GPRN/NSCN flays “killing and intimidation”

DIMAPUR, NOVEMBER 20 (MExN): The “greatest threat to Naga reconciliation and unity today is undoubtedly the trigger-happy policy of Hebron camp” the “GPRN/ NSCN” said in a note today. Claiming that it had “all along employed the simplest humane approach and agreed on ideas and opinions of the apex Naga organizations to find a common platform for all Nagas”, the outfit regretted that the NSCN (IM) resorts to “indulge in the most bizarre political philosophy”. “Regrettably, the IM group continues to indulge in the most bizarre political philosophy, which at one point of time may have been practical but now completely obsolete; that killing and intimidation can force a people to submission. In the demanding stage of our political struggle, GPRN/NSCN has offered its best possible co-operation in the interest of the Naga people and for the coming generations” a note from the outfits ‘publicity cell’ claimed. The group said the killing of one “capt” Vekhoto Lohe from the Chakhesang region, on November 20 has “come as a rude shock to all the peace loving Nagas”, “particularly after the historic activities through sports initiated by the FNR in co-operation with other frontal organizations”. Lamenting such incidents to be “a sad reflection of the streak of recklessness that has reduced our God-given land to a bloody ground” the outfit queried “how many Vekhotos can the Nagas continue to feed the killers”. The “GPRN/NSCN” also alleged “abduction at gunpoint” of one “lieut” Vikuho of Roni A village by “IM” is “clear and his whereabouts unknown”. Such action at this juncture is a slap to the face of Forum for Naga Reconciliation and every peace-loving Naga, it added.

Boy thrown under train for writing love letter PATNA, NOVEMBER 20 (REUTERS): A teenage boy was thrashed, paraded through the streets with his head shaved and then thrown under a train in Bihar for daring to write a love letter to a girl from a different caste, police said on Thursday. Fifteenyear-old Manish Kumar was kidnapped by members of the rival caste on his way to school, had his head shaved and was thrown under a train as his mother begged for mercy, police said. One man has so far been arrested and a policeman suspended. The victim’s mother Lalit Devi told police she had watched “helplessly” as the wheels of the train passed over her son. “The accused persons killed the boy for writing a love letter to the girl of the same village,” superintendent of police in Kaimur district, Rajesh Kumar, told Reuters by telephone. Police said the girl belonged to a washerman community, considered a lower caste, whereas the boy came from the slightly higher dairymen Yadav community. Love across caste lines is often violently opposed, especially in rural northern India, and it is not uncommon for outraged families to kill to “save the family honour”.

KOHIMA/DIMAPUR, NOVEMBER 20 (MExN): Nagaland Governor K Sankaranarayanan today said poverty is the root cause of child labour and trafficking. “We have rules and regulations but the implementation part is poor. If you want to stop this, the mindset of the people should change” the governor said in his address at the inaugural function at a one-day seminar on child rights held in Kohima. Saying that prayers, law, police or military cannot stop child abuse, child labour and child trafficking, the governor said “If we have a change in our minds with a positive attitude then only we can stop it”. The governor also called for a legal framework to ensure the basic rights of children and preventing their exploitation. Sankaranarayanan said parents want the best for their children, yet there is also the reality of exploitation. “We have had the best of the traditions and values for looking after our children. However, at the same time we also hear about exploitation of children. This is especially true for children who are orphans or destitute. Many poor and helpless children are made to work in homes and roadside hotels; they are deprived of basic education which is a basic and fundamental right now” the governor said. The governor also drew attention to the crimes committed against children. “We also hear of crimes including rape and trafficking of children. All this is very disturbing

and this points to a need for having a legal framework for ensuring the basic rights of children and preventing their exploitation” he said. Highlighting the legal rights of children and for their implementation, Sankaranarayanan emphasized sensitizing people to make everyone understand the state of child rights in the country and make sincere efforts to combat violation. Opining that ‘youth, organized through student bodies’ in the state are ‘quite aware of their rights’, the governor however said “what we require is to focus on the rights of small children who are denied the rights of education and those who do not even get to become students”. “We know of numerous small children from the remote villages who are

employed as domestic help. Many of them work in situations equivalent to child labor” the governor said. He urged for building consensus for sustained and concerted efforts to ensure guaranteeing basic rights for all children. Also, Neingulo Krome speaking on the topic “child right is human right” called for catering to the needs of children. He said children are the worst victims in any conflict situation. “Today our children lives in the midst of internal contradictions filled with agonizing fears from within our own families that can’t differentiate between the enemy and the friend” he said. Neingulo emphasized educating children to ‘stop hatred’ while acknowledging own shortcomings. Continued on page 5

THE VITAL DOCUMENTS comprising details of boundaries of Nagaland state which had gone “missing” is yet to be recovered, said Nagaland Commissioner HK Khullu. Speaking to this reporter on the sidelines of a public function today, the commissioner disclosed that the Local Commission, which has been hearing the case between Assam and Nagaland, has been given unrestricted access to archives across the country in order to hasten the process of locating the original documents. It may be mentioned that the original documents, which include a valid map of Nagaland, were kept with the Ministry of Home Affairs first and then the Assam Government but ‘could not be traced’ during the crucial meeting of the Local Commission hearing the decades-old Assam-Nagaland border dispute. The Nagaland government held the Assam government responsible for carelessness leading to the documents going missing while the Assam government claims that they were not “original” but photocopies.

Speaking to The Morung Express, Khulu was hopeful that the vital documents and maps containing details of Assam-Nagaland’s border would be found soon. Although there is no clarity of border demarcation, Khulu said the government has a firm footing on its retrieval and will definitely solve the long-pending border issue between the two states. As per available details, the Sundaram Commission had submitted an “unofficial report” on the borders of Assam and Nagaland where the 42nd annexure, containing the documents and some maps was sent to the Home Ministry. Chief Minister Neiphiu Rio has stated on record that the case of the missing documents was a serious matter “since Nagaland has to make claims before the local boundary commission for re-drawing of boundaries on the basis of those documents”. Rio had told the State Assembly earlier that if the documents remain untraceable, whatever claims to re-draw inter-state boundaries must be valid and legal. Even the Congress Legislature Party leader Chingwang Konyak had raised the issue on the floor of the Assembly terming it as serious.

FAZL ALI COLLEGE, the oldest college in the state, which is all set to celebrate its golden jubilee next September, has already made its mark in the field of education. Over the last forty-nine years since inception, this premiere educational institution has churned out aca-

demicians, politicians and professionals. As it plans to celebrate its fiftieth anniversary, the college dreams of being accredited by the prestigious National Assessment and Accreditation Council (NAAC) and to become a constituent college under Nagaland University. So far, the college has been qualified to be assessed by the NAAC and has been

given Institutional Eligibility for Quality Assessment (IEQA) status in July. The college will be submitting a mandatory self-study report to the council this December. Nonetheless, the urge to be accredited by the NAAC has compelled the college to introduce some innovative programmes like the students’ welfare fund and students’ mentor programmes

in the year 2007 in order to be accredited. The college has introduced a students’ mentor programme where all the teachers are compulsorily assigned to take care of twelve students and advise them in their academic and even personal lives. This programme has not only helped the teachers in identifying the ‘hidden talents’

of the students, principal of the college Kuholi Chishi asserted, but also improved their personalities. Orientations programmes for teachers are also held so the teachers can be wellequipped to understand problems and enable students to use their talents. The students (called ‘mentee’, a new term but which, according to English lecturer Akok Walling, will come up in the next edition of the Oxford Dictionary) have to compulsorily meet their mentors, otherwise they will not be allowed to fill their examination forms. Expressing happiness over the IEQA status given to the college, Akok Walling said he is happy that the guidelines for accreditation has helped the college in introducing the students’ mentor programme which was first proposed by him a few years ago. The meeting is said to have taken place in the presence of the Forum for Naga Reconciliation. They shared issues of common concern pertaining to reconciliation, unity and peace, said the Forum for Naga Reconciliation in a note today. “Acknowledging the paramount need for Nagas to be united in common hope and in the interest of a better Naga future, the meeting sincerely expressed openness and demonstrated willingness to positively overcome differences and to address difficulties in the spirit of forgiveness, so that the yearning for Naga reconciliation is achieved” said the Forum for Naga Reconciliation.

‘Protect blast sites till evidence collected’ NEW DELHI, NOVEMBER 20 (PTI): Concerned over frequent incidents of destruction of evidence at explosion sites, the Home Ministry has directed the state governments to preserve crime scenes till forensic evidence is collected. In a communique to the states, Union Home Secretary Madhukar Gupta said immediately after a blast, the site has to be barricaded and adequately protected to ensure that the crime scene is not damaged and the forensic evidence not destroyed. The advisory comes in the wake reports that some state governments after explosions in their states failed to take proper action to protect the crime scenes resulting in loss of crucial forensic evidence before the arrival of NSG experts. The

communique also asked the state governments to ensure that no unauthorised person should be allowed to come near the blast sites. The NSG has brought into the notice of the Home Ministry of this fact, officials said. The Home Ministry also highlighted the fact that in February, it had advised the states on action to be taken when unexploded IEDs are recovered in any place. In another communique, the Centre asked the states not to make any premature disclosure about probe of incidents like bomb blasts as it would affect investigations as well as prosecution of guilty. The Home Ministry said such premature disclosure amounted to pronouncement of judgement even before the probe is over.

