Union Home Minister P Chidambaram is all set to tour various parts of Manipur hill areas on November 2 amid 48 hours total bandh called by Sadar Hills Districthood Demand Committee (SHDDC) in all the hill districts beginning from the midnight of October 31 and the indefinite bandh in Sadar Hills, also from the midnight of October 31.

The 48-hour hill district bandh is in protest against the alleged highhandedness of the security force personnel on October 27 at Kangpokpi and the indefinite bandh in Sadar Hills has been the expression of resentment of the SHDDC regarding the delaying in the creation of Sadar Hills district. Given this situation, the Manipur valley will again be cut-off from the rest of the country with even private vehicles

DIMAPUR, OCTOBER 30 (MExN): ): As Nagaland observes ‘Vigilance Awareness Week’, Governor Nikhil Kumar has urged all sections of the society, especially public servants, to rededicate themselves to promoting transparency in the society and the system, and enhance the level of awareness amongst all sections of people so as to strengthen our resolve to eradicate corruption. Further he added that the Naga conflict is among the oldest of contemporary ethnic conflicts in the world and was the first in this country to challenge the idea of India, to insist on independence and a separate homeland. The problems in Assam began much later in the late 1980s. The Director of the film Maulee Senapati, while speaking to the Morung Express said that the film has its own entity and has been woven through the victims. Stating that since the film deals with a very sensitive issue, psychiatrists were consulted and the team finally decided to interview only women leaving out children. The film has been presented in an objective manner and tries to question Government policies in addressing human issues. ‘A measure of Impunity’ was first screened in New Delhi in the month of September this year, to an audience that expressed deep shock and sorrow at the impact that conflict has had on women in Nagaland and Assam. The same film has also been screened in Madras, Kolkata, Mumbai and Guwahati. Hazarika informed that the report was launched in Kolkata by former Governor of Nagaland, Shyamal Dutta. Deeply moved after going through the report and the film, the former Governor commented that he had never been aware of the immense impact of conflict on women in the north east India. It may be mentioned here that C-NES screened the film at Red Cross complex on the 29th October while also holding a photo exhibition and a panel discussion. It is hoped that the 50 minutes powerful film will be available in the market very soon for those interested in taking a peek back into a painful history, a history that has lain unspoken and unheard for decades.

Thousands of people turned up for the biometric data enrollment at the government middle school located in Sema Tila, Dimapur. If it is to be believed, colony chairman of Sema Tila and other surrounding areas falling under ward number 7 of the Municipal jurisdiction said nearly 4 thousand people have turned up in the last three days. They also expect another 2 or 3 thousand more in the next two days of the operation. The biometric team also said that it is the largest turnout in Dimapur. While it is a good sign that people are coming out to get enrolled; today, people queued up at by 4 a.m leaving the school premise over-crowded even before the team arrived. dle the frustrated crowd. People poured in continuously throughout the day but many had to go back even after waiting for several hours. The biometric enrollment has already entered its third day but less than 1,500 people have been enrolled so far.

The procedure is lengthy and each operator is able to manage about 50 persons in a day. There are eight operators working from 10 am to 5 pm. The situation is believed to be the same towards Kher Mahal. The operation has already entered its last day

but most of the population is yet to be verified. The queue is so long that many people have had to come back the next day. People have been missing offices and other works because of waiting in line. Most people are also not sure if they can get enrolled during this phase of the biometric. In Sema Tila, confusion prevailed as many people turned up without their ‘acknowledgement slip’ given to them during the first phase of the census operation. In some cases, people said that they were not provided with one and were seen searching for the enumerators. Most people have expressed need for extension of biometric phase and the need for more operators in Dimapur. All persons above the age of 5 must get their iris scanned and finger print taken for the biometric data.

Easily the most pitchperfect of the lot, preteen Zuchobeni Tungoe of Dimapur crooned her way to the winner’s podium to demolish the singing contest for “kids,” the Kids for Fame Season-3, during the event’s finals October 30, at Dimapur Club tonight. For someone her age, a surprisingly polished Tungoe out-sang close finalists Meyinaro Changkija and Gifty Shitiri to win the third edition of the singing competition, which now doles a cash prize of Rs.2 Lakh and an “educational scholarship” to boot aside from other gifts. Yet again, the lovelier ones had completely demolished the boys – all the three survivors were girls. Save for a number toward the end of the competition, the youthful talents performed on soundtracks. Still very young, pretty as daisies, hugely-talented, nervous and silently dying in their high heels, the three contestants led the music enthusiasts to a treat.

REGION Briefs Homage to Assam blasts victims

GUwAHAtI, OctOber 30 (PtI): Led by Chief Minister Tarun Gogoi, Assam on Sunday paid homage to the victims of serial bomb blast here in which around 90 people were killed on this day in 2008. In a function held at the Ganeshguri flyover, scene of the first blast which killed some 70 people, Gogoi recalled the tragedy and said the administration was taking all action to nab the culprits. Referring to those whose whereabouts were still not known, Gogoi said the government will take steps to ascertain their fate. The All Assam Students Union (AASU) too paid respects in memory of the victims. The banned anti-talk faction of the National Democratic Front of Bodoland (NDFB) was involved in the incident and its chairman Ranjan Daimary was named as the prime accused. Daimary has been arrested but has not been convicted so far.

Two die as mild tremors continue to hit north Sikkim

MANGAN (SIKKIM), OctOber 30 (PtI): Lowintensity tremors, which continued to rock north Sikkim one and a half months after a 6.8 magnitude earthquake devastated the region, have killed two people at Dzongu which had borne the brunt of the September 18 calamity. The tremor measuring 3.2 on the Richter Scale killed an 85-year-old resident of Nung village and a 27-year-old man hailing from Lingdem Basti in the region yesterday morning, delayed reports said. Police sources said the 85-year-old was trying to escape from his house which was violently shaking when the temblor struck at around 8:30 AM. Medical reports said his death was triggered by a heart attack after he slipped down the stairs. Another casualty was a 27-year-old man, Sonam Wangyal Lepcha, from Lingdem Basti who died after he fell down from the Lingdim Bridge at Dzongu. Chief Minister Pawan Chamling visited the affected area today and met the affected families. He distributed Rs one lakh each to the families as ex-gratia.

120-yr-old man marries 60-yr-old

GUwAHAtI, OctOber 30 (PtI):Agehasbeennobarfor 120-year-old Hazi Abdul Noor who married a woman half his age — his second marriage — in Assam’s Karimganj district. Noor tied the knot with Samoi Bibi, 60, at Satghori village. The event was witnessed by 500 guests and his family of over 100 members. A smiling Noor nodded his head in confirmation when Maulana Khairuzzaman asked for ‘kubool’, according to guests present at the wedding which took place recently. Displayingdocumentsabouthisage,Noorwhowasacontractor during the British regime in southern Assam, said though he was 120 years old, his age in the electoral voters list was 116. He heads a family of 122 members, including three daughters, two sons and several grandchildren, mostly married. His eldest child is a daughter aged 79. Samoi Bibi hails from North Foolbari village in adjoining northern Tripura. Her husband had died a long time ago and she is childless.

