NEW DELHI, NOVEMBER 17 (REUTERS): Reports that Hindu militants may be involved in bomb attacks first blamed on Islamists may open a Pandora’s Box for India’s beleaguered security services and become a key voter issue before general elections next year. At least 10 people, including a serving army officer and a Hindu monk and nun, have been arrested over alleged involvement in blasts in the Muslimdominated town of Malegaon in Maharashtra that killed four people. The same Indian army officer is being investigated over a bomb attack in February 2007 that killed 68 people on the Samjhauta Express, a train between Delhi and Lahore, police said. The attack killed mostly Pakistani passengers. The reports have proved an embarrassment for the main opposition Hindu nationalist Bharatiya Janata Party (BJP) as it prepares to take on the Congress-led government in both state elections this year and general elections in early 2009. The BJP has been quick to criticise the Congress-led government for being soft on terrorism when it involves Muslims or Pakistan, but critics say it has been less
willing to call for a clampdown on Hindu groups in the face of the latest allegations. “In the wake of daily arrests of... (Hindu)... terror outfits, the BJP stood exposed,” senior Congress leader Veerappa Moily told the Mail Today. “They cannot take a high moral ground.” While Islamists are suspects in many other attacks this year, the spectre of Hindu terrorist groups haunts many in India, which emerged from a traumatic partition in 1947 when hundreds of thousands were killed in religious clashes. “Given India’s diversity, a very delicate balance has been maintained,” said security analyst C. Uday Bhaskar. “If it is punctured, we will have very serious internal disturbances, aggravating the internal security of the country.” While many analysts believe this case could be isolated or limited to a small group, some believe it could signal something deeper and more sinister: a growing militant network that believes Muslims and a secular government are threatening what is basically a Hindu nation. It is not just Muslims that are the target. In Orissa state, Hindu groups angry at reports of conversions were blamed for attacks
on Christians in August and September. At least 38 people were killed. “The Hindu terrorist ... has been formed to retaliate and they are functioning in the atmosphere of hatred politics which runs deep into the social system,” said Amulya Ganguli, a political analyst. But while an embarrassment, analysts are divided on whether any revelations about Hindu militants will hurt the BJP. Some see it as an obsession of the chattering classes while millions worry more about inflation, an economic slowdown and a general perception that the government has struggled to bring anyone to justice for bombings, regardless of their religion. Experts also say quick conclusions cannot be drawn by the arrests. There are reports of inconsistencies in the cases and nothing has been proved. “This is not an open and shut case, going by the record of investigating agencies,” Major General Ashok Mehta, a security analyst, said. As elections approach, the noise is unlikely to die down. “Terrorism is definitely on the agenda of political parties and with elections round the corner everyone will talk about it,” said Bhaskar.
Factional Violence: Widows’ Spirit of Forgiveness

ROKO WAS SEVEN months pregnant, when her husband was killed in a factional clash in 1997. When she received news about her husband’s death, Roko refused to believe unless she saw his body. Roko lived with the hope that he could return someday. His body was never found, and by that time she had already given birth to an undernourished baby. Virtually living hand to mouth, today Roko lives in a rented house in Dimapur with three children. Her biggest fear today is her chil-
dren growing up with a vengeful heart or going astray, owing to the hardships they face in the family. “No one can understand a widow’s problems. It is unfathomable,” she says. But with her hopes resting in God,; Roko hopes her children will begin to understand her and their condition better as they mature. With the Naga reconciliation process now underway, a sense of optimism is palpable amongst the Nagas today. But, for widows affected by factional violence over the last few decades, their cries echo back reminding Nagas of those whose lives have been left scarred forever.
Many similar stories echo amongst other widows. Zara lost her husband in 1999 in a factional clash. She comes from an extremely poor family. “I come from a very poor family. I eat only ‘dal-bhat’ and work the whole day in the fields to earn that meal,” she says. Zara is also engaged in ‘second hand’ clothes business which she does to pay her children’s school fees. Zara says she has to be very “stingy” with her savings because she has no one to lean on, lest misfortune befall her family. Zara today is confronted with questions about her husband from her children and admits some are very difficult to answer. She says “I
always tell them that God took away their father, and study is all they should think of.” Zara knows her children crave for material things like others do, but she says that it is her bounden duty to bring them closer to God. Despite her many hardships, Zara says “It is my cross. I have left everything in God’s hands. I have forgiven my husband’s killers.” Dolly has also forgiven her husband’s killers. Like Roko, she never saw her husband’s body. She had been married for only a few months and was pregnant with her first child. She struggled to survive in the initial months following the news of her husband’s death. With a mea-
ger salary of one thousand rupees a month from tuition classes she gives, Dolly looks after her 10-year old daughter. Dolly says she never told her daughter about her father till her eighth birthday. “I used to tell her that he has gone away for work. I wanted to tell her only after she reached an age when she would understand,” Dolly said. The most miserable thing about being a widow is, she describes, people tend to think they are “beggars.” She has experienced moments when people hurriedly brushed her off thinking she has paid them a visit to “ask” for something. DIMAPUR, NOVEMBER 17 (MExN): The Eastern Naga Students’ Federation has expressed displeasure over what it stated is the “non-implementation” of the 25% job reservation made in the current appointment under the department of Works and Housing (PWD) in the state. The ENSF in a note today alleged that 14 LDAs were promoted to UDAs and the vacancies caused by the promotions “were completely kept in dark under the influence of the concerned minister and high ranking officials of the said department”. In addition, the ENSF said, applications for two posts of SOs grade 1 and 2, three posts of sectional assistants and a post each of chowkidar, sweeper and peon were found to be
approved by the government. “However when an enquiry was made by the federation, only one mere peon post was offered to our people out of a total of 21 existing posts. It is shocking to know that the government had issued an approval order no. WH/EST/33/2008(A), dated Kohima the 11 Nov. 2008 directing the Engineer in chief to issue an appointment orders in favor of the relatives and well-wishers of the dept. officials and minister by depriving and denying the genuine candidates from the six backward tribes of eastern Nagaland” stated ENSF general secretary P Methna Konyak. The ENSF alleged that one of the applications for the post of LDA, “which did not have clear
bio-data” and which was “not even signed by the applicant” was found to be accepted and approved by the concerned officials, “the applicant being a candidate of the concerned minister”. Another applicant, the ENSF charged, who applied for LDA in the said department in Longleng was directed for appointment at Kiphire and ‘the rightful candidate who applied for Kiphire was denied’. The ENSF expressed concern over what it claimed is the “policy of suppression and denomination by the department towards the six backward tribes”. The ENSF cautioned the department to “comply with the federation’s demand” or face an own course of action.

EVEN AS the ruling Nagaland People’s Front (NPF) appears all set to re-elect veteran leader Dr Shurhozelie Liezietsu to the post of president, the other top position within the party looks set for some key changes. As the party meets tomorrow at Kohima for its General Convention, all eyes will be on the post of the Secretary General, till now held by party veteran Chubatemjen Ao, who has now resigned ahead of the party’s convention. While Election Board convener Khekiho Zhimomi had confirmed yesterday that it had shortlisted it’s “consensus candidate” for the post, The Morung Express has now learned that former minister and present NPF General Secretary K.G Kenye has been “promoted” to take over from Chubatemjen. Kenye’s selection will be endorsed in tomorrow’s General Convention. It was also learnt that NPF Vice-President Apong Pongener has also been promoted to take over the post of working president.

It may be mentioned that the ongoing laying works for optical fiber cables has damaged the only ‘low grade pipe’ water pipeline to Kiphire and citizens are parched. Citizens were seen busy wandering in the streets looking for truck owners who would help in supplying water. At this point of time, where water has become dearer than any other essential commodity, suppliers are unable to meet the demand of the people. It may also be mentioned that in most of the DPDB meetings of Kiphire the top priority discussion is on basic amenities like water supply, health and electricity. However, no one knows when it will materialize from paper. The scarcity of water has not only affected the economy but also affecting students. The board and final exams are at the door but most of the students are seen with their cans and jars looking for water sources rather at their tables studying. On one hand, citizens are facing sleepless nights fetching water and on the other, while those residing near water sources are having sleepless nights thanks to the tingle, tangle and rankling noises of water utensils, cans and jars of citizens seeking water.

