Oct 10 rape incident: Ao Senden steps in Our Correspondent Mokokchung | October 18

Serious ramifications following the now infamous October 10 rape incident at Mokokchung are unfolding by the day with the Ao Senden itself coming into the fore. The apex Ao Senden today held its presidential council meeting at it’s treasurer’s residence during which, among other issues, corollary results following the alleged rape case were discussed. The Ao Senden did not make any official announcement on the outcome of the meeting but it is learnt from very reliable sources that the meeting resolved on two significant agenda. First, that the Watsu Mungdang will be summoned within the next six days for certain clarifications on the role they played in the aftermath of the alleged rape incident. Second, that the Aor Telongjem Mokokchung Town was authorised by Ao Senden to summon the Chang Union Mokokchung Town for clarification on the same matter reportedly within the next three days. GPRN/NSCN releases Hemail Sumi DImAPuR, OcTOBER 18 (mExN): Hemail Sumi, who was arrested by GPRN/ NSCN Naga Army from the residence of MLA Azheto Zhimomi on 6th October 2011, has been released from the custody of the Naga Army as per the fervent appeal made by the Sumi Hoho and the Western Sumi Hoho. This was stated in a press note issued by the MIP. According to the press note Hemail Sumi is cautioned that any further indulgences in similar antisocial activity will not be tolerated in future.

Provide toilets in govt schools: SC

NEw DELhI, OcTOBER 18 (IANS): Provide toilet facilities in all government schools by Dec 31, the Supreme Court Tuesday told all the states and union territories (UT). Temporary facilities must be provided by Nov 30, in case permanent servicescannotbeenabled,Justices Dalveer Bhandari and Dipak Misra said. The court’s direction came in the course of the hearing of a petition seeking provision for drinking water and toilet facilities in government schools across the country. The court was told that by and large drinking water facilities have been made available in government schools in states and UTs. The court directed listing of the matter for Dec 5 when the states and UTs have been asked to file their compliance report in respect of providing temporary toilet facilities.

DImAPuR, OcTOBER 18 (mExN): Nagaland Chief Minister Neiphiu Rio today became the first Chief Minister of Nagaland to deliver a lecture at an international university in the United Kingdom. Speaking on the subject “Governance and Conflict-the Naga Context”, Rio highlighted the Naga political movement from its roots to the present day ceasefire. This was informed in a press note issued from Belfast, Northern Ireland, UK by the CM’s Press Secretary. Rio gave a detailed explanation of the political journey of the Nagas since the arrival of the British in Naga country mentioning some of the major landmarks like the special provisions for the Nagas under the Eastern Bengal Regulation Act, 1873, formation of the Naga Club in 1917, the submission of the memorandum to the Simon Commission in 1929, the 1951 plebiscite, the introduction of the Armed Forces Special Powers Act, the formation of Statehood and the 16 Points Agreement, the ceasefire of 1964 and 1975,

the Shillong Accord, and the present ceasefire and ongoing political dialogue. Rio dwelled on the Naga demand for integration of all Naga continuous areas and also on the condition and status of the Nagas living in Myanmar. Rio stated that the Nagaland Legislative Assembly had passed

four unanimous resolutions supporting the demand for Naga integration. He said, “the present mood of the Naga people indicates an over whelming desire for peace and development. There is a growing realisation amongst the Nagas, both overground and underground, that the ongoing

peace process and the political dialogues are the best options available to the Naga people today, and that we need to make the best use of this opportunity rather than cry hoarse over the lost opportunities.” He added that his government is committed to the peace process and that it has declared its readiness to make way for any new political dispensation that may emerge from the on-going political dialogue. Highlighting the problems of governance under an environment of conflict, he informed that even his own life survived an assassination attempt in 1995. However, he stated that with the ceasefire in place, positive progress is being achieved, as warring groups are beginning to sit down together, with the aim of reconciling with each other. The leader of the Forum for Naga Reconciliation (FNR), Reverend Wati Aier was recently awarded the Denton & Janice Lotz Human Rights Award by the World Baptist Alliance, which has a membership of more than 120 nations. Slapped with a ‘contempt of court’ lawsuit in a primary school teachers’ appointment mess, the Department of School Education has pleaded for additional time from the court to sort out the matter. As reported by The Morung Express on October 17, the lawsuit which is pending in the Kohima Bench of the Gauhati High Court was scheduled for hearing on October 17. The litigants, who call themselves ‘Under Graduate Teachers 2003 Parents Association’ (UGT2003PA), are pitted against the department of School Education with regard to a teacher’s appointment/ selection examination dating back to the year 2003. Disclosing the outcome of the court hearing of October 17, the litigants said that the department in concern has appealed for additional time (i.e. until the first week of November) to put into action an earlier order from the same court. The department was represented by its counsel, who produced a letter containing the appeal, the litigants said. In the letter read out before the judge, the

department assured to reconduct and complete the interviews by November 1-4, 2011, they added. The court is said to have accepted the appeal, nevertheless, cautioned the defendants not to take the case lightly. The actual vacancy for the entire state, as of 2003 stood at 791 (undergraduate primary school teaching posts). As reported by this daily earlier, the department had floated advertisement inviting applications from eligible candidates to fill the vacant posts. The written tests were conducted on September of 2003 followed by oral interviews in March 2004 at 28 centres across the state. Only the final declaration of result was awaited. However, during this time, allegations of unfair conduct of the written tests emerged. The allegations came from candidates who had failed the written tests and who demanded for reconduct of the interviews. The matter was taken to

court. In response to the allegations, candidates (around 2500) who had cleared the written tests and had appeared the oral interviews countered by filing a case at the same court on the basis that the question of re-conducting the interviews did not arise. The latter lost the case, however. They appealed at the Gauhati High Court in 2006, where the hearing stretched for four years. The ruling finally came in February 2010. The High Court ruled that the department in concern should reconduct the interviews but on the condition that only those candidates who had cleared the written tests of 2003 on merit should be allowed to seat for the interviews. Irregularities were detected during the High Court hearing, wherein it was discovered that 59 candidates from three centres had passed the written tests on ‘grace mark’ and which the court ruled was unfair, a representative of UGT2003PA said. The matter did not end there, though. The 59 candidates, who were found to have managed to clear the written tests on ‘grace mark’ moved the Supreme Court. Continued on page 5

NSCN/GPRN Khaplang Snubbed contractors to approach court of law condemns AR’S high-handedness

DImAPuR, OcTOBER 18 (mExN): The NSCN/GPRN Khaplang has alleged that on the midnight of October 12 a group of AR jawans surrounded the residence in which CCM Ganpong was sleeping. Like thieves, the AR jawans forcefully broke in and despite the presence of innocent women and children the entire house was ransacked randomly and heaped abuses on the occupants of the house, stated a press note issued by the MIP. In the process, a camera, two mobile handsets, pen pistol and AK pouch, daos and cash receipt book were

Ahead of a nationwide disabilities awareness campaign- Badhte Kadam in Nagaland,theNagalandParents Association for the Disabled (NAPAD) today stressed on the urgent need to have a disability commissioner in the state to look after the affairs of disabled people in Nagaland. Pointing out that there more than 26,000 disabled people in Nagaland as per 2001 census, the Association termed the figure as quite alarming. However, it regretted that the state has no disability commissioner, which reflects a gap in availing the basic infrastructural development and other schemes set for disabled persons. DImAPuR, OcTOBER 18 (mExN): Allegedly snubbed, talked-down and shouted at by the chief engineer of the Public Works Department, contractors walked out of a meeting that had sought to resolve differences concerning the contractors and firms M/s Gayatri & Maytas JV and its sublet contractor MML Narasimham of M/s Ratna. The meeting was held on Monday at Kohima. According to a press note issued by the Nagaland Government Registered Class-1 Contractors’ Union (NGRC1-CU) today the Chief Engineer started

A ‘disappointed’ NGRC1-CU issued a note expressing sadness that engineer-in-chief Vikuotuolie Angami “terribly failed to understand” the attempt of the union to highlight the ‘exploitative agenda’ of M/s Gayatri & Maytas JV on ‘the

people of the State of Nagaland.’ Further in response to the threat of the engineer to sue the union, the contractors had also decided to approach the court of Law to redress alleged exploitation and ‘unfair practice’ of the officials of PWD. “The union has however got all its doubts cleared and that the said meeting was convened by the engineer in chief with one sole motive which is to favor, protect and justify the modus operandi of M/s Gayatri & Maytas JV and its sublet contractor MML Narasimham of M/s Ratna in the state of Nagaland,” the

note added. The note was appended by the union’s president KC Angami and general secretary L Pukhato Shohe. “The union would like to express that since the engineer in chief have undermined the very existence of the NGRC-1CU and has also ridiculed and questioned the contributions of members present to highlight what is their personal contribution to the state and the society. The foul atmosphere created by the engineer in chief warranted for any sensible citizen to walk away from such an unruly behavior,” the NGRCCU said.

