DIMAPUR, OCTOBER 25 (MExN): Evidently discouraged that bloodshed continues between the Naga groups even though “commitment” to Naga reconciliation has been assured, the leaders of the groups are implored by the Forum for Naga Reconciliation to give reconciliation a chance. The groups are reminded that exercising restraint is not a sign of weakness, but rather, of strength. The forum’s appeal comes in the backdrop of yet another killing in today’s wee hours at Phaibijang village in Dimapur. A cadre of the “NSCN/GPRN” was killed allegedly by rival cadres. The Forum for Naga Reconciliation met in Kohima today and expressed deep concern over the killing that resulted in the loss of human life. Despite repeated appeals by the Naga people to leaders of the “Naga political groups” (factions), the forum is disheartened that violence still persists although the groups have all expressed their sincere commitment and willingness to the Naga reconciliation process, the forum today lamented in a statement. “The Forum for Naga Reconciliation is of the belief that the continuing confrontation and violence contravenes the spirit of ‘A Covenant of Common Hope’ and such violence will only result in further divisions among the Nagas; thereby weakening the already fragile situation” the forum said. While expressing discouragement with the violence, the forum however expressed gratitude “to those who have exercised utmost restrain under very difficult and compelling circumstances”.
Violence mars Reconciliation effort; One cadre shot dead DIMAPUR, OCTOBER 25 (MExN): After a brief lull in faction-related violence, a cadre of the “NSCN/GPRN” was shot dead in the wee hours of the morning at Phaibijang village, Dimapur today. The victim was identified as one “ss private” Hopeto Tuccu, son of a Late Xukithe Tuccu of Kihevi village, Jalukie of Peren district. The latest bloodshed comes in the backdrop of exhaustive reconciliation and peace initiatives by concerned civil society organizations that continue to this day. One such is the ongoing effort for reconciliation for the Naga factions, being undertaken by the Forum for Naga Reconciliation. Former Sikkim CM convicted in water scam NEW DELHI, OCTOBER 25 (AGENCIES): Former Sikkim Chief Minister Nar Bahadur Bhandari was on Saturday convicted along with nine others, including an IAS officer, by a designated CBI court in Gangtok for bungling in the state water scam, leading to a loss of Rs four lakh to the state exchequer. The court sentenced Bhandari and the then state Rural Development Secretary PK Pradhan to six-month imprisonment alongwith Rs 10,000 as fine. Eight private contractors were also sentenced to fivemonth imprisonment and a fine of Rs 5,000 was slapped on them

NNC ‘grateful’ to police for arrest DIMAPUR, OCTOBER 25 (MExN): The NNC is grateful to the Dimapur Police for arresting an extortionist, one Akbar Ali “in the name of the NNC”. “In fact, the NNC is surprised to know this in the Media today that even non-Naga is also involved in this criminal act of extortion in the Naga country” a note from a Along Jamir, ‘secretary’ of the outfit’s publicity said. According to the note, “the NNC is very serious about this and appeal the Police to severely punish the culprit for this crime” and also appeals to all concerned “to arrest and punish such people (extortionists) in the name of NNC especially in Dimapur and Kohima”. According to the outfit it has “been notifying to the general public time and again for such act of crime in the name of NNC by criminals (extortionists) in the Media” but it is “grateful” to the police “as well as the Media for their service for the good of the people in particular”. BANGALORE,OCTOBER25(PTI): India's Chandrayaan-1 has covered 20 per cent of its journey towards Moon as ISRO scientists today performed the second orbit-raising manoeuvre. The lunar spacecraft's on-board 440 Newton Liquid engine was fired for about 16 minutes from 5.48 am. With this engine firing, Chandrayaan-1's apogee (farthest point to earth) has been raised to 74,715 km, while its perigee (closest point to earth) has been raised to 336 km, ISRO spokesperson S Satish said. ISRO chairman G Madhavan Nair termed today's orbit-raising operation as "record-breaking". "So far, Indianmade satellites have reached to a height of only 36,000 km. Today's firing has taken Chandrayaan-1 to something like 75,000 km. That's well beyond what we have reached so far. It was a good event, and done precisely," Nair said.

Though the state government's appeal to the nun to come for the identification of the culprit remained unanswered, Home Secretary T K Mishra said she could be given justice soon as the crime branch of Orissa police had already made a "good progress" in the case. "Now she has to come and identify the accused who have been arrested by police," he said, adding that as many as nine persons had been put behind bar after their involvement in the mob attack on the nun was confirmed. ‘I have given up on talks with China’ DHARMSALA, OCTOBER 25 (AFP): The Dalai Lama said on Saturday he has given up on efforts to convince Beijing to allow greater autonomy for Tibet under Chinese rule. The Tibetan spiritual leader said he would now ask the Tibetan people to decide on how to take the dialogue forward. China has repeatedly accused the Dalai Lama of leading a campaign to split Tibet from the rest of the country. The Dalai Lama has denied the allegations, saying he is only seeking greater autonomy for the Himalayan region to protect its unique Buddhist culture - a policy he calls the "middle way." "I have been sincerely pursuing the middle way approach in dealing with China for a long time now but there hasn't been any positive response from the Chinese side," he said in Tibetan at a public function. "As far as I'm concerned I have given up," he said in an

Meanwhile, asking the crime branch to adopt a "prompt" and "professional" approach in the nun rape case, Chief Minister Naveen Patnaik said the government had already offered the victim to choose venue of test identification parade (TIP) at any place in the country. "We understand the terrible trauma the nun has undergone. Crime branch is probing into the savage incident," Patnaik said asking the officials to deal the case with humane approach. While renewing the state government's appeal to the nun, Home Secretary said that the case would be referred to fast track court so that the justice was delivered soon. The nun yesterday held a media conference at New Delhi to reiterate her demand for a CBI probe into the incident even after the Supreme Court rejected the same.
NREGS paying dividends in water harvesting DIMAPUR, OCTOBER 25 (MExN): The National Rural Employment Guarantee Scheme (NREGS) is paying dividends in Phiro village located under the Wozhuro Ralan Block after the village was funded under the centrally sponsored scheme to harvest rain water. Now 243 households of the village have constructed water tanks and using it for their daily needs. Phiro village has been funded under the NREGS to construct water tanks for each and every household of the village to collect rain water, a PIB report stated. “Before construction of water tanks, we used to go one kilometers to fetch water for our daily needs but I am very happy now after construction of water tanks,” the report quoted Tsalanpeni of the Phiro village. Besides this project, the Public Health Engineering department of Nagaland is also constructing one big reservoir under Accelerated
Rural Drinking Water Supply Scheme in the village to provide water supply to every house through pumping set, informed village secretary Zanthungo. Under Accelerated Rural Drinking Water Supply Scheme government is committed to provide safe drinking water after 100 meter elevation in hilly areas to each and every village, for which Public Health Engineering department is entrusted with making detailed project report in respect of every village, the report added. Meanwhile, another PIB report disclosed that the Executive Engineer of PHE Department Wokha, C.R Sangthan, while pointing out the status report basing on Bharat Nirman, said that as per the 2006 report there were 133 villages (including the un-recognized village) out of which 26 villages are partially covered under various drinking water supply schemes. NYC, NSUI endorse ENSF demand
DIMAPUR, OCTOBER 25 (MExN): The Nagaland Youth Congress (NYC) and the National Students’ Union of India (NSUI) today expressed strong support for the demand of the Eastern Naga Students’ Federation (ENSF) – “for relaxation of making B Ed degree mandatory for 10 years” – and demanded immediate fulfillment of the demand. A press release issued by the NYC president, Kaputo Shohe, and NSUI (Nagaland) president, Hitilo Tep, while endorsing the ENSF demand, stated that they were perturbed at the government of Nagaland “for their indulgence in not responding to the genuine demand of the ENSF for relaxation of recruitment policy making B.Ed degree as mandatory for fresh appointment into graduate post, leading the student community to launch an
indefinite agitation at a crucial fag end of their academic year.” While appreciating the need to have a good recruitment policy for upliftment of quality education, the release pointed out that a government notification alone cannot deliver the desired result. “The government should have the vision and farsighted for its practicability. However, it is deeply sad to note that the government of the day are functioning devoid with sense of far-reaching consequence for our people,” the release stated. In this connection, the release stated that Nagaland state has only three colleges offering B.Ed degree; the maximum intake capacity in a year, the release calculated, may be hardly 300. “As a matter of fact, if B.Ed degree becomes mandatory, we shall only open a floodgate for nonlocal employment opportunities and
Labour Commission notifies on ‘fake’ officials

DIMAPUR, OCTOBER 25 (MExN): Taking serious view of the issue of impersonation, the Assistant Labour Commissioner, Dimapur, has once again notified owners of shops and commercial establishments in Dimapur regarding the issue of registration and renewal. It had come to their notice that some people, posing as officials of the Joint labour Commission Nagaland, Kohima, and Assistant Labour Commissioner, Dimapur, and carrying fake certificate and forged signatures, would collect money as fees for registration and renewal under the Nagaland Shops and Establishment Act 1986, in and around Dimapur town. ALC Dimapur, Haizing Zeliang, in a notification has reminded those in concern
that the office never accepts cash nor issues money receipt. The fees have to be deposited through a treasury challan under the Head of Account 0230 L&E (Labour). After deposition, the original challan should be taken to the Office of the Assistant Labour Commissioner for registration and renewal. Anyone dealing with any person other than the authority would be doing so at his or her own risk, the Commissioner added. Henceforth, all traders and owners of shops and establishments are directed to register and renew their shop and establishment from the said office only on production of original certificate and treasury challan verified by Renchamo Ngullie, Labour Officer.

