Paddy fields may cause Japanese Encephalitis Morung Express News Dimapur| November 6

Infected mosquitoes breeding in accumulated water, particularly in paddy field may cause the dreaded Japanese Encephalitis (JE), world health report has said. According to studies, an important impact on the disease burden caused by JE is due to rapid expansion of irrigated rice production. Where irrigation expands into semi-arid areas, the flooding of the fields at the start of each cropping cycle leads to an explosive build-up of the mosquito population. More than 4000 children in Indian have lost their lives to the deadly Japanese encephalitis virus since 2007. According to the National Vector Borne Disease Programme report, Nagaland is ranked fifth among the 15 affected states. Nagaland has

‘nagaland ecosystem still strong’

reported (as on October 2011), 71 cases of JE and 15 deaths since 2007. The first JE outbreak between July, 1985 and February, 1986 in Dimpaur left 50 persons affected with 30 (60 per cent) deaths. In 2010, a massive im-

munization drive was carried out throughout Nagaland for children between the ages of 1to 15. Even now, the department poeriodically advises and provides vaccines for children free of cost. Apart from vaccines, the Department of Health

and Family Welfare is also providing mosquito nets for protection. Other charitable private hospitals also provide free vaccines and it is advisable for children to get vaccinated. It has been reported that JE virus is slowly mov-

ing towards Asia and SouthEast Asia where more and more paddy fields are expanding. But agricultiure experts have assured that there is no need to worry even though cultivation is a major occupation in Nagaland and much land is now being converted into paddy fields. “Traditional paddy fields” in Nagaland cannot breed mosquitoes, is what they said. One of them said that in more developed countries, scientific methods of farming using fertilizers and medicines have disturbed the ecosystem. This has made the crops and the fields vulnerable to different kinds of breeding ground for diseases. But in the case of Nagaland, the ecosystem is still strong and the terrace type cultivation doesn’t allow water to remain stagnant-the perfect breeding ground for mosquitoes. Continued on page 5

Trinamool MPs likely to meet PM on petrol price hike

KolKata, November 6 (pti): Trinamool Congress MPs are likely to meet Prime Minister Manmohan Singh in Delhi on November 8 against the backdrop of the UPA ally’s threat to pull out of the government on the petrol price rise issue. “After a talk with the Prime Minister, we will return here on November 9 and report to party supremo Mamata Banerjee who will take the final call,” Chief Whip of Trinamool Congress Parliamentary Party in Lok Sabha Sudip Bandyopadhyay told PTI today. “I have sent a letter to the PMO seeking an appointment on November 8. I am expecting that the appointment will be fixed on November 8 since the PMO told me that he (Singh) will be abroad on November 9”, said Ban-

dyopadhyay, also a Union minister. He said he would leave for Delhi tomorrow and other MPs would reach the capital on November 8. Trinamool Congress has 18 members in the Lok Sabha. The TC parliamentary party has already authorised the party chief to take the decision in the matter after they decided on November 4 to pull out of the government if there was no rollback. Bandyopadhyya said, “We’ll express our concern to the prime minister. There is a huge lack of co-ordination among the constituents in the UPA. No meeting is held with the allies before taking policy decisions. We want to express our sentiments to the prime minister. “We are a pro-people party. Fuel prices were hiked 11 times in 12 months,” he said.

The unique case of alleged An unusual way of spreading Peace rape incident ‘settled forever’ Mourng Express News

Limalenden Longkumer

Mokokchung | November 6

It was observed right from the beginning that the alleged rape incident that occurred on the night of October 10 last at Mokokchung was a unique case. Now the chain of events that followed the accusation took a peculiarly uncanny turn last night as the Mokokchung Town Chang Union (MTCU) admitted of their shortcoming before the Mokokchung Town Aor Telongjem (MTAT). The two organizations in a joint statement, copies of which were made available to the press, stated that the “case is settled forever.” In a statement that was captioned ‘Settlement of case between Mokokchung Town Chang Union and Mokokchung Town Aor Telongjem’, the two bodies declared: “In the matter of the incident taken place between Bendangwapang and Yongmibenla on 10/10/11, the said matter has been heard today, the 5th day of November 2011 and during the hearing, the Mokokchung Town Chang Union admitted that the union has violated Ao customs and practices enforcing in Ao country.” The joint statement was appended by Chubalemba, president of

MTCU and Chubawati, president of MTAT. MTCU was fined a pig “basing on Ao customs and practices,” the statement further read. “The said fine of one pig is hereby accepted by the Ao Union. Therefore the case is settled forever,” the joint statement declared. The meeting of the MTCU and the MTAT was held at the latter’s Treasurer’s residence at Tongdentsüyong Ward, Mokokchung, on November 5, Saturday. Earlier during the course of discussion between the two bodies, both were very vocal in their respective positions. MTCU strongly stood their ground on the matter and was of the opinion that it was definitely a “rape” case to which the MTAT disagreed. After deliberating at length, the MTCU were given time to discuss among themselves and arrive at a conclusion. Eventually, the MTCU acknowledged that they ignored Ao customary norms when the case in question involved an Ao. At one point of time during the course of the meeting, the two bodies were engaged in a heated debate as to whether it was actually a “rape” case as alleged. The MTAT asked the MTCU to substantiate their claim by

providing sound evidence, which the later failed to. Claiming that the ‘trial’ conducted by the MTCU on October 12 wherein the accused reportedly admitted his guilt was biased, prejudiced and held under threat, and therefore justice not delivered. The MTAT asked the MTCU to call for another hearing involving all the individuals concerned, wherein MTAT would also bear witness of the proceedings. However, MTCU expressed their inability to meet the terms with the MTAT’s proposition. Mention may be made here that the alleged ‘rape’ incident that conspired on the night of October 10 also involves another Ao girl and a Nepali. It is however not clear if the accused Bendangwapang has been exonerated and vindicated of the alleged crime he committed as the joint statement issued by the two bodies did not make any clear-cut definition concerning him. Nonetheless interesting, it is learnt that the two bodies agreed in principle to approach the competent authority for the safe release of Bendangwapang who is currently in jail “as the case is settled forever.” Continued on page 5

The Clark Centre for Peace Research and Action’s “Promoting Just Peace through Art” was held on November 6, evening at Dimapur Ao Baptist Church. The programme was organized in a bid to spread message of peace and justice by using various forms of art and also to rediscover the Naga tradition of story telling. The Play Among all the items presented, the most interesting was the play – “Silent No more”. The play had three acts and each act showed different stages of the political and social situation in Nagaland. With the not so spacious stage for a play like this one, the technical in charges made use of the spot lights so well that every scene was carried out flawlessly. The acts in the play have been brilliantly sequenced that a viewer can relate immediately with the day to day happenings in Nagaland as well as the past. Act I – ‘Let our Children go’, portrayed the era when Indian Armed Force carried out military operation in various villages of Nagaland. It showed how crimes were committed by soldiers

– killing of innocent civilians, rape, molestations etc. The acting was so real that a woman sitting in the front row startled and stood up from her seat when the scene of a soldier hitting a civilian was shown. One of the touchiest scenes was a mother crying and singing over the body of her daugh-

ter, who was raped by the soldiers. The character of the grieving mother played by Rachael Sumi sang the song ‘Mother’s grief’, written and composed by Dr Eyingbeni Humtsoe. Act II – ‘Who defines our history?’, showed gun fights between the underground factions and as the

characters were standing still, Tekatemjen’s Oniam was sang by Imchalong. After which the narrator of the play narrated how the villagers erected a monolith in memory of the atrocities. The next scene showed three typical enthusiastic youngsters – Akum, Achet and Mosa, coming to the village and discussing the story written on the monolith. Akum gets inspired to write a story about the struggle the village went through but his friends tell him that people get killed for speaking the truth. In response Achet tells him how his grandfather, who was a pastor, Rev John Naga was shot for telling the truth to the people. But determined Akum writes the story and gets it published in the local papers and as a response to his writing, the Indian Army personnel are showed destroying the monolith. Act III- ‘End of imagination’ portrays the present outlook of Naga youngsters. It begins at Mosa’s place with her sister Achet, their mother and another friend. They were discussing on what young people are writing on social networking sites, the opinions on the monolith destruction, extortion and division in Naga society. Continued on page 5

Kuzhovesa Soho

Khomi | November 6

The ongoing two-lane road construction from zero point (Chakhabama via Chetheba-Chozuba) to Zunheboto and from Pfutsero to Phek has brought cheer to the people of the area. The people are said to expect major changes with their status envisaged to change “from backward to forward.” The work is being taken up by RATNA, and is in progress with approximately 17% implementation. It was also learned that the ongoing work is more or less a joint venture, from frontal organization of the area ‘strengthening the contractor’ for quality workmanship. While inspecting the ongoing construction works, the constituency’s Member of Legislative Assembly Deo Nukhu. He in-

teracted with The Morung Express November 4. He stated that the significant project would definitely uplift the economy of the people of the area sooner or later. He said this during the inauguration program of Khomi Villages Rural Primary Godown Marketing shed in middle Khomi village. The MLA also sought more machinery for the ongoing work at the earliest to expedite the works. Nukhu gave this remark in the “comment register.” Talking to company supervisors at the work site, Nukhu made sure to remark that “quality workmanship” must definitely come to the soil of the Chakhesang now. Urging upon people of the area to build healthy relations with the company, Nukhu said “Respecting our guests as part of our culture would culmi-

nate positive outcome sooner or later.” He was of the view that tremendous economic progress is open ‘if one knows how to prioritize his daily affairs with more effort.’ Further, while showing the mapping survey the executive engineer of R&B of Pfutsero division, Tiatemsu, said that the Ministry of Roads & Transports have taken up a satellite survey. Though Mr Ramesh has completed over 100 days after taking charge from Mr Deshmukh, it appears that he has largely been preoccupied for finetuning implementation of the NREGS and preparing strategy for Naxal-affected districts. “Funds for new projects are invariably held up for want of completion certificates of earlier projects which get delayed due to long rainy seasons,” added Ms Sangma. The young minister from the NCP also rued the fact that the district vigilance committee headed by MPs of the area is hardly making any impact for the reason that their recommendations most often are not acted upon. She even cited the instance of her father and NCP leader P. Sangma on whose recommendations a couple of local officials were first removed but later on they were brought back to the same positions.

