AN OVERWHELMING majority (70%) of respondents expressed disapproval for the recent government’s decision to relax the recruitment policy of teachers. This is as per the latest result of the weekly poll conducted by this newspaper—do you support the government’s decision to relax the recruitment policy of teachers? One respondent even lashed out that such “populist decision aimed to win more votes, will only destroy the Nagas”. As per the poll, only 24% expressed support for the recent notification relaxing norms for recruitment to school teachers posts, with one respondent even giving the justification that because some tribes do now have people that are qualified to meet the criteria for teaching, by relaxing the criteria, they can now serve their ‘own tribe’. One respondent, clearly not happy with the government’s decision, said that the teaching standard in Nagaland state is poor, now it will even grow worse. “This is the reason why many parents sent their children outside Nagaland for their studies”, the respondent observed. “Rather than making the system for recruitment more efficient so that they get quality teachers, I am disgusted to learn that the government has taken a very irresponsible decision”, noted another respondent. “God help our students. The quality of teachers will only become worse”, lamented another while others went to the extent of saying that such short-sighted decision will cause bigger problems in the Naga society and so demanded an explanation from the government. “We cannot play with the future of our children. Education is the foundation of the society. Rather than improving the quality of teaching, the government is doing the opposite”. In fact, even among the 20% respondents who supported the government’s decision to relax norms for teacher’s recruitment, one person disclosed that most teachers “are doing proxy” alleging them to be children and relatives of politicians and bureaucrats. “They don’t care. Most of them don’t even go to school to teach and though they have talent, it is wasted. So it is better to get less qualified teachers who are at least there than to have qualified teachers who are never there. This is the sorry state of Nagaland”. Among the few who staunchly supported the government’s decision, one respondent said this was the only way to meet the ‘demand for teachers’. continued on page 5

THE MANPOWER of Nagaland state police stands at 20,784 till March 2007. These figures do not include various battalions of the central police forces, the Assam Rifles and CRPF which are stationed throughout the state for maintenance of law and order. According to the report of the Comptroller and Auditor General of India, which was presented in the state assembly in September this year, the percentage of police personnel deployed in rural areas was only 4 to 47 percent and in urban areas, it was 53 to 96 per cent. So the deployment of police personnel in rural areas was significantly low in comparison to the urban areas. “Due to improper deployment, the people of the rural areas remained out of security coverage,” the report said. The police department, which is the biggest government department in the state, is responsible for maintaining law and order, security in the state including VIP security, crime-control, protection of life and property of citizens and security on all highways. The state police are also engaged in checking and controlling drug trafficking, drug abuse and smuggling of other contraband items, illegal and unauthorized entry of outsiders to the state and checking Inner Line Permit defaulters.

IN WHAT will be seen as a major boost to the Naga reconciliation process, “general” Khole, ‘commander-in-chief ’ of the ‘Naga Army,’ “GPRN/NSCN” has said, that leaving aside past animosity and selfish interests, Naga leaders must ‘come together’ and fight for the historical and political rights of the people. Significantly, Khole responded positively to the Forum for Naga Reconciliation's proposal for possible dialogue at the highest level among Naga ‘political groups’. "Unless Nagas unite and work in the spirit of oneness and unity, our dreams are still far-fetched”, Khole said during a meeting with the Forum for Naga Reconciliation. Clues indicate ULFA and NDFB behind Assam blasts NEW DELHI, NOVEMBER 9 (PTI): More than a week after serial blasts rocked Assam, investigators have found clues that ULFA and NDFB carried out the deadly explosions with the help of Bangladesh-based HuJI’s expertise. Home Ministry sources said the investigators have found enough evidence that the banned ULFA had carried out the October 30 serial blasts with the help of dominant Bodo militant group NDFB. This comes in the wake of the Centre expressing concern over the “paradigm shift” in the northeast militancy. Some people have been detained by police and central security agencies who had provided logistical support including procuring cars used in the blasts that left over 80 people dead and more than 400 injured, the

sources said. The people have an allegiance with the two banned outfits, the sources said. Interestingly, NDFB is currently under truce with the security forces and is engaged with the government in peace negotiations. “We have found that the Bangladesh-based HuJI has provided the expertise to ULFA and NDFB as none of them has the technology to explode such devastating bombs which claimed more than 80 lives,” a Home Ministry official said. Home Ministry sources said the government is worried over the fact that the northeast militants has started using a deadly mixture of RDX, ammonium nitrate and plasticised explosives to carry out explosions which led to greater casualties which was never seen in the past.

Miss Tokhu Emong: Away from the chaos DIMAPUR, NOVEMBER 9 (MExN): After the nasty interruption on the night of November 6 in Wokha, the Miss Tokhu Emong 2008 crown was finally placed on pretty Chumlano Kikon’s head, at Hornbill Restaurant in Wokha town yesterday. Chumlano Ezung and Thungbeni Kithan were declared first and second runners’-up respectively. The annual pageant commemorating the biggest festival of the Kyong Nagas was brought into nasty chaos when the 41 Assam Rifles and public members of the town engaged in a fracas. The pageant had to be halted halfway in the night. A quiet crowning ceremony was held for all the winners at the said restaurant only yesterday. The Forum for Naga Reconciliation has informed, that the Naga Reconciliation process was started in March 2008 and various events have been organized as part of the ongoing process. As a symbolic expression of their commitment to reconciliation the Naga “political groups” participated in the Naga Reconciliation Soccer match at Kohima organized by the Naga Christian Forum. In response to the Naga Reconciliation Soccer match, the public has responded in the positive and so expressed the need to have another reconciliation match in Dimapur, it stated. As a result, the Forum for Naga Reconciliation is organizing another Naga Reconciliation Soccer match on November 13 at the Dimapur District Sports Complex. “The forum understands that the Naga Reconciliation Soccer match is only a means to enable and strengthen public action in showing their support to the Naga reconciliation process”, it stated and requested the public to come and express their solidarity to the reconciliation process on November 13. The event will begin at 12 noon, but because of security measures, it was suggested that people arrive at the DDSC well in advance.

Kiwi farmer waiting for fruit of labor

DIMAPUR, NOVEMBER 9 (MExN): It is universally believed that hard work and persistence eventually pays off, but this notion is yet to be proven for Pitoshe Chophy, a 33 year old farmer from Zunheboto. As one of the first growers of the exotic kiwi fruit in Nagaland, this simple farmer should have been a raging success. However, he continues to struggle with not the slightest idea on what to do with the fruits of his labour.

Pitoshe first came to know about the kiwi fruit in 2001 when NEPED identified his area, Aphukquto under Atoizu of Zunheboto district, as possessing suitable climate for cultivation of the fruit. The area was made into a “trial area”. Eight farmers (two from all the four villages under the area) were sent to Himachal for a week’s training on horti, forestry and flora but they were basically trained on Kiwi cultivation. After the training, the farmers began to cultivate the fruit but due to the enormous labour and maintenance cost required for its nurturing, many of the other farmers gave up. Refusing to give up despite the labor involved, Pitoshe began to grow the fruit believing what he was told that kiwi being an expensive fruit, he would eventually be able to recover the maintenance and other costs. Sticking strictly to the directions given to them,

he dug 3 square feet pits for 150 kiwi saplings (135 “female” and 15 “male” plants) with a distance of 10 feet between them, in the terrace field where he cultivated paddy. Unable to afford the barb wires needed to support the vines, Pitoshe planted iron pipes and eventually also had to resort to bamboo poles. But the most difficult task was that of ensuring that the saplings received enough water. As per directive, the saplings required 30 to 40 liters of water for about six months, Pitoshe would carry 52 tins of water and make several trips to water the 104 saplings planted where there was no water source. “I was able to do so much when I was younger and not even married” says the farmer who is now married with three children. After all the hard work, in 2006, about 100 kgs of kiwis were produced and since then, production of

the fruit has been steadily increasing with a harvest of about 500 kgs harvested from his field this year. But for the last three years, Pitoshe has been trying everything to catch the attention of the government to help his venture. Till date no help seems forthcoming. During the first two years of harvest, he had presented samples of his kiwis to the Horticulture department but there was no reply from them. One year later, he submitted six cartoons of his fruit to the Horti department to be sold at Hornbill festival, as directed by the department but he only received an amount of Rs. 3000 for it. In fact besides the first Rs. 15, 000 that Pitolu had received from NEPED as loan for the plantation, Pitoshe has not received any financial assistance, though every year, he spends approximately Rs 50, 000 on labor for weeding, grafting and maintenance of his kiwi plantation.

THE TREND of extortion, kidnapping and murder in Dimapur and an ineffective law-response from “lawenforcing” agencies are already taking effect. Peaceloving citizens of the state’s commercial center won’t be enjoying Sunday shopping like before. Shutters of most of the business establishments in Dimapur remained closed on Sunday, today, despite the recent order issued by the Dimapur Municipal Council informing all business establishments to keep their shops open on the day till January 5 next. This was envisaged to facilitate Christmas and New Year shopping for people in and out of Dimapur district. A shopkeeper, who runs a garment store at AC Market in Hazi Park Market area, said due to lack of ‘good response’ from customers, shopkeepers do not open their shops on Sundays. Most of the shopkeepers clean their shops on Sundays as the day is when they

get time to dispose unnecessary goods from their shops. Moreover, he said, they do business from Monday to Saturday so they need time to be with their family and relatives as well. But, there is also another, deeper story to their reluctance in not doing business on Sundays – extortion, murder and kidnapping in Dimapur. While shops are open till 1:30 pm, due to the abnormal growth in kidnapping, murder and abductions for ransom, most shopkeepers

are reluctant to do business. This would further invite or cause unwanted situations, a shopkeeper said. A related reason is the security blanket in and around the town. A shopkeeper said “people don’t feel like shopping in the market places that is filled with too many security personnel”. He was alluding to the psychological impact the image of security – synonymous with unrest – has on people. However, a businessman admitted that “the deploy-

ment of security personnel has brought a pinch of secure feeling among the businessmen in the not-so-secure Dimapur city.” It was also pointed out that “businessmen of Dimapur are yet to get better from the shock of incidents like businessmen abducted and murdered (recently)”. The police, as usual, have not made any breakthrough in any of them although “investigations are on” always. Another businessman said their families do not want them to do business on

Sundays due to the increasing anti-social activities in Dimapur by miscreants and anti-socials. Moreover, “there will not be enough security arrangements on Sundays.” He also observed that “most of the old and prominent businessmen have already left the town due to abnormal increase in extortion and have settled down in other prominent towns of the northeast.” “Most of the shops remain closed since this is not the proper time to do the real Christmas and New Year shopping by the customers of the town and the other districts,” another businessman said. “The businessmen were even abducted on other business days so how can we take the risk of opening our shops on Sundays” he added. The DMC’s order that stated, “This order shall come into force with immediate effect” got good response only from a few odd roadside vendors and balloon sellers at Church Road. However, a handful of medical stores, bakeries and restaurants, which remain open on common Sundays, remained open today as well.