IF STATISTICS ARE to go by, then eighty thousand below the poverty line (BPL) families in Nagaland will soon be covered under the Rashtriya Awasthya Bima Yojana (RSBY or National Health Insurance Scheme) launched by the Government of India on October 1, 2007. The scheme which became operational in April this year will cover all the BPL families in the unorganized sector in the next five years. Nagaland will be the first state in the north-east region to enjoy this benefit. Seen as a tool for empowering BPL families, this health insurance scheme, if implemented, will also act as an agent for creating other opportunities associated in the scheme’s successful functioning. The state government will also bear lesser financial grant for the health insurance scheme because the centre has
fixed only 10% as premium to be paid by the state, whereas other states are paying 25%. However, the centre makes it clear that there should be financial commitment from the states to implement this health insurance scheme. As per guidelines of RSBY, a technical cell will be set up by the central government to assist the state government in preparation of projects and monitor and evaluate the implementation of it; while the state government will have to put in place an institution for implementing the health insurance programme. One unique feature of RSBY is that it operates on a business model. Government of India representative, Anil Swarop, IAS, Director General Labor Welfare issued a press note stating that there are business opportunities for all key players, like insurance companies, hospitals, smart card service providers and the intermediaries. KPYO restricts vehicular movement DIMAPUR, NOVEMBER 17 (MExN): The Kacharigaon Phevima Youth Organisation (KPYO) in its executive meeting held on November 16 last, resolved to restrict unidentified vehicular and human movement to enter the village without any reason after 8:00 pm, with effect from November 17. A press note issued by Kevishel Viswentso, president and Lango Neikha, general secretary, LPYO stated that the decision was taken in view of the safety of villagers as there was random criminal activities committed within the village jurisdiction such as lifting of cars, stealing of domesticated animals, collection of illegal tax in the name of certain underground faction, dumping of murdered corpse which was creating unpleasant atmosphere and insecurity for the villagers. “The youth organisation will be on duty therefore, anybody who enters the village jurisdiction after 8 pm will be at their own risk. Inconvenience is regretted,” concluded the press note.
BJP Dmp pre-Christmas on Dec 6 DIMAPUR, NOVEMBER 17 (MExN): A general meeting of the BJP Dimapur District was held on November 11 at its office at Kuda guest house, Burma Camp. The meeting was presided over by the District President, Meren Imchen. The house witnessed through deliberations on a number of important matters pertaining to the uplift of the party. Among senior members of the party, Abraham Lincoln, State Vice President (Minority Cell), also attended the meeting and exhorted the district team to work unitedly and uphold party principle. Violence: Widows’ ‘Congress to act as vigilant Factional Spirit of Forgiveness against corruption of DAN’ DIMAPUR, NOVEMBER 17 (MExN): The Congress Legislative Party Nagaland in press statement today reaffirmed that it would continue to work selflessly for the welfare of the people of the state. C. Apok. Jamir, parliamentary secretary, CLP Nagaland in a press note informed of the CLP meet held here today in Dimapur. The Congress on the side lines of the meet reiterated its earlier stand on peace and security in the state. Expressing serious concerns over the ‘excessive kidnappings and extortions by anti-social elements’ the Congress felt that that ‘the prevailing law and order situation has found the present DAN government wanting of its promises to usher a sense of security especially among the business community.’ “The slogan of ushering peace by this present government has been found hollow and self-congratulatory, whereas in reality the situation has gone from bad to worse,” the Congress stated, adding that the prevailing situation is ‘creating a fear psychosis among the public’.
On the deteriorating security and state of affairs in Nagaland, the Congress noted that the promise of development and prosperity by the DAN government have become only a slogan to fool the general public, whereas the reality can be seen and felt by the public in our daily life. Jamir also took note of the accusations on the Congress party for imposing the president’s rule before the election. “The Speaker without applying his mind and understanding of the law-used his whim and fancy to disallow the dissident and independent MLA’s to vote in the house of the Assembly, where by creating a new law for himself not found in any written code of law- the result of such malice and ill intended role played by the Speaker has been over ruled by the honourable high court as illegal and unfortunate.” The CLP reiterated its stand that the Speaker and Chief Minister should step down on moral grounds for misleading the people. Affirming that the Congress party is ‘united and strong as ever’, the CLP accused the DAN government of play-
ing ‘cheap tricks’ by spreading rumors ‘such as dissidence and disunity among its members’ to bring about ‘confusion in the minds of the people’. At the meet on Monday, the CLP also resolved to make the party stronger and more efficient by ushering the value of hard work and following the ideals set by the ‘great leaders of the Indian National Congress’. Leader of opposition, Chengwang Konyak at the meet also expressed gratitude to Sonia Gandhi, President AICC for appointing Oscar Fernandez in charge of northeast affairs. Further CLP also thanked outgoing general secretary Margaret Alva for her contribution towards the congress party during her tenure. The CLP while thanking the NPCC for its pro-active role in countering the mis-governance of the DAN government reiterated that that “CLP would act as a vigilant for the people against the disease of corruption and nepotism spread by the present DAN government, which has become the hallmark of this Dan government.”

DIMAPUR, NOVEMBER (DIPR): The Nagaland government has granted Dearness Allowance (DA) /Additional Dearness Allowance (ADA) to all its employees. Principal Secretary and Finance Commissioner Toshi Aier in an order said the rate of DA has been revised from the existing 41% to 47 % with effect from first January 2008 and from 47% to 54% with effect from first July 2008 in respect of employees drawing pay in the revised scales under ROP 1999. The rate of ADA has also been revised from the existing 249% to 265% from first January 2008 and from 265% to 283% from first July 2008 in respect of government employees drawing pay in the Pre-revised scales under ROP’1993. The order said that the DA/ADA will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of FR 9(21). The revised rate of DA/ ADA shall also apply to the employees appointed on contract against sanctioned posts, and drawing pay in identical scale applicable to the regular employees of the corresponding categories. But these orders shall not apply to the Work-charged employees (whether on time scale of pay or on fixed daily/ monthly wages) nor shall these orders apply to any other categories of employees on fixed monthly pay or on daily wages. The order further said, the whole of the arrears from first January 2008 to 30th November 2008 will be credited to the respective GPF/CPF accounts of the employees concerned. Cash payment shall be made from December 2008 salary onwards. No part of the arrears upto 30th November be paid in cash except in respect of those employees who have already retired from service or have died or are due to retire on superannuation on or before 31st March 2009. Government servants who have not yet opened Provident Fund Account can be allowed to draw the arrears only after the Provident Fund Accounts are opened so that the arrears can be credited to their Provident Fund Accounts. Arrears of DA/ADA may be paid in cash in respect of those employees who are not required to subscribe to provident fund under the Rules applicable to them. The order instructed all Heads of offices/DDOs to carefully scrutinize all arrears bills to ensure that no cash payments are allowed except in respect of those who have already retired or died or are due to retire on superannuation on or before 31st. March 2009. The amount of arrears credited to the Provident Fund shall not be treated as accumulation for the purpose of temporary or Non-refundable withdrawals till 31st March 2010.

SYDNEY, NOVEMBER 17 (AP): Global media magnate Rupert Murdoch says doomsayers who are predicting the Internet will kill off newspapers are “misguided cynics” who fail to grasp that the online world is potentially a huge new market of information-hungry consumers. Newspaper companies in the United States and elsewhere are facing fundamental changes to their businesses as more people get their news from the Internet and other sources, and advertis-
ers follow the market away from the paper-and-ink format. Murdoch, the Australianborn chairman and chief executive of News Corp., said in a speech broadcast Sunday titled “The Future of Newspapers: Moving Beyond Dead Trees” that the Internet offered opportunities as well as challenges and that newspapers would always be around in some form or other. “Too many journalists seem to take a perverse pleasure in ruminating on their pending demise,” Murdoch said in a speech, recorded in the United States and relayed nationally by the Australian Broadcasting Corp. It was the latest in an annual ABC “Unlike the doom and gloomers, I believe that newspapers will reach new heights” in the 21st century, Murdoch said. Murdoch grew a small city newspaper he inherited in 1953 into one of the world’s largest media conglomerates that now includes 20th Century Fox, Fox News Channel and Sky Broadcasting, Dow Jones & Co. and the online networking site MySpace. Citigroup downgrades India’s economic growth rate to 6.8%

NEW DELHI, NOVEMBER 17 (AGENCIES): Global financial major Citigroup has lowered India’s economic growth rate projection to 6.8 per cent from 7.2 percent for this fiscal due to slowdown in consumption and investment. “Incremental data both on the domestic and global front has been worse than anticipated...at this juncture, (economic) data points to a marked slowdown in consumption and investment,” Citi said in a report. It has also reduced its growth projection for the fiscal year 2009-10 to 5.5 percent from the earlier 6.6 percent. In the last one month, the RBI has infused liquidity of Rs 2,70,000 crore by cutting the Cash Reserve Ratio (the amount banks must keep with the apex lender) by 350 basis points and Statutory Liquidity Ratio by 100 basis points. RBI has also reduced the short term lending rate (repo) by 150 basis points to
7.5 percent from 9 percent last month. Citi expects that RBI’s monetary policy to boost liquidity will continue. “Further, to boost liquidity, one could expect the possibility of further easing of the capital account norms, NRI deposit scheme, temporary dollar liquidity support from international institutions and some fertiliser/oil bonds becoming eligible for SLR requirements,” it added. Recently, financial services giant Goldman Sachs has revised downwards India’s economic growth forecast to 6.7 per cent from 7.5 percent projected earlier for this fiscal. Prime Minister Manmohan Singh at G-20 Summit in Washington said, “India’s (economic) growth rate is expected to slowdown between 7 percent and 7.5 percent in the current financial year.” The GDP for the first quarter of the current fiscal was at 7.9 percent and the figure for the second quarter is expected later this month.

But he stressed that even these papers must recognize that online customers will decide what news they want and how they receive it. “To compete today, you can’t offer the old one-size-fits-all approach to news,” he said. “The challenge is to use a newspaper’s brand while allowing readers to personalize the news for themselves and then deliver it in the ways that they want.” To capitalize on online opportunities, Murdoch said The Wall Street Journal was planning to offer three tiers of content online - free news, a subscriber-level service, and a third “premium service” of reader-customizable “high-end financial news and analysis.” Murdoch was scathing of journalists who predicted the death of newspapers as self-pitying and “misguided cynics who are too busy writing their own obituary to be excited by the opportunity.” “The newspaper, or a very close electronic cousin, will always be around,” he said. “It may not be thrown on your front doorstep the way it is today. TOKYO, NOVEMBER 17 (AP): Japan’s economy slid into a recession for the first time since 2001, the government said Monday, as companies sharply cut back on spending in the third quarter amid the unfolding global financial crisis. The world’s second-largest economy contracted at an annual pace of 0.4 percent in the July-September period after a declining an annualized 3.7 percent in the second quarter. That means Japan, along with the 15-nation euro-zone, is now technically in a recession, defined as two straight quarters of contraction. The result was worse than expected. Economists surveyed by Kyodo News agency had predicted gross domestic product would gain an annualized 0.1 percent. Japan’s Economy Minister Kaoru Yosano said following the data’s release that “the economy is in a recessionary phase.” But the worst may be yet to come, especially with dramatic declines in demand from consumers overseas for Japan’s autos and electronics gadgets. Hurt also by a strengthening yen, a growing number of exporters big and small are slashing their profit, sales and spending projections for the full fiscal year through March. Toyota Motor Corp., for example, has cut net profit full-year profit forecast to 550 billion yen ($5.5 billion) - about a third of last year’s earnings. And Sony Corp., whose July-September profit plunged 72 percent, expects to make 59 percent less this fiscal year than last year.