Ms Sangma said that she had organised a meeting of the rural development ministers of the northeastern states in Tawang in Arunachal Pradesh early 2010, which was attended by the then minister of ru-

imPhal, November 6 (NNN): The United Naga council (UNC) and All Naga Students’ Association, Manipur (ANSAM) on Saturday strongly condemned the incident that occurred at Noney (Longmai)inTamenglongdistrict yesterday wherein some strikesupporterswereinjured following a skirmish between security forces and the agitators. Expressing resentment over yesterday's incident, a public curfew imposed by the twoNagabodiesinNagaareas, seriouslyaffectedlifeinthehill districts of Manipur today. The curfew, which was enforced from 6 am till 6 pm Saturday totally paralyzed life in Naga areas in Manipur which have already been affected by a 72-hour total bandh since midnight of November 3. Roads and public places in the hill districts wore a deserted look due to the bandh and the public curfew. An emergency public meeting was held on Saturday at Longmai Bazaar (Noney) in connection with the ongoing total bandh imposed by UNC and ANSAM and the Noney incident. In the meeting organized by UNC and ANSAM, many leaders said the bandh being enforced in Naga areas and economic blockade on national highways should not be lifted until their demands are met by the State government. UNC and ANSAM leaders, who spoke at the meeting, announced that an intense agitation will be followed up after the three days total bandh which ends on Sunday. Public leaders from Longmai area expressed unhappiness over the incident that took place at Noney and condemned the police action. At least 10 persons were injured and public properties were also damaged when security forces fired teargas shells and live bullets to control a mob at Noney on Friday. Last night incident had occurred amid the United Naga Council (UNC) and All Naga Students Association Manipur (ANSAM) sponsored 72-hour bandh in Naga areas has been going on since the midnight of November 3 and will get concluded on the midnight of Sunday. The bandh has been called in protest against the signing of Memorandum of Understanding (MoU) between

the state government of Manipur and Sadar Hills District hood Demand Committee (SHDDC) for the creation of Sadar Hills district by this month. It was during the 72hour bandh, Tamenglong district witnessed tense situation on Friday following the pandemonium that broke out between the general public and the security forces which resulted in the burning down of three vehicles and incurred injuries to scores of bandh supporters. The incident had happened at Noney along the NH-37. Following that incident, the United Naga council (UNC) and All Naga Students’ Association, Manipur (ANSAM) had strongly condemned the incident. 7 November 2011

CheNNai, November 6 (bUsiNess LiNe): While public sector banks are waiting for cues from the State Bank of India on increasing the interest rate on Savings Bank deposits, the latter is in no hurry to up the rate. India’s largest public sector bank, among others, is consideringlevyofuserbased charges and differential pricing for customers having maintaining funds in these deposits, said a top official. “We are not going to be the first bank (in the public sector) to make the move (of raising SB interest rate),” said Mr Diwakar Gupta, Managing Director & chief financial officer, SBI, on the sidelines of the Bankers’ conference. Underscoring the fact that it would be a tough call to take for all large banks, including SBI, on raising SB interest rates, Mr Gupta said if his bank were to increase the SB deposit rate by 100 basis points (which is equal to 1 per cent change) then the profitability could be impacted to the tune of Rs 3,500 crore. SBI has SB deposits aggregating Rs 3.5 lakh crore. According to Punjab NationalBankchairman&man-

agingdirectorMrKRKamath his bank is examining how to offsetapossibleincreaseinSB interest rate. “We have SB deposits aggregatingRs1lakhcrore.Suppose, we increase the interest rate on these deposits by 100 basis points then we will have to take a hit of Rs 1,000 crore. So, the outgo on account of higher interest rate has to be balanced out,” said Mr Kamath. The PNB chief said depositors’ are unlikely to get swayed by offers of 25 or 50 basis points higher interest rates by rival banks on SB accounts as these are ‘relationship’ accounts that facilitate payment of equated monthly instalments and other payments. The private sector banks thatareoffering5or6percent interest on SB rates are small banks which want to increase their SB portfolio. Other PSBs: Waiting for SBI to lead the way All public sector banks will wait for the ‘big daddy’, as SBI is known in banking circles, to lead the way in upping the SB interest rate, according to Mr BS Keshava Murthy, General Manager & cfo, Indian Oveseas Bank.

‘Coping with Europe's chaos’

New YorK November 6 (reUters) : U.S. stock investors have had to take their own self-help course on living with uncertainty due to Europe's crisis, and they may need to draw on that this week because it's never clear when the next upheaval will come. Sentiment will probably receive a boost after Greek Prime Minister George Papandreou won a parliamentary confidence vote early Saturday. The vote helped the cash-strapped country avoid snap elections that would have destroyed its bailout deal and turned up the flames on the euro zone's economic crisis, though risks to the global financial system remain. Greece is still in turmoil. Papandreou signaled he would still stand down, calling for a new coalition to ram the bailout deal through parliament and keep the nation from going bankrupt. On Sunday, Telemachos Hitiris, a senior member of Papandreou's PASOK party, told Greek state television that Papandreou will resign as soon as a deal is approved for an interim coalition government, perhaps as early as tonight. Other challenges haven't gone away, such as keeping countries like Italy from going the way of Greece. So, while investors may cheer the Greece vote, two years of crisis have taught them to be vigilant of new risks emerging from Europe's debt debacle. "It takes away the risk of a referendum or renegotiating new terms. Net-net it's a 'risk-on' event," Thomas Roth, executive

director of U.S. government bond trading at Mitsubishi UFJ Securities USA, in New York, said about the Greece vote. "How much you can rally on this? It may be temporary at best. You have still have a lot of risks like Italy. We just don't know ... All in all, it's a slight positive for stocks and a slight negative for bonds." Though investors are cautious, stocks may be able to keep in place the recent upward trend as more evidence suggests the U.S. economy is progressing despite Europe's woes. Friday's U.S. monthly jobs report suggested some improvement in October, even though the headline payroll numbers appeared weaker than expected. "What I'm seeing at the moment is that investors are getting more reassured with the picture that the U.S. may actually do OK despite the troubles in Europe," said Natalie Trunow, chief investment officer of equities at Calvert Investment Management in Bethesda, Maryland, which manages about $13 billion. "The more recent datapoints on the U.S. economy and earnings profiles are supporting that assertion," she said. Stocks ended with losses for the week. But on Monday, the benchmark Standard & Poor's 500 index posted an 11 percent gain for October -- its best monthly percentage rise since December 1991. With results in from some 433 of the S&P 500 companies, 70 percent have beaten forecasts on third-quarter earnings, defying views that growth would be hit by the problems in Europe and a slower economy

in China. Analysts have said earnings growth has helped to support the market and has taken some of the focus away from Europe, even if just momentarily. More reports are expected next week, including several retailers like Macy's <M.N , whose results could shed some light on how the holiday shopping season may go. "If there isn't a lot of resolution on the European front, some of the big company earnings could be market movers. There are a lot of positives about the U.S. economy, and strong earnings are one of them," said Rob Morgan, chief investment strategist at Fulcrum Securities in Philadelphia.

EUROPE STILL CAUSE FOR VOLATILITY Still, strategists see plenty of volatility ahead, making any big moves hard for short-term investors. The CBOE Volatility Index fell 1.1 percent to close at 30.16 on Friday, but is well above levels from just last summer. It was trading near 20 in early August. For the week, the VIX rose 22.9 percent following wide market swings in four of five trading sessions. "It's all Europe all the time unless we hear otherwise. The underlying tone and theme in the market will be set in Europe until or unless there's some finality to the debt crisis," said Steve Sosnick, equity risk manager at Timber Hill/Interactive Brokers Group in Greenwich, Connecticut. Similarly, options strategist Frederic

Ruffy of WhatsTrading.com, a website headquartered in New York, said: "Investors wait to see whether Greece will implement tough and unpopular austerity measures to avoid a messy debt default." By taking a longer-term approach, though, some investors have been able to see the current situation as a buying opportunity, analysts said. Stock valuations are cheap, so if earnings hold up, investors are likely to be better positioned in stocks than in bonds or cash, they said. The S&P 500 forward price-to-earnings ratio is now at 12, its lowest in years. "Savvy investors are using the dips to put some money to work, but this is a very difficult market if you're a short-term trader," said Fred Dickson, chief market strategist at The Davidson Cos. in Lake Oswego, Oregon. Besides earnings, U.S. economic news has helped keep worries about another recession at bay. Non-farm payrolls rose a tepid 80,000 in October, below economists' expectations. But employers added 102,000 more jobs than previously estimated in August and September. And the U.S. unemployment rate slipped to 9 percent. It had been stuck at 9.1 percent for three straight months. Among this week's key economic indicators are the U.S. international trade deficit for September, due on Thursday, and on Friday, the preliminary November reading on consumer sentiment from the Reuters/ University of Michigan surveys.

Happy Tokhu Emong Neiba Ndang President of nationalist Congress party, Nagaland

Scrub Typhus in Nagaland There were two press releases in the last 2 months where public awareness message on Scrub Typhus was given by the Health and Family Welfare Department, Nagaland. I hope that our people read them and spread the information, especially to folks in the villages who need them the most. If you have missed them, search for October 29 newspapers and take a clipping. You can also search online or contact the directorate of Health and Family Welfare, Kohima. This article is aimed to elaborate some of the key points given in that public awareness message: hopefully in a language without medical jargons so that non-medicos can understand.

This is not the first when Scrub Typhus has been detected in Nagaland. It was first detected in 2006 at Longsa village in Mokokchung district, then in 2007 at Porba in Phek district. Then in September, 2011, 3 cases were tested positive at Poilwa village. Since then, it has been detected in other places in Phek, Kohima, Peren and Mon districts. The number of cases detected this year is more than the previous years. However, it may well be that the disease has been present in the State for several years but due to lack of testing facility and poorer surveillance activities, it might have been taken to be some other disease. In the region, the disease has been reported as early as World War II. Scrub Typhus is transmitted by the bite of Mite infected with the causative agent Orientia tsutsugamushi. Adult mites do not feed on humans and therefore do not transmit the disease. It is the larval form called chigger which is infective. There is no human to human transmission. A person has to be bitten by an infected larval mite in order to catch the disease. Therefore, with proper personal hygiene, there should be no stigma in caring for Scrub Typhus patients. A person can be bitten when he goes to jungles/areas infested with mite larva. Or the mites can be carried through rats which can feed on humans at home. About 1-2 weeks after being bitten by an infected Mite, the person develops fever with chills, headache, weakness etc. The starting of fever is sudden. Around five days from the start of fever, rash may appear on the body. But in indigenous people where Scrub Typhus is

endemic, rash may not be seen. Swelling of the lymph nodes in the armpit, groin or neck region may be present. One typical feature which is helpful in diagnosing Scrub Typhus is the bite mark. A punched out ulcer covered with a black scab (called eschar) is characteristic of a mite bite. It is commonly found in the armpit or groin region. There are rapid test kits available for diagnosing of Scrub Typhus. Weil Felix is a blood test which can give specific diagnosis of Scrub Typhus. Thankfully, there are very good medicines for Scrub Typhus, which are also among the cheapest antibiotics available. So, when diagnosed and treated early. Scrub Typhus need not be a dreaded disease. However, self medication is not advisable as incomplete course, inappropriate dosage, or wrong choice of drug for age can do harm, even for the future. For example, with the limited range of antibiotics which are used for the disease, if such medicines are inappropriately used leading to resistance, there will be no defense left in the future against the disease. The disease per se may not kill. But it is the complications which kill. If left untreated, serious complications can affect the lungs, heart, kidneys, brain, liver etc which can be fatal. The complications like kidney failure with blood clotting disorder can be quite dramatic and it has been observed that they have been alleged to be cases of poisoning by villagers. Scrub Typhus cases increase during the rainy season which is the time when villagers go to the fields for works.

Mites can be found concentrated in certain jungles and such places are called ‘Scrub jungles’. If there is clustering of cases among people who had visited certain jungle, such a place may be marked as a Scrub jungle and preventive and personal protective measures can be taken up accordingly. Clearing of limited amount of vegetation, especially around the houses and village vicinity will help in prevention against the disease. Reducing of rodent population will help in preventing the transmission of the disease. In some Naga communities, huge granaries are kept inside the houses which attract rats. Such practices may be discouraged. While going to the field, people may be advised to wear long sleeve cloths, apply insect repellent creams on the exposed body parts, and maintain personal hygiene to protect oneself from the disease. During peak season in endemic areas, one can go for chemoprophylaxis where a once weekly medicine is advised by the doctor as a preventive measure. It is impossible to eliminate the Mite or rodent population. For the villagers, it is their way of life and means of livelihood to go to the jungles and fields for work. Therefore, the most important measures advisable to tackle Scrub Typhus are to seek timely medical help and to protect oneself from mite bite with the limited preventive measures available. The unique case of alleged rape incident ‘settled forever’ To recap, it may be recollected that after the MTCU tried and accused Bendangwapang on October 12, the Eastern Naga Women Organization of Mokokchung (ENWOM) and the Watsü Mungdang staged a protest rally the next day during which the accused was paraded in public before he was handed over to the police. As a fall out of the protest rally, the apex Ao Senden suspended Watsü Mungdang on October 25 for “dishonouring Ao customary ethos.” Several tribal women organizations including the Naga Mothers Association, it is learnt, have written to the Ao Senden requesting it to reconsider its decision on suspension of Watsü Mungdang. It may be also recalled that the various organizations accusing Bendangwapang claimed that Yangmibenla was a minor girl of 13. However, her actual age still remains to be corroborated and proved. Observers including legal practitioners have been expressing concern over NGOs taking law into their own hands ever since this particular case surfaced.