Medziphema has potential as model township ILP safeguard

NAGALAND CHIEF Minister Neiphiu Rio today remarked on the potentials Medziphema has in becoming a “satellite township.” Rio while inaugurating the ADC (Additional Deputy Commissioner) headquarters here at the VFA ground, Medziphema, said that the town is ideally located and suited to develop into a cosmopolitan town. With the benefit of being a “mid-way” town, Rio said Medziphema could well turn into a business hub as well as a model township. Pointing out the strong foundations of Medziphema with twentyone government departments, three banks, two government high schools and twenty-three primary schools, the Chief Minister expressed hope that the addition of ADC headquarters would also receive extended cooperation from the citizens of the area. Taking note of the vast availability of unused land around the area, Rio urged the public to have a big heart in order to usher in big developments. Provide land so that people can set up business and invest in the area, Rio encouraged the people.

The Chief Minister stressed on the need for self-reliance; terming the government as only a “facilitator” when it comes to development. He said the government can only teach and encouraged the public to work to support the government. Rio, dwelling on the poor quality of assets in the state, pointed out that such development will only lead to wastage of time and resources. If you invest quality seeds then you get quality results, he said. On the new ADC headquarters, Rio focused on the duties of the administrative officers while also reminding the public to render support to the officers. Rio said he hoped to see the new Medziphema ADC headquarters as being one of the best and encouraged the citizens of the town to encourage its growth. Meanwhile, the inauguration programme was attended by H Kekhiho Zhimomi, Rajya Sabha MP, Speaker, Nagaland Legislative Assembly, and a host of cabinet ministers, parliamentary secretaries and members of the Nagaland legislative assembly. CSDs in the state taxable under VAT KOHIMA, NOVEMBER 20 (DIPR): Superseding the earlier notification given regarding the Nagaland Value Added Tax Act 2005, the government of Nagaland has ordered that all sales by or to the Canteen Store Department (CSD) in the state of Nagaland be “taxable at the rate of 4 (four) paise in the rupee.” This was stated in a notification issued on November 17 by the Chief Secretary, Lalhuma. The Konyak Student’s Union – the Konyak Nyupuh Shuko Khong – and the Mon Town Council had met at the DC’s Conference Hall. A note from the KSU ILP cell informed that the meeting had decided on ILP being renewed basing on the earlier KSU Joint Representation submitted to the Deputy Commissioner of Mon on August 13 last year, and the verification report of the Deputy Commissioner of Karimganj, Assam, in August 30 this year. Additional District & Sessions Judge, Veprasa Nyekha, graced the programme as the guest of honour and delivered a message on the topic ‘Peaceful co-existence, law and order and quality education’. Stressing on the issue of drug abuse, alcoholism, murder and deceit in our society, he questioned as to what leads to these problems.

Dr. Phuveyi Dozo gave a discourse on the topic ‘Church’s role towards addiction and total healing in Jesus Christ’. He said that many treatment therapies have been adopted to help addicts, such as imprisonment, drug substitution, etc., but were not successful to treat addition. However, when Christian agencies started to involve in help-

ing drug addicts, it was observed that more and more drug users were treated and had become useful individuals in the society. Boshi Vamuzo, a former drug user spoke on ‘Community and family role towards addiction’. The programme was led by Vekudu Lohe, Programme Director of NOD, who also gave the welcome and keynote address. The invocation was led by Pastor Suthozu Veswurayi, while benediction was pronounced by Pastor of Baptist Church, Phughi Katsoyi Sapu. The workshop was attended by Pastors, Village Council chairmen, public leaders, women leaders, youth and student leaders.

MLA Yhoshu urges better KMC on Night Parking Fee at Chau coordination among officers KOHIMA, NOVEMBER 20 (DIPR): Along with the monthly coordination meeting of all heads of offices under Jakhama Sub-Division, a joint meeting on November 19 was held with MLA Vikho-o Yhoshu, Advisor for IT&TE and Chairman of Development Authority of Nagaland, the Southern Angami Public Organisation, Southern Angami Youth Organisation, Southern Angami Students Union, Town Council Chairman and public leaders, at the office chambers of the SDO (C). Expressing appreciation for the programme organised by the SDO(C), MLA Yhoshü lauded his ‘dynamic leadership’ for the formation of the Officers’ Forum under Jakhama Sub-Division, and urged better coordination among the officers of various departments. Also urging the public leaders to give full cooperation with the various departments for developmental activities, Yhoshü assured the house that he would take up matters with the higher authority for development of the area. The programme was chaired by Anthony Ngullie, SDO (C) and chairman of the coordination meeting. KOHIMA, NOVEMBER 20 (MExN): The Kohima Municipal Council (KMC) has informed all concerned vehicle owners that the monthly night parking fee at Chau has been fixed as follows: • Heavy Vehicles (Lorry, Truck, Buses etc) – Rs.400 per month • Medium Vehicles (Mini bus, mini trucks, Tata mobiles etc) – Rs.300 per month • Light Vehicles (Cars, Bolero, Scorpio, Jeep, Van etc) – Rs.200 per month • Two wheelers – Rs.100 per month. The gate will be closed from 8:00 pm onwards and no vehicles would be allowed to enter until the next day, the Council informed.

The parking tax will be collected on monthly basis i.e. on or before the 10th of every succeeding month. Failing this, the late fine fee will be charged as deemed necessary. The parking tax will be collected from KMC receipt book only by the authorised caretakers. Further, no prohibited or any banned items/materials shall be allowed in the parking lot, warned the KMC. Stating this in a release, KMC chairperson Vipopal Kintso informed that the KMC would not be responsible in case of damages or loss of the vehicle. The parking fee is subjected to revision by KMC office from time to time as and when felt necessary, the release added.

Special inspection for Kohima local taxis SSU to meet on November 23

KOHIMA, NOVEMBER 20 (MExN): The Regional Transport Officer, Kohima, has informed the operators of Kohima local taxis to produce their vehicles (taxis) at the Old MLA Hostel for special inspection. The inspection will start from 10:00 am to 2:00 pm on November 22. The second phase, from November 24 to 28, will be held from 7:00 am to 9:00 am. The local taxi operators have been asked to produce only those vehicles which

are “very well maintained and in very good condition.” Relevant documents pertaining to registration, road permit and insurance certificate are to be produced in original at the time of inspection. Vigorous mechanical inspection, checking of vehicle’s physical cleanliness and its upholsteries will be strictly observed as per the prescribed norms for inspection, and only those vehicles (local Taxis) which

are found fit will be issued a sticker, informed a release issued by RTO, Mezayi Tetseo. The release warned that vehicles which do not bear the special sticker issued by the competent authority would not be allowed to ply as local taxi with effect from November 29. Further, the public have been informed to avail the service of only Black/Yellow coloured taxis for trips within the town as informed earlier.

ZPC gets green signal for campus at Alikhong Lipichem Kiphire | November 20

ZISAJI PRESIDENCY College (ZPC) is set to get a new campus at Alikhong soon, as the district administration has finally given the green signal to the report submitted by the site selection committee. The seven-member site selection committee under the chairmanship of Dr. Ulaganathan P, IAS, SDO(C) HQ, which also includes SDO(C) Pungro, Chairman of Kiphire Town Council, and Principal of Zisaji Presidency College, had physically verified the spot on October 24 last and submitted the report. It may be mentioned that the government of Nagaland had taken over four private colleges in 2006, which included ZPC. When asked about the delay of a couple of years in selecting a suitable site for ZPC even after the college being taken over by the government, the Deputy Commissioner explained that due to non-availability of administrative officers, a committee could not be constituted. DIMAPUR, NOVEMBER 20 (MExN): Calling it an attempt ‘to confuse the minds of the public’ the NPF today did not take light the statement made by the Congress at the speech made by the chief minister during the general convention of the NPF. Shilumar Ao, associate press secretary of NPF in a statement made today claimed that the speech of the CM ‘was much appreciated’ by one and all. “However, the Congress has either not understood the contents of the speech or they have intentionally tried to mislead the public,” stated the NPF. Clarifying the allegations thrown by the Congress, NPF asserted that the CM was clear in his statement that achieving understanding and oneness is the collective responsibility of all sections of Naga society, and to come forward with initiatives and contributions towards the

achievement of this aim. Govt not considering fuel Cabinet approves revised pay scales for PSU employees price cuts: Petroleum Secy

NEW DELHI, NOVEMBER 20 (PTI): The government is not considering reducing prices of petrol and diesel, planning to use the profits earned on the two auto fuels to make up for part of the hefty losses on sale of domestic LPG and PDS kerosene. “At the moment, there is no proposal before us for reducing fuel prices,” Petroleum Secretary R S Pandey told reporters here. State-run Indian Oil, Bharat Petroleum and Hindustan Petroleum for the first-time in three years started making profits on sale of petrol and diesel this month but they continue to lose Rs 82 crore per day on kerosene and LPG. “In my view, price reduction is not possible when there are such huge losses on cooking fuels,” he said. The three firms, who started making profit on the sales of petrol from November 1, this week broke-even on diesel sales. With international

crude oil prices sliding further on falling demand as major economies slow down, the three firms are making a net 70 paise per litre profit on sales of diesel while they earn Rs 9.86 per litre extra on selling petrol above the imported cost. Based on the average international oil prices in the first fortnight of November, the state-run firms are earning a margin of Rs 16 crore per day on petrol and Rs 5 crore a day on diesel. However, they continue to lose on kerosene sold through ration shops and domestic LPG. Kerosene is being sold at a loss of Rs 22.40 a litre and LPG at Rs 343.49 per cylinder. The fall in international oil prices will result in lower revenue loss on fuel sales this fiscal. IOC, BPCL and HPCL will end the 2008-09 fiscal with Rs 122,710 crore revenue loss, Rs 92,853 crore of which has already been accounted for in the first half of the fiscal.

