Dimapur , OctO ber 19 (mexN): Sastami Union, VK Town and Sastami Union, Dimapur jointly appealed the high authority of GRPN/NSCN for safe release of Aron Kits, a member of NSCN (K) who was apprehended by GRPN/ NSCN at Kohima on October 15th 2011. GPRN/NSCN directs all town commands to be vigilant Dimapur, OctOber 19 (mexN): The GPRN/ NSCN has directed all town commands to be vigilant while pointing out that “even though Naga Reconciliation Process has been honored by all groups and accepted by all sections of Nagas irrespective of artificial boundaries, there remained a handful of people who, hiding behind the name of Khaplang, continue to issue statements every alternate day, displaying incoherent and unstable existence”. “Naga Reconciliation Process is a marriage between Naga conscience and Naga Nationalism to which these people have washed their hands off according to their press releases in both
the local and national dailies in the past few months. Their disturbing threats and intimidations against the Nagas will not be tolerated”, stated a press note from the MIP. According to the MIP note, a number of anti-social elements owing their allegiance to Khaplang, have been arrested by Naga Army in Dimapur and Kohima for indulging in extortions and kidnapping in recent months. “These people are blind to Naga Reconciliation Process and therefore they are against the Naga people”, the MIP note stated. Further the press note stated that it had come to the knowledge of the GPRN/NSCN that after the
arrest of Aron Kits, the socalled Finance Secretary of K Group at Kohima by the urban town command, Naga Army, on 15th October evening, “Hokato Vusshe reportedly issued the firing order to the remnant K boys as per the directive of the higher K authority”. Whether it is the directive of Hokato Vusshe or the higher authority, it is important for Naga Army everywhere to be vigilant, the GPRN/NSCN stated while adding that in the event of “K people resorting to violent methods, Naga Army would be forced to defend itself”. It further added that it “would be unwise to preach about peace to those who have withdrawn from Naga Reconciliation Process”.

(iaNS): Human Resource and Development Minister Kapil Sibal Wednesday called for a sustained campaign to create awareness for the Right to Education (RTE) Act. During a meeting with the state education ministers on the subject of community mobilisation and public awareness held here, Sibal underlined that the central and the state governments have to work together so that the RTE does not falter. Stating that 20 states have notified RTE rules, he pointed out that in states which have not done so, it is the children who are suffering. The RTE ensures education as a fundamental right to all children in the age group of 6-14 years.

Dimapur, OctOber 19 (mexN): Four minors allegedly forced to labour as household helps on the promise of schooling them were rescued from a home in Dimapur on October 14 last. The children, all boys aged between 11-13 years, are from Mon district. According to Women Cell, Dimapur, the rescue was made following a receipt of a verbal complaint from Naga Women Hoho Dimapur. One man and a woman were arrested in this connection. The woman was identified as Tsering Chonzon (45 years), a Tibetan; and the other was identified as Noklem Konyak (41 years). Both were booked under section 374 of the Indian Penal Code (unlawful compulsory labour). Women Cell disclosed that Chonzon was arrested the day the children were rescued while, Konyak was arrested from Mon two days later. The children, according to the initial statement of Chonzon, were brought to Dimapur earlier in the beginning of the year by

Konyak from Mon, on the understanding that the former would take care of them while send them to school. No monetary transaction is said to have taken place. Chonzon did manage to get two of the boys admitted in one of the government primary schools here, while the other two were not that fortunate. The allegation was that the children were made to work, illegal under the child law, at Chonzon’s home as well as her workplace. Chonzon, also a married mother, has a furniture shop at Khatkhati in Karbi Anglong. She has a rented flat at an apartment complex near the New Flyover from where the children were taken to her workplace in Khatkhati on working days, it is alleged. Chonzon claimed that she never abused the children under her custody while on the other hand, the children claimed otherwise. She told police that
since she was not able to get two of the children admitted in school thus, she had them help out at her work. The daily grind for the other two was to attend school, after which they followed the others to the furniture shop. She claimed that it was never her intention to abuse the children and never did. After the rescue, the children were taken into custody by the Konyak Union, Dimapur. Later an FIR was also lodged by the union against the woman, Women Cell said. It was further disclosed that two other girls (aged six and seven) had reportedly escaped from her home in the beginning of the year, the reasons behind which is yet to be established. Claiming her innocence, Chonzon said that earlier she had sent five children to Ghaziabad where they are presently being provided education under the care of a welfare organization. She had also managed to send two other children to Bangalore, where they are being schooled, police were told.
New Delhi, OctOber 19 (iaNS): It will be a time for nostalgia and camaraderie when Nepal’s Prime Minister Baburam Bhattarai Thursday meets his old college mates from Jawaharlal Nehru University, longtime friends like Bihar Chief Minister Nitish Kumar as well as Swami Agnivesh who performed his marriage ceremony in the 1980s. Bhattarai’s four-day visit to India kicks off with a reception Thursday evening that will bring together his batchmates from JNU from the early 1980s, civil society figures, Gandhian activists and intellectuals. Bhattarai will meet Nitish Kumar, whom he admires for his developmental initiatives in transforming Bihar. Bhattarai is expected to discuss some of his ideas for closer links between Bihar that borders Nepal. Sharad Yadav, Janata Dal-United leader and convener of the National Democratic Alliance (NDA) who has known Bhattarai for long, would also be present. The reception has been hosted by South Asian Forum for People’s Initiative, a think tank, and Samkaleen Teesri Dunia. Delhi School of Planning and Architecture for an M.Tech degree and did his PhD degree from JNU in 1986 on ‘The Nature of Underdevelopment and Regional Structure of Nepal- A Marxist Analysis’. His Ph.D. thesis was later published as a book. Bhattarai will hold official talks with Prime Minister Manmohan Singh and his senior cabinet ministers on a wide range of issues, including expansion of economic and developmental cooperation between the two countries.

2 SLMC to include six more districts for financial project Dimapur

Kohima, october 19 (mexN): The second State Level Monitoring Committee (SLMC) meeting for Financial Inclusion/ Micro-Finance Project of Longleng and Kiphire districts was held on October 19 at Hotel Japfü, Kohima under the chairmanship of V. Sakhrie, Commissioner & Secretary, Rural Development. The meeting was held to review the progress of implementation of the project, discuss the problems and constrains in implementation and extension of the pilot project in other districts of the state. Rural Development Assistant Director K. Neibou Sekhose informed in a press release that the
Committee decided that the project will also extend to six more districts namely, Tuensang, Mon, Peren, Phek, Mokokchung, Zunheboto and Peren. It may be mentioned the initiation for microfinancing through VDB started in 2002 and Government of Nagaland signed the MoU with SBI in 2008 and NABARD in 2010 as a collaborative effort for attaining the objectives of the financial inclusion/micro financing. As per MoU signed by GoN with NABARD and SBI, loan will initially be given at the ratio of 1:1 of corpus fund and loan The contribution of Govt. of Nagaland (`1,00,000/- per VDB)

DimaPur, october 19 (mexN): The Nagaland unit of the Bharatiya Janata Party (BPJ) has denounced the “special recruitment drive” as eyewash to cover corruption at the ministerial level. The “SRD” of the Nagaland government is “malicious” and one of “white lies” which has only “degraded the image of the backward tribes,” the BJP said. The BJP issued a press release today calling the ‘SRD’ as “ridiculous and unfortunate” which also evinced resentment fro the students’ community. “NPF (Naga People’s Front) government reservation policy and its motive behind are to attract the public attention. Recent announcement of special recruitment drive for less represented tribes is just to cover-up its corruptions at the ministerial level;