DIMAPUR, OCTOBER 25 (MExN): Personnel of the East Police Station today conducted a mass social work since 6:00 am, in preparation for the forthcoming festive season of Diwali, Christmas and New Year. In a message to the public, O.C. of East PS, Atu Zamvu stated that like the peaceful celebration of Durga Puja, Dimapur Police was expecting a “violence free” Dipawali, Christmas and New Year. He appealed to the citizens of Dimapur as well as the business community to extend their fullest cooperation to the police in curbing the menace of abduction/kidnapping for ransom, random killings and extortion and other crimes by providing timely information through phone numbers furnished below. He assured that the identity of the caller would
be kept secret and not disclosed at any cost while also cautioning that furnishing of false information is an offence under the IPC. DIMAPUR, OCTOBER 25 (MExN): The annual ‘Excellency Award’ programme initiated by the Ao Students’ Union Dimapur (ASUD) was held on October 25 at Town Hall, Dimapur with Dr. Ngangshi K Ao, Minister, PHED Kohima, as the chief guest. The cash award is sponsored by I Changkija, IPS (DGP), Kohima. Defining a successful person as one “knowing his/her calling and discovering his/her talent,” Dr. Ngangshi said, “God is a creator, not a duplicator. He has created everyone in a unique way and so everyone has a different calling and different talent. Search your talent which God has already placed in you.” Knowing the fact that there are around 7000 member counts under ASUD, Dr. Ngangshi put the question as to how these youths, ‘people with energy’, were contributing towards the social order. Expressing unhappiness in the line of work culture practised by Naga youths, he said that Nagas are sincere and hardworking when they stay outside Nagaland but the same tend to become lazy when they come back to Nagaland. While encouraging the students present to continue living in the grace of God, Dr. Ngangshi, with particular reference to the Ao-Nagas, said that the present generation are benefited from the good work of their forefathers who received the Gospel, loved and embraced education, and helped all neighbouring people. He expressed being unenthusiastic about identifying oneself with names of one’s range or village, and encouraged to practically live with the spirit of ‘We are all Aos’. “We are moving towards a one world government. In this kind of development, we should preserve our identity,” Dr. Ngangshi said. He encouraged the preserving of culture, knowing the essence behind festivals, protecting folklores, tales, songs etc. Finally, he exhorted the ASUD to continue doing the good work which they were carrying out for the welfare of the students. Dr. Ngangshi contributed a sum of Rupees one lakh to the ASUD.

the theme ‘Resurgence’ at its college indoor hall, here in Lingrijan, on Saturday. Speaking as the special guest, Longchar emphasised on three functions of an individual, which includes inward, outward and upward. These
functions can be practised by fearing God, he said. Stating that Jesus Christ is the ‘fountain of knowledge,’ the Reverend said, “We should have close relationship with God since we have only one life.” Dr. Loso Chalai, Chairman of the Governing Body of KMC, while exhorting the students, appealed to them to put maximum ‘reading hour’ in their studies and to work very hard to achieve something extra in life. “If you put more effort you can do anything,” he added. “Young people have much more energy and it depends upon them to utilise their energy since they have long way to go,” Dr. Chalai stressed. He said Naga society is filled with educated people, but many lack the desired quality since they lack moral education and the fear of God. The first session was chaired by Vinoto and Opon. Temsutola, of BA III, pronounced the invocation, and was followed by the welcome song, ‘Welcome to the family’, presented by the students of final year. ‘India not in recessionary mode’ MUMBAI, OCTOBER 25 (AGENCIES): India's growth story will continue despite a slight deceleration, but there will be no recession as in some advanced economies, Reserve Bank Governor D Subbarao said on Saturday. "India's growth will continue and even if there is some moderation, it will only be a modest moderation. But it will not be a recession...there will only be a slight deceleration," Subbarao told reporters here. Pegging GDP growth for FY'09 at 7.5-8 per cent, he said, this was "our best growth estimate", even though there were other estimates ranging from 7.2-8.7 per cent. As India's growth is mainly driven by domestic demand and consumption, the country would be less affected by the global financial turmoil but it would not go completely unscathed, Subbarao said.
Justifying RBI's cautious credit policy announced yesterday, Subbarao said that as a central bank, it had to balance price and financial stability with growth as inflation, though declining, continued to be a matter of concern. Between October 6-20, the RBI has already injected Rs 1,85,000 crore liquidity into the system and "the one per cent repo rate cut was aimed at getting the financial markets going and giving them confidence," he said. If the situation warranted, RBI would not hesitate to either infuse or withdraw liquidity from the system, he said, adding that at the same time the central bank wanted banks to focus on credit quality and ensure flow to productive and vulnerable sectors. Subbarao said that bankers have a "challenging task" and his message to bank-
ers yesterday was that they should keep credit flowing to productive and vulnerable sectors. "They must also keep an eye on credit quality which is important," he said. "If there are liquidity constraints or anything needed to be done within RBI's mandate, we will do it," he said, adding that the RBI would act swiftly and pro-actively to evolving situations. Asked what would be his message to the market which crashed yesterday, Subbarao said that the RBI was not in the business of reacting to equity markets. "We are the monetary authority, we give monetary policy signals and hope that they get appropriate signals," he said. Turning to inflation, the RBI Governor said, "In mathematical terms it was coming down and should be at around seven per cent by
end-March." But inflation continued to be a matter of concern as RBI forecast is based on not merely the wholesale price index but also other data. "The RBI makes a deeper study and if one analyses the consumer price index, the CPI for agricultural and rural labour was up by 11 per cent and that for industry was up nine per cent," he said. Oil prices, though declining, still continued to be volatile and kharif output, though promising, is forecast lower, he said, adding that "a weakening rupee also adds to inflationary pressures." The RBI has announced its monetary policy in the light of these concerns and balanced the need for financial and price stability while propping up sagging growth, he said. Subbarao did not subscribe to the view that the Reserve Bank is using less of the re-
verse repo as an instrument. "It (reverse repo) is an active variable and RBI will use it as a variable," he said adding presently, "we have decided to leave it at six per cent".He said the monetary measures taken in recent times have already begun reaping results, with call money rates now coming close to Reverse Repo Rate, while the yield on the 10-year G-Sec has also started coming down, from 8.3 per cent to 7.58 per cent. "These are signs of the liquidity situation easing," he said. On RBI's intervention in the spot or forward markets, Subbarao said he cannot discuss it publicly but the apex bank had a policy and intervened in the markets as and when necessary. The RBI was "sensitive" to the dollar liquidity issue, he said adding that the central bank has taken a num-
ber of steps including easing of External Commercial Borrowing (ECB) norms, raising NRI deposit rates and allowing banks to borrow from their overseas subsidiaries and branches. "If anything more needs to be done, we will do it," he said. Replying to a question on Ways and Means Advances (WMA) limit, he said it was temporary and had no bearing on government borrowing. On credit growth, which has exceeded the projection of 20 per cent at 29 per cent, Subbarao said, "Our call was to work with the 20 per cent projection credit growth." Up to October 10, however, it had exceeded projections and stood at 29 per cent. "We are not chasing numbers for their own sake... We want to make sure that credit growth goes to productive sectors and... helps in economic growth."

Blaming the present crisis on the failure of risk management in private financial institutions and a lack of market discipline, Singh said ''the sad truth is that in this age of globalisation we have a global economy of sorts but it is not supported by a global polity to provide effective governance.'' The prime minister supported a coordinated global action for declogging of credit markets and said the International Monetary Fund and World Bank should provide assistance to vulnerable countries ''with less service conditionalities and greater flexibility.''He said countries with strong foreign exchange positions could make additional resources available to the international financial institutions. Alternatively, the IMF should consider creating liquidity through a fresh allocation of Special Drawing
Rights (SDRs) in favour of multilateral development finance institutions, he said. While sustainable development is the buzz word, it is among the biggest challenges of our times and needs a lot of cooperative work to transform it into an operational strategy for development. ''The development strategies that we adopt have to result in a fair, equitable and balanced distribution of the economic dividend. At the same time, it must also preserve and protect the environment. Only then can we make faster progress in meeting the Millennium Development Goals,'' he said. There is a need to put in place a global action plan to promote both food and energy security for managing the challenges of both accelerated growth and its environmental sustainability, he said. Singh also called for action on the technology transfer and climate action fronts. Concerted action is needed on the poverty alleviation front as well, he said. ''The challenge ahead is to put in place development strategies which improve living standards, create opportunities for job creation and are also environment friendly,'' he said, adding, the world therefore needs a new compact to increase efficiency in the use of available energy resources. Without peace there can be no sustainable development. Terrorism, extremism, and intolerance threaten our social cohesion. We need to continuously strengthen international cooperation to combat terrorism. We must bring perpetrators, organizers, financiers and sponsors of terrorism to justice, he remarked. Finally, globalisation, if it is to succeed, must be fair and benefit the whole of humanity. Development has to be inclusive. It must reduce disparities of income and wealth. It should create ever widening circles of stake-holders. It should respect pluralism and diversity, he added.

BEIJING, OCTOBER 25 (AGENCIES): Prime Minister Manmohan Singh has called for massive injection of liquidity by multilateral lending agencies in developing economies to stave off threats of a global recession and bring about sustained growth. Prime Minister Manmohan Singh Addressing the opening session of the seventh Asia Europe Meeting in Beijing, he said the real economies of developing countries like India continue to grow even as they feel the pangs of the financial market meltdown elsewhere. He said active development of developing countries through injection of massive funds by multilateral agencies, especially in the infrastructural sectors, can help stave off of a global recession. ''This can be a counter-cyclical device and act as a powerful stabiliser,'' Singh told representatives from 45 countries at a working dinner on the opening day of the Asia and Europe Meeting. He said the crisis of confidence in the western financial system is spilling over to the global markets and the real economy, adversely affecting developing countries. He cited India's case where the annual GDP growth rate has declined from an average 9 per cent to 7-7.5 per cent levels. ''Our stock markets and the exchange rate of the rupee are under pressure due to capital outflow of foreign institutional investors (FIIs),'' as the global slowdown affects export demand and capital inflows, the prime minister said. ''The IMF and the World Bank should put in place facilities to provide additional assistance more quickly and in large amounts with less service conditions and greater flexibility to developing countries," he said. He blamed the current crisis to a massive failure of the regulatory and supervisory system and financial engineering without supporting regulatory infrastructure. The GJM supporters also gheraoed the AIGL office on Ring Road in the hill town claiming that Tamang had defamed the party chief. GJM General Secretary Roshan Giri said Tamang had claimed yesterday that the party chief had met state home secretary Asok Mohan Chakraborty on October 11 “secretly” in Darjeeling.
HNLC rejects peace talks SHILLONG, OCTOBER 25 (AGENCIES): The banned Hynniewtrep National Liberation Council of Meghalaya has rejected an offer for peace talks by the state government. Reacting to State DGP B K Dey Sawian’s recent statement that the doors were open for the Khasi rebel group to come to the negotiating table, HNLC Publicity Secretary Sainkupar Nongtraw said in an emailed statement to a section of media yesterday that the outfit was not interested to hold peace talks with the government. “HNLC has no agenda to hold talks with the State Government or state Police Department as they are only actors of the Indian Puppet Government,” Nongtraw said, adding that the invitation was aimed at creating “mistrust and confusion among the people.” HNLC, however, revealed that it had sent a letter to the Union Home Ministry in 2003 offering to hold talks, adding the outfit was yet to get a reply from the Centre. Earlier, HNLC had prioritised six points to be included in the ceasefire agreement with the Centre. They include lifting the ban on the organisation, talks in a “neutral” country with safe passage to its members, supporters and sympathisers and a transparent agenda for talks. The HNLC, the state’s most powerful militant organization, has been fighting for an independent province exclusively for the Khasi people.
NLFT insurgent killed in Tripura AGARTALA, OCTOBER 28 (PTI): An insurgent of the banned National Liberation Front of Tripura (NLFT) was killed in an encounter with Tripura State Rifles (TSR) at Adhikaripara in Dhalai disrict, police said on Saturday. Acting on a tip-off, security forces launched an operation at Adhikaripara, a remote place, on Friday and came under heavy fire by the insurgents. The TSR jawans retaliated and fire was exchanged between the two sides. The militants fled the scene to the nearby forest. Later during the search of the place a bullet-riddled body was recovered, DIG (police control) Nepal Das said. A country-made gun was also recovered, he said. Senior police officials have rushed to the spot with reinforcement and have launched a combing operation to track down the militants, he added.