Tripura to get NE's first textile park

AGArtALA, OctOber 30 (IANS): Northeastern India's first textile park will be set up in Tripura, a minister said here Sunday. "The proposed park in Tripura is part of the 21 new textile parks to be set up under the Scheme for Integrated Textile Parks (SITP)," Tripura Industries and Commerce Minister Jitendra Chowdhury told IANS. Quoting a letter from union Minister for Commerce and Industry Anand Sharma, who also heads the textiles ministry, Chowdhury said that the parks would be set up at a cost of Rs.2,100 crore in Maharashtra (six parks), Rajasthan (four), Tamil Nadu (two), Andhra Pradesh (two) and one each in Uttar Pradesh, Gujarat, Tripura, Himachal Pradesh, Karnataka, Jammu and Kashmir and West Bengal. These parks would be set up over a period of three years on a public-private-partnership basis.

IMPHAL, OctOber 30 (IANS): For some, it has become a way of life. As the economic blockade in Manipur crossed an unprecedented 90 days, its residents continue to wait for a miraculous breakthrough, even as the situation has only become worse - with prices of essential commodities touching the sky and health services worsening. "The situation has only become worse," said a worried K.H. Phalin, managing director of the Shija hospital in Manipur. "Despite our best efforts, we have had to turn away seriously ill patients because of lack of life saving drugs and oxygen cylinders." "It's a helpless situation and a real emergency," Phalin, who is a surgeon in one of the state's biggest private hospitals, told IANS.

According to Phalin, Manipur does not have a medical gas plant of its own and relies on the nearby state of Assam. As a result of the stir, the price of oxygen cylinder has therefore gone up - by four-five times. Ever since the blockade began Aug 1, the price of fuel and household commodities have also shot up. The blockade, activist Madhu Chandra says, has "unleashed" the black market. "There is a general scarcity of goods, but most of the things are available, but only at higher prices. Fuel for instance - it will be announced that petrol will be available from 7 a.m. tomorrow and from midnight people start queuing up their vehicles outside the fuel station," Chandra said. "Next morning, you will get the fuel, but after about two hours they will say that it's over. How-

ever, if you go to the market, you will get fuel, but at a higher price. It means that the black marketers are getting their supply and exploiting the people," he added. So, while in other states, the price of petrol is around Rs.67 a litre, in Manipur it is being sold at around Rs.200 in the black market. An LPG cylinder can cost anywhere between Rs.1,800-2,000. Then again, a kilo of potatoes will cost you around Rs.40-50 and onions at Rs.60-70. "But people have to eat. They can't die of hunger. So they have to buy," said Manisha Singha, a student. "At my home, we have stopped using gas cylinder because it's just so precious! It's like we have gone back in time and use firewood. We also try and make do with home grown vegetables and fish from the local pond,"

On Sunday, representatives from The Telegraph and the Apunba Lup held a talk which was facilitated by All Manipur Working Journalists Union (AMWJU) in Imphal. The Telegraph side was represented by its regional manager Pankaj Thakur. As per information received, The Telegraph representative on behalf of the daily said "sorry" today to the people of Manipur regarding the September 5 edition of the daily carrying the Irom Sharmila romance story. Pankaj Thakur said it had no intention to portray Sharmila in any bad light. It can be mentioned that The Telegraph daily newspaper was banned in Manipur for indefinite period by civil society organisations under the aegis of Apunba Lup since September 6. Copies of The Telegraph newspapers were also burnt in several places in Imphal on that day. The development was

prompted by the publication on hunger striker Irom Sharmila's private life. Civil society organisation leaders had said they were angry because in the last 11 years of Irom Sharmila's agitation the national media refused to focus her in the front page but on September 5 edition of The Telegraph the daily used the news item on private life of the hunger striker as the main news of the day. GUwAHAtI, OctOber 30 (Ht): Twenty-four hours after an ‘overloaded’ footbridge collapsed, local authorities in East Kameng district of Arunachal Pradesh are still not sure how many people were on it. But going by missing reports filed at the police control room in Seppa town, 16 people are yet to be traced. The 50mt long rope-wire bridge that hung 40ft over river Kameng and connected Seppa with New Seppa townships snapped around 5:30pm on Saturday. Tribal people were trying to catch an insect called ‘tari’ – a local delicacy – with mosquito nets when the mishap happened. Some of the 30 survivors, many of them children, said there were more than 60 people on the bridge at that time. Seppa, headquarters of East Kameng district, is 384km west of Arunachal Pradesh capital Itanagar and 320 km northeast from

Assam capital Guwahati. “Out of an estimated 60 people on the footbridge that collapsed, 30 were rescued till late (Saturday) night. We recovered the bodies of three young women while there are unconfirmed reports of a fourth body having been sighted,” East Kameng superintendent of police Kime Aya told HT on Sunday. “There could be many still missing, but 16 have been reported missing till now (6pm).” Aya said local people were helping the police and Central Reserve Police Force personnel in search and rescue operations. “The army has also been assisting us, and they are using inflatable motorized boats (like most hill rivers, Kameng is fast-flowing and is freckled with rocks) to locate survivors or bodies downstream,” he added. The Kameng meets the Brahmaputra in Assam further downstream.

Renault launches premium small car Pulse in India

Greater NOiDa, OctOber 30 (aGeNcies): French car maker Renault used the platform provided by the first Indian Grand Prix, here at the

Buddh International Circuit, to launch its third passenger car for the Indian market. The new Renault Pulse will mark the company’s entry into the premium small car segment and is expected to quickly widen its portfolio and draw in more buyers. The new Pulse has been built on the same V platform that the Nissan Micra, the small car from Renault alliance’s partner, was also based on. The Pulse has a redesigned front, but bears

a striking resemblance to the Micra in every other department, including the interior trim. The Pulse will be commercially launched in January at the 2012 Auto Expo in New Delhi. Bookings will open after the price announcement in January. The car will be launched with petrol and diesel engine options. But the current announcement from Renault only talks about the K9K diesel engine being available with the Pulse. This 1.5-litre diesel engine is said to be very popular worldwideandisexpectedtobeveryefficient in the Pulse, being capable of offering up to 23 kmpl of mileage. The car will be manufactured in the Renault-Nissan alliance plant in Chennai. The plant has alsocommencedlocalisedproductionof

Initial engine production capacity will be 1.5 lakh units and this is expected to be ramped up to 3 lakh units. IRCTC to set up budget hotels

New Delhi, OctOber 30 (aGeNcies): Indian Railway Catering and Tourism Corporation (IRCTC) has decided to join hands with state governments for setting up budget hotels at Chandigarh, Palanpur, Bhubaneswar, Katra and Khajuraho. While land will be provided by the state governments on lease basis, IRCTC will construct, operate and manage the hotels. “We have asked for 1-2 acres of land from the state governments on lease. While an 1.5-acre site near Bhubaneswar bus stop has been finalised, land at Katra, Palanpur, Khajuraho and Chandigarh are likely to be finalised shortly,” a senior IRCTC official said. The budget hotel will have about 100 rooms, round the clock cafeteria,modernbasekitchenandabanquethall.

