Nagaland gets Rs.8325.97 lakh under RMSA Dimapur, November 7 (mexN): The Ministry of Human Resource Development (MHRD) has finalized approval of DPRs for all the north east states for 2011-2012 for implementation of the flagship programme of Rashtriya Madhyamik Shiksha Abhiyan (RMSA). According to the minutes of Project Approval Board meeting of eight north east states, Nagaland has been allocated Rs.8325.97 lakh (Rs. 6471.11 for civil works/infrastructure and Rs.1854.86 for salaries and maintenance). The fund allocations for other north east states are (in lakhs): Tripura Rs.5629.22, Manipur- Rs.5167.49, Arunachal Pradesh- Rs. 4528.75, Mizoram- Rs. 4052.59, Assam- Rs. 3691.54, SikkimRs.705.23 and Meghalaya Rs.330.27. RMSA is a flagship programme for universalisation of secondary education in which the Central Government provides 90% shares while the State governments contribute only 10% of the cost of the project. Nagaland is one of the few states in India to have perspective plan of RMSA unto 2016-17.
Petrol pumps in Manipur go dry as blockade continue

impHaL, November 7 (pTi): Petrol pumps in Manipur have gone dry with the punishing blockade of two national highways by the United Naga Council continuing since August 21. Manipur government Spokesman N Biren Singh said all the petrol pumps in the state have gone dry except one. Only one petrol pump has stock but it will supply petrol and diesel only to school buses and school vans, official sources said. The ImphalDimapur-Guwahati (NH39) and the Imphal- Jiribam-Silchar (NH-53) have been blocked since August 21 by United Naga Council (UNC), which is opposed to the Sadar Hills District Demand Committee demand for creation of a full fledged revenue district of Sadar Hills to be carved out from Naga-majority Senapati district. Chief Minister O Ibobi Singh had said at a public function on Sunday that he will do something about the blockade but did not elaborate.

In a late afternoon bomb shell, the Nationalist Congress Party (NCP) has decided to pull out from the Democratic Alliance Nagaland (DAN), signaling the end DAN coalition and the cold prospects of the ‘Cock’ crowing alone in the next
assembly election. The NCP Nagaland state at its executive meeting held at NCP office, Dimapur, on Monday unanimously resolved to pull out from the DAN coalition citing numerous ‘betrayals’ from the major DAN partner, the Nagaland People’s Front (NPF). Later, interacting with a section of the media in his home residence at Nagarjan (Kuda village), NCP Nagaland president and secretary general NCP (Northeast), Neiba Ndang, confirmed that the NCP state, with full approval of the NCP central leaders, has finally distanced itself from the DAN. “We had all respect and regard for the DAN coalition, although we lost two of our legislators, and we tried our best to maintain the coalition spirit,” Ndang said. The party however disclosed that the final straw
came during the last byelection to Aonlengden assembly seat, which NCP said the NPF went alone with its candidate and never consulted DAN partners. “For so long we have tolerated and tried to keep up the coalition spirit. In any major policy matters or decisions, they (NPF) should at least consult with their coalition partners. But in the case of 26 Aonglengden AC by-elections, there was never a consensus among the DAN partners. We were never consulted or informed beforehand about the candidate,” the state NCP president said. On the other hand, Neiba said that without consulting DAN partners, the NPF declared their own candidate and tagged it as “DAN consensus candidate.” “This is a clear-cut indication that then DAN partners are being side-
lined,” he said and hinted that the NCP, being a national party has its own set policies and programmes, can survive “with or without” a regional party. State NCP General Secretary Miatho Krose who along with NCP state member of Political Affairs Committee, Chonben Yanthan, were present during the press briefing, reminded that the DAN government should own up to whatever “negative or otherwise” decisions the government had taken up till the present, since the NCP was never taken into confidence. With the NCP pull-out, DAN government is now reduced to NPF government as there are no other political allies the NPF can take into confidence. Even the five Independent MLAs in the current state assembly have been reduced to “associated members” of the NPF.
Dimapur, November 7 (mexN): The Joint Action Committee (JAC) on Women Reservation has sought the intervention of the Governor of Nagaland to ensure timely municipal/town council elections and implementation of the long awaited Women Reservation Bill. A representation addressed to Governor Nikhil Kumar, signed by representatives from the Naga Mothers Association, Eastern Naga Women Organization, Watsu Mongdang, Naga Women HOHO Dimapur and the Tenyimi Women Organization was received here today. The JAC brought to the attention of the Governor the judgement order of the Guwahati High Court Kohima, on the writ petition filed on behalf of women which clearly stipulates for election to the Municipal/ Town Councils to be com-
pleted before January 20, 2012 and strict implementation of women reservation in the coming civic body elections. It informed the Governor that JAC held a consultative meeting with tribe women organizations from the eleven districts of Nagaland on November 1, where it was resolved by the House, to start the process of selection of eligible women candidates who will stand for election in the 82 women reserved wards in the State, through the respective tribe women organizations/women Hoho. The final list of Naga women consensus candidates for the women reserved wards will be ready by the December 3, JAC informed the Governor. SDSA flays Manipur Cabinet decision to bifurcate Sadar Hills Dimapur, November 7 (meXN): While reaffirming its stance to defend and protect its ancestral land, the Senapati District Students’ Association (SDSA) has strongly condemned the Manipur Cabinet’s decision to bifurcate Sadar Hills into (three) sub-divisions. Terming it as “illogical and bias” decision a press communiqué from SDSA stated that, “such premature decision of the communal Government will only escalate the tension created by present situation.” SDSA President LR John pointed out that, during the visit with Union Home Minister P. Chidambaram on November 2 to Senapati District, Chief Minister O. Ibobi had assured that “no unilateral decision will be taken but due consultation of concerned communities will be considered.” But, the Cabinet decision on November 5 to create 3(three) sub-divi-

‘Fund for Dist HQs road improvement yet to be released’
KoHima, November 7 (NepS): Nagaland Minister for Road and Bridges Mr Kaito said today that his department was making all out efforts for the improvement of the road conditions of all the 11 districts headquarters in the State. Disclosing to NEPS here today, the Minister said technical estimates for these works had already been approved and the mon-
ey was yet to be released. As per the approved estimates, Kohima gets Rs 90 lakh; Dimapur gets Rs 90 lakh; Mokokchung gets Rs 70 lakh; Mon gets Rs 75 lakh; Wokha get Rs 70 lakh; Tuensang gets Rs 90 lakh; Longleng gets Rs 50 lakh; Zunheboto gets Rs 45 lakh; Kiphire gets Rs 50 lakh and Phek gets Rs 20 lakh but it (Phek) actually gets 70 lakh but being used for some other road de-
velopment there. The Minister further disclosed that the construction of roads to the above 11 districts headquarters would be done by his department. “I have already requested my colleagues to allow my department to directly do the job for this particular districts headquarters road development works.” Kaito said his department was trying its
best for the improvement and proper maintenance of existing roads in the State. “But we are finding difficulty to carry out due to the shortage of fund,” he added. “We are making all out efforts to maintain but it is near impossible for the department to take care of 12000 kilometer roads including portions of National Highways without the assistance of the Government
of India.” At the same time, being a Christian State, they had to consider cases of many approach roads like to Theological Colleges whenever such requests came up to them, the Minister also disclosed. Kaito also stated the state Governor Nikhil Kumar was also concerned for the paucity of fund for the maintenance of the huge roads in the state.

