THE ALL Tribal Students’ Union, Manipur (ATSUM) has threatened to start series of agitation from November 2 in the event of the state government’s failure to address the issue of tribal reservation in Manipur. The apex body of the tribal students in Manipur also resolved on Saturday in its ‘assembly’ meeting to fully endorse in exploring means to settle the ‘sensitive’ reservation issue by October 28. In another resolution, ATSUM ‘assembly’ also unanimously resolved to set up a committee to address the matter of decentralisation of power to the hill districts of Manipur.

TAKING SERIOUS note of the October 23 incident where a Guwahati-bound pasenger bus from Imphal was burnt by Kuki Liberation Army (KLO/KLA) militants at Loharijan in Assam which claimed two lives, the all Manipur Inter-State Bus Association has called a 12 hour Manipur bandh on October 29. The bandh will begin from 6 am of the day. Announcing this during a joint meeting held on Sunday in Imphal with various civil organizations of Manipur over the October 23 incident, the association’s president Budha informed that a ‘black badge protest’ would be observed as a mark of protest .
JASMINE IS just 23 years old but in the last one year, she was forced to ‘grow up’. As a survivor whose escape activated the famous ‘rescue’ of five Zeliangrong girls from a ‘trafficking’ in Singapore, Jasmine is not finished with talking. Despite her weariness of the Media, she is not tired of talking about the painful ordeal she had to go through in Singapore and Malaysia but it is “an opportunity” to warn other naïve people like herself. Unlike some of her friends who admitted to great excitement, Jasmine says her decision to go to Singapore as a “housemaid” was made reluctantly. Her sole reason for leaving, Jasmine says, was to prevent a sister from the disappointment Jasmine herself faced when her parents were unable to support her wish to continue studies after Class XII. “My father’s salary of Rs. 5000 per month is not enough for the daily expense of our family of seven”, she says. So Jasmine made up her mind to help her parents educate her sibling by going to Singapore to find work. It was with borrowed money that Jasmine’s parents arranged for her departure to Singapore and she soon found out how mistaken she was to have crossed the border. They were made to toil for 24 hours a day without proper food and not allowed to rest even for few minutes. “I was scared to stand even for 2-3 minutes because my employer used to say, ‘I have never heard of maids taking rest’”, Jasmine recounts her nightmare. While seeking another employer, Jasmine was made to stay with other girls in the residence of her “agent”. It was during this time that an Assamese girl being

interviewed by a prospective employer was asked if she was willing to “sacrifice her body” while on the job. This was the incident which sowed the first seed of doubt in Jasmine’s mind about the situation they had landed into. From that moment on, things began to spiral down for the worst. She was soon packed off and sent to Malaysia, where she was under the care of a couple named ‘Mike’, a south Indian and his wife, ‘Shiela’. In the days to come, the couple would often leave the girls at their place and traveled out for weeks leaving them no food. The girls survived on water. Bees can count SYDNEY, OCTOBER 26 (REUTERS): Researchers have discovered that honey bees can count to four, a report said here on Sunday. A researcher from the University of Queensland put five markers inside a tunnel and placed nectar in one of them, Australian Broadcasting Corporation (ABC) radio reported. Honey bees placed in the tunnel flew to the marker with the food, and would still fly to the same marker stripe when the food was removed. “We find that if you train them to the third stripe, they will look subsequently in the third stripe,” researcher Mandyam Srinivasan said. “If you train them to the fourth stripe, they will look the fourth stripe and so on. But their ability to count seems to go only up to four. They can’t count beyond four. “The more we look at these creatures that have a brain the size of a sesame seed, the more astonished we are.”

It was here that a man, encouraged by ‘Shiela’, once tried to sexually take advantage of her but was luckily saved by another man’s arrival. After the said incident, Jasmine suffered extreme trauma just from the mere sight of men walking on the streets and when one night, her friends from Philippians made plans to leave for their embassy to seek help, Jasmine knew she had to leave too. Jasmine left for Kula Lumpur with some money given by her Philippino friends and former employer ‘Jeet’ – who rescued Jasmine when she escaped by crawling into a taxi one night. There she went straight to the Indian Embassy and later with the help of a pastor, one David and Jasmine, the Indian Embassy was able to help many other girls from North East India. Jasmine terms the past one year as a “bad dream”. She still walks with a limp from the physical assault caused by ‘Mike’ but she is now able to crack jokes about it. “I went to foreign and came back as a cripple” she mocks at herself. Jasmine still has not figured out what she’s going to do with her future but she does not think she will continue her studies. Several NGOs have talked to her about entering rehabilitation to be counseled but she refuses to enter a rehab – as if she had been a practicing prostitute. “I have done nothing wrong” she asserts while denying all the Media reports of having worked as bar dancers and prostitutes. But Jasmine cherishes a wish to get involved in some work in which she can use her experience to help others like her.

"But quite honestly, the situation in the North East, the situation in Manipur, even the government of Manipur which has withdrawn the Armed Forces Special Powers Act being applied to Imphal is also of the view that this cannot be done away with until the situation improves. "We have problems in Jammu and Kashmir, we have problems in North East, therefore, I cannot take these risks with the security of our country," he added.

DIMAPUR, OCTOBER 26 (MExN): The “NSCN/GPRN” today said to have procured a huge quantity of sophisticated weapons and explosives “during a recent trip to a neighboring country”. A note from the outfit said the weapons are mostly of the ‘world-class A-series, the latest version of the M16’. A team of 110 cadres, led by “commander” of the “western division” “brig”. Niki Sumi took the “recent trip”, the note said. The “NSCN/GPRN” asserted that the “purpose” of procuring these highly-sophisticated weapons “is chiefly to defend ourselves from the aggressors who are standing in the way of Naga unification”. Asserting that it will not rest till the Nagas “are united” the outfit claimed “these will not be used for destructive purposes but only for defensive purposes”.

MANIPUR HAS the highest number of lung cancer-infected people among the states in India while it stands second with high prevalence rate of the disease only next to Mizoram. According to a 2007 annual report produced by the Indian Council of Medical Research (ICMR) under its National Cancel Registry programme which was released in Agartala on October 17, Manipur has the highest number of people infected with lung cancer. Further, according to reports, Manipur in 2007 recorded about 1234 people infected with various forms of cancer, with males consisting 600 and about 634 females. Dr. Mohen, Superintendent of the Regional Institute of Medical Sciences (RIMS) in Imphal and a principal inspector of the population-based cancer registry of Manipur state informed that 22.7 percent of the male population and 14.5 percent of the female population of the state are infected with lung cancer. And as per the reports, 27.7 percent of the cancer suffered by males account for lung cancer, followed by stomach cancer with 8.7 percent, nasopharynx 7.5 percent, NHL 5.2 percent, colon cancer 5 percent,
mycloid leukaemia 4.7 percent, oesophagus cancer 4.5 percent, liver cancer 3.8 percent, rectum cancer 2.8 percent and gall bladder accounting for 2.7 percent. On the other hand, lung cancer among women account for 14.5 percent followed closely by breast cancer with 14.4 percent, cervical cancer with 10.7 percent, gall bladder with 6.5 percent, stomach cancer with 6.3 percent, thyroid cancer with 6.2 percent, ovary cancer 4.1 percent, NHL 3.5 percent and nasopharynx 2.7 percent. Commenting on the reports, Dr. Mohen blamed the excessive use of tobacco and its related products by the people, for the high rate of cancer in the state. While stating the use of tobacco as the basic cause of lung cancer in the state, the doctor pointed out cigarettes and ‘biris’ use to be among the older sections of the state while it is a ‘fashion’ amongst the youths. He however appreciated the government for taking steps to prevent smoking in public places. He also said that at least 10 persons have been pulled up at the RIMS campus for smoking and made to pay a fine of Rs. 200 each as per rules of the government. The doctor also informed that the collected amount would be used for the treatment of cancer patients.