Govt notifies on Nagaland PWD Code
Kohima, october 19 (DiPr): Whereas the Nagaland PWD Code was made before the creation of various Engineering Wings attached to various Departments, and therefore, the procedure for execution of civil works by those Departments having their own Engineering Wings have not been dealt with in the Nagaland PWD Code, thereby creating certain confusions and delays in the execution of civil works by those Departments. Therefore, pending the finalization of the process of revision of the Nagaland
PWD Code which is being initiated, the following procedure shall henceforth, be followed in the matter of execution of civil works by those Departments having their own Engineering Wings, in respect of civil works for which budget provisions are kept in the Demand for Grants relating to their own Departments: All technical estimates/ DPRs which are beyond the power of the Engineer in charge of the Department shall be submitted to the Office of Chief Engineer (Housing) for technical approval.
If the office of Chief Engineer (Housing) does not give technical approval within a period of 21 days without giving any reason, then the Technical Estimate/DPR would be deemed to have been approved. After obtaining the technical approval, the process of tendering, evaluation of tenders, constitution of Tender Committee, acceptance of tender and award of contract etc shall be done by the Engineer in charge of the Department with the prior approval of the Department. As per standing order of the
Government, all projects costing Rs. 5.00 crores and above shall first be approved by the State Level Project Implementation Committee through the Planning & Coordination Department. The administrative approval/sanction for execution of the civil work shall be obtained from the Department concerned through the Head of Department. However, the Chief Engineer (Housing) shall have the power to supervise the execution of all civil works for which he has given his technical approval, in or-
der to see that the works are implemented as per the approved estimate and as per the required technical specifications and standards. He shall also have the right to summon the Engineer in charge of the project at any time in the course of exercising his supervisory functions. He may also take up the matter with the concerned Head of Department and the Quality Control Board, as and when deemed necessary. DimaPur, october 19 (mexN): The Yimchungrü Akherü Arihako (YAA) officials undertook an official tour within its jurisdiction under Tuensang district from October 12 to 15 to inspect and assess the government schools as well as to oversee the various developmental activities being undertaken within its jurisdiction. It was informed in a joint statement issued by YAA President Z. Throngshe and General Secretary Deventhong that during the tour, YAA officials met and interacted with the teachers, officials and VEC’s and detected various inadequacies and anomalies. The DIS office at Shamator Town is virtually non-functional with most of the staff being irregular or absent including the DIS Shamator. It was also learnt that most of the office work is being functioned from Tuensang. The Deputy Inspector of Schools, Shamator does not have an official quarter in Shamator. The YAA has therefore appealed to the concern au-
thority to construct the DIS quarter at the earliest so that the officer can stay and perform duties sincerely and efficiently. GHS Shamator building which was constructed way back in 1979 is now in a dilapidated state. Some of the class rooms are without desk and benches for the students and the school building does not have a security fencing around it. Adding insult to the injury, the GHS Shamator is functioning without the headmaster with inadequate teachers and non-teaching staff, the statement added. Further, it reported that at GPS K. Longsor Village, a single teacher is running the school. There were three teachers in 2007, however one teacher expired, and the service of another teacher was terminated due to bogus appointment and no teachers have been deployed in the school since then. The GHS Sotokur does not have the headmaster and asstistnat headmaster. Appointment has already been made but so far the concerned persons have never reported to school. quality control board Kohima, october 19 (mexN): The State Government has set up a State Quality Control Board comprising a chairman and two members. The government appointed as chairman retired engineer-in-chief of NPWD N Chielie and members retired Secretary LT Konyak and retired Chief Engineer of PHE Khetovi Sumi, of the State Quality Control Board. The board will have jurisdiction and powers in respect of inspection of projects, construction work that are being undertaken in the state by various government departments/undertaking etc, verify application of appropriate technological including testing libraries and see that the quality of materials being used in the construction or materials supplied to department are in accordance with specification or not. The board is also to collect relevant statistics and other information as may be necessary in matters of any construction
works, projects or supplied items of material in order to verify the quality of such materials for works. They would then submit an annual report to the Chief Secretary to the government of Nagaland. They would be required to draw attention to any recommendation made by it which may not have been accepted or acted upon by the concerned administrative authorities. The recommendations would then be placed before the Cabinet for review. The board has started functioning in the old PWD (Housing), Chief Engineer’s office located at the PWD complex in Kohima. The control board has requested all the heads of departments who are taking up construction/supply works in the state to submit details of all activities costing Rs. 5.00 crores and above, within November 15, 2011 to the chairman of the State Quality Control board.

The Election Commission Official detailed the report from the Election Commission regarding the need to go for a summery revision for Electoral Roll. It has been found that the Electoral Roll is not consistent with the population figure of census 2011; therefore a revision has to be conducted to eliminate the anomalies and come up with a proper Electoral Roll as per the directive of Election Commission. He opined that all section of the society need to cooperate to ensure that revision work could be successfully carried out. The Inter-State Workshop on National Rural Livelihoods Mission (NRLM) organised by Govt. of Mizoram and Nagaland in collaboration with Ministry of Rural Development, Govt. of India successfully concluded on the 14th Oct. 2011. The Deputy Secretary, RD, MoRD, GoI, Smt. Renuka Kumar and the NMMU team presented on NRLM, Support Structure & HR Policy of NRLM and SPIP. The Secretary, RD, Mizoram said the joint workshop was indeed a rare occasion and that he was impressed with the Renlok SHG of Naga United Village which they had visited before the workshop. He said that though Mizoram has not made much headway, the NRLM Programme will definitely complement the State Scheme of NLUP and the inbuilt social advantages of Mizo society in form of strong organizations of the youth & women, common language, lack of sex or caste discrimination and the prevalence of peace after the 20 years of insurgency, will certainly help in the implementation of NRLM. Director SIRD, Mizoram and Jt. Director, Mizoram also gave presentations. In the preceding session, the Director Agriculture, Nagaland and Nagaland officials from Vet. & AH, Horticulture, GM NABARD and the Asst. Manager, SBI, had presented on the Best Practices. The Project Officer NERLP presented on the Scope & Implementation of NERLP while representatives from the NGOs namely AIDA, Dimapur and SHG Federation, Dimapur also spoke on the activities and experiences of SHGs. KOhima, OctOber 19 (DiPr): As per decision arrived at in its meeting held on September 19, the DPDB Kohima is to dispose of the following issues which are to be routed through DPDB after the process of deliberation and approval in its meetings as per schedule given below: Grant-in-aid to Private Schools; Permission for opening of new school; Up-gradation of school; All of above mentioned will follow the given scheduled structure: Issues of new forms-January; Submission of duly filled forms to DEO/DIS-March; Inspection by DEO/DIS-1st week April-2nd week May; Submission to Screening Committee-3rd week May-4th week May; Evaluation of forms by Screening Committee-1st week June; Approval of DPDB-2nd week June; Submission to Directorate of School Education-3rd week June. Henceforth, the Board will not entertain any application received after the expiry of the schedule under any circumstances. A THREE DAy long medical assessment camp for Children With Special Needs (CWSN) in the age group of 6-14 years got underway at the Naga Hospital under the aegis of District Mission Authority, SSA Kohima in collaboration with Naga Hospital Authority, Kohima (NHAK). The objective of the camp is to assess the nature and level of disabilities as to provide aids and appliance to the needy children in order to assist and support them in their studies to give equal opportunity for Inclusive Education as “it is a fundamental rights for every child to get free and compulsory education and now it has become not only an obligation but mandatory as per the right of children to free and compulsory education under RTE Act 2009.”
The camp commenced on October 17 at the Naga Hospital for the category of visual impaired, hearing impaired, mental retardation, Loco- motor impaired for all schools under Tseminyu and Chiephobozou while in today’s (October 18) camp it was designed for schools under L. Khel Kohima, Viswema and Secü Zubza in the category of hearing impaired, mental retardation, loco- motor impaired. Similar camp will take place at the same venue on October 21 from 10:00 AM to 1:00 PM in the category of visual impaired for schools under L, Khel Kohima, Viswema and Secü Zubza. Source said those CWSN who have already attended and assessed in the previous years medical assessment camp jointly conducted by NHAK and DMA, SSA Kohima need not to come again as they were already assessed.

Director of DTS, Co-ordinator of ‘Create India Jaipur’ and also the editor of Parenting Magazine, “Mums and Dads,” Mrs.Amina Martin, who was the resource person, dwelt at length on successful parenting. Observing that ours is a society that views successful parenting as the need to only excel in academic field, get good job and be financially sound, she however stressed that to be successful in our parenting we need to show unconditional love, be a role model and discipline the children with consequences. As parents, sometimes we are confused between love, discipline and consequence she said, and pointed out that love is choosing the best for the one we love, even if it is a hard discipline, further
stating that in the long run it would yield fruitful results. In successful parenting we need to focus on overall purpose, objectives and goals keeping the end in mind, she maintained. Harping on being good role models to our children, Amina said that even if we have overall purpose yet, if we are not good models to them, it will not help. “Being a good model to children is very important because it is not taught but caught,” she added. She further opined that a child need to know what is right and wrong and also need to develop boundaries. She further said that a child in the age group of 0-5 years is a very crucial time to instill values, principles and develop their gifted skills. O
f late there has been considerable media hype on the on-going Naga peace process. While some critics had been constructive, few were not more than a mere propaganda aimed at moulding public support to back its agendas. The issue is entirely of the common Naga peoples’ aspiration and not factional, regional or tribal, therefore every major players and spectators must maintain similar perspective and push the wheel towards the logical and realistic conclusion that would ensure durability and sustainability. The FNRs call for reconciliation has been positively endorsed by different political parties and
whole heartedly being supported by almost every cross-section of the Naga society at large. It is felt that no problem is beyond compromise or resolution and particularly the issue being primarily domestic family crisis amongst the Nagas and the realisation of the inevitability to either confront and resolve (earlier the better) or to prolong and allow it to be a cause of our own demise. indulgence in provocative acts of arrests of NSCN/GPRN members, abduction and forced enrolment to its camp, seizure of Govt. properties, forceful confinement etc and which has become almost a routine affair. Combative temptation and Martial unrest is becoming an issue of major concern in the Peoples Army formation owing to several unprovoked attack of comrades and compatriots at the hands of Khehoi Camp. More than Ten (10) NSCN/GPRN cadres has become victims of such insensitivity causing severe trepidation and annoyance to the NSCN endeavour of real reconciliation through compassion and humanitarian