Chief Minister Neiphiu Rio today expressed frustration that crimes and “antisocials” have begun to ruin the only economic and commercial centre of the State. Businesses are leaving and the fact that Nagaland and her people would prosper only if Dimapur prospers, “the people must create peace, do away with fear,” the Chief Minister told a huge gathering at the ‘state stadium’ during celebration of Tokhu Emung, the principal festival of the Kyong Naga community. Addressing the crowd as chief guest of the celebration, Neiphiu Rio expressed sadness that Dimapur, “miniature India; miniature Nagaland,” is already headed for ruin. pur civil society for willing to speak out against all anti-social activities. But, he said, more needs to be done. “I want to remind all of us
to remind ourselves of our responsibility; (it is a collective effort) it is the responsibility of the government; responsibility of the public; it is not only the responsibility of the state government alone,” Rio said. In an apparent reference to extortion, the Chief Minister posed a query – “without labor, how can you harvest? Without harvest how can you celebrate? We have much more things to do; we have so many things in mind,” Rio said. “If we have to celebrate we must first create peace.” Relatively, Neiphiu Rio referred to how the “anti-socials” and society’s fear of them are impacting the economy of the state. “Both Nagas and nonNagas” are “earning from here” but ‘taking the money outside’ now, he lamented. “It is sad because of antisocials, many non-Nagas and Nagas earn here and take away the harvest to invest elsewhere because of the fear. Minister for Health & Family Welfare Küzholüzo (Azo) Nienu today expressed regret that wild animals and birds have become the victim of festivities in Nagaland. He was speaking at the premier festival of Lotha- Nagas- Tokhu Emong here today. Lakhuti lies 45 km away from district headquarter Wokha. The Minister asserted that the rich traditions and culture possessed by Nagas speaks volumes of Naga identity and the peaceful attitude of the people. He said Nagas are peace loving people and economically sound but when it comes to festivals, wild animals and birds become the victim of the festivals. In this, he stressed the need to adapt the new culture and restrain from
using wild animals and birds during the festivals. He told the villagers to use domestic animals on such occasions in order to preserve the nature and to save Mother Earth. Stating that Chief Minister Neiphiu Rio is generous and treats everyone equally, he said the government will bring a big project to Lakhuti village before the next State general elections. Preferring to keep mum on the type of project as of now, the Minister said the project will be made visible soon. Pleased by the number of good leaders being produced by Lakhuti village and the village also known for producing many officers, he told them not to be arrogant; rather to be more humble so God will bless them. Azo also stressed on the need to know as to how to pre-
serve the senior leaders so that they can put their footprint in the village. Nagaland Legislative Assembly (NLA) Deputy Speaker Ralanthung Yanthan, NPF vice president in-charge of Wokha district, Pusazo Luruo also spoke on the occasion. The significance of the festival was briefed by Mhonchumo Ngully. Tokhü Emong is the harvest festival of the Lothas. With the harvest done and the granaries full, the people now take a respite from the toils and sweat and settle down to enjoy the fruits of one’s hard labour. Tokhü Emong is celebrated in the 1st week of November every year. The Kyong community of Dimapur today celebrated the gift of life, of harvest and all blessings in being a brotherhood, a community and a people and sharing in retrospection of who they as a people can give more to the progress of the state and the peoples they are a part of. Thousands from the Kyong Naga tribe thronged a sun-drenched ‘state stadium’ in Dimapur October 7 to make merry in ‘Tokhu Emong,’ the principal festival of the community, where Chief Minister of Nagaland Neiphu Rio was the chief guest. Among others in attendance was Minister for Forest MC Konyak, Minister for Agriculture Dr. Chumben Murry and Minister for Soil & Water Conservation P Longon and President of Nagaland Pradesh Congress Committee SI Jamir, parliamentary secretaries and members of Nagaland Legislative Assembly and senior state government officials. ‘Tokhu Emong’ is primarily a feast of harvest to mark the conclusion of activities of the community in a year and commemorative of welcome for the New Year ahead. Parliamentary Secretary for Border Affairs Yanthungo Patton challenged the community to use unity as good, productive and enriching ‘weapon’ to build the community. Addressing the people in Kyong, the parliamentary secretary appealed to the tribe to keep reminded that peaceful existence with one and neighbor, tribe and community is itself strength. The Indian Youth Congress has embarked on a historic nation-wide mission to restore the voice of the youth in politics and is holding internal elections to unearth political leaders from the youth of Nagaland. Nokia to target Govt unlikely to roll back petrol price hike Petrol price hike fuels protests youth with Asha guwahaTi, November 5 (ageNcies): The state witnessed a volley of protests from all corners immediately after oil companies hiked petrol price by Rs 1.80 a litre once again to offset the fall in rupee. The Federation of Industry & Commerce of North Eastern Region (FINER) suggested the government to prepare a petrol price stabilization mechanism to check such rise in future. While the Kamrup Chamber of Commerce (KCC) asked the state government to take immediately steps to comfort the state, former chief minister Prafulla Mahanta sought curbing of such rise in price. "There must be a petrol price stabilization mechanism in the country to control frequent rise in petrol price. The government should think of a long-term solution. It affects inflation," said R S Joshi, the chairman of Finer. The KCC asked the state government to introduce gas-based transportation system to minimize public apathy. Asha 200 is a dual-SIM handset, while Asha 201 is a single SIM device. The erstwhile market leader in the cell market has been struggling a little lately with the combined losses of 436 million euros, or $606 million, in the second and third quarters. It had also had to down size its work force globally by 18%. But Nokia India MD D Shivakumar says the company's profile is looking up in India. Although data is unavailable, sale of Nokia handsets have roughly quadrupled in the third quarter, he says. With the Asha phones, Nokia is hoping to capture the next generation of a billion young users, who would like to use their mobiles to connect with the Net. Blanca Juti, vice-president, Nokia Mobile Phones Marketing, says the phones are meant to catch the fancy of the 25-year-old, who wants to stay connected on the move. Though both phones are feature devices rather than smart phones they can still down load Java applications in addition to the ones built into the handsets. Pre-installed software includes a web browser, a music player, and networking support. "Bulk penetration in the Indian market will happen in the next three or four years, and the Asha phones are the right vehicles of change," says Shivakumar. The London event's focus though was on the launch of the smart windows phone Lumia 800 and Lumia 710. The company is making a rather late entry into a field dominated by smarties like Google, Apple and Samsung. Nokia's share of the global smart phone market has fallen by nearly half, to 15.5% in September from 27.5% in December.

ened to withdraw support from the government, a Cabinet Minister said, Mamata Banerjee was part of the Empowered Group of Ministers (EGoM) that in June of 2010 had decided to deregulate or free petrol prices. “She (Mamata Banerjee) had not attended that EGoM meeting of June 25, 2010, but her consent was taken. She continued in the