A KOREANESQUE approach has infused fresh adrenaline to an otherwise drab Tangkhul film industry. Films produced from Ukhrul are known for their oh-so-tragic endings, and so it was a welcome breather when ‘Hunphun’,
a Mizzim Productions feature film depicting the crescendo of life’s ups and downs, screened at Savio Hall in Shillong during the weekend, ended on an optimistic note. The deviation from the usual ‘dishoomdishoom’ boy-meets-girl storyline earned appreciation from the cine-goers, though some did complain that the movie was a “little too
slow” for their liking. In the movie, the Japanese-speaking lead actress – a Japanese trainer was roped in to add the authentic touch – makes her entrance only after the interval. If the cinematography was good (unconventional angle shots were employed), the background score was brilliant (apt tunes for the right shots). But it was the actors who shone through. The camera is no reason for shyness anymore. The scene to remember is when the actor in the lead role, under the shower in his bathroom, exposes his nakedness by crying inconsolably, after an accident robs him off the security of his parents (the director wanted him to be stark naked for the shot, but after taking into consideration “local sentiments”, put the ubiquitous ‘Jockey’ to good use). To exaggerate, several of the young women (and ‘a few good men’) who came to see the movie shed bucket loads of saline water over the tearjerker. Shot mostly by night, ‘Hunphun’ took a year in the making but was shot in a record time of only 24 days. Credits go to the director, Shangreihan Ernest Shimrah, who, along with his team, watched the sunrise on several days just to get the perfect shots. The film is a child of Shimrah’s professionalism. Fresh out from a filmmaking school in Mumbai, the project is his maiden venture where he has used his bag of tricks from his repertoire. He wishes that people from the region change their mindset in automatically dubbing ‘local’ products as ‘inferior’. The director is “hopeful” that the movie will find audiences in metros across the country, and “guarantees” that the film will be screened in international film festivals. A word of advice though: the English subtitles need thorough reworking.

‘Don’t leave our responsibility to teachers’

MLA AND CHAIRMAN of Nagaland Khadi & Village Industries Board (NKVIB), Dr. Nicky Kire emphasised the important role of parents in moulding their children to be future responsible citizens of the society. “Don’t leave our responsibility to teachers, but should have equal responsibilities in school,” he stressed, while addressing the parents and students at the parents-cum-annual day celebrations of the St. Mary’s Cathedral School, Lerie, Kohima, on October 25 last. SCERT to bring Hindi education to the mainstream

KOHIMA, OCTOBER 26 (MExN): The first training programme for Hindi teachers as Trainer of Teachers (TOTs) was organised by the State Council of Educational Research and Training in Kohima from October 21 to 24 last. Altogether, 23 Hindi teachers from eight districts, along with 2 Hindi instructors from the Hindi Teachers Training Institute, Dimapur, participated in the programme. Hindi Coordinator B P Phillip and G B Singh Thapa were the resource persons at the programme. Zakienei Angami also encouraged the trainees in the programme. The training focused on SSA, new pedagogy, educational psychology, aims and importance of teaching Hindi and other related areas. The objective of the programme was to reorient the Hindi teachers through the TOTs at every district
level in the near future to ensure improvement among Hindi learners, especially the schoolchildren. During the programme, the Director of SCERT and other officers also expressed the need for improving Hindi education in the state. T Sekhose, Deputy Director, SCERT, highlighted the need for bringing Hindi education to the mainstream, which was not given due care in the past due to various reasons. He also stressed on the need to impart quality education, including in Hindi, stating that effort and cooperation was needed from every corner, and which must start right from the primary level. He said steps were being taken by the government and in this regard, a Hindi Cell was started in the SCERT. Textbooks “as per the local need” have been prepared and developed, to be introduced from the next aca-
demic year (2009), while training activities to equip the Hindi teachers are on the anvil. SSA Project Director (Training) Kevi Legise while interacting with the Trainees (TOTs) assured that all possible facilities would be provided to assist in training the Hindi teachers, adding that there should be cordial coordination between the DSE Hindi cell, HTTI Dimapur and the SCERT Hindi Cell, which are the agencies responsible for imparting quality Hindi education in the state. On the last day, Vipralhou Kesiezie, Director SCERT, informed that the SCERT was moving to provide equal opportunity for Hindi education in the state and for which steps have been taken to introduce Hindi from the primary level. He added that within one or two years, Hindi would be started from Class I onwards. He also in-
formed that adequate Hindi teaching, learning and training academic materials were being prepared and developed. It must be noted that while earlier Hindi was introduced from Class 5 to 8, at present, the language is being introduced from Class 3 onwards. Stating that incompetent and inefficient Hindi teachers cannot provide quality education, a release received here stated that while education must be updated and improved, teachers must also update and improve their skills. Senior Academic Officer, Khrietuo Mejhur, in his speech had stated that Hindi must be given priority. He assured that efforts would be made to organise training for Hindi teachers in future. DIMAPUR, OCTOBER 26 (MExN): A workshop on operationalisation of SREP and ATMA under extension reforms was held at the SAMETI hall, IETC, Medziphema, from October 21 to 23 last, organised by the Directorate of Agriculture in collaboration with Manage, Hyderabad. The workshop was inaugurated by Dr. Supong Keitzar, Director of Agriculture. A press note issued by Lanupokyim, Principal, IETC of Medziphema, informed that the resource persons at the workshop were Dr. Ogirala Sudhakar and S Subramanim. Altogether thirty participants from the agri and allied departments from all districts of the state attended the workshop, which dwelt on orientation on ATMA, its roles and responsibilities, functions of GB, AMC, FIAC, FAC, BTT and FOs, promotion of farm school, public private partnership, market led extension and operationalisation of SREP highlighting on mainstreaming of gender, success stories of ATMA in other states, and challenges of the role of ATMA in Nagaland. The valedictory function was graced by AY Ovung, Additional Director of Agriculture, the note added.
WOKHA, OCTOBER 26 (MExN): The Kyong Students’ Union (LSU), while seeing the various problems and grievances faced by the citizens of Wokha district, due to irregularities of some heads of department and employees, appealed to all heads of department and employees to be more regular in their duties. A press note issued by its general secretary, N Mhabemo Mozhui, stated that the union will conduct checking of irregular government employees anytime without prior information, and if any employee was found absent or irregular in their duties without proper leave from the department, the union would take its own course
of action, it added. The union also expressed gratitude to the four Kyong elected members for their “tireless work for the upliftment and welfare of the Kyong (Lotha) in particular and the Nagas in general.” It also assured its full support and cooperation to the members for any developmental works in Wokha district.

However, he disclosed that the staff made one mistake in his bill; the billing staff had entered the same item twice although he had bought two different items. But, he said, “I realized this only when I reached home and checked the bill.” Rehman, who appreciated the culinary, toy and sports section, expressed his unhappiness over the quality of menswear. “Overall, it is a positive thing in Dimapur,” he commented. A college student who did not want to be named stated that the Mart should bring better quality goods keeping in mind the present fashion trends. One of the Home Guards personnel stationed outside the Mart commented that the Mart was always jam-packed with people, especially youngsters. So far, the Mart has caught the public imagination and has been a boon for many shoppers.