REGION Briefs IGNTU Manipur campus to continue stir
Imphal, OctOber 19 (NNN): Raising their voice against 'the indifferent attitude' of their university authority, the students' organization of Indira Gandhi National Tribal University (IGNTU), Regional Campus Manipur has threatened to continue with their agitation saying they would even opt for the 'most extreme way'. However, they stated that they would call off the stir if their demand or the assurance was fulfilled within October 17 The Indira Gandhi National Tribal University Students’ Welfare (IGNTUSW), Regional Campus Manipur said that the students in the university have their own share and rights to study like other universities. They said the students' body has approached and urged the state Chief Minister, the state Education Minister, the Chairman of Hill Area Committee (HAC), and various other leaders to help them but nothing has been done so far despite their assurances. During a meeting between a professor representative of the varsity and leaders of IGNTUSW that was held on October 4 at Hotel Classic, it was officially agreed between the two that the authority would resolve the matter as soon as possible and communicate the same to the students body in written on or before October 17. In the meeting, an 18 Point Agreement was also signed which include like Semester Examination question setting and answer evaluation should be done by the Regional Campus, infrastructures like library, class room(s), computers with Internet facilities would be provided and immediate shifting of the RCM site at Makhan. IGNTUSW further appealed to all the tribals of Manipur to extend their cooperation morally and practically to the cause of the students of this university.

He said that organizing the Zo-sport belongs to Mizos and he went on to add that with the fast pace development it is very necessary to preserve and protect one’s culture and tradition which were practice in the ancient. It is every Mizo’s duty to keep alive this valuable tradition. 'CM should quit for ceding State’s land'
GUWahatI, OctOber 19 (tat): The All Assam Students’ Union (AASU) asked the Chief Minister Tarun Gogoi to submit his resignation taking the responsibility of ‘ceding Assam’s land to Bangladesh’ through the land swap deal between the two countries. The AASU said that since the government had accepted in the State Assembly yesterday that Assam’slandhasbeengiventoBangladeshthroughtherecent land deal, it has verified the student body’s stand on the issue. “Till now, we have been saying that Assam’s land has been given to the neighbouring country without taking the people into confidence, but contradictory statements came from the Chief Minister and his Cabinet colleagues. But yesterday, the government spokespersons themselves accepted that 193 acres of Assam’s land, which was in the State map, have been given to Bangladesh,” AASU adviser Samujjal Bhattacharyya said while addressing the media here. He also alleged that the Chief Minister had already lost the value of his words by constantly changing his statements on the Indo-Bangladesh land deal, since the day of signing of the accord. “The day after signing the deal, he said in Delhi that State has got around 1200 acres of land of the entire disputed area barring only 193 acres. But here in Assam, he claimed that he would resign if it is proved that even an inch of State’s land has been given to Bangladesh through the treaty,” Bhattacharyya said.
Agartala to emerge as second IT hub in NE
aGartala, OctOber 19 (ptI): The capital of Tripura is going to emerge as second IT hub after Guwahati in the North-East with the sanctioning of Rs 37 crore by the Centre for construction of its building, official sources said on Wednesday. “The central government has recently sanctioned Rs 37 crore for construction of the building for setting up the IT hub”, Chairman of Tripura Industrial Development Corporation Ltd, Pabitra Kar said on Wednesday. “Many IT companies like Wipro and IBM have already expressed their interests in setting up IT centres. Construction of the building will star from next month and it will be completed within two and half years,” Mr. Kar said.
Rs3,500 crore demanded by Sikkim for short-term rehabilitation
GaNGtOk, OctOber 19 (ptI): The Sikkim government has demanded Rs3,500 crore from the Centre for short-term rehabilitation measures in the wake of the devastating earthquake that hit the state recently, official sources said today. A memorandum in this regard has been submitted to the central government. The memorandum was not a comprehensive estimate of the total damages incurred by the state, but that for immediate and short-term measures for repair and rehabilitation, they said. This included restoration of damaged water supply lines, power supply, road network and classrooms where school buildings have been damaged. Earlier, the state government had placed a figure of between Rs6,000 and Rs7,000 crore to the Centre as the estimate of total damage incurred. Senior officers would leave for New Delhi shortly to discuss the memorandum with central officials and whether the earlier Rs1,000 crore interim relief declared by the prime minister would be part of the disbursement by the Centre for short-term rehabilitation measures, they said.

THE MILITANT OUTFIT Zeliangrong United Front (ZUF) alleged today that around 50 cadres of NSCNIM swooped down and attacked a hide-out of ZUF early morning of Tuesday. "The blood thirsty Hebron heroes came and attacked the ZUF on Tuesday morning at Nongadang village under Khoupum block, Tamenglong district where a gun battle was ensued between the two groups from around 5 am and lasted till 9am," alleged the ZUF today. After a long exchange of firing, the NSCN-IM retreated as the ZUF retaliated with a volley of bullets at the NSCN-IM group, said the ZUF. It claimed that around 2/3 cadres of NSCN-IM injured in the battle, but there were no casualty on the side of ZUF. ZUF warned NSCNIM and said that the group should be responsible for any unfortunate incident
that occurs in the future in the Zeliangrong region. The present incidents are witnessed by the Zeliangrong people, so the people should identify who are the wrong doers and who are doing right, stated the ZUF. After a request from many Zeliangrong civil bodies, a peace meeting was going to be held at Nongadang village with Forum for Naga Reconciliation (FNR), Zeliangrong Baudi (ZB), Zeliangrong Union (ZU), ZSUAMN, ZSUM, etc for the betterment of Zeliangrong society, the ZUF added. "But NSCN-IM is not cheered at the leaders' effort to bring peace and unity in our society," the ZUF said, adding that for that reason they attacked the ZUF. "They want bloodshed, they have ruled over Zeliangrong society through the barrels of guns and they want to act as Adolf Hitler who ruled over Germany inflicting untold miseries," the statement of ZUF further said.

dvocating “meaningful autonomy” and speedy development, the three interlocutors on Jammu and Kashmir submitted their report to Home Minister P. Chidambaram recently, a year after they were appointed to draw a roadmap to peace. From whatever we have seen, the report is quite disappointing as it has failed to come out with out of the box ideas. Whatever may have been the expectation of the Government of India to appoint such a panel in the first place, many would have expected the report to atleast suggest new approaches or ways in dealing with the decades long problem in the region particularly the Kashmir Valley. Even in the area of advocating ‘meaningful autonomy’ for whatever reason the report has reportedly avoided the term ‘Pre-1952 Status’. The other recommendations mentioned in the report appear to be old ideas and a rehash of points raised by similar committees in the past. These include withdrawal of the Armed Forces Special Powers Act (AFSPA) and the Disturbed Areas Act from the State and also the all too familiar developmental councils and devolution of powers. Such government appointed panel or interlocutors also end up recommending the all too familiar and populist “economic packages” to tackle the so called unemployment or assist in major infrastructure development. So the most vital political question of revisiting autonomy as it existed prior to 1953 has also been given the cold shouldering. When it comes to the issue of Jammu & Kashmir, the Morung Express has always taken the position that meaningful autonomy should be the starting point towards full resolution of the Kashmir dispute. If the Government of India cannot even come halfway to this point, it is highly unlikely that the problem will ever be resolved. Granting genuine autonomy as part of a middle path solution is what this column had been commenting in the past. The situation in Jammu & Kashmir demands an appropriate political response from the Government of India. This is an opportunity for New Delhi to take certain steps which may or may not resolve the issue completely but will restore trust and give confidence to the people in the State. What J&K require at this juncture is a political ‘package’ and not economic packages. The latter has been employed in the past so many times. The political establishment in New Delhi must realize that pouring in money and promise of development is not the sole answer to the resolution of the Kashmir conflict. The Congress led UPA government has the wonderful opportunity to actually do something on this front. The question of autonomy deserves a serious look in by the PM and UPA Chairperson Sonia Gandhi. Off-course the full report has yet to be put in the public domain. As such much of what people are commenting about is also somewhat speculative. We will just have to wait and see. Nevertheless, there is a sense that even if the latest report aims at a permanent political settlement of the Kashmir problem, as pointed out by Dileep Padgaonkar one of the interlocutor, the more important question is whether the Government of India will accept the report in totality and not just selectively as per its fancies. Many people believe that the report is just an “exercise to buy time.” In the past also there has been many committees appointed by Delhi to break the ice on Kashmir but recommendations remain on paper. Sincerity and political will on the part of India is lacking and people are not inspired enough to hope for an amicable political solution. This is also a good opportunity for New Delhi to fill up the trust deficit and reach out. But for this, it must remain honest and sincere in its approach.

