‘Right to recall, reject difficult to implement’

NEw DElhI, OCTOBER 17 (AGENCIES): Chief Election Commissioner (CEC) S.Y. Qureshi has said electoral reforms like ‘right to reject’ and ‘right to recall’ will be difficult to implement in a country of India’s size. In an interview to Karan Thapar for CNNIBN’s Devil’s Advocate talk show, Qureshi said although the Election Commission (EC) has supported introduction of Rule 49-O button in EVMs for voters to ex-

press their displeasure over candidates, it would lead to more frequent elections. The rule describes the procedure to be followed when an elector decides not to cast his vote, and decides to record this fact. “Our main fear is that if we start rejecting all candidates, we will have another election and people already complain of election fatigue,” the CEC argued. Social crusader Anna Hazare has pressed for the introduc-

tion of the two provisions to cleanse the electoral system. Qureshi said he would like to discuss with Hazare the suggestion that if voters reject all candidates spending crores in elections, it would discourage them from overspending and check election expenditure. “We have an open mind on this. If a proposal leads to that larger good, then we must consider it. I would like to discuss this interesting point and see

what are its implications,” said the CEC, who is slated to meet Hazare later this month. Qureshi said the implications of Hazare’s proposals need to be considered in view of their overall impact on the country. “Instead of a negative force of right to reject, why don’t you select a good candidate instead?” he asked. On the right to recall, the CEC said: “It is not possible at all in India, which is a large country. It

It can be there in a panchayat election, but not in bigger elections.” The EC, he said, has sought the debarring of tainted candidates - those facing serious criminal cases and where the court has already framed charges against them - to cleanse the system. Qureshi admitted that political parties had opposed the debarring proposal on the grounds that false cases are often

framed against politicians. “We are only saying that at least those candidates be debarred who have serious charges like rape, kidnapping, murder and dacoity against them which would lead to imprisonment of more than five years and cases against whom are pending for more than six months prior to elections and against whom charges have already been framed by the court,” he added. DIMAPUR, OCTOBER 17 (MExN): A Naga girl from Manipur was sexually abused by a local man in North Delhi last night. The dust over the October 10, 2011 rape incident in Mokokchung where a minor girl is involved is yet to settle down, with the Mopungchuket Senso Telongjem Mokokchung taking a private investigation into the matter citing that the justice delivered by the Mokokchung Town Chang Union (MTCU) violates the Ao customary law system. Not only that, over the past few days, public opinion regarding the justice delivered is also diverse some people opining that NonGovernmental Organisations should not take law into their hands but let the competent law enforcing agencies take due course of action.

The accused, Bendangwapang Longkumer, presented himself in front of the MTCU on October 12, 2011. He confessed that he had ‘sex’ with the victim. Therefore, asserting that the MTCU ‘Resolution No 16” was violated, the Union exacted a sum of Rs 50,000 and a pig as fine. Thereafter, instead of sending the accused back home, he was kept in the custody of the MTCU and the Eastern Naga Women Organisation (Mokokchung) in some location. Till that time, most of the citizens in the town were not aware of the rape incident or the trial conducted by the MTCU. The Police however was aware of the incident and they duly filed a “Suo-Moto” case in the Police Station I at 7:40 PM on October 12 night. However, they failed to either locate the accused or detain him under their custody.

What happened that night? Now it is established that on that fateful night the victim and another lady living in another colony came to the residence of the accused in Arkong ward, where they were joined by another man. The four of them played cards, and after that they went out to a shop, from where only the accused and the victim returned to the accused’s residence. The accused was paraded in front of thousands of rally participants and made to read out a statement five times over. Interestingly, some youths from the audience (after the accused finished reading his statement) shouted, “Maiki phe loi aniphe” (Bring the girl also); “Maiki laka awazz phe honibo” (the girl’s (victim) voice should also be heard). A three point memorandum was submitted by the Watsü Mungdang and the ENWO (M), and the accused duly handed over to the police. The stand of the police and the judiciary Police official disclosed that the case is an open and shut rape case because the victim is supposedly a minor. They said that the medical report taken on October 12 night indicated ‘penetration’. But there was no sign of forceful penetration or any scar marks on the bodies of either the accused or the victim. But since a suomoto case has been registered, the police are taking on an investigation, and the case forwarded to the competent court of law. Police investigation led to one interesting finding; the victim’s school cumulative record shows her age as 14 years and six months, whereas it was reported that she was 13 years old. The Kohima district legal programme organized by the Nagaland State Commission for Women (NSCW) in collaboration with National Commission for Women New Delhi and Co-ordinated by Angami Women organization was held today under the theme “Know Your rights” at state academy hall Kohima. Dimapur, OctOber 17 (mexN): The Revised National TB Control Programme (RNTCP) conducted its 3rd Quarterly Review meeting on October 12, 2011 at the Conference Hall, Directorate of Health& Family Welfare (DH&FW), Kohima. Dr KT Lotha, State TB Officer, while making the opening remark presented an overview of the programme. Dr Shankar Dapkekar, RNTCP North East Consultant gave a brief presentation about the RNTCP performance during the last Quarter. During the 3rd Quarter of 2011, Nagaland could achieve a CDR (Case Detection Rate) of 80% while the CR (Cure Rate) was 89%. During the afternoon session the key issues that were discussed and deliberated were the DOTS Plus services, TB HIV Collaboration, involvement of

Hundreds avail health camp at Longleng district

The DC further stated that developmental funds for the Village Councils and the Village Development Boards will be strictly monitored and asked the villages to cooperate with the Administration for development of the area. Indian Armed Forces told to quit Nagaland

Dimapur, OctOber 17, (mexN): In a meeting held on October 6 at Rukizu, Pfutsero Town the Chakhesang Regional Council (CRC), NNC resolved certain resolutions. “There can be no unity and real peace in Nagaland as long as Indians are in our land. We, therefore, urge Indian forces to quit from our land (Nagaland),” stated the council. In a press release issued by resolution committee, CRC, NNC, the council stated that the case between Nagaland and Indian Government is fully vested on NNC for any final settlement. It was pointed out that in the year 1977 on June 14, 'ato kilonser' Moraji Desai and the president NNC, A.Z. Phizo met in London and had a talk, and after which no talks had been held till now. The council pointed out that because of the formation of Naga National Council (NNC) in the year 1946 and the constitutional formation of Federal Government of Nagaland(FGN) in 1956, the council through the meeting resolved to fully support the leadership of incumbent president NNC, Eli Adiano Phizo and 'gen.' (Redt) V.Metha, Kedahge, FGN. The council also resolved to strengthen the decision taken by the Chakhesang Public Organization (CPO) to support NNC/FGN and vowed to stand by it strongly to the end. The council therefore, in the press note, appealed Eli Adinno Phizo to proceed the case to UN in reference to that of A.Z. Phizo’s memorandum submission to UN in the year 1960, if the Indian Government is not sincere about further talk.