He alleged that after the meeting, Gurung called off the agitation for changing car registration plates to ‘GL’ and replacing West Bengal government signboards with ‘Government of Gorkhaland’ in Darjeeling. AGARTALA, OCTOBER 25 (ANI): The serial bomb blasts in Agartala few weeks ago came as a severe jolt to the people of the state, who were basking in the atmosphere of peace for some time. Who is behind the attack? This is the often-repeated question in every body’s mind. Another question that dominates is that of the blasts being a sign of urban terrorism. The popular perception and initial reports indicate the hands of the Bangladesh based fundamentalist organizations. But sizeable groups of people say that the All Tripura Tiger Force (ATTF) is now shifting its base to the urban areas after getting marginalized from the tribal belt.
“ATTF has lost their base in villages and now they are trying to divide the Bengalis and tribals in the city. They want to start a communal riot and the bomb blast was necessary to make their presence felt in Tripura, said Samir Ghosh, a resident of Tripura. Several arrests have been made in Tripura’’s capital in the recent past after the serial blast. Most of the arrested persons belong to the Harkatul-Jihad-al-Islami (HuJI), which is a Bangladesh based fundamentalist organization. It is a well-established fact that the militant groups active in Tripura have close links with anti-India forces active in Bangladesh. Analysts say that fundamentalist and terrorists
groups are using the local militant groups like ATTF to target the urban areas, which are in the process of economic transformation. There is intelligence information suggesting that anti-India forces are motivating ATTF to resort to urban guerilla warfare if they want to make their presence felt in Tripura and the Agartala bomb blast is the first indication of such warfare, said Manas Paul, Security Expert, Tripura. “So far, investigations reveal that ATTF is responsible for planting and triggering bomb blasts in Agartala. From the examination of surrendered militants, it has been revealed that United Liberation Front of Assam (ULFA) is motivating and training the

Tripura opposition demands CBI inquiry into serial blasts
AGARTALA, OCTOBER 25 (PTI): Leader of the Opposition in Tripura, Ratan Lal Nath, on Saturday demanded CBI inquiry into October 1 serial blasts in Agartala. “The ongoing investigation by state Crime Investigation Department (CID) is virtually giving official stamp of approval to the ruling CPI(M)’s claim that banned All Tripura Tiger Force (ATTF) was behind the blasts,” he told reporters in Agartala. The charge of investigation should be handed over to CBI immediately to find the truth and arrest the criminals, because current investigatiown has not allowed police to act impartially, he said. Nath said, he had a telephonic talk with chief minister, Manik Sarkar, and urged him for arranging a special session of the assembly to discuss the issue. He said, the persons involved in this connection should be arrested irrespective of caste, creed, religion and political identity. Nath said, the central government sanctioned Rs 37.82 crore for modernisation of the police force in past three years but the police could not prove efficiency despite pumping so much money.

AIZAWL, OCTOBER 25 (PTI): Political parties in Mizoram are gearing up for the November 29 Assembly elections. The ruling Mizoram National Front (MNF) has decided to continue its ties with the Mizoram Congress Party (MCP) and forge an alliance with smaller parties to come back to power for the third consecutive term amid speculation about a hung Assembly. Facing a strong anti-incumbency wave after ruling Mizoram for the past 10 years, the MNF has decided to have an electoral tie-up with the Mara Democratic Front (MDF) in South Mizoram and the Hmar People’s Convention (HPC) in Aizawl district to secure the magic figure
of 21 in the 40-member House. The MNF and the MDF are likely to have a seat-sharing arrangement in Saiha district. The principal Opposition party, the Congress, has also entered into an electoral alliance with the Mipui Tangrual Pawl (MTP) or People’s Front by allotting six seats to it. The Mizoram People’s Conference (MPC) and Zoram Nationalist Party (ZNP) are contesting under the banner of the United Democratic Alliance (UDA). The MPC-ZNP combine had contested the 2003 Assembly polls, but managed to bag only five seats. The UDA is projecting former chief minister Brig. Thenphunga Sailo of the MPC as its chief ministerial candidate and Lalduho-
ma of the ZNP as his deputy. Though parties like the BJP and the Lok Janshakti Party claim to be in the fray, according to political analysts, the contest will be confined to the MNF, the Congress and the UDA. Alliances and coalition governments are not new in this tiny hill state. The first government, after Mizoram attained fullfledged statehood in 1987, was formed by the MNF led by Laldenga after the Mizo Convention and the Mizo Peace Forum merged with the MNF. The Congress government in 1989 was a coalition of the party and the MNF (Democrats), a breakaway group of the MNF. The Congress retained power in 1993 after forging an alliance
with Brig. Sailo’s Mizoram Janata Dal (MJD). The MNF bounced back to power under the leadership of Zoramthanga in 1998 after forging an alliance with Brig. Sailo’s party — then rechristened as Mizoram People’s Conference. The MNF retained power in 2003 on its own and formed a coalition with the MDF which managed to bag a single seat. With a strong anti-incumbency mood against the MNF and corruption cases against Lalthanhawla of the Congress, political parties in the state can ill-afford to take chances alone in the coming polls. The electorate seems to be extremely displeased with the performances of successive governments.

However, they later demanded a percentage cut from all the districts, said the chairman. Opening of communication with the crack 709 battalion of the ULFA, active in western and northern Assam, is significant because the rebel group’s most potent strike unit, the 28th battalion, that held sway over eastern Assam, had agreed to a truce with the authorities in June. Only the Bravo company of the 28th battalion is outside the ceasefire purview, but is said to be keeping a low profile. IMPHAL, OCTOBER 25 (ANI): Irrespective of their profession, Manipuris are getting tired of violent acts of militants. There is barely any place in the State, which has been able to remain unaffected by the activities of militants. All sections of the population --businessmen, medical professionals, teachers, students and even poor farmers and labourershave been affected. The recent target of militants’ was a brick kiln factory. They have demanded a huge amount of money from its owner. But the workers in an attempt to voice their personal concern decided to stage a protest. Hundreds of brick kiln workers of SDS brick kiln, located at Lamdeng Khunou near Imphal went for a sit in protest against the illogical demands of militant groups. The workers wanted militants to withdraw their demand for huge money from the kiln owners.
The protestors complained that despite having knowledge that the owners lacked the means to fulfill the militants’ demand, the militants were trying to squeeze out whatever they could. Y. Prameshwori Devi, a brick kiln worker, said: “Seeing that our employer is really disturbed, we all have decided to come out and protest so that we can resume our work in peace in future. We want the militants to withdraw their demand.” Sobita Devi, another kiln worker, said: “It’s really difficult for us. We have been deprived of our work, and are unable to earn our daily wage. It has become difficult for us to survive.” This is just one example of the impact that militancy has had on the lives of the people in Manipur. It is almost impossible for development projects to show results in Manipur. Although militants claim to be public’s well-
wishers, they are not leaving much room for the common man to survive. People want the menace of militancy to be curbed to enable the State to develop and move forward on the path of progress. Ronibala Devi, a member of the local Women Association, said: “The demands made by the militants have no justification. This brick-field is a small initiative and demanding money from the kiln owners is wrong. We oppose such demands.” The news reports about an assassination bid to Chief Minister Ibobi Singh, second time within a few months, has also added to public angst here. According to police reports, a bomb thrown by suspected militants exploded outside the CM’s official residence. The attack is believed to be a desperate attempt by some militant outfits who have been feeling the heat of action against them by the state police.
EVEN AS LACK of awareness programmes is a stumbling block for the villages in the North East to have 100 % sanitation the Central Rural Sanitation Programme (CRSP) should be an eye opener to the people Below the Poverty Line (BPL) to avail this scheme. Recently, the Nirmal Gram Puraskar, 2008 was awarded to a number of villages in the North East for having total sanitation and all attributes is the financial aids given by the Centre to the people through the state governments. The scheme provides each BPL family with Rs 1500 to construct a toilet and now it has raised the rate to Rs 3000. Its objective is to achieve total sanitization by 2012. While officials endorsed that the response to the CRSP programme is due to lack of awareness on the part of the people, a wake up call is on the anvil to achieve the targeted total sanitation in four years time. Besides villages in Mizoram, Manipur and Meghalaya which were recently awarded for

In East Khasi Hills, Rs 15.07 crores was sanctioned and Rs 162.22 lakhs has been utilized, Jaintia Hills, Rs 8.93 crores was released and rs144.76 lakhs used, Ri bhoi has used Rs 1 crore out of the Rs.3.39 earmarked, East Garo hills has recied Rs.7.39 crores out of which Rs186.88 lakhs being spent. However, in South Garo Hills, the project is expected to kickstart soon with an amount of Rs 7.12 crores being the listed amount. Under the present set up of the programme, Meghalaya has been granted Rs.31.7 crores. Similarly in the other Northeastern states funds were sanctioned as per the size of the population.

Mizoram to urge Centre to rehabilitate Bru rebels AIZAWL, OCTOBER 25 (AGENCIES): Mizoram government would again urge the Centre to release funds for rehabilitating former cadre of underground Bru Liberation Front of Mizoram (BLFM) so that Rs 20,000 could be distributed again to each of the former militants. The decision was taken at a meeting held here between the state government and former BLFM cadre yesterday, a top government official told a news agency today. The Union Home Ministry was yet to release funds as promised earlier, officials said. The official said the talks were held under cordial atmosphere and both sides understood the vexed problems of the rehabilitation and resettlement of former Bru militants. Mizoram government was represented by state Chief Secretary Haukhum Hauzel, top officials of home department and police officials and Deputy Commissioners of districts concerned. The problem of distributing funds for rehabilitation and resettlement of Bru ex-insurgents and repatriation of Brus now lodged in six relief camps in Tripura was discussed.