‘It’s a matter of pride and satisfaction’

WITHIN 25 years of its establishment, the Female Health Worker (FHW) School of Nursing, District Hospital Tuensang, has produced 534 nursing personnel who are now serving in different places in Nagaland. Last week, this institute celebrated its silver jubilee under the theme ‘Towards a healthier generation’ in the presence of minister for health & family welfare, Kuzholuzo (Azo) Nienu, as the chief guest. During its silver jubilee year, i.e. 2008, the School has witnessed several instances of development with the construction of school building, and a 20-bedded women’s hostel building, which is in progress, besides the construction of water reservoir for rainwater harvest and a footpath. With financial help from the government of India, Ministry of Health & Family Welfare (Nursing section), this nursing school also accomplished the renovation of hostel building, kitchen and dining hall, purchase of books, furniture and accessories for the library, besides nutrition laboratory accessories. A Tata Sky (TV) was also installed in the hostel, according to Nepralu Keyho, vice principal of the School of Nursing, Tuensang. Adding delight to the nursing personnel, minister Kuzholuzo Nienu has assured that toilet facility, water supply and fencing will be constructed shortly. “It is a matter of pride and satisfaction to know that over the last 25 years, the school has produced a good number of qualified nurses who are serving in various hospitals in the state as well as outside

TCU nomenclature changed to TPO

KOHIMA, NOVEMBER 9 (MExN): The nomenclature of the Tenyimi Central Union (TCU) has been changed to that of the Tenyimi People Organization (TPO) with effect from November 5, 2008. This was figured in the resolution adopted at the 16th general conference of the Tenyimi Central Union held at Maram Khullen on November 5 last. In this regard, the house has approved for the necessary amendment of the constitution and empowered the Executive Council to work out the necessary amendment of the constitution in view of the change of nomenclature. Cell set up to monitor CSS programmes in Nagaland KOHIMA, NOVEMBER 9 (AGENCIES): Nagaland has created a centralised monitoring cell for effective monitoring of implementation of all centrally sponsored schemes (CSS), whether they are routed through the state planning department or the DRDA. The newly created cell, under the state planning and coordination department, will monitor all the CSS that are directly routed to districts from central ministries without passing through the planning department, the deputy chairman of state planning board, Neiba Kronu said. The monitoring cell, under the supervision of the deputy chairman of the state planning board, has been authorised to collect information and data from implementing departments, agencies or officials and hold discussions to guide the implementing agencies of CSS programmes. The state planning and coordination department, Kronu said, usually monitors only listed projects or schemes in the government memo but many schemes are implemented at district levels where the Union ministries issue cheques directly to respective districts or NGOs. Even as central funds go directly to districts or NGOs, the implementing departments must be ready to submit detailed status report about such centrally sponsored schemes, he said. The deputy chairman said the monitoring cell has been set up for effective monitoring of all centrally funded schemes as urged by Chief Minister Neiphiu Rio. Kronu pointed out that even if the funds are directly routed to the districts and NGOs, the state government is accountable and answerable to the people under the RTI Act for all such schemes.

NST bus fare rates revised

KOHIMA, NOVEMBER 9 (MExN): In view of the high increase in the prices of HSD and all other commodities, the Governor of Nagaland has revised the existing bus fare rates of the Nagaland State Transport from the existing rate of 12.5 percent to 15 percent in the different categories of buses covering all services and routes. Sümi Literature Board clarifies DIMAPUR, NOVEMBER 9 (MExN): In response to an article written by Amento V Chophi, a graduate teacher in GMS, Naga United Village, Dimapur, under the caption ‘On deduction of salary’ which appeared in local dailies on November 7, H S Rotokha, Secretary of the Sümi Literature Board (SLM), has clarified that the board was organising the lucky draw in aid of ‘Sütsah Academy’, a Sümi Language Institute. The Institute aims to impart Sütsah education to government language teachers and Sümi unemployed graduates based on the prescribed textbooks by the Education department of Nagaland. “Regretfully, V. Chophi has termed this draw as a day light extortion,” wrote H S Rotokha in a rejoinder, adding that the board does not mind, but felt “pity” on Chophi for exposing his ignorance and selfish motive. The secretary, in his note, further advised Chophi to inquire about the lucky draw from the organisers for clarification, and not to “mislead and discourage” well-wishers and supporters of social welfare.

First Nagaland drug users’ conference in Kohima DIMAPUR, NOVEMBER 9 (MExN): The Nagaland Users’ Network (NUN), the first Drug users’ community network in the country, advocates for drug users in Nagaland, is organising the first Nagaland Drug Users conference at the State Academy hall, Kohima on November 15 and 16, with technical support from the Kripa Foundation Nagaland and sponsored by the NSACS. The conference will be the first of its kind in country. The conference is organised with an aim to address the twin epidemic of substance abuse and HIV/ AIDS and to ensure greater involvement of the drug using community. Vikho Yhoshu, Advi-

HIV epidemic among drug users in Nagaland, the Nagaland Users’ Network (NUN), a state level network, was formed in 1997 by some likeminded recovering addicts and HIV+ people (previous drug addicts) as an independent, user-driven community based organisation. The organisation was officially registered as Nagaland Users’ Network (NUN) in 1999 under the Society’s Registration Act of 1969, government of Nagaland. As a peer-based organisation, the NUN aims to provide and improve the quality of life of drug users and the PLWHA in the state by undertaking research studies, design programmes for a

comprehensive and culturally relevant manner, find effective strategies and approaches that give the key population opportunities for greater involvement in the programme to battle with drug abuse and HIV/AIDS, and to advocate for their rights, stated a release issued by Abou Mere, Convenor of the Organizing Committee. Mere pointed out that “the emphasis is always on promoting and defending the health, dignity, wellbeing and rights of injecting and other illicit drug users.” The organisation also provides a platform where the users’ network can be a voice for drug users and PLHA on issues surrounding IDUs, and

to act as a pressure group, the convener added. The organisation also serves as a resource centre where people in distress (addicts, PLHA and their family members) can access information about treatment, positive living and human rights, exchange ideas, learn more from each other, and give a human face to the epidemic, he added. “The role of drug users (primarily injecting drug users) as a critical group in HIV transmission is universally acknowledged and these interventions have contributed in bringing down the HIV prevalence among the IDU in the state, but the drug-using community continues to remain

as mere project recipients (beneficiaries) with no greater participation and ownership towards these interventions,” informed Abou Mere. Therefore, he stressed, in the absence of an empowering and greater involvement of the community of drug users, the desired outcome of these interventions targeting drug users and their sexual partners continues to remain compromised to a great extent. The organising committee has invited all the exdrug users, active drug users, alcoholics, PLHAs and well-wishers to the Nagaland Drug Users conference, to “attend the historic program celebrating recovery.”

The NPCC, in a release issued by its Media Cell Chairman R. Paphino stated that it is silly and ridiculous to ask the state media to project the achievements and developments of the DAN Government rather than giving coverage of criminal events like killings, rapes, kidnappings, etc. in the front page. “Criminal events hitting the front pages of the local papers in Nagaland rationally mean that DAN Government could not contain law and order problems. Regular feature of killings, kidnap-

pings, intimidations, extortions, etc. being figured prominently in the daily papers implies that the Government of the day has failed miserably in discharging its duties for the people of Nagaland. As such, the Minister’s comment indicates that the Government is deliberately shying away from its main responsibility,” the release further added. The social work, organised in collaboration with the Kohima Municipal Council, will be undertaken on November 15 from 7:00 am onwards. A press release issued by DPP president, Alodi Neikha, and Secretary Shurhovol Naleo, has in this regard requested the public under its Panchayat to keep their shops closed till 12 noon. Also directing non-locals to join the social work, the DPP warned that any person found not cooperating with the Panchayat would be penalised and renewal of ILP would not be entertained. Economic powers agree on need to boost growth SAO PAULO, NOVEMBER 9 (AGENCIES): The world's leading economies, including emerging powers like China, agreed on Saturday on the need to take measures to stimulate growth and fight off the threat of a global recession. Central bankers and other top government officials from countries representing most of the world's economy hammered out proposals for their leaders to take to an emergency summit on the financial crisis next weekend

Brazil, Latin America's largest economy, pressed the case for emerging heavyweights to have a bigger say in global finance, a cause backed by the World Bank and International Monetary Fund. Brazilian President Luiz Inacio Lula da Silva said the global financial system "collapsed like a house of cards" in the credit crisis due to the "blind faith" of rich countries in self-regulation by markets. In the United States,

President-elect Barack Obama said it was time for Americans to put aside their political differences to focus on averting a deep recession, which he plans to tackle as soon as he moves into the White House in January. At the annual meeting of the G20 group of the biggest advanced and developing economies in Brazil's bustling business capital, policy-makers and officials focused on action they could take to stave off the prospect of a global recession.