However, the rebound in consumer demand is unlikely to last, economists say.

Indian Jews ready to leave for ‘Promised Land’
AIZAWL, NOVEMBER 17 (AGENCIES): About 200 Indians are set to emigrate to Israel in January after they were officially recognised as Jews, community leaders here said Monday.Rabbinical leaders in Jerusalem said the Israeli government approved the request for emigration by 200 people from the states of Mizoram and Manipur in northeastern India. “The new batch would arrive in January by a special flight and would be received by Prime Minister Ehud Olmert at the Ben-Gu-
rion Airport in Jerusalem,” a communiqué from the Israeli prime minister’s office received by newly converted Jews here said. “Many people are waiting to go to their ‘Promised Land’. We are yet to get the details of who would actually go,” Jeremia Hnamte, administrator of the Mizoram chapter of the Shavei Israel Organisation (SIO), told media persons. The SIO is a group headquartered in Jerusalem and dedicated to searching for lost tribes of Israel and
helps them return to their ‘Promised Land’. Rabbinical leaders announced in 2006 that some 6,000 members of the Bnei Menashe tribe in India’s northeast were descendants of ancient Israelites or one of the Biblical 10 lost tribes. The recognition from Israel came after tribe members sent scores of applications seeking to migrate to Israel, saying it was their right to do so. According to Israeli law, every Jew enjoys the “right of return” - or the right of
abode in the country. After the recognition, a group of rabbis visited Mizoram in 2006 and converted the first batch of 218 Mizo tribal people to Judaism after they took a holy dip at a mikvah or a ritual bath. The rabbi spent six months in Aizwal to teach Hebrew and impart lessons in Judaism to the tribal people. “Everybody is waiting to leave for their Holy Land. A vast majority of the people do not know Hebrew, though many of them are now learn-
ing the language and following the religion like the one practised in Israel,” said Zaitthangchungi, a local researcher and author of a book “Israel Mizo Identity”. Some 1,000 people from Mizoram and neighbouring Manipur have migrated to Israel since 1994 when a private body, the Amishav Association, took up their case. The last batch of 208 Mizo Jews left for Israel in 2006. Mizoram is a predominantly Christian state, while most Manipuris follow Hinduism. Most Jews
in the two states were Christian by birth. Apart from names, the converts share many practices in common with traditional Jews -such as keeping mezuzahs or parchment inscribed with verses of the Torah at the entrance to their homes. The men wear a kippah or headgear during prayers. “I have no regrets leaving Mizoram as going to Israel is our right,” said Y. Ralte, a young Mizo Jew now learning Hebrew at a school here.

3 militants shot dead
IMPHAL, NOVEMBER 17 (PTI): Three militants were killed by police commandos in separate incidents in two districts of Manipur since Saturday, official sources said today. Commandos attached to Imphal West district police station combing Langthabal Kabui area, about 15 km from here, gunned down two unidentified militants on Saturday night. On the same day, commandos attached to Thoubal district police station also shot dead an unidentified militant at Patpan Lamkhai area, about 40
km from here, the sources said. Commandos also recovered one pistol, one carbine, some rounds of ammunition from Langthabal Kabui area while one 9mm pistol with some rounds of ammunition were recovered from Patpan Lamkhai area. The bodies were kept at the morgue of Regional Institute of Medical Science and Hospital here for post mortem, the sources said. Over 353 persons, including civilians, were killed in militancy-related incidents so far in Manipur this year.
Two Myanmarese bodies identified IMPHAL, NOVEMBER 17 (AGENCIES): The two Myanmarese nationals killed by the Assam Rifles in Chandel district of Manipur were identified by Lamkhawgen Vaiphei, the president of Vaiphei Students Association, Manipur, today. The duo; Letkhanhao Vaiphei, 29, and his younger brother Khupthenkham, 25, were from Namphalong in Tamu district of Myanmar sharing border with Chandel district.The two belonged to the Vaiphei community. Lamkhawgen Vaiphei represented the relatives of the deceased.Police sources here said that post-mortem was conducted and the bodies were taken to the border township of Moreh. “The
authorities at Moreh will hand over the bodies to their Tamu counterparts,” a police source here said. Troops of the 31 AR gunned down the two youths in an encounter in the wee hours of Friday near Kwatha village along the Indo-Myanmar border. The AR claimed to have seized an AK-47 rifle, a Chinese hand grenade and a radio set. The chairman of the Tamu District Peace and Development Council, Aung Oo, wrote to the additional deputy commissioner of Chandel, T. Hopson Chothe, yesterday claiming that the two were Myanmarese nationals. The Tamu authorities also demanded that the bodies be handed over to them. Namphalong located just

RANGIYA, NOVEMBER 17 (AGENCIES): Two suspected NDFB bike lifters were severely beaten up by the public and handed over to police in lower Assam's Kamrup (Rural) district on Monday for allegedly attempting to steal a motorcycle to use in bomb blasts, official sources said. The two presumably from the National Democratic Front of Bodoland, which is suspected to be responsible for the October 30 last serial blasts
in Assam, decamped with a parked motor-cycle of a person in Rangiya. The bike owner on telephoning some people in the direction the two were heading, the public intercepted them and beat them up seriously injuring them, the sources said. The two admitted that they had been acting on orders and that the motor-cycle could be used for planting bombs in it for future blasts. They, however, did not reveal the names of
those assigning them for the purpose, the sources said. Identified as Kiran Basumatary and Anush Rabha from Pakribari, under Jamalpur police station in Baksa district, the two were sent to the Gauhati Medical College Hospital. So far six Pulsar motor-cycles, an Indica car and a Maruti 800, the kind of vehicles favoured by the militants for car bombs in the serial blasts, had been stolen from Rangiya in the last one month, the sources added.

The explosive materials that have been displayed in the museum include the RDX, PTD devices, TNT explosivse, grenades, guillotine sticks, detonators, and many others devices that have been used since early times in the North East.
DARJEELING, NOVEMBER 17 (AGENCIES): The Communist Party of Revolutionary Marxists (CPRM) is initiating an all-India programme at Delhi to frame a comprehensive outlook of the general public towards the Gorkhaland demand. It has a series of programmes lined up for December which starts with a dharna and a public meeting at Jantar Mantar. The programmes scheduled from 19 to 22 December include a seminar with other organisations and parties demanding separate states within the framework of India. “The CPRM representatives will leave for Delhi on 16 of December,” CPRM general secretary Mr RB. Rai said. Emphasising the need for a national perspective, Mr. Rai said: “The groundwork in Darjeeling, Dooars and Siliguri is set but now we need to focus outside this region. We have to tilt opinion in favour of Gorkhaland in other states too. This can be achieved only by involving Gorkhas residing all over India”. This year the party's youth and women's wings organised dharnas in Kolkata in June in which over 500 cadres participated. The party will also publish books and leaflets to clear the misconception about Gorkhaland that was generated because of few misleading articles in newspapers and magazines.
Centre reaffirms support for peace in NE AGARTALA, NOVEMBER 17 (UNI): The Centre has assured insurgency-infested states of Northeast to supplement support by providing security for vulnerable institutions and installations, strong surveillance on Bangladesh, Myanmar, China and Bhutan borders, including fencing of borders and intelligence sharing. The latest report of Union Home Ministry revealed that 40 Indian Reserve Battalions (IRB), including eight each for Tripura and Assam and seven for Manipur, were sanctioned for the region in 2007-08 fiscal to deal with militancy while vigilance on international borders had also been augmented following recent incidents in Tripura and Assam. The report expressed concern over security issues in Assam and Manipur and stated that the operation against ULFA in Assam was suspended in 2006 followed by peace negotiation initiative but suddenly they increased the attacks on civilians with the help of international terrorists. The violence attributable to some other insurgent outfits had also been observed in North Cachar Hill and Karbi Anglong districts, which affected the surface transport movement towards Tripura, Mizoram, Manipur and south Assam to a large extent, the report underlined.
MIG-26 crashes in Bengal, pilot safe, 2 injured SILIGURI, NOVEMBER 17 (UNI): A MIG-26 of the Indian Air Force war plane on a routine sortie crashed into a house injuring two people at Alipurduar in Jalpaiguri district of West Bengal today, police said. Kumargram police station officer Tirtha Bhattacharjee told UNI that the MIG crashed into the house at 1245 hrs, about 50 east of Hasimara air base. He said two people on the ground were injured and the hosue caught fire immediately after the accident. Mr Bhattacharjee said the pilot was unhurt and safe. His name and designation were yet to be known. The accident happened at Dobarbari village under Kumargram policestation. Senior Army and Air Force officials have rushed to the scene of accident.

