DMC response to NPCC on price rise DIMAPUR, NOVEMBER 2 (MExN): The Advisor In-charge, Market Rate Control Cell Dimapur Municipal Council, Er. Vikholie Nienu has issued a clarification to the statement made by the NPCC regarding price rise of essential commodities in Dimapur as compared to Bokajan/ Khatkhati in Assam. The press note stated that the DMC “receives less cooperation from the public and various trade unions and because of which proper and effective regulation of market rate prescribed by the DMC is time and again destabilized”. Hike in petrol prices inches closer

NEW DElhI, NOVEMBER 2 (AGENCIES): A day after state-owned oil companies pressed for a petrol price hike, the Petroleum Ministry on Wednesday said it is up to the oil firms to decide on raising the rates of the deregulated commodity. “It is for them (oil companies) to decide. They will take a decision at a right time,” Oil Secretary G C Chaturvedi said. On Tuesday, Hindustan Petroleum Corporation Ltd (HPCL) Director (Finance) B Mukherjee had said that oil firms may have to raise petrol prices, as they were losing Rs. 1.50 per litre at the current rates. Chaturvedi said petrol is a deregulated commodity whose pricing is not decided by the government. “The oil companies are empowered to take a view on it,” he said. Indian Oil, HPCL and Bharat Petroleum had last hiked petrol prices by Rs. 3.14 a litre on September 16, when the Indian rupee was valued at about Rs. 48 per US dollar. The exchange rate is now over Rs. 49 per US dollar.

Union Home Minister P Chidambaram, who is on a two-day visit to Manipur said the democratic process of dialogue is the best way to approach any issue. He was speaking at a public programme at Senapati district headquarters in Manipur on Wednesday. The visiting Union home minister then informed the Naga leaders in a separate meeting that “much progress” has been in the IndoNaga dialogue and that the government of India is sincere in solving the issue. Chidambaram also informed the Naga leaders that the tripartite talks involving the United Naga Council, the state government of Manipur and New Delhi should resume at the earliest time possible. However, the visiting Union minister failed to convince the Naga leaders to call off the agitation. The Cabinet has decided to ‘reappoint them’ – but, strangely, ‘only if there are vacancies.’ Two other important decisions that the Cabinet has taken concerned with the controversial “special recruitment drive” and the second, enhancement of financial perks for field workers in the Electricity department. The Nagaland Cabinet met November 2 today in Kohima where a slew of decisions – all associated with some of the most contentious issues currently facing the recruitment sector in the state – were taken. NEW DElhI, NOVEMBER 2 (AGENCIES): In a decisive push in the fight against corruption, the union government is readying five bills, including the Lokpal bill, for introduction in the Winter Session of Parliament. The five bills are: Lokpal Bill, Whistleblowers Bill, Judicial Accountability Bill, Citizen’s Charter and Public Grievance Redressal Bill. Addressing a press conference here, Union Rural Development Minister Jairam Ramesh said that the government intends to pass the much debated Lokpal Bill in the Winter Session of the Parliament. Talking about the modalities of the Public Grievance Redressal Bill, Ramesh
said that all government works will have to be done within 15 days; otherwise it will attract penal action. “Government will appoint 5 lakh officers across the country to monitor public grievances,” Ramesh added. He further informed that the draft of the bill is ready and the government will seek public opinion over it very soon. On Citizen’s Charter, Ramesh said, “Every public authority will have a Citizen’s Charter which will clearly state the functioning of the public offices. GBs Union appeal for early civic poll DIMAPUR, NOVEMBER 2 (MExN): A disgruntled GBs Union Dimapur has appealed to the Nagaland Government for early election to the Dimapur Municipal Council (DMC) saying that development activities and sanitation has taken a backseat; while collection of taxes has risen dramatically under the present DMC Advisory Board. GBs Union President, Viyeto Chishi appealed to the Government and the Chief Executive Officer (CEO) to keep the activities of DMC within the parameters of the Nagaland Municipal Act, and to streamline or curtail the powers of the Advisory Board.
Road, rail blockades should be nipped in bud: Supreme Court
NEW DElhI, NOVEMBER 2 (AGENCIES): The Supreme Court on Tuesday expressed dismay at the just ended three-month economic blockade of Manipur by Sadar Hills District Demand Council and observed that not much attention was being paid by authorities towards the hardships faced by northeastern states. It said though there were enough forces to meet such situations in the country’s heartland, there were states where people suffered miserably due to blockades. Striving to sensitize the governments and find a solution to blocking of rail and road traffic in the country, a bench of Justices G S Singhvi and S J Mukhopadhaya said, “There are other parts of the country where blockade continues for three months. Life of people there must be miserable.” The SDDC on
Tuesday called off the blockade on reaching an agreement with the Manipur government. It had blocked two national highways linking Manipur to other parts of the country to press for their demand to convert Kuki dominated Sadar Hills Area into a full fledged district. Referring to the rail roko agitations last year, solicitor general R F Nariman, who appeared for the Centre, said, “This should not happen at all and should be nipped in the bud. Preventive measures are more important as there are enough laws to deal with those who disrupt rail traffic.” He said there was no coordination between the railway police and the local authorities to prevent protesters from blocking rail traffic and sought a week’s time from the court to formulate preventive measures for future. Senior advocate Colin
Gonsalves said the blockade of rail traffic for 15 days last year because of agitation linked to Mirchpur caste violence had caused a loss of Rs 33 crore to the railways as quantified by the central government. “However, the state government has not been able to identify a single protester or delinquent official from whom the loss could be recovered,” he said. The bench said, “When mobocracy starts, it is very difficult to identify people. If the police takes action, then it is blamed. If it does not, then also it is blamed. When there is pressure from all sides, it becomes difficult for the police to function.” The court requested the solicitor general and other counsel to submit their suggestions on preventive measures against blockades and fixed November 22 for further hearing.

Nagaland’s Chief Minister Neiphiu Rio today stated that the Directorate of Treasuries and Accounts will now have to gear up to take up the additional responsibilities of implementing the new pension system which has already commenced. “Gradually, this will replace the GPF system and the directorate will have to maintain records of all state government employees,” Rio said while inaugurating the new office building of the Directorate of Treasuries and Account here this morning. This new directorate building is located near the Directorate of Information and Public Relations at the new capital complex. Rio said the directorate is also expected to take over the issue of pay slips of all state government employees from the Accountant General in due course of time. Rio said the directorate and all the officers and staff need to prepare themselves to be fully prepared to meet the challenges in the coming years. Rio said the Directorate of Treasuries and Account was formally set up in 1980. Prior to this, the treasuries functioned as a part of DC’s establishments. During 1980 there are only 8
district treasuries and 2 sub treasuries. Since then, this has increased to 11 district treasuries and 12 sub treasuries. The functioning of the department has also increased by leaps and bounds. In the year 1986, there were 38 directorates, 68 demands and the total budget was Rs. 344.93 crores (Plan, non plan and CSS). Today, there are 61 directorates, 82 demands with a total budget outlay of Rs. 6868.76 crores (plan, non-plan and CSS 2011-12 excluding debt servicing). The Chief Minister said the treasuries today function as the custodian of all the financial transactions of the state government carried out through more than 970 DDOs, and enforce financial rules and guidelines prescribed by the government from time to time. “They also carry out internal audit of various government departments, PSUs and NGOs receiving grants from the government,” Rio said adding that in respect of pensioners, the treasury officers function as DDOs. The treasuries also prepare accounts for forwarding to the Accountant General and monitor the transactions of all departments, including DDO-wise sub-allocation of funds, Rio said and added the department thus

responsibilities in an efficient manner.” On their part, Rio said the officers and staff must be willing and prepared to give their fullest commitment and dedication to the work and handle with professionalism as “there can be no room for any mistakes.” Rio was also asserted that the directorate and its staff will be expected to play a key role in maintaining high standards of accounting and financial norms in all the state gov-
ernment departments, and in assisting the government to maintain proper financial control and supervision and better and efficient management of its resources. In the meantime, Rio said the new directorate building will bring much relief to the directorate and the officers who have for many years been functioning from a private residence with much limitation of space and facilities. “I am sure the new build-
ing will go a long way in providing a conducive atmosphere for the directorate to function more effectively and efficiently,” Rio said. all of the labour rooms except Mondistrictareinconditions which are not conducive for properasepticdelivery.There is need to provide suitable labour tables and all facilities related, it added. The Commission said that despite the sincere efforts of the department of health and family welfare, the facilities in terms of proper attached toilets in the labour rooms are not conducive to the enabling conditions of the patients, which needs proper consideration and roll out of the facilities. In its interactions, it was also observed that facilities for new born baby care centers need to be established in all the district hospitals at the earliest. The Commission have learnt that such facilities are within the preview of the National Rural Health Mission and such actions are already been activated in some centres. “This needs to be tak-
en up at the earliest possible time to ensure the placement of such facilities, in order to safeguard the health of the child and mother,” it said. In its interactions with the authorities of the Naga Hospital Authority Kohima, the Commission said that it conveyed the need for establishing 150 bedded maternal and child health unit, which had come to the knowledge of the Commission that the necessary procedures have been set in motion. The Commission acknowledged the imperative of this venture and requested the authorities concerned to expedite this matter. The Commission also observed that if the sub centre/ primary health centre and community health centre are function properly, then the rushofcomingtodistricthospitals will become less. It also stressed on the urgent need of district hospital, Kohima, which it said needs immediate attention.
The Commission had also noted the need to disburse the JSY package to the mothers at the time of delivery, at the respective health units. This being a matter when the financial supports provided are most required at the time of delivery. Referring to its visit to all the district jails in Nagaland, it said “the main observation after interacting with all jail authorities was the absolute need for a full time doctor with Psychiatric knowledge.” An encouraging part of the visits was the evident improvement of the women’s cells as compared to the previous visits, it added. The Commission said there many flagship programmes which reach the villages. However it said that because of ignorance of villagers the programmes are not properly implemented. In this, the Commission said the officer in-charge of those programmes must be more committed.
No need for Faleiro to tender ‘unconditional apology’: NPCC
Dimapur, November 2 (mexN): Nagaland Pradesh Congress Committee (NPCC) has hit back at Education Minister, Nyeiwang Konyak for his demand that Luizinho Faleiro, General Secretary, AICC in charge of Nagaland tender ‘unconditional apology’ to him. A statement from the Media Cell NPCC clarified that Faleiro did not utter the word ‘dowry’ as being alleged by the Minister and so the question of tendering an ‘unconditional apology’ does not arise. The note from NPCC stated that the Faleiro attended the last leg of NPCC district tour on October 28 at Dimapur, where he exhorted the party men and women.

