are affected by broader statebuilding efforts, which may or may not integrate well with democratisation or development ambitions.

Letters to the editor An open letter to State govt to revamp the Dimapur Municipal Council •- The Dimapur Municipal Corporation was formed for improving the condition of Dimapur town area and to provide basic amenities and needs for the Dimapur citizen for quality living. Besides, Dimapur being the gateway to Nagaland State , the role of Dimapur which is commercial hub is tremendous and the cost price of essential goods to other districts of Nagaland is determine by the price index of Dimapur. Thinking the importance of Dimapur, after dissolution of elected members of DMC, the govt. of Nagaland appointed several Advisors to assist the Administrative head of DMC to streamline the functioning of DMC and to cater to the needs of the citizen of Dimapur and to beautify our wonderful commercial hub DIMAPUR. But, in the recent news item, it appears that the Advisors of DMC have revised the trade license fees and the business establishments refused to pay the enhanced fee structure and the matter is yet to be resolved. The revised license fee will indirectly hamper the common citizen whereby the traders will levy such enhanced taxes to the common citizen and ultimately,

we the common citizen will bear the burden. Then, what is the role of CEO, DMC who is the Administrative Head of DMC and answerable to Govt. of Nagaland for any lapses on the part of DMC. There, should be clear cut policy and the Government should spell out the exact role of CEO, DMC and its powers and functions including the Advisors of DMC. If, everyone works without proper guidelines, then there will be chaos and mismanagement and ultimately, the common citizen will bear the consequences. So, I as a citizen of Dimapur appeal to the Govt. of Nagaland to make public the powers & functioning of CEO, DMC and also the powers and role of Advisors of DMC for general public. Health is one of the most important things for a human being (money comes later). Many of us neglect to take care of our health because

of our busy life but we realize only when we fall sick. Many people talk about prevention but few people follow it. Health is so crucial to pay attention especially in this era of polluting chemicals in our food, increasing use of alcohol, open garbage, unsafe sex among young people, tobacco & drugs etc. As anyone will know the adolescent are the most vulnerable because of easy acess to gutkhas, alcohol, CDs of porno movies, internet, mobiles etc. But instead of craving for all these things we should focus more on self responsibility. We need to talk openly about issues like drugs, alcohol, tobacco, STI, HIV/AIDS etc. Seminar, workshop & group discussions are needed. And thanks to some NGOs who are really working in this field. Kudos to NSACS & NRHM for their valuable role on health issues. AFSPA Failed! Mizoram Way an Alternative?

he Arm Forces Special Power Act, 1958 (AFSPA) is termed as a draconian and xenophobia law. It is draconian law because section 4 (a) of the AFSPA gives power to armed forces personnel to shoot at anyone suspicious, section 4 (b) to destroy the shelter of the armed rebels and section 4 (c) to search and arrest without warrant. These mean that any army personnel can shoot at any one suspected that she/he would have a gun and fire at him. The section 6 of the AFSPA protects armed force personnel, who are operating under the act from prosecution, suit or legal proceeding except previous sanction by Central Government. To get permission from the Central Government of India to prosecute any armed forces personnel, who involved in blunder like Thangjam Manoram case in 2004. Over 100 Manipuri women protested naked in front of Kangla Fort Assam Rifle camp. Thereafter, the Central Government of India granted permission to prosecute the army personnel involved in raping her and killed brutally. There is not even a single case where prosecution granted against any armed forces personnel under AFSPA without public outcry. Secondly, AFSPA is xenophobia law because it is selectively imposed for first forty years upon seven North East India states - Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland and Tripura and extended to Jammu and Kashmir, whose features, ethnicities and religious backgrounds are different from the rest of the country.

Need not to repeat the debate that AFSPA has failed to solve insurgency challenges rather it has caused increasing. Not much debated ideologically on why the youngsters take up arms. How can solve the problem without using arm forces power? It will be worth to focus on other alternative to solve the five decades old socio-political crisis of North East India region. The nation observed the 27th death anniversary of India’s first lady Prime Minister - Indira Gandhi’s assassination on October 31. The Ministry of Development for North East Region (DoNER) had an advertisement on Times of India, conveyed a message of development initiated by Indira Gandhi in North East India! First woman Prime Minister Mrs. Indira Gandhi initiated the table negotiation between Government of India with Mizoram’s separatist insurgents in 1971. Indira Gandhi was assassinated in 1984 before she could bring the solution. Thereafter, Rajiv Gandhi, who became Prime Minister carried on the negotiation and achieved the solution in 1986. The chapter of insurgency in Mizoram finally came to an end with the signing of the Mizoram Peace Accord on June 30, 1986 between the underground government of the Mizo National Front and the Government of India. Under the terms of the peace accord, Mizoram was granted statehood in February 1987. The continuous negotiation and honest initiative from

the Central Government of India brought solution to the insurgencies in Mizoram, which operated for 25 years from 1961 to 1986. Dealing the challenges of insurgency in North East India, perhaps, adopting the way Government of India initiated with the insurgents of Mizoram, could it be a means of solution to insurgency problems in North East India?

