New Delhi, OctOber 25 (iaNS): A charter of demands of the outlawed United Liberation Front of Asom (ULFA), which includes constitutional amendments to provide Assam greater control over its natural resources, was discussed Tuesday with a central government team led by Home Secretary R.K. Singh during peace talks here. “It was a very positive meeting. We have had a point-bypoint discussion on our charter of demands,” ULFA chairman Arabinda Rajkhowa, who led the six-member team of his outfit,

told reporters after the 90-minute talks held at the North Block office of the union home ministry. This is the second round of talks between ULFA and the centre, after a ceasefire was agreed to early this year. “We hope that the positive attitude of the central government will continue and help in finding an amicable solution to our demands,” he added after the closed-door talks. P.C. Haldar, the interlocutor between the two sides, and senior officials of the ministry were also present. The next round of talks

would be held in November, officials sources told IANS. The centre told the ULFA team thattheirdemandwillbediscussed in detail in the next round when officials from different ministries would take part, sources said. Members of the Aggrieved Teachers’ Association of Nagaland (ATAN) have launched an indefinite hunger-strike from today outside the office of Directorate School Education in Kohima. The association is demanding implementation of the Cabinet “approval” of March 21 and revocation of the government’s “abeyance order” on teachers under scanner since investigations into the “bogus” teachers’ was launched. Speaking to media persons, the secretary of ATAN, Yanger, said that government was given a 3-months

time to resolve the issue. During the three months, show-cause notices were served to the teachers including those who were recommended for retention by the Cabinet. “Apprehending the situation that government is not serious with the 3 months time assurance and instead, we started receiving show cause notice instead of inviting for meeting or discussion, we launched the hunger strike”, the general secretary disclosed. The day’s strike went apparently futile that even after three consecutive meetings held with the Principal Director and officials, no solution

could be arrived at. The department was reportedly not in a position to give ‘written assurances’ which the ATAN members demanded for. Yanger disclosed that the officials appealed for suspension of the agitation, but the association refused till they received a “written assurance” from the department. The aggrieved teachers are reported to have gone through three tests – the Special Investigation Team’s, the Special Verification Committee and the District Verification Committees. NSCB presently running at 60% loss

Dimapur, OctOber 25 (Dipr): NSCB Managing Director, Thadani said that NSCB is presently running at 60% loss due to non-recovery of loans. He was speaking at the closing function of training on capacity building of Primary Agriculture Co-operative Society (PACS) functionaries under a revival of short term cooperative credit structures held from October 18 to 22 at Nagaland State Co-operative Bank (NSCB) Ltd Head Office Conference Hall. Thadani said that NSCB is presently running at 60% loss due to non-recovery of loans being taken by the PACS operating in the State and in order to raise the dying societies, financial assistance in going to be given through a revival package. He further said

that the training is given to make PACS strong, which in turn would make the NSCB strong. He stressed on the PACS to use the money judiciously and also educate other PACS functionaries under the district. He also expressed hope to see prosperous PACS in near future. Board of Director, Kashito Yepthomi visited the PACS while the training was in progress and thanked the Managing Director for upgrading NSCB Zunheboto from ‘B’ to ‘A’ grade. KOhima, OctOber 25 (Dipr): Expressing serious concern over the traffic congestion in Kohima town, Home Minister Imkong L. Imchen convened a meeting on October 25 at the Chief Secretary Conference Hall Kohima. Kohima town the capital of the State is the pride of the people of Nagaland and is the home of the Naga people where every Naga wanted to make it comfortable and homely to live, the Home Minister said. He however regretted that the road condition is not conducive to the likings of the people because it was not a planned town and for which we could not blame each other at this point of time. He suggested that we could only make efforts on how best it could be improved for better. In this context the Home Minister felt imperative on the part of everybody to sacrifice a part of their liberty and

comfort, so that together we could make Kohima a better place for all the people to live. Imkong L. Imchen informed that keeping in view of the above stated position the Government has decided to restrict/prohibit vehicle parking in the Kohima main town road with effect from first week of November 2011. “This is an experimental step we are initiating subject to review/improvement anticipating good suggestions from various quarters of the public,” he further added. Home Minister Nagaland appealed to all concern citizens to kindly bear to the decision if there is any inconvenience meted out to them. He also stated that the detailed administrative order will be issued by Deputy Commissioner Kohima very shortly. “We are contemplating to enforce similar decision in Dimapur also” he informed. The Home Min-

ister also requested the SP Kohima to discuss with the DGP Nagaland with regard to security deployment and re-activating of security network in view of the fact approaching festive season. Nagaland state is the first state to flag off Badhte Kadam for 2011 where the team will visit Mon, Longleng, Kiphire and will culminate at Dimapur on October 29 at Holy Cross School Auditorium. MUMBAI, OctOBer 25 (PtI): The Reserve Bank of India on Tuesday chose to continue with its tight monetary stance and raised interest rates by 25 basis points-- 13th time since March, 2010-- to tame inflation, even as it lowered the growth target to 7.6 per cent for the current fiscal. In a major policy decision, Reserve Bank Governor Duvvuri Subbarao also deregulated savings bank deposit rates with immediate effect. “Changing the policy stance when inflation is still far above the tolerance level entails risks to the credibility of the Reserve Bank’s commitment to low and stable inflation,” the policy document said, even as it admits that growth momentum has slowed down. It said inflation will start cooling by December this year and is likely to come down to 7 per cent by March, 2012. Today’s hike is the 13th since March, 2010. The series of rate hikes has cumulatively increased interest rates by 525 basis points. The policy is expected “to continue to anchor medium term inflation expectations”, while stimulating

investment activity to support growth. Borrowers, who are livid at repeated rate hikes, can heave a sigh of relief as the RBI hinted at a reversal of policy stance by saying the likelihood of a hike in December is “relatively low”. The Reserve Bank of India (RBI) has kept other key rate and ratio-- bank rate and cash reserve ratio (CRR)-- unchanged at 6 per cent each. It also retained the statutory liquidity ratio (SLR) at 24 per cent . Factors like weakening global macroeconomic outlook and high domestic inflation will pull down the economic growth rate further, RBI said while lowering the GDP forecast for the current fiscal to 7.6 per cent from its earlier projection of 8 per cent. The risks to the policy emanate from worsening global macro scenario, commodity prices and increase in government spending which could crowd out private investment, it said. An important policy decision RBI announced today is the freeing of savings bank deposit rates with immediate effect, the last bastion of the regulated interest rate regime. Earlier in May, RBI had raised

the savings deposit rates to 4 per cent from 3.5 per cent. Giving banks the freedom to fix the savings accounts interest rate, RBI said banks will have to offer uniform rate on deposits of up to Rs one lakh. On higher amounts, they can give differential rates to depositors. It has also permitted commercial banks to open branches in tier II cities without prior approval of RBI. The Reserve Bank of India has also proposed to notify banning prepayment penalty on floating rate home loans, as recommended by the Banking Ombudsman recently. The policy document further said that RBI will issue the final guidelines on credit default swaps by November-end. As banking system prepares to go on to the BaselIII framework requiring higher capital adequacy, the RBI said the draft guidelines for its implementation will be issued by December-end. As regards the micro finance sector, RBI has given the go-ahead for creating a new category called NBFC-MFIs (NBFC-Micro finance Institutions).