Democracy from Below?
I
n an era of globalism and concentration of power through corporates and rigid States, it is only but natural to witness the popular growth of peoples movement, or in other words, the unfolding of Democracy from Below. For as long as one can remember, rigid States through the use of State coercion have practiced a system of Democracy from Above. However, as State power transformed itself in the post-cold war era, it created a stop-gap, leaving behind an opportunity for social movements to reorganize themselves through pragmatic thinking and to align themselves in critical solidarity with others. It has become inevitable for movements that represent values of Democracy from Below to be rooted with the people. Simultaneously they are required to have the political maturity that combines knowledge of internal situation with external conditions, so that, they have a plan for the immediate and a plan for the future. After all, any movement can only achieve what is achievable within their time. In essence, the present has come to signify a period of recovery for social movements; representing a combination of indigenous mass involvement with a certain degree of contemporariness. The key towards successful recovery implies the necessity of political will for self-criticism, honest and open admission of mistakes, going back to the roots and having the ability to diplomatically maneuver successful solidarity and pragmatic understanding. Movements failing to adopt and adapt to the changing internal and external conditions will invariably find themselves at the foot of a mountain. It is true to say that miscalculated policies are quickly depleting the ability of the powers that be to sustain its once unchallenged position. Winds of change are certainly blowing everywhere. While empirical reality reveals global conditions which necessitate Democracy from Below to replace Democracy from Above, internal conditions within each particular situation will need to be examined to assess the ripeness of time. Hence, for winds of change to actually take place, the question of political courage and willingness is at the forefront of history. Indeed, the aching need for Democracy from Below is now more than ever amongst indigenous people. The ever increasing deafness of the powers that be to easily discerned cries of the people for basic human needs such as food, water, shelter, electricity, education and right to dignified life are only deepening chasms and inflicting wounds on the people. There is no doubt that the powers that be are guilty of neglect, and while it may seem easy to ignore its cost, the impact of the neglect on human life cannot be ignored. It is fundamental that the goals and means of the existing status quo are judiciously examined, so that, the sense of reason acquires a principled role in the need for Democracy from Below to take responsibility in ensuring the realization and sustainability of human existence.

We need a bigger boat

arack Obama surely has one of the toughest leadership challenges any incoming president has ever faced. We’re in the midst of a terrible economic meltdown, the current administration has lost all credibility, the House of Representatives is full of knuckle-dragging Neanderthals, and the public is being whipsawed between free-market fundamentalists preaching the virtues of just letting the market rip and left-wingers who think we can punish Wall Street while protecting Main Street. It feels like a mess with no one in charge. Now is when we need a president who has the skill, the vision and the courage to cut through this cacophony, pull America together as one nation and inspire and enable us to do the one thing we can and must do right now: Go shopping. Obama can’t wait until Jan. 20 to weigh in on this. If we don’t stimulate the global economy fast enough enough, some of Obama’s inaugural balls might be held in soup kitchens. When President Bush told us to go shopping after 9/11, he was right. We needed to stimulate the economy then. The problem was that the Bush economic team never turned off the green light and told people to “go saving.” So with easy credit seemingly endlessly available, American consumers saved virtually nothing and bid up housing prices to record levels. Retailers expanded stores and China expanded factories to accommodate all the shopping. It was quite a party. We had banks in America giving mortgages to people whose only qualification “was that they could fog up a knife,” one mortgage broker told me. But when something seems too good to be true, it usually is. When these reckless mortgages eventually blew up, it led to a credit crisis. Banks stopped lending. That soon morphed into an equity crisis, as worried investors liquidated stock portfolios. The equity crisis made people feel poor and metastasized into a consumption crisis, which is why purchases of cars, appliances, electronics, homes and clothing have just fallen off a cliff. This, in turn, has sparked more company defaults, exacerbated the credit crisis and metastasized into an unemployment crisis, as companies rush to shed workers. Governments are having a problem arresting this deflationary downward spiral - maybe because this financial crisis combines four chemicals we have never seen combined to this degree before, and we don’t fully grasp how damaging their interactions have been, and may still be. Those chemicals are: 1) massive leverage - by everyone from consumers who bought houses for nothing down to hedge funds that were betting $30 for every $1 they had in cash; 2) a world economy that is so much more intertwined than people realized, which is exemplified by British police departments that are financially strapped today because they put their savings in online Icelandic banks - to get a little better yield - that have gone bust; 3) globally intertwined financial instruments that are so complex that most of the chief executives dealing with them did not and do not understand how they work - especially on the downside; 4) a financial crisis that started in America with our toxic mortgages. When a crisis starts in Mexico or Thailand, we can protect ourselves; when it starts in America, no one can. You put this much leverage together with this much global integration and start the crisis in America and you have a very explosive situation. If you are going to fight a global financial panic like this, you have to go at it with overwhelming force - an overwhelming stimulus that gets people shopping again and an overwhelming recapitalization of the banking system that gets it lending again. I just hope the U.S. Treasury has enough money to do it. And that brings me back to Obama. We need a leader who can look the country in the eye and say clearly: “We have not seen this before. There are only two choices now, folks: doing everything we can to shore up banks and homeowners or risk a systemic meltdown.” Yes, that may mean rescuing some bankers who don’t deserve rescuing, while also helping prudent bankers who were doing the right things. And, yes, that may mean rescuing reckless home buyers who never should have taken out mortgages and now can’t pay them back, while not aiding people who are still meeting their payments. No, it’s not fair. But fairness is not on the menu anymore. We will deal with that later. Right now we need to throw everything we can at this problem to make sure this recession doesn’t spiral down into a depression. This is no time for half-measures. If you want to know where we are right now, rent the movie “Jaws.” We’re at that moment when Roy Scheider first sets eyes on the Great White Shark and comes back and says to the skipper, with eyes wide with fear: “You’re gonna need a bigger boat.”