Mizoram’s Problem Solved, AFSPA NOT Lifted The problem of insurgency in Mizoram came to the end after singing the Mizoram Peace Accord in 1986. Since then Mizoram is most peaceful state, not only in the region but also for whole of India. Mizoram has highest literacy rate in whole of India today and it would have never been possible without solving the insurgency problem. It was not by guns but by table negotiation that too was of honest initiative and intervention from the Central Government of India. Interesting or not sure, whether there was any attempt from Government of India to remove AFSPA from Mizoram after the state has become an insurgency-freed state! Then, why the Central Government has not removed the AFSPA from the state? Having removing the act from the state, it might have conveyed a message to whole region that AFSPA is not a permanent law and it will move away once the states become normal. Winning people confident is the need of hour. Perhaps, the best to begin could be by removing AFSPA from those

states, which have returned to normal life.

My Personal Observation What does it matter for the people of Mizoram, who live in peace and normal life, yet they still have this draconian law? I have recently travelled from Aizwal, the state capital, to Champhai a small town at Indo-Burma boarder. Truly and honestly, I did not see single armed force personnel except one or two police officers in their uniform at check gates. Peace and normal life has returned to Mizoram yet AFSPA still covers entire state. Why has not the AFSPA removed from Mizoram then? The Mizoram State Assembly must pass a resolution to recommend the Union Government of India to lift up the AFSPA from entire territory of Mizoram. Once, remove AFSPA from Mizoram, it will send out a message to whole region that table negotiation by following the footpath of Indira Gandhi and Rajiv Gandhi, could be a step to begin in bringing permanent and long lasting solution. Lastly, not the least, after the fake encounter killing at Imphal on July 23, 2009, Tehelka exposed the diktat nature of Manipur police commandos in the state of Manipur. The state kept burning for months and the Central Government got attention and gave strict order to law enforcing agencies to refrain from any forms of human rights violence. Since then, the killing has reduced in Manipur and removed AFSPA partially from Great Imphal areas. Union Home ministry must monitor the changes of the situation and consider listening to the aspiration of people. Madhu Chandra is research scholar and social activist base based at New Delhi. od created man in his own image (Gen. 1:27), which means, the mortal man is undoubtedly the most powerful of all His creations. Man has been gifted with unequal measure of intelligence, abilities, qualities, etc adequate enough to do anything and everything he wants on this earth. Except God no creation on this earth has the power to challenge man’s abilities and his authority. Therefore, it is a great privilege to be a member of the human race who is nothing but the god himself. Each individual of mankind is gifted with all the abilities of varying capacities needed for taking care of all God’s creations. If that is so, no human being can be expected to be forgiven for not doing his duty when all the abilities with authority have been given to him. With all these abilities and power man has the primary duty to take good care of God’s creations on this earth. But, power and greed have corrupted the very man whom God created like His own image and now man is responsible for causing many of the avoidable tragedy on this earth. History has taught us many lessons why we should shun violence and embrace good if we have to prosper on this earth. Man by virtue of being a social animal, it is normal for him to fight for his space and rights if any injustice is being subjected to him. However, when the fight is due to sheer greediness and without application of one’s conscience the outcome is only misery. There are no winners but only losers. As Gandhiji said, “The world has enough for everyone’s needs, but not for everyone’s greed”, it is indeed our greed that creates problem and more so when we want every damn thing without knowing how to take care of it. In the context of the spiralling unrest in the remotest corner of an Indian state, Manipur, it is nothing but due to sheer greediness and let me have it all syndrome hiding behind the misplaced ideology of nationhood which are largely based on exclusivity and lacking rationale application of the human intelligence. As I said, it is alright to fight for one’s legitimate rights as long as it is for the common good, but when it comes at the cost of many innocent lives due to greed and senseless acts the move become illegal and unacceptable. Today, our biggest enemy in Manipur is poverty, corruption, unemployment, extortions, killings, AIDS, etc. It is the

It is a Roman Catholic day of remembrance for friends and loved ones who have left for their heavenly abode. All Soul's Day has its roots in the ancient Pagan Festival of the Dead, based on the pagan belief that the souls of the dead would return for a meal with the family. Candles kept in the window guide the souls back home and another place was set at the table. Children came asking for food to be offered symbolically to the dead, but then distributed them among the hungry. Catholics believe that those who die are not immediately eligible for the Beatific vision (the reality and goodness of God and heaven) and need to be purged of their sins. The Catholic Church calls this purification of the elect "purgatory." The Catholic church maintains that (a) there will be a purification of the believers prior to entering heaven and, (b) the prayers and masses of the faithful benefit those in the state of purification.

Tragically, we are more focus on our differences based on man-made ethnic divides rather than solving our common problems. If we have to trace history holistically then only we can realised how foolish and shallow we are. The ongoing blockades and counter blockades in Manipur have caused so much misery and hardship for the common people while the government of the day has failed to come up with any solution. At this juncture, the crisis in Manipur remains unabated due to the uncompromising posture adopted by the contending parties trying to negate over each other on the issue of Sadar Hills District demand. The common people irrespective of the community they belong suffer for no direct fault of theirs whatsoever, but I do feel that everyone who is affected including the majority Meetei brothers have a great role to play in diffusing the tension instead of blaming and name calling the bandh supporters. Again the govt at the centre and the state is almost silent on the issue and the crisis is allowed to do further damage by pitching one community against another. There is sheer lack of strategy and insight into the future of Manipur. There is clearly lack of visionaries among the people who are looking after the affairs of the state in Manipur. The short-sightedness and the inability to resolve any crisis at hand is the hallmark of Manipur govt and the so call civil organisations. Therefore, I see this is the time for us for action. Now my friends, we have great opportunities because of the challenges thrown right at our nose. We are called out to lead from the front from now onwards. Our past and present leadership had failed us, our future has been imposed on us let us not sit idle by doing nothing. Some past leaders have gain popularity through their exclusive politics by creating distrust and enmity between Christian brothers like Nagas and Kukis. I see no reasons why Nagas and Kukis including the Meeteis, Nepalese, etc cannot progress together under one roof, for they are victims of past history for one reason or another due to the presence of external dominant forces. We share the same history and we need each other for our collective survival more than anything else. It is pointless as well as stupid to call ourselves Christians while our action do not suggest remotely of the teachings of Christ. Let us raise the standard of leadership which is meaningful and inclusive. Countless words and sermons have been written