China announces $586 billion stimulus plan BEIJING, NOVEMBER 9 (AP): China announced a $586 billion stimulus package Sunday in its biggest move to stop the global financial crisis from hitting the world's fourth-largest economy. A statement on the government's Web site said China's Cabinet had approved a plan to invest 4 trillion yuan ($586 billion) in infrastructure and social welfare by the end of 2010. Some of the money will come from the private sector. The statement did not say how much of the spending is on new projects and how much is for ventures already in the pipeline that will be speeded up. China's export-driven economy is starting to feel the impact of the economic slowdown in the United States and Europe, and the government has already cut key interest rates three times in less than two months in a bid to spur economic expansion.

Economic growth slowed to 9 percent in the third quarter, the lowest level in five years and a sharp decline from last year's 11.9 percent. That is considered dangerously slow for a government that needs to create jobs for millions of new workers who enter the economy every year and to satisfy a public that has come to expect steadily rising incomes. Exports have been growing at an annual rate of more than 20 percent but analysts expect that may fall as low as zero in coming months as global demand weakens. The statement said the Cabinet, at a meeting chaired by Premier Wen Jiabao, had "decided to adopt active fiscal policy and moderately easy monetary policies." It did not give details. The statement said the spending would focus on 10 areas. They included picking up the pace of spending on low-cost housing - an

urgent need in many parts of the country - as well as increased spending on rural infrastructure. Money will also be poured into new railways, roads and airports. Spending on health and education will be increased, as well as on environmental protection and high technology. Spending on rebuilding disaster areas, such as Sichuan province where 70,000 people were killed and millions left homeless by a massive earthquake in May, will also be sped up. That includes 20 billion yuan ($2.93 billion) planned for next year that will be moved up to the fourth quarter of this year. The statement, without giving details, said rural and urban incomes would be increased. Credit limits for commercial banks will also be removed to channel more lending to priority projects and rural development, it said.

"I think there is a consensus on the need for coordinated and decisive action globally, going to first of all fiscal policy," Australian Treasurer Wayne Swan told Reuters. "It's very important that those countries which have the capacity to stimulate their economy do so." Swan and others said discussions also touched on the need to further loosen monetary policy in some countries, even after aggressive interest rate cuts by central banks worldwide in recent weeks.

China's central bank governor, Zhou Xiaochuan, said the Asian export powerhouse, one of the few remaining engines of global growth, would help stabilize markets by maintaining its economic expansion, which he forecast at 8-9 percent in 2009. Some economists have predicted Chinese growth could slow to less than 8 percent next year. "China is in a very good position to have a strong fiscal expansion. This is something the Chinese authorities talked about," World Bank

President Robert Zoellick told reporters. What it really does is direct users to a website that downloads a spy programme, which steals sensitive information from users’ computers. This information can then be used to access online accounts, steal identities and falsify credit card transactions. The virus also incorporates the

victim’s computer into a botnet – a network of computers programmed to perpetuate spam campaigns. “The hackers are taking advantage of Obama-mania,” said Graham Cluley, senior technology consultant for SophosLabs. “So many people have been excited or interested in (the election), that they might be susceptible to it. We hope people are beginning to learn not to click on these things.”

'IMF growth forecast for India is below its potential growth' WASHINGTON, NOVEMBER 9 (PTI): Appreciating measures taken by India to deal with the global financial crisis, the IMF has said the 6.3 per cent growth forcast for the country is considerably below its potential growth. "For India we have marked our forecast down to 6.3 per cent of 2009 calendar year. That is considerably below what we consider to be India's potential growth," IMF Deputy Director for Asia Pacific region, Kalpana Kochhar, told PTI. "There is a spe-

cific meaning to "potential"-it is the rate at which you can grow without causing inflation. And for India we estimate that to be 7.5 per cent to 8 per cent. Our forecast of 6.3 per cent would put it quite a bit below the potential," Kochhar added. Centre's spectrum allocation policy challenged in Delhi HC NEW DELHI, NOVEMBER 9 (AGENCIES): A petition has been filed in the Delhi High Court challenging the Centre's policy of allocating 2G spectrum on a "first come first served basis", allegedly causing a loss of crores of rupees to the exchequer. The PIL alleged that the procedure followed by the government is non-transparent, and is intended for the benefit of some private players in the telecom industry. The telecom ministry's deliberate inaction on the recommendations of the finance ministry, Prime Minister's Office and Telecom Regulatory Authority of India has benefited private parties at the expense of public exchequer," Gupta said in his petition. He also referred to an earlier judgement of the High

Court delivered in 1993 by which the court had said that "first come first served" policy is unreasonable and unfair. "The basis of first come first served for allotment of time slots on satellite channels is arbitrary. It is unreasonable, unjust and unfair," Gupta said quoting the High Court judgement. "The proximity of real estate developers to corridors of the department of telecom has enabled even real estate developers to overnight turn into telecom entrepreneurs. SINGAPORE, NOVEMBER 9 (AFP): Cash-rich sovereign wealth funds from Asia and the Middle East may be turning cautious after getting burnt by investments in Western firms hit by the current financial turmoil, analysts said. Despite fresh opportunities, prudence now prevails as countries that own the funds sit on massive paper losses from investments made just before problems in the US housing market erupted into a fullblown global crisis. Their multi-billion-dollar forays into Western financial giants such as Citigroup and Merrill Lynch appeared to be good bargains but the banking shakeout has since sharply reduced the value of their holdings. "I think they've been burnt... They are not sure this is the right time

and they are more cautious," said Zanny Minton-Beddoes, a Washington-based editor with The Economist, the widely-respected current affairs weekly. "They put a lot of capital into financial institutions earlier on and they lost a lot of money," Minton-Beddoes, a former economist with the International Monetary Fund, told AFP. Manipur cops to quiz ‘militants’

KOLKATA, NOVEMBER 9 (AGENCIES): Two Manipur Police officers reached Kolkata on Saturday evening to interrogate the seven alleged People’s Revolutionary Party of Kangleipak (Prepak) militants arrested in the city on Friday. Kolkata Police charged the seven under Section 41C of the CrPC (arrest without warrant) and a city court remanded them in two days’ police custody. “Manipur Police has not yet sent us any confirmation regarding the identity of the seven. The officers from Manipur are interrogating them. If they are sure that the seven are members of the banned outfit, the officers may seek transit remand and take them away. However,

we have not yet received any complaint from the businessmen they are said to have extorted,” said a senior Kolkata Police officer. Sources in Military Intelligence (MI) that provided the tip-off regarding the presence of the alleged militants in Kolkata, however, maintained that all of them are active members of the outfit, which had changed its name to United People’s Party of Kangleipak (UPPK) on Thursday. The UPPK is led by one Chenglamba. The seven were allegedly on a ‘mission’ to collect funds from businessmen dealing in scrap from Manipur. “We had kept tabs on their movement in the city for the last few days. They were

Hovercraft to help flush out Manipur militants NEW DELHI, NOVEMBER 9 (AGENCIES): Hovercraft will soon be deployed in Manipur to flush out militants from the Loktak Lake with the Centre recently approving the state’s proposal to acquire three of these amphibious vehicles for counter-insurgency operations in the northeastern state. Although hovercraft are currently being used by the security agencies in J&K particularly in Wullar Lake and also by the Indian Coast Guard in the maritime areas, the sanction for Manipur will add a new dimension to patrolling along the IndoMyanmar border. Sources in the home ministry said that the state would soon procure hovercraft at an estimated cost of over Rs 22 crore under the

Centre’s police modernization scheme. Similar proposals by other states — where coastal police stations are coming up — were also being considered, they added. A hovercraft is specially designed for patrolling shallow coastal waters and can easily negotiate swamps, marshy areas and coastal mudbanks and flat lands. There are no restrictions on water depth for the operation of an hovercraft. It can operate in very shallow waters as well as on a beach at a speed of nearly 60 kilometre per hour. An official said that the speed of these ambhibious vehicles would be of great help in not only chasing militants in swamps along the border but also in reaching their hideouts on different islands in Loktak Lake.

MOKOKCHUNG, NOVEMBER 9 (DIPR): The quarterly coordination meeting of all Heads of Offices under Mangkolemba Subdivision was held on November 4 under the chairmanship of ADC Mangkolemba, Temsu Longkumer, in his office chamber. The following points were discussed and reviewed in the meeting: 1. Medical: It was discussed and agreed that the Mangkolemba Civil hospital approach road would be repaired and maintained from the fund available from the Health Centre Management Fund. Besides, participation from the public will also be invited and the department concerned, the PWD (R&B), would supervise the work. 2. Rural Development: The meeting discussed about the fund received through the National Rural Development Gen-

GUWAHATI, NOVEMBER 9 (ANI): The Government of Assam has decided to recruit 4,000 more police personnel in all ranks to augment the strength of the force to over 65,000 within the year as part of a counter-terrorism plan. Revealing this here, Chief Minister Tarun Gogoi said this augmentation of the police force was necessary as in the last eight years; the state had experienced 605 bomb blasts, each of which had caused considerable devastation to life and property. He also added that police and other security personnel had recovered or diffused over 5,000 bombs and grenades. Suggesting that there were threats to Assam from terrorist groups in neighbouring Bangladesh and Myanmar, Gogoi said

that these groups have local support, and therefore the magnitude of their terror strikes was understandable. All entry points in the North East and West Bengal along the borders with Bangladesh and Myanmar should be sealed to check cross-border movement of terrorists, Gogoi said on Saturday, adding that there was an urgent need for effective intelligence sharing between the police forces, security and intelligence agencies in the North East. He also warned that there was a need for imposing curbs on religious fundamentalism, and added that his government would approach the Prime Ministers Office (PMO) in the near future to convince it to take steps to check terror.