Kohima, November 2 (mexN): The Nagaland State Commission for Women (NSCW) on Tuesday, November 1 stated that the government has provided many benefits and rights for the women as per the provisions of the Constitution but regretted that “because of ignorance and lack of knowledge they are unable to access or exercise their rights.” The NSCW earnestly wishes for the district officials to be more aware and active to the needs of women and provide the necessary information and guidance to the public of the rights and benefits of women. An amount of Rs. 1,34,13,000 (one crore thirty four lakhs thirteen thousand) is still missing since an amount Rs. 4,01,00,000 (four crore one lakh) has been released including the infamous amount of Rs. 51,00,000 (fifty one lakhs) which was taken

Kohima, November 2 (Dipr): The Chief Minister of Nagaland, Neiphiu Rio who has recently returned from abroad said that his invitation to the business community of Ireland to study the scope of business in Nagaland was acknowledged in a positive manner. Interacting with media persons on the sidelines of the inaugural function of the new building of Directorate of Treasuries and Accounts, Neiphiu Rio said that the delegation from Ireland were keen to visit Nagaland to venture into
business and also to study the political situation of the State. Rio also informed that they visited diary farms and piggeries and said that it was a very educative tour. The Chief Minister of Nagaland also visited the Queens University where he gave a lecture and said that the students put up many educative questions to him during his personal interaction with the students. He observed that the Law & Justice Minister and the students were surprised to learn about the liberty Nagaland enjoyed,
although being part of the Indian Union. Rio commented that Queens University has one of the best Libraries in the world with all well equipped infrastructures. Kohima, November 2 (mexN): The Directorate of Tourism, Kohima held a joint meeting with representatives of various tribal hohos/ unions in connection with the ensuing Hornbill Festival. Accordingly the Director of Tourism, K. Yanpanthung Kikon has issued a public information that all tribal Morungs to arrange at least two volunteersdressedinrespective tribal traditional attires during Hornbill festival as done in the earlier years. All the tribal Morungs to put up respective tribal flags in front of their Morungs at Kisama (Flag Size 4 ½ ft x3ft), All Tribal Morungs to clean up and decorate their
Morungs for the festival which it stated to be completed by November 26. It added that the tribal hohos may submit names of participants (at least two each) for indigenous games such as greased bamboo pole climbing, pork fat eating competition, Naga chilly eating competition, Top spinning, archery etc to the directorate of youth resource & Sports Kohima. The leaders of tribal hohos/unions are directed to contact Tourism, Kohima (opposite Indoor stadium) for instructions regarding maintenance/upkeep of the Morungs, during office hours from November9-15.

GUWAHATI, November 2 (AGeNcIes): After opposing the ongoing peace process and stating that the political conflict between India and Assam could only be resolved by holding discussions on "sovereignty", Ulfa hardliners on Tuesday issued a fresh warning of launching attacks on government transport, politicians, black marketers and corrupt officials. In an email sent by Arunodoy Dohotia, the chief of Ulfa's publicity wing, the hardliners asked the public to maintain safe distance from people belonging to any of the above mentioned categories. "We want to alert everyone to keep away from government transport, vehicles of corrupt politicians and companies utilizing the resources of the state improperly, black marketeers and corrupt officials to avoid any kind of action," said Dohotia in the email. When I disagreed, they threatened me. next thing I knew, there was talk in the village that I was a witch and I had cast an evil eye on my husband...," said Daimari, a resident of Jorhat in upper Assam. So strong was the people's belief in black magic, that they were scared to even let Daimari stay in the village. She was thrown out of her home and sent back to her parents' house. She now stays on her own in a town close by and lives on odd jobs. Such cases mostly happen in the tribal-dominated areas and, more often than not, go unregistered by the police simply because no one registers a case. Roseboti Randiya, a 48-year-old health worker who works in a tea garden in Tinsukia district, has been doubling up as an activist trying to spread awareness against the social evil. "I have been trying to explain to people that these are just superstitions and that witches don't exist," Randiya added. In Kokrajhar, police and district authorities are struggling to arrest macabre witch-hunting practices. On Oct 9 an impoverished elderly couple was beaten to death, dragged for five kilometres and thrown into a river in the district for allegedly practising black magic. Bigiram narzary, 60, and Urbushi narzary, 55, were
blamed by the villagers for a number of deaths in the area in the recent past. The national Human Rights Commission, according to a statement, had taken up the matter with the police in Kokrajhar in May this year when four women were hacked to death in one month, allegedly for practising witchcraft. "Because of poor health facilities, illiteracy and lack of awareness, people go to 'ojha' or quacks for treatment; they claim to practise magic," Randiya said. "In some cases, it is a matter of property dispute. If a woman is widowed and people have their eyes on her property, they cook up some story, brand her a witch and oust her from her land," activist Sujata Sharma added. Realizing the urgency of the issue, Assam Police have joined hands with the state women's commission to activate community policing against witchhunting, an official statement said. The commission has also prepared and submitted to the government a draft law on witch-hunting, so that a strong law can be put in place against this evil practice, in line with other states like Bihar and Jharkhand. Usha Dewani of new Ways - a group of comic activists, which spreads messages of social importance through comics - said her group has been holding workshops on the issue. "The aim of our workshop in villages and universities is to change opinion and bring about a change," Dewani said.

His demand has no relevance in today's time and is very immature," said Kachari. He added that the ongoing peace process will not be hampered by Paresh Baruh's personal statements. TINsUkIA, November 2 (IANs): It was a fine day when Debari nagbonshi, 60, stepped out of her home after bath and saw the new bride of a neighbour hanging her red sari on the clothes line. "What a pretty sari," she complimented. A day later, the bride fell ill and immediately all fingers pointed at nagbonshi, branding her a "witch". There have been numerous such cases in tribal-dominated areas in Assam, mostly of women, either widowed or living alone, who are beaten, and sometimes even killed, after being branded as witches. The main reason behind this is a lack of awareness and poor health facilities or property disputes, say activists. "The men in the village pounded on our door late that night (in April)...dragged me out and started beating me with sticks till I was bleeding all over," nagbonshi said. While it's difficult to put an estimate of the number of women killed, according to the Assam home department, a total of 116 people, including 66 women, have been killed over the past 10 years in the name of witch-hunt. Regina Daimari's is another case. When 23-year-old Daimari's 50-yearold husband died two years ago, he left behind some land. Soon his relatives began hounding the young widow for the property, but she resisted. They then branded her a witch and got her thrown out of the house. "My husband's relatives demanded to take

Talking about the importance of theater in the naga society, Akumsangla Aier said that the naga society has a rich tradition of storytelling through oral means. However, with the advent of writing in the society, the oral tradition of storytelling is losing its significance, therefore this theater programme which aims at dissemination education about peace in the society is also recapturing the fading practice of naga values in peace building measures. The team from CTC will leave for Kohima tomorrow. The whole programme will be documented on video cassettes and will be circulated for mass publicity. With peace and peace building becoming an important topic in the society, the activities of the CCPRA, especially the dissemination of education through dramas, is expected to go a long way in understanding conflict and peace building in a society ravaged by decades of conflict and political turmoil.

ImpHAl, November 2 (NNN): The Manipur unit of naga People’s Front (nPF) on Wednesday asserted that status quo of the present boundaries of all the districts in Manipur should be maintained, saying it will be the best solution for all concerned. The Manipur unit of nPF has seriously viewed the unilateral Memorandum of Understanding (MoU) signed between the State Government of Manipur and Sadar Hills District hood Demand Committee (SHDDC) regarding the Sadar Hills district demand because of its sensitivity, nPF spokesperson Somi Keishing said while speaking to the media in Imphal on Wednesday. The Government had earlier signed four MoUs with various naga civil organizations where it had been agreed that the sensitive issue would be settled only after due consultations with the naga community, Somi Keishing insisted. However, the Government has laid aside the agreements and unilaterally accorded with the SHDDC laying the background for formation of Sadar Hills district sans consulting the naga people, "The matter could have solved long time before if the government had taken it seriously with determination", he added."As of now, however, temporary solution will not bring any good result in the days to come. So, nPF firmly believes that maintaining the status quo of the present boundaries of all the districts in the State will be the best solution in the interest of all concerned, Keishing reiterated.

PM calls for quick global recovery
NEW DElhi, NOvEmbER 2 (iANs): Prime Minister Manmohan Singh Wednesday called for a coordinated approach to spur global recovery and pitched for reform of international financial institutions as he left for Cannes in the French Riviera to attend the 6th G20 Summit. At Cannes, besides attending the summit Thursday and Friday, the prime minister will have bilateral meetings with his host and French President Nicolas Sarkozy, British Prime Minister David Cameron, Australian Prime Minister Julia Gillard and European Union leaders Herman Van Rompuy and Jose Manuel Barroso. Underlining the sovereign debt crisis in the Eurozone as “the principal source of concern for the global economy ”, Manmohan Singh said it was imperative that “decisions needed to address the economic chal-
lenges in Europe and elsewhere are taken swiftly”. Stating that the twin summits of the European Union and Eurozone a few days ago helped to restore a measure of confidence in the markets, the prime minister emphasised that “much more needs to be done”. “The Eurozone is a historic project. India would like the Eurozone to prosper, because in Europe’s prosperity lies our own prosperity,” he said. “It is important for the Cannes Summit to signal a strong and coordinated approach to put the global economy back on track, while addressing medium term structural issues.” Alluding to the impact of eurozone recession on the Indian economy, the prime minister said: “Developing economies such as India need a conducive global economic environment to address the vast challenges they face.”
“In an increasingly interdependent world, we have to be wary of contagion effects and the import of inflationary pressures in our economy.” The two-day summit Thursday-Friday is also expected to take stock of the progress on other matters discussed earlier, like mutual assessment of the fiscal policies of member nations and reform of the World Bank and the International Monetary Fund, officials said. Manmohan Singh also made a strong pitch for reform of institutions of global governance, an issue which will figure prominently in the discussions at the summit. “This is an issue of importance to India, and we will work with others to develop effective and representative global governance mechanisms and carry forward the process of reform of the international monetary and financial system.” The G20, originally formed at the
level of finance ministers and central bank governors in 1999 after the East Asian economic crisis, assumed significance after its elevation to a summitlevel forum in 2008, following the global financial crisis. Like in the past 5 summits held in Washington, London, Pittsburgh, Toronto and Seoul, Planning Commission Deputy Chairman Montek Singh Ahluwalia will be the prime minister’s sherpa, or chief interlocutor, during the meeting. Besides India and host France, the G20 comprises Brazil, the US, Canada, China, Argentina, Australia, South Korea, Germany, Indonesia, Italy, Japan, Mexico, Russia, Saudi Arabia, South Africa, Turkey, Britain and the European Union. These members account for 80% of the global GDP and two-thirds of the world population. The prime minister returns home Saturday morning.