An unusual way of spreading Peace In a separate scene, unidentified gunmen kill a man and assault a woman. With the discussion still going on, Mosa’s father enters the house and he is also a pastor at the local church. Mosa tells his father about the plan to fight for justice and to make the younger generation know about the history and not some distorted stories. His father was reluctant and rebukes his son not to be so brave lest he gets into trouble. Outraged at his father’s response, Mosa yells at him that his grandfather did not die in vain but for a cause. Hearing his son, he resolves to work for peace. The play ends with the pastor promoting peace and reconciliation among the different Naga factions, organizations etc.

The other performers Moanunsang, the first Naga Idol winner enthralled the audience with the song ‘Believe’, which was written and composed by Theja Meru. The students of CTC played an instrumental piece with a touch of Naga folk tune. Ilitoli Ayemi of Trinity Theological College with her soothing voice mesmerized everyone present by singing the song ‘Lazarus’. Also, the students of CTC sang the ‘Song of Peace’. Unfortunately a technical snag made the guitarist to stop strumming but the bassist, drummer and singers pulled it off really well. The last performers were the Nagaland Singing Ambassadors, who sang three songs - a song in Latin, Elijah Rocks and Three Hungarian Folk Songs. They captivated the listeners with their melodious voice. A surprise package was from a group of young freestylers known as Funky Fresh Boys. They danced to medley of hip-hop dance numbers.

Hijacking of Democracy

T

he present NPF led government in Nagaland has still not come out with any official statement with regard to several important issues demanding attention. One of them is obviously the implementation of 33% reservation for women in Urban Local Bodies (ULB) in Nagaland. Despite passing a law to this effect in the Nagaland Legislative Assembly, the Neiphiu Rio government has been unable to fulfill its own commitment. No doubt the government has been confronted by the male dominated tribal bodies, a majority of whom are against the 33% reservation for our womenfolk. Now the recent judgment of the Kohima Bench of Gauhati High Court directing Nagaland Government to conduct the long-due election to the municipal and town councils before January 20, 2012, along with 33% reservation of seats for women, has left the Rio government in a fix. As rightly mentioned in a report carried in this newspaper, the implementation of women quota in the coming municipal elections will prove to be a herculean task taking into accounts the technicalities and modalities to be involved in a first time exercise. However we have a State Election Commission (SEC), which should get on with the preparation for the smooth conduct of municipal elections as directed by the court. Hopefully, the SEC will act without fear or favour so that the independence of the Office is protected. As far as the Kohima bench of Gauhati High Court quashing the state cabinet’s decision of indefinite postponement of municipal council and town council elections in Nagaland which were due in January/February 2010, the judiciary has done the right thing. Strange as it may sound, but the present government have been giving one pretext or the other in order to delay elections to urban local bodies. The opposition to women reservation, Naga political issue, census etc has been some of the arguments put forth by the government to delay the inevitable i.e. to conduct the democratic exercise of elections. And since the question of Advisors appointed by the present political dispensation has now come into the public domain, it is only fitting that we comment on this as it is of public importance. All of us will be aware of the fact that the NPF had strongly opposed the proclamation of President’s Rule in the State ahead of the last Assembly Elections. Massive protest rallies were held to condemn the role of the Nagaland Congress and the decision to dismiss a democratically elected government and imposition of Central rule on the eve of Assembly polls. So as is the case during President’s rule, the Governor of the State rules the State through the bureaucracy. So what is happening in Nagaland at present with the urban local bodies is also similar to imposition of direct (undemocratic) rule. The only difference being that it is the ruling State government which will administer the ULBs through the Governor and through the appointment of Advisors who are handpicked at the discretion of the ruling political dispensation. It is another matter whether it is better to have democratically elected councilors or political appointees to run our municipal councils. But the fact of the matter is that the NPF government despite its own opposition to President’s Rule has now imposed its rule over the ULBs. This is a contradiction in principle which the NPF can well avoid given its past stand against hijacking of democracy by the Nagaland Congress.

Letters to the editor bJP and Congress, fishes of the same pond of corruption •-On October 20, at 10:30 am, Bjp leader LK Advani lands at Lilabari airport. Takes another flight, reaches Naharlagun. Gives big lectures to a crowd of 5000 people assembled by political vehicles in Arunachal. Speaks loudly Arunachal Pradesh integral part of India. No doubt Arunachal Pradesh is a dummy state of India, where since the last 30 years an entire generation has been brain-washed in govt schools to read, write and speak Hindi. The people of this state have not questioned that hidden govt agenda and have taken to all central govt directives like parrots. LK Advani and his party BJP is as corrupt as Congress party, the thing is BJP is out of power now and trying hard to come to power. No political leader in India is honest. Everyone comes to politics to loot public money. "Jan Chetna Yatra" is nothing but the old man’s last efforts to be the Prime Minister of India. He is a mass murderer in Assam when he was home minister of India 10 years back. Many innocent were killed in secret killings by army and burried at unknown places, women and children were also not spared. How cruel this man can be we know from Babri masjid demolition riots back in 1992-93. BJP should never come to Arunachal. Already we have lost our unique identity. BJP must be very happy when Arunachal Pradesh govt employees get puja and diwali holidays. One reason is also people are lazy and love holidays. But Nagaland and Mizoram people donot want such holidays, except on their traditional festival day. Go Back Advani with your aeroplane yatra. Never come to this place please. Whereas the B.Ed Exam under Nagaland University is scheduled from 2nd December to 16th December 2011. Therefore we sincerely appeal to the NPSC officials to reschedule the NPSC Main Exam 2011 so that it does not coincide with the B.Ed Exam 2011, and accommodate all the aspirant candidates who had successfully went through NPSC Preliminary Exam 2011 and undergoing a B.Ed course under Nagaland University could also sit for NPSC Main Exam 2011. Naga student bodies, led by sound principles of collective/ communal forms of leadership, are passionately and commendably championing and upholding the Cause, by facilitating an enabling environment for the Nagas to dream big, believe in themselves and act upon their shared dreams and aspirations.

our backyard, strike at the very foundation of our traditional institutions, our collective conscience. Realizing this, in the case of mega dams, for instance, stiff resistance has made some of these projects in the Northeast unviable and challenging to pursue. Globalisation, per se, is not what one is up against. The Washington Consensus model of globalisation is. Many critics of trade liberalization, such as Noam Chomsky, Susan George, and Naomi Klein, see the Washington Consensus as a way to open the labor market of “underdeveloped” economies to exploitation by companies from “more developed” economies. The prescribed reductions in tariffs and other trade barriers allow the free movement of goods across borders according to market forces, but labor is not permitted to move freely due to tough visa laws. What is our position on this? Do we subscribe to the political economy of capitalism or that of the communal way of life of the indigenous peoples? To have an informed position, we need to understand the new India, the new enemy which is far more dangerous. It is now asking for everything we have, our resources – land, water, rivers, forests, minerals and commons. Not that the old India was any better, though, but our approaches and strategies need to realign to be relevant and purposeful to the changing contexts and realities. India today means Corporate-Government nexus. Without sorting out the colonial remnants and its new incarnation – the LPG (Liberalisation, Privatisation and Globalisation), we cannot take a firm position. The uranium conflicts in Meghalaya, oil and dams conflicts all over the Northeast and elsewhere are getting more pronounced and bloodier. What does globalisation and Look East Policy mean? What are the manifestations on the ground? Efforts are in full swing to change the policies and institutions that govern the Northeast. The International Financial Institutions like the World Bank, IMF, ADB, etc., are part of the nexus to break the old institutions. They are working overtime to restructure and reconfigure the traditional institutions and the earlier structures of governance. They attempt to manufacture our consent. This is true of the whole of India and the Northeast but the focus now is to make the region market friendly. Therefore, projects are coming up in various parts of Northeast. For the mega hydel projects, politicians are bought over or co-opted, traditional institutions are tricked or bypassed to push through projects. How do we resist these forces dismantling the traditional institutions? All roads leading to the Northeast come through the Ministry of DONER. The Ministry is allowing or facilitating free movement of capital, market, multinational companies. So that, the International Financial Institutions (Banks) can fiddle around with the traditional institutions and systems. An example is the World Bank helping set up a Central Agency called the North Eastern Water Authority. This is being resisted by various groups now. Unlike dams, uranium and similar projects which can be seen

be if not that of the leaders of the Naga students’ bodies? Like any institution, it is time the Naga students’ leadership reinvent itself. A constant renewal and rebirth is required to become consistently relevant to the changing times. Perhaps, time is ripe for forging alliances and building bridges across the Northeast and beyond to take on what is a much bigger threat than can be handled by Nagas alone. To fight globalisation of the kind talked about and resisting the sweeping changes brought in its wake, we need to find ways of thinking out of the box rather than remain engrossed with our own issues, however urgent and pressing they might be. All our efforts at protecting ourselves will come to naught when we will be surrounded and overwhelmed in all directions by the very people who could have been in that alliance, earlier on. Northeast groups need to find common ground to work together on issues that bind us and surge ahead. Because, the enemy is larger than we have ever imagined. The stakes are too high to be delegated to “others”. A UK company and an American multinational company, to name but just two, have set up base in the Northeast. They are planting Jatropha in Senapati for bio-fuel to power airplanes, jet and fighter planes. This is a new form of colonial land grab. A parallel we can draw here is that USAID’s work in Bolivia is not just oriented towards strengthening the opposition to Evo Morales and promoting separatism, but also involves attempts to penetrate and infiltrate indigenous communities, seeking out new actors to promote Washington’s agenda. The world is looking for solutions. Across the world struggles against dams and mining are rising. Where are the alternatives? And who has them? We don’t have to look very far away. Merely five kilometers off Kohima or even Dimapur we’ll find relatively self-sustained communities. Struggling, but nevertheless holding fast to their cultures and traditions. Together, with other indigenous people’s struggles, we have a model world view to portray to the world. 168 mega dams were envisaged in Arunachal Pradesh itself. Forget that the state hosts one of the worlds 12 hotspots of biodiversity. Nonetheless, the pitch of resistance is rising with each passing day. It is not so easy now for the project proponents to have their way and get away. However, challenges are increasing manifold; threats are looming from all sides. With Burma transiting into some semblance of democracy, the bottle-neck that hampered “progress” for globalisation forces has gone. Now there is no stopping for corporate India and the allied forces to go the whole hog. More agreements will be signed and more destruction of pristine forests and bio-cultural diversities will follow. We need to look at the policies closely, consistently and meticulously and critically engage in grassroots advocacy; also at regional, national and international levels. [Speech topic at the CONFLUENCE of the National Conference of Naga Students Unions (NCNSU), New Delhi]