s one of the concerned senior Naga citizens, once again, I am making an appeal to all the peace loving citizens of Nagaland, especially the educated class, to earnestly and willingly acknowledge the work of the FNR and to rally around our leaders of all the factions together for the noble cause of our country. It is doubtless that they are negotiating with the Government of India sorting out the problems in all sincerity based on our demand for freedom. This negotiation is to arrive at a peaceful political solution to our long standing problem, applying give and take policy, acceptable to both the parties. Unlike the bygone Congress Governments at the centre, the UPA Government is now sincerely negotiating with our leaders for a peaceful negotiated political settlement, avoiding the path of violence. In the days past, the Indian leaders from Prime Minister Jawaharlal Nehru down to Morarji Desai had never agreed to negotiate with the NNC under the able leadership of A.Z. Phizo, President, and Imkongmeren, Vice President, despite countless appeals being made to them. On the contrary, the Parliament of India passed the Unlawful Activities Act, empowering the Indian Army to exterminate the Nagas indiscriminately. As a result, uncountable Naga lives were lost; freedom fighters and innocent public; men and women. Concentration camps throughout the Naga country were set up and torture became a part of daily life. Thousands were apprehended and put behind

bars in different Jails of India. Thus through the bullet and starvation, thousands of our people were done to death. By the time Ceasefire was declared on 6th September, 1964, a little more than one lakh Nagas had fallen and by then, most of my friends who were patriots and dedicated leaders had lost their lives through bullets and merciless tortures. That apart, Jawaharlal Nehru, the then Prime Minister of India, gifted the entire Eastern Nagaland to the then Prime Minister of Burma, U-Nu, at a joint meeting of the two heads of State held in Kohima in 1953 and boundary pillars were erected in 1955. Looking back, one wonders as to how the leader of the caliber of Nehru, who is hailed as a true humanitarian, could commit such act of callousness in dealing with the Nagas. It was also unfortunate that Nehru’s successor, his daughter Indira Gandhi, fared no better when it came to dealing with the Naga Political issue. Like a dictator, she disregarded the sanctity of the ceasefire agreement signed on 6th September, 1964, and unilaterally withdrew the ceasefire, bringing the political negotiation to a deadlock, and another period of army operation began, the consequence of which was more serious than the pre-ceasefire days and continued up to the recent times. This second reign of terror led to the death of more than three lakh Nagas. The brief rule of the Janata Party under Prime Minister Morarji Desai also brought no respite. It is a fact the in June, 1977, Morarji Desai met the

NNC President A.Z. Phizo accompanied by Khodao Yanthan, in London, which meeting was the briefest ever held between leaders in history. It is on record that at the meeting, the NNC President reiterated his stand that Nagas were never Indians and Nagaland was never a part of Indian Territory and that the Nagas were suffering under the oppression of the Indian Armed Forces. A.Z. Phizo also proposed a political dialogue to bring about an end to the Naga political issue. Morarji Desai, however, bluntly replied, that the Nagas are not suffering and that if Phizo insisted on talking about Nagaland, I would terminate the meeting. At this stage, A.Z. Phizo raised a question: “will the Prime Minister exterminate the Nagas?”, to which Desai replied: “Yes, I will show no mercy.” Khodao Yanthan then informed the Prime Minister that the Nagas thought he would be the man for the final settlement of the Naga problem, but Desai bluntly replied: “What is there to settle? I will show absolutely no leniency to rebels. I have no compunction about that.” Finally, Phizo asked: “Will there be further opportunity for discussion?” and Desai’s curt reply was: “What discussion? There will be no discussion.” Thus the meeting ended. With the change of leadership in India, beginning with Prime Minister Narasimha Rao, however, there has been change of attitude of the Indian Government towards the Naga political issue. A new chapter has opened with the signing of the ceasefire agreement between the Gov-

ernment and the leadership of the NSCN and the initiation of the talks for a peaceful negotiated settlement between the parties with the Government of India recognizing the Naga situation as “Unique.” Though the negotiation is taking a long time, which often leads to the suspicion that the Government of India may be employing delay tactics to wait out the demise of the Naga negotiators and thereby the natural death of the issue itself, from the manner in which the negotiations are taking shape, there is no doubt about the sincerity of both parties to bring about a lasting solution, though the solution may not be in complete accordance with the demands of the Nagas. But success or failure of the negotiations depends to a greater extent upon the Nagas as a whole. Unless we stand united and with one voice, leaving aside all differences, past or present, the Government of India may refuse to come to terms with certain major issues, taking advantage of our disunity. To command the respect of the Government of India, unity of the Nagas is a must. Under the circumstances, I call upon the Nagas, lovers of liberty, to reunite once again as in the days when our people united in utmost sincerity for the first time to stand united for our liberty and to earnestly extend support to our leaders under Isak Chishi Swu and Th. The first patch is between border pillar numbers 1369/3-S to 1373/3S and the area involved is around 299 acres. The area is under adverse possession of the Palathal tea estate of Bangladesh. The second area is between border pillar numbers 1375/2-S to 1375/3-S and the third area is between border pillar numbers 1375/5-S to 1375/6-S and the area involved is around 11.73 acres and the people of Bangladesh are cultivating in the area. However, there is no human habitation and the citizens of Bangladesh only come to the area for cultivation. Interestingly, border pillars were erected in that area long back before the creation of Bangladesh, but the people of the neighbouring country gradually encroached upon the area because of the failure of suc-

cessive Central and State Governments to secure its own borders. As the area is located in a remote place, no official of the Government visited the area to keep a close watch on the situation and now India stands to lose huge amount of land because of this failure. As per records, border pillars were erected in the area way back in 1961-62 following the signing of the Sheikh-Swaran Singh accord on October 13, 1959 but this was not reflected properly on the map because of the reasons best known to the people at the helm of affairs at that time. Moreover, no serious effort was made to secure the area properly and the area was progressively encroached upon by East Pakistan during the period from 1959 to 1970. What is more interesting is that gradually, the Palathal tea estate also continued extending its tea bushes well into the Indian territory and the encroachment came to the notice of the Government of India only in 1988.

The area was surveyed by officials of the Survey of India in 1975, but no effort was made to evict the encroachments, which allowed Bangladesh to claim later that the area was under its adverse possession. During a visit to the area, this correspondent found that the BSF outpost at Madanpur is located on top of a hill and the personnel of the force can get a good view of the entire area from the top and the patrolling parties go regularly up to the border pillars. However, they cannot patrol the area under the adverse possession of Bangladesh. Meanwhile, there is no dispute in the Govindapur village located between border pillar numbers 1361/5S to 1363/7-S involving an area of 101.32 acres. This area belongs to India and border pillars are properly located. But Indian farmers are allowed to cultivate in only 40.47 acres of land of the village and Bangladeshi nationals are now allowing Indians to cultivate in 60 acres of land.