Khulu advocates excellence ENSUD to host in human development Cultural Fest
MON, OCTOBER 26 (DIPR): The Commissioner of Nagaland, H K Khulu, IAS, visited Mon district on October 24 and held a meeting with the administration, Police, heads of offices, VG officers and NGOs at the DC’s Conference hall. Addressing the meeting, the Commissioner lauded the administration, Police and the NGOs of the district for their excellent coordination and for keeping Mon district as one of the most peaceful districts in the state. Exhorting them to excel in other developments, especially human development, he called upon the officers to strictly implement the various development schemes and not to issue false certificates for visible development in the district. Referring to the extraction of coal and oil in Naginimora, Tiru and Tizit, he said 50,000 MT of coal had been extracted within two years from Tiru and six oil blocks had been identified in the state, with Mon having the most potential. He hoped that if utilised properly by adopting safety measures, the economy of Mon district would improve and Tizit could become the industrial hub of Nagaland. Also pointing out that stocking of coal
around the roadsides damaged the environment, he asked the administrative officers posted near these areas to impart training and awareness to the villagers. The Commissioner also exhorted the officers to remain at their place of posting and discharge their respective duties for the welfare of the people. He also asked them to furnish accurate information with regard to Village Profiles. In his welcome address Deputy Commissioner of Mon, Dinesh Kumar, IAS, gave a brief presentation of Mon district. He highlighted the various activities taken up by the district administration and other district level committees for peace and development of Mon district. SDO (Civil) of Mon Sadar, Hiazu Meru, submitted a memorandum to the Commissioner, while the President of Konyak Union, S Khiowang Konyak, also spoke at the meeting. The meeting ended with vote of thanks by Orenthung Lotha, SDO Civil Mon Hq. The Commissioner also visited Nagimora, and the Tiru coalmining area. The Commissioner was accompanied by Orenpomo Kikon, ADC Kohima, and Situo Sekhose, EAC Kohima.

DIMAPUR, OCTOBER 26 (MExN): The first cultural festival of the Eastern Nagaland Students’ Union Dimapur (ENSUD) is being organised on October 28 at the DDSC Stadium, Dimapur. Additional Chief Secretary and Development Commissioner, Alemtemshi Jamir, IAS, will be the chief guest at the programme that will begin at 10:00 am. Informing this in a release, Information & Publicity Secretary of ENSUD, Y Sao Chang, also notified that the second session, ‘Colors of ENSUD’, which was scheduled for 4:00 pm, has been rescheduled to 1:00 pm due to unavoidable circumstances. DIMAPUR, OCTOBER 26 (MExN): NPCC is not taking NPF party’s statement of its “onslaught” favorably terming it simply as “a display of jaundice eye” on the Congress party which is “outsmarting them on all fronts.” “This is to clarify that the statement seems to carry no impact except exposing their hypocrisy and frustration on some recent events,” a press note from NPCC Media Cell Chairman, R Raphino stated. Reacting to the NPF party’s stance on the judgment passed by the Guwahati High Court as “arbitrary and malafide,” the NPCC said such stance “is a very serious preposition,” while also reminding the NPF that the writ petition challenging

NEW DELHI, OCTOBER 26 (AGENCIES): At the time when the aviation industry is facing economic turmoil, the state consumer commission has slapped Rs 1 lakh penalty on Air Deccan for abruptly cancelling a flight and refusing to provide alternative arrangements. Rejecting the claim of the low-cost airline that it was not under obligation to provide alternative arrangements after cancellation of the flight, the commission ruled that it amounted to "deficiency of service" to a consumer. Anil Bhandoola, the flier, had initially approached the district consumer forum, Delhi after the airline abruptly cancelled last year the Delhi-bound Air Deccan flight from Pune. The district forum had asked the airline to pay Rs 50,000 as compensation to Bhandoola. The airline, which had filed a cross appeal challenging the forum's direction, contended as per the contract that it was not its responsibility to provide alternate arrangements to the passenger in case the flights get cancelled. The commission not only dismissed the appeal of the aviation company but also revised the compensation from Rs 50,000 to Rs 1 lakh in view of the gross deficiency. The compensation granted to Bhandoola by the District Forum VII keeping in view of the fact that he was stranded at the airport with his family and underwent mental agony on account of no alternative arrangement is inadequate, the commission said. "The harassment suffered by complainant Anil Bhandoola in such a situation (cancellation of flight) can be imagined when neither an alternative flight was provided nor the queries for meals, transport and night accommodation were answered," commission presiding member Rumnita Mittal said.

things are not as bad as many are projecting it to be. The problem with most analysts and a large section of the media is the tendency to take the recent trend and project it into the future. We saw this effect in January. "Markets rallied from 15,000 to 21,000. India is doing well. We will rally till 25,000." We also saw this effect in the mid-year with oil. "It rallied from $70 to $140. There is no oil available and it will touch $200 soon." Reverse logic The same logic is in reverse today. "Markets have crashed. India is facing difficult times. So, we will continue to slide further." But, is India set for a rough ride? There will be many corporates who will reel under the liquidity crunch being faced now. The days of really easy credit are over and many corporates, who had embarked on excessive and aggressive expansions and acquisitions, will be squeezed by the credit crunch. Political considerations (like the fear of inflation in an election year) have put economic growth priorities on the backburner. India Inc is paying the price for this and the current pessimism about the negative impact is justified. But this analysis misses a key point. Most of India's troubles are domestic in nature, caused largely by the Reserve Bank of India's (RBI) tightening cycle. This gives us the ability to resolve our issues domestically when the RBI reverses the tightening cycle. With the recent cash reserve ratio (CRR) cuts and the expected rate cuts in the credit policy, the RBI has already begun the loosening cycle. Inflation eases
LAST CHANCE? REALLY? This was thereactionofpeopleoverthelastweekend since the Sensex slipped under the 10,000mark. Investors are pressing the panic button and getting ready to bail out. There is talk of a further fall being splashed over all the television channels. Even analysts are painting a gloomy picture and advising investors to wait on the sidelines. In fact, a fund manager of one of the largest domestic mutual funds was advising a cautious approach. So, is it really the last chance to buy? Are the experts on TV wrong? Target audience The target audience for TV channels (and the advertisers) is the active traders lot which contributes to the Rs 60,000 crores volume on the stock exchanges everyday. The entire effort is focused on finding out where the markets are likely to go the next day. This dilutes their focus from the underlying fundamentals and what all the experts and TV channels are trying to do is pick the bottom. Everyone is trying to time the market. Not a bad idea. Except that one is yet to meet anyone who has done that. The experts said recently that timing the market was a futile exercise. We were told stories of Warren Buffett and longterm investing, and that equity is the best vehicle and option for the long-term. What has changed so drastically that the long-term prospects are spoiled? And there is no mention of Buffett nowadays. Wrong picture The long-term prospects were never as good as the analysts were painting it out to be at the 20,000 levels. But now

Senior Member of Labour party Tony Benn says, “We have democratic control of the army, democratic control of the police, democratic control of the fire brigade, democratic control of education, democratic control of health – but we don’t have democratic control of where our savings go.” But many in the world of finance say that post the crisis, the government intervention will not stand in the way of the free market principle. “A lot of economists distinguish between handling of
the market in crisis times and the longterm functioning of the market. I think there are many times in history, not just now, when the government has had to intervene in the full functioning of markets. In the long term that will not question the free market principle, though of course regulation and proper government control are important,” says Robert Kosowski of Imperial College Business School. The credit crunch blew up into a crisis, and is now stretching out into a recession. It’s brought nothing less than a revolution in the world of banking already, a little less so in India which was in this sort of space already. But the changes the world over are dramatic, and some at least could be here to stay.