The Law Of Terror

E
ver since its inception, Israel has implemented some of the most stringent counter terror measures having, perhaps, the most experience in this area than any other country in modern times. Soon after its establishment, the Jewish state enacted the Prevention of Terrorism Ordinance which, and subsequent enactments, produced the dreaded intelligence agency like Shin Bet, gave authorities immense prosecutorial powers to detain individuals and question (read torture) them, permitted the targeting of suspected terror areas and centres, and allowed the bombing of such areas (collateral damage became an acceptable norm), thus inflicting enormous damage on civilians. This ordinance was amended later to make it even stronger so that even sympathising with what the authorities perceived as terror groups was deemed illegal. Despite these severe measures in place, Israel lives in the shadow of dread and there is no respite from the barrage of lethal attacks that routinely take lives. In this tiny country, periodically in the grip of nation-wide fear, there is hardly anyone whose someone – an associate, a friend, brother, uncle, a distant relative, a close friend's colleague or a neighbour--has not been a victim of these attacks. Strong laws have demonstrably had no effect in stamping out terrorism. If anything, Israeli citizens have paid a high personal price by accepting a drastic dilution of their basic liberties in this ineffectual fight against terrorism. They are often subjected to a high degree of surveillance over their daily lives. Searches of individuals and their belongings, screening, security checkpoints, CC TV cameras and constant monitoring of public and private spaces are routine. Such is the security mania in the country that at Tel Aviv airport all foreigners have to face a rigorous interrogation by security personnel and disclose all manner of personal details on travel plans, purpose of visit, contacts in Israel (and with Palestinians if any), sources of income and, if you happen to be a research student, the topic of your thesis, the reason for choosing the topic and even the chapterisation and conclusion of the study. If all such queries are not answered to the satisfaction of the security personnel or if they think they detect any nervousness, a more intensive grilling follows that could last for hours. This is the anatomy of everyday life in a besieged country that has gone to extraordinary lengths to cultivate an enemy. Despite a zero tolerance approach to terrorism and an ostensibly near foolproof mechanism in place for decades, which has earned it international opprobrium, Israeli citizens continue to face terrorist threats on a daily basis Israel's human rights violation record and its anti-terror policies have been condemned world-wide and the coun-
try is still struggling to fight its isolation in international forums, including at the United Nations. The state has indulged in gross human rights violations of unparalleled magnitude against Palestinians, using coercive and ruthless methods of interrogation to gather information on terror activities and conducted assassinations of Hamas leaders in Palestine and of other targets even in other countries. Israel has often been accused of anti-Arab profiling. Democratic opinion across the world has repeatedly condemned the Israeli policies of economic sanctions, restrictions on Palestinian mobility, segregation of cities from cities, villages from villages and imposing immense hardships on ordinary Palestinians, crippling their economy, paralysing everyday life through the use of disproportionate force, including the deployment of tanks and missiles for destroying Palestinian civilian structures. Despite such a zero tolerance approach to terrorism and an ostensibly near foolproof mechanism in place for decades, which has earned it international opprobrium, Israeli citizens continue to face terrorist threats on a daily basis. Not everybody in the country is an obsessive xenophobe or Arab hater. There is a whole generation that has only seen violence, like their parents have, and who want to carry on life in a normal way, in peace and harmony, without any suicide bombings or any draconian laws that pervade society and intrude into their daily lives. Though the Israeli state is an unabashed coloniser, what is generally lost sight of is the fact that ordinary people in the country want peace for themselves and with Palestinians, while their leaders, cutting across the political spectrum, continue playing on their fears for domestic political dividends. Even a left-of-centre party like Labour partakes of the same truculence as its more right wing counterparts, because the terms of politics in security matters are set by the latter. India is moving on a somewhat similar pattern. While there cannot be any comparison between the political situation in West Asia and India, for Israel has been in conflict with the Palestinians since its establishment over issues like land, water and the future of millions of Palestinians, there is a family resemblance in the way in which enemies are perceived and how they are dealt with. The social pathologies of amplified fear are used to engineer a similar environment of extreme insecurity to politically validate the suspension of constitutional liberties and the targeting of innocents in the name of combating a menace that is permanently in the air. A chorus of demands from within civil society for harsh laws to empower the police and security forces to dangerous levels of lawlessness and vendetta can quite easily be orchestrated in an atmosphere of terror-induced insecurity. Therefore, the amplification of the perceived threat through official exaggerations and incessant re-runs of gruesome spectacles in the visual media can potentially lead to a grotesque Hobbesian contract by which society voluntarily surren-
ders its liberties and its freedoms to create an intoxicated Leviathan. This is where the parallels between India and Israel lie and these are surely not coincidental. Post 9/11, post December 13, 2001, post 7/7 2005, postSeptember 2008, the Israeli model of fighting terror has increasingly gained currency among the mainstream of the international community, so much so that it is now the accepted global model During the late 1990s, especially after the NDA government came to power, Indo-Israel strategic cooperation (including in the field of anti-terrorism) intensified, culminating in the visit of then home minister L K Advani and Jaswant Singh to the Jewish state in 2000. The composition of Advani's delegation had drawn much attention from media as it comprised heads of intelligence agencies, RAW, IB, and central police organisations fighting terrorism. Advani formalised Indo-Israeli cooperation in his meetings with the Mossad chief and Israeli ministers dealing with security. Israel was keen to support India's anti-terrorism efforts. There was a newly discovered convergence in threat perception shared by the two countries. Hence, the symmetries in the security environments of the two countries have a certain tangible kinship. Advani's cabinet colleague Jaswant Singh, who had also visited Israel days before Advani, made energetic efforts to cement the growing ties between the two countries but reiterated New Delhi's continued support to the Palestinians for their "inalienable rights to reside in internationally-recognised territories." Singh also made a controversial remark in reply to a question at the Israeli Council of Foreign Relations on why India took so long to establish diplomatic relations with Israel. He blamed it on India's past politicians and their urge to cling to office with the backing of the Muslim votes saying that India's Israel policy became captive to domestic policy that came to be unwittingly an unstated veto on India's larger West Asia policy. Jaswant Singh's remarks signified an obvious shift in India's West Asia policy and its increasing fondness for Israel. Long before he became a cabinet member of the government that enacted POTA, Jaswant Singh had, in his 1988 article, "Beleaguered State" in the journal Seminar, offered the following trenchant criticism on the use of stringent laws in Punjab-"Unfortunately, [the Indian] government is a classic example of proliferating laws, none of which can be effectively applied because the moral authority of the Indian government has been extinguished, and because the needed clarity of purpose (and thought) is absent. Not surprisingly, therefore, [the government] falls back to creating a new law for every new crime . . .'' There is something predictable but diabolical about Jaswant Singh’s paradigm shift, who during the hijack of the IC-814 flight to Kandahar had personally escorted
three terrorists in exchange for the lives of the hostages. Since then India has witnessed a spurt in terror attacks over the years and the recent sickening and morally repugnant explosions have generated an extraordinary climate of fear in a society conditioned to accepting the globally dominant narrative of terror and the overriding necessities it demands. Stringent laws have not solved the problem of terror attacks. Not in Israel, not in India. The solutions have to be found elsewhere Post 9/11, post December 13, 2001, post 7/7 2005, postSeptember 2008, the Israeli model of fighting terror has increasingly gained currency among the mainstream of the international community, so much so that it is now the accepted global model. The central tenet of this doctrine is that terror attacks are perpetrated by irrational, hatefilled Muslim youth fanatically pursuing the dream of global jehad. The stereotype is now cast in stone, and like all stereotypes it relies on caricature and results in hate. It justifies retribution and repression and fulfils its own nihilistic prophecies, setting in perpetual motion an endless cycle that cannot be terminated by special laws. Yet, today in India there is a deafening demand for enacting new, more stringent legislations to tackle terrorism. Such laws, curtailing fundamental rights, are driven by political expediency. Those demanding such laws should not forget that TADA, POTA, MISA had all to be repealed. Most of these laws already had their run without ending the threat of terror attacks or even minimising them. While more and more innocent persons have become victims of unrestrained police action, the conviction rate under even a draconian law like TADA has been abysmally low, below 2 percent in fact. The number of killings in response to terrorism, on the other hand, is exceptionally high. Tough laws encourage a corollary moral environment in which the threshold of tolerance for impunity by the state is raised, because the imperatives of the situation are deemed to require it. In effect, what it means is that the special law does not prevent terror and rarely punishes the guilty. If tougher laws could solve the problem, then why did it not prevent the terror attack on Parliament despite the fact that POTA was in place? Why did MCOCA fail to prevent 7/11 in Maharashtra? Why does militancy in northeast not subside despite 50 years of AFSPA. Why does Jammu ad Kashmir periodically burst into flames? Stringent laws do not lead to superior intelligence nor to efficient prosecution. They just permit prolonged detention without proof of guilt. We rarely get to know who the perpetrators of such crimes are. As the BJP's Jaswant Singh, no less, pointed out 20 years ago, stringent laws have not solved the problem of terror attacks. Not in Israel, not in India, not anywhere else. We have to look for solutions elsewhere.