However, more than financial assistance, the farmer is direly in need of other kind of support as kiwi plantation is now his main source of livelihood. Pitoshe says that in 2006, a Horticulture officer visited his plantation and promised him that NEPED would provide one lakh for the construction of a water tank in his field. But it never materialized. Another pressing requirement is in the form of technical support. Pitoshe says that the first year of harvest, his kiwis were bigger in size though they were less in quantity. However, over the years, the fruit has grown smaller in size with the increase in quantity. H

uman cultures have through time adopted and adapted diverse habitats and utilized, altered and nurtured natural resources to meet countless everyday needs. Consequently, the process of resource harvesting and domestication of plants and animals have stimulated interdependence between natural and human-induced biodiversity. There is no doubt that horticulture over the last eleven thousand years has come to occupy a crucial place as an agricultural enterprise, attracting investors and indicating its potential towards economic growth. Its value is further amplified in its scope to increase productivity and employment growth to address poverty. Though horticulture provides an array of options and possibilities, it has nonetheless been a very difficult and complicated issue where it has involved mega-corporates in relation to indigenous peoples, their land and resources. Bio-diversity has been an essential asset and need of indigenous people, who have over the years practiced the use of land and resources in ways consistent with their value, knowledge system and way of life. However, with the advent of corporates, whose primarily objective is profit-making, it has brought these two different paradigms and values in conflict with each other. Central to this conflict has been the questions of land ownership, decision making and sustainable management of resources. This has necessitated creating alternative paradigms that addresses the vacuum caused by diversion of subsistence modes of production that has for generations served the purpose of meeting the needs of the family and community. Land and related resource rights are elementary to indigenous peoples existence, since they constitute the basis of their economic livelihood and are the source of their spiritual, social, cultural and political identity. Dominant development approaches have however viewed them as non-productive and detrimental to the supposedly modernizing aspirations of states. As a result, many developmental policies are directly or indirectly weakening and affecting indigenous modes of production. In the name of development, various policies have dispossessed indigenous peoples of their lands and natural resources; undermining their dignified survival. At this vital point in time, when Nagas as natives of the land are exploring ways to define affective modes of production to meet their needs, it is essential to engage in a public and democratic discourse to generate solutions from indigenous perspective. Tragically, the repetitive cycle of having ‘expertise’ from non-indigenous experiences with state-centered paradigms has often led to solutions derived on convenience and interest. Such approaches have proven to be unsustainable and detrimental to the survival of indigenous people. Considering that horticulture is one of the mainstay for the Nagas, it is time to invest on indigenizing modes of production and strengthening local knowledge systems, so that, a paradigm that affectively increases production and respects the values and dignity of the people can be realized. Throughout history, peoples and societies have transformed dramatically when new ways to increase food production has been realized. Perhaps modernizing the indigenization of production is a respectful solution that finds new ways to use land and to maximize quality of life for the Naga people.

I

have dreams. I may seem like a boring pundit whose most exotic fantasies involve government policy reports, but deep down, I have dreams. And right now I'm dreaming of the successful presidency America needs. I'm dreaming of an administration led by Barack Obama, but which stretches beyond the normal Democratic base. It makes time for moderate voters, suburban voters, rural voters and even people who voted for the other guy. The administration of my dreams understands where the country is today. Its members know that, as Andrew Kohut of the Pew Research Center put it on "The NewsHour," "This was an election where the middle asserted itself." There was "no sign" of a "movement to the left." Only 17 percent of Americans trust the government to do the right thing most or all of the time, according to an October New York Times/CBS News poll. So the members of my dream Obama administration understand that they cannot impose an ideological program the country does not accept. New presidents in 1932 and 1964 could presuppose a basic level of trust in government. But today, as Bill Galston of the Brookings Institution observes, the new president is going to have to build that trust deliberately and step by step. Walking into the Obama White House of my dreams will be like walking into the Gates Foundation. The people there will be ostentatiously pragmatic and data-driven. They'll hunt good ideas like venture capitalists. They'll have no faith in all-powerful bureaucrats issuing edicts from the center. Instead, they'll use that language of decentralized networks, bottom-up reform and scalable innovation. They will actually believe in that stuff Obama says about postpartisan politics. That means there won't just be a few token liberal Republicans in marginal jobs. There will be people like Robert Gates at Defense and Ray LaHood, Stuart Butler, Diane Ravitch, Douglas Holtz-Eakin and Jim Talent at other important jobs. The Obama administration of my dreams will insist that congressional Democrats reinstate bipartisan conference committees. They'll invite Republican leaders to the White House for real meetings and then re-invite them, even if they give hostile news conferences on the White House driveway. They'll do things conservatives disagree with, but they'll also show that they're not toadies of the liberal interest groups. They'll insist on merit pay and preserving No Child Left Behind's accountability standards, no matter what the teachers' unions say. They'll postpone contentious fights on things like card check legislation. Most of all, they'll take significant action on the problems facing the country without causing a mass freak-out among voters to the right of Nancy Pelosi. They'll do this by explaining to the American people that there are two stages to their domestic policy thinking, the short-term and the long-term. The short-term strategy will have two goals: to mitigate the pain of the recession and the change the culture of Washington. The first step will be to complete the round of stimulus packages that are sure to come. Then they'll take up two ideas that already have bipartisan support: middle-class tax relief and an energy package. The current economic and energy crisis is an opportunity to do what was not done in similar circumstances in 1974 - transform the country's energy supply. A comprehensive bill - encompassing everything from off-shore drilling to green technologies - would stimulate the economy and nurture new political coalitions. When the recession shows signs of bottoming out, then my dream administration would begin phase two. The long-term strategy would be about restoring fiscal balances and reforming fundamental institutions. By this time, the budget deficit could be zooming past $1.5 trillion a year. The U.S. will be borrowing oceans of money from abroad. My dream administration will show that it understands that the remedy for a culture of debt is not more long-term debt. It will side with those who worry that long-term deficits could lead to ruinous interest-rate hikes. My dream administration will announce a Budget Rebalancing Initiative. Somebody like Representative Jim Cooper would go through the budget and take out the programs and tax expenditures that don't work. "If we have no spending cuts, then we're saying government is perfect. Nobody believes that," Cooper says. Having built bipartisan relationships, having shown some fiscal toughness, having seen the economy through the tough times, my dream administration will then be in a position to take up health care reform, tax reform, education reform and a long-range infrastructure initiative. These reforms may have to start slow and on the cheap. But real reform would be imaginable since politics as we know it would be transformed. Is it all just a dream? I hope not. In any case, please be quiet and let me have my moment.

Break Political Silence On Malnutrition

T

he issues on which politics decides to go silent owing to compromise often become the “no action needed zone” for the bureaucracy. Nine children died in duration of a week in three villages of Satna district of Madhya Pradesh. The issue came to light when someone got wind of it. The health department issued report that the deaths were owing to malnutrition. However, the Women and Child Development Department (WCD) immediately denied the report, saying that the children had succumbed to various diseases (means it is not Dept’s responsibility). No responsible officer deemed it fit to visit the spot and the WCD Department managed to alter the report mentioning that the children were above six years of age and thus outside the purview of its care, Very simple but so apathetic. Children are not looked upon as living being in integrated form but in piecemeal manner according to age, department and problems. The issue is not confined to Satna. Nutritious food has not been delivered to 24000 Anganwadi Centers (AWC) in the State and this is a regular feature. Children continue to die, but the issue does not have enough edge to provide a basis for debate in the political circles. It also proves that the issues of malnutrition deaths are outside political priorities' list. The kindergartens have become very important for the affluent people and the AWCs are being demolished because the market forces do not want State to play any role as Child rights protector. The meaning of the malnutrition in children is the starvation arising out of the political apathy towards the child rights, corruption, unaccountability and the current priorities of development. It is important to note that about 16 percent of the population in state is below age of six years, which means that about 1.10 crore populace falls in this category, but only one scheme is being implemented for them. More shockingly, only 0.9 pc of the expenditure is made on this Integrated Child Development Scheme. Before we set aside malnutrition as non-issue, let us understand that the GDP growth rate of the country lags

behind by three to four percent because of this problem because owing to malnutrition, half of the populace in country becomes incapable contributor to the development and progress of nation with full vigour. The extent of inhuman and emotionally violent attitude of our politics towards malnutrition and its victim children could be gauged from the fact that let alone implementation, even the basic structure of the ICDS (Anganwadi scheme) in the 11th five year plan (2007-12) has not yet been decided. No sign of any progress in implementation could be seen in budget of 2008-09, probably because as per the wish of the Union Minister, the work of supply of nutritious food could not be handed over to private companies, which will provide Biscuits in meal, in place of hot-cooked and culturally acceptable nutritious food. The Supreme Court of India, in a decision of December 13, 2006, had ordered the universalisation of the ICDS scheme. Till then only four crore children in country were benefited by the scheme and out of 14 lakh habitations, localities and villages, eight lakh did not have AWCs. The Supreme Court made it very clear that every child, every pregnant woman, every lactating mother and every adolescent girl should have access to the anganwadi centres and should get its benefits including nutritious food, health check up, pre-school education, vaccination and others. The order of the apex court mandated the State that the work of universalisation should be completed by December 2008. However there is no political movement visible in this direction. No political party moved out of their non-issue based politics and not talking on prospects of this order at all. If we take the example of MP, here only 67770 anganwadis are being operational against the actual need of 1.26 lac centers, while is dearth of as many as 58000 children are still deprived of the ICDS services. However the political attitude towards opening of new centers seems totally apathetic. We have seen those guidelines that mention the checklist for the ministers and bureaucrats should review during the visit to the filed. But the issue is not of

guidelines, but the ground realities and ground realities make it clear that neither the politicians, nor the bureaucrats make any effort to check functioning of AWCs. In fact they should write their comments on the Anganwadi registers, but a recent study of Right to Food Campaign finds ‘No Comment”. The scheme basics make it very clear that every child, pregnant woman, lactating mother and adolescent girl should get the benefit of nutritious food and other services for 300 days in year without any limiting criteria. However in MP, the budget is given only for 130 days and out of this, the provision for 60 days fall victim to corruption. The report of Comptroller and Auditor General mentions that the scheme is not only prey to corruption in MP but also children do not get the necessary