and lectured on UNITY and PEACE, but each of us expects someone else to practice it while we remain mute spectators. If we look at the story of Esther in the Bible, we see that she was chosen by King Ahasuerus as his Queen as a replacement of queen Vasti who disobeyed the king’s dictate. When the situation came where the King had to passed a decree to destroy all the Jews, the reaction and action of Esther can be found in in the Bible (Esther 4:16) which reads, “Go, gather together all the Jews that are present in Shushan, and fast ye for me, and neither eat nor drink three days, night or day: I also and my maidens will fast likewise; and so will I go in unto the king, which is not according to the law: and if I perish, I perish.” Esther, using her status as queen with great courage and conviction found favour in the King’s sight that saved the Jews from the jaws of death. Esther was placed by God with a purpose which is to save the Jews. Likewise, you are also destined to save the people you love. The job you got, the education you got, the place you are in, the name you got are not for nothing, God wants to use it for His purpose let’s not miss it. You have a unique position and responsibility in the society that no one else can take. Therefore, let us unleash our gifts and talents to the benefit of mankind as well as the environment we live including fauna and flora. Now, if we are call for action, it is also imperative to identify and know what shall be the desired action based on our abilities and talents. Say, if you are a good orator with good listening capacity you could be the future leader in waiting. If you have good writing skills you could be the journalist in waiting, etc so on and so forth. Therefore, our collective action based on each one’s unique talent is what God wants us to use at this point. We have seen more than enough of the mistakes of the past, if we don’t correct it now our future survival is at stake. Let us take this pledge right now, “God give me every privilege I needed to be successful and make myself and my people proud, and let me not waste it.” Let us begin the process more vigorously. Let us start to look for solutions to our problems. There is no time to be wasted; let us not wait for free food to eat; let us have self respect and dignity to create what we need; we shall not allow self serving leaders to prosper; we shall not allow our people to be gullible. Let us be the people with principles, ethics, hard working, courageous, etc to withstand the storm coming to destabilised us. Let us start today right at our Hearts. Right now!

In All Soul's Day the friends and relatives of the departed souls pray and offer requiem masses. There are three Requiem Masses that are said by the clergy to assist the souls from Purgatory to Heaven: one for the celebrant, one for the departed, and one for the pope. While the Feast of All Saints is a day to remember the glories of Heaven and those there, the Feast of All Souls reminds us of our obligations to live lives on the holy path and that there will be purification of the souls of those destined for Heaven. The Feast of All Souls owes its beginning to seventh century monks who decided to offer the mass on the day after Pentecost for their deceased community members. However, the choice of the date (Nov 2) for All Soul's Day is attributed to St. Odilo, the fifth abbot of Cluny (city of France famous for the Abby), because he wanted to follow the example of Cluny in offering special prayers and

singing the Office of the Dead on the day following the feast of All Saints. The modern view of death derives in part from Pre-Hispanic times. The Aztecs played a very important role in the development of this tradition. Through their history, this festival emerged as one with many intricacies and with a varied interpretation to it. According to the Aztec beliefs, after a person's death his soul would pass through nine phases before they reached Mictlan - the place of the dead. The Aztecs also believed that a person's destiny was founded at birth and that the soul of that person depended on the type of death rather than the type of life they lead. The type of a person's death would also determine what region they would go to. Once they arrived to their specific region, a person's soul would either await transformation or linger, awaiting the next destiny. The Spanish Conquest of 1521

rankly, it came as a shock. The distinguished gentleman, beautifully groomed greying hair, kempt moustache, crisp white shirt, well-cut suit, leant across the desk with a twinkle in his venerable eye. "Cricket," he said, "has to die." He leant back again in the chair, paused for a moment and glanced at his fingernails, as if pondering whether it should be shot there and then without trial. It was within his sights, too, since Eden Gardens, the cathedral of Indian cricket, was about 100 yards across the road from where Anjan Mitra spoke. Mitra is the long-serving honorary and honourable secretary of Mohun Bagan AC, which is as distinguished and venerable as he is. Mohun Bagan was formed in 1889 as a multi-sports club, which it remains. But its driving force, almost its raison d'être, is football. Like many, probably most, Indians who are passionate about football, Mitra is distinctly miffed about cricket's elevated status in society. "Cricket is like cinema, it is a pastime. It isn't a physical contact game like football, it's easy to play and football hasn't been lucky enough to have the royal patronage." Football people in Kolkata feel extremely hard done by. Although it is seemingly kept a secret from the outside world, the game is big potatoes in this city. When Mohun Bagan play their local rivals, East Bengal, in an I League match on 20 November, they will be watched by 120,000 spectators in the Salt Lake Stadium. They always are whenever they meet. The clubs share this concrete monstrosity, which was built on the outskirts of the city centre, miles away from their traditional homes, 27 years ago. Other matches do not attract such crowds but both are playing there this weekend – Mohun Bagan today, East Bengal tomorrow – and can expect to be watched by between 30,000 and 40,000. It is as deep-seated a rivalry, as acrimonious a derby match, no matter how many times it is played, as any that exists. Matches are marked by fighting and perpetual flares and while there are few seats at Salt Lake there are always fewer after MB and EB have played because fans hurl them at each other. The clubs can barely agree on anything, except the suspicion that their sport is given unfair treatment by some clandestine, unknowable dealings among the elite. Swapun Ball is the general manager of East Bengal, the club being in his soul as deeply as Mohun Bagan is in Anjan Mitra's. "Cricket can't beat football, it will never beat football," said Swapun. "We're crazy about football. The media plays a big part and the government isn't taking any initiative with regard to football, but I can tell you East Bengal isn't our club, it is our emotion. Football isn't getting bigger than cricket in India, it is bigger." This argument would be difficult to sustain in any objective forum but it reflects both a genuine passion and undoubted animosity. Football is certainly beginning to assert itself. The Premier League has spread here, as have La Liga and Serie A. In the I League players are earning an average of around 40 lakh rupees a

