A press note issued by Hokivi Chishi President, DCCI termed it as an “eye opener and a wake-up call for all concerned” while pointing out that “constructive criticism” was always welcome and as such, the DCCI also stated that it would like to add a few points for a clearer picture to emerge. Price rise debate: DCCI puts in clarification
Dimapur, November 4 (mexN): A worker with the Central Institute of Horticulture in Medziphema has been accused of molesting a junior lady worker. The Medziphema Town Youth Organization issued a note today naming one Arvind Singh, a senior worker in the said institute, for the alleged crime. The youth organization said the accused “sexually molested” and “mentally tortured” a junior worker, unidentified. The woman was said to have been terminated form service without any reason, a note from the MTYO president Nito Krose and general secretary Asazo Talie said today. MTYO denounced the ‘senseless acts’ and has demanded that the authorities terminate the service of Arvind Singh from CIH Medziphema. The organization has requested the authorities to take all necessary action within 15 days. Failing to do so would invite the MTYO to take an own course of action and the organization ‘would not be responsible for the said cause.’

He also ruled out a roll back in the decision to decontrol petrol prices. “What prices are going up are prices of vegetables, prices of eggs, prices of fish, that is the secondary and tertiary food items. That is a reflection of the demand for
these commodities exceeding supplies,” the prime minister said. “That in turn, to some extent at least, is a sign of growing prosperity of our country. If our national income increases by 8 percent per annum and our population is increasing at 1.6 percent per annum, the per capita income is growing at 6-6.5 percent,” he said. “It is bound to lead to a demand for more diversified type of food basket. I am not say-
ing this is a fool proof way of describing this complex reality, but in analyzing food inflation, I think, this is an aspect that should not be lost sign of,” he told a press conference here. Asked about his reaction the protests back home over the recent hike in prices of petrol, the prime minister also said the decision to decontrol these prices was a part of the process to ensure fair play in commodity markets.
New Delhi, November 4 (iaNS): The Supreme Court Friday issued notice to the central and state governments on a petition seeking fast tracking of trial of cases against 162 MPs facing serious criminal charges. An apex court bench headed by Justice P. Sathasivam and Justice Jasti Chelameswar said that if it was true that 162 MPs faced criminal charges, then it was “very disturbing”. The duo took the challenge, “Discover Nagaland on a Bicycle” with no sponsors or help from the state government but they have been successful in making their sheer aspiration to become a reality. Their next stop is Peren district after which they will go to Kohima and end the tour in Khonoma village. Commenting on the road conditions, they said that Zunheboto district and in some parts of Tuensang district, the roads were “horrible”. On which Sievituo Solo said: “…some roads are meant for Horse Power Challenge and not cycling”. He added that in Yakko area (Tuensang district) the mud was above ankle that they couldn’t pedal but had to climb down from their sits and push their bicycles.

The petition said that it was through such elected representatives that people elected “our prime ministers, chief ministers and other ministers. “Thus, there is an urgent need that through speedy trials and independent investigations, they should get an opportunity to clear their names in a short span of six months from the day they get elected or face the consequences for their past criminal actions.”

Naga Hoho rues non-Naga criminals
Dimapur, November 4 (mexN): The Naga Hoho is dismayed that as if crimes from Nagas individuals aren’t enough, the extent of crimes from anti-social elements from “different communities” are increasing and becoming ‘unbearable.’ The apex Naga organization stated today that all Naga citizens and organizations make a stand and curb the menace. “It is undeniably fact that Dimapur has become a safe haven for all forms of
anti-social elements from different communities which is becoming unbearable. Let the initiatives of Naga Council Dimapur be a stepping stone for every individual and organization and further appeal to all faithful citizens to join the clarion call towards curbing such menace from our society,” the Naga Hoho said. The organization expressed support for the recent “people’s campaign against anti-social activi-
ties.” The organization issued a brief press release today, appended by Nikhrolo Khalo, assistant general secretary. The ‘hoho’ lamented the increasing anti-social activities such as extortion, kidnappings and rape in the Nagas’ society. “This menace has become a matter of serious issue for every walk of life which could be eliminated only through concerted effort and mass participation,” the Naga Hoho press release said.

Lalthara challenges youth to re-learn obedience

Asserting that what the young people need most today is self-discipline, Chief Secretary Lalthara today challenged the youth to relearn obedience. Gracing the 45th annual prize distribution- cumparting social of Kohima College here today, Lalthara said that lack of discipline and spirit of rebellion spoils most of the youths’ life. Laltharaassertedthatone cannot go astray when obedience is developed and asked the students to develop obedience to their own conscience toyieldthefruitofsuccess. The Chief Secretary was appreciative that Kohima College was growing from strength to strength and lauded the principal and faculty for its good perfor-
mance sheet. Lalthara said it was apprehensive about taking over Kohima College by the government earlier that the quality of teaching and performance may come down. But such apprehension has been overthrown. He expressed happiness that instead of deteriorating, the performance of the college is improving and moving from strength to strength. Stating that some colleges do not admit certain category of students, he was happy that Kohima College has been accepting all kind of students and moulding them, which is a big achievement in itself. “Many colleges are very selective but you are not selective,” he said and termed it a good sign. In the meantime, he also challenged the students to continue to en-
hance the prestige of this college. Latter, Lalthara gave away prize to students in various disciplines. Earlier, Kohima College principal C. Khalong Ao in his keynote address said that Kohima College is one of the largest college not only in Nagaland but in the entire north east with an enrolment of 1847 students, 37 teachers and 31 ministerial staff. In regard to performance of the college in 2011 examinations, it produced pass percentage of 71% in BA and 66% in higher secondary. He declared that Kohima College is going to get NAAC assessment very soon for which intent study has already been submitted. Once the college is accessed by UGC, he said, Kohima College will find in the list of prominent colleges
which would then attract students not only from the state but outside the state as well. He also stated that Kohima College had produced many toppers including 2 toppers in Tenyidie department and one in history department. Stating that tomorrow belong to students, the principal asked them to study hard and excel. “You have potential. If other can do it why cannot you,” he said. Referring to continuous process of learning, he said degree is not enough and asked the students to turn information into knowledge and knowledge to wisdom. Dimapur, November 4 (mexN): In reference to the allegations made by the NPCC Media Cell on exorbitant of essential commodities published o November 2 and the subsequent response from the DMC, the Adhoc Town Council, Purana Bazar, East Dimapur has clarified on the rate of bricks and sand. The Adhoc Town Council in a rejoinder issued its chairman Vihoshe Awomi stated that ‘all brick kilns are situated under the jurisdiction of this civic body and hence it was shocking to see the DMC interfering with our affairs.’ To make the matter clear, the Council cited the order by the district administration dated 13th of July 2011, vide No DEV/11/RATE/2009 where the rate of 1st class brick has been fixed at Rs.5 per piece. A copy of the same was forwarded to the Chief Executive Officer, DMC. Since the matter falls under the preview of the Adhoc Town Council, it is requested that interference will not be tolerated and the Council request all concerned to consult the Adhoc Town Council in case of any matters which falls under their jurisdiction. The Adhoc Town Council has also informed all concerned that they are doing the best to streamline the rates of essential commodities within their jurisdiction and will continue to do so for the general interest of the common people.