300 calories and 8 to 10 gm of protein and as much as 59 pc children are totally deprived of the scheme. It is really a poser as to why the schemes in India are chalked out in a way that the common people cannot have any hopes from it. If one talks of government hospitals then they are centres that are filthy, totally degenerated with foul talking personnel and if one talks of anganbadi centres then they are 8x10 ft rooms where 80 children, 20 pregnant woman and 30 adolescent girls are expected to sit. The beneficiaries are made to feel totally beggar-like during distribution of nutritious food so that they do not have any feel of being Rights Holder. The worst luck is the fact that the development visionaries who consider Sensex and Gross Domestic Product as the most

important indicator of Development feel that the governments need not to worry about the Hungry children, and even political parties should talk about the Growth based development, and should stop spending subsidies on issues like child protection. They should invest this money for Market development and their (State’s) subsidies to the Big Money Making Corporations will create employment and eliminate Chronic Hunger and all kinds of in-equality in the Society. Their argument that these schemes are waste of resources and it leads to the community becoming dependant on government and developing habit of eating out of spoon. They say that people should be taught to work hard, but forget that if one is afflicted by malnutrition in childhood and 80 pc of mental and physical growth is stunted and they cannot contribute to process of development in adulthood. In such situation, the development visionaries in the political lobbies would have to talk on child malnutrition as one of the major political issues, but the concern is that it should not be too late by time they decide to do so. Unfortunately MP could not get politicians like K. Kamraj or M G Ramchandran of Tamil Nadu, who considered nutrition of children as basic indicator of development and thus the ICDS is one of the best run scheme in Tamil Nadu. We should understand that principally we believe in a democracy, where any change can come through political process, but presently the system is becoming tolerant to the extent of being salient on the continuous child deaths. The system is totally silent in political context on the issue of death of children due to malnutrition. Some violent protests are visible but majority of them are personal cases where some scenes are made in hospital premises when children from powerful families die, but it is limited to that. There is no demand or protest beyond that. The issue sometimes finds mention in comfort zones, some researchers and thinkers are working on it, but no political movement is visible on the issue. Children are dying to see their right to nutrition on the pages of election manifesto.

We often proclaimed ourselves, “Nagaland for Christ” but I am also doubtful that we may even change the nomenclature to “Nagaland for Evil”, let us prevent that any cost. Are you (the loyal soldiers) intending to hide the sovereignty and lands of the Naga somewhere else by carrying out hatred towards each other? It is you, who could implement the principle theme of the Nagas, “Let our land be ours” into a reality. Let us not put ourselves to be a slavery of our enemy, however, if you really love Nagas, do act like David who brought laurels to his Nation through his firm faith in God, and at the same time saved the whole of his Nation from the cruelty clutches of Palestine’s. To beautify and restructure the land of Nagas into

a magnificent Nation, the major responsibilities lie with each one of you. To change our nation a better place to live in, my simple appeals offer, a reconciliation principle of ‘forgive & forget’. •Sir, • “It is never too late to take a new direction and move boldly towards a new Destination” • “It is never too late to square your shoulders and meet the challenge head on” • “It is never too late to fight back and achieve success” The two shoe sales men who traveled to a primitive country to open new territories for their products. When they got of the ship, hundreds of barefoot natives greeted them. Nobody was wearing shoes. The salesman headed straight for the local dispatch office. The first one wired the President of his company: “Sir I am coming home right away. No shoes to be sold here. Nobody wears shoes.” The second salesman sent an equally urgent message president of his company’: “Send thousands of shoes. Nobody wears shoes!” The second salesman saw the challenge, rubbed his hands in anticipation, and ran towards it, to reach out to needy people. Naga people are crying and dying for peace but we are still killing among ourself which God does not want us to do. We should adopt the attitude of the second salesman like selling shoes to barefoot natives-into a positive experience. Unfortunately, too many of us are like a young deaf boy name John. He never heard his father’s simple but important message: “John I love you” we cannot be like little boy John brimming with enthusiasm, babbling about our activities, and missing our Heavenly Father’s Message. “I Love You Naga People”. The Old Testament stories as “Proof ” that God can be downright ferocious if we Naga people cross Him. Look what happened to Sodom and Gomoroh they say, Not only the evil cities destroyed by fire, but they were covered by water. We Naga people don’t believe or we have forgotten the wonderful stories in the Old Testament of a living God and in the New Testament showing Jesus in a loving light. It doesn’t matter how many years we’ve been struggling to break free from whatever it is that holds us bound. It could be that we’ve had a secret problem in our state for twenty years, thirty years, even longer. The length of time we’ve struggled doesn’t diminish God’s Power or take away from the fact that He loves Nagas and wants to see us set free. Past failures don’t mean there won’t be future successes. We may be in bondage today, but that does not mean we won’t be free tomorrow. In years past, I would now and then— often unpredictably—appear in the newspapers or on TV, sometimes with a reference to Fugitive Days, my 2001 memoir of the exhilarating and difficult years of resistance against the American war in Vietnam. It was a time when the world was in flames, revolution was in the air, and the serial assassinations of black leaders disrupted our utopian dreams. These media episodes of fleeting notoriety always led to some extravagant and fantastic assertions about what I did, what I might have said and what I probably believe now. It was always a bit surreal. Then came this political season. During the primary, the blogosphere was full of chatter about my relationship with President-elect Barack Obama. We had served together on the board of the Woods Foundation and knew one another as neighbors in Chicago’s Hyde Park. In 1996, at a coffee gathering that my wife, Bernardine Dohrn, and I held for him, I made a donation to his campaign for the Illinois State Senate. Obama’s political rivals and enemies thought they saw an opportunity to deepen a dishonest perception that he is somehow unAmerican, alien, linked to radical ideas,

filled him in: Ayers is an unrepentant “terrorist,” he explained, “On 9/11, of all days, he had an article where he bragged about bombing our Pentagon, bombing the Capitol and bombing New York City police headquarters. … He said, ‘I regret not doing more.’ “ McCain couldn’t believe it. Neither could I. On the campaign trail, McCain immediately got on message. I became a prop, a cartoon character created to be pummeled. When Alaska Gov. Sarah Palin got hold of it, the attack went viral. At a now-famous Oct. 4 rally, she said Obama was “pallin’ around with terrorists.” (I pictured us sharing a milkshake with two straws.) The crowd began chanting, “Kill him!” “Kill him!” It was downhill from there. My voicemail filled up with hate messages. They were mostly from men, all venting and sweating and breathing heavily. A few threats: “Watch out!” and “You deserve to be shot.” And some emails, like this one I got from satan@ hell.com: “I’m coming to get you and when I do, I’ll water-board you.” The police lieutenant who came to copy down those threats deadpanned that he hoped the guy who was going to shoot me got there before the guy who

was going to water-board me, since it would be most foul to be tortured and then shot. (We have been pals ever since he was first assigned to investigate threats made against me in 1987, after I was hired as an assistant professor at the University of Illinois at Chicago.) The good news was that every time McCain or Palin mentioned my name, they lost a point or two in the polls. The cartoon invented to hurt Obama was now poking holes in the rapidly sinking McCain-Palin ship. That ’60s show On Aug. 28, Stephen Colbert, the faux right-wing commentator from Comedy Central who channels Bill O’Reilly on steroids, observed: To this day, when our country holds a presidential election, we judge the candidates through the lens of the 1960s. … We all know Obama is cozy with William Ayers a ’60s radical who planted a bomb in the capital building and then later went on to even more heinous crimes by becoming a college professor. … Let us keep fighting the culture wars of our grandparents. The ’60s are a political gift that keeps on giving. It was inevitable. McCain would bet the house on a dishonest and largely discredited vision of the ’60s, which was the defining decade for him. He built his political career on being a prisoner of war in Vietnam. The ’60s—as myth and symbol—is much abused: the downfall of civilization in one account, a time of defeat and humiliation in a second, and a perfect moment of righteous opposition, peace and love in a third. The idea that the 2008 election may be the last time in American political life that the ’60s plays any role whatsoever is a mixed blessing. On the one hand, let’s get over the nostalgia and move on. On the other, the lessons we might have learned from the black freedom movement and from the resistance against the Vietnam War have never been learned. To achieve this would require that we face history fully and honestly, something this nation has never done. The war in Vietnam was an illegal invasion and occupation, much of it conducted as a war of terror against the civilian population. The U.S. military killed millions of Vietnamese in air raids—like the one conducted by McCain—and entire areas of the country were designated freefire zones, where American pilots indiscriminately dropped surplus ordinance— an immoral enterprise by any measure. What is really important McCain and Palin—or as our late friend Studs Terkel put it, “Joe McCarthy in drag”—would like to bury the ’60s. The ’60s, after all, was a time of rejecting obedience and conformity in favor of initiative and courage. The ’60s pushed us to a deeper appreciation of the humanity of every human being. And that is the threat it poses to the right wing, hence the attacks and all the guilt by association. McCain and Palin demanded to “know the full extent” of the Obama-Ayers “relationship” so that they can know if Obama, as Palin put it, “is telling the truth to the American people or not.” This is just plain stupid. Obama has continually been asked to defend something that ought to be at democracy’s heart: the importance of talking to as many people as possible in this complicated and wildly diverse so-

