ATAN emergency joint meeting— October 22 DIMAPUR, OCTOBER 20 (MExN): All the Executives and Unit Presidents of Aggrieved Teachers Association Nagaland (ATAN) are hereby informed that there will be an Emergency Joint Meeting on the 22nd October, 2011 from 3:00 P.M. at the Co-Conveners Place to discuss about the proposed Indefinite Hunger Strike. CS Nagaland writes to Assam govt on chakha bandh

KOhIMA, OCTOBER 20 (DIPR): The Chief Secretary Lalthara has in a letter to the Chief Secretary Assam, NK Das requested him to instruct the concerned District Administration to take necessary steps for lifting the Chakha Bandh imposed on movement of trucks carrying essential commodities to Nagaland by the Hills Area Trucks Owners Association of Assam on the pretext that the road to Nagaland from Mariani is in a deplorable condition. In a letter the chief Secretary Nagaland informed that the particular road is a GS road under Border Roads Organisation and they have taken up emergency repairs in several locations where the condition was bad. The letter also said that the road is in a much better condition. Lalthara also informed the Chief Secretary Assam that the Association is not allowing movement of trucks from Assam to Nagaland via NH-61 connecting Amguri with Mokokchung. In his letter to the Chief Secretary Assam, Lalthara regretted that non movement of trucks carrying essential commodities has led to scarcity of essential commodities in four districts of Nagaland.

TRIPOlI, OCTOBER 20 (IANS): Muammar Gaddafi, who ruled Libya with an iron fist for over 40 years, was killed Thursday after being on the run for some two months when he repeatedly vowed to keep fighting until death. The eccentric 69-year-old, who preached a strange cocktail of ideology based on Islam and socialism, died in his hometown Sirte, apparently after being wounded in the legs. A fighter from the National Transitional Council (NTC) told BBC that Gaddafi cried for mercy as the forces advanced menacingly. “Don’t shoot,” he pleaded while hiding in a hole. There were other versions of his final moments too. Tens of thousands of Libyans took to the streets across the country to celebrate as news of the former

dictator’s death spread. Gunmen fired away in the air. Motorists constantly honked while some played music. Cries of “Allah Akbar” (God is Great) rent the air. Gaddafi’s death marked the end of a prolonged revolt that began in Benghazi in February, inspired in part by the popular uprisings in Tunisia and Egypt. Gaddafi used strong arm methods to put down the rebellion, and it looked initially that he may succeed. But the US and other Western countries came out strongly in favour of NTC, sealing Gaddafi’s fate. From Aug 23, as the rebels seized Tripoli, Gaddafi was on the run. He kept issuing statements from hideouts. There were conflicting versions of how he died. One account said he bled to death while be-

DIMAPUR, OCTOBER 20 (MExN): The four Apex Tribal Students’ Union (Rengma Students’ Union, Pochury Students’ Union, Chakhesang Students’ union and Zeliangrong Students’ Union Nagaland, informed the Chief Secretary, Government of Nagaland, that in spite of the 6 tribes from Eastern Nagaland declining on Special Recruitment Drive examination, the four Apex tribal students’ union demanded that the cabinet decision on SRD should stand still and the date and commencement of the SRD exam should be notified at the earliest. The unions also stated that the Government of Nagaland should consider the matter and notify the unions within 10 days from the date of this representation. It was stated that the students unions’ will be forced to react with their own course of

action if the Government fails to comply within the stipulated time. In a joint press release issued by Kenneth Rengma, President, Rengma students’ Union, Vikuolie Jangry, President, Pochury students’ Union, Esther Rhakho, President, Chakhesang Students Union, Penam, President, Zeliangrong students’ Union, stated that the four deserted Apex tribal Students’ Union questioned the state government for the unjustifiable act upon the four less represented tribes of Nagas with regards to the Special Recruitment Drive. The four unions stated that the government on cancellation of the Special Recruitment Drive examination, without the cabinet sitting should be answerable to the four Apex Tribal Students’ Union. pre-specified routes

DIMAPUR, OCTOBER 20 (MExN): The District Road Transport Authority, Dimapur has come out with a directive which will now make it mandatory for passenger autorickshaws to ply only at pre-specified routes as entered at the time of registration. It, however, does not mean that all autorickshaws will ply at only one route; rather the threewheelers plying different routes of Dimapur will be required to confine their journeys to their respective pre-specified routes and not beyond. It is being necessitated in order to lessen traffic congestion in the main thoroughfares of the town. A press release from the Superintendent of Police, Dimapur stated that the decision was brought about by District Road Transport Authority in consultation with the Dimapur Auto Rickshaw Owners Union (DAOU) and Dimapur Auto Rickshaw Drivers Union (DADU). “In this connection, it is hereby directed that all auto rickshaws plying in Dimapur district shall be allowed to ply only in the specified route permitted during registration of the vehicle. (While) All auto rickshaw owners are directed to display a sticker above the windshield in white letters and black background indicating the route which should be conspicuous for all to see.” The order will take effect starting November 1, 2011. “Any Auto Rickshaw not conforming to the directive shall be penalized as per the provisions of the Motor Vehicles Act,” the release cautioned.

EVEN AFTER REPEATED notice issued by the Kohima Municipal Council (KMC) for maintenance and safe disposal of wastes in all the wards, it has been found that the directives are not strictly implemented. The KMC directed residents of different wards to form sanitation committee(s) and instructed ways and means to dispose waste with a penalty for the defaulters. In response, the sanitation committees were formed and a routine was scheduled for picking up of wastes on week days from the dumping site in and around their respective colonies. However, the implementation process is found to be in abeyance regardless its directives and notification as some wastes are found unattended for more than a month despite posting of notice penalty board at the disposal site. It has been observed that the public notice was put up during the first week of September in the main road where the wastes remain unattended till date. Mention may be made that notification was published in media on September 4, 2011 regarding the charges of sanitation fee of Rs 30 monthly to every household (s). Meanwhile, colony residents while expressing their opinion on the sanitation fee felt that paying the amount would be a problem to some people who are daily wage earners and questioned: “Do the KMC endorse the wards under sanitation taxation?

EAC Chumu notifies DIMAPUR, OCTOBER 20 (MExN): In order to streamline the system of issuing and renewal of trade permits and to update records of the same, all trade permit holders are hereby directed to submit their respective trade licences along with two passport-size photographs to the office of the EAC, Chumukedima by October 31, 2011. A notification from Zakabo V Rotokha, SDO (Civil) Kuhuboto, who is holding the additional charge of EAC Chumukedima stated that the documents will be returned after due verification and updating of the records. Further, shops which do not have valid permits or have put up signboards are directed to obtain/put up the same, latest by October 31, 2011. Failure to comply with the order will attract legal action against the defaulters under the appropriate section of law, it cautioned. In this regard checking and spot verification will be conducted in the month of November. It further directed all the villages/village councils falling along NH 29 to ensure that all business establishments under their respective jurisdictions comply with the order.

SJC folk festival celebrates Naga values KOhIMA, OCTOBER 20 (DIPR): St. Joseph College Jakhama organised a folk festival under the theme ‘Performing Naga values’ on October 20, at the college auditorium with Commissioner & Secretary Art & Culture and Tourism, Himato Zhimomi IFS as the chief guest. Himato Zhimomi in his speech lauded the students for organising such programme, further stating that we gathered for one purpose, which can be used in lifetime. Nagas started from head hunting stage into a modern world within a short span of time however, our values should be strong he said and exhorted the students to chose carefully what is right and wrong. He took pride by saying that today our society has achieved a lot by winning medals, getting jobs, award etc and not by counting of heads. He also acknowledged the pioneers who brought Christianity to the Nagas. Other highlights of the day included welcome address by Principal St. Joseph College, Jakhama, traditional fire display and spinning of top by the chief guest, folk song and skits by different tribes. Among others, the Secretary to the Governor of Nagaland Ramakhrishnan also attended the programme.