Relief as Israeli soldier released from captivity

TEL NOF AIR BASE, OcTOBER 18 (AP): Looking thin, weary and dazed, Israeli soldier Gilad Schalit emerged from more than five years in Hamas captivity on Tuesday, surrounded by Gaza militants with black face masks and green headbands who handed him over to Egyptian mediators in an exchange for 1,000 Palestinian prisoners. After a medical examination, Israeli officials said Schalit showed signs of malnutrition. More than 450 Palestinians were transferred from Israeli prisons to the West Bank and Gaza, where massive celebratory rallies festooned with green Hamas flags were held. In Gaza City, tens of thousands crammed into a sandy lot where a huge stage was set up, decorated with a mural depicting Schalit’s capture in a June 2006 raid on an army base near the Gaza border. The crowd exhorted militants to seize more soldiers for future swaps. The rest of the prisoners — about 550 more — are to be released in a second phase in two months. Before he was flown to an Israel air base where he reunited with his parents, Schalit spoke to Egyptian TV in an interview Israeli officials later called “shocking.” The gaunt, sallow and uncomfortable looking Schalit appeared to struggle to speak at times, and his breathing

Inaccuracy in electoral-roll: More voters than population moKoKchuNg, october 18 (DiPr): A meeting on Electoral Roll was held at DC’s Conference Hall, Mokokchung on October 18. Briefing the Administrative Officers in the district on the issue of Electoral Roll, the Election Commission Observer V. Shashank Shakar, IAS said that the main issue with regard to Electoral Roll

in the state is that the percentage of the electors does not tally with that of the census of the state. He mentioned that in all the district he visited it has been found that there are more voters than population which is a serious problem that needs to be rectified. In this regard he asked the district administration and the concern depart-

ment to start cleaning system of the Electoral Roll in their respective jurisdiction. In the meeting Deputy Commissioner, Mokokchung, Lithrongla G. Chishi mentioned that the Administrators and the concern Officials in the district are doing their best to solve the issue, but she also said that the

cleaning system of Electoral Roll as desired by the Election Commission can be done in the district only after the intensive review of census 2011. Moreover, the Deputy Commissioner mentioned that in Nagaland there are certain problems which is not seen in other parts of the country, therefore even if the 2011 census

figure become a gazette notification it would take time for absolute cleaning of the Electoral Roll. Group Leader Puche in a press release informed that in Guwahati they visited Nehru Park. During three days stay in Kolkata, they visited Science City, Nicco Park, Zoo, Victoria Memorial Hall, Birla Planetarium, Indian Museum, Mother Teresa Home and Metro Railway and Na-

galand House. The team also watched 30 minutes 3D show in Science city, activities in Nocco Park, demonstration in Birla Planetarium and also experience traveling in metro. Later, they visited Digha Sea Beach which is nearly 200 Km away from Kolkata.

The decision to hold the social work was resolved at an emergency meeting held on October 16. The social work will see cleaning of all natural drainages, site drains, filling of pot holes along the road and especially the road leading to Stella Higher Secondary School. ADG AIR visits Nagaland; meets Chief Secretary

Dimapur, octobEr 18, (mExN): The Additional Director General of All India Radio and Doordarshan Kendra, North East Region Mr. Lalrosanga, on an official visit to Nagaland called on the Chief Secretary of Nagaland Lalthara and appraised him of the needs and demands of All India Radio and Doordarshan in the state. Mr. Lalrosanga, who was on a two-day official visit to the state, appealed the Chief Secretary to see that the interests of both the public broadcasters are considered and protected in the state. He said both AIR and DDK urgently need upgraded stations to deliver better service to the people. He also apprised the Chief Secretary of the district stations in Mokokchung and in Tuensang. While speaking on the popularization of broadcast Mr.

Lalthara said, the State Radio should have FM station with more local content, to which the ADG replied that Kohima will soon have an FM station in line with Aizawl FM. The Chief Secretary asked the ADG to take up the matter with the government and assured that he would take up the issues. The ADG during his stay also held a series of meetings with the Kohima DDK and AIR officials. At the meeting with the staff of AIR Kohima at its premises today, Lalrosanga dwelt on the issue of both AIR and DDK, which include setting up of Transmitters, augmenting of studio complex, construction of office building and quarters and also shared concern on shortage of manpower. He assured to provide all types of effort to strengthen the service of the Public Service Broadcaster in the State.

KOhima, OctOber 18 (mexN): The excise department under Phek has conducted a surprise checking in Pfutsero, Chozuba and Chetheba Town on October 13 and 14 last. The surprise checking was headed by Inspector of Excise Pfutsero H. Berimong and Neizeizolie Inspector Phek alongwith Sechoba AIE, Yanpungrhomo AIE, Neikolo H/C, Khriesizo H/C, Videto, Sepelo, Ruokuoneilie, Besuneyi, Heitung. The checking party seized 76 bottles of IMFL and accused persons were booked under the relevant sections of NLTP Act 1989. Further, the department informed that similar checking would be conducted again.

Dimapur, OctOber 18 (mexN): With the objective to impart package of practices on scientific cultivation of winter vegetable crops, a two days training cum field visit was organised by ATMA Tuensang on October 13 and 14 at CKS Hall, Tuensang. The resource persons were BTMs Moainla, Sentimenla, Nuchet and Wodangbeni Kikon, Dy PD ATMA. The topics covered during the training were integrated pest management and nutrient management on tomato, potential of cabbage production in Tuensang, technological support for promotion of pea production in Tuensang and formation and promotion of commodity interest groups (CIGs). The farmers visited KVK Tuensang farm where field demonstrations were conducted by KVK SMSs Martina and Imtilemla and Ilika Achumi, farm manager on cabbage, carrot, peas, French bean, vermicomposting and kiwi and apple plantation. Interactive sessions were held which involved inputs from the farmers, discussions and sharing of experiences. T L Chaih and his group has no moral right to say or write anything about the Naga National Movement because by their own accord they have betrayed the Nagas by accepting the Indian Constitution and have made the peace camp/transit camp set up by the Indian Government their home. Peace Campers will have no say in the Naga political issue now or in the future. They have been rejected outright by the Naga People. Regarding taxation you may refer the 30th Sept 2011 issue of the local dailies and that order is still in force. When you and your like collecting taxes from every nook and corner of the Naga Nation why are you pointing your fingers at others. It is like a Kettle calling a pot black. The Chief Minister stated that conflict situations demand special approaches to achieve good governance and that the government had adopted ‘involvement and empowerment’ of the village communities through VDBs and the policy of communitization. He mentioned the years of youth empowerment, farmers, entrepreneurship, capacity building, etc as some special initiatives specially targeted at the youth and special policies in sports and music were yielding positive results. However, the department failed to uphold the court order within the specified time period, compelling the litigants to file a second ‘contempt of court’ petition at the same court on October 14. Further, it was disclosed that only around 600 candidates, out of those who had sat for the written tests in 2003 were able to submit their original exam ‘admit cards’. Most had lost or misplaced the document; some went on to get other jobs while some unfortunate few had passed away, the UGT2003PA representative said.

He said, "The ADC members are also willing to serve the people for their welfare but due to some kind of misunderstanding coming up amongst us, we are facing the present situation with the ADC. It

"Manipur Government has always been trying to assist it in its best level and even a separate budget for the District Council in the state budget has been under consideration. The Government wants to implement de-centralization of power to the ADC, which the Centre has already agreed", the chief minister said. Citing security for the ADC members, Ibobi said the present office of the ADC is not secured in view of the prevailing situation and they would be shifted to Khuman Lampak soon where buildings are presently being renovated. Imphal, OctOber 18 (NNN): The Kuki Students’ Organisation-general headquarters ( KSO-GHQ) says the Kukis do not mind the " Alternative Arrangement" for Nagas within the state of Manipur, but the arrangement should not encroach upon the traditional lands of the Kukis and due regard should be given to the community’s customs, land rights and traditions. The Kuki students' body informed Newmai News Network today that any issue concerning the political aspiration of a community in the state no matter how legitimate or genuine the case might be, should not be granted without the consent and prior approval of the Kukis. It further says the Union Government and the state Government should not forget the three major demographical groupings of the state – the Meiteis, the Nagas and the Kukis and a hasty decision taken with an apparent bid to appease one or the other will only be counter-productive. The Nagas and Kukis

have been living together in contiguous and over-lapping areas in most of the hill districts of Manipur. A solution for the political grievances of one should not be at the cause of the other. The Kukis have no qualms in the United Naga Council (UNC) demand for 'Alternative Arrangement' for Nagas within the state of Manipur, provided the 'Alternative Arrangement' does not impinge upon the traditional lands of the Kukis and due respect should be given to the community’s customs, land rights and traditions, says KSO-GHQ on Tuesday. It also says the KSOGHQ would like to request their 'Naga brothers' not to communalize the Sadar Hills issue, while adding that the demand for upgradation of Sadar Hills to a full-fledged district is only for administrative convenience. Even if the demand is granted, the benefit or privilege of a full-fledged district will get not only by the Kukis, but all those residing in Sadar Hills will also avail, says the Kuki students' organization.