KOhimA, NOvEmbER 2 (DiPR): The Chief Minister of Nagaland, Neiphiu Rio who has recently returned from abroad said that his invitation to the business community of Ireland to study the scope of business in Nagaland was acknowledged in a positive manner. Interacting with media persons on the sidelines of the inaugural function of the
new building of Directorate of Treasuries and Accounts, Neiphiu Rio said that the delegation from Ireland were keen to visit Nagaland to venture into business and also to study the political situation of the state. Rio also informed that they visited diary farms and piggeries and said that it was a very educative tour. The Chief Minister of Nagaland also visited the
Queens University where he gave a lecture and said that the students put up many educative questions to him during his personal interaction with the students. He observed that the Law & Justice Minister and the students were surprised to learn about the liberty Nagaland enjoyed, although being A part of the Indian Union. Rio commented that

Women far behind men in economic participation NEW YORK, NOvEmbER 2 (AP): The world has make great progress in eliminating inequality between men and women in health and education, but not in economic participation and political empowerment, according to a survey of 135 nations released Tuesday. The annual survey by the Genevabased World Economic Forum shows that four Nordic countries — Iceland, Norway, Finland and Sweden — lead the world again in promoting equality of the sexes, and the United States continues its ascent in the rankings, rising from 19th to 17th place. But no country has closed the gap between men and women when it comes to health and survival, educational attainment, economic participation and opportunity and political empowerment. “A world where women make up less than 20% of the global decision-makers is a world that is missing a huge opportunity for growth and ignoring an untapped reservoir of potential,” Klaus Schwab, founder and chairman of the World Economic Forum, said in a statement. The annual survey, released at a press conference, showed that over the past six years about 85% of coun-
tries have narrowed the gender gap. But in other countries the gap widened and the situation for women worsened, including in Nigeria, Mali, Colombia, Tanzania and El Salvador. Pakistan, Chad and Yemen were at the bottom of the list. Saadia Zahidi, head of the forum’s women leaders and gender parity program, said the world as a whole has closed about 96% of the gender gap in health and 93% in education — but only about 60% of the gap in economic participation and less than 20% in political empowerment. “So women are starting to be as healthy and as educated as men, and yet, are not being channeled into the economy, into decision-making structures,” she said. Zahidi said closing the gender gaps “are directly correlated with increased economic competitiveness.” With the world focused on job creation and economic growth, she said, “gender equality is the key to unlocking potential and stimulating economies.” The survey shows that a number of relatively poor countries have made major strides to close the gender gap and rank in the top 25 — the Philippines,

Google India, the Indian unit of the global internet giant, said on its official blog that it has launched an ‘India Get Your Business Online’ program to provide website, internet domain and web hosting services to SMEs in the country. Interested small business owners would need to submit their PAN (Permanent Account Number) and other tax-related details for verification, after which they would be provided with an online tool for a free website and web hosting service for one year. After a year, website owners will have to pay a charge if they wished to renew their domain name.

NEW DElhi, NOvEmbER 2 (AgENciEs): Shares of airline companies surged on Wednesday on reports that hike in aviation turbine fuel (ATF) price may lead to ticket price hike of up to 20% for most major airline companies. On Monday, stateowned oil companies hiked jet fuel prices by a steep 3.8%. The price of aviation turbine fuel (ATF), or jet fuel, at Delhi’s T3 airport was raised by Rs 2,845 per kilolitre (kl), or 3.8%, to Rs 61,115 per kl. Jet fuel makes up for 40% of an airlines’ operating cost and the steep hike in prices will raise burden on the cashstrapped airlines. However, most analysts are of the view that the recent hike in jet fuel
price will lead to ticket price hike up to 20%. Analysts have also indicated that the management of airline companies are also eyeing an airfare hike depending on the route. At 02:30 p.m., shares of SpiceJet Ltd were trading 7.7% higher at Rs 25.65. The stock has hit a high of Rs 26.20, a rise of over 10% in trade so far. Shares of Jet Airways were trading 1.7% higher at Rs 257.15. It has hit a high of Rs 264.20 and a low of Rs 248.10. However, according to analysts the upsurge in stock prices of aviation companies is more of a technical bounce back. But hike in airfare will bode well for these companies.

Cabinet to reappoint ‘aggrieved teachers’ No further details could be had on this particular issue. Another decision the Cabinet took was in conceding to the demands of the All Nagaland Electricity Field Workers’ Association (ANEFWA). The association had served an ultimatum against the Nagaland state Power department to address four demands within 30 days. The demands include creation of 381 posts and regularization and filling up all vacancies in all categories of posts; enhancement of risk-allowances from Rs.50 to Rs.300 similar to that of regular employees. Another demand the Power field workers made to the government was for uniform allowances of Rs. 700 (from Rs.500). The source simply said that the Cabinet has “agreed” to the demands of the field workers such as for risk allowances and enhancement of perks and remuneration. No detail could be obtained concerning whether the government agreed to regularize the posts, fill the vacancies or create the number of posts demanded by the association. Likewise, the government has “done away” with the controversial “special recruitment drive” and is withheld now. The “special recruitment drive” refers to the state government’s recent decision to recruit 10 sub-divisional-level administrators, the Extra Assistant Commissioners (EACs), from “backward” and “lessrepresented” tribes in the state. ‘The Cabinet has decided to withhold the special recruitment. It would not be conducted,’ the source said. Queried whether “withhold” meant temporary suspension or total withdrawal of the action, the source simply said ‘it would not be conducted.’ No further details could be had concerning the said decision. None of the members of the state Cabinet or the Chief Secretary of the Nagaland responded to the calls made to them by this newspaper.

The Federation is pressed to issue this decision and appeal, looking into the all-round “Developmental Negligence” of Eastern Nagaland Districts successively for the past 3-4 decades in the entire Department’s of the State and the direct linkage of such Negligence to the Over/High Taxation demands from different Sectors/Parties. The ENSF request all the Parties involved/ concerned to kindly acknowledge the stand of the Federation and to comply, as it is the “Public Demand” for smooth Development of the most neglected District(s) of Eastern Nagaland vis-à-vis the other Districts of the State. The Federation also appeals to all the National Workers/ Faction(s)/ group(s) Top Leaders/ in-charges to accurately and properly Guide/ Order/Issue necessary directives to all the Subordinate Officials/ Leaders posted within the Four (4) Districts inhabited by the Six (6) Tribes viz Chang, Konyak, Sangtam, Khiamniungan, Phom and Yimchungru, so that the Chronic Developmental Negligence of the Eastern Nagaland District(s) are solved jointly as a common issue/problem. Further, the ENSF again requests to all the Concerned Authority(s) that there should not be any Disturbances to any Contractor(s/Supplier(s) working in Eastern Nagaland Areas while the Contract/ Supply work is carried out or before any Contract/Supply works is completed. It is appealed and made to understand that all/any sorts of adjustments to be rendered orallocated/routed to any National Workers/ Faction(s)/group(s) should be initiated only after the completion of the Contract/Supply works. Meanwhile, the ENSF also requests all the Contractor(s)/Supplier(s) working within the ENSF Jurisdiction to submit all “Taxation Report” of their respective Contract/Supply works to ENSF HQ Office Tuensang at the earliest. The Contractor(s)/Supplier(s) should make sure that the Taxation Report submitted to the Federation should have all kinds of Deductions, including deductions of the Depart-
ment Concerned, any Party or all other sources of deductions involved therein. The Federation in this exercise has a wider Vision and Mission and therefore assures that necessary corrective measures or steps will be initiated from the Federation’s Office, once the Reports is submitted, authenticated, compared, analyzed and case studied. It is pertinent to mention that the Six (6) Tribes of Eastern Nagaland had adopted this Resolution based on the blame game by all the Contractor(s)/Supplier(s)/Concerned Department(s) to the levy of High Taxation from different Sources/Sectors which had resulted in the Developmental Negligence and Poor workmanship of all Contract works in the region. The ENSF views the Development issue very seriously and therefore once again appeals to all the Concerned to ardently acknowledge and support the stand of the Federation in tackling the matter so that the grievances of the general public is solved henceforth. The Public is also made aware that the ENSF abides by its Resolution (as per demand of the 6 Tribes) to check all Contract/Supply works within ENSF Jurisdiction and reiterates that the Federation shall not hesitate to take appropriate action on the defaulters. The excuses of poor workmanship as a result of heavy taxation will be properly identified, authenticated and checked so that the blame game is justified and accounted. Heretofore, the ENSF opines that the Federation will not entertain any excuses or blame game of the Developmental Negligence and Poor Workmanship from any Contractor(s/ Supplier(s) carrying out works within the Eastern Nagaland Districts in the aftermath of this Resolution and declaration thereof. Response to NPCC’s statement On reference to the statement made by the Nagaland Pradesh Congress Committee (NPCC) I, the undersigned, on my own behalf and Market Rate Control Cell of the Dimapur Municipal Council would like to clarify on certain points of the NPCC press statement. First of all, office of the DMC is a public office and its door is open to all for any kind of suggestions/clarification and even constructive criticism as such of the NPCC is welcomed. However, DMC receives less cooperation from the public and various trade unions and

because of which proper and effective regulation of market rate prescribed by the DMC is time and again destabilized. As DMC office is for the welfare of the public of Dimapur, the office is ever ready to take action on any business establishment that is violating the price fixed by the DMC and moreover no public comes forward with complain having proof and evidence against the wrong doing of business establishments. Another factor is public are ignorant about the price fixed by the DMC. The council publishes the prices fixed by the office in local dailies at regular period of time and the same is also always displayed on the rate chart board in the markets along with helpline phone numbers. However regrettably, most of the consumers do not insist on the rates fixed by the DMC and are lured into the words of the traders who charge high rates citing various excuses just only to have bigger margin of profit. For instance the DMC has fixed the prices of Broiler Chicken at Rs. 110 per kilo, MS Rod at Rs. 43.50 per kg and Bricks at Rs. 4.70 per piece for markets within the jurisdiction of DMC but most of the consumers are not following the DMC rates public and for their own convenience, are paying the rates charged by the traders. In situation like this, the DMC becomes helpless in controlling the mal-practices of unscrupulous price hike. It has also come to the understanding of the DMC that various trade union are fixing the rates on their own without getting the approval or consent from the authority. Any union government registered or not is not authorized to fix rates on their own. Instead unions should consult the DMC with suggestion or proposal for approval on fixation of rates. But unfortunately none of the trade unions even come forward to consult with the DMC and because of which all discrepancy is surfacing. As empowered by the government and the Act, the Dimapur Municipal Council has powers to issue directions and policy guidelines which also includes fixation of rate in the markets inside the jurisdiction of DMC. The DMC expects full cooperation from the public to bring the unauthorized practice of price hike to streamline. Then only there would be a possibility to bring about proper regulation of market rates in Dimapur. Public are also appealed to insist on cash memo/receipt at the time of purchasing any item. Trade unions should also clarify to the public on their own behalf as to why the prices are being hiked without the approval from

