Assam blasts toll rises to 84 GUWAHATI, NOVEMBER 3 (PTI): The death toll in the October 30 serial blasts on Monday rose to 84 with three more people succumbing to their injuries, official sources said. Two persons died at the Guwahati Neurological Research Centre (GNRC) while another person succumbed to his injuries at the Guwahati Medical College Hospital on Sunday. The devastating blasts had injured more than 470 people on the day of the blast. Meanwhile, ten of the injured were released from Mahendra Mohan Choudhury with the Assam government making an ex-gratia payment of Rs 50,000 to them.

China not helping Northeast insurgents

BEIJING, NOVEMBER 3 (PTI): China on day dismissed as "groundless" reports that it had helped insurgents in north-east India and asserted that Beijing will not support any "antigovernment" groups in the neighbouring nation. "Such reports were groundless," Chinese Foreign Ministry spokeswoman, Jiang Yu said in a statement. "The Chinese government always sticks to the principle of non-interference in other nations' domestic affairs. We won't support any anti-government groups in India," Jiang was quoted as saying by the official Xinhua news agency. Jiang was responding to media reports that China helped anti-government groups in northeast India. An English daily in India and Jane's Intelligence Review recently reported that China had supplied weapons to anti-government groups in India's northeast, Xinhua noted.

SDSA informs on indefinite blockade DIMAPUR, NOVEMBER 3 (MExN): The Senapati District Students’ Association (SDSA) has informed that the ongoing indefinite Economic Blockade imposed by the association owing to failure of the authority to repair NH 39, will remain exempt for goods meant for repairing the highway, the Media/Press, medical, ‘electricity’ and ‘school’. However, a note from president Kuba Peter and general secretary Kaba Ropfuunamai, stated that satisfactory documents should be produced any time and anywhere by those exempt from the blockade. Pre-information is appealed for, to avoid untoward incidents. It is also informed that movement of ‘empty trucks’ will be restricted. The association further appeals to all individuals and organizations particularly the Truck Owners’ Association and Drivers’ Union, to extend their fullest cooperation to the ongoing blockade ‘as the present state government pays no heed to the cry of the common people’. The association further conveys regret for the inconveniences caused to the public. The association has blamed the state government for ‘it utterly failed to repair and maintain the NH 39 which is the lifeline of the state’.

GOVERNOR K. SANKARANARAYANAN is optimistic that e-Governance and IT applications will benefit the people in Nagaland much more on account of the ‘hilly terrain’ and general feeling of remoteness both with mainland India as also within the state. “Very often people of Mon and Tuensang feel that they are remote and cut off from Kohima and Dimapur also. This remoteness and distance can be bridged by use of technology”, he said. Having a robust IT infrastructure, with good connectivity and an offer of public services through this platform can greatly improve governance and bring the government closer to people, the governor said. He said this would require concerted efforts by all, specially the telecom companies and “we need to improve mobile and broadband coverage in the state”. He said the “BSNL and other mobile companies will have to ensure that they reach the remotest of the villages as also cover all the national highways and state highways.” All these services and applications will also require the power department to ensure that the services are actually not affected on account of lack of power supply, governor Sankaranarayanan explained. He maintained that the workshop on e-Governance for policy makers will go a long way in making it a priority area for all government departments and ensuring that the departments take steps to improve their public service delivery systems to benefit citizens. “Today, technology has the potential to make interactions between governments and citizens a much more satisfying experience for the citizens and this can change the normal perceptions that people have about government,” said Sankaranarayanan in his address at the capacity-building workshop for legis-

The governor said data collection and analysis from departments and field officers can become much more meaningful and lead to policy-formulation that is more relevant. Monitoring projects, fund utilization and preventing leakages can

be achieved by the use of e-Governance applications. Communication between various government offices can be faster and more efficient. For instance, projects like e-Procurement has led to savings in the tune of thousands of crores for states like Andhra Pradesh. However, Sankaranarayanan said,

there are numerous challenges in implementing e-Governance projects in Nagaland. In states like Karnataka and Andhra Pradesh, the e-Governance boom has taken place through effective publicprivate partnerships which helped in leverage of technological flexibility and efficiency of the private sector in offering

public services. This is achieved through very healthy competition between vendors who offer good technology at good cost. However, the governor said, in Nagaland and the North East, the private sector is hardly there and those which are providing hardware and other solutions are also unable to offer the same servicelevels as done in other states. “It is common knowledge that even reputed companies fail to comply with their own standards of after-sale services in most of the north eastern states. For offering public services, there are hardly any competitive vendors as the lower population density results in less number of transactions, in which most of the private players are not interested. This results in difficulties in getting the right technological solutions on one hand and increased cost per transaction, on the other, making e- Gov projects economically unviable and difficult to implement,” Sankaranarayanan said. He was of the view that such issues will require more innovative planning and flexibility in approach for successful e-Governance projects. Also, Chief Minister Neiphiu Rio, stating that e-Governance has become the most versatile tool to improve service delivery to citizens and to improve governance, called upon all policy-makers to embrace it and use it as instrument to transform the system of governance to address the socioeconomic challenges more effectively. Rio said that the state has great potential to benefit from the IT and ITeS revolution on account of youthful English-speaking population in Nagaland. THREE NAGA youths Thepusa, Pipen and Kusalu who studied the Korean language in Kolkata under the sponsorship of the Chief Minister’s Corpus Fund, have been teaching Korean to Naga students here since February this year under the initiative of the Arirang Fan Club. Now, they are conducting three classes weekly with 28 regular students at Dream Café, in Kohima. They are also planning to accommodate more students by next year for which a minimal tuition fee will be charged. Talking to media persons here, Kusalu said to be looking forward to help, from the state government, for sponsoring classes to enable more people to learn Korean and at the same time ‘help expose whatever they have learned’. Theja Meru of Arirang Fan Club said it will reflect the ‘beauty’ of globalization and international connection. Hectic preparation is going on for the forthcoming Korea-Indian music festival in Kohima at the Secretariat Plaza by December 2 this year, he informed. The club will be selecting 10 soloists who can sing in Korean. Arirang TV of Korea will sponsor the prizes. Meanwhile, a special event has been planned for interaction between the club’s members and VJ of Pops in Seoul on December 3. In view of upcoming events, all Arirang members have been requested to meet at the Heritage (Old DC Bungalow in Kohima) on November 6 at 3:00 PM.

A BUS (MN-05-1112), heading to Darjeeling from Imphal today met with an accident near the Kohima Municipal Council dumping site, by-pass road in Kohima, killing two passengers and injuring 17 others. The two deceased were identified as one Tulsi Prasad, 41, and a Ram Narayan, 65. Source said out of the 17 injured persons, four of them are in serious condition. The injured persons were rushed to Naga Hospital, Kohima. Source said the bus was carrying 44 passengers including two drivers. The bus fell below the road about 125 ft, at around 4:30 AM. The cause of the accident is yet to be ascertained at the time of filling this report. Meanwhile, the Nagaland Pradesh Congress Committee expressed sadness over the tragic accident. “Despite the unfortunate mishap, the NPCC express its profound appreciation to the police and

problem,” said the NPCC in a message. The NPCC also conveyed its condolences to the bereaved families and wished speedy recovery to the injured.

Two vehicles collide In a late evening accident today, two vehicles collided, opposite the Pentecostal Church at Purana Bazaar, around 7 pm. According to eye witnesses, a Tata Mobile negotiating a pothole, collided with another truck. The two vehicles were damaged to a considerable extent while the drivers were injured and have been hospitalized. The traffic police said the vehicles would be seized and a case of “rush-driving” (rashdriving) has been registered against the drivers. The stretch has yet to see a decent road pavement especially for traffic-jam-prone road stretches like the Purana Bazar police-point to the Tragopan Hotel road junction.

Barely a few hours after the devastating terror attack across Assam and in the recent backdrop of the communal and regional divide gripping the country—close to the corridors of power but far from the

games politicians play—a new breed of 21st century youths from across India gave a big thumbs down to the politics of terror and regionalism. By their huge turnouts, the thousands of youths were able to send a strong message to those who resort to terrorism that they will not be cowed down by such violence, killings and the ill intention of those who perpetuate such bloodshed to create fear and division will not succeed. On both nights of the event, despite the shadow of fear and uncertainty and also the presence of heavy security, young people flocked to be part of one of the oldest international rock music festivals in the country. “We should not be cowed down by such incidents of terror”, said a young professional who has been a regular at the annual Great Indian Rock shows. Another pointed out that in order to defeat terror people should stand united and not allow the ‘few’ extremists to create disharmony and fear mongering in society. The Great Indian Rock shows will now travel to Shillong, Bangalore, Calcutta, Hyderabad and culminate at Pune on November 15 and hopefully there too, it will unite the hearts and minds of ordinary young people in the face of terror.