"It has therefore become necessary to advise the concerned individuals/organizations to desist from such acts of coercion which has no place in democracy. Such unacceptable acts would only create greater rift on communal lines. We also strongly urge the targeted institutions and villages to be vigilant and to firmly oppose such forcible impositions and refrain from participating in any such communally designed pro-

grammes, UNC said. It then stated that while condemning "the short sighted and selfish actions" of some sections under Chingai and Phaibung District Council Constituency which was engineered to dampen the people’s movement for securing an alternative arrangement for the Nagas in Manipur, the United Naga Council would like to acknowledge those villagers in two constituencies who had heeded to the call of the Naga people under the aegis of the United Naga Council and abstaining from the election process that has been declared “ null and void” in the1st July, 2010 Naga People’s Convention. Drought relief fund under NCCF released

KOhima, OctOber 25 (Dipr): The Home Department (RR & DM Branch) has released the drought relief fund under National Calamity Contingency Fund (NCCF) for the year 2009-2010 amounting to Rs.8,46,60,135. The District-wise allocation was worked out on the basis of damage assessment received from the Departments of Agriculture, Horticulture, Animal Husbandry and Sericulture. The order sanctioning the above amount was issued on October 20. The Deputy Commissioners have been asked to collect the demand drafts from Home Department. The State Level Committee (SLC) headed by Chief Secretary had on 27th July, 2011 recom-

Don’t Be a Gaddafi

uammar Gaddafi, who ruled Libya with an iron fist for over 40 years, was killed Thursday after being on the run for some two months. Despite the opportunity to repent and make peace, he repeatedly vowed to keep fighting until death. Described as an eccentric, the 69-year-old, who lived as though he was God over all of Libya, met with a wretched end. While the manner in which he was hunted down and the circumstances leading to his ultimate demise has led to some concern and rightly so, however there are also those who see his end as providence at work for all the evil things he had done. And as his end neared he had to beg ‘Don’t shoot, don’t shoot!’ It was a strange irony that a man like Gaddafi who ruled and lived on the wealth and privilege bestowed upon his country and who used all the power and wealth for his own self interest had to meet his end on the streets of Libya and away from the glitter of his Palace ground in Tripoli. There is a lesson to be learned for all of us including our leaders here among the Nagas. No matter how high, mighty, rich or powerful one is, a day will come when all of us will have to relinquish such materialism and save ourselves from the ignominy of falling from grace. Do we want to meet the same fate as a Gadaffi or a Saddam Hussein? For too long such kind of leaders ruled as they wished, without accountability and completely disregarding the well being of country and its people. There are many lessons one can learn from the rise and fall of Muammar Gaddafi. Two things immediately come to mind as we reflect on the death of Gaddafi. The first one is about leadership. Do we want to be a Gadaffi? Maybe, as much as he was also human all of us also have a Gaddafi inside us—i.e. to seek absolute power, wealth and pleasure. It is not that we cannot enjoy all these things. But the problem arises when we become besotted with such material gains. We tend to lose our moral resolve to do the right thing. And when greed and corruption over takes us, the path to self destruction begins. And if we are still adamant like a Gadaffi, then even God will not be able to save us from the terrible consequences that will befall on the wrong doer. As leaders therefore we need to make a choice between reforming ourselves or continuing with our folly. And anyway what is power, wealth or pleasure? They are only momentary—here today gone tomorrow. “What does it profit a man if he gains the whole world but loses his own soul”. As those who profess to be Christians, our Naga leaders should know better. The second lesson that we can learn is about listening to the voice of the people especially for leaders who are at the helm of affairs. Gaddafi could have saved himself if only he had the good conscience of humbling himself before his own people’s desire for reform and change. But despite the popular uprising in Libya, Gaddafi used strong arm methods to put down the rebellion. And even after rebels seized Tripoli, Gaddafi continued to defy the popular mood of his people. So at the end of the day no ruler or leader can expect to continue in power unless the concerns of people are taken into account. Gadaffi failed as a leader as well as a human being. We don’t want to be in his shoes.

To repeal or not to repeal

Kashmir's AFSPA dilemma

t is not always a good idea to lower one’s guard when things appear normal on the surface, especially in the Kashmir Valley, where a slight spark can ignite full-blown violence. It is in this context that Jammu & Kashmir Chief Minister Omar Abdullah’s recently expressed desire to lift the Disturbed Areas Act and consequently revoke the Armed Forces Special Powers Act should be considered. It is true that, as compared to the year gone by, the law and order situation in the Valley is under control. But it is equally true that elements belonging to terror outfits still abound and are routinely engaged in confrontations with the Indian Army personnel posted there to assist the State police. There is also nothing to suggest a thaw between the Government — both the Union and the State — and the separatist forces operating in the Valley that could justify a complete de-escalation of the troops from the Valley’s sensitive regions. Hardline Hurriyat leader Syed Ali Shah Geelani may have shown an indication to engage with the Union Government in talks, but he is certain to put in so many — and unrealistic — conditions that the talks could break even before they begin. This has been the case in the past. But the most important issue that Mr Abdullah must consider while pushing for the revocation of AFSPA is the army’s opinion. From all accounts, the Union Defence Ministry and the Indian Army are less than enthusiastic about the proposed move, since they know from experience on the ground that the time is not ripe for the law to be repealed. While critics of this stand may argue that the hawkish posture is an impediment to a breakthrough in the Valley, the fact remains that the army personnel are the best-placed people to guide the executive on the matter. The repeal of the Act may be a political decision, but it cannot be taken in the face of stern opposition by those who have literally battled the situation. Mr Abdullah would no doubt like the gamble to work, because he is eager to get out of the political mess that he has landed in as a result of some recent developments — the latest one involving the mysterious death of a party worker. The Opposition has been at the throat of the Chief Minister ever since, and there is no indication that it has given up its demand for a thorough and independent probe. Just out of a tumultuous Assembly session, which witnessed disruptions nearly each day, Mr Abdullah needs to offer the people something concrete to win over their confidence, and he believes the revocation of AFSPA is that ideal offering. He had on earlier occasions too spoken in a similar vein without following up on it, which is why the latest suggestion has elicited a lukewarm response from his political opponents. But, will the move be at this stage ideal for peace and stability in the Valley, remains a moot point.

Getting to know the abc of CAG Many of the criticisms of the CAG are based on ignorance, misperception and elementary error, and it seems necessary to put matters in the right perspective.

or some time now, there has been a stream of criticism aimed at the Comptroller and Auditor General. There has been a series of media ‘reports' and even editorials questioning the accuracy, motivation and propriety of the CAG's reports. Many of the criticisms of the CAG are based on ignorance, misperception and elementary error (leaving dubious motivations aside) and it seems necessary to put matters in the right perspective. The CAG is the institution through which the accountability of the government and other public authorities — all those who spend public funds — to Parliament and State Legislatures and through them to the people is ensured. Accountability is not the same thing as accounting, though the latter may be a part of the former; the word ‘accountability' really means answerability. We are of course talking about financial answerability. The Executive is answerable to Parliament and to the people for all its decisions, but that answerability is enforced through the CAG where it involves finance and accounts. If we understand accountability to mean answerability, much of the confusion disappears. Vouching expenditures and rendering accounts are of course important: Parliament votes funds to the Executive and those funds have to be accounted for. However, answerability is more than that: it also means exercising prudence, avoiding waste, not incurring infructuous expenditure, showing results for moneys spent, and achieving those results at least cost. If the CAG is our prime accountability-ensuring institution, that institution must go into all these matters. If the CAG were ‘merely' an auditor, why should Dr. B.R. Ambedkar, during the debates in the Constituent Assembly, describe the CAG as the most important functionary in the Constitution, more important than even the judiciary? Again, if the CAG was meant to be merely an auditor, why did the Constitution prescribe for this functionary an oath identical with that prescribed for the Chief Justice and Judges of the Supreme Court, including the words “I will uphold the Constitution and the laws” while a Minister of the Union swears or solemnly affirms only that he will act “in accordance with the Constitution”? Those who try to belittle the importance of the institution and limit its functions must really ask themselves these two crucial questions. Should the CAG question policy decisions? The answer that immediately suggests itself would be “No”, but consider the following hypothetical cases: (i) the financial implications of a policy were not gone into at all before the decision was made; (ii) the assessment of financial implications was quite clearly wrong; (iii) the numbers were correct but the reasoning behind the decision was specious or fallacious; or (iv) the financial implications in fact turn out to be far higher than the assessment on which the decision was made. In such cases, would it not be within the CAG's mandate, would it not in fact be the CAG's duty as the instrument of accountability, to comment on such a policy? Further, if the CAG is bound by his (or her) oath of office to uphold the Constitution, can he (she) refrain from commenting on something that prima facie seems unconstitutional? If the government were to formulate a scheme or policy that selectively confers benefits from public funds on an individual or group to the exclusion of others on no stated grounds, or on grounds which seem questionable, would it not be the CAG's duty to point this out? If the above understanding is correct, then the various activities that the CAG has been undertaking, such as propriety audit, performance evaluations, and so on, are clearly well within his ambit, as different modalities of ensuring accountability. Moreover,