NEW DELHI, NOVEMBER 20 (AGENCIES): The government on Thursday approved increased pay for Central Public Sector Undertaking employees with effect from January 1, 2007. The decision, taken by the Cabinet at a meeting chaired by Prime Minister Manmohan Singh today, was based on recommendations given by the Second Pay Revision Committee. NVIDIA launches supercomputer in India

HYDERABAD, NOVEMBER 20 (AGENCIES): NVIDIA Corporation, a visual computing technologies company, on Wednesday announced the launch of ‘Tesla Personal Supercomputer’, a system that can deliver 250 times the performance of a standard personal computer at a low cost, in the Indian market. Speaking to media in Hyderabad, NVIDIA President & CEO Jen-Hsun

Huang said, “it (supercomputer) will benefit 15 million researchers globally. The company has partnered with Connoiseur Electronics, a computer manufacturer to make the personal supercomputing a reality”. The system has been priced at Rs 1,55,000 onwards and deliver up to 250 times the performance of a standard computing workstation at a fraction of the cost.

Connoiseur Electronics Director R P Harish Kumar said that the supercomputer can bring computing power equivalent to that of a room-sized server cluster right to the desktop at 1/100th of the price. Replying to a question, Huang said that his intention is to put CUDA parallel processing architecture on the mobile device and he believe it would be the real super computing.

NEW DELHI, NOVEMBER 20 (AGENCIES): In its sustained effort to fight economic slowdown, the Planning Commission on Wednesday said it would come out with a list of infrastructure projects, which call for additional resources, in 10 days and approach the Finance Ministry for the required funds. “We are reviewing the programmes that exist. Wherever the programmes are moving sufficiently rapidly and will exhaust the money they have, we will ask the Finance Ministry to provide additional resources...that estimate we will have in about another 10 days,” Planning Commission Deputy Chairman Montek Singh Ahluwalia told reporters. “I have asked the Planning Secretary to do a full review of what is possible and we will have a bet-

ter idea in a couple of weeks,” he said. The government, he said, was trying to increase the fiscal stimulus in the current financial year as the recessionary trends were expected to continue even in the next fiscal. “It is very important that we start planning now, so that next year we are ready to provide a major thrust to infrastructure,” Ahluwalia added. He said the government has streamlined the process of clearing infrastructure projects and many of them have been cleared. “We must ensure that financing of these projects is not a problem... we are looking at what is possible. BANGALORE, NOVEMBER 20 (PTI): Toasting the good times with some sparkling white wines or ruby red wines from Italy could well become a party norm with Italian wine makers all set to woo the Indian market by bringing to the table the choicest wines from the age-old cellars of Italy. “The Indian market is expected to be among the best performing markets for wine in the coming years”, says Marco Toti of Geograficao, part of the Italian wine delegation that is in India to explore the possibility of entering the market. The Indian wine market is on an expansion spree and is soon expected to catch up with China and South Korea, which are the growing markets in the Asian region, in addition

to Hong Kong and Japan, both of which are matured markets. With the U.K., U.S., and Germany reaching saturation point in wine consumption, wine producers and wine makers are now scouting for new markets in the Asian belt. Currently Japan accounts for nearly 28 per cent of the wine consumption, while China and Hong Kong account for 60 per cent, he said. Industry estimates that over 200,000 cases of wine is imported into India, with 35 per cent being from France, 20 per cent Australian and Italian wines accounting for 15 per cent, said Alok Chandra, a Bangalore-based wine consultant. Wine imports are growing at 25 per cent CAGR (Compounded Annual Growth

Rate), he said and is expected to reach 50,000 cases in five years. Centre moots changes in citizenship rules for Assam

NEW DELHI, NOVEMBER 20 (AGENCIES): The centre proposes to amend the Citizenship Act Rules exclusively for Assam to enable updating of its National Register of Citizens(NRC) by inviting claims from direct descendants of those figuring in the 1951 NRC or 1971 electoral rolls for Assam. The existing rules, applicable across the country, provide for preparation of NRC strictly through house-tohouse enumeration. The decision to include the names of persons figuring in the 1951 NRC or 1971 electoral rolls and their descendants was taken at a tripartite meeting — comprising representatives of the Centre, Assam government and AASU — held in Delhi on May 5, 2005, in connection with the implementation of Assam Accord. In keeping with this, the Registrar General of India suggested substitution of the house-to-house enumeration in Assam with a pro-

cedure wherein, taking 1951 NRC or 1971 rolls as a reference, applications could be invited from the residents of the state claiming to be descendants of those included in these two documents. Descent, once proved, would give the applicant a place in the NRC. At a review meeting in Assam on Tuesday comprising the concerned officials of the MHA and state government, the Centre insisted on expediting the updating of NRC through this method. The Centre, on its part, promised to do its bit by amending Rule 4 of the Citizenship Act, including in its ambit enumeration through inviting of claims in the case of Assam. The meeting also discussed the modalities on how to go about the unique process of enumeration in Assam. The MHA and state government officials brainstormed on the need for verification of claims received for inclusion in NRC and the agency which would process

these claims. It was discussed whether RGI, which oversees the door-to-door enumeration process all over the country with the help of state government staff, should also be given the responsibility for processing the claims made on the basis of 1951 NRC and 1971 electoral rolls. A slight amendment in the Citizenship Act rules is not seen as a problem, since Assam is already accorded a special status under Section 6(a) of the same Act according to provisions of the Assam Accord. All that the foreigners’ division of the MHA would have to look at is updating the Citizenship rules to allow Assam to entertain claims through applications rather than going in for the usual door-to-door enumeration process followed elsewhere in the country. The updating of NRC in Assam has acquired a fresh urgency given the alleged Bangladeshi links to last month’s serial bomb explosions

across Guwahati, Kokrajhar, Barpeta Road and Bongaigaon. With the agencies suspecting that Bangladeshi group Huji may have carried out the attack with logistical help from local outfits like NDFB and Ulfa, the security concerns over the continuing infiltration from across Bangladesh have heightened. An updated NRC may help identify the Bangladeshis who could be illegally squatting in Assam despite having crossed the eastern borders much after 1971. At the same time, the special treatment to Assam for updating NRC may not go down well with the Opposition which may once again accuse the Centre of bending laws to shield illegal Bangladeshi immigrants. Similar charges were levelled when it amended the Foreigners Act rules in a bid to bring back the IMDT in Assam, months after it was struck down by the Supreme Court. Two tripartite meetings have been held over the past three

months deliberating modalities for the NRC. In the first meeting on September 8, chaired by the secretary (border management) in the Union home ministry, the chief secretary of Assam submitted the draft modalities for updating NRC. It was decided that the state would submit details of the standard operating procedures for carrying out the updating process, list of documents that will be required and the cost that would be incurred. Two months later, the home ministry observed that the detailed modalities for conducting the longawaited exercise were not submitted by the Assam government. Home secretary Madhukar Gupta, along with his joint secretary in charge of Northeast and the RGI, met the chief secretary and home secretary of Assam to discuss the same. It was then that a need was felt for amendment of the Citizenship Act rules to exempt Assam from the house-tohouse enumeration rule.

Assam orders inquiry into Ganeshguri violence GUWAHATI, NOVEMBER 20 (AGENCIES): The Assam government has ordered an inquiry into the incidents of violence in Ganeshguri area here following the serial blasts there on October 30. Official sources said former Director General of Police Deepak Narayan Dutt would conduct the high-level probe into the incidents of damage to property in the aftermath of the explosions. Dutt would have to present his report within one month, the sources said. Meanwhile, police arrested three persons for allegedly setting ablaze an ambulance, a firetender and for causing damage to property in the Ganeshguri area after the blasts that killed several persons and injured many others. The three are Gagan Mahanta, Montu Khandakar and Dhan Barman, police said. The trio were identified from news television channels’ video footage and still photographs taken during the mayhem, police said. More arrests were likely, the police added.

No silver lining on Langpi logjam SHILLONG, NOVEMBER 20 (AGENCIES): Assam and Meghalaya on Thursday have failed to get a silver lining in the border dispute centering around Langpi. Participating in the meeting at Byrnihat, Meghalaya Chief Secretary Ranjan Chatterjee has urged his Assam Assam counterpart to withdraw the demand for Langpi saying the area belongs to them. Assam Chief Secretary P C Sarma has asked Meghalaya to stick to the findings of the Chu Chandra Committee set up by the Supreme Court. But the neighbouring state straightly rejected it. The Assam government further strongly advocated the interstate boundary demarcation by the Centre citing the meeting on June this year by the Chief Ministers in Dispur which was also rejected by the neighbouring state.