ast six months have been most disturbing on the Indian political scene. As far as the values of integration are concerned they are being attacked very severely by terrorist-communal forces. First, we saw the series of bomb blasts, Bangalore, Ahmedabad, Delhi and Malegaon. It was projected by the authorities that all these acts are due to Jehadi Muslim groups that police have succeeded in cracking the network. One outcome of this was the Batla house encounter in which police, bravely killed the terrorists. It put out a version that now the terror ring has been busted and kingpins have been arrested. It is another matter that later the relevant-uncomfortable questions were raised and satisfactory answers to these were not forthcoming. On the top of this the claim that Malegaon blasts were done by SIMI proved to be false as the investigation showed the possibility of ABVP/Bajrang Dal being involved in same. During the same time two Bajrang dal Activists got
killed while making bomb in Kanpur, two activists of Hindu Jagran Samiti were involved in placing the bombs in Thane due to which seven people got injured. During this time again in Tenkasi, Tamil Nadu, the bombs went off near RSS office and as usual the cry of wolf was made, but the wolf here had different shades than what RSS wanted to propagate, as most of those planting the bombs turned out to be Hindus, with affiliation, which are not difficult to guess. During the same time the anti Christian violence was orchestrated and launched in Orissa to begin with, later on spilling to Karnataka. The pretext first was that Christians have beaten Swami Laxmananand (December 2007) and later that Christians have killed the swami. Interestingly a Maoist group claimed to have killed him but the RSS combine stated that they don’t believe in the claim of Maoists, meaning there by that they have the right to decide who the culprit is! The third tragedy related to the Hindu Muslim violence in Burhanpur, Dhulia and few other places on the slightest pretext of tearing a banner or some such. What
is disturbing is the way things are shaping in the country. The anti Muslim hate propaganda, which has been sustained on various myths have gradually been taking he shape of deep rooted perceptions. Earlier lot of planning and bigger pretext was needed to unleash the violence, now even a small pretext suffices to initiate the mayhem. Some of the properties are well marked in advance for destroying. The loss of lives of minorities is many times more than their presence in population. The stereotyping of Muslim community through reporting of acts of terror has boosted the negative perception of the community in a serious way. At the same time the there is a realization that there are two set of laws, that they will not get justice and that their feeling of insecurity in the society is going up by leaps and bounds. One does not know whether this disturbs the ruling coalition or not. For Muslim minorities to keep faith in the Government in such circumstances is not difficult, it is impossible. Christian minority was not the target till quite late. As the hate propaganda
based on make believe forcible conversions, allurement, insult of our gods, foreign money keep percolating in the society, and a silent sanction for attacking them started building up. Now even a slightest pretext is sufficient to undertake the despicable violence against the community. This is a clear case as to how already a social mind set has been created, through word of mouth propaganda and media where by the minorities have been demonized and now the violence against them has become the order of the day. Even the global phenomenon of terrorism and local phenomenon has added on to the same and in this case Islamic terrorism, and ‘all terrorists are Muslims’ has been made the fodder of social thinking. As such, starting from Golwalkar, RSS’s formulation that Muslims and Christians are threats to Hindu nation, to the present day, there is a consistent worsening of the level of demonization of minorities. These entire social phenomenons are raising a deeper question related to our democracy. Democracy not only ensures that are citizens are treated equally
it also stands for giving affirmative action for weaker sections of society. As such the litmus test of democracy is the welfare and security of minorities. Here we see that as to how the marginal stream which came up during freedom movement and kept aloof from it, the Hindutva vehicle, RSS, has been successfully working, using the democratic space to abolish, precisely the democratic values which gave it a space to stand. While totally defamed after Gandhi murder by one of its followers, its acceptability began with Jayapraksh Narayan letting it run the movement, which led to emergency and later formation of Janata Party. RSS began by spreading hate against Muslims and Christians, formulated by its founders and penned by its ideologue, M.S. Golwalkar. Golwalkar instructed that Muslims, Christians and Communists are the threat to Hindu nation. The RSS shakhhas kept spreading this ceaselessly and it became a part of social common sense over a period of time. RSS also planted its swayamsevaks in different walks of social and political life, education, media, police, bureaucracy etc. Once
its political child, Jana Sangh became part of Janata party, it ensured that large number of swaymsevaks become part of media establishment. And later during NDA regime, this game of theirs’ had a field day. Capping these efforts through Vanvasi Kalyan Ashram, social engineering got intensified in Adivasi areas. With US administration coining the word ‘Islamic terrorism’ and that propaganda that Madrassas are the dens of training terrorists; RSS completed its indoctrination module. The deadly poison it spread against minorities first spread hate and created divides in the communities, leading to ‘hate other’, which in turn forms the base of communal violence. Communal violence in Indian context gets assistance from the communalized state apparatus, sections of police in particular leading to polarization of communities and rise to political power of the communal party. The conveyer belt begins from demonizing other and leads to the RSS’s political child becoming politically strong. That’s how a political party which managed two seats
in parliament in1984 elections has become formidable electoral force today, knocking the democratic values and imposing the religion based nationalism. Though not in power in center, its machinations are polarizing the society all over, creating divisions in the society, rampaging the rule of law and paving the way for creeping fascism. What is happening today is reminder of how things happened in Germany, with Hitler leading the carnage. Beginning with hate Jews and then Christian minorities, then Communists and trade unionists paved the way for the stifling atmosphere of fascism, authoritarian state with social base. Today we seem to be helplessly watching a similar situation. While RSS combine is behaving like a rampaging bull, Bajrang Dal planting bombs, its workers carrying arms openly, distributing trishuls en masse, the state ruled by so called secular combine, UPA alliance seems to be a helpless observer, as the whole machinery itself seems to be affected by the communal virus. Where do we go from here? Opposition to this fascist politics, fighting it
tooth and nail cannot be postponed by a single minute. The time has come that all those believing in democracy and welfare of all need to come together and put and end to the politics of hate. Popular front at social and political level is the need of the day. The power seeker political formations may not look beyond their personal gains but the social movements need to put the pressure in the right direction for these political people to hang together before we are hanged separately. It is not just a question of opposition to one political formation. The question is can we let the RSS version of Hindusim destroy the Kabir and Gandhi version of Hinduism and religion? The question is can we let the innocent minorities be the scapegoats for the fascist politics to keep on going? Should we let the democratic space be usurped by those wanting to bring in a nation state in the name of religion? Whether India will nurture the values of freedom movement and strive for human rights of all depends on us, as in no time in the past the very concept of democracy has been stifled as much as we are witnessing today.

A Christian View of the Economic Crisis
TIME OUT WITH GOD A LEADER’S PRIORITY A Sunday Sermon: A preacher once said, the good thing about my life in Christ is because, “When I opened my Bible God talked to me, and when I closed my Bible I talked to God”. We all need to eat each day, we make time for that purpose, and to recover our strength in anyway we can. Normally it does not matter if we are very busy or not, we always find ‘time out’ to eat. Our spiritual life should also be given time and space. If we don’t dedicate time each day to our personal relationship with God, we will be living on diminishing strength. Under normal circumstances, at any time and however our day goes, we need time out. Not only to rest and meditate on how things are going, but above all to pray, read the Bible, and listen to God. Sometimes we ask ourselves why we don’t know how to behave, or why we react badly to difficult circumstances. We forget the most important thing: have we taken time out to listen to our Spiritual Coach! What are your priorities? Are you finding time to do everything else, and only after that, if time allows, giving time to God? If so, let me tell you that it is not a good system. If God is at the end of your list, you are sure to have problems in your spiritual life. The most important time of each day is the time that you dedicate to being alone with your Creator. Just as the most important day of the week is Sunday, a time to Praise and Worship the Lord, listen to the sermon and to have fellowship with the others, as the body of Christ. Do you know what could happen if you neglect your time with God? Well, you’re not able to give what you have not got yourself. You cannot hope to help others, given the fact that you have not yourself received help from on high. You can’t comfort, encourage, strengthen, teach, nor can you evangelize; because it is very difficult to get water from an empty fountain. And if we don’t drink from the fountain of God, we become empty vessels ourselves!

Is the economy really driven by greed? THE HEADLINES tell the story as recent days have seen the American economy and its financial system buffeted by seismic failures and the virtual disappearance of major investment banks. The debate raging in Washington these days concerns the form and extent of government intervention that will be required in order to restore stability to the financial markets. Comparisons to the Great Depression are inevitable, but today's crisis bears little resemblance to the total economic collapse of the late 1920s. Capitalism is not in crisis and the fundamentals of the American economy remain strong. When President Franklin D. Roosevelt took office in 1933, the nation faced a genuine crisis and economic collapse. For the most part, the banks were closed and the nation was out of business. Nothing like that is happening now, but the financial system is clearly in need of reform and realism. The fundamentals of the economy remain intact. These include American innovation, a dedicated labor force, strong consumer demand, vast natural resources, and unlimited intellectual capital. More than anything else, this crisis has to do with what happens when the markets come to term with excessive valuations. Put bluntly, wildly inflated valuations led to risky financial adventures and worse. The sub-prime mortgage collapse came as more realistic real estate valuations forced market corrections. The vast global financial system has accepted the inflated valuations as real and traded in the risky mortgages as if the game would go on forever. This was a fool's errand. There were other causes of the current distress in the markets and other forces at work within the economy at large. The slide of the dollar and the rising price of oil both played a part, as did more fundamental shifts having to do with a globalized economy and the continuing shift toward a knowledge-based economy in a technological age. Is this all about greed? Yes and no. In the movie "Wall Street," the character Gordon Gekko famously declares that "greed is good." But is the economy really driven by greed? This question requires a return to what we might call "Economics 101." No Christianity Today
one has explained basic economics as well as Adam Smith did in his 1776 classic, The Wealth of Nations. As the great Scottish thinker explained, an economy is based upon the transfer of goods and services from one individual to another. Each partner in the transaction must believe that this transfer is in his or her own best interest or the transfer is not voluntary. Both parties seek to gain something from the transfer. Since no one person can meet all of his or her own needs alone, a vast economic system quickly takes shape. Individuals trade goods and services through the exchange of currency or another agreed-upon form of value. At every stage, the transfer is made because those involved desire and intend to achieve a gain. The legal entity of a corporation allows individuals to band together in a common economic cause with certain legal protections. A stock market allows individual investors to buy an interest in a company, thus allowing the corporation to use their capital in hopes of future gain. The market works because all concerned hope to gain through the process. The development of vast global economic systems simply builds upon the simple principle that all participants are willing to trade one good for another they want even more and to invest in the hope of future gain. Is this greed? In and of itself, this is not greed at all. The desire for a profit, for income, and for material gain is not in itself greed. The Bible clearly teaches that the worker is worthy of his hire and that rewards should follow labor, thrift, and investment. Greed raises its ugly head when individuals and groups (such as corporations or retirement funds) seek an unrealistic gain at the expense of others and then use illegitimate means to gain what they want. Given the nature of this fallen world and the reality of human sinfulness, we should expect that greed will be a constant temptation. Greed will entice the rich to oppress the poor, partners in transactions to lie to one another, and investors to take irrational risks. All of these are evident in this current crisis. Christians should think seriously about this economic crisis and ponder what it would mean to come to a Christian understanding of what it means to be participants in this economy. As Adam Smith recognized, the economy is a moral reality. Human beings actualize their moral selves in making economic choices
and through participation in the economic system — and we are all participants. Indeed, one of the defining differences between the current crisis and the crisis of the 1920s and 1930s is that the vast majority of Americans are now, in effect, investors. Our retirement accounts are, by and large, mingled with the investments of the titans of industry. Through their pension funds, school teachers are investors right alongside Warren Buffet. This was not the case in the run-up to the Great Depression. We all want and need the stock market to do well, and the outcome of any market crisis effects both Bill Gates and the worker in the local medical clinic. Christians should look at the economy as a test of our values. The Bible values honest labor and dedicated workers, and so should we. The Bible warns against dishonest business practices, and we must be watchful. False valuations are, in effect, lies. Dishonest accounting practices are just sophisticated forms of lying. Insider information is a form of theft. The Bible honors investment and thrift, and Christians must be wary of the impulse for short-term gains and pressure for instant profit. Over the long-haul, the entire economy must prosper if the vast majority are to do well and realize a responsible gain. Thus, the current crisis sheds light on what happens when things get out of control, when various pressures distort the proper operation of the markets, and when irrational valuations entice investors to make poor investments. Dishonesty enters the picture at many levels, and the individual investor is too often left in the dark. When these things happen the economy is threatened by a lack of trust, and trust is the most essential commodity of all when it comes to economic transactions. Without trust, the entire system collapses. The big debate in Washington is over the extent of government intervention. Prudence would indicate that the less government intervention, the better. Adam Smith was confident that a "hidden hand" within the economy would rectify excesses and punish bad actors. I think he is basically right, but the government is, like it or not, one of the actors in this economic system. The problem with letting the markets solve this problem and letting the "hidden hand" punish the bad actors and unwise decisions is that, in this situation, the small
investor is crushed along with the tycoon. Furthermore, the entire economy could face a crisis of confidence. So watch the debates in Washington with interest and consider how a Christian should understand the economy and our economic lives. The free market is not perfect, but capitalism has brought more wealth to more people than any other system. It rewards investment, labor, and thrift and rises on innovation. Better ideas and better products push out inferior ideas and inferior products. Given the reality of human sin, we should not centralize economic control in the hands of the few, but distribute economic power to the many. A free market economy distributes power to multitudes of workers, inventors, investors, and consumers. No economy is perfect, but the American economy remains a marvel. The present crisis is an opportunity to rethink some basic questions and restore trust. There are no easy ways out of a crisis like this, and no painless solutions. Yet, would you trade this system for any other? This current crisis should also remind Christians that we are not called to be mere economic actors, but stewards. Everything we are, everything we do, and everything we own truly belongs to God and is to be at the disposal of Kingdom purposes. This world is not our home and our treasure is not found here. We are to do all, invest all, own all, purchase all to the glory of God. Finally, this current economic crisis just might help Christians to focus on another issue — retirement. Where in the Bible are we told to aspire to years and decades of leisure without labor? There is nothing wrong with saving for what the world calls retirement. Indeed, that is just good stewardship. We should watch the developments and debates in Washington and New York with interest, but we should investigate our own hearts with even greater urgency.