competent authority. It is alleged that rates of commodities in Dimapur are much higher than the existing rates of neighboring towns of Assam such as Bokajan, Diphu and Khatkhati but the fact is that in those towns the existing rates of many items are higher than Dimapur, which the public could judge by themselves. In regard to the allegation of the NPCC on the advisors of DMC, I am to clarify that DMC advisors are not so-called handpicked advisors to assist the administration but appointed by the government to bring about systematic management to the public office and to run the office smoothly in the interest and welfare of Dimapurians and also that none of the advisors are shareholders or has one’s own syndicate to control the rates, as falsely alleged. A mature and respected party like NPCC is expected to maintain diplomacy and not to resort to using of such derogatory and misleading remarks against others. And instead of blaming each other, I have strong point of view that all should come forward with valuable suggestions and work for common interest of the people. Sd/Er. 'Apply same yardstick for all adhoc teachers' Dimapur , November 2 (mexN): All Nagaland Adhoc Teachers Union (ANATU has demanded that the Department of School Education apply same yardstick for regularization of adhoc teachers in the State. In a letter addressed to the Minister for School Education, ANATU President Neizevotuo Nakhro and General Secretary Huskha Sema stated that, the department must not encourage partiality and show parity in regularization of all adhoc teachers. ANATU maintains that while the government passed orders for the regularization of some group of ahoc teachers from 2007 to 2011, the present group is still waiting. ANATU claims that many of those regularized
during this period were either their contemporaries or those who joined service after them. Hence, in order to maintain equality and seniority, the present adhoc teachers are demanding that their regularization date be effected from 2007; maintaining that if it is not done, their junior colleagues would supersede the present adhoc teachers. ANATU added that any order executed by the government should be in the interest of all teachers. ANATU further pointed out that on earlier occasions it had given representation, memorandum, ultimatum, etc to the department and also undertook a peaceful agitation in Kohima this year. ANATU reminded
that the adhoc teachers ended the agitation only on the basis of the assurance given by the department that their request would be considered within a period of 30 days. With the lapse of time given by the department, ANATU has requested the Minister of School Education for intervention and to anticipate their genuine demand in regularizing of their services. ANATU also reminded that “teachers by profession are the mentors of every intellectual of the society and is known as one of the most noble and respected profession.” However, in the context of Nagaland, although they diligently delegate their best service for the welfare of the students’, they are being made to suffer.

The rooms under construction have to be completed before the next academic session commences, the DNSU said, to accommodate students after admissions. According to the note from DNSU tribunal general issued by Solomon L Awomi today, students from Dimapur comprise the highest enrollment as it is the only government-run higher secondary institution in the district. The shortage of classrooms affects the teachers and students, parents and the authorities, the union said. The DNSU has appealed to the authorities in concern to expedite the construction works and complete the new building of the school “without affecting next academic.”

The bombs were recovered from the house of Sobhachandra. He was involved in two IED bombs attacks at the residence of minister N. Loken on October 18. However, one of the powerful bombs exploded near the gate of the minister’s residence at Leimapokpam Awang Leikai while the other one was missed.
Two of the MTF cadres arrested by Bishnupur police were also involved in planting another bomb at the gate of agriculture minister Loken’s residence on October 31 but Bishnupur police commandos and a bomb squad team safely retrieved the bomb, he said. The trio was working under one of the commanders of the MTF group, namely Ngangbam Sharat alias Somo, 37, son of Ng. Dependency Syndrome

homas Paine once said: “Those who expect to reap the blessings of freedom must, like men, undergo the fatigue of supporting it”. The essence of this powerful message lends credence to widely accepted dictum that economic freedom or self-reliance is regarded as a necessary concomitant of political freedom. Without one, the other is incomplete and meaningless and people who rely on their own strength and know how to help themselves cannot be held in bondage for long. Conversely, a nation which, though free, depends on other nations for anything it needs, whether it is funds for development, employment, food, weapons or machinery, must always be subject to pressures, and so, stands perpetually in danger of losing its freedom. Where do Nagas stand in terms of our economic development and self reliance? Every Naga group fighting for our independence speak loudly about sovereignty yet in reality how will they feed and pay the Naga populace in terms of food and jobs. And isn’t it the other way around where salaried people employed under the State government have to pay up from their hard earned salary to the Naga groups fighting for independence. So this is one aspect of our dependence on others. The other thing is the poor health of our local economy. Here too we are dependent on others. Good laden heavy vehicles enter Nagaland carrying most of the essential commodities required for our daily consumption which we are procuring and buying from other States. Sadly, our State has nothing much to sell in return and most of the trucks go back empty. Our local economy is today solely dependent on imports, which is not a positive sign. Even food grains, meat products and other agro products are being imported. In economic parlance we are living beyond our means and this reflects poorly on our poor management of resources. On top of this our people have a serious problem of attitude when it comes to work ethics. We yearn only to be masters, of hankering after easy schemes and eating up the seed money under various welfare programmes meant for self employment. This speaks volumes about the problem we face. The other aspect that needs collective effort of all concerned is to help build up an atmosphere that is conducive for business and investment to thrive in. It is a known fact that businesses are made to pay exorbitant rates of extortion, whether it is to the State, underground or the countless of unions and other interest groups. This means we will have to clean up the internal problems that have worked to the disadvantage of the Nagas. The State government alone can do very little. Civil society must play a more pro-active role. People’s work culture and attitude must also change if we are to make the best use of any given opportunity. Our policy makers should likewise think outside the box so that we are able to create possible solutions to our unique problems. At the end of the day this dependency syndrome needs to be addressed and overcome. If we as a community cannot become more self reliant and empowered, we will simply not develop and so poverty and apathy will eventually come to us. The attainment of self-reliance calls for ridding ourselves of the dangerous attitude of dependence and towards a sustained, self-realised society.

he fracas at the Commonwealth Heads of Government Meeting in Perth over a proposal to appoint a human rights monitor has reopened an old debate that pits national sovereignty against an international human rights regime. India and Sri Lanka were among the countries that opposed the idea of a Human Rights Commissioner for the Commonwealth nations. The proposal has been given up, at least for now. The 1948 Universal Declaration of Human Rights is possibly the finest document of the world's aspiration to treat all human beings equally and with dignity. Even though the UDHR was assailed from the beginning by some as a western construct that ignored cultural and religious differences, most countries, including India, are signatories to it and its various covenants. What really undermines the international rights framework is the perception that the international human rights mechanisms are a weapon in the hands of powerful countries to lord it over less powerful states, through economic sanctions or other means. The perception is strengthened by the flagrant double standards in the way rights issues are raised. For instance, Australia and the United Kingdom, in the forefront of the Commonwealth human rights campaign, are quite content to ignore alleged violations in China or India, where their own interests — principally economic ones — are involved. Canada is outraged by rights violations during Sri Lanka's military victory over the LTTE, but is quiet about the appalling toll of civilian deaths in U.S. drone attacks in Pakistan and Afghanistan. Another eye-opener has been in the western handling of the Arab Spring in Libya on the one hand, and in Bahrain on the other. It is for this reason that India — which has resisted cultural and religious exceptionalism to human rights at the United Nations — was correct in opposing the Commonwealth's efforts to impose another layer of international scrutiny into the conduct of member-states. This is not to give a clean bill of health to the Indian record: in some places, such as Jammu & Kashmir, in the North-East, and in areas hit by the Maoist insurgency, the shocking and repeated instances of rights violations by the security forces are a blot on the country's democratic credentials. But outside intervention cannot be the answer. Aside from enabling external actors with unclean hands to assume control of governance, it often ends up discrediting local efforts to improve the situation. It is understandable that the Commonwealth, a grouping of former British colonies, is striving to remain relevant in the present day. Meddling in the affairs of member-states, whether it is Pakistan, or Sri Lanka, or India or Zimbabwe, is not the way to go about it.

The exodus from rural India
For the first time since 1921, India's urban population has increased more than the rural. In 1921, influenza left its fatal imprint on the enumeration. The 2011 Census speaks of another tragedy: the collapse of millions of livelihoods in agriculture and related occupations. And the ongoing, despair-driven exodus that this has sparked in the countryside, writes P Sainath