With the crisis spreading across the world, the job cuts are no more limited to the financial space, and companies like PepsiCo, General Motors, Yahoo and eBay have also either slashed or would be cutting on jobs in the coming months. While fear remains on high-decibel even among the Indian employees of these firms, given their substantial presence in the country, actual job cuts have been minimal so far here. nounced slashing jobs to bring down global workforce by 10 percent, is expected not to have significant impact on the country’s operations. “In India, the company has a very strong technology base and also houses one of the largest R&D centre outside the US. Hence, the cost cutting measures will not have a significant impact in Yahoo’s Indian operations,” a person familiar with Yahoo India’s activities said. At present, Yahoo India has about 1,500 employees. In the country, Yahoo has two offices in Bangalore including an R&D centre. The company has sales offices in Mumbai and New Delhi. Similarly, the world’s largest online marketplace eBay’s decision to slash its global workforce by about 10 percent has had a minimal impact on
its India operations. The online marketplace has about 16,000 permanent staff worldwide, which in being cut by 1,000 employees. An eBay India official said that the firm would bring down its employee strength to 80 from 110 as part of its organisational plan towards improving its “long term financial architecture.” “We have taken the decision to outsource our customer service and payment operations to another BPO firm VCustomer. As part of the process, 30 employees of eBay India will be transitioning to VCustomer,” eBay India Senior Manager (Corporate Communications) Deepa Thomas said. Similarly, when investment banking giant Lehman Brothers went bankrupt, there was hardly any impact on its Indian workforce, which was taken
over by Japanese major Nomura. Other American companies, which have announced major job cuts, include pharma major Merck & Co, battered investment banking giants Merrill Lynch and Goldman Sachs and Xerox. UK-based chocolate maker Cadbury has also said it would cut 580 jobs worldwide as part of a restructuring initiative. While Indra Nooyi-led Pepsico would be cutting 3,300 positions globally, Citigroup headed by Vikram Pandit recently said it has reduced the headcount by nearly 11,000. According to Pepsico, globally, about 3,300 positions would be eliminated in connection with the productivity program, of which about 40 percent relate to the closing of up to six plants and other capacity rationalisation ac-

NEW DELHI, OCTOBER 26 (PTI): Militancy-infested Manipur has invited the private sector to invest in the State and help improve its the economic condition, assuring that adequate security cover will be provided to the investors. Manipur Chief Minister Ibobi Singh said his government will ensure security of the investors as adequate private investment will help the economy of the state and enable it to come out of the cycle of violence. Making a fervent appeal to the private sector, Singh said there is a huge opportunity awaiting for the investors in various sectors in Manipur as government will offer “unstinted efforts” to boost investment. “Manipur needs huge investment from the private sector. The investors need to change perception about the state. We will do everything possible to en-
sure security to them,” Singh told PTI in New Delhi. Singh said the security situation was improving in the state and the government will even consider extending incentives to the investors beyond the facilities provided under the North East Industrial and Investment Promotion Policy (NEIIPP) 2007. Investors are offered huge tax benefits and subsidies under the NEIIPP. The Ministry of Development of North Eastern Region (DoNER) is mulling a proposal to provide “project-wise” security to those willing to do business in the region. DoNER Minister Mani Shankar Aiyar has already written a letter to the Union Home Ministry to explore the possibility of extending security cover at the project sites to allay any security-related apprehensions of the corporate sector to invest in the re-
gion. Aiyar had said a general body of CISF and CRPF personnel could provide projectwise security in the region as it will encourage investment to a great extent. Highlighting benefits of investing in Manipur, Singh said trade with Myanmar and other south-east Asian countries could be routed through Manipur. “Moreh town, which is connected by the National Highway 39 offers the most feasible land route for trade between India and Myanmar and other south-east Asian countries,” he said. Singh said economic development and prosperity would help the state to bring back the “mis-guided youths” to the national mainstream. Over 20 militant outfits are presently operating in Manipur who have been engaged in widespread violence, badly affecting the

Five suspected ULFA militants killed
GUWAHATI, OCTOBER 26 (AGENCIES): Five separatist guerrillas have been killed in a gunbattle with security forces in Assam’s Nalbari district, officials said on Sunday. The gunfight took place late Saturday at the Mahina reserve forest in Nalbari, about 90 km west of Assam’s main city of Guwahati. “A joint team of police, paramilitary and army soldiers raided the reserve forest following specific intelligence inputs about the presence of a group of militants,” said army spokesman Col R Kalia. 100 taken ill in food poisoning case RANGIYA, OCTOBER 26 (PTI): At least 100 persons, including six children and 15 women, were taken ill after consuming soaked grams in Assam’s Kamrup district. Official sources said that the villagers of Kororagarbhitor and Tarani attended a religious ceremony in which the soaked gram offered as “prasad” was served last night. A couple of hours later they were taken ill and the attending doctors said the case might be of food poisoning. Twelve seriously ill persons have been shifted to the Guwahati Medial College Hospital while the others are being treated at the Rangiya Civil Hospital.

DIMAPUR, OCTOBER 26 (MExN): Referring to the demand of the ENSF over the new teachers’ recruitment policy, the ENWO today said it would be “appropriate” for the government to formulate the policy “according to the demand of the ENSF”. While acknowledging that the policy is intended to “improve teachers”, the ENWO, in a note from its president, explained thus: “However, the policy framework has its witness in overlooking the contest of social economic in qualities of Naga society within which it is to operate and on the basis of which the question of whether the policy is just or not can be answered, it is in the context that the ENSF agitation to be viewed as an expression of reaction and grievances against negative social economic consequences that the policy would create in eastern Nagaland under the given circumstances of backwardness”.

ruth and knowledge are existential realities perceived and understood in different ways. It is essential to examine how the basis of social and cultural practices formed the realms of knowledge that not only reveals but gives rise to new forms of knowledge. The interplay that forms the realm of knowledge is a cycle that creates and recreates subjects of knowledge. Thus, knowledge itself has a history and it can be said that truth too has a history. Praxis of human conditions put truth and knowledge to the test. The point where truth and knowledge meets with human experience converges to a process of defining renewal of reality. Therefore, history represents a point of origin where knowledge is possible and truth defined. It is difficult to give rise to something which is not on the basis of history. Consequently, truth and knowledge are constituted and established within history and are thereof constantly established and reestablished by history. For humans to move forward in transformation, it is indispensable to turn and channel efforts towards history. On this reasoning, there is recognition of the existence of two histories of truth. One is the internal history of truth itself, in terms of its principles as constructed on the basis of the history of natural forces; and the other is the external history of truth as formed and revealed by human societies. The external history of truth represents forms of subjectivity which causes types of knowledge based on the construct of a society. Consequently, the objective truth is overshadowed and overwhelmed by social conditions. Invariably, it is the external history of truth, a subjective construct that defines the manner in which rights, wrongs and responsibilities are conceived, defined, settled, punished and compensated for. Therefore, societal rules and practices are derived and modified based on external history, which has a cause-effect relation of subjectivity that defines forms of knowledge and consequently the relation between society and truth. The necessity of locating an origin of investigation into the relation between society, truth and knowledge is defined by the political and judicial practice of a society. Therefore, if one considered truth and knowledge as being invented, it implies that neither has an origin that is celebrated in human nature, behavior and instinct. Hence, it prevents a relation between knowledge and the truth that knowledge must know. In the end, one can say that knowledge is the outcome of the interplay, the encounter, the relation, the struggle, the conciliation, the servitude and the settlement between history and society. For the growth of humanity, it is important for internal truth and knowledge to be recovered, which is a struggle against a world in which there is only a relation of violence, domination, power and force.