The practice of Christian assembling for worship on Sunday dates back to the beginning of the Christian era. However, it was only in 321 A.D. that, Constantine, the Great Roman Emperor issued a decree that all works should cease on Sunday. It becomes more widespread and practice to other nations when European countries conquered the other nations of the world. No matter what-God must be the first priority. One Sunday morning, a certain God fearing preacher was just about to preach his sermon. Suddenly the king’s messenger arrived with a message from the king that he wanted to see him at once, as the preacher was the king’s counselor. After he listened, he told the messenger that, “He is in God’s business, no matter who happens to see me.” Tell the king that I am busy now with my greater King of heaven and earth, and then only I can come to see him. It shocked many people who heard him said that, but it is also true to his faith and the priority. Most people may have read the story of Eric Liddell from Scotland. NEWS FILE A’bad blasts accused in police custody
AHMEDABAD, OCTOBER 25 (AGENCIES): Abdul Razik Mansuri, an accused in the July 26 serial blasts here, was on Saturday sent in police custody till November 6 by a court here. Mansuri, apprehended from Madhya Pradesh by the city police two days ago, was produced before Metropolitan Magistrate G M Patel’s court for remand. Giving reasons for seeking remand, police said Mansuri was suspected to be involved in planting bombs and procurement of gas cylinders used in the explosions at the Civil Hospital here.Mansuri, a resident of Gomtipur here, was arrested from Nagda district, where he was staying with his relatives. He was brought to Ahmedabad yesterday. With this arrest, the number of suspects nabbed by the city Crime Branch for the blasts, which had killed 55 persons, has gone up to 17. The Crime Branch had brought SIMI leader Safdar Nagori and four others from Madhya Pradesh for questioning. They have also obtained custody of three people from Jaipur and one each from Karnataka and Jabalpur in Madhya Pradesh. Yesterday, the court had sent all 26 accused, including those brought from other states by Gujarat Police, in police custody till October 31.
Four Bangladeshi infiltrators arrested in UP LUCKNOW, OCTOBER 25 (AGENCIES): Four alleged Bangladeshi infiltrators were arrested in Uttar Pradesh’s Saharanpur district, police said on Saturday. “The infiltrators, who are under interrogation, have admitted that they illegally entered India through the West Bengal border,” deputy superintendent of police Ram Singh told IANS over phone. The four youths were arrested late Friday night from the Kameli colony in Saharanpur, about 400 km from in Lucknow. Ram Singh said they gave money to some touts, who helped them cross the border. Also, they were promised jobs in India.
India, Pak exchange list of terror suspects ISLAMABAD, OCTOBER 25 (ANI): India and Pakistan on Friday night exchanged names of terrorists hiding in each other’s country, and decided to make the joint AntiTerrorism Mechanism a continuous process. A statement issued after a daylong meeting of the mechanism said that information on issues of mutual concern, including the bombing of the Indian Embassy in Kabul, was exchanged. It said that the meeting was held in a positive and constructive atmosphere, and both sides agreed to collectively combat terrorism by exchanging information regarding terror acts in each country. An Indian official claimed ‘sensitive evidence’ on involvement of some elements of the InterServices Intelligence (ISI), if not that of the agency itself, in the July 7 bombing of the Indian Embassy was shared with Pakistan, reported the Daily Times. While refuting the charge, Pakistan promised to continue an independent investigation into the incident, the paper added.

The ex-Army officials are believed to have given training to the people involved in carrying out the blast. Meanwhile, ATS officials are visiting Bhopal for further investigations and are likely to make more arrests in connection with the case. ATS officials are also likely to visit Gwalior in connection with the probe into the blast. Meanwhile, commenting on the Hindu group involved in the blasts, Shiv Sena leader Manohar Joshi said that Hindu groups would not have been accused of such activities if action against terror groups had been taken earlier. He further said that when people don’t get justice, they take up arms.

Police now suspect that the two militants killed in Kashmir a fortnight ago were from Kerala and this discovery has sparked off a frenzy of raids across the state. The first in the list were the homes of Muhammad Fayas and Abdul Raheem, believed to have been the terrorists shot dead in Kashmir. These identities were unearthed barely a week after the police arrested Abdul Jaleed, who they believe is part of the hardline Muslim outfit National Development Front. With the Home Ministry planning a special cell to tackle terror, the Kerala Police promised several more raids in the future. But the families of the terror suspects allege that they are being harrassed without reason. Muhammad Fayas’ mother, Fathima says, “It was in August that he left home to study the Quran in Ahmedabad. He was taken by a neighbour who last told us that he is in a hostel in Ahmedabad where he is doing well. He can’t be the one who got killed in Kashmir.” Abdul Raheem’s brother, Saleem adds, “Raheem was caught in a few criminal cases before and was later let-off by the police. He then got married and later left looking for a job. We last saw him two months ago.”

BEIJING, OCTOBER 25 (AGENCIES): Seeking strengthening of global cooperation to combat terrorism, Prime Minister Manmohan Singh on Saturday said there cannot be sustainable development, a major challenge faced by the world, without peace. “Without peace there can be no sustainable development. Terrorism, extremism, and intolerance threaten our social cohesion,” Singh said in his address to the 7th Asia-Europe Meeting (ASEM) Summit here. “We need to continuously strengthen international co-operation to combat terrorism. We must bring perpetrators, organisers, financiers and sponsors of terrorism to justice,” he said at the concluding day of the two-day summit, also attended by Pakistan Premier Yousuf Raza Gilani as well as over 40 other world leaders. He said sustainable development was among the biggest challenges faced by the world and a lot of co-operative work was needed to transform it from a mere buzz word to an operational strategy for development. “We know that Asia is home to the largest concentration of the world’s poor. Poverty eradication at this scale requires a collaborative global effort to promote development and in particular to create job opportunities. If we fail, we will continue to live in a world of instability and conflict,” Singh, who was the first to speak at one of the main sessions, said. “The development strategies that we adopt have to result in a fair, equitable and balanced distribution of the economic dividend,” the Prime Minister said. At the same time, he said, it must also preserve and protect the environment. “Only then can we make faster progress in meeting the Millennium Development Goals.”
“We therefore need to put in place a global action plan to promote both food and energy security for managing the challenges of both accelerated growth and its environmental sustainability,” Singh said. He noted that unfortunately, the international community has not lived up to its commitments for technology transfer and additional financing since the Rio Conference. “We should pursue innovative mechanisms for raising finance for development and creating a favourable Intellectual Property Regime.” Dwelling on climate change, Singh said the issue threatened the environment and as well as development. “A holistic approach is needed to tackle this problem. The state government said it was ready to conduct an identification parade of the alleged rapists at the place she wants and where she feels safe. The nun Friday narrated her ordeal at a press conference and said that she does not have faith in Orissa police and wants a federal probe into the crime. The Supreme Court had earlier rejected a plea by Cuttack Archbishop Raphael Cheenath for a probe by the Central Bureau of Investigation (CBI).
The Apex court had on Wednesday asked the victim to cooperate with the state’s investigating agency in identifying the accused during the identification parade. In her written complaint in Kandhamal district on Aug 26, two days after the incident, the nun alleged that a mob of about 40 to 50 armed men attacked a house at K. Nuagaon village where she and a priest, Thomas Chellantharayil, had taken shelter after their centre was attacked. The mob dragged her and the priest and took them to the deserted office of an NGO where she was stripped and raped. The priest was doused with petrol and beaten up. The mob also paraded her almost naked on the streets in the presence of a dozen policemen. The state government suspended the officer in charge of the police station after the matter was highlighted by the media and ordered the crime branch
of the police to probe the incident. Crime branch officials said they had arrested nine people and asked for a test identification parade, a mandatory legal provision. Orissa’s Kandhamal district witnessed widespread anti-Christian attacks after the murder of Vishwa Hindu Parishad leader Swami Laxmanananda Saraswati and four of his aides at his ashram Aug 23. While police blamed Maoists for the crime, some Hindu organisations alleged Christians were behind the killing and launched attacks on the community. Christian groups have repatedly said they had nothing to do with Laxmanananda’s murder. The violence has left at least 37 people dead and thousands of Christian had to flee to the jungles to escape rampaging mobs. The district administration Saturday said the situation has improved and normalcy is returning to the area.
DELHI, OCTOBER 25 (PTI): Taking serious note of the spread of violence to new areas in Orissa, the National Commission for Minorities (NCM) has sought another report from the state government on the situation there. “The Commission is concerned with the continuance of violence against the tribal Christians there. We have sought a report from the state government on the current status of the situation. The Commission may visit the state again after getting the report,” NCM member Harcharan Singh Josh told PTI. The Orissa violence issue will be high on the agenda during the next month’s full-bench meeting of the Commission. NCM members are particularly peeved at the spread of violence to new districts of the state, he said. “We may go to Orissa again to see the reasons why the state failed to control the violence for such a long time even
though the immediate provocation after the VHP leader Laxmananda’s killing there was over after few days,” NCM Chairman Md. Shafi Qureshi told PTI. The Commission is learnt to have sought a similar report from Karnataka, which also witnessed anti-Christian violence. Earlier, the Commission before sending its teams to both the states had also sought reports regarding the violence from the respective state governments. NCM submitted its reports on violence in Karnataka and Orissa to Prime Minister Manmohan Singh last month accusing Bajrang Dal with fanning communal violence there. The Commission in its report also criticised BJP government in Karnataka and BJD-BJP government in Orissa for failing to check the violence against minorities and asked for actions against the erring policemen in certain incidents.
CAG report exposes India not ready for war
NEW DELHI, OCTOBER 25 (CNN-IBN): Is India ready for war? The Comptroller and Auditor General has grave doubts. His latest audit report on the armed forces comes up with two stunning disclosures. One, that more than half of India’s submarines are not battle-ready. Two, that its radars are too old and too few to provide any credible defence against an air attack. The report reveals that at any time, only 48 per cent of Indian Naval ageing submarines are available for waging war, should India be attacked. The rest are in repair and refit. Age is such an issue that 50 per cent of the submarines are in the last stages of their prescribed life. Sixty-three per cent of the fleet would be ready for phase-out by 2012. Not only are the submarines too old, the numbers are too few – way below approved force levels. India’s fleet of an estimated 16 submarines is just 67 per cent of the force levels approved 23 years ago. The bad news doesn’t end here. The CAG has now confirmed an earlier report by CNN-IBN that the Navy’s main strike weapon, the submarine-launched Klub land-attack cruise missile, is malfunctioning. Too old,
too few – it’s much the same story with radars which are at the heart of India’s air defences, which are based on an outdated, 37-yearold plan. Shortage of key radars was to the tune of 76 per cent, making India particularly vulnerable to air attacks. The audit report suggests that the IAF just doesn’t have the equipment to ensure a credible air defence for India. The CAG report is a warning that the lack of nimbleness in India’s defence planning and procurements can be exploited by India’s enemies. It is also an indictment of the lack of hygiene and common sense in India’s defence acquisition process.