Tripura to get northeast’s first textile park: Minister

aGartala, OctOber 30 (iaNs): Northeastern India’s first textile park will be set up in Tripura, a minister said here Sunday. “The proposed park in Tripura is part of the 21 new textile parks to be set up under the Scheme for Integrated Textile Parks (SITP),” Tripura Industries and Commerce Minister Jitendra Chowdhury told IANS. Quoting a letter from union Minister for Commerce and Industry Anand Sharma, who also heads the textiles ministry, Chowdhury said that the parkswouldbesetupatacostofRs.2,100 crore in Maharashtra (six parks), Raja-

sthan (four), Tamil Nadu (two), Andhra Pradesh (two) and one each in Uttar Pradesh, Gujarat, Tripura, Himachal Pradesh, Karnataka, Jammu and KashmirandWestBengal.Theseparkswould be set up over a period of three years on a public-private-partnership basis. “A special purpose vehicle (SPV) would be formed to execute the project. The SPV would chanelised funds and supervise other aspects of the ambitious project. “The Tripura government would extend all out support for setting up of the park. Year of Zero Governance

T

he Comptroller and Auditor-General of India Mr Vinod Rai in a recent speech delivered at the National Police Academy had shared his views on the state of governance in the country. He rightly mentioned that governance was at its “lowest ebb” and also that the “morale of the civil servants” was at an all time low. As a result even the credibility of the government was suffering and decision making had become a casualty. This column agrees fully with the above assessment and this is a concern that needs remedial measures and correction. With so much of expectation from people and also resource at its disposal, the government system should be actually performing at its optimum and delivering results on the ground. Perhaps 2011 could well end as the year of zero governance and where the credibility of our politicians and bureaucrats has hit rock bottom. At the central level we have had Union Cabinet Ministers, several Members of Parliament, powerful politicians, bureaucrats, businessmen etc all lodged in prison. Even the third and fourth pillars of democracy i.e. the judiciary and the fourth estate have not been spared of the ignominy of corruption. A sitting judge had to be summoned for impeachment proceedings while the media is under the scanner for the paid news scandal. Therefore every part of our government system and democracy is under cloud of corruption and moral degeneration. The state of affairs in our Nagaland state is no better. In fact here the system of checks and balances is not even working. There is blatant corruption going on within the government system yet there is no one to speak out against the corrupt and bring them to book not even our media. The authority of the government is hardly visible or even acknowledged. We have so many parallel set of rules and authority that people don’t know whose word will prevail. Then within the legal State government, there is no accountability, transparency and even the rule of law has been manipulated to the advantage of the powerful. On top of it all as mentioned, things have been very quiet so far this year on the governance front. The Assembly Sessions held so far this year have remained lackluster. Our government officials, Parliamentary Secretaries, Ministers led by the CM have found it more beneficial to be away on long foreign tours. With the hornbill festival fast approaching and the year end Christmas, weddings, village functions, church centenaries and New Year celebrations, it could well be a long holiday. The work output of the government during the current year is definitely below par. Many things of importance require attention. We have our young teachers on hunger strike with their own set of demands. Our entrepreneurs who have been selected are not happy because the so called Year of Entrepreneur is not going according to plan. Then we have had nothing but confusion and controversy over the special recruitment drive announced by the government but later rolled back under pressure from the forward tribes. Now the student bodies of some of the backward tribes, they are not happy because of this last minute cancellation. Off course the government has taken the easy way out by appointing another committee to look into the reservation policy. In short the government’s policies and decisions have been haphazard without proper thought and planning. On top of all this, now the government has lost an important court case related to holding municipal election and 33 % reservation for women, which the court has directed the government to implement by January 2012. The present NPF led DAN government is not only low on performance but it is lacking in self-confidence. A lot of homework remains and it will need to put in extra effort and some long working hours to do justice to the many pending public grievances.

Qaddafi’s death proves that Obama was right

T

he death of Muammar Qaddafi is the decisive event in the nine-month civil war in Libya. In the minds of most Libyans, the war could not end without his departure from the country or death on the battlefield. As British Prime Minister David Cameron and President Obama both reminded us today, it is important to remember Mr. Qaddafi’s many victims, including the hundreds of Americans and other nationals who died in the Lockerbie terrorist attack of December 1988. Qaddafi was a tyrant who ruled mercilessly for over 40 years and left most of the people of his oil-rich country impoverished. His brutal, authoritarian rule extinguished all independent movements and denied the building over time of the civil society organizations that are the foundation of most countries and all democracies. That is a critical fact in assessing the fate of the Libyan revolution going forward. While his death will likely effectively end the violent loyalist counter-revolution of the last few months, it will not quell all of those who still contest the revolution and wish to see it reversed. The new Libyan government now has a chance to try to end the violence and begin the rebuilding of Libya’s shattered cities and villages. But the challenges ahead will be extraordinarily difficult. Tribal divisions, encouraged by Qaddafi’s cynical rule, will not be easily resolved. Restarting oil production, opening up the Mediterranean ports, and rushing humanitarian aid to the displaced will be immediate priorities. Above all, creating jobs for the young unemployed who were the heart of the rebel alliance will be an immediate priority, as will be disarming the loose alliance of militias that defeated Qaddafi. The international community must now act quickly to provide the essential outside support that will help to jumpstart the new government. Libya will need a supply of humanitarian goods, expanded trade credits, and longer-term economic assistance. It will benefit from political support as the new goverment works through a constitution, future elections, and internal reconciliation. The United States, Europe, and key Asian countries must certainly help in a major way. But the Arab League should take the lead in rushing the immediate support the Libyan government will require to unite the country and turn it away from violence and toward reconstruction. Today’s dramatic events confirm the wisdom of NATO’s decision, with UN and Arab League blessing, to intervene in the early stage of the civil war on behalf of the Libyan people’s army. NATO made the critical difference in denying Qaddafi’s forces use of airpower and in blocking and preventing a likely bloody siege of Benghazi. The British and French leaders deserve great credit for leading the NATO effort. Mr. Obama was surely right to commit the United States, however reluctantly, to the NATO campaign. The Libya operation, like President Clinton’s interventions in Bosnia and Kosovo in the 1990s, demonstrates that when powerful NATO forces are used for a precise mission with a clear and specific mandate and result, they can help them to liberate others without the debilitating long-term occupations that have characterized the bitter ventures in Iraq and Afghanistan. In this sense, today’s liberation of the Libyan people from Qaddafi’s terrible and bloody reign, is a victory for NATO, too. The first, critical phase of the Libyan civil war is over. The next phase of building a new nation and new identity will be just as important and perhaps even more difficult than driving the dictator from power.