However it was observed that in the case of Longleng District, the percentage is 144.2 % of the Census figure which is quite abnormal. Firstly all the members resolved to uphold the resolutions of the meeting held on October 7, 2001 wherein, it was resolved to address the issue of abnormal difference of percentage in the figures of Electoral Roll and population census in a genuinely and factually. Indeed, because of the sacrifice of thousands of National Workers’ lives, the Naga people’s 60-year-long fight for recognition of their rights of sovereignty became known and recognised in the international arena. The Naga martyrs will be ever remembered and live in the minds and souls of the present and future generations of the Nagas because of their selfless deeds for our Nation. But today I must also say with sadness that many were killed, crippled and maimed just in the factional fights at Home. This is something very disgraceful and a source of hatred and bitterness in the Naga Homeland.These factional fights for supremacy and domination have ruined our unique and precious society and attacked the very foundations of the noble struggle for Naga freedom. This ugly fight must be stopped once and for all for the sake of our Homeland and freedom before it is too late. Otherwise we the Nagas as a people and our dreams for the future are doomed. Let us wake up to the reality and work to rescue the situation with all speed.. Today, I must say once again that the work of the Forum for Naga Reconciliation (FNR) for unity is completely biased and one-sided. This is a disastrous situation. Now their work has become a dividing factor and will never bring peace & unity in the Naga Homeland. Instead, they will be fully responsible for what they did to the other three Naga Political Groups. The NNC will never forget FNR’s intentional negligence in looking down upon and belittling the Parent Body (NNC) of the Nagas in their reconciliation work. The NNC will record their misdeeds towards NNC in particular. We the NNC have no more faith on these people who preach reconciliation but work in a way that is opposite and contrary to what the Naga people desire for the Homeland. Rev.Dr.Wati Aier and his team have failed completely in bringing all the Naga Political Groups together. Also I must say that today the Naga society has begun to say that “might is right”; those who practice violence are respected,

honoured and counted but those who stand for non-violence and work for peace & unity amongst the Nagas are neglected, looked down upon and ignored. The Bible rightly said :- “Woe to those who call evil good and good evil,who put darkness for light and light for darkness,who put bitter for sweet and sweet for bitter.” “Woe to those who are wise in their own eyes and clever in their own sight.” Isaiah 5:20,21 Therefore, I on behalf of the NNC must say that I am afraid the Naga society will face destruction from above. May God tame the Nagas for the extension of His Kingdom. Today the Naga National workers, especially the leaders and the NGOs’ leaders, are full of hate in the way they approach Naga political reconciliation and unity. As long as the concerned leaders maintain the same old hate-filled stand in the reconciliation & unity arena, there will be no peace and freedom for the Nagas. And the Naga people will continue to suffer for more and more years. Let us, especially the National workers and the NGOs in the Homeland, think seriously about this matter before it is too late. Otherwise,there will be appalling consequences, either man-made or through punishment from Above. Regarding reconciliation and unity between Naga Political Groups in the Homeland, there must be a completely neutral Body like a Church Organization or International Body to deal with these serious matters urgently, otherwise there will be no unity at all and the Naga people will suffer immensely.This is what no one should want to see happening any more in the Naga Homeland. The NNC have to be open today regarding Naga political matters of great importance. The question of whether we will stand to embrace democracy or socialism is a dividing factor. Another serious factor in dividing the Naga Political Groups at present is the position of free Eastern Nagaland and occupied Western Nagaland in the Naga Political final settlement. These touchy political matters of great concern are to be thoroughly debated and resolved collectively for the best interest of all for final political settlement of recognition of Naga Historical and political rights. Therefore,accusation and condemnation of NNC should be stopped once for all in this matter, otherwise the Naga historical and political rights made by the NNC should not be claimed by such people or group who are in the habit of condemning NNC time and again. Without the historical and political rights of the NNC, nobody can say anything politically in this matter of political struggle with any people or Nation nor India and Burma (Myanmar) in particular.The very fact should be accepted by one and all. It is a tragic fact that the leaders of political Groups are not at all worthy and able to stick to what was signed in the name of God and always ignore and forget their colleagues/group when an opportune time comes for them. They also bear grudges over petty issues and there is a lack of the forgiveness the Bible tells us we must have for our fellows. Small misunderstandings are blown out of all proportion. All this deeply damages the spirit of trust and confidence and badly affects the reconciliation and unity in the Homeland. How many times do we have to sign documents of reconciliation and unity agreement among the political groups? Some political groups always maintain with utmost honour and respect the agreement they signed with the aggressor (Enemy), even if the aggressor breaks the agreement many times, but do not behave the same way with their own Naga brothers and colleagues. What is really wrong with the political groups of the Nagas? This is a very big question mark among the signatories of the political groups for unity. The NNC must say once again that those who demand or fight for statehood and alternative arrangements from the Government of India are really undermining the very stand of Naga integrity and freedom of the Nagas at this very critical stage of Naga struggle for sovereignty. The NNC will always in the name of the Naga martyrs stand for the whole and all Naga inhabited areas for freedom of recognition as declared from the very inception of our political struggle for sovereignty by our pioneers. Unique case of a rape incident

However, as far as the police and the competent court are concerned, it is a rape case and the accused should be punished as per the relevant Indian Penal Code. The case is under trial, with the first hearing conducted on last Saturday. The missing links The most interesting aspect of this incident is the power wielded by the NGOs like the MTCU, the eNWO (M) and the Watsü Mungdang. The general opinion here among the people is that ‘no person can be punished twice for the same crime’. The popular opinion is that the accused has been punished thrice already: first the fine imposed by the MTCU, the rally and the parading of the accused in the main town, and now the imminent punishment that he will face from the competent court. Many opine that had the NGOs first filed an FIR on the night of the incident, and let the police or the law enforcing agencies take their own course of action, then there would have been no complications. The accused would have been convicted for having sex with a minor, and everyone back to their normal lives, that’s what many feel. Visible complications A deeply hurt Mopungchuket Senso Telongjem Mokokchung strongly declared that the case is not yet over since its citizen (the accused) was tried and passed a judgement by the MTCU without the knowledge of the Telongjem and termed the judgement passed by the MTCU as a deviation from the Ao customary norms. The Arkong Ward executive Committee also strongly echoed a similar declaration. In Ao customary law, whenever a case between two parties or individuals are held, the family members, or relatives or village representatives are also called to be a witness of the case and their views and opinions also taken into account. In this case, the due process of Ao customary law was not followed, and the sentiments of many citizens are hurt because the accused involves an Ao citizen whether he is a criminal or not. What legal experts say A veteran legal expert, speaking on condition of anonymity, opined that the MTCU or for that matter the eNWO (M) or the Watsü Mungdang since they are NGOs have no right to take the law into their own hands and pass judgements. He particularly termed the judgement by the MTCU as void, since the MTCU being an NGO is not authorised to pass any judgement. Had the case been tried by an established customary court like the Chang Court then the issue would have been different. A legal practitioner went a bit further and said that the police should have taken the accused into custody right after the suo-moto case was registered. They failed to do that. What next? So far the case seems far from over. The issue of rape has taken a back seat and now the bigger question is about the role of the NGOs especially in dispensing arbitrary justice based on confessional statement. The question of complicated judgement by NGOs becomes more serious when it involves serious cases between two tribal communities. The question is also about the role of the police and the competent judiciary in dealing with such serious cases in the society; whether they should stay in the corner and let the NGOs take the major role in passing the judgement. But the biggest question is whether such serious cases like rape should be allowed to be taken up by customary laws given the fact that there is no clear cut definition of the crime rape in the Naga society, unlike the Indian Penal Code. The question now is, how do we best dispense this word called justice? A very relevant question today, because the future would depend on it.

Accusing the Central Government for creating the present situation, he said if the Autonomous District Council could be constituted, then they also have the right to grant districthood to Sadar Hills. Mapi Council president, Manihar also supported SHDDC and said that it was not the time to withdraw the blockade because the Government would hear the in the process and the demand will be fulfilled.