s distress migration on a massive scale responsible for one of the most striking findings of Census 2011: that for the first time since 1921, urban India added more numbers to its population in a decade than rural India did? At 833.1 million, India's rural population today is 90.6 million higher than it was a decade ago. But the urban population is 91 million higher than it was in 2001. The Census cites three possible causes for the urban population having risen by more than the rural: ‘migration’, ‘natural increase’ and ‘inclusion of new areas as urban’. But all three factors applied in earlier decades too, when additions to the rural population far outstripped those to the urban. Why then is the last decade so different? While valid in themselves, these factors cannot fully explain this huge urban increase. More so in a census in which the decadal growth percentage of population records “the sharpest decline since India's independence”. Take the 2001 Census. It showed us that the rural population had grown by more than 113 million since 1991. And the urban by over 68 million. So rural India had added 45 million people more than urban. In 2011, urban India's increase was greater than that of rural India's by nearly half a million, a huge change. The last time the urban increase surpassed the rural was 90 years ago, in 1921. Then, the rural total actually fell by close to 3 million compared to the 1911 Census. However, the 1921 Census was unique. The 1918 influenza epidemic that killed 50-100 million people worldwide, ravaged India. Studies of the 1921 Census data say it records between 11 and 22 million deaths more than would have been normal for that decade. There was also the smaller impact of World War I in which tens of thousands of Indian soldiers died as cannon fodder for Imperial Britain in Europe and elsewhere. If influenza left its fatal imprint on the 1921 enumeration, the story behind the numbers of the 2011 Census speaks of another tragedy: the collapse of millions of livelihoods in agriculture and its related occupations. And the ongoing, despair-driven exodus that this sparked in the countryside.
The 2011 Census captures only the tip of an iceberg in terms of rural upheaval. The last time urban India added more numbers to its population than rural India was 90 years ago and that followed giant calamities in public health and war. Yet, without such conditions, urban India added 91 million to its 2001 total, against rural India's 90.6 million. (Table 1) Nor can this reversal be fully captured by the factors Census 2011 cites as driving the urban increase. Take ‘migration’. In public debate, ‘urban’ is often equated with big metros. This conjures images of massive waves of people from villages heading straight for the big metros. And this flow, you will be assured, is falling. (Vital data on this will emerge only next year and might surprise us.) The Census data, however, do not convey the harshness and pain of the millions trapped in “footloose” migrations. That is, the desperate search for work driving poorer people in many directions without a clear final destination. Like Oriya migrants who work some weeks in Raipur. Then a couple of months at brick kilns in Andhra Pradesh. Then at construction sites in diverse towns in Maharashtra. Their hunger, and contractor, drive them to any place where there is work, however brief. There are rural migrations to both metros and non-metro urban areas. To towns and smaller cities. There are also rural-to-rural migrations. There are urban-urban migrations. And even, in smaller measure, urban to rural migrations. Flight from agriculture Neither the Census nor the National Sample Survey is geared to capture the complexity of India's migrations. A migrant in the Census is someone counted at a place other than his or her last place of residence. This records a single move — not multiple migrations. So it sees only the tip of the mobility iceberg, missing footloose migrations altogether. What we do know from Census 2001 is of the flight from agriculture.
Between 1991 and 2001, over 7 million people for whom cultivation was the main livelihood, quit farming. That is a mind-boggling figure. It suggests that, on average, close to 2,000 people a day abandon farming in the country. Where do they go? Nothing in employment data suggests they get absorbed in decent work in bustling cities. What about ‘natural increase’ (the difference between the numbers of births and deaths in a population)? That does not explain the switcharound in ruralurban increases either. Indeed, the rate of natural increase has declined in both rural and urban areas. Still the urban population and towns get bigger and bigger. As Registrar General and Census Commissioner of India Dr C Chandramouli puts it: “Fertility has declined across the country. There has been a fall in numbers even in the 0-6 age-group, as a proportion of the total population. In fact, in absolute numbers too, this group (now 158.8 million) has declined by 5 million, compared to the previous Census. This would suggest migrations as a significant factor in urban growth. But what kind of migrations we can only ascertain or comment on when their patterns emerge more clearly. The Census in itself is not structured to capture short-term or footloose migrations.” We also get an extraordinary picture when viewing what demographers call the ‘urban-rural growth differential’. The URGD is simply the difference between the rates at which rural and urban populations expanded in each decade. It is also a rough and ready index of the extent of rural-urban migrations. The URGD in the 2011 Census is 19.8, the highest in 30 years. ‘Natural increase’ does not then account for the growth in urban numbers. Certainly not for the 30% rise in urban population in the states. Thousands of towns today have far larger populations than they used to have — but not due to natural increase. The reason is migra-
tions on a massive scale. Rural folk still outnumber urban people by more than two to one. In the 2001 Census, rural family size (5.4) remained bigger than urban family size (5.1). Also striking, states like Uttar Pradesh and Bihar show massive falls in growth rates in 2011. In the 2001 Census, Uttar Pradesh and Bihar were “the two states with largest number of net migrants migrating out of the state”. The other factor cited by the current Census for the turnaround is interesting. “Inclusion of new areas under ‘urban’.” The number of ‘statutory towns’ has gone up by a mere 241 since 2001. Compare that with the preceding decade when they rose by 813, or more than three times that number. (A ‘statutory town’ is an urban unit with a municipality, corporation, cantonment board or notified town area committee.) There is, however, a boom in the number of ‘census towns’. In the decade 1991-2001, census towns actually declined from 1,702 to 1,361. In the 2011 Census, they nearly tripled to 3,894. That is stunning (Tables 2 and 3). How did this happen? And what is a ‘census town’? This is a village or other unit declared as a town when: its population crosses 5,000; when the number of male workers in agriculture falls to less than 25% of the total; and where population density is at least 400 per sq km. At the very least, this means the male workforce in agriculture has collapsed in thousands of villages, falling to less than a quarter of all workers. So the farm exodus continues. What might the 2011 data on cultivators show us when it is out late next year? It could show us that the numbers quitting cultivation since 2001 might equal or exceed the over 7 million dropouts of the previous decade. Letters to the editor Major Marathi’s action a shame to Indian democracy •-India is proud of its international image of being the largest democracy in the world and what it means to be democratic is that we acknowledge and respect value premise of every individual, weak or strong, rich or poor. The state recognizes the right of every citizen to express their opinion and that there is no room for suppression, oppression or repression least for physical violence. Therefore, physical assault of Kumo Sha President of ANSAM is a shame to Indian democracy. ANSAM is a democratic institution that protects and safeguards the rights and interest of its people. The leader is in no way a criminal that the security officer should resort to physical assault which enacts a situation of the fence eating the crop. The officer would not dare lay his hands on any local leader if he were an ordinary civilian, therefore, his action was simply abuse of power and position as an armed officer which not only violates law of the land but also violates the spirit of Indian constitution. Such behavior of young officers with inflated ego is very common in Indian army empowered with special powers that makes local people vulnerable in the backdrop of such diversities of India where one group of people sees the others as aliens or suspects. There are times when behind every Indian soldier people spit because of irresponsible behavior or a few officers like Maj.Marathi making superior officers accountable with lot of embarrassment and humility. While finding fault with leader of students’ body (ANSUM) Maj.Marathi chose to overlook the crime of shooting at the car of the Work Minister by criminals. This officer sounded more like a “dada” than a disciplined soldier from a decent family when he said, “Do you know who I am? I am the bloody IT Post Commander, I will kick your …..into “your ….”. Such a language does not come from children of decent parents an cultured society. All that Kumo Sha claims to
have said was, he is the president of ANSAM. There was absolutely no argument between the two and that he does not even know the officer. Even if they did have differences on certain issue the cherished principle in democracy is “agree to disagree”, that is how Anna Hazare and team are able to say Anna is supreme, above the democratic institution of parliament, that is how Prashant Bhushan a senior advocate of the Supreme Court of India was able to say AFSPA should be removed from Jammu & Kashmir, army should be withdrawn from Kashmir and plebiscite should be carried out in the state and allow the people to decide their future. People who assaulted him were arrested and put in jail. May be Maj.Marathi should learn to appreciate the beauty of Indian Democracy if he is atleast a Patriotic soldier. Maj.Marathi should also learn to appreciate the basic differences between his own people and the Nagas who eat animals they worship. He may not like it but that is what we are. What is most unfortunate is the silent and indifferent attitude of the district administration. The army officer who behaved like a wild west cowboy is not above law of the land and should have been arrested and put behind bars as rule of law demands. open letter to Director school Education •-I would like to write this open letter to the Director, School Education Nagaland regarding the call of oral interview for UGT 2003 freshers. I am also a candidate who had already faced the viva voice and awaiting the result. I don't know how things are being handled or are going to be handled. Whether the result for everyone will be declared at one go or candidates like me still have to re-appear the oral test. but i am certain that there is no law or rule which allows oral test being conducted twice. I just hope that the calling of candidates to for oral interview this time is for those

Requisition of clarification from NPsC and Power Dept •-With reference to the addendum published by the Nagaland Public Service commission vide NO.NPSC/ ADVT-1/04 in the local media, stating that the only post of SDO (MIS) under the Power Department vide letter No. PWR/ESTT-42/2010 dated 10-10-2011 has been withdrawn is indeed confounding. As a graduate in electronics and communication, I felt proud and a bit edgy at the same time when I applied for the solitary post of SDO (MIS). After completing all formalities of the application process, I prepared myself to plunge into the fray with intensive and meticulous preparation. As the stakes were high, I reckoned that success will eventually come to the best candidate given the disproportionate scale of employment opportunities in the state. But with the sudden and perplexing withdrawal of the post questioning the accountability and credibility of the department and organizations concerned, the hopes and aspirations of many candidates alike have gone down the drain due to the tantalizing games the system played. Therefore, a crystal clear clarification is sought from the Department of Power and NPSC, as to why the post had to be suddenly withdrawn after undergoing the process of advertisement and submission of application? , without which a legal course of action would be pursued vehemently. I also humbly urge all concerned student bodies and unions to look into this matter, as these incidents are not a joke but damaging the zeal and enthusiasm of civil service aspirants. John. M. Naga civil society leaders visit to Belfast

orthern Ireland is one of the four countries of the United Kingdom. Situated in the north-east of the island of Ireland, it shares a border with the Republic of Ireland to the south and west. It has a total population of 1,685,000, (2001 census) which is about 3% of the population of the United Kingdom. Northern Ireland was for many years the site of a violent and bitter etchno-political conflict- the Troubles- caused by divisions between nationalists, who are predominantly Roman Catholic, and unionists,comprising mainly of Protestants . Unionist want Northern Ireland to remain a part of the United Kingdom, while nationalists wish it to be politically reunited with the rest of Ireland. Since the signinmg of the “Good Friday Agreement” in 1998, most of the paramilitary groups involved in the troubles have ceased their armed campaigns. It may be mentioned here that 3,254 people were killed during the conflict between nationalists and unionists community. The Troubles were brought to an uneasy end by a peace process which included the declaration of ceasefires by most paramilitary organisations and the complete decommissioning of their weapons, the reform of the police, and the corresponding withdrawal of army troops from the streets and from sensitive border areas such as South Armagh and Fermanagh, as agreed by the signatories to the Belfast Agreement (commonly known as the “Good Friday Agreement) As part of the United Kingdom, people from Northern Ireland are British citizens. They are also entitled to Irish citizenship by birth which is covered in the 1998 Belfast Agreement between the Irish and the British government, which, provides that: it is the birthright of all the people of Northern Ireland to identify themselves and be accepted as Irish or British, or both, as they may so choose, and accordingly (the two governments) confirm that their right to hold both British and Irish citizenship is accepted by both governments and would not be affected by any future change in the status of Northern Ireland. Having realized the similarity between the Northern Ireland and the Naga people in regards to conflict situation and the peace process, the British Government invited some of the Editors from media houses in Nagaland in October, 2010 as “First phase of Naga people’s visit” with a view to facilitate how the media had played important role towards conflict transformation in Northern Ireland and England as well.