Our Big Fat Government Needs to Loose Weight

O

ur government is like a big fat person who only exists to eat. It depends on outside provision to survive as it is unable to support itself, let alone feed its own family. Our politicians, past and present, have made it this way by expanding the size of our government. They do this by simply adding more government posts every now and then. And of course, when the government gets bigger, the biggest beneficiaries are the politicians and the bureaucrats, not the private sector population. Unfortunately, many of our young people also want to be added to the already big, fat, and bloated body of our government. They want government jobs or, more accurately, “government posts” as many are really after positions that come with privileges rather than seeking for sacrificial public services. And all this leads us down the path of draining up our economy instead of growing it. There are two main reasons why a big government is not conducive to economic growth. First, a big government simply consumes more. Hence, the bigger it becomes, the more it eats. Second, economy does not grow because of government. Often demand-oriented politics ends in promoting dependency on the government. And as bureaucracy grows, the employment market gets more stratified and the public becomes jaded and pressures mount on government for further expansion. This creates a vicious cycle that erodes the creative forces of free enterprise. On the other hand, when free people are encouraged to take responsibility to undertake any work they like, they become willing to take risks and to transform ideas into products and services. In other words, free enterprise spurs economic growth which in turn creates employment and vice versa. To grow our economy, the government must eat less and exercise more. It must get rid of all unwanted fat and obesity. Indeed, it must loose weight. In other words, our government bureaucracy needs to be downsized. Here are four suggested ways: 1. Recruitment Freeze: We must cut our government workforce (say, by 15%) in the forms of freeze on new recruitment, abolition of vacant posts, and voluntary/compulsory retirement. This could save hundreds of crores each year in the public sector, with pay bills, including pensions. As it is, approximately 6000 government employees had gone on retirement which included about 1000 gazetted officers since November 1, 2009. This is a good start and more should follow. The government should not turn itself into a big employment house. It is never a good employer---it does poorly at choosing the right employees and performs miserably in supervision. So when it gets into the business of providing employment, it does more disservice to the

public in the long run. For example, an average employee earning a salary of Rs. 13,000 per month would eat up approximately 5.5 million rupees (Rs. 5,460,000) over a period of 35 years, plus several lakhs on pensions. Now if the government could use the same amount to invest in the private sector, it could certainly lead to the creation of so many jobs as well as help to grow our private sector economy. This is just simple economics. 2. Termination: The government must not tolerate habitual absences, tardiness and job efficiencies. It must adopt a policy of “the survival of the fittest.” Only those employees who can fulfill their job descriptions and produce more than they take out deserve job security. Others who lag behind become a government liability as their knowledge gets outdated, their skills become obsolete, and their competitive edge turns dull. We must eliminate all outdated positions and have workers reshuffled or transferred. We must cut off programmes that do not work anymore. And we could do this with an incremental approach by means of reducing budgets in small percentages of all targeted agencies across the board and cutting the budgets of less important agencies by larger amounts. All these require strong political leadership.

3. Devolution: This refers to the policy of delegating public services and political power from one level of government and passing them down to a lower level of government, such as from state level and local level. The main benefits of devolution are as follows: (i) moving government employees closer to the clients can make government services more efficient and flexible, (ii) it can increase the sense of community ownership and responsibility, and (iii) all these can provide better accountability and reduce the chances for corruption. Perhaps the communitisation programme of Nagaland may be considered as having some features of devolution. At least it is attempting to get the people in the various communities to run and manage some government services. But this experiment is far from sharing political power. As it is, many of our politicians have introduced partisan politics into our villages and have caused more divisions even among members of the same communities. They have also purchased many village leaders who can do their biddings. They hold the purse and control what a community can or cannot get. This is how some politicians use their power so they can have the communities in their hands. As such, our villages have become overly dependent upon the gov-

This must change. Rather than growing a bigger government, we must grow our villages and communities---that is, the government must decentralize the governance and empower the villages to function more like mini-governments, having policymaking and executive powers. We must restore our traditional system of the village republic ((“ura uvie” in Tenyidie) so self-rule can begin again. As in olden days, our community leaders must be chosen (not elected) based on their strength of character, depth of wisdom and, in keeping with modern day needs, breadth of knowledge. These people must be capable of getting their respective communities to the top---progressive and prosperous. And the salaries of these community leaders could be borne by the state government. Besides, the state government could come up with a fair system of sharing the public funds among the local communities so that they may be empowered to run their local-level governments. If this could happen, no village would be left out or left behind just because it does not have political connection or lobbying power. The government would do better when it serves as a partner, catalyst and facilitator for development rather than acting as a direct provider of growth; it must focus on suggesting ideas and formulating general guidelines rather than simply passing down policies from the top. The leaders of the communities know better about their own needs and how to fix their own problems. Indeed, they must be real leaders again within the jurisdiction of their village communities. 4. Privatization: This means contracting out government services and goods to the private sector which should operate under some form of government supervision. It refers to removing all or part of a programme from the public sector and passing it on to the private sector. There are four advantages to privatization: (i) It will save a lot of public funds in the sense that those in the private sector can provide the same services at lower pay and there will be no more government expenses on employees’ pensions, office buildings and administrative overheads; (ii) taking responsibilities and funds from the public sector to the private sector will speed up the growth of our economy as privatization will create competition, innovation, efficiency, and better quality of services; (iii) when the private sector is empowered, it will create labor demands which means more job opportunities, and (iv) all these will result in having our citizens to be less concerned about what the government can do for them and become more anxious about what they can do for their nation.

•-Half a month ago, when Rahul Gandhi announced his tentative program to visit Nagaland University at Lumami, the NSF expressed its caution that the visit package may contain political Seeds intended for the University cerebral Field and that Rahul is coming to sow some political seeds. The Writer cannot read what was in the mind of Rahul Gandhi when he announced his intention for the Lumami visit, but he (the Writer) for once congratulates the NSF for their desire to remain an APolitical Body. The NSF has cited how the National Student Union is so politicized in India. The Writer was a Student in Delhi University in 1962 and besides

the shock of Chinese invasion and his American room mate’s great worry of starting a World War III out of the Cuban Missile Crisis between President Kennedy of the USA and the boisterous Khrushchev, the General Secretary of the Union of Soviet Socialist Russia, he (the Writer) was incomprehensible to see how the Student Unions in the University were so political. The Law Students in the Jubilee Hall in particular near my Gwayer Hall, appeared more interested in the never ending Union activities than in attending the very lax Law Classes. It is very necessary the Office Bearers of the Student Body do not take private political Coaching Classes from the Politicians in Nagaland. It appears Coaching Classes for Mathematics or Science Subjects have become very widespread necessity for Stu-

dents in Nagaland, that is all fine for those who can afford the very costly affair and for those who have the need, but private Political Coaching Classes from Politicians even if free to the Civil Organizations, Non-Government Organizations, is unhealthy for the Naga Society. Even if the Coaching comes free or with a Bolero or some profitable Work Orders for the Beneficiaries, it (the Coaching classes) creates big liability to the Naga Society to which both the Teacher and his follower belongs. Privatization of MGnREGs towards dynamism

T

he government of India has invested huge amount of money in Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) , expecting that by creating jobs for infrastructure oriented activities such as digging wells and laying roads etc. and distributing massive amount of money as wages in rural India, better distribution of income and opportunities can be ensured that would spur economic growth and social development. While no one can find fault with the government for spending money on digging wells and laying roads etc. under MGNREGS which are essential part of legitimate infrastructure development activities, the disappointing fact is that such activities have not provided tangible benefits, since such schemes have been implemented with poor quality standards and marked by inefficiency that the government implementing agencies are known for. Even the choice of projects has not been appropriate in some cases. The ground reality is that such massive job creation efforts have created circulation of huge money. However, the efforts have not created conditions that would increase supply of commodities and goods in efficient way, commensurate with the investments made in MGNREGS. .

