ATAN hunger strike from Oct 25 DIMAPUR, OCTOBER 21 (MExN): Owing to the Government’s apathy towards our cause, the Aggrieved Teachers Association Nagaland (ATAN) will be resuming its Indefinite Hunger Strike from 25th October, 2011 which was suspended last September at the vicinity of Directorate of School Education, Kohima. This was informed in a press note issued by Vikato Swu, Convenor and Limayanger General Secretary ATAN. Meanwhile, ATAN informs its members thatfood,lodgingandconveyanceshallbebornebyindividual themselves. Defaulters of recent collection of Rs.500 are requested to submit the same along with a photo copy of Appointment Order on the spot. All the members are directed to reach the venue by 9:00 A.M. Members failing to comply with the directive shall be imposed a fine of Rs.5,000 and shall borne all the further eventualities, the press note stated.
GPRN/NSCN informs timber theft case
DIMAPUR, OCTOBER 21 (MExN): The ‘GPRN/ NSCN’ today informed of having apprehended one woman in connection with theft of “fanta” (timber planks). According to a note from ‘GPRN/NSCN’, group unidentified in the note, the woman, one Nzanbeni Lotha was apprehended on October 19 in connection with stealing the planks from ‘saw mills,’ in connivance with one Arjun Kachari. The said woman also allegedly “harassed” the “UT-1” cadres who went to apprehend her, a note appended by one Aron, “secretary, union territory-1 GPRN/NSCN” claimed. The woman also allegedly aided in the escape of the said accomplice. The note also alleged that after she was apprehended, Dimapur West Police Station arrested one Lhowoto Zhimo, a “leacy Dimapur town-in charge.” The police demanded the woman back in exchange for the said cadre, the note alleged.

DIMAPUR, OCTOBER 21 (MExN): The Guahati High Court has asked the Government of Nagaland to conduct the municipal polls, with reservation of seats for women and in accordance with Article 243T and Section 23A of the Constitution of India. The Kohima bench of Guahati High Court also ‘squashed’ the Cabinet’s decision on December 16, 2009 and January 11, 2010 postponing the municipal elections indefinitely. The High Court said the Cabinet’s decision does not meet ‘rigorous standards of invincible disability and exceptional circumstances’ to justify postponement of the municipal elections. The judgment and order was padded today. The High Court said the state government must now conduct the municipal elections in accordance with law, and with reservation of seats for women,

The committee comprises the Naga Mothers’ Association (NMA), Eastern Naga Women’s Organization, Watsu Mungdang and the Naga Women Hoho of Dimapur. The committee had the writ through its two petitioners Rosemary Dzuvichu, advisor to NMA and Abeiu Meru, president of NMA. “The honorable court has stressedthatelectionsshould be conducted in a free and fair manner and that election to the municipal and town councils is long overdue and
should be constituted at the earliest. It has set aside the Nagaland state Cabinet decision of indefinite postponement of municipal and town elections in Nagaland, which is against women and democratic living,” the committee said in a press release to the Media today. The committee is grateful to the support given by all tribal women organizations, its leaders and ‘their encouraging presence’ in all the court hearings on the said writ petition. The committee also expressed gratitude to counsel Colin Gonsalves, Senior Advocate of the Supreme Court of India and his team of lawyers from the Human Rights Law Network, as well as local counsel A Zho and his team of lawyers. “We are also indebted to all those who contributed in various ways in seeking justice to protect the rights of women in the state,” the committee stated.

Secy. joins GPRN/NSCN scalp as EC disqualifies MLA NEw DElhI, OCTOBER 21 (ThE hINDU): The Election Commission delivered a historic verdict on Thursday by disqualifying Uttar Pradesh MLA Umlesh Yadav from contesting again for three years for not including in her official accounts of expenditure the amount she spent on advertisements in two Hindi dailies that were masqueradingasnewsitems. Umlesh Yadav is the wife of liquor baron and billionaire strongman D.P. Yadav and mother of Vikas Yadav, the convicted murderer of Nitish Kataria. She was elected from Bisauli in 2007 on the ticket of the Rashtriya Parivartan Dal. The EC — Chief Election Commissioner S.Y. Quraishi and Election Commissioners V.S. Sampath and H.S. Brahma — disqualified Ms. Yadav from contesting any election for Parliament or the State legislatures or
Councils for three years, under Section 10A of the Representation of the People Act, 1951, for suppressing expenditure of Rs. 21,250 (the amount spent for issuing the advertisements) in her election accounts. The ban will take effect from October 20, 2011. Apart from being the first political victim of the paid news phenomenon, Ms. Yadav is also the first sitting legislator to be disqualified for excessive expenditure. The EC officials who went through four volumes of judgments told The Hindu that while a lot of losing candidates have been disqualified in the past, never before has the Commission thrown the book at an MP or MLA during his or her term. As a result of their verdict, EC officials told The Hindu, the Bisauli seat stands vacated. Ms. Yadav can no longer function as
an MLA for the four months that remain of her term and she cannot contest an election again for three years. The EC rejected her contention that she did not authorise or incur the expenditure for the publication of the advertisement or paid news, and, quoting the various verdicts of the Supreme Court, maintained that it ought to have been included in her election expenditure under Section 78 of the Representation of the People Act. The Commission heard the case following a reference made by the Press Council of India (PCI) on March 31, 2010, after going through a complaint against Amar Ujala and Dainik Jagran for publishing “paid news” in favour of Ms. Yadav during the last U.P. Assembly elections The PCI, in its order, held the two newspapers guilty of ethical violations.

DIMAPUR, OCTOBER 21 (MExN): The Adinno Phizo-led NNC today said the Naga society ‘measures up to the intelligence of other societies’ but “somewhat seen very light weight in respect of political arena.” President of the NNC Adinno Phizo issued a copy of a letter addressed to “dear national workers” in the backdrop of a meeting of the outfit’s central executive committee and NNC meeting on October 20. She said that the “imperative of NNC at this time concerns educating the new generation with sound knowledge of modern Nagaland and why in conflict with India.” According to her, ‘any selfrespecting society knows that knowledge is the essential tool to progress in any discipline, be it freedom of a nation.’ “Naga society has measure up to the intelligence of other societies but somewhat seen very light weight in respect of political arena. It is by no means smart to blithely flirt along the path of political wilderness,” Phizo said. In her letter, Phizo said twenty years have lapsed since she was most unexpectedly elected to NNC office on the passing
away of AZ Phizo “in the interest of continuity and stability.” Phizo appreciated “the unswerving support and faithful prayers of our people” in pursuing “Naga nation fundamental stand on freedom in consonant with the yehzabo (constitution) of Nagaland.” “In the present time, we live in a fast changing world, except for the people of Nagaland it remains much the same on account of the Indian occupation army militarized tyranny since the invasion of Nagaland in 1954,” she stated. Nevertheless, she said, “in today’s connected age,” the Government of India can no longer conceal “trampling over the freedom of Naga nation.” “The massive concentration of Indian occupation army in Nagaland over six decades clearly belies GoI empty claim that Nagaland is an integral part of India because the deployment of regular army against Indian citizens contravenes the Indian Constitution,” the NNC president stated. “To restore peace between the two nations, it is in India’s interest to withdraw her army and respect the sovereignty of Nagaland,” she said. TRIPOlI/SIRTE, OCTOBER 21 (BBC): Col Gaddafi’s burial has been delayed by differences among officials about what should be done with the body. Under Islamic tradition burial should have taken place as soon as possible. But Libya’s oil minister said the remains may be kept “for a few days”. It is unclear whether the exleader will be buried in Sirte, where he was captured on Thursday, in Misrata where the body has been taken, or elsewhere. Meanwhile Nato is expected to declare an end to its Libya campaign. French
President Nicolas Sarkozy said the death of Muammar Gaddafi meant Nato’s military intervention had reached its conclusion. “Clearly the operation is coming to its end,” he told reporters. According to Muslim tradition every effort should be made to bury a body within 24 hours. So the initial expectation was that after Friday prayers, the bodies of Muammar Gaddafi and his son Mutassim, would have been buried, perhaps in an unmarked grave, somewhere in the vicinity of this town.
But there has developed a row among the transitional authorities, many of whom think it would be wrong and difficult to create a shrine for Gaddafi supporters. At the moment no-one knows when the Gaddafis are going to be buried, where they will be buried - here in Misrata, or for example in his hometown of Sirte - or how that is going to happen. So as we speak, the Gaddafis are in a cold-storage container, and there is something of a disagreement over how to progress from here. Continued on page 5
GENEVA, OCTOBER 21 (AP): The U.N. human rights office called on Friday for an investigation into the death of ousted Libyan leader Muammar Qadhafi, who was captured alive by rebel forces in his hometown of Sirte before shaky amateur footage showed fighters standing over his bloodied body. “We believe there is a need for an investigation,” saidRupertColville,aspokesman for the U.N. High Commissioner for Human Rights. “More details are needed to ascertain whether he was killed in some form of fighting or was executed after his capture.” “Thetwocellphone videos that have emerged, one of him alive, and one of him dead, taken together are very disturbing,” he told reporters in Geneva. A Libyan official said on Friday that the burial of Qadhafi has been delayed until his death can be examined by the International Criminal Court though it was not immediately clear if he was referring to a look at the dictator’s body or a probe into what led to his death. The U.N. Human Rights Council established an independent panel earlier this year to investigate abuses in Libya, and Mr. Colville
said it would likely examine the circumstances of the 69-year-old leader’s death. He said it was too early to say whether the panel which includes Canadian judge Philippe Kirsch, the first president of the International Criminal Court would recommend a formal investigation at the national or international level. “The dust hasn’t settled yet,” Mr. Colville told The Associated Press when asked if Libya was capable of conducting an independent probe into the death. “You can’t just chuck the law out of the window,” he added. “Killing someone outside a judicial procedure, even in countries where there is the death penalty, is outside the rule of law.” Mr. Colville said the victims of Qadhafi’s despotic 42-year-rule deserved to see proper judicial procedures followed and perpetrators of abuses brought to trial, a process he said could be “cathartic” for the new Libya. “Of course there are many others apart from Col. Qadhafi, so there may at least be some kind of court proceedings where we do all learn what happened and who is responsible,” he said.