A Swiss visiting Nagaland again Coming from the Swiss mountains and hills I feel a brotherly bond with Nagaland.
A
n overwhelming nature paradise – Nagaland is a mustvisit for all. The most vivid butterflies displaying extraordinary colors and the wonderful orchids seem to emphasize all the more the unforgettable tranquility I experienced as I rode through some forests. By the way the sights and senses of the countryside made me to recall lines from my National Anthem which also describe some of the splendours of my land. Meeting men and women from Dimapur, Kohima, Zubza but also from villages like Mezoma and as remote as Mon, I was struck by the quality of spirit in them, their simple living and their dignified bearing. I learnt a lot from them about the Nagas and their history. Many strong views, hurts and colossal sufferings mix uneasily underneath the beauty of this land and wait for healing and reconciliation. Again very much like Swiss history. The more I listened the more I was taken back to my own life when I was 24. Fear of what others thought and injustice made me bitter. This hidden hate produced internal stomach ulcers of the worst kind causing terribly painful attacks that came regularly. All men in Switzerland are fully trained soldiers who can be called out to fight in times of war. As a sergeant-major I stole grenades and ammunition from the Swiss Army to use against those I thought were responsible for injustice in society which had hurt me and my own family. The youth all over Europe at the time rebelled against the Authorities and I became a part of it. At this stage, by coincidence, today I call it the Divine Hand, I immigrated to Australia, narrowly preventing me becoming a murderer. Two weeks before departing, I was rushed to hospital emergency with internal stomach bleeding. I came out on top, but the doctors warned me: "Young man the next bleedings will cause death!" After arriving in Australia a few weeks later I found I was as bitter and resentful as before. Nothing seems to be different. I realized that I could travel the whole world, but I would always take myself with me and that I was the real problem and not those I blamed. Coming to grips with reality I simply surrendered my life into the Almighty's Hands. To my indescribable relief and astonishment the ulcers vanished literally over night! I was healed. The doctors could not explain but I knew and told them what had happened. I returned home to Switzerland. I knew the Military Court would sentence me to severe punishment including imprisonment if I told my old Colonel the truth. However after he and his staff heard my story they decided not to pass sentence on me and gave me amnesty instead. I was asked to give talks on this subject in the Army. I also had to put things right with my parents and some other people and ask their forgiveness. This deep, deep experience jolted me into a new life of building trust through obedience to God’s leading and forgiveness in families and in society, inspiring changes and solutions in industrial and political strife. I have been led to people from all walks of life and races, Harijans or Favelados (Brazil), students, workers, peasants and right up to top civil servants, diplomats and Prime Ministers across the globe giving me a calling that I could not have ever imagined when I was young and felt lost. I have understood the reality that changing hate is the key to changing history. With tremendous respect and in all humility for what you Nagas have endured and suffered I wanted to share this with you. Beyond the ‘Arab Spring' The aborting of the 2011 revolutionary waves of protests has given the AngloAmericans another opportunity to install Islamists in West Asia.
T
he ‘Arab Spring' is a misnomer. The media use it to describe the uprising that the self-immolation of Mohammad Bouazizi unleashed in Tunisia on December 18, 2010, against police corruption and ill-treatment. That spark ignited and spread to Algeria, Jordan, Egypt, Yemen and to other countries. In January, Tunisian President Zine El Abidine Ben Ali fled to Saudi Arabia, the fountainhead of Islamic fundamentalism. But it was in Egypt that the computer-literate working class youth and their supporters among middle-class college students, created a veritable revolution, fanned by a whirlwind of rights activists, trade unionists, professors, lawyers, and unemployed youth. The government mobilised the riot police and tried to break it. But the demonstrations continued in Tahrir Square, until President Hosni Mubarak was forced to resign on February 11, after 18 days of protests, ending his 30-year presidency. The euphoria that chants such as “the people and the Army are united” which reverberated around Egypt's squares created, was snuffed out in a week by the Generals, who grabbed power. They had not identified themselves as partners in the revolution, but claimed to be the sole bearers of its legitimacy. The haste with which they discarded the façade of secularism that Mubarak's regime was using against the Muslim Brotherhood, led to the largest demonstration since the uprising, on July 29, by thousands of Islamists calling for the imposition of Shariah law. Many demonstrators carried Saudi Arabian flags, and placards that said: ‘Bin Laden is in Tahrir.' As recently as in 2009, the Brotherhood had called for a ban on a woman or a Christian serving as Egypt's President. Tahrir Square turned into a battlefield as the Army moved in to disperse the activists, beating and firing at them. Hundreds have been thrown in jail and 12,000 civilians tried in military tribunals. Beatings, electrocution, and even sexual assault by military personnel were reported. The police shot and killed Coptic Christians protesting against Islamists who had set fire to churches. (The Coptic Patriarch, Chenouda III, was awarded the 2000 UNESCO Madanjeet Singh Prize for the Promotion of Tolerance and Non-Violence for encouraging interfaith dialogue.) Retrogression and secularism The Islamic retrogression is a far cry from the secular flowers that blossomed during the Arab Spring with the estab-