economic change because of their hard working the farmer are harvesting the fruits which were given during his time. He also said that IWMP is more friendly to the farmer as compare to that of IWDP because under this project every inched of the land under the project will be implemented, adding that the villagers will be the really beneficiaries. imphal, November 4 (NNN): Sadar hills District Demand committee (ShDDc) on friday has tactically warned that if the state Government of Manipur fails to fulfill its long-delayed demand for formation of Sadar hills district, it will decide to take up further agitation saying that the economic blockade, earlier imposed by the committee had not been called off yet but it had been 'temporarily withdrawn' following the assurance given by the State Government. The ShDDc is seriously eying and awaiting the government’s next decision as the committee on Re-organization of Administrative and police District boundaries will be submitting its report to the government on November 25, said Tongen Kipgen, general secretary ShDDc friday. "The committee will review its stand in case the government failed to implement its demand in time because the economic blockade imposed by ShDDc was suspended and it has not yet been called off", Kipgen warned. Goverment to unveil National Telecom Policy in January, 2012
said the media is confusing between Trai’s recommendations and the Telecom Policy. “People must understand the difference between policy and Trai’s recommendation. The Trai recommendations deal with the nitty-gritty of mergers and acquisition and all the other specific issues which never go in to policy,” Sibal said. The draft of the National Telecom Policy, 2011, was announced by Sibal in early October with a major thrust on transparency, an improved investment climate and promotion of consumer interest. Under the draft plan, the Telecom Ministry is also looking to facilitate nation-wide free roaming, frame an exit policy for operators to surrender licences, give a push to indigenous manufacturing and promote an eco-system for development of a self-dependent telecom industry.
neW DelhI, noveMber 4 (PTI): The much-awaited National Telecom Policy-2011, will be unveiled in January next year, Telecom Minister Kapil Sibal said today. The policy was earlier expected to be unveiled by December this year, but delays in receiving recommendations have pushed the date to next year. “The (draft) policy I have already announced as I had committed. Industry wants some more time to respond, we will give them time. All what will happen is finalisation of the policy will happen in January instead of December,” Sibal said here at an event. He added that Trai’s recommendations on the National Telecom Policy have just come in and the Department of Telecom is looking into the same. “The Trai recommendations have just come, we will consider them, call Telecom Commission (meet)... move to Cabinet,” Sibal said. ‘Petrol price hike to have some impact on inflation’
neW DelhI, noveMber 4 (PTI): Finance Minister Pranab Mukherjee on Friday said the recent hike in petrol prices will have some impact on inflation, which is currently hovering close to the double-digit mark. “Of course it will have some adverse impact on inflation. But the oil prices are going up and petrol is a decontrolled item,” he told reporters in New Delhi. Oil companies on Thursday raised petrol prices by Rs. 1.80 per litre, citing the impact of rupee depreciation on the cost of crude oil imports. Following the increase, petrol in Delhi will cost Rs. 68.64 a litre. On why the government’s allies were not kept in the loop about the price hike, Mr. Mukherjee said, “Nobody in the government knows... because petrol prices are increased by the petroleum companies, not by the government. Diesel, kerosene and gas are controlled items.” UPA partner Trinamool Congress has expressed unhappiness over the petrol price hike. While the CPI(M) has demanded the immediate rollback of the petrol price hike, the main Opposition party, the BJP, has termed it as “midnight deceit”. BSNL likely to lose 1,600 top managers to telecom dept
KolKaTa, noveMber 4 (PTI): Bharat Sanchar Nigam Ltd (BSNL) could soon lose a sizeable chunk of its top managers at the circlehead level as a majority of its 44-odd chief general managers (CGMs) are likely to return to the Telecom Department (DoT). The circle heads are ‘Group A’ ITS officers who have been in BSNL for more than a decade on deemed deputation from the DoT. There are nearly 1,600 Indian Telecom Service (ITS) officers on deemed deputation in BSNL, in the rank of DGM, GM and CGM, who have been asked to take a call by
November 4 on whether they wish to return to DoT or be absorbed in BSNL. Barring a few, a majority of the CGMs are likely to dismiss the BSNL absorption call and opt for repatriation to DoT, a senior executive with direct knowledge of the matter told ET. Fearing a potential emergency, the BSNL board is working overtime to have a back-up senior management team to ensure zero disruption. The repatriation exercise, however, will not impact BSNL’s top deck as four directors and CMD have already been absorbed in the governmentowned
telco. Be that as it may, all leave applications of senior BSNL officers in the rank of DGM and above, beyond November 7, have been cancelled to manage the transition effectively. An official BSNL memo dated November 2, a copy of which is with ET, does not give reasons for such blanket cancellation of leaves. But two executives familiar with the matter said any fresh leave applications at this stage would entail further updates in the officers’ service book records. MuMbaI, noveMber 4 (agencIes): German automaker Daimler has lined up dozens of trucks that it will launch in India starting next year to challenge the dominance of Tata Motors and Ashok Leyland in the country’s lucrative truck market. The world’s biggest truck maker, which plans to launch its heavy vehicles under the Bharat Benz brand in India, will showcase its entire range at the Auto Expo in Delhi in January. It plans to have a complete range of trucks from 6 tonnes to 49 tonnes for India and will roll out the first prod-
uct by June-August 2012. “Starting from the middle of next year, the company is likely to launch literally one new product or a variant every month until the end of 2013,” a company official said, requesting anonymity. To be made locally at its Chennai unit, the company plans to price the vehicles competitively with a premium of just 5-10% over Tata Motors, the official added. Price rise debate: DCCI puts in clarification At the outset, the Dimapur Chamber of Commerce and Industry (DCCI) would like to state that we have no political colour whatsoever. However, the recent press release issued by the Nagaland Pradesh Congress Committee (NPCC) and the subsequent clarification from the Advisor, (i/c Rate Control) DMC in the local dailies over the past few days,
is an eye opener and a wake-up call for all concerned. Constructive criticism is always welcome and as such, the DCCI would like to add a few points for a clearer picture to emerge. Firstly, the DCCI is the apex body of various business organizations under its jurisdiction (Dimapur). The aims, objectives and functions of the DCCI is vested in uplifting the cause and welfare of the business community in particular and in the interest of the consumers at large, and also to encourage local entre-
preneurs to explore the vast avenues in the private sector. The DCCI would like to clarify to the Advisor in charge (Rate Control), DMC that we have no authority whatsoever in fixation of rates. As an Advisor in charge of Rate Control, he is expected to understand that fixation of rates of various commodities is the prerogative of the DMC, District Administration and the State Government. His statement that the trade unions have to clarify to the public regarding price rise is totally irrelevant and devoid of any