ciety, of listening with the possibility of learning something new, and of speaking with the possibility of persuading or influencing others. The McCain-Palin attacks not only involved guilt by association, they also assumed that one must apply a political litmus test to begin a conversation. On Oct. 4, Palin described her supporters as those who “see America as the greatest force for good in this world” and as a “beacon of light and hope for others who seek freedom and democracy.” But Obama, she said, “Is not a man who sees America as you see it and how I see America.” In other words, there are “real” Americans — and then there are the rest of us. In a robust and sophisticated democracy, political leaders—and all of us— ought to seek ways to talk with many people who hold dissenting, or even radical, ideas. Lacking that simple and yet essential capacity to question authority, we might still be burning witches and enslaving our fellow human beings today. Maybe we could welcome our current situation—torn by another illegal war, as it was in the ’60s—as an opportunity to search for the new. Perhaps we might think of ourselves not as passive consumers of politics but as fully mobilized political actors. Perhaps we might think of our various efforts now, as we did then, as more than a single campaign, but rather as our movement-in-the-making. We might find hope in the growth of opposition to war and occupation worldwide. Or we might be inspired by the growing movements for reparations and prison abolition, or the rising immigrant rights movement and the stirrings of working people everywhere, or by gay and lesbian and transgender people courageously pressing for full recognition. Yet hope—my hope, our hope—resides in a simple self-evident truth: the future is unknown, and it is also entirely unknowable. History is always in the making. It’s up to us. It is up to me and to you. Nothing is predetermined. That makes our moment on this earth both hopeful and all the more urgent—we must find ways to become real actors, to become authentic subjects in our own history. We may not be able to will a movement into being, but neither can we sit idly for a movement to spring full-grown, as from the head of Zeus. We have to agitate for democracy and egalitarianism, press harder for human rights, learn to build a new society through our selftransformations and our limited everyday struggles. At the turn of the last century, Eugene Debs, the great Socialist Party leader from Terre Haute, Ind., told a group of workers in Chicago, “If I could lead you into the Promised Land, I would not do it, because someone else would come along and lead you out.” In this time of new beginnings and rising expectations, it is even more urgent that we figure out how to become the people we have been waiting to be. Carpet weaving, apart from sustaining them, has also empowered Darjeeling’s women

ears roll down her cheeks as she recalls the turbulence during the Gorkhaland agitation of 1980s in Darjeeling in West Bengal. As Shannu Sherpa, 36, gives finishing touches to the new carpet she has woven, she narrates how her uncle and most of the male members fled to the jungles fearing atrocities by the security forces. “There were bandhs for as many as 40 days. The whole economy which had thrived on tourism collapsed and there was no income for many days. Moreover, houses were raided and there were atrocities on women by the security forces,” she says. It was during these trying moments that she found succour in carpet-making after she landed in Hayden Hall, an NGO in Darjeeling town. Then it was quite an uphill task for her to traverse the distance of nearly an hour from her village Singmari to reach the place. She says, “But it was worth it. I have brought up my children with these earnings after my husband’s death. I am not always able to fulfill their demands but I am happy that at least I can lead a respectable life here.” She has gained expertise in weaving and finishing carpets and her role has recently been elevated to that of a demonstrator in the showroom. She adds, “Everyone calls me madam now. I feel important.” Oblivious of the sloganeering and simmering tension for the ‘second phase of the Gorkhaland agitation’, Shannu and her companions carry on with their task they have made their mark in – carpet making. Kamala Limbu’s face lights up as her six-year-old daughter Bibika comes rushing in dressed in her red uniform. Bibika’s school is over and she will play around in the day-care centre at the hall till her mother finishes her work. Kamala walks for half an hour from Singmari to reach her workplace, which has literally been a cocoon for her and her daughter after her husband’s death. She had even worked as a daily-wage labourer and washed dishes at people’s home for sometime. “This is more easier and respectable for me,” the 36-year-old says. In Darjeeling, women from the low-income group, mostly Nepalese have no other means of livelihood other than working as maids or doing similar petty jobs. Radha Karky, administrator of Hayden Hall says, “In Darjeeling, it’s always the women who take the lead role in any agitation, be it the Gorkhaland agitation of the 80s or the resurgence of the movement now. You will see it’s the women who are in the forefront. But after all the sloganeering they don’t always get their due.” The carpet makers in Hayden hall have adopted the Tibetan style of weaving brought in by the Tibetan refugees in the sixties. “The idea behind introducing this alternate way of earning livelihood is because employment opportunities are very few here and there is tremendous pressure on these women. Here, they at least pick up a skill. It’s like being literate, gaining confidence. For illiterate women, coming up with beautiful hand-woven carpet is psychologically uplifting. These women would otherwise be going home to clean dishes. Even their meager wages are cut if they fall sick,” adds Karky. All these women are registered with government medical care and life insurance, a special scheme for handloom weavers last year. “We have our own medical scheme, awareness programmes to tell them about child care and HIV-AIDS. We have eight health workers who do home visits. We even have a day-care centre for these women for the whole day. In return they give us one day’s free labour per month,” explains Karky. They also register under the Nari Sewa Sangathan in the centre which has an additional medical fund. There are different self help groups with a revolving fund for them. Carpet making is not a viable option if done independently but Karky says, “Its viable in Hayden Hall. We ensure that a weaver makes at least Rs 1500 per month. While working at Hayden Hall, women are also enrolled in a health program that covers basic medical expenses, a lunch schemes, and their children benefit from the many children's schemes, from day-care and health care to afterschool tutoring to help with public or private school fees.” These women make carpets, which are then marketed by Hayden Hall in the two stores located in Darjeeling. These stores are also have an overseas shipping licence. Hayden Hall's carpet weavers spend roughly a month on a three-by-six-foot carpet. Some of the carpet makers trained at Hayden hall also work in the carpet factories run by private individuals while some pitch in as trainers in government’s training programmes. “But we are coordinating with the government to help them set up their own enterprises as its not always good to provide subsidies,” says Karky. And many young girls like Mala Devan, who have never seen a carpet in their lifetime continue to throng Hayden hall to learn the craft. Mala for instance, walks for two hours up and down everyday from a place called Singtam. Mala’s mother is a plucks tea leaves for a living and her father helps a mason. After dropped out of school when she reached class eight, she has been jobless. She is keen on picking up the craft. “I have plans for the future. I will give my first salary to my mother.” And there some like Renu Tamang who has declined offers to work for higher wages. Because, she says, Hayden Hall was with her in her time of need. She had five children and her family was very poor. She heard that Hayden hall could help by providing for her children’s education and giving them enough food to survive. Renu began weaving and carpets. All her five children benefited from their educational programmes. One of her daughter is married, and her eldest son now works a driver, augmenting the family income. She now lives in a house built on land bought with help from Hayden Hall. She received a zero interest loan and now pays a low, monthly mortgage. And as it’s time to wind up for the day, their instructor Raju Ghising does a round checking the quality of their day's work. Ghising, who had learnt this art of making carpets using Tibetan knots in Nepal landed here in 1980 and has been here ever since. Affectionately called “dazu’ or elder brother, Ghising says, “I enjoy working here. Earlier, I used to work for businessmen. Here, I have the opportunity to serve and have some satisfaction in return.” Often, he bumps into his trainees on the streets. They gratefully remind him that he had taught them and are now self-sufficient. “I don’t want to go anywhere. This is my home now,” he says.

Pakistani ‘consultants’ in US CENTCOM worries India

WASHINGTON, NOVEMBER 9 (ANI): The Indian Government has reportedly expressed concern over US Central Command (CENTCOM) chief General David Petraeus seeking advice from two Pakistani security consultants – Ahmed Rashid and Shuja Nawaz. According to the Daily Times, Rashid is an acknowledged authority on the Taliban and Afghanistan, while Shuja Nawaz is the author of a book on the Pakistan Army. Both have been named ‘consultants’ at the classified review starting in Florida this weekend. The aim is to review the war plans in Afghanistan and Iraq as the Barack Obama administration considers the wisdom of a troop surge in Afghanistan. India’s concern stems

from the possibility that Rashid’s latest recommendation of the ‘grand bargain’ to solve Afghanistan’s mammoth problems of security and terrorism may have found fertile ground in the Obama set. New Delhi has also reportedly taken exception to a recommendation made by Rashid and Barnett Rubin in a recent article in the Foreign Affairs quarterly that Pakistan would be persuaded to stop supporting terrorism if India can be persuaded to solve Kashmir. Both have argued that Kashmir is the bigger strategic threat to Pakistan than terrorists on their soil. 9-year-old boy dies after falling into borewell LUCKNOW, NOVEMBER 9 (AGENCIES): A nine-year-old boy, who was trapped in a 50 feet deep borewell in an Uttar Pradesh village, died early Sunday despite efforts to rescue him, officials said. Puneet fell into the open borewell in Kanauj district’s Banwar Gara village while playing Saturday evening. He could not cry out for help as he had a speaking disability, which led to a delay in rescue operations. His body was recovered at around 8 am Sunday. “Puneet could not raise an alarm and he was noticed by villagers much later. This is also why the rescue operations started late. He was taken out today morning, but was declared dead by doctors,” Sub Divisional Magistrate (Kannauj) A.K. Srivastava told reporters over telephone. Puneet’s parents are farmers in Banwar Gara, around 300 km from here. Srivastava said that a compensation of Rs.100,000 had been announced for the boy’s family from the chief minister’s relief fund. He added that farmer who had left the borewell open would be brought to book. “The farmer, Satya Bhan Singh, took out the pump a few days ago and left the borewell open. It is a case of negligence and we will lodge a criminal case against him,” Srivastava said.