Mon, october 21 (DIPr): One-day legal awareness programme for the women of Mon district was held under the theme: “Know your Rights”, at the Council Hall, Mon on October 20. The programme was organized by the Nagaland State Commission for Women (NSCW) in collaboration with the National Commission for Women, New Delhi. Emphasizing on the awareness of the legal rights of women, Chairperson NSCW, Sano Vamuzo said, not only women, but men too need to know their rights as citizens of a democratic country, because India is a democratic nation. She called upon the women folks to live and act like a true Christian women, removing all fears and doubts to catch up with the rest of the advanced world. She also exhorted the leaders of the various organizations
to carry out their duties and responsibilities faithfully, so that others do not suffer for the wrong doing during their tenure as leaders of responsible organizations. She also informed that the NSCW is a full-fledged Commission dedicated to ensure equality and promoting women’s rights. The Commission for Women is a United Nation’s directed organization and the UN now maintains women’s rights as human rights. Therefore, denial of women’s rights can be called a serious violence against women and it directly indicates that women are not equal with men, she added. DIMaPur, october 21 (Mexn): IRCS Dimapur visited Master Colony at Nagarjan on October 21 and distributed 180 mosquito nets for the fire victims. Executive Members of IRCS Dimapur KK Paul, Ajay Sethi and Kuldeep Jain were present on the occasion. Borders Affairs Office complex inaugurated at Niuland Dimapur, OctOber 21 (mexN): A newly finished building which will house the office of the ADc cum Border Magistrate, Niuland under Dimapur was inaugurated on friday, October 21. The complex, constructed at a cost of rs. 131.6 lakh, was inaugurated by Y. Patton, Parliamentary Secretary for Border Affairs, Geology & Mining, Irrigation and flood control today. The programme also had in attendance Khekiho Zhimomi, Member of Parliament rajya Sabha; Azheto Zhimomi, MLA & Advisor Sericulture and cooperation; L. Temjen Jamir, MLA & Advisor NBDA; and hK Khulu, Principal Secretary & commissioner, Nagaland. falling along the Disputed Area Belt with Assam, the setting up of a full fledged Border Affairs office at Niuland, headed by an officer in the rank of an ADc

The construction of the complex was first initiated during the term of Khekiho Zhimomi as Minister for Border Affairs, Industries & commerce. It was later pursued by Y. Patton, present Parliamentary Secretary incharge of Border Affairs. The State Planning Board finally approved a proposal for the office complex and fund for the first phase of construction was released during the Annual Plan 2006-07. Patton in his address reminded that the border dispute between Assam and Nagaland is still pending at the Supreme court. even so, the purpose of the office is not to fight with the neighbouring state rather a means which may help settle it, he said. The office is not only for the people of
Niuland, it is for the four tribes (western Sema, Lotha, rengma and Northern Angami) which inhabit part of the disputed area, he added. On developments projects, Patton while stating that it was the fourth time he is visiting Niuland in his capacity as Parliamentary Secretary, further informed that 20 projects are presently ongoing under Niuland sub-division. The long awaited foothill road project, which is proposed to start from Niuland till Tizit in Mon district, he hoped, will not face any problems from landowners. earlier president of the western Sumi hoho, LK Achumi speaking on behalf of the public of Niuland had outlined certain immediate requirements in the area. The western Sumi, Achumi said consists of 157 villages, out of which 83 villages fall under
Niuland. The numbers alone demands the need for the upgradation of the ADc Border Affairs to that of one headed by an officer in the rank of a Dc. he reminded that border affairs under Golaghat district in Assam is headed by a Dc. Aqhunaga, which runs right along the border, requires the immediate posting of an officer in rank of an eAc, he said. Thirty-eight villages fall under Aqhunaga, it was informed. At present, the Sub-D ivisional Police Officer for Niuland is based in Dimapur town. The SDPO alongwith its office should be shifted to Niuland, fulltime, he added. further, Border Development fund should be specifically utilized for the people of inhabiting border areas. In this aspect, there is not much investment here, he said. Patton, commenting on the appeal, said that the government
will be doing whatever there is under its means to take up the demands. Posting of eAc (Border Magistrates) is facing some problems owing to certain technical problems, otherwise the vacancies are there, he said. On recruitment of Border Guards, he made it clear that the candidates must be bonafide residents of villages falling laong the borders. earlier, hK Khulu commenting on the border row with Assam, which is being heard at the Supreme court, said that the apex court had appointed two neutral senior advocates to study the case. The report is awaited, he added. Assam had filed a lawsuit against Nagaland back in 1988, claiming parts or whole of the foothill area along AssamNagaland border, starting from Niuland till Tizit. After a lull, the case was revived in 2009 and still
being contested. Nevetheless, today the Border Affairs department is being strengthened with the department putting emphasis on documents collected, dating back to colonial times, he said. rajya Sabha MP, Khekiho Zhimomi in his speech said that any government property, wherever it is located becomes the property of the people, particularly for those residing in the nearby vicinity. Stating the proposed state foothill road starts from Niuland, he remarked thus, that the subdivision might become the next gateway of Nagaland. however, to achieve that it requires the cooperation of the people, he said. further remarking on the border dispute, he posited that if Assam can set up polling booths in the Disputed Area Belt, “why can’t Nagaland?”

Dimapur, OctOber 21 (mexN): Phek civil society is outraged at an alleged assault of a woman by her fiancé, who is said to be a former Naga wrestling champion, on October 17 in Pfutsero town. The man belonging to Phek village is accused of assaulting a woman, of Leshemi village, with whom he was said to be engaged. Pfutsero Town Mothers’ Association, Leshemi Youth Organization of Pfutsero town and Leshemi Sub-Society issued separate press statements today expressing shock that the man would assault his own fiancée in public. According to the organizations, the former Naga wrestler allegedly assaulted his fiancée girl in a public place and ‘insulting the modesty
and dignity of women in general.’ The Pfutsero Town Mothers’ Association denounced the alleged act and said women are no longer safe in own society. The press note was issued by Mrs Kereweu Pradiah President and Mrs Kotele Mero Secretary. “Many of the women continued to suffer humiliations and harassment at the hands of unscrupulous men who are supposed to protect their sisters and specially the weaker sex. It is unfortunate that such acts of violence against women is happening time and again when the whole world is focused on the eliminations of Violence against women in the present day society,” a message form the association said. The organization also

It is learnt that M/S Gayatri Firm have been allotted works in some states within this year too, then how NGRC-ICU alleged that the Firm was blacklisted? gami)Ph.D. E-IN-C. 2.The NGRC-ICU alleges the Department Official having nexus with the Firm/Company to exploit the gullible citizen has no evidence so far. If it has come to the Notice of the undersigned or the Government surely disciplinary action would be initiated against the erring Officer. But if the NGRC-ICU fails to substantiate their claim, it is at the prerogative of the concerned Department to take action even up to the extend of cancelling the Registration or Blacklisting the complainers. 3.The NGRC-ICU has published in the Eastern Mirror of 19th October 2011 that Engineer-InChief, NPWD, Dr.Er.Vikuotuolie Angami,Ph.D. threatened to blacklist the NGRC-ICU and to go to Court. For information of the General public that many members so called under the NGRC-ICU could never complete the work within the stipulated due to their negligence and always making excuses to get enhancement of rate for which field Engineers are put to task and rescue them if not their Firm or registration would be placed under the blacklist like that of Mizoram Government. Allegation against the Engineer-in-Chief, NPWD, Dr.Er.Vikuotuolie Angami,PH.D favouring, protecting and having the Modus operandi of M/S Gayatri & Maytas(JV) is very serious in nature and should immediately clarify and make public apology or other wise I am still ready to go to any Court to sue the NGRC-ICU Office Bearers for defamation. 3.The NGRC-ICU also brought the issue of M/S Menakshi, M/S Ratna Infrastructure, Dunlop, supply of some materials etc never known to the Engineer-In-Chief about the allotment and other procedure. This has giving another side of the story of SARDP-NE. The Department is only concerned about the Firm M/S Maytas & Gayatri(JV) is the contractor and NPWD is the employer.They have to complete all projects in span of 3(three) years. Any slackness on the part of the Firm, the Department shall take any action against the Firm which is deem fit according to contract clause. 4.The NGRC-ICU alleged that the Projects construction would affect the State Exchequer. This is a ridiculous statement which should be condemned by one and all. The reality in this case is that instead of affecting the State Exchequer, the Department had brought about Rs.100.00 crore to the State as agency charges of 9% of the total civil works. As such it should be appreciated by all sensible citizen of the State. 5.The NGRC-ICU never gave copy of their letter to the EngineerIn-Chief who is the Head of 4(four) Directorates viz: Chief Engineer, PWD(R&B), CE(National Highways), CE(Housing) and CE (Mechanical) and never approached
and discussed the matter about their mission to Hyderabad for subletting their the work to them. It seems they miserably failed in their mission and venting angered towards Dr.Er.Vikuotuolie Angami,Ph.D Engineer-In-Chief, NPWD in person is still hurting and not easy to forget. 6.The NGRC-ICU alleged that the Engineer-In-Chief had undermined the very existence of the Union appeared on the EM on 19th October is very unfortunate statement since they(NGRC-ICU) never recognized the existence of the Engineer-In- Chief thereby shame has been brought to the State because they thought everything in their hand. Remember there is one who is always looking at you from the day you had been borne into this world. Guess who is this one? Do not try to escape from the trouble which have been created by yourself. Do not pass the buck to others when you are guilty. 7.The NGRC-ICU is a union approved by the Government to do good work for the people instead of going against the norms of the Government at the Centre and the State respectively. The Engineerin-Chief will uphold the Government order and support it till he relinquished the Office. 8.The Department is fully supported and agreed with the suggestion put forward by Shri.Pele Khezhie, the President of Nagaland Contractors & Suppliers Union. He stated in the meeting that the present crisis had cropped up because of the disunity among the Contractors with vested interest for their own benefit. The Department also appreciated the movement of NCSU in a good gesture a memorandum to the Hon’ble Prime Minister of India, UPA Chairperson and ther concerned dignitaries to consider their request that the next phase of SARDP-NE be allotted according to the area wise. The true leadership capacity shown by the NCSU President is highly value. Unlike NGRC-ICU, the NCSU gave a copy of the Memorandum to the Engineer-In-Chief is well appreciated.The Department along with its Officials shall put their level best to support them. 9.The suggestion put forward by the Apex body of the Naga such as Naga Hoho, NSF and NMA regarding the quality of workmanship to be carried out by the Contractors and strictly monitored by the concerned department is highly appreciated. This is the first step in the History of NPWD that such high profile leading Naga Organizations came in support of the Department to carry out the work according to Specification norms and not to go like putting cream on the lips by the contractors. The Apex body of the Naga people stated that they would stand for the truth and the Department appreciated their stand and shall uphold this truth.