year (£50,000), but spectators pay barely 100 rupees (£1.25) for entry. The standard, it has to be said, is not high and an East Bengal training session yesterday revealed a low level of technical competence. Not that this disturbed Trevor Morgan, the club's affable English coach. Morgan was hired last year. He was a journeyman footballer in the widest and nicest possible sense, who played more than 450 matches in the lower echelons of the Football League. He started his career late, having been spotted playing for Leytonstone at the age of 24, and was signed by Bournemouth. Harry Redknapp started his managerial career at the club when Morgan was still there. "I heard him say the other day he was celebrating his 28th anniversary in football," recalled Morgan. "In his first game for Bournemouth we got beaten 9-0 at Lincoln. I got man of the match, I kicked off nine times and never gave it away once. Harry will never forget and I don't think we will." Morgan, who was reserve team coach at Hull in 2008 but has had his permanent home in Australia

since 1994, never supposed for a second back then that he would end up coaching in India. But he is clearly relaxed and happy about it, not least because in his five matches so far against the arch-rivals, Mahun Bagan, he has yet to be defeated. "To the supporters I think sometimes that where you finish in the league is irrelevant compared to beating them three times in a season," he said. In one respect, however, East Bengal can never match Mahun Bagan. This year is the centenary of Mohun Bagan's epic defeat of the East Yorkshire regiment in the IFA Shield Final. It was the first time that an Indian team had beaten English opposition, not bad considering that 10 of the locals were playing in bare feet. More than 100,000 people watched the match as the great maestro and captain, Shibdas Bhaduri, jinked his way through the Yorkshiremen's clogging defence. Aware that proficiency is not perhaps as high at present as in Shabdas's day, Morgan sees hope for the future. He has recruited Alan Gow, late of Notts County and several other Scottish and English League clubs and he is clearly the side's outstanding player. "It will only improve with sponsorship and infrastructure," Morgan said. "There are good players here but if you ask any coach they'll say there's not the system where kids of 13, 14 are picked up and coached the right way. We're doing things with the lads now that should have been done 10 years ago. "I don't think it's because of the cricket, it's that nothing is available to them at that young age that there is in England. They can get it right but it's going to take investment and I think it's the working-class game as it is in so many places. Look at this stadium, 120,000 and there is nothing here for a sponsor." He was looking out on tiers and tiers of concrete stands as he spoke, without an executive box in sight. According to Anjan Mitra, Salt Lake should have been built as a new cricket stadium. Eden Gardens, which is close to the traditional homes of his club and East Bengal should, in his opinion, have been converted for football. "It was a huge blunder. Our fans still come, but what a journey they have to undertake across the city." But television has given the I League a huge boost both in funds and confidence. Each game in the 14-team league is now televised on Ten Sport. Crowds are growing – more locked out than can get in many places, Mitra reckoned – and in Goa, down south, where there is a healthy number of European settlers, it is also prospering. Cricket has to watch out, but by any strictly unemotional view it remains superior in Indian eyes. "At least 60-40," said Aftab, a taxi driver. On the way into Mahun Bagan's cosy, traditional home, as charmingly ramshackle as small league grounds everywhere and which they have kept as offices and for Calcutta League games, there is a huge photograph of their triumphant 1911 side. Emblazoned above it are the words: "Immortal XI of 1911. India's first fight for independence on the sports field." Anjam and Swapun might just agree that came before cricket as well.