Dreaming Nagas’ Dream...
N
agas’ inheritance was and is freedom, their land, independence and democratic governance, economic self reliance, quick and just delivery and disposal judicial system based on traditional customary laws, egalitarian, casteless and classless society, rich cultural and traditional heritage, the participatory approach and communitarian in decision making, planning, execution and dispensation of affairs with sufficient natural resources. Nagas’ dream is rooted in history of fierce resistance and warfare to the colonial powers. Naga dream is to put stop to external rule, the coercive invasion and to build its own nation state. It is everybody’s dream. It was started with a non-violence principle. It did not at first subscribe guns as its weapons but mutual understanding as equals, practicing democratic ways and means to defend their birthright. It is built upon people’s mandate, consent and endorsement (15th May 1951 Plebiscite). It is built upon sweats, tears and blood of its suffering people. It is a sacred dream. It is a precious dream. It is a worthy dream. Indeed a most noble dream for all those who belong to the land by reposing their faith in goodwill, respect, equality, justice, inclusivity and mutual understanding, unity and reconciliation. Nagas were dreamers, great dreamers. Never had a common kingdom yet each Naga village was an independent entity or kingdom, each village has got its own chief or elected leader to govern their land without any outside interference. These people had consented and dreamt together for common homeland. Never had a country army but believed in its citizens to guard their land, never had industries and factories but have sufficient land and natural resources. Never had a common economic agenda but each village was a self reliant with its production. They were wooden platters, head-hunters in the past, pierced ear people having rich culture and tradition, never had a police or a beggar in the past, fierce warriors yet humble folks, histories woven in the form of folk lore and oral narration past down from generation to generation through morung system (common dormitory in every village), having common boundaries, sharing common streams, rivers etc. spread across in Nagaland, Assam, Manipur, Arunachal and Myanmar belonging to Sino-Mongoloid stock. Nagas’ dream believes in ‘all men are equal; there is no high or low class, everyone according to one’s capacity and character.’ It upholds the ‘ethics of work culture’. Nothing can beat the hard work. It envisions for vibrant, progressive, collaborative, community oriented society. It seeks to protect and preserve the natural resources, the forest, the land, water, minerals etc. All the resources belong to the people and not to some few. Nagas’ dream must set to make the maximum benefit to the villagers who own their resources. Nagas’ dream is not betrayal and division but of brotherhood and dedication to the nationhood. It dreamt to free every individual as a free human being. Naga dream never believes in factionalism and partisan society. Naga founding fathers were a great dreamer, they dreamt of united Nagaland and not a divided one. They dreamt beyond tribes and sub tribes. In pursuit of their collective dreams, they fasted, prayed, they toiled, they bled, they cried and they died. Nagas’ dream was tested in fire (many villages were burnt down for several times) and bullets-many precious Nagas lives were fallen for the land, and dream------ a dream of freedom. In fire and water Nagas’ dream continues to live. Nagas’ dream had and is being facing the fiercest and longest arms resistance in South Asia. Well pursuing their dreams, the Nagas caught up in the factionalism and tribalism. They have among themselves killed each other and exclude each other. People no longer have trust or have hope. But Nagas’ dream was and is always beyond factionalism, tribalism and division because it is the people’s dream, it is their birthright. It was people’s dream and people must and needed to recapture that big dream of united people and be radar of the movement and not the mere follower. People should guide and control the faction(s) and let the later work out what the former want not the other way round. Here it means not to undermine the sacrifices of the leaders in various factions. Only through their sacrifices, dedication and devotion towards the Nationalism, that the Nagas are coming thus far. So much have been in done in the past and so yet to be completed. It goes beyond the present geo-political arrangement of separating the Nagas with the authoritative and coercive administration without the consent of the people. It is inclusive of all the people who called themselves Nagas and the land they live in. It leaves room for its neighbours to live together with the Nagas’ dream. It does not seek to de-
stroy others to win the Nagas’ dream. It envisioned fighting their justice without hating their colonial rules. It is beyond mere taxation, it is beyond arms supremacy, it goes beyond present pride and pursuit of personal gain but it is a noble dream to be pursued with humility and discipline to achieve the birthright which is their inheritance. Any sort of luxury and contentment without achieving the Nagas’s dream, the birthright, is just but thinking to be the greatest kings inside the prison bar. Any person inside the prison is never a free man. Are the Nagas becoming self-contented prisoners with the due bread and butter supply by the subjugators? Are the Nagas contented themselves with the recognition of their history as ‘unique’? Are they contented with the present divided people placed in different states? Are Nagas contented with their past glories? Try to dream beyond.... just dream beyond the present.... the present scenario of violence and present arrogance and aggressive pursuit of personal gain make many young Nagas impossible to have any dream. It is like those vehicles driving in the thick foggy roads. They have fuel and driving capacity but those fogs restricted them to drive further.... Many young Nagas have intellectual power, knowledge, information, innovative ideas to contribute for better society politically, economically, socially and culturally, and great potential of building diplomatic relations with other countries especially those studying or working abroad and within the India but they were left neglected for systematic consultation, genuine opinion collections and they are stuck up in the roads due many unfavourable circumstances. It (Nagas’ Dream) is facing two prominent problems among many others. They are political problem and human problem. Political problem (NagaIndo-Myanmar political issue) has got time frame whereas human problem (like jealousy, hatred, greed, power craziness, factionalism born out of power tussle, discriminatory factors etc) is timeless. The former (political problem) has to be settled or solved within limited time frame whereas the later cannot be clearly drawn out where to end, it has to be a constant change for better, renewal, and revival individually, collectively as Churches, Tribes and People. In other word, the later can be best said as the moral bankruptcy. The human problem has adverse affect in the political problem because, until the people themselves are humility and honest enough to realize their own weaknesses, mistakes and listen to each other to unify and fight with united voice, it is very vague to pursue the dream without specific goals, it is like a football game played by a team playing to one’s own conveniences without the team target to put maximum goals to win the game. The factions are in to unending killings and unceasingly opposing each other, Naga people must unite to bring all the groups to understanding and healthy dialoguing among the factions for unification and reconciliation. The Forum for Naga Reconciliation’s activities to unite and reconcile the warring Naga Factions in the form of soccer is a ‘change’ that is taking place in the land. The initiative is very important and crucial in the history of the Nagas’ journey towards achieving their dreams through reconciliation process. Therefore, it is time for the people to realize their position, other’s position and the team’s position to continuously build a team spirit by following the rules of game (to reduce the human problems, like factionalism, tribalism, greed, superiority complexes, jealousy etc.) accommodating each other, submitting to continual reconciliatory, revival and renewal processes (both underground groups and overground Tribal Hohos, Civil Societies/Organisations, Politicians and Individuals) to enhance, optimize, expedite the political peace process to be solved in the minimum time within hand without losing so much lives that are perishing in the name of ‘tribalism and factionalism’ everyday leaving behind many women weeping widows and children helpless orphans. When Nagas stand united, Nagas’ dream is never far away. Rather it can be said freedom is knocking at Nagas’ door, it is up to Nagas whether, are they willing to open its door by coming together and stand united and fight in unison integrating every possible means at their disposal? Are they (Nagas) ready for that? When Nagas fight with one voice no one can stop them, because they have their historical and political rights. May be it is the time that critical but positive policies and plans are formulated and actions taken towards the internal reconciliatory and unifying process. For the future, a vision plan must be in continuously evolving process so that the most refined and best thoughts are produced, well written and followed to fulfil the dream. By this it means that, Nagaland as a dreamt Nation-State to be must have its own well written governance system (basing on the democratic system of the past), laws (basing on customary laws), economic
and industrial policies (based on the self reliance village economy. Each Naga village can be a centre of one kind or the other of small scale industry unit like the past. Each Naga village can be the centre of development and prosperity while building the Nation Wealth at the same time.), preserving the past culture and heritage, protecting the natural resources (forests, minerals, land etc.). This may sound like putting a cart before the horse but until Nagas have such clear roadmap, how can they be proud to work hard and sacrifice for their future. These documents may subject to changes and amendments from time to time but will be guiding principles in the nation building process. Such clear and well written documents will give clearer roadmap for post political solution/settlement arrangement even. If such well written documents already existed earlier, it is felt that it needs more elaborate public scrutiny. It can be suggested here that economy, development students, entrepreneurs can be assigned to bring out the best written proposal for economic and industrial policies, for codification of Naga Customary Laws in the best way in aligning with international laws, Law students and practising Advocates can be assigned to study the customary laws while doing that all the tribes (Naga tibes living in Nagaland, Manipur, Assam, Arunachal and Myanmar) can be called together for exhaustive consultation, political science students, researchers and others can be assigned with the assignment for the political framework studying the political situations and international relations of other nations so as to draw out the best workable political framework for Nagas. Also in other cases like agriculture, art and culture, literature, history, geography, geology, computer programming, information, communication technology, education, health etc or other such related subjects can be assigned to the respective students or practising fellows among the Nagas to produce the best work suitable to the Naga people. Also the missionary sending plan can also be formulated, Nagaland being a Christian land. That is Nagas’ bounded duty towards the immediate neighbours, those struggling people and for the humanity at large. The funding of such projects can be done through proper setting up of Foundation or Trust for Researching and Archiving by forming Consultative Committee for Common Policy Formation, may be comprising of bodies like NSF, ANSAM, ENSF, Naga Hoho, UNC, Eastern Naga Hoho, Religious Institutions and Nagas in Myanmar (formerly Burma) combined together with experts (like young professionals, media persons, activists, thinkers, intellectuals etc.) (Sorry for my ignorance if orgn. names are quoted wrongly). Further, it can be suggested that the selection of eligibility for the committee can be done through selection process by giving forms where, the personal statement, personal commitment, indepth knowledge in the subjects, leadership capacity at regional and village level, mobilisation capacity to draw the voices and opinions from lowest grass root level i.e. village level are asked to be submitted. Such selection process is required not to mess up the initiatives (not to make it everybody’s business is nobody’s business) but to make it genuine and sacrificial work for the people and nation building. The based headquarter can be set up through consensus and the regional offices can also be set up for timely coordination and consultation. For instance, Headquarter at Dimapur and branches can be opened in all Naga inhabited districts and also extension branches like New Delhi, Mumbai, Chennai etc. and even a forum for those Non Resident Nagas can be created. This will allow fullest participation among Naga people. The functional mechanism can be worked out properly. This initiative should not be felt as a threat by any groups in Nagas society but should be broadly understood for systematic and proper documentation of common policy formation for the betterment of whole Nagas and not for the few. The fund raising can be done from the Naga people themselves, which in other way is a challenge for independency willingness to be on their own feet. It is felt that this movement must begin. It must start. The time is now. It is Nagas who should do it and not others. The change and transformation must begin now. Change and Transformation must start from ‘Within Nagas’ and not from ‘Without’. World may observe and support Nagas, but until the change and transformation do take place ‘inside’, ‘outside’ alone cannot solve the Nagas’ problem. Once again it can be repeatedly said, freedom is ringing at Nagas’ door, the question is, are they willing to be united and it flow to their land? Is it too hard for them to be united, and let freedom go away? What is the hardest thing for the Nagas to get freedom? It is believed that the Nagas dream evolved from and endorsed by its peo-
ple, and it should be realized and put to realities by its people. At the ground it is the people who have to work although outside other people may support. Until and unless the, Nagas, as people know and learn their own situation, conditions, histories, mistakes, achievements, potentials, resources, hopes and scopes it will be just a few men’s job to pursue the half hearted dream. It is the time for all to dream beyond.... for everyone without the exception for those who positioned themselves to be the leaders of the society.... Nagas’ dream demands of very strong research and analysis, effective self criticism and evaluation, a constant positive dialogues and debates, planning and strategy making. It demands of cohesive coordination between the policies makers, national workers/leaders and young intellectuals/professionals to bring out the best out of the past to meet the international norms be it in customary laws, governance system, economic policies, international relation without losing the past identity and system. It also needs wise diplomacies with the international agencies, unions, countries not undermining the necessity of united and reconciled Nagas back home. Upon broken home no peaceful and prosperous family can be built. It is felt that is an inclusive dream of the children of the soil. It demands the people to work more and not less. It is not a dream of sitting back and to enjoy the ‘falling manna’. But it is a dream of hard work with sweat, proper resource management, constant confidence building among themselves (Nagas), building partnerships with other countries and strong economic ties with India and other friendly countries etc. Nagas’ dream envisions for well informed society, it believes in the education of its younger generation, economic prosperity, democratic governance, best and quickest judicial system based on the codified Naga customary laws, strong social and cultural integration. It seeks to stand for the rights of weak and downtrodden. It seeks justice and peace. It seeks to give a space for an individual to exercise one’s freedom and pursue one’s dream. It seeks to provide a security to the poor and ignorant villagers and not to robe away their simplicities. It never dreamt to use power to abuse and misuse but to use power to usher in equality, justice, peace and prosperity. Nagas’ dream demands the students to study more and not less, to think more and not less, to dream bigger and not smaller. It demands the younger generation to pursue their goal vigorously with a mission to uplift their suffering people. May be it demands from the younger lot to ask themselves what they can contribute to society and not what the society can offer to them. It is the time that younger people are to be motivated to bring positive change in their society. It demands from the students to be ambassadors of goodwill and peace makers among themselves and towards other people. It demands the youth to search for social entrepreneurship, self employment to help eradicate poverty to bring development with environmental sustainability. Nagas’ dream is not only a rich man’s dream or a poor man’s dream, it is a common dream, a common and collective hope for common destiny. Above all it needs humility, discipline and dependence on God who gave Nagas their land, race itself and their dreams. When all argument fails, reasoning fails, diplomacy fails and all human efforts fall short, God’s grace come in through divine’s intervention. May God bless Nagaland once again. Building a Naga dream needs young and old minds, learned and unlearned and indispensably the Nagas people. Wherever you may be working or studying, you must know where you belong to, your inheritance, your people’s dream. Nagas, as the people are the ones to fill the gaps and build bridges to reach their long cherishing dream. As Nagas you belong to the land, the sons and daughters of the Naga soil, you are the heirs of the great inheritance, you must, as a Naga pursue a dream, the great Naga dream. Through this humble piece, it is attempted to present the voices of the young Naga(s) and suffering people carrying a mar of atrocities and humiliation living a very pathetic lives, those who are dying from illnesses born out of thrashing by rifles butts, being buried alive, orphans and widows, smeared with chillies power, letting to give birth in open ground etc yet trying to dream Nagas’ dream and humbly put forward suggestions and some vital points to remind the whole Naga society and others to truly understand the Nagas’ dream basing on their historical and political rights. If some positive points to be noted, it is felt, the time is now for the Nagas, leaders and citizens to take right action and if any shortfall and error(s) in the write up, it is solely the writer’s weakness. t is an exciting day filled with hope! It is the moment in our history in which a new order is being born. Today, we are here to witness the death of “old age” of the Nagas and the emergence of the new. In the words of St. Paul, “The old has past away, behold the new is here.” Biologically, there is no growth without birth. With the emergence of the new we are saying “no” to the oppressive nature of the old. The fact that we are here, with all these leaders, is indicative of the fact that we are tired of the past and that we are committed to wielding the future together. Our hats off to them and we applaud all these leaders for their commitment and taking the ‘risk’ to bring the new! Today as we face this new world in the making, let us be reminded that we all have the responsibilities and challenges that come along with it. First, the people will have to guard their rights jealously, and must stop hoping that by a twist of historical fate we will be in paradise! If we are going to be saved, it will be the people who do it. We must start believing in the power of the people. We must jealously halt the trend to destroy ourselves. We must discard the false doctrine of “exclusivism.” This new order is a world of togetherness. All of us, including the “others” who live amongst us, have an investment in the future of our history. Therefore, we must transcend every tribalistic, ethnocentric, and religious overtone. If we fail to un-
derstand these holy and noble values, we perish! Secondly, the challenge before us in this new order is “good will.” The virtues of truth, mercy, justice and peace must stand tall at the centre of our lives. Only then, will -“emerge a child called reconciliation.” In February of this year, the Forum for Naga Reconciliation, comprising of all Naga frontal organizations including the Church came into being. We have traveled a long road toward reconciliation. We must know that all “Naga political groups” have agreed to reconciliation. Today, it is no secret that we are already into difficult territories - those hurdles and roadblocks to reconciliation. Unity and peace is being carefully discussed. Despite the struggles, the commitment to
travel the common journey of reconciliation is a promise and commitment given by all the Naga political groups. For this we say “Thank you.” Finally, the FNR will never betray the people from our commitment to Naga reconciliation. We find our strength in God our Savior. We must also let the Nagas know that FNR is not the only one working for peace and unity. The FNR acknowledges the efforts of many other groups and organizations; we walk side by side with you all. The return of soft power?