Rhino kills forest guard GUWAHATI, NOVEMBER 20 (UNI): A forest guard was killed in a rhino attack in Assam’s famed Kaziranga National Park (KNP) last night. Guard Ranjit Medhi was posted at the Burapahar range of the KNP when a rhino attacked him at about 7:30 pm. He was rushed to a nearby hospital, where he was declared dead on arrival. The KNP, a UNESCO World Heritage Site, is famed for its one-horned rhinos, which regularly fall prey to poachers for medicinal value the horn is superstitiously believed to possess.

Ethnic violence may erupt in Hills: Intelligence KOLKATA, NOVEMBER 20 (AGENCIES): The Centre has asked the state government to find out if there were any chances of ethnic violence in the Hills post the second tripartite meeting due in November-end. Sources said the ministry of home affairs has information that there could be large-scale violence in the Hills following the second tripartite meeting, which is likely to be held between November 26 and 28. The MHA fears that the meeting might fail and lead to intense clashes. “The report must be filed on a priority basis, because the tripartite meeting is nearing,” said a senior official at Writers’ Buildings. The state home department, has, therefore, already started its investigations. Home secretary Asok Mohan Chakrabarti is supposed to travel to Darjeeling next week, but the MHA wants the report within a couple of days. The IB has informed its state counterpart that quite a few foreign hands are supporting those involved in the ongoing agitation in the Hills. The Centre also wants another report on the Salboni blast. It has specified that the state home department should file a detailed report on whether any unknown extremist group had been responsible for the blast on chief minister Buddhadeb Bhattacharjee’s convoy that was travelling back to Kolkata on November 2. The home ministry wants the state to step up vigil on army installations located along National Highways 31A, 31 and 55 - specifically on Binaguri, Kalimpong and Sukna points and the Mountain Division in Sikkim. It fears that an outbreak of trouble in the Hills and the Dooars may affect the movement of security forces. The Centre wants the state government to categorically mention the group who masterminded the Salboni blast, as the Centre is anxious about the Left-wing extremists. Following the Centre’s instructions, the home secretary advanced his visit to West Midnapore by a day and visited the district on Wednesday so that he could meet officials before compiling his own report to the Union home ministry. Earlier, he was supposed to go to West Midnapore on Thursday.

MHA team makes on-the-spot assessment of Bodo areas

NEW DELHI, NOVEMBER 20 (AGENCIES): With Assam’s Bodo-dominated areas witnessing ethnic violence, a high-level team of Union Home Ministry visited the northeastern state for an on-the- spot assessment of the situation and implementation of various development projects. During the two-day visit, the team led by Secretary (Border Management) in the Union Home Ministry, Jarnail Singh, reviewed the progress made on the 2003 Memorandum of Settlement (MoS) signed by the Central, Assam governments, and the erstwhile rebel group Bodo Liberation Tigers. As per the MoS, 39 projects have been approved by

the Centre since 2004-05. The total approved cost of these projects is Rs 439.02 crore and Rs 381.44 crore has been released, a Home Ministry official said, adding Prime Minister Manmohan Singh has also announced an additional Rs 250 crore. During the meeting in Guwahati, it was emphasised that new schemes should be formulated expeditiously to utilise the money. “It was also emphasised that a monitorable action plan should be submitted for utilising the funds,” he said. The team held discussions with the State government officials, led by Chief Secretary P C Sarma, on issues relating to the National Register of Citizens (NRC).

Protest against high handedness of militant groups in Manipur

Two NLFT ultras surrender, AK-56 rifle recovered AGARTALA, NOVEMBER 20 (UNI): Two militants of the outlawed National Liberation Front of Tripura (NLFT) Bishwamohan faction surrendered before the special branch officials of the state police at Manu in North Tripura and deposited 10 rounds of SLR ammunition. Police here today said the militants, who surrendered yesterday, were identified as Kusumlal Tripura (35) of Manu and Kansiljoy Reang (23) of Kanchanpur. They were involved in various crimes and insurgency activities, including killing, kidnapping and extortion in the area, police added. In a separate incident, Assam Rifles jawans recovered an AK-56 rifle from an abandoned Jhum house (constructed for shifting cultivation) in the forest area during search operations last night, but nobody was arrested in this connection.

There are 13 departments (Arts and Science together) with honors offered in 12 subjects. A special feature is the introduction of Functional English, with assistance from the UGC since the year 2001. This is a vocational subject and is so far offered only in this college in the entire North East India.

Education as Development

D

evelopment and Education are about liberating people from all that holds them back from a full human life. Therefore ultimately development and education are about transformation, a process that involves spiritual and political growth. The role of the educator therefore is to present to the people in challenging form the issues they themselves raised in a confused form. Revitalizing sustainable democracy and economies means rethinking education. Education is a critical aspect in any Developmental policy, which must focus on people and communities. Today modern education is training children all over the world for the centralized global economy with essentially the same curriculum in every environment no matter what the cultural tradition, resource or aspiration. The absence of in-depth and critical learning as to how and why certain ‘truths are truths at all,’ and the lack of connection between mind, heart and hand are all increasing. The end result has been catastrophic; it has led to disorder, confusion and dysfunctional minds. As Schumacher adds, the problems of education are merely reflections of the deeper problems of our time. They are problems that will and cannot be solved by organizations, administration or money because the problem of education is a metaphysical disease and the cure therefore must be metaphysical. He continues, education which fails to clarify our central convictions, is mere training or indulgence. Hence, as long as the present antimetaphysical temper persists, the disorder will grow worse. Education, far from being human’s greatest resource, will then be an agent of destruction. Catherine Sneed says that our society and educational system teaches us that solution lies in progress, better and faster technology and more machines. Invariably, on failure, blame is on these machine and technology. But the crisis in not what is wrong with machines but what is wrong with us? The question therefore is how do educational institutes liberate themselves from powers that be and to rehumanize itself. Amilcar Cabra states, “Self criticism is an act of frankness, courage, comradeship and awareness of our responsibilities, a proof of our will to accomplish and to accomplish properly. To criticize oneself is to reconstruct oneself within oneself in order to serve better.” Education for its fullest development must be a political act. Transformation is not a process where one person can do the transformation for somebody else. It is a spiritual journey that involves the personal and the collective characters of the human spirit with a continuous process of ‘reflection and action.’ Development must begin with developing people’s minds and capacities. It is not first in the teaching of how to make or build knowledge around simple facts, but in how to live. Humanity and wisdom must be at the core of the process.

Obama’s Third Way Barrack Obama can create a new governing ideology for the West

B

arack Obama has won more than a presidential victory. He has gained a chance to realign the national landscape and to create a new governing ideology for the West. Since the end of the cold war, two great political trends have coursed through the Western democracies. The first—led by Bill Clinton and Tony Blair in the early 1990s—was the left’s steady progress toward greater comfort with free markets and traditional values, in order to appeal to mainstream voters. The second was the ideological decline of conservatism, a movement now riddled with contradictions and corruption, as personified by George W. Bush’s big-government, Wilsonian agenda. These two trends have intersected in 2008. Of course, more Americans still identify themselves as conservatives than as liberals. There is a big, red America out there. But that’s a reflection of the past three decades of conservative dominance, not a forecast of the future. “Among democratic peoples,” Alexis de Tocqueville wrote, “each generation is a new people.” Conservatives were ascendant in the 1980s and 1990s because they offered powerful prescriptions for the problems of the 1970s—stagflation and social unrest at home, and Soviet expansionism abroad. Arguing for less government, traditional values and a tough response to Moscow worked. But ever since conservatives have trotted out the same answers to every successive crisis. Consider John McCain’s response when asked how he would handle the Wall Street meltdown. McCain vowed to end earmark spending, which has absolutely nothing to do with restoring confidence and credit to the markets. Over the last two decades, the United States has produced an extraordinary burst of prosperity, some of which has reached a broad cross section of the society. We have the biggest houses and the flattest TVs in the world. But we have not been able to tackle a series of other, crucially important problems—affordable health care, good education for the poor and energy efficiency to name three. In all these areas, the solutions cannot come solely from the private sector. They will have to involve a large measure of government efforts. As free markets, an open society and a diverse population gained strength, the traditional order that conservatism defended has been overturned in dozens of ways by working women, divorce, immigration, and minorities. People began working, living, marrying, and making families in varied ways, and the old structures of society seemed old. Margaret Thatcher’s free market reforms slowly upended Britain’s settled, class-based society—upon which the British Tory’s political dominance had rested. Something similar is at work as red America’s youth slowly but surely turn blue. And yet, this doesn’t reflect a return to old-school liberalism either. The world has moved on from the 1960s. Few believe that the government should own the commanding heights of the economy, that central planners should allocate resources and that protectionism will save jobs in the long run. Look at the left in power, from Britain to Australia, and you see pro-market, protrade policies aimed at promoting growth. The difference is that they also encourage government efforts in certain areas where the private sector isn’t sufficient. The present crisis presents an opportunity for Obama to recast the traditional divide in American politics. Rather than the usual left-right split over the size and role of government, he has to address himself to the greatest problem most Americans have with Washington: they see their government as predatory and corrupt. They look at the tax code and worry less that it “spreads the wealth” than that it institutionalizes corruption through loopholes and special deals. True reform will mean attacking predatory policies and corruption, from the left and the right. In the early 1930s, economic and political realities also suggested that the United States was poised for a new era. But such an era happened—and took the particular shape it did—only because of the skill and ambition of Franklin Delano Roosevelt. If he truly wants to mold the future, Obama will have to demonstrate similar leadership. His favorite thinker, Ralph Waldo Emerson, wrote in 1841 that “the party of Conservatism and that of Innovation...have disputed the possession of the world ever since it was made...Innovation is the salient energy, Conservatism the pause on the last moment.” To create a new governing majority, Obama must now embody the idea of innovation.