Remembering the Real Legacy of Columbus

O

ctober 10, 2011 was Columbus Day in the United States. It marks another anniversary of the day that Christopher Columbus set foot in the New World in his erroneous attempts to forge an alternate route to India in the year 1492. Since the 1900s, this day has been celebrated as a federal holiday in the US and other countries in North and South America. However, with a new generation of activists and scholars raising uncomfortable questions about the history of colonisation of the Americas, many South American countries have reversed their celebratory events and attempted to include the stories of the indigenous peoples as well. Surprisingly, it is in the US that Columbus’ legacy is being contested today and there are reasons behind this. One of the recurrent themes of the commemoration of the holiday is that of the so-called encounter between the first nations of the two continents and Europeans like Columbus and those who followed after him. Among other commemoratory motifs at the official events, he is credited with the expansion of Christianity in the new world. It is true that Christopher Columbus was outwardly devoted to God and his men built many of the first churches in the New World. They also built gallows for those who stood in their way. Columbus’ love for gold superseded his love for God and as he searched high and low for the precious metal, he laid to waste entire villages of the gentle, peaceful people who had welcomed him into their lands. As he and his men gang pressed the indigenous people to look for gold, they also began to kill and maim many in an effort to instil fear into the natives. The socialist historian Howard Zinn, who authored the seminal book “A Peoples’ History of the United States”, had gone on record to list the atrocities committed upon the indigenous peoples. However, he cautioned against holding Columbus guilty of crimes in absentia, since it was too late for that anyway. Instead, he called for more introspection on the reasons why the administration of countries like the US needed to celebrate the life and ideals of a mercenary pirate. Zinn, forever the canny commentator asked his readers and listeners to always be careful of people like Columbus and their descendants, who did things in the name of God and righteousness. In doing so, Zinn points to an uncanny parallel happening in global politics today. Columbus, a product of his violent and turbulent times, was not above using God as a subterfuge to get to what he actually needed to pacify those who funded European expansionist colonialism in the 15th and 16th centuries. In the bargain, he was both directly and indirectly responsible for the annihilation of ancient civilisations and of brutal massacres. His modern counterparts today are in search of liberal markets and oil. They claim they are driven by principles of democracy, freedom and good governance. In the weekly press conferences that are conducted in Washington DC, Baghdad, New Delhi, Islamabad and Kabul, military personnel talk about the need for winning hearts and minds of people, even as they use smart bombs and counter-insurgency to “soften” the resistance. Their political bosses in urban centres mouth the usual platitudes about the need for development and change of mindset in the areas where conflicts are being waged in the name of freedom. All this is done at the behest of a select few corporations that manufacture arms and trade in oil. Indeed, we might have come a long way since the seafaring days of Christopher Columbus but we do seem to have learned very much. For, if we had learned from colonialism brutal past, we would have learned to listen to the voices of the first nation indigenous peoples. We would have learned that those who celebrate the age and spirit of Empire and corporate development, do so over the history and civilisation of the many millions, who still wait for justice. Fortunately, this spirit of inquiry and compassion is alive, as many working people and indigenous associations in North and South America have begun their journey into critically examining the memories associated with Christopher Columbus. I told him, “Tajung, for 15 consecutive days I went there and returned empty handed.” My friend asked me, “Wow! What happened? Didn’t you get your Scholarship money?” “Not yet!” I answered as I lay on his bed with my face facing upward. My friend then told me, “Tajung, you are lucky for not getting Scholarship money.” I countered back, “Yes, mock at my situation.” Then he apologized and said, “Sorry, but I get into trouble by having Scholarship money and thus now I regret.” Then I woke up saying, “Tajung, aren’t you happy receiving your Scholarship?” Then he replied back, “Last year I received about 7000 rupees after deducting Rs.50 by our accountant so I thought we’ll get at least Rs.7000 plus. But I was wrong. I got Rs.6660 only and I’m thinking what to do and what not. I gave tenth dice to the Church and brought ‘Chemistry and Botany’ for Rs.1200 and still I have to pay Rs.5200 to my neighbour as I had borrowed to buy a coat-suit for Christmas volunteer activities… but now I don’t know how to pay the remaining money. Burma’s Balancing acts with india and China

I

n its continued efforts to strengthen bilateral cooperation with neighboring economic powers, the Burmese government has to balance its diplomatic engagements between India and China, which are traditional economic and political rivals. Why is it important for Burma (also known as Myanmar) to appease these countries? How do these balancing acts help the Burmese government? What does Burma need to do to improve its overall economic and political condition?

Balancing Act with India With the aim of improving Burma’s bilateral relationship with India, the Burmese President Thein Sein is scheduled to begin a three-day visit from Oct. 12 to 15. Sein, a former military general, visited India in November 2008 as prime minister under the military junta of the State Peace and Development Council. Thein Sein’s first visit as president of a nominal civilian government is significant for two important reasons. First, the new government, although still dominated by former military generals, is seeking toimprove its international image by pursuing democratic reforms. Second, the Burmese government apparently irked the Chinese government, India’s traditional rival, by halting a $3.6 billion hydroelectric project in Kachin state, a surprise announcement made on Sept. 30. The two countries are expected to sign bilateral agreements, and discuss a wide range of issues, including insurgency problems in Northeast India. Nay Pyi Taw is also expected to seek New Delhi’s recognition, if not support, ofr its democratic reform process. India has invested in technology and transportation developmental projects, with a target of US$3 billion bilateral trade by 2015. Whenever a high profile Burmese official visits India, traditionally three major types of events are anticipated: protests by Burmese exiles in New Delhi; a curiosity as to what significant development may emerge from the bilateral talk, and what implication(s) it might have for Burma-China relations. The visit comes at a time when there are glimmers of hope for democratic change in Burma under the Union Solidarity and Development Party. The visit is considered mutually beneficial and important for the two nations to strengthen their strategic partnership. Ahead of this high-level visit, the two countries have engaged in a series of low-level official meetings. At the request of the Indian government, the Burmese army, in the first week of September, attacked the camps of Northeast Indian insurgents based in Sagaing Division, Northwest Burma. The Indian government anticipates a security agreement under which a joint military operation can be launched to dismantle these camps and destroy these insurgents. India hopes to reach a deal with Burma, similar to the agreements reached with Bangladesh and Bhutan, to launch major military operations. Under the aegis of its look-east policy, India’s policy toward Burma has

Am glad that this show of unity to fight for a just cause has prevented the biased govt from conducting such exam at the expense of merit. I’m an aspirant myself and I strongly believe that to achieve the best u’ve got to work hard and burn countless midnight candles to get success in life and only a thoroughly fair competition can help one to stay motivated and not lose faith in the system per se. There has been numerous articles printed in the local papers for and against the SRD and rightly so. This shows the pro-activeness of the Naga public in dealing with sensitive issues like the one confronting us at this point in time, after all participatory democracy is a prerequisite for a vibrant and healthy society. Whilst am sort of ambivalent as regards to the quota within a quota system, I can’t help but to state that reservation up to a certain limit is fine but to go overboard is unhealthy because merit, the

changed significantly—from support for the pro-democracy movement to engaging a pro-military government. The policy shift began during the Congress government of Prime Minister P.V. Narasimha Rao in 1991, and augmented by the Bhartiya Janata Party government under Prime Minister Atal Bihari Vajpayee (1998-2004). India has been criticized by the Burmese opposition and Western democracies for not speaking up on human rights and democratic reforms. The salient features of Indian foreign policy vis-à-vis Burma can be summarized under three main subjects: seeking Burma’s help in suppressing insurgency problems in Northeast India, to counter China’s growing influence in the region, and to expand its international market in Southeast Asia via Burma. By engaging Burma, India plans to maximize its security and national interest. Burma, the only Southeast Asian country to share 1,643 kilometers boundary in four Northeast Indian states and a maritime boundary, serves as India’s gateway to the other 10-member states of the Association of Southeast Asian Nations. Because of Burma’s strategic location and proximity to China, it is crucial for India to befriend Burma. While the Western democracies see some signs of democratic reforms and begin to cautiously appreciate the Burmese government, it is important for the world’s largest democratic nation to demonstrate its support for human rights and democratic reforms, besides other interests.