Seyochung town ‘164 Inf Battalion has carved a niche for itself’ demands Police post

‘Crime, drugs, illegal immigrants increasing’ DIMAPUR, NOVEMBER 3 (MExN): Kiphire’s Seyochung town, with eleven villages under its jurisdiction and a growing population, has no police check gate. This has led to a backlog of criminal cases and “FIRs,” the students of the Seyochung area today stated in a representation addressed to the Director General of Police. The DGP was requested to instate a check post and additional police personnel for the said area. The Seyochung Area Students’ Union said a police check gate for the area was imperative. The area comprises of Seothsing, Thangthure, Old Monger, New Monger, Shotomi, Phesami, Yingphire, Thsingar, Lukhami and Yangzitong. Seyochung town has a rising population of more than forty six thousand, recorded as the oldest administrative block (outpost) under Kiphire district. The police outpost at Seyoc-

DIMAPUR, NOVEMBER 3 (MExN): Expressing deep dissatisfaction over the implementation of DSMT 2007-08 at Longshen and Phomching towns, the Phomching Area Students’ Union (PASU) has lambasted the SDO (Civil) for the alleged unfair means employed by him. In a press release, the apex student body of the area stated that on receiving negative reports from the public over the implementation and withdrawal of bills under the DSMT in the two towns, it had gone for spot verification

CBPDK condemns robbing of church workers DIMAPUR, NOVEMBER 3 (MExN): The Chakhro Baptist Pastor–Dikon Krotho (CBPDK), Medzhiphema, has expressed shock and dismay at the humiliating incident of robbery and extortion meted out on church workers. The Executive Secretary of CBCC, K Kezha Dzuvichu, his local pastor, Sakho-o, and deacon Pelhoubalie, treasurer of the fellowship, were robbed on September 31, 2008. The president of the organisation, K N Kele Angami, highlighted how the church workers were robbed of their money, mobile set and belongings, at the entrance gate of Diphupar village around 5:20 am by a gunman and biker while they were on Church duty. The release described the threatening words of the gunman as, “Aji kali itu para manu bisi muri ase, jani ashe?” (Don’t you know that these days, lots of people are dying from this?), after which they sped away. The release termed the incident as disgusting and an inhuman way to treat the church leader and added that it was “a great insult to God, a rascal to the society and a shame to ourselves.” Drawing a parallel between Kandhamal in Orissa where Christians were persecuted, mistreated, tortured, killed and compelled to run away from home by Hindu extremists, the organisation said that even our own clergymen were not safe and secure to serve God in one’s own native land. The release stated that citizens could not give place for such heinous crime in a civilised Christian-dominated society such as Nagaland and therefore urged all to condemn it in the highest terms. The CBPDK has also urged the law-enforcing agencies, district administration, police, and paramilitary forces to be more vigilant for the interest of public safety as the festive season approaches.

of development is everywhere to see,” and thereby meeting the people’s aspiration. He also described as Rio as the most dynamic and accomplished Chief Minister of the state. WTC bans trapping, sale of migratory birds WOKHA, NOVEMBER 3 (DIPR): The Wokha Town Council has prohibited the selling and trapping of migratory live birds. The WTC has observed that the public were in the habit of trapping and selling migratory birds in the town and in other places, which violated the Nagaland Wild Life Protection Act, 1992. The Chairman of Wokha Town Council, Wobenthung has, in this regard, announced that a fine of Rs.2000/- shall be imposed on defaulters.

Dimapur Sumi students condemn abduction DIMAPUR, NOVEMBER 3 (MExN): The Dimapur Sumi Students’ Union (DSSU) has condemned the “abduction and physical assault” on one of its members and two others by the NSCN (IM) on November 1 at Chumukedima. The press release from the union named the victims as Vikheto Assumi, a class XII student of Zakiesatuo Memorial Higher Secondary School and a member of the union, X Lukiye Assumi, a teacher, and K Zhetovi Assumi, a businessman. The release stated that the victims had gone to Chumukedima to pay the auto tax but om being unable to meet the authorities despite waiting the whole day, they headed back to Dimapur. On their way back, the union alleged that the three were forcefully abducted at 7th Mile and “physically assaulted without proper consult and without any reason.” The DSSU has, therefore, urged the NSCN (IM) not to repeat such incidents in future on any innocent student or public without proper investigation, and appealed to the higher authorities to take strong action against the culprits. Rio added that the state will promote e-Governance as a tool to deliver a government that is more proactive, transparent and responsive to its citizens. In order to fulfill the objectives outlined by the IT policy, Rio said that the state has framed an e-Governance road map. Nagaland and other states in the North East, Rio said, need more proactive support from the Government of India in implementing these

projects. “In order to facilitate growth of IT and ITeS industry in Nagaland, we need capacity building of the youth to equip them with skills that will help them in getting jobs in this sector,” he said. As part of capacity building, he said, the Government of India needs to support training of youth in IT, ITeS and BPO skill-training. Rio also said that the state government is in the process of establishing an IT park in Dimapur. The state will need help and support from various quarters to ensure that IT companies actually come forward with substantial investments in Nagaland, he said. Rio also announced that all the 60 legislators, 11 deputy commissioners and 9 senior officers will be provided with laptops. His execution was carried out by Angami Region authority led by Neibu Angami, the then acting guard commander (recently defected to IM) basing on testimony provided by Atosu of Kedima village. Atosu claimed that the deceased used to frequent Hebron Camp at regular intervals with crucial intelligence in- puts on his undercover assignments for IM group. This testimony was further re-enforced by Neibu Angami, for which the People’s Army washed it’s hand from the affair and entrusted Angami region to decide late Kedokho’s fate. This culminated unfortunate extermination and regrettable loss of life. in the revolutionary movement across the world where many groups have taken recourse to ‘terrorism’ to drive home their points. The fact that the government of India, after signing Ceasefire with NSCN in 1997 is still pursuing the Indo-Naga political talks is a living testimony of India’s faith and commitment to the political issue of the Nagas represented by NSCN. The sincerity of the GOI was seen when the ban imposed on NSCN was ultimately lifted on 26 November 2002. As such, the news reports of Indo-Asian News Service (IANS) that appeared in Nagaland Post and other papers are unwarranted and defy ground reality. A reputed news agency like IANS should not have gone for such misleading and damning reports without first establishing the bonafides of NSCN’s standing that has gained worldwide recognition as a Naga people’s mandated organization struggling to restore the Nagalim’s rightful place as a free independent nation. But in the given situation in Northeast where terrorist groups have shown its ugly heads, with the deadly bomb blasts in Guwahati, Kokrajhar etc as the latest case in point, killing more than 70 persons and with the crucial Indo-Naga political talk scheduled to be held in The Hague, Netherland, the hands of India’s IB and RAW cannot be ruled out in instigating such report. These two intelligent organizations are not known in creating congenial atmosphere in Nagalim when retrospectively studied. They are never at ease with NSCN when the obstructionist forces against NSCN are taken up. It is the notorious policy of RAW to give life to any organization to act as a counter force against NSCN. Not surprisingly, the RAW is turning a blind eye when many terrorist groups are given sheltered in the designated Camp of K-group in Khehoi camp. Interestingly, this K-group camp is well protected by AR and IRB. Logistically speaking, this is tantamount to RAW and IB shelter-

ing and sponsoring terrorist groups as part of its strategy to weaken NSCN. And this is the reason why the K-group is always placed at the receiving end to do its master’s (RAW) bidding in scheming anything that goes to weaken the NSCN. The desperate attempt of India to brand the Nagas as terrorists or NSCN as terrorist group is not a new thing. This has been deliberately used to woo the west and the world against the Nagas. But how far this will go as long as this remains nothing more than an ill-motivated and absolute absurdity. Things may not favor India’s version. Because the factual record of the past 60 years speaks volumes for the integrity of the Nagas in respect to the worldwide concern on terrorism. Unlike others, Nagas believe in the power of truth and not in the crime of terrorism. Nagas talk sense when they say “freedom is not in terrorism” although to hold oneself and be just under various trying circumstances is too hard a principle. NSCN abided by it all throughout the bitter confrontation they had with India and Burma. Dictated by our conscience, NSCN is totally against targeting innocent people whoever he or she may be. The NSCN therefore, would not shy away from condemning the bloody bomb blasts in Assam on 30 Oct. by the so-called ‘Islamic Society Force-Indian Mujahedeen’. Such act of terrorism has no place in the human society. Our conscience is clear. We are persuaded: our greatest enemy is our own transgression if there would be any and if we do not check ourselves and make a clean breast of it. Therefore, with all their might we are not scared of the adversaries within and without for the end of Nagalim is on no account in their hands. It is in God’s hands. We are prepared to face any eventuality but by no means resorting to the curse of shedding innocent blood. There is no single case in the long history of Indo-Naga conflict to brand NSCN as terrorist. NSCN is above any streak of terrorism and we shall never be in the days to come.

Rather, there is state-sponsored act of terrorism perpetuated in Nagalim. All said and done, IANS should not have staked its reputation and credibility by selling out such reports that is far from truth. NSCN’s name should not have been grouped in such manner to be branded as a terrorist group and send a wrong signal to the world that is under threat from the terrorist groups. In the context of the actual state of the IndoNaga political affairs for the past many years, the relevant of NNC in Naga issue no longer exist after it signed the Shillong Accord in 1975 with the government of India. It created a shock wave of terror when it tries to kill the Naga issue. Traitor doesn’t represent the Nagas and NNC is no longer counted as body fighting for Nagas’ political right. Having betrayed the Nagas, the NNC also lost the right to speak for Nagas against India. That is no longer its business. In the given situation the NNC rejecting the terrorist tag bears no significance in any manner. The only show of NNC’s ‘terrorism’ was to kill the Naga issue by terrorizing the Nagas under the provisions of the Shillong Accord. Otherwise, where is NNC today to even deserve the exalted position with the tag of ‘terrorist’. In the face of the world, India wanted to cover up her shameful and naked aggression on Nagaland and thus she is telling lies to the world as well as her people to make the Nagas appear as insurgents, underground, rebel or hostile groups of India. But the world knows the fact that the Nagas are not Indians and the conflict between the two nations is not a rebellion against India but it is a war between the two nations, and it is a case of aggression. GUWAHATI, NOVEMBER 3 (THE TELEGRAPH): A forensic expert yesterday said terrorists had packed each of the three vehicles with 25-30kg of RDX to carry out the serial blasts in the capital on Thursday, which left over 30 people dead and hundreds injured, besides turning many vehicles into mangled heaps of junk. Padmapani, joint director in the Forensic Science Laboratory in Guwahati, who is heading the forensic probe into the serial blasts, said such large quantities of RDX were never used to carry out explosions in the history of Assam. “In the past, we had even recovered live bombs but never had such large quantities of RDX been used along with ammonium nitrate,” he said. He said the maximum amount of explosives used in a single blast was 10kg, planted at Dhemaji during the Independence Day parade in 2004. Ten children and three women were killed in the blast. A bomb made of nearly 20kg of RDX was recovered in front of the Janata Bhawan nearly seven years ago, but it not explode. Ammonium nitrate was not found at the time either. Making a cumulative assessment of the Guwahati serial blasts, the forensic expert said 75-80kg of RDX was used in the carnage to cause maximum damage. Ammonium nitrate — used as a fertiliser — has become one of the favourite materials for terrorists as it is easily available and acts as a booster in bombs. THE MIZORAM police are still searching for the whereabouts of their main suspect in their effort to solve the mystery of the ‘nameless bank’. Meanwhile, C. Lalmuanpuii, the main suspect is said to have assured depositors of the bank that all deposits will be returned in time and there is no cause for panic. With depositors fearing that their capital may be lost without a trace, a crowd appeared before the Aizawl police station on Friday and Saturday asking for help from the state police. The main gate of the police station had to be closed on Saturday for security reasons amid cries for help from depositors. On Saturday night, the state police managed to seize Rs. 173 lakh from one of the agents of the ‘nameless bank’ locally known as ‘Chiahpuam’, a name which befitted the bank because of the huge interest it offers for the customers. The agent, identified as Vanlazapi, aged 24, a resident of Electric Veng in Aizawl, claimed that she had only been involved in the business for over a week and that the 173 lakh rupees she held was ‘legally’ hers. The state police seized the money in West Phaileng and will recount it in the