He was delivering keynote address during the consultative-cum one day workshop/training on MidDay Meal scheme at Zonal Council Hall Kohima today. The commissioner was excited to learn Nagaland state being the best performing state (mid-day meal scheme) in the North Eastern state for the last couple of years and said children should get equal food and equal rights without inferiority. On the food item made available in the schools, Ao said separate utensils has been arranged to make sure that food poisoning, epidemic diseases, contaminated foods do not take place and joyfully added that very soon even the uniform (neck ties) will be seen with SSA logo printed on it, also NRHM will also be visiting the schools for regular check ups. MLA and Advisor, Sericulture & Cooperation Azheto Zhimomi (Seen in the picture), who is also a member of the club handed away the relief materials to the affected, numbering around 170 households, at the site today. Further, volunteers of Bharat Sevashram Sangha, Dimapur led relief efforts in the aftermath of the fire by providing temporary shelter and food to the victims.

Dimapur, OctOber 20 (mexN): Almost a month since the reported kidnapping of a schoolboy on september 21 last, mystery surrounds the nature of the case, while it continues without any significant progress. Further still, the whereabouts of the boy is shrouded in mystery. the hostage in question is a ten-year old boy, son of a Dimapur based small time building contractor identified as one pravindra singh. According to the initial reports, the boy reportedly went missing (or was abducted) on the morning of september 21. the family resides at signal Basti. the family of the boy had also filed a police complaint. however, the investigation that followed was one of ‘wild goose chase’ for the police with the father dilly-dallying on his statements, further having investigators baffled. At first, it was reported that the abductors ransomed the father for a sum of rs. 2 lakh for the safe release of the boy.

Later reports emerged that the boy was picked up by ‘loan sharks’ to force the father to return a long pending debt. the father reportedly owes a lot of money to an undisclosed number of individuals, including underground functionaries. Adding more confusion, the father went missing some days after the first report surfaced. it was on september 28. According to reliable sources, he resurfaced a few days back claiming he was abducted and forcefully confined by ‘some underground people’; and beaten while in their custody. he got himself admitted into a hospital and is currently under medical attention, the sources said. Just before he went missing, the father had provided a phone number to investigators claiming he had received ransom calls from that particular number. investigators were able to trace out the location of the number and had carried a raid at an undisclosed location in Dimapur the night he went missing. the number turned out to be hoax, reportedly meant to mislead. A suspect was also detained by police, who was later released. According to the sources, it is suspected to be a case of ‘unpaid debts’. nevertheless, it was learned that police will be pursuing the case till at least some hints are established as to the whereabouts of the boy.

RBI warns of another global financial crisis

mumbai, OctOber 20 (ageNcies): Reserve Bank of India (RBI) has warned of another financial crisis brewing, as global liquidity becomes a concern amidst central banks pegging their lending rates at near zero levels, leaving scope for another asset bubble to take down the global financial system. “There is, thus, incontrovertible evidence that there is yet again a huge underpricing of risks in the financial system and, therefore, it is not a question of if, but when, the generic asset bubble caused by manifold increases in balance sheets of central banks will burst,” said RBI, executive director, VK Sharma in his address in Singapore on ‘Identifying Systemic Risks in the Global Markets - Lessons Learnt from the Crisis’. He spoke about what has been done by Asian central bankers in detecting and mitigating risks of future crises

New Delhi, OctOber 20 (iaNs): Bharti Enterprises, parent company of India’s telecom giant Airtel, Thursday said it has entered into a joint venture with Japanbased internet company Softbank Corp to focus on mobile internet services. The two partners will have equal stakes in the joint venture, called Bharti Softbank Holdings Pte Ltd (BSB), which will invest in 3 key areas: social media, gaming and e-commerce. “India, which has emerged as the second largest mobile market in the world, stands at the cusp of another revolution -mobile internet,” said Kavin Bharti Mittal, head of strategy and new product development, BSB. “With a fast growing economy, a large youth population and access to cheaper and faster data, there is a unique opportunity to build services ground up for mobile, especially in a country where the first screen for most is a mobile device,” he added. According to the Telecom Regulatory Authority of India, mobile subscribers till August stood at 865.7 million.

Balhou Shüya and many others who gave their all for the Naga Nation, following the death of Zasibito Nagi on 18th October 1952. At the outset, let us all give thanks to Almighty God for His unceasing grace that has sustained our nation and our people to this day amid all shortcomings of our people. History repeats itself: 59 years ago, on this day, the 18th October 1952, our people took up a peaceful

silent procession in protest against misbehaviours of Indian armed forces in our land, where a provocative Indian Intelligence officer Capt. Varic by name arrogantly rode his motor cycle into the crowd in procession and knocked down a woman creating disturbance in the procession. Taking advantage of the commotion, another trigger happy officer named Mr. Dutt, shot his pistol and killed Zasibito Nagi who became the first martyr for Nagaland. India invaded Nagaland on war footing in 1954 and an undeclared war began against our people who stood in defense of our homeland. Thousands of heroic defenders of Nagaland suffered untold misery

They were our National Heroes and will be remembered throughout in the annals of Naga history. They died defending Nagaland, so that our land remains with us, our unmatched tradition and culture preserved for posterity with the objective that we may be man among men and Nation among Nations which has been the objective of the Naga National Council and the Federal Government of Nagaland and it will be so by upholding the Yehzabo (constitution) of Nagaland.

Friends it is our duty and responsibility today that we the living take care from this day onward and hold high the banner of their victory. Taking this graceful occasion, I on behalf of the Federal Government of Nagaland pay my heartfelt tribute to all Martyrs who laid down their precious lives for our nation and for us, as the Bible says: ‘greater love hath no man than this that a man laid down his life for his friends’ – (St. John 15:13). He married twice and had seven sons and a daughter. Gaddafi later turned Libya into a hub for revolutionaries, angering the US, which was also piqued with his pro-Soviet leaning. Along with Syria, South Yemen, Algeria and PLO, Libya became a member of the “Arab Steadfastness Front” in the 70s and 80s that advocated Israel’s destruction. According to scholars, Gaddafi, who often dressed like a bedouin and surrounded himself with female bodyguards, sought to transform Libya with its vast energy reserves. But the country of 6.5 million people faced international isolation following the bombing of a Pan Am flight 103 over Lockerbie in Scotland in 1988 that killed 258 people. US President Ronald Reagan ordered air strikes on Gaddafi in 1986 but he survived. On June 27 this year, the International Criminal Court issued arrest warrants against Gaddafi, his son Saif al-Islam and his intelligence chief Abdullah al-Senussi on charges of crimes against humanity.