NEW DELHI/NEW YORK, NOVEMBER 9 (PTI): Barack Obama, as the next President of the world’s largest economy, will get an annual salary of 4,00,000 dollars – an amount ten times more than the emoluments being paid to the Indian President. In Indian currency, the annual salary for the First Citizen of the world’s largest economy translates into about Rs two crore per year or about Rs 16 lakh per month, excluding any perks and allowances. Barack Obama was elected as 44th President of the United States earlier this month and would replace George W Bush in the Oval Office on January 20. The US government provides for its President an aggregate compensation of 400,000 dollars a year, to be paid on monthly basis during his or her term. In addition, he gets an expense allowance of 50,000 dollars toward costs related to discharge of official duties and

any unused amount under this head needs to be reverted to the Treasury. The Indian government, earlier this year, raised the emoluments to be paid to the President to Rs 1.5 lakh per month, which translates into an annual figure of Rs 18 lakh. MUSCAT, NOVEMBER 9 (AGENCIES): India will play a political, economic and strategic role that all Gulf countries are comfortable with in maintaining regional security in the Arabian Gulf, according to Prime Minister Manmohan Singh. In a joint interview to the Oman Tribune and Arabic daily Al Watan, Singh said that India viewed the Gulf as an intrinsic part of its extended neighbourhood. “Our links with the region go back several centuries, and so we are not strangers to the Gulf. We would like to view ourselves as a stabilising and moderating voice in a world that is faced with threats of extremism, intolerance and terrorism,” he said, adding that new threats to the security of sea-lanes were also emerging. “We will therefore play a role with which all countries in the Gulf are comfortable with

The fund will identify projects in infrastructure, health, tourism, utility and urban infrastructure in both countries and will also set up special purpose vehicles for this. The two sides also signed an MoU in the field of manpower to boost recruitment of Indian professionals in various

Lt Col Purohit: A case of ultra-patriotism gone awry?

NASHIK, NOVEMBER 9 (AGENCIES): He was praised by his neighbours as a soft-spoken and virtuous young man and commended by superiors in the army as a bright and diligent recruit. But Lt Col Prasad Shrikant Purohit’s involvement in a homegrown terror conspiracy and dubbed the “mastermind” behind the Malegaon bombing in September has caused untold embarrassment to the Indian Army. Born in a cultured, middleclass Maharashtrian Brahmin family in Pune and educated in the reputed Abhinav Vidyalaya and Garware College in the same city, Purohit joined the army in order to serve the nation in the best possible manner rather than making a fabulous career, says his spiritual mentor Shaila Dighe. “Imbued by patriotic spirit and fired by a desire to do something ‘extra-ordinary’ for the country and the society, Purohit had first thought of joining politics but I goaded him to join the army,” Dighe told IANS. Lt Col Jayant Chitale (retired), who headed the services selection board centre in Pune for several years, describes Purohit, the son of a bank officer, as a bright, hard-working student overflowing with patriotic fervour. “He met me several times after completing his training and I kept getting a very favourable

feedback about him all through his stint, particularly the long one in Jammu and Kashmir,” Chitale told IANS. In 2002, Purohit participated in 15 Maratha Light Infantry’s counter-terrorism operations in Jammu and Kashmir and his tenure ended in January 2005 while serving in the Awantipura based intelligence unit of the Military Intelligence Directorate. “My impression is that Purohit was highly respected by his juniors and also appreciated by his officers because of his outstanding qualities,” he said. “Had it not been for his extra-ordinary merit and dedication, the young man would not have risen through the ranks.” Though reticent, Purohit was articulate about his political views and firmly believed that the state was doing little to protect Hindus. “I can tell you on good authority that several officers are thoroughly disenchanted with the rulers of the country for their lack of political will to sternly deal with terrorism and are itching to do something... Lt Col Purohit could be the one who perhaps did it in a manner that he thought right,” Chitale said. It was during his posting in the Army’s Deolali Camp near Nashik that Lt Col Purohit came in contact with Abhinav Bharat, the radical Hindutva group, set up among others by retired major

Apart from giving lectures at the Abhinav Bharat meetings in Nashik and Pune in the last two years, Purohit is believed to have imparted arms training to the group’s members and to the activists of the Bajrang Dal, the youth brigade of the Vishwa Hindu Parishad. Purohit is suspected to have donned many aliases – Rajendra, Srikant and Pramod, apart from his official name Prasad – during the time he allegedly imparted training in handling arms and explosives to the cadres of the two organisations. ATS investigators are believed to have information that Purohit also donned the name ‘Mithun Chakraborty’ when he imparted training to the Abhinav Bharat and Bajrang Dal youth near Sinhagad Fort in Pune in 2006. Among the cadres obtaining training in making bombs was Himanshu Panse of Nanded, who died in an explosion while attempting to make a bomb. His friend in whose house the exercise was conducted died in the explosion. The explosives being used were allegedly supplied by Purohit, who had hidden them in a gymnasium in Pune that he regularly visited, the ATS investigators believe.

NEW DELHI, NOVEMBER 9 (CNN-IBN): In an embarrassing and shocking admission, the Andhra Pradesh government has conceded that 21 Muslim youth were wrongly detained and tortured for the blast probes at Mecca Masjid, Gokul Chat and Lumbini Park in May and August 2007. The State Minorities Commission had come out with a report stating that over 20 Muslim youth were illegally detained and tortured by the police. Each of those youth will now be given a grant of Rs 30,000 while nearly Rs 70,000 would be arranged for them through private cooperatives. “The youth were arrested wrongly in the Gokul Chat, Lumbini Park and Mecca Masjid blasts on the basis of suspicion but were proven innocent. Now compensation worth Rs30,00 is being paid to them in the

form of autorickshaw...” On August 25, 2007, nearly 44 people were killed, over 100 were injured when explosions ripped through the recreational centres in Lumbini Park and Hyderabad’s famous Gokul Chat Bhandar in Kothi locality. Hundreds of people had gathered to see a laser show at the Lumbini Park, situated near the Andhra state secretariat in the heart of the city. As the show was underway, a powerful blast ripped through the middle row of the open-air auditorium at 1940 hours IST. The blast was so powerful that some of bodies were flung into the air and scattered all over the area leaving at least seven dead and 29 injured. Over the next two days, the city police took 25 people into custody. They were picked up from various lodges and hotels in Hyderabad on suspicion.

Muslim clerics sign fatwa against terror

HYDERABAD, NOVEMBER 9 (NDTV): The 89-yearold Jamiat-Ulema-i-Hind, the largest Islamic body in the country, is focusing its 29th national meeting in Hyderabad on delinking terror from religion. The conference was held to reiterate that the community is secular and peace-loving and that Islam per se cannot be linked to terror. On Saturday, nearly 6000 Muslim clerics from all over the country signed the Deoband fatwa against terror. “We want to involve as many people and make it public that terror has no place in Islam, that no terrorism can be done in the name of Islam and Quran gives no sanction to it,” said Mahmood Asad Madani, Rajya Sabha MP. Significantly, the Jamiat points out that just because Hindutva terror is now being spoken about, they are not going to point fingers nor be defensive about what some call jehadi terror. “Whoever is the accused, let’s not link them to any religion, whether Hindu or Muslim. People indulging in such activities should not be linked to any religion,” said Hakimuddin Qasmi, General Secretary, Jamiat Ulemai-Hind. The two-day conference culminated in a public meeting Sunday evening at Hyderabad’s Nizam College grounds where the Jamiat has invited other Islamic bodies as well as civil society leaders like Sri Sri Ravishankar, Swamy Aginivesh and Joseph D’Souza.

Little progress on judicial impact assessment due to polls

NEW DELHI, NOVEMBER 9 (AGENCIES): The forthcoming state Assembly elections and the build-up to the General Elections next year seem to be delaying the Law Ministry’s plans on judicial impact assessment of new Bills to find out the extra court case load that these may generate on becoming laws. “We have not made much headway on the report submitted by the judicial impact assessment task force as several states have got busy with elections,” said a ministry official suggesting that studying the response of states on the issue was important for moving ahead. “Most states are still to show any urgency on the issue, maybe the election atmo-

sphere has something to do with it. We are certainly going to push harder,” the official said. A Task Force constituted under the direction of the Supreme Court to examine the feasibility of judicial impact assessment had submitted its report in June this year. A scientific study should be made to assess the extra caseload which any new Bill or legislation may add to the burden of courts and adequate financial provision should be made to dispose these new cases, the task force on judicial impact assessment said. According to Law Minister H R Bhardwaj “the Central Government has sought the views of all the state governments and also all High Courts on this report.”

NEW DELHI, NOVEMBER 9 (AGENCIES): The United States’ Central Intelligence Agency, perceived to have the best spy network, appears clueless about an Indian political development that has earned a place in the most memorable TV moments. Case in point – the Left parties’ withdrawal of support to the UPA government; or have they not? “Privatisation of government-owned industries remains stalled and continues to generate political debate; populist pressure from within the UPA government and from its Left Front allies continues to restrain needed initiatives,” says the World Factbook section of the CIA website about state of the Indian economy. What is interesting is that the website says that the India page was last updated on November six, 2008, while the Left Front withdrew its support to the government in July, this year. The withdrawal of support led to a trust vote and accusations of horse trading in Parliament – all played out on national TV. The CIA maintains a World Factbook on its website, which is updated regularly and has information ranging from politics to economy about almost all countries, including India. The website is also yet to incorporate the recent interest rate cut decisions by RBI, although it has mentioned the slew of rate-hike decisions taken by the central bank previously.