rationality. If such is the case, then for what purpose is he heading the Market Rate Control Branch of the DMC as Advisor in charge? One should not forget one’s own responsibility and put the blame on others. There is no rate chart whatsoever of the DCCI or any trade union displayed in any market place or shop other than that of the DMC which he himself has admitted and is there for the public to see. As the apex body of the business community in Dimapur, we are well aware of
our responsibilities and as such, we anticipate that in future, the blame should not be shifted upon the business community. However, the case of individual businessmen or defaulters resorting to unwarranted price hike cannot be ruled out. Such unscrupulous traders in no way represent the interests of the entire business community. As such, the DCCI strongly appeals to the consumers to have a sense of responsible consumerism and immediately report such matters to the authorities concerned and to

the Grievances Cell of the DCCI (which has been set up for such purpose) without any hesitation so that appropriate action may be taken upon the defaulting businessmen / traders. For the ready reference of all concerned, the DCCI is enclosing the rates of various commodities of various cities and towns for the consumption of the public. agas are very fond having animals, birds and reptiles as pets at home, especially dogs and cats. We love to nurture them and have them as companions. So, how do we react when our pets meet with an accident, gets sick or falls ill? The usual way of using herbals and ayurvedic treatment available at home is not the solution. Animals need special care and a different set of treatment. A small wrong move or treatment can be fatal for animals because they are more sensitive than human beings. Well, the concept of reaching out for a veterinarian is to provide the basic needs to our pets, for they deserve to be treated on equal terms. Here is an exclusive interview with Dr. T. R Wati, one of the pioneers in Nagaland who owns “Animal Health Center”. Animal Health Center is one of the animal clinics in Nagaland with proper facilities. I met him first a few days ago at his clinic, when I took our puppy to be treated. His devotion, the way he treats animals, and the way he talk to his clients with such a degree of humbleness impressed me.
Andres: So, what types of animals and birds do you treat here? Dr. Wati: Actually, I’m ready to treat all kinds of animals and birds. But, I’ve been mostly dealing with swine cases and pets because these are the common cases in Nagaland as of now. Andres: What does your work entail? Dr. Wati: Usually I’m here in the clinic by 8:30 in the morning. I work here till 5 in the evening. But, there is no fixed work timing for me. Whenever I get a call that’s my work timing, I am ready for anything.
Andres: Wow, that must be lot of work, isn’t it? Dr. Wati: Yes, it is. But I enjoy what I do, so I have no complaints. Eat vegetables and fruits are high in fiber such as green vegetables, bananas, tomatoes, carrots, cantaloupe, and oranges. 6. Run anti-stress therapy to reduce stress and you are able to control your emotions. 7. Quitting smoking also contributes greatly to reduce high blood pressure or hypertension. 8. Take control of your cholesterol levels. 9. Take control of your diabetes. 10.Avoid drugs that can increase blood pressure. Consult your doctor if you are receiving treatment for certain diseases, to ask for drugs that do not increase blood pressure.