In a press release issued by Panger Pongen, President, ANEFWA, Kelhousevi, Vice-President, ANEFWA and N.Lotha, Joint Secretary, ANEFWA, it was stated that the suspension was announced so as to give the Government the time to complete the formalities. It was added that the failure of the Government to fulfill the demands within the fastest reasonable time would deliberate the association to stage the said agitation at any cost and in under any circumstances. It was further mentioned that the association appreciates the activeness of the Government in acknowledging the grievances of the workers and the consideration of the legal rights and plights of the association which includes the second phase creation of the 381 posts for regularization of W/C staff, immediate filling up of vacancies, enhancement of W/C risk allowance identical to regular employees and enhancement of uniform allowance. The association requested the appropriate authorities todo the needfulwithin a reasonable period of time so as to avoid any unwanted turnover.

He also told the party’s workers that whatever voice expressed by the NPCC or CLP chief before the public or other platforms is the voice of the Congress party. “Their voice is the voice of the party,” he said and told the party workers not to be confused but to be very clear on this. Opinion and view may differ sometime, he said but there is always a room for negotiation and rectification. Climate Change Governance
I
n an earlier editorial, we had mentioned governance as one of the key factor that needs to be given due importance in order to address climate change and the myriad of issue and problem that come with it. A recent conclave on Climate Change Leadership in North East India under the theme “The need for new paradigms” has also raised this question about governance and how this will be an enabling factor. For this to happen, it is undoubtedly clear that we need to improve the functioning of our government system and also strengthen the ‘institutional mechanisms’. ‘Mainstreaming the issue of climate change across the various government departments’ is also some of the suggestions doing the rounds. All this will also need a greater understanding of the whole gamut of issues related to climate change besides the right kind of leadership will be required to bring about policy initiatives and other changes down to the grass root level. It is heartening to note that Gujarat has become the first State in India and even maybe Asia to initiate the first of its kind Climate Change Department. If other CMs can emulate what Narendra Modi has done, we can hope to see faster progress in mainstreaming environmental issues in the development process. Since India is a growing economy the key to its future success will depend largely on how we get the right balance between environmental concerns and development needs. In Nagaland as well, we need to get our government in the right design and mode so as to become a model of sustainable development. The present government has created a separate department for New and Renewable energy in the year 2009. This is a positive step no doubt. However, the government will also do well if it can restructure some of the departments so that there is no overlapping of work and also to fix accountability. For instance, the scope and powers of the department dealing with Forest & Environment can be increased to allow it to tackle emerging problems and issues related to protection of our ecology and natural resources. We need certain amount of innovation like how Chief Minister Narendra Modi has initiated the first of its kind Climate Change Department in Gujarat. Our existing Forest & Environment Department can look into all related subjects dealing with climate change including conservation of water, soil and natural resources. As some of the existing departments already look redundant, they can be coalesced as part of a more dynamic up to date government restructuring. This is something to ponder upon for the Nagaland government. It is reported that a committee is already looking into the problem of overlapping and duplication of projects by various departments. Our government machinery needs to be better prepared to meet the future challenges. On policy and the question of leadership, much more still needs to be done. Good policies can be brought out but it will also require the political will to adhere or implement the policies and laws. We need to applaud the leadership role of former Union Minister for Environment & Forest Jairam Ramesh who remained steadfast in implementing the green laws despite political pressure or intensive lobbying by corporate and other vested interest groups. Clearly Nagaland and its people, civil society, government and the political leaders’ needs to get sensitized on this all important subject of climate change and how we need to collectively respond. To begin with we need to get our policy, governance and leadership going to address climate change.

The Naga Club & Sovereignty Issue
I
n 1917 during the World War I between France and Germany about 4000 Nagas joined the Allied Force and won the battle. After the war victory when they returned to Nagaland, they decided that all the Nagas should come together under one political umbrella. So they formed a Naga Elders union. In the meantime they found out that there was a British Club Building at Dimapur. The Naga Elders union asked the British Government to shift this building to Kohima and it was relocated to the present Mission Compound at Chotobosti, Kohima. In the same building the Naga Club was established and accordingly a Naga shawl was hoisted as a flag with prayer. This hoisting of Naga Club Flag was witness by CR Pausey, the then DC. Rev. George Supplee Chaha and A. Kevichüsa EAC. Just after the hoisting of the flag, a rainbow appeared over the Naga Club Building. Therefore, the Nagas Club Flag was enshrined with Rainbow colour. On 10th Jan 1929, Naga Club submitted a Memorandum to the British House of Commons where the Naga areas was incorporated as “Excluded Area in the British India Act, 1935”. This was formally approved and sealed by the British Crown in 1936. Accordingly Robert Reid had officially documented this Excluded Area British India Act in the Transfer of Power and International records. In this way Excluded Area was also well documented. In the 2nd World War, the British also acknowledged the contribution of the Nagas in the war victory. Hence the British continued to give support for the right of the Nagas. Meanwhile, the Nagas began to set up NNC and started asking Statehood from India. Imti Aliba Ao was the first NNC President followed by Mhondamo Lotha and Visar Angami and the fourth President was A. Z. Phizo. The British could not support the Nagas because the British had already made Naga Homeland as an Excluded Area which is Sovereignty. India has granted State to the Nagas on the request of the NNC. A.Z. Phizo did his best for the Nagas Sovereignty. However, he could not over rule the NNC resolution and finally agreed to be under India’s rule through the signing of Shillong Accord. After many years in 1982, Naga Club was reorganized and in 1994, the history of Nagaland as “Excluded Area” was again highlighted by the Naga Club under the initiative of Mr. Kewezü Mero Joint Secy. and Caretaker of Naga Club. The British had recognized the Excluded Area through the Naga Club Memorandum which was a historicle fact and International Act and it was endorsed by the Indian Leadership. This led to revive the issue of Naga Sovereignty today. Based on this historical fact, the issue of Naga Sovereignty will be settled soon without much legal problems. Since its inception the Naga Club motto was formed as “Nagaland for Christ”. This was a divine revelation through the Holy Spirit. This means that the land and the people will work for the cause of God’s Kingdom on earth by reaching out to other unreached people with the Gospel of Jesus Christ. Under the leadership of the Holy Spirit, the Naga leaders will govern the land with the wisdom to produce missionaries who will go into all the world and preach the gospel to all nations. The Naga government must be governed by those committed Christian leaders who are deeply committed to the works of missionary. The original vision and mission of the Naga Club will thus be fulfilled when Nagaland become a missionary land as per divine revelation. This is what God wants Nagaland to be. Politics over reincarnation
D
o you believe in reincarnation? In Beijing, the Marxists do. The Dalai Lama had to recently issue a statement to explain to the Chinese leadership (and the general public) the meaning of ‘reincarnation’ in Tibetan Buddhism. This should have set aside the Chinese Communist Party’s pretension of being able to decide on the wanderings of a Lama after his death and the location of his return. It has not. Li Decheng, Director of the China Tibetology Research Centre states, “Generally speaking, there is nothing new in Dalai Lama’s statement on reincarnation. He is just using his special identity and influence to deceive and throw dust in the eyes of the public.” For Mr Li, the Dalai Lama dreams to “destroy the normal state of the Tibetan Buddhism”. It is not worth commenting on. The Dalai Lama used the occasion of a high-level conference of the heads of the four major schools of Tibetan Buddhism (as well as the Bon tradition), held in Dharamsala at the end of September to scholarly clarify the factual position. The Dalai Lama read a statement, later endorsed by the highest Buddhist gurus in exile. Interestingly, he gave himself some 15 more years to ‘decide’. “When I am about ninety, I will consult the high Lamas of the Tibetan Buddhist traditions, the Tibetan public, and other people concerned who follow Tibetan Buddhism, and re-evaluate whether the institution of the Dalai Lama should continue or not,” he has said. He explains, “We evolved a unique Tibetan tradition of recognising the reincarnations of scholar-adepts that have been of immense help to both the dharma and the sentient beings, particularly to the monastic community.” Though it was the Karmapas who first established a linage by reincarnation some 900 years ago, for the last 369 years the Dalai Lamas have ruled the Land of Snows using this method. The recent introduction of democracy in Dharamsala will not stop the Dalai Lamas to carry on with their religious duties; future incarnations will continue to spiritually guide the people of Tibet. The Dalai Lama clarifies, “In order to accept reincarnation or the reality of Tulkus [reincarnated Lamas], we need to accept the existence of past and future lives. Sentient beings come to this present life from their previous lives and take rebirth again after death.” It is here that the Chinese have a problem.

