DEO guidelines for school children’s safety Dimapur, OctOber 13 (mexN): The District Education Officer of Dimapur advises all heads of school institutions to take a number of suggested measures for the safety of children. The DEO of Dimapur said the guide is being issued in view of the recent spate of kidnappings, of children, in the city. According to the measures suggested by DEO Kitoli Naje, parents and guardians are to escort, leave and pick up their children and wards. School authorities and heads of institutions are to immediately inform the police if any “abnormal situation” occurs “within the campus.” The DEO advised vigilance on the part of the school authorities and parents for the safety of the children.

ENSF alleges quota bias in NPSC exam

Dimapur, OctOber 13 (mexN): The Nagaland Public Service Commission (NPSC) is asked by the Eastern Naga Students’ Federation (ENSF) to “keep in abeyance” the recent results of the civil service examination. The organization has alleged that the NPSC did not implement the 25% reservation for the eastern communities of Nagaland. A press release from the ENSF today said to have “detected a serious error” in October 5, 2011 results of the NPSC’s recruitment for ‘gazette’ and ‘non gazette.’ The 25% reservation policy of the state government allotted to the six tribes of “eastern Nagaland” was not implemented as per the 25 % quota, the ENSF asserted. The ENSF said there were 64 posts advertised

out of which 22 was “gazette” posts and 42 “nongazette” posts. “The total reserved posts for the 6 tribes out of the 64 posts as per 25 % job reservation policy should be 16 whereas only 13 was allotted for the eastern Naga tribes,” the ENSF asserted. The ENSF went so far as to claim that the “eastern Naga tribes as always are deprived” of 3 posts, of which 2 are “gazette” posts and one “non-gazette” post (one each of DSP, EAC and a ‘non-gazette’ posts). “There were 12 EAC posts and 10 DSP posts so 3 EAC and 2 DSP posts should have been allocated to the eastern Naga tribes as per 25% job reservation policy but the commission has blatantly neglected the quota for reasons best known to the department which is highly questionable,”theENFsaid. The organization has asked the NPSC to “rectify the error” and implement the reservation “before issuing out the appointment orders to the successful candidates.”

The sources said 20 days time have been given to the government of India to fulfill the demand for the ‘Alternative Arrangement’ for the Nagas in Manipur. “We are mobilizing in Naga areas asking them to remain prepared to face any eventuality if our demand is not met by October 19,” said the sources. It is worth noting that on October 3 last, the United Naga Council (UNC) had threatened to agitate in themannerithadviolentlyresorted last year if the demand for the ‘alternative arrangement’ outside the government of Manipur is not done within 20 days counting from September 29. mOKOKcHuNg, OctOber 13 (mexN): Hundreds of school children, women and men today took out a rally against a rape incident that happened on the night of October 10, 2011 at Mokokchung. The rape incident involving a middle-aged man and a minor girl came to full public notice only on Thursday, when some local news dailies carried the news and announcements about the protest rally jointly organized by the Watsu Mungdang and the Eastern Naga Women Organisation (Mokokchung) was made through Public Address Systems in the town. It is learnt that on October 10, 2011 one person identified as Bendangwapang (30 years), son of Koranuken of Mopungchuket village residing at Arkong ward raped a 13-year-old Chang girl, a class VII stu-

dent of government Town Middle School Mokokchung who is living at Artang ward Mokokchung with her brother and sister. It is reported that the Mokokchung Town Chang Union (MTCU), on learning about the incident, summoned the accused on Wednesday evening where the accused confessed to his crime. Accordingly, the MTCU took action as per their Resolution No. 16. Today’s rally started from the Imkongmeren Sports Complex, Mokokchung and the rallyist mostly school children carried placards and converged at the Police Point (main town). Dimapur, october 13 (mexN): The 5th NACAM meet was held from September 26 to 28 in Phnom Penh, capital city of Cambodia. In a press note issued by Gihuka Swu and Asui Kikon, the out-going leaders, it was stated that ‘NACAM’ is an acronym word for “Nagas in Cambodia.” It came into existence in 2007 under the initiatives of earlier missionaries from Nagaland with its motto “to encourage, assist and admonish in Christ love.” Within a span of few years, its numbers has multiplied to over 30 members. NACAM consists of colorful members from Nagaland representing different tribal churches and Christian NGOs, working as missionaries in different parts of Cambodia in different fields and ministries and also few students undergoing studies and trainings in theological seminaries in Cambodia. ZuNheboto, october 13 (Dipr): Three day training on National Rural Livelihood Mission (NRLM) started on October 13 at VDB Hall Zunheboto. Speaking on the occasion, Principal of Extension training Centre SIRD Phek district, Dr. Kedise Pochu said that the SGSY programme was introduced on the occasion of India’s 50 years of Independence in order to upgrade the living standard of the people below poverty line. However, he said that the programme could not be implemented successfully therefore the Government has re-organised this programme under the name NRLM and has launched in all the States and is going to be implemented in Nagaland shortly this year. He further briefed on three pillars of NRLM i.e. Finance expansion of the existing livelihood option for the poor people; building avenues for the job market outside the State and nurturing of self employed and entrepreneurs (for micro entrepreneurs).

pereN, october 13 (Dipr): Punglwa village know to the outside world only for the Sainik School located in its area, ought to be noticed for the commercial cultivation of ginger. There are hundred plus families in cultivation of the Nadia variety of ginger, who together have planted more than twenty thousand kilograms of seedlings during the year 2011. The anticipated yield in harvest around January to March 2012 is seven to ten folds (approximately above 150 tons). Punglwa village is just 16 kms on the Julukie/Peren road from Medziphema and is on the lower slopes of mount Paona, the third highest peak of Nagaland. The ginger cultiva-

tion is being done at the upper slopes of Mt. Paona, which is of rich humus soil. The village has discovered it potential for agri/ horticultural productions on commercial scales. The Government Departments/Agencies in keeping with its welfare policies towards progressive farmers have to be congratulated for the achievement. The programmes of the State under the ‘Year of Farmers’, the ‘Year of Entrepreneurs’ and ‘Self Employment’ etc are indeed visibly yielding their fruits. The handicaps of the illiterate cultivators in the arena of marketing their perishable produces are also expected to be alleviated further by suitable networking and ensure mutual sustainability.