Rejoinder on settlement of Mokokchung rape case In response to the News item published in your esteemed daily on 7th Nov. 2011 regarding the “Settlement of rape case between the Mokokchung Town Aoer Telongjem and the Mokokchung Chang Union”, the undersigned on behalf of the All Tribal Students’ Union Tuensang (ATSUT) would like to congratulate all the parties involved in solving the rape case amicably, respecting each Tribes Customs and Traditions in the greater interest of the Tribal Understandings. While appreciating the decision of both the parties, the Union feels that it is the HEIGHT of respect being accorded to each other’s Custom & Traditions, keeping in mind the nature and extend of the crime committed by the Rapist. But the timely decision of all the parties will go a long way in enlightening the Public on Tribal Jurisdiction, Boundaries and Limits while tackling the social evils, ills and malady that eats into Naga Society. The ATSUT feels that the “Chang Union Mokokchung ” is very wrong in rightly taking action against the Ao Rapist as it was againsts the Ao Custom and Traditions and that too within an Ao Country (as mentioned in paper). The Chang union Mokokchung should therefore seek unconditional apologies from the Ao Community before the matter escalates out of proportion. This Rape case has indeed made headlines for the past more than one month and therefore has inked into the history, pinpointing deeply to comtemplate on the fragility o the Naga Tribal fabrics and its Customs and Traditions thereof. The Chang Union Mokokchung should have enquired throughly the Ao Customs and Traditions, before initiating any action against the Crime of the Ao Rapist, they ought to have again studied “Whether Rape is Legal in Ao Custom and Tradition and Ao area?”or “Whether they are encroaching upon the legally accepted Rape of an Ao within their Country?”. Hence, the apex Chang Tribal Body (CKS), the Women Association (CTS) and the Confederation of Chang Students’ Union (CCSU) should immediately summon and question the activitism of the Chang Union Mokokchung in talking action against the Ao rapist without proper verification, study, ignorance, knowledge and understanding the insensitivity towards the Legallly Accepted Rape as per Ao Customs and Traditions within their Country. The Rapist might have raped and committed a highly condemnable crime against one of the minor girl of Chang Community in Mokokchung and also a crime in the eye of humanity, which otherwise is Legal and Acceptable for the Aos in their Country, therefore the unethical and unwise decision of the Chang Union Mokokchung is uncalled for and unadvisable and amounts to crime against the Rapist, the Rapist family, the Rapist Village or
the whole of Ao Community, rendering the Chang Union Mokokchung subject to explaination and clarification from the Nagas in General and the Chang Tribe in particular. The ATSUT also appeals to the apex Organizations of Eastern Nagaland to urgently take stock of the information (as published) and enlighten the Eastern Nagaland Tribes by dessimenating the information that Rape is Legal in Ao Custom and Traditions so as to avoid future confrontations, issues, problems and clashes of interest and customs. The ignorance of the Legally Accepted Rapes as per Ao Custom & Tradition is shocking so inorder to again avoid future misunderstandings and animosity between the peaceful co-existence of Tribes of Nagaland due to Social issues/crimes, hence divuldging of this information minutely is the need of the hour. All the Eastern Nagaland Tribes residing within an Ao Country should be made aware that Rape is Legalised in Ao Country so necessary respect and understanding should be given to the Ao Custom as long as they are in Ao Country, for the saying goes “when you are in Rome, think and act like Romans” so as to avoid unnecessary harrassment. The Union appeals to the Ao Community not to mind and take seriously the actions of the Chang Union Mokokchung’s shortcomings in undermining the legally accepted rapes in an Ao Country and ATSUT openly condemns their actions in unfortunately punishing the Ao Rapist against Ao Custom in Ao Land, tarnishing the good image of the fellow Ao brothers. The Union is also grateful to the highly respected and educated Ao Tribes for enlightening the Nagas in legalising Rape or legality of Rape within Ao Country. On the positive note, the Ao Community Custom is well justified, for if such a custom is made use by all the other counterpart Naga Tribes then it would save lots of problems arising out of Rapes or say there will be no Rape cases as Rape will be completely legalised. The wisdom of the Aos is a welcome step and should be appreciated as it is going to open “pandora box” on rape for the other Tribes to contemplate and legislate Rape in their own Countries. The Government also should appreciate the Ao Custom and Traditions to legalise Rape in Nagaland. Based on this concept, if a bill is passed in Nagaland and an Act enacted then Nagaland will save lots of headaches of rapes and the Police Department would be relieved of one major issues conflicting their duties. The Government should therefore earnestly intervene to legislate on this important matter which will be beneficial for all the Nagas. The Women Department/Cell, Domestic Violence Act 2005, the Juvinile Act, Various Acts of rapes under IPC etc would be useless in Nagaland if such an act is enacted and Nagaland would achieve another landmark jingle to her credit as the “LAND OF RAPIST” or “LAND OF LEGALLY ACCEPTED RAPES”. Is this the solution

What is Educated intelligensia of the Ao Community accepts Rapes as legally right as per their Customs and Traditions? 2. What is the reaction of the Ao Women Folks in the stand taken by the MTAT basing on Ao Custom and Traditions and legalising rape in Ao Country? 3. What will the common Ao or MTAT say or do, if suppose any Ao Womens are Raped by any Sadist outside or within Ao Country? 4. Will Ao as a Tribe who are the forerunners of the Nagas fall into a trap and remain mute and accept Rape as legally accepted in an Ao Country?

Kohima, November 7 (mexN): The Zhadima Village Women Society confiscated IMFL liquor from the vehicles bearing registration number AS-01K-0, AS-01Z-4343, NL-01H1076 and seized 25 cases of foster, 5 cases of tuborg and 1/2 case of whiskey respectively. According to a press release received here, the seized IMFL were destroyed by the Zhadima Village Women Society
on November 6, 2011 in the presence of GBs, Zhadima Youth and ADC Staff, Chiephobozou. In this regard, the Zhadima Women Society has cautioned that it will not be a mere spectator to such practices and will continue to penalise and apply stringent action as per the society rules on selling and importing liquor including local brew and IMFL in any way under its jurisdiction.

Guest editorial Famine and Politics in the Horn of Africa

ince the summer of 2011, there has been a crisis that the world’s media has not been reporting upon with the urgency that it deserves. The Horn of Africa, comprising Djibouti, Eritrea, Ethiopia and Somalia, is facing another famine that the constituent countries are unable to deal with. The online resource, Famine Early Warning System (www.fews.net) claims that at least two large areas of Southern Somalia are facing catastrophic conditions. Those fleeing the effects of the famine have made their way to the eastern part of Kenya, where according to conservative estimates, there are more than 3 million people living in makeshift relief camps. Geographers and social scientists are calling this the worst famine that has been visited upon the people of the Horn of Africa in over 60 years. The main causes for the famine are actually a combination of climatic and political factors. According to Swiss political scientist, Dr. Tobias Hagmann, who is based at the University of California at Berkeley, the price increase in staple crops like sorghum and rice, as well as debilitating droughts in the region, have merged to create famine conditions. What compounds matters, he says, is the erroneous media assumption that pastoralist depredations and the absence of a strong centralised state have added to the crisis. As a matter of fact, Hagmann and his clutch of colleagues who work on east Africa and Horn of Africa related conflicts, opine that the collapse of the state is only one aspect of the issue. They also feel that the anti-pastoral discourse is flawed, for it remains a major source of livelihood for many Somalis and to abandon it, as experts are wont to suggest would mean the end of their culture and economy. International aid agencies and the western media are of the opinion that part of the problem is related to the ongoing conflict between a weak transitional state and the militant group, (that owes allegiance to the Islamic Courts Union) Al Shabaab. The United States of America lists the latter as a terrorist organisation. Hence any agency that seeks to deal with the organisation, risks running foul of the nebulous Material Support (for Terrorism) Statute in the US. This is difficult to ignore, since Al Shabaab actually controls a significant portion of territory in Somalia and has also exhibited the ability to retain its authority over the area that it controls. The organisation has, until recently, banned the entry of foreign aid agencies that it considers to be working on behalf of the US State department. Somalia’s conflicts have its roots in the European scramble for empire in the 19th century, when Somali peoples were divided into different territorial units without their consent. Ethiopia, a predominantly Christian country, with a long tradition of monarchical rule, was seen as a natural, though subservient mirror by European colonizers such as the Italians. As a result, they began to divide Somali territory, leaving much of it in Ethiopia’s adverse control. In addition to this, in the 1970s the Soviet-supported Somali state transferred large numbers of its mobile, pastoral population (from the north) to the riverine areas of the south in the hope that they would begin to cultivate the land and grow more food. This combination of social and political engineering rendered the population vulnerable to external threats, including drought-induced famines. The current view that Somalia needs an infusion of famine relief in the short run and achieves food security in the long run, is perhaps misplaced. For one, the current transitional government in Mogadishu is not representative of the entire country; leave alone the dispersed Somali nation. Its authority and control do not extend beyond the capital city and there is every possibility that it will not be able to deal with the disbursement of famine relief. An interlocutor, acceptable to both Al-Shabaab and the western countries that support the transitional government, will have to be found for the short-term famine relief strategy to work. In addition, Somalia’s food security is dependent upon restoring sovereign rights to the dispersed Somali nation, whose territory has been arbitrarily divided. Truth Alone Triumphs