there are two other grounds for this understanding: century-old traditions, and international consensus. Even during British rule there was an Auditor General, and traditions of the independence and objectivity of that office were fairly strong. Gradations of audit were recognised proceeding from simple vouching and expenditure audit through regularity audit, audit of authorisation, audit of the sanctions themselves, and propriety audit, to what used to be called ‘Higher Audit'. After the constitution, the CAGs have been following that tradition and adding some technical and methodological innovations. Internationally, there are Auditors General, Comptrollers General, Audit Commissions, and other forms of what are known as Supreme Audit Institutions (SAIs) not only in democratic countries, but even in authoritarian systems. In India, the CAG is the SAI. There are professional organisations such as the International Association of Supreme Audit Institutions (INTOSAI) and the Asian counterpart (ASOSAI) in which the Indian SAI plays an important part, and is held in high esteem. The relevant point in the present context is that the Indian CAG has not stretched the audit function beyond the functions performed by other SAIs. For instance, the National Audit Office of the U.K. has published, among others, reports on: Information and Communications Technology in Government: Landscape Review; Delivering Regulatory Reform; Assessing the Impact of Proposed New Policies; and so on. Some of the reports of the U.S. Government Accountability Office include those on: The U.S. Postal service (“Mail Trends Highlight Need to Fundamentally Change Business Model”); Aviation Safety (“Status of FAA's Actions to Oversee the Safety of Composite Airplanes”); Electronic Waste: Strengthening the Role of the Federal Government in Encouraging Recycling and Reuse; and so on. Having regard to those examples, it can hardly be said that the CAG of India has been guilty of over-reach. In the CAG's report on the 2G case, the notional loss figure of Rs. 176000 crore has been much criticised. The report in fact makes it clear that it is difficult to arrive at a firm figure of loss, calculates it in three different ways through different methods,

and makes no claim that any of the figures is definitive. However, the media delight in reporting that the CAG's figures have been questioned by various people, and a Cabinet Minister immortalised himself by claiming that there was zero loss. That leads us to the relationship between the CAG and the Public Accounts Committee (PAC) and the Committee on Public Undertakings (COPU). The CAG finalises his reports after taking the government's and PEs' responses to his initial queries and observations and his draft reports, signs them, and submits them to the President of India, who causes them to be laid before Parliament. They are then taken up by the PAC and COPU. It is not the Reports that are under examination but the Ministries and other government offices and PEs, on the basis of those Reports. The CAG assists and advises the parliamentary committees in that examination. Unlike the CAG of the U.K. (an officer of Parliament) or the CG of the U.S. (a part of the Legislative Branch), the Indian CAG is not an officer of Parliament, but an independent constitutional functionary. The reason for this is that the CAG is CAG for the Union as well as the States, which is a unique feature of the Indian quasi-federal system. Finally, we come to the question of publicity. The CAG's reports have suffered from too little and not too much publicity. One of the major weaknesses of the Indian system is that very few of the CAG's reports are widely known, and that not all of them get discussed in Parliament. Some years ago, press conferences began to be held after the Audit Reports were placed before Parliament, and that practice continues. This is not a new departure introduced by the present CAG. If the CAG is to become more effective as an institution for the enforcement of accountability, it is necessary that Audit Reports be more widely known and discussed. The people have a right to know their contents. If, as a result of the CWG and the 2G controversies, the CAG and his reports are now better known than before, that is a very good development. If the present CAG manages to enhance the effectiveness of this constitutional institution, the country would owe a debt of gratitude to him. Source: The Hindu

Miserable Tale Of A District Hospital, Kiphire

ne may think it a dream or hallucination but the fact is; a reality that is known by thousands of local people. Kiphire District (1255 sq. Kms ) of Nagaland State (India) lies in one of the remote and interior area sharing international boundary with Myanmar in the East having a population of 1,06,136 (as per Census 2001) with agriculture; the main stay of economic for maximum of the inhabitants of Kiphire. The Hospital which states; an institution providing medical and surgical treatment and nursing care for the ill and injured people is the life saving centre irrespective of rich or poor providing patient treatment by specialized staff and equipment. It also conveys a message to patients, visitors, volunteers, vendors, and staff and also communicates a torrent of clues about the medical care being provided there. The hospital need to be clear that conveys welcoming, caring, comfort, and compassion, commitment to patient well-being and safety, where stress is relieved, refuge is provided, respect is reciprocated, competence is symbolized, way-finding is facilitated, and families are accommodated. But the District Hospital Kiphire is in a sorry state for the people of Kiphire and those who need the services. A severe shortage of appointed doctors, staffs and health investigation facilities is endangering patients and forcing patients to go out of the district spending huge amount and buy life-saving medications at huge markups because they can't get them any other way and this is what the reality is all about. As per the present set-up and facilities of the District Hospital, the Goal, mis-

sion and objectives can be amended to as the followings: Register at OPD Counter, Get some first aid, get referral card if lab based investigation is required, get ready with the finance for the expenses which sometimes results to even selling off their land or ancestral lands and residential houses/lands for poor. Despite of this; with strong heart no matter what future holds they continue to do something or the other for treatment. As per the reliable source; 8 Doctors (fascinatingly 3 Dental doctors) were appointed and posted against DHK including contract but when some young leaders and this writer last visited hospital on 17th October 2011; only the genealogist, ayush and dental doctor were present. Whereas for others; when learnt; were all out of station (except a doctor in reference to the Department’s order No. HFN/ DOC/Estt-1/2006 dated 18th October 2006, which has been attached to other hospital for the reason best known to the authority). As human beings, it can’t be understood whom to be blamed. But it would be good and kind; if coordination and consultation is initiated amongst the District Hospital authorities and the concern authorities at the state level to bridge the gaps and understand the reason(s) and problem(s) like every human used to have. It is also learnt that; there is also a need to increase the capacity of nurses; at least to a minimum of 18 to function and implement better services and also a surgical specialist which is very much required. Interestingly funny but true; called by the name Pochury Doctor; as

most of the patients and inhabitants from nearby and far flung villages couldn’t pronounce or remember his name can be heard in most of the villages. He is none other than Dr. Kuotsutho (Genealogist) who is worth appreciated and acknowledged for his sincerity and services he renders; by most of the people of Kiphire as he is the lone person who can be visited for health consultation almost round the clock since his posted to DHK eight to nine years back. It’s amazing how a District hospital and also the largest health institution in the district functions without important health investigation facilities. Don’t believe? You’ll find an X ray machine kept in a room unused since the day it was put in for the past many years. As per the reliable source, an Auto Analyzer was not functioning due to some technical problem. In fact it is not even a one year old and could not be repaired; as it might have been bought it from an unknown firm / company. Another important picture is lack of Ultra Sound facility; which is out of order since after few months of its installation. Yes! Like the other Districts, Kiphire is also in need of good services and facilities and it should not be compromised. It is understood that the design of health care facilities is governed by many regulations and technical requirements. Atleast these three investigation facilities; if repaired, install other new machines or provide full set of the parts; imagine how the anticipated patients and the people will benefit and acknowledge the institution of the