Do they really believe in the existence of past and future lives? Did Marx ponder over the issue? For a Buddhist, it is only once he is liberated from the cycle of existence by overcoming his karma that he may not need to reincarnate anymore. Reincarnation is a worldwide phenomenon, the Dalai Lama said. “There are people who can remember their immediate past life or even many past lives, as well as being able to recognise places and relatives from those lives,” he added. His statement gave details on how rebirth takes place, the meaning of Tulku, the recognition of reincarnations (a practice started from the Buddha’s time), the system of recognising reincarnations in Tibet (which had its own characteristics) and the different ways of recognising reincarnations. Though rich in technical (and historical) details, it makes a fascinating reading. Amongst the traditional ways to find a reincarnation, the Dalai Lama cites the predecessor’s predictive letter and other instructions and indications. Some reincarnations can “reliably recount their previous life and speaking about it (or) identify possessions belonging to the predecessor and recognise people who had been close to him.” Additional methods are available, such as the divination by realised spiritual masters, predictions by renowned oracles or visions which appear in sacred lakes (the
Lhamoi Latso lake south of Lhasa, in the case of the present Dalai Lama). It is only when there is a doubt or there are too many candidates that the final decision is made by divination, employing the dough-ball method (the so-called Golden Urn) before the statue of a special deity. This last method is relatively easy to manipulate, particularly for political or other purposes. The Chinese have mastered it. The main objective of a reincarnation is to continue the predecessor’s unfinished work and serve the dharma, insisted the Tibetan leader. It is obviously not to serve a Party or a group of individuals. For the Dalai Lama, the reincarnation business is personal. “No one else can force the person concerned, or manipulate him or her,” he remarks. His request to the Chinese leadership is, therefore, to stop “brazen meddling” in the system of reincarnation and especially the reincarnations of the Dalai Lamas and Panchen Lamas. The Communist leaders are very much aware of the Dalai Lama’s clout over the masses not only in Tibet, but also in Ladakh, Arunachal Pradesh, Himachal, Mongolia, and even parts of the Russian Federation. Several years ago, Beijing had already thought of using reincarnations to control Tibet (the Chinese leaders always plan their moves well in advance). On December 8, 1995, a Chinese candidate was imposed by the Commu-
nist Party and ‘officially’ enthroned as the Panchen Lama in the Tashilhunpo Monastery in Shigatse, the second largest Tibetan town. The ceremony was kept secret by the authorities until the last moment as they feared a backlash from a resentful Tibetan population. The candidate, Gyaltsen Norbu, had been chosen after a mock ‘Golden Urn’ ceremony organised earlier in the Jokhang Cathedral in Lhasa by the dignitaries of the Communist Party. The parents of Gyaltsen Norbu were Communist Party members. The usual traditional joy expressed by the Tibetan crowds when one of its high incarnates (and especially the Dalai Lama or the Panchen Lama) has come back to this world, was absent. This time, curfew was imposed in Shigatse, Lhasa and Chamdo, the three largest cities in Tibet, and the boy had to be isolated under protection in one of the estates of the previous Panchen Lama. The high Lamas, officials and monks of the Tashi Lhunpo were informed only on the eve of the event and threatened with dire consequences if they feigned ill heath for not attending the enthronement. More than 500 soldiers and members of the Public Security Bureau guarded the entrance of the monastery and screened the selected ‘invitees’. At that time, an eminent scholar and former Prime Minister, Prof essor Samdhong Rinpoche quoted the previous Panchen Lama, who had declared in 1988, “According to Tibetan history, the confirmation of either the Dalai or the Panchen Lama must be mutually recognised.” Four days before his mysterious death in 1989, the Panchen Lama again said, “In the past, most of the reincarnates were confirmed by the Father and the Son Aryas (the Dalai Lama and the Panchen Lama).”The Chinese leadership, nevertheless, decided to ignore the candidate recognised by the Dalai Lama and go ahead with its own ‘incarnation’. At that time, a question occupied the minds of all Tibetans: Was the Panchen Lama’s ‘recognition’ and enthronement a rehearsal for the future ‘recognition’ of the Dalai Lama? The Chinese are known to create precedents to be able to quote them later as historical tradition. Today, the Dalai Lama finds outrageous and disgraceful the Order Number Five issued by the rulers in Beijing for controlling the reincarnations of ‘Living Buddhas.’ In the meantime, Gedhun Choekyi Nyima, the true reincarnation of the Panchen Lama, remains a prisoner in China. In whatever form, political change must take place. There are considerable avenues of political mechanism to eke out a nation State under suitable nomenclatures of State befitting to the prevailing time, conditions and situations if, there is a will based on the principles of Equality, Reason and Justice. The public International Law prescribes and recognizes a number of States other than full-fledged Sovereign State such as; not fully Sovereign State, Protectorate State, Trust territory State, Vassal State, Associated State, Federal State and lastly, Holy see (Vatican) State. That Mr. Shelimthong Yimchunger, the Vice President of the Yimchungrü Tribal Council (YTC), residentially residing at Diphupar- B, Dimapur, was kidnapped/abducted by three armed men at around 7:30 p.m on 10/10/2011) from an area between Old Showuba Village and Naga United Village, Dimapur, Nagaland. 2. That the kidnapping/abduction had taken place under the pretext that some higher authority wanted to meet the victim.
3. That the victim was forced to drive his own vehicle back towards Hebron and those three armed men were sitting in his vehicle. 4. That after reaching a certain location, they pulled the victim out of his vehicle helplessly; his eyes were blindfolded, hands handcuffed from behind, and then they made persistent and merciless attempt to shot him but the bullet of revolver could not explode. 5. That they left the victim on the spot with his eyes blindfolded and hands handcuffed from behind and then they took away his vehicle (Scorpio), bearing Registration No Nl-07 C-8472. 6. That the victim could hardly manage to have access to some local people around through whose help he could reach his home at midnight. Thus, he had a narrow escape. 7. That the victim and family members, particularly the victim still go through mental, emotional and psychological trauma and the public in general, is no exception to it.

That from the above mentioned facts of inhuman act committed against the person victimized, the following demands are made to be met with: (i) The Government must ensure that the people in Nagaland are safe and secure. (ii) The human life and dignity should be affirmed and recognized above all other things. (iii) Such inhuman act should be stopped by taking extra-ordinary measures of the laws. (iv) Gross violation of such human rights and fundamental rights should be checked and affirmed fundamental human freedom for every human person in the State. (v) The act of robbery, kidnapping, abduction, and murder etc. taking place in the State should be checked and eradicated thoroughly. (vi) The victim should be compensated appropriately and proportionately, including his shock affecting adversely his mental, psychological and physical health and such act should no longer be condoned.

(vii) The law enforcing and investigating agencies into such heinous crime should be directed with all seriousness for prompt and immediate action. (viii) The victim must obtain justice at the earliest and the people involved in committing such heinous crime must be penalized in accordance with the law of the country. I, therefore, on behalf of the victim, his family and those affected adversely by such inhuman act would like to bring to your kind notice for necessary and immediate action, so that the people in general must feel that their human rights/fundamental rights are protected and safeguarded against such perpetrators. he 42 long years of injustice and oppression of the Libyan people has finally come to an end in its finality with the news of Muammar Gadaffi the self-styled dictator being shot dead today. In what was to be one of the most remarkable movements of these times, the common people having of Libya having no previous combat experience dared to take up arms and mobilized themselves to bring down the highly militarized forces of Gadaffi. Hard-pressed and pushed to the brink of certain defeat and destruction they displayed remarkable courage choosing to die rather than surrender. The world was moved to see their determination to fight till the very last. For the first time in history the Arab League of Nations gave their unanimous support and full consent for the all powerful Western nations to intervene. Long appeals to world bodies to intervene finally yielded results, UN gave its sanction and Nato intervened declaring a no fly zone over Libya and providing strategic air-support to the rebels. The tide changed yet again and Gadaffi was on the run. It was only a matter of time before the once dreaded dictator of Libya, Muammar Gadaffi was to be gutted out. The Libyan revolution in line with many other revolutions dotted thru history is yet another powerful reminder of what the common people are capable of each time they decide to come together against an oppressive State or Regime. The uprising of the common people since ancient times has time and time again proved to be a powerful force to reckon with for any ruler. Monarchs, Kings, governments, generals, dictators, and even religious leaders have scarcely managed to escape the ire of the commoners. Whenever common people have taken to the streets they have been like a Tsunami of sort utterly destroying everything in its way and permanently changing the political, social, and economical structures. Hardly any government or Military force has been able to hold out against such a force. In ancient Greek city states there would convene an assembly of citizens. Apart from the fact that its decisions must conform to the laws of the State, its powers were to all intents and purposes unlimited. It elected and dismissed magistrates and directed the policy of the city. It declared wars, made peace, contracted treaties and arranged alliances. It elected generals and other military officers. It assigned troops to different campaigns and dispatched them from the city. It was ultimately responsible for the conduct of all military operations. It raised and allocated funds. Its two great watchwords were ‘equality’(isonomia) and ‘freedom’ (eleutheria). This powerful assembly of common citizens was called ‘ekklessia’ (church) informs William Barclay.