NUNTSA one day NCSU writes to PM over pen down strike Central road project

Dimapur, OctOber 13, (mexN): Nagaland University Non-Teaching Staff Association (NUNTSA) will observe one day pen down strike on 14th October 2011 in all the campuses of the University at Lumami, Kohima, Medzhiphema and Dimapur to protest the failure of the Executive Council to take appropriate action against Dr. P.H. Naik at its emergency meeting held on October 11. Imchawapang, President, C.Mhonbemo Lotha, general secretary, Milto Swu, convenor, action committee, NUNTSA in a press statement mentioned that the association reiterates its earlier demand submitted to the university authority to take action against Dr. P.H. Naik for alleged corruption, misuse of official position, wilful absence from duty for 9 months and most seriously the defamatory letter written to the Ministry of Hu-

man Resource Development, New Delhi, details of which was published in the local dailies on July 14, 2011. The press note further stated that Dr. P.H. Naik had relinquished the post of Registrar, Nagaland University, on his own by stating “if relieving order is not issued by 14th December 2010 AN it will be presumed that I am deemed to have been relieved, technically, and cease to be the Registrar of Nagaland University with effect from 15th December 2010 FN”. Thereafter, Dr. P.H. Naik joined Babasaheb Bhimrao Ambedkar University, Lucknow, as Registrar and worked there till July 29. He has now returned to Nagaland University as Registrar on the strength of a judgement from the Court. NUNTSA requested the public to bear with the inconveniences which might be caused due to the pen down strike.

Dimapur , OctOber 13, (mexN): The Nagaland Contractors’ & Suppliers Union (NCSU) has written to the Prime Minister of India seeking change of modalities in awarding contract works under SARDP, National Highway and other projects in Nagaland. In the letter the NCSU while appreciating the UPA Government for granting the multi-crore project in the state under SARDP, made a mention that the Global Tender Policy benefited the Multi-crore Companies only and not the local contractors. Therefore, NCSU voiced out their concern saying that the Naga Contractors’ shall be nowhere if this system continued in the state. The union sought the Prime Minister of India and the Chairperson of the UPA to intervene in the matter and let the works in the next phase under SARDP, National Highway (NH) and other project in the state to break-up into job-wise and let the capable local contractors to avail the opportunity with special reference

to Article 371 (A) of the Constitution of India under Special category State. NSCU added in the note that it would be looking forward to special considerations and prompt initiation by the Government for the interest of the Contractors’ fraternity in particular and the people of Nagaland in general. The letter to the PM written by Pele Khezhie, President, NCSU, Kohima and John Kath, general secretary, NCSU, Kohima also extended their acknowledgement to the Railway Minister Dinesh Trivedi for introducing the Nagaland Express, a new daily train services between Dimapur and Guwahati, to be launched officially on the 15th November 2011. It was also mentioned that the union appreciated his assurance to construct multi-Complex amenities at various railway stations in the North- East region. Moreover, the union lauded the UPA Government for the construction of 2 Laning of Longleng-Changtongya road, Mon- Tamlu- Merangkong road,

Phek-Pfutsero road and Zunheboto- Chakabama road through special accelerated road development programme (SARDP) in the state of Nagaland under Phase-1 amounting to Rs 1,130 crores and which is the biggest ever project. The letter conveyed appreciation to the UPA Government pointing out that it had brought about a sea of changes and development in Nagaland as well as in other North-Eastern states including Sikkim, after it came to power in 2004. The NCSU appreciated the sincerity, commitment and efforts of the Government under the leadership of Dr Manmohan Singh, Prime Minister of India & Sonia Gandhi, and the chairperson of the UPA. It stated that it was commendable of UPA Government in extending their resolute support for the development of the region and also taking initiatives in trying to solve the Naga political issue and pointed out that this seriously reflected the central Government’s concern for the people of the region.

Measles catch–up campaign underway

Dimapur, OctOber 13 (mexN): The ongoing Measles catch–up campaign, conducted by the Department of Health & Family Welfare under Universal Immunization Programme, has been implemented in a phase-wise manner and so far the coverage in Dimapur district for the first three days is 34302 children out of the total 75954 targeted children in the district. This was informed in a press release issued by District Immunization Officer Dr. R. Chielie. The department has urged the parents to immunize their children during this campaign irrespective of their previous immunization status or measles infection and protect them from Measles. The campaign will continue till October 31 at fixed outreach sessions in villages and urban areas until the targeted population has been immunized.

From page 1 The UNC said it had communicated with New Delhi on September 29 in connection with the ‘alternative arrangement’ for the Nagas in Manipur. It had also said the situation in the present state of Manipur, it had been reiterated, is fragile, sensitive and delicate with grave potential for communal confrontation and violence which could possibly lead to catastrophic consequences. The UNC added that the democratic process of tripartite talk had kept in check the injured sentiments of the Nagas in Manipur with the expectation of a peaceful negotiation. But now the Nagas are of the considered view that nothing positive can come out of the tripartite talk. But the suppression and exploitation of the Nagas in particular and the tribals in general by the communal government of Manipur cannot be allowed to continue any further, the Naga body stated.

Kiphire, OctOber 13 (MexN): Inter collegiate quiz competition was held at the auditorium of the Zisaji Presidency College Kiphire in commemoration of the week long RTI week. Yangchola of ZPC won the quiz competition whereas Arjun Gupta of ZPC and S.Tsathrise of LHSS got second and third respectively. They also walk away with cash prize and certificate. Altogether 8 participants took part in the competition. Giving an overview of the RTI, Namang Sepong Chang said RTI is a tool to fight corruption and added, with a weeklong celebration of RTI at Kiphire citizens and especially the student community will use this weapon for the good cause of the society.

From page 1 The motorcycle riders hit the rear wheel of the truck sustaining serious injuries on their heads. It stated that the occupantsofthetruckhaveevacuatedthetwoseriouslyinjured to the hospital in an auto rickshaw for treatment. However, one of the injured died on reaching the hospital, while the other injured too succumbed to injuries in hospital. The deceased have been identified as Lirichum Sangtam (18), son of Makam, and Lordson Sangtam (30), son of Yangtsamong, both of Tsithrongse village under Diphupar Police station. On learning about the incident, the public of the area became agitated and a minor scuffle ensued between the public and the IR personnel traveling in the truck. What was more appalling was that during the misunderstanding, the IR personnel fired a few round in the air to disperse the crowd and prevent them from damaging the truck. It was also learned that one live wire got snapped after being hit by the bullet as a result of blank firing by IR personnel. The situation was finally brought to normalcy with the arrival of the traffic and Diphupar police personnel. It stated that local MLA and AdvisorofSericultureandCooperation,AzhetoZhimomialong with police officers from 13th NAP (IR) Battalion and DEF Dimapur have visited the spot and met the family members and relatives of the deceased victims which helped resolved the matter and coming to an understanding about the unfortunate accident between the parties. The traffic personnel have examined the spot and also the vehicles involved in the accident were later brought to the traffic control. The driver of the mini truck identified as Bokheto Zhimo has been arrested and necessary legal formalities are under process.