Letters to the editor Appeal not to shoot, kill or entrap migratory birds •-The Green Foundation Wokha makes this fervent appeal to all the people of Nagaland, and especially to the people of Wokha not to indulge in shooting, killing and entrapping of migratory birds (Amur falcons) and its commercial sales within Wokha and other parts of Nagaland. It has been reported that, in spite of the blanket ban imposed by the district administration with regard to killing, shooting and entrapping of migratory birds and its sales, illegal sales of live and roasted birds have been undergoing rapidly within Wokha district. Therefore the Foundation makes this appeal to all concerned to desist from such unhealthy practices and request the district administration to penalize the defaulters as per the law of the land. he recent decision of the state government to enhance the reservation of seats in public sector employment from 33 percent to 37 percent and the contentious special recruitment drive of ten EAC post for ten less represented communities reminds me of George Bernard Shaw, who once noted that a government that robs Peter to pay Paul can always depend on the support of Paul. But definitely not without dissent from Peter. Nevertheless, the issue of affirmative action goes far beyond the scope of political domain; it has become a socio- economic issue as well as a human issue. The renewed discussions on this issue in the local media is however begrudging as many writers from both the reserved and the general communities tends to view the policy of reservation only from their own lens and not from any other angle. If this trend continues, it may promote unhealthy forms of identity politics based on tribal lines that may distract us from the real and more substantive and critical social issues that our society is confronted with. Hence, what is important in the present context is to discuss reservation in the holistic context of much required social restructuring and not to divert it into petty identity politics divided through tribal lines or geographical boundaries fueled with individualistic aspirations. A disgruntled nation is already a failed nation. Hence the only wisdom required to solve this complex issue is to apply wisdom by both the parties. The better-off section of our society need to show more leniency and concessions while the less privilege communities need to grab that opportunity to advance their social position. Governments often take the option of reservations for the disadvantaged sections of the society when their representation in public offices is below what is thought to be desirable. Indeed, many nations have adopted reservation policy not only in public sector but even in private sectors for women and for sections of society whose economic profile is much worse than the general population at large. However, policy makers must make serious considerations of the resultant cost- benefit that could arise from such policy. Every economic policy creates two results- gainers and losers. If the gainers of an economic policy gains more that what the losers lose, then it is possible for the gainers to compensate the losers for their loses so that after compensation the losers are not any worse off and the gainers are better off than before. Such a policy effect in economics is popularly known as ‘Pareto improvement’ and is thus considered efficient. However, if the losers lose more than what the gainers gain, then there is an overall reduction in social welfare, hence such economic policy are considered inefficient. Though it has been said that good economics is not necessarily good politics, if a proposed policy could make someone better off without making other worse off, then implementation of such policy is justifiable. However, if a proposed policy could make someone better off only by making somebody worse off, even after compensation, then such policy are not advisable as it will have other socio-economic and political ramifications. The critical task of the policy makers is therefore to evaluate such outcomes and choose what is best for the society or the economy.

s every problem related to poverty? My homeland in northeast India in the midst of the mystic beauty is a land infested with insurgencies. This sort of terrorism caused by impoverishment and unemployment arising would fade away with improved living condition under effective policy implementation accompanied with equality of treatment. These days, the deep worry is on the kind of terrorism fed by radical ideology sanctified under the divine power. Whilst secular and enlightened brethren detest radicalism in all its forms; others bonded under a common sanctified ideology could used the ideology as a means to avenge and achieve victory. The popular theory is that poverty, as a recognized curse, causes terrorism; the ideology gives the courage to do things unimaginable and the ideology fed by religious sanctity makes it very lethal and highly potent. Radicalism borne from this type of ideology cannot exist alone; it is bound to threaten others who would then polarize into another radical group to counter the threat. In this chain of one action leading to a reaction, conditions become worse for the innocents and the impact of conflict on civil society aggravates more intense radicalism on both sides. The dilemma of the world today lies in finding a solution to stop this chain reaction and that is possible only by removing the conditions and circumstances responsible for causing terrorism fed by radicalism. The hard fact is that neither capitalism nor socialism or a mix of the two can ever help remove conditions and circumstances causing injustice and inequality that led to radicalism spurring terrorism lethally; because the universal political and economic system, no matter how humanely they are intended to be, innately thrives on human greed, self interest and exploitation. This means that, injustice and inequality will continue and thus anger, vengeance and violence will continue in the same measure; and it further means that terrorism and counter terrorism with its ill effects such as the radical forces will bloom and grow. Ultimately, the inability to remove the conditions and circumstances affirms the presence of the perennial threat from terrorism and radicalism. In other words, the terrorist may die but the ideology he upheld lives on. In this dark tunnel of no clue, this article discourse finds a ray of hope on how to control the lethal

Discourses on the affirmative policy often lead us to two opposing groups of commentators- one who favor and the other who vehemently oppose. And unless the policy makers make an unbiased examination of the pros and cons of such policy, there is an element of certainty that such sensitive policy could create social disharmony which could backfire the merit of the policy itself. Those who oppose such affirmative policies argue that reservation militates against merit and undermines quality and allows jobs and degrees to be awarded to less deserving aptitude and performance. They also argue that it constricts the notion of social justice only to reservation, instead of encompassing broader socio- economic policies such as strategies for income generation, capacity building, asset redistribution etc. Moreover, it is considered inefficient compared with openly held competitions, and creates perceptions of victimhood and democratically undesirable identity politics. Another loud criticisms against reservation is that the inequalities within the reserved communities allows the ‘creamy layer’ to monopolize the advantages and benefits accorded to such communities, whose socio-economic status could be much better that the weaker section amongst the general categories. They also argues that reservation policy encourage complacency within the reserved communities which inhibits creativity and hard work. Moreover, the social tag of reservations could create negative psychological mindset that could ruin one’s self esteem making them more uncompetitive. On the other hand, the advocates of reservation argues that disparities in economic development and income inequalities are the outcome of a prolonged unbalanced economic policies against the socially deprived sections, hence affirmative policy in favour of those sections are the only means of correcting those disparities. They also argues that the lack of adequate provision of standard education and the greater difficulty of obtaining such facilities and trainings due to various socio - economic problems makes it more difficult for them to compete with the privilege sections on equal grounds, hence the need for reservations. Moreover, the principles of democratic equality demands proportionate representation in public playing fields which cannot be realized without adopting affirmative action. The votaries of reservation also forbids the idea that reservations affects quality and undermines merit; they asserts that employment in public offices are often determined by managerial control, glass ceilings, preferential treatment based on networks, cronyism and graft which are at all not efficient. They also contests that most of the jobs, especially at the entry level, in government sector are not floated for open recruitment, which results in unequal representation of employment in public sector. As the debate continues, we can clearly see some strong points behind each argument. The real problem, however, is to unravel the paradox and find out the means to empower the weak without causing much discomfort to the better off sections of our society. Somebody once said “when law and politics fails, seek wisdom”. Abraham Lincoln said that, you cannot strengthen the weak by weakening the strong; you cannot enrich the poor by impoverishing the rich; you cannot further the brotherhood of man by inciting class hatred and you cannot help men permanently