urday admitted that there were problems related to the air surveillance coverage by the Air Force due to a shortage of radars. He also acknowledged the shortage of submarines in the Navy. Addressing reporters in New Delhi, Antony acknowledged that the problem of radar coverage exists in the IAF because of failure on the part of the govern-
ment to provide necessary equipment to the forces. He however added that the process to make the equipment available was underway, but will take some time. On Friday, the CAG – in its latest report on the defence services – said that glaring gaps exist in India’s air surveillance capacity due to a shortage of radars. It further said that the Navy’s subma-
rine fleet had become obsolete. Criticising the government for failing to approve acquisition plans of radars by the IAF, the CAG report said that India’s air defence system is operating on a model formulated in 1976 that urgently needs to be re-looked. NEW DELHI, OCTOBER 25 (AGENCIES): Troops posted at the Siachen Glacier, once known as the world’s highest and coldest battlefield where the weather claims more lives than combat, have been issued “partly torn” and recycled special clothing for the winters due to its untimely procurement, a Comptroller and Auditor General (CAG) report has revealed. “Army Head Quarters failed to ensure timely procurement of Special Clothing and Mountaineering items used in operational areas like Siachen resulting in stock out levels of these critical items being as high as 44 to 70 percent,” said the CAG report, which was released Friday. The troops posted at the glacier brave low temperatures like minus 40 degrees Celsius at altitudes up to 23,000 feet. “To meet shortage of these items, Army resorted to the unauthorised practice of issuing partly worn stores (PWS) to the troops in the glacier region. Such practice of recycling of special clothing items is not desirable on grounds of hygiene, operational suitabil-
ity and overall morale of the troops,” the report says. The Indian Army deploys about 19,800 soldiers in the frigid Siachen Glacier area, which overlooks Pakistan and China. The depots meant for stocking and distribution and to ensure ready availability of the right material at the right place and at the right time to the troops are suffering from persistent shortages. “Thirty percent of the user demands remained unmet, troops in the glacier region had to manage with old worn out clothing and there was high level of dissatisfaction amongst the troops about the quality of clothing supplied,” said the report. A user survey conducted by the CAG revealed that 50 percent of divisions or regiments were not satisfied with the quality and fitting of the clothing supplied. The major dissatisfaction of the users was related to mismatch between trousers and shirts and their inappropriate sizes, poor quality of clothing with problem of quick colour fading, low usage life of boots against prescribed shelf life and lack of water proofing in caps.

Leaders from the more than 40 members of the Asia Europe Meeting (ASEM) used the first day of the talks in Beijing to discuss the worst economic meltdown since the 1930s, with an appeal to overhaul the world's financial mechanisms.

Briton, South African shot to death in Kabul LONDON, OCTOBER 25 (AP): The British Foreign Office is confirming that a Briton and a South African have been slain in a shooting in Kabul, Afghanistan. The two victims, who have not been identified, worked with the shipping company DHL in the Afghan capital. The killings took place outside the DHL office there Saturday. The Foreign Office says the victims’ next of kin have been notified. Afghan officials say 13 people have been taken into custody for questioning. Officials say the circumstances surrounding the incident are not yet clear.The Taliban has denied any role in the killings.

WARSAW, OCTOBER 25 (AGENCIES): A Polish driver who was too sure of his GPS road navigation device ended up neck-deep in a lake after ignoring road signs warning of a dead-end ahead, Polish police said on Friday. “The man took a road that was closed a year ago when the area was flooded to make an artificial lake serving as a water reservoir – he ignored three road signs warning of a dead-end,” Piotr Smolen, police spokesman in Glubczyce, southern Poland, told a news agency Friday. “It was still night time and he didn’t notice the road led into the lake. His GPS told him to drive straight ahead and he did,” Smolen said, adding the driver had not been under the influence of alcohol. The road ran straight downhill into the lake. The Mercedes mini-van was nearly entirely submerged and was unable to back out on its own after being inundated with water. The driver and two passengers escaped unharmed from the submerged vehicle and waited on its roof for police and fire rescue crews. The driver placed the first call to emergency services while still inside the sinking van.

"In spite of considerable achievements, violence against women persists in every country as a pervasive and universal violation of human rights and a major impediment to achieving gender equality," Yakin Ertrk, the outgoing Special Rapporteur of UN General Assembly's Social, Humanitarian and Cultural committee on violence against women,said while submitting its report to the world body, yesterday. Ertrk briefed the Assembly committee on her work for the year, which included fact-finding missions to Saudi Arabia, Ta-
jikistan and Moldova, and informed the body that she will visit Kyrgyzstan next June before ending her six-year stint in the position. Regarding Saudi Arabia, the Special Rapporteur said the Middle East country had made progress in advancing the status of women but more action is needed to reduce gender-based violence and enhance the profile of women in public life. While some Saudi women expressed satisfaction with their lives, others raised concerns about discrimination or shared stories of men committing systematic domestic abuse with impunity. As regards to Tajikistan , Ertrk reported that strong patriarchal values in the culture mean many women are expected to be obedient to their husbands and often get blamed for having provoked so-called disciplinary measures.

Atletico Madrid underlined the extent to which the absence of Torres blunts Liverpool's cutting edge and Benitez also has concerns over the fitness of Robbie Keane, who had to come off with a groin injury in the Spanish capital. Liverpool go into Sunday's clash unbeaten this season and level on points with their London rivals at the top of the Premier League table. But Benitez is acutely aware of how important matches between England's big four are in deciding the destiny of the title. "It is just three points on offer but we all know they can be worth a lot more," he said. Liverpool managed just four points from six games against Arsenal, Chelsea and Manchester United last season but last month's Anfield victory over United has raised morale -- and expectations -- on Merseyside. ZURICH, OCTOBER 25 (REUTERS): FIFA's executive committee failed to reach agreement on Friday on the bidding process for the next two unassigned World Cups, delaying its decision on the bid timetable until its next meeting in December. The executive committee had been due to vote on a proposal by FIFA president Sepp Blatter to run the bidding for the 2018 and 2022 tournaments simultaneously. "The committee gave a positive reaction to the general principle that we open the bidding for the two tournaments together," Blatter told a news conference after the meeting. "But the committee members asked if we could look not only at the proposed advantages but also
some of the inconveniences that might arise, and three or four asked to postpone the issue until our next meeting in seven weeks' time." South Africa and Brazil were awarded the 2010 and 2014 World Cups under a short-lived rotation system under which FIFA planned to move its flagship tournament in strict rotation from continent to continent. FIFA decided last year to end the rotation policy, opening up the 2018 bidding contest to a much larger field. A simultaneous bidding process would enable some potential hosts to instead focus their efforts on the 2022 tournament, for which they would also have more time to prepare. On the downside, the procedure would be complicated by FIFA's new
bidding rules which state that the tournament cannot be awarded to a continent that has hosted one of the two preceding World Cups. As a result, bidders for 2022 would run the risk of missing out automatically if the 2018 event was handed to a country within the same continent. "I think it is a sensible decision and one which the FIFA president agreed with," executive committee member and former World Cup winner Franz Beckenbauer told Reuters. "Many of the associations had only heard about this idea to award both tournaments simultaneously through the media, so delaying the decision gives us all more time to discuss the proposal and hear people's thoughts on it." Although the bidding process has not yet begun, Belgium and the Netherlands have already formally told FIFA that they would like to host the 2018 event. Several other countries, including the United States, Mexico, England, Spain, China and Australia, have also expressed interest either on an informal basis to FIFA officials or through national media statements. Blatter said on Friday he knew of "between 10 and 12" national associations who wished to stage one of the upcoming tournaments.
NEW DELHI, OCTOBER 25 (AGENCIES): Harbhajan Singh has hit back at Adam Gilchrist’s comments on Sachin Tendulkar and said that Gilchrist was not respected anyway due to his own on-field behaviour. Gilchrist labelled as a “joke” the evidence Tendulkar gave in January during the hearing into Harbhajan’s alleged racist remarks against Andrew Symonds. “He should not be talking about Sachin. It is all rubbish," Harbhajan told the Age. "We don't respect him. He pretends to be a saint and people say he walks when he nicks, but why did he appeal when batsmen don't nick? "He always changes his mind according to a situation. If Australia is close to a victory he is always going up [appealing], whether it is out or not out. We don't need him to say these things [about Tendulkar] just because he is retired." Harbhajan was alleged to have called Symonds a monkey and was initially suspended for three Tests, although the ban was overturned on appeal. Gilchrist was annoyed that Tendulkar told the appeal Harbhajan had used a Hindi term that sounded like monkey, although he had earlier given evidence that he could not hear Harbhajan’s comment.

Ronaldo has not played since February but the 32-year-old Brazilian is confident he can get his fitness back. PSG, Manchester City and AS Roma have all been linked to the three-time FIFA player of the year, who is without a club. Alain Roche, a former PSG defender who is now the French club's chief scout, has flown out to Brazil and a newspaper report said Ronaldo is among his targets. "That could be part of Alain Roche's mission," PSG president Charles Villeneuve was quoted as saying by sports daily L'Equipe on Saturday. Ronaldo's agent Fabiano Farah confirmed that PSG had contacted him. "I have spoken with PSG's representatives. They called me, we