THE TRUTH: A couple of days back, the state government announced its state development plans and promised partial withdrawal of Armed Forces special Powers Act (AFSPA) as a panacea from decades long injuries and perhaps to help forget the dream of freedom. I now realized, it is utter foolishness or arrogance to take Kashmir's aspiration of freedom as mere territorial dispute or sponsored terrorism from cross the border that needed such a draconian law, in the first place. The aspiration for freedom is a Kashmir heritage rooted to its history that dates back to 1931 liberation movement under the leadership of Sher-i-Kashmir (Lion of Kashmir) Sheikh Abdullah which marked the beginning of a strong Kashmiri Nationalism. The movement was directed against the tyranny of the Hindu ruler Hari Singh. In the aftermath of India's partition with Pakistan in 1947, the Hindu ruler acceded to India under threat of invasion from Pathan tribesmen backed by Pakistan. The theory of accession of princely states depended on the ruler but in practice, they were encouraged to accede to either India or Pakistan depending on the wishes of the people and in cases where a dispute arose, it was decided to settle the question of accession by a plebiscite, a scheme proposed and accepted by India. Being a Muslim majority state, Kashmir was expected to accede to Pakistan; since the Hindu ruler acceded instead to India, a dispute arose in the case of Kashmir. Naga Civil Society Members visit to Northern Ireland Assembly.
The second phase of Naga people’s visit to Belfast and London comprised of eight member Naga Civil Society delegation viz- Keviletuo Kiewhuo, P.Chuba Ozukum (Naga Hoho) Abeu-o Meru, Lochumbeni (Naga Mothers Association) Kelhouneizo Yhome (Naga Students’ Federation) Atoho Kiho (Naga People’s Movement for Human Rights) Sovenyi (Chakhesang Public Organization) and Nyamto Konyak (Principal, Konjong Higher Secondary School, Mon) under the joint venture of British and Nagaland Government through the British Deputy High Commission Kolkata and under the patronage of Foreign and Commonwealth Office, U.K undertook a tour of Northern Ireland and England from 15th-23rd October 2011. The tour was undertaken with the twin objectives of intimately studying and experiencing the socio-political arrangement and the processes involved in Nation-building in Northern Ireland as also to improve the networking and lobbying capacity of the Naga Civil Society. The tour commenced with a one-day Workshop on ‘Conflict Transformations in Northern Ireland:Developments and Challenges’, hosted by Queen’s University, School of Politics, International Studies and Philosophy, Belfast on the 17th. On the same evening, the delegation attended a lecture delivered by Mr. Neiphiu Rio, the Honourable Chief Minister of Nagaland on the topic “Governance and Conflict-The Naga Context” at Queen’s University. Other notable Civil Society Groups and NGO’s that the delegation interacted with in Northern Ireland included Northern Ireland Council for Voluntary Action (NICVA) Belfast, The Peace People, Belfast and The Intercomm (short for intercommunity) Belfast. Further, the delegation was granted an interview with Mr. Jim Gibney, the Political Adviser to Sinn Fein, a political party that is a major player and stakeholder in the Northern Irish Polity. The Delegation also had the privilege of a Round Table Meeting at the Northern

Furthermore, the delegation availed the opportunity to engage on an unofficial courtesy meet with Ms. Adinno Phizo, President NNC and Mr Kevilavor. During the interaction, the Naga civil society members stressed upon the need to come together of all Naga political groups and early solution of Indo-Naga political problem. Deserving Sympathy: Kashmir in Question THE PERCEPTION: Kashmir is perceived by India as a crowning glory never to be given up. The neighbor, Pakistan, grudges this beautiful piece of paradise as legitimately belonging to them on account of the Muslim majority but India cleverly had snatched it away. Kashmir, under a Hindu Maharaja, on the eve of India's independence in 1947 was forcibly made to join India. Wars were fought under the protegee of Pakistan and later, militants attacked under Islamic ideology. As a safeguard, India imposed the draconian Armed Forces Special Powers Act from 1990's that gave unrestrained powers to the Indian Army to torture, kill suspects and in that process, mass rape cases and mass massacres occurred that now haunts present day India. The State Human Rights Commission discovered unmarked graves in thousands across three districts and more evidences are pouring in. Kashmir would never forget the bleeding and the pain of being kept in bondage, and it aspires with all its deepest desire to be free from that bondage. But India refuses to acknowledge, recognized and accept this true feelings of people and considers Kashmir as integral part of India. Like all normal Indians, I prided in Kashmir as a prized possession to be kept as a valuable treasure under India. Like all ignorant Indians, I believed Kashmir as integral part of Indian sovereignty and showed disdain towards the trespassers. All of these changed after my visit to the beautiful vale in July, 2011; I was appalled at the underdevelopment of a state in existence as a political entity from ancient times, the beauty looked deserted with no visitors to admire and supplement income to the impoverished state, the beautiful, simple and hospitable locals hardly looked threatening and violent to be chased and killed ruthlessly by the Indian Army. I talked to the most ordinary to listen to the most genuine words and all that I heard was voices of freedom, ''Azad'', in unison. It was this voice that was stuck in my mind like a stamp. As I later turned to the pages of related articles on Kashmir; having come from a domicile of similar background in northeast India, I empathized the agony on the impact of the draconian law that torture, kill and rape under arbitrary rule. I cannot help thinking on the injustice that stands deemed beyond redemption by mere state building; it needs repair of the heart to lift the broken spirit with liberty and freedom.

hat’s not to love about November? It is during this time of year that winter arrives, unpacks her bags and settles down like a content guest. It is also a month of thanksgiving festivals. Thanksgiving Day, an American holiday observed on the 4th Thursday of November comes to mind. But the one closest to home - Tokho Emong, will be celebrated on the 7th by our Lotha brethren. In Lotha, November is called Chopuk, which means “the month of ease”. It follows the month of Rongorongyi (October), “the going backwards and forwards month”, because all are busy taking the harvest up to the village. Tokhu Emong, observed at the start of November, thus heralds the well-deserved rest after harvest. My only Tokhu Emong festival experience was as a student in Shillong. My roommate and dear friend Achilo Kikon invited me to the celebrations held in the Nagaland House compound. It was through Achi that I had my first taste of Lotha food. She prepared a stunning curry of smoked beef seasoned with dry river fish, the recollection of which can still make me drool. At the Tokhu Emong celebrations, I witnessed some singing folk songs, some folk dances and a spectacle of bright traditional Lotha attire. The highlight however was the lunch. Prepared by elders working or settled in Shillong, succulent pork with bamboo shoot, delicately steamed river fish, a vegetable and fish chutney vied for my attention. Not wanting to play favourites, I gave all dishes equal attention. Since then, I have always tuned my ears for reports of Tokhu Emong feasts. Stories of wonderful gastronomic experiences have flooded in, each tale more tasty than the next. I believe the Lotha community in Delhi will be celebrating as well, and I plan to join in the revelries. My suggestion is that you all do the same. On the same day as Tokho Emong, the Muslim community will be celebrating Bakrid also known as Id-ul-Zuha. Those of us in Delhi are fortunate as this city boasts some of the best Muslim cuisine in the country, perhaps even the world. Celebrated the world over, Bakrid too is a festival of thanksgiving of sorts. It commemorates Abraham’s willingness to sacrifice his only son and his gratitude when he does not have to. In a slight variation from our Bible story, the Islam version substitutes Ismail for Isaac as Abraham’s true son. Different sons, same story. And as it goes, just when Abraham is about to kill his son, Allah provides him with a goat. Abraham (thankfully) sacrifices the goat and all is well again. In remembrance of this, Muslims the world over sacrifice their best animals. Only a third is to be kept by the owners, the rest is to be distributed to the poor. In Delhi where beef is not very common, goat is more likely the choice of sacrifice. A little more about goat meat then. The word ‘mutton’ technically refers to sheep meat (Yes the ones that have three bags full of wool). ‘Lamb’ refers to the meat of young sheep (like the one that Mary had, with fleece as white as snow). In India, though, where goats are more commonly eaten, the word ‘mutton’ has come to refer to the meat of goats. Having grown up in Kohima, where mutton is rarely sold, it took me some time to become accustomed to this meat. Once in a blue moon, mutton would find its way onto our dining table. Encouraged by my father to taste everything once, my first bite of mutton was unpleasant as its strong musky odour overpowered any other flavour in the meat. As I grew up, I often accompanied my mother to the mutton shop in Dimapur (where it is more widely available). She always asked the butcher, “Khasi kurishe?” and would only buy it if the butcher said yes. Not confused by the meaning of the word, I assumed that goats were only good to eat if they had survived cough and cold. An explanation that made perfect sense since I too survived measles and chicken pox in the recent past. It was only later as an adult, when I had just taken my first mouthful of the innocently named Bakra Kapura, that my eating partner informed me I was eating goat testicles. This gave way to a conversation about what ‘khasi’ meant and why male goats were castrated. The meat of castrated goats does not have as strong an odour and carries a lighter flavour. And of course, if you can master your mind and your body’s urge to retch, a dish of goat’s testicles can be quite enjoyable. In Delhi, I met and befriended a lot of Muslim people. Most of them were knowledgeable and proud of their culinary traditions. Those accustomed to eating mutton will tell you that it heats the body up. Which is why, as winter descends, the chicken at your local tandoori joint is slowly replaced by mutton. This also warranted an investigation. Goat meat has less fat and cholesterol than beef. It is rich in iron and Vitamin B. The latter helps you burn your body fat. This is what warms the body up. This last theory has emboldened me to feed mutton to my guests. So when my cousin and his friend came to stay with me, I began planning a mutton meal. Most of you will know that last weekend witnessed an exodus of sorts from Nagaland to Delhi. It seemed that the combination of a Metallica concert and India’s first Formula 1 event was too good to resist. I watched as my guests went and returned disheartened after the Metallica concert was first postponed then cancelled. I watched as they journeyed to Noida to watch three days of races. Those of you who live or have lived alone in the city will agree that guests are a blessing. I was happy and honoured that my brother chose to stay with me. I wanted to say thanks but words simply were not enough. So I chose to say it through a language I knew best – food. When they left, I wandered from mutton shop to mutton shop looking for the right portion to turn to curry. Finally at Quereishi’s in GK II, I found a lovely back piece, full of fat, pink meat and a delicate spine filled with creamy nerve bundles. Buying 800g of it, I returned. I marinated the cut meat with half a cup of rum, salt; a teaspoon of crushed cumin and left it overnight. The next morning, in a pressure cooker (because I had to head to work) I lightly roasted 6 large cloves of crushed garlic, added half a teaspoon of turmeric and the meat. After letting the whistle blow 5 times, I dumped the contents into a pot and let it cook in medium heat for 40 mins (if you have the time, cook only in a pot, in medium heat for 2 hours – the mea is juicier). Just before removing the pot, I added fresh spring onion leaves and without stirring, covered with the lid. As I watched them eat the meal I had made them, I knew that my gratitude was understood. Pak okays MFN status for India
IsLAmAbAD, NovEmbEr 2 (PtI): Pakistan today decided to grant the Most Favoured Nation status to India to boost bilateral trade, but made it clear that the move would not in any way affect its stand on the Kashmir issue. “After a lengthy discussion and a briefing by the Commerce Secretary, the Cabinet unanimously approved the Commerce Ministry’s summary to grant Most Favoured Nation status to India,” Information Minister Firdous Ashiq Awan told a news conference. The MFN status, which means that Pakistan will give trade treatment to India at par with its other partners, is likely to boost the bilateral economic ties. India had granted the MFN status to Pakistan way back in 1996. In 2010-11, India-Pakistan trade stood at USD 2.6 billion. Pakistan’s move to grant MFN status to India comes ahead of the November 10-11 SAARC Summit in Maldives, where the Prime Ministers of the two countries are expected to meet. All stakeholders in Pakistan, including the military, were “on board” for the deci-
sion to grant MFN status to India, Awan said. “The decision will lead to economic benefits and it is in the national interest,” she said. During the meeting of the Cabinet chaired by Prime Minister Yousuf Raza Gilani, several ministers raised concerns on issues like Kashmir which were discussed at length, Awan said. “Some Cabinet members had concerns about Kashmir, political issues and defence and strategic relations,” she said in her opening remarks. “Others raised issues related to national sovereignty and Pakistan’s territorial integrity. The Cabinet’s decision will cause no harm to the Kashmir cause,” she said. Awan, a senior leader of the ruling Pakistan People’s Party, made it clear that the decision to give India MFN status was not linked in any way to Pakistan’s support for the Kashmir issue. “Trade (with India) is a separate issue. It is a most important priority for Pakistan to continue its support for the Kashmir issue and the movement (for the right to self-determination),” she said.