ShIllONg, OctOber 18 (NNN): Barely two days after the Garo National Liberation Army (GNLA) shot dead a police havildar, the specially trained Meghalaya police commandos along with the CRPF cobra force killed a senior militant of the GNLA after half an hour gun battle in NengmangdagreforestofEast Garo Hills today. The slain leader has been identified as Delseng R Marak and he was said to have been leading nearly 15 odd armed GNLA cadres when they saw the patrolling police team in the area. Policesourcessaidthatthe policeandCRPFteamscarried a patrolling in Nengmangdalgre forest located when they were suddenly fired by the ultras who were in the forest vicinity, prompting the police team to retaliate, said a senior police official supervising the operations against the GNLA. During the exchange of fire, the area commander Delseng R Marak was killed and the rest of the cadres managed to escape into the dense forest. One AK 47 Rifles, three magazines, a 9MM pistol and one walkie talkie was recovered from the site, informed the police source.

In this connection, special mention is made about the Cherry Blossoms School, Kohima, which is doing pioneering work and yeoman service for the PWDs. It is the only school in the state which has adopted the ‘Inclusive’ approach in its curriculum following the RTE concept. The School is one deserving special aid from the state. Year of Entrepreneurs?

A

n organization going by the name ‘Entrepreneurs Union’ consisting of those selected under the State’s ‘Year of Entrepreneurs’ has brought to the attention of the Government of Nagaland on the need to expedite what it called the “implementation process” and “give out proper guidelines” for entrepreneurs selected under the State’s ‘Year of Entrepreneurs.’ The entrepreneurs reportedly met in Kohima recently and in the meeting held the state government responsible for “not seriously upholding” commitment made in the Year of Entrepreneurs. Such complaint if true is a matter of concern and should be looked into. It will be unfair to comment at this juncture on the direction in which the ambitious Year of Entrepreneurs’ programme is heading unless we hear from the government side. Nevertheless there seems to be a gap in the way the current programme is being handled. Whether it is to do with fund constraint, procedural delay or any other hindrance, the State government needs to clarify to the general public and also rectify it at the earliest as we are already behind schedule since the DAN government had declared 2010-11 as Year of Entrepreneur. According to the ‘Entrepreneurs Union’ the concern is over the “delay and vague policy” and “categorically blamed the government for not seriously upholding its solemn declaration.” The one thousand entrepreneurs of Nagaland state selected under the ‘year of entrepreneurs’ therefore appealed to the chief minister to expedite the implementation process and give out proper guidelines for the selected entrepreneurs. It is another matter that the CM is on a tour to UK and the concern Commissioner & Secretary was last heard to be in London attending some business summit. During the last Assembly Session in September this year the Parliamentary Secretary for Industries & Commerce had in fact clarified that payment was yet to be made as preparation and submission of Detailed Project Report (DPR) by the selected youth was not completed since the Entrepreneurship Development Programme (EDP) for 84 beneficiaries was still in progress. Even if we were to give the benefit of doubt to the government, it is now high time to take the Year of Entrepreneur programme to the next level of implementation. To recollect public memory, it may be mentioned here that during one of the Budget session the CM had announced that a sum of Rs 10 crore has been proposed. And as per news report, the Rs 10 crore was to be used as seed money and the selected entrepreneur/s would then be assisted in getting the necessary bank loans. In an earlier editorial ‘Re-look at E-Programme’ we had commented that the ratio of Rs 10 crores for 1000 entrepreneur seems a bit unviable. If this is shared equally, then every entrepreneur will be entitled to Rs 1 lakh only. This is way too little for such an ambitious programme. Either the fund allocation should have been increased or if that was not possible the number of entrepreneurs to be selected should have been brought down. That way at least we will be ensuring quality by selecting only the most deserving people and backing them up with more funds. It will be now interesting to see how the funds to the 1000 eager young Naga entrepreneurs will be distributed. Likewise if the government plans to give loans by linking the entrepreneurs to banks, there is every possibility of falling behind in repayment of loans and accumulating huge debts. This is not a healthy way of promoting a government programme especially involving our youths. Hopefully the concern authority will provide the best practical option and one that will do justice to the potential of the programme itself and also the young people waiting to tap opportunities.

Arab spring’s crisis of moral leadership

An Oct. 9 massacre in Egypt shows why the Arab revolutions need moral leaders, not just mass protests, to keep them on track.

T

he Arab Spring, like the “Occupy Wall Street” or tea party movements, has snowballed with no single moral leader articulating its aims. A revolution driven by the masses can sometimes work to its advantage. But an eruption of violence in Egypt last Sunday shows that an unfinished revolution with many political activists often needs a strong moral figure at the front lines. The violence in Egypt that left 25 dead was the worst incident since the Feb. 11 overthrow of Hosni Mubarak. It began with a protest in Cairo by a group of minority Coptic Christians. By many accounts, the military and a Muslim mob, egged on by state media, gunned down the demonstrators or ran over them. Three soldiers were killed, too. The military council temporarily in charge of Egypt has so far reacted only defensively to the massacre, further costing it popular support and casting doubts about its willingness to eventually shift to civilian rule. A delicate transition to democracy, starting with parliamentary elections Nov. 28, is now even more fragile because of a moral vacuum in Cairo. Since February, Egypt’s revolution has been a model for other Arab peoples. But its example needs help. As one expert on Egypt, Steven Cook at the Council on Foreign Relations, wrote in a blog after the Oct. 9 incident: “Who is the Egyptian who has the prestige across communities, political groups, social movements, and activists who can be the badly needed moral conscience necessary to midwifing a new, more decent political order?” One leading figure who came close to showing moral courage was the finance minister, Hazem el-Beblawi, who also serves as deputy prime minister in the interim civilian government. A French-trained economist, he handed in his resignation Monday because of the “severe breach of the security and safety of society.” “The government failed in its main responsibility, which is to provide security,” he said, “and it should at least acknowledge its failure to give this issue the effort it needed and apologize.” Mr. Beblawi’s moral reasoning is reflected in a 2009 paper he wrote about the “unsettled nature of Arab political identity.” He stated that “democracy is unquestionably based on the concept of the rule of law, but its brightest promise lies in the areas of political liberties, participation, changeover of authority and respect for human rights. “Everyone – governed and governor – is subject to the rule of law, free from arbitrariness and whims.” Beblawi, however, withdrew his resignation on Wednesday, citing his key role in obtaining foreign loans to rescue Egypt’s worsening economy. The caretaker military council also twisted his arm to stay – perhaps to keep a moral sheen on itself. From Libya to Bahrain, Arabs in revolt have so far relied on a loose network of idealistic youth to challenge immoral regimes. But they lack a Nelson Mandela, Cory Aquino, Václav Havel, or Aung San Suu Kyi who can be a principled leader to keep their movements nonviolent and on track. Egypt’s military continues to rely on emergency rule and military trials of civilians. But as Egypt’s largest independent newspaper, Al Masry al-Youm, declared Tuesday after the violence: “The state has lost its prestige, the regime is about to fall apart.” Egypt and other Arab countries are now in need of top figures with moral leadership.