At the same time, the investment in MGNREGS has become counter productive in many ways. The rural labour in large scale have been diverted to work under MGNREGS, with little efficiency and without proper supervision. In the process, such labour have become scarce for other services like building construction etc., pushing up wages everywhere. Obviously, the government has found money for investment in MGNREGS by printing notes and increasing money circulation. When this happen without commensurate increase in supply of commodities and products, it inevitably leads to the grim situation that we are facing now, with too much money chasing too few goods and rising prices. While there is more rupee in the hands of people including section of those who are considered as lower income group, the cost of every commodity and services have gone up steeply and multifold . The house rent which was around Rs. 500/- per month a few years back is now ruling at around Rs. 3000/- per month for the same area even in small towns. Similarly, cost of vegetables, edible oil, spices etc. which are essential items have also gone up

steeply. Under the circumstances, the over all conditions of the poor people have not improved at all and their family budgets continue to remain in deficit. With the inevitable “wage push inflation” in the light of government’s inefficient implementation of the schemes, the economic uncertainty have created a sense of apprehension in the minds of the people about the future. Prime Minister and Finance Minister have been frequently stating in recent times in various forums that the inflationary conditions in the country cause concern. Obviously, the common men do not know what the government is thinking and doing and perhaps if they know that the government itself remains confused, their confidence level will get further eroded. Now, there is urgent need to create substantial increase in manufacturing capacities in all segments and increase productivity, production and supply. One is not sure as to whether the government has any concrete schemes to achieve this end in quick time to overcome the present scenario. At the same time, there are many other factors such as increasing price of fuel etc. which are

beyond the control of the government, which would further lead to greater economic hardships. Even in such areas , it appears that the government of India does not have any viable proposal to reduce the fuel burden by initiating appropriate R&D efforts for finding alternate fuel such as algae bio fuel etc. Now, it is not possible for the government to withdraw MGNREGS, as any withdrawal of the scheme would virtually result in huge unrest and even riots in rural India. The best alternative is to ensure that the MGNREGS would be implemented with better focus on appropriate and useful projects and they should be implemented efficiently. Certainly, there has to be cost benefit justification for this huge investment in MGNREGS in future. The government of India should consider entrusting the MGNREGS to private sector (not NGOs) who should be asked to implement the projects on commercial basis with accountability and the fund towards wages should be provided to the workers directly by the government... This would provide an element of dynamism and purposiveness and enable realization of the overall benefits that are expected from MGNREGS. fter serving more than twenty years in the State government, I was deputed to the North East Zone Cultural Centre (NEZCC) Dimapur as Director. Of all the assignments I have handled, my posting in the North East Zone Cultural Centre, Dimapur deserves special mention. It was in 1987 when my name was proposed for the post of Director NEZCC. I was reluctant to accept the offer. Knowing the situation fully well and the urgency to inaugurate the new Centre, I was summoned to the Prime Minister’s Office by the then Joint Secretary to the Hon’ble Prime Minister late Shri. Rajiv Gandhi on 1st September, 1987. The offer was discussed in greater details and I accepted the post and joined the post on 17th September 1987. The Centre (NEZCC) was inaugurated on 6th October, 1987 by the then Prime Minister Late Shri. Rajiv Gandhi. As I looked back 25 years from now, I feel that I should let the readers know under what circumstances and conditions we started establishing the Centre. The posting to North East Zone, Dimapur was a big challenge to me. I had to build it up from scratch. I had nothing except my driver and peon. However with the help and blessings of the Almighty God and all well-wishers, the Centre started working and began to march steadily towards the goal set before it. I like to make special mention of Gen. K V Krishna Rao (Rtd) the then Governor of Nagaland and the first Chairman of the Centre and Shri Mani Shankar Aiyar the Joint Secretary to PM. They were a great source of encouragement and strength to me. I am indebted to them for what I have achieved. The North East Zone Cultural Centre consists of all the seven North-Eastern States, lovingly called “Seven Sisters” as members (Nagaland, Assam, Arunachal Pradesh, Mizoram, Tripura and Manipur. Sikkim joined a little later). When I joined, I thought the job would be insurmountable. The big question before me was whether I would be worthy of it. However, things started taking shape slowly. I started touring all the seven sisters, meeting Governors, Chief Ministers, Ministers, official and people from all walks of life. With the close cooperation of the people of all the Seven Sisters, I, with humility, say that I could within a short time, build bridges of understanding and regional integration and thus contribute to the greater cause of National Integration. The North East Region has difficult terrain and the lack of communication makes it difficult for one to travel. I remember in one of the meetings in New Delhi Shri Mani Shankar Aiyar said “I don’t know how Shri Bendang Ao travels from Dimapur to Aizawl and Itanagar. I know how difficult it is as I have come to know when I travel with Prime Minister in the region”. In spite of all difficulties and problems, I have tried my best to cover the entire region. I have a record of touring for 230 days in a year out of 365 days. I laid special emphasis on the youths by organizing Youth Festivals in different States. I involved them and assigned to them greater responsibilities so as to make them understand and create

awareness of the richness and beauty of the cultural heritage of the North East in particular and the country in general. More emphasis was also given to the lesser known art forms and crafts. Art exhibitions, seminars and “Artists-atwork” workshops were organized and prizes awarded to the best. There was greater exposition of different art forms, dances throughout the region and other parts of the country which was hitherto unknown to the people of the region, specially the rural people. Greater importance was also given to take the culture of the people in rural areas. Smaller programmes were organized in rural areas with lesser number of artistes drawn from different States. Inter-zonal programmes were organized in different zones. In other words, it is a Cultural Exchange programme between different zones of the country to strengthen the forces of National Integration. I would also like to mention one of the most unforgettable events in the history of Zonal Centres – APNA UTSAV. I had the privilege of organizing 500 artistes from North-Eastern States to participate in APNA UTSAV, Bombay. This has provided an opportunity to the artistes of the region to mingle with brother and sister artistes of the other parts of the country. It also helped in bringing about closer understanding, appreciation of one-another and thus helped in promoting National Integra-

tion. It was a thrilling experience. North East Region lags far behind others in research and documentation. In order to meet the growing demand, a small wing of Research and Documentation was started in the Centre. Apart from other Research and Documentation works, I have laid importance on Musical Instruments of the NorthEast. A book entitled “TUNING IN TO DIMASA FOLK INSTRUMENT” was ready for publication during my tenure. I have devoted a lot of time and energy to this particular work. Naturally it brought great joy and satisfaction to me when the book was finally published. One of my biggest achievements is the construction of the sprawling office complex. This work was taken up by me single handedly starting from search for a suitable land for the Centre and acquisition, plan and design and finally construction. Lot of my time and energy has gone into it. Though there were hurdles at times, we could complete the construction in a record time of 2 (two) years. It is now standing as a living testimony to many who visit the Centre. A small Museum of Seven Sisters is also housed in the Complex. Many Museum species were collected by me personally from different States of the North East. In the near future, the Centre will become a tourist attraction and may be as a Centre for some research scholars. With humility, I can say that I have