NEW DELHI, NovEmbEr 2 (IANs): India Wednesday congratulated Nepal for sealing a crucial seven-point agreement on integrating former Maoist combatants into the security forces and and hoped that it will pave the way for a transition to an inclusive multi-party democracy. “This agreement provides a firm basis for successfully concluding the remaining aspects of Nepal’s peace process,” the external affairs ministry said here. “We congratulate the people and the political parties in Nepalfortheircommitmenttopeacefullyresolvingoutstanding issues in a spirit of consensus and for displaying enlightenedleadership,”theministrysaid.NewDelhiunderlinedthat it “fully supports these efforts to pave the way for Nepal’s transition to a pluralistic and inclusive multi-party democracy”. In a historic step Tuesday night, Nepal’s chief political parties set aside their differences to seal an agreement on integrating former Maoist combatants into the country’s security forces. Leaders of the major parties - the Maoists, Nepali Congress, Communist Party of Nepal (Unified Marxist Leninist) and the Madeshi parties sealed the deal at Nepal PM Baburam Bhattarai’s residence. According to the deal, 6,500 of nearly 18,000 Maoist combatants living in cantonments since the 2006 peace deal would be integrated into Nepal’s security forces. The deal was sealed days after Bhattarai visited India during which PM Manmohan Singh urged Kathmandu to spur the stalled peace process forward.
Awan pointed out that China, one of Pakistan’s closest allies, had bolstered its trade relations with India despite territorial disputes between the two countries. “We cannot live in regional isolation,” she said. Responding to a question on whether the Kashmiri leadership had been consulted on the decision to grant MFN status to India, Awan said the two parts of Kashmir were already conducting trade across the Line of Control. Bus services too were operating across the LoC, she said. Awan said Commerce Minister Makhdoom Amin Fahim had briefed the Cabinet about how he had engaged the Kashmiri leadership on the MFN issue. Awan further sought to link the government’s decision to steps taken by Pakistan’s founder Mohammad Ali Jinnah immediately after the Partition to improve trade relations with India. “The foundation for bilateral trade was laid by the Quaid-e-Azam in 1948 and what the Cabinet implemented today was in line with Jinnah’s vision,” she said. In response to another question, Awan said the government would take the issue
to Parliament. However, official sources told PTI that the government’s decision did not need to be ratified by Parliament. Commerce Secretary Zafar Mahmood dismissed reports in the local media about the adverse impact of giving MFN status to India, saying there was a “knowledge gap” between the reports and the actual situation on the ground. Some media reports had even suggested that Pakistan would not grant India MFN status before a scheduled meeting of the Commerce Secretaries of the two sides in New Delhi later this month. Analysts expressed surprise at the speed with which the government had acted on the issue after it was raised in Commerce Secretary-level talks in Islamabad in April. After India granted the MFN status to it in 1996, Pakistan had held out on reciprocating the move, largely due to opposition from religious groups and some political parties which felt that extending the MFN status to New Delhi would affect Pakistan’s stand on the Kashmir issue.

NEW DELHI, NovEmbEr 2 (IANs): Accepting that development of sanitation facilities in the country has been a “disaster”, Rural Development Minister Jairam Ramesh Wednesday suggested enhanced government funding to deal with the issue. “Sanitation is the biggest blot on the human development portfolio in India. The sanitation situation is disastrous,” said Ramesh speaking at the release of UN Human Development Report 2011 here. “We need massive public funding for sanitation,” he said adding there has been marked progress in providing education, and some improvement in making health care and drinking water available in the country. Making a comparison, Ramesh said while expenditure on water supply was Rs.20,000 crore annually, it was just Rs.2,000 crore on sanitation. WikiLeaks’ Assange loses extradition appeal
LONDON, NOvEmbEr 2 (AP): WikiLeaks founder Julian Assange lost his appeal against extradition to Sweden to answer sex crime allegations, but said Wednesday he will now consider whether to take his protracted fight to Britain's highest court. High Court appeal Judges John Thomas and Duncan Ousely rejected Assange's claims that it would be unfair and unlawful to send him to Scandinavia to be questioned over the alleged rape of one woman and the molestation of another in Stockholm last year. The 40-year-old has denied wrongdoing, and insists the case is politically motivated by those opposed to the work of his secret-spilling organization. "We will be considering our next steps in the days ahead," Assange said outside the court. He did not seem angry or visibly upset, despite the substantial legal setback. Lawyer Mark Summers confirmed that it was not clear whether his client would attempt an appeal to Britain's Supreme Court. His legal team has 14 days to decide whether to ap-
ply to the High Court, and then must try to persuade judges that there is a point of law to justify an appeal to the highest court. It means Assange will remain in Britain for at least several more weeks, and could potentially extend his fight against extradition into next year. At a hearing, the appeal judges confirmed that Assange would remain on bail, held under virtual house arrest at a friend's country estate in southern England. Legal experts insisted the odds are now stacked against Assange avoiding extradition to Sweden. "I think it's highly likely that he'll be in Sweden before the end of the year," said Julian Knowles, an extradition lawyer not involved in the case. Vaughan Smith, the owner of the country mansion where Assange is living, said his friend's prospects appeared bleak. "It's not good news," he told The Associated Press. Smith said Assange is concerned about the impact on his organization if he is sent to Sweden, fearing he would likely be held in prison as he contests the

They said Sweden had the right to issue a warrant for Assange, rejected claims that the alleged offense had been inaccurately described, dismissed issues over Sweden's process for instigating criminal inquiries, and ruled that the prosecutors had been proportionate in their actions. "This is self-evidently not a case relating to a trivial offense, but to serious sexual offenses," the judges wrote in their ruling, upholding an original court decision in February that Assange should be extradited. Assange has said the sexual encounters were consensual, and his lawyer, Ben Emmerson, had previously argued the allegations would not be considered crimes in England. The appeal judges said that apparent inconsistencies in some of the allegations against Assange should not affect his extradition to face questioning — even though those issues could be valid in any future trial. UNITED NATIONS, NOvEmbEr 2 (rEUTErS): There has been an "alarming resurgence" in the use of mercenaries in the past year, according to U.N. experts who cited events in Libya and Ivory Coast and called for action to halt the trend. A five-person U.N. panel on mercenaries, in a report to the General Assembly, also renewed its call for increased regulation of what it called the "ever-expanding activities" of private military and security companies. "In the last year, we have seen an alarming resurgence of the use of mercenaries in armed conflict -- often in new and novel ways," the group's chair, Faiza Patel, said. "In both (Ivory Coast) and Libya, the (panel) is deeply concerned about alleged mercenary involvement in serious human rights violations, such as summary executions, enforced disappearances, rape, torture, arbitrary arrests and detentions." The panel "encourages states to cooperate in order to ensure that mercenaries are arrested and tried," Patel said in an address on Monday to the General
Assembly's human rights committee. She cited reports that former Ivory Coast President Laurent Gbagbo hired some 4,500 Liberian mercenaries in a failed attempt to beat off the forces of rival Alassane Ouattara, who according to U.N. figures beat him in an election a year ago. Gbagbo was ousted in April. In Libya, she noted that the U.N. Human Rights Council had concluded foreigners from neighboring African countries and possibly Eastern Europe had taken part in the country's civil war and committed rights abuses, especially fighters for ousted leader Muammar Gaddafi. Patel told reporters on Tuesday her group would visit both Libya and Ivory Coast within the next few months. Use of mercenaries is outlawed by a 1989 U.N. convention, but only 32 countries are party to it. In a written report to the General Assembly, the U.N. panel urged countries that had not joined to do so "as a matter of urgency." The group also urged countries to address the problem of private military and security firms, an industry Patel said could be
worth anything from $20 billion to $100 billion per year and is being increasingly used by governments, companies and even the United Nations. The issue was dramatized by the 2007 killing of at least 14 civilians in Iraq, which has been blamed on security guards of the U.S. firm Blackwater, since renamed Xe Services. The guards say they fired in self-defense in the incident. "The potential impact of the widespread activities of private military and security companies on human rights means that they cannot be allowed to continue to operate without adequate regulation and mechanisms to ensure accountability," Patel said. The U.N. panel has drafted a proposed convention that would define what activities such companies could carry out, obligate states to set up national registration and licensing schemes, and set up an international monitoring mechanism. U.N. member states are currently studying the draft. An intergovernmental working group set up by the Geneva-based Human Rights Council is due to hold its next meeting in January, Patel said.