lishment of the Ba{minute}ath Party in 1946. It was a movement founded in Damascus by two Syrian intellectuals: Michel Aflaq, a Greek Orthodox Christian (1910-1989), and Salah al-Bitar, a Sunni Muslim (1912-1980). In the early 1930s, they had gone to study at the Sorbonne in Paris and worked together to formulate a doctrine that combined aspects of Arab nationalism and socialism committed to Arab unity and the freedom of the Arab world from Western colonialism. On their return to Syria in the early 1940s, they became school teachers, and together with a significant number of Christian Arabs they promoted Ba{minute}athist ideology within a nationalist-secular political framework that rejected faith-based orientation. These ideas of protecting the minority status of non-Muslims found favour with the progressive leaders of the NonAligned Movement such as Nasser in Egypt, Nehru in India, Tito in Yugoslavia and Sukarno in Indonesia: the secular ideology helped them stabilise the ethnic and communal conflicts in their newly independent countries. They supported the Baathist concept of socialism that differed from classical Marxism. Cradle of civilisation These were among the reasons for Ba{minute}athism growing rapidly, establishing a number of branches in Arab countries. They formed governments in Syria and Iraq, as well as in Egypt briefly when Syria merged with Egypt in 1958, to become the United Arab Republic. There could have been no better interlocutors than Aflaq, representing the Greek civilisation, and Bitar, personifying the Phoenician culture. They conceived their respective religions as a mere appendix attached to the Greek and Phoenician classical antiquity that spread across the Mediterranean region from 1550 BC to 300 BC. This ‘Fertile Crescent' comprising ancient Egypt, Syria, Lebanon, Palestine and Mesopotamia, was home to the earliest urban communities, spanning
some 5000 years. It was in ancient Iraq that the first literate societies developed in the Fourth Millennium BC. They developed the first cities and complex state bureaucracies, using a sophisticated writing system. Their scholars compiled historical, juridical, economical, mathematical, astronomical, lexical, grammatical and epistolary treatises. They invented two-wheeled carts and built roads, earlier than 3000 BC. It was this cradle of civilisation that the illegal Anglo-American invasion destroyed. The invaders installed Bin Laden's jihadists to promote their Islamic agenda. Taha Hussein (1889-1973) was the senior mentor of Aflaq and Bitar. He was one of the most influential 20th century Egyptian writers and intellectuals, known as the pioneer of the Arab Renaissance and the modernist movement in the Arab world. An admirer of Mustafa Kemal Ataturk, he was a nationalist. His vision of Egyptian secular culture was embedded in what he called “Pharaonism.” He believed that “Egypt could only progress without reclaiming its ancient pre-Islamic roots.” He opposed Saudi Arabia's Stone-Age Islamic culture that was alien to the rich Arab cultures of the Fertile Crescent. Taha Hussein was prosecuted for his views and lived in exile for years. In the 1950s he was rehabilitated, on the eve of Egypt becoming a republic, and appointed Minister of Knowledge. This gave him the opportunity to initiate educational reforms, such as free education for children. He strived to make education secular. He transformed Koranic schools into secular primary schools and secularised not only the Al-Azhar but also a number of scientific universities that he established. Focus on Syria As the U.S. alliance with bin Laden's Mujahideen destroyed the secular Democratic Republic of Afghanistan in 1989, and dismantled the secular Ba{minute} ath administrations in Iraq for the benefit of Al-Qaeda jihadists, the abortion of the
2011 Arab Spring has given the AngloAmericans another opportunity to install Islamists in the Arab world. These vultures are now hovering over Syria, the last bastion of Ba{minute}athism, under the pretext of democracy, to tear apart the Muslim and Christian communities. So far they have found no ruse to directly attack Syria, as President Bashar al-Assad could not be accused of “possessing weapons of mass destruction capable of destroying Western civilisations within 45 minutes.” So the Arab Spring has become the Trojan horse to supply arms to dissidents and escalate the conflict into an emergency to isolate Syria by imposing U.N. sanctions. Those who had initiated the protests are naturally baffled. The Arab countries seem to be heading towards a scenario similar to that in Pakistan where a struggle between Muslim fanatics and the more moderate sections of society is on. The Ennahda Party of the Islamist Rachid Ghannouchi is expected to win elections in Tunisia next month and choose an Assembly to draft a Constitution. His biographer Azzam Tamimi wrote: “The real struggle of the future will be about who is capable of fulfilling the desires of a devout Muslim. It's going to be about who is Islamist and who is more Islamist, rather than about the secularists and the Islamists.” During a recent debate with a secular critic, Ghannouchi asked: “If the Islamic spectrum goes from Bin Laden to Recep Tayyip Erdog{breve} an, which of them is Islam?” Ghannouchi seems unaware of Prime Minister Erdog{breve}an's antecedents. As Mayor of Istanbul in 1995, he declared that “the New Year's Day is a Christian holiday and not a legitimate cause for celebration by Muslims,” and that “shaking hands with the opposite sex is prohibited by Islam.” The Arab Springers seem well on their way towards subscribing to the Sunni majoritarian culture and becoming another “epicentre of terrorism” like Pakistan, where even the moderate civilians are throwing rose petals on the assassin of Punjab Governor Salman Taseer, hit for defending a Christian woman condemned to die for insulting Islam. The judge who sentenced Mumtaz Qadri to death has gone into hiding after a spate of protests and death threats. Mobs in Lahore, Rawalpindi and other cities are “saluting Qadiri's glory,” and some fundamentalist organisations have announced huge rewards for anyone who would kill the judge. “Pakistan once had a violent, rabidly religious lunatic fringe. This fringe has morphed into a majority. The liberals are now the fringe. We are now a nation of butchers and primitive savages. Europe's Dark Ages have descended upon us,” said Professor Pervez Hoodbhoy, at the Quaid-e-Azam University in Islamabad. SRD and Job Reservation Policy
T
he present infamous Special Recruitment Drive has attracted various views and resentments from all sections of people which have prompted me to express my personal opinion and observations. Government may have its best of intention with clear mind yet SRD is a blatant attempt to create chaos adding confusion to the already controversial recruitment policy which is obsolete for want of mandatory review. The drive has created division amongst the naga tribes in Nagaland for appeasing a section of people and infringing the rights of the other section which are uncalled for. The Constitution of India has empowered the State to make special provisions for the advancement of any socially and educationally backward classes which in the opinion of the state is not adequately represented in the services under the state. As per the provision of article 16(4) of the Constitution of India, it is necessary to satisfy two conditions: the class of citizen should be backward ie. socially and educationally and the said class is not adequately represented in the services of the State. Article 16(4) is not aimed at economic enlistment or elevation of poverty. It is specifically designed to give a due share in the state power to those who have remained out of it mainly on account of their social backwardness which is inclusive of educational and economic backwardness. The advancement of the socially or educationally backward classes requires not only that they should have adequate representation in the lowest rung of services but that they should aspire to secure adequate representation in selection posts in the services as well. The original concept of Job reservation policy may be seen in the following notifications; in 1977, by a notification No. AR-8/976 dated 11/01/1977, 25% of all non-gazetted, non-technical posts under the Government of Nagaland was reserved for members of 7(seven) tribes which were educationally and economically very backward and who had insignificant representation in the services, for a period of 10(ten) years
namely, 1. Konyak 2. Chakhesang 3. Sangtam 4. Phom 5. Kheimnungam 6. Chang and 7. Yimchunger. The number of tribes was increased to 8(eight) with the inclusion of the zeliang tribe and the reservation was enhanced to 33% vide notification No. AR-8/9/76(pII) dated 16th August, 1979. The number of tribes further increased to 9(nine) with inclusion of Pochury tribe vide notification No. RCBT/5/87 dated 24/03/1994. Presently the nine BTs are sub-divided to 3 categories namely the 6 tribes of Mon, Tuengsang, Longlem and Kiphire with 25%, Chakhesang and Pochury with 6%, Zeliang with exclusive 4% and Sumis of Kiphire with 2%. The State Government is at liberty to create special provisions for the advancement of any socially and educationally backward classes of citizens or for the Scheduled Castes and the Scheduled Tribes. The State can create provisions for the reservation of appointments or posts in favour of any backward class of citizens which, in the opinion of the State, is not adequately represented in the services under the State. However, any such provision should not violate any citizen’s fundamental rights. “Right to equality” is against classification without differences. Therefore, sub-classification of tribes under backward category is violation of Article 14. Furthermore, extending reservation benefits to any group or section of people without classification is violation of article 16(4). Any attempt to provide reservation benefit to tribes or groups without classifying them as backward by reviewing the entire policy will face legal obstacles to deliver genuine benefits. The State had constituted several committees in the past headed by Smti Bano Z. Jamir followed by Shri Khrielie Kevichusa and further followed by Shri Temjen Toy whose reports were already placed before the state cabinet with various findings and recommendations. Yet, all such reports were
dumped away and instead the cabinet had taken political decisions on several occasions just for temporary and vote bank appeasement creating more confusion and disparity. In one of the recent district level recruitment drive, the state had divided people in the line of tribe and geographical divisions where a candidate from a particular tribe was debarred from appearing interview to the job in other district for not being an indigenous inhabitant of that district. This is a clear policy of segregating people in the line of linguistic and tribal colour leading to isolation and polarization of people. While appreciating the state government for making all efforts to deliver benefits to the BTs, all such temporary arrangements fail to satisfy the policy to deliver benefits in achieving the target. It is high time for the executives to guide the policy makers and update the policy while taking due care to implement the policy in letter and in spirit so that the deserving sections of people will avail genuine benefits. In view of the above observations, the present exercise in the guise of any benefit been extended to any tribe fails to satisfy the policy. The only solution is to conduct a total review to the existing controversial job reservation policy by an Independent Commission to study and investigate all the existing tribes of Nagaland irrespective of present categories, while giving due consideration to the geographical areas, its situation and condition of people. It is of paramount importance to work out clear parameter and yardsticks to define the status of each tribe in an unambiguous manner. Any policy that is a derivative of the constitutional provisions must not be subjected to political pressure or pressure from any section of people. I would like to urge all concern citizens of the State to contribute its views and opinions in its right perspective to bring about the most desirable policy that can deliver genuine benefit to the

deserving sections of the society instead of inciting one tribe against the other or targeting a particular tribe or section of the people. The commission so constituted for the purpose should take maximum care to include the views and opinions expressed by all concern to bring out the best recommendation applicable to the situation and the people. By ‘history’, we’re not referring to a one time event but the ultimate corresponding consummation of time and space requiring reflection for its clear outcome. The history of America is a case in point. Without the person at the helm of power having taken a decisive stance at one point of time, seemingly against the ‘will of the people’, that is not only painful but tragic too, there’s no denying the fact that had not Abraham Lincoln taken the extra-ordinary measure to end slavery and unite both the north and the south, there would not have been the USA as it is today, for which they could be well proud of. So, resultant history without the past, present and future has only relative reality. Absolute reality could only be drawn by including the future as the basis of its foundation. For this reason, any decision that has drastic detrimental affect on the future of a society is futile. The future belongs to our children and any expedient move that jeopardized their history is a thoughtless act. There are extra-ordinary circumstances that make it mandatory even for the voice of the unborn children to be embraced in the decision of a nation. Without this the clear voice of the people could not mandated. When there’s so much corrosion of the people’s existence with so much threat at play and out of such corruption of their will, the people themselves could not voice their own belief and conscience and concern, then there’s a pause in history. The plight of the Nagas in Manipur has nowhere in history been so threatened from the dominion of the major community/Meiteis as it stands today. It is so disoriented and distorted from normal co-existence and mutual reality. Even, the reality of a threat has so much been twisted and disowned. The war of ‘silenc-

hange is in the air. By revolutions, elections, and other methods, governments are changing hands across a wide swath of the world. Two of the most notable peaceful successions are occurring in none other than the most important pair of countries in the world, the United States and China. In the next 13 months, America’s twoparty electoral democracy will elect a president and a new Congress, and China’s one-party state will also produce new leadership. With the myriad of seemingly intractable problems facing human societies everywhere, people are again hotly debating: What is the “best” system of governance? Intellectual giants no less than Francis Fukuyama are entering the fray. In his new tome, “The Origins of Political Order” and in related writings, Mr. Fukuyama points out that the obvious success of China’s one-party system does not solve the “bad emperor” problem: How do you make the emperor go away if and when he turns “bad”? A newspaper commentator has gone so far as to pronounce that despite the wide popular support (as measured by opinion surveys) enjoyed by the Chinese Communist Party (CCP), the fatal flaw in the system is that there is no way to “induce” the party to give up power if and when it loses the people’s support. But this is a faux proposition. There is an old Chinese saying: “The people are like water, the ruler is a ship on that water. Water can carry the ship; water can overturn the ship.” Today, nationstates have replaced empires and kingdoms. In this analogy, water is still the people. The ship, however, is no longer just an emperor and his dynasty, but the larger and far more sophisticated political system that constitutes the modern nation-state. China’s one-party rule is enshrined in its constitution, just as America’s electoral democracy is in its. The Chinese people’s overwhelming and sustained support for the Communist Party’s leadership, as consistently reflected in independent public opinion surveys, is within the