We Fail To Protect Our Children

T

wo trends are crashing against one another. Both are well-known. They are that world population is getting larger while food and water is getting less. The cause of the first is out-of-control fertility producing a flood of babies, mainly in Africa, India and South America. The second is rampant consumption that makes the pollution that causes warming that is reducing the earth’s capacity to grow more food. Over-populating and over-consuming is a bit like Christmas, we cant stop cramming ourselves, buying more presents and over-spending on our credit cards - all for the sake of the thrill of doing it together. Making love and spending money, having babies and giving presents. These come from very deep atavistic drives inside us that stem from our origins. Without the passion to reproduce, our species would die out. Without the enjoyment of being together in groups and celebrating, tribes would not have formed and the larger carnivores would have eaten us for their dinner rather than the other way round. These are, in very simplistic terms, the drives that are thrusting up the population and hurling out those emissions that are warming the planet. These drives were essential when there were only a few people on the planet. But now they bear the seeds of our own destruction. We, all of us all over the world, have created too many people while our pollutants are reducing the world’s ability to feed those who are coming. We had friends over on Sunday. They brought their three children and we played ping pong and threw balls to one another. It was a beautiful day. Little children who have not been traumatised by life bathe us in a world of love and acceptance that we, as adults, have too often left far behind. Take away children and we lose that most precious connection with our own fullness and joyfulness. Days like Sunday make it hard to write this piece; for children are our greatest joy, but are becom-

ing our nemesis. There are too many of them. For example, in Uganda fifty percent of the population is under 15. In no time most of them will be having babies, and numbers will rise quickly. When you do the sums, this means that within eighteen years Uganda’s population will double to 60 million, and if that rate could be maintained and those people fed, by the end of this century this country, with the same area as the UK, would have the population of India. More than a third of Ugandan women say they would like to stop or delay having children, but cannot because there minimal access to contraceptives. Under pressure from fundamentalists in the US, population has been taken off the agenda of most donors, who have shifted their focus to HIV. Little can now be done to stop the doubling of Uganda’s numbers. And it is the same for many parts of the world: for nearly the whole of Africa, much of South America and India. There is a tragedy brewing. We might feel that children are wonderful, as we did last Sunday, but if there are too many to be fed then they are being born only to die young. This is cruel. More people need more food, and food needs land, water and good growing conditions. These are easily provided on fertile land. But all the best areas were being fully farmed years and years ago. Since then there has been growing desperation to find enough useable land to feed everyone on the planet. The stocks of basic foods held in storage around the world, of wheat and corn, have fallen 80 percent over the past 20 years. Yet in that time the global population has grown from four billion to almost seven. In the late 60s I read a book called Famine 1975 by William and Paul Paddock. They warned that it would not be long before a hundred million would be in need of food. At the time I was reading it, the UN considered that only a few million in the world were malnourished or starving. Today that figure is almost a billion of whom 178 million are young children.

Lets see what this means …. Imagine you are in your favourite café and ordering cakes and cappuccino. In a moment all these malnourished kids are shared among everyone in Australia. You find there are eight children at your table, none over ten and all of them hungry. Imagine eight of these young children standing in front of every Australian, from babies to ancients. You look around, your heart bleeds for these children, underfed, imploring. You check out all the other people with milling children around each of them. What would you do? Faced with that, would we banish the kids, put them out of mind and finish our cake and coffee? What else is there to do? This is not a pleasant story for this time of year, but as we are one of the breadbasket nations that supplies food for the rest of the world we have to consider our role very carefully. In fact, the issue of breadbaskets highlights the whole problem. The Murray-Darling Basin is the source of 40 percent of our agricultural income and a third of our wheat. We have all been reading of the problems there, rising salinity, loss of water, destruction of orchards and so on. Global warming is likely to render much of that area permanently less productive as rainfall lessens. The fertile lands in Western Australia are also receiving less rain. The most obvious loss of food production, and the most important for Uganda, is nearby Zimbabwe, once called “the breadbasket of Africa”. It used to export enough food to feed half the continent. Now, through political gangsterism, it can no longer feed itself. Three years ago the UN prepared a report on the impact of global warming on productivity. Though their figures are based on computer projections that are now being exceeded by reality, they warned that within fifty years eleven percent of arable land would be lost in the developing world, and that this would bring a considerable reduction in cereal production. In addition higher temperatures would lead to less fertility in livestock and lower

dairy yields. Together, this means a huge loss of food in just those areas where the population is growing most quickly. Extreme weather can make situations dramatically worse. We had Cyclone Larry that destroyed most of the Australian banana crop two and a half years ago. It took nearly 18 months for production to recover. If bananas had been our staple crop we would have starved. We had the money to import substitutes, but if we had been relying on charity there were only enough stocks of food in the world for five or six weeks. Starvation had drawn down the world’s food buffer to dangerous levels. When there is a lack of food people get angry. We have already seen that price increases from food shortages have led to riots in many countries: Morocco, Uzbekistan, Yemen, Guinea, Mauritania and Senegal, just to mention a few. In the past year cereal prices have triggered violence in Mexico when corn that had been diverted into making biofuels pushed up the price of tortillas by 60 percent. In Italy, the rising cost of pasta prompted nationwide protests. Nearly every one of these riots occurred in the cities. Now that half the world is living in great cities there is more tension just because there is less space. Humans were created over millennia to live in small groups scattered over large areas. Being surrounded by space is a blessing, and the numbers seeking open views and the spaciousness of a small farm show how important this urge is. When we are crammed together with less space, crime and domestic violence increases, and the crowding makes it easier to organise riots than in the countryside. In all these situations it is the very young, the children under ten, who bear the hardest impact. In a recent report on The Implications of Climate Change for the World’s Children it was written that “Those who have contributed least to climate change are suffering the most. It is clear that a failure to address climate change is a failure to protect the children.”

Russia’s unlikely heroine

vetlana Bakhmina, a Russian lawyer and mother, has never been involved in politics or public affairs. Yet this ordinary 39-yearold woman has become the famous yet invisible heroine of a drama that is both intensely personal and highly political – and that may have far-reaching effects on Russia’s public life. A former legal counsel for the Yukos oil company, Bakhmina has spent four years in a penal colony after being convicted of embezzling funds from the Yukos subsidiary Tomskneft (which disputed the charges and denied incurring any losses). The case against her is widely believed to have been trumped up as part of the politically motivated persecution of her former boss, jailed tycoon Mikhail Khodorkovsky, who angered then-President Vladimir Putin with his political activism and funding of opposition groups. Having served half of her sentence, Bakhmina became eligible for parole in May. She has two sons, ages 7 and 11. She is also eight months pregnant. And, despite being commended as a model prisoner by colony authorities, she has been denied parole twice. Bakhmina’s defenders believe this

harsh treatment is meant to pressure her into testifying against Khodorkovsky (who is facing new charges) and also reflects Putin’s personal vendetta against Yukos defendants. Recently, the Bakhmina case took a new turn. In September, a former classmate of Bakhmina’s posted an open letter to President Dmitry Medvedev asking him to pardon Bakhmina. Several days later, an Internet petition was launched. By late October, the petition had more than 60,000 signatures. On Oct. 30, in a rare media breakthrough, the case was discussed in the television debate show “K barieru!” (“Challenge to a duel”), with the writer Maria Arbatova facing off against the veteran dissident Valeria Novodvorskaya. Some commentators suggested that Novodvorskaya, known for her anti-Putin tirades, was set up to discredit the “Free Bakhmina” movement as a cause of loony radicals. But her occasional extreme comments (such as comparing Bakhmina’s treatment to Nazi killings of pregnant Jewish women) were overshadowed by the repulsiveness of Arbatova, whose quasi-feminist argument against special treatment for women quickly de-

volved into cruel jeers at Bakhmina and her defenders. The call-in vote tilted in Arbatova’s favor, by about 68,000 to 56,000 votes. Many Russian bloggers believe it was rigged, claiming that calls to the pro-Novodvorskaya line repeatedly got a busy signal but calls to the pro-Arbatova line went through at once. Even so, it was a fairly small margin for a pro-government position. Interestingly, in an October poll, only 16 percent of Russians approved of the denial of parole to Bakhmina while 37 percent disapproved and the rest had no opinion. There are now more than 85,000 signatures on the Bakhmina petition - including professionals, managers, and college students as well as homemakers, workers, and police officers. The accompanying comments offer a fascinating slice of Russian life. Some people appeal to Medvedev’s Christian mercy; others say that the request should be a demand. Some blast Medvedev and Putin as “vicious clowns” or “criminals” or refer pointedly to Medvedev’s lack of true authority. Some angrily denounce the current regime and its injustices while others sound poignantly resigned: “How sad

that we live in such a time,” or simply, “God help us.” Quite a few comments reflect Russian society’s still-strong traditionalism – the belief that women and mothers have a special claim to compassion and that picking on a woman, especially a pregnant one, is unmanly. A kindergarten teacher takes a swipe at Putin’s notorious macho displays: “Manliness is demonstrated by protecting women and children, not by showing off a muscular torso.” The chivalry may be cloyingly retrograde, but this time it is helping mobilize Russian public opinion in the cause of human rights. While there has been no official response to the petition, Bakhmina has been transferred from the penal colony to a clinic in a Moscow suburb. There is speculation that authorities may be looking for a way to release her without losing face. Meanwhile, the movement for Bakhmina may become, in the words of writer Boris Akunin, “a seed of civil society.” One petition signer, a Moscow mathematician, commented, “Svetlana, stay strong! With your help, Russians are opening their eyes!” Sometimes, such unlikely heroes make history. (Cathy Young is a contributing editor at Reason magazine.)