The pair then proceeded to the temple for a ceremony broadcast live on national television, save for a few minutes when the king, his father and the cleric, known as the Je Khenpo, entered the sacred tomb of Zhabdrung, where only they are allowed.

The king’s father then gave the bride an array of five colored scarves representing blessings from the tomb. Hesitantly, she then approached the king’s throne with a golden chalice filled with the ambrosia of eternal life. They held it together for several seconds and then he drank. The king, wearing his red crown, with an image of the protector raven rising from the top, came down from the throne in front of a giant golden Buddha statue and placed a smaller crown on her head. After she took her place as queen, the newly married couple was feted by monks playing deep tones on traditional trumpets and pounding drums. The Je Khenpo presented them a series of gifts — a mirror, curd, grass, a conch — representing blessings for longevity, wisdom, purity and other well wishes. xpressing concern over the death of 500 children allegedly due to encephalitis, the National Child Rights Commission has asked for a report on the matter from the Uttar Pradesh government in 15 days. In a letter to the state chief secretary, the National Commission for Protection of Child Rights (NCPCR) has stated that the issue amounted to violation of 'children's right to life, survival and development'. Besides asking the UP government for the total number of cases of encephalitis reported so far this year, the NCPCR more importantly has sought information on the existing mechanism for review of the health calamities and the action taken by the concerned departments, especially the department of water and sanitation, to prevent encephalitis in Gorakhpur. Other details that the state government will have to provide include the emergency and corrective measures being taken up. In fact media reports suggest that the dreaded Japanese encephalitis is witnessing an emergence in the so called vulnerable areas such as UP, Delhi and even the northeastern States. After UP, the NE State of Assam has the second highest case and casualty of Japanese encephalitis. Nagaland is also showing 44 cases and 6 deaths so far in 2011. Whether Nagaland’s health care system is prepared not just to respond to any impending crisis but also take preventive measures is going to be crucial in saving the lives of our children. We need to learn some lessons from the present situation in UP where the deadly encephalitis, has been striking with alarming regularity especially in the eastern parts of Uttar Pradesh and 500 children have died due to it in the last two months. According to some media report more than 50,000 lives have been lost in the last three decades. And off course the problem is about the collapse of the public health system. The years of neglect by the government system and the fact that these are among the poorest section of our population, this has only led to the willful negligence and callousness of the authorities. This is plain injustice of the government machinery to ignore poor people whose voice cannot be heard and therefore the lack of concern. And this is evident by the fact that the first outbreak was reported in 1978 and with so many deaths and huge investment made in health care; it is disturbing that the epidemic has still not been contained. In this age of information technology, fast communication and breakthrough in science and medicine, India seems to be struggling when in fact the country ought to be breaking new ground in health and education. The disturbing deaths of so many children should wake up the concern people—government, scientist and business so that collective effort may be put towards more research, cure and proper implementation of health services. The Union Health Ministry should also look afresh into its strategy and come out with a more specific programme to deal with the menace of Japanese encephalitis and more so given the fact that the phenomenon of climate change may only mean more of such epidemic in the years ahead. The only silver lining at present is that while issues of health fail to find mention during elections, this time around, the BJP has decided to encash public anger by taking up JE eradication as a poll promise. The package on offer ranges from a centrally- sponsored comprehensive JE eradication programme for UP on the pattern of Pulse Polio Immunisation among others, if the party is voted to power. Maybe politics for a good cause can actually be a harbinger of the much needed succor for the countless of children who will have to confront this killer virus every year. Our politicians and the government machinery must all wake up from their present state of stupor.

“Scholarship distribution – The mind troubler” •-Why is it that the concerned department taking so much time in disbursing the scholarship to all the students till now. . . . . ????????? Now, it has almost reached the end of the year and still now not all the students have receive it. Those students who have not receive it till now are facing a lot of grievances. These students are going regularly on their respective banks to check their accounts in which they are even skipping their valuable classes. “these in future is indirectly affecting their studies” There are some students, who have not receive their stipends. . .are waiting eagerly to at least buy their required text books, note books and to even pay Hostel fees, monthly fees, canteen fees etc..etc. . in a way for which they will not ask their parents for all those above mentioned matter. Most of the colleges or educational institutions will be conducting their selection exams in due course of time and we believe that it will surely affect the mind-set of the students ultimately their studies directly or indirectly. Why are the concerned department so ignorant about the hardships that the students are facing in the present scenario. Various questions have arised in the students minds with regard to the disbursement of the scholarship as to why some students have received the scholarship and at the same time, why some students haven’t. Various questions have started to develop in the students mind’s. – 1) Are the concerned department even trying to eat those little amounts of money issued for the students by the centre.?.?.? 2) Are the concerned department planning to issue the scholarship by next year.?.?.?.? 3) Why the NSF is so silent about it.?.?.? The government employees salaries are being disbursed through their respective bank accounts without any delay every month. . . . But .?.? in the case of students scholarship it is disbursed once in a year; and that too with taking so much of time. . . may be this is the first year that the practise of disbursing scholarships through bank accounts are being processed, but a delay of almost about 3months specially for those students who have still not yet received is just unimaginable. . It will be an act of generosity towards the students community, if the concerned departments look upon the grievances faced by the students and release the scholarship as soon as possible to those who have till now not yet received. Barefoot: Rainbows in the dust

Street children have often gone through and survived a brutalised life. Adult interventions, therefore, need patience and understanding…

state actors. It is estimated that out of these less than two per cent of street youth and children are reached by the custodial juvenile homes and less than five per cent by all NGO interventions. In Delhi, the national capital, for instance, there are, for instance, an estimated 50,000 street children. In a recent case in the High Court, it emerged that around 1,200 are reached by custodial juvenile homes of the state government, and 1,500 by all NGOs (but very few provide mainstream education and comprehensive residential care). There are also serious limitations to the conventional state approaches such as custodialising such children in unfree homes. NGO models are of uneven quality, and diverse approaches; those that have merit are often too cost intensive to be replicable on the scale which is a dire requirement. The Government of India, through the Sarva Shiksha Abhiyan and other initiatives, has been able to work with state governments and citizen groups to expand significantly the availability of primary schooling at the doorstep of most children in the country. But there remains a stubborn core of children that an even more expanded network of schools would not be able to bring into school, even if the school is at the neighbourhood of where the children live. These are children who survive in the most difficult circumstances, and face formidable barriers to be able to access schooling. These include disabled children, children of migrant workers, rural working children and urban street children.