This revolutionary imagery of the church is a major jolt to our present day understanding of what a church is –a gathering of peaceful Christians who come together for a time of melodious worship, quiet prayers, a good sermon and some tea-fellowship. Some of us may argue that Jesus did not mean to use the term ‘church’ in this ‘dynamic’ sense. Let us therefore go back and closely examine Jesus’ words. Jesus said to Peter, ‘. . .you are Peter and on this rock I will build my church, and the gates of Hades will not overcome it’(Matt. 16:18). From its very inception Jesus saw the church as a body which would be in conflict. That is how he conceived it to be. Vishal Mangalwadi in his book Truth and Social Reform argues that a fresh look at the gospels will convince the reader that Jesus did not intend his following to become just another religious sect but carefully built it to become a power structure, an alternative to the Jewish establishment of that time. Quite naturally the Establishment saw Jesus
and his followers as a threat to its own existence. Jesus called on to Peter (church) to ‘feed my sheep’ and ‘take care of my lambs.’ In a corrupt and oppressive society when the Church takes on the role of a good shepherd and reaches out to take care of the weak and the wounded sheep it will find itself in conflict with the wolves who regularly feed on such sheep. The Church therefore has to answer the call to carry the cross. It is in this sense that the gates of Hades will not overcome the church, because the followers of Christ will not be deterred by death, they will willingly lay down their lives, in their commitment to ‘take care of the lambs.’ In Mk14 when Jesus teaches about his own inevitable suffering and death, Peter takes him aside and begins to rebuke him. The very notion of a suffering messiah was a scandal to the church, even in its earliest days – reflects Dietrich Bonhoeffer. Even today the Church is unwilling to suffer. She is in love with Christ but not with the cross. The Church is guilty of preaching Christ
without his cross; in doing she has separated Christ from his cross. The cross is nothing more than a decorative ornament of the Christian church today. The old rugged cross has been replaced with a brand new cross with a gold polish finish. Not only has the Church compromised her own call but is guilty of dishing out cheap grace – grace without discipleship – to others at whole sale discount rates to attract more people to her fold quite a contradiction to the Christ she worships who often withdrew from places of huge crowds. The Church has extended a red carpet and made it a cake-walk for anyone and everyone to become a Christian. Not a word of commitment is asked of anyone who wants to become a Christian, lest we displease them and put them off. Where is the call to carry the cross? Where is the call to hate your life? Where is the call to lose it? Where is the call that brings not peace but division to a household? Do we ever tell a young aspirant ‘Beware, think again before following Christ,’ the son of man has no place to lay his own head’ or ‘No one who catches the plough and looks back is fit for the Kingdom of God’ When have we ever asked anyone to count cost before becoming a Christian? It is precisely for this reason that the church has become a powerless body producing bulks of lukewarm Christians each year, who never go out of their way, never dare, never take any risks, but quiet ironically are thrilled to hear messages of the impending persecution in the end times and earnestly pray to be ‘raptured’ before the persecution begins. Who in the world will ever think of persecuting such safe-players? Who would waste their time and energy over a people whose ultimate dream is to but die comfortably on a warm bed surrounded by loved ones and be gently transferred into the heavenly abode? Who could such a people possibly pose a threat too? Somebody once said If you were arrested for being a Christian, would there be enough evidence to convict you?This is a question worthy of much reflection. The Church must return to her original call, she must recapture her lost vision and become the ekklesia that the ‘gates of Hades’ cannot prevail against. The Church must once again preach the Christ Crucified who is a stumbling block to Jews and foolishness to Gentiles, but to those whom God has called..Christ the power of God and the wisdom of God.1 Cor1:23-24. Christ Crucified is still a stumbling block to many but it is only in preaching the costly gospel, will the Church once again begin experiencing the power and wisdom of God. The Church must not be ashamed of the cross but embrace it. The Church must carry her cross and follow after her Lord. The bride cannot choose a fate different than her bridegroom. Abhijeet Tivade. People who draw such conclusions by relating rape cases to dressing are perverts; even women! My answer is NO! Do you know in most rape cases, the victim never wore any revealing outfit? If this was TRUE that revealing outfit is the cause of RAPE. Their first crime may be under influence of alcohol or drugs but slowly they will get accustomed to it and start committing even when sober. Just imagine the best disciplined soldiers just becoming rapists, sexual molesters, torturers overnight during war. And we humans, as long as we know we will get away with it we become the devil's incarnate. he rapid urbanization of our towns have given rise to increasing ambient noise levels in public places from various sources such as industrial activities, generator sets, loud speakers/public address systems, music systems, fire crackers and noise from vehicles which have deleterious effects on human health and the psychological well being of the people. The Noise Pollution (Regulation and Control) Rules 2000 framed under the Environment (Protection) Act, 1986 provides the regulation for noise. Noise is typically, defined as unwanted sound. Sound which please the listeners is music and that which causes pain and annoyance is noise. At times, what is music for some can be noise for others.
Effects of Noise to human health:(a) Hearing Impairment: Hearing impairment can be either temporary or permanent. Temporary impairment is a temporary loss of hearing acuity experienced after a relatively short exposure to excessive noise. Permanent impairment is an irreversible loss of hearing that is caused by prolonged noise exposure. ( b) Sleep Disturbance: The primary effects of sleep disturbance are difficulty in falling asleep, awakenings and alteration interfering of sleep stages or depth, increase blood pressure, heart rate, etc. The secondary effects are reduced perceived sleep quality, increased fatigue, depressed mood or well being and decreased performance. (c) Annoyance: Noise annoyance may be defined as a feeling of displeasure evoked by noise and is basically a psychological response. The consequences are often ill temper, bickering and even enmity. (d) Interference with Speech Communication: Speech interference is basically a making process, in which simultaneous interfering noise renders speech incapable of being understood. Problems with concentration, fatigue, uncertainty and lack of self confidence, irritation, misunderstandings, decreased working capacity, problems in human relations, and a number of stress reactions have all being identified. (e) Performance: Symptoms of tiredness are one of the consequences, and in people doing mental work there may be considerable deterioration and efficiency or even complete loss of ability to work. ( f ) Physiological Functions: A number of physiological disorders result by interference of biological functioning of the body as a consequence of over exposure to noise. There are neurosis, anxiety, insomnia, hypertension, giddiness and nausea, fatigue and increase in sweating. Chronic noise may lead to abortions and congenital defects in children too. Startling sound can quicken human fetus’s heart rate and cause its muscle to contract. Malformation in the fetus’s nervous system may also be caused.

General observations during year 2010: Firecrackers were used mostly during Diwali, Christmas, New Year and during festivals/parties. In the monitoring of noise levels carried out by the Nagaland Pollution Control Board during Diwali 2010 in Dimapur city, all the areas monitored were found to be generating noise exceeding the prescribed levels. It was also observed that some locals (Nagas) were also seen taking part in bursting firecrackers. This study reveals that firecrackers not only cause nuisance and accident hazards but also the Ambient Air Quality is affected which in turn leads to various respiratory problems.

No matter what the reason may be for this, surrender your life and soul to the Lord and you'll not even think of it nor will that ever happen in your life. The fear of the Lord actually prevents a person for sinning and this is heavenly wisdom. We pray for wisdom "fearlessly" and it is no wonder that many lack wisdom. Fear God, it will save us from sinning. For many, it is better to carry on with extra marital affairs because the CHURCH has no say on this but it has a concrete stand on divorce. Why divorce and be labelled when you can stay "married" and enjoy life? (This is what I guess would be the mentality of many couples in dead marriages). Hokato Zhimomi: Lust of the flesh. No one can ever satisfy another person. Anyone can choose to do what he/she pleases but there are principles in life to follow as well as consequences. The marriage covenant is all about that. Anyone not willing to abide by these principles can always blame the spouse for this or that reasons as an excuse to follow after his/her own lust.

Curbing corruption top national priority: PM
New Delhi, OctOber 21 (pti): As anti-corruption crusade in the country continues, Prime Minister Manmohan Singh on Friday admitted that the agitation for establishing a Lokpal has brought the issue of cleaning up the country’s public life “right at the top of the agenda of our national priorities.” Reaffirming his government’s commitment to expeditiously move forward on a comprehensive agenda of executive, legal and technology reforms to curb corruption and deliver good governance, Dr. Singh said the government was considering changing the laws to criminalize private sector bribery. “We have introduced a Bill in Parliament to make bribery of foreign public officials an offence. Another Bill has been introduced in Parliament to provide protection to whistleblowers. The Judicial Standards and Accountability bill has also been introduced in Parliament,” he said. Delivering the inaugural address at the 18th Biennial Conference of the CBI and State Anti-Corruption Bureaux, the Prime Minister expressed the hope that a strong and effective Lokpal would be established in the coming months. “Whatever be the structure and functions of the Lokpal when it is established, the CBI as our premier investigating agency will continue to play a very important role in our efforts for ensuring probity in our public life,” he told the delegates. New Delhi, OctOber 21 (pti): With the alleged involvement of big corporates in a spate of scams apparently weighing on his mind, Prime Minister Manmohan Singh on Friday said government is considering changes in law to make private sector bribery a criminal offence. Speaking at the Biennial Conference of CBI and state anti-corruption bureaux, the Prime Minister said India has ratified UN Conventions against corruption and to meet its requirements a slew of measures which include amendments in laws pertaining to anti-graft measures. “To meet the requirements of the convention, we have introduced a Bill in Parliament to make bribery of foreign public officials an offence. We are considering changes in our laws to criminalize private sector bribery,” he said. But the Prime Minister did not not provide any details of how private sector bribery will be dealt with. He said government is working on