presence of a magistrate, sources from the police said. Meanwhile, a number of collectors/agents of the ‘nameless bank’ are seeking security from the police and have fled their homes due to the threats they have received from their customers. The state government and the state chief secretary were at first put at fault because of the problems faced by the customers of the ‘nameless bank’, with agents claiming that the chief secretary has issued a stay order of all money transaction. However, after chief secretary Haukhum Hauzel himself issued a statement that he had not issued a stay order, the accusation backfired upon the agents. Hauzel even received anonymous threats at first but with the state police throwing more light on the mystery of the ‘nameless banks’, the ball has now bounced back to the agents and the brainchild behind the nameless banks, C Lalmuanpuii. However, the Mizoram police are still unable to locate the whereabouts of the main suspect and search is still on. Meanwhile, Lalmuanpuii has promised to return all deposits through the United Bank of India (UBI) but the state government has given an order to the UBI not to make any

transaction without approval from the state. Sources said that a number of cashiers in state departments have also deposited departmental money to the ‘nameless bank’, some with approval from their departmental head and some at their own risk. This scandal is sure to shake the economy of the state whether the banks run legitimately or not. Last week, H Zomuanthanga, who is said to be the head of one ‘nameless bank’ run in the state issued a statement confirming that his company had indeed taken money from depositors promising huge interest for their customers. In his statement, H Zomuanthanga claimed that his company is a trusted company and that money transaction could not be made over the past week due to small financial error. He even claimed that he made a recent visit to New Delhi to acquire an International Money Exchange Licensen from the Reserve Bank of India, a move which clearly shows that his company is a trusted company. Sources have claimed that these banking company invests money through foreign exchange while others have claimed their involvement in uranium business. None of these claims have been confirmed till today.

DIMAPUR, NOVEMBER 2 (MExN): The United NGOs Mission- Manipur (UNM-M) expressed strong condemnation over the recent spate of bomb blasts that has happened in the northeastern states and strongly appealed to all the ‘state and non state actors not to let such instances occur again’. A press release issued by the UNM-M secretary U Nobokishore pointed that the people of north east India have been suffering from strife and unrest in the region since the last six decades. “The people of the region are now becoming victims of violent acts due to incessant killings and catastrophic casualties inflicted by the inhumane acts of State and Non-state actors

over the past two decades,” the release stated. In this regard, the release recollected that on October 21, 17 people were killed in and over 35 injured in a bomb blast in Imphal; most of the injured victims are still in serious condition admitted at hospitals and private clinics in Imphal. It also noted the most recent serial blasts in several parts of Assam on October 30 which left 77 dead and over 300 injured; and also the October 1 bomb attack at the Palace Gate of Agartala, Tripura which killed two people and injured 40 others. The UNM-M also noted with deep concern that as per the data available from the Ministry of Home Affairs, Government of India,

Manipur ‘is now the most violent state in the northeast till August 31, 2008. “Compared to 209 fatalities in the neighbouring (and much larger state Assam which saw the high number killed in 2007), Manipur has recorded 314 fatalities,” the release noted. In this connection, the UNM-M stated that “such acts of crime against humanity are strongly condemned”. “We share the deep pain and bereavement of the families of those whop perished in these acts of violence and express our concern for the improvement of those injured,’ the release stated, “We hereby appeal to all State and non State actors not to let such instances cur again.”

Infuriated over the October 23 incident of Loharijan in Assam where militants set ablazed a Guwahati bound passenger bus coming from Imphal claiming two lives, the United Naga Council (UNC) today expressed anguish over the ‘chaotic and unhealthy security in Manipur’ saying that the attitude of the government of Manipur is not on the track. The UNC also dwelt on the reason to have the Suspension of Operation (SoO) signed between the government and the various Kuki militant organizations. The Naga apex civil organization in Manipur ridiculed for signing SoO by the militants if inhuman act disrespecting human values are to be meted out on the civilians. Without naming any particular Kuki mili-

tant outfit, the United Naga Council (UNC) stated, “Despite the tangible approach of the state government and the government of India to ensure peace and security in the conflict zone of Manipur, Suspension of Operation (SoO) had been signed with various Kuki armed groups on August 23, 2008 within the framework of the Indian Constitution which was a tripartite mutual understanding that, besides other agreed ground rules, committed to refrain from violence or unlawful activities like killing, injuring, extorting taxes, fines, kidnapping for ransom, intimidating, carrying of arms in public ,ambushing police and security personnel; prohibition to recuit fresh cadres or raising additional military, civil outfits, frontal organizations or trying to run a sovereign government, raid, sniping and not to launch offensive at-

tack leading to death, injury, damage or loss of property against security forces, other group and the public; the state government may terminate the SoO agreements with the recommendation of the Joint Monitoring Group (JMG) in the event of the group violating the ground rules and even take appropriate action including usage of force against the group.” The UNC further stated that it was a ‘recent venture peace effort’ that is reciprocated by all the parties involved for a meaningful end to conflict. “Much to the disappointment before the ink dried up, the inhuman arson of an inter-state bus causing human casualty to Mr. (L) Robert Golmei and Mrs. (L) Ginthailiu and injuring many passengers on October 23 at the border between Assam and Nagaland call for retrospection and condemnation. The perpetrated act

of arson is in violation of the SoO,” claimed the Naga civil body. It also stated that the United Naga Council (UNC) was not convinced with the claims and counter claims of shifting responsibility upon some individuals on the ‘satanic act’ of burning to death some innocent passengers as the particular transport agency was not responsive to the extortion demands of the outfit and termed it as a ridiculous mindset to disrespect human values at this era. “Sadden with the chaos and unhealthy security in the state, the UNC is infuriated at the attitude of the state government who only sanitized and sensitized unethical social elements in papers and media is also losing its moral authority. Therefore, the state government should proof its credibility as a government to materialize their decision to unearth the truth

about the incident and penalize the culprits who have claimed responsibility befittingly and ensure security to its citizens wherever they reside,” urged the UNC. Further the assurance to comfort the victims’ and their relatives’ psychologically and physically remains a distant imagination and nothing appropriate measures have been translated to extend logistic support to the victims. This is a white lying and robbery act to dilute the security of the common citizens, the Naga body said while adding, “This condemnable act of insanity should not repeat in future, and the arm chair administration of the State Government and the Government of India should act to deliver justice. Their ignorance and silence would hurt and harm the sentiment of the victims and the common people rather than heal the wound and injuries.”

In Need of Healing

T

he Naga Nation needs healing. Victims and survivors of traumatic and violence incidents need healing; perpetrators are in their own way victims of a violent system; and they need healing as well. The need to heal and reconcile emphasizes presence of polarized opinions and it occurs in the backdrop of a history that has witnessed much hurt and suffering. Hence it is essential to place the issue of trauma within our broader desire to live together as one people in the spirit of respect and equality. Here I am once again reminded of the story of one Cherokee elder who was teaching his grandchildren about life. He said to them, “A fight is going on inside me...It is a terrible fight, and it is between two wolves. One wolf represents fear, anger, envy, sorrow, regret, greed, arrogance, self-pity, guilt, resentment, inferiority, lies, pride and superiority. The other wolf stands for joy, peace, love, hope, sharing, serenity, humility, kindness, benevolence, friendship, empathy, generosity, truth, compassion, and faith. This same fight is going on inside of you and every other person too.” They thought about it for a minute and then one child asked his grandfather, “Which wolf will win?” The old Cherokee simply replied...”The one I feed.” This striking metaphor has been imbedded on my mind and I keep asking myself, which wolf are we feeding? Which wolf are the Nagas feeding? Are we feeding and nurturing the forces that will create a shared humanity of respect, dignity, justice and hope. Or are we only fueling the forces of prejudice, hatred, oppression and the ‘isms’ that destroys human dreams and hopes? When will we ever realize that we cannot begin building a future that is founded on ‘fear’ ‘hate’ and ‘exclusivity?’ A nation seeking healing must invariably address Reconciliation, Resolution and Reconstruction as interdependent realities that must be pursued simultaneously. It is said that what politics offers at its core is what life offers at its essence – relationship, communication, conflict, discovery and growth. By this one understands that broken relationships which resulted from differences must at one point or another muster the will to enable a political process that leads to re-communication and re-discovery and growth. In effect, it demands a new way of life, governed by principles of respect and dignity. The outcome depends on the process. For the sake of future generations, lets us for once transcend the isms that ail Naga society, and let’s put into perspective the need for Nagas to recognize the necessity of a dignified existence that will be made possible through mutual respect and understanding. For Nagas to be able to transcend the narrow walls, we must not forget to address the traumas which prevent our ability to see things clearly. It is our traumas that blur and color our lens with our own assumption and distrust and unless healing – both personal and collective – takes place through both a private and public process, our traumas will hinder our need to shed the burdens of traumas, which has chained us to our past. We Nagas are a tired lot. We often fail to fully comprehend and appreciate how the traumas of our past wounds have become such a heavy burden, that they often impede upon our future. In fact, sometimes, we even relish in our traumas. It has become our comfort zone. Is this not the reason why we as a people are often unable to visualize beyond our present? Is this also not the reason, why most public discourses around the Naga issue revolve around a divided and hurtful past? It is time for Nagas to address our traumas, so that by addressing them, we can begin envisioning a common future in which every Nagas can find their rightful and dignified place. It is time for us to recognize the need to heal, so that by recovering our humanity, we can build a humanity that will empower Nagas to contribute positively to the world.