Redefining Multilateralism
S
eptember and October are shaping up to be hard months in a precarious year. A meltdown in financial, credit and housing markets. The continuing stress of high food and fuel prices and the dangers for poverty and malnutrition. Anxieties about the global economy. The events of September and October could be a tipping point for many developing countries. As always, the poor are the most defenseless. Voices around the world are blaming free markets. Others are asking about the failures of government institutions. We cannot turn back the clock on globalization. So we must learn the lessons from the past, as we build for the future. We must modernize multilateralism and markets for a changing world economy. Today's globalization and markets reflect huge changes in information and communications technology, financial and trade flows, mobility of labor, and vast new competitive forces. New economic powers are on the rise, making them stakeholders in the global system. They want to be heard. Private financial markets and businesses will continue to be the strongest drivers of global growth and development. But the developed world's financial systems, especially in the U.S., have revealed glaring weaknesses. The international architecture designed to deal with such circumstances is creaking. The New Multilateralism will need to be a flexible network. It must maximize the strengths of interconnecting institutions, public and private. It should be oriented around pragmatic problem-solving that fosters cooperation. Our New Multilateralism must build a sense of shared responsibility for the health of the global political economy and must involve those with a major stake in that economy. We must redefine economic multilateralism more broadly, beyond the traditional focus on finance and trade. Today, energy, climate change, and stabilizing fragile and post-conflict states are economic issues. They are already part of the international security and environmental dialogue. They must be the concern of economic multilateralism as well. The New Multilateralism will rely on national leadership and cooperation. But the G-7 is not sufficient. We need a better group for a different time; a core group of finance ministers who will assume responsibility for anticipating issues, sharing information, mobilizing efforts to solve problems, and at least managing differences. We should consider a new steering group including Brazil, China, India, Mexico, Russia, Saudi Arabia, South Africa and the current G-7, that holds regular formal and informal dialogues. The group should not just replace the G-7 with a fixed-number G-14, and should evolve to fit changing circumstances. We need this new network so that global problems are not just mopped up after the fact, but anticipated. The steering group will still need to work through established international institutions, but the core group will increase the likelihood that countries draw together to address problems. Just as the financial crisis has been international because of worldwide interconnectedness, reforms must be multilateral. Whether through an expanded Financial Stability Forum with the International Monetary Fund or the steering group, these financial supervisory issues will need to be addressed in a broader multilateral context. The New Multilateral Network must also interconnect energy and climate change. We need a "global bargain" among major producers and consumers of energy. There could be a common interest in managing a price range that reconciles interests while transitioning toward lower carbon growth strategies, a broader portfolio of supplies and greater international security. A climate change accord also will have to be supported by new tools. We need new mechanisms to support forestation, develop new technologies and encourage their rapid diffusion, provide financial support to poorer countries, assist with adaptation, and strengthen carbon markets. Dealing with the economic aftermath will be one of the foremost responsibilities of the next U.S. president. But this work is not about America alone. Multilateralism is a means for solving problems among countries, with the group at the table able to take constructive action together. he world's financial nervous breakdown is far from over. The stock-market turmoil continues, the huge debt issues left by the collapse of major institutions remain potentially destabilising, and there could still be major shocks to come (not least in east-central Europe). The reverberations of a crisis that began in the global north are working their way across the global south. These trends indicate that the convulsions of September-October 2008 - from the fall of Lehman Brothers to the emergency bailout-investment model of British prime minister Gordon Brown - are only the prelude to a worldwide economic recession. The evidence of downturn in what is still quaintly called the "real economy" is accumulating everywhere - with workers in the United States at the sharp end. There, "(employers) are moving to aggressively cut jobs and reduce costs in the face of the nation's economic crisis, preparing for what many fear will be a long and painful recession". The scale of current troubles is indicated by a tale of two months: September 2008 saw more mass-layoffs in the US than any since September 2001. The falling market indices are reinforcing fears in much of the non-west about what is to come. Pakistan, whose reserves of currency are dangerously low, is in discussion over a support-package from the International Monetary Fund which could bring it $5 billion in the short term; the Argentinean stock-market sank by over 16% on 22 October amid the planned takeover of pension-funds by the country's troubled president, Cristina Kirchner; and even China - for so long the most optimistic story in the global economy - is facing difficulties, as economic planners realise how much more must be done to satisfy an expectant population (see Jim Yardley & Keith Bradsher, "Faced with global slump, can China keep up economic growth?", International Herald Tribune, 23 October 2008). Some on the political left see a renewed opportunity for statist solutions, while others welcome the prospect for effective local responses. But the belief in the possibility of progressive outcomes at all requires a dose of caution, for painful economic circumstances often result in people's arc of concern becoming smaller and less generous. After all, the world has been here before in the last four decades - twice. Two moments The first such modern "crisis-opportunity" moment came in the early 1970s, when there was a growing awareness of the risk to global society from environmental constraints. At the time, the main concern was not about the then relatively little-understood problem of climate change but about pollution, resource-depletion and the potential of critical food shortages. The first United Nations Conference on the Human Environment (UNCHE) was held in Stockholm in June 1972; it focused attention on the "limits to growth" debate, and there was much talk of sustainability and appropriate technology. In Britain there was at the time a vigorous if largely middle-class movement towards practical self-sufficiency, reflected in a flowering of innovative publications such as the radical science magazine Undercurrents. Alongside this
has come to cast doubt on the viability and coherence of the idea of a unipolar world. On that basis alone, the current financial crisis and deepening recession should be a precious opportunity for a new approach to the world economy that is rooted in a genuine multilateralism.
energetic current of ideas was awareness of the urgent need to reshape the world economy in favour of the majority world. In the event, plans for a "new international economic order" collapsed as retrenching industrial states focused on their own selfish interests, while stagflation and recession occupied people more than home-insulation and solar-panels. By the start of the 1980s - with two Ronald Reagan and Margaret Thatcher elected to power - there was a new emphasis on diminishing state involvement in the economy (on the grounds that government was "the problem, not the solution") in order to allow the free market to flourish, enrich the deserving....and, eventually, "trickle down" to the poor. The second "crisis-opportunity" moment came in the late 1990s. The antiglobalisation movement, decentralised and amorphous, announced its presence as a new radical force at the World Trade Organisation summit in Seattle in November-December 2008. It struck a chord across the world, far more widely than among its core supporters and sympathisers. The sense of unease among the world's rulers was palpable, starting with the World Economic Forum at Davos that followed; "a crack began to appear in the edifice of Western economic control". In the midst of this nervous elite mood, the neo-conservative wave broke in the United States. In its early phase in the first months of 2001, George W Bush
implemented a raft of policy changes that revealed that any expectation that his narrow election victory might be the prelude to consensual politics was no more than a pipedream. The new administration refused to ratify the comprehensive nuclear test-ban treaty (CTBT); resisted strengthening the biological and toxin weapons convention (BTWC); allowed the antiballistic-missile treaty to wither; opposed commitment to the International Criminal Court; and withdrew from the Kyoto climate-change accords. The "new American century" would be a free-market era with no recognition or acceptance of environmental concerns and little interest in the global socio-economic divide. These changes caused consternation in some European capitals; but there was also a sense that Washington would over-reach itself, and that these early unilateral excesses would not stick. This is where the 9/11 attacks were so significant. The appalling shock of those attacks, just when Washington seemed so confident, massively reinforced the belief that there was only one way forward. Even the Enron and the WorldCom scandals were sidelined as everything became subsumed into the "war on terror" - part of the much wider project of cementing the United States's global leadership. The "war on terror" waged in pursuit of this aim can seven years later be seen even more clearly for what it was and is: a deeply counterproductive endeavour that