We have also decided that if an authority refuses to grant permission for investigation or sanction for prosecution, the reasons for such denial would have to be informed to the next higher authority. Soon, a 24X7 helpline AFSPA to be revoked in some J&K areas: Omar Abdullah to register bribe complaints
New Delhi, OctOber 21 (pti): Harassed by corrupt babus demanding bribe or delaying work? Aggrieved persons will soon be able to seek help through a 24X7 toll free number, 1964, to be made functional by the Central Vigilance Commission. According to country’s anti-corruption watchdog officials, the number will act as a one-stop solution for all complaints related to corruption. “The anti-bribery helpline will assist complainants in their problems related to unnecessary lingering of work in a concerned government department due to demand of undue favours or gratification by public servants,” a CVC official said. He said a full-fledged call centre will also be set up to provide services round the clock. “People will be able to register complaints related to bribery being faced by them in all the central government ministries, departments
and public sector units, among others,” the official said. However, complaints related to Delhi Government or its departments will not be resolved through the proposed helpline or by the Commission since it does not come under its jurisdiction. The number, 1964, assumes significance as the Central Vigilance Commission was set up in February 1964 by the government. “We have worked out the technical modalities with the Mahanagar Telephone Nigam Limited (MTNL). There are few things needed to be worked out with other stake holders. We plan to start it within two-months time,” the official said. Presently, the CVC has a toll free number 1800-11-0180 and 011-24651000 which is operational between 9 a.m. and 7 p.m. from Monday to Friday. “The 1964 will be working seven days and there will be no such time limitation to register complaints,” the official added.
He may be India’s oldest man
bhOpAl, OctOber 21 (iANS): He may be the oldest man alive in India. If Parasram Gurjar’s family tree is to be believed, he is a good 125 years old. He is a resident of Talkesri village in Hoshangabad district, 70 km from here. His family has no scientific proof of his age, but his 45-year-old grandson Hakam Singh Gurjar claimed that their ‘vanshawali’ or family tree mentioned Parasram’s age as 22 years in 1908. According to that, he was born in 1886. On World Elders’ Day Oct 1 the Madhya Pradesh government conferred on the old man the Shatayu Samman. He was among eight people felicitated for attaining the age of more than 100 years. “The medical Board of Madhya Pradesh has certified he is more than 90 years old. However, it could not provide a certificate for his age exceeding 90 years,” Hakam told IANS. “We have written to union Health Minister Ghulam Nabi Azad for making arrangements for verification of age of older people. Besides, we have applied to the Guinness World Records,” he said. Parasram is an agriculturist by profession. “He is perfectly healthy though he is a little hard of hearing. Except for being affected by pneumonia recently, he has never fallen ill. He has no ailments. He is physically capable and does most of his daily chores by himself,” Hakam said. Parasram moves comfortably with the help of a stick and can eat just about everything. The day the IANS correspondent met him, he was eating kachoris with youngsters at Coffee House in Bhopal. His only surviving son Mohanlal is now 75 years old. His three other sons and a younger daughter are no more. His family consists now of 14 grandchildren and three great grandchildren. Assuming a date, on Aug 10 every year Parasram’s birthday is celebrated by his family. He does not take old age pension from the government as he feels the amount is too meagre. The self-claimed supercentenarian said about his longevity: “Apart from a proper diet, the only thing that has kept me going is hard work. I am really saddened that today’s generation is much weaker and is not hardworking.”
SriNAgAr, OctOber 21 (pti): The Armed Forces Special Powers Act (AFSPA) and the Disturbed Areas Act will be revoked from some areas of Jammu and Kashmir within the next few days, Chief Minster Omar Abdullah said on Friday. While assuring the people that revocation of these laws will not have any adverse affects, he said the measure will, however, put an added responsibility on the shoulders of State police and paramilitary forces. “Time has come for revocation of laws (AFSPA and DAA), which were invoked in the State after militancy, from some areas of the State within the next few days,” Omar said addressing the Police Commemoration Day at Zewan near Srinagar. He, however, did not name the
areas from where these laws will be revoked. “I am not in a position to name those areas at the moment.” Omar said as the situation improves in other parts of the State and the influence of militancy in these areas ends, these laws will be revoked from all parts of the State. He said the declining number of police and other security forces’ martyrs last year shows the situation has improved. “Out of 635 martyrs from across the country, Jammu and Kashmir, which has been a victim of terrorism, had only 18. A small State like Delhi has 15, which speaks about the improvement in the situation,” he said. Omar said security forces will have to work harder to ensure the situation across the State continues to improve.

Cash-for-vote: Kulkarni, BJP ex-MPs denied bail
New Delhi, OctOber 21 (pti): A Delhi court on Friday dismissed the bail plea of Sudheendra Kulkarni, former aide of BJP leader L.K. Advani and an accused in the 2008 cash-for-vote scam. Besides Kulkarni, Special Judge Sangita Dhingra Sehgal also denied bail to former BJP MPs Faggan Singh Kulaste and Mahabir Singh Bhagora. “Sorry, I am not granting bail to all of you,” the judge said. Kulkarni is in Tihar Jail under judicial custody after his interim bail plea was rejected. He had appeared before the court on September 27 in pursuance to the court’s summon. Kulaste and Bhagora were arrested on September 6 along with Rajya Sabha MP Amar Singh.
The court, while dismissing the bail pleas, observed the accused had “ample opportunity” to inform the law enforcing agencies when they received the illegal gratification. “They (accused) had ample opportunity to inform any law enforcing agency,” the judge said. Besides these three accused, Rajya Sabha MP Amar Singh, his former associate Sanjeev Saxena and BJP activist Sohail Hindustani are in judicial custody for their alleged complicity in the offence. The court also termed the offence committed by accused as “serious and grave“. The judge also referred to CDs of the sting operation, conducted by a private news channel, saying the BJP MPs were
seen taking the illegal gratification. The crime branch of Delhi Police, in its charge sheet, had described Kulkarni as the “mastermind” of the cash-for-vote scam and said he had remained in touch with the conspirators and was present when the “illegal gratification” was paid to the then BJP MPs. Kulkarni was “fully aware” that the money had been paid to the three BJP MPs —Kulaste, Bhagora and Ashok Argal — but he did not inform the law enforcement agencies about the illegal gratification, police had said. Kulkarni has been chargesheeted under section 120-B (criminal conspiracy) of the IPC and provisions of the Prevention of Corruption Act.
‘Breast cancer cases in India to double by 2015’
New Delhi, OctOber 21 (iANS): Breast cancer has overtaken cervical cancer to become the leading site of cancer in metro cities and is expected to double by 2015, experts said. “Breast cancer has overtaken cervical cancer to become the leading site of cancer in Delhi, Bangalore, Mumbai, Chennai, Bhopal, Ahmedabad and Kolkata with the relative proportion ranging from 21.7% to 28.7%,” said P.K. Julka, professor of Oncology, All India institute of Medical Sciences (AIIMS), New Delhi. Speaking on the occasion of the Breast Cancer Awareness Month, Julka said though the incidence of breast cancer in India per 100,000 population is significantly less compared to other countries but the mortality is almost 50% of the rate. In India, the number of new breast cancer cases is about 115,000 per year and this is expected to rise to 250,000 new cases per year by 2015.
HDI in India rises by 21%: Kerala leads, Guj far behind
New Delhi, OctOber 21 (AgeNcieS): The Human Development Index (HDI) in the country rose by 21 percent, says a report while cautioning that health, nutrition and sanitation remained key challenges for India. India Human Development Report, 2011, prepared by Institute of Applied Manpower Research, placed Kerala on top of the index for achieving highest literacy rate, quality health services and consumption expenditure of people. Delhi, Himachal Pradesh and Goa were placed at second, third and fourth position respectively. The report was released today by Planning Commission Deputy Chairman Montek Singh Ahluwalia in the presence of Rural Development Minister Jairam Ramesh. On the issue of right to food and nutrition, the HDI revealed that calorie consumption has been declining and the intake of calories by poor are way below the recommended norm. It said, as on today, two-thirds of the households in the country reside in pucca (cemented) houses and three-fourth of families have access to electricity for domestic use. According to the report, India’s HDI has registered an impressive gains in the last decade as the index increased by 21 per cent to 0.467 in 200708, from 0.387 in 1999-2000. However, it noted that Chhattisgarh, Orissa, Madhya Pradesh, Uttar Pradesh, Jharkhand, Ra-
jasthan and Assam are those states which continue to lag behind in HDI and remain below the national average of 0.467. At the same time, the quantum of improvement in HDI in some of the poor states was higher than the national average, the report said, citing the cases of Bihar, Andhra Pradesh, Chhattisgarh, Madhya Pradesh, Orissa and Assam. The overall improvement in the index was largely attributed to the 28.5 per cent increase in education index across the country. It ranges from 0.92 for Kerala to 0.41 in in the case of Bihar. The improvement in the education index was the “greatest” in states like Uttar Pradesh, Rajasthan and Madhya Pradesh to name a few, the report said. The analysis also indicates that improvement in the health index, as compared to education, has been lower. It ranges from 0.82 in Kerala to 0.41 in Assam. It observed that despite the Right to Education Act, school education faces challenges of quality and employability. The report also said that despite improvements, health, nutrition and sanitation challenges are most serious. Stating that open defecation was posing a serious threat to health and nutritional status, the report said even though half of the population had access to sanitation in 2008-09, there was still wide inter-state variation. It said 75 per cent households in Madhya Pradesh, Rajasthan, Bihar, Chhattisgarh,
Jharkhand, Orissa and Uttarakhand do not have toilet facilities.The report revealed even in nirmal gram puraskar winning villages, toilets are often being used for storing, bathing and washing purposes. The report said Gujarat fares the worst in terms of overall hunger and nutrition among the industrial high per capita income states. The report also noted that “India is the worst performer in terms of low birth weight, underweight and wasting among children in BRIC and SAARC countries”. Reacting to the findings, Ramesh said increased focus should be laid on health and nutrition during the 12th Plan period even as he lauded the growth in the education sector. “On nutrition, I am puzzled as to why high rate of malnutrition continue to persist even in pockets of high economic growth,” he said referring to findings of Gujarat. The minister said total expenditure on sanitation has been only one-tenth of the resources allocated for the water sector. Ramesh attributed the positive growth in education to Central “interventions” like Sarva Sikshya Abhiyan and RTE. The report said between 2002-03 and 2008-09, there has been an improvement in condition of people’s housing
with 66 percent population residing in pucca housing. In rural areas, share of household in pucca houses has increased from 36 percent to 55 percent. It said a greater proportion of Muslims than the SCs and STs live in pucca houses due to their urban concentration. The report revealed that three-fourths of all households had access to electricity, with 75 per cent households having access to electricity for domestic use. Insofar as tele-density was concerned, the report said it increased at an “impressive pace” over time from 22 percent in 2008 to 66 percent till December 2010, largely led by growth in urban tele-density. It said good governance and social mobilisation by state governments was reflected by the fact that SCs and OBCs in Delhi, Himachal Pradesh, Tamil Nadu and Kerala were better off than even the upper castes in Bihar, Chhattisgarh and Uttar Pradesh in terms of various health outcome indicators. The report also highlighted the fact that 60 percent of the poor were concentrated in states like Bihar, Orissa, Madhya Pradesh and Uttar Pradesh. It said though incidence of poverty declined over the years across states, the above said states performed much worse than others in terms of poverty reduction. Further, asset ownership both in urban and rural areas continued to be highly unequal and concentrated among top five per cent of households.