am very happy to know that the State Vigilance Commission is observing the “Vigilance Awareness Week” from the 31st of October to 5th November, 2011. Corruption, which is mostly concerned with bribery, takes several forms and can be defined broadly as any abuse of power for personal gain. In philosophical, theological or moral parlance, corruption is spiritual or moral impurity or deviation from an ideal. In economy, corruption is payment for services or material which the recipient is not due under law. This may be called bribery. In our country, where our motto is “Satyameva Jayte” or “Truth Alone Triumphs”, it is very sad to see that corruption had become deeply entrenched in our society and the system. Today, there is a decreasing trend in the number of public servants whose integrity the public can vouch for. On the other hand, the habit of greasing the palms of public servants to get favours, has increased to such an extent that it has become the norm rather than an exception. The Naga society in the past was known for its simplicity, hospitality, and most importantly, its honesty. I am made to understand that in the past our people did not use locks but only a piece of stick to keep animals from entering their houses. Today, this has completely changed. The Vigilance Commission from its inception has been actively involved in tackling cases of corruption, frauds, etc in the functioning of the Government machinery. However, one should remember that it is not only the duty of the Commission to fight against corruption but it is the bounden duty of every citizen of the Country to ensure that the menace of corruption is removed from the system. The Legislature, particularly at the Centre, has introduced various laws to bring about transparency and to tackle corruption such as the Right to Information Act 2005 and the Prevention of Corruption Act 1988, and now the Parliament is in the process of passing as strong Lokpal Bill to combat corruption. This shows that the Government on its part is doing all that is possible to ensure a corruption - free Country. It will succeed in its endeavour if it gets public cooperation. The fight against corruption has to be a public - private partnership. On this occasion of the observance of the Vigilance Awareness Week in the State, I call upon all sections of the society, especially public servants, to rededicate themselves to promoting transparency in the society and the system and enhance the level of awareness amongst all sections of the people, so as to strengthen our resolve to eradicate corruption. Oil first, democracy later
Libya is not even another Afghanistan. It’s just returned to its “Little America” status of the 1950s
T
he Obama administration’s call for a probe into the killing of Muammar Gaddafi reflects a great deal of cynicism. The eight-month-long NATO war, launched apparently to help fulfill the democratic aspirations of Libyans, has been, in fact, waged with the aim of installing a client regime that would service America’s interests more than fulfill the democratic aspirations of the people. The saga of the US NATO involvement in the Libyan war of liberation started with anti- Gaddafi dissidents’ plan to observe February 17 as a “day of rage.” On February 15, security forces had arrested a prominent lawyer named Fathi Terbil, who had represented families of some of the 1,200 prisoners massacred by Libyan security forces at the Abu Slim prison in 1996. Terbil set up a webcam overlooking Benghazi’s main square, where some of the families had been protesting. With the help of exiled Libyan in Canada and around the world, the video spread rapidly on the Internet. Amid widespread demonstrations on Tripoli roads that sometimes turned violent, NATO entered the conflict on March 19, after UN Security Council Resolution 1973 was adopted authorising military intervention to protect civilians. Ironically, the same day 40 Yemeni protesters were killed by sniper fire of President Saleh’s brutal security forces and a day before, the Bahraini security forces of King Khalifa shot, clubbed and brutally cleared peaceful protesters from the Pearl Square in Manama who were demanding only moderate Constitutional reforms. But the UNSC chose to ignore these tragedies. Despite many US State Department proclamations that American interests lie in promoting the creation of demo-

he mission of the Church as a whole has been much criticized in recent theological studies due to the flaws in its method and approaches. Churches in Nagaland, the mission emphasis is given more on the Church planting and cross national frontiers and has overlooked the immediate context, mission priorities, existential realities, issues around the Churches and uplifting the living standard of the people that are within the Churches. Thus allow me to say that it is important to theologize mission into contextualization. Contextualization of mission doesn’t undermine the mission of God seen in Matt 28:18 and Mk 16:15f; which talks about mission, to go out extending even to the whole creation. The intention of doing mission must look into the priorities within the context before launching the “going out mission”. In a simple understanding the goal of mission is to save and lead someone to accept Christ as their Savior. It is in line with evangelization – a beggar telling the other beggar where to find food. In India, Nagaland is claimed to be the most Christian dominated state and today, the competition of new church buildings in Nagaland is very prominent. In a year minimum 10 new Church buildings are being constructed. When we see in relation to the economic level, approximately 10-15 Crores are being invested in the building churches. It is to be understood that the Church of God (believers’ community) is not like formal organization which are run by huge buildings. It is an institution of God and therefore, the primary focus is to build Christ in the heart of the people. The main concern is to seek the lost, save the unsaved and established Christian doctrines and principles in every individual’s life. However, today hundreds of Church buildings are standing beautifully at the top of the villages, in towns and cities yet, very sad to reveal that the peace, love, justice, truth and unity among the believers is being questioned. The issues like land dispute, social evils, leadership clashes, litigation among the believers has interrupted/challenged the integrity, religiosity and identity of the Naga Christians. The question is, is it that
cratic governments around the world, it is established that US power has at times supported oppressive regimes. In a situation eerily similar to the current Libyan one, George Kennan, the originator of the Truman Doctrine, said, during the US military intervention in Iran in 1953, that he was not too bothered about the rest of Iran as long as the oil fields were under US control. The situation in Libya is not too different at present. This is why at a time when American political leaders feel compelled to advocate budget cuts to reduce the deficit and when polls show Americans solidly and increasingly opposed the war, the US Government spent huge sums of
strained because of the latter’s foreign policies supporting international terrorism and subversion of moderate Arab and African governments. However, in 2004, President George W Bush unexpectedly lifted economic sanctions on Libya in return for its renunciation of nuclear weapons and America-alleged terrorism. There was a burst of optimism among American oil executives eager to return to the Libyan oil fields they had been forced to abandon two decades earlier. But later, Gaddafi progressively hampered the interests of the US and Western oil companies by demanding a greater share of profits and other concessions. Gaddafi even forced oil companies to give their local
money to fight war on behalf of Libyans. There is no doubt that the supreme national interest of America lay in controlling Libya’s oil, not bringing democracy to Libyans. Libya has one of the biggest and most proven oil reserves — 43.6 billion barrels — outside Saudi Arabia. From 1954 until 971, the US enjoyed a profitable presence in Libya through the Wheelus Air Force Base, then widely dubbed “Little America” on the shores of the Mediterranean sea. In exchange for the airfield, the US gave impoverished Libyans an average of $2 million per year, besides other aid that was already being provided. From 1959, when Libya became an oil producer, till 1986, US oil companies made considerable profits under the rule of authoritarian King Idris I. But after Gaddafi’s 1969 coup, USLibya relations became increasingly
subsidiaries Libyan names. Eni became Mellita, and the Spanish firm Repsol became Akakoss. Oil firms were pressed to hire Libyan managers and local human resource. It grew to such a level that some of those corporations were mulling that it may no longer be profitable or worthwhile to drill for oil in Libya. Upset over not getting US Government respect and recognition for his earlier concessions, Gaddafi pressured the oil companies to influence US policies. This did not go down well with the US administration. Moreover, the growing Libyan resource nationalism was considered a larger threat to the US interests. In his 2006 speech marking the founding of his regime, Gaddafi was quoted as saying: “Oil companies are controlled by foreigners who have made millions from them. Now, Liby-

Another issue to be considered is – in Nagaland there are more than 30 Theological Institutions and every year hundreds of theological students are been graduated from their theological education. In this relation let us mull over few questions. Where the graduate goes and what is their mission? How their theological education is being utilized? Are they only in the Churches? What is their mission? What is their role in socio-religious life? The serious questions before us is, in spite of their presence in the Church and society; the Churches are not secure and most of the Councils and Associations are not progressing in true mission, the Christian socio-political are becoming more corrupted. Dirty politics amidst religious community, disunity among the believers, leadership clashed among the leaders and failing the ministry of contextual mission has threatened the present churches. In the previous year Naga Churches was being challenged by a group of False Preachers, in that context; did the Baptist Churches stood firm, what was our theological stand in reference to the doctrines? Are we able to defend our sheep in the context of sheep stealing ministry? How far we have gathered and shepherd our sheep? Producing thousands of theological graduates may not be the answer to our Nagas religious and socio-political problem. Every Naga Christians should have a missionary mindset. Talking about mission in context, today other faiths have over shadowed the Naga Christians therefore, the task is very challenging. Just take an example, in Dimapur city, other faiths are becoming majority, out of 10 persons roaming in the streets, 6 persons are from the other faiths so the demand of mission is more of within
than going out. The Associations/Councils and Churches launch missions to national/international levels however, I am serious about its priorities. When our kitchen is in mess, can we ignore and simply go out to our neighbor and tell them to clean their kitchen? The minority Christians, 4 persons out of 10, can they play a missionary role as Christians and guide/lead the other 6 persons to experience Christ in their life and fulfill the mission of Soul Winning? Paul the Apostles was successful in contextualization of mission. His adaptability of mission was fruitful (1 Cor 9:1923). When he goes to Jews, he behaved like Jews, to Gentiles acted as Gentiles, to free and slaves he became like them but he did not compromise with their culture however, as his chief purpose was to present the Gospel, save and lead them to Christ; he was victorious. Can the Naga Christians play as a contemporary Paul in our context? Though Nagas may act and dress like Korean, adopt the life style of the Westerners; we can never be Korean or Westerners. One can’t change their cultural living identity. The Churches in Nagaland seem to be neglecting the mission in Context. Mission is not only sending out. In our context today, when the Churches are confronted with numerous issues; circled with different religious faiths and the Christians are becoming nominal and going astray; why the Churches have to keep silent, what is their priority? Are the Churches not seriously addressing the issues or is it that the Gospel is not presented meeting the needs of the people? The mission within the context is desired and should be seriously considered. In the context, of pluralism we cannot deny the fact that the Naga Churches are seriously surrounded and exposed to the people of other faiths. In such a time as this, every Naga Christian must stand for the Gospel; act as a true missionary to save the losing souls who are in our midst and prove as one of the true disciples of Jesus. Today, Churches must voice out and counter