Third chance A summit of the G20 group of leading industrial and developing countries will be held in Washington on 15 November 2008 - an occasion, therefore, when the existing G8 states will face representatives of emerging economies such as China, India, Brazil and Indonesia around the same table. The agenda and the management of the summit will be vital: it is probable that the event's leading planners will attempt to limit debate to the stabilisation of financial markets, but there is at least a chance that the question of global economic planning and governance will also be aired. Whether the conclusions begin to reflect the realities of the world economy and the needs of the majority of the world's people remains to be seen. It seems unlikely. At root, the delegates in Washington will be officials from governments representing that 20% or so of the world's population that has since the 1960s consistently forged ahead of the rest (see James Davies, Susanna Sandstrom, Anthony Shorrocks & Edward N Wolff, "The World Distribution of Household Wealth", WIDER Angle, 2/2006 [World Institute for Development Economics Research, Helsinki]). The membership of that elite community is global: it may be 150-million strong in China, 100-million strong in India and over 20-million strong in Brazil, as well as including the majority of the people of north America, western Europe, Japan and Australasia. But this albeit large group is decidedly not the "majority world" and the actions taken by those in officialdom rarely take account of the interests of people in this much larger category. By coincidence, on the very day that George Bush announced the date of the G20 meeting, a report published by the United Nations Human Settlements Programme (UN-Habitat) on the state of the world's cities concluded that the rising inequalities there were likely to lead to persistent social unrest and the risk of violence. The organisation had earlier confirmed that 2007 was the first year in history that the majority of the world's people were now living in cities; UN-Habitat's new analysis highlights deepening divisions within the world's cities - in wealthy countries such as the United States as well as less-developed ones like India and Brazil. This is a specific yet fundamental effect of the failure of the global economy to deliver socio-economic justice. It is one that political leaders seldom acknowledge. Even more striking is that these leaders seem to be ignorant of the likely impact of several years of recession on urban populations, which in turn are far more aware of their own marginalisation than was true in the 1980s. The G20 meeting and the other summits to follow carry the risk that policy responses will again be so narrow as to focus on only a minority of the world's people. That will be deeply unethical - and ever more dangerous too.
“The Missionary Position” and the Nagas Rev. L. Kari Longchar
"WITH CHRISTIAN missionaries, the suspicion dates back even further. In the 1950s, New Delhi identified the Rev. Michael Scott as the prime instigator of the Naga rebellion. We took the line that Christian missionaries had played a pernicious role in the North East, using Christianity to achieve a wedge between the tribes of that region and the Indian mainstream". Vir Sanghvi said this in "The Missionary Position", in The Hindustan Times, on the recent orgy of violence against Christians by Bajrang Dal and others in Orissa and Karnataka. Eastern Mirror reprinted it on October 13. (Given the seriousness of the issue another heading should have been used.) The first part of Sanghvi's article is appreciated. But the paragraph above is the product of assumptions rooted in prejudice. It is unfair to Christian missionaries, the Nagas and Scott. It repeats what Delhi thinks Nagas are, ignoring the facts of their history which they consider to be important. The damage is shown in the fact that even enlightened persons like Sanghvi assume it is true and use it to support their narrative. It is asking Sanghvi too much to visit Nagaland. But has he ever talked to some Nagas to understand the facts? How did Rev. Michael Scott come to Nagaland? Scott was famous in the '50s
for his fight against the white Apartheid regime in South Africa. He was a fellow campaigner on the issue with Pundit Nehru and V.K. Krishna Menon. Menon was the Non-Aligned world's most vitriolic attacker of western imperialism when the Cold War was at its coldest. In 1959, Scott made a powerful speech at an UN-sponsored meeting in New York calling for an end to apartheid. A Naga teaching at a medical school in Chicago, read the speech in The New York Times. He wrote Scott and congratulated him and asked him to help the Nagas also. A.Z. Phizo, President of Naga National Council, had reached Zurich, Switzerland. Scott arranged for him to come to London and introduced him to his close associates. Scott's name soon became well-known among Nagas. When the moves for a Ceasefire between Nagas and the Government of India started, B.P. Chaliha, Jaya Prakash Narayan, Shankar Rao and Rev. M. Scott were proposed to be members of the Nagaland Peace Mission that the Nagaland Baptist Church Council (NBCC) was about to form. Rao could not come due to ill-health. The other three accepted the invitation. Scott arrived in Calcutta and reportedly phoned Nehru and told him he was on his way to meet the Nagas. The position of the respected fighter for justice in South Africa was that he was
committed to the same principles every where in the world. Nehru obviously thought it prudent not to stop him. Scott went to Shillong in March 1964 and joined Chaliha and Narayan to start the work of the Peace Mission. On September 6th the first Ceasefire in Nagaland was declared. In May 1966, Scott was arrested and his documents confiscated. He was ordered to leave immediately. Pandit Nehru was no longer alive by then, and his daughter must have decided not to have an activist like Scott on the scene when she was about to pursue a new policy to deal with the Nagas.
WRITE-WING The points to be made are – 1. Scott could not have so easily entered Nagaland at that very sensitive time but for his close political association with Nehru and Menon over the years. 2. Scott's coming had no connection whatsoever with the Christian missionary work for the Gospel already going on in Nagaland. He was not a preacher of the Christian Gospel but a high-profile white political activist whom Nehru and Menon were happy to work with to oppose the racist regime in South Africa. 3. Scott did not instigate the Nagas. The Naga struggle started to consolidate decades before the British left. Scott came to Nagaland
in 1964. What will the blacks and coloured of South Africa think if they were told people like Scott, Nehru and Menon had instigated them to fight for their beliefs? 4. To Nagas the stand they took was not a rebellion. If when your neighbour ignores your fence and you tell him your fence must be respected you are not a rebel. You are boldly stating the truth as a responsible, honourable neighbour should. Also Nagas are not anti-India, or secessionists. When they reiterated their position on 14 August, 1947, reaffirming what they had stated in writing in 1929, they were not breaking an undertaking they had given earlier. They were not trying to secede from a union they had accepted. Nagas are still only at the earliest stage of their journey as a people. They have shown serious weaknesses which they must admit and rectify without blaming others. But their position is that they have become a people with a history India must not ignore. 5. The last American missionary, Robert Delano, was ordered to leave Naga Hills at very short notice. He left in 1955. The American missionaries in Nagaland started their first schools and taught them to read and write, and translated the New Testament into some of the dialects. To accuse them of instigating the Nagas was and is totally untrue and irresponsible. One
of the missionaries told the Nagas they were too backward to be able to run their own government and urged them to be realistic. He was being frank, but Nagas told him it was not his job to advise them on the subject. Nagas feel the assumption by others that their struggle for which so many gave their lives or lost everything they had was instigated by some people from outside an insult to their intelligence, or disregard of their understanding of their history as if it is irrelevant. The purpose of this article is to state the facts, and how Nagas see their situation from the beginning to the present. The settlement we are waiting for will be more lasting if the facts are given the importance they deserve. The Christian missionaries came before Naga Hills District was created by the British in the 19th century. The first American missionary knelt down to pray when some Nagas he encountered outside a village started to throw spears at him. His prayer was heard and he was unhurt. He collected the spears and returned them to the astonished warriors. The rest is history. Did the Hindu priests and Muslim maulvis in the plains of Assam ever think of climbing up the roadless hills and mountains to meet the Nagas? The answer to this simple question will answer some of the other questions in the present debates.