Why Murakami's best-selling '1Q84' is worth the wait

hen Shinchosha decided not to run a pre-marketing campaign for Haruki Murakami's new and highly anticipated twovolume novel, the publishing house must have banked on the book creating its own hype. It worked. The void soon filled with publicity and media speculation about the book's only available information: its title. In the weeks leading up to the release of "1Q84," Tokyo's radio talk-show hosts and television personalities buzzed on and on about probable links to George Orwell's "Nineteen Eighty-Four." (Confused? "1Q84" is a pun playing on the identical pronunciation of the Japanese number "nine" and the letter "Q.") Nothing invites wordplay quite like wordplay. People have been quick to poke fun at "1Q84" by calling it I.Q.84. While this sort of joke may seem (excuse the pun) novel, revisiting "Nineteen EightyFour" has not slipped out of fashion since the book's first printing in 1949. Terry Gilliam's dystopian film "Brazil," inspired by Orwell, had the working title of "1984 and 1/2" and Anthony Burgess' two-part tribute to Orwell's work was entitled "1985." Now, in "1Q84," Murakami downsizes Orwell's totalitarian "Big Brother" regime to a group known as "little people." "1Q84" begins with a female protagonist, Aomame, descending an emergency staircase to an alternative reality. Though oblivious at first of having accomplished this feat, she starts to notice tiny peculiarities such as an adjustment in police firearms. Observations at odds with her memory add up and Aomame becomes increasingly confused. Yet she is, for no particular reason, easy to relate with — a fact that becomes unsettling after we watch her commit a series of murders. Why does Aomame kill? In the beginning we are not given many clues. One possibility is that she was teased too much for her eccentric surname, which means "Green Bean." She says: "If I had not been born with this last name, I wonder if my life would have taken a different shape. For example, if I had a common name like Sato, Tanaka or Suzuki, I might lead a bit more of a relaxed life and look upon the world with a bit more of a magnanimous eye." The chapters of this 1,060-page novel are divided evenly between Aomame's bizarre experiences and those of Tengo, a university entrance-exam math prep instructor who has difficulty
relating to children. Tengo is of the same ilk as many of Murakami's heroes: He is relatively passive, often ignored, not terribly successful and manages to find leisure time for sexual intrigue. Living in limbo, Tengo writes fiction, but this, like his other pursuits, is stuck at a threshold: "I could hardly say that I'm a legitimate teacher; and though I write novels, none have appeared in print so I'm not yet a novelist either." Tengo's lack of experience as a published
author does not stop him from agreeing to secretly rewrite a 17-year-old girl's submission for the sought-after Akutagawa Prize. Tengo's efforts to dupe the literary award's selection committee unfolds on a circa 1984 word processor as he reworks the girl's surreal novel about a commune of little people, a girl and a blind goat. Murakami uses this novel-inside-a- novel micronarrative to discuss issues ranging from the writing process to cultism. While some of these motifs are a first in Murakami's repertoire of long fiction, he has honed in on many such themes in nonfiction. For instance, in "Underground" (2000), Murakami interviews 68 people (victims and perpetrators) tied to the cult Aum Shinrikyo's 1995 sarin gas attack in a Tokyo subway. Murakami argues that the attack ought not to be written off as the lunacy of a few, but that it reveals the failings of mainstream Japanese soci-
ety. In a similar vein, "1Q84" revisits the oppositional relationship of cult and culture by examining the psychological interior of an Aum-like group. Given the gravity and previous treatment of Murakami's motifs, readers might imagine "1Q84" to be a slog to get through, but this is not the case, thanks to subtle humor and fresh narrative details. We meet a spinach-loving German Shepherd, hear of a car accident caused by a sneeze and find a second moon in the sky. "1Q84's" anecdotes are conveyed mainly by a third-person narrator, which departs from the first-person perspective of Murakami's previous novels. The perspective allows for the narrator's distinct voice to bait readers with dramatic, humorous and purposefully imprecise language. For example, we are shocked to learn that Tengo had been romantically involved with at least one of his students, but in the next sentence it is revealed that the affair in question occurred after the girl had left prep school, come of age and entered university. Readers may wonder if Tengo and Aomame live in a world similar to Orwell's or if they inhabit our own 1984. After all, Michael Jackson's hits flow out of car radios, NHK employees go door-to-door collecting television fees, Princess Diana is alive, and Iran-Iraq war news is broadcast. In "1Q84," the borders of Murakami's world and our own become less clear: Strangeness starts to seem familiar and the familiar starts to seem strange. This uncanniness leaves a lot of puzzles open for interpretation, yet vivid detail and sharp wit tether readers to "1Q84" as it reorients us to the violent circularity of 20th-century history. Murakami's fiction has grown increasingly relevant to our understanding of the world today, and this time his craft is more refined than ever. Decades of Murakami's experimentation with voice and style have culminated in sophisticated but simple prose that avoids pretension (except when he mocks Japan's literary culture). In addition, the characters' intonation, gestures and facial expressions are described with a new degree of precision. Though the initial sales of "1Q84" have come from name recognition and media buzz, as time passes, it could be received as Murakami's magnum opus, or at least the best novel of 200Q. This novelmired in death and fetish, leavened with humor -may become a mandatory read for anyone trying to get to grips with contemporary Japanese culture.

Crows Zero consciousness. Then I woke up from the day slumber. What and acrid zenith to a blissful dream! I drank tea and went on with my own businesses. Obviously I saw those usual skimpy school girls going with their topics full of the previous night’s Korean TV shows or movies, some on the Edward and Bella stuff (twilight), also not forgetting the certainty that they were all under one banner of competition ‘whose skirt is shorter?’ Meanwhile, the skinny and cool guys came around on their colorful hair-dos and fringes, Korean egos talking about gang fights and their latest fights. It is not an unknown certitude that Korean culture is about to annihilate our culture, that it is dominating every teen’s mentality, brainwashing the present generation with