Bungled fight against graft While the Law Minister is pleading for ‘corrupt businessmen’, the Home Ministry is planning to crack down on the private sector. Clearly, there is a mismatch

P

erhaps there is something magical about wealth that makes even those who are financially secure do the unthinkable so that they can gather some more of it. Possibly it is the fact that money begets social prestige that makes people want to accumulate more even when that does not even benefit themselves. How strange is it that a fool or a knave with riches should be treated with more respect by the world, than a good man, or a wise man in poverty! Unfortunately, this state of affairs has made corruption and scams easy in our country. A large number of people in positions of authority never lose an opportunity to encash on their power. Even when the corrupt are caught, more corrupt people seamlessly take their place. Apart from politicians, even Government officials who are in a position to disburse favours have been caught by anti-corruption agencies. A day after the Uttar Pradesh Lokayukta recommended the dismissal of two State Cabinet Ministers on disproportionate assets cases, Chief Minister Mayawati dismissed her Secondary Education and Labour Minister on October 5. Earlier on the basis of the same Lokayukta report, Ms Mayawati had fired her Animal Husbandry Minister and Religious Endowment Minister. However, a very different approach was adopted by the Chief Minister of Delhi on the Lokayukta report that she had received. In Goa, where the illegal mining of iron ore has recently come to light, the chairman of the Public Accounts Committee of Goa Assembly (since removed), Mr Manohar Parrikar, said that “the Chief Minister does not want to change the situation in the Mining Department and does not want to punish anyone who is guilty. A third person will infer that he is involved.” Mr Parrikar has held that the State’s Mining Department, led by the Chief Minister since 2000, is responsible for illegal mining in Goa. “Of the 54 million tonnes of iron ore exported this year, 30 million tonnes were legal and the rest — more than 20 million tonnes — was illegal.” He also said that there were details in the report that established a

collusion between the Mines Department, the Indian Bureau of Mines, the Departments of Forest and Environment, the State Government of Goa and the mining companies. The former PAC chairman even noted that a mine that had got the environmental clearance in 2008 showed excess mining from old dumps. “How can there be dumps when the mine got the clearance only in 2008?” In this context, it must be mentioned that the majority of members belonging to the ruling party did not sign Mr Parrikar’s report — a repeat of the PAC report on the 2G Spectrum scam. Obviously, the ruling party does not wish to be seen in bad light. But let us forget about the corruption in high places. For now, take a

given minor punishment. A total of 145 inspectors and 112 sub-inspectors also faced action last year. To the credit of the police it must be said that most of the time the senior officials do take action on complaints. Other departments, however, have been indifferent to the problem of corruption, if not exactly collusive. In the case of senior officials, we believe in token punishment rather than exemplary punishment. Raising the issue of non-compliance of its recommendations, the Central Vigilance Commission has named the Department of Telecommunications, the Central Reserve Police Force and the Indian Railways as among the worst offenders. India has the lowest number of

If media reports are to be believed, last month a female Transport Officer in Uttar Pradesh beat a driver to death because he refused to pay her a bribe. In Chandigarh, the month before, a female DSP and her reader were arrested by the CBI for settling a complaint against one lakh rupees. In 2010, a total of 1,303 Delhi Police officials were punished for their involvement in criminal cases and others with 474 low level constables topping the list of ignominy. This number is 18 times than the 2009 figure of 74 constables. Thirty-five policemen, including 23 constables and five head constables, were dismissed from service after they were found guilty of corruption last year. Official statistics show that only 74 personnel were punished in 2009, 102 in 2008 and 197 in 2007. Two Assistant Commissioners of Police were

judges in ratio to its population. We have approximately 9.5 judges per million people whereas the global norms as well as the Law Commission of India has recommended at least 50 judges per million. Also, all high profile cases of corruption require extensive investigation, as in such cases, ill gotten money is stashed abroad in tax havens The Letter Rogatory is a formal communication sent by an Indian court to a foreign Government, where action is pending in that country’s court, requesting the testimony of a witness residing within the jurisdiction of the foreign court or the collection of evidence. It is an important tool used by CBI, the Income Tax Department and the Enforcement Directorate to seek information from abroad. At present, it takes six to eight months to send it as a large number of Government Departments have to go through the needed paperwork. The CVC, in its latest annual report,

issued in September 2010, has asked the Government to empower the CBI to send its team of sleuths to any place outside the country and post special police officers in missions. It added that: “On a review of the existing procedure/ methodology followed for investigations abroad, it is observed that the system requires certain improvements, both for speeding up the process and for delivering qualitative results.” The Government’s approach to handling corruption in the country is confused, muddled and contradictory. This is despite Anna Hazare’s popular anti-corruption movement and the large-scale public resentment against the malaise. No two wings of the Government seem to be working in unison. Instead, they are busy deflecting issues. For instance, speaking to the media earlier this month, Union Minister for Law Salman Khurshid said: “What will affect the functioning of the Government is if other institutions do not understand the kind of political economy we are faced with today. What is needed to encourage growth and investment? If you lock up top businessmen, will investment come? When asked if he meant the judiciary while referring to ‘other institutions’, Mr Khurshid replied: “Yes, the judiciary is as important a player in the entire effort. Each of the three wings — judiciary, legislature and executive — has to understand the political economy and respond to it”. In other words, he pleaded that no businessman should be penalised for corruption. The Union Ministry for Home Affairs, on the other hand, is all set to add a chapter to the Indian Penal Code to check corruption in the private sector. The rule applicable to malpractices in granting and securing of Government contracts will now be extended to private sector contracts once the new chapter is incorporated into the IPC. At present, the law is focussed exclusively on corruption within the Government and among public functionaries. The move is a follow-up to the UN Convention against Corruption, recently ratified by India, that requires member states to address the supply side of corruption involving Government functionaries as well corrupt practices within the private sector. Mark Twain once said about the American Congress: “It could probably be shown by facts and figures that there is no distinctly native American criminal class except Congress.” It is for each one of us to assess how much of it is applicable to the Indian scenario. B

y joining the bandwagon of SRD issue, I am aware that I am going to stir the proverbial hornet nest. Yet the over re-action and selfish attitude of the so called ‘advanced tribe’ prompted me to do this write-up. Much has been criticized, condemned and questioned by the so called advanced tribes recently against Neiphiu Rio Govt. for his ever path breaking, and progressive policy of SRD. It is irony that, instead of sympathy and offering helping hand to your own backward brethrens, who are plagued by illiteracy, poverty, and other socio- economic and infrastructural problems. The so called ‘advanced tribes’ opposed tooth and nail; which is nothing but a manifestation of utter selfishness, over reaction and narrow act. We trib. als, particularly Nagas are virtually the God father of proverbial ‘frog in a well’ ever hallmarked by obsession for local and parochial issues, trivial issues, we and they mentality, our tribe, our clan, our family, our language, our identity, bla .. bla.. Times has change, modernity is dawn and right here in our midst in Nagaland too. So the society, the students have to, and must change and progress not only socio-economically but also in mental outlook. Yet, sadly the so called advanced tribes and those most vocal criticizing about SRD, seems to be reluctant to de-associate from the regressive and medieval mentality. In the interest of the so called agitating leaders of advanced tribes, the Govt. and Paramilitary (Assam rifles) will do well, by organizing, sponsoring more exposure trips and excursion beyond the four walls of Nagaland, to enable broaden their mental out-look, learn more about the existence of big world, and other progressive ideals of unity in diversity, tolerance, fraternity etc. Some section of scant and nascent print media, which exist in Nagaland and remain as influential and effective tool in molding public opinion seems to fail regard for justice in terms of its coverage and stance. Interestingly, the steering student leaders have taken advantage of the media, in projecting their issue more vocally with more impact, by creating the impression of stir-

ring aggressively and uncompromisingly, though not really in reality. Appalling is a certain leader of the Educated Unemployed Union Nagaland (as the nomenclature clearly does not depict, which tribe, backward/ advanced tribe do it represents) whose article appeared on Oct. 7,2011, with many questions and queries posed to Rio Govt. which are dead biased against backward tribes, hollow and in fact without substance and impractical. He should be mindful of his words and viewpoints in public, as he represents not only of advance tribe unemployed youth, but also backward tribes. Being a leader and representative of educated unemployed union, does not necessarily mean that he have a license to do, speak anything at will, even criticizing govt. and favoring certain tribes at the cost of depriving the rights and opportunity of backward section. So, the public and the state govt. need not pay undue attention to his personal views. The other day certain writer from some certain advanced tribe have criticized the SRD policy of the govt. with his bombardment of article and clauses of constitution, statutes etc. His legal knowledge mastery in substantiating his stand point is appreciated. Yet going by his write ups, if one is to believe his viewpoints, Equality seems to convey “lion’s share” for minority Privilege tribes. And also, the govt. and learned bureaucrats who largely formulates public policies must be legally illiterate, naïve and needs proper training indeed. So the writer needs to be more pragmatic and practical beyond mere presentation of impractical legal facts. So dear bandwagon-mates, let’s reminds ourselves that criticizing, pointing fingers and finding faults of others or govt. is very easy. Yet the big question mark and challenge is ;- The solution part ; How best we solve the issue, how we offer the best, balanced, logical solution to an issue, how and how much we could contribute to the solution. Let us be conscious and mindful of the fact that on any conflicting social issues like the recent SRD issue, the