Unfortunately yes. There is no denying that the American Presidential election does impact the whole world. Just look at George W Bush. The Americans could not find a better person and the whole world has to suffer just because the Americans made an error of judgement. Lets hope this time better sense will prevail and they will elect a president who will have a more positive affect on the world. Of course. Definitely. In spite of the fact that the American policy is criticized the world over, their foreign policies have a very long hand and it will effect Nagas no matter who wins this election. Yes, long term impact Is Nagaland a Christian state? The government of India would listen if a US president cautions India regarding atrocities to Christians and to ensure secularism. Yes, India would listen to a US president than Rio, P.A. Sangma and Sangliana put together. It’s a funny question, but I just can’t ignore it. It’s funny because most Americans don’t even know that Nagas exist and even if they did, they probably don’t care anyway. I am sure most Nagas would say just the same. But this is where the irony is. Even if Americans don’t know if Nagas exist and even if they don’t care about us, the hard fact is that their policies affect us. Even if America (not Americans) fart, it

shakes the world. So as much as they are loathed by majority of the world, they do have a powerful influence on the world. So even if Americans have not heard about the Nagas, the Nagas have heard about America and that itself is enough for their presidential elections to make an impact. Yes, people are getting influenced by Obama’s call for change and have compared it even to our society, saying that we Nagas too need change. I think it does. No one would like to admit it since the whole world has more or less hates their guts; but America does have a huge influence on the world. Nagas may not even be on the radar screen of the American president, but their policies are far reaching and it would be foolish for Nagas to think that the American policy does not affect them. In this globalised world where communication has become one of the most powerful tools, Nagas cannot avoid BBC, CNN and the other Indian channels, which are bombarded by news on the US elections. The Nagas are definitely aware of what is happening in the US, even if it is not vice versa, so yes, Nagas are impacted by the US presidential elections. I bet you most of the Nagas will be Republicans. The decisions on policies that America makes fortunately or unfortunately effect the whole world (eg. the wars in Afghanistan and Iraq, and yes, not forgetting the War on ‘Terror’), and therefore whoever the Americans choose will most definitely impact even the Nagas in this ‘back of beyond’ part of the world.

If America makes Nagaland one of their states, then they will realise how wrong their judgment was. Americans will be affected by "ISM" everywhere.. No way man! What if the president of USA was concerned about us, He would surely try to solve our civil war like he did in Iraq, East Timor, Serbia, etc. He is not even aware Nagas are from the same planet. I will say No. Because even though the American elections do affect the world, the Nagas are far too removed from world politics. So, I dont think the presidential election will have any impact on Nagas. What? When have Nagas become Americans! Who cares who rules America? Do we Nagas listen • to anyone? The Indian president cannot do anything for us, then who in America do for us? If we Nagas who are too smart to settle down in some villages, get hold of a piece of land in America • (forcefully, then what?).Then only will America have any impact on Nagas. American presidential election is no match for our type of electioning in Nagaland. Instead of being any impact to us, they will be shocked to find out
Does it matter? Yes American politics has impact all over the world. But does it matter who wins. Whether it is Obama or McCain I see there will be no difference, because when it comes to American Foreign policy, the Democrats and the Republicans are the same. So, even though the elections will impact the Nagas, it will make no change who wins. If Mr. Obama comes to Nagaland to buy votes, we nagas will be asking too much for a vote that even he won’t be able to dish out 500 crores to buy our votes. Aren't we so rich? 500 crores or no votes. To some extent, YES!!. If the New American govt raises the economic bar, surely India is going to benefit. Sure does we Nagas in a way, if we remain a good ally to our mainland. They will feed us more. Aren't we dependent on Indian money? Aren't we just fighting for the sake of Indian money? Why then, we don't want to remain under the Indian constitution? If we are using their currency, we are no different from Indians. Maybe to certain extend only. Those who seek change may feel the impact but otherwise for our Nagas nothing seems to impact us. We need to learn to bring change in our land. Certainly the elections has created a lot of curiosity among Nagas and am sure the population is divided between McCain and Obama, but I don’t know how much the presidential elections will impact the Nagas. Sure, the elections will definitely affect India, but Nagaland, I don’t know to what degree.
President Rule vis-à-vis Judicial Review in Nagaland
H
aving read two confronting attitude and words between NPCC and NPF party on the question of imposing PR in Nagaland on 03-01-08, perhaps it would be fair and just if concern readers are put to excess the contents of unambiguous explanation and precedent legal stand as observed and recorded in WP(C) No.93of 2008, a judgement delivered by the Constitutional Bench of Hon’ble Guwahati High Court in connection with PR proclamation. Constitution of India is Supreme and final law of the land in which Nagaland as a State within Union of India is not immune but binding to its principles and practices. Article 356(1) of the constitution of India provides that if the President of India, on receipt of report from the Governor of a state or otherwise is satisfied that a situation has arisen in which the Government of a state cannot be carried out in accordance with the provision of this constitution, the President may by a Proclamation assume function of the state Government. The imposition of President Rule in the state is not unusual affairs, there are cantena decision where the Apex Court have rendered Law interpretation including Tenth Scheduled depending on facts and circumstances of each case. While reading the judgement of Nagaland case, precise issue before the Hon’ble Court was a challenged made, as to why President Proclamation, dated 03-01-08 under Article 356(1) of the Constitution of India was invoked and imposed and the Assembly of Nagaland was kept under suspension. In other word, it was the petitioner’s contention that the Speaker of the State Assembly have acted upon as per Rules and Procedure under the law of the land, As such the imposition of PR was arbitrary, illegal, and liable to be quash and set aside and prayed that Govt. be restored for having absolute majority in the house. The Hon’ble learned Bench while hearing various points of arguments have taken into account of Rights and Privileges that are otherwise entitled to Legislatures under the law of the land, and besides three Governor’s report, it has also perused Tenth Scheduled of the Indian Constitution reading along with Rules framed as Nagaland Legislature Assemble (Disqualification on ground of Defection) Rules 2003 framed by the Speaker of the House in exercise of power under paragraph 8 of Tenth Scheduled of the Constitution. The framed Rule 2003 was laid before the House and took effect from 18-03-06. That rule 19 of Rule 2003 provides the following sentence read as “The Speaker may from time to time issue orders as considered necessary within the framework of these rules for removal of any doubt in regard to implementation.” Subsequently on 21-08-06, the Hon’ble Speaker of the Assembly purporting to be in exercise of power under 19 of 2003 as stated above issued the following direction reads as follows :1.

sembly in exercise of my power under rule 19 of the members of Nagaland Legislative Assembly (Disqualification on Ground of Defection) Rule 2003 hereby gives the following directions;‘Without prejudice to the rights and liberties of members of the Tenth Nagaland Legislative Assembly belonging to Political parties to claim protection under paragraph 4 of the Tenth Schedule to the Constitution of India or their rights and liberties seek prior permission to vote contrary to or seek condonation of violation of, any direction issued to them under paragraph 2 (1) (b) of the Tenth Scheduled to the constitution of India, all members of the Tenth Nagaland Legislative Assembly belonging to political parties shall vote in accordance with the direction issued by the respective political parties or persons, or authorities authorized by them in this behalf, and any recorded contrary to the direction subject to their entitlements to the said rights and liberties under paragraph 4 read with paragraph 2 (1) (b) of the Tenth Scheduled to the constitution of India, shall NOT be counted in the result of the voting on any question decided by the House’.