The water level on the key Rarm Intra Road, both inbound and outbound, continued to rise and the road became impassable yesterday. The flood has now killed 427 people, an increase of 42 from the figure reported a day earlier, authorities said. So far no deaths have been reported in Bangkok. The long stretch of Sukhumvit road whose either sides are dotted by high rise apartments where most of the expatriatesincludingasizeable Indian population live, has so far not been hit by the flood waters. The long road itself is the prime shopping district with shopping malls and hotels. Most supermarket shelves are stark and empty with people in a hoarding frenzy mode.
Philippines bans labour deployments to 41 nations
mANILA, NOvEmbEr 2 (AgENcIES): The Philippines, one of the world's largest labour exporters, has ordered a ban on the deployment of workers to 41 countries including wartorn Afghanistan and booming India where Filipino officials say there are inadequate protections against labour abuse, the government said Wednesday. Labour Secretary Rosalinda Baldoz said worker deployments to 125 other countries would continue because Philippine embassies have verified they have laws protecting foreign workers. A 2009 Philippine law requires that workers only be sent to countries that pro-
vide legal protection to foreign labourers, are a party to international labour protection accords or have agreements with Manila that guarantee against abuse. Nearly 10 percent of the Philippine population of 94 million work abroad, with many going to the Middle East. Carlos Cao Jr., who heads the government's Philippine Overseas Employment Administration, said the bans will take effect 15 days after the order is published in major newspapers. The countries affected by the bans are not major destinations of Filipino workers, he said. The few hundred Filipinos working in those
countries can remain there until their current contracts expire, Baldoz said. Multinational companies with high labour standards will be exempted from the ban even if they operate in countries like Afghanistan where the labour ban will be imposed, she said. Philippine lawmakers who passed the 2009 law "were very much aware of the welfare issues, exploitation and abusive practices in some countries," Baldoz told The Associated Press. The bans will be lifted if the affected countries take adequate steps to protect Filipino workers from abuse and allow them to seek help if they are maltreated, Baldoz said.
The countries affected by the ban include Afghanistan, Cambodia, India, Cuba, North Korea, Haiti, India, Iraq, Libya, Pakistan, Serbia, Sudan and Zimbabwe. Filipinos who wish to work overseas are required to obtain government approval, although some circumvent the regulation and travel abroad on their own. PArIS, NOvEmbEr 2 (AFP): The offices of French satirical magazine Charlie Hebdo, which published a special Arab Spring edition Wednesday with the prophet Mohammed as guest "editor", were gutted in a petrol bomb attack overnight, police said. The fire at the magazine started around 01.00 am (0200 GMT) and caused no injuries, a police source said. Charlie Hebdo published a special edition Wednesday to mark the Arab Spring, renaming the magazine Charia (Sharia) Hebdo for the occasion. The cover showed a cartoon of the prophet stating: "100 lashes if you don't die of laughter!" The depiction of the prophet is strictly prohibited in Islam. A witness at the scene, Patrick Pelloux, told AFP a molotov cocktail was hurled through the window and set fire to the computer system. "Everything was destroyed," he said. The magazine's publisher, known only as Charb, said he was convinced the fire was

LONDON, NOvember 2 (AP): Cricket bodies and the sport's former greats called for renewed efforts to stamp out corruption after Tuesday's conviction of Pakistan cricketers Salman Butt and Mohammad Asif for fixing parts of a test match. The Marylebone Cricket Club's Mike Brearley was among those to warn that the successful prosecution of the case against former captain Butt and bowler Asif does not allow authorities to relax their guard against corruption. The MCC owns Lord's, the north London ground on which Asif and fellow bowler Mohammad Amir deliberately bowled no-balls in a betting scam. "MCC believe that corruption is the biggest danger facing any sport, including cricket," MCC World Cricket Committee Chairman Brearley said. "The club believes that strong measures should be taken along the lines of deterrence, education, investigation and prevention at domestic and international cricket levels. "It is also aware of the tentacles of menace and threat that can entrap young players." Police launch formal probe into Terry racism allegations
LONDON, NOvember 2 (AP): Police began a formal investigation Tuesday into whether England and Chelsea captain John Terry racially abused an opponent, prompting the English Football Association to delay the outcome of its ongoing probe. Terry has been accused of directing a racial slur at Queens Park Rangers defender Anton Ferdinand during Chelsea's 1-0 Premier League loss on Oct. 23. Video of the incident was posted on the internet after the match. The Metropolitan Police assessed the incident after a complaint last week
and decided it warrants a full investigation. "Police were notified of an incident on Sunday October 23 involving alleged racial abuse," police said in a statement. "This is being investigated by officers from Hammersmith and Fulham." The FA, investigating the England captain just seven months before the start of the European Championship, will be careful not to hinder the police probe. "The Metropolitan Police has contacted the FA to make us further aware of their investigation into the matter," English football's
governing body said in a statement. "Due to this it would be inappropriate for the FA to comment until the police have completed their own enquiries." Ferdinand, who is black, has submitted his account of the incident to the FA and said he has "very strong feelings on the matter." The 26-year-old Englishman said he did not want to prejudice the inquiry with a fuller statement until investigations are over. But he has used his Twitter account to re-post messages of support and condemnations of racism.

he Ao Kaketshir Mungdang (AKM), the apex body of the Ao Students’ community will be organizing the third ‘We Care’ concert on November 4, 2011 at Imkongmeren Sports Complex, Mokokchung in aid of ‘Ao Milen’, the oldest vernacular newspaper in Northeast India, and the oldest newspaper in Nagaland published since 1932. This year’s edition of the concert dubbed ‘We Care III - Autumn Musicale’ is being organized in aid of the Ao Milen. “The official organ of the AKM” published six days a week from Mokokchung. The paper has undergone a lot of ups and downs over the years, but the AKM has rededicated themselves to keep the paper alive. At present the Ao Milen is an eight page tabloid sized newspaper printed in black and white from the Ao Milen printing press in Mokokchung. Ao Milen is a saga in itself, a household newspaper name in Mokokchung that has been disseminating news, information and education to the masses since its inception in 1932 by the visionary pioneers. residential music institute envisaging offering a 4-year Bachelors-level degree in music and subsidiary diplomas for specialized performances is to be functional by the middle of 2012 in Dimapur. The proposed institute, Nagaland Conservatory of Music would be an affiliation of Asian Institute for Liturgy and Music in Philippines. Infrastructure for the institute is being readied at Silver Oak Avenue in Darogapathar, 2nd mile in Dimapur said initiator Lipokmar Tzudir during an interaction with the Media here today. Tzudir and another initiator Shikiye Swu of the Nagaland Music Education and Arts Society agreed that the need for the music institute was felt when they were in the Philippines studying music; how they came to be acquainted with the challenges and difficulties faced by music students in the pursuit
of their ambitions in music, abroad. During the interaction, the institute’s governing board – members of Nagaland Music Education and Arts Society – said that the institute would be offering a full-fledged 4-year bachelors degree in music, concentration performances (also called “major” or “concentration” – denoting specialization in performing areas such as voice and specific instruments) and diplomas as well. The institute as an aesthetic academia would be affiliated with Nagaland University as well, the Media was informed. The institute envisages providing specialized music education and professional training “at international level” according to the society. The curriculum would enable students to broaden their skills and specialize in their concentration performances, they said. The concentrations for instruments
include the piano and for presentations, the voice. Tzudir informed that the institute would be catering to classes by faculties that include those from the overseas, as well as those from Nagaland. As for the course, the institution would also be offering short-term technical courses such as studio and live sound engineering, research facilities and two-year term diplomas among others. “The governing body of Nagaland Conservatory of Music is confident that this campus will soon become an international destination for performers, artists and scholars owing to its plan to establish a state-of—the-art auditorium for performance as well as recording and residency opportunities for artists and scholars to conduct research and engage in creative workers,” a handout from the institute stated. ugh Grant has become a father for the first time after a former girlfriend gave birth following a ‘fleeting affair’. The actor, 51, has had a daughter with Tinglan Hong, who is 19 years his junior. The pregnancy was not planned and the child, who has not been named, is now five weeks old. Grant is not believed to have been present at the birth but he is said to have spent around half an hour with her the following day before heading to Scotland to play in a golf tournament. Despite U.S. reports last night claiming that Miss Hong gave birth at the beginning of October, she had the child on the afternoon of September 26. The baby was delivered at the private Portland Hospital in central London by Caesarean section. It is believed the
mother used the name ‘Sophie’ Hong during her stay at the hospital. LONDON, NOvember 2 (PTI): The ICC may now initiate fresh investigations against Pakistani players Kamran Akmal and Wahab Riaz following the conviction of their team-mates Salman Butt and Mohammad Asif in the spot-fixing scandal, a newspaper report said. According to a report in the Daily Telegraph, the guilty verdicts handed out to Butt and Asif by the Southwark Crown Court on Tuesday, could form the basis of a fresh anti-corruption probe against wicketkeeper Kamran and left-arm pacer Riaz, whose names appeared during the entire controversy. "The International Cricket Council will examine closely evidence gathered by police officers in London who investigated the fixing case involving three Pakistan cricketers," the report claimed. "Both (Akmal and Riaz) were mentioned on several occasions during the case, linked to scams organised by Mazher Majeed. Akmal's name also crops up in correspondence between the agent and his fixing contacts around the world in evidence collated by police from earlier stages of the tour," it read. The report also read that during the hearing, Aftab Jafferjee, QC for the prosecution, said the roles of "Wahab Riaz and Kamran Akmal raise deep, deep suspicions." Interestingly, Akmal and Riaz were among the seven Pakistani cricketers, whose names appeared on recordings during the conversation between alleged bookie Majeed and the undercover reporter of the News of the World, which broke the scandal. Butt, Mohammad Aamer, Asif, Umar Akmal and Imran Farhat were the other five Pakistani players, whom Majeed named during the conversation.

When Mushfiqur fell shortly before lunch, done in by a ripper of a legbreak from Bishoo, a West Indies win became a formality, and they wrapped it up quickly after the break. The recklessness of Bangladesh's top-order batsmen will continue to
raise questions about their ability to bat for long durations. Their performances were characterised by bursts of attractive strokeplay, which brought quick runs but also betrayed a lack of responsibility and an inadequate grasp of the situation. Tamim had batted with caution on the fourth day after surviving two close calls and being reprimanded by Raqibul Hasan. In the third over on the fifth day, however, Tamim stepped out to Bishoo, who was turning the ball in from the rough, and tried to drive over extra cover; instead, he edged to slip. With a hundred there for the taking on a largely unthreatening track, and the prospect of a draw still alive, he threw away his wicket. In contrast, Mushfiqur seemed unshakeable at
the other end. He worked the ball around, used his wrists, was committed to playing along the ground and was prompt in dispatching the bad deliveries. He reached forward to ease Fidel Edwards through the covers to bring up his halfcentury and drove a full ball from Bishoo elegantly past mid-off.