he Indigenous Peoples worldwide have been freely living for centuries in their ancestral domain; roaming the jungles, mountains and valleys. Today, they face the most unprecedented threat and challenge in their lives - of survival and dignity – of its bio-cultural diversity and traditional institutions; most importantly, their eco-centric and communal way of life. They bear the brunt of capitalist policies and hegemonic practices of the State, keeping them preoccupied with doles, handouts and scraps (economic packages, greater autonomy, etc.) A tipping point has reached for the indigenous people’s movements to raise the pitch and turn the tide to reclaim what rightfully is theirs and for the integrity of planet earth. To understand; and more crucially, ground The Essence of Ultimate Leadership and Service into “a way of life”; a paradigm shift (back to our roots) is required in the way we look at the world, its various forms and symbols, fully conscious of the past, present and future of the Nagas. Leadership of the kind indigenous peoples worldwide show by example is the one that needs to be revisited, cherished and upheld. It is the leadership that encompasses the emerging politics and political economy with a global perspective - a collective leadership founded on sound and genuine democratic principles. Today we are plagued by the bigger than life images of icons, crafted and cleverly foisted on us as the ones who will deliver us. In the absence of a collective leadership and democratic principles, these icons turn demonic against the people. Watch the Arab spring, the occupy Wall Street, the uprising in Greece…. upsurges sweeping across the world, against the system that exploits us and the mother earth. It is we, the people, who should rise and democratically assert our will for a future that is peaceful and prosperous. This is a collective endeavor. It is the people who usher in the genuine change. The ultimate leader is a humble enabler of people in their path towards progress. And that to me is “the true essence of ultimate leadership and service”. Why is this form of leadership so important and increasingly relevant? Not just in our region but worldwide? India as we know is no more the same. Our armed cadres in the Northeast continue to fight the India of the past which has long since transformed. But our resistance is still premised on everything that embodies India of the past. We are still in relative darkness, unconscious of the new and incarnated India. The Look East policy and its various facets are part of the new India. Reactions to the Look East policy, etc., in newspapers and elsewhere, show ignorance of the implications on one hand and its disastrous consequences on the other. We might think that we do have the choice to take advantage of the changing contexts and realities or be a part of the exploitation. But, have we analysed thoroughly and understood the bigger picture? Are the choices we make founded on solid ground? Perhaps, the stealth with which such policies and practices creep into

and therefore resisted, these (destroying the traditional institutional institutions) are the less visible manifestations of globalisation, which are easier to infiltrate. Because, it is not easy to see the subtle and irrevocable changes happening in them. Students’ community and leaders need to look at this closely and thwart any attempts that are pro-capitalist (of the Washington Consensus model), anti-poor and anti indigenous people’s world view, before the carpet under our feet get pulled away. A big concern today is that India is cozying up to South East Asian countries with Free Trade Agreements. Our cultures may be closer to the South East Asian nationalities, but opening up trade is a totally different story. Already, a treaty has been signed with ASEAN. A Trans-Asian Highway and Railways are underway passing through most of Northeast. They pass through Nagaland and Manipur and other parts of the Northeast and Bangladesh. They have named the National Highway 39 and 53 as The Asian Highway 1 and 2 behind our backs. One of the highways and railways come from China and the other from Bangkok, passing through Kohima, Dimapur, Mizoram, Assam, Shillong, Silchar, Dhaka, Kolkata, Pakistan and beyond. The other comes through China, Burma, Tamenglong connecting at least 26 countries. The Northeast is being connected to the global trade network. The implications are devastating, to say the least. Our communities and villages and some tribes are small, living self-reliant and sustaining on subsistence agriculture. Will we be able to match the giants in trade and survive the market forces or compete with the global trade? How many families, for instance, have more than one or two cows or pigs? How big are our fields and lands to compete with those who have a thousand cows and hundreds of hectares of land? Even domestic trade, like the one in Moreh, has had its impact on small farmers and local communities, particularly the tribals, by our own breed of traders and middlemen. Are we even remotely ready for a global trade? Will there ever be a level playing field? India has moved ahead by leaps and bounds signing agreements after agreements without consulting the northeast people for projects that are envisioned for them. How have the vested interests been able to thrive on the culture of silence? Like the MNREGA and other Right to food schemes and handouts people are kept preoccupied with scraps like the 100 days job guarantee, Mid-Day Meals, PDS, etc. so that people don’t come out to protest. MNREGA is a World Bank idea. How do we handle all this and more. How do we as indigenous peoples reconcile with who we are, at the same time come to terms with the forces of globalisation? The battered world is looking for solutions and alternatives. Voices are increasingly heard that indigenous peoples’ world view, have actually ensured the very survival of humanity from the current climate chaos, with their forests serving as carbon sinks. Could we also position ourselves with the indigenous peoples’ way of life to the world? Whose responsibility is it going to

NEWS ANALYSIS, FEATURE AND DISCOURSE

Maung Zarni

ast month, the Brussels-based International Crisis Group (ICG) issued its latest report on Burma, “Myanmar: Major Reform Underway,” which brims with false hopes, unwarranted optimism, and projected possibilities for Burma—so much so that James C. Scott, Yale’s renowned Southeast Asianist, felt compelled to publicly criticize the ICG’s Burma spin in an interview with the Democratic Voice of Burma. Driven by divergent agendas and interests, both influential external players and local commercial and technocratic interests are ignoring the country’s power and economic realities while singing the praise of Naypyidaw’s reform. Notwithstanding the new mood music in the background, Burma’s generals and exgenerals cannot conceivably succeed in frog-marching the country towards peace, prosperity and democracy. A glance at their half-century-old record of failures at playing omniscient nation-builders suffices.

Burma is undergoing top-down changes, we are being told. Norway’s Deputy Foreign Minister Espen Barth Eide, after his whirlwind trip to the country, told the Financial Times on Oct 11, “I almost left the country thinking they’re moving a little too fast. I never thought I would say that about Myanmar.”

The Farce of Checks and Balances… It is far more important to take a glance at Naypyidaw’s old designs and new maneuvers than to look straight into the president’s eyes and find sparkles of reformism. These include the farce of checks and balances, the establishment of a quasi-autonomous human rights commission, the emerging space for pliable presidential advisers, or “useful idiots” as Lenin bluntly put it, and launching concurrently a series of diplomatic offensives at presidential, ministerial and adviser levels to Washington, Beijing, New Delhi and Jakarta.

Second to Last on Corruption List… The country is ranked second to last, just ahead of Somalia, on Transparency International’s Corruption Index. There are pockets of local communities whose socioeconomic and humanitarian conditions are closer to those of countries in Sub-Saharan Africa than to those of an Asian country about to “take off” developmentally. State provision of health services exists only in name, and so does public education, the largest provider of schooling. But that’s good news for global bankers such as the International Monetary Fund (IMF), which typically insists on drastically cutting public expenditures in exchange for massive loans. The country’s environment and communities face serious threats to their survival from some mega-development projects such as dam construction—there are still six dams being built on the Irrawaddy after the halting of the Myitsone dam—and the two major Chinese gas and oil pipelines and Thailand’s US $13 billion Special Economic Zone construction in the country’s far south. Monks Protesting in Burma. (Photo: Racoles/Wikimedia Commons) The Asian Human Rights Commission puts it thus: “The 2008 Constitution is in terms of human rights a norm-less constitution. Under its provisions, the armed forces are placed outside of judicial authority. The military, not the judiciary, is the constitution’s guardian. The judiciary is separated from other branches of government only ‘to the extent possible.’” Second, the main economic policy changes—for what is politics without the economic?—such as attempts to readjust the country’s exchange rate with the help of the IMF and “privatizing” public assets, which in reality is a Russian-style wealth transfer into the pockets of the generals The “Divine Rulers” First, the current top-down changes are not going to and their cronies, will neither improve the public welfare make a dent in the most fundamental power relations be- nor equitably increase the people’s stake in the economy. tween the citizenry and the exclusive ruling club of generals and ex-generals, still in service or in civilian skirts. The “Burmese Way to Socialism”! In the first quarter century of the generals’ rule Without both the genuine acknowledgment of and putting into practice the universal democratic ethos of “We (1962-88), the late Gen Ne Win impoverished both the the People as Sovereign,” no government can claim to military and the public through his economically ruinbe moving in the direction of some form of democracy. ous “Burmese Way to Socialism.” In the second quarter There are no signs that Naypyidaw-men have stopped century since 1988, his successor—Snr-Gen Than Shwe and his underlings—have pursued “the Burmese Way to viewing themselves as the country’s “divine rulers.” Capitalism.” Burma now has a new class of super-rich generals and cronies, who share the massive spoils at the Military Above the Law On the contrary, the Nargis Constitution of 2008—so- expense of the multi-ethnic public and the environment. Needless to say, the global oil, gas and mining corcalled as it was imposed on the country amid the cyclone disaster—places the military above the law and legalizes porations—for instance, France’s Total and the USA’s any military coup at the whims of the commander-in-chief. For the military’s Constitution is not to curb the economic frontiers” that they can lay their hands on. For the Burmese public, by the time they have earned their generals’ excessive powers, but to further enshrine them. … And Fifth Largest Refugee Population In the midst of economically rising Asia, the country produces the fifth largest refugee population in the world. The Burma Army is still waging military operations against armed ethnic groups such as the Kachin Independence Army and the Karen National Union. For foreign policy makers and gurus who wish to convince the Burmese public and international skeptics of the genuineness of the changes underway in Burma, they must address two outstanding issues on which they have so far been silent.

sition” towards democracy and reconciliation. There is arising a monumental problem with Daw Suu abandoning the streets, which were her original political home as a viable political space, in her hopeful quest for reformist needles in the parliamentary haystacks. There is neither an FW de Klerk nor a Fidel V Ramos within or outside the rubber-stamp Parliament in Naypyidaw. Unlike de Klerk, Naypyidaw’s generals and ex-generals still do not think there is anything fundamentally wrong with them and their warped worldview. Unlike Ramos, Ferdinand Marcos’ cousin and the West Point-trained reformist who headed the Philippines’ Constabulary, President Thein Sein commands neither the military nor its respect.

civil and political rights to organize, associate and protest, there will be nothing left worth protesting for. No Desire To Release All Political Prisoners Upon his release from Myitkyina jail, where he was serving a 35-year prison sentence, my friend Zarganar summed up the local disbelief when he told The Irrawaddy in an interview: “I wanted to believe in these positive changes that Daw Aung San Suu Kyi [and others] spoke about. But since this morning [upon release], I lost belief in them because I found that the government does not even have a genuine desire to release all political prisoners.” And the comedian is speaking for the Burmese public. Daw Suu’s positive characterization of President Thein Sein and his “want for positive changes” reminds me of former US President George W Bush and his discovery of former KGB agent Vladimir Putin‘s soul in the latter’s eyes. Again Zarganar was spot on when he pointedly said that Naypyidaw has been handling amnesties in Burma in a fashion more akin to Somali pirates than a regime that has just had a “change of heart.”

The Public Relations Campaign On the international propaganda front, Naypyidaw is now engaged in well-coordinated public relations work which includes placing well-timed opinion editorials in The New York Times, Al Jazeera, and The Bangkok Post in its quest for normalization and acceptance of the quasi-constitutional military government with a civilian face through a carefully crafted narrative of Naypyidaw’s “hardliners vs reformers.” Under the fog of trumpeted changes, even the presidential spin regarding the decision to halt the Myitsone Dam—that the new government is acting in accord with the democratic creed—sounds far less genuine and convincing after the Oct 12 amnesty and resultant release of some 10 percent of Burma’s political prisoners than when the Myitsone decision was first announced. In fact, in a recent interview with The Voice Weekly, the regime’s Burmese-language propaganda proxy, the president’s political adviser, ex-Col Ko Ko Hlaing, made it clear that halting the Myitsone Dam wasn’t a big deal for Naypyidaw because it was just a “small component” of the entire Irrawaddy dam scheme Naypyidaw is still actively pursuing.