ideologies far too great for us to adopt and adhere on. Yet we attend to it. Well, many educated youths have turned their attention towards this Korean trend and are writing about it extensively almost in every paper and magazine a Naga would read, and also every blog a Naga would log in to. These articles are very distinct and demanding and they are helping. We always talk about Naga-Koreans (by which I mean those who are following their culture), their behaviors and conduct. Not forgetting the Korean companies investing in Nagaland where many youths are allured and are being employed
or unemployed in some way. This is the actual face of the present cultural criticism, nonetheless we have another face on this matter. ‘Luxury’ in a general sense is the other face, we wouldn’t admit because we do. If we go around colleges and schools, there’s a big deal on the costs and brands of what we wear, eat and use. We don’t like buying cheap apparels accepting the disgusting fact that it is not our standard, save the reasons and lifestyles. But I’d rather say this is true than to be quiet without. The gospel that the Western missionaries brought to the Nagas wasn’t at all everything we wanted. The mission-
aries did not bring their culture but instead the gospel was the reason for their advent. I guess that wasn’t enough, we of course embraced the good news for which we are very thankful to God and the missionaries. But as the world reaches the heights of civilization, the modernized world also dawns in with its culture into the culture of Nagaland, terminating all that is on its way and generating new ideologies on the surfaces that it step. A Naga who lives in a city would turn up his/her nose at a villager or a fellow home brother/sister, everywhere we gaze there is a superior mental thinking especially on the things that we buy and use. Why do such things happen? I’d say we are good actors who can ape others ex-
actly. Teaching a monkey isn’t difficult or any other animal because the master is the entire source, the animal will do what the master teaches. Dr. Hokishe Sema said, “The turbulence of the hill streams automatically decline when they emerge into the main stream. Our endeavor is toward that end”. There was once a threat which was establishing its root here in Nagaland and gradually it is growing, and that threat is the inclusive Korean culture. Now we have the other threat which will surely manifest its influence here in our unique traditional society. Pathetic it may seem, nobody can stop us from joining the main stream though our stream in unique and clean. Let us lose ourselves in the big wide sea of salt and bitterness.

However, it seems to have become a norm in Nagaland. Bribery, nepotism, abusing the system by high officials, electoral fraud, organized crime etc have become a way of life whether we like it or not. They seem to be so well based and blended with our sociability that it only seems natural and expected. Our gregariousness, laziness, openhandedness and personal insecurities have given way to corruption. In my opinion, corruption can never be completely eliminated. However, to check and to bring corruption to a minimum level, a strong law enforcing agency is what we need. But we don't trust our law enforcing agencies much, do we? Then we need civil societies and individual social workers who could utilise the RTI efficiently. We need whistleblowers and a law protecting them. Achah BratSy Tangshu: We cannot completely uproot corruption in our generation but we can start to try uprooting right from this moment. We need to bring change in ourselves and our family to change our society and hence our Government. A specific bill cannot change anything!

My suggest is therefore not how to eliminate but to study the areas/factor that lead to corruption, how do we approach the corrupted man/ women? How to treat them in society? We Nagas take everything for granted....when we see something illegal going on also, we never tend to report or voice against it. Externally we roar like lions but inside we are too timid and fearful....the reason maybe the disunity among the Nagas. The first step is for society to accept that the practice is existent, for it is only with self-realization that this scourge be minimized; Only then can society play any role in fighting corruption, by demonstrating strong abhorrence towards it. Making honesty a basis of life is the biggest challenge that we're facing in this modern world. Efforts should be made to instill integrity because a person with high integrity would not commit corrupt practices under any circumstance. We should get back to our schools and instill honesty and integrity at formative stage, we should get back to our local leaders and village heads, our leaders of tomorrow and instill a sense of integrity, honesty and fellowship in them, for it is only when we guide our future leaders today that our tomorrow could be corruption free and future forward. Nitoka V Swu: Not only do we need good, honest and god fearing leaders as some of you have mentioned but we also need good & brave citizens who without any fear and hesitation will raise and stand for our rights against injustice. The world is corrupted or let me say our society is corrupted not only because of the dishonest leaders but also due to the silence of the innocent/honest citizen thereby indirectly encouraging them.
Kevin Yepthomi Naga: Today around noon time, on my way home I was caught in a traffic jam at the smaller lane of the only fly-over in Dimapur. And being stuck there for about an hour, I was somewhat irritated and it got worse when I saw that the cause of the jam was because two police gypsy coming from the wrong side of the traffic and that too in one way route. And so, as irritated as I was, I told them how they can do that when they are the police who should be setting example. One sub-inspector sitting inside the gypsy started threatening me! I wanted to take a photo and upload it but restrained myself from doing so, so that I don’t cause a scene there and worsen the jam. How do you suppose one can bring some sense to Nagaland’s chaotic traffic condition when the ones that are supposed to enforce it are breaking it? Maybe for one day, around 1000 youths come together both at Kohima and Dimapur, help traffic police, assisting, in parking on the right place, right way, drive single line. I bet it will make a difference! Vikeduo Linyü: Peter Rutsa just told me "The VIP's are still very disobedient overtaking even when the traffic is flowing smoothly, the parking system is very inconvenient for the public it needs to be modified and he is ready with his camera to capture" he will give update later in the evening. Alemchujang Walling: As far as I have seen, the worst traffic offenders are the VIP escorts, VIP vehicles and the para-military forces. The way they move and act resembles some Colombian drug lord's armed convoy. Hooligan stares and abuses from the escort cars are enough to make anyone flush with anger. Red flags and ear drum wrecking whistles during peak hours of traffic are their trademarks. I really wonder at the audacity of VIPS with their half-baked escort crews moving at lightning speed from one place to another and stealing more and more public money. High Class Master Thieves On Fast Wheels. Andrés M Molièr: A week after I came to Dimapur. I sour my mouth with the supposed to be VIP, his driver and two body guards. In PLAIN WORDS, the driver did not know what is TRAFFIC RULE. And those in Uniforms were not any better, plus the extra weight man seated with dark glasses. The driver parked the car in the middle of the road blocking other cars plying on the road. He was trying to reverse the car, I called out, "Don't your car have a reverse indicator? It's an SUV for the love of God." I got off and bang on the window asking the driver for an explanation. They tried to scare me off, but hell I was not going to buy them for any good. I called the big man and said him, "If you forget who you really are. We elected you, which makes you OUR SERVANT. First US and then YOU! Keep that in mind. Besides, you are dealing with a man who is more QUALIFIED and KNOWS the COUNTRY better than YOU." He had nothing to say. It went for almost 10 minutes. I made them Wait and let the me and other cars passed first. NO, we can't tolerate them any of their nonsense.