by doing for them what they could and should do for themselves. Conflicts and resentment amongst ethnic communities and social classes within a nation is not a new thing: we have come across such instances in America, African continents, Middle East and even in India. And the lessons that we have learnt are not at all pleasant. Nagaland, though originally a classless society, has been showing symptoms of strong inequalities in the recent years. And the sharp dichotomy between the have and the have-nots is often the primary cause for such social unrest. Therefore, while it is the responsibility of the welfare state to devise strategies that promote inclusive growth, the privilege sections of our society also need to extend a helping hand. If a parent has two daughters, one of who suffers from certain myopia, that parent will be just happy to provide corrective lenses so that the child can see clearly. Then, should the other sibling complain of such a kind gesture? Apparently not. Likewise, if some sections in our society are facing certain problem that requires additional attention from the government, should the privileged groups oppose such a move? One reason why we are getting a hypothetical answer to that question is because inequality exists not only amongst the reserved communities but also within the general communities. There are many families living with acute poverty even amongst the general communities; and by virtue of being belonged to that general category does not receive any benefits from such public affirmative policies. And it is perhaps from these groups that we see a staunch resistance to such affirmative action provided to certain communities, because they themselves feel that they are in no way better than the other. Therefore, it may sound an utopian task, but definitely not impossible, to review the existing affirmative policies so that that benefits are accorded not according to some rigidly defined geographical boundaries, particular tribe or communities but according to certain classified socio-economic status. In such an event, some elite section within the existing reserved communities will be ruled out form such benefits while some deserving groups from the general categories could also avail such benefits. In the case of differences in provision of basic infrastructural facilities among regions or districts, those regions/district considered poorly developed can be identified and allotted separate pool of funds for its development. Given the fact the Naga society are undergoing a delicate phase of reconciliation and nation building, it will be in the interest of our nation that its citizens exercises restraint on socially and politically sensitive issues and cultivate a spirit of accommodation and cohesiveness among each other. A candle does not lose its brightness by lighting another candle. Similarly, the privileged sections of our society cannot willfully ignore the plight of the weaker sections; moreover, the weak must also acknowledge that there are some people who are weaker than us. Whatever might be our problem, one thing that we must know for sure is that, the nation cannot progress when it is rotting from inside. Let wisdom prevail.

The Axis Bank manager very kindly obliged and sent one of his own office staff along with my assistant to SBI Kohima Main branch and they then returned with the amount which was wrapped in plastic, bound by note binding machine for large bundles. The bundle was then cut opened in AXIS BANK KOHIMA in the presence of the bank officials, my own assistant and other customers and when counting the lot, a fake note of Rs.500/- surfaced. Immediately the bank manager sent my assistant and his office staff to return the note and when they returned to SBI, the person to whom they spoke to in SBI plain refused saying it was not from their bank. What infuriates me is that this is not the first time this has happened to us in this particular branch. A while ago my mother had the same experience where 3 Rs. 500/- notes were found fake and luckily for her she got it returned when she threw a fuss right in the bank. Today the notes were not even a loose bundle of notes but the total amount bound in one pack in plastic in their own machines. With so much transaction happening in a main branch I can only imagine how much of this must be happening when large cash transactions are done. Mine is not the first complaint as I have heard this from many people, not those who do small transactions, but always from large transactions. Upon speaking to the Branch Manager who is on leave, I was told a story that it could not have happened from their branch, even though there were witnesses who are not all from the same office who saw the packet being opened exactly as the SBI sent them. He also mentioned that once the monies are taken from the bank they are not responsible. In that case why in the world do they not remind people to check it right in front of them, especially when the amount is not small? And anyway if the bank has issued fake notes, how will lay people know it is fake? When a large transaction is done they should be the ones to put it through the machines that detects such notes in front of the customer. Also who is to say they would not acknowledge that the notes are fake even when their own machines are readin the notes? Banks have to take some responsibility about checking fake notes especially SBI as this is where every fake note I have had to personally experience (3 times) has always been from. My assistant went and spoke to the person who dispensed (who I apologise for yelling at him since he gave the duo a hard time), but since there was no help she asked to speak to the person in charge and again she was made to feel like an idiot. She left the money on the desk of the person in charge along with the papers and left feeling upset. The bank person wanted to know who I was and my number, which she gave. I hope it is to call and explain better bank services, because it makes me wonder, does who I am make a difference on how they respond to fake notes? There must absolutely be some form of checking mechanism before monies are dispensed to clients.

It is not the act of bombing but the operation of the mind guiding the action to bomb that now leads some to believe in the vulnerability of highly reputed world class institutes in becoming potent points for future terror operations. This assumption cannot be overlooked on circumstantial evidences of recent bombing in various parts of the world. The terrorists having a background of rich affluent educated class from reputed centers of learning also belong to countries beset with economic and political crisis. In these countries, the local leaders terrorized their own citizens under dictatorial regime; and the capitalist forces terrorized the dictator with the help of disgruntled elements for freedom of operation for both the capitalists and the rebellions. The terrorists from rich educated background confront the capitalist forces for the turmoil, evidenced in 11/09. The perspective revealed that all participants in conflict situation become terrorists in the end under infringement on civil liberty rights: the dictator, the capitalists, the terrorist and the radical forces (the Middle East situation) the democratic governments facing terrorism and the radical forces (Israel, India, Pakistan, Afghanistan). The participants are not the victims, the victims are the citizens. Is higher learning helping to listen better? The participation of the knowledge community in terrorism is an intriguing but interesting development, which led some research to link terrorism with high education instead of poverty as the cause. I beg to differ on this rationality as I think, the mass of people as bearers of injustice and inequality and who could be influenced by the ideology may not be armed for violence, but their desperate woes under dictatorship and aggravated by the capitalists are heard by the educated savvy from high reputed world class institutes. The condition of poverty, inequality and in-exposure has been an excellent breeding ground for terrorism. May be poor condition do not always turned into terrorism as in Africa, all terrorism borne from poverty are not always guided by ideology as in northeast India, and that radical ideology differs among communities (Jihad, Zionism, Hindu radical force). The point to note is the voices of victims heard by the knowledge community in the absence of benevolent state leadership, which is not only pointing towards ruthless dictatorship but even towards chaotic democratic governance. The persons with knowledge and skills touched by the pain of suffering may