As early as 1969, Henry Kissinger revealed in his memoirs, that discussions were held within the US Government about covert action to assassinate Gaddafi, largely because of his radical Arab nationalism, his interference with US-Saudi control over OPEC oil policies and his closing down of the Pentagon’s biggest airbase on the African continent. In 1986, the Reagan administration carried out the US bombing of Gaddafi’s Tripoli compound. And, in the 1990s, Britain’s intelligence service, MI6, conspired with Islamist elements in a bid to kill him. Oil politics has always produced incredible equation in the Arab-US relations. The then Egyptian President Sadat persuaded the late Saudi King Faisal to threaten to withhold oil from the West to gain political advantage of the growing dependence of the industrialised West on Arab oil. And the tactic was effective. Soon the major American oil companies backed the Arab cause in public, and privately worked to weaken US support for Israel. But it was also in US favour, as money generated from Saudi oil sales to the US often translates into Saudi arms purchases from US weapons dealers. The US participation in the Libyan democratic movement has indeed improved its image after it got ruined by campaigns like the one in Afghanistan. However, going by the character of the US, it is certain that it would extract the cost of the support from the new government in Libya. The National Transitional Council (NTC), which led this democratic upsurge in Libya, is now busy in formulating foreign policy instead of addressing pressing internal problems like mistrust among the masses. The Misratans, the Zintanis, the Amazighs all are on Tripoli’s streets brandishing their weapons, because they are afraid of each other. What will happen to the high hopes of Libyans from the NTC is vague, but what is certain is that the new regime will be forced to renew the oil contract to the US companies. Last month, representatives of the rebel coalition in Benghazi spoke to the US-Libya Business Council in Washington, reiterating their promise of giving more oil contracts. Source: The Pioneer

Food Diplomacy in Korean Peninsular

id groups have a proven ability to monitor the way food is distributed in North Korea. So why is the US still delaying food aid when the need is so great? Some items will certainly be high on the agenda of President Obama and South Korean President Lee Myungbak as they meet this week in Washington: a trade agreement, strategies for the global economic downturn, and a potential revival of the six-party talks with, among others, South Korea’s troublesome northern neighbor. But there’s another agenda item that the American and Korean leaders need to tackle now: the revival of humanitarian assistance to North Korea’s starving masses. There’s no time to waste. During a recent trip to North Korea, we were among groups who saw first hand that severe hunger is on the rise (compared to what we saw on a trip earlier this year). Many people – especially children, pregnant women, and new mothers – are suffering from dangerous levels of malnutrition. In one hospital, near-catatonic children were being spoon fed nutrient-rich therapeutic foods we had delivered, while others were listlessly hooked up to intravenous units and looked close to death. The scene was tragic but not surprising; we’d been predicting starvation in North Korea for months. What is surprising is the lack of American response. While North Korean children are wasting away, the United States is turning a blind eye. Last month, we co-led a team from five US-based aid organizations that traveled to North Korea to deliver flood relief supplies. Our weeklong trip took us to the provinces of North Hwanghae, South Hwanghae and Kangwon, the region that was most severely hit by monsoon-strength storms this summer. We interacted with North Koreans in hospitals, orphanages, farms, schools, and even their homes. We saw that health and food security had deteriorated. Hungry children have been pushed over the edge by continued food shortages and diarrhea caused by dirty water and bad hygiene. While we were accompanied by North Korea authorities on our visits, the scope and severity of the hunger could not have been an orchestrated show. These were real children starving, and in some cases, on the brink of death. The situation in North Korea today was portended by a trip our same group of organizations – Christian Friends of Korea, Global Resource Services, Mercy Corps, Samaritan’s Purse, and

World Vision – made seven months ago. At that time, we conducted an assessment of the food situation, and observed malnutrition, food shortages, and people desperately foraging for wild grasses and herbs. These trends most severely impacted children, the elderly, the chronically ill, and pregnant and nursing mothers. Soon after that trip, we strongly recommended that the US government support emergency food aid for these vulnerable populations. We were not alone in making this recommendation. Over the course of the past seven months, six teams from entities including the World Food Programme (the European Commission’s humanitarian aid arm) and even the US government have visited North Korea and come to the conclusion that food aid is urgently needed. Yet incredibly, the US government has failed to provide food for hungry North Koreans. Some experts – including recently the head of the US Agency for International Development (USAID), the primary source of American foreign assistance – have said that food aid cannot move forward because

Change is inevitable and unavoidable. It is good to accept change with a positive mind and attitude. The Nomenclature Zeliangrong have been misconstrued, misinterpreted, wrongly defined, misgiving and misused by Zeliangrong people and others. The reasons could be traced to the beginning of its formation way back in 1947 wherein, Zeliangrong Council was formed to meant a common platform for the people of Kabui Naga and kacha Naga( Rongmei-Inpui & Zeme and Liangmai) Communities with an aspiration to come together as a close-ethnic and brethren people to address common issues for the purpose of political and socioeconomic development of the cognates communities. The fact is that the nomenclature Zeliangrong is not the given name for a single tribe or community but of people joint or common platform or council developed through the former organization called the Agangmei(Area people) organization 1925, then Kabui Chingsang 1927, then to Kabui shamiti 1934, to Kabui Naga Association meant for all Kabui and Kacha Naga and then major shift and change took place at Keisamthong wherein the Nomenclature Zeliangrong was coined and a joint council was formed based on ethnic affinity and cognate relations among the Zeme, Liangmai, Rongmei and Inpui communities. Hence the Zeliangrong came to originate and exist as a joint council mainly of political purposed. There was not a thought of expressed view or motive to merge in of the four distinct communities to form or become a single tribe or community. Therefore the bitter truth is Zeliangrong is union of tribal organization and not of a single tribe. This does not contradict the fact that the Zeliangrong people are kindred brethren and cognate communities having identical he thick forests in the tranquil village of Jirwa in Simariya Tehsil of Chatra district in Jharkhand hide a gloomy past. With bare land where lush cover once stood, the forests had been felled over the years by indifferent and greedy hands. A magic wand seems to have changed all that. A magic wand held up by several hands. The miraculous makeover was not achieved in the blink of an eye but over a long period of time, backed by unity and hard work of the various communities that came together to create it. The unique experiment of collective forest management was initiated by the Jirwa Panchayat. “About a decade ago, our rich forests had turned to barren land with no pasture left for the cattle. Some stumps and shrubs were the only reminder of what had been,” remembers Indranath Bhokta, a member of Jirwa Panchayat. “Villagers were facing several problems caused by the loss of forest cover. the North Korean government might stockpile aid or divert it to elites. We know that the South Koreans have shared similar concerns. Yet we know that food aid can get to people in need. In 2008 and 2009, our same group of five organizations ran an aid program that fed 900,000 North Koreans over a period of nine months. We operated under a ground-breaking set of monitoring provisions. We had a team – including American Korean speakers – living in the provinces where food was being distributed. We saw that hungry people were eating, and their health dramatically improved. Our team was very satisfied with our monitoring and oversight, and so was our generous funder: the United States government. We know that food aid can provide vital relief for North Korea’s poorest people, and we’ve seen that North Korean authorities are willing and able to make this happen. With a clearly demonstrated need, and a proven ability to monitor the way food is distributed, we are baffled as to why the US is still delaying food aid. The politics of North Korea are complicated, and no doubt can be frustrating