Mockery Of Death As India continues its spree of untabulated death sentences, the author questions the relevance of capital punishment today

N OCTOBER 10, 2008, five members of Amnesty International carried out a mock mass hanging near New Delhi’s India Gate. They wore black hoods and nooses around their necks and hung themselves from a 12-foot life like hanging post made of foam. Their tshirts carried the message ‘Mujhe Bacha Lo!’ and ‘Save Me’. Within 20 minutes, the police swung into action and stopped the performance, arresting four performers, including Inder Salim, a performance artist, and pushed them into a police van. Inder later said, “The disconnection between art and life makes it easier for the establishment to handle both by putting each in its box. But as soon as we bring it on to the street, it comes back to life imbued with new meaning. Also, the materials we use change the perception of art. In this case, simply because the hang post is made of foam and cloth and bends as one hangs, the act is transformed into something laughable even while it communicates the ugliness of the idea it represents; that is, to hang someone.” The event was held on World Day Against Death Penalty, which commemorates the attempt to press home the demand for universal abolition of capital punishment by the World Coalition Against Death Penalty (WCADP), Anti Death Penalty Asia Network (ADPAN) and Amnesty International, along with a host of coalition partners. There is an increasing global shift away from inhuman practices like death penalty. Argentina, being the most recent example, was the latest to announce abolition of death penalty on September 12, 2008. Contrastingly, on December 18, 2007, India chose to vote against the motion along with Pakistan and China, in response to the UN General Assembly call for a Universal Moratorium on Death Penalty. This is shocking for a country which advocates non-violence worldwide. While the judiciary claims to issue Death Penalty only in the ‘rarest of the rare’ cases, death as a punishment in India is increasingly being offered as a short cut solution to most problems we face today. On May 2, 2008, Amnesty International India issued a report based on the study of 700 judgments on cases related to the death penalty. It conclusively established how the death penalty in India has lead to a miscarriage of justice on more than six counts. Among these are the fallibility of circumstantial evidence due to absence of forensic facilities, non-availability of adequate legal representation, absence of sufficient safe-guards especially in the case of ever increasing anti-terrorist legislation, delays in carrying out of sentences, etc. The legal fraternity has taken a serious note of the report. Even the Supreme Court has validated the findings of the report by quoting from it in its proceedings. The Government of India, in turn, has failed to study death penalty since 1979 and despite concerns about its misuse, finds it still relevant. Worse still, the government claims that it does not maintain statistics on death penalty cases and executions conducted in India since Independence. This absence of information is in clear violation of the international convention (resolution 1989/64 adopted on 24 May 1989), which requires the signatories to maintain annual statistics and transparency on the issue. Various National Human Rights Commission chairpersons have expressed the need to review capital punishment, but these have been mere statements falling on the deaf ears of the state. A significant number of judges and Presidents shift to opposition of death penalty after retirement. An increasing number of world bodies are calling for a universal moratorium on Death Penalty, including the European Union. But the government machinery, so far, is largely unmoved. For India, this could be an opportunity to seize leadership and help persuade the 14 residual Asian countries towards abolition, or else to trail behind in this regard, violating its founding spirit of Ahimsa and be counted among the rogue nations. Spy Games with Daniel Craig

i

t took two years of high-level negotiations to arrange a meeting with Daniel Craig. In an era when MI6 - the agency that employs his best-known character, James Bond - blithely advertises for agents on the Internet, Craig may well be the world's most elusive pretend spy. The long wait allowed plenty of time for disturbing rumors to marinate. For instance: He is surly and defensive, a reporter-averse utterer of combative monosyllables. Or this, from two female film publicists: He has more sexual magnetism than anyone we have ever met. Perhaps nothing short of Craig's materializing in his snug powder-blue bathing trunks from "Casino Royale" and offering to shake the martinis himself could have realistically lived up to all that anticipation. But there he was in normal jeans, his arm in a sling from recent shoulder surgery. He was wearing a thick cardigan that, truth be told, walked a sensitive line between doofusy and stylish. He was, of course, unfairly attractive anyway, in his craggy, lived-in, blue-eyed way, but not so much as to render anyone speechless or unable to operate a notebook. He was polite to a fault. He stood up when his publicist's assistant brought in a cup of tea. He apologized several times for being five minutes late. He acted as if he were not sitting in a soulless conference room, which he was, and as if he had all day to chat about Bond and other interesting topics, which he didn't. (He had an hour.) Unlike many movie stars who come to believe the myth of their superiority, Craig, 40, tends to mock his own celebrity. Now that he is too famous to go to the movies without being recognized, he said, he might be forced to install a screening room at home. Actually not. "I could stick it next to the indoor swimming pool," he said sarcastically. Passing beneath two celebratory posters of himself as James Bond in his publicist's office here, he grimaced and muttered, "That's my Dorian Gray portrait." Asked whether he saw himself as a natural leading man, he said, "Fat chance." And then, "There's not a skin-care product in the world that would have made that happen for me." When he was cast as Bond, filling the position most recently vacated by Pierce Brosnan, Craig did not seem like an obvious choice. He was an actor's actor known for his intensity of focus and his wide

range of challenging, counterintuitive roles. He has played, among other things, a sharp-lapeled pornography baron from Manchester in the BBC mini-series "Our Friends in the North"; a professor pursued by a male stalker in "Enduring Love"; a builder sleeping with his girlfriend's sexagenarian mother in "The Mother"; a drugdealing businessman in "Layer Cake"; a killer full of murderous range and heartbreaking tenderness in "Infamous"; and the poet Ted Hughes in "Sylvia." "Everybody said, 'Oh, aren't you afraid you'll be typecast?"' he recalled, of taking the Bond role. "And I said, 'Of course I am,' but if it has to be this - well, that's not too bad." Traditionalists were appalled. The British tabloids, whose writers possibly had not seen Craig in his other films, sniped that he was too short, too blond, too actory, too potentially Lazenbyesque; they spread the rumor that he didn't know how to drive a stick shift, let alone one attached to an Aston Martin. But from the first scene in "Casino Royale" (2006), in which Bond brutally kills a man with his bare hands and then coolly shoots and kills his own corrupt boss, Craig proved to be a rare combination of plausibility, physicality and charisma. He got rave reviews, and not just from Bond's traditional fan base. (Full disclosure: Craig's mix of emotional vulnerability and cocky insouciance discomfited to an alarming degree many of this reporter's female acquaintances. One saw "Casino Royale" five times in two months. Efforts to find a way for interested outside parties to pose as a reporter's assistant during the interview, or to dress as plants and hide on the windowsill, proved unsuccessful.) The latest movie, "Quantum of Solace," which opens in Britain, France and Sweden on Friday and worldwide throughout the winter (see http://007. com/international/), is full of the usual Bondian big guns, big explosions, bigbusted women and big, improbable, high-testosterone stunts, many of them performed by Craig. While he bulked up for "Casino" - he wanted to "look as if he could kill people just by looking at them," his personal trainer, a former Royal Navy commando, said recently - in this film he focused on building up his stamina, going for lean and mean over brawn. (Craig was recently quoted in The Times of London as saying, "I am not an

athlete, although I have always enjoyed keeping fit between bouts of minor alcoholism.") Craig said that he had been determined to ensure that the story made logical and emotional sense. "Quantum" begins moments after "Casino" ends, with Bond, wielding an enormous firearm, on the island where he has just shot one of the men responsible for the death of Vesper Lynd, the treacherous love of his life. Craig particularly wanted Bond to have to contend with the emotional repercussions of Vesper's death. "It was very important that we deal with that," he said. "I just felt that you can't have a character fall in love so madly as they did in the last movie and not finish it off, understand it, get some closure. That's why the movie is called 'Quantum of Solace' - that's exactly what he's looking for." Last fall he and the director of "Quantum of Solace," Marc Forster, set out to fill in the gaps in the script, left incomplete because of the Hollywood writers' strike. Forster said he was struck by how much Craig wanted to get the story right and ensure that his interpretation of Bond was "not just a cliché, but a character that people can connect to." He added: "He's very shy and slightly modest and humble, and he doesn't like to be the center of attention. It's more like, 'Let's make good movies and tell a good story and do a good job."' Along with "Quantum," Craig is appearing this fall in "Defiance" (set to open in the United States and parts of Europe in late December and January), based on the true story of the Bielskis, a trio of freedomfighting Jewish brothers in World War II. Defying the Nazis (and the odds), they set up an unlikely community of tough, armed refugees in the punishing Belarussian forest. Craig plays Tuvia, their complicated leader - sometimes hot-headed, sometimes coolly rational; now seeking revenge, now preaching restraint. The shoot was tough. The actors had to speak Russian in a number of scenes; they also had to live more or less in the woods, in sometimes extreme frigid conditions, for three months. Most of the cast came down with some sort of bronchial flu, Craig said, "but when we started drinking more, it seemed to get better." The director of "Defiance," Edward Zwick, said it was interesting to watch Craig take on the role, with all its ambiv-

alence and inner conflict, in tandem with playing the self-assured Bond. "You see very clearly his ambition as an actor; he refuses to be just one thing," Zwick said in a telephone interview. "What you have to understand about Daniel is that he is a working actor who considers himself that. He began in the theater and did all sorts of ensemble work, and in some ways this was a territory in which he's more comfortable than in being the star who's out in front of the movie." Craig grew up in Liverpool and spent much of his spare time watching movies, sometimes by himself, in a small cinema down the street from his house. He left home as a teenager to seek his fortune as an actor in London. He worked with the National Youth Theater, went to drama school and began being cast as romantic leads, a designation he brushes aside. With each part, he explained, "I said to myself: 'Romantic lead - what is he? Is he an alcoholic? What's his deal? What's his problem?' For me, that has always been the way. That's what I did for Bond and what I try and do with everything." He is determined to continue pursuing extra-Bond roles. "I've been so fortunate to land this amazing role in a huge franchise," he said. "It's set me up in a really good way for life, and that's wonderful. But I love acting, and I genuinely think it's an important part of what life is about. I get a kick out of it, and I'm not good at sitting around." Craig, who has a teenage daughter from an early marriage, genuinely seems more interested in talking about other topics the books of Philip Pullman; the excitingto-him proposition of Barack Obama being elected president; movies he likes - than he does in talking about himself. But he mentioned his longtime American girlfriend, with whom he lives in Los Angeles and London. He wears a silver necklace inscribed with a quotation "about taking your heart wherever you go," he said when asked, sounding suddenly shy. Recently, he said, the two drove up the American West Coast, through to the Pacific Northwest. They ducked into a small-town movie theater to see the Guillermo del Toro movie "Hellboy II: The Golden Army." Someone approached Craig. "Has anyone ever told you you look like Daniel Craig?" the person asked. "No," Craig answered, and walked on.