The Golden Jubilee of World’s Oldest Dictatorship So, modest political relaxation as opposed to meaningful democratization is a small price the regime seems prepared to pay the West in order for the Naypyidaw regime to be able to effectively fine-tune its geopolitical interests abroad and the system’s domestic safety valves. In less than six months, whatever its façade, the military will be celebrating its Golden Jubilee as the world’s oldest dictatorship, which has outlived its world contemporaries, including the likes of Suharto, Marcos and, most recently, Colonel Gaddafi. It would be a grave mistake for Burma’s democrats to underestimate the ruling elite’s “will to power, control and wealth” and their boundless ability to deceive their The Old Military Strategy opponents and adversaries. Do you believe that NagalaND is the ‘corruptioN capital’ of iNDia? Some of those who voted YES had this to say: • It is the best question i have ever heard ...Nagaland beats all in that category. • The actual amount of misappropriations may not be as high as some other larger states. But when you consider the percentage of funds that actually gets utilized for their designated purpose, Nagaland will quite easily be the most corrupt state. • Yes, at least in other places, the people are fighting back against corruption. But I agree that Nagaland is the corruption capital of Nagaland because the corrupt they are getting away with it. IN fact those who are the most corrupted get front row seats in the church, the media covers their every move and the people cannot say a word against them. • The Ex-CM of Jharkhand & Karnataka are cooling their heels in Jail. Who's next? • When a city does not look like a city due to poor Public Facilities, we know corruptions are taking place. • Hopeless and shameless ministers... they r the root cause. Nagaland does not even come in the list of top ten corrupt states in india. Corruption is in every state and every country, the degree though may vary, and just because congress is not the ruling party in Nagaland, its not fair on Mr luizenho faleiro to remarked like that. Its all politics. Am not a big fan of the government led by Mr Neiphiu Rio but atleast he is opening resorts, which encourages tourists to come to nagaland because of the accommodation facilities. We have a God gifted land, but unless good accommodations are available, tourist would be discouraged to come. I would like to also add that through these resorts though privately owned by our Cm it is providing employment. Every educated person in nagaland cannot get government jobs, because we do not have that much of vacancies. So i say yet again, that Mr Luizenho is just doing his job as a general secretary of AICC. Its all politics.. • Its the least developed state in NE India. If you go by the % of funds siphoned off from the government budget, it could be so. It is not just because Mr. whatever of AICC said so, but our bad roads, water supply systems, outdated power supply equipments and leaking transformers, backdoor appointments, broken down govt. school buildings and PHCs, and so on, says so. • Nagaland is definitely one of the most corrupted states in India. • ‘Corruption Capital of India’ seems to be too nice a words for the state of Nagaland. It should be called ‘Capital of Day light Looting’ with total system breakdown and paradise for the hypocrites.

Advani praises Modi for “good governance”

Vapi, Gujarat, NoVember 6 (pti): After the recent reported cold war between the two, Gujarat Chief Minister Narendra Modi on Sunday welcomed L.K. Advani who arrived here on his anticorruption yatra. Mr. Modi, considered a prime ministerial candidate and who was reportedly upset over Mr. Advani being also in the run for it, got into the bus and garlanded him while receiving him in the State. However, observers said that the cold vibes between them may not be completely over because Mr. Modi did not take the throne-like seat next to Mr. Advani and sat two chairs away from him. Both were also not seen exchanging words. “The Congress (leaders) say they are ‘helpless’ about corruption, but I say it is their helplessness and not ours. Fight against corruption will continue, be it through, Anna Hazare, Baba Ramdev or Advaniji. The corrupt government will have to come down,” Mr. Modi said. Mr. Advani returned the Chief Minister’s compliments lauding him for

Scams during UPA rule have brought 'shame' to nation: Advani Vapi (Gujarat), NoVember 6 (aGeNcies): Attacking Prime Minister Manmohan Singh and Congress president Sonia Gandhi, BJP leader L K Advani today said scams during the UPA regime have brought "shame" to the entire nation. "When India adopted the parliamentary form of democracy, big leaders of the world, including Winston Churchill, had criticised us. But, in the later years, India proved to be a successful democracy," he said. "However, various scams during the UPA regime have defamed the nation. Prime Minister Manmohan Singh and Sonia Gandhi have brought shame to the parliamentary form of democracy of the country," he said as his yatra entered Gujarat. "I used to respect the PM earlier but the way he won the 2008 trust vote by adtoping corrupt practices, no one will be able to forgive him for saving the government by buying Mps," he alleged. Lauding Gujarat Chief Minister Narendra Modi for "good governance" and making the state "corruptionfree", Advani said that he was overwhelmed by the reception he received in the state.

state. “Gujarat is the only state in the country, where there is good governance and swaraj. This has been

possible under the able leadership of Narendra Modi,” he said. After Mr. Advani announced the nation-wide

yatra, which took his party by surprise, Mr. Modi announced three-day ‘sadbhavna’ fast which observers had seen as a counter to Mr.

Advani’s plan. Still Mr. Advani went to Ahmedabad to express his solidarity with Mr. Modi in his fast. However, Mr. Modi

did not attend the BJP National Executive meeting in Delhi and the reason touted was that he was upset over induction of his bête-noire Sanjay Joshi into the Executive by party President Nitin Gadkari. Mr. Advani also raked up the name of Bihar Chief Minister Nitish Kumar, with whom Mr. Modi does not share a good relation-

ship. He said he had often brought the matter of Gujarat’s good governance to the notice of Mr. Kumar. “When Nitish Kumar was the Railway Minister, I told him to conduct a survey of ticketless passengers and said that the least number of such passengers were bound to be found in Gujarat,” he said.

Responding to a query of an AMU student, the fatwa depar tment of the country’s biggest Islamic seminary said that Islam does not permit such celebrations as they are against the Shariat law. The query was made in reference to the birthday celebration of Sir Syed Ahmed Khan, the founder of the Aligarh Muslim University. “Muslims should not follow the tradition of western culture of celebrating birthdays as it against the Shariat law,” Vice-Chancellor of Darul Uloom Deoband, Maulana Abul Kasim Naumani said here today. He was brought to Hyderabad and admitted to the state-run Nizam’s Institute of Medical Sciences (NIMS). Earlier, the MLA legislator and his supporters tried to resist the police. Reddy had begun his fast on November 1. “There were ketone bodies in the urine and potassium levels were also coming down. I was informed that there might be a problem if he was not attended to in 12 hours. Hence, we brought him to Hyderabad. His physical condition otherwise is alright,” state Health Minister D L Ravindra Reddy said.

would help efforts to tackle flow of counterfeit currency, Central Forensic Science Laboratory is planning to have a new software to identify the source country for the fake money. This technology will be able to trace the country or place from where the fake currency note originated and also identify the machine that was used to create it, CFSL Director Rajinder Singh said. “It is a software that we are planning to procure so that we are able to trace the location from where the fake currency originated. We have the technology that helps us to differenti-

it will help us to identify the machine used,” he said. “Zeroing on the origin of the fake currency note is very difficult. Terrorists use it as a means to destabilise economy,” an official with National Investigation Agency said. The NIA is responsible for investigations into fake currency notes used by terrorists while the rest are looked into by the CBI and State police. Mr. Singh said, “This new technology has already been tried and tested by the Interpol. It will take some time before we acquire it and put it to use.” According to the National Crime Record Bu-

ported till last year in which only 37.9 per cent have seen convictions. The Reserve Bank of India continues to revamp identifying features, which help the common man establish whether the currency is fake or genuine but even after introducing unique security features, the circulation of fake currency notes is rampant in the country. “The portrait of Mahatma Gandhi in the currency of denominations of 1,000, 500 and 100 has not been successfully forged by masterminds of counterfeit notes till date,” a forensic analyst with CFSL claimed.

National Commission for Women (NCW) is planning to launch a 24/7 tollfree call centre soon in a bid to provide speedy justice to victims and bring better synergy with states. With this, NCW chairperson Mamta Sharma said, all complaints can be registered online. "We have noticed a communication gap between NCW and state bodies because of which a huge number of cases remain pending. To eliminate this, we have decided to set up a 24/7 toll-free call centre within three months,"

also be given advice and guidance regarding their cases by the call centre executives, who will be employees of the NCW, she said, adding with the online registration of their cases, the victims would not have to come all the way to Delhi. The idea is to provide speedy relief to the victims by assuring them justice in their respective states, Sharma said, adding that this is why the commission is in touch with various women organisations to properly implement this plan.

Abhiyan, from November 19 to November 23 in four states - Punjab, Haryana, Rajasthan and Kerala," she said. On March 8, the International Women's Day, the NCW will honour all those women, especially, in rural areas who have been fighting for the women's rights, she said. Sharma said soon the NCW will have its new office in Jasola village where 3,000 sq m land had been allotted to it two years ago. The three-storey building will have a conference hall and library.

House panel may complete work on Lokpal bill soon: Manu Singhvi New Delhi, NoVember 6 (aGeNcies): The parliamentary standing committee examining the Lokpal bill will complete its work “soon”, panel chairman Abhishek Manu Singhvi said Sunday. Stating that giving a fixed timeline would be against parliamentary traditions, Singhvi said he would like the work to be over by early December. “I had stoutly refused to set a timeline and a deadline, because I think it is contrary to parliamentary procedure

and etiquette. But certainly given our speed and given our progress, you can see that we are doing our very best and I certainly would want to have something concrete before early part of December,” he said. Consultation with representatives from all sections of society was over and the committee was now in deliberations, Singhvi said, adding that he was open to all suggestions including those from Team Anna, and can go out of way to incorporate some of them if they

make the bill stronger. “I am very clear and open in going against the government draft in some areas where I find the reasoning and logic of team Anna compelling. So I have a completely open mind,” he said. Team Anna has been demanding for the passage of the Lokpal bill in parliament’s winter session, which ends Dec 21. Anna Hazare has also threatened to go on another fast from Dec 21 if the bill is not passed.

NAC defends petrol price hike; experts differ New Delhi, NoVember 6 (pti): Sonia Gandhi-led National Advisory Council (NAC) has defended the petrol price hike by saying it will not have any major impact on inflation, however some experts are of opinion that it was unwarranted. “The impact of hike in petrol prices on inflation will be marginal. Our transport system entirely depends on diesel. Petrol is consumed by 5 per cent of India’s population. They are the people who are influential, they are vocal but their number is very small,” NAC Member and Former Planning Commission member N.C. Saxena told PTI. “I am in support of the price hike,” Mr. Saxena said while commenting on the decision of the oil marketing companies to raise petrol prices by Rs 1.80 a litre, citing the impact of rupee depreciation on the cost of crude oil imports. Following the increase, petrol in Delhi costs Rs 68.64 a litre. Noted Economist and Former Union Minister Y.K.