made sincere efforts to create mass awareness among people of the North East region of their rich cultural heritage, thus strengthening the forces of National Integration. I feel confident that I have contributed, in a small measure, to achieve the aims and objectives of the establishments of the Zonal Cultural Centre – NATIONAL INTEGRATION. In summing up my story I quote here the resolution of the North East Zone Cultural Centre on the event of my handing over charge: “NORTH EAST ZONE CULTURAL CENTRE places on record its deep appreciation of the services rendered by Shri. N. Bendang Ao, former Director of NEZCC from 1987 to 1991. It was primarily due to his initiative and untiring efforts that the NEZCC developed from almost a scratch to its present status as a vibrant institution, dedicated to the promotion, propagation and development of the varied, distinctive and colourful cultural patterns of the people of the North-Eastern Region. Unity in diversity has, for ages, been the predominating feature in the life and culture of this great country and in this land of the Seven Sisters, the Centre not only offers the ideal setting for meaningful manifestation of this supreme quality, but also actually exhibited, in different areas, the harmonious blending and synthesis of a composite culture on varied occasions already. The Director’s contribution in fruitfully materializing these programmes of NEZCC deserves special mention. The days is not far when the Centre will be functioning from its own sprawling, exclusive and all pervasive Campus with related paraphernalia. Mass awareness has been created through personal contacts, exhibitions of programmes and get-together, primarily among the youth coming from remote areas of the region. Research and documentation plans have already been taken up for exhaustive dissemination of the hitherto hidden and unattended traits and attributes of folklore, folk arts and crafts, music and dance patterns, social habits and customs etc. of this virgin region. Through all these, the NEZCC has been able to find a niche in the cultural firmament of India and the former Director’s role in formulating and implementing all these activities enunciated by the NEZCC cannot be overemphasized. While wishing Godspeed in the former Director’s future assignment, the Centre hopes that his successor in the NEZCC will continue the good work done by his illustrious predecessor.” In conclusion, I would like to record my appreciation to former Chief Ministers of Nagaland Shri Late Hokishe Sema and Dr SC Jamir for their valued contribution to the NEZCC as Chairman of the Executive Board and also His Excellency Dr Gopal Singh, Dr MM Thomas (Late) Governors of Nagaland. Indeed NEZCC has come a long way and I wish the centre success as they march forward with confidence and determination. (N. India: Where Food adulteration Is The Most Paying Business

Ground Reality ast week, the Punjab Department of Health and FamilyWelfare seized 2,000 litres of synthetic milk in Patiala. In Chandigarh, the administration has so far destroyed 30 tonnes of sweets in the past week -- 30 tonnes means 30,000 dibbas of one kilo each. These are notisolated events. Local newspapers are awash with reports of adulterated sweetsand dry fruits, and also have been carrying features on the unhygienic conditions in which the prolific sweet industry operates. Not only Punjab, shocking reports of adulteration and spurious sweets/dairy products is pouring in from across the country. Food adulteration certainly has become one of the biggest proliferating industry. This is the festival season. Inthe next few days, tonnes of sweets, bakery products, dairy products, andprocessed foods will be sold. How much of it will be of good quality and safefor consumption is anybody’s guess. Let us look at some of common forms of adulteration that youare likely to encounter. Synthetic milk, which was seized from Patiala, as per reports, wasused for manufacturing sweets, ghee, khoa, cream, and other dairy products.It is known to cause irreparable damage to your body organs. It is of course ahealth hazard but if you are suffering from heart and kidney ailments, it willacerbate your problem. Urea, which is used in the preparation of syntheticmilk, is particularly harmful for kidneys, and caustic soda is a slow poisonfor people suffering from hypertension and heart ailments. The chances are that khoasweets and desi ghee you buy too is adulterated.In addition, harmful colours and other raw materials are used. The colours thatare often used contain lead and arsenic and can damage kidneys. You pay a heftyprice for mithai made in desi ghee, and what you get in returnhas no nutrition but animal fat, crushed animal bones and mineral oil. Forthose who can’t afford desi ghee, thevanaspati too is laced withadulterants. It comes laced with stearin, a bye-product of palm oil used insoap manufacture. While such gheemanufacturing units abound in Punjab, Haryana, Uttar Pradesh, Bihar, MadhyaPradesh, Rajasthan and Maharashtra, the khoa trade is equally rampant. It isbelieved that 90 per cent of the vanaspatibeing sold in the market violates the specifications of the Prevention of FoodAdulteration Act (PFA). Such is the extent of adulteration, that even pistachio usedin sweets is not spared. Unscrupulous traders instead use inferior qualitypeanuts, cut into small pieces and than coloured with artificial colouringagents. From adulterated pistachio, you can show symptoms of acidity, severeheadache, vomiting, and in severe cases it can leave behind a terrible impactfor the pregnant women. But by the time the child is born with deformities, itmay be practically impossible to link it with food adulteration. I can go on describing the harmful impacts adulterated foodscan have on your health. What is however disturbing is the completeindifference being shown by the consumers as well as the regulatory bodies inchecking the menace of adulterated food products, fruits and vegetables. Whatis urgently needed is a massive and widespread clamp down against theunscrupulous traders and farmers. This will take some time, but let us beginwith what we can do. Besides lodging complaint with the health department oryour local SDM, I have two suggestions: Because of a string of television programmes last year, you will be surprised to know that consumers in Meerut, one of the epicentres of adulterated foods, had shunned khoa products. Tonnes of khoa sweets had to be thrown away by shopkeepers after the festive season were over. If this can happen in Meerut, it can also happen in your city and town. Just refuse the temptation to buy sweets, and believe me you are safe. For the mithaiwallahas and bulk manufacturers. Why can’t they form an association of those traders/manufacturers who you can guarantee to sell quality products? Why can’t they follow the standardised quality norms spelled out by the health department? This association can vouch for quality and publicise through media listing reliable shops/outlets in different cities/town. This is the only way to regain the confidence of the consumers. Paucity of vision for coming generation.. Naga politics is too ingrained in tribalism and regionalism that there is no time for the policy makers to think of the youth. The Government is hearing the rumblings and the hopes and aspirations of young people, but are they implementing an inclusive policy? NO!! More often then not, only a few group or organisations are benefiting whatever proposals may be suggested... Check a thorough background of the beneficiaries and you'll find that most of the time, the same people YES NO keep on getting the benefit. To be fair these agencies are probably the only ones who know how to present proposals the way the government likes to hear it and that may be the reason why they get it. There are umpteen young people these days with talent in many fields but not having access to government machinery to give them the push they might need. Nagaland being a state where almost all activities revolve around government funding, they need to listen to all young people from different walks of life. their mind, to be innovative and be productive! These enabling skills need a bigger opportunity than just glamorous platforms! One such bigger opportunity is an accessible, good quality education. The government seem rather lackadaisical on this front. I have some suggestions which may help in realising such enabling aspirations, which is not only intellectually glamorous but also can be a part of a grand strategic plan: 1. Setting up top quality educational institutes in all district headquarters, at least up to Graduation level, both in Arts and Sciences. A strong education foundation is vital to prepare young people for future Knowledge Based & Technological industries. 2. Setting up institutes to provide Job-oriented/vocational courses to improve employability in various job-markets and to encourage entrepreneurial temper. 3. Full Scholarships for deserving candidates/students to undergo research programs in prestigious institutes. Progress is fuelled by intellectuals, who lay down the broad principles on which visions and aspirations are to be based. 4. Team Anna to be revamped after formulating constitution