Nonviolence Is The Right Choice—It Works

N

onviolent resistance is not only the morally superior choice. It is also twice as effective as the violent variety. That's the startling and reassuring discovery by Maria Stephan and Erica Chenoweth, who analyzed an astonishing 323 resistance campaigns from 1900 to 2006. "Our findings show that major nonviolent campaigns have achieved success 53 percent of the time, compared with 26 percent for violent resistance campaigns," the authors note in the journal International Security. The result is not that surprising, once you listen to the researchers' reasoning. "First, a campaign's commitment to nonviolent methods enhances its domestic and international legitimacy and encourages more broadbased participation in the resistance, which translates into increased pressure being brought to bear on the target," they state. "Second, whereas governments easily justify violent counterattacks against armed insurgents, regime violence against nonviolent movements is more likely to backfire against the regime." In an interesting aside that has relevance for our

times, the authors also write that, "Our study does not explicitly compare terrorism to nonviolent resistance, but our argument sheds light on why terrorism has been so unsuccessful." To their credit, the authors don't gloss over nonviolent campaigns that haven't been successes. They give a clear-eyed assessment of the failure so far of the nonviolent movement in Burma, one of the three detailed case studies in the piece, along with East Timor and the Philippines. In some sense, the authors have subjected to statistical analysis the notions of Gene Sharp, an influential Boston-based proponent of nonviolent change, someone they cite frequently in the footnotes. In his work, Sharp stresses the practical utility of nonviolence, de-emphasizing the moral aspects of it. He even asserts that for Gandhi, nonviolence was more of a pragmatic tool than a matter of principle, painting a picture that's at variance with much of Gandhian scholarship. In an interview with me in 2006, Sharp declared that he derives his precepts

from Gandhi himself. Gandhi's use of nonviolence "was pure pragmatism," Sharp told me. "At the end of his life, he defends himself. He was accused of holding on to nonviolent means because of his religious belief. He says no. He says, I presented this as a political means of action, and that's what I'm saying today. And it's a misrepresentation to say that I presented this as a purely religious approach. He was very upset about that." One of the authors of the study, Maria Stephan, is at the International Center on Nonviolent Conflict. The group's founders wrote a related book a few years ago, "A Force More Powerful: A Century of Nonviolent Conflict." Erica Chenoweth is at the John F. Kennedy School of Government at Harvard. This study is manna for those of us who believe in nonviolent resistance as a method of social change. We don't have to justify it on moral grounds any more. The reason is even simpler now: Nonviolence is much more successful.

An Issue to be Dealt Genuinely: Lessons to Learn from Others

ristotle’s definition of human beings as social animals invokes a second look for understanding certain problems in our society today. Adding to the philosopher’s words, humans are social migrants. They migrate from place to place at different times in search of better and comfortable living. Human migration will continue to exist in the society as long as there is unequal economic growth among the nations. Migration is not a new phenomenon in human history. It was there from time immemorial since human started their existence on this earth. We have clear evidences from the Bible and world history as well. The history of the people of Israel and their subsequent settlement in the land of Canaan from the Bible, the Indus valley civilization, and the discovery of America by Columbus are a kind of story of migration. Looking at our Naga society, almost all the Naga villages came to their present villages through migration from different directions. In the early years the reasons for migration might be due to the scarcity of water both for drinking and cultivation. People might have migrated to different places where they could find sufficient water. Another reason might be the military or autocratic forms of government which people disliked compelling them to migrate to other peaceful and safer places. Still other reason might have been the threat from enemy and war. Even today we have this practice of migration in all human societies of different forms and will continue to exist as long as human exist. The reason(s) for migration today may be more than one. For instance, for better and more quality education people migrate to other countries like America, Germany, United Kingdom and etc. For better jobs and higher salary people migrate to other countries like the Gulf countries where job and earning prospect is much better than what one have in their own countries. In some cases people migrate to other countries for safer and better living conditions due to autocratic or military systems of government like Myanmar or deplorable economic problem like Bangladesh. Ravaged countries like Iraq and Afghanistan by sustained conflicts or wars compel people to migrate out of their homeland. Migration is a way to escape from such miserable conditions and endeavor for living and survival. Every country has this kind of situation, albeit not necessarily amounting to national problem everywhere; however, proper and rigid immigration law should be enacted to control the unbridled influx of people from other country. This is the task of the institutions of the state of all nations. Unless they do it now next or younger generation will pay the price, which could also be catastrophic. There is danger in unlimited influx of migrant into a country. The need for controlling the influx of migrants is not only for psychological, economical, political or ethnic reasons but it also posses a threat in totality. Migrants do not just come and go within a certain period of time, but they stay obtaining all the basic necessities of life. o have rights as migrants and at the same time have rights as human beings whether the person is a black in a particular country of white or a “plain inhabitant” in the land of hilly people. Legally they are recognize anywhere by one way or other. However, unlimited influx will create a very bitter result in the long run. The only way is to have an effective immigration policy, a step needed to be taken. Just take France as example for we have a lot to learn from them in this matter. The world consider France as the city of light, city of love, city of perfumes and the city of style but what happened in 2005 in the months of October and November, the city of goodies became the city of riots. Within few days, not even two weeks of time, nearly ten thousand cars were set ablaze with arson attacks on schools, police stations, gymnasia and business buildings. It was a large-scale destruction estimating over 250 million euros. The lost caused by the riot was not just in terms of wealth or individuals but it effected national economy. In this connection, more than 2500 persons were arrested, many of them minors, almost all from Arab and black African communi-

ties. We may be forced to ask why only Arab and black African were arrested? The answer is because they were the crux of that problem. They are the immigrants mostly from North and West African countries which were earlier French colonies. The actual cause for the riot was that two teenage boys of African origin were accidentally electrocuted which did not normally amount to such a public display of anger. The reason was, the immigrant youth doubted that there would be no proper enquiry or that the guilty would be arrested and punished. Because France’s pre-dominantly immigrant suburbs have lost confidence in the institutions of the state which made them doubt that the state would not resolutely and genuinely deal with the case at hand to give them egalitarian treatment. Why did these riots happen? It was a result of unbridled immigration for decades in France. After the II World War, France brought, from its foreign colonies, people mainly from Arabian and Algerian countries and dumped them on the outskirts of the big cities as labourers and factory workers. At present France has almost 800 underprivileged suburban neighborhood clusters around its major towns built during 1960’s. These immigrants estimate around 4 million and most of them from poor and nonwhite communities. They are marked by low school performance, high drop-out rate, drug trafficking, delinquency, organized crime, a nascent Islamic radicalism and unemployment at least twice the national average. These immigrants are excluded from the main stream and discriminated by police and other state agencies. They resorted to violence to convey the state to take notice of their problem. On top of that is the Muslim extremism in France. With about 5 million Muslims, making France the nation with the largest Islamic population in Western Europe, their existential life situation offer a kind of way out to these frustrated migrant youths who turn to violence and terrorism. These riots are not only rooted in economic deprivation and urban decay but also have an ethnic and racial dimension. Why do these immigrants (a kind of foreigners) rebel in other country? Do they know who they are? The key problem is that France does not officially recognize the concept of ethnic difference at all. It is literally illegal for anyone compiling an official census even to ask about someone’s ethnic origin. In any governmental statistic there is no figure of any kind showing the differences of French and Algerian or Moroccan. In short, there is no Algerian-French or French-Moroccan or any other such combination but only French in France. The only thing a migrant should possess to be counted as a citizen is to know French language and culture, making even some writers to comment: “When an immigrant comes to France, he/she must drop everything he/she ever learned of his/her previous culture; he/she has to leave it in his/ her baggage.” The law of France beautifully and decoratively mentions, “there shall be no categories of citizen in France”. The law shall view everyone equally. This is the store-house of courage for immigrants in France while France has no proper immigration law. Again while the law safeguards all people from any kind of oppression and discrimination, the question is why racial discriminations take place? The trouble in France is not with the law which decides all aspects of daily life but with the people of native French. Though the law protects all people, people are not always colourblind therefore they discriminate the immigrants in offices and schools; even the law abiding people and different institution of the state do the same. It is not the law but people wherein lies the problem. Similar incident occurred in our neighboring state too. What happened in two districts- Rowta and Udalguri in Assam in the month of October this year? There is nothing that was sudden and shocking about the violence that had overtaken these two districts of Assam. Though the violence started over cattle between tribal guards and the raider from the minority community it led to take an ethnic dimension thereby creating ethnic violence between Bodos and migrants (predominantly Bangladeshis). This is not just a mere clash between two groups of people but it is about the natives and the outsiders killing 47 people and rendering more than 47,000 people homeless