This goes to show that everything is possible if we give our mind and soul to what we want to achieve. The same goes out to all the so called backward tribes to come out of their closet, shed all inhibitions and stop cribbing about your rights/ jobs being usurped by the so called advanced tribes and face the ever demanding competitive world, only then you will know how hard it is to crack exams when one is in the general category, so in more than one ways our agitation against the SRD is justified. Sure, they can rightfully fight for their cause/grievances if they feel that they have been taken for a ride, but may be its also about time to actually look at themselves and broadly introspect why they are still categorised as back-

ward even after 5 decades of statehood. And if you do so I assure you my dear so called backward brethrens that enlightenment is not so far away. Putting the blame on others is surely not the right way to correct an aberration. Recently some writers in the local papers have been unreasonably calling the four so called advanced tribes as being selfish which I feel is totally unfair. Nobody said anything when the govt arbitrarily increased the quota from 33% to 37%. Some writers have even gone to the extend of sarcastically noting how the so called advanced tribes will be the first ones to line up in case the govt of India decides to conduct SRD for IAS exams. Well sarcasm based on hypothetical situation is utterly foolish. A lot of comparisons have also been made as to how there are so many EACs and DSPs from the Ao, Lotha, Sumi and Angami communities in relation to other tribes, one must not forget that these four tribes are placed in the general category which is open to all including the BTs and hence not liable for any cheap blame. And in case somebody is totally oblivious about the rule, selection from the general category is purely based on merit and nothing else, so how many EACs a particular tribe may have is not an

issue of debate at all. If working hard and successfully getting through on merit is selfish then so be it. This is the right time for the govt to make radical changes and bring about rationality in govt. recruitments so that only the deserving gets a fair representation. We all know some sections are not backward anymore. Needless to name them. Time to call a spade a spade.

Letters to the editor on distribution of condoms to hotels in Kohima •-The news article “Condoms to be distributed to hotels in Kohima” dated 16th October 2011 made me to wonder if we are actually trying to prevent HIV/AIDS or promoting sex. The Hotels of Kohima are not supposed to be serving like brothels and sexual activities are not permitted in hotels. If they are doing so; why are the authorities not checking it? Already an administrator had sounded that the practice of prostitution is increasing alarmingly. hose who oppose the replacement of the current first-pastthe-post system that elects our representatives to the State Assemblies and Parliament, with the ‘majority’ system in which only a candidate that gets 50 per cent of the total votes polled plus at least one more is declared the winner, argue that, given the large number of contestants for each seat, it is near impossible for a candidate to secure 50 per cent of the total votes registered. It is a valid assertion, but not a reason to continue with a distorted system that gives us representatives who do not largely represent the majority of the voters. Ways must be found to reduce the fragmentation of votes that results in no candidate getting a majority chunk of the votes registered. There are two important ways by which such division of votes among multiple parties and individuals can be curtailed to a large extent. One, through an enlightened electorate that across the country stops voting on the strength of parochial interests of regionalism, caste and religion; and two, by pruning down the number of contestants. While the first is still a chimera and will take long to evolve, the second option is at least in the realm of possibility because it can be done through amendments to our electoral laws. The step that needs to be taken here is to have laws that bars (or at least discourages) independent candidates from participating in the elections. On the face of it, the proposal is outrageous because it seemingly impinges on the right of an eligible Indian citizen to contest elections. But this personal right has to be viewed in the context of the larger gain to Indian democracy, and this is the reason why several experts believe that any prospective poll reform must include such a provision. The Election Commission of India has, for instance, strongly pitched for the reduction of “non-serious” candidates in the electoral fray. They are largely the independents. While the poll panel offers a different reason for its suggestion — the proliferation of such candidates makes elections “cumbersome, expensive and unmanageable” — the fact also is that they lead to an unnecessary division of votes. If the Government believes that prohibiting independent candidates from contesting polls would be too radical a

The National Commission to Review the Working of the Constitution, 2002, had suggested doubling it. It had also recommended that an independent candidate who loses an election and contests another should pay a security deposit that is double the amount he paid in the earlier poll. The Commission had also suggested that, if an independent contestant fails to win five per cent of the total votes polled, he should be barred from contesting as an independent again for six years. If all of these suggestions are faithfully implemented, they alone would drastically reduce the number of independent candidates, if not altogether eliminate them from the candidates’ list for now. The argument that such contestants represent an independent voice and,

therefore, occupy an important space largely dominated by political parties, appears an attractive one, but the facts tell a different tale. A vast number of the elected independent candidates end up supporting one political party or the other. Post-election, in various States, these independent Legislators have become virtual extensions of political parties and Governments, actively participating in their deliberations and activities. So, the sense of independence is already gone. Independents often use their ‘unattached’ status to bargain for themselves a generous deal from political parties, and become the cause of political instability where they command some leeway. A number of independents who contest elections are rebel party candidates, entering the fray after being denied the ticket by their party or because of some other grievance. They can, therefore, be

hardly called ‘independents’. In many cases, post-elections they either revert to their party or latch up with another party. Again, in several instances, dummy candidates put up by political parties strut about as ‘independents’, thus queering the electoral pitch. All in all, on most occasions, the independent candidates have remained far from independent, and, thus, no harm would be done if their numbers are curtailed or even done away with. In any case, very few of the independent candidates get elected to the Legislatures or the Parliament to make a strong case for their continuance in the electoral system. According to a report of the Law Commission of India, submitted to the Union Government in May 1999, while as many as 1915 candidates fought elections to the 12th Lok Sabha as independents, a mere six of them were elected. As the Indrajit Gupta Committee report on State Funding of Elections remarked in relation to the 1996 Parliamentary polls, “Out of 10,635 independent candidates, only nine (0.08 per cent) of such candidates won and 10,603 (99.70 per cent) forfeited their deposits.” This had been the trend even earlier and has continued later as well. According to the Election Commission of India’s statistics, 2,385 candidates contested the 2004 Lok Sabha election as independents, and only five won. This is barely 0.2 per cent. And, a huge 99.37 per cent lost their deposits. Even the 2009 Lok Sabha election reflected a more or less similar situation, with just nine independents managing to enter the Lok Sabha, though as many as 3829 independents participated in the elections. It is, therefore, not surprising that the Law Commission has had no hesitation in concluding that “the time is now ripe for debarring independent candidates from contesting Lok Sabha and Legislative Assembly elections.” The elimination of the independents from elections should actually be welcomed by the political parties, because not only will it check pre-poll rebellion but also help their candidates secure a more representative mandate from the electorate. 1. First of all, I thank the Indian Embassies and the Indian Chamber of Commerce Calcutta for arranging this forum enabling the Eastern and North Eastern States of India to converge and create awareness of the investment opportunities of the region here in London. 2. For the States of North East India in general and for Nagaland in particular, this is a historic occasion, as it signifies the first step of our participation in the emerging global trade economy. 3. North East India may be seen as a remote corner of India. But when viewed from the context of Government of India’s ‘Look East Policy’ – with our diverse ethnic background, consisting mostly people who have migrated centuries ago from South East Asia – we see ourselves as the crucial economic and cultural links between India and South East Asia. The strategic importance of the region has been exemplified by the fact that it was the crucial ‘Battle of Kohima’, which changed the tide of World War-II. This historic battle was not a chance occurrence. It was the crucial battle to control the Moreh-Imphal-Kohima-Dimapur road that opens up South East Asia to the plains of India. Today, in the context of emerging global market economy the logistic importance of the region remains unchanged 4. Nagaland has made tremendous progress during the last 47 years of its Statehood. Our literacy level, at present standing above 70%, is higher than the Indian national average. Our growth in agriculture sector, especially in the last few years, has even surprised us. A quick look at the GDP of the State show that the State’s economy has been registered a healthy growth of about 15%. Such tremendous growth in agriculture sector requires corresponding entrepreneurial intervention to take advantage of the potentials, and turn them into economic opportunities. 5. Nagaland is a veritable Botanical Garden. Nagaland already has three entries in the Guinness Book of World records, namely, the hottest chilly, the tallest rice plant, and the tallest Rhododendron tree. 6. There are also tremendous increases in other Horticultural products, which are basically organic and chemical free. Floriculture is another emerging business enterprise in the State. Our flower production has crossed 1.6 million stems of high quality flowers such as anthurium, rose and lilium. Higher production levels are easily attainable. 7. Our rich mineral resources still lie largely untapped. The exploration and exploitation of oil have just begun. However, the mountains of chemical grade limestone, the huge reserves of coal, marble and decorative stones, along with the magnetite of nickel-cobalt-chromium, are yet to find takers for their commercial exploitation. 8. Nagaland also has a wide range of various species of bees such as rock bees, Apis cerena bees and the Trigona/ Melipona (Stingless) bees that are found both in the wild as well as reared in homestead hives. The Government has established the Nagaland Beekeeping and Honey Mission with the focus of drawing up a roadmap for promotion and development of honey. We have set targets of achieving honey production of 5000 MT by 2020. 9. Nagaland is rich in forest produces such as timber, cane and bamboo. Almost all the vacant fallow lands are being rapidly covered with various high value timber varieties as the people have fully realized the commercial and ecological importance of forests. Nagaland has been a major exporter of round logs, veneers, plywood and sawn timber to the rest of the country. Bamboo is another of Nagaland’s rich resource. Various technologies for wood substitution in the forms of construction, bamboo charcoal and other composite materials and products are being developed. Great op-