Having perceived of the reality, origin and essentiality of the Council or organization, it is pertinent to strengthen, develop each pillar communities so as the Union of Zeliangrong people Organization is fortified and our people solidarity is made more steadfast through the bond of brotherly love and care. With this view in mind, I am of the opinion that, the four communities, Zeme, Liangmai, Rongmei and Inpui should develop, contribute and unite themselves as a distinct community asserting their own identity/name and come together to form the larger people platform which may be called by any other good and commonly acceptable name as Baudi, people organization, Union etc. This platform can be represented by the four constituent units or communities in the form and manner of federalism in the house of Common as the people apex body organization. A US-funded food aid program run by American aid workers could also have the positive side effect of thawing US-North Korean relations. With so little contact between the two countries and their people, the chance for Americans to live in North Korea, interact with normal citizens, and offer assistance and goodwill from the United States is a rare opportunity to improve the relationship. Both sides could claim a well-executed food aid program as a successful, cooperative effort. In his 2009 inaugural address, Obama vowed to the people of poor nations that his administration would help “make your farms flourish” and “nourish starved bodies.” We hope that he and Lee can move forward with a plan to put these powerful words into action for the people of North Korea. Community meetings were organised under the leadership of the panchayat to work out what was needed to be done. Everyone agreed to come together to stem the crisis. That collective realisation set the tone for the present day voice of the community. The initial work gained momentum without any outside support, not even of the Forest Department that was expected to sustain the natural wealth with its access to knowledge and resources. Later initiatives of the department led to the creation of forest committees in these villages. falls, has succeeded in its efforts in some parts of Chhatra District but Village Jirwa continues to work independently, blissfully unaware of the Joint Forest Management programme or the committees. The determination and will of the people helped overcome the difficulties that cropped up, and problems were solved effectively. Here, dwellers of seven villages have joined hands to protect the forests in an organised manner. A systematic distribution of the forests in different divisions has been done by the villagers with each group taking charge of the protection of the adjacent forest area.
Explaining the methodology adopted, Manoranjan Singh, the panchayat head says, “Every forty-five days, the local communities meet to discuss the security of the forests. The main agenda of such meetings is to tackle a variety of issues like laxity in protection of the forests and identifying threats to the harmony of the forests.” As a result of such meetings, people come up with innovative and strict measures to punish the guilty. Imposing a fine of up to `500 on the culpable was one such step. “These people have learnt the art of sustainable development which is indicated by the fact that they use a certain
amount of forest products which could be naturally gained in a specific time-frame”, he added. The people follow an annual ritual of worshipping the forest Goddess. In a country where emotions and religious beliefs play a central role in the lives of people, the idea of worshipping the forests was an intelligent way to establish a sensitive relationship between people and forests. At the festival, ceremonies include offering prayers and chanting mantras. The most intriguing ceremony at the festivities is the tying of a security thread around the tree which, like the popular festival of Raksha Bandhan, symbolises a commitment to protect. The communities relied on rustic and effective means. Of the seven villages, Kathara, a native adivasi village, played a central role. The close relationship that tribal communi-
ties share with water, forest and land became a source of inspiration for the people of Jirwa panchayat. They shared with villagers the traditional art of protecting and invigorating the forests, helping them to renew the green cover. “The tribal communities participated in the discussions in large numbers. Their contribution in regenerating the forest can't be ignored,” says Singh. Joint efforts by various communities to save the forests, starting with awareness, have become an integral part of the lives of its people. The success of the Community Forest Management is evident from thousands of teak, Asan and Chakodi trees that stand tall today, adding to the natural wealth of the village. Such steps taken by communities living outside the urban compass defy all the divisions set over time. Taking a leaf from Mahatma Gandhi’s wisdom, they became the change they wished to see around them, this time for their environment.

KBC Rs 5 crore winner Sushil Kumar to be NREGA’s face NEW DELHI, NovEmbEr 7 (AgENcIEs): Sushil Kumar, the Rs 5 crore Kaun Banega Crorepati (KBC) jackpot winner, has agreed to be the brand ambassador for the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA). Rural Development Minister Jairam Ramesh had written to Sushil Kumar congratulating him on his win. Ramesh had expressed his hope that Sushil Kumar, a data operator with NREGA, will keep contributing to the rural jobs scheme. Kumar had said that his ultimate aim is to clear the Civil Services examination conducted by the Union Public Service Commission for which he will be coming to New Delhi for his preparation. Rural Development Minister Jairam Ramesh had written to Sushil Kumar congratulating him on his win. Sushil Kumar from Motihari in Bihar is the first person to win the mega prize. He was greeted by a hysterical crowd when he reached Motihari after winning the KBC jackpot.

Prayers mark Eid, but clashes in Kashmir 17 security men injured in J-K srINAgAr, NovEmbEr 7 (AgENcIEs): At least 17 security personnel were on Monday injured as protesting youths clashed with them soon after the congregational Eid-ul-Adha prayers concluded in Jammu and Kashmir's Anantnag district, police said. Clashes also broke out at Sopore town in Baramulla district and some parts of the city, marring Eid festivities. 17 police and CRPF personnel were injured in Anantnag, 50 km from here, when clashes broke out after the security forces tried to prevent a large group of youths from taking out a protest rally after the congregational Eid-ul-Adha prayers, police said. Shouting "pro-freedom" slogans, the agitators threw stones at the security forces who retaliated with tear smoke cannisters, they said. At least 12 policemen, including Anantnag SSP R K Jalla and SP (Operations) Zahid Malik, and five CRPF personnel were injured in the clashes, police said.
14-yr-old gangraped for more than 7 months cHANDAuLI (uttAr PrADEsH), NovEmbEr 7 (AgENcIEs): A 14-year-old girl was allegedly gangraped for more than seven months by four youth of her village, police said on Monday. In her complaint to the police, the victim’s mother Munni Devi on Sunday alleged that four persons, all in their 20s, raped her daughter for more than seven months, they said. When the girl became pregnant, the accused forced her to undergo an abortion at a private clinic on November 5. An FIR has been registered against all four accused and the girl has been sent for medical examination.
Treatment for poor: Govt to get tough with pvt hospitals NEW DELHI, NovEmbEr 7 (AgENcIEs): After the Supreme Court said that private hospitals in the National Capital must provide free treatment to poor patients in lieu of the concessions in getting subsidised land, the Delhi Government has decided to go after the hospitals that have failed to abide by this. The hospitals are obliged to give free medical care to 10 percent of indoor and 25 percent of OPD patients belonging to economically weak section (EWS) of society. The government move to recover the monetary penalty from over 25 private hospitals will also help lift the standards of medical care in Delhi ‘s government hospitals. For, the recovered amount has to add to the corpus of the government’s Health department for investing in improving facilities in its hospitals. The erring hospitals will have to pay 10 percent of their total earnings in a particular year on a pro-rata basis and this money would go to public health care services.
Mild earthquake in north India, no reports of damage NEW DELHI, NovEmbEr 7 (AgENcIEs): An earthquake of slight intensity, measuring 5.5 on the Richter scale, was felt on Monday in Haryana, Chandigarh, Punjab and J&K, a senior official of the meteorological centre said. The mild tremor occurred at about 5.30 PM. The epicenter was near Hindukush region, near the Afghanistan-Pakistan border. There were no reports of any injury or damage to property from any part of north India. There was panic in Srinagar as people were celebrating .
CWG scam: CVC to speed up probe NEW DELHI, NovEmbEr 7 (AgENcIEs): The Central Vigilance Commission has decided to speed up and complete its probe by December-end into alleged irregularities in the multi crore Commonwealth Games-related works. Sources said that the decision in this regard was taken recently and a directive has been issued to a Special Cell of the Commission entrusted exclusively with the Games-related probe. This follows complaints by the Special Investigation Team (SIT) of non-cooperation from certain departments. “The Commission will complete its investigations by this year-end,” a senior CVC official said. He said the probity watchdog has decided to convene regular review meeting with CBI and other agencies to closely monitor the progress in the probe. Sources said that Central Vigilance Commissioner Pradeep Kumar has expressed unhappiness over the slow progress on CWG related probe and asked his officials to fast track it.
Katara killers live in luxury in AIIMS NEW DELHI, NovEmbEr 7 (AgENcIEs): The killers of Nitish Katara, Vikas and Vishal Yadav, sentenced to life imprisonment by the court, have been misusing the system to stay in government hospital for extended periods. The Yadav brothers, who are sons of former MP and Uttar Pradesh strongman D P Yadav, have enjoyed 85 medical outings in the last three and half years. Recently, Vikas Yadav had spent 25 days in ‘A’ category luxury room of AIIMS for backache, cough and diabetes. Interestingly, Yadav was discharged abruptly without any diagnosis after CNN-IBN began investigations. Vikas and Vishal Yadav have been in jail since 2008 after being convicted of the murder of Nitish Katara. The Yadav brothers were convicted for killing Nitish Katara in May 2008. During the three and a half years since their conviction, they have been given as many as 85 outings for medical reasons. Vikas had stayed in room number 3002 in the new private ward of AIIMS. A day after CNN-IBN began its investigations, it was found that the room was locked and that they had been discharged. Doctors told CNN-IBN that the reason why Vikas was admitted for so long because he had to undergo a PET scan and Tihar wasn’t making a payment for the same. The doctors later confirmed that Vikas was discharged abruptly without any scan whatsoever, which means the main purpose for which he was brought to AIIMS wasn’t even fulfilled. In fact, private doctors say that his medical condition doesn’t even require admission. The A-category luxury rooms in AIIMS have a refrigerator, two air conditioners, a television set a telephone and even an attached washroom. Basically, it has all the comforts of home. And since he had been here for 25 days, he must have run up a bill of at least Rs 45000. According to authorities, he was waiting for a body scan for which a payment of Rs 7000 had not been made, but it just does not add up.