Alagh too supported the price hike saying, “Needs of really needy people can be taken care of in imaginative ways.” Echoing views, FICCI Secretary General Rajeev Kumar said, “The rise will have somewhat limited (impact on inflation) because cascading effect of petrol is not very high unlike diesel.” Petrol price, he added, should follow market trend otherwise it would have huge impact on fiscal deficit. On deregulation of diesel prices, Mr. Kumar said, “I think diesel prices should be deregulated,” but it should be done after inflation comes down. However, C.P. Chandrashekhar, Professor of Economics at Jawaharlal Nehru University said the petrol price hike would impact the budget of common households. “Petrol is a universal intermediate product, besides the direct consumption of petrol. It enters into cost of production of all sorts of things. Today, lower middle

class families are also buying vehicles. It will have major impact on inflation,” Mr. Chandrashekhar said. He further said it was wrong to treat petrol like any other commercial product. “Price rise should be treated like indirect tax. That’s why for a long time, petrol price was regulated by the government,” he added. Mr. Chandrashekhar also questioned the decision of oil marketing companies to hike petrol price because rupee has depreciated. “Because rupee depreciated, people have to pay more. People have nothing to do with foreign exchange transition,” he noted. The petrol price hike comes at a time when inflation is touching double digits and the move could have a cascading effect on prices. Inflation in September stood at 9.72 per cent much above the Reserve Bank’s comfort level of 5-6 per cent. Petrol prices were freed from government control in June last year.

Youth confesses to mimicking Farooq Abdullah's voice

Farooq Abdullah

sriNaGar, NoVember 6 (aGeNcies): In a new twist to Kashmir’s bribes-for-berth case, a local youth on Sunday confessed he used to mimic union renewable energy minister Farooq Abdullah to facilitate the bribes sought by National Conference (NC) worker Sayeed Muhammad Yousuf. Mimic artist Aizaz Malik, belonging to south Kashmir’s Anantnag district, Sunday recorded his statement under section 164 of the Criminal Procedure Code, before a magistrate in Pulwama, accepting that he used to mimic Abdullah at Yousuf’s behest. Yousuf’s death in police custody last month has stirred a storm in

Kashmir. “I used to get Rs.2,000 each time Sayeed Yousuf made me mimic Dr. Abdullah’s voice on the phone,” Malik, 24, said in his statement. A senior police officer here said: “Police had got suspicious of Aizaz Malik’s activities after his proximity to Sayeed Yousuf was discovered by studying the cell phone record of Sayeed Yousuf. The two had been in regular contact.” Another National Conference worker, Muhammad Yusuf Bhat, belonging to north Kashmir’s Ganderbal district, had complained to chief minister Omar Abdullah that Yousuf had taken Rs 85 lakh from him for getting him a ministerial berth. Bhat had also claimed that Yousuf had called Abdullah in his presence and told Bhat to listen to the party patron’s voice. This had helped Bhat believe Yousuf had the political clout to get him a ministerial berth. Yousuf had died in police custody Sep 30, a day after Omar Abdullah ordered his arrest by the local crime branch. His family had alleged his custodial killing, but the post mortem report and forensic tests later proved the NC worker had died of cardiac arrest. A case of cheating (section 420) and criminal breach of trust (406) has been registered against Yousuf by the local crime branch. Bhat, the complainant, has also recorded his statement under section 164 before a magistrate in Ganderbal district last week.

least 69 dead in north Europe turns up heat on AtNigeria sect attacks Greeks to seal unity coalition

ATHeNs/PArIs, NOvemBer 6 (reuTers): The European Union turned up the heat on bickering Greek politicians on Sunday to agree a crisis coalition, demanding progress toward backing an international bailout deal in the next 24 hours. In a sign that Greece's political deadlock may be easing under EU pressure, a senior socialist said Prime Minister George Papandreou had made clear he would resign once a coalition deal was done, possibly as soon as Sunday night. With euro zone finance ministers due to meet on Monday, senior socialist lawmaker Telemachos Hitiris said: "Everything must be done within the day, otherwise tomorrow it will be hell." Earlier, the conservative opposition offered to cooperate in forming a national unity government that would push the euro zone bailout through parliament provided Papandreou stood aside after two years at the helm as Greece slid toward bankruptcy. European Economic and Monetary Affairs Commissioner Olli Rehn demanded a Greek unity government to restore confidence, which has been shaken by doubts that Athens would commit itself to

Greece’s Prime Minister George Papandreou exits after a cabinet meeting at the parliament in Athens on Sunday, November 6. Greek leaders struggled for a second day to end an ongoing political crisis, under intense pressure to ensure the country doesn’t go bankrupt in the next few weeks and that it remains in the eurozone. Papandreou informed cabinet members that he asked Greek President Karolos Papoulias for an urgent meeting with opposition leader Antonis Samaras. (AP Photo)

the 130 billion euro bailout package. Rehn wanted progress by the time euro zone finance ministers including Greek Deputy Prime Minister Evangelos Venizelos meet on Monday night. "We have called for a national unity government and remain persuaded that it is the convincing way of restoring confidence and meeting the commitments," he told Reuters. "We need a convincing report on this by Finance Minister Venizelos tomor-

row in the Eurogroup." A BREACH OF CONFIDENCE Greece had breached confidence with its euro zone partners last week and put itself on a path toward leaving the common currency, Rehn said in a telephone interview. Papandreou provoked uproar on Monday by announcing a referendum on the bailout, which demands yet more austerity to be imposed on the long-suffering Greek population, plunging

his country into political as well as economic crisis. Under heavy pressure from home and abroad, Papandreou ditched the referendum and narrowly survived a confidence vote, but only after promising to seek a new broad-based coalition. Rehn said Greece now appeared to be pulling back from the brink. Early on Sunday, the left and right had seemed far apart and any coalition deal between Papandreou's PASOK socialists and the conservative New Democracy a

distant prospect. But the EU pressure appeared to start working. With the cabinet due to meet later on Sunday, Hitiris said explicitly what Papandreou had signaledinparliamentonFriday. "Papandreou will resign once the new prime minister is selected," he told state NET TV. "We only have to wait for the prime minister's announcements in the cabinet." TORTURING THE GREEK PEOPLE

In the hunt for a national consensus, President Karo-

los Papoulias met the conservative opposition leader on Sunday. "This uncertainty that is torturing the Greek people must end. We must find a solution," Papoulias said before starting closeddoor talks with New Democracy leader Antonis Samaras. Samaras said he was ready for compromise but only with a new prime minister. "I am determined to help. ProvidedthatPapandreouresigns, everything will take its course," he said after the talks. The bailout deal aims to save Greece from bankruptcy and to prevent its problems tipping much bigger euro zone economies such as Italy and Spain into full-blown crisis. Venizelos has already received one lecture when German Chancellor Angela Merkel and French President Nicolas Sarkozy summoned him with Papandreou before a G20 meeting last week. The leaders made clear that Greece would receive not one cent more in European aid until it had signed up to the latest bailout, the second package since Athens had to go cap in hand to the European Union and IMF in May last year. Greeks have fought the pay and pensions cuts, combined with higher taxes, demanded by the international lenders with a series of strikes and protests, some violent.

LAGOs, NOvemBer 6 (AP): Residents fearfully left their homes on Saturday to bury their dead in northeast Nigeria following a series of coordinated attacks that killed at least 69 people and left a new police headquarters in ruins, government offices burned and symbols of state power destroyed. A radical Muslim sect known locally as Boko Haram claimed responsibility for the attacks in Borno and Yobe states, with the worst damage done in and around the city of Damaturu. The group also promised to continue its bloody sectarian fight against Nigeria's weak central government, with residents nervously moving through empty streets, waiting for the next attack. "There's that fear that something might possibly happen again," Nigerian Red Cross official Ibrahim Bulama said. In Damaturu, the capital of Yobe state, a car bomb exploded Friday afternoon outside a three-story building used as a military office and barracks, killing many uniformed security agents, Bulama said. Gunmen then went through the town, blowing up a bank and attacking at least three police stations and five churches, leaving them in rubble, officials said. Gunfire continued through the night and gunmen raided the village of Potiskum

near the capital as well, witnesses said, leaving at least two people dead there. On Saturday morning, people began hesitantly leaving their homes, seeing the destruction left behind which included military and police vehicles burned by the gunmen with the burned corpses of the drivers who died still in their seats. Bulama spoke to The Associated Press by telephone on Saturday morning from a common Muslim burial ground in the city as his family buried a relative and friend, a police officer who died after suffering a gunshot wound to the head in the fighting. Officials anticipated a dusk-till-dawn curfew to fall over the town, though state officials repeatedly declined to comment on the violence. The violence destroyed federal offices, public buildings and an immigration office, said Aliyu Baffale Sambo, an official with Nigeria'sNationalEmergency Management Agency. Nigerian Red Cross statistics showed at least 65 people died in and around Damaturu. Four other people were killed by four bombs in Maiduguri, about 80 miles (130 kilometers) east, officials said. One of those blasts detonated around noon outside an Islamic college, another alongside a road, local police commissioner Simeon Midenda said.

Syrian forces kill 13 at start of Eid Death toll from Thailand floods rises past 500 AmmAN, NOvemBer 6 (reuTers): Syrian forces shot dead at least 13 civilians Sunday in a continued military assault on the restive city of Homs and in attacks on pro-democracy demonstrations that erupted after prayers marking the main Muslim feast, activists said. Qatar's prime minister called for Arab states to meet next Saturday to weigh Syria's failure to implement a deal struck with the Arab League to end bloodshed that was touched off by the popular uprising against President Bashar al-Assad. The Egyptian official news agency MENA said the gathering would address "the continuing violence and the government's failure to stick to its obligations under the Arab Action Plan to solve the crisis in Syria." Arab leaders have ramped up criticism of Assad as the killings mounted, but are shied from demanding major political change in the country for

fear chaos could ensue, given Syria's volatile sectarian divisions. Syria is dominated by Assad's minority Alawite sect while Sunni Muslims form the majority. Damascus has described increasing Arab criticism as unproductive and based on false media reports. It says the unrest has arisen largely from a foreign conspiracy to divide Syria and that security forces are using legitimate means to confront "terrorists" and Islamist militants bent on wrecking a reform drive by Assad. Opposition leaders say the protests are driven by broad discontent with a corrupt repressive elite, not by violent extremists, and that Assad's promises of reform have been discredited by his continuing military crackdown on protesters. The official Syrian news agency said Assad went to the eastern provincial capital of Raqqa Sunday where he joined Eid prayers with "a number of notables and popular, union and party

Huge asteroid headed for close encounter with Earth CAPe CANAverAL, NOvemBer 6 (re uTers): A huge asteroid will pass closer to Earth than the moon on Tuesday, giving scientists a rare chance for study without having to go through the time and expense of launching a probe, officials said. Earth’s close encounter with Asteroid 2005 YU 55 will occur at 6:28 p.m. EST (2328 GMT) on Tuesday, as the space rock sails about 201,000 miles (323,469 km) from the planet. “It is the first time since 1976 that an object of this size has passed this closely to the Earth. It gives us a great -- and rare -- chance to study a near-Earth object like this,” astronomer Scott Fisher, a program director with the National Science Foundation, said on Thursday during a Web chat with reporters. The orbit and position of the asteroid, which is about 1,312 feet (400 meters) in diameter, is well known, added senior research scientist Don Yeomans, with NASA’s Jet Propulsion Laboratory in Pasadena, California. “There is no chance that this object will collide with the Earth or moon,” Yeomans said. Thousands of amateur and professional astronomers are expected to track

YU 55’s approach, which will be visible from the planet’s northern hemisphere. It will be too dim to be seen with the naked eye, however, and it will be moving too fast for viewing by the Hubble Space Telescope. “The best time to observe it would be in the early evening on Nov. 8 from the East Coast of the United States,” Yeomans said. “It is going to be very faint, even at its closest approach. You will need a decent-sized telescope to be able to actually see the object as it flies by.” Scientists suspect YU 55 has been visiting Earth for thousands of years, but because gravitational tugs from the planets occasionally tweak its path, they cannot tell for sure how long the asteroid has been in its present orbit. “These sorts of events have been happening for most of the lifetime of the Earth, about 4.5 billion years,” Fisher said. Computer models showing the asteroid’s path for the next 100 years show there is no chance it will hit Earth during that time, added Yeomans. “We do not think that it will ever impact the Earth or moon (but) we only have its orbit calculated for the next 100 years,” he said.

organizations and a crowd of Raqqa citizens." "The stand Syrians are making against terrorism and outside intervention is the basis for Syria's steadfastness," the SANA agency quoted Assad as saying. Most of the deaths Sunday occurred in Homs, 140 km (90 miles) north of Damascus, where a main district has been under tank bombardment since the day before Syrian authorities agreed in Cairo to the Arab League initiative Wednesday. Under the deal, the army was supposed to pull out of turbulent cities, political prisoners would go free and talks with the opposition would begin within two weeks. A demonstrator was shot dead when security police fired at a protest in Hama, north of Homs, demanding the removal of Assad, and three were killed in the northwestern province of Idlib, said the activist Syrian Revolution General Commission.