portunities are emerging in this sector, especially in the backdrop of global warming and climate change. Our target for bamboo cultivation is 50,000 hectares in the next five years. The wide scale tree plantation, rapid reforestation and extensive bamboo cultivation also opens up another scope for Industrial Houses to look into tangible Carbon Trading opportunities. 10. Nagaland is tailor made for tourism. The scenic beauty of the verdant hills, full of exotic flora and fauna, the picturesque landscapes and the vibrant tribal culture makes for breathtaking experiences. There are huge potentials for eco-tourism, adventure tourism, cultural tourism, as also the scope for setting up of Hotels, Resorts, Air Taxi Service, tour operations and so on. The Government of India’s decision to remove the “Protected Area Permit” system for Nagaland, Manipur and Mizoram early this year will surely provide a much-needed impetus to the tourism industry. 11. Traditional crafts of Nagaland are unique in design reflecting the Naga people’s love of art and craft and have widespread appeal and demand in the domestic as well as offshore markets. There is substantial scope for growth in this sector. 12. Poor infrastructure, subsistence economy, social turmoil, insurgency and an environment of fear psychosis had engulfed our people for several decades. Despite these constraints, our youth have stood out as shining examples of success whenever windows of opportunity have been opened to them. With the fast spreading telecommunication network and information superhighway erasing almost all physical boundaries, and highly literate youth with a progressive outlook, fluent in English and IT savvy, Nagaland has much to offer. 13. Music is an integral part of our life. Nagaland, with its distinct indigenous populace has music and dance firmly rooted into our social framework, which is reflected in the numerous festivals celebrated throughout the year. The State Government has conceived the Music Task Force as a conduit for the promotion of ‘Music as an industry’. There is a paradigm shift from “music as a hobby” to “music as a profession”. The initiative of the Music Task Force in the development of this industry require added participative support through creative Public Private Partnerships (PPP) to open up viable avenues for the vast pool of talent to develop music as their profession. 14. In the healthcare sector, Nagaland still lacks basic infrastructure as well as manpower. The absence of adequate diagnostic and treatment facilities in the State

compels thousands of patients to seek medical treatment both outside the State and the region, resulting in a huge capital outflow. There are many others who cannot afford such referrals. We invite industry to consider setting up modern multi-specialty hospitals in the State with the latest facilities that will not only benefit the populace, but also attract patients from other parts of the country and abroad. Nagaland’s ideal climatic conditions and pollution free environment by themselves are therapeutic. In addition to healthcare, Engineering, Medical, Management and other technical institutions too have potential, including academies for promotion of music and the arts. 15. Unlike other North-Eastern States, Nagaland does not have much capacity for Mega Hydro Power. The quick flowing rivers and rapids down the hills however offer potential for small hydro-power generation. The State Government has drafted the Nagaland Renewable Energy Policy, 2011 whereby (a). Project Developer/ Independent Power Producer (IPP) can develop renewable energy projects be it Hydro, Solar, Biomass, Biogas, Bio-fuels or Wind. (b). The projects can be developed through direct investment in the form of BOO, BOOT, JV or PPP model. (c). Project land can be either Government own land or private and (d). Revenue sharing model to be integrated in the project proposal. 16. Significant policy interventions such as the Government of India’s North East Industrial & Investment Promotion Policy (NEIIPP) and the State Government’s own Industrial Policy, Tourism Policy, IT Policy, Bamboo Policy and Policy for Organic Cultivation, etc all offering alluring packages of incentives. 17. Our policy on “Communitisation” of public institutions is one such effort, which has been hailed countrywide. Communitisation means entrusting the people, the actual beneficiaries and stakeholders, with the power and responsibilities of running and management of public institutions and services at the grass root level. For this effort, the State Government has won recognition and also awarded at National as well as International platforms. 18. I take this opportunity to provoke your sense of adventure and invite the captains of European industry and business to come and see for yourselves the vast potentials available in Nagaland. new DeLhI/hISAr, october 17 (IAnS): In a bruising electoral blow, India’s ruling Congress Monday lost the deposit in the Hisar Lok Sabha byelection in Haryana, where Anna Hazare campaigned against it, and was also defeated in the three assembly by-polls in Bihar, Andhra Pradesh and Haryana. It was a sorry nought for the Congress, which rules in all the states barring Bihar. And a moment to savour for the Bharatiya Janata Party (BJP) with three of the candidates it backed winning their Oct 13 elections. In Hisar, the Haryana Janhit Congress’ (HJC) Kuldeep Singh Bishnoi won with 355,541 votes while Ajay Chautala of the Indian National Lok Dal was 5,923 votes behind. Three-time Congress MP Jai Parkash finished a poor third with 149,785 votes and forfeited his security deposit. In Maharashtra’s Khadakwasla assembly, the ruling Congress-Nationalist Congress Party (NCP) alliance lost to the BJP-Shiv Sena combine. In Andhra Pradesh’s Telangana region, the Telangana Rashtra Samithi (TRS) bagged Banswada. In Bihar, the ruling Janata Dal-United (JD-U) retained Darounda. The Congress lost the Hisar by-election, seen as significant as Anna Hazare and his team had campaigned against the party, to Kuldeep Singh Bishnoi of the Haryana Janhit Congress (HJC), an alliance partner of the BJP. While the Indian National Lok Dal came second, the state’s ruling Congress finished third in the election. BJP leader Murli Manohar Joshi told reporters that it was a victory of democracy. “The by-election results show that the people of India have voted against corruption and the Congress,” Joshi said. “This is a victory of democracy...It also indicates which way the political wind is blowing in the country,” he said. His colleague, Leader of Opposition in the Lok Sabha Sushma Swaraj, thanked the people of Haryana and said their alliance with the HJC would continue. “Thanks to people of Haryana particularly the electorate of Hissar for supporting the BJP-HJC alliance and electing their joint candidate Shri Kuldeep Bishnoi,” Swaraj tweeted.