NEW DELHI, NovEmbEr 7 (AgENcIEs): Thronging mosques, sacrificing goats, greeting friends and rustling up delicacies, millions of Indian Muslims celebrated Eid-ul-Zuha on Monday. The day passed off peacefully, barring in Jammu and Kashmir where clashes broke out between stone pelting youths and security personnel. What reigned supreme was the spirit of sacrifice. Be

In Muslim-dominated Kashmir Valley, protests erupted soon after Eid prayers in Sopore, Anantnag and some parts of old Srinagar. Youths, shouting slogans, started pelting stones at police and the paramili-
tary Central Reserve Police Force (CRPF). More than two dozen security personnel were injured, a senior policeman said. Batons and teargas shells were used to disperse the protestors. Celebrations were, however, peaceful in other parts of the state. The devout thronged Eidgahs and mosques to offer prayers despite the morning cold. Among them were CM Omar Abdullah and his fa-
ther, Union minister for renewable energy Farooq Abdullah. In the capital, thousands crowded the 17th century Jama Masjid and other mosques. Chants of "Allah ho Akbar" resonated in the narrow lanes of Delhi's old quarters from the loudspeakers of the Jama Masjid, the biggest mosque in India and one of the main centres for Eid festivities. India has the third highest Muslim population
in the world at 14 million, after Indonesia and Pakistan. And on Monday, many of them fondly recalled the legend associated with Eidul-Zuha. In a symbolic gesture, on this Eid thousands of animals are sacrificed Monday to commemorate the historic sacrifice offered by Prophet Ibrahim. Around five lakh goats and sheep were sacrificed in Mumbai, nearly two lakh at Deonar abattoir alone. The
abattoir, one of the largest in Asia, ensured no illegal animal was brought in for slaughtering as per a court order. According to tradition, after cutting a goat or a sheep, every Muslim divides the meat into three parts. One part goes to the poor, the second to relatives and the third remains with the family. The meat was used to prepare a variety of dishes.
Hit by controversies, Hazare to restructure his team Modi denies rift with rALEgAoN sIDDHI, NovEmbEr 7 (AgENcIEs): With his team rocked by controversies, Anna Hazare on Monday said he plans to restructure his core committee to also give representation to religious minorities, tribals, dalits and youths to strengthen the campaign against corruption. Hazare also hit out at the UPA government for targeting the key members of his team, alleging that those who are threatened by the lokpal movement are attacking his supporters and close aides and try-
ing to break his team. The social activist's move to restructure his core team came against the backdrop of allegations that he was being misguided and used by his team members to fulfill their political agenda. Some key members in Team Anna--Kiran Bedi and Arvind Kejriwal--also faced alleged financial irregularities. "We will take all sections in the core committee, Dalits, Muslims, Adivasis and all others. SAFFRON FIElDS are aglow with their priceless purple blooms, bringing a whiff of a 500-year-old romance between a royal horseman and a wandering beauty that blossomed amid the hills of south Kashmir. But for saffron growers, regaining the state's lost glory in saffron cultivation is no easy task. For hundreds of families who depend for their sustenance on the saffron crop the profits have been short-lived. Saffron, one of the costliest spices of the world, is derived from the dried stigmas of the flower. It is the only spice that is derived from a flower. Saffron is used as a colouring and seasoning agent. Some also use the spice for its aphrodisiac properties. The world's best quality saffron is grown in Spain and Kashmir. But during the last many years, saffron cultivation has suffered heavily in Kashmir. "This happened because of crop diseases and adulteration of the product for higher gains by unscrupulous traders," Mohiud-
din, 54, a saffron grower here, told IANS. Others accused the government of neglecting this heritage crop of the Valley. "The government only rose to the occasion after our future was destroyed. Now we are being trained and educated for using better agricultural technology to protect the crop and produce better harvests," said Abdul Rashid, 45, another saffron grower. A royal horseman - Kashmiri King Yusuf Shah Chak - and a wandering beauty - Zoon met amid the saffron fields and fell in love at first sight in the 16th century. Perhaps the early November moonlit night had wrought magic for the couple that has since become part of Valley's folklore. Israel: Government sites crash after hacker threat
Jerusalem, November 7 (PTI): In a major embarrassment to Israeli security agencies, their websites crashed barely two days after a hacker group threatened to paralyse the Jewish state's online activities over the interception of two Gaza-bound ships trying to break the blockade of the coastal territory. All Israeli government and security-related websites that crashed on Sunday started working once again overnight after long hours of malfunctions. The international hackers' group Anonymous had earlier threatened the government in response to the Israel Navy's interception on Friday of two boats of activists trying to reach Gaza, but Israel's e-Government, responsible for managing the state's websites, denied claims that they were hacked. Among the sites that were affected were those of the Israel Defence Forces (IDF), the Shin Bet security service and the Mossad, Israel's espionage agency. "A thorough investigation was conducted and the source of the malfunction was found to be IBM-manufactured storage component," e-Government said in a statement. "During the night, e-