rAlegAN SiDDhi, OctOber 30 (Pti): Under allround attack over allegations of financial misconduct and demands for its disbanding, Team Anna today decided to formulate a constitution for its anti-corruption movement and revamp the core committee after that. The decision was taken at a meeting here chaired by Anna Hazare and attended by prominent team members Arvind Kejriwal, Prashant Bhushan and Kiran Bedi, a day after the core committee meeting in Ghaziabad in Uttar Pradesh decided against disbanding the present team and going for a revamp. Hazare, in a written communication which was read out by Kejriwal at a press conference, said he did not find it right the clamour for disbanding the core committee. “Team Anna is very strong and no one can break it. There were talks about disbanding the core committee. I don’t think it is right. If we flee the ground due to some allegations, then it will erode the credibility of the movement and it is not good for the movement. Don’t bother about allegations. The core committee members will unitedly face the challenges and fight back. Our fight will be on till Jan Lokpal Bill is passed. In future, a constitution will be framed for the movement... After framing the constitution, the core committee will be revamped,” Hazare said. The Constitution will have provisions on who can be the members of the core committee and working committee of the team and their character. Whoever, Hazare said, indulges in wrongdoing will be dealt with according to the constitution. Emphasising that his movement was not against any party, Hazare claimed that the Hisar bypolls results had frightened the Congress though he does not view the winner as one who is against corruption.

3 Cong MLAs quit over delay in formation of T’gana

hyDerAbAD, OctOber 30 (Pti): In a setback to the ruling Congress in Andhra Pradesh, three party MLAs from Telangana region on Sunday quit the party in protest against the delay in formation of separate state. T. Rajaiah from Station Ghanpur in Warangal district, Jupally Krishna Rao of Kollapur in Mahabubnagar district and Somarapu Satyanarayana from Ramagundam in Karimnagar district are likely to join Telangana Rashtra Samithi (TRS) led by K Chandrasekhar Rao. TRS is the most vocal among all votaries in favour of carving out the separate state from Andhra Pradesh. Satyanarayana, an Independent MLA, is an associate member of Congress in the Andhra Pradesh Assembly. The trio have already submitted resignations from their posts in support of the separate statehood demand. “The very purpose of resigning from Congress is to build up pressure on the Congress high command and also on the ministers and MLAs of Congress in Telangana region,” Krishna Rao told reporters in Hyderabad. He hit out at the state ministers from Telangana region for not quitting their posts to mount pressure on the Congress high command. Training his guns on Chief Minister N Kiran Kumar Reddy, Krishna Rao alleged that Reddy was trying to suppress the separate statehood agitation by filing false police cases against Telangana supporters. “Unless we build up pressure on the Telangana public representatives and also on high command, the high command will not (take) an early decision. At the same time, the way the chief minister is terrorising, it is insulting the Telangana people. For that reason, we are quitting Congress,” he said.

lem isn’t that bad and couples can have “at least two children”. On October 31, India will witness the birth of the world’s seventh billionth baby in Uttar Pradesh. Though the event is being celebrated, Azad said, “It’s not a matter of joy but a great worry. We shouldn’t be celebrating the birth of the seventh billionth child. India has 2.4% of the global

landmass and around 18% of the global population. For us, a matter of joy will be when our population stabilizes.” Now, the nation’s population stands at 1.21 billion. Azad said that during this decade (2001-2011), India added 18 crore people to its population as compared to 20 crore between 1991 and 2001. India’s total fertility rate (TFR) - the average num-

States that have achieved the TFR target include Maharashtra (1.9), TN (1.7), Delhi (1.9), Karnataka (2), West Bengal (1.9) and Kerala (1.7). Demographic projections show that if the current status of population growth continues in India, it will cross China as the most populous nation by 2030. The National Population Stabilization Fund says India’s population grew five times in the last 100 years. Projections are that by 2050 India will be home to 1, 613.8 million people as compared to China’s 1, 417 million. Officials say children who are born because of lack of poor access to contraceptive services is a major cause. The birth of three and above children accounts for 45% of the 26 million births that take place each year. Preference for a male child and high infant mortality accounts for 20% of births.

SriNAgAr, OctOber 30 (AgeNcieS): Police registered a case on the basis of allegations that Christian missionaries in Kashmir were encouraging conversions. It is likely to arrest a pastor whose name figured in a complaint lodged before the Grand Mufti of Kashmir. Keeping in view the sensitivity of the issue, the Srinagar police registered an FIR under sections 153A, 295 and 186 of the Ranbir Penal Code. The decision was taken at the highest level to avoid possible unrest in the Valley. “We have registered a case and we are looking into a CD which has been given to us in support of the allegations made about the conversion,” a senior police officer told The Hindu on condition of anonymity. New Delhi, OctOber 30 (Pti): India will again press for normalisation of trade with Pakistan when Commerce Secretaries of the two neighbouring countries meet here in the second week of November. The Commerce Secretarylevel talks are being held within two months of India-Pakistan trade ministers meeting, which reviewed the bilateral commercial engagement. Commerce and Industry Minister Anand Sharma had hosted his Pakistani counterpart Makhdoom Amin Fahim in September. “Essentially, we will review the progress of the agenda set in Islamabad in April,” a senior Commerce Ministry official said. The two countries had resumed economic talks after a long gap in April and had drawn a roadmap for increasing the bilateral trade which has remained at a low level of $ 2.65 billion in 201011. Pakistan Commerce Secretary Zafar Mahmood would be here for three days from November 14 for comprehensive discussions with his Indian counterpart Rahul Khullar, the official said. The main roadblock in pushing the bilateral trade is the restrictions on imports of most of the Indian merchandise in Pakistan. India has been pressing for an arrangement through which the neighbouring country opens trade with New Delhi on all but few items. This is what is followed by India, which allows imports of all Pakistani items excepting a small number of goods in the negative list. Like in past, India will build further pressure on Pakistan to agree for the Most Favoured Nation (MFN) treatment for New Delhi.