Veerappa Moily, speaking in Kolkata, termed the Hisar result as a “defeat” for Anna Hazare, saying if corruption had been the issue the result would have been different. “The big question is whether the cause of Anna Hazare has been served by the result of the election. That is the question he has to answer, people have to answer,” Moily told mediapersons on the sidelines of a programme. “If corruption was an issue, the Congress candidate should have won. That means it is not victory of Anna Hazare, rather it is his defeat.” Senior Congress leader and Finance Minister Pranab Mukherjee said the party would be reviewing its loss in Hisar. Mukherjee told reporters here: “Party’s loss in elections is always a sad thing. And we shall have to analyse why we have lost the by-election.”

new DeLhI, october 17 (IAnS): The Supreme Court Monday issued notice to Anna Hazare as well as the central and Maharashtra governments on a petition seeking a CBI probe into the alleged siphoning of central government funds given to the anti-corruption activist’s Hind Swaraj Trust (HST). Rubbishing allegations of corruption against Hazare, activist Medha Patkar said that he was an honest person and ready for an enquiry. The plea for a Central Bureau of Investigation (CBI) against Hazare, also known as Kishan Baburao Hazare, was filed in the apex court by lawyer Manohar Lal Sharma. The apex court also issued notice to the Council for Advancement of People’s Action and Rural Technology (CAPART) - an autonomous agency functioning under the aegis of the union rural

development ministry. An apex court bench of Justice Aftab Alam and Justice Ranjana Prakash Desai issued notices after Sharma said that the CBI investigation be done under the “supervision and control” of the court. An affidavit filed by the petitioner said that Hazare’s HST based in his village Ralegan Siddhi in Maharashtra was set up Feb 8, 1995, applied for registration with a capital of Rs.500 on Feb 21, 1995 and was registered April 4, 1995. The trust received a cheque of Rs.45 lakh from the central government March 31, 1995 to meet its expenses for the financial year 1994-95. The HST was also given Rs.65.85 lakh by the Maharashtra government for 1995-96, the petition said. Describing it as a “clear case of fraud and criminal breach of trust with public funds”, the affi-

But today, Bhaiyaram, 40, a farmer in Uttar Pradesh’s Chitrakoot district, is a changed man with a `green family’ of 30,000 ‘members’. For Bhaiyaram, his saplings plantation is an unending mission. In the last four years following the death of his six-year-old son, Bhaiyaram has planted over 30,000 saplings. Due to his affection towards plants, Bhaiyaram is known as `Vrikshon ke Pita’ (Father of trees) in Chitrakoot - a backward district of Bundelkhand region. “After losing my wife and son, life was a burden for me. I even thought of committing suicide as there was no meaning in my life without my family,” Bhaiyaram told IANS on telephone from Chitrakoot, some 300 km from here. “As I wanted to forget my sufferings, I started various activities to keep myself busy. AhmeDAbAD/new DeLhI, october 17 (IAnS): In a setback to the Gujarat government, a special court granted bail to suspended police officer Sanjiv Bhatt, who has accused Chief Minister Narendra Modi of complicity in the 2002 communal riots. Coming out of jail, the officer said rule of law has prevailed. Sessions Judge V.K. Vyas granted bail on the condition that Bhatt would cooperate with the investigation and would be present when called. “At 11 a.m. today (Monday), the court pronounced the judgment and granted Sanjiv Bhatt bail,” Bhatt’s counsel I.H. Sayed told reporters in Ahmedabad. The Indian Police Service (IPS) officer was arrested Sep 30 for allegedly forcing a police constable, K.D. Panth, to sign a false affidavit about his attending a meeting called by Modi soon after the Godhra train burning that sparked the riots. koLkAtA, october 17 (IAnS): Corporate Affairs Minister Veerappa Moily Monday said certain “inbuilt weaknesses” in the Right to Information (RTI) Act need to be addressed, adding that the bureaucracy should know how to meet the challenges posed by it - such as “how to write in a file”. “There are several aspects in the RTI Act. RTI can’t be used as an instrument to blackmail. RTI should be used for public interest. There are certain inbuilt weaknesses which need to be addressed. That doesn’t mean we need to amend it,” Moily, a former law minister, told reporters on the sidelines of a programme organised by the Indian Chamber

of Commerce here. “It (RTI) can’t be used for the agenda of some political party, the agenda of some people who would like to see that the country is not built but destroyed,” he said. Calling for a national debate on RTI, the minister said it is an input to build participatory democracy in the country. “But that doesn’t mean we are going to amend the act or any of its provisions.” Moily’s comments came three days after Prime Minister Manmohan Singh called for a critical look at the RTI Act, saying the law should not adversely affect the deliberative processes in the government. The prime minister had said there were

“concerns that it (the Act) could end up discouraging honest, well meaning public servants from giving full expression to their views”. Moily underscored the need for capacity building within the bureaucracy and said: “They (bureaucrats) should know how to act against the challenges of RTI. Chained for 12 years, mentally ill awaits help

hAnumAngArh (rAjASthAn), october 17 (IAnS): He lost his mental balance at the age of 13 after his best friend died in front of him. For the next 12 years, Gangajal has been living tied to an iron chain in a dark corner of his house for lack of medical treatment. Unable to afford a proper cure and getting no assistance from the government, the family of the 25-year-old in Sangaria in Hanumangarh district, , over 330 km from Jaipur, has kept him tied to chains. Gangajal was going to school along with his friend when the unfortunate accident took place and changed his life forever. Speaking to IANS, Gangajal’s distraught father, says his son did not move for months after the shock and when he came out of the near-coma situation, he kept shouting and throwing things at people. “He didn’t sleep for many nights and kept us awake by shouting. The neighbours kept complaining. At times, he would turn violent and start throwing things at passersby. So we decided to keep him chained,” said Ram. The young man still suffers from hallucinations and other mental ailments. Ram, a labourer, did try to get him treated initially, but it was too expensive. Moreover, he had a family of 11 to feed. “I have approached many officials, but nobody has so far come forward for help. I get assurances only. I have requested for a handicap certificate so that we can avail financial help, but that too has been denied,” he said

‘North Korea and U.S. to US protesters eye diversity as movement grows meet in Geneva next week’ atLanta, OctObEr 17 (aP): The outcry against financial institutions that has swept the United States in recent weeks has crossed many boundaries, including class, gender and age. But a stubborn hurdle in many cities has been a lack of racial inclusion, something noted by organizers and participants alike. JasonWoodyimmediately recognized a shared struggle with many of the Occupy Wall Street demonstrators: The 2007 university graduate has been out of work for two years, and it's been longer since he's seen a doctor. He also noticed something else — the lack of brown faces on the front lines of the Occupy movement. "When I started out here ... I realized there was not a lot of diversity out here," said Woody, who is black and graduated from Morehouse College and has camped in a downtown Atlanta park with other protesters for more than a week. "It's changed in the course of the past week. I'd like to see that grow." The absence of diversity is particularly notable given that some of the larger issues surrounding the Occupy movement — including the economy, foreclosures and unemployment — are disproportionately affecting people of color. SEOUL, OctObEr 17 (rEUtErS): North Korea and the United States will hold a second round of talks in Geneva next week to discuss ways to restart regional talks on disabling North Korea's nuclear weapons program, South Korean media reported Monday. Yonhap news agency quoted a diplomatic source in Seoul as saying that the two sides would meet in Geneva, possibly on October 26, amid recent diplomatic activity which has seen the secretive state brought in from the cold. North Korea conducted its first nuclear test in 2006 and tested a second device in 2009. Tension has eased on the peninsula this year, and a series of bilateral meetings between the Koreas and the United States and North Korea has raised hopes that nuclear talks could be reconvened after a nearly three-year hiatus. "I have learned that a high-level dialogue between North Korea and the U.S. will be held in Geneva," Yonhap quoted the diplomatic source as saying. Seoul's Unification Ministry, which deals with inter-Korean affairs, said it did not know anything about the report. North Korea said last month it was eager for a second meeting with the United States. The Hawaiian-born player has won just two titles on the LPGA tour, and is currently sitting at 14th in the world rankings. Khuzama SCU defeated Zephyr Akuk XI, Wokha 3-1 in the first match of the day. Novito and Vituto netted a goal each for Khuzama SCU in the 5th and 22nd minute respectively and the team enthused with the lead 2-0 till the first half. Soreno fetched a goal for Zephyr Akuk XI in the 45h minute of the second half. Zevito increased the score tally of Khuzama SCU in the 61st minute and the team sealed the victory box with a margin of 3-1. With today’s win, Khuzama SCU will clash with Life Sports FC in the pre-quarters on October 19. Life Sports B defeated Katalui FC, Senapati by a solidary goal in the second match. YEONGAM, OctObEr 17 (AFP): Fernando Alonso cleared up a mischievous mystery in the aftermath of Sunday's Korean Grand Prix when, after finishing fifth, he explained why he told Ferrari: "I give up, I give up" -- with just two laps remaining. Alonso spoke to his team in English and, to many who heard the remark made on team radio, it seemed he was exasperated with his experience in the race and particularly with his car and team-mate Brazilian Felipe Massa. Massa had been ahead of him for a long period early in the race and appeared to be slower and therefore holding him up in his pursuit of race leader and double champion German Sebastian Vettel. But Alonso, well-known for his dry and often practical sense of humour, said he did not mean any more than a statement of the obvious - he was giving up his chase for a podium. However, in the penalty shoot-out KLASA got the better of the two. Being very competitive it is reckoned that a tough fight is in the offing in the coming days.