Lily Angali Kez: Most of us will be knowing about this but let me share again :) I was overwhelmed to watch MasterChef India introducing Axone in their menu! The entry of judges was funny since they had their mask on before opening the cover and then they made an intro regarding the flavour and popularity of Axone in Nagaland's curry. Three continuous episodes were aired on Axone :) I think it made a step for the future generation to open up restaurants in other states saying Naga Dish, just like how we popularly call Chinese dish and Indian dish. But as we look back we can say that our food items, cultures, customs n folklores has come to light among the tourists through Hornbill fest! So hats off to that! Neisa Bel: Lily why wait for the future generation to introduce our menu in restaurants? We can just open up a small restro with Naga special dishes near metro cinema just beyond our flat, hot spot, hot served, rare menu haha! After all, everyone of us at home are no less than an expert cook. We can do that as a part-time job, that way we can expose our talent in cooking, else and u can try zeliang, rengma, lotha special dishes, Neikhrie and myself will go for Angami, Sema and other specials :) Mheche Mero: Gordon Ramsey has made high praises for the Naga style of cooking. Especially Naga pork. You can check it out in you tube. Our food has gone international. Zeu Koh: Whoever supplied axoni to the show should publish a public apology to all axoni loving nagas! Axoni in a chocolate cake? That's Axoni UNDER-RATED! Way to go AXONI. Keep shining wherever you are :) Lawrence: Vikas Khanna, the Amritsar-to-America chef who replaced Akshay in this season of MasterChef India, introduced the alien element to the contestants as “a fantastic ingredient from the most beautiful state of Nagaland; very strong smell but delectable.” The intro came with a caution that generous use of axone could be disastrous while miserly use could result in bland flavour.

New Delhi, November 4 (PTi): The National Commission for Women will soon start a 24-hour helpline to assist women in distress, its chief Mamta Sharma said Friday. “A 24-hour helpline on a toll-free number will be started by the NCW in three months,” Sharma told reporters here. “This will expedite registration of complaints and assist speedy solutions,” she said. The helpline will provide counselling as well as immediate help to those in need, an NCW member told reporters. “The helpline will provide counselling for those who need. Apart from this, for those who need immediate rescue, we will provide help from local police and hospitals. We are also consulting a number of NGOs for assistance in this,” the member said. Presently, NCW accepts online complaints on its website. Nearly 563 complaints were received between August and October this year.

New Delhi, November 4 (PTi): The Supreme Court on Friday sought response from the Centre and the states on a plea seeking fast track court proceedings in criminal cases pending against Members of Parliament, saying it is “very disturbing” that 162 lawmakers are facing various criminal charges. A bench headed by Justice P. Sathasivam said the matter required consideration and issued notices to the Centre and the state governments asking them to file their responses within a month. The court passed the order on a PIL by former Chief Election Commissioner J.M. Lyngdoh pleading that the cases pending against MPs should be referred to fast track courts for quick disposal. Senior advocate Rajiv Dhavan, appearing for Lyngdoh, submitted that 162 MPs were involved in various criminal cases and out of them, 76 were facing charges of serious nature and that they must be referred to fast track courts for timely disposal.

Ramalinga Raju and his brother B Rama Raju, the Supreme Court today granted them bail in the multi-crore accounting fraud involving the software firm. Along with Raju brothers, a Bench of Justices Dalveer Bhandari and Dipak Misra also granted bail to Satyam’s former Chief Financial Officer Vadlamani Srinivas on a personal bond of Rs 2 lakh each with two sureties of same amount. New Delhi, November 4 (PTi): The Comptroller and Auditor General (CAG) will now scrutinise all the schemes of Rural Development Ministry and Ministry of Drinking Water and Sanitation, Union Minister Jairam Ramesh said on Friday. Announcing the decision, Ramesh said the two Ministries annually spend Rs 88,000 crore which is the single largest amount of public expenditure other than Defence and it is very important to have CAG audit in the Ministry schemes for ensuring accountability and transparency. “Now all schemes of the Ministry of Rural Development and all schemes of the Ministry of Drinking Water and Sanitation will be open for CAG audit depending on the schedule that CAG de-
cides,” he told reporters here. Describing CAG as a body that is empowered by the Constitution, Ramesh said the Accountant Generals in different states will be empowered to carry out the audit of Rural Development Ministry expenditure for various schemes including MGNREGA. “I should be held accountable, the state should be held accountable, the local bodies should be held accountable. All of us should be held accountable. It is not enough for me to say that we are giving the money and somebody else is implementing it,” the Minister said. The CAG may conduct not only financial audit and compliance audit, but also performance audits with regard to these schemes. “To begin with performance audits of MGNREGA in 12 states will be taken up. These states are Assam, Andhra Pradesh, Bihar, Chhattisgarh, West Bengal, Jharkhand, Madhya Pradesh, Rajasthan, Gujarat, Maharashtra, Orissa and Uttar Pradesh,” he said. Both the Ministries have also taken the initiative to prepare a common accounting format for all rural schemes in consultation with the CAG which will lend itself not only to internal check and monitoring by the two Ministries but also audit by the CAG and eventually accountability to Parliament, Ramesh said. “A committee is being set up under

The committee will also identify appropriate standards for financial reporting and disclosure, including suggest changes in present format of utilisation certificates (UCs) and recommend how the accounting and financial statements can be made ITenabled, Ramesh said. The Minister said that it has been endeavour of CAG that the internal control mechanisms in government are strong. “Towards this end, the Ministries of Rural Development and Drinking Water Supply and Sanitation and the Comptroller and Auditor General initiated a joint exercise to prepare checklists to enable the two Ministries to put in place an efficient internal control system for monitoring the expenditure incurred as also the quality expenditure,” he said. It will be finalised and made public in three weeks time, the Minister added.