Clinton warns of tough action if militants don’t cooperate

ISLAMABAD, OctOBer 21 (reuterS): Secretary of State Hillary Clinton warned on Friday that stern action would have to be taken against Afghan and Pakistani militants if they did not cooperate in efforts to stabilize Afghanistan and pursue peace. After 10 years of war, it was time to get the Taliban in Afghanistan and Pakistan, as well as the al Qaeda-linked Haqqani network, involved in those efforts, Clinton said. "Now we have to turn our attention here on the Pakistani Taliban, Afghan Taliban, Haqqani and other terrorist groups and try to get them into a peace process," Clinton told a news conference in Islamabad. "But if that failed, prevent them from committing more violence and murdering more innocent people," she said. Pakistan is seen as critical to the U.S. drive to end the conflict in Afghanistan, but it is often an uneasy relationship. Pressure on Islamabad to take decisive steps against militants has been mounting since U.S. special forces found and killed Osama bin Laden in May in a Pakistani garrison town, where he had apparently been living for years. On Thursday, Clinton, CIA director David Petraeus and Chairman of the Joint Chiefs of Staff General Martin Dempsey delivered a tough message to Pakistani leaders to crack down on militants, especially groups like the Haqqanis that are blamed for attacks on American targets in Afghanistan. "We had a very in-depth conversation with specifics. And we are looking forward to taking that conversation and operationalizing it over the next days and weeks, not months and years, days and weeks," she said, adding "we have a lot of work to do to realize our shared goals". The secret bin Laden raid caused the worst damage to ties between the allies since Pakistan joined the U.S. "war on terror" after the September 11, 2001, attacks on the United States. Pakistan's military said the raid was a flagrant violation of sovereignty, while in Washington U.S. officials

"We think that Pakistan for a variety of reasons has the capacity to encourage, to push, to squeeze ... terrorists, including the Haqqanis and the Afghan Taliban, to be willing to engage in the peace process," she said. Analysts say the Pakistani military could suffer heavy casualties if it took on the Haqqanis. Sirajuddin Haqqani, head of the network, recently told Reuters he had more than 10,000 fighters under his command. Clinton said Pakistan would itself suffer if it failed. "You can't keep snakes in your backyard and expect them only to bite your neighbors," she said. Friday's joint news conference came a day after what had been described as "extremely frank" discussions Clinton and her heavyweight team held with their Pakistani counterparts. The mood seemed less tense on Friday. "It seems they are making an effort, a genuine effort to improve the relations," said political analyst
Talat Masood. "To what extent they succeed, we can't tell now. There seems to be desire on both sides to improve the relationship." Clinton seemed to put more emphasis on Pakistan as a potential peacemaker in Afghanistan instead of focusing on its failure to eliminate militancy in the border area. "Coalition and Afghan forces are increasing the pressure on the Taliban in Afghanistan," Clinton said. "And across the border, we look to Pakistan to take strong steps to deny Afghan insurgents safe havens and to encourage the Taliban to enter negotiations in good faith." Khar said there was no question of any Pakistani support for safe havens, saying its position was "unequivocal". Pakistan argues that it can't go after the Haqqanisbecausethearmyhasitshands full with homegrown Taliban militants. It also has to contend with others like Maulvi Fazlullah, an Afghanistanbased Taliban leader who has vowed to return to fight the government and then U.S. forces in Afghanistan after melting away during an army offensive in 2009. Fazlullah re-emerged as a threat in recent months when his fighters took part in cross-border raids that killed around 100 Pakistani security forces. Pakistani leaders must always tread cautiously because anti-U.S. sentiments run high. Many Pakistanis are angered by U.S. drone strikes against militants in the northwest, and say the country's army is fighting a war based on American interests. About 90 people staged a protest in the eastern town of Multan against Clinton's visit. Clinton said, despite frequently strained ties, "we cannot walk away". Analysts saw few signs of flexibility in Washington's demands. "I think there is an effort to mend the fence but at the same time I see very little sign of flexibility in the American approach to get tough with Pakistan," said Riffat Hussain, chairman of defense and strategic studies at Quaide-Azam University in Islamabad.

The struggling government of Socialist Prime Minister George Papandreou won the parliamentary vote with 154 votes in favor and 144 against, despite the decision by one deputy in the ruling party to oppose one article in the package. The victory should ensure the European Union and International Monetary Fund release a vital 8 billion euro ($11 billion) loan tranche which the government needs to keep paying its bills past November. The mix of deep pay and pension cuts, tax hikes and changes to collective bargaining agreements has been bitterly opposed and at least 70,000 people joined protests in Athens’ Syntagma Square in front of parliament. Groups of black-clad youths clashed with rivals from PAME, a communistaffiliated labor group, and police later cleared the square. At least 74 people were taken to hospital with injuries and one man died of a heart attack on the fringes of the protest, but officials said he had not been hurt in the incidents. Papandreou now flies to Brussels for a meeting of European leaders on Sunday to try to prevent the debt crisis spinning out of control. A second summit is also expected to be held on Wednesday.
BANGKOK, OctOBer 21 (reuterS): Thailand reported progress in diverting floodwater round its capital into the sea on Friday but the threat of water swamping Bangkok lingered with canals full to the brim and heavy rain forecast for next week. After trying to hold the line for a week, the government opened some canals on Thursday to allow water to run through the inner city, carrying the risk of inundating some districts but relieving pressure on dikes. Thailand's worst floods in five decades, which have killed at least 342 people since July and devastated industrialized areas to the north of Bangkok, are the first real test for politically inexperienced Prime Minister Yingluck Shinawatra, whose government has had to form uneasy alliances with the military and political rivals to coordinate the relief effort. Bangkok's metropolitan authority is controlled by the opposition Democrat Party, while the military has a frosty relationship with the ruling Puea Thai Party because of its de facto leader and Yingluck's brother, Thaksin Shinawatra, the self-exiled former premier overthrown by the army in 2006. The flood problem was building even before she took office in early August and looks set to cost industry more than $3 billion, slashing economic growth this year. "If the floodwater reaches Bangkok, we're looking at five to ten times the damage we've already seen," Bangkok Bank's executive vice-president, Bhakorn Vanuptikul, told Reuters outside his bank's fortified headquarters. "The damage would be immeasurable because of the disruption to people's lives."

Tim Bresnan fined for snatching cap from umpire
India deserves an F1 circuit: Schumacher
MOhali, OctOber 21 (Pti): England fast bowler Tim Bresnan was on Friday fined 7.5 per cent of his match fee for snatching his cap from umpire Sudhir Asnani during the third One-dayer against India here on Thursday. The incident happened at the end of the 18th over when Bresnan snatched his cap from Asnani after finishing his fifth over. The burly paceman had pleaded not guilty when on-field umpires Billy Bowden and Asnani and third umpire S Ravi laid the charge, hence a hearing took place at the end of the match which was attended by all the umpires, the player, England coach Andy Flower and England team manager Phil Neale. "Bresnan was found to have breached Article 2.1.3 of the ICC code which relates to `showing dissent at an umpire`s decision during an international match, which also includes snatching the cap from the umpire," an ICC release said. ICC Match Referee Roshan Mahanama said international cricketers should behave properly during matches. "The umpires deserve the utmost respect not only because they do a difficult job in the middle but also because millions of budding and aspiring cricketers watch every move of the players.” "This makes all the international cricketers more responsible and accountable for their actions, particularly in their dealings with the umpires in various match situations," Mahanama said in the release. All Level 1 breaches carry a minimum penalty of an official reprimand and/or a maximum penalty of 50 per cent of a player`s match fee.
Mithun to replace injured Umesh for remaining ODIs new Delhi, OctOber 21 (agenices): Karnataka pacer Abhimanyu Mithun would replace injured Umesh Yadav in the Indian squad for the 4th and 5th ODIs against England. Earlier on Thursday, fast-bowler Umesh Yadav suffered a finger injury during the third ODI. "Umesh Yadav sustained an injury during the Mohali ODI against England and has been ruled out of the remainder of the ODI series against England. Abhimanyu Mithun has been named his replacement. He will join the Indian team in Mumbai," BCCI Secretary Sanjay Jagdale said in a release. Captain Mahendra Singh Dhoni had said at a post-match press conference that Yadav sustained an injury on a finger in his left-hand while fielding and he was expected to miss the games in Mumbai and Kolkata. "Umesh suffered an injury on his left-hand finger while trying to stop a Jonathan Trott shot. He will most likely miss the next two ODIs," Dhoni had said. Yadav, the 23-year-old Vidharbha bowler, took four wickets for 153 runs in the three matches he played. Though he failed to impress in the third ODI on Thursday, conceding 71 runs without taking any wicket from his quota of 10 overs.
Dan Wheldon's funeral set for Saturday st. Petersburg, OctOber 21 (Pti): The funeral for two-time Indianapolis 500 champion Dan Wheldon, killed in a 15-car crash at a Las Vegas race last Sunday, will be conducted on Saturday in St. Petersburg, Florida. Susie Wheldon, the racer`s wife and mother of their two children, released details of the ceremony and invited the racing community to attend services at the First Presbyterian Church of St. Petersburg. "Although the last few days have been unbearable for our family, the overwhelming love and support we have received are rays of sunshine during these dark days," she said in a statement. "The outpouring of sympathy and condolences has been so comforting, and I want to thank everyone for their kind notes, letters, gifts and flowers.” Wheldon suffered un-survivable head injuries when his car went airborne in a chain-reaction wreck on lap 11 and slammed into the outer safety fence at Las Vegas Motor Speedway, then struck the concrete wall and burst into flames. "Dan touched the lives of many people, and I would like to invite those citizens in our community who knew and loved my husband to attend his funeral service.” "Though we won`t be able to fit everyone inside, I know that Dan would have wanted the community to share in the celebration of his life and to grieve his passing. Thank you again. I am forever grateful for your kindness." Wheldon, who won his second Indy 500 title in May, was set to join Andretti Autosport for next season after not having a full-season ride in 2011, when he served as test driver for a new 2012 IndyCar chassis designed to be safer. IndyCar will stage a public memorial service to remember Wheldon on Sunday at Indianapolis in the home arena of the NBA Indiana Pacers.