There are many things to say - and are being said - about Barack Obama's historic victory in the U.S. presidential election, and analysts of the fascinating transformations of American society will do a far better job than myself at explaining the outcome. But as I surveyed the extraordinary non-U.S. response to Obama's undisputed achievement the morning after his victory became clear to the world, I was tempted into a further thought: Will the sheer appeal of this man across the globe actually make an impact upon America's capacity to persuade other nations to follow its lead and agree to measures that Washington wants but fellow members of the system of states may not initially be so enthusiastic about? Will it convince governments and peoples abroad that policies "made in the U.S.A." are good for humankind as a whole? For this, after all, is the definition of the term "soft power" as it was first systematically argued by Joseph Nye of Harvard University in a series of books he composed during the early 1990s. For too long, Nye suggested, realist scholars had focused far too heavily upon the hard-knuckled dimensions of military and economic/financial power and ignored the significance of national characteristics that allowed certain countries to "win friends and influence people" better than others. An attractive way of life, an appealing culture, a capacity to be marching with (or at the head of) world opinion rather than standing against it were thus as potentially useful parts of a nation's toolkit as were clever diplomats, financial solidity or even large aircraft carriers. It is clear that when Nye developed these ideas he believed that the United States possessed most of the attributes of soft power: That is, he rightly felt that Hollywood, MTV and American youth culture had much greater worldwide appeal than did the collapsed Soviet Union or the lack of freedoms in China. Moreover, vast parts of the globe were marching in the direction pointed to by the Founding Fathers - democracy, the rule of law, economic liberty and so on. All of this reinforced America's special position in the world. It also confounded scholars who were writing about American decline. The three-legged stool of U.S. military power, economic power and soft power would keep the Republic at the top for generations to come. Then came George W. Bush, Dick Cheney, Donald Rumsfeld and the neo-con agendas of military activism, ideological assertiveness, over-riding of some basic human rights, unbalanced stress upon "the war on terror" and John-Bolton-like distaste for multilateralism - a collective bag of prejudices that the efforts of more moderate Republicans such as Colin Powell and Condoleezza Rice could only rarely ameliorate. By all measures of ranking world opinion - for example, the Pew Foundation global polls - the Bush administration became the most unpopular in recent American history. Unsurprisingly, therefore, America's "soft power" collapsed. The capacity of the White House to persuade other countries to do what it deems best was battered; the worldwide empathy that followed the 9/11 attacks steadily evaporated, even among countries traditionally most friendly to, or most reliant upon, the United States. Last week's collective global rejoicing at the end of the Bush era was testimony to how far the nation of Lincoln, Wilson, FDR and Kennedy had fallen into international dislike over the past eight years. Yet soft power, perhaps by its very nature, is volatile. And it is surely more easily adjustable and amendable than, say, a long-term relative decline in military-strategic power. So the interesting question remains: Will the electoral victory of Barack Hussein Obama give back to America that third "leg" of the stool, the triple undercarriage that supports its world position, the grand if immeasurable advantage of political and ideological appeal? Judging from the media reports from far and wide, the answer is an unreserved "yes." Predictably, President Nicolas Sarkozy of France cabled Obama with the message: "Your election raises in France, in Europe and elsewhere in the world, an immense hope," offering a Gallic embrace that the next incumbent of the White House would be wise to accept with care even if the sentiments are sincere. The jubilation across Africa and Indonesia, both claiming an Obama relationship, is widespread. Regimes that do not permit free and open elections are clearly disturbed at the ripple effects, just as their political opponents are heartened by this amazing example of democratic openness. Even the most purblind Hezbollah or Iranian fundamentalist is going to find it hard to accuse someone called Barack Hussein (descendant of the Prophet) of inherent anti-Muslim prejudice. To be sure, if Obama attempts to rely upon international goodwill alone that would be like an automobile seeking to run on hot air rather than high-grade gasoline. What the next president needs to do is recognize clearly what the hopes are that have made him so popular in so many different parts of the world: the African hopes that he will give real help to their troubled continent; the desires across Latin America that he will keep to liberal policies on trade and immigration, offer to ease the impasse with Cuba, and pay their region real respect; the yearnings in Europe, Canada and Australasia that he will take seriously America's obligations toward international institutions and treaties, including environmental and anti-protectionist commitments; and the moderate-Arab hopes that he will offer more than lip service to the Palestinians. All of these aspirations are much easier stated than realized, and all of them will involve compromises between certain of his campaign promises to American voters and the larger "constituency" he has picked up overseas. Yet if he really wishes to recover America's soft power in the world, he will have to begin by offering the world something of what foreigners yearn for, not the whole stall of course, but items that look good and agreeable and helpful to quelling our many global fears and discontents. Here a close study of the rhetoric and the actual policies of his predecessors Wilson, FDR and JFK will come in very handy indeed. For, as historians will tell you, none of those great "internationalist" statesmen did anything other than pursue America's "national" interests. What they had in common was the wisdom to see how they could merge what was good for their country with what was good for the world, or at least large parts of it. They convinced millions of people worldwide to have faith in America's commitment, judgment and leadership, and thus to take more seriously reform proposals that would emanate from the White House. That, in a nutshell, is what soft power is all about. But because it is "soft," it can dissipate fast. Large parts of an anxious world are waiting with hope for the coming of an Obama presidency, and most are sensible enough not to expect a sort of first-100-days miracle. But they are sitting in judgment, like the voters of Ohio and Florida, and willing to give "the new man" the benefit of the doubt - but not forever, perhaps not for long. Like many other things in life, Obama's bid to restore American soft power has term limits. Paul Kennedy is the J. IAS academy produces record women trainees MUSSOORIE, NOVEMBER 17 (NDTV): These are the moments to cherish but there’s indeed something special about this batch at the IAS training academy in Mussorie. It has the highest number of women officer trainees the academy has ever seen in a single batch. It’s a historic moment for all the 32 women who have made to the IAS. “It’s always great to be a part of history and we are proud that we are a part of the batch which has the highest number of women trainees,” said Smita Sarangi, IAS. But of these women only a handful come from rural backgrounds. The academy directors hopes that will now change. “Women have as good a contribution to make in these services as anywhere else and these are the days where we find the so called male bastion is breaking up so the fact that there are so many women in this one batch is not only welcome but something that is long over due and I hope it also encourage more and more women especially in rural area to sit for civil services exams and get into not just the IAS but other services as well,” said Rudra Gangadharan, Director, IAS Academy. Creating history, these young lady officers of the Indian Administrative Services have blazed a trail. Now, one hopes that the way things are going with New India, someone, some day will some how better this with a 50-50 ratio.
Security tight as Kashmir votes in state polls
SUMBHAL, NOVEMBER 17 (AFP): Indian Kashmir voted under tight security Monday for a new state government, with a boycott call by Muslim separatists triggering sporadic clashes but failing to shut down the ballot. In the Muslim-dominated Kashmir Valley, election officials put the turnout at more than 30 percent, with hundreds of people queuing at polling stations from the early morning. Higher voting numbers were recorded in Hindu-majority Jammu and mainly Buddhist Ladakh -- two regions where the Kashmiri separatists hold little sway. Kashmir was put under direct federal rule in July, when the state government collapsed following its controversial decision to give land in the region to a Hindu pilgrim trust. That crisis sparked a revival of Muslim protests reminiscent of the early 1990s, when an insurgency against Indian rule had just begun. In an apparent bid to prevent large-scale anti-polling demonstrations, the security forces had rounded up some of the more influential anti-India figures ahead of the election. Over two dozen separatist leaders are currently under arrest, some under a law that allows police to hold people for up to two years without trial. The state elections are being staggered over seven phases, enabling authorities to mount a huge security operation as successive areas vote. The last stage of voting is scheduled for December 24 in Srinagar -- the urban hub of anti-India rebels. Among those voting in Sumbhal, situated 30 kilometres (18 miles) north of Srinagar, several said local issues rather than separatist politics had motivated them to defy the boycott call. “We want freedom but we want devel-
opment and progress too,” said first-time voter Arshad Dar. “I am voting to elect the government. It is not that I am consenting to India’s occupation of Kashmir,” said another voter, Ghulam Mohammed. Both hardline pro-Pakistan rebels and moderate separatist politicians argue that conducting any polls strengthens India’s control over the disputed state. “These are sham elections. You can’t hold free and fair polls in presence of thousands of occupying troops,” said Mirwaiz Umar Farooq, a leading moderate separatist who was one of those under house arrest. In Bandipora town, north of Sumbhal, police fired teargas and used batons to disperse hundreds of anti-election protesters. Six demonstrators, including two women, were sightly hurt, police said. “They are traitors. Their participation is tantamount to selling out the blood of martyrs,” said protester Javed Ahmed, who had tried to stop people casting their ballots. “My conscience doesn’t allow me to be part of any Indian-held elections. I will vote when we will be free,” Ahmed said. Srinagar and other towns were almost totally locked down, as thousands of troops were out in force to prevent anti-election rallies, witnesses said. Kashmir is held in part by nucleararmed India and Pakistan but claimed in full by both nations, which have fought two wars over the region. The countries began talks to settle the region’s future in 2004 but there have been no breakthroughs, further frustrating the mood in Kashmir. One Indian soldier was killed in a gunbattle Monday with militants in Poonch district along the Line of Control, the de facto border dividing Kashmir between India and Pakistan.
Sadhvi Pragya alleges torture by Anti-Terrorism Squad
NASHIK, NOVEMBER 17 (PTI): Sadhvi Pragya Singh Thakur, an accused in the Malegaon blast, has alleged that she has been tortured and ill-treated by the Anti-Terrorism Squad, her counsel told a court in Nashik on Monday. In an affidavit, Pragya claims she sold her bike to one Sunil Joshi of Madhya Pradesh in 2004, and she was paid Rs 24,000 for the bike. She also says that due to the torture and mental stress she was subjected to by the ATS, she developed acute abdominal and kidney pains. And this was why she was shifted to the ICU of the Sushruta hospital, where she was treated for three to four days. Eight blast accused were produced by the police in the Nashik Magistrate Court to demand extension of their judicial custody, which ends on Tuesday. SRINAGAR, NOVEMBER 17 (AGENCIES): Police and a group of people protesting against the Assembly elections in Jammu and Kashmir clashed in north Kashmir’s Bandipora town on Monday afternoon when polling was in progress in the constituency. “A small group of protesters came out in the town to dissuade voters from casting their votes. We have taken cognizance of the matter and the anti-poll protesters have been chased away,” said Sheikh Junaid, superintendent of police in Bandipora district. Reports from the town said there was tension when the police arrested two of the protesting youth and now the locals were demanding their release. In the neighbouring Sonawari constituency, where also polling is in progress, supporters of the regional National Conference (NC) and the People’s Democratic Party (PDP) clashed at Poshpora polling station in Naidkhai area, 40 km from here. The clash broke out when PDP supporters accused the NC workers of booth capturing at the polling station.