hildren on the streets are brave but profoundly vulnerable survivors. They have often run away from drunken and intensely violent fathers, cruel step-parents, incest, starvation, parents who cannot or fail to support or take care of them, and even horrendous massacres. Some are lost or abandoned, or their parents have died or are in jail. They brave, usually with groups of other street children, the harsh adult twilight world of the streets. Like little adults, they negotiate with spirit and audacity the brutalised life of pavements, public parks, railway and bus stations, and waste dumps. They learn to live by their wits on the street, find food, work or beg to get money, fight for whatever they need, and fend off older bullies and the police. At an early age, they often learn to beg at places of worship or traffic lights or forage in rubbish heaps not only for food but also for various materials that can be sold for recycling. As they grow older, girls are often drawn into domestic or sometimes even casual street-based sex work, whereas boys may diversify from rag picking to working in garages and catering establishments. Children and youth of the street have no adult protection, usually because they have chosen to snap their ties with their families and run away, or because their guardians have died, or in jail, or are lost. They are the most vulnerable, because a child needs the care of adults as she grows. Children and youth on the street do retain contact with their families in the city, who may also live on the street or in slums. However, because of extreme poverty, substance abuse or irresponsible parentage, the children are left largely to their own devices. At an early age they learn to find food and earn money for themselves, and often for their families; they may beg, forage in rubbish heaps for food and recyclable materials. Street children live in the present moment and get what joy they can, when they can. Their backgrounds and experiences are colourful and the name ‘ rainbow children' (given to them by a pioneer in work with street children Sister Cyril Mooney) suits them well. You can also never hold a rainbow in the palm of your hand. Children from the street are free spirits. They rebel against being locked inside a gate, being supervised closely, and being corrected constantly. Therefore, they need intelligent and understanding guidance from adults that comes only with love. They prove to be able to learn and accept discipline when this is not accompanied by condemnation or rejection. Protective walls They are extremely resilient and some of them bounce back even after severe maltreatment. But all the time, they carry a well of emptiness in themselves because the significant adults in their lives have failed them. They seem to have created a space around themselves, which served the purpose of self protection when they were living on the street. They do not

easily allow others to come into this shell. The children often carry scars of earlier negative experiences of which they do not speak until they trust people around them. They sometimes show a strange combination of the maturity of adults coupled with the joy, vulnerability and innocence of a child. Street children typically suffer from many denials and vulnerabilities: these include deprivation of responsible adult protection; coercion to work to eat each day; work in unhealthy occupations on streets like rag-picking, begging and sex work; abysmally poor sanitary conditions; inadequate nutrition from begging, foraging and food stalls; a range of psychosocial stresses; physical abuse and sexual exploitation; and exposure to hard drug abuse. Street children have seen violence, adult betrayal and death, and have survived. If they did not have confidence in themselves, they could not have done what they have done — survive and overcome — and in planning interventions with street children, the new adults in their lives must not undermine that self-confidence, but rather nurture it into maturity and emotional stability. More and more children are taking to streets for a variety of reasons and an alarmingly miniscule proportion have been reached out to by state and non-

New strategies If the country is committed to bring these ‘last' children through the doors of our schools, and to retain them there, this would require the development of strategies that recognise and address those barriers that block a child from walking into schools, and staying there. This is even more imperative in the light of the obligations created by the fundamental right to education. In my next column, I will describe different approaches to working with street children. In our own work with these children over the last five years, my colleagues in Aman Biradari and I have learnt that they have many strengths which children in families often do not display, such as courage, spirit, initiative, self-reliance and also caring and sharing. We have seen that these children are also very wounded; battered physically, emotionally and sexually by the adult world. These include often those closest to them, such as abusive, violent, alcoholic or irresponsible parents. Under their cocky exteriors, we find that sometimes they carry a well of emptiness — and on occasion suppressed violence — within themselves, because the significant adults in their lives have so profoundly and comprehensively failed them. But we have found that many of these wounds can, with love, faith and persistence, heal and be overcome. We find that these children need intelligent and understanding guidance from adults that comes only with love. They prove to be able to learn — sometimes spectacularly — and accept discipline, when this is not accompanied by condemnation or rejection. We find in our care of our children who are formerly from the streets, that children are far more emotionally resilient than adults. And that love truly heals. Source: The Hindu

Using the King memorial to live out his legacy

os Angeles, California - Scores of celebrations will take place in Washington, DC in conjunction with the 16 October dedication ceremony of the Martin Luther King, Jr. National Memorial. However, 43 years after King’s assassination, his dream has yet to be fulfilled. As we dedicate his memorial, each of us should look back on his dream for equality, justice and peace in our country and the world, and remember that King’s vision extended well beyond race. Just before his life abruptly ended, King had been working to direct national attention to poverty. In 1968, the Poor People’s Campaign took place in Washington, DC. King’s cohorts organised this protest after his death to demand that the government provide homes, jobs and resources to underprivileged Americans. Surely King would be disappointed to know that today 46.2 million Americans live in poverty – an all-time high since the 1950s when the government began recording such numbers. While the poverty rate will hopefully improve as the nation rebounds from the economic downturn, the racial wealth gap may remain static. The US Equal Employment Opportunity

Commission, for example, found that some US companies unlawfully discriminate by rejecting job applicants with poor credit histories. This disproportionately affects minorities: in 2007 the Federal Trade Commission found that 26 per cent of African Americans were in the group of people with the lowest ten per cent of credit scores, with ten per cent of Hispanics and seven per cent of whites. Minority groups not only face disadvantages in employment but also in the financial sector. The New York Times reported, in December 2009, that during the real estate boom, banking institutions gave blacks and Latinos sub-prime loans that were more likely to result in defaults, even when they qualified for low-interest loans. The resulting foreclosures were economically devastating to minorities. We would also do well to realise that King not only advocated for economic justice but also for peace. He objected to US involvement in the Vietnam War. In his 1967 speech, “Beyond Vietnam – A Time to Break Silence,” he characterised war as an unjust way to settle differences and criticised the government for prioritising war over