‘Govt committed to fighting corruption’

NEW DElhi, OctObEr 31 (AgENciEs): Asserting once again that the UPA was committed to fighting corruption in public life, Prime Minister Manmohan Singh on Sunday reiterated the government’s intent to implement Lokpal bill while nudging states to come up with similar legislations and appoint Lokayuktas to improve transparency and accountability in public procurement and administration. Addressing the concluding session of the two-day governors meet here, the PM promised that his government would “do its utmost to improve transparency and accountability” in the work of public authorities and was committed to taking all possible measures to “curb corruption in administration” and deliver governance to citizens. Singh mentioned the Lokpal bill among the measures his government was taking in this direction. “Apart from the Lokpal bill, a bill to amend the Land Acquisition Act has also been introduced in Parliament,” he said. Singh added that efforts for rapid progress and development could have their full impact only if “we curb corruption in public life and im-

prove the processes of governance”. “I believe this is the right time to move decisively in this direction,” he said. “We are working for enacting a law to bring more transparency and accountability into our procurement systems. I expect the state governments also to act similarly so that these efforts touch all levels of governance in all parts of our country,” Singh added. The PM expressed concern at rising incidents of Left-wing extremism. He said there was a need to ensure that Left-wing extremism did not spread to more areas of the country. “Governor of Assam pointed out to a possibility of such expansion in Assam,” he said, asking the home ministry and the state government to jointly ensure that this did not happen. “We need to share intelligence on a real time basis and to coordinate police action across inter-state borders,” Singh said. Though Left-wing extremism posed a major threat to internal security, concerted efforts made by the Centre and states in the past few years had shown some positive results. “The quantum of violence in the current year has declined in comparison

NEW DElhi, OctObEr 31 (iANs): Twenty-seven years since Indira Gandhi was assassinated, 27 years since 2,700 Sikhs were killed in the capital in the terrible aftermath. As a host of VIPs headed towards the late prime minister’s memorial Monday, thousands of families also remembered their loved ones massacred in the riots - and renewed their pledge to continue the fight for justice. It was exactly 27 years ago that Indira Gandhi was gunned down by two Sikh bodyguards as she walked from her home to her office, unleashing three days of sectarian violence in several parts of the country that saw 2,733 people being killed in Delhi alone. As there is no government figure, unofficial estimates put the count of dead during the riots at around 7,000. Almost three decades later, justice continues to elude. “There is no chance of complete justice, but we are fighting for symbolic justice. Some leaders should be punished to send out a strong message,” Supreme Court lawyer Harvinder Singh Phoolka told IANS. He has been fighting legal battles to get jus-

tice for the families of the riot victims. In the aftermath of the riots, some 400 cases were filed in the courts, but most of them resulted in acquittal. Some were closed by the police. Though there were 10

However, journalist Manoj Mitta, who covered the riot court cases, feels the 27th anniversary of the riots offers a ray of hope. “For a change, there is some reason for optimism. After 27 years of struggle for justice, we are poised to secure conviction of Congress leader Sajjan Kumar,” Mitta told IANS. “Whatever the outcome of the case in trial court, the very fact that criminal proceedings came this far exposes the claims of innocence put up by the Congress party in the wake of the carnage,” he said. Phoolka and Mitta co-authored a book “When a Tree Shook Delhi” in 2007, following former prime minister Rajiv Gandhi’s infamous words “When a big tree falls, the earth shakes” in his effort to justify the anti-Sikh riots. Rajiv Gandhi took over as prime minister in the hours immediately following his mother’s death as riots began to spread across the capital. “There was no will of the then ruling party (Congress) to punish the guilty and efforts were made to shield them,” Phoolka said.

This lawyer’s fee - eye donation pledge

luckNOW, OctObEr 31 (iANs): Consulting this lawyer means supporting a social cause. For, he makes clients “pay” a portion of his “charges” by signing an eye donation pledge. Rajendra Gupta, 56, a district court lawyer in Meerut, has been sensitising people on the importance of eye donation for over five years. “In order to involve more and more people in my campaign, I have now started making my clients sign a form for donating their eyes,” Gupta told IANS by telephone from Meerut. Gupta, who started spreading awareness about eye donation in January 2006, has till now convinced over 350 people to take the pledge. “I believe sensitising people towards eye donation is one of our main social responsibilities. It feels just great when you associate yourself with a noble campaign that can light up the lives of the blind,” said Gupta, a native of Brahmapuri neighbourhood. “I derive a unique sense of satisfaction that can’t be put into words when I see eye donations bringing smiles to the faces of those who once used to lead dark lives...I always ask people to keep the fact in their mind that when we donate our eyes, the blind are reborn,” he added. Asked what prompted him to undertake such a drive, Gupta said: “Around six years ago, I witnessed the tragic death of a blind man. He was crushed to death by a heavy vehicle while crossing the road.” “At

that time, I thought the young man would not have met the tragic end if he were not blind. Deeply moved by the accident, I decided to undertake a campaign for spreading light in the lives of the blind,” said Gupta. Gupta, his wife, two sons and five brothers have already pledged to donate their eyes. He undertakes several activities to spread awareness about the importance of eye donation. Despite having a busy professional life, Gupta starts his day as early as 5.30 a.m. for the social cause. “In the morning I visit various parks and playgrounds to convince people for eye donation. Though I approach people of various age groups, it’s from youth I get the most positive response,” said Gupta. He also regularly organises awareness programmes on eye donation with the help of NGOs. But spearheading the campaign has not been easy. “On several occasions in the past I was literally abused by several people. They thought I had some vested interest in trying to convince them for eye donation,” he said. “Moreover, several myths are also associated with eye donation. These are not confined to illiterate ones but are common also among those from well-off and educated families,” he said. “Some people think if they donate their eyes, they would be born blind in the next life. People also hesitate to pledge their eyes for donation, worrying about how their relatives will react,” said Gupta.