enthused themselves with divinity sanction or political dogma. They inspire themselves to terrorize the perceived exploiter; who may be a local leadership or a western imperialist soon to be replaced by eastern imperialists like China and India. Given this development, it speculates a future with growing radical terrorism versus the Chinese Kungfu or the Indian Kabadi game. It is not possible to delete injustice and inequality completely on earth and it is impossible to retrieve past events for corrective action on past mishaps. On this basic premise of knowledge, the unwanted vicious circle of anger and vengeance expressed through the notorious outlet of terrorism will continue to haunt the world. And in this world of terrorism, the most potent of all is the one fed by ideology under divine sanctity. What needs to be done to secure a safer world? I am prompted to suggest an immediate and long-term strategy to deal with this undying unconquerable ideology for the safety and security of the future for all. The most immediate requirement is to remove the conditions producing injustice. It practically demands for the willingness on the part of the aggressor/ oppressor to grant the wishes of the people for liberty and to give them their core needs in life. Kashmir and Tibet represent key examples on this perspective. Alongside the effort to alleviate the hard condition, the other strategy involves a visionary long term preventive measure against future scourge of radicalism. This calls for participation of all families as members of world community to prevent radical forces to cause destruction. One may consider introducing an innovative social home program to help families inculcate good values and ethics under state surveillance. School education may introduce social themes as part of curriculum for citizens' character building from young age. The emotive theme of forgiveness could help strike the emotional chord of human love and the marketing strategy of the virtue of forgiveness could help reduce hatred along-with all the related negative emotions. The objective of moral education project will be ultimately to improve personal development of

individual citizens. It will be a project that urges the practice of the principle of forgiveness, not for the benefit of the wrong doers but in the self-interest of the person engaged in the act of forgiveness that nourishes the giver by the act of giving forgiveness. Nurturing children at learning stage in this way and helping to heal the wounds among the adults will help achieve the goal of safety, security and well being of the community free from fear of radicalism and terrorism. I wish to advocate for an effective and efficient resource planning with vision on world safety and security. If resources can be added to the component of moral science in education program instead of enlarging the defence budget to produce and purchase war weapons, the world would certainly earn a higher rate of investment return with much richer dividend on security of the world. This soft approach to nurture each human being from babyhood to adulthood seems to be most lasting solution for the world community and its sustainability for the future.....till the gates of heaven open. Militants target securitymen in Kashmir attacks

sriNAgAr, OctObEr 25 (Pti): Militants on Tuesday carried out four attacks targeting security personnel in as many hours in the Kashmir Valley, injuring three CRPF jawans and a policeman. Two grenade were lobbed on security installations in central Srinagar in a span of about five minutes followed by an aborted attempt to target a police party with a grenade in south Kashmir’s Shopian district. Later a policeman was shot at and injured in nearby Anantnag district, prompting authorities to tighten vigil. No militant outfit has claimed responsibility for the attacks which come barely four days after Chief Minister Omar Abdullah announced plans to revoke Armed Forces Special Powers Act from certain parts of the state. The first incident occurred at Maisuma area near Lal Chowk when the ultras hurled a grenade targeting a CRFF bunker outside Dashnami Akhara building at 12:25 pm, official sources said. The grenade exploded resulting in injuries to three CRPF jawans who were admitted to a hospital. Minutes later, another grenade was hurled by militants at a police post in Batmaloo, less than a kilometre away from site of the first blast, the sources said. No one was injured in the Batmaloo blast. Police and CRPF personnel cordoned off both the sites and detained a suspect for questioning. As the security agencies were looking for clues to identify and nab the attackers behind the twin grenade attacks, militants made another attempt to target policemen in Shopian district of South Kashmir.

PUNE, OctObEr 25 (AgENciEs): Accusing the “gang of four” of maligning the Jan Lokpal movement, social activist Anna Hazare on Monday said that to blame and humiliate seems to be the mantra of the few. He was reacting to the allegations leveled against Team Anna member Kiran Bedi for overcharging her travel bills. “To accuse and humiliate seems to be the mantra of the few. This is not the first time that such accusations have been levelled against Kiran Bedi. Every member of ‘Team Anna’ had to face accusations and character assassination by the ‘gang of four,” said Hazare in his latest blog post. If Bedi has done wrong then as she herself has already said, the government should take help of one of its own enquiry agencies and if found guilty “should take stringent actions against her,” Hazare said. Mr. Hazare said that in the past too the “gang of government was free to probe and punish them by taking the strongest possible action. “Dont forgive us. Give us twice the punishment given to common people. But bring Lokpal and you will have to,” he said. He lamented that the whole attention is being shifted from corruption movement and Lokpal to core committe which has “no importance”. “Whether Kiran Bedi paid bills or not has become national issue. It will not benefit nation. It will be useful when Lokpal will come.

Digvijaya ‘curious’ over Anna’s ‘gang of four’

NEW DElhi, OctObEr 25 (AgENciEs): Congress General Secretary Digvijaya Singh on Tuesday tweeted that he is curious to know who are the lucky ones in the ‘gang of four’ in the UPA Government, as described by Anna Hazare. “Anna has blogged against gang of four? Who are the lucky ones? I am curious!” Singh tweeted. The Congress on Tuesday voiced its protest over Anna Hazare’s blog. Congress leader Rashid Alvi said, “The word ‘gang’ is very objectional. We have respect for Annaji, We do not expect Annaji to use such words for ministers. If Kiran Bedi is talking about returning the money, it means she admits her fault.” Congress MP Sanjay Nirupam has also hit back hard as Hazare defended Kiran Bedi in the controversy of her inflated travel bills. “Kiran Bedi has accepted she has done wrong. She has cheated some institutions. If she is returning the money, it doesn’t mean she has not done crime. These kinds of stands should not be taken by Annaji. The whole country supports him and he shouldn’t get into this issue,” said Nirupam. Kiran Bedi on Monday night claimed that Anna Hazare has told her that the allegations levelled against her should not hamper her work. Reacting to Hazare’s comment that the “gang of four” was acting like ruffians to oppose those who wanted the Jan Lokpal Bill, Nirupam said, “I don’t think he used these words for the ministers. The Congress and the UPA are committed to create a strong Lokpal in the country.” Government should understand that their ways and methods are increasing the anger among people,” he said. “If these smear campaign continues, then the people of this country are watching and the next movement will be 10 times bigger,” he said. “If Kiran bedi has committed a crime, hang her. Send her to jail but talk about Lokpal Bill. Whatever mistake she has done, investigate and punish her but we cannot decide it in a press conference whether the allegations are true or false,” he said.

Anil Bal, proprietor of Flywell Travel and a trustee of India Vision Foundation run by Bedi, said the activist’s defence on overcharging her hosts has conveyed the wrong impression among public that he was responsible for inflated invoices after issuing cheaper tickets. “In view of what has happened which unnecessarily tarnished my reputation I have decided to resign as trustee of IVF with immediate effect and have also requested IVF to engage another travel agent for their travel needs. “Amount to the credit of IVF as on date in our records is being refunded to IVF by crossed cheque to close the account with us,” Bal said in a statement here. “Some newspapers have even gone ahead to name me as the treasurer of IVF handling Bedi’s travel. Certain TV channels have shown the proforma invoices to say that my company has deliberately inflated the invoices. According to sources, Jairam has specifically mentioned seven districts Balrampur, Gonda, Mahoba, Sonbhadra, Sant Kabir Nagar and Mirzapur where central funds have been allegedly misused by the state. He has also warned that a CBI inquiry can be ordered if the UP government failed to take any action. The letter is also being seen as escalating tension between the ruling BSP and the Congress-led UPA government. Ramesh has in written that working through Nari Sanghs has been able to bring about a greater awareness of the rights of MGNREGA workers. “I have myself interacted with one such organization called Vanangana which is active in Chitrakoot and Banda. The ministry deputes National Level Monitors (NLMs) to investigate into serious complaints. However, I am sorry to say that state government has not been taking any worthwhile action on the findings and recommendations of these NLMs. As many as 22 NLM reports, which have pointed out grave irregularities, have been pending for action with the state government for months together,” he has written. Further, Ramesh has stated in the letter “It is not just the findings of the National Level Monitors that have been ignored by the state government. I find that findings of the State Quality Monitor (SQM) himself in relation to the implementation of MG-NREGA in the four districts of Sonbhadra, Mirza-