Mizo women asked to leave village for marrying non-Mizo AIZAWL, OcTObeR 20 (NNN): In a shocking incident, two Mizo women were asked to leave their village for marrying non-Mizos in Bairabi, 130km from Aizawl which is the only place where railway connectivity exists in Mizoram bordering Assam. Mapuii and Zorampari, both in their 30s were on October 18 asked to leave their village as soon as possible for marrying nonMizos by Bairabi NGO Coordination Committee. All their belongings were thrown out of the houses by members of the committee on Tuesday morning. In this connection, Kolasib deputy commissioner, Niharika Rai and police requested the committee to revoke their notice but they (committee) turned down the request. Bairabi falls under Kolasib district. The village had already passed a resolution on women who marry non-Mizos way back in 2001. As per their resolution, if any Mizo woman marries a non-Mizo she should leave the village and live with her husband. President of Bairabi Young Mizo Association (YMA) C Lalbiakenga and Secretary Lalbiakzama informed NNN that they (Mapuii and Zorampari) were asked to leave as per the resolution passed in 2001. They were not ostracized. According to villagers, Mapuii had married a businessman from Rajasthan in 2005 while Zorampari also married to a non-Mizo. Both of them had children with their husbands. The first notice was given to in them in September to leave the village within that month but as they ignored the notice the committee had given the notice on October 11 and the

action was taken thereafter. At present Mapuii is in Rajasthan with her husband. The incident had forced Kolasib Addl. DC Zairemmawia and SDPO, Francis L Ralte to rush to Bairabi on Tuesday and held a meeting with the committee members.

ITANAGAR, OcTObeR 20 (pTI): Arunachal Pradesh is an integral part of India and there cannot be any compromise on the issue, BJP leader LK Advani said on Thursday. Ulfa cadre arrested for businessman’s murder

GuWAhATI, OcTObeR 20 (TNN): Police arrested a member of Ulfa's 109 Battalion from the city's Rajgarh area on Wednesday in connection with the Sanjay Basak murder case. The cadre has been identified as Chandan Kalita (35). On October 10, Sanjay and his elder brother, Ashutosh, were shot by miscreants from a close

range in Lal Ganesh area here. While Sanjay succumbed to his injuries later, Ashutosh is undergoing treatment. Another person, identified as Safiqul Islam, was also apprehended by police from the Lakkipur area of Goalpara district. He has confessed to his involvement in the shootout. Police found a 7.65 cal

Though it's too early to comment on any militant outfits' involvement in the shootouts, we can't overlook that possibility. Loktak project turns agri land into swamps ImphAL, OcTObeR 20 (pTI): The Loktak hydroelectric power project, commissioned three decades back, has reached electricity to thousands, but robbed thousand others of their livelihood. The Loktak lake, which has to have water to the optimum, often causes flash flood in the agricultural land on its periphery, turning them into swamps unfit for cultivation. The state government estimates that the Ithai barrage on Manipur river, constructed in 1979 as a part of the power project, has submerged 20,000 hectares of cultivable land while unofficial estimates peg the figure

at as high as 83,000 hectares. The only option for the thousands of poor farmers living around the lake, spread over 230 sq km area, is to switch over to fishing in the swamps, but that means huge additional investment. "None of us have got any monetary help for this from the state government. For one hectare of land, you need to invest Rs 5-7 lakh to make it suitable for fish farming. Only the rich could afford this," social activist Ch Chidananda told PTI here. In the Mayang Imphal area, the worst affected in floods, around 5,000 hectares of arable land has been submerged perma-

nently, rendering them unfit for paddy cultivation. Besides this, large tracts of land and permanent ''phumdies'' (floating biomass) are also temporarily flooded during the rainy season each year. "Due to the barrage, the water level of the lake is kept at an optimum level throughout the year resulting in flash floods," said environmentalist R K Ranjan.

Naga Identity in Christ

I

n one of the Sunday service in the first week of September, a senior Pastor of a prominent Church in Dimapur delivered an important sermon touching on the relevant issue of a people’s identity and how Nagas are at an important crossroad of determining the kind of identity they want to nurture and build. The Pastor gave an interesting insight about our tradition and culture and how many of us continue to build our identity on the basis of our tribe and village. While the comparative advantage of the Naga people is our vibrant tradition and culture, yet the strong affiliations to ‘my tribe, my village or my clan’ has not worked favorably towards our need for a common identity and yes, a shared future as one people. While no one is suggesting that we let go of our tribal affiliation and identity, yet it would seem that for us to live together as one people, we need a unity of purpose, which is clearly lacking. And this can come about only if we are to evolve, build and strengthen our commonalities. Recently land rights and identity politics has brought to the fore all that is wrong within the Naga family. Whether it is the status of Intangki National Park or renaming of Dimapur, issues related to land has become highly contentious and there is every danger that such emotive issues can derail not only the hard earned peace processes but also the unity of the Naga tribes. Let us admit that today there is growing distrust between certain tribes. Some are not even on talking terms. We also have the growth of new tribal identities based on some mutual affiliation. Then there is the perennial problem of the Eastern Nagas who have their own separate conglomeration. As such separation within the Naga family is therefore a reality. A few years ago a prominent reverend and educationist pointed out that ‘only God and education can save the Nagas’. It’s obvious that Nagas must return to the roots of our fellowship with Christ if we are to live in peace and unity. And doesn’t this make sense because before the advent of Christianity into our land, there was no common bond among the hitherto unknown tribes. And all of us are aware about the headhunting days too. The coming of the American and other missionaries into our land was the harbinger of change. They brought with them the teaching of Christ, the ideals of peace, reason and humanity. And along with this came education. And it was this new awakening that led to the development of the Naga identity and political consciousness among our people. And also despite our separate tribal identities we have started to reason together in the grace and love of a greater being. As mentioned in these columns, while identity as a tribe and larger grouping is acceptable within a reasonable limit, the point is what will happen to the common identity of the Naga nation. It is time to seriously ponder over this all important question and whether we want to live together as one people. Here we need to also think and act as a cohesive entity—shedding our different identities and interests to be united on common goals and a shared future. As believers in the word of God, Naga people must become united in Christ. If this is our identity then there is hope otherwise we may go back to the hostile past—from light back to darkness.

lthough the number of new TB cases worldwide remains a matter of concern – the figure stood at nearly 9 million in 2010 – the incidence rate has been falling since 2002, according to a recent report of the World Health Organisation. Estimates of the year-wise number of deaths reveal a declining trend. Against this background, India presents a dismal picture. Last year, the case detection rate — the first and the most vital parameter — was only 59 per cent of all cases (both smear positive and smear negative). China, on the other hand, has made tremendous progress in this area — the case detection rate increased from 33 per cent in 2000 to 74 per cent in 2006 to 87 per cent in 2010. Prevalence was halved between 1990 and 2010 and the annual rate of decline, which was 2.2 per cent between 1990 and 2000, rose to 4.7 per cent in the next decade. The mortality rate was slashed by almost 80 per cent, and the incidence rate fell by 3.4 per cent, over the past 20 years. The key factor behind China's success is the mandatory webbased TB reporting system that has been in operation since 2005. This covers virtually every health facility in the country. In addition, all TB deaths are required to be registered in all the 31 provinces. These hard-nosed initiatives have enabled the country to measure the prevalence of even multi-drug resistant TB (MDRTB). In stark contrast, underreporting of TB incidence for 2010 in India was as high as 41 per cent, in WHO's reckoning. The reasons for this are not difficult to find. Data are collected only from the government-run institutions and there is no mandatory system for private practitioners to report every confirmed TB case. With many patients seeking treatment from non-government doctors, India's contribution to the world's notified cases in 2010 was surely much higher than WHO's estimate of 24 per cent. It is well established that a flawed reporting system and an inaccurate data base undermine the formulation of effective policies. Many private medical practitioners fail to diagnose the disease; and even when they do that, they tend to follow a regimen that is not standard, thereby contributing to the emergence of more MDR-TB cases. The government must give the highest priority to the battle against TB, emulating countries that have done dramatically better on this front.