BHUBANESWAR, NOVEMBER 17 (AGENCIES): A crime branch team of the Orissa police is likely to head to New Delhi soon to question the nun who was raped during the communal violence in Kandhamal district in August, officials said on Monday. “A team of five or six police officers may go to Delhi on Monday or Tuesday to question her,” a senior crime branch said. The crime branch, which is investigating the crime, has already arrested 10 people in this connection, but officials say the probe is not
progressing because of the non-cooperation of the nun. “She needs to identify the culprits as a part of the legal process,” the official said. He, however, refused to reveal if the test identification parade would be conducted in New Delhi, where the nun is believed to be residing. The nun, in her written complaint Aug 26, two days after the incident, alleged that a mob of about 40 to 50 armed men attacked a house at K. Nuagaon village where she along with a priest, Thomas Chellantharayil, had taken
shelter after their centre was attacked. The mob dragged her and the priest and took them to a deserted office of an NGO where she was raped. They also paraded her naked on the streets, she said, adding that the incident occurred in the presence of several policemen. The nun had narrated her ordeal at a press conference in New Delhi last month and said that she did not have faith in the Orissa police and wanted a federal probe into the crime. Raphael Cheenath, the archbishop of CuttackBhubaneswar, had filed a
petition in the Supreme Court seeking a Central Bureau of Investigation (CBI) probe. The Supreme Court had last month rejected the plea. Cheenath, earlier this month, said the nun would cooperate with the state police if the identification parade was conducted outside Orissa. But a court in Kandhamal Nov 10 directed the nun to appear and identify the culprits on November 19 at Baliguda. Kandhamal district witnessed large-scale communal violence, mostly attacks on Christians and their places of worship, after the

While some have returned to their homes, more than 10,000 are still living in government-run relief camps in Kandhamal.
ATS denies 60kg RDX used in Samjhauta blast Is Malegaon blast probe lacking evidence? MUMBAI/NASHIK, NOVEMBER 17 (AGENCIES): Maharashtra’s Anti-Terrorism Squad (ATS) on Sunday denied that the 60kg of RDX that Lt-Col Prasad Purohit had pilfered was used in the Samjhauta Express blast in February last year. Public prosecutor Ajay Misar, representing the ATS in the Malegaon blast case, had on Saturday told a Nashik court that the pilfered RDX was used in the Samjhauta blast case. However, on Sunday, he blamed the media for “wrong interpretation” of his remark in the court. “I told the court that the po-
lice have to find out whether the 60kg RDX was used in some blasts across the country, including the Malegaon blast. My sentence has wrongly been interpreted by some newspapers,” Misar said. “I don’t know what Misar has told the court. I will have to check it out. We have not mentioned the use of RDX (in the Samjhauta case) in the remand papers. The ATS will not say such a thing without corroborating it with a witness,” ATS chief Hemant Karkare told TOI on Sunday. Around 70 persons, most of them Pakistani passengers, were killed near Pani-
pat in the blast. The forensic analysis report of the Samjhauta blast had said that the material used in the blast was a highly flammable cocktail of fuel oils, potassium chlorate and sulphur. Misar told the court on Saturday that Purohit (39) had handed over 60 kg RDX to one person identified as Bhagwan who used it for the Samjhauta blast. “A witness told us that Purohit had 60 kg RDX in his possession while posted in Deolali, Nashik. He had to deposit the explosive at the army’s artillery department in Jammu and Kashmir. However, Purohit
told our witness that he had not deposited the explosive with the army and instead told them that he had threw it into the Jhelum river in J&K. He later gave the RDX to a person named Bhagwan who used it in the Samjhauta train bomb blast,” Misar had told chief judicial magistrate H K Gantra while seeking an extension in Purohit’s police custody. Interestingly, the ATS prosecutor also did not clarify whether the Army conducted any internal probe after the 60kg RDX went missing and how much RDX was used in the train blast.

Another claim of proof was a statement
from an eyewitness who allegedly overheard a phone conversation between the sadhvi and the main accused Ramji Kalsangra. But if the conversation was on phone, how did the eyewitness hear both sides? The police also claimed that Purohit stole 60 kg of RDX from an Army depot in Nasik. But experts say that it’s very difficult for Military Intelligence officers to source RDX, especially this quantity. The police have so far charged most of those caught for being part of the conspiracy. But they still haven’t zeroed in on those directly
involved in the plot of making the bomb and planting it. The bulk of the police case, as in most such cases, is built on the statements of the accused, owning up to the crime and on telephone transcripts, neither of which is admissible in court. But the police say they have got evidence which they will produce in due course. Every blast investigation is marked by exaggerated claims, flimsy evidence, and charges of bias. But given the kind of intense national scrutiny generated by Malegaon, the scope for error, is narrowing by the minute.
Tibetan exiles rethink struggle against Chinese rule
DHARAMSHALA, NOVEMBER 17 (AFP): Leading Tibetan exiles began a week-long meeting Monday in northern India that could usher in a more radical approach to their long struggle against Chinese rule in Tibet. The Dalai Lama, Tibet’s spiritual leader, called the gathering after admitting that his attempts to secure greater autonomy for the region through negotiation with the Chinese government had failed. The meeting has no policy-making power -- any recommendations would require the approval of the exiled Tibetan parliament -- but it comes as the Tibetan movement braces for change. One looming issue is the health of the Dalai Lama, 73, who had to cancel trips abroad after being hospitalised in August and undergoing surgery to remove gallstones last month. He has since returned to his gruelling schedule and still commands huge respect from Tibetans and supporters around the world -- but he now describes himself as semi-retired. on current conditions inside restive Tibet. Before the meeting, 17,000 Tibetans still living in China were consulted, said the speaker of the government of exile, though he declined to say how their opinions had been gathered. “About 8,000 said they would follow whatever the Dalai Lama decides, and 5,000 said the middle way policy should change and the Tibetan government should work for complete independence,” T.T. Karma Chophel told reporters. In March, protests against Chinese rule in the capital, Lhasa, erupted into violence that spread to other areas of western China with Tibetan populations. Tibet’s government-in-exile said more than 200 Tibetans were killed in the subsequent Chinese crackdown. The clashes were cited by some Tibetans as proof that a new, and more radical, strategy was needed. “The only way for us to survive as Tibetans is by holding fast to the hope of an independent Tibet,” said delegate Jamyang Norbu. “Independence is what motivates the troops. It needs to be our focus.” But any such policy shift could divide the Tibetan movement and see much of its international support seep away. A Chinese government spokesman earlier dismissed the meeting, saying that such “separatist attempts will get nowhere.”