Let Obama be Obama

The constraints he will inherit mean that the United States president-elect will be a change-maker not a miracle-worker Godfrey Hodgson

"Let Reagan be Reagan!" That was the slogan of Ronald Reagan's conservative followers. They were afraid that their leader's sharp ideological thrust was being blunted by timidity and moderation. The shrewder among them were also aware that, while a president of the United States is very powerful, he is not omnipotent. Now, in the interval between Barack Obama's election and his inauguration, there is a deep yearning, in America and abroad, for Obama to be Obama. Let him be the apostle of change he has always claimed to be. Let him sweep away the miasma of foreign and domestic disasters that persuaded so many Americans to vote for him. Let him end the war in Iraq, close Guantánamo and fire the torturers, but let him also end the growing inequality of American life. Many would go further, and hope, too, that he will end the deregulation and the dismantling of the powers of government to protect the people that have led so directly to the economic crisis. At the same time there is an awareness that Obama will not be able to do all that his supporters expect of him, or indeed all that he would like to do. Even the strongest of presidents have complained of the limitations on presidential power. "Every president", said Lyndon B Johnson, "has to establish with the various sectors of the country what I would call ‘the right to govern'". On another occasion he put it more bluntly. "The only power I've got is nuclear, and I can't use that!" Franklin D Roosevelt, the most effective president in the last century, expressed his frustration with the bureaucracies who nominally served him. "To change anything in the N-a-a-v-y", he drawled, "is like punching a featherbed!". So it seems timely to take a look at the specific constraints that will bind Obama so that he may not "be Obama", as so many want him to be. The limits of power There are obvious financial and economic constraints imposed by the economic crisis. Obama has said that the economy will be his first priority. Whatever strategy or mix of strategies he adopts to make the recession as shallow and as short-lived as possible, resources for bold initiatives are bound to be limited. There are, too, the constraints imposed by his own personality. Barack Obama is an unusually complicated man. He is indeed in many ways a radical. He is also a conservative. Three values, in particular, that are massively important to him are at the heart of what has been historically the conservative personality. He is a reli-

gious man: not a Muslim, as some in his family were, and as his enemies pretend, but a Christian, one who has chosen the Christian faith consciously and as a mature adult. He is a patriot and an American exceptionalist. Like other great American radicals before him, from Abraham Lincoln to Martin Luther King, the motivation to which he constantly appeals is the idea that in America, more than elsewhere, higher standards of political and social morality must be observed. Good for him: at the same time he will not instinctively look for political ideas abroad. As he shows in the charming affection he shows to his wife and his daughters, he has the strong sense of family that is natural to a man whose family, though loyal and affectionate, was in several respects dysfunctional. So we should not expect him to be driven by an instinctive wish to overturn the applecart. He is sincere when he says he wants change. He will not want to try to change everything. Like every politician, and especially every politician who has captured his party's nomination not as the beneficiary of a long-earned legitimacy but as an insurgent, Obama is constrained by the ideas and values of the immediate circle of his supporters and advisers. To be sure, because he has raised so much money in small amounts, often over the internet from hundreds of thousands of donors, he is not in hock to big business and special interests. But he has made friends and incurred obligations on his astonishingly brief rise to the top. He will do much for AfricanAmericans and also for HispanicAmericans. But he is hardly their prisoner. In Illinois, the traditional "race men" neither liked nor trusted him. Even the Reverend Jesse Jackson, a more substantial figure than envious black members of the Illinois legislature, was even recorded in a moment of un-Christian annoyance uttering an earthy insult directed against him. More restricting, perhaps, are the feelings of a group that supported him less enthusiastically than AfricanAmericans: working-class, or "bluecollar" voters. Obama will be under pressure to adopt at least some protectionist measures to calm the fears of industrial workers who have lost their jobs or are afraid of losing them to foreign competition. One reason, among several, why he has been talking to Hillary Clinton about a job in his administration - perhaps as secretary of state - is to buckle to himself two groups she was more successful at reaching out to in the campaign than he was: blue-collar workers, and women. Party loyalty and party organisation in the United States are not so mechanistic that a president, even one with an arithmetical majority in both houses of Congress, can count on getting what he wants. ight months after Tibet’s capital of Lhasa was rocked by violent anti-Chinese protests positions have hardened, casting gloom on prospects for progress on the Tibetan stalemate. More than 500 Tibetan exile leaders have gathered in Dharamsala, India, for emergency talks over their future strategy on China. The Dalai Lama’s admission of failure in his "middle way" approach -- a policy of compromise and peaceful dialogue that he has pursued for years with Beijing -- has led to calls by some radical followers to push for outright independence for Tibet. The prime minister of Tibet's government-in-exile said the talks this week could lead to a dramatic new path for the Tibetan movement if the congress decided to drop the Dalai Lama's moderate path of compromise. "If the outcome of the present meeting is we should switch over from the ‘middle way' to independence, we will gladly follow that," Samdhong Rinpoche said. He added the exile parliament would have the final say over any decisions made this week. Beijing responded with a harsh warning, saying any attempt to split the Himalayan region from China were "doomed". "The so-called Tibet governmentin-exile is not recognised by any government in the world," China’s foreign ministry spokesman Qin Gang said at a press briefing Tuesday. "Any attempt to separate Tibet from Chinese territory will be doomed." China’s warning came on the heels of the British government’s withdrawal of its formal recognition of the suzerainty relationship between Tibet and China. As the only remaining nation to accord Tibet a "special position", which recognised China’s "suzerainty" but not its "sovereignty" over Tibet, Britain was accused by critics of undermining Tibet’s bargaining posi-

tion with Beijing. China insists Tibet has been part of its territory for 700 years. But while the Manchu dynasty -- from the early 18th century on till 1912 -- acted as a sort of feudal overlord, providing military backing to protect the Dalai Lama whenever necessary, the remote Himalayan region was left to govern itself. In 1949, enforcing the Manchu claim to the territory, communist China invaded and occupied Tibet. An uprising against Chinese rule in March 1959 was brutally suppressed and the current Dalai Lama together with some 80,000 of his followers fled to India where they set up a government-in-exile. The Dalai Lama -- revered by the Tibetans as a spiritual and temporal leader-- won the 1989 Nobel Peace Prize for his determined commitment to non-violence in pursuing the Tibetan cause. He has repeatedly said he is not asking for a sovereign, independent Tibet, but for genuine autonomy, pledged to his people by Chinese communist leaders in 1951 but never delivered. Touring world capitals, he has emphasised that without a greater respect for the religious and cultural identity of all Tibetans living inside China, his homeland is doomed. "Inside Tibet, the situation [has] become much worse," he told reporters recently during a visit to Tokyo. "This old nation, with ancient culture and heritage is now dying." There exists a gulf of mistrust and irreconcilable visions for Tibet between China and Dharamsala. Representatives of the Dalai Lama have held eight rounds of talks with Chinese negotiators since 2002 without any visible progress in breaching the differences. The two sides cannot even agree which Tibet they are talking about. The Dalai Lama believes he represents all seven million Tibetans, while the Chinese mean the 2.8 million that live in the Tibet Autonomous Region.