When a society is threatened without adequate means of ventilating their obvious conscience, further coupled with counter intervention from the majority community, the spectacle of such society is a matter of much suppressed identity. No matter how much the Nagas in Manipur conceived themselves to be and their notion as a nation, it is slowly corroded from insidious silent-sickening-specter of two massive and mighty forces arrayed against them – Indian forces in one hand and the Meiteis on the other hand, working in tandem with other allies as the Kukis. The presence of the meiteis as to sieve and drain the emotions of the nagas as means and measure to make the nagas mince no word of their aspiration is a pitiable means to ensnare, enslave and ensure their compliance. In the session of the Manipur legislative assembly, it became a routine affair that the Naga representatives or their MLAs remained mum and mute when it comes to Manipur territorial integrity. There’s simple logic behind this: silent threat, overwhelming number of people in overwhelming support of the status quo of Manipuri’s territory. What would you say when the hills formed 90% of the total territory but the majority of the people of about 70% are concentrated in he valley thinking that the hills belonged to them? The hills have their own jurisdiction of land with each and every village having their own well demarcated boundaries, customs and cultures. Now, the latest onslaught of the Meiteis is to dismantle all such existence of ageold practices to suit their interest of land owning in the hills. What say that the voice of the majority won’t
prevail in the long run? A day will set in when the governance of the hills would be made by the people in the valley. Living under Manipur since its inception has taken its toll and there’s so much corrosion of the people’s psyche. The Naga people’s aspiration has so much been subverted. Even when government’s employment or their share of the pie is grappled by the major community, there’s only muffled grin and grimaces. There’s only occasional twist and turn of protest just because something has to be done – a protest not borne out of genuine belief in the government to rectify measures but whimpers just as animals do to register disagreement –complete loss of faith and trust in the government. Conclusion: frontal organizations to take the mantle However, no matter how grim the situation represents, a common ground needs to be paved – reconciliation on common destiny and interest and as peoples living together as good neighbors, respecting their differences for peaceful and mutual co-existence without dictating terms to one another. The writ of the major community as the voice of the people must go, because all rights are based on justice which cannot be denied, just because the majority thinks otherwise. The dictum of the UNC and ANSAM, the writ of the NSCN or other militant outfits as the voice of the people could only be understood in the context of such vicious times. It is sad to say that no political parties in Manipur have not made much leeway and not made enough effort in this direction. Instead, the usual political poll plank of divide and rule has so far ruled the roost. In this direction, the arrival of the NPF in Manipur though misconstrued by many as espousing the cause of the Nagas has proved misrepresentative. In his new avatar as a Politian and the ideologue of the NPF in Manipur, Samuel Risom an outspoken advocate of the Gauhati High Court affirmed his unwavering faith in the gospel of the spirit of reconciliation insisting on his mantra, ‘when you’ve learnt to shed tears for your neighbors, you won’t shed their blood’. He was referring to mutual respect and concern as the basis for solution to the myriad problems of the state – Kukis, Nagas, Meiteis and other groups in the hills and the valley. Politics in Manipur is at its lowest ebb and there is urgent need for persons who could steer the people of Manipur out of the quagmire of destructive chauvinism or communalism which is so prevalent in today’s Manipur after its evolvement as a state, post-British-rule. It is heartening to note that people like Samuel Risom offers new scope for the existence of Manipur with his vision of social equity. Manipur needs new breeds of politicians, competent enough to lead the masses into a new era free from social, political and economic stagnation. May the tribes of free thinkers increase for the progress of Manipur. Therefore, Settlement could only be secured though political dialogue and communal politics should be shunned. The need of the hour is people with positive outlook and vision. Therefore, the future of Manipur hinges on choosing politicians and parties that can rise above the narrow hills and valley divide. Or else, Manipur will always burn and burn away to be the most primitive state. The fate of Manipur lies with people who can show them their destiny, convince them with the dream of a society free from hegemonic politics, and inspire the people with a new attitude respecting one another’s rights. Because, this is the Manipur inherited from the British and India, thrust upon the Nagas without their consent. And no matter the boundaries, neighbors will always be neighbors.

The facts demonstrate the extraordinary capability of a one-party system for change and self-correction. On the other hand, the records of electoral regimes around the world indicate that party rotation through elections may not provide the needed flexibility or self-correction. In the United States, elections may have produced new presidents and congressional majorities, but they do not seem to have done much to tackle America’s long-term challenges. In Europe, governments regularly get voted in and out, but no elections have produced even the minimal corrections required to address their monumental distress. In the one-primeminster-per-year Japan, elections and party rotations have failed to lift the country out of its 20-year stagnation. Perhaps this could explain why governments produced by elections routinely fall substantially below 50 percent approval rating in their countries, and China’s one-party government has retained approval rates above 80 percent for decades. In this season of political change around the globe, in China, in the West, in Japan, and the Arab world, is water carrying the ship? Is water overturning the ship? What kind of ship does the water truly want to carry? A little less ideological bias and a little more intellectual honesty might tell us some simple truths: Electoral rotations do not necessarily produce flexibility or legitimacy; one-party rule does not mean rigidity or lack of popular support. Perhaps, and just perhaps, if those who are convinced of the moral superiority of their political system would spare the energy from lecturing, verbally and militarily, and spend it on some self-reflection, it might even help their own countries. Who is really having “bad emperor” problems?
Effective communication is key to social change

he packs a powerful punch, given her pint size stature, yet the lady from Dora, a quaint hamlet of district Ghazipur in Uttar Pradesh, is a tall woman thanks to her achievements and she makes no bones about it. Having stood for the Gram Sabha elections and winning with a over 300 votes which was a total landslide victory for her, Savitri stands as a testimony to what a strong will power coupled with an effective communication skill can do, no matter what the physical constraints or societal traditions maybe. Being the only dalit living in a village of 200 bhoomihars (landlords) she fought to keep her land from being usurped by the landlords, eradicate castesim from the village, helped children go to school and exposed the corrupt practices by the school headmaster! If that was not enough she set up a stitching school to teach young women how to get self reliant! Ask the petite wonder how she manages all this, and pat comes the reply, "I told myself how long will this oppression go on, as dalits my family and my community has faced a lot of discrimination and injustice for many generations. So I decided that either I put up with it or rebel against it and change the way we lived forever. Naturally my heart chose a life of dignity and my fight for our rights began in 2003." Interesting as that sounds, her story and many like hers were shared by social activist who were the many participants at a unique Communication Needs Assessment workshop conducted by a New Delhi based organization called Poorest Areas Civil Society (PACS) in Lucknow on 10-12 October 2011 in association with Resource Alliance Group. While Savitri shared her experience of how she used effective communication tools to mobilize and motivate people in her village to usher in change many others at the workshop spoke on their fight for right to education, MNREGA compensations, working with the excluded communities like Muslims, dalits, SC/ST, tribal, women and children. Says Sutapa Mukherjee, a women rights activists from Ghaziabad, whose organization Gram Niyojan Kendra has been working with sex workers in Rajasthan and Uttarkhand, “The work that most social activists do make a tremendous impact in the areas they intervene in, but all this goes unnoticed as they don’t take the best practices to the public as they communication skills are mostly not developed. A lot of good work which can be replicated needs to be well documented and publicized and workshops like one PACS is organizing will help enhance the communication ability of most NGOs and the staff.” Adds Shirin Abbas, a former journalist and a development consultant, “The power of expression is the most essential tool in communication. Those in the development sector though are fantastic harbingers of change they really need to learn to narrate their work. This they can do by making innovative use of media and its tools which will help develop their simple advocacy tools. Thus they can tell the world how they fought for the people’s rights, broke barriers to get children vaccinated and even faced challenges to empower women.” Abbas who was the resource person at the workshop also demonstrated to the participants how to create a newsletter and design and shape news from their areas. Also present at the workshop as an expert was Augustine Veliath, former Communication Specialist UNICEF Lucknow who helped the social activists present understand the concept of Appreciative Inquiry using the 4-Ds cycle of discovery, dream, design and destiny, the formula he has developed for effective communication. As Veliath put it, “It is high time we move from the much use concept of SWOT (Strengths, Weakness, Opportunities and Threats) which helps determine weakness in a venture to SOAR (Strength, opportunities, Aspirations and Results) which focuses more on what our strengths are. For any communication technique to be successful we need to first understand the strength, opportunity, aspirations and results. For this dialogue is very important we have to learn what we want to say and how are we going to get people who matter listen to it. So if we want people to learn to listen we have to learn what we want to say and how.” Adds Priyanka Sarkar, Knowledge and Communications Manager, PACS, “The workshop is being organized to understand the communication needs of our partners in seven states of India. The initiative is supported by Department for International Development (DFID) and will help develop communication mediums for the partners we work with. We have selected some new partners from Uttar Pradesh who talk of social inclusion, Muslims, Dalits, SC/ST, women and children and also the marginalized and weaker sections in the state. These people have never been represented and we want them to share their plans and highlight the wonderful they are doing.” As per Sarkar, PACS plans to support the approved proposals and ideas that come out of the workshop for a period of 4 years, “At our plenary sessions in the workshops we have got to see and hear powerful stories of self motivation and emerging role models in respective districts. So we will help them further to communicate, motivate and evaluate the work they are doing in the long run by capacity building.” So having said that don’t be surprised if you suddenly get to hear social activities and community based organizations making news on prime time!
Valuing biodiversity