Burma junta’s liberal face

While the Government of Mr Thein Sein has demonstrated a resolve to revamp the image of the government through measures like the release of political prisoners, it needs to now go beyond that to sustain the momentum and offer hope for a better future. The Government needs to engage Ms Sui Kyi in the reforms process

I

n an attempt to rectify the antidemocratic policies and human rights violations of the past by the military junta that ruled the country for 23 years till a few months ago, the Government of President Thein Sein, a military strongmanturned civilian to head an ostensibly civilian Government, has started releasing from October 12, political prisoners languishing in jail under the military dictatorship for many years. The decision to release the prisoners under a general amnesty came in the wake of talks held by the Government — including the President — with Ms Aung San Sui Kyi, the leader of the pro-democracy movement, who was released earlier this year. The decision to grant an amnesty was a sequel not only to the talks between her and the Government, but also to stepped-up interactions between the Government and the US interlocutors, including Mr Kurt Campbell, US Assistant Secretary of State for East Asian and Pacific Affairs, who has been monitoring developments in Myanmar on behalf of US President Barack Obama in order to nudge the Government to make a break with its authoritarian past. In recent weeks — particularly after the dialogue between Ms Suu Kyi and the Government began — there were signs of excitement in the international community over what seemed to be the beginning of the blowing of winds of change in Myanmar. International observers noted that their fears that the Government of Mr Thein Sein, which came to office after an election manipulated to keep Ms Suu Kyi and her associates out of power, might turn out to be nothing but the old military wine in a new civilian bottle, had proved incorrect. The seemingly civilian Government, which consists of many military members of the previous junta who had discarded their uniforms and projected themselves as civilian political leaders, started giving indications of new thinking on the road ahead for Myanmar. Two indicators of the new thinking were reports that the Government seemed keen to find ways of associating

Ms Kyi with the new dispensation without letting her get into the driving seat of power and the decision to suspend the construction of a huge hydel project by a Chinese company in the Northern Kachin State because of strong opposition to the project on environmental and other grounds by Ms Suu Kyi and her party, by Kachin leaders and non-governmental environment protection groups. The significant decision to suspend the Chinese-driven project, which would have benefited the Yunan province of China more than the Kachin State of Myanmar, gave cause for hope that Chinese interests, which played an important role in influencing the decisions and policies of the military junta, may no longer play the same role under the new Government. Will the winds of change affect positively not only the political and economic landscape of Myanmar, but also its future diplomacy? That was a question that increasingly excited analysts. In the context of these developments, it was, therefore, no wonder that in remarks made in Bangkok on October 10, Campbell hailed the recent developments in Myanmar, including what he described as “very consequential dialogue” between Ms Suu Kyi and the leadership. Campbell, one of many US

officials to hold rare talks with Myanmar Foreign Minister Wunna Maung Lwin in Washington recently, added that while concerns remained, “it is also undeniably the case that there are dramatic developments under way”. Against this background, the release of the first batch of political prisoners by the Government on October 12 was less daring and more hesitant. The first batch consisted largely of those arrested in recent years, including some activists of the monks’ unrest of 2007, but did not include any of the founding fathers of the pro-democracy movement who took to the streets in 1988, thereby triggering off a ruthless retaliation by the Army. No exact figures of those released on October 12 are available. The Government itself has put the number at about 300 out of a total of about 2000 political prisoners. Non-Governmental organisations such as the Human Rights Watch of the US say that the number involved is less, including 28 monks. Among the prominent persons released were comedian Zarganar, arrested in June 2008 and sentenced to 59 years’ imprisonment for criticising the military junta’s poor and inhuman response to a cyclone disaster that allegedly killed 140,000 people, Sai Say Htan, an ethnic Shan leader sentenced

to 104 years in 2005 for refusing to help draft a new constitution, and Su Su Nway, who was serving a 12-year jail term since 2008. Among the more prominent persons not released so far are the then student leaders of the 1988 movement, including Min Ko Naing. Some of them have been in jail for over two decades. While the evidently hesitant first steps have been welcomed by Myanmar political activists, there are concerns that a group of pro-Chinese hardliners from the Army, who had served in the junta in the past might be exercising pressure on Mr Sein to go slow and even reverse his policies. In this context, the visit of the Foreign Minister to Beijing reportedly for talks with the Chinese authorities on the decision to suspend the construction of the Chinese-driven hydel project has been noted with concern. According to China’s State-owned Xinhua news agency, talks were held in Beijing on October 10 between Chinese Foreign Minister Yang Jiechi and his Myanmar counterpart U Wunna Maung Lwin, who was visiting China as a special envoy of President Sein. A Press release issued by the Chinese Foreign Ministry after the talks said the two sides conducted a thorough consultation over the Myitsone hydel project, suspended by Myanmar’s President. The two Foreign Ministers also exchanged views on bilateral relations and other issues of common concern, with both voicing commitments to push forward the bilateral comprehensive and strategic partnership in a bid to achieve joint development, the press release said. The visiting Myanmar Foreign Minister was also received by Vice President Xi Jinping. It is not known whether the Myanmar Foreign Minister’s visit had been previously scheduled before the suspension of the hydel project or was triggered off by expressions of Chinese unhappiness over the suspension. Ms Kyi has said she believes Mr Sein genuinely wants to push through reforms, but cautioned it was too soon to say whether he would succeed. The release of the first batch of prisoners came shortly before the departure of President Thein Sein, who has already visited China after assuming office, on his first visit to India. While India has reasons to be gratified over the rectification of the past — even if it be hesitant — it should avoid any expressions or actions that could create an impression of a policy convergence on Myanmar between India and the US. The situation in Myanmar is still delicate. India should carefully watch its steps and control its mouth. should we remain silent on the ‘becoming’?

W

hen leaders of all groundsunderground, middle ground and upper ground, are frantically running up and down to draw some kind of solution to the pressing issues, which may directly reflect on the existing demography and topography of the State, should the ‘non ground’- but conscientious people remain silent at this hour? Silence, at time implies tacit acceptance, or callousness or fear and the prevailing silence of the common people maybe one or more of this. Whichever it is, none of these will serve our common objective in real meaning now or later, if at all we are serious about securing every body’s interest. For too long we have remained silent, even on imperative issues for questionable reason; we have also been silenced not on our own volition. Whatever be the reason silence may, more likely will cause irrecoverable damage, unless we boldly speak out now or we are allowed to speak out our real minds now; and now maybe the right time. There is no point crying over the spilt milk. Dissenting opinion, on the contrary is not tolerated. It is more often than not misconstrued an offense committed against the people and the movement. Even so, intolerance has proved to become more harmful than helpful to the transitional society. The other side of intolerance is plain arrogance. While assenting opinion is being commanded, dissenting opinion is being suppressed. Apparently for fear of intolerance from arrogant forces on the one side and rejection by people in power on the other side many otherwise conscientious men and women are living a pretentious life- the unwillingness to blindly accept the becoming but the unwillingness to also question. Scaling between the two, the consequences of silence maybe much more severe and lasting

than that of immediate intolerance or rejection. When people’s future is in the balance they must freely talk with seriousness and they must be given the liberty to react to the becoming without imposing attitude from anybody. What is becoming will definitely affect the people at large, whether for better or for worse and we all are going to be a part of that, perhaps for life time. This is where and when we also want even our distant voice to be heard by those who are claiming to be rightfully representing the people. The factions claim they have the mandate of the people while the State claims it is the people’s representative government and that the civil societies represent the voice of the people. As far as people’s mandate is concerned it is true that at certain point of time they had willingly given their mandate to the undivided movement for sovereignty; it is also true that state government is popularly elected by the people under the constitutional provision of the Indian Constitution and that civil societies are people’s group. If this is so and undisputed, where is the necessity for the represented people to inquire more from the representing groups? There is no reason to question the factions if they are really negotiating for the thing the people has willfully given their mandate. But now there is inevitable curiosity to ponder why the negotiating faction is secretly bargaining for something else not predisclosed to the people for positive consideration before it is finally conceded by the GOI. Certainly for those who had sacrificed they should be duly rewarded but it should be worthy of the real cause. Given this circumstances what is even quietly agreed upon by the negoti-