BANGkOk, NOvemBer 6 (AP): The nationwide death toll from flooding in Thailand climbed past 500 on Sunday, as the polluted black water continued its march through northern Bangkok, pouring across major intersections and a road underneath the capital's elevated train line. Floodwaters were also approaching a main road near the city's Mo Chit bus terminal, a major gateway to northern Thailand. But the bus station remained open, traffic police chief Uthaiwan Kaewsa-ard said. Three months of intense rainfall have fueled Thailand's worst flooding in half a century, swamping much of the country since July and leaving 506 people dead, according to the government. Floodwaters have begun receding in some provinces north of Bangkok, but they have built up around the city, which stands in the way of the water's natural flow south toward the Gulf of Thailand. So far, authorities have ordered evacuations in eight of Bangkok's 50 districts,

while seven others are either heavily or partially flooded. On Saturday, floodwaters began lapping at Bangkok's largest outdoor shopping zone, the famed Chatuchak Weekend Market, a major tourist attraction north of the city's central business district. Water was flowing past the market's eastern side. In the last few days, it has also begun moving southward in adjacent Lad Phrao, a district studded with office towers, condominiums and a popular shopping mall. Since late Saturday, water had also inundated a two-lane road underneath the Mo Chit Skytrain station, an elevated train platform that is part of one of the city's mass transit systems. The road was still passable. Subway service has not yet been affected. Hoping to divert some of the mass of water still piled up in northern Bangkok, workers Friday night completed a 3.7mile (6-kilometer) flood wall made from massive, hastily assembled sandbags. But Bangkok will have to rely on its ex-

isting drainage system to fight water that was already beyond the wall and just a few miles (kilometers) from the central business district, city spokesman Jate Sopitpongstorn said. Overthepasttwodecades, the city's much enlarged and improved drainage system has been able to effectively siphon off water during monsoon seasons with average rainfall. But it will be put to a severe test given the volume of water not seen in Bangkok since perhaps a great flood in 1942. Sound predictions are difficult because various government officials, including Bangkok's governor and Thailand's prime minister, have given often widely different versions of what city residents can expect. On Saturday, Prime Minister Yingluck Shinawatra told a radio audience that a plan to be put before the Cabinet on Tuesday would allocate 100 billion baht ($3.3 billion) for post-flood reconstruction. "I admit that this task has really exhausted me, but I will never A Thai man uses an improvised float to carry items along give up. Death of FARC leader cause rebels into uncertainty BOGOTA, NOvemBer 6 (AP): President Juan Manuel Santos on Saturday called on fighters of Latin America's only major rebel force to accept the killing of their top leader as proof the movement is doomed and to surrender. "This is the moment to decide to lay down your arms because, as we've said many times, the alternative is prison or a tomb," Santos told combatants of the Revolutionary Armed Forces of Colombia a day after troops killed their 63-year-old chief. But analysts don't believe Cano's death will lead the drug-fundedrebels,knownby their Spanish initials FARC, to crumble. While it's a body blow to the insurgents, the rebels remain potent. They have depth in their leadership and resilience steeled in a half century of armed revolt. Santos expressed satisfaction but said it's "not a moment for triumphalism" after meeting Saturday with the military high command behind closed doors in Popayan, the southwestern provincial capital where Cano's body was taken. He said Cano's ranks were infiltrated by rebel defectors, but refused to discuss details. Santos added that "my eyes moistened" at the news of Cano's death, "a few tears of emotion." The rebels, estimated at 9,000 fighters, have suffered devastating losses and record desertions since February 2008. Cano was the fourth member of the FARC's ruling seven-man

secretariat, a Politburo of sorts, to die a violent death in the interim. He was the first FARC commander to be tracked down and killed. Nearly a decade of U.S military and intelligence assistance and training have hamstrung the FARC's communications abilities, undermining its ability to coordinate attacks and mesh strategy among its widely dispersed units. Yet the rebels continue to sting the military with hitand-run attacks, killing hundreds of security force members a year. Just last month, FARC attacks claimed the lives of 20 soldiers in two separate ambushes. The FARC's backboneofsupportisamong peasants with few other opportunities in a country of deep inequality where land ownership is concentrated in few hands. It is unlikely to disappear unless the government seriously addresses the underlying social issues. Cano, a bookish anthropologist with a middle-class Bogota upbringing, said in an interview published in July by a Spanish newspaper that the FARC arose in 1964 to fight a "violent oligarchy" of big landholders and remained intent on attaining social justice. Santos, a military hawk but social liberal, is addressing that issue. A law enacted this year seeks to redress wrongs suffered by about 4 million victims of Colombia's conflict, including peasants whose land was

stolen by militias working on behalf of land barons. Even Cano praised Santos's initiative in a New Year's message. It will take about a decade to carry out, however, and cost billions. There has been considerable speculation that Santos has sought secret exploratory talks with the FARC, with whom peace talks have failed in each of the last three decades. Asked about the subject in an Au-

the rebellion are addressed. "Peace in Colombia will not be born with a guerrilla demobilization but with the definitive abolition of the causes that gave birth to the uprising," the statement said. "There is a policy drawn up and it will be continued." Most victims in Colombia's internal conflict have been killed or dispossessed in a dirty war by farright militias known as para-

gust interview with The Associated Press, Santos was cagey. "If there were, I wouldn't tell you," he said, smiling. In a statement published on the website of sympathetic news agency Anncol, the FARC acknowledged Cano's death and said peace will come when the issues that led to

militaries, who were created in the 1980s to counter kidnapping and extortion by the FARC. Now that Cano is dead, the insurgency will name a new commander, a process bound to take time. It is also apt to try to prove it is anything but defeated. "The FARC aren't done.

The FARC are going to react in some way because it's important for them to show that the death of a leader doesn't mean a process of desertion or surrender," said Camilo Gomez, who was peace commissioner under President Andres Pastrana and took part in failed negotiations with FARC from 1998-2002. "The middleranking commanders are not going to negotiate over the cadaver of Cano," said Ariel Avila, an analyst with the Nuevo Arco Iris think tank. "Their peace intentions are going to be paralyzed for a time. There's no lack of unity in the FARC's interior." Analysts mentiontwopotentialleaders, veteran rebels known as Ivan Marquez and Timochenko. Both belong to the secretariat and Colombian military officials say both have been living recently in Venezuela. Cano was felled by three bulletsinaremoteareaofCauca state along with three other rebels, two men and a woman, after his hideout in forested hills was bombed, officials said Saturday. He was found unarmed, said Maritza Gonzalez, director of the chief prosecutor's office's investigative unit, wearing black pants and a blue shirt. Her agents positively identified the body by fingerprints. Cano had shaved off his trademark beard. The rebel leader had spent all day Friday in hiding after the morning bombing raid and was killed in combat after being sighted by soldiers at night, said Gonzalez. Air Force commander Gen.

Tito Pinilla said the military used night vision goggles in the operation. Gen. Gabriel Rey, chief of the army's aviation arm, said the small group of guerrillas guarding the FARC chief fired back with homemade mortars, wounding one soldier. A senior security official, speaking on condition he not be further identified, said Cano was caught trying to break through a security cordon. Cano's body arrived in Bogota on Saturday. Troops recovered seven computers and 39 thumb drives belonging to Cano as well as a stash of cash in currencies including U.S. dollars, euros and Colombian pesos, said Defense Minister Juan Carlos Pinzon. Cano, whose real name was Guillermo Leon Saenz, had been the top target of Colombia's armed forces authorities since September 2010, when they killed the insurgency's military chief, Jorge Briceno, in a bombing raid in the southern Macarena massif. Cano had always declared his readiness to negotiate a resolution to the conflict, something Santos and his predecessor Alvaro Uribe have rejected that as long as the FARC continues hostilitiesincludingransomkidnappings. Santos reiterated the stance on Saturday. "We need clear signals and we need terrorism to cease," he said. "The doortodialogueisnotlocked." Among kidnap victims the rebels are believed to currently hold are four Chinese oil workers seized in June.

Former champ Frazier fighting cancer

PHILADELPHIA, No vEmbEr 6 (AP): Former heavyweight champion Joe Frazier has liver cancer and is under hospice care. The 67-year-old boxer was diagnosed four or five weeks ago, Frazier's personal and business manager said on Saturday. Leslie Wolff told The Associated Press the doctors have not yet told Frazier how long he has to live. "We have medical experts looking into all the options that are out there," Wolff said. "There are very few. But that doesn't mean we're going to stop looking." Wolff, who has been Frazier's manager for seven years, said the boxer had been in and out of the hospital since early October and receiving hospice treatment for the last week. "We appreciate every prayer we can get," Wolff said. "I've got everybody praying for him. We"ll just keep our fingers crossed and hope for a miracle." Frazier was the first man to beat Muhammad Ali, knocking him down and taking a decision in the so-called Fight of the Century in 1971. He would go on to lose two more fights to Ali, including the epic "Thrilla in Manila." Frazier was bitter for many years about the way Ali treated him then. More recently, he said he had forgiven Ali for repeatedly taunting him. Smokin' Joe was a

small yet ferocious fighter who smothered his opponents with punches, including a devastating left hook he used to end many of his fights early. It was the left hook that dropped Ali in the 15th round of their "Fight of the Century" at Madison Square Garden in 1971 to seal a win in a bout where each fighter earned an unheard of $2.5 million. While that fight is celebrated in boxing lore, Ali and Frazier put on an even better show in their third fight, held in a sweltering arena in Manila as part of Ali's world tour of fights in 1975. Nearly blinded by Ali's punches, Frazier still wanted to go out for the 15th round of the fight but was held back by trainer Eddie Futch in a bout Ali would later say was the closest thing to death he could imagine. Frazier won the heavyweight title in 1970 by stopping Jimmy Ellis in the fifth round of their fight at Madison Square Garden. He defended it successfully four times before George Foreman knocked him down six times in the first two rounds to take the title from him in 1973. Frazier would never be heavyweight champion again. In recent years, Frazier had been doing regular autograph appearances, including one in Las Vegas the weekend of a Floyd Mayweather Jr. fight in September.