deserve winner party is not necessarily the one; 1. Who could most aggressively hold protest, take to streets etc. 2. Who could mobilize maximum number of people on the streets, threat to boycott the exam, to lock up gates of govt. offices etc. 3.Which party could dominate the front page of newspaper the most, be most vocal in their write-ups. 4. Which party could find and criticized maximum numbers of faults of govt. or tribes etc. 5. How smart protest strategy is chalked out and stir by one party. Have you ever think ‘if I belongs to Back ward Tribes than”. I don’t think so. Taking the gravity and nature of recent strikes and stirs, the impression is, the govt. seems to have committed something blunder, silly and stupid. Yet is it really so? Is the govt. run by and formulate public policy, by some illiterate lawmakers and bureaucrats? Obviously, the general public is the best judge here. Now let’s give a glance at some disproportionate facts and points :- (1). Nagaland has 7296 Gazetted officers, out of which the Eastern Nagaland (comprising about 40%population) has mere 642. (2). Out of total number of 217 EAC Post in Nagaland. AO has 52, Lotha 42, Angami 25, Sema 17, Total about 136. (3).Today who are the IAS,IPS,IFS Officers?, who are the majority of ‘crorepatis’, with Grand Mansion, Bungalows, Luxury Cars etc. in Kohima, Dimapur and around. (4). Which tribes dominate the Secretary level Offices, Directors, Higher echelons of Public Offices. (5).Which Tribes dominates the secondary, tertiary and service sector of occupation. (6) Which Tribes dominate, with maximum number of Students in expensive and Top Schools, Colleges, Universities and UPSC Coaching institutes in big cities like Delhi, Bangalore, Pune etc. From the above facts, every educated and otherwise Nagas knew that, the advanced tribes are much ahead socio-economically, infra-structurally, educationally etc. which does not need any further elaboration. Allocating 10 EAC post to BTs is virtually like a tiny

drop of water added to an Ocean of the issue. With so much disparity socioeconomically, educationally etc. between the Tribes, giving 1 Post of EAC to each Backward Tribes is neither going to be of any significant benefits and narrowing the gap nor, is at all going to cost much for Advanced Tribes. The State govt. in the meeting with the Student leaders the other day have already promised and assured them that such recruitment drive is going to be the first and the last of its kind. Yet, the gravity of subsequent stir they resorted to is appalling. I am afraid and wonder if the govt. happens to repeat such exercise in futures. How grave would be the threat and stir be. (Definitely govt. would be a dead meat, indeed.). Furthermore, the DAN govt. deserves big ‘kudos’ from all quarters for their visionary, benevolent and bold policies. They should stick to their cabinet decisions of offering helping hand to the less privileged, and must not be swayed and buckled under the pressure tactics created by the selfish few with the smart stirring methods and media hype. The govt. should realize the fact that, the greed of some tribes cannot afford to compromise the privilege and rights of less privilege majority which they rightfully deserve. The govt. therefore must not cancel, but postpone the recruitment drive, and if needed, conduct more such exercise in future to uphold the ideals of ‘Justice’ and ‘equality’ enshrined in the preamble of our constitution. Lastly, If today, smart protesting techniques, which include maximum mobilization of people, locking of public offices gates and doors, pull media on one’s side, create hype about the protest to exert maximum pressure on govt. are the yardstick, to bargain the govt. and forcefully win a certain issue, though undeserved, then it is a dangerous trend indeed. Which the backward section too could and would be forced to engage in such dirty tricks, to enable avail our share tomorrow. In the pursuit of employment and equality: A hindsight view

n Plato’s The Republic, he suggests the highest purpose of the state is the promotion of justice, and that the best form of state is one that pursues justice. In this context I ask as to whether the government has been just in its decision making by implementing a visionless policy which has neither benefitted the ‘underprivileged’ nor has it benefitted the ‘privileged’ sections? I certainly agree that the special recruitment drive (SRD) was molded on compassionate and genuine economic interests of the backward tribes, but has it produced the desired results? The nu- Naga youngsters, who are deemed to be the torch bearers of tomorrow, are today fighting among themselves due to mere lack of legislative expertise and foresight. The proclivity of the reservation issue in Nagaland has, by all means in ad nauseam, manifested into a state of perpetual contentiousness. The pandemonium which evoked, ensuing the SRD is a corollary bereft of administrative and legislative vision. A disconnect which is beginning to simmer between young Nagas is truly a matter of grave concern. On the one hand the backward tribes has been severely tantalized with the withdrawal of the SRD, while on the other the forward tribes along with rest continue to suffer setbacks, because the state machinery with all its laurels and ostentatiousness has yet again failed to assess the burning issue of unemployment which seems to be the core of the problem. This is a huge concern because creation of good quality jobs is the most important mechanism in making aggregate economic growth. Examples are rife of graduates and post graduates with Engineering, Management, liberal arts and other degrees applying for jobs as salespersons, peons, drivers, typists, railway signalman because they are unable to find jobs that will exploit their special skills. It is indeed a waste of essential human resources and talent pool to find post graduates in Nagaland who undertake five-days-a-week job, as kindergarten teachers, supplemented with salaries as low as 2000 a month. The reason may well be simple enough, as the system simply is not generating sufficient number of jobs that are demanded by those with such degrees. Also one cannot forget the proverbial ‘backdoor appointments’, a hole in the employment bucket which continues to ‘leak in’ instead of vice versa. The state government under the color-

Availing bank loans for budding entrepreneurs is like looking for a needle in the haystack. Banks, these days, have brilliantly managed to devise hardcore policies for self employed people making it the more difficult to reach the ‘take off’ stage. Also, the fluctuating political atmosphere deters the ambitions of global marketing tycoons to set up a self sustaining market base in our home. But if employment is indeed to become a serious economic policy of the government, then it must partake in proactive roles and policies. Firstly, it needs to gather data at more frequent rates. It is indeed surprising that Departments such as the NSSO, Statistics and economics and the Census bureau fail to provide data at regular intervals (NSSO provides data every 5 years and the census at a gap of 10 years). More regular, at the least, an annual data of unemployed people should be made a priority to asses and plan strategies to overcome the unemployment crunch. Secondly, taking examples from south East Asia and Nordic countries, creation of more jobs in sectors like education, health, sanitation, environment and other essential public service will surely prove to be mutually benefiting, as all these sectors and areas solely work for the public good which would obviously yield productive outcomes. Keeping in view the bulge in demography, the time has come to redesign our social and economic strategy more diligently. Getting back to the issue of underrepresentation and equality; the economic hardships faced by the people of eastern Nagaland is indeed truly saddening. Please allow me to ponder on a little bit on the concept of equality with my crude knowledge and understanding. The English political theorist Thomas Hobbes believes humans are naturally equal to one another. He tells us he has observed weak humans and strong ones and has been struck by the following fact: Even the weakest of humans is capable of killing the strongest. The weak person can launch a sneak attack, wait until the strong person goes to sleep, creep up on a strong person from behind, use cunning and trickery, and manage somehow to kill the strong. Does this not, Hobbes asks, prove that in terms of the only thing that really matters, that is, staying alive we are all fundamentally equal? The fact of our equality, coupled with our shared tendencies toward aggression, creates a human condition in

which each of us is vulnerable to all others. No one is safe. The strongest can fall at the hands of the weakest. Thomas Jefferson, the primary author of the American Declaration of Independence, has rightly pointed out that,” having the right to life, liberty and happiness is a fundamental part of being a human being, just as much a core element of our essence as is possessing mind, a heart, and some would say a soul”. Thus each of us is equally human; none of us possess these rights to a greater or lesser extent than others. It is in this sense that the rights are equal. In this context, I completely agree with the question raised by the youths of eastern Nagaland as to, who is the government to deny or take away their rights because these rights are a part of very part of the human nature. But as humans, we must understand that problems cannot be an end in itself; rather the underlying questions which must be, what have you accomplished despite these hardships? How have you succeeded despite the challenges you’ve faced? I believe this is more significant than merely cataloging misfortunes. I believe that the most urgent problem facing youth today is indifference. The general attitude about everything and anything is “Who cares? I am not that important, there is nothing I can do about it.” I find this incredibly sad and distressing. I recently discovered this short parable which depicts the story about an old man who goes down to the sea one morning. He notices that a young girl is reaching down and throwing starfish into the water. Curious, he walks over to the girl and asks her what she is doing. She replies, “Well, the tide is awfully low, and if I don’t throw the starfish into the water the sun will dry them out.” The old man looked at her and laughed. There were miles of shore with thousands of starfish. The little girl couldn’t possibly throw all the starfish back in the sea. He told her she wouldn’t be able to make a difference. The little girl bent down scooping up yet another starfish. She turned it over in her hand processing what the man had told her. Then, looking at the old man, she placed the starfish in his hands and helped him throw it back into the sea and moved on to the next starfish. She looked over her shoulder and said, “Well, to that starfish, I made a world of difference.” That day, maybe not all the starfish were saved, but those that were, I’m sure, were very grateful. They continued living because of the determination of a little girl who knew that she could make a difference and could find ways to get others involved. We must each find our starfish. If we throw our stars wisely and well, the world will be blessed.