They’ve been changed fundamentally by that murder,” he told reporters. “So it is their lives that we think about today.” The bombers were sentenced under a new antiterror law that was applied retroactively, leading to criticism from rights campaigners and fuelling anger among their Islamist supporters. TENGGULUN, NOVEMBER 9 (REUTERS): Three Indonesian militants executed on Sunday for the 2002 Bali bombings were buried by their families at ceremonies attended by thousands of sobbing supporters shouting “Allahu akbar” (God is great). The three men from the militant group Jemaah Islamiah -- Imam Samudra, 38, Mukhlas, 48, and Amrozi, 46 -- were executed by firing squad on Nusakambangan island in central Java shortly after midnight, the attorney-general’s office said. The bombers’ bodies were flown from the prison by helicopter to their home towns -- brothers Mukhlas and Amrozi to Tenggulun in Lamongan, East Java, and Samudra to Serang in West Java. Some friends and supporters chanted “Live nobly or die as martyrs” until the bodies of brothers Mukhlas and Amrozi were lowered into the ground. After the burial, supporters stood in the rain and prayed for the bombers. Imam Samudra was buried in a private ceremony attended by just his family and friends. The attorney general’s spokesman, Jasman Pandjaitan, said the bombers, who asked not to be blindfolded during the execution, were cooperative. “Only one bullet hit the victims, right on the left chest hitting the heart,” Pandjaitan told a news conference. “There was no resistance and they were very cooperative.” Earlier, thousands of Indonesians poured onto the streets for the funerals of the three militants causing some clashes between police and emotional supporters. “Looking at this, I feel sad, but then I am also proud that he is a Mujahid (Muslim fighter),” said Nuranda, a woman who came to offer her condolences to Samudra’s family. Tensions ran high as about 3,000 people from west Java cities gathered when Samudra’s body, covered in a black shroud with Islamic inscriptions, was carried to a mosque for prayers. Some jostled to touch the body or help carry the bier. In Tenggulun, thousands of militant Islamists from groups such as the Islamic Defenders’ Front had gathered, shadowed by armed police and many reporters. People chanted “Goodbye Syuhada (heroes)” and “Allahu Akbar” as the bodies of Mukhlas and Amrozi were taken from the mosque to an Islamic boarding school where controversial cleric Abu Bakar Bashir prayed for the brothers. Indonesia tightened security amid fears of revenge attacks as tensions ran high, but one analyst said the executions were unlikely to spark “active terrorism.” “People need to be vigilant and there’s a possibility of someone responding to the appeal of the three dead men but I don’t think people should believe that there will automatically be some active terrorism,” Sidney Jones, a security expert from the Brussels-based International Crisis Group, told Reuters. The Balinese widow of a security officer killed in the blasts said she hoped the executions would mark some closure. “So, let the past be behind us and I hope there will not be any revenge from their families and supporters,” said Wayan Rasmi. TENGGULUN, NOVEMBER 9 (AFP): Three Indonesian Islamists were executed by firing squad early Sunday for the Bali bombings which killed 202 people, sparking calls for revenge from their radical supporters. Indonesia stepped up security at tourist spots and embassies following the executions of Amrozi, 47, his brother Mukhlas, 48, and ringleader Imam Samudra, 38, which sparked brief clashes between police and hundreds of mourners. The three men were killed with shots to the heart shortly after midnight near their prison on Nusakambangan island off southern Java, said attorney general’s office spokesman Jasman Panjaitan. They refused an

offer of blindfolds and cooperated fully with their executioners, he said. “All three convicted men were very cooperative and didn’t resist at all. The families have also been cooperative and sincere,” Panjaitan said. A source in the prison told AFP they shouted “Allahu Akbar” (God is greater) as they were escorted out of their isolation cells shortly before midnight on Saturday. The 2002 attacks targeted packed nightspots on the holiday island of Bali, killing 202 including 88 Australians. LONDON, NOVEMBER 9 (AFP): Prince William's bosses in Britain's Royal Air Force (RAF) were unaware of full details of training flights which took him to a stag party and a wedding, the Sunday Telegraph reported. Documents released to the newspaper under Britain's freedom of information laws state that officers would have cancelled the flights if they knew the prince was using them to get to private functions, it said. The paper also reported that the five training flights on an RAF Chinook helicopter including the controversial sorties, originally exposed by a tabloid, cost the taxpayer 86,434 pounds (135,000 dollars). The flights, which the paper said the prince himself planned, took place in April this year when he was on a four-month attachment with the RAF. The attachment was designed to prepare for the day when William -- son of heir to the throne Prince Charles and the late princess Diana -- will be head of the armed forces as

Disaster strikes Russian nuclear sub VLADIVOSTOK, NOVEMBER 9 (AFP): At least 20 people were killed and 21 hurt in an accident on a Russian nuclear submarine in the Sea of Japan, the navy said Sunday, the worst such incident since the Kursk disaster. The nuclear reactor that powers the submarine was undamaged in the accident and background radiation levels in the vicinity of the accident in a Russian naval testing zone were “normal,” a naval spokesman said. “During sea trials of a nuclear-powered submarine of the Pacific Fleet the firefighting system went off unsanctioned, killing over 20 people, including servicemen and workers,” said Captain Igor Dygalo, the navy’s spokesman. The RIA Novosti news agency said the submarine was undergoing sea trials in preparation for delivery to India’s navy but this was not confirmed by officials. The victims included both servicemen and shipyard workers aboard the submarine for sea trials, Dygalo said. ITAR-TASS news agency said the dead included six sailors and 14 civilians. The Nerpa was due to be leased to the Indian navy, with New Delhi reportedly paying two billion dollars for the lease of two Akula-class submarines, with an option of

buying them when the lease run out. Federal investigators on Sunday opened a criminal probe into the accident, Interfax news agency reported. Dygalo told AFP that the submarine itself was not damaged and there was no radiation leakage from the vessel’s reactor. “I announce with full authority that the submarine’s reactor compartment is functioning normally and that background radiation aboard the submarine is normal,” Dygalo said. The injured were suffering from various degrees of poisoning, officials said. A total of 208 people were aboard the submarine, but of those only 81 were servicemen while the others were naval technicians and specialists. Dygalo said Medvedev had ordered the defence ministry to provide “all possible aid and support to the victims’ families.” The spokesman did not say exactly where the incident occurred or specify to which port the submarine would return. “The sub is due to arrive at its destination Sunday at midday Moscow time (0900 GMT), but much will depend on weather conditions,” a high-ranking Pacific Fleet source was quoted by RIA Novosti as saying.

CAIRO, NOVEMBER 9 (REUTERS): A son of Osama bin Laden arrived at Cairo airport on Saturday, a security source said, after his request for asylum in Spain was turned down. Omar bin Laden, who was travelling on a Saudi Arabian passport and failed to obtain a visa to enter Britain earlier this year, had been held since Monday at Madrid airport. He had stopped there on a flight from Cairo to Morocco and requested asylum. "Spanish law...has no provisions under which he would be given asylum," Interior Minister Alfredo Perez Rubalcaba said on Spanish television. "As such, his claim for asylum and subsequent plea have been rejected." Spain's interior ministry rejected bin Laden's asylum plea because it does not consider he is in danger in Egypt. Symonds eager to return

MELBOURNE, NOVEMBER 9 (PTI): Troubled Australian Andrew Symonds has declared himself mentally fit for a comeback to the side, claiming that his desire to play cricket has been renewed following weeks of introspection after the ‘gone-fishing’ misdemeanour. Symonds, in his just-released book ‘Roy on the Rise: A Year of Living Dangerously’, has claimed that he lost the desire to play cricket on two occasions. Then Kate’s mother posted a glossy photo of Kate on the website for her company, Party Pieces. It was all a bit too much and William wanted Kate out of the spotlight. They both have a lot to talk about. Kate is now working at Party Pieces and is happy to take a back seat while William focuses on getting through his training. t wasn't religion that broke up his marriage to Jane Fonda, Ted Turner declares in a new memoir. He says he was "upset" when he discovered his wife's "conversion," but "it wasn't because she had become Christian," the 69year-old Turner writes in "Call Me Ted," which comes out next week. The Associated Press obtained an early copy. He was upset because Fonda didn't talk to him about it. Turner's 433-page book, co-authored with former Turner Broadcasting executive Bill Burke, reviews his loquacious, multi-pronged rise as yachtsman, baseball team owner, cable visionary and philanthropist. Chelsea back on top after Anelka double BLACKBURN, NOVEMBER 9 (AGENCIES): Nicolas Anelka continued his fine start to the season with a brace as Chelsea marched back to the top of the Premier League with a win at a wet Ewood Park. In a one-sided first half, only keeper Paul Robinson kept Rovers in it, saving well from Anelka and Jon Obi Mikel. However, he could do little when Anelka deflected in Jose Bosingwa's drive. Rovers rallied in the second half, Petr Cech saving from Jason Roberts having earlier denied Carlos Villanueva, but Anelka clipped in a second to seal it. It was the ideal response from Luiz Felipe Scolari's men following victories for title rivals Liverpool and Arsenal on Saturday, and ensured the Brazilian would be able to enjoy his 60th birthday with another three points in the bag. However, it was far from plain sailing for the visitors after Rovers shook off a pretty desperate opening half with a gritty, determined second 45 that kept Chelsea firmly on their toes. Many Blackburn fans may have feared the worst when they saw Paul Ince had opted to deploy Roberts in a lone striking role in the absence of Benni McCarthy (ban) and Roque Santa Cruz (calf) - frustrate and counter was clearly the manager's gameplan. And in the first half, it certainly didn't work. As early as the fifth minute Chelsea felt they should have had a penalty when Anelka latched on to Keith Andrews's woeful backpass only to fall over Robinson's leg with the goal at his mercy, but the appeals were waved away.

It was a sign of things to come, Robinson saving smartly from a couple of Anelka headers and a Mikel chance six yards out in a onesided first half, before the keeper pulled off an even better one-handed stop to beat away an Anelka hammer from 16 yards out. for Rovers fans to cheer in the first 45. wide. It led to a period of sustained Blackburn pressure, with Cech again forced into action when Roberts got free in the box, the Czech smothering his snap-shot. Villanueva also blazed wide of the target on a couple of occasions as the Blues fought to wrestle back the initiative but, just as Rovers looked capable of a leveller,

Anelka put the game beyond them. Lampard pressed the home defence well around the box and, having forced the error, sent in Anelka, who clipped the ball over the advancing Robinson brilliantly to make it 2-0 with his 11th goal of the season. Blackburn continued to press admirably but failed to create another clear-cut

chance, and in fact it was Chelsea who went closest to another - Lampard forcing Robinson to tip onto the bar with a 30-yard free-kick. Anelka broke through for a hat-trick chance late in the closing stages but Robinson got down well to save and ensure a deserved semblance of respectability for the home side.