The threat, issued in an online video addressed directly to the Israeli government, called the interception of the activists' vessels an act of "piracy" and an "illegal action against human rights, democracy and international and maritime laws." The group said that if Israel continued to prevent "humanitarian" missions and continued its "crimes against unarmed civilians," the group would "have no choice but to strike back, again and again." But last Friday, Tubman said the concessions did not go far enough and that he was not sure the vote would be fair. baNGKoK, November 7 (reuTers): Floodwater encircled two industrial estates in the east of Bangkok on Monday and closed in on the center of the capital, disrupting bus services, although mass transit train systems were still running and commercial districts remained dry. Starting in the north and northeast of the country in late July, the water has flowed slowly south, overwhelming industrial provinces and rice areas in the center before moving into Bangkok over the past three weeks. It is now only about 7 km (4.5 miles) from the Silom business and entertainment district at the heart of Bangkok. Somkid Tanwatanakul, deputy governor of the Industrial Estate Authority of Thailand (IEAT), told Reuters floodwater had reached the vicinity of the Lat Krabang Industrial Estate in the east of the city and was now about 1.5 meters (5 feet) high. "We have strengthened dikes around the estate to 2.6 meters (8.5
feet) high. My worry is if this much water continues to hold for a long time with nowhere to go, the estate might not make it." The estate has 254 factories with almost 50,000 workers. Consumer goods giant Unilever Pcl, Johnson & Johnson, Isuzu Motors and Honda Motor Co all have plants there. It is about 10 km (6 miles) north of Bangkok's main Suvarnabhumi airport, which is functioning normally inside a reinforced dike at least 3 meters (10 feet) high. Flag carrier Thai Airways International Pcl said on Monday it had moved its ticket office from its headquarters in northern Bangkok to Suvarnabhumi and two other locations because access had become difficult. Bangkok's old Don Muang airport, still used for internal flights, has been closed since October 25. Honda, which was only just recovering from Japan's earthquake in March, has suffered more than most. It withdrew its earnings
forecasts on October 31 after it was forced to close its car assembly plant in Ayutthaya. It also closed its Thai Honda Manufacturing plant last month at Lat Krabang, which produces motorcycles and power products, and decided to extend that suspension on Friday. "The problem with Thai Honda has been the difficulty for staff to get to work and parts supply disruptions," said Waraporn Pongpaiboon, an official at its regional headquarters in Bangkok, adding water had not got into the plant. Bang Chan, another estate north of Suvarnabhumi airport, is also threatened. With 93 factories and about 13,000 workers, it is home to food firms such as Nestle SA and President Bakery Pcl, which makes buns for McDonald's. "Our factory is still dry but outside, it isn't," said President Bakery marketing manager Yaowaret Kanjanachotkamol. "We have started to see water in some parts of the estate."
Filthy water has flooded into the streets of the estate through a canal and drains but factory compounds are dry. "We started to cover the factory compounds with iron flood barriers after we heard about the flooding in Ayutthaya," said Charo Kritchankran, a factory manager for food and electrical equipment producer Saha-Union Pcl. Floodwater has started to recede in Ayutthaya province -- the site of World Heritage-listed temples and an ancient capital as well as huge industrial estates -- but at the same time the danger is rising in Bangkok. The government's flood crisis center said residents of 11 of Bangkok's 50 districts had been told to leave as of Sunday and in another seven a partial evacuation had been called. But it said its use of so-called Big Bags -- huge sandbags weighing 2.5 tonnes -- to build a protective wall 18 km (10 miles) long across the north of the city appeared to have been successful in reducing flows into the inner city along the first 6 km constructed. The government says 506 people have been killed and 25 of the country's 77 provinces are currently affected. The Chatuchak district in northern Bangkok was among the latest to be issued with an evacuation order as floodwater moved in over the weekend, although its huge market, popular with tourists and locals alike, remained open. The overhead Skytrain, whose northern terminus is by the market, is running normally, as is the underground MRT system, which goes through the area. But many poorer residents rely on buses to get around and they were having more trouble. Saitarn Siriatcharanon, 56, told Reuters she had been struggling for six hours to reach her son in the flooded area, whereas normally the same journey would take 30 minutes. Bangkok Mass Transportation announced the suspension of bus services in the flooded areas, with military trucks offering an alternative in places.

Reports of a possible resignation had an immediate impact, boosting stock and government bond markets dismayed with the political disarray in Italy, which has dramatically worsened the euro zone debt crisis. But a denial by Berlusconi reversed the direction, indicating just how much markets would like to see him depart. Earlier, Giuliano Ferrara, editor of the Foglio newspaper and a former minister seen as extremely close to Berlusconi, said on his website: "That Silvio Berlusconi is about to resign is clear. It is a question of hours, some say of minutes." Franco Bechis, deputy editor of the center-right Libero newspaper, also said on Twitter that the 75-year-old media magnate would resign on Monday night or Tuesday morning. But Berlusconi said on his Facebook page: "Rumors of my resignation are baseless." Earlier on Monday, benchmark government bond yields rose to their highest since 1997 at 6.67 percent. "Chinese communist propaganda create a very rosy picture. But actually, including many Chinese from mainland China who visit Tibet, they all have the impression things are terrible," the Dalai Lama told journalists in Tokyo. Some kind of policy, some kind of cultural genocide is taking place," the 76-year-old Tibetan spiritual leader said, in comments that are likely to rile Beijing. Eight Buddhist monks and two nuns have set themselves alight in ethnically Tibetan parts of Sichuan province since the self-immolation of a young monk in March at Kirti monastery sparked a government crackdown. Activists say that at least five monks and two nuns have died and that Chinese police have at times responded by beating the burning protesters and their colleagues rather than providing assistance. In an unusually hard-hitting interview to Geo News in Dubai, Waqar said Afridi needs to rethink his priorities as a senior player. "All the time he is criticizing somebody and using distasteful language. It is time he just kept his mouth shut and focused on his cricket," Waqar said. "To me it seems as if he always on the lookout for cheap publicity by making unwarranted and unhealthy comments about somebody or someone," he added. The dispute between Waqar who was than coach of the national team and Afridi who was
captain of the one-day team became public after the Pakistan team's tour to the West Indies in May with the latter accusing the former of interfering in his domain as captain. "Tell me how could we celebrate Eid at this time when our son has been sent to jail after being framed by match-fixers," father Zulfiqar Butt said. The senior Butt said that there was gloom and sadness in the household. "Everyone is missing him and we are naturally worried about him. So how can we celebrate Eid when my son is in jail in another country," he said. Zulfiqar said he was consulting lawyers and still planned to hold a press conference soon to reveal more details of the case that will show why the family believes Salman is innocent and was trapped in the spot-fixing scandal. NeW DeLHI, NovembeR 7 (PtI): India's famed batting line-up suffered a stunning collapse as an inspired West Indies gained an edge by taking a vital 95run first-innings lead in the first Test on Monday. After restricting West Indies to 304 all out, riding on Pragyan Ojha's career-best six for 72, the hosts' batting collapsed like a house of cards to be bundled out for a paltry 209 on an unpredictable Feroz Shah Kotla track on a day, which saw as many as 17 wickets fall. It was a combination of poor shot selection and some spirited bowling by the West Indies that saw India's high-profile battingorder crumble, though, many of them got the starts. Virender Sehwag (55), Rahul Dravid (54) and Gautam Gambhir (41) were the notable scorers for the hosts who found it difficult to negotiate the Kotla track, which offered variable bounce. Skipper Darren Sammy led the way with three for 35, while Ravi Rampaul and Devendra Bishoo chipped in with two wickets apiece. The visitors were 21 for two at close of an eventful second day's play,
extending their overall lead to 116. Kirk Edwards was batting on 15 while nightwatchman Fidel Edwards was yet to open his account as they managed to negotiate Pragyan Ojha and Ravichandran Ashwin after India skipper Mahendra Singh Dhoni started with spin from both ends. If luck played a part in Gambhir's dismissal, Sehwag's wicket was bizarre. The batsman's right foot was in the air while he tried to work the ball around his hip off leg-spinner Bishoo, and wicketkeeper Carlton Baugh clipped the bails off in no time. Baugh was in fact on fire today, effecting four dismissals. That brought Tendulkar to crease, but the Kotla was stunned into silence in a matter of 25 minutes as the champion batsman made his way back to the dressing room after being rapped on the pads by a Fidel Edwards delivery. FIFA lift Myanmar World Cup ban on appeal

ZURICH, NovembeR 7 (ReUteRs): Myanmar's ban from the 2018 World Cup qualifiers has been lifted on appeal but they must play all their qualifying home games on neutral territory, FIFA said on Monday. Myanmar, who have never qualified for the World Cup finals, were initially banned by FIFA after crowd trouble halted their 2014 Asian qualifying match against Oman in July. "The Myanmar Football Federation will be ... reintegrated into the preliminary competition," said FIFA in a statement. "(Myanmar) will now be required to play all their home matches in the preliminary competition for the 2018 World Cup on neutral ground in another country." Myanmar will still have to pay a fine of
25,000 Swiss francs ($28,000). Already 2-0 down from the first leg in the preliminary round tie, Myanmar were also trailing 2-0 in the second leg in their capital Yangon when the violence broke out just before the end of the first half.