within a week. It was not just a mere clash, but an incident which needs to be pondered upon till human rationality conveys something to our conscience. This problem could have been averted if the political leaders and other state institutions have taken proper preventive measures. This incident is not new to the people of Assam. A similar incident took place in Nagaon district of Assam way back in 1983 where more than 3000 migrants were killed, mostly children and women during the anti-foreigner stir launched by Assam students (similar action was taken by AKM in Mokokchung last year). This is a serious issue which needs to be taken very genuinely and the political leaders of the state can do something against the influx of migrants in the state instead of playing politics with it. Assam is a land where different racial and ethnic groups live. Like the indigenous people of Assam, foreign immigrants (mostly Bangladeshis), migrants from other states of India (mostly from Bihar), and immigrants who have obtained Indian citizenship. In some districts of Assam immigrants outnumbered the native people (e.g., Barbeta, Dhubri, Goalpara, Nagaon, Karimganj and Hailakandi). Like France, the state of Assam is also experiencing an unbridled immigration without proper immigration law in the state. If the political leaders and responsible persons do not give proper administration of law, the history (October incident) will repeat again (even in Nagaland; if due importance and precaution are not taken up Nagaland will become a boiling cauldron, a recipe of terrorism in it, within a few decades from now). Some columnists have also commented on it, “While the ethnic conflict between indigenous people living in Assam could be solved; the problem caused by influx of Bangladeshi (sic) migrants in the state defies solution. The mercury in the thermometer of Assam’s migrant problem is increasing and going towards another danger unless people handle the problem of migrant sincerely, firmly and objectively without playing around with it purely for political interests.” Looking at this problem of migrants in other places, we realize that the state of Nagaland is also not safe from these intruders. It is no longer a safe-zone from immigrants! If the administrative institutions of the state and the law makers do not deal with it firmly and genuinely learning from other country’s and state’s mistakes, tomorrow the younger generation will drink from the bitter cup the consequences which ooze out from the fruit of your tree of greed and politics. A day is coming when Naga indigenous people will find it difficult to live freely in their own land! At present Russia is also facing an immense problem of immigration due to the uncontrolled entry of immigrants in the mid-1990s. Of course unlike France and Assam, Russia and Nagaland are yet to taste the bitter pills and consequences of immigrants. It is high time that we learn from other’s mistakes. Similar to the people of Nagaland, most Russians do not want to do manual jobs considering minor jobs as unimportant and below dignity. Russian eyes are on the white colored- job like - economist, lawyers, journalist, businessperson, manager, oil and gas specialists, office staff, state official, and security specialist. Because of this very reason immigrants come and steal away these jobs from the Russians. Most migrants come to this country to earn money since Russia is also one of the richest countries in Europe (Moscow and St. Petersburg are among the most expensive cities in Europe!). It is said that even the less paid manual job in Russia earns an immigrant enough to provide for their families at home (like “Motias” in the towns of Nagaland making a comfortable living, if not luxury in their own state). What little these immigrants earn in Russia makes them rich in their poor villages of central Asia and south Caucasus. The migrant problem in Russia is, immigrants taking away most of the jobs from the Russians as in Nagaland non-locals (as we call them) take away jobs like business, teaching, and different manual jobs. The crux of the problem is that Russians till now consider manual labour as secondary importance and since they do not consider it as national problem they do not have proper immigration

policy and as the days pass by influx of migrants increases. But even for Russia, a day will come to taste the consequence of ineffective immigration policy. I feel both Russia and Nagaland are on the same path though Nagaland is incomparable with a country like Russia from any perspective. However, the nature of the problem of immigrants in the state is quite similar with Russia and outcome will be the same. At present the people of Nagaland do not feel and see the consequences of influx of migrants into the state, but time will not wait for too long. The Ao Students’ Conference (AKM) has taken note of it and has initiated strict measures against immigration in Mokokchung town which other student bodies of the state also adopted. These significant moves (I prefer to say significant) should serve as a wake up call to all social as well as state administrative institutions to deal with this issue firmly and urgently. Unless we do it now, Nagaland is waiting for a similar violence and riots that have taken place in Assam and in France. Just an example, when AKM launched the flush-out operation of certain immigrants from Mokokchung, without much resistance from the other group the work was done. However, let us not expect the same response every time. They have their rights, courage and net working (sometime problem of migrants may be seen in terrorism) and at the same time they have legal rights in any country by one way or other as a human person. The moment immigrants resist and decide to stand up by themselves it will be the beginning of chaos, riots and terrorism. The problem with the people of Nagaland in relation with the issue of migrants is first of all psychological and others like political, economic reasons follows. First, Naga people consider manual job and small scale private business as the work of the non-locals (migrants), even we do not have much knowledge of doing it and tendency to seek only for the government job. The general masses have been brainwashed by the wrong notion that government employed staff receives salary without doing any work! It is the weakness of the state administration that compels people to feel this way. Due to this understanding different private sector employ the migrants for different purposes. Second, state does not have a proper immigration policy and the one which we have (the Inner Line Permit) is not used objectively but is used for political and individual interest. It is a high time for the state administration to carry out effective immigration policy to control the influx of migrants other wise we will pay a high price. As mentioned earlier, the immigrants will be there everywhere but the problem is not everywhere. This problem is more permanent in rich countries where earning is good and getting employment is easy or where there is no proper immigration policy migrants gather from their problematic countries and states in search of green pastures. However Nagaland is not like other rich countries that become a favorite destination for migrants but by certain geographical reasons and by the nature of the people the state becomes susceptible to this disease of immigrations. Geographically Nagaland is surrounded by countries like Myanmar, Bangladesh, and Nepal. These neighboring countries are economically and politically unstable, without having much to envy. The neighboring states particularly Asom and Bihar are another problematic states in this regard. Along with this, Nagas are lazy which diminishes their creativity, on the other hand, they are also kind natured people. These two combined together contribute to the problem because the immigrants exploit our laziness and good natured-ness to their advantage. Finally, there is no proper immigration law/policy in the state and even if it is there it is not used objectively. My conclusion is that unless the state has a proper immigration policy that can be used practically our state is also on the verge of riots and violence, violence not of native origin but a kind from outside. We cannot play games nor blame-games with it anymore. To save from this danger we cannot gauge out the state and plant it in an European country nor can we reverse the understanding of our people. The only option is to deal with the problem genuinely, purely and objectively not with political and individual interest.

he United States-India civilian nuclear agreement was signed into law this month after two years of negotiations and bitter debate, yet the deal's final terms have sharply divided arms control and non-proliferation specialists. The focus of this often-emotional debate revolves around a simple question: is the deal a meaningful compromise that protects India's national security interests and the integrity of the nuclear Non-proliferation Treaty (NPT), or does it give Delhi too much power and undermine the NPT? The debate continues with no consensus in sight. Unfortunately the deal's potentially far greater consequences are garnering far less attention. In particular, little has been said about how this deal is seen in other countries, the precedent it appears to set, and the impact it has on US leadership generally, especially on nonproliferation issues. These are equally critical concerns and, while we are still in early days, they may come back to haunt this agreement. Make no mistake: Washington's decision to agree to terms with Delhi offers hope to other governments considering nuclear weapons that they too may receive special status. India's insistence that it is a unique case - as it never signed the NPT and it developed its own nuclear technology - is unlikely to make an impression on would-be proliferators which have seen India gain official recognition despite its rejection of the NPT. Even if this is only hope masquerading as reason, it is still likely to encourage proliferation. While proliferation concerns top the list of the deal's critics, other political and security problems loom. Japan, for example, has made support for the NPT a cornerstone of its diplomacy and a core element of its postwar identity. Strategists in Japan are dismayed that a country which has consistently thwarted the will of the international community on proliferation issues would be rewarded for its obstinacy, and its status enhanced in the process. Delhi, like Tokyo, has sought a permanent seat on the United Nations Security Council, and Japan is confounded by the notion that India has not paid a price for insisting on having a nuclear arsenal - that being "a good nuclear citizen" does not count for much. Japanese officials and strategists also worry that the US-India agreement could pave the way for a nuclear-armed Korean Peninsula. Even though all six governments participating in the multilateral talks to deal with North Korea's nuclear weapons programs have declared their goal is a denuclearized Korean Peninsula, there is a fear in Tokyo (and elsewhere) that those talks will yield a "gray" Korean nuclear capability, neither confirmed nor denied. Japanese strategists argue this could be the tipping point that encourages their country to reconsider its nuclear options - even if the finger on the button is "Korean", not North Korean. Japan's concerns illustrate how Washington's readiness to accept the deal with Delhi has undermined its own credibility. A key ally is now wondering if it can rely on a US-extended deterrent. In private discussions, Japan is now asking if the US commitment to its protection is more solid than the pledge to denuclearize the Korean Peninsula. What will Washington do after Korean unification if another US ally - one with a history of enmity toward Japan - has its own nuclear weapon? The deal also further undercuts American credibility in Europe. Europeans ask, "How can we take the United States seriously when it asks us not to transfer conventional weapons and technologies to China, yet Washington flouts it own commitments by offering [weapons of mass destruction] WMD-related technologies and assistance to a country outside the global nonproliferation regime?" European countries such as Austria, Norway, Ireland, the Netherlands, and Switzerland initially opposed the US-India deal within the 45-member Nuclear Suppliers Group (NSG), and could have scuttled the entire idea. But they came under enormous pressure from the United States and India (as well as France, Russia, and the United Kingdom) to let it go forward. In the end, these and other countries acceded to the deal in a unanimous NSG decision, but that did nothing to diminish the resentment and perplexity within certain quarters of European capitals about US motivations and leadership on nonproliferation matters. More profoundly, many European officials and defense specialists see the US-India deal as part of a broader effort to reshape the Asian balance of power. Many of them believe the agreement is an attempt to forge a new relationship with a regional power that ultimately aims at balancing China. The perception that Washington is willing to use the NPT as a pawn in a geostrategic game undermines US leadership and diminishes the status of the NPT. Rather than serving as the cornerstone of the global nonproliferation order, the NPT now looks like just another item in a great power's diplomatic toolkit. Debate on the US-India agreement has focused on its impact on India's nuclear program and whether it strengthens the normative basis of the NPT by bringing a longstanding objector under its purview. But attention must also be given to the deal's impact on perceptions of US global leadership and reliability and the credibility of the NPT itself, especially as the treaty nears its next major review conference in 2010. The next US administration must pay close attention to the way that this agreement is implemented. It cannot be seen as lowering the bar on nuclear transactions either bilaterally or within multilateral forums. More generally, the next US administration must reassert its leadership in nonproliferation matters. It must challenge the perception that proliferation concerns have been subordinated to other priorities. Failure to do so will undermine efforts to build consensus on nonproliferation - one of the top US security concerns - while simultaneously encouraging other countries to follow India's example.