ating parties should be of people’s aspiration or largely acceptable. Else when people are apparently involved but not actually informed, it no less resembles a blindfolded person escorted to undisclosed destination. There are mind boggling talks going round every nook and corner about possible formation of an interim government at the instance of the negotiated and allied factions for certain period. When the facilitating ruling NPF leadership has readily offered to step down from power and pave the way for the negotiating faction in the event of reaching a settlement, this automatically would mean that the negotiated and allied factions would be running such interim government, directly or indirectly. Legally and technically no justifiable basis is found for such arrangement. However, if this is exactly what the people desire, so be it, although State Government is not elected by the people to end in interim as also Naga politics is never meant to end this way. Next, although it is categorically made clear by the GOI that there will be no territorial readjustment of the neighboring states, there maybe possibility of territorial reallocation within Nagaland exclusively for certain section of groups, specifically in or around Peren and Dimapur districts or a portion of it as part of the negotiated settlement. This also takes us to the overt issue and yet covert dealing of the ENPO demands for statehood. Overt in the sense that there is no hidden agenda in the demand of the aggrieved people but covert in the sense that the ruling NPF leadership has first carelessly bungled the sensitive issue and secondly took for granted that it (NPF) could lullaby the restive community. Amidst

this perplexity the civil societies and responsible citizens have preferred to remain silent all throughout. Perhaps they are too entangled with the uncertainty of the becoming they have too little to say about the certainty of the ENPO problem. As a conscientious citizen I do not disagree with the genuine grievances expressed by the ENPO but I do not agree that the eastern Nagas should walk away from us because of the, otherwise attainable grievances. To me they are more precious people than those who can not possibly become a part of our given setting. When we cannot have the desired more why reduce what we have in hand? We all are anxiously anticipating that something is coming soon out of the ostensibly concluding talk, perhaps a ‘no-other-better-option’ for the negotiated faction and much to the relief of the exasperated GOI. Consequently, there will be mammoth rehabilitation in habitation, employment, economic packages and other security measures with possible enhancement of Article 371(A) special provisions. But Manipur, Arunachal Pradesh and Nagaland states most likely will remain as they are, although as stated earlier the possibility of territorial reallocation within the status quo cannot be ruled out. The critical point is, apart from unprecedented non-political benefit what unique political arrangement can the anxious people expect from the 14 years negotiation? Precisely, when the people are being consulted but not made known of the contents, the precipitate choice whether to accept or not the becoming will remain a subject matter of great suspense to the people till the settlement/agreement is finally declared. In bhutan, a cautious tryst with democracy Prashant Jha

The shift to plural politics remains carefully calibrated, but the emergence of a relatively free press and democratic institutions are important achievements

P

olitical changes in Bhutan over the past five years — the introduction of a ‘democratic constitution,' the retreat by the fourth King and the coronation of his son, elections to Parliament which now has both a ruling and an opposition party, and governance being the prerogative of the elected government — have triggered two opposite reactions generally. One school has hailed the vision of the Bhutanese monarchy and its act of ‘renunciation,' and has declared the ‘democracy story' to be a success. Many others dismiss the transition as being a ‘farce,' claiming that the King still calls the shots and that Bhutan remains a tight autocracy. The truth probably lies in the middle — of a society undergoing complex, multi-dimensional changes, but in a careful and calibrated manner. Observers agree upon there being two fundamental changes: the opening up of the media space, and the emergence of constitutional institutions. Media space Tashi Dorji is the editor of Business Bhutan, the country's only financial weekly. Sitting in his office opposite the Taj, on the capital's main street, he explains how there has been a proliferation of private papers (there are 10 now), and the way the media are now pushing the envelope. Sometime ago, his paper exposed a land-scam in eastern Bhutan that had taken place a decade ago. “Despite there being a royal decree that the local district administrator cannot give the land away, many influential people, including the present Prime Minister, got land through unfair means in the town of Gyelphozhing.” The paper ‘named and shamed' all the figures; there was a public outcry; the Opposition took up the issue; and a constitutional body, the Anti-Corruption Commission, was asked to investigate the matter. Would he have been able to do such a story earlier? “I will not say I could not have done it, but I think I would not have done it.” Mr. Dorji adds that despite the critical coverage, there has been no backlash from the government, the source of 80 per cent of media advertising. There are some clear, but unstated, red-lines, say with regard to reportage on the monarchy, which the media respects. But journalists claim they do so because there is no reason to write critically of the King, since his conduct has been ‘impeccable' and that there is deep ‘faith, reverence, and respect' for the institution. The food we consume consists of various Vitamins and minerals in the form of micronutrients. Iodine is also one of the essential micronutrients which play an important role in maintaining normal growth and development of human body. Its deficiency in the body causes a group of diseases collectively known as Iodine Deficiency Disorder’s (IDD’s). Iodine deficiency is considered as the world’s single most significant cause of preventable brain damage and mental retardation today (WHO). As per information available more than 1.5 billion people in the world are living at the risk of getting IDD’s. In India alone it is estimated that more than 200 million people are living at risk of IDD while more than 71 million people are already suffering from various forms of IDD’s. • Importance of iodine: Iodine is an essential for synthesis of two thyroid hormones namely thyroxin (T4) and triiodothyronin (T3) which are responsible for maintenance of normal growth and development of both brain and body. It is essential specially during the foetal stage (when the baby is in the womb). Therefore iodine deficiency during pregnancy leads to decreased synthesis of the two hormones by the foetal thyroid gland hampering normal growth and development of foetal brain and body which would limit intellectual growth in later years. - Normal daily requirement of iodine for an individual is 100 to 150 micrograms and 200 micrograms for pregnant and lactating mother. • Source of iodine. The best sources of iodine are sea foods such as sea fish, sea salt, sea weeds, and cod liver oil. Smaller amount occur in the foods such as milk, meat, cereals and vegetables. But as sea foods and other sea products are not freely available everywhere, the normal body requirement comes from food grown on soil with adequate iodine. Iodine deficiency is therefore geochemical in nature. • Lose of iodine from the soil? Iodine is constantly lost from the soil by process of soil erosion. The major factors responsible for iodine depletion in the soil are due to heavy rainfall/snowfall, recurrent flooding, accelerated deforestation, multiple crops, jhum cultivation, burning of forest excessive use of pesticides and chemicals. • Consequence of iodine deficiency: A number of physical and mental disorders result from iodine deficiency which affects every stage of human life – both young and adult. 1) Foetus: Abortion, stillbirth, congenital, abnormalities, increased prenatal mortality, mental retardation, deaf and dumb, paralysis, squint etc. 2) Children: Neonatal goitre, hypothyroidism, physical and mental growth retardation, lowering of I.Q level, poor school performance and cretins. 3) Adult: Impaired mental function, low productivity goitre with its complications. 4) Livestock's: Through research it has been confirmed that the productivity of the livestock has remarkably been reduced. • Government’s Policy: Realizing the severity of IDD problem, the Government took a policy decision to iodise the entire salt for edible purpose and instructed the States/UT’s to ban the sale of non-iodised salt. Any traders/shopkeepers found selling non-iodized salt for edible purpose are liable for prosecution under the Prevention of Food Adulteration Act (PFA) 1954. • Prevention and control of IDD’s: Though the problems of iodine deficiency disorders are severe and irreversible, its control and preventive measures are very simple and cheap. We can prevent both present and future generations from the consequences of IDD’s just by consuming good quality iodised salt daily. • Importance points to remember : 1) To disseminate the information's on IDD’s. 2) To generate public demand for iodised salt from Fair Price Shop at a subsidized rate for it is a PDS subject. 3) To stock and sell only iodised salt for human consumption. Non-iodised salt should be labeled “NOT FOR HUMAN CONSUMPTION”. Defaulters are punishable under the provision of PFA Act.1954 (Traders). 4) Always store iodised salt in closed container away from direct sunlight or moisture. 5) Do not keep iodised salt near or above the fire place. 6) Do not stock iodised salt for more than 6 months for in such cases the iodine content of the salt will be lost. 7) Always insist only on Iodised Salt from your shopkeeper. It is indeed the responsibility of every citizen to put a concerted effort to fight the menace of IDD’s by disseminating the information’s on IDD’s and demanding supply of iodised salt through PDS and consumption of only good quality iodised salt for better mental health of our future generation.