improving society. Even in cases of liberation, which was the argument used to support US involvement in the Vietnam War, King believed that our government should prioritise programmes of social improvement over military spending. Unfortunately, not much has changed, with US troops stationed in Iraq and Afghanistan for nearly a decade. The very public dedication of King’s memorial should serve as inspiration to live out King’s dream. But what would living out King ’s dream of racial and economic justice and peace look like? When it comes to combatting poverty in minority communities, companies could level the playing field for workers of colour by looking beyond credit history to consider applicants’ skill level and past work references. To assist with minority recruitment, companies could also reach out to established civil rights groups to help spread the word about job opportunities to minorities – as they did in the 1950s and 1960s. And banks should provide black and Latino communities the same opportunities for low-interest loans as their white counterparts. While I believe some money must

go toward defence for the purpose of homeland security, counterterrorism efforts and support for liberation movements abroad, in the spirit of King, this should not come at the expense of assistance for those in need. If defence remains the key priority for government funding, programmes that help those in need will suffer. In response to this reality, the Congressional Progressive Caucus released a fiscal plan called “The People’s Budget” in April, which did not pass the House of Representatives. This plan advocated the withdrawal of troops from Iraq and Afghanistan and cuts military funding. Unlike the budget plans released by the GOP and President Barack Obama, this plan did not advocate reducing funding for human needs programmes. To truly live King ’s legacy, we should support programmes and practices like these – ones that ensure a just, equitable and peaceful future for all Americans.

World Food Prize Recognizes "Leadership in Agriculture"

olicymakers around the world need to step up their critical efforts to combat hunger, malnutrition, and poverty by providing greater support for agriculture, according to researchers with Worldwatch Institute's Nourishing the Planet project. As the awarding of the annual World Food Prize approaches, the project acknowledges the important contribution that the Prize makes in recognizing policymakers and leaders who have invested in their countries' agricultural futures. This year's award is being given to two former heads of state to highlight the importance of transformational leadership in effecting positive change and improving people's lives. The World Food Prize, awarded each year since 1994 and sponsored by businessman and philanthropist John Ruan, recognizes the achievements of individuals who have advanced human development by improving the quality, quantity, or availability of food in the world, thereby helping to boost global food security. This year, the prize will be awarded to John Agyekum Kufuor, the former president of Ghana, and Luiz Inácio Lula da Silva, the former president of Brazil, for their outstanding achievements in reducing hunger in their countries. The ceremony will take place during the Borlaug International Symposium in Des Moines, Iowa, from October 12 to 14. "As the global population is expected to hit 7 billion by the end of this month, it is increasingly important that food security become a higher priority on country agendas," said Robert Engelman, Worldwatch's President. "Leaders like Kufuor and da Silva show us that political will and government action can reduce hunger. The opportunities to do so around the world are immense." "It is important to acknowledge such high-level leadership in agriculture at a time when there are still more than 1 billion hungry people in the world, and when food prices are high and increasingly volatile," said Danielle Nierenberg, director of Worldwatch's Nourishing the Planet project (www. NourishingthePlanet.org). "Agriculture is not often a top priority for policymakers----in Africa, only seven nations invest 10 percent or more of their national budgets in the sector. Now, more than ever, it is essential for policymakers to support sustainable agricultural innovations in order to improve food security." Nierenberg notes that continued neglect from governments is putting greater strain on farmers, especially as they confront the risks of climate change and increasing water scarcity. Both of this year's World Food Prize recipients have made considerable contributions to their countries' agricultural sectors. Under former Ghanaian President Kufuor's tenure, both the share of people suffering from hunger and the share of people living on less than $1 dollar a day were halved. Economic reforms strengthened public investment in food and agriculture, which was a major factor behind the quadrupling of the country's gross domestic product (GDP) between 2003 and 2008. Because 60 percent of Ghana's population depends directly on agriculture, the sector is

critical for the country's economic development. In addition to the economic reforms, Ghana's Agricultural Extension Service helped alleviate hunger and poverty by educating farmers and ultimately doubling cocoa production between 2002 and 2005. And the country's School Feeding Program, which began in 2005, ensures that school children receive one nutritiously and locally produced meal every day. The program has transformed domestic agriculture by supporting irrigation, improving seeds and crop diversification, making tractors more affordable for farmers, and building feed roads, silos, and cold stores for horticultural crops. In Brazil, among the major goals of former President Luiz Inácio Lula da Silva's presidency were alleviating poverty, improving educational opportunities for children, providing greater inclusion of the poor in society, and ensuring that "every Brazilian has food to eat three times a day." The government implemented policies and actions known as the "Zero Hunger Programs" to provide cash aid to poor families (guaranteeing a minimum income and enabling access to basic goods and services); to distribute food to poor families through community restaurants, assisted-living facilities, day-care centers, and related organizations; and to provide nutritious meals to children in public schools. As a result, the number of hungry people in Brazil was halved, and the share of Brazilians living in extreme poverty decreased from 12 percent in 2003 to 4.8 percent in 2009. Not just in Ghana and Brazil, but around the world, policymakers, farmers, activists, and other leaders are investing in agricultural innovations to reduce hunger and alleviate poverty----although

many of these efforts need to be scaled up. During 201011, researchers from Worldwatch's Nourishing the Planet project traveled to 25 countries in sub-Saharan Africa and uncovered a rich and diverse treasure trove of innovations from farmers' groups, private voluntary organizations, universities, and even agribusiness companies. Their findings were published in the Institute's flagship report, State of the World 2011: Innovations that Nourish the Planet. In Uganda, for example, Project DISC (Developing Innovations in School Cultivation) is teaching students how to grow, cook, and eat native vegetables, including spiderwiki and amaranth. Not only are the students learning how to cook and provide for themselves, but the classes are giving them a reason to stay in rural areas and become farmers, instead of migrating to the cities. In other countries, including Niger, Kenya, Zambia, and Zimbabwe, farmers are learning how to increase their harvests and get more "crop per drop." In Benin, the Solar Electric Light Fund (SELF) has introduced solar-powered drip irrigation that is improving nutrition and raising incomes for farmers. After one year of implementing the innovation, villagers were eating three to five servings of vegetables a day, and children were going to school instead of spending time carrying water to the fields. Nourishing the Planet praises the leaders and policymakers-including former presidents Kufuor and da Silva-who have invested in agriculture and helped to reduce hunger and poverty in their countries. But with some 1 billion hungry people remaining in the world, much greater investment and policy support is needed to boost agriculture and improve global food security.