y Apu Asang enjoys telling me a story about a popular pastor in Longmisa village. A gifted speaker, this pastor is known to have drawn a parellel between Jesus and the Yam plant. According to him, Jesus is like the Yam plant. Every part of it, from the root to the leaves, is useful. I imagine that much of metaphor is lost in translation; my uncle certainly enjoyed the story better in Ao, and struggles to convey the ingenuity of the comparison to me. But as with all great stories, even grasping the story in percolated form is enough.The pastor’s story highlights the importance of the Yam plant in Ao culinary culture. Nowhere is this more true than in the case of Anishi, a condiment made from the leaves of the Yam plant. Like most non-Aos my encounter with this wonderful condiment was serendipitous. My Sema mother grew up in a time when there were only two major urban centers in the Naga Hills, Mokokchung and Kohima. Being from Zunheboto, Mokokchung was closer than Kohima. While my grandfather settled in Zunheboto, his brother made his home in Mokokchung. My granduncle would go on to immerse himself in the public life of the town, and even play a pivotal role in the founding of Nagaland’s first college, Fazl Ali College. It was to and through Mokokchung that my mother went to travel, first to Shillong and then to Guwahati. In Shillong, she met Aunty Yangerla (now Dr. and Principal Director of the Department of Health and Family Welfare), and began a lifelong friendship. After vacations, my mother would travel first to Mokokchung, stay with her best friend. The girls would be fed and then dropped to the station by Aunty Yangerla’s father. My mother fondly recalls that it was during these stays at her friend’s house that she developed a taste for Anishi. The meals cooked by Aunty Yangerla’s mother sound delicious even in story form. Having close relatives in Mokokchung, a best friend from there and add that, the fact that two of her sisters married Ao men, proved to be influence enough on my mother’s palate. It is through her that the foods and flavours of the Ao kitchen became part of my world. My first memory of Anishi is having it as chutney during meals. Mind you, it was seasonal. Sometime during Puja break, I would overhear talk in the kitchen between my mother and our cooks, about a fresh supply of Anishi. I would overhear my mother meticulously teach the cook how to prepare the chutney. At dinner, I would peer through the plates, bowls and glasses on the table until I spied a small bowl of black substance. Because it was mixed with chillies and because my mother tried her best to keep our fragile palates from their assault, Anishi was something I could only taste in tiny quantities. So small that I never really learnt the flavour of Anishi until I was older. As I grew older, I made Ao friends of my own. And anyone who has been similarly blessed will know that most foodloving Aos will not travel without a supply of Anishi, in solid, pickled or powdered form. My dear friend Ayem’s mother always sent a jar of Anishe powdered with dry meat and chillies. It is a testament to the strength of our friendship that we remained friends even after I finished the entire jar in a day or two. Visiting Ayem’s elder sister and her friends in the NEHU campus, I had my first taste of Anishi curry. Made with sundried Shillong fish and seasoned with Nappa. After my first mouthful, I too converted to the church of this condiment. Home for the holidays, I sampled some of the smoked Khungshia (eel) cooked in Anishi, my Apu Asang cooked and sent for my father. Initially apprehensive about eating eel, I began with the gravy. Decadently savoury, with tangy overtones, laced with musk, and the scent of dry grass enticed me enough to finally sample the taut smoked threads of eel muscle. I have looked forward to this dish ever since. In Delhi, as a hungry student, one of the obvious places to go was the Nagaland Stall in Dilli Haat. Eating my way through the menu, Pork with Anishi randomly landed on the table. My mother has always told me that no one makes a dish like the people who invented it. After a bite of the smoke pork, drenched in Anishi, I realized that their Pork Akhone preparation was average. This was the dish to be had. This was a symphony in a bowl. A perfect composition of smoked meat, Anishi, mejinga leaves, bambooshoot water and Nappa. This is the dish I have ordered at Nagaland stall ever since. The dish I continue to have at the fancier Nagaland Hut in Green Park. As fate would have it, my relatives from my father’s side also married a few Aos. My contact to Ao cuisine deepened. I had now sampled different versions of the same curry. Much to my delight, I discovered that Khungshia with Anishi, was a pan-Ao dish. Each hand that cooked Anishi, combined with pork, chicken, beef, fish, conjured up different curries. Just when I was eating my way around kitchens, some enterprising Aos opened up restaurants. Tompok, in Dhankheti and Chingtsüong at Razhü Point. At both, one was able to indulge in mouthwatering Anishi preparations. It was during this time that I began wondering about this condiment. How is it made? Where? And by Whom? I began asking my Ao relatives and friends…even strangers. In this process I was told that the best Anishi is made in a village called Süngratsü. I had come to the end of my initiation. In order to truly appreciate Anishi time had come for me to make the pilgrimage to Süngratsü. New Delhi, OctOber 18 (AgeNcies): Team Anna is in fresh turmoil as two prominent activists – P V Rajagopal and ‘Waterman’ Rajinder Singh – quit its core committee today, objecting to the movement taking a ‘political turn’. The decision to launch an anti-Congress campaign in Hisar, which both claimed was not taken by the core committee, appeared to be one of the reasons for these activists to quit the panel, though Rajagopal said the Team was “putting pressure” on him not to do so. “I dissociate myself from the Team. The Team is turning political. There were statements indicating that, including the ones on Hisar,” Singh said. Rajagopal, who is in Kerala’s Attappadi as part of an all-India yatra for land rights, wrote to core committee convenor Arvind Kejriwal about his decision while Singh said he did not feel the need to write any such letter as he had not sought any membership in the first place. The fresh trouble has surfaced after Hazare’s flip-flop on Prashant Bhushan – saying the core committee would decide whether the lawyer activist would be a part of Team Anna after his remarks that a plebiscite should be held in Kashmir. “I have expressed my inability to continue with the team in my letter. They have told me not to take any such decision. I am in the middle of an all-India yatra,” Rajagopal told PTI from Attappadi. Asked whether all decisions by Team Anna were taken after due consul-

Hazare has also tweaked his campaign against the Congress, saying he will work with Congress across the country if the UPA government brings a strong Lokpal Bill in the winter session of Parliament and keeps its words on other reforms. Hazare also decided to wait till the end of the winter session to embark on a ‘yatra’ in Uttar Pradesh, contrary to the earlier decision of hitting the streets against Congress in the state soon after Dusshera. The sources said his close aides in Ralegan Siddhi have managed to convince him to tone down his anti-Congress rhetoric.

Jayalalithaa blames Centre for Koodankulam row

cheNNAi, OctOber 18 (Pti): Blaming the Centre’s “inaction” for the stalemate over the Koodankulam Nuclear Power Plant issue, Tamil Nadu Chief Minister Jayalalithaa today said her government was firm on suspension of the work on the controversial project till people’s concerns were addressed. In a strongly-worded statement, she slammed the Centre for doing little to allay the fears of the locals who have threatened to intensify their agitation demanding closure of the Indo-Russian joint venture citing safety concerns.

Jayalalithaa took exception to Minister of State in the PMO V Narayanswamy’s statement that the Centre was still awaiting state government’s response on the composition of the expert committee, which Prime Minister Manmohan Singh had promised to send to allay the fears of the locals, causing delay. Describing Narayanaswamy’s remarks as “a deliberate attempt to put the blame on state government”, she said the minister who was sent as an emmissary of the Prime Minister to meet the agitators had not taken any steps to al-

lay their fears. “One doubts if the Centre is working with the intention of blaming the state government (over the stalemate). The people are forced to take to protests including hunger strike since the Centre has not suspended work at the power plant,” she said, She said the Centre should take all steps to solve the issues and “stop unnecessarily blaming the state government.” “The Centre has not taken any action despite assurances from the Prime Minister,” she said recalling Singh’s assurance on the expert panel to the multi-party

A person attempted to assault Kejriwal by hurling a shoe at him. The attacker has been identified as one Jitendra Pathak of Jalaun. He was caught by the volunteers present and handed over to the police. While being led away the man said that Kejriwal was misleading the public on the issue of corruption and that he had no personal grudge with Kejriwal. He also claimed that he didn’t belong to any political party.