Katju said that he had received a letter from the Prime Minister that his letter had been received and “they are considering it”. So instead of running around with his unconventional, unconvincing manuscript, the guitarist decided to be his own publisher. That’s self-publishing for you. Where there’s no editor censoring your thoughts, almost no rejections of manuscripts, you retain the translation rights, control the price of the book, number of copies, the cover and everything else that lies in between. But all this comes at a price -- the price of printing the book. A popular concept in the US, self-publishing industry in India is on a rapid rise thanks to the collective dreams of Chadha and Co., who want their work published at any cost. and Power Publishers which, unlike regular printing presses, can print you as few copies as you want, starting with one. Bangalore-based Chadha, who took four years to write his first book, says he wanted to do something “different, intellectual, with my own signature on it. I’ve been hugely inspired by Christopher Nolan, his unconventional storytelling in ‘Inception’. “There are three voices in my book. A dead musician, his wife and the author. The narration keeps shifting between them,” Chadha, a marketing executive-cummusician, told IANS. Afraid that a publishing house would want him to tweak the storyline to adhere to the unspoken publishing protocol and in the process render it commercial,

he shelled out some Rs.25,000 to get his book ready and another Rs.18,000 for printing 100 copies. However, it can cost you much less as well. For instance at Power Publishers, you can get 40 copies of your book in just Rs.12,000. While Chadha went for self-publishing so as not to compromise on his creative freedom, Sayantan Gupta, a doctor, got his poem collection published from Power Publishers for altogether different reasons. “I’m already working on a novel which I want a reputed publisher to back. So to show some printed material to the publishers, I got ‘Where the Rainbow Ends’ self-published,” said Gupta, 66. Then there’s Gurgaon-based Sitaram who knocked at almost every publisher’s door for his study of the real estate industry, “The Whistleblower”. “They rejected it for one reason or another. Some said it doesn’t fit in their profile, some said they are too burdened. Then I approached

Azim Premji to start two free schools in every district

MUMbAi/ bANgAlOre, OctOber 30 (AgeNcieS): After chipping in for the country’s educational system for a decade, the Azim Premji Foundation (APF), run by the third richest Indian on his own money, is all set for a generous initiative. The foundation plans to start 1,300 schools across the country- two per district - which will be free, impart education in the local language and be affiliated to the state board. If the idea succeeds, it could shame India’s dysfunctional public education system - and perhaps inspire other wealthy tycoons to look beyond their personal status-building. The APF schools, from preschool to class 12, will be on the lines of government ones. The difference will be in quality. “Quality education is fundamental to our becoming a developed nation. And the final crucible of learning is the classroom,” says Azim Premji. Wipro’s idea of starting 1,300 schools came after the Azim Premji Foundation recently reviewed its work from 2001, the year in which it was set up. “We felt the need to graduate from programme interventions to institutionbuilding,” says Dileep Ranjekar, APF’s CEO. “One of our ideas was to set up a separate educational board like the ICSE/ CBSE. But most of us...felt that

change would be better felt and seen by actually setting up schools.” Those associated with the planning of this Rs 9,000-crore project say that the schools will focus on the overall development of their students, including their health and nutrition. “The attempt is also to establish schools in corners that are currently educationally under-served and not to compete with existing schools, whether public or private,” says Ranjekar, adding that seven schools will start within a year-and-ahalf in Karnataka, Rajasthan, Uttarakhand and Chhattisgarh. If things go as forecast, all the 1,300 schools should be up and running by 2025. The aim behind the schools is two-pronged. “One is to build social pressure for other schools to follow suit and provide quality education. Two, we want to test ourselves, understand what it takes to deliver quality teaching and learning. One cannot tell the world to improve unless one actually leads by example,” says Ranjekar. A focal aim of the foundation is to get each school to evolve, over time, as a development centre integrated with the community. Thus, the schools will be staffed with teachers from the rural areas, but appointed after written tests and an interview.

Assad warns of “earthquake” if West intervenes

BEIRUT, OcTOBER 30 (REUTERs): Western powers risk causing an "earthquake" across the Middle East if they intervene in Syria, President Bashar alAssad said, after protesters called for foreign protection from a crackdown in which 3,000 people have been killed. Assad's warning came ahead of Syrian government talks on Sunday with the Arab League aimed at starting a dialogue between the government and opposition and ending violence which has escalated across Syria in recent days. Activists said Syrian forces killed more than 50 civilians in the last 48 hours and one activist group said suspected army deserters killed 30 soldiers in clashes in the city of Homs and in an ambush in the northern province of Idlib on Saturday. Assad's suppression of the seven-month uprising has drawn criticism from the United Nations and Arab League. Western governments have called on him to step down and imposed sanctions on Syrian oil exports and state businesses.

He led the country between 2003 and 2010, a period of robust economic growth in which more than 20 million Brazilians were lifted out of poverty and joined the middle class. Dirk Nowitzki will score no points for the Dallas Mavericks. These superstars, and every other NBA player, have been silenced by the billionaire team owners who sign their paychecks in a lockout that will reach its 124th day on Tuesday, when the NBA season was supposed to have started. Unable to agree on how to divide about $4 billion in annual revenues since the old contract expired and a lockout began on July 1, sides broke off talks on Friday with no new negotiations scheduled. NBA commissioner David Stern has called off 221

games that were scheduled in November and with a month needed between a final deal and the opening tipoff, the first shortened NBA season since 1999 figures to become shorter. Owners claim that only eight of 30 teams made money last season while the other 22 clubs lost a combined $450 million. They seek a hard salary cap and a 50-50 split of basketball-related income. Players, who received 57 percent of such revenues last season, want no salary cap and have said they have done their part by offering to take as little as 52.5 percent of income, a giveback of $1.5 billion over six years. The gap between players and owners amounts to $100 million a year, or $1 billion over the life of the 10-year deal being sought by team owners. Progress

The 56 years old legendary singer has been playing music for the last 41 years. Along with his 25th album, he will also be releasing a song book comprising of all his songs. Cotton Country have performed in 2010 Hornbill opening act for J.D. Millers Band, they have also performed at the NSF 25th years Lt Vikhozo and Lt Kekuojalie a tribute concert and at the ‘Nagaland Contributes’ in aid of the victims of Tsunami Earthquake in Japan. They were the leading band during the All India Doordarshan’s Golden Jubilee celebration. Formed in July 2010, these young guns from The Land of Music shot to fame when they won the RockAware Mokokchung district. They also bagged the best vocalist and best guitarist award in the recently held finale of RockAware contest in Dimapur. In the Name has this to say : ‘We believe in originality and our dream is to carry the enthusiasm till the end’. More bands and Soloists will also be performing during the concert This event is organized by Baptist Youth, Medziphema Village (BKK) in collaboration with Loving Souls Music Society and is supported by Aries Music and Sports Foundation. Red Bull's Vettel led throughout for his 11th victory of the season, finishing some 8.4 seconds ahead of Button with Ferrari's Fernando Alonso third and Australian Mark Webber fourth. Seven-time champion Michael Schumacher battled to fifth but McLaren's Lewis Hamilton came in seventh after yet another collision with his Ferrari bete noire, Felipe Massa. "My pace was good up until the crash. After the crash, we struggled," said the 2008 champion. But wire-to-wire Vettel was in a class of his own at the all-new Buddh International Circuit near New Delhi as he closed on Michael Schumacher's 2004 record of 13 wins in one year, with two races left this season. "Yes boys! Yes, we did it," Vettel shouted over the team radio as he finished.