ORLD SIGHT DAY is celebrated worldwide on the 2nd Thursday of October since the year 2000. The theme for this year world Sight Day is ‘Eye Care for All’. On this day general awareness on Eye Care and importance of sight is sought to be disseminated to the general public. The District Health Society (National Programme for Control of Blindness) Kohima District would like to enlighten the public about one very rampant eye condition afflicting mainly young girls of our state. In the last 2 years or so a new form of chronic conjunctivitis has been sweeping across the Eye care centre’s in our state. It is characterized by copious sticky discharge throughout the day and night and tends to cause matting or gluing of the eyelashes in the morning. There will be complaints of blurred vision due to this sticky discharge as well as the swelling on the inside of the eyelids. Most will also have significant itching. On examining the eye, there is intense conjunctival Hypertrophy (ie swelling and proliferation of the membrane covering the white part of the eyeball) and redness most predominantly on the lower fornix (ie the part of the eye which becomes exposed when the lower eyelid is pulled down with the patient looking up). The conjunctival surface looks like that of a ripe strawberry and sometimes it may be difficult to make the exposed abnormally swollen tissue go back into the eye. It is interesting to note that 99% of the patients are girls between the ages of 15 to 20 years with signs of use of eyeliners. Many usually say that they have been suffering from watering, discharge, itching, blurred vision for many months’ even years which distinguishes it from the common epidemic conjunctivitis which affects people of all ages and both sexes and becomes cured by a week or so. This new eye disease predominantly affecting young girls is not confined to towns but has spread to the smaller townships and even villages. It is very strongly associated with the use of eyeliners although a clinical scientific study would be required to prove it. It occurs in girls who insist that they use only branded eyeliners which underline the ever present dangers of fake branded good in the market. The less said about non branded products the better. The disease becomes less common in the 20+ (plus) group and is rare beyond 25+(plus), which is consistent with the fact the young teenagers have a very reactive immune response system which exhibit an exaggerated response to any allergen. This condition requires prolonged treatment sometimes more than 2 months for complete cure. The good news is it responds very well to treatment particularly when the offending allergen (ie the eyeliners) is withdrawn. Therefore young girls need to be made aware about the dangers of the use of the eyeliners which can cause prolonged discomfort to the eyes and may even leave permanent visual impairment.

But for the over two thirds of Americans who are neither Jewish nor Evangelical, relations with Israel should be governed by the same principles that govern our relations with Laos, Finland, or Bolivia: look to cooperate, but treat them as states with their own interests, and follow our own. Once you think in terms of traditional national interests, it is hard to see why America is so uniformly supportive of Tel Aviv. True, Israel has a preternaturally powerful

military (into which we pump billions of dollars every year), but it is almost laughably unavailable to us as an ally. During the Gulf War, we had to plead with the Israel Defense Force to stay in barracks, to avoid breaking our coalition with Arab states. Israeli soldiers can’t fight alongside Americans in Iraq and Afghanistan, lest we confirm Al-Qaeda’s rants about a Jewish-Crusader alliance. And the oil lubricating the world’s economies is not underneath Israel. It’s true Israel has a vibrant democracy, but it is hardly an examplary model for the region, since Arabs focus on Israel’s decidedly undemocratic occupation of Palestine. In any event, for decades we have shown little interest in democracy in the rest of the Middle East, because we knew Arab democracy could jeopardize Israel. Pro-Israeli pundits have long peddled the intellectual snake oil that popular anti-Israel sentiment was just ginned up by dictators to distract their own oppressed populations. The Arab spring has put paid to that nonsense: In Egypt and elsewhere, newly free Arabs are freely rethinking the old dictatorships’ US-sponsored status quo with Israel. Our lockstep alliance with Israel yields remarkably few benefits and extracts enormous

costs. And it is lockstep: don’t let recent attacks calling President Obama an unreliable ally of Israel fool you – that is the narcissism of small differences. In the monoculture of American policy, the choice is between unquestioning fidelity to Israel and unflinching fidelity to Israel. The best proof is this week’s UN debate. There is certainly something embarrassing in the spectacle of President Obama announcing his intention to veto Palestinian statehood from the same UN platform on which, last year, he called for a Palestinian state within twelve months. The UN crisis is not being caused by the Palestinians’ decision to seek statehood, but by the US’ insistence on vetoing it. All our diplomatic energy has been on avoiding a vote – not for one moment have we considered doing anything else. There is a clear alternative: The US could actually vote for Palestinian statehood. A willingness to vote yes would hardly solve every problem, but Palestinian flexibility would be exponentially increased if the unthinkable prize of an affirmative US vote were on offer – and so might Israel’s willingness once it realized America’s support was no longer guaranteed. Indeed, a vote might increase the prospects for success-

ful negotiations if it were conditioned on each side – or just the Palestinians to start – agreeing to recognize the other without specifying the frontier. Each could identify one small area that it would unconditionally recognize as part of the other state – say, north Tel Aviv and Jericho – but without conceding anything else now. Two states west of the Jordan, borders TBD. That’s not going to happen. But that’s exactly what Americans need to ask themselves: why isn’t it? This week’s vote is being portrayed as a crisis. But the vote isn’t the problem. The total impossibility of voting for Palestinian statehood – even though US policy actually favours a Palestinian state alongside Israel, ‘side by side in peace and security’ – is the problem. Our inability to imagine, let alone articulate, a yes vote is what must change – and only Americans with no sectarian dog in the fight can do the imagining. Political scientists tell us that tiny but motivated special interests often dominate policy, because the unmotivated majority cedes the field. When it comes to the Middle East, that ‘special interest’ includes nearly one-third of Americans. But big as that group is, its interests are special indeed – parochial and grounded in religious sensibilities the majority of Americans don’t share. It is time for the other two-thirds to ask what their interests are. Think about it, America – and then write to your congressman.

The event has since been emancipating people's minds from thousands of years of oppression and self-enclosure. Over the past century, the nation has united to fight for its destiny and independence. From the Opium War (1840-1842) to the Xinhai Revolution, patriots from all walks of life have always come together to fight imperial autocracy and foreign invasion, with the aim of national rejuvenation and building a country that is respected by the world. Now, China is a rising power in sharp contrast with 100 years ago, when any country could bully it. Rejuvenation is the common will of a civilization that has existed for over 5,000 years, and no one can halt the process. The 1911 Revolution, led by Dr. Sun Yat-sen, overthrew imperial rule and opened the gate for China's modernisation. Yet the dreams of Sun were not fully accomplished, as leaders of the revolution were from the capitalist class and the masses of workers and farmers were not given full play. History has proven that only those who fight for the interests of the people can lead a country to success. Looking back at the past 100 years, it is clear that the Chinese nation swam with the tide of the times, moving forward in the right direction. In world history, China was among