Team Anna core committee member Sanjay Singh later told reporters that Kejriwal has pardoned the attacker. This is the second attack on a Team Anna member after Prashant Bhushan was attacked in his Supreme Court lawyer’s chamber on October 12 for his remarks favouring plebiscite in Jammu and Kashmir. IIM aspirants, here’s cracking the new CAT format

New Delhi, OctOber 18 (iANs): With the CAT exams undergoing a format change this year, MBA aspirants are anxious, to say the least. But experts say starting out with the right section and scanning the questions before attempting the paper could help you crack it. The Common Admission Test (CAT) -- the gateway to pursuing MBA from the Indian Institutes of Management (IIMs) among other prestigious institutions - will be held from Oct 22 to Nov 18 this year. Nearly 205,000 students have registered this time against the 3,000 IIM seats. This marginally exceeds last year’s registrations of 204,000. In the new exam pattern, the CAT paper will have only two sections instead of three. Till last year, the paper was divided into Quantitative Ability, Verbal Ability, and Data Interpretation and Logical Reasoning. From this year, the first section will focus on Quantitative Ability and Data Interpretation and the second on Verbal Ability and Logical Reasoning. These two sections will now have to be

tackled sequentially with separate time limits unlike earlier when students could divide their time between the sections as per their priority. “There are different sections; one student may be strong in Quantitative Ability and weak in Verbal Ability. Till last time, he had the liberty to decide which section he wanted to spend more time on,” says Ulhas Vairagkar, director of T.I.M.E. Institute, Delhi. The total time for the exam has been increased from 135 minutes to 140 minutes, and 70 minutes each have been fixed for the two sections. “Now you have to be good at both the sections. Even if you are good at one section and complete it before time, you cannot carry it forward. That is one thing which can have an impact on a student’s performance,” Vairagkar told IANS. According to Vairagkar, time management will be the most important factor for students this time. “Among the two sections, you should start with the section you are strong in. Then, it is very important to read all the questions before you start solv-

ing because there can be easier questions in the latter part of the paper,” he added. According to him, a student should allot about 2.3 minutes to each question, “and in no case should they put more than 2.5 minutes in one question”. One of the most difficult competitive exams in India, scores of professionals also appear for CAT every year in pursuit of a better career, besides graduates. H.P.S. Sethi, director of RKS Learning, which runs an online CAT trial test website, testbag.com, says a week before the exam, practice is the most important thing. “At this time, nothing new can be learnt. If students just practise, it can bring 5 to 7% improvement even in the last week,” he said. “Practise fewer papers, but the mistakes should be rectified. cheNNAi, OctOber 18 (AP): Across most of India the three men on death row for the 1991 assassination of Prime Minister Rajiv Gandhi are reviled as murderous traitors to the nation. But many Tamils, a major ethnic group in southern India, see things very differently. A recent decision to deny clemency for the three has sparked angry protests and pitted Tamil Nadu state leaders against the central government, testing loyalties in India’s multiethnic federation of 1.2 billion people speaking more than 60 languages. “These three people, everybody knows they are innocent,” said Veerappan, 37, who goes by one name. He brought his Tamil Liberty Group for the Blind to join a rolling hunger strike in Chennai to save the men on death row. “If they can hang them then they can take anybody off to prison. Tamils around the globe must get informed and join this fight.” Outside the state, some worry that showing mercy to the three would encourage other militants, including a Kashmiri death row inmate convicted in the 2001 attack on India’s Parliament and a Sikh separatist facing the gallows for a car bombing that killed nine.

For Tamils, the issue revolves around their relations with the recently defeated Tamil Tiger rebels in neighboring Sri Lanka. Indian Tamils had initially supported the group, with India even helping to train it in the 1980s. But the relationship soured after Gandhi sent peacekeepers to Sri Lanka and they became embroiled in battles with the rebels. The Tamil Tigers branded Gandhi an enemy and ordered his assassination. In May 1991, a female suicide assassin with a garland of sandalwood beads and a bomb strapped to her chest waited for Gandhi to approach her during a campaign rally in India’s Tamil Nadu state and detonated her explosives, killing 18 in all. The attack horrified the nation and virtually ended support for the Tamil Tigers. But the rebels’ 2009 routing by Sri Lanka after a gory 25-year civil war has revived Indian Tamils’ sympathy for their ethnic brethren. That sympathy is now being directed toward the trio in Vellore Prison, who received a temporary stay of execution on Aug. 30. Their lawyers argue that executing them now — after they have served 20 years in prison — would amount to an unconstitutional double

punishment. A ruling is expected soon. After the killing of Gandhi, Tamils felt Indian society put them “into a guilty mode, as if we were all somehow involved in the assassination,” said 35-yearold Thiru Muragan. Like others he shunned the rebels for years, but changed his views after Sri Lanka’s war ended, founding the radical May 17 Movement named for the date of the Tamil Tigers’ defeat. “I am no longer an Indian. I am a Tamil. I have learned now that you cannot be both.” The Vellore Three, as the men are known, were among 26 convicted of playing minor roles in the assassination, though they deny knowing anything about the plot. Indian national Arivu Perarivalan was accused of buying a 9-volt battery used in the bomb, while Sri Lankans Muragan and Santhan — who use only one name — acknowledge they were Tamil Tigers, but only pawns in a larger game they barely understood. They are the only ones left on death row after 23 others were released or had their sentences commuted to life. The masterminds are all dead. The last time clemency was granted was after Gandhi’s widow, Sonia, asked in 1999 that no one be hanged. It was given to

Hangings are rare in India, with only two in the last 15 years, and are often avoided as clemency petitions idle for years unanswered. But President Pratibha Patil broke an unofficial moratorium this year in denying a series of requests, including one filed by the Vellore Three more than a decade ago. The timing was explosive, with anger about the treatment of Tamils in Sri Lanka still strong. Activists began picking apart the investigation, and a girl even set herself on fire and died to draw attention to the cause. The Tamil Nadu assembly passed a resolution begging India to commute the men’s sentences. Local election campaigns have fueled the rhetoric, with political parties fighting for the mantle of the true protector of India’s Tamils. Clearly things have changed. “We feel elated to see such a large response,” the prisoner Perarivalan, 40, told The Associated Press amid strict limits on media visits to the prison. Cameras, voice recorders and note pads were not allowed, but journalists were granted access if visiting

as “friends,” under the watch of gun-toting police. Until recently it was only his mother Arputhammal who shuttled hours by bus to the prison to bring hope and fresh fruit for the men to share. Now the three are visited regularly by new friends, activists and politicians, and have even dared to dream of release. Their hope has horrified the families of victims killed in the blast. “I can’t express in words the agony I still feel. They must be punished,” said 40-year-old S. Afsari Begum, who cried as she recalled identifying her mother’s charred and disfigured body by her three stunted toes. Javid Iqbal, just 17 when his father went to the doomed rally as police superintendent, remembered spending that night with his mother alone next to his father’s broken body and a halfdozen others in a hospital room. Today, he is gathering signatures, organizing his own hunger strikes and lobbying the state’s governor to demand justice. “All these politicians now say the killers should be saved, that they are Tamilians. That made me really angry,” he said. “My father was a Tamilian, too. They must hang for what they did, and when they do I will celebrate.”