Most Tibetans live in Sichuan, Yunnan, Gansu and Qinghai provinces as a result of borders drawn by the Chinese communist leaders in the 1950s. Beijing says the so-called ‘Greater Tibet’ put forward by the Dalai Lama would take up a quarter of China’s territory and denies it ever existed. It also accuses the Tibetan spiritual leader of using the pursuit of "genuine autonomy" as a disguise for seeking "covert independence". Chinese officials have dismissed the current talks in Dharamsala as meaningless, contending the exiled community does not represent the views of most Tibetans. But a secret poll conducted among Tibetans on the mainland claimed most people would follow any decision by the Dalai Lama, a spokesman for the exile Tibetan parliament said this week. The number of those who wanted full independence was twice as many as those who supported the current "middle way" approach, Karma Chophel said, without revealing specifics as to how the poll was carried out. The "middle way" has come under fire by some Tibetan exiles for not making headway in pushing forward the Tibetan cause. In March, a violent uprising by ethnic Tibetans in Lhasa and across swaths of western China was aggressively put down by Beijing. The riots threw a shadow over China’s preparations for the Beijing Olympics and provoked a string of international protests. Beijing blamed the Dalai Lama and his followers for the riots. During the last round of talks held in the Chinese capital this month, Chinese officials accused the Tibetan envoys of "lacking sincerity" by demanding "high degree of autonomy" repeatedly. Zhu Weiqun, a senior official in charge of Tibetan talks, said Beijing told the Dalai Lama in the 1980s that a "high degree of autonomy" was impossible. "However, more than two decades have passed, and they still use this trick to talk in a round-about way

with the central government, which shows that they lack sincerity," Zhu told the media at a specially convened briefing earlier this month. China has offered a wide degree of autonomy to the former colonies of Hong Kong and Macao, but has said the same would not apply to non-Han Chinese territories. "It is a fundamental political system of China… It does not allow the promotion of ethnic separatism under the banner of ‘genuine ethnic self-governance’," Du Qinglin, head of a government department in charge of the negotiations, said after the breakup of the latest talks in Beijing. "We will never allow someone to hold a banner of ‘real autonomy’ and damage the national unity," Du added. But while Beijing sees the Tibetan impasse as an issue of sovereignty, the exiled Tibetan community says it is an issue of human rights. "This meeting is not about taking Tibet away from China," Thupten Samphel, spokesman for the government-in-exile, said Tuesday referring to the current talks in Dharamsala. "It is about restoring the human rights of Tibetan people in Tibet."

Psychological impact of violence on Kashmiris Kashif-ul-Huda

Twenty years of violence between Indian Army and Kashmiri militants has resulted in at least 20,000 deaths and 4,000 displaced, according to the government figures. But the toll is even greater in terms of psychological damage to the population. A recent study that looked at the psychological health found that a third of the study participants had contemplated suicide, a sign of extreme psychological distress. The study published in the latest issue of peer reviewed journal "Conflict and Health" was conducted by organization Medecins Sans Frontieres (MSF)'s, Simon Fraser University of Canada, and Utrecht University of Netherlands. Study interviewed 510 Kashmiris living in Indian Kashmir. It found over one-third of respondents have symptoms of psychological distress and women show significantly higher level of distress. Feeling of insecurity was a major reason for the higher levels of psychological distress. Survey was conducted in 2005 and includes 270 males and 240 females. The most striking finding of the study is that one-third of those surveyed had thought about ending their life in the past 30 days of the survey. The survey found that there was a difference in the reasons of psychological distress between males and females. Males who had self-experienced i.e. if they had been arrested, tortured, or abused show higher level of distress. Kashimiri women, on the other hand displayed psychological problem by just witnessing the events. In the scientific paper the authors explain that "for males, violation of modesty, forced displacement, and disability were all associated with a significantly increased likelihood (three times the odds) of suffering from psychological distress. For women, the witnessing of people being killed or tortured or dependency on outside assistance doubled the odds of suffering psychological distress." The data tabulated in the paper is very shocking when you consider that 63% of the respondents have seen wounded people. 40% have witnessed people being killed, 67% have seen other being tortured and 13% have witnessed rape. 44% of the respondents experienced being abused and 11% claimed that their modesty was violated. The level of psychological problem was found to be much higher than similar studies done elsewhere in India and even when the cutoff score was set to a conservative standard. When the cutoff score was lowered to the Indian study the psychological distress was found to be over 71%. Though one-third reported having suicidal thoughts, it does not always result in a suicide attempt. But according to one estimate about 60,000 Kashmiris did commit suicide, last year. Withdrawing themselves or isolating themselves was the most preferred way of coping with the psychological problem. About half of them showed aggressive behavior. Many turned to religion as a source of support and finding peace. Even though Kashmir lacks proper mental health care facility, still, over 60% of the respondents visited the health clinic to seek help. Some visited more than once in the 30 days immediately before the study interview, and women found to be visiting health facilities more than men. The impact of violence, threat, and alertness has adversely affected armed forces too. Elevated level of psychological problem is seen among Indian Army personnel deployed in Kashmir. Past January, Indian Army hired 400 psychiatrists to help control the high numbers of suicides in its ranks. Government should spend more money in improving mental health care facilities for the people and the soldiers. NEWS FILE Crude bomb recovered from UP district court LUCKNOW, NOVEMBER 20 (AGENCIES): A crude bomb was recovered from the district court in Sultanpur in Uttar Pradesh Thursday morning, the police said. On Wednesday evening, a crude bomb exploded in the same court but no one was injured. The explosion Wednesday took place in the electricity meter outside the chief judicial magistrate’s court in Sultanpur district, 100 km from here. “Today (Thursday) at around 10 am, we recovered a crude bomb near the court of additional chief judicial magistrate. After inspecting it, we found it to be of very low intensity,” Additional Superintendent of Police V P Shukla told a news service. “It appears that some mischievous elements are trying to hamper court proceedings and we will soon nab them,” Shukla added. Additional Director General of Police (Crime, Law and Order) Brijlal said: “We are taking these (court) explosions seriously and those found guilty will be booked under National Security Act.” “A terror activity is ruled out,” he added. Similar incidents were also reported on November 14 and 15 at the district court of the state capital Lucknow after fire crackers exploded in the washroom.

Former US secretary of state Kissinger accepts using derogative term against India MUMBAI, NOVEMBER 20 (AGENCIES): Former US Secretary of State Henry Kissinger on Thursdayy virtually admitted that he had used a derogatory term with reference to India during the 1971 war with Pakistan. Kissinger had described Indians as “bastards” then, according to documents the US State Department declassified a few years ago. Kissinger has since then said he regretted those remarks. It all happened at the end of a tiring day, he said, in reply to a question on whether he had indeed used those words. Two Bangladeshis arrested near Indo-Pak border JAMMU, NOVEMBER 20 (PTI): Two Bangladesh nationals were today arrested by the army near Indo-Pak border in Samba district of Jammu and Kashmir, official sources said here. Army troops of 8 Dogra regiment saw two persons moving in a suspicious manner towards the International Border in Ramgarh belt of Samba district. The troops asked them to stop, they said, adding the duo tried to escape from the spot but were later arrested. The two have been identified as Sadiq Mian and Abdul Malik, both residents of Bangladesh. During the search, troops recovered USD 175, some Bangladeshi currency and Indian currency worth Rs 4300, they said, adding the duo were later handed over to police for further action.

Two labourers die at Delhi Metro site after truck dumps sand NEW DELHI, NOVEMBER 20 (ANI): Two labourers were killed while they were sleeping at a metro construction site in north Delhi early Thursday when a truckload of sand was accidentally dumped on them. Delhi Police got to know about the freak accident when a PCR van got a call from Nangloi around 8.30 a.m. about two bodies lying under the sand, found when work began at the metro construction site. “They were sleeping in the space between two metro pillars in Nangloi. The truck accidentally dumped the sand on them and they died of asphyxiation,” a police officer said. The victims are yet to be identified. It was not certain whether they were employees of the Delhi Metro Rail Corporation, the official said.

NEW DELHI, NOVEMBER 20 (AGENCIES): In what could add weight to the Maharashtra AntiTerrorism Squad’s ongoing probe into the Malegaon blast, a video, released on Thursday, shows key suspects Sadhvi Pragya Singh Thakur, Dayanand Pandey and Sameer Kulkarni attending a function together, proving that they knew each other well. The video dated 12th April 2008 shows Dayanand Pandey, Sadhvi and Sameer Kulkarni attending a function organised by Abhinav Bharat in Bhopal. All the three are currently under arrest and in judicial custody in connection with the blast. The video also depicts them making hard hitting statements asking the people to unite for the protection of Hindus. The ATS will undoubtedly use the video as clinching evidence to point towards the proximity between the key accused in the highly sensitive case. Meanwhile, Pragya Thakur had on Monday filed an affidavit in a Nashik court, which is hearing charges against her, accusing the ATS of torturing her and violating her human rights. Terming her arrest as "politically motivated", she said she was beaten up so badly that at one point, she contemplated committing suicide. Self-styled spiritual guru Dayanand Pandey, who heads the Sharda Samaghraha Peeth in Jammu Tawi, has been booked for murder and attempt to murder in con nection with the Malegaon blast case. Sameer Kulkarni, a suspect in Malegaon blast is under police custody for allegedly attacking Pastor Peter David Silway of Aundh in 2007. NEW DELHI, NOVEMBER 20 (AGENCIES): As the probe into the Malegaon bombing envelops more and more Hindu radicals, Agriculture Minister and Nationalist Congress Party (NCP) chief Sharad Pawar has described the Bharatiya Janata Party (BJP) as “unpatriotic” for questioning the ongoing investigations. Speaking to a correspondent, Pawar used uncharacteristically strong words to say, “The police have started investigating... If any political party takes objection, it is unfair and unpatriotic.” Asked if his criticism also included the BJP, which has viewed the action by Maharashtra’s Anti-Terrorism Squad as a pre-election gimmick by the United Progressive Alliance (UPA), Pawar said he was referring to “all” those raising questions about the probe. “Why should we interfere in the process of investigations?” When Hindu ascetic Pragya Thakur was first picked up for her alleged involvement in the Malegaon blasts, the BJP did not know how to react to the dramatic development. The scenario has since changed. Now L K Advani, the prime ministerial candidate of the BJP, has charged the Congress-led UPA with political motivation. Sena activist files PIL, wants CID to probe Malegaon case MUMBAI, NOVEMBER 20 (AGENCIES): A Shiv Sena activist has filed a PIL in the Bombay High Court, seeking that investigation of the Malegaon blast case be handed over to the state CID and action be taken against AntiTerrorism Squad for “ill treating” Sadhvi Pragya Singh Thakur, one of the accused in the matter. Petitioner Shilpa Deshmukh, who is the secretary of Shiv Sena’s Bhartiya Vidyarthi Sena, said that she was filing the PIL on her own and not on behalf of the party. However, the High Court is yet to hear the petition, which is based on media reports regarding probe of Malegaon blast case, and alleges ATS of showing biasness. “ATS is soft-pedalling” probe against Muslim organisations such as SIMI, the PIL says and claims that the investigation into the matter is “doubtful”. Besides, the PIL also asks for a judicial inquiry into the allegations of the accused Sadhvi Pragya against the ATS, it said. The polling began at about 8.00 am and more than 31 per cent of voters cast their ballots by 11.15 am, an official spokesman said. In the two polling stations at Poshwari in Sonawari segment, 500 of the 1501 voters cast their votes while at Chaliskote and Apati polling stations in Kargil, 377 of the 1319 voters cast their franchise by 11.15 hours.