the first countries that shifted from a slave society to feudalism and moved toward advanced technologies and outstanding institutions and culture. However, imperial China failed to embrace reform while western countries overthrew feudalism and emancipated the productive forces after the Renaissance. The failure of the Middle Kingdom was a result of standing still and refusing to make progress by insisting on imperial autocracy. The 1911 Revolution was a positive response from China, a result of the coun-

try's pioneers applying lessons learned from the outside world. It was also a move from an agricultural society to an industrial society, from autocracy to democracy, and from the emperor's courtyard to the home of ordinary people. But it failed to establish a modern system to eliminate long-standing malpractices and push forward the country's development. China was mired in civil wars and foreign invasions in the first half of the 20th century before the mantle of leadership was handed over to the CPC. Economic progress Looking to the future, the Chinese people have realized they cannot rest on their achievements. They need to be vigilant against unexpected changes and learn from advanced civilizations with open minds. They must exert effort for domestic economic construction rather than seek world hegemony. The rejuvenation of the Chinese nation will be a long and difficult process, and development still deserves to be a top priority. Although China has become the world's second largest economy, it remains a developing country, and its GDP per capita ranks at only about 100th in the world. Poverty and backwardness can still be seen in many parts of the country. And the ancient feudal tradition, including the rule of man in certain areas, is still one of the major obstacles hindering China from realizing its modernisation goal. During his speech, entitled “The

Path to China's Future,” at Britain's renowned Royal Society in June, Premier Wen Jiabao said: “China was long under the influence of feudalism. After the founding of New China, the country went through the turmoil of the decade-long Cultural Revolution. Since China opened itself, some new developments and problems have occurred.” Promoting democracy, improving the legal system and strengthening effective oversight of power remains a long and arduous task for the nation. To commemorate the 1911 Revolution with a keen sense of responsibility and democracy, people should spur social progress. The more the people participate in social management and public affairs, the greater the momentum will be on social progress. As for China's development, worldwide observers need to take a more patient and milder attitude. It is better to bear in mind that China has never feared difficulties and is pushing forward reform and opening up with greater resolve. China has conformed to the universal values of humanity and is on its way to becoming a modern and progressive country that seeks common development and interests with other countries. One hundred years after the revolution, China is again at a crucial point. The world is undergoing fundamental changes, with scientific and technological revolution and economic globalisation progressing every day. Faced with the financial crisis and other problems, the future of the world is uncertain. Only by swimming with the tide of the times can China achieve complete rejuvenation and make greater contributions to humanity.

India’s 1st robotic liver transplant successful

New Delhi, OctOber 13 (iANs): In the first such surgery in India, doctors at a hospital near here have performed a robotic liver transplant to save the life of a four-year-old child. Doctors say it is only the third operation of its kind in the world. The surgery was conducted last month at the Medanta Medicity hospital in the national capital’s Gurgaon suburb in Haryana, doctors said here Thursday. The Da-Vinci robot was used by the doctors on Rahmatullah, 36, who donated 20 percent of his liver to his nephew Ziad, whose organ had turned cancerous and had to be removed. “Robotic surgery is usually performed for kidney, heart and gynaecological operations. But it’s use in liver transplant not only increased the precision but also reduced surgeryrelated troubles,” said Medanta Liver Institute chairman A.S. Soin, who led the team of surgeons. Ziad, who was living with his parents in Oman capital Muscat, was suffering from tyrosinemia, a rare genetic disorder due to which the liver is unable to digest proteins. “Even when Ziad developed rickets, which is one of the symptoms of this disease, the doctors were not able to diagnose his condition,” said Neelam Mohan, Medanta’s director of pediatric gastroenterology. Ziad developed rickets at age of two, but his liver condition was detected much later. Ziad’s father Mohd. Zakir Hussain, a pharmacist, and his mother Mehe Zabin, who are originally from Karnataka, were not able to afford the surgery in Muscat and decided to come to India. By then, Ziad’s liver had turned cancerous and hence had to completely removed. However, his parents’ blood group differed from Ziad’s and so his uncle Rahmatullah came forward for the liver donation. “The donor in a liver transplant undergoes the surgery only for saving someone’s life. A robotic surgery encouraged his uncle for the donation as it has greater precision and leaves a mere three to four inch scar,” Soin explained. The operation cost Rs.15 lakh and this was raised through charity. The cost of robotic surgery on the donor costs nearly Rs.75,000 to 80,000 more than a normal donor surgery. Doctors, however, say the cost will come down with time as more robotic surgeries are conducted. “In another year or 18 months, the cost difference will come down to around Rs.25,000,” said Soin. “It costs Rs.1 lakh just to start the robot. If three or four surgeries are conducted in a line, the cost will automatically come down,” he explained.

Terror plot foiled in Ambala

AmbAlA (hAryANA), OctOber 13 (Pti): A possible terror attack was foiled just days before the Diwali festival with the recovery of over 5-kg explosives and detonators from a car parked outside the Ambala Cantt Railway Station, police said on Thursday. Acting on a tip-off, a joint police team of Delhi and Haryana found the explosives in a blue Indica car parked outside the railway station on Wednesday night. “Five detonators, two timer devices, five kg explosives in two packets and two batteries were seized from the car lying parked outside the railway station,” Haryana’s Director General of Police, Ranjiv Dalal, who along with senior officials of Haryana Police rushed to the spot, said. Bomb disposal squads were summoned from Madhuban and other neighbouring places. A box of sweets was found lying in the car, which showed that it was purchased from Jammu’s Bari Brahmna area besides two newspapers from Jammu and Kashmir. Fake registration The car was bearing a fake Haryana registration number and police suspect that it was a stolen one. When asked if the intended target of the terror plot could have been Delhi, Dalal said, “Senior officers from various investigating and security agencies are here. We are probing every angle“. The seizure of the car in Ambala last evening came following a trail of inputs provided by central intelligence agencies that a car was headed to Delhi through Ambala with explosives and detonators. “WehadinputsthatanLeTmoduleactiveinJammu&Kashmir was planning to strike in Delhi. Investigations were done and found that the explosives were meant for BKI and to be used in Delhi. We received a specific input yesterday about the movement,” Arun Kampani, Deputy Commissioner of Police (Special Cell), told reporters here. Delhi Police informed their Haryana counterparts and all parking lots and the highway were checked before the car was traced to the parking lot in Ambala railway station. Surveillance was kept by police to check whether anybody would come to take the car but till midnight nobody turned up. “Ambala was the place where the explosives were meant to be exchanged. Bomb disposal squads and forensic experts from Madhubani FSL rushed to the spot. Five kg of black explosives contained in three packets wrapped with brown adhesive tapes were recovered,” Kampani said. Five detonators contained in a plastic box wrapped with brown adhesive tapes, two ‘ABCD’ timers in a plastic box hidden in the cavity of window rolling machine of the front door of the car, registration papers of the car, two toll receipts of Shambu Barrier and Ladowal and some newspapers of Jammu & Kashmir were recovered. The number plate on the car and the RC recovered were not the same, a senior police official said. Asked whether the owner of the car has been traced, Kampani said they will soon find him but refused to give any details.