The La Paz hospital in Madrid which has been treating Ballesteros said he would remain in care for several days. "He is in a serious but stable condition at the intensive care unit where he will remain for the next few days," a hospital spokesperson told AFP. The hospital added that no further statements would be made during the weekend or Monday "unless there is a change in his condition". Talks are continuing over the 33-yearold joining the Serie A side for three months from January so that he can stay in contention for an England squad place during the U.S. Major League Soccer close season. Some pundits have said Beckham could affect the balance of Milan's side but Ancelotti is untroubled. "Champions are a resource, never a problem," he told Saturday's Gazzetta dello Sport. "Beckham is a great football player and can play anywhere, in the middle or on the wing." It is located in an area that requires a very thorough approach of great complexity." That prompted Ballesteros to undergo a third operation on Friday, which was described as successful. "The patient Mr. Severiano Ballesteros has undergone a new surgery that has ended at 5:00 pm today Friday and no complications occurred," the La Paz hospital said in a statement.
The operation, which started at 10:30 am "achieved the targets originally planned and has eliminated the oedema and the remnants of the tumor." Seen as one of golf's all-time greats, Ballesteros lifted five majors. He won the British Open in 1979, 1984 and 1988 and became the first European to win the Augusta Masters in 1980, an achievement he repeated in 1983. He was an influential figure in the Ryder Cup, winning 20 points from 37 matches and captaining Europe to victory at Valderrama in 1997. Back problems though started to trouble him in the late 1990s and his form and confidence gradually ebbed away. On July 16, 2007, he announced his retirement, although having turned 50 he was eligible for the Champions Tour and European Seniors Tour.
NEW DELHI, OCTOBER 25 (PTI): Pakistan's former Test captain Intikhab Alam on Saturday claimed he has been offered a two-year contract by the cricket board to coach the team after the sacking of Australian Geoff Lawson. Intikhab said he was offered a two-year contract by the Chairman of the board Ejaz Butt but a formal announcement of this will be made by the PCB. "I think they will officially announce it early next month," Intikhab said. The former all-rounder, who appeared in 47 Tests and four one-day internationals, said Butt had spoken to him about the coaching assignment and discussed the future of the team. "It is a big challenge and a honour being coach of the national team," Intikhab said. The 66-year old, who was last made coach in 2000 and was sacked midway during
the home series against Sri Lanka, said once the board makes an official announcement he would start unwinding his plans. The PCB sacked Australian Geoff Lawson as national coach on Friday saying it was not satisfied with his performance. He was released from his contract with three months compensation pay. Butt, meanwhile, was only willing to confirm that Intikhab would be the coach for the one-day series in Abu Dhabi against the West Indies next month. "But we are also talking to two or three other candidates for a long term contract," he said. Intikhab was coach of the Pakistan team that won the 1992 World Cup and he has also coached the Indian Punjab team in their domestic Ranji Trophy tournament for two seasons once taking them to the final.

scar-winning actress Jennifer Hudson has been left 'devastated' after her mother and brother were found shot dead in her Chicago home. Police are now searching for Hudson's seven-yearold nephew whom they believe was kidnapped from the house by a suspect in the killing. The singer-turned-movie star, who appeared in Dreamgirls and the film version of Sex And The City, is flying back to Chicago from Florida. Detectives said the double murder was a 'domestic incident' that went horribly out of control. Deputy Chief Joseph Patterson said Hudson's cousin entered the home around 3pm on Friday and after finding Hudson's mother Darnell Donnerson on the living room floor left to fetch help. Officers then found Hudson's brother Jason dead in the bedroom, Patterson said. There was no sign of forced entry. Darnell Hudson was shot in the head while Jason was shot in the chest. Police identified the missing child as Julian King, Hudson's nephew. His mother is Hudson's sister Julia, who went to work as a bus driver as normal on Friday, but hasn't been seen since. Sources say that the authorities think Julian was taken from the home by William Balfour, a suspect in the double killing, and that Balfour fled in a 1994 white Chevrolet Suburban.

Jolie spent Wednesday and Thursday with former refugees who have returned to the country and are attempting to build new homes, in her role as a Goodwill Ambassador for the United Nations High Commission for Refugees. Speaking after her return, Jolie,
33, says, "The courage, resilience and quiet dignity of returnee families rebuilding their lives against the kind of adversity few of us can imagine shows the human spirit at its best." Leading Hollywood actress and Goodwill Ambassador for the UN refugee agency, Angelina Jolie, has appealed for greater support to Afghan refugees returning home to enable to withstand the approaching harsh winter. She pleaded the cause of returning refugees after a three-
day visit to the war-torn country which was aimed at raising awareness on the issue ahead of an international conference on reintegration of refugees. The meet will be held in Kabul. During her trip, Jolie visited recent returnees in the eastern province of Nangarhar, where almost 20 per cent of all Afghans who returned to the homeland have settled since 2002. The returnees, who are living on desolate, desert land in tattered tents and makeshift shelters, told her they could not return to their places of origin due to a lack of land and poor security. "The courage, resilience and quiet dignity of returnee families rebuilding their lives against the kind of adversity few of us can imagine shows the human spirit at its best," said the actress, and mother of six. Jolie also visited families in Kabul who had returned from Pakistan in 2003 but have still been unable to go back to their home villages. The families have been squatting in public buildings in Kabul for several years due to the lack of available land in Parwan, their province of origin, according to UNHCR. The returnees explained that landlessness and insecurity were not the only obstacles to return. Economic problems in rural areas such as a lack of employment opportunities also influenced their decision to remain in Kabul despite the difficulties they face there.

eather Mills has spent almost half of her $59 million divorce settlement in just seven months. The 40-year-old former model received the enormous amount after her split from Sir Paul McCartney was finalised in March, and has reportedly since splashed out $24 million on properties and holidays and forked out $1.2 million on staff wages. Heather is so worried about her finances she has even asked Paul to buy her $10 million East Sussex home as she claims she cannot afford to renovate it. A source said: "Heather has been moaning her money isn't going as far as she thought, but she's just burning her way through it. She reckons she has spent $24 million since the divorce and still doesn't have a finished house to live in." Heather has reportedly already spent $2.4 million improving the luxury estate and has even had an outdoor swimming pool installed. In July, she bought a $6 million New York apartment and has spent a further $14.5 million on other properties. Heather has also had to settle large bills from her former publicist Michele Elyzabeth - who recently branded her "a calculating, pathological liar and the biggest b***h on the planet" - and divorce lawyers. The former model has also donated $1.4 million of vegetarian food to homeless children in the Bronx.

NAGALAND POLICE today lifted the coveted champion title of 9th NSF Martyrs’ Memorial Trophy 2008 after defeating rival Tribal Spirit 4-0 in the finals played here in the Kohima Local Ground under the aegis of Angami Students’ Union. In the exciting match, Nagaland Police fetched four goals through Saku (38th minute), Ramesh (72nd minute), Saku (88th minute) and Ninja (90 minute). Yellow card was shown to Moalemba of Nagaland Police, Anand Kabui and Santa Singh (both from Tribal Spirit.) Winning the coveted champion title, Nagaland Police pocketed a cash prize of Rs. 70,000 along with trophy and certificates. The runners- up Tribal Spirit walked away with a cash prize of Rs. 35,000, trophy and certificates. Adibu of Nagaland Police and Peisumdibe of Kingdom Stewards were declared as the best player of the tournament and best goal keeper respectively. The highest scorer went in favour of the trio - Kobu of New Market XI, L. Boipu of Tribal Spirit and Saku of Nagaland Police, who netted seven goals each during the tournament. Sentiyanger, IAS, commissioner and secretary, Horticulture and Information & Public Relations graced the closing ceremony as the guest of honour and gave away prizes to the winners. Altogether, 47 teams took part in the tournament.

LIVERPOOL, OCTOBER 25 (AFP): Sir Alex Ferguson was left counting the cost of Manchester United's failure to beat Everton at Goodison Park after Marouane Fellaini's header cancelled out Darren Fletcher's opening strike. United seemed set to close the gap on Premier League leaders Chelsea to just three points when Fletcher fired the reigning champions ahead during a one-sided first-half here Saturday. But Fellaini's secondhalf header secured only Everton's second home point of the season and brought an end to the run of six straight victories by the reigning champions that
had prompted the United manager to claim his side were back in control of the title race. With Chelsea due to face joint leaders Liverpool at Stamford Bridge 24 hours later, this was a chance for United to increase the pressure on the top two. But with Wayne Rooney out of sorts and missing out on the chance to claim his 100th career goal against his former club - he was taken off in the 71st minute by Ferguson in what seemed a bid to pre-empt further trouble after the striker provocatively kissed his United badge after being booked - the visitors paid the price for failing to finish the game off when

United had looked on course for a routine win during a memorable opening 45 minutes in which Ryan Giggs played a starring role. Predictably it was Dimitar Berbatov and Cristiano Ronaldo who showcased the most flicks and feints at the expense of delivering the quality final ball that would have brought more reward. Most infuriating was Berbatov's nonchalant 32nd minute flick that sent the ball tamely in Tim Howard's arms when the clever approach play of Giggs and Rooney deserved a more convincing finish. Two minutes earlier former United keeper Howard had denied Giggs the goal
his display deserved while it took a superbly timed lunge from Phil Jagielka to nick the ball off Rooney's toe when the England forward seemed certain to score from just six yards out. Half-time couldn't come soon enough for David Moyes' side and it was to the manager's credit that Everton emerged for the second period transformed. At times Everton's more robust approach stepped over the line, most tellingly when United old boy Phil Neville's thunderous challenge left Ronaldo flat out, earning the home skipper a yellow card and sparking an ugly melee. But Moyes's men largely kept their composure and
were rewarded in the 63rd minute when Neville's cross was met by Fellaini's towering header, the Belgian claiming his second goal since his 15 million pounds move from Standard Liege. The momentum was clearly with Everton and they should have been ahead sixty seconds later when Yakubu burst into the United box and saw his shot deflected onto the post by Edwin Van der Sar's leg. Then, having been forced onto the back foot for most of the second period, Ronaldo had a great chance to clinch victory two minutes from time but his miss summed up Ferguson's frustration.

NEW DELHI, OCTOBER 25 (AGENCIES): Outplayed in Mohali, the Australians will be seething for revenge at the Fersozshah Kotla here in the third Test, starting on Wednesday. Some of their players are working hard without a break after the second Test, Brett Lee for one trying for that x-factor. They feel they have it in them to come back into the series. The World Champions though will not only have to face a toughened India side, but also the curse of the stadium which has a history of undermining the visiting sides. India have won seven Tests here on the trot since 1993, and against Australia, the hosts have lost just one, way back in 1959. Overall, of the 29 Tests played here, India have won 10, lost six and 13 were drawn. The last time the two sides played here in 1996, India easily beat Australia, led by Mark Taylor, by seven wickets. Traditionally, the spinners enjoyed bowling here and the visiting teams crumbled on the dusty Kotla track which got slower and lower as the game progressed. Anil Kumble's historic
ten-wicket haul in an innings against Pakistan came on one of those pitches in 1999. The pitch though has been relaid after the construction of the stadium and the spinners do not seem to get the same purchase now. In fact, the seamers are having a ball, Ishant Sharma being a product of the new Kotla pitches. The conditions should, however, encourage the spinners as they should get a fair bit of bounce in the later stages of the game. Kumble, who is going through a leant trot, will be itching to get his form back in the familiar surroundings. The leg-spinner has an outstanding record here, having picked up 55 wickets at a miserly average of 15.41. Kotla curator Radhey Shyam Sharma says that the pitch will be sporting, but it will not give any undue advantage to spinners, thus ruling out any doctoring of the track. "All the talk about the pitch turning from day one is not true. It will be a sporting track and there will be something for everybody. Yes, spinners will get turn, but only on the last two days and that's how a good Test pitch
should play." Sharma, who has been looking after the pitch since the 1996 World Cup, says that it is not fair to speculate that Kumble will get a tailor-made pitch.