Japanese MP US cuts UNESCO funding over Palestinian vote drinks water from

PARIS, NovembeR 1 (AP): Palestine won its greatest international endorsement yet, full membership in UNESCO, but the move will cost the agency one-fifth of its funding and some fear it will send Mideast peace efforts off a cliff. In an unusually dramatic session Monday at the Parisbased United Nations Educational, Scientific and Cultural Organization, there were cheers for "yes" votes and grumbles for the "no's" and abstentions. When the results were in, many delegates jumped to their feet and applauded and someone let out a cry of "Long live Palestine!" in French. "Joy fills my heart. This is really a historic moment," said Palestinian Foreign Minister Riad Malki. "It's the return of he who was banished." But the jubilation was quickly pierced by reality: The United States said it wouldn't make a $60 million payment to fill out its contributions for this year and would suspend all future funding. UNESCO depends heavily on that money — Washington provides 22 percent of its budget — but has survived without it in the past: The United States pulled out of UNESCO under President Ronald Reagan, rejoining two decades later under President George W. Bush. Monday's vote was a grand symbolic victory for the Palestinians, but it alone won't make Palestine a state. The issues of borders for an eventual Palestinian state, security, a solution for Palestinian refugees, the fate of Jerusalem and other disputes that have thwarted Middle East peace for decades remain unresolved. WASHINGToN, NovembeR 1 (AP): President Barack Obama is in excellent health and tobacco free, his doctor said Monday in the results of the president's second physical exam since taking office. In the two-page report released by the White House, Dr. Jeffrey C. Kuhlman also said Obama is physically active, eats a healthy diet, stays at a healthy weight, and on occasion drinks alcohol in moderation. "The president is in excellent health and 'fit for duty,'" Kuhlman wrote. "All clinical data indicate he will remain so for the duration of his presidency." Obama, who turned 50 in August, seems to have improved his health on some fronts since his last physical, which Kuhlman conducted in February 2010. At that time, Kuhlman said Obama should stick with "smoking cessation efforts," and also said his cholesterol level had crept to borderline high and he should alter his diet accordingly. Since then, Obama, who chewed nicotine gun, appears to have quit smoking entirely — an achievement his wife, Michelle Obama, announced earlier this year.

US soldier in SKorea gets 10 years in prison for rape SeouL, NovembeR 1 (AP): A South Korean court sentenced a US soldier to 10 years in prison on Tuesday for raping a teenage girl the second harshest punishment handed down to a convicted American soldier here in nearly 20 years. Uijeongbu District Court convicted 21-year-old Pfc. Kevin Flippin of sexually assaulting the 16-yearold girl numerous times after breaking into her small boarding room near Seoul in September, court spokesman Lee Sang-yup said. Flippin committed many "sadistic and sexually perverted acts" while threatening the girl with a pair of scissors, a knife and a lighter, Lee said. The soldier robbed the girl of 5,000 won ($4.50) as well, he said. The court verdict said the girl felt "terrified and

sexually humiliated," according to Lee. The case, along with a separate rape allegation by a teenage girl against another US soldier, prompted top US military and government officials to offer public apologies. "Our sincere apologies go out again to the victim, her family and the Korean community," the 2nd Infantry Division said in a statement later on Tuesday. One of the first concrete results of Palestine's membership could be that the Church of the Nativity in Bethlehem is listed as a world heritage site; the Palestinians have already prepared an application for the traditional birthplace of Jesus. In addition to the reduction in funding, the vote will also set back UNESCO's efforts in recent years to shed its image as an anti-Israeli agency. When the U.S. pulled out of UNESCO in the 1980s, it was to protest the passage of a resolution equating Zionism with racism. UNESCO DirectorGeneral Irina Bokova has been at the forefront of remaking the agency's image, and she expressed concern about the vote's effect. "It is my responsibility to say that I am concerned by the potential challenges that may arise to the universality and financial stability of the organization," Bokova said. "I am worried we may confront a situation that could erode UNESCO as a universal platform for dialogue. I am worried for the stability of its budget." While the U.S. has cut off funding — which typically amounts to $80 million annually — Washington has said it will remain a member, though if it fails to pay its dues for two years, it will lose its vote. U.N. Secretary- General Ban Ki-moon said it was up to member states "to ensure the United Nations system as a whole consistent political and financial support." "As such, we will need to work on tactical solutions to preserve UNESCO's financial resources," he said, while urging a negotiated solution to Mideast peace.

Tokyo, NovembeR 1 (PTI): A Japanese MP has drunk water collected from a radioactive puddle inside the crippled Fukushima Daiichi nuclear plant, after journalists challenged him to prove it was safe. Yasuhiro Sonoda, a Lower House member from the ruling Democratic Party of Japan, appeared nervous and his hands shook as he downed a glass during a televised news conference. The water he drank was taken from puddles under two reactor buildings. It is decontaminated before being used for tasks such as watering plants. The March 11 earthquake and tsunami had wrecked nuclear power plant, causing partial meltdowns in three of its reactors. Sonoda, also parliamentary secretary for the cabinet office, said he drank the water after journalists repeatedly prodded him during previous news conferences to "prove" the environment around the stricken plant is safe, as claimed by the government and Tokyo Electric Power Company (TEPCO). "Just drinking (decontaminated water) doesn't mean safety has been confirmed. I know that," Sonoda was quoted as saying by Kyodo news agency. "Presenting data to the public is the best way." Tepco has been removing radioactive cesium from contaminated water from units 5 and 6 by reducing the density of the substance to less than 50 becquerels per litre. Decontaminated water is then used within the compound for various purposes but not for drinking. A 20km exclusion zone is still in force around the plant, and tens of thousands of people have had to abandon their homes.