Double done, Red Bull aim for triple

SEOUL, OctObEr 17 (rEUtErS): Among all the celebrations for Red Bull's second Formula One constructors' championship in South Korea on Sunday, one familiar team face was notably absent. Adrian Newey, the technical boffin who has created title-winning cars for three teams and been a driving force behind Red Bull's doubledouble -- successive drivers' and team titles -- was hard at work on the other side of the planet designing the next world beater. "Focus has to start moving towards next year and we've got less than four months to design and build a completely new car," said team principal Christian Horner after German double champion Sebastian Vettel took his 10th win in 16 races this season. "That's why Adrian elected not to attend this race. He's busy back in the UK focused on our RB8 (car)." As Horner pointed out with a smile, rivals might tolerate one world championship

"The remaining races are the only track time that we've got, other than a young driver test, between now and when the new car is effectively born," said Horner. "So we'll look to learn everything we can out of the track time that we have available. And that means pushing right up to the chequered flag in Brazil." Red Bull also want to wrap up a triumphant year by securing second place overall for Vettel's Australian team mate Mark Webber, who has yet to win a race this year after challenging for the title in 2010. "I think the priority now is to get Mark into second in the championship," declared Horner. "Effectively its like three FA Cup finals so I think they will be really exciting races ... both McLaren and Ferrari have been competitive here and I think it will be tight in India, Abu Dhabi and Brazil."

a metal salute during enjoying a song, there is always a danger of being thought you may be either a drunk or ‘Bosti.’ But now that RockAware has officially inaugurated stage-diving, Naga fans can now do more than just bob heads without fearing if someone would ask them how many bottles they’d downed.

n October 15, Saturday, Dimapur District Sports Council stadium gasped as the musical hordes thronged to confirm the truth that music is to Nagas what land is to Naga villages. The most hyped musical event of the fall, RockAware 2011 – a rock music-driven anti-HIV-AIDS campaign of the Nagaland State AIDS Control Society (NSACS) – had 11 rock bands grunting and growling angrily for the Rs. 1 Lakh cash prize. Noisemakers from Dimapur, Avantgarde metal band Avancer, finally killed the competition for good. Peddled hard by the NSACS ever since the competition took off months back with the district-level auditions, the final event was as noisy and entertaining as it was hilarious and often ridiculous. The bizarre joy only Naga crowds know how to do best. As usual, the Nagas’ rich cultural tradition of late timing inaugurated the show. Scheduled to commence by 4:00PM the event took to the decibels only from around 5:30 PM. Hosted by the easygoing entrepreneur and veteran musician Theja Meru, the evening’s formalities commenced with the all too worn-out appeals of “are you ready, Dimapur?” The Are-YouReady-Dimapur would, later on, turn out to be The Dream café proprietor’s most powerful instrument to keep the impatient crowd occupied momentarily. Just momentary enough for sound technicians and stagehands to escape with their endless soundchecks in between sets.

Who’s Who The trickle of people into DDSC stadium surged into a flood. ‘Music lovers’ of all sort and species began strutting in, making the best out of something that cost them nothing more than an auto-rickshaw ‘bhara’ to reach the venue. As is a common sight in Dimapur, underwear was the unofficial dress code for the evening. Chattering confidently and looking undefeatable, hundreds of enthusiastic youths walked into the venue dressed in their best underwear – boxers of all shape size and color. Closely following the boxers, the stiletto addicts came. This lovely lot floated in – or rather wobbled in – braving the odd wolf whistling from somewhere in the crowd. Drudging through inches of dust, the lovely ones endured their spine-killing heels like true pros would – but clearly looking self-conscious wondering if some naughty areas of their thighs may have escaped the strict jurisdiction of their skirts. As the grounds filled, the cream of the evening, perhaps, finally arrived. Dressed in bright yellow, Grammy winner Pandit Vishwa Mohan Bhatt arrived, accompanied by a white-clad Nagaland Minister for Health, Kuzholuzo Neinu. The youths were interested only in the swanky black Chevrolet they drove in. Welcome to the Show By 6PM, the show was already grinding any ear that came within 1 mile radius of the stadium. Metalcore rockers from Dimapur, Melodrama, were one of the several guest artistes lined up to warm the crowd up before the roasting. The band whipped out from the word ‘go’ in a 3-song set. Of course, Melodrama’s 5th member – the police siren – also performed in the band’s original ‘Restrain.’ The gathered youths head-banged their Koreans off as ‘Restrain’ unleashed their months’ worth of frustration at not having tasted any major entertainment freebies in Dimapur. Easily one of the finest and more professional-sounding metal bands in the state, Melodrama roasted an ear or two that evening. After the roasting, came the strawberry cream. Lovely Naga Idol Renbeni Odyuo took the stage to soothe every smoking and burning ear. With two songs – one unidentified flying number and the other, Katy Perry’s ‘Hot n Cold’

did the youths in. The Naga Idol was accompanied by another of Dimapur’s finest groups, Incipit. What she lacked in stage fire was more than compensated by her incredible vocal performance, especially on the Katy Perry hit. The crowd – mostly noise lovers – for once set aside their musical differences and did their best to join Odyuo in the chorus at least. After the hot and cold set from Melodrama and Odyuo, Theja Meru walked back on stage flashing a 100 watt grin that outshone the stagelights. One couldn’t blame the former Blood & Fire man for being joyous at the crowd’s response. ‘It’s a good start,’ the “Believe” songwriter thought as he grinned his ears to shreds.