BHIWANI, NOVEMBER 3 (AGENCIES): A 22-year-old youth was today shot dead by police when he was returning from a party in the wee hours here today, his family alleged, but the cops claimed it was a case of accidental firing. The main accused, constable Karmbir has been arrested and a case against seven other personnel of Hisar's Hansi police has been registered, Superintendent of Police, Bhiwani, Sanjay Singh said as the killing of Kuldeep, a student of Vaish College here, sparked violent protests in the area with mobs damaging police vehicles. Kuldeep's brother Vikas, who along with another friend was with the victim when the incident took place, alleged that they were proceeding towards their house on a motorcycle when a police van suddenly stopped them. One among the personnel, some of whom were in plain clothes, fired a shot "from point blank range" at Kuldeep, he alleged. He said after the firing,

the police inquired about their whereabouts. Kuldeep fell from the bike and died on the spot, he claimed, adding the police team fled from the site. Hukam Singh, who was also travelling with the two brothers, alleged that the policemen were inebriated and manhandled them before firing at Kuldeep. However, Hisar Superintendent of Police Anil Kumar Rao said that the gunning down of student by Hansi police was not an encounter but a case of accidental firing. He said that police had stopped the youths as it had information that one Dara Singh, a prime suspect in a robbery case of Rs 2.16 lakh in Sorkhi village in May, was in Bhiwani. When the police signalled the motorcycle to stop at midnight, the youths tried to speed away, Rao claimed However, police party chased them on the ToshamBhiwani road and when police came near the motorcycle, a constable's gun went off as the condition of the road was not good, the

Additional police contingents have been deployed in the affected areas while Hansi Chowk has been sealed. Students owing allegiance to several outfits also staged a protest in Chandigarh.

Meanwhile, West Bengal Chief Minister Buddhadeb Bhattacharjee has also ordered an inquiry into the incident which left six policemen injured and damaged Paswan’s security vehicle. According to reports, the Prime Minister spoke with Paswan and assured him that he will direct the ministry concerned to enhance his security. “The Prime Minister has assured me to do the needful to enhance security for me,” Paswan told reporters. “The West Bengal Chief Minister told me that a high-level inquiry has been ordered after it was found that it was a bomb blast,” he said. Paswan had a close shave yester-

day when a landmine blasted his security vehicle in Baroa in West Midnapore district shortly after West Bengal Chief Minister Buddhadeb Bhattacharya passed through the area of attack that left six policemen injured. Immediately after the blast, Paswan’s party Lok Janshakti Party (LJP) had demanded Z plus security for their leader, saying that the blast was nothing but an attempt to assassinate him as Maoists had earlier also attacked him and even blown up his house in Bihar. Vice President Hamid Ansari and Home Minister Shivraj Patil also called up Paswan today to inquire about his well-being. Both Paswan and Bhattacharjee were returning after laying the foundation stone of the Sajjan Jindalpromoted JSW group’s mega steel plant at Salboni in West Bengal. Industry Minister Nirupam Sen, Sajjan Jindal, senior JSW officials and a media team were also travelling on the same route.

ISLAMABAD, NOVEMBER 3 (AGENCIES): President Asif Ali Zardari is expected to soon convey Pakistan’s concerns about a row over sharing of river waters with India in a formal communication to Prime Minister Manmohan Singh. The letter, drawing Singh’s attention to the urgency of the issue and the need for its early resolution, has been prepared with inputs from the foreign ministry. It is expected to be sent through diplomatic channels before Zardari leaves for an official visit to Saudi Arabia tomorrow. Zardari had said last week that he would ask Singh to deliver on his promise to settle a row over the sharing of the waters of the Chenab river in line with the Indus Waters Treaty. The Pakistani President said he would remind Singh of the promise the latter had made about resolving “the issue of reduced inflow of water in river Chenab at Marrala headworks” in

Pakistan in accordance with the treaty signed in 1960. The letter is currently at the presidency awaiting the President’s signature, The News daily reported. Once it is signed, it will be send to India through diplomatic channels. Pakistan has accused India of causing a loss of 0.2 million acre feet of water by diverting the flow of the Chenab river to fill the Baglihar dam in Jammu and Kashmir. It has claimed this was a violation of the Indus Waters Treaty. Islamabad is seeking compensation in the form of water from New Delhi to amicably settle the issue. India has denied Pakistan’s accusations and said it will address the concerns over the water-sharing pact. Pakistan has also hinted that it could seek the intervention of the World Bank, which brokered the Indus Waters Treaty, if it s not compensated for the reported diversion of the Chenab’s waters.

Eight persons have been detained a day after suspected Maoists triggered a powerful blast which injured six policemen and damaged the security vehicle of Union minister Ram Vilas Paswan at Baroa in West Midnapore district. IGP (law and order) Raj Kanojia told reporters, “We have detained eight persons after intensive raids at Bhadutala and some other villages throughout the night and they are being interrogated.” Senior police officers, including IG (western Range) Kuldip Singh were camping in the area to help the investigation, he said. Forensic experts were collecting samples from the area where bomb splinters lay scattered and a 5-ft crater had been formed due to the blast, he said. Experts were ascertaining whether an IED had been used, he said.

One of the policemen injured in Sunday’s landmine blast by suspected Maoists that targetted West Bengal Chief Minister Buddhadeb Bhattacharjee and central steel minister Ram Vilas Paswan is in a critical condition, doctors said here Monday. The policeman was driving a car in Steel Minister Ram Vilas Paswan’s convoy. The car bore the brunt of the blast. The cop had sustained head injuries, said the doctors. “Mukul Phulmani has a head injury. He is critical. A surgery was performed on him Sunday to take out the pellets. A panel of doctors is treating him. All his parameters are being monitored constantly,” said a doctor at the private hospital the injured policeman was admitted to. Inspector General of Police (law and order) Raj Kanojia said Phulmani was driving the pilot car in Paswan’s convoy when the attack took place. “His condition is causing concern.”

‘No higher degree without having basic ones’ NEW DELHI, NOVEMBER 3 (AGENCIES): In the age of the open university system of distance education where one can get a higher degree without having basic ones, this ruling from the Supreme Court has come as a dampener. To the question – whether a candidate, who has got a postgraduate degree from an open university without completing his graduation, be eligible to be admitted to the LLB course requiring graduation as an educational qualification – the apex court’s answer was an emphatic ‘no’. Upholding Guru Nanak Dev University’s contention and setting aside a Punjab and Haryana High Court verdict, a Bench comprising Chief Justice K G Balakrishnan and R V Raveendran said once the minimum

eligibility criterion was a regular graduation degree, the stipulation could not be side-stepped by a post-graduation degree from an open university. Appealing against the HC order directing it to admit Sanjay Kumar Katwal to the LLB course on the basis of his post-graduation degree through the distance education from Annamalai University, GNDU said it recognised the regular and correspondence course degrees conferred by Annamalai University but not the ones obtained through the open university system. Countering GNDU’s stand, Katwal argued before the Bench that the distance education system included correspondence courses and therefore post-graduation through correspondence was equivalent to the regular MA degree.

NEW DELHI, NOVEMBER 3 (PTI): Framing a Delhi-specific antiterror law will be high on the agenda of BJP in the national capital if voted to power, but the party feels that the absence of full statehood will hamper such efforts. BJP’s Delhi Chief Ministerial candidate V K Malhotra said granting of full-statehood status to Delhi would help tackle terror as it would help the city government frame its own antiterror law. “We will press for a very strict law just like in the United States and Britain. Delhi Government does not have the power to frame anti-terror law. That is why we will ask for full statehood,” Malhotra told PTI. The issues were identified by the Chiefs of Personnel Committee (COPC) comprising the top officers in the Army, Navy and Air Force handling

The COPC has, from its end, shot off a letter to the Defence Ministry officials to rectify the “seven aberrations” in the special instructions that included re-defining the military service pay and rank pay, thereby diluting the intent with which it was awarded to the defence personnel. Sources said the subversion of the definition of rank pay would mean the armed forces officers would take home less pay than what was intended to by the hikes provided in the pay commission notification. The Services’ letter to the Defence Ministry has pointed out that since the 4th pay commission, the rank pay was calculated as

part of the basic pay of the armed forces personnel. “This government policy provided the personnel a higher house rent, travel and dearness allowances. However, by re-defining the rank pay and delinking it from the basic pay, the bureaucrats have ensured that the armed forces personnel take home less amount as allowances,” sources claimed. The military service pay (MSP), introduced by the 6th pay commission for the first time, was meant to be a “compensation for difficulties specific to military life.” However, the Defence Ministry instructions now, referred to it as a “hardship allowance” to security forces in forward areas. The Services have questioned the rationale behind this re-defining of the MSP, wondering if it was meant to be provided to other security forces too working in counter-insurgency areas. Also, the pay commission explained that for employees drawing same grade pay, the priority for

status should be total emoluments, including non-practicing allowance for doctors and MSP for forces’ personnel. However, the Defence Ministry instructions delinked the MSP from rank and status, which, the Services said, was unacceptable and went against the spirit of the pay commission recommendation. One other issue brought out by the COPC was fixing basic pay for Colonels and Brigadiers at scales lower than what was awarded by the 6th pay commission. The basic pay fixation for Colonels and Brigadiers was to be done under S-25 pay scales. Under the new Defence Ministry instructions, the two sets of officers would be provided only S-24 pay scales, sources said. “S-24 pay scales is applicable to officers, who are a grade lower in the civilian ranks. This means the basic pay of a Colonel will be reduced by about Rs 1,300, while a Brigadier will lose Rs 3,000,” sources claimed.