WORLD Briefs Japan agrees to give 12 bn dollars to nuclear plant operator Tokyo, November 4 (DPA): The Japanese government approved a request on Friday for some 900 billion yen (11.9 billion dollars) of aid by the operator of a damaged nuclear power plant, which faces claims from victims of the nation’s worst atomic accident, local media reported. The funds will help Tokyo Electric Power Co (TEPCO), which runs the Fukushima Daiichi Nuclear Power Station, meet compensation payments. The plan will also require TEPCO to slash at least 2.5 trillion yen in costs over 10 years in order to receive the aid from a statebacked institution established in September.

Berlusconi earlier agreed to allow the IMF to monitor its progress in carrying through reforms whose delay has sapped market confidence in Italy and ravaged its government bonds. Answering questions at a press conference at a G20 summit in France, Berlusconi said he did not believe his time in government was coming to an end despite a rebellion by government supporters in parliament. The accident in the coal mine in the city of Sanmenxia in Henan province occurred Thursday evening when 75 miners were working in the shaft, the official Xinhua News Agency said. Fourteen workers escaped. The Qianqiu Coal Mine belongs to Yima Coal Group, a large state-owned coal company in Henan, the State Administration of Work Safety said on its website. Xinhua said a magnitude-2.9earthquakeoccurred to the east of Sanmenxia and that the rock explosion happened about 30 minutes later. The phenomenon known as a “rock burst” occurs when settling layers of earth bear down on the walls of a mine and result in a sudden, catastrophic release of stored energy. China’s coal mines are the most dangerous in the world, although the industry’s safety record has improved in recent years as smaller, illegal mines have been closed. "The nations of China and Russia, through their intelligence services and through their corporations, are attacking our research and development. That's a serious issue, because if we build their economies on our information, I don't think that is right," the National Counterintelligence Executive Bryant said while unveiling a report here yesterday. Bryant's office is responsible for mounting an integrated national counterintelligence battle against foreign intelligence threats to the United States. "US private sector firms and cyber security specialists have reported an onslaught of computer network intrusions that have originated in China," the CNN quoted the report as saying. In a statement, Rogers said the report "once again underscores the need for America's allies across Asia and Europe to join forces to pressure Beijing to end this

ATheNs, November 4 (reuTers): Prime Minister George Papandreou faces a knife-edge confidence vote on Friday, with the fate of both the nation's EU/IMF bailout deal and the global economy in the balance. After intense pressure from European leaders, the government confirmed it had dropped plans to hold a referendum on Greece's euro zone membership, which had threatened an immediate crisis in the bloc, but remained some way from saving the bailout deal. Papandreou says he announced the referendum on Monday -- sending shockwaves through world markets -- to ensure political consensus for the deal. His opponents have since said they will back it conditionally but accuse him of clinging to power. "He is clinging to the steering wheel of a car that is heading over a cliff," Yannis Mihelakis, spokesman for the conservative New Democracy party, told Mega TV. Opposition politicians want Papandreou's resignation and early elections as a price for their support for the bailout deal -- which aims not only to save Greece
from bankruptcy but prevent its problems engulfing bigger euro zone economies. For euro zone leaders -- and Greece's battle to avoid a debt default -- the worst possible outcome would be a stalemate, prolonging the agony over the 130 billion bailout which euro zone leaders agreed only last week. The omens for cooperation were not good in the hours before the vote, expected to be held late at night. On Thursday New Democracy leader Antonis Samaras dropped his opposition to the bailout, which is being pushed by Papandreou's PASOK party, on condition that a short-lived coalition government is formed to take the country to polls. That means the two main forces in Greek politics now back the deal, despite the new wave of austerity it demands -- on top of budget and pension cuts and tax rises which have pushed the economy into recession and brought Greeks on to the streets in sometimes violent protests. However, in the fractured world of Greek politics this does not ensure the package will win rapid parliamentary approval.