ountries endowed with genetic resources contained in rich flora and fauna will welcome the addition of 19 party-signatories to the Nagoya Protocol, which forms part of the UN Convention on Biological Diversity. India has been a votary of the accord, which aims at promoting fair and equitable sharing of benefits arising from the use of genetic resources, and informed, agreed terms of access to such wealth. The protocol also applies to traditional knowledge associated with genetic resources and the benefits flowing from their use. What is important is that the 61 countries that have signed on so far, and others that may follow, must ratify the text of the Convention, for it to enter into force. Once operationalised, it will provide a framework for the drafting of domestic laws in member states. Such legislation is necessary to ensure the transfer of benefits to communities that have nurtured natural resources. India has launched a domestic process under the Biological Diversity Act to document, regulate, and manage its genetic resources. But it has a long way to go in creating comprehensive documentation and involving local communities as stakeholders. The Nagoya Protocol assumes importance in a globalised era of intensive exploitation of natural resources for commerce. Several requests are made to governments for the transfer of genetic resources abroad for research. Often these efforts are sponsored by corporates, particularly in the area of plant genetics for agriculture. It is vital that India strengthens its regime of access and benefit-sharing in such a scenario, a goal that can be aided by the Nagoya Protocol. What must be emphasised here is the importance of protecting the rights of farmers and traditional communities to extant natural resources, avoidance of restrictive patent regimes in agriculture, and the equitable sharing of proceeds of beneficial research. The danger of allowing one-sided commercial exploitation of genetic resources, such as pathogens for vaccine production, was underscored last year by Union Minister Jairam Ramesh who was holding the Environment portfolio at the time. This would merely aid for-profit activities at the cost of the host nation. India, which is scheduled to host the UN Biodiversity summit in 2012, must persuade all industrialised nations, which have a major stake in the plant and other genetic resources of the world, to ratify the Nagoya Protocol and make it a meaningful international instrument. Here is an unprecedented opportunity for all countries to begin to assign value to their natural capital, and work for the protection of mountains, forests, wetlands, birds, animals, and even lesser forms of life.

NEW DElHi, OctOBER 19 (AgENciES): Congress on Wednesday slammed main opposition BJP’s handling of its former Karnataka Chief Minister BS Yedyurappa’s jail theatrics and the preferential treatment being given to him by the state authorities. Addressing a press conference in the national capital, Congress spokesperson Abhishek Manu Singhvi said, “BJP’s handling of Yeddyurappa’s jail and hospital hopping is hypocritical. I want to ask why the state authorities are giving him a preferential treatment in jail. Only people with good fortune like Yeddy can afford to get a five-star treatment while in jail.” The Congress leader said Yeddyurappa’s implication in a land denotification case in Bangalore, allegedly favouring his associates and family, has exposed the BJP’s immorality and double standard. “Yeddyurappa feigned illness to avoid being sent to jail. BJP is also shedding crocodile tears on the issue and expects the country to believe what it says,” Singhvi said. “This is the CM who was reluctant to leave office and when he left, made a lot of noise and drama,” said the Congress spokesperson, adding, “The BJP is not practising what it is preaching. Yeddyurappa back in jail, gets air conditioned cell BANgAlORE, OctOBER 19 (iANS): Former Karnataka chief minister B.S. Yeddyurappa, arrested Saturday in corruption cases, Wednesday began his first day in an airconditioned 24X15 feet cell of the central prison here, after spending three days in two hospitals. The 68-year-old Bharatiya Janata Party (BJP) leader was taken back to the prison in the eastern suburb of Parappana Agrahara from Victoria Hospital in the central business district - this time without the drama that had unfolded when he got admitted to two hospitals in three days. “After a check-up at the jail hospital, he was lodged in the cell,” jail authorities told reporters. The cell has an attached bathroom as Yeddyurappa enjoys ‘Y’ category security. Yeddyurappa was on Saturday sent to judicial custody till Oct 22 by special Lokayukta court judge N.K. Sudhindra Rao in two of five cases of corruption and illegal land deals filed by two Bangalore advocates in January this year. He did not stay in the jail for long and was shifted to Jayadeva Institute of Cardiovascular Science and Research early Sunday after he complained of chest pain. He was taken to Victoria Hoseran LK Advani’s Jan Chetna Yatra with that of Yeddy’s jail yatra as both received a five start treatment from their party. The reaction from the Congress party came hours after a visibly upset Yeddyurappa was shifted back to Parappana Agrahara Jail here from the government-run Victoria Hospital. Yeddyurappa voluntarily got himself discharged from the
pital Tuesday evening as tests at the Jayadeva Institute showed he suffered no heart ailment. He got admitted to Victoria on the ground that he suffered from diabetics, high blood pressure and backache. His supporters and police Wednesday did not try to block video cameramen and photographers from the media from capturing the moment. On both days they had used a bedspread to shut the view of the arrested former chief minister being wheeled in to hospital. Yeddyurappa’s bail plea will be heard by the high court Thursday. The case against Yeddyurappa, filed by advocates, Sirajin Bhasha and N.K. Balaraj, is that he, his two sons - BJP Lok Sabha member B.Y. Raghavendra and B.Y. Vijayendra, son-in-law R. Sohan Kumar, - conspired to denotify government land in return for monetary gains. Former state Muzrai (endowments) minister S.N. Krishnaiah Shetty, BJP legislator Hemachanda Sagar and several others are also accused in the cases. The judge has given conditional bail to all the accused, except Yeddyurappa and Shetty, who too has moved the high court for bail. Shetty’s bail plea will also be heard Thursday.

Addressing a press conference, Advani initially parried a question on Yeddyurappa but later admitted that the party had suffered embarrassment on account of former Karnataka CM’s arrest. After his bail plea was rejected on Saturday, Yeddyurappa surrendered before the court and was sent to jail. However, he was shifted to the state-run Jayadeva Institute of Cardiology early Sunday morning after he complained of chest pain. On Tuesday, the state-run heart speciality centre discharged the former CM after tests showed show that the condition of his heart was normal and stable, but he then moved to the government-run Victoria Hospital. The development came hours after the Karnataka High Court on Tuesday deferred till Thursday hearing on his interim bail plea in the land scam case. Jayadeva Institute Director Dr CN Manjunath had said yesterday that Yeddyurappa suffers from other medical problems like diabetes, hypertension, hypothyroidism, backache and reactive airway disease and Parkinson, besides high sodium levels in the blood and depression.
Rift deepens, more might leave Anna core group
NEW DElHi, OctOBER 19 (iANS): Two resignations and one more in the offing? The core group behind India Against Corruption (IAC) led by Anna Hazare is likely to be whittled down further with Delhi Archbishop Vincent M. Concessao distancing himself from the movement, sources said Wednesday. On Tuesday, Magsaysay Award winner Rajendra Singh and Gandhian activist P.V. Rajagopal quit the original 26-member panel citing the political activism of Arvind Kejriwal and other leaders of IAC after the campaign against the Congress in the Hisar parliamentary by-poll. Others might follow soon, it is learnt. The archbishop, who heads the Catholic diocese here, had joined IAC to oppose corruption, a leader in the community told IANS on the condition of anonymity. “As he is the leader of a community that has its members in various parties, he may not join the propaganda for or against any political party.” The archbishop is amongst the 24 core committee members left in the IAC. He is also one of the 20 founding leaders of
the IAC. Other leaders such as Maulana Shamoom Qasmi, who is both a founding leader and a core committee member, also have reservations about the way the movement is going. Muslim religious leaders Mahmood Madani, Syed Rizvi and Syed Shah Fazlur Rahman Waizi, founding committee members, also might part ways, the sources said. “Some of them may resign, some of them may distance themselves,” a source said, adding that they had a good equation with Hazare but had differences with Kejriwal, Kiran Bedi and others. Hazare may intervene to stop the exodus. The founding leaders’ list includes social activist Swami Agnivesh, who dissociated himself a while ago. The 20 “eminent personalities” who started the movement lists two more Hindu religious leaders - Baba Ramdev and Sri Sri Ravi Shankar. Khora, the police say, is the key witness in the case. Khora says he was forced to be a witness, as he never went with Lala on 9 September. He refuses to be a witness in this case. Interestingly, Khora seems to suggest in his video testimony that Essar does indeed pay ‘protection’ money to Maoists. “On 7 September I had accompanied one deputy manager of Essar, Srinivasan, to a village. He wanted me to take him to a nearby village and I agreed to take him there. In that village, he talked to some people in Telugu, which I didn’t understand. But I later found that Srinivasan had offered them (Maoists) Rs 10 lakh, but they refused to take money and asked him to close the Essar plant in their area,’’ says Khora. “But I did not go with Lala to (meet) Maoist operatives,” asserts Khora. Khora’s fears are unlikely to be fake since neutrals are often
targeted both by the police and the Maoists. While the police try and secure confessions and testimony by unfair means, the Maoists use threats to get local leaders to toe their line. Three years ago, Chimtapali sarpanch Indra Madhi of Malkangiri area went missing. People had heard that the police had picked him up before he went missing. His body has not been found to date. A sarpanch of Thitalbeda gram panchyat, Hari Bandhu Hansal, is also on the run. He was implicated in seven criminal cases and put in jail for 11 months in 2010. He came out ‘clean’ in five cases and the state high court gave him bail in two other cases. He came out of jail in April 2011and the Malkangiri police have raided his house thrice since then. Hansal, who fears for life, is also on the run now. When contacted, Malkangiri SP Anirudh Kumar Singh rubbished Khora’s claims: “I haven’t threatened him. I wanted to settle his case and I didn’t even arrest him. The Chhattisgarh police were looking for him and thus we handed him over to the Chhattisgarh police.” Singh was unaware that Khora has given a video testimony and held him responsible in case he is killed. Dantewada SP Ankit Garg also denies that he
had tortured Khora and kept him in eight-day custody. “We had interrogated him and had taken a statement. And then Khora gave a statement under section 164 before a magistrate,’’ Garg says. Statements given before a magistrate are admissible as evidence. Khora says the evidence was the result of torture. “Dantewada police tied my feet and put a stick between my legs. Then they hung me upside down and hit me on my sole. I gave in to the police torture. I signed the statement and I gave a statement in the court at the police instance,’’ he says. The police had picked up Khora on 14 September and released him on 21 September. His family, which made several complaints with the police and higher authorities with the help of human rights activists, swears to this fact. Khora has not gone back home since 21 September. He is in Koraput (Orissa) these days living with a human rights activist and a local journalist. This journalist was part of the fact-finding team, which looked into the disappearance of Indra Madhi, who is feared to have been killed. He is now making an attempt to save Khora by setting up a direct meeting with the Odisha Chief Minister or the Chief Secretary in a day or two.