US wants UN to set up a framework for prosecution of pirates

WASHINGTON, NOVEMBER 20 (PTI): Stunned at the reach of pirates operating off the Somalia coast, top US officials have called on the international community, including the UN Security Council, to set up a framework for prosecution of high-sea ship hijackers. While taking note of Indian Navy's encounters with the pirates off the horn of Africa, Pentagon officials have said, "We're working in the Security Council to try to pass a resolution that could perhaps help deal with some of the limitations that currently exist in dealing with vessels on the high seas." "One of the challenges that we have in piracy, clearly, is if you are intervening and you capture pirates, is there a path to prosecute them? And that's something I think the international community has got to answer for the long run," the US joint Chiefs of Staff Admiral Mike Mullen said. HARARE, NOVEMBER 20 (AGENCIES): Zimbabwe on Thursday told former UN Secretary General Kofi Annan to postpone a visit set for this weekend, when he plans to lead a group of dignitaries to highlight the humanitarian crisis here. Annan announced last week that he would travel to Zimbabwe this weekend with former US President Jimmy Carter and rights activist Graca Machel, wife of former South African President Nelson Mandela. The former UN chief said they wanted to find ways to ease the plight of Zimbabwe's people, with nearly half the population needing emergency food aid and a cholera epidemic sweeping across the country. But the governmentmouthpiece Herald newspaper accused the three, who belong to a group of senior statesman known as the Elders, of seeking to boost the opposition Movement for Democratic Change (MDC) in power-sharing talks with President Robert Mugabe.

"The visit has been deemed a partisan mission by a group of people with partisan interests," an unnamed government source said in the paper. "The Elders wrote to Government on the intended visit, but they have been advised that while it appreciates the humanitarian concern by the group, it was important for them to plan their visit on a date that is convenient and agreed to by both sides," the source added. When Annan announced the visit last week, he said the mission was purely humanitarian and would not touch on the protracted negotiations to form a unity government under a two-month-old power-sharing deal. In an interview with The Associated Press, Gallas raised concerns that Arsenal's highly rated youngsters may not always have shown the necessary bite when it mattered this season. He also revealed there have been recent arguments among team members on and off the pitch. "We have to understand that to be champions, you have to play big matches every weekend and fight," Gallas told the AP. "We are coming up against teams who are not scared to play football against us, who are not scared to take us on at our place, and this is becoming dangerous for Arsenal." ROME, NOVEMBER 20 (AP): Rival coaches Jose Mourinho and Claudio Ranieri will meet for the first time when Serie A leader Inter Milan hosts resurgent Juventus this weekend. Besides the personal battle - Mourinho succeeded Ranieri at Chelsea and the pair have been trading verbal jabs since the beginning of this season - the match also has important implications for the standings. Inter leads the league with 27 points, followed by AC Milan with 26 and Juventus with 24. "The title is on the line," Juventus president Giovanni Cobolli Gigli said, preferring to avoid talk of revenge after the Italian match-fixing scandal reshaped the Serie A pecking order, with Inter replacing Juventus as the team to beat. LAUSANNE, NOVEMBER 20 (AP): Sport's highest court upheld a ruling that Atletico Madrid must play a Champions League match in an empty stadium because of racist behavior by its fans. Atletico had argued that UEFA did not have evidence to prove its fans were racist and violent during a Champions League match on Oct. 1 against French club Marseille. The Court of Arbitration for Sport rejected the appeal Thursday. However, it reduced a fine the Spanish club has to pay to euro75,000 ($95,000), from the euro150,000 ($190,000) ordered by UEFA last month. LONDON, NOVEMBER 20 (AP): Arsenal winger Theo Walcott underwent surgery Thursday on the dislocated shoulder that will keep him out for at least three months. The Gunners could pursue the English Football Association for compensation after Walcott sustained the injury in training while on international duty earlier this week. The Premier League club could claim up to 1.1 million pounds ($1.6 million; 1.3 million euros) to compensate for a 12-week absence under the FA's insurance plan. "I'm disappointed because he is an important part of the squad, but that could have happened in training here," manager Arsene Wenger said. "I do not blame the FA for that. It was accidental in training and I accept that. "In a moment like that you do not think about compensation you think about how you can replace the player." John Terry atones to give England win BERLIN, NOVEMBER 20 (REUTERS): John Terry atoned for his part in a dreadful mix-up to score a late header and give England a 2-1 win over old rivals Germany in an enterprising friendly on Wednesday. England moved ahead midway through the first half at the Olympiastadion when German goalkeeper Rene Adler missed an attempted punch from a corner, leaving defender Matthew Upson to prod the ball home. The visitors should have made it 2-0 when Darren Bent rounded substitute keeper Tim Wiese to be through on goal in the second half but the striker slipped and shot wide. Moments later the home side were level. Terry chose to shepherd the ball back towards England's replacement keeper Scott Carson, who hesitated and allowed Patrick Helmes to nip in and help himself to an equaliser. Lippi equals record of 31 games unbeaten ATHENS, NOVEMBER 20 (REUTERS): Italy coach Marcello Lippi equalled the world record of 31 successive international games without defeat when his side drew 1-1 in a friendly with Greece on Wednesday. Fanis Gekas put Greece ahead in the 50th minute but Luca Toni equalised five minutes later to secure the draw that took Lippi level with Javier Clemente of Spain and Alfio Basile of Argentina. Lippi, who has reached the mark over two stints with Italy, also beat the Italian record of 30 set by Vittorio Pozzo between 1935 and 1939. Lippi's first spell in charge ran from 2004 to 2006 when he led Italy to victory in the World Cup in Germany. He was reappointed this year after Italy's poor performance at the European Championships under Roberto Donadoni. "This is something that will from now on accompany me in every game," said Lippi, referring to the constant questions about the record. "It is something that gives me pleasure but what makes me happiest in this streak of good results is something very important, a World Cup. "The unbeaten streak in itself is meaningless without that important victory." Alexandros Tzorvas, making his debut in goal for Greece, had an excellent game and produced a cluster of fine saves including two in the second half to deny Mauro Camoranesi. Neither side offered much in the way of entertainment or chances in a poor first half, although Tzorvas got down well to palm away a Gennaro Gattuso shot and then denied Giuseppe Rossi from a metre out. Greece were twice unlucky, first when they were denied a penalty in the 39th minute after a Gattuso handball and then a minute later when Vangelis Mantzios had a goal ruled out for offside. The game sparked into life five minutes into the second period when substitute Gekas ran on to a deft pass from Alexandros Tziolis to fire the ball wide of Morgan De Sanctis in the Italian goal. KANPUR, India (AP) - Sachin Tendulkar was Thursday included in India's limited-overs squad after being rested for the first three matches of the seven game series that India leads 3-0. Tendulkar has not featured in a one-day international since the tri-series victory over Australia in March. A groin injury ruled Tendulkar out of series in Bangladesh and Pakistan earlier in the year, and an elbow injury kept him out of the one-dayer against Sri Lanka in August. Tendulkar had expressed a desire to take a short break after playing the four-test series against Australia, which India won 2-0 earlier this month. The Board of Control for Cricket in India's secretary, N. Srinivasan announced the team for the fourth and fifth limited-overs internationals against England, which will be played in Bangalore (Nov. 23) and Cuttack (Nov. 26). The squad has two changes, with Tendulkar replacing top-order batsman Murali Vijay, and all-rounder Irfan Pathan returning to the side in place of paceman Rudra Pratap Singh. Tendulkar has scored a world-record 16,361 runs in 417 one-day internationals, with 42 centuries.