In this regard the undersigned wishes to inform all concerned that the Interview Board consisting of officers from Police, Home and P & AR had conducted the interview process under the laid down rules of the department and consequently the results were declared as per the guidelines/roster laid down by the P & AR in respect of the Backward quotas. It may be mentioned that in the said guidelines, the Chakhesang and Pochury tribes were clubbed together and given 6% of the posts and there is no separate quota for the Chakhesangs and Pochuries. Hence, in following the roster policy, the posts of the DT quota for the Chakhesang/ Pochury were given to Chakhesang candidates as per their merit in overall score secured by the candidates in the entire recruitment process. Nagaland hosts first ever national Karate c’ship DImAPur, November 4 (mexN): National Open Karate-Do Championship organised by ISKF-Kanglei Shito Ryu Karate-Do Assocaition, Nagaland commenced Friday, November 4 at the indoor badmintion stadium (State Stadium), Dimapur. Held under the aegis of International Shito Ryu Karate-Do Federation, India Branch and approved by All India Karate-Do Federation (AIKF), a total of around 150 competitors from various parts of the country are taking part in the tournament. The competitors comprise of state teams from Delhi, Uttar Pradesh, West Bengal, Manipur, Tripura, Arunachal Pradesh, Assam and Nagaland. According to tournament organisers, this is the first time Nagaland is organising and hosting a national
level Shito Ryu Karate-Do championship. The inaugural today was graced by Chuba Longkumer, BDO, Tening, Peren district, as the chief guest; with J Konyak, OC, West Police Station, Dimapur and Sensei Mutum Bankim Singh, all India chief instructor as guests of honour. Singh is a 5th Dan ISKF-USA, AIKF, WKF and AIKF referee and judge. Addressing the inaugural, Longkumer while dwelling on the tenets of martial arts, maintained that it is not only a discipline for self-defence or about fighting, rather it goes much beyond. It is an art which encompasses honing a whole lot of skills and virtues concerned with the mind, body and soul. “It is an art to respect others, to communicate, to discipline oneself, to tolerate, to en-
dure” and more importantly an art to maintain one’s mental equilibrium in the midst of violence, he said, while adding that martial arts has always been defensive and not offensive. He thus, urged all the participants to ever remain committed and true to the understood principles and play in the spirit of sportsmanship. The chief guest also donated a sum of Rs. 30, 000 towards the tournament while guest of honour J. Konyak donated Rs. 10, 000. The tournament will conclude on November 5. shIlloNG, November 4 (AGeNcIes): IIM Shillong through the Centre for Development of North Eastern Region (CEDNER) organized a half day Stakeholders Discussion on “Effective Sports Management: A Catalyst for Performance” in the institute campus on November 4. Key office bearers from all the Sports Associations in Meghalaya participated in the discussion. Welcoming the participants, Prof. Ashoke K Dutta, Director of IIM Shillong, highlighted this event as a part of the institute’s ongoing concern for the development of the North East as already initiated under its Centre for Development of North Eastern Region (CEDNER).He proposed a business model for Sports development and management for gainful employment generation in the state of Meghalaya. During the introductory remark, Prof AK Dutta enunciated the progress of sporting activities in Meghalaya while observing that despite the abundance of talent available there was still much room for professionalizing various fields and disciplines of sporting activities, stressing on the need of elements such as responsibilities and mandate, structure and organization, processes and information, and performance assessment and accountability to be realized as an interactive and interconnected system within the different organizations. the potential of Sports assets in the North East and suggested development of off- mainstream sports events for the North East in due consideration of her bountiful natural resources. This was followed by an engaging online discussion between him and the participants covering multiple levels of the associations from the grass root to the top. Attended by leaders of various sporting federations and associations of Meghalaya, the one day meet was well appreciated for
providing thought provoking dimensions towards sports and the possible research and developmental aspects, which could boost the functioning of the different sporting bodies. Joe Marwein and Ian Khongmen of the Meghalaya Swimming Association felt, “that IIM Shillong must continue taking the agenda forward. While we know that there are problems, IIM Shillong can share its expertise through its on ground commitment to help make a difference.” Naba Bhattacharya, representing the Meghalaya Cricket Association and who was actively involved in roping the participants opined, “It is time various bodies meet regularly and come up with a unified solutions to a unified problems. It is nice to know that we can bank upon the IIM to look for expert advice, and bring in a palpable change in the scenario of sports development” Lorenzo Warjri of the Meghalaya Judo Association while lauding the initiative taken by IIM Shillong observed that “though short, the program was full of learning. We need to remain committed and IIM S can be the driving force.” The session concluded with identification of the role of IIM Shillong in this venture by way of exploring future possibilities of imparting training to the members of the associations around areas like skills enhancement, funds mobilization and management, and event management. Hornbill Festival 2011: action points decided

co-ordination meeting with the concerned Departments in connection with the celebration of Hornbill Festival was held in the residential office of the Chief Minister, Neiphiu Rio on September 13. The meeting was attended by the AHODs & HODs of concerned Departments. The discussion was initiated by Commissioner & Secretary, Tourism Department, I. Himato Zhimomi. In the meeting the following action points were discussed and decided: the Director, NEZCC has agreed to facilitate the cultural activities on the December 2 dedicated to the North Eastern Region. The Industries Department suggested that the Department be allowed to select the Entrepreneurs for the Handicrafts and Handloom sector. The Chief Minister agreed to it and stated that no TA/ DA should be paid for participants and also added that participation should be on commercial terms as

Horticulture Department was informed to organize a Flower Show and Exhibition-cum-sale of Fruits and Vegetables as previous years. A Painter's Corner will be set up where professional painters will paint portraits of Naga Heritage Village, Kisama etc. It was also decided to keep the venue for the Hornbill Music Festival at the IG Stadium. In lieu of the music festival venue change, it was decided to request the respective Tribal Hohos to bring folk musicians/fusion musicians in their respective Morungs to entertain visitors during the evenings at the Hornbill Festival. Every Morung is to be requested to set up commercial Counter for Exhibition-cumsale of indigenous products. It was decided to have the usual “NIGHT BAZAR” (Razhu Point to old Taxi Stand) Lighting from Mission Compound point to Taxi Stand has to be done by Power department.

NBA to build 100 basketball courts in India in next five years
MUMB AI, NOVEMBER 4 (PTI): As part of its commitment to the development of the game in India, National Basketball Association (NBA) is aiming to build 100 courts across the country within the next five years and to increase the scope of the Mahindra NBA Challenge to 10 cities. "Our ultimate aim is to make basketball the number two sport in the country (after cricket). We are seeking to do that by making a sustainable grassroots program in a minimum of 10 cities in India. We are looking to do that through school-based platforms," senior director of development for NBA India, Akash Jain, told reporters. "We are looking for partners to build infrastructure for the same and have a goal of building a 100 basketball courts in India over the next five years," he added. Asked whether NBA India has inked a deal with anyone for building infrastructure in the country, he said, "Not at this point.

DIMAPUR, NOVEMBER 4 (MExN): The second edition of Niathu Sports Festival, organized by Niathu Privilege Club, kicked off Friday with last year’s festival champion Assam Terriers beating Global Open University in two straight sets (25-19 and 25-17) in the men’s volleyball. In women’s volleyball, Lamkang Snu Lop Dimapur also outplayed Salulemang Students’ Union in straight sets (25-10 and 2516) in the opening match. Earlier, GOC 3 Corps, Lt Gen Dalbir Singh, the chief guest of the inaugural function of the festival held at Niathu Resort, Chumukedima, said sports is an im-
portant part of one’s life as it inculcates in a person discipline, quick response and team spirit. The general who is also a former national polo player hoped that the event will not only provide an opportunity to the youths to display their talents but that they can be identified and groomed for national and international sporting events.