net had decided to raise indirect taxes on several commodities, including automobiles. The Opposition party claimed that this was ‘unconstitutional,' as the sole right to raise taxes rested with the legislature, and not the executive, and took the government to court. A high court, and subsequently the Supreme Court, upheld the Opposition's stance and said that the government had not complied with the legislative process. This was Bhutan's first constitutional case. Highlighting the verdict's implications, Leader of the Opposition Tshering Tobgay told The Hindu, “It showed that the judiciary is independent and would safeguard the provisions of the Constitution. The government has a 96 per cent majority in the house, yet this reiterated the principle that it is bound by constitutional provisions.” Observers cite two other examples to show how institutions are asserting themselves, which would have been unthinkable only four years ago when decision making powers were concentrated. The government was very keen to pass a law on the civil service. The National Assembly, where it has an outright majority, passed it, but the National Council, which consists of non-political elected representatives and the King's nominees, rejected it. The government could not get a two-thirds majority in a joint session. And only after lengthy deliberations over two years did they succeed in passing the bill. The second instance was a clash between the government and the Election Commission (EC) over local body elections. The EC wanted to complete the classification of towns before holding polls, while the

government wanted it immediately. After a tense standoff, the EC finally relented. A diplomat based in Thimphu said, “Institutions are trying to find the right balance. In some of these cases, the King is understood to have passed on quiet messages to the key actors to harmonise their differences.” Mr. Tobgay added, “The monarch is a very important part of Bhutanese democracy. He is not merely a ceremonial head.” Dealing with diversity Bhutanese society has three major communities — the Sharchops in the east, the dominant Ngalops of the west, and the Nepali speakers, called Lhotshampas, in the south. In the late 1980s, there was confrontation between sections of the Lhotshampa population and the regime. The Lhotshampas claim that using discriminatory linguistic policies, citizenship clauses and brutal operations, 100,000 Nepali-speakers Bhutanese citizens were pushed out of the country. They moved to refugee camps in south Nepal. Bilateral talks between Nepal and Bhutan failed, and many of the refugees are now being resettled in third countries. Bhutan's narrative is different — that these were illegal immigrants and not citizens; that a lack of border control and weak immigration had enabled it; that they had caused a law and order problem; and that the camps include many Nepali speakers who had never been in Bhutan. Emphasising that diversity was always respected, Karma Ura of the Centre for Bhutan Studies, said, “Public services are evenly distributed. The King just visited the earthquake affected regions in the south. Many scholarships have been granted to southerners,

and they are a part of the bureaucracy at the highest levels. Two out of the 10 ministers are Nepali-speakers.” Claiming that this extended to the cultural sphere, Mr. Ura pointed out that a foundation stone for a Hindu temple, for the Nepali speaking population, had just been laid. Mr. Tobgay mentioned that the Constitution allows the freedom of religious practice and seeks to promote a culturally vibrant country, besides granting the right to free speech. The treatment of minorities remains a fairly sensitive topic, and outsiders are advised to avoid it. One Nepali speaking citizen said that the refugee crisis was a result of the ‘mistakes' of the Lhotshampas themselves. Another blamed Bhutan's government for creating the ‘1990 refugee problem' and said they were not treated as equal citizens. Both however emphasised that a change was underway, and more opportunities had opened up for all communities. A Christian citizen said that the religion was not accepted in Bhutan, adding, “There is no church, and we usually pray at the private home of the pastor.” Critical period It is still early days for Bhutanese democracy, and it operates with certain limits. But as a politician said, “This is a critical period since the foundations of democracy are being laid. The space for democratic debate has grown, but at a pace that is not destructive and that the society can tolerate.” How Bhutan will deal with challenges of multiculturalism, dissent and devolution of power within this nascent democratic set-up will determine its future.

Politicising the Haj

T

he Supreme Court has done well to slam the Union Government over the dubious manner in which the latter has been handling the Haj pilgrimage, often adding politics to a purely religious purpose. It is amazing that the Government was able to get away with such a brazen act so far, but now with the apex court taking strong note, it will have to fall in line. At a time when genuine Indian pilgrims that go for Haj continue to face a number of difficulties, including blatant exploitation by private tour operators, the Union Government has had the temerity to attach a team of politicians supposedly on an official trip to Saudi Arabia, as part of the Haj package. In other words, the official delegation benefits from an all-expense paid trip for the Haj. Such was the apex court’s anger that it has decided to oversee the Union Government’s Haj policy itself for the following year. The review was not on the table of the learned judges, but now that they are desirous of doing so, it must be whole-heartedly welcomed. There are several issues that have rankled genuine Haj pilgrims for years, and those include the facilities the Government provides to help them make the trip. After the Union Government fills the quota of 1.25 lakh pilgrims that it sponsors as part of an agreement with Saudi Arabia, it leaves the rest — numbering more than 45,000 pilgrims — in the lurch and to their own devices. It effectively means that these lesser-privileged pilgrims have to tie up with private operators who extract exorbitant amounts to help them make the journey. The Union Government must take up the Supreme Court’s suggestion that it should review the subsidy presently been given for the pilgrimage. The subsidy matter has for long been a bone of contention, with some calling it unfair and others claiming it to be insufficient. A general complaint has been that even the subsidised airfare — a large component of the subsidy is in form of a lower priced flight ticket — is high enough to deter many from making the trip. In fact, such has been the frustration that prominent Muslim leaders a few years ago asked the Union Government to scrap the subsidy altogether and create a corpus out of contributions from potential pilgrims that would fund the annual trip. This, they said, was in line with the Malaysian model, which was functioning rather smoothly. In response, the Prime Minister had constituted a panel to study the issue of an alternative financing mechanism. But nothing substantial appears to have emerged from that exercise.

neW DeLHI, OcTObeR 20 (PTI): Already plagued by internal dissensions, Team Anna plunged into yet another controversy on Thursday with allegations against Kiran Bedi that she charged her hosts full fare on air tickets while availing discounts but the activist claimed there was “no personal” gain. Allegations were levelled against Bedi, a key member of Team Anna, that she used her gallantry medal to get 75 per cent discount on Air India tickets and then submitted inflated invoices to claim full fare from the organiers who have invited her to the function. It was also alleged that she claimed business class fare even when she was travelling in economy class. Reacting to the allegations, Bedi told PTI, “business class travel

told IANS here. “I hope she herself will submit to a inquiry by the Central Bureau of Investigation (CBI) or other agencies,” he added. Saying that “legality was one issue, but conduct was a more important issue”, Agnivesh said: “Till such an inquiry is completed, she should stay away from public life and stop giving lectures against corruption.” By manipulating income tax accounts, Bedi has diverted public funds to accounts under her individual control, he alleged.