The promise of sports as a business is undeniably big; he said, and added that Nagas should also give serious attention. “Nagas, we love football,” however, the state is in need of football

stadia which can meet the required standards as well as host big tournaments, he remarked. Referring to the upcoming Royal Gold Cup, he stated that the response from teams to compete in

the tournament has been tremendous, with big teams from the mainland showing keen interest. However, the host ground i.e. the Kohima local ground is not upto the expectations. Taking the op-

portunity, he proposed that the playing area be laid with an all-weather artificial turf, while stating: “We require atleast one artificial turf.” “I think it won’t cost much” (to the government), at the most some 4-5 crore, he said. Lampard gives stuttering Chelsea win bLACKburN, NovEmbEr 6 (AP): Frank Lampard scored his sixth English Premier League goal of the season on Saturday with a second-half header that gave unimpressive Chelsea a 1-0 win at Blackburn. Chelsea manager Andre Villas-Boas knew his side could not afford to drop points after losses to Queens Park Rangers and Arsenal. But while Lampard stooped to head in Branislav Ivanovic's low cross on 50 minutes, struggling Rovers had numerous late chances to claim at least a draw. Blackburn poured forward and Grant Hanley and Ayegbeni Yakubu forced saves out of visiting goalkeeper Petr Cech as Chelsea kept a clean sheet for the first time since the opening day of the season. The Blues almost didn't manage it. With four minutes left, Ivanovic almost gifted Rovers a point when his attempted clearance from Morten Gamst Pedersen's corner ricocheted back off the underside of the bar. The result left Rovers stuck in the bottom three as a plane cir-

the Chelsea medical team stemming the flow of blood sufficiently for the keeper to continue. Villas-Boas, desperate not to drop points which could leave them even further adrift of the Premier League summit, replaced the ineffective Florent Malouda with Fernando Torres

at halftime, but Blackburn resumed as the more lively side. Even so, the visitors grabbed the lead in the 50th with only their second shot on target. Ivanovic turned inside Hoilett on the right and crossed for Lampard, who directed a low header past Robinson.

Former caddy rips Wood with racial comment WIndies 256/5 on No Tour action on Williams slur

SHANGHAI, NovEmbEr 6 (AP): Golf's two top tour executives say caddie Steve Williams' apology for a racial slur about Tiger Woods is sufficient and they will not take further action. PGA Tour commissioner Tim Finchem and European Tour chief executive George O'Grady issued the statement Sunday after the HSBC Champions, a tournament sanctioned by all the major tours. While getting roasted Friday at a caddies awards party, Williams said of the TV interview he gave at the Bridgestone Invitational that "it was my aim to shove it up that black a------." Williams was caddie for Adam Scott, two weeks after being fired by Woods after 12 years as his caddie. The statement condemned his comments but said the matter is closed after the apology. SHANGHAI, NovEmbEr 6 (AP): Already one of the most festive evenings in golf, the annual Caddies Awards roast was buzzing with talk that Tiger Woods' former caddie might be getting a prize. One award was called "Celebration of the Year." Everyone knew who would get it and why. The surprise was how Steve Williams ripped into his old boss with a racial slur that caused even more commotion involving the jilted caddie and golf's biggest name. "He's a character within the game of golf, and whatever bitterness that exists between him and Tiger should be in the past by now," said Graeme McDowell, one of several players at the party. "It's unfortunate that it's going to rear it's head again." Williams, still angered over getting fired by Woods this summer, was working for Adam Scott when he won the Bridgestone Invitational. That tournament also was the first time Woods played since splitting with his caddie. An emotionally charged Williams gave a TV interview on the 18th green and called it "the best win of my life," even though he had been on the bag for 13 majors

with Woods. On Friday, the host called Williams to the stage to collect his award and asked him to explain his enthusiasm. Williams, with a smirk on his face, leaned toward the microphone and said, "It was my aim to shove it right up that black a------." On a night filled with banter and offcolor remarks, this one was a show-stopper. Heads turned, eyes widened and jaws dropped amid a mixture of shock and laughter. Williams later issued a statement apologizing to Woods.Thatwasgoodenough for Scott, who said he had no plans to fire his caddie. "I think everything in that room last nightwasallingoodspiritsand for a bit of fun," Scott said after his third round on Saturday at the HSBC Champions. "And I think it probably got taken out of that room in the wrong context." Even as players and caddies spilled into the bar, they couldn't stop talking about it — some because of the racial overtones, some because of how Williams so openly showed his disdain for Woods. The ground rules for the roast is that everything is off the record, yet this was bound to get out. A group of

British reporters returning from a night out in Shanghai were at the hotel bar when at least one caddie told them what was said. Williams was stunned the next morning to learn that his comments had been published. "Why would they do that?" he said. "The whole thing was meant to be fun." He shook his head and walked away without wanting to say more. Hours later, Williams posted a comment on his website. "I apologize for comments I made last night at the Annual Caddy Awards dinner in Shanghai," it said. "Players and caddies look forward to this evening all year, and the spirit is always joking and fun. I now realize how my comments could be construed as racist. However, I assure you that was not my intent. I sincerely apologize to Tiger and anyone else I've offended." Woods was in Australia, though it didn't take long for the comments to get back to him. "I was with Tiger last night when he heard the news," agent Mark Steinberg said. "We got multiple calls from people who sounded like they were leaving the caddie party.

Day 1 at stumps

NEW DELHI, NovEmbEr 6 (AP): Experienced batsman Shivnarine Chanderpaul hit an authoritative century on Sunday to help the West Indies reach 256/5 against India on the opening day of the first Test at the Ferozeshah Kotla Stadium. Left-hander Chanderpaul struck 111 not out and put on a solid 108-run stand for the fourth wicket with Kraigg Brathwaite (63) that pulled the West Indies out of trouble from a precarious 72-3. Chanderpaul smashed seven fours and two sixes during his 24th Test century to douse the enthusiasm of an inexperienced bowling attack that called the shots through spinners Pragyan Ojha and debutant Ravichandran Ashwin before the fourth-wicket stand. Ojha finished the day at 3-58 and Ashwin at 2-79. Chanderpaul enhanced his already impressive record against India by scoring his seventh century against the team and the second in consecutive Tests after also getting one in their last game in Dominica in the Caribbean in June this year. Chanderpaul showednimblefootworkduring his 167-ball knock, hitting both of India's specialist spinners for a six each over the long-on fence. The 37-yearold dominated the stand with teenager Brathwaite, who compiled a painstaking 63 off 212 balls with only four hits to the fence. It was the second half-century in four tests for Brathwaite, who will turn 19 next month. Braithwaite was Ojha's third victim when he was stumped by Mahendra Singh Dhoni in trying to reach a flighted delivery pitched

outside the off stump. Earlier, Ojha struck twice in the opening session and Ashwin took a wicket in the first over after lunch, pegging back a West Indies side that won the toss and elected to bat. Ojha, who was introduced into the attack in the 10th over of the innings, dismissed opener Kieran Powell and Kirk Edwards to help India take the early advantage. Ojha trapped Powell (14) lbw with a ball that turned in sharply to rap his pads. In his previous over, the left-arm spinner dropped a return catch opportunity from Powell. Ojha made no such mistake when Edwards (15) offered a return catch when trying to drive down the ground, and finished the session with 2-14 in 10 overs. Ashwin took the important wicket of Darren Bravo (12) when the left-hander shaped for a cut shot. Bravo, who had struck 195 in the second Test against Bangladesh in Mirpur last week, played too close to the body and was clean bowled. Ashwin also dismissed experienced batsman Marlon Samuels in the third session by inducing an edge that was collected neatly by Dhoni behind the stumps. Ashwin was one of two Test debutants for India, the other being pace bowler Umesh Yadav. The second Test will be played in Kolkata from Nov. 14-18 and the final Test in Mumbai from Nov. 22-26. The Test series will be followed by a five-game one-day series with matches in Cuttack (Nov. 29), Visakhapatnam (Dec. 2), Ahmedabad (Dec. 5), Indore (Dec. 8) and Chennai (Dec. 11).

X Factor forced to respond to miming accusations

t was a spectacular slip-up, when the time came for LeRoy Bell to take his turn in the ensemble rendition of U2's With or Without You, a million viewers heard his vocal BEFORE he started singing. But if you think last night's X Factor saw the equivalent of the curtain being pulled back to reveal the Wizard of X furiously twiddling decoder knobs, you'd be wrong. Because Simon Cowell, 51 , isn't that stupid, and today representatives for his Fox show have volunteered the information that for group performances, vocals are always prerecorded. This might be news to most of us, but the X Factor camp insist that this little procedure ensures that contestants can pour their efforts into where it really counts, the live competitive performances. A representative told TheWrap. com: 'All survival songs are performed live, with just a backing track. For

the group ensemble performance, the vocals are prerecorded to allow acts to concentrate on preparing for their own live competitive performances on Wednesdays. This is also no different to what other competition shows do for ensemble performances.'

Michelle Williams' Pixie Cut Is a "Memorial" to Heath Ledger

ichelle Williams made hair headlines when she cut her long blonde hair into a pixie cut -- a cropped look she's kept for a while now, even though not everyone's a huge fan, including her daughter Matilda, 6. "What Matilda would love is for her mom to grow out the cropped hair, though that's unlikely to happen any time soon," Williams, 31, tells British ELLE, as excerpted by British paper The Telegraph. "I've really grown into it," explains the My Week With Marilyn actress. "I feel like myself with short hair. And it's been a re-

ally long time since I had long hair, five years." "Of course, the only people who like it are gay men and my girlfriends," the Oscar-nominated star jokes. "Straight men across the board are not into this hair!" Except for one, very special straight man, that is: Heath Ledger, Matilda's dad and Williams' ex, who died in early 2008 at age 28 of an accidental drug overdose. Explains Williams, who has been opening up of late about the devastating loss about the Brokeback Mountain icon: "I cut it for the one straight man who has ever liked short hair and I wear it in memorial of somebody who really loved it."

old single mother, Stacy Francis, is not quite the hard luck contestant the show painted her as. Footage has emerged of her singing performing for Tom Cruise, and it's been suggested that at one point she had quite a prolific career as an entertainer.

Jennifer Carpenter "Still Loves" Ex-Husband

T

hings could have been awkward on the set of Dexter after Jennifer Carpenter and Michael C. Hall filed for divorce in December 2010. Instead, the two costars have managed to remain close confidantes while working together on the show's sixth season (currently airing on Showtime). "I mean, he is and always will be one of my best friends in the world. And just because the marriage ended doesn't mean the

love isn't still there," Carpenter, 31, recently told E! News. "We take very good care of each other and our cast -- we always have -- and I'm just really lucky." Even if they hadn't gotten along, Carpenter said she's grateful to be part of such a successful series. "Because, you know, to be six years in and still challenged by the work and proud of the work is quite an accomplishment," she explained.

im Kardashian’s mother Kris Jenner has made it clear that her soon-to-be single daughter will keep hold of her 2 million-dollar engagement ring even after the divorce. According to sources, Kris Humphries was hoping to get the 20.5-carat diamond ring back after the split, according to sources. “It’s a gift - you keep a gift,” the Daily Mail quoted Jenner as saying. “I hate an Indian giver,” she said. The phrase ‘Indian giver’, which describes a person who gives a present and later wants it back, has enraged a number of American Indians who consider the remark to be offensive. A spokesperson for the largest American Indian and Alaska Native organization in the country, The National Congress of American Indians has labelled the remark as “wrong and hurtful”.

olombian actress Sofia Vergara was hesitant to take doctors' advice and undergo surgery when she was diagnosed with thyroid cancer - because her health was "perfect". Medics found a lump on The Modern Family star's neck, but she struggled to come to terms with the news she had cancer because she hadn't experienced any symptoms and couldn't see anything wrong with herself physically. She eventually agreed to go under the knife

to remove the thyroid gland and is now cancer-free - but it wasn't an easy decision for her to make because the surgery could have cost her her speech and the control of her facial muscles. In a new interview with U.S. news show Nightline, she says, "I was very young, and when they tell you that word (cancer), it's like, 'What are you talking about?' You always think 'death'... That's all you think when they tell you that. So it was... pretty scary.