Violent protests in the Islamic world after a Danish newspaper printed cartoons of the Prophet Mohammad might have been averted if C hristians and Muslims had spoken out jointly against such unrest and the provocation behind it, they say. This proposal is one of several ideas for better interfaith cooperation that the Common Word group, a broad coalition of Muslim leaders and scholars pursuing dialogue between the world’s two largest religions, will present at the November- 4-6 talks. “We should develop a crisis reaction mechanism so if there is another cartoon crisis, we could get together and make a joint statement,” said Ibrahim Kalin, an Islam scholar from Turkey who is spokesman for the group. They would also speak out against religious persecution such as the oppression of Iraq’s Christian minority, said delegation member Sohail Nakhooda, editor of the Amman-based

magazine Islamica. “We have to look out for each other,” he said. The Common Word manifesto, which invited Christian churches to a new interfaith dialogue based on shared principles of love of God and neighbor, was issued in October 2007 partly in response to Pope Benedict’s Regensburg speech a year earlier. Materazzi wins libel damages over Zidane headbutt LONDON, NOVEMBER 3 (AP): Italian defender Marco Materazzi has won libel damages from a British tabloid over reports that he racially abused Zinedine Zidane before the Frenchmen was sent off in the World Cup final for headbutting him. Although the amount of damages was not disclosed, the Inter Milan star successfully sued the Daily Mail for wrongly reporting that Materazzi had called Zidane "the son of a terrorist whore" before the French star butted the Italian's chest in extra time. 'My body gave me enough signals to call it a day'

"The body was asking me questions everyday. It was not easy for me to keep bowling as I have doing for the last 18 years. "His (Yousuf) wife told us on telephone that he has left for India today to play in the ICL," PCB Director Cricket of Operations Zakir Khan told reporters. "He did not inform us about his travel plans to India and we are trying to contact him directly," Khan added. Two cities fight to host first Winter Youth Games LAUSANNE, NOVEMBER 3 (AP): Innsbruck, Austria, and Kuopio, Finland, are the finalists in the race to host the first Winter Youth Olympics in 2012. The cities were announced Monday by the International Olympic Committee. The two other candidates - Harbin, China, and Lillehammer, Norway - failed to make the cut. The decision was made by the IOC executive board based on reports prepared by an evaluation committee headed by Pernilla Wiberg, a former Olympic gold medal skier from Sweden. The winning city will be announced on Dec. 12 after more than 100 IOC members vote in a secret postal ballot. Members from Austria and Finland are not eligible to vote. The Youth Olympics is a personal project of IOC president Jacques Rogge. The first Summer Youth Olympics will be held in Singapore in 2010. The 10-day winter games will feature about 1,000 athletes aged 14-18 competing in seven sports - skiing, ice hockey, biathlon, bobsled, curling, luge and figure skating. Bond says he will not play again for NZ NEW DELHI, NOVEMBER 3 (AP): Fast bowler Shane Bond is upset with how he has been treated by New Zealand cricket officials and will never represent his country again, even if he gets a recall. Bond, a genuinely quick but injury prone paceman, has been sidelined by New Zealand Cricket since he signed a contract with Delhi Giants in the unsanctioned Indian Cricket League. The 33-year-old former police officer said he'd harbored hopes of again playing test cricket when he originally got permission to play in the lucrative ICL Twenty20 competition. But then his New Zealand contract was terminated when the Board of Control for Cricket in India set up its own Indian Premier League Twenty20 competition and insisted that any player involved in the rebel league be banned by their national boards. "I'm disappointed with the way my country's cricket board treated me," he was quoted as telling Press Trust of India on Monday. "I don't want to represent New Zealand in test matches or one-day internationals any more. "Despite clearing me for the tournament earlier, the cricket board later changed their mind and stepped back from their stand. I am quite disappointed with that." SAO PAULO, NOVEMBER 3 (AFP): An emotional Lewis Hamilton admitted he was virtually lost for words and did not know he had succeeded when he became the youngest man to win the Formula One drivers' world championship. The 23-yearold Englishman, needing a top five finish to be champion, only seized fifth place for McLaren Mercedes again, after losing it, on the final lap of a tense, dramatic and rain-hit Brazilian Grand Prix won by his title rival and local hero Felipe Massa of Ferrari. As Massa triumphed and then celebrated, briefly, Hamilton caught and passed German Timo Glock of Toyota to turn his day from despair to joy after earlier appearing to have controlled his own race by cruising towards fourth or fifth place. A late shower of rain then created chaos and saw Hamilton change tyres and fall back to sixth before he made his final desperate charge to recover and claim fifth. But as he said afterwards Hamilton was not even sure that

he had won the title when he finally crossed the line in teeming rain and neardarkness in front of 100,000 spectators at the Interlagos circuit. "We did it, we did it," he shrieked. "But honestly I did not know if we had when I crossed the line. I was thinking 'shoot!' I am just not sure - have I done enough? Did we get it? "And they told me and I felt just ecstatic. We had made it. You can forget everything else that has happened before now. This is the best and it was the toughest race of my life. "I have to thank everyone, my Dad, my family, my fans and supporters back home and the team. It would be great to do it again in the future, but I am not sure if my heart can take that final lap all over again." His father Anthony Hamilton who has guided his career all the way from junior karting days when they were a poor family from a council estate in Stevenage, England, to the top, said: "This proves to everyone else, like us, that it can

be done. "It has come from 16 years of hard work and dedication and respect." Massa who finished the season in style with a dazzling win in front of his home crowd ended up in tears as he stood atop the victors' podium. He had won six races this season to Hamilton's five but missed the championship 98 points to 97. "It has been such an emotional day for me, I drove a perfect race and everything went to well," he said. "Then the rain came at the end again and I knew what was happening. We thought it was going to happen and it almost did, then I saw Lewis passing Timo Glock and I suddenly had such a lot of emotions. "I was so emotional, but I am proud of the team, of my team, my family, the people here today and the whole season and the championship. It is one more day of my life, Lewis has won it and I am going to learn from this." Double finish delights Force India SAO PAOLO, NOVEMBER 3 (PTI): The miracle Force India was praying for didn’t happen in the end and their double finish in the Brazilian Grand Prix notwithstanding, the newest kid on the Formula One block ended its maiden season without a point. The Brazilian Grand Prix was the last chance to break the duck and Giancarlo Fisichella drove an excellent race, running as high as third at one stage, before an undetected clutch problem cooked his goose and the Italian eventually finished a disappointing 18th.

His younger German teammate Adrian Sutil ran a steady race in the chaotic rain-soaked track to finish 16th. Fisichella’s maiden points this season looked agonisingly close after the Italian had made an inspired early call to change to dry tyres on lap two following the heavy rain on the grid. The Italian catapulted to the third position when the rest of the field pitted some five laps later and he held a points scoring finish until his first pit stop on lap 38. An undetected clutch problem, however, led to two stalls in the pit and Fisichella

dropped from the sharp end of the field to the rear. The points may have slipped through his fingers but the driver was happy with the way he raced. “It was an exciting race, with so many things happening,” Fisichella said. “It was a good decision to go to the dry tyres after the safety car came out and then it was looking very good. This part of the race was fantastic, even though it was very difficult through the first part of the circuit...The lap time was getting much better, then for a while I was in the first three and was keeping a good pace.

The previous youngest champion was Alonso who was 24 years, one month and 27 days old when he won the title in 2005. Hamilton was 23 years, nine months and 26 days old as he drove to glory on Sunday. Massa had been hoping to be the first Brazilian champion since Ayrton Senna in 1991. While Hamilton and Massa will be back next season for Scot David Coulthard this was the last race before retirement but the veteran winner of 13 grand prix did not make it to the first bend after slipping off when his Red Bull was hit by Nico Rosberg's Williams.

In one of the most thrilling finales the sport has seen, the 23-yearold Briton was seconds from failure for the second year in a row. Needing to finish fifth to become his country’s first champion since Damon Hill in 1996, Hamilton began the final lap in sixth place and with Ferrari title rival Felipe Massa cruising to victory. Forced to pit for wet tyres while in fourth place after a rainstorm in the closing stages, Hamilton had dropped to fifth and was then passed by Vettel’s Ferrari-powered Toro Rosso on the 69th of 70 laps. With the title disappearing as fast as Massa’s Ferrari was taking him to the chequered flag in front of his home fans, Hamilton’s family looked on aghast while Brazil prepared to celebrate. Salvation came in the shape of Toyota’s Timo Glock, with the German struggling for grip after staying out on dry tyres. Vettel overtook his compatriot for fourth place and then Hamilton powered past Glock as the final corner approached. Some 18 sec-

onds later, the title was won. “Amazing, I can’t even get my breath back,” said Hamilton, who embraced his father and brother before being mobbed by the team. “I thought my heart was going to explode. I think everyone else was the same. “I don’t know what would have happened if I had lost out on the last lap.” Team boss Ron Dennis could only agree: “It was heartstopping stuff,” he said. “I don’t think there has been a more exciting world championship as regards the outcome. It just worked great. “I’m sure there will be lots of people who have lots of opinions, but as far as we’re concerned we came here determined to win the world championship, and we did.” Massa, Hamilton’s sole title rival, won his home race for the second time in three years to chalk up a record 16th constructors’ title for the Italian team and their eighth in 10 seasons. is another day of my life that I’m going to learn a lot from.” At 23 years and 301 days old, Hamilton broke the record set by former McLaren team mate Fernando Alonso, the Spaniard who won the first of his two titles with Renault in Brazil at the age of 24, one month and 27 days. Hamilton’s title was the first for Mercedes-powered McLaren since Finland’s Mika Hakkinen in 1999. Massa, the first driver since compatriot Ayrton Senna in 1989 to miss out on the title after winning more races than anyone else, led from pole position after a start delayed for 10 minutes by a sudden downpour while the cars were waiting on the grid. The safety car was then deployed for two laps after a collision that sent Britain’s David Coulthard crashing into retirement after 15 seasons in Formula One. Alonso took second place in the race, with Raikkonen joining him on the podium to seize third place overall from BMWSauber’s Robert Kubica on race wins.