Referring to a report in the Indian Express, Bedi told reporters: “The organisations voluntarily pay me for business class tickets but I duly inform them and save money for travels which are for good causes but cannot provide remuneration... there is no personal gain.”

A convoy of 26 cars escorted her. Apart from National Security Guard commandos, there were 1,500 police personnel from Tamil Nadu and Karnataka on duty for her visit. Those who missed the spectacle can line up tomorrow - after answering 380 questions in court today, the Chief Minister is flying back to Chennai and will return tomorrow morning for a second day in court. The case against her, filed by her arch-rivals in the DMK, accuses her of misusing an earlier term in office - from 1991 to 1996 - to collect assets worth 66 crores that cannot be accounted for against her known sources of income at the time. India, France for highest nuclear safety standards, discuss AfPak

neW DeLHI, OcTObeR 20 (IAnS): Amid mounting concerns here over nuclear safety, India and France Thursday renewed their commitment to going ahead with nuclear reactors at Jaitapur in Maharashtra and resolved to deepen their cooperation in areas ranging from terrorism to the global financial crisis. External Affairs Minister S.M. Krishna discussed a host of bilateral issues with his French counterpart Alain Juppe that included civil nuclear cooperation and expanded cooperation in areas of defence and space. The two sides also decided to deepen their cooperation in combating piracy and counter-terrorism. They discussed a cluster of regional and global issues, including the international financial crisis,

terror emanating from the Afghanistan-Pakistan region, the Syrian crisis, climate change and the UN reforms. During the talks, India shared with France the recent strategic partnership pact with Afghanistan and concerns about safe havens of terrorists and extremists like the Haqqani network that continue to operate in the region, reliable sources said. Civil nuclear cooperation figured prominently in the discussions. “We discussed the issue of safety related to civil nuclear cooperation with India. Nuclear energy is a vital source of power provided we develop the highest standards of safety,” Juppe told reporters at a joint press interaction with Krishna. “France is determined to be completely open on the steps

Krishna also expressed hope that Pakistan and the US are able to resolve their differences across the table. “Everything that upsets the region will have devastating impact on the development agendas of countries like India,” he said. Hailing India as “a key strategic player in the international arena,” Juppe called for enhanced friendship and dialogue between the two countries in the UN Security Council and global fora. Ahead of

neW DeLHI, OcTObeR 20 (AgencIeS): Expressing grave concern over recent rise in incidents of communal violence, Union Home Minister P. Chidambaram has asked all Chief Ministers to maintain heightened vigil and deal suitably with elements who provoke discord. In a letter to the Chief Ministers, the Home Minister asked them to comprehensively review the situation in their respective States and identify the towns or wards or neighbourhoods which are communally sensitive and instruct police and other officials to maintain constant vigil in those areas. “Since the period from now until the end of January 2012 is marked by a number of religious occasions as well as commemorative dates and public holidays, it is important that State governments maintain high degree of vigil so that there are no communal incidents,’’ he said. The Home Minister also asked the Chief Ministers to be particularly careful and watch those elements that were likely to provoke discord among different communities and trigger communal incidents and such elements “should be identified as dealt with suitably.” Chidambaram’s letter comes in the backdrop of communal violence in Rajasthan’s Bharatpur and Uttarakhand’s Rudrapur. He said that in the month of August, there were 44 incidents and 10 lives were lost; in September, there were 60 incidents and 16 lives were lost. Besides, a number of people were injured in these incidents. “In recent weeks, there has been a rise in the number of incidents of communal discord and strife in several States of the country. This is a matter of concern,” he said. “A careful analysis of the incidents shows that the spark was usually a trivial issue such as collision of two motorcycles, dispute over playing of loudspeaker, wordy quarrel over a petty issue etc. In such cases, it appears that the incident was deliberately provoked by attempting to disturb a religious procession or an attack on a place of worship,” he said. On a few occasions, the Centre had to rush Central Armed Police Forces (CAPFs) to assist the State police authorities in restoring law and order. In the current month (upto October 11), there have been 15 incidents which have resulted in six persons being killed and 112 persons being injured. Some of these incidents started with a minor dispute but certain other incidents were deliberately provoked by one group or the other. “This shows that there are certain fundamentalist elements who are bent upon escalating communal tensions,’’ Chidambaram said. In 2010, 114 people were killed and 2,115 injured in 651 incidents of communal violence in the country.

Going by figures from the Arthritis Foundation of India, it will become the next big health worry. “The number of cases of osteoporosis has almost doubled in the last 10-15 years,” Rajeev K. Sharma, senior consultant, orthopaedics, and joint replacement surgeon at Delhi’s Indraprastha Apollo hospital, told IANS. Almost one in three urban Indian women past the age of 45 has osteoporosis. Even men are not immune to it, as doctors say those in their old age do face the problem. “It’s a myth that men are immune to it,” says Raju Vaishya, president of the Arthritis Care Foundation. “Average life expectancy, which was around 46 in 1947, has increased to around 70 now. As life expectancy

Following Prime Minister Indira Gandhi’s assassination by her Sikh bodyguards Satwant Singh and Beant Singh, India erupted in riots against Sikhs in 1984. Reminiscing the sad memories of hate crime against Sikhs she said, “I watched live relay on Doordarshan and saw Amitabh Bachchan raising his arm and shouting the slogan, ‘khun ka badla khun sae laengae’ (Blood for blood) two times. “ Jagdish Kaur said that everyone who had been watching Doordarshan was witness to how the bollywood superstar Amitabh Bachchan provoked the anti- Sikh riots. “I am not concerned that a case has been registered against him in Australia but all I want to know why nobody noticed

Australia’s ‘Criminal Code Act 1995’ states that Australian courts can have jurisdiction over cases involving crimes against humanity irrespective of whether the offense was committed in Australia or not. Jagdish Kaur, then 42, had seen her husband and son being murdered in cold blood by a frenzied mob inside her house in Palam Colony (West Delhi) on November 1st 1984. She also saw her three brothers Narinder Pal Singh, 35, Raghwinder Singh, 28 and Kuldeep Singh ,21, all contractors with MES, burning to death by the mob while they were trying to save themselves.

Police stood by as hundreds of black-clad youths hurled stones and petrol bombs at demonstrators from PAME, a communistaffiliated labor group which has traditionally favored well-organized and peaceful protest rallies. At least six injured could be seen receiving treatment from volunteer first aid workers. The mood among the crowd, estimated by police at more than 60,000 had been peaceful until the disturbance in front of the luxury hotels lining Syntagma Square. The clashes followed violence on Wednesday when groups of young protesters fought police at the start of a 48-hour general strike against the package of cuts and tax hikes required by the European Union and International Monetary Fund. Deputies are expected to pass the plan late on Thursday after the bill passed a first vote on Wednesday. As Prime Minister George Papandreou prepared to fly to Brussels where a meeting of European leaders on Sunday will try to agree measures to stem the debt crisis, ministers made a final plea to pass the bill and prove Greece's credibility. UNIteD NAtIONS, OCtOber 20 (AP): Recent steps by Myanmar's new government could improve the country's human rights situation and deepen its transition to democracy, a U.N. investigator said Wednesday. Tomas Ojea Quintana, the special rapporteur on human rights in Myanmar, said he is encouraged by the government's commitment to reform and President Thein Sein's priorities including protecting human rights and respecting the rule of law. But he said there are still many serious human rights issues that must be addressed: discrimination against ethnic and religious minorities, a judiciary that is "neither independent nor impartial," the continued detention of a large number of political prisoners, allegations of torture and ill-treatment during interrogations, and the use of prisoners as porters or "human shields." This is a "key moment in Myanmar's history," Quintana told the General Assembly'shumanrightscommittee. "Myanmar's new government faces a wide range of daunting challenges from the urgent need to improve the socioeconomic situation to ending armed conflict and ensuring lasting peace through national reconciliation." He called on the international community to help the government meet these challenges so that a real transition to democracy, which the people of Myanmar have waited many years for, "takes root." Quintana, who visited Myan-

mar in August, welcomed the release of an estimated 200 political prisoners last week but said the government's first priority must be to release all remaining "prisoners of conscience." UK navy seizes pirate ‘mothership’