Raja on award of airwaves and felt that the severity of the case in question otherwise could have been different. Hearing the bail pleas of two corporate executives accused in the second generation (2G) spectrum case, Justice G.S. Singhvi and Justice H.L. Dattu also observed that the gravity of the alleged crime could have been different if action had been taken on the letter. The letter written Nov 3, 2007 had raised several questions on the manner in which Raja was proposing to allocate the precious airwaves to telecom players and had also conveyed the industry’s apprehensions in this regard. LOndOn, OctObER 13 (AFP): Amnesty International called on Canadian authorities Wednesday to arrest and prosecute George W Bush, saying the former US president authorized "torture" as he directed the US -led war on terror. Bush is expected to attend an economic summit in Surrey in Canada's westernmost British Columbia province on October 20. London-based Amnesty made a case for Bush's legal responsibility for a series of human rights violations in a memorandum submitted last month to Canadian authorities but only now released to the media. "Canada is required by its international obligations to arrest and prosecute former president Bush given his responsibility for crimes under international law including torture," Amnesty's Susan Lee said in a statement. "As the US authorities have, so far, failed to bring former president Bush to justice, the international community must step in. A failure by Canada to take action during his visit would violate the UN Convention Against Torture and demonstrate contempt for fundamental human rights." Lee said. Amnesty, backed by the International Civil Liberties Monitoring Group, says Bush authorized the use of "enhanced interrogation techniques" and "waterboarding" on detainees held in secret by the Central Intelligence Agency between 2002 and 2009. The detention program included "torture and other cruel, inhuman and degrading treatment (such as being forced to stay for hours in painful positions and sleep deprivation), and enforced disappearances," it alleged. Amnesty's memorandum cites several cases of alleged torture of individuals detained at the Guantanamo Bay naval facility, in Afghanistan and in Iraq, by the US military. They include that of Zayn al Abidin Muhammed Husayn (known as Abu Zubaydah) and 9/11 mastermind Khalid Sheikh Mohammed, both arrested in Pakistan, and subjected to at least 266 applications of waterboarding between them from 2002 to 2003, according to the CIA inspector general, cited by Amnesty.

Secretary of State Hillary Clinton suggested in comments this week that Washington would not shut the door to the Haqqanis -blamed for high-profile attacks in Afghanistan -- in any peace arrangement. The Haqqanis saw the remarks as an attempt to divide Afghan insurgent groups and believed only the top leaders of the Taliban should negotiate, said the commander. "We had rejected many such offers from the United States in the past and reject this new offer as we are not authorized to decide the future of Afghanistan," he told Reuters. JERUSALEM, OctObER 13 (PtI): Israel waited with bated breath the homecoming of its soldier Gilad Shalit, who has been under Hamas captivity for 1,935 days, after a swap deal was inked between Tel Aviv and the radical Islamist group under which the Israelis will release 1,027 Palestinian prisoners. The deal that was struck after five years of intense negotiations that have repeatedly collapsed in finger-pointing and violence, received support from majority of the Israeli cabinet. Twenty six ministers voted in favour of the deal while three opposed in a hurriedly called urgent meeting to approve the deal on Tuesday evening. Foreign minister Avigdor Lieberman, national infrastructure minister Uzi Landau, and vice prime minister Moshe Ya’alon of

prime minister Benjamin Netanyahu’s Likud party, voted against the proposal. “We have concluded arduous negotiations with Hmaas to release Gilad Shalit. F1 champ Vettel has more to achieve in Korea

YEONGAM, OctObEr 13, (AP): Having already clinched his second straight world championship, Sebastian Vettel says he has plenty of work to do in the remaining four Formula One races of the season. Beginning with Sunday's Korean Grand Prix at the Yeongam track, the perfectionist in Vettel will take over as he looks for ways to improve on his third-place finish in Japan last weekend. As elated as the Red Bull driver was to secure the championship in Japan, finishing third behind Jenson Button and Fernando Alonso at Suzuka didn't sit well with him. It gives the 24-year-old German - F1's youngest two-time champion - plenty of moti-

vation for the Korean GP. "Obviously, we are over the moon to wrap up the championship but we didn't win (at Suzuka) so we've got another chance in the next races and we want to use those chances," Vettel said. "It's all about using the chances you have." The championship aside, Vettel was clearly a little frustrated at finishing third at Suzuka, where he won from pole the last two years. Just how determined he was to win was evident from the start of Sunday's race when he got a slightly slow start and cut hard to his right to block Button, who was forced to brake and put wheels on the grass to avoid contact. With 25 points for a win and 18 for second place, newly-crowned champion Vettel and team-mate Mark Webber will make it a mathematical impossibility for McLaren to take the title if they can keep the points gap with three races remaining. Jackson's health problems were listed in minute detail as jurors were told that his heartbroken daughter lashed out at Dr Conrad Murray for failing to save her father's life. In an interview with detectives two days after the pop star's death on June 25, 2009, Murray said that Jackson's three children had 'cried and cried and cried'. New ICC ODI rules are a bit tricky, says MS Dhoni HYDERABAD, OctOBER 13 (PtI): Indian captain Mahendra Singh Dhoni termed the new rules for ODIs set by the ICC as "tricky" and said that getting reverse swing could be a problem as two new balls will be in use from both ends. According to the new ICC rules, there would be two new balls used from the two ends while batting and bowling powerplays needs to be taken within the 16th and the 40th over. "It's a bit tricky as we have not yet played any match under this new powerplay. It would certainly need a different approach as the second and third powerplay will now be taken within the 16th and the 40th over. "Earlier while chasing, teams would be happy to keep the batting powerplay for the last five overs. But now we have to make few changes in tactics. It will be giving different results till we get used to it," the Indian captain said on the eve of their opening encounter of the five-match ODI series against England. The skipper also seemed worried about the fact that there may not be a lot of reverse swing as both the balls will be only 25 overs old at the most. "A bit of swing will definitely be there but there may not be much reverse swing as we expect in the sub-continent. Now the reverse swing also depends a lot on the nature of outfield and how you make the ball but of course legally," the skipper said.