new Delhi, OctOber 21 (ians): Retirement is the last thing on the mind of seven-time world champion Michael Schumacher. In fact, the ace German driver, a legend in the motor racing circuit, is "curiously" looking forward to the inaugural Formula One race in India and says the country certainly deserves it. "I have always been in favour of new countries being involved in the sport, as I believe a World Championship should be fought out all over the world. India certainly deserves a F1 circuit," Schumacher told IANS in an e-mail and telephonic interview from Germany. Schumacher, who made a surprise return to F1 by signing a three-year contract with the Mercedes GP team in 2010, feels India is a valuable addition on the race calendar. "I must say I am eagerly looking forward to come to India. I have never been there except for a brief stop-over during a flight; so I am very curious to experience your country," Schumacher said. The 43-year-old, with a record 91 race victories, 68 pole positions and 78 fastest laps, is statistically the greatest driver to have raced in F1. The veteran, however, has not even managed a podium since his comeback last year and his best result of the season has been the fourth place finish in Canada. Schumacher says he still has fire in his belly to take on the best in the business and quitting has not crossed his mind. "My contract runs until the end of next year. Supreme Court clears way for Indian GP 2011 new Delhi, OctOber 21 (agencies): The Supreme Court today, Friday, cleared decks for Indian GP F1 race in Greater Noida, directing Organisers directed to deposit 25 per cent of sale proceeds from tickets in separate accounts. Taking up a Public Interest Litigation (PIL) that subjected to Uttar Pradesh government's intentions in giving an entertainment tax waiver to the race organisers, Jaypee Group, for organizing the Formula One race in Greater Noida, the Supreme Court gave its decision. The apex court had slapped a notice on the UP government on Tuesday over the exemption of tax at the Buddh International Circuit on its media unveiling day. A bench headed by Justice D K Jain also issued notice to Jaypee Group, organiser of the sporting event, and asked them to file their response by Friday on why the event was given exemption from entertainment tax. India's first Formula 1 event is scheduled to be held in Greater Noida, adjacent to the national capital, on October 30. closer, I will certainly make my mind up. MuMbai, OctOber 21 (agencies): Saina Nehwal has always given her supporters jitters with her slow starts in tournaments before picking momentum. The Commonwealth Games final in New Delhi had seen the Indian ace go match-points down before showing nerves of steel to get back into the game and win it. Off-late, however, Saina has been missing that spark. With her straight-games exits in the second round of Denmark Open on Thursday, the grit to counter-attack seems to have been replaced by a sense of lethargy. And coach Gopichand is expectedly concerned. “Saina has been a bit sluggish in recent tournaments. Her mobility on court has been a cause for concern and we will want to repair that as soon as possible,” Gopichand told The Indian Express on Thursday. A bout of cold and sore throat would no doubt have restricted Saina’s movement on court and she was not able to move as well as she would’ve liked. “Her opponent too had an exceptional game with her net-play and her smashing ability,” Gopi said of the 21-19 21-13 defeat in 36 minutes against World No 18 Tzu Ying Tai.
Saina had beaten Tai on four previous occasions, two of them seeing Nehwal come out winners in three-setters despite less-than-satisfactory starts. After being down 4-11 going into the first break, Saina showed glimpses of that grit and came back to level at 18-18, only to concede the game 21-19. The second game saw her start well but lose the plot as her net play disintegrated. While she managed to level things at 1010, she drifted off to lose four points on a trot, going down 21-13. Manchester, OctOber 21 (aFP): Manchester City defender Micah Richards believes Manchester United are "frightened" of their cross-town rivals as the two clubs prepare for their Premier League showdown on Sunday. Richards believes that after years of living in United's shadow, league leaders City are perfectly positioned to supplant their more successful neighbours as the dominant force in English football. "United now know, much as they won't say it, that we are a genuine threat to them," the 23-year-old England international told the Manchester Evening News here Friday. Richards is also delighted that City's FA Cup win last season has forced United fans to remove a banner from Old Trafford referencing their rivals' 35-year trophy drought. "To get that banner down is quality -we have got the last laugh," Richards said. "We are not going out and saying we will win this game or that game, but they call us the noisy neighbours. I think they're a bit frightened."
Richards said he is expecting a bruising encounter at Old Trafford on Sunday as City chase their first league win over United since 2008. "The last four derbies have not been that ferocious really," he said. "Three or four years ago it was ridiculous, some of the tackling. s the heartwrenching story of how Steve Jobs' biological father tried to reach out to him while he was still alive emerged, fans of the former Apple CEO were saddened he never had the chance to meet the man who gave the world the computer visionary. But now his biographer Walter Isaacson has exclusively revealed that the Apple CEO actually met his father several times without realising it. When he was told of the accidental meeting, Jobs said he did not want his father to hear about it as he had done some research on him and 'did not like what he learned'. In one of the more ironic revelations from the fascinating and complex life of the computer genius, the biographer says that several times in the late eighties, Jobs met his father at a popular Mediterranean restaurant he then owned in Silicon Valley which he sometimes liked to eat in. MOHALI, OCtObeR 21 (PtI): The ongoing ODI series against England might be billed as 'revenge series' for India after the drubbing they received this summer but captain Mahendra Singh Dhoni is in no mood to term it that way, saying "revenge is a very strong word in sports". Whitewashed in all three formats of the game in England, India took sweet revenge by taking an unassailable 3-0 lead in the ongoing rubber against the Englishmen with a seriesclinching five-wicket victory in the third one-dayer. "Revenge is a very strong word when it comes to sport. I don't think it should be used in sport. On one side we are speaking about spirit of the game and on the other side we are talking about revenge," Dhoni said at the postmatch press conference. Dhoni also lauded his young team for putting up a terrific show against a strong England side in the three matches so far in the absence of a couple of senior players due to injuries. "I am quite happy with the performance of the team when it comes to the ODI format. In England, we made lots of runs, it's just that we never won the toss and had to bowl last. On couple of occasions, rain and dew factor played spoilsport," he said. "Here the conditions are in our favour. The bowlers are used to the conditions and bowling really well. ZURICH, OCtObeR 21 (ReUteRS): Rio de Janeiro will stage the 2014 World Cup final with Sao Paulo hosting the tournament's opening match featuring Brazil, world soccer's governing body FIFA announced on Thursday. The semifinals were awarded to Belo Horizonte and Sao Paulo, which has only just started work on its stadium and was omitted from the 2013 Confederations Cup warm-up event. The match schedule for the event, which begins on June 12, could involve a lot of travelling for squads and fans after organisers decided against basing teams in one or two venues. "The teams will travel around the country so that not just the biggest cities get the best teams," said Ricardo Teixeira, head of the local organising committee. Sao Paulo only began work on the Itaquerao stadium in June after the original venue, the Morumbi, was ruled out last year because of a lack of financial guarantees. The team eventually drawn as number two in Group A will have to play in Sao Paulo in the south-east, then travel to Manaus, a 3-1/2 hour flight away, and finally Recife, another long flight, in their first round group.

LONDON, OCtObeR 21 (AgeNCIeS): Wayne Rooney could well be selected for the Great Britain squad for the football tournament at London 2012, should his ban for the opening three games of the European Championships be upheld. The Manchester United forward is facing the prospect of missing out on much of next summer's tournament in Poland and Ukraine, after being banned for the entirety of the group stages - subject to an appeal - following his red card in England's recent qualification match against Montenegro. The possibility that Rooney may not even play at the European Championships - if England fail to escape their group - has opened the door to the prospect of the 25-year-old also being picked in Team GB's Olympic squad later in the summer, although the Football Association will leave Stuart Pearce who was unveiled as the
play in both tournaments. Any of the situations would have to be managed sensitively and sensibly." Club sides are also likely to have a say in whether their players are called up for the Olympics, although with the final due to take place on the same day as the Community Shield, players' participation would only mildly affect domestic campaigns.