He was responding to a question about Banerjee setting a seven-day deadline for Maoists to disarm themselves and come to the negotiating table. Asked about criticism that development activities were concentrated in Murshidabad, his home district, Mukherjee said it is the “poorest” district in West Bengal and the whole of India. “It is also one of the most backward districts. You should understand that setting up a university campus or an MBA institution will benefit the people outside the district as well,” he said.

Harry ‘top Libyans close to total victory over Gadhafi forces Prince of class’ in US BANI WALID, OctOBer 19 (AP): Revolutionary forces are celebrating the capture of one Moammar Gadhafi stronghold and are closing in on the last holdouts in the fugitive leader's hometown of Sirte, putting total victory in their eightmonth uprising just a few city blocks away. U.S. Secretary of State Hillary Rodham Clinton has offered millions of dollars in new aid to Libya, encouraging the country's unsteady new leadership to commit to a democratic future free of retribution. "I am proud to stand here on the soil of a free Libya," Clinton said on a Tuesday visit to the capital, Tripoli. "The United States was proud to stand for you in your fight for freedom and we will continue to stand with you as you continue this journey." Although two months have passed since Gadhafi fled the capital, Libya's new leaders have refrained from declaring national "liberation" until the fall of Sirte, which Gadhafi transformed from a fishing village into a modern city after he seized power in 1969. Revolutionary forces on Tuesday pushed from the east into the small pocket of the city under the control of Gadhafi loyalists and captured a vegetable market, though they came under heavy fire from snipers and rocket-propelled grenades on the rooftops of residential buildings and homes along major streets. Abdul-Hadi Ali, fighting with the revolutionary forces, said the battle for Sirte, 250 miles (400 kilometers) southeast of Tripoli, was essentially finished so he was now returning home to the eastern city of Benghazi. With the fall of Bani Walid and the imminent capture of Sirte, a NATO spokeswoman said Tuesday that the alliance's bombing campaign was nearing a close but that it was still too early to set an exact date. "We are very close to the end, but there are still threats to the civilian population," Carmen Romero said. In Tripoli, Clinton met with Libya's acting prime minister, Mahmoud Jibril, and offered about $11 million in additional aid. The fresh aid boosts Washington's contribution since the uprising against Gadhafi began in February to roughly $135 million. But they have turned round and said, ‘My God, this guy is the real deal’. “There are many skills needed to be a top-drawer Apache pilot but apparently it’s Harry’s flying that is particularly impressive. Yingluck said public morale needed to be lifted and politicians, businesses and the public needed to unite to speed up recovery and minimize losses. The capital has seen only minor flooding on its outskirts but seven of its northern districts were put on alert on Wednesday, with 200 families evacuated and others told to move cars and valuables to higher ground. In response to the flood crisis, the central bank left its policy rate unchanged at 3.50 percent on Wednesday, taking a pause from more than a year of tightening because of mounting economic losses and perceived inflationary pressures as goods become scarce due to a severing of supply lines. Wednesday's action comes as European Union leaders scramble to outline a new rescue package in time for a summit on Sunday that hopes to agree measures to protect the region's financial system from a potential Greek debt default. "We are in an agonizing but necessary struggle to avoid the final and harshest point of the crisis," Finance Minister Evangelos Venizelos told parliament. neW DeLhI, OcTOber 19 (PTI): World's premier football club FC Barcelona on Wednesday announced its foray into grassroot development of the game in India with an ambitious talent scouting project which will start early next year. In its first sporting venture in India, the European and Spanish champion side will conduct a week-long football camp in the National Capital Region in January next year for youngsters of 6-14 years of age by FC Barcelona coaches. The camp will be open to all interested children on first-come-first-serve basis. FC Barcelona coaches will also train Indian coaches so that the method of training and style of play of the famous club is imparted to the youngsters in the country. "We are offering world-class training under the same successful methodology that has produced leading football stars like Pique and Victor Valdes. India is an important and strategic country for FC Barcelona given their growing interest in football," Xevi Marce, Director of FCBEscola, the feeder school to the club's world famous youth academy La Masia, said at a press conference. "The training offers participants a chance to live and experience the FC Barcelona way for a week under the expert guidance of our coaches. For the India camps, the FCBEscola technical team of four-five coaches will travel from Spain to oversee participation and execution of the camps.

In her new book, Dear Cary, the Heaven Can Wait star opens up about the end of her three-year union with the Hollywood icon and admits she has come to understand why he took psychedelic drugs when he needed to escape his life problems. MUMBAI, OCtOBer 19 (PtI): Former South Africa cricketer Jonty Rhodes feels that the absence of the likes of Sachin Tendulkar and not too much cricket, is the reason behind the sparse attendance at the first two ODIs between India and England in Hyderabad and New Delhi, respectively. "Indians like their team winning. They won two matches in a row. You will now see the crowd coming back. I think Indians will very quickly forget that they were whitewashed if they return the favour (to England) here," Rhodes, who scored 2,532 and 5,935 runs in 50 Tests and 245 ODIs respectively, said. "Tendulkar is not playing the series may also be a reason for less attendance. When we (Mumbai Indians) played in Delhi and he came out, there was an uproar. "Graeme Smith has stepped down from limited overs captaincy. AB De Villiers broke his finger, so Hashim Amla had to step in.
Smith still feels he can play a true role in Test captaincy. Possibly De Villiers is going to be the next captain in Tests. "England have three captains for three different formats. With the amount of cricket being played these days, different skill levels are required for different formats. Rhodes also felt that Dhoni was unfairly criticised after India's drubbing in England and said the Ranchi-born wicketkeeper-batsman's contribution to Indian cricket would be truly appreciated once he retires from the game. "They (India) are 2-0 up in the (current ODI) series. They are playing convincing cricket. For a captain, after being No. 1 in Tests and winning the World Cup...I am not surprised that the man is exhausted," he said. "(Former coach) Gary Kirsten has left and there is a slight shift in the balance of the team. (Incumbent) Duncan Fletcher is a good coach, (but) it takes a while for the balance to be restored."

The last match of the group stages of the 17th Mokokchung District Football Association (MDFA) Trophy 2011 was played today between Rising Star Sporting Club and Marepkong Youth Association. Nokyim (Jersey No.9) of Marepkong netted the lone goal of the match in the 27th minute of the game that helped his
team top Group D. Marepkong’s win today sealed the fate of last year’s finalists and formidable contingent Moanungsang Memorial SC who have failed to make it to the knock-out stages. The first quarter-final match of the tournament will be played between Fusion SC and Ozzys Mokokchung on November 20 at Imkongmeren Sports Complex, Mokokchung beginning 1:30 PM.