LONDON, OCtOber 20 (PtI): British marines detained four suspected pirates and freed 20 crew members who had been held hostage on a pirate “mothership” in the Indian Ocean, the government said today. The Ministry of Defence said that the dhow had been hijacked by pirates to use as a base and was involved in attacks on merchant shipping. The ministry said pirates were holding a Pakistani crew of 20 on board when the British vessels HMS Somerset and RFA Fort Victoria -- part of NATO’s counter-piracy task force -closed in on the dhow on October 14 320 kilometers off the coast of Somalia. “This operation demanded high levels of seamanship to ensure that the dhow was kept under close observation as the boarding party moved in,” said Capt Shaun Jones. US police kill escaped lions, tigers and bears

CHICAGO, OCtOber 20 (AFP): Police in the US state of Ohio shot dead dozens of lions, tigers, bears and wolves in a frantic hunt after the owner of an exotic farm freed the dangerous animals and then killed himself. The bloody toll -- which included 18 endangered Bengal tigers -- sparked outrage from conservationists and calls for restrictions on the largely unregulated ownership of exotic pets. Sheriff Matt Lutz defended his shoot-to-kill order, telling reporters that officers were in a race against the oncoming darkness when they arrived at the farm around 5:30 pm (2130 GMT) Tuesday and saw the wild predators running free. animals since 2003 including the death of a man last year while feeding a pet bear. Local news reports said federal agents raided the farm in June 2008, seizing more than 100 guns, and that Thompson had previously been fined for letting his animals wander. But WWF Tiger expert Leigh Henry said the fact remained that people "can go buy a tiger in Ohio" or in seven other states that have no requirement for any kind of license or permit to do so. "I would say the current patchwork of laws in the United States regulating these captive tigers is inexcusable," she said. LONDON, OCtOBER 20 (AFP): Fernando Torres ended his Champions League goal drought in emphatic fashion as the Chelsea striker's double inspired a 5-0 demolition of Genk at Stamford Bridge on Wednesday. arla Bruni is a mommy again! The star and her husband, French President Nicolas Sarkozy, welcomed a daughter on Wednesday in Paris, France’s Le Figaro reports. Bruni, 43, and the Sarkozy, 57, confirmed they were expecting their first child together in July.The former model has a son from a previous relationship, while Sarkozy has three children from his two previous marriages to Marie-Dominique Culioli and Cecilia Ciganer-Albeniz. France’s First Lady will be happy to return to he pre-pregnancy routine. “Quite frankly, I can’t stand it anymore,” she admitted to French magazine Le Parisien of being pregnant. “I spend most of my time either sitting down or lying down. I can’t smoke or drink anymore. I’m in a hurry to get it over with.”

rench first lady Carla BruniSarkozy gave birth to a baby girl on Wednesday night — the first infant born to a sitting president of modern-day France, the French media reported. President Nicolas Sarkozy, finishing up a meeting in Frankfurt on the euro debt crisis, was absent when the couple's first child was born shortly before 8 p.m. (1800 GMT), according to BFM TV. He reportedly arrived at the small, private Muette Clinic about 11 p.m. (0900 GMT) — his third trip Wednesday to the facility. Europe 1 radio said the birth "went well" for the 43-year-old mother, a singer and former supermodel. She entered the medical facility in western Paris in the morning accompanied by Sarkozy, according to the reports. There was no official confirmation of the birth. The presidential entourage reiterated earlier Wednesday that no birth announcement would be forthcoming. The couple had been coy about the impending birth from the start, with measured doses of information.

"It's obviously a happy event," Nadine Morano, a junior minister and friend of the president, told BFM, clearly reacting to the news reports. Sarkozy was "very attentive, full of attention toward Carlo" when he spoke with her by phone on Tuesday during a flight with the minister to Nice, she said. The couple married in February 2008, less than a year after Sarkozy took office and less than four months after his divorce from second wife Cecilia Ciganer-Albeniz. The Italian-born first lady has a 10-year-old son from a previous relationship and the president has three sons from his two previous marriages — and is a grandfather since January. Sarkozy was seen entering the medical clinic in late afternoon, then leaving about 30 minutes later — before rushing off to Frankfurt for a meeting on the euro debt crisis ahead of a European summit on Sunday. With a scheduled visit Thursday morning to Normandy, Sarkozy was taking a gamble. It was not immediately clear whether he would cancel his visit to

Normandy. The birth ended sometimes breathless speculation about BruniSarkozy's due date. Photographers staked out the clinic since early October, with a security detail limiting their access. Bruni-Sarkozy has said that she was staying mum about the event because she's superstitious. The couple also decided not to find out the baby's sex in advance. "You don't have a child for the gallery," Bruni-Sarkozy told French TV network TF1 earlier this month. "I will do everything to protect this child ... I will not show photos of this child, I will never expose this child." While a newborn surely offers new personal horizons for the presidential couple, the question is whether a baby will bolster the sympathy quotient for the perpetually unpopular Sarkozy, especially if the infant remains in the shadows. Sarkozy is expected to seek a second mandate in presidential elections six months away. However, recent polls put his chief rival, Socialist candidate Francois Hollande, in the lead.

NEW DELHI, OCtObEr 20 (AgENCIEs): India took an unassailable 3-0 lead by inflicting a crushing five-wicket defeat on England in the third one-dayer at the PCA stadium in Mohali on Thursday. Captain Mahendra Singh Dhoni (35*) and Ravindra Jadeja (26*) added 65 runs for the sixth wicket to take India to victory after they were in a spot of bother at 235/5. Patel hit 3 fours in his 46-ball 38 and put up a 79-run opening stand with Ajinkya Rahane. Patel and Rahane brought up the Indian 50 in 9 overs as the hosts got off a good start in pursuit of 299-run target. The first Quarter-final match of the XVII MDFA Trophy 2011 was played between Fusion SC and Ozzys Mokokchung at Imkongmeren Sports Complex. Defending champions Fusion handed a thumping defeat to the Ozzys as the score-line stood at 6 goals to nil at the end of the match. Fusion dominated the game from the word go with their forward players taking long-range shots at every opportunity, leaving the Ozzys

defense unsettled. Fusion’s tactical ploy earned early results as Bendangsunep (Jersey No.7) netted the first goal of the match in only the 6th minute of the game. Bendangsunep’s over-all goals tally now stands at 5 goals, the highest score by a player in the tournament so far. Chubatemjen (Jersey no.12) of Fusion netted the second goal in the 25th minute. Chubasunep scored 2 goals in the match for Fusion, the first one coming in the 42nd minute. Just 2 minutes later, Athing ( jersey no.10) scored another

goal and the score-line remained at 4 goals to nil in favour of Fusion SC. Ozzys made some valiant moves in the second half of the game making several shots on target but could not find the net. Fusion’s custodian denied the Ozzys on several counts, including a penalty kick in the 85th minute. As the game progressed, the Ozzys were making allout attack but Fusion took the opportunity for counterattack and netted two more goals in the second half. Chubasunep (Jersey no.4) scored the fifth goal for Fusion in the

76th minute and L.Among (jersey no.15) scored another one 8 minutes later.