New Nepal constitution to be ready by May 2010 KATHMANDU, NOVEMBER 17 (REUTERS): The nascent republic of Nepal will have a new constitution ready by May 2010, a top official said on Monday, the culmination of a peace process that ended a decadelong civil war. The country's main political parties and former Maoist rebels signed a peace deal in 2006 and adopted an interim constitution last year. This year the Maoists emerged as the biggest political party in an election for a constituent assembly meant to prepare a new constitution. They are now heading a coalition government whose main task is to oversee the drafting of the new constitution. Subas Nemwang, chairman of the assembly, said the panel approved a schedule on Sunday under which a draft of the new constitution would be ready by the end of May 2010. It will then be formally promulgated by the president the same month. "That will be a historic occasion for Nepal because it will be the first time ever when the country will have a constitution prepared by members of an elected constituent assembly," Nemwang told Reuters. Since the 1950s Nepal has swung between absolute monarchy, democracy and back again to absolute monarchy. But in 2006 weeks of pro-democracy protests ended a brief period of the king's absolute rule in the Himalayan nation, paving the way for a ceasefire in the war and then a peace deal. The Maoists eventually got the 239year-old monarchy abolished through an assembly vote this year. "The movement for democracy and the peace process with the Maoists will also come to a conclusion on the day when the new constitution is promulgated," Nemwang said.

Obama vows to exit Iraq; rebuild US ‘moral stature’
Myanmar disperses dissidents throughout its gulag YANGON, NOVEMBER 17 (REUTERS): Myanmar’s junta has sent dozens of political prisoners recently sentenced to up to 65 years in jail to far-flung corners of its gulag, making it hard for family members to deliver food and medicine, relatives said on Monday. Without the informal delivery of supplies such as malaria and vitamin pills, detainees face a far greater risk of dying behind bars, say former political prisoners who have fled to Thailand. “They were taken in secret from Insein Central Prison through the back gate early on Sunday morning,” Ko Aung, the younger brother of former student activist Ko Ko Gyi, said. “We waited at the front gate hoping to see them but didn’t get the chance.” Ko Ko Gyi and Min Ko Naing, the former Burma’s best known political prisoner after detained opposition leader and Nobel laureate Aung San Suu Kyi, have been dispatched to Kentung in northeast Myanmar, 1,200 km, from Yangon. Other activists from the “88 Generation Students” arrested last August after several small fuel price protests were sent to Kawthoung in Myanmar’s southern tip, and others to Putao, in the Himalayan foothills of the far north. Many of the prisoners, some of whom spent more than a decade in jail after leading a brutally crushed uprising in 1988, are already thought to be in poor health. “It’s too bad,” said Nyan Win, a spokesman for Suu Kyi’s National League for Democracy, more than a dozen of whose members are among the 60-odd dissidents sentenced to jail in the last two weeks. “It must have been done with intent to punish their families too. It will be very difficult for people to visit them,” he said. The sentences range from 65 years for prominent dissidents to 20 years for a blogger and four months for defence lawyers who took up the plight of the dissidents. The junta’s official media have made no mention of the sentences, which rights groups say are a campaign to eradicate all political opposition in the runup to a 2010 election, the final stages of a much-derided “roadmap to democracy”.

WASHINGTON, NOVEMBER 17 (AFP): US President-elect Barack Obama vowed to pull troops out of Iraq, crush Al-Qaeda in Afghanistan and shut down the Guantanamo Bay camp as part of a dramatic foreign policy break with George W. Bush. Repairing the stricken US economy will be priority number one, even at the cost of still-bigger budget deficits, Obama said in his first major post-election interview broadcast on CBS program "60 Minutes" late Sunday. Following his election triumph of November 4, Obama said at least one Republican would be in his cabinet and confirmed that he had met former Democratic primary rival Hillary Clinton last week. But the president-elect
refused to comment on speculation linking the former first lady to the job of secretary of state. The man who will be the first black US president is accelerating his transition to inauguration day, resigning his Senate seat Sunday and appointing three more top aides to serve in his White House once he succeeds Bush. As soon as that happens on January 20, Obama said, "I will call in the Joint Chiefs of Staff, my national security apparatus, and we will start executing a plan that draws down our troops" from Iraq. "Particularly in light of the problems that we're having in Afghanistan, which has continued to worsen. We've got to shore up those efforts," Obama said in the interview, which was taped Friday. On the campaign trail, Obama
vowed to pull one or two combat brigades out of Iraq every month until after 16 months, only a residual security force of unspecified size remains. Some of those brigades would head to Afghanistan. He told CBS that "it is a top priority for us to stamp out Al-Qaeda once and for all" and that killing or capturing the group's mastermind Osama bin Laden was "critical" to US security. Obama pledged to tackle controversial offshoots of Bush's "war on terror" -- the US military's internment camp at Guantanamo Bay, Cuba, and harsh interrogations of captured terror suspects. But he did not elaborate on where the Guantanamo prisoners would be taken, whether they would be transferred to civilian custody in the United States itself, put on trial, or released. A command to redeploy troops out of Iraq or shut down Guantanamo could be done in short order under Obama's presidential prerogatives, and he is expected to reverse a slew of other contentious "executive orders" signed by Bush. economy, if Democrats in the outgoing legislature fail to overcome Republican opposition. Obama appeared unconcerned about the red ink blotting the US government's finances, arguing economists from left and right agreed that "we have to do whatever it takes to get this economy moving again."
"And that we shouldn't worry about the deficit next year or even the year after. That short term, the most important thing is that we avoid a deepening recession," he said. Joined by his wife Michelle in the interview, Obama said their two young daughters would get their promised dog, and expressed hope that Michelle's mother Marian Robinson would move in with them at their new residence. Fighting in Congo despite rebel promises RWINDI, NOVEMBER 17 (AP): Congo's army clashed with rebels in some of the worst fighting in a week despite the rebel leader's promise to support a ceasefire, the United Nations and witnesses said Monday. The two sides battled Sunday night in Rwindi, about 125 kilometers north of the eastern provincial capital of Goma. About 150 people took refuge outside a U.N. peacekeeping base here, huddling beside a white shipping container as mortar shells and artillery fire rained down. "These blue helmets would not let us inside, but it's better than nothing," said Clement Elias, 20, referring to the U.N. peacekeepers. He said he heard 100 explosions Sunday night. There was no immediate word on casualties, according to U.N. peacekeeping spokesman Col. Jean-Paul Dietrich. "Everybody is trying to push the other side back," Dietrich said. "It's very regrettable that they could not respect the cease-fire." On Monday, Rwindi was quiet but rebels were seen walking freely, carrying generators and boxes of ammunition. The town is tiny, housing little else but a headquarters for Virunga National Park and a peacekeeping base, which is surrounded by barbed wire and sandbags. Nkunda launched a rebellion in 2004, claiming to protect ethnic Tutsis from Hutu militias who fled to Congo after Rwanda's 1994 genocide left more than 500,000 Tutsis and others slaughtered. But critics say Nkunda is more interested in power and Congo's mineral wealth. Fighting among armed groups has ground on for years in eastern Congo's lawless North Kivu province, but the violence sharply escalated in August and has since displaced 250,000 people. Congo's government says it is willing to meet Nkunda, but only with the many other militias in the region. Nkunda has criticized the government for signing deals with Chinese companies to exploit Congo's cobalt and copper. Congo has called on Angola for military help, but Angola insists it does not have any troops there. Some fear Congo's current crisis could once again draw in neighboring countries. UK terror suspect: Surprised by airport attack LONDON, NOVEMBER 17 (AP): A doctor accused of involvement in an attack at Glasgow airport testified Monday that he was surprised when his friend suddenly attempted to crash into a terminal entrance. Bilal Abdulla, 29, acknowledged that he threw a petrol bomb and fought with bystanders after getting out of the Jeep Cherokee but said he hadn't intended to hurt anyone. "I am told I am a terrorist, but is your government not a terrorist, is your army not a terrorist?" Abdulla said. "By the definition of the act, according to English law, yes. That is my aim: to change opinion using violence, using fire devices." But he insisted his actions were intended to frighten people, not injure them. Abdulla and co-defen-
dant Mohammed Asha, 28, have pleaded innocent to charges of conspiracy to murder and conspiracy to cause explosions. Both were physicians employed in Britain's National Health Service. The driver of the car in the June 30, 2007 attack, Kafeel Ahmed, died of burns. ALTOGETHER, 16 teams are taking part in the 2nd Open Volleyball Championship (Men and Women 2008) which got underway here today at Kohima Local Ground under the aegis of Kohima District Volleyball Association (KDVA) with the theme “Transcending through games.” Inaugurating the tourney, Er. Vikho Yhoshu, MLA, chairman Development Authority of Nagaland and advisor IT and TE Nagaland said that we can see good things happening in our state, adding “Our days are now filled with good programme and healthy activities.” Also stating that games and sports are essential event of healthy, strong and vibrant society, he lauded the organizer for organizing the meet to bring the people closer as well as to build the feeling of oneness through games and sports. Stating that volleyball is probably the most popular games in the rural areas, he stressed on the need to involve in the field with seriousness. Earlier, Neivilie-o Zuyie, youth director ABCC said a prayer while welcome address was delivered by Teisobou Sekhose, president KDVA. Special number was presented by Besuto while Dzuvichuto Khale, secretary, Organizing Committee administered oath to the participating teams. The tournament will go on till November 20.

THE MUCH hyped Hornbill Festival Motor Rally 2008 will take place from December 4 to 5 under the aegis of Nagaland Adventure & Motor Sports Association (NAMSA) in association with the JK Tyres and the state government and Nagaland Post as media partner.