pur, Kushinagar and Sant Kabeernagar have been ignored. No action has been taken on the recommendations regarding probing disproportionate asset or criminal liability of officials. Some officials appear to have been suspended but there has been no action on the many other recommendations made by this impartial inquiry conducted an officer well-known for his integrity. The signal that has gone out by the state government’s continuing inaction is clear-make money openly, flout all rules and procedures blatantly and nothing will happen to you if you have the patronage of the ruling establishment in the state.” Ramesh has also warned Mayawati that union rural development ministry always has the option of stopping funds to UP, either wholly or partially, for MG-NREGA till credible action has been taken by the state government on the reports submitted by the NLMs and SQMs. But, he has stated, this would amount to penalising the poor people of the state for crimes committed by officials at various levels and their

political patrons. “The other option we have is to get a thorough CBI investigation conducted, for which I require the concurrence of the state government. Surely, if the state government has nothing to hide and has a clear conscience, it should have no objection to our request to have a thorough CBI inquiry conducted into MGNREGA implementation in some districts of the state based on the findings of the NLMs and SQMs and the various media reports that have appeared. The report said that 13 journalists have been killed so far in 2011 in Mexico. While motives vary in journalists' killings, one factor is the bloody drug cartel violence in Mexico. The UN Human Rights Council's investigator on freedom of expression, Frank La Rue, did not specify which four countries were considered more dangerous, but other press groups have ranked Mexico third, behind only nations like Pakistan and Iraq. The Central American nation of Honduras has seen a spike in journalist killings. Mexico's National Commission on Human Rights also lists 70 journalists killed in Mexico since 2000. In addition, it says 13 have disappeared. Other press freedom groups consider the 70 figure high and differ on the definition of who is a journalist in Mexico's homicide figures. Libyans bury Moammar Gadhafi in unmarked grave

MISRATA, LIbyA, OcTObeR 25 (AP): Moammar Gadhafi was buried early Tuesday morning in an unmarked grave in a modest Islamic ceremony, closing the book on his nearly 42-year rule of Libya and the eight-month civil war to oust him. A Gadhafi nephew read a prayer for the dead before Gadhafi’s body — along with those of his son Muatassim and former defense minister Abu Bakr Younis — were handed over for burial, said Ibrahim Beitalmal, a spokesman for the military council in the port city of Misrata. The bodies had been kept in cold storage in Misrata for four days before being taken under cover of darkness to the burial site, which Beitalmal said was “not far” from the city. As part of the ceremony, the bodies were washed in line with Islamic tradition. A Muslim cleric, a nephew of Gadhafi and sons of Abu Bakr then recited prayers before handing the bodies over for burial, which took place at 5 a.m. Libya’s new leaders have said they would not reveal the location of the grave, fearing it could be vandalized or turned into a shrine for the former dictator’s die-hard supporters.

Gadhafi was captured alive on Thursday as he tried to flee his hometown of Sirte, where he had been hiding since revolutionary forces swept into the capital, Tripoli, two months earlier. He died later that day in unclear circumstances, and Libyan leaders have promised an investigation in response to international pressure to look into Gadhafi’s death. It is understood that four spinners will be fighting for three slots. R Ashwin, who has been in good form in recent ODI matches, has already made a case for himself along with other contenders Harbhajan, Pragyan Ojha and Amit Mishra. Whether the selectors opt for three spinners or two spinners will be decided on the floor of the house later this month, but sources in the team management told TOI that MS Dhoni and team are going to pitch for Harbhajan's comeback into the Test team. Harbhajan was panned for his lackluster performance in both forms of the game in England. world's top eight men's and women's players in action, it would also have the atmosphere of the second week of a slam and would have no problem drawing the big crowds. It would not be easy. Cutting the men's season by another couple of weeks would mean a number of the ATP 250 tournaments facing the chop. But with the top names clamouring for major overhaul of the tennis calendar - could this be the proverbial stone to kill two birds? Asia, with its growing tennis audience, is beginning to hanker for a major, and while a fifth slam is a million miles away, a joint ATPWTA finals in the Far East could be the perfect solution.

NEW DELHI, OctObEr 25 (PtI): Former skipper Wasim Akram believes selector-cumcoach Mohsin Khan should be given an extended run with the Pakistan cricket team if the boys are comfortable under him. Akram feels that the Pakistan Cricket Board (PCB) should take into consideration the opinion of the cricketers before zeroing down on the national coach. "Mohsin Khan seems to be doing a good job with the team. Whether his short term role as a selector-cum-coach should be converted into a full-time job I

am not sure because the new PCB management will surely have some plans," Akram said. "On the face of it, if the boys are comfortable under Mohsin as coach, then he should be given an extended run. I am all for people who are hard-working. Mohsin seems to be gelling well with the team and the boys are looking calm under him. "Mohsin is a wise man and also very calm by nature. This is a great plus for someone to be a coach of the Pakistan team. Another thing that works for Mohsin is that he prefers being in the background. This again

is a great virtue for a Pakistan coach," he added. Former Australian cricketer Dean Jones has already applied for the coach's job and even Akram seemed to have backed him of all the other contenders that include former England all-rounder Dermot Reeve and Pakistan's former Test pacer Aaqib Javed. However, Akram said at the end of the day it is the discretion of the board to decide who is best suited to replace Waqar Younis and his opinion doesn't matter really. APPRECIATION Through this column I would like to appreciate Alobo Naga & The Band for bringing much acclamation to the State & to our People through their music; this band has brought laurels despite not much support from the public or the State Government. The band is a self made band whose fame has now spread even to the international level when their song ‘Painted Dreams’ was listed at Top 4 in VH1 Top 10 and made us believe that we Nagas are also second to none and nothing is impossible. I’ve personally known Alobo Naga for the past two years; he has been an active church member of Sumi Baptist Church Dimapur where he was the Praise and Worship Leader and a good human being who is always ready to lend a helping hand. I feel that these boys haven't been given the recognition that they deserve even though we are people who claim to love music and are doing so much within the state to promote music, of course they don't need any encouragement seeing where they are right now but if we don't acknowledge them I feel they will just fizzle out like so many other talented people who Just hold a name and fame of past glories. Having been featured in papers nationally and on the internet worldwide Let us acknowledge their struggle and thanks them for opening the path and showing others to dream big and to follow internationally. I and my family would like show our support to the band for taking Naga musicians to a new height by blessing and giving a small acknowledgment to the Band for making us proud as Naga's. Eventually, Fusion Sporting Club defeated the unwavering Youth Association Merepkong by a lone goal which was scored in the second minute of Thirty minute extra time. The two teams – Fusion Sporting Club and Youth Association Merepkong – were the favorites in their respective pools and since from the league matches till the quarter finals, the two teams had displayed excellent play, leading some of the ardent viewers to predict that one of these two might probably win the lift the trophy – well, let’s leave the final match prediction to the deceased Octopus Paul! Today’s match which was experienced by more than two thousand sup-

porters of the two teams, remained at a draw till the last ninety minute plus five added minutes.