The growing population of boxers and Nagamese-warbling Korean youths added to the general chaos at the show. As part of the show, two youths, Temjen and a Nungshinaro also took time to share their experiences and push across their message of responsible sexual behavior. It was only then that realization dawned on the crowd – no matter what noise, they were still in an anti-HIV-AIDs program. The confusion was understandable considering one of the two persons actually began by saying “although it is not a very good moment to talk about HIV and AIDS…” In response, a confused Nagamese sentence rocketed out from somewhere

t was impossible to tell whether his fellow Tube passenger would be delighted or annoyed to see him – but David Cameron must have been confident that she’d at least know who he was. The Prime Minister, travelling on the London Underground to an appointment because it was quicker than going by car, tried to make a good impression with commuters by complimenting a young mother on her baby. But the conversation stalled somewhat when the baffled woman had to ask her husband who the strange man was enquiring about their child. Sanyogita Mayer, 27, was travelling with her husband Yanko, 31, and their three-month-old daughter Sayama when Mr Cameron approached them. Mrs Mayer, who recently moved to Westminster from India, said: ‘We were on our way to go shopping. This man got on at Westminster and came past me and said: “Is it your baby?” ‘I

said “yes”, and he said: “Your baby is really beautiful.” ‘I thanked him for saying that and he moved away but stood near me. I asked my husband: “Who is

this man complimenting my baby?” ‘When he told me it was the Prime Minister I told him to stop joking with me. But my husband insisted so I went up to Mr Cameron

and I said: “Excuse me, are you the Prime Minister?” He said “yes” and I started laughing. Battle of the Grunts Eleven bands representing their respective districts performed a set of three songs each, including a rendition of the NSACS theme song for the campaign ‘I Care.’ The competing howlers grunted, moaned, groaned and ranted – almost all were metalcore or avantgarde bands (at least their songs sounded so). Backed loyally by huge guitars and even bigger drums, the excited Dimapur crowd never had a louder menu of rock music in the past 9 months. They leapt and hopped – adequately dressed in their metal fingers and gestures; grunted and shouted along with the choruses and made sure they also built human pillars and pyramids. Fans at the front climbed on each others’ shoulders before crashing down into the crowd, much to the delight of the gathered sweating mass of humanity. Sprained ankles and twisted necks from the fall is a totally different story. Another interesting aspect of the event was stage-diving. Fans cheered and romped as the more adventurous climbed the stage and dove into the crowd. Stage-diving is a tradition during rock shows across the world. In Nagaland if a fan bobbed his head or raised

The Atomic Kittens “Tide is High” brought out even more blown condoms, much to the chagrin of the irritated womenfolk. Overall, the entire show was one of high spirits – bottled spirits, that is. Notwithstanding the festivities, many youths were seen lugging around the brown-red liquid in nice bottles. Many a Bleary-eyed and Nagamese-shouting warbler could be seen with cans of beer or bottles with contents that clearly indicated they were not black tea or coffee. Free and open use of alcohol during entertainment events remains a concern. In fact, just before the Dimapur edition of RockAware was lunched, a Media commentary in a local newspaper had pointed to the common, abundant and open use of alcohol during concerts. Also, fulfilling the rich tradition of picking fights during concerts in Dimapur, a fight reportedly broke out at the gate of DDSC stadium. Security cleared people and vehicles from the area of crisis. Anther highlight was Pandit Vishwa Mohan Bhatt’s performance. Floating in with Indian classical and playing poetry on one of the subcontinent’s most celebrated musical instruments – the Mohan Veena – Pandit Bhatt had the crowd singing along – literally. For an instrumentalist, he successfully encouraged vocalizing the words ‘I Love You’ on one of his tunes. And of course, as the Pandit rigged his second song, the crowd turned to ‘Baba Black Sheep’ for comfort from the soundcheck. At one point the soundcheck was so prolonged that many fans even reached Christmas – they all started singing ‘Jingle Bells’ and ‘Merry Christmas.’ After the festive chaos, fans returned home happier while winner Avancer, of Dimapur, 2nd runner-up Tears of Judas of Tuensang and 3rd runner-up Anti-Trust of Zunheboto, went home richer and heavier with the rupees.

Wheldon killed in massive IndyCar crash

LAS VEGAS, OctObEr 17 (AFP): English racing driver Dan Wheldon was killed in a massive crash at the Las Vegas 300 IndyCar series finale on Sunday. Wheldon, 33, winner of the famed Indianapolis 500 in May, died from injuries he received after his car was sent airborne over another car and clipped the catch fencing during the 15-car wreck. Several cars were sent flying while others careered down the track in flames. "IndyCar is very sad to announce that Dan Wheldon has passed away from unsurvivable injuries," IndyCar chief executive Randy Bernard said. "Our thoughts and prayers are with his family today." Wheldon's fellow drivers had been informed of his death shortly before Bernard made his public announcement. "IndyCar, its drivers and owners, have decided to end the race. In honor of Dan Wheldon, the drivers have decided to do a five-lap salute in his honor," Bernard said. The crash coming out of Turn 2 of the 1.5 mile Las Vegas oval on the 12th lap of the race left Townsend Bell's car upside down and smoking cars and debris strewn around the track. "I've never seen such a mess in my entire career on the race track," said Danica Patrick, who was in her final race as a fulltime IndyCar driver before heading to NASCAR stock car racing. Added Canadian driver Paul Tracy: "Just a horrendous accident." Tracy had reported that a medical team was frantically attending Wheldon before the driver was airlifted to hospital. The official confirmation of his death came some two hours after the race was

stopped. Despite two Indianapolis 500 triumphs and his 2005 series title, Wheldon hasn't been able to secure a full-time IndyCar ride, so he was racing from the back of the field in pursuit of a $5 million prize offered by IndyCar to a nonseries driver who could win the finale. The crash ended Australian Will Power's bid to overtake Dario Franchitti and claim the series title. Power sat stunned in his car for some time and was later sent to hospital to be checked out because of back pain. Scotland's Franchitti, who secured his third straight series crown and fourth overall after Power was ruled out, could be seen fighting for composure in his cockpit as the drivers formed up for the tribute laps. "I could see within five laps people were starting to do crazy stuff," Franchitti said. "I love hard racing but that to me is not really what it's about. You saw what happened, one small mistake from somebody ...." There were 34 cars entered in the season finale - one more entry than at the Indianapolis 500 at the bigger Indianapolis Motor Speedway. Drivers had voiced concern about the high speeds being reached at Las Vegas, where they were close to 225 miles per hour in practice this week. "I'll tell you, I've never seen anything like it," Ryan Briscoe said of the sight of burning cars spinning on the track and sailing through the air. "The debris we all had to drive through the lap later, it looked like a war scene from Terminator or something. I mean, there were just pieces of metal and car on fire in the middle of the track with no car attached to it and just debris everywhere."

LONDON, OctObEr 17 (AP): Formula One champions Jenson Button and Lewis Hamilton hailed fellow Briton Dan Wheldon as a "true fighter" and an "inspirational" figure after the IndyCar driver was killed in a massive crash in Las Vegas. Button recalled Wheldon, who died Sunday at the age of 33, as being a star of the British karting circuit in the 1990s before going to win the Indianapolis 500 twice in the USA. "I have so many good memories of racing with Dan in the early 90s, a true fighter," Button said on Twitter. "We've lost a legend in our sport but also a great guy … I can't begin to imagine what his family are going through and my thoughts are with them at this very difficult time." Wheldon, who was born in Buckinghamshire, a county just north of London, was also an inspiration to Hamilton after deciding to try his luck in the U.S. following a successful junior career that saw him win eight British karting titles. "Dan was a racer I'd followed throughout my career, as I often followed in his footsteps as we climbed the motor sport ladder in the UK," said Hamilton, Button's teammate at McLaren. "He was an extremely talented driver. As a British guy who not only went over to the States but who twice won the Indy 500, he was an inspirational guy, and someone that every racing driver looked up to with respect and admiration. This is a tragic loss at such a young

age." Hamilton finished second in Sunday's Korean Grand Prix, with McLaren teammate Button fourth. Wheldon died Sunday after a massive, fiery wreck at the Las Vegas Indy 300. He was involved in a 15-vehicle pile-up, his car flying over another and bursting into flames. Wheldon was born in the small English village of Emberton and began driving go-karts as a 4-year-old. Having failed to secure financial backing for his career in Europe, he moved to the United States in 1999. In 2005, he became the first English driver to win the Indy 500 since Graham Hill in 1966. Wheldon won the race for a second time this year. Despite his success and stardom in the U.S., Wheldon was little known in his home country. Five other IndyCar drivers are scheduled to compete on the Gold Coast, including Australian Will Power, who suffered back injuries in Sunday's crash in Las Vegas. V8 series chairman Tony Cochrane said he expects some of the American-based drivers to pull out.