‘Mexican drug cartel China sends artist $2.4 million tax bill smuggling ring dismantled’

WASHINGToN, No vembeR 1 (PTI): US authorities have smashed a 70-member drug trafficking ring linked to Mexico’s powerful Sinaloa cartel, responsible for smuggling over USD 33 million worth of narcotics each month into the country recent years. The massive takedown of the drug trafficking network included arrests of Mexican and US suspects who allegedly smuggled more than 330 tonnes of illegal narcotics a year through the deserts in Arizona, officials from the Immigration and Customs Enforcement said. More than 20 federal, state and local law enforcement agencies were involved in the 17-month multi-agency investigation called ‘Operation Pipeline Express’. Speaking at a news conference yesterday in Phoenix, law enforcement officials said the organisation was responsible for smuggling more than USD 33 million worth of drugs a month. “Today, we have dealt a significant blow to a Mexican criminal enterprise

that has been responsible for poisoning our communities with the distribution of millions of dollars’ worth of marijuana, cocaine and heroin,” Arizona Attorney General Tom Horne said. “I find it completely unacceptable that Arizona neighbuorhoods are treated as a trading floor for narcotics.” Officials say the ring, organised around cells based in the Arizona communities of Chandler, Stanfield and Maricopa, used backpackers and vehicles to move loads of marijuana and other drugs from the Arizona-Mexico border to a network of “stash” houses in the Phoenix area. After arriving in Phoenix, the contraband was sold to distributors from multiple states nationwide, it was reported. Law enforcement officials seized thousands of pounds of marijuana, cocaine and heroin in a series of raids. They also seized more than 100 weapons, including multiple assault rifles and ammunition. Authorities say the organisation has been around for at least five years.

beIjING, NovembeR 1 (AP): Outspoken artist Ai Weiwei said on Tuesday that Chinese authorities are demanding he pay $2.4 million in back taxes and fines in a new show of government pressure on the dissident detained for nearly three months earlier this year. The Beijing Local Taxation Bureau gave the artist notice Tuesday that he owed more than 15 million yuan ($2.36 million), after serving a similar notice in June for a smaller amount, Ai said in a phone interview. The new notice gave him around 10 days to make the payment, without saying what might happen if he failed, he said. Ai said he would not pay until police returned account books confiscated from his Beijing Fake Cultural Development Ltd. design company and allowed him to meet with his former office manager and accountant. "We can pay this money, but we need to know why we have to," he said. "We cannot just unwittingly hand over a sum of money. This would be irresponsible toward the country." Libya elects little-known scientist prime minister

TRIPoLI, NovembeR 1 (ReuTeRS): Libya's ruling National Transitional Council has elected little-known academic Abdul Raheem al-Keeb as the new interim prime minister to guide the country as it emerges from a bitter civil war toward a new constitution and democratic elections. With vast oil and gas reserves and a relatively small population, Libya has the potential to become a prosperous nation, but regional rivalries pent up during Muammar Gaddafi's 42 years of one-man rule could descend into a cycle of revenge. Keeb, a professor of electrical engineering, will have to rein in the armed militias that sprang up in each town to overthrow Gaddafi and reconcile those remaining loyal to the old rule while brokering a new system to govern the country. "We salute and

"I say to them that the NTC did not and will not forget them and also the coming government will do the same." The NTC has promised to hold elections for a national assembly after eight months. It said that since the beginning of the NATO operation, NATO aircraft conducted more than 26,500 sorties, including 9,700 strike missions. "With this, a successful chapter in NATO's history has come to an end," the statement said.

Ba hat-trick lifts Newcastle into third place

Alan Pardew's side have been the surprise package of the season and this may well have been their most impressive performance to date as Ba condemned Stoke to only their second defeat in their last 14 home league matches. Ba scored twice in the first half and, although Jonathan Walters reduced the deficit with a second half penalty, the former West Ham forward completed his second hat-trick of the season from the spot to ensure the Magpies maintained their unbeaten start to the campaign. Newcastle are now just one point behind second placed Manchester United and three ahead of fourth placed Chelsea. While it may be slightly premature to talk of Newcastle as serious contenders for a top-four finish, a few more results like this will put them firmly in the race for the Champions League. credit for revitalising a club seemingly in turmoil after the departures of Andy Carroll, Kevin Nolan and Joey Barton, suffered a pre-match setback when key midfielder Cheik Tiote was ruled out with a knee injury. That visit to the south of the country made the 'Flying Scotsman' an indelible part of India's motorsport history. He had laid the foundation stone for India's first dedicated race track, the MMSC at Irrungatukottai near Chennai in 1987, triggering the start of a slow but steady renaissance for motorsports in this country. The 3.7-km track then became the hub of racing in the country, the place where many drivers, including current F1 boys Narain Karthikeyan and Karun Chandhok, took baby steps into the sport. This time, Stewart again finds himself in the midst of another milestone for Indian motorsport. Here for the inaugural Indian GP at the brand new Buddh International Circuit on Sunday, Stewart said he was glad he was again part of a momentous occasion. "It's been a few years since I visited India. Last time I visited was in 1987 when I came to Madras (Chennai) to dig soil and inaugurate the construction of the first racing track in the country. Now I am here for the inaugural G in India. I'm happy I was present on both occasions," said the three-time F1 champ. As Stewart put it, in 1987 "realistically there was no racing at all in the country". He added: "I came to lay the foundation stone for the first track here. And now with this F1 race happening, it shows how much India has progressed in the last few years. Two Indians have also featured in F1 and that is also a sign that things are heading positively," says Stewart. However, the 72-year-old believes having an F1 circuit does not mean the country will start producing world-class drivers. "Look at the current Indian drivers here. Narain is old now and after him and the other lad Karun there is not much of depth in the talent pool. No one is knocking at the doors of F1. For a country to produce more quality drivers it should have a huge talent base from which the best come out to fight abroad," says Stewart. "For that to happen, India should have more karting tracks, not big F1 circuits, so that more kids come into racing and then you will see an increase in the number of quality drivers coming out of here," adds Stewart. HYDerabaD, November 1 (aGeNcieS): One of the greatest contributions of Dilip Vengsarkar to Indian cricket was not with the bat but as a selector. The former India captain had the vision and foresight to hand over the mantle of captaincy to a cricketer who goes by the name of MS Dhoni in the year 2007. Indian cricket has not been the same again. With obvious choice Sachin Tendulkar declining to lead and Test captain Anil Kumble retiring from ODIs, Vengsarkar, the then chairman of National Selection Committee, and his fellow wise men turned to Dhoni. The Jharkhand lad was not even the captain of his zonal team but Vengsarkar knew that there was something special about the dashing batsman. Dhoni with his outstanding abilities as captain and player justified the faith and complimented the thinking of the selectors. Did Vengsarkar have any inclination that Dhoni would rise to such great heights as a captain? The Mumbaikar gave a big smile before replying. "Well, he has proved us right. It wasn't easy then but his body language showed that