Hamas, which had negotiated the release, organized the celebration that turned into a show of strength for the Islamic militant movement that had seized Gaza from its moderate rival, Palestinian President Mahmoud Abbas, in 2007. The joyous crowd crammed into a sandy lot, where a huge stage was set up, decorated with a mural depicting the 2006 capture of Israeli soldier Gilad Schalit at an army base near the Gaza border. "The people want a new Gilad!" the crowd chanted, suggesting the abductions of Israeli soldiers would mean freedom for thousands more Palestinians imprisoned in Israel. Many hoisted green Hamas flags, while a far smaller number raised the banner of rival movement Fatah, led by Abbas. The released prisoners were making their way from the border with Egypt, on the southern edge of the Gaza Strip, to Gaza City in the north, and many thousands had lined the streets to cheer on the convoy. Up to a third of the 108 countries and territories across the world where malaria is endemic are moving toward being able to wipe out the disease within their borders, it said. "Better diagnostic testing and surveillance has provided a clearer picture of where we are on the ground -- and has shown that there are countries eliminating malaria in all endemic regions of the world," Robert Newman, director of the WHO's Global Malaria Program, told the conference. "We know that we can save lives with today's tools." He said the WHO continually monitors progress to ensure countries are supported in their efforts to be

malaria-free. Almost half the world's population - or 3.3 billion people - are at risk of malaria and the parasitic disease killed 781,000 people in 2009, according to the latest data. Most of its victims are in Africa. Malaria elimination -- halting the disease's transmission and reducing infections to zero within a defined area -- was first attempted on a large scale during the Global Malaria Eradication Program from 1955 to 1972. During that time, 20 countries were certified by WHO as malaria-free. But that number dropped to just four countries during the following 30 years when efforts to control the spread of the disease lapsed. "The world sort of gave up on malaria, and we lost ground," said Newman. "The extraordinary commitment, the ... financing, and the coordination of efforts to realize malaria targets over the last ten years have resulted in a situation today where we could see 10 more countries reaching a malaria-free status in a relatively short time," said Awa Marie Coll-Seck, RBM's executive director. "This will save many many more lives." RBM said in a report in September that a rapid scale-up of a range of malaria control measures -such as insecticide-treated mosquito nets, indoor spraying, faster and more accurate diagnosis and access to antimalaria drugs -- has saved an estimated 1.1 million lives in Africa over the past 10 years. International funding for the fight against malaria has also risen substantially in recent years, reaching about $1.5 billion in 2010, up from $100 million in 2003. David

"The reality is that malaria does fight back ... and we don't want to lose the momentum from these gains," he said. He urged international donors and national governments to push harder to ensure all those who needed them had access to them. The force was trying to regroup near the Ouagadougou conference center -- the complex where Gaddafi used to host foreign heads of state -- but were pinned down. A volley of 22 mm rounds from Gaddafi loyalists thudded into the group, hitting four vehicles and seriously wounding one NTC fighter. He was loaded into an ambulance and driven away. On the southern outskirts of the city, in an area that in previous days had been safe from gunfire, mortars were landing and air-burst rounds were exploding overhead.

PREMATURE CELEBRATIONS The scene was in marked contrast to events earlier this week, when Gaddafi loyalists offered little resistance as NTC forces pum-

meled them with tank fire and mortars. Libya's new rulers were so confident of their imminent victory in the town that NTC chairman Mustafa Abdel Jalil visited Sirte last week and was greeted by fighters firing triumphantly into the air. Finishing off the proGaddafi forces, even though they are now reduced to a rump of die-hard fighters, has proved difficult. NTC troops say loyalists use the cover of darkness to sneak out of their encirclement and then open fire. But the NTC effort -- spearheaded by mostly amateur fighters in a hotch-potch of volunteer units -- has been hampered by a lack of coordination. Units from Benghazi in eastern Libya and Misrata to the west have lost men because they have fired at each other by mistake instead of at the Gaddafi loyalists. Libya's new authorities took power nearly two months ago when an armed rebellion, with support from NATO missiles and warplanes, broke Gaddafi's grip on the capital, Tripoli, and ended his autocratic rule.

iuliana Rancic's husband Bill is positive his wife will win her brave battle with breast cancer. The former Apprentice star, who married the E! News presenter in 2007, stood strong and resolute as he said the 37-yearold 'will win this fight'. The 40-year-old entrepreneur thanked family, friends and fans, who have flooded the couple with well-wishes following Guiliana's revelation that she had been diagnosed with cancer on NBC's Today Show this morning. Bill tweeted today: 'Thank you for all ur love & support today. G is reading all your messages. She will win this fight, I PROMISE, & be back better than ever!' Giuliana said this morning that her husband had been a 'unbelievable' pillar of support. 'The best thing about Bill is, he lets me cry when I want to cry,' she said. Meanwhile, the Style Network star has also admitted that going public with her news was 'emotional', but it was essential. 'I have so many young female viewers who watch me and I want to help them,' she said during an interview with E!, set to air tonight. I have an amazing platform to really help people so that's why it was really important for me share this story.'

In the interview, she also said she hoped her own story would inspire and urge others to get a check up. 'I think we've done such a good job of raising aware-

ness for breast cancer, but then you have to take awareness and turn it into action,' she said. 'The action for women is just make that appointment with your

Doctors are optimistic they have detected Giuliana's cancer tumour early and that she will make a full recovery. The TV star first discovered she had breast cancer while undergoing in-vitro fertilisation in a bid to get pregnant. She made the announcement on NBC's Today Show this morning, admitting she will undergo surgery later this week. She said: 'Through my attempt to get pregnant through IVF, we sadly found out that I have early stages of breast cancer. It's been a shock.' Giuliana and Bill were preparing to undergo a third round of IVF treatment after two failed attempts when a doctor asked her to have a mammogram. She was initially resistant to the idea because she considered herself to young to be at risk, but the doctor demanded she undergo the test because the surge of hormones during pregnancy can accelerate cancer.

She explained: 'I wasn't prepared to get a mammogram until I was 40 years old, like I'd been told. I never in my wildest dreams expected anything to be wrong. It was just a kick in the stomach.' Despite her illness, Giuliana is hopeful she and her husband will be able to resume IVF after her cancer treatment. She said: 'I still want this baby ... because this baby has saved my life. I truly feel God was looking out after me... If I had gotten pregnant later down the line, I could have been a lot sicker.' Giuliana and Bill, who won The Apprentice in 2004, star in their own reality TV show on the Style Network. The couple first met in 2004 and began dating two years later after flirting during a television interview. Giuliana had asked Bill on-camera if he was dating anyone he wasn't - and after the cameras stopped rolling, he asked her out. They wed in 2007 in an intimate ceremony on the Italian island of Capri. The pair's reality show, which has continued for four seasons, chronicled their ongoing attempts to start a family. Last year Giuliana suffered a miscarriage and just last week the couple said they were considering adopting a child.

Buddh International Circuit inaugurated for India’s F1 date

GrEAtEr NOIDA, OCtObEr 18 (PtI): The Buddh International Circuit was on Tuesday unveiled amid much fanfare ahead of the widely—anticipated inaugural Indian Grand Prix and was described as “one of the best in the world” by the country’s first F1 driver Narain Karthikeyan. “I have raced on all the major F1 tracks across the globe, and I rate this track as one of the best in the world,” said Karthikeyan. There has been much speculation about the readiness and preparation of the track for the October 30 showpiece, but all that was put to rest when the 5.4—km long racetrack, Jaypee’s Buddh International Circuit, was formally opened in the presence of Manoj Gaur, the chairman of Jaypee Group, Vicky Chandhok, president of the Federation of Motor Sports Clubs of India (FMSCI) and Karthikeyan. The track got its name from spiritual leader Gautam Buddha, founder of Buddhism. Incidentally, the track is located in the Gautam Buddh Nagar District. Spread over 875 acres, the fastest lap time on the track is expected to be under 1 minute 27 seconds with average speeds crossing 210 kmph. India leapfrog England into fourth position in ODI ranking table

NEW DELHI, OCtObEr 18 (PtI): The 2-0 lead in the ongoing five-match series against England has helped India claim the fourth position in the ICC ODI rankings and they can cling to the spot by securing one more win. England had started the series in fourth position on 113 ratings points but have now slipped to 110 whereas India have jumped from 112 to 115 points. India just need to win one more match to not only secure the series but also the number-four position. If they clinch a 5-0 series win and South Africa lose their opening two matches against Australia, India could even rise to third place in the table, just one rating point behind second-placed Sri Lanka. However, England can still finish in the pre-series fourth position, provided they win the remaining three matches in the series, the ICC said in a statement. India take on England in the third ODI in Mohali on Thursday. In the rankings for ODI batsmen, Virat Kohli has climbed five places to fourth position after scores of 37 and 112 not out in Hyderabad and New Delhi, respectively. Gautam Gambhir has also improved his ranking and now jointly shares the 11th position with Jacques Kallis after scores of 32 and 84 not out. The batting table is still headed by South Africa captain Hashim Amla while an injured AB de Villiers is second and Australia's Shane Watson is third. In the rankings for ODI bowlers, England's Graeme Swann continues to lead the table with New Zealand's Daniel Vettori second. Indian off-spinner R Ashwin and Ravindra Jadeja have also gained valuable spots. Ashwin is now in 36th position after rising five places while Jadeja has climbed six places to 38th spot. India's fast bowler Praveen Kumar has also returned to the top 20 in 20th position.