he was game for a challenge and that's what made us sit up and notice him. Dhoni fitted the bill perfectly as he could quickly adapt to all formats of the game," the former India captain, who was in the city on a short visit, said on Monday. "He is an outstanding captain. He is intelligent, smart and aggressive. The most important thing about Dhoni is that he is a courageous cricketer who backs himself all the way," Vengsarkar, who has the rare distinction of scoring three Test hundreds at Lord's, said. "Even during the disastrous tour to England, Dhoni didn't lose his cool. While everything around him was collapsing and there was tremendous pressure on him, he did his best to bail the team out. But for the injuries to key players, India would have done much better than what the results show. In the recent series, Dhoni was absolutely outstanding. He was out there in the middle in almost all the games and led from the front. He encouraged and motivated the youngsters, who have done quite well," Vengsarkar said. "The good thing about the England series is that it

has given the Indian team more options. Umesh (Yadav), Varun (Aaron) have done well and this eases the pressure on the likes of Zaheer (Khan)," he said. Vengsarkar said the tour to Australia later this year would be an exciting one. "It is going to be a tight series as Australia are a very good side and playing them at their home won't be easy. The Indian team's fortunes will depend on how quickly they adapt themselves to the conditions there. We have quite a few experienced players who have played there and we will be able to give them a good fight there. I am sure the selectors have a team for Down Under in mind. They should use the series against the West Indies, who are not one of the strongest teams in the world right now, to test out the players. The youngsters should be groomed in this series so that we have a solid bench strength when we take on the Australians," he added. LONDON, NOvember 1 (AP): Pakistan cricketers Salman Butt and Mohammad Asif were convicted Tuesday of fixing parts of a test match in the most serious corruption scandal to hit the sport in more than a decade. Eleven years after South Africa captain Hanse Cronje was banned for life for taking bribes from bookmakers, a jury at London's Southwark Crown Court found former captain Butt guilty of both counts of conspiracy to cheat and conspiracy to accept corrupt payments as part of a betting scam. The 12 jurors were unanimous in their decision that both players were guilty of conspiracy to cheat, but could only reach a 10-2 majority verdict on the charge that Butt took money to do so. Judge Jeremy Cooke ordered the jury, which had already spent more than 16 hours discussing its verdicts, to retire again to continue its efforts to reach at least a 10-2 majority on the second charge against Asif. The 27-yearold Butt could face seven years in jail when the pair are sentenced later this week. The lesser charge of conspiracy to cheat carries a possible punishment of two years in prison. Prosecutors said Butt and Asif conspired with sports agent Mazhar Majeed to ensure the delivery of three intentional no-balls during the match against England in August 2010. Asif and fellow bowler Mohammad Amir overstepped by such a margin that match commentators at the time remarked with incredulity at the sloppiness of their play. Butt, Asif and Amir have already received lengthy suspensions from an International Cricket Council anti-corruption tribunal in Doha for fixing parts of the Lord's test. Butt was banned for 10 years, five of which are suspended, Amir was banned for five years and Asif was given a seven-year ban, with two suspended. Whereas Cronje — who died in a plane crash in 2002 — received immunity from criminal prose-

cution in exchange for his admission of fixing, the Pakistan players still faced a court case after their sporting punishment. The allegations originally surfaced after Majeed was recorded by an undercover reporter working for the now-defunct News of the World tabloid saying that the three Pakistan players had accepted money to fix betting markets. Majeed was secretly filmed accepting 150,000 pounds ($242,000) in cash from the journalist. Butt said he had ignored the requests from Majeed, his agent, and the 28-yearold Asif — who reached No. 2 in the ICC's test bowling rankings the month before the Lord's test — said he had only bowled the no-ball at precisely the time Majeed said it would be delivered because Butt had told him to run faster