The above direction as clearly indicated was obviously the Speaker’s contention and decision for not counting 9 NPF MLAs votes on 13-12-07 when No Confidence Motion took placed as these MLAs voted against NPF party’s directive. And in the matter of three Independent MLAs, Disqualification Petition was filed by Dr. Shurhozelie on 12-12-07 seeking to disqualify them on the ground that they were alledge to have joined the NPF party in the first place and later on they joined to congress party and therefore pending the disposal of the case he prayed for interim relief. The Hon’ble Speaker on received of the petition forwarded petition copies to the Independent MLAs with a direction to reply interim prayer by 9 am on 1312-07, One of them replied and the Speaker of the House passed interim order restraining three Independent MLAs from voting and the same order was read out by the Speaker in the House before voting exercise took placed. When vote of confidence took place on 13-12-07, for the above explained reasons the Hon’ble Speaker declared that No Con-
fidence Motion have been defeated and held that 23 members voted against the motion and 19 members voted in favor of the motion. Thus in the background of the compliances of the direction issued on 21-08-06 the 12 votes of the legislatures were NOT COUNTED while ascertaining No Confidence Motion which was one aspect before the Hon’ble High Court in regard to the legality and validity of the Speaker’s action. The Hon’ble High Court on hearing parties, have discussed rule 19 of Rule 2003 which was submitted as a source of law given power to the Speaker of the House who accordingly issued direction on 21-08-06. The High Court however was of the observation that such direction purporting to the rules has sought to abridge the substantiate rights of the legislature as conferred by article 194 of the constitution of India which provides Freedom of Speech and Rights to take part in the proceeding of the House. The language as contained under rule 19 was simply removal of any doubt meaning clarificatory in nature and therefore cannot overwrite statutory provision of Tenth Scheduled of the Constitution which itself does not prohibit any legislatures from violating the direction issued by political party to its MLAs. The Law itself allows cross voting and that question of Disqualifications follows when such whip violation is not condoned subsequently by his/her political party within 15 days from the date of voting or even abstention as provided under paragraph 2 (1) (b) of Tenth Scheduled. Recently MP have to be disqualified by the Speaker Lok Sabha for voting against party’s direction during July Trust Vote on India Nuclear deal as party did not condoned the action. Whereas, as narrated it clearly appeared that rule 19 of Rules 2003 as framed by the Speaker of the House seek to take away legislatures right even before one is actually disqualify under the law. Rules can be framed as empowered under paragraph 8 of the Tenth Scheduled, however as enshrined under article 208 of the constitution of India a House of the legislatures of a state may make rules for regulating, subject to the provision of this constitution, its procedure and the conduct of the business and not otherwise. Therefore rule 19 of 2003 Rules as a source of law being contradictory to the constitutional scheme of article 194 of constitution was obviously without sanction of law whereby impugned direction dated 21-08-06 purporting a source of power under rule 19 of framed Rules 2003 was held plainly illegal and unconstitutional as such decision of the Speaker not counting 9th NPF MLA at the time of voting was declared unconstitutional. In the matter of three Independent MLA, it stood totally on different footing irrespective of the legality and the direction dated 21-08-06 there cannot be any occasion for invoking the said direction
against Independent Member. The expression Independent member does not occurs either in the constitution or under the Representation of Peoples Act 1951. And Independent member is an elected member without political party ticket and for which there is no question for violation of party’s directions, an Independent member is not debarred by the constitution from voting on any issues in the Assembly according to his/her conscience including issue of confidence in the government run by any political party. The fact that an Independent member reposed and extend support to any government run by any political party at given point of time need not necessarily meant that those Independent members had joined such political party. If supporting would renders disqualification then present Six Independent members under 11 Legislative Assembly supporting NPF led DAN government would renders disqualify. But since this is not the proposition of law Independent can extend support, withdraws and vote with own liberties in the House. Independent member shall attract disqualification only when there is prima - facie substantial prove that such member have joined political party as provided under paragraph 2 of Tenth Scheduled of Constitution. Thus, law position been discussed, the action of the Speaker restraining 3 Independent member was held plainly illegal, unconstitutional during Vote of Confidence on 13-12-07. Thus, law points having discussed, NPF led DAN government of Tenth Nagaland Legislative Assembly was legally reduced to minority in 55 members present at the time of voting on 13-12-07 and that since minority have no locus-standi to run government, the proclamation of PR in the state was the only option which was accordingly done as deem fit. The judgment renders correct position of law and to avoid misinterpretation of statutes and perhaps the state Assembly should consult eminent jurist to ensure protection of constitutional office. The opposition should be more cautious when framed rules are put for debate in the House. Party leaders should read the judgment instead of given self style statute interpretation and mislead the sick mind on the issue. 1. It is a matter of record that aggrieved MLAs have filed two writ petitions before the Hon’ble Supreme Court of India which was registered as WP(C) No 19/08 and WP(C) No. 20/08 respectively and the Apex Court took up both the petitions on 1-2-08 and have passed the following order. “Heard Learned counsels for the petitioners, In view of the fact that President’s Rule already been imposed in the state of Nagaland, we are not entertaining these writ petitions, we are not expressing any opinion on merit of the case, the writ petitions are disposed off accordingly” This being the position in the Supreme Court, one should not misconstrue the ruling with self composed knowledge. “A Pinch of Iodine for Mental Health”
T
he international community observes “Global IDD Prevention Day” on 21st Oct. every year. Iodine Deficiency Disorders is a major health problem all over the World. In fact, it is the world’s single most significant cause of brain damage and mental retardation, according to WHO today. It is estimated that more than 1.5 billion people of the world’s population are exposed to the iodine deficient environment, out of which more than 600 million people suffer from IDD. In India, more than 200 million people live at risk of IDD and more than 71 million are already suffering from these disorders. Iodine is a micronutrient naturally present in the soil and water which is imbibed through the food crops grown on that soil. This element is essential for manufacturing thyroid hormones responsible for normal growth and development of human brain and body. The daily requirement of iodine for an adult is 150 micrograms and that of a pregnant and lactating woman is 200 micrograms. People living in areas, where iodine content of the soil is deficient do not get their daily requirement from their normal food they consumed. Sub-Himalayan Region is said to be the most IDD endemic areas in our country. Nagaland being situated in this belt is also considered as IDD endemic region. Random Sample Survey conducted in all the districts in the recent past has shown a goiter prevalence rate of 1% in our state. Iodine deficiency in human body causes various diseases such as physical and mental growth retardation, miscarriage, still birth, infant death, hearing and speech defects, low level of IQ, poor performance, goiter (swelling of the neck), etc. Realising the magnitude of the IDD problems, Government adopted the policy of Universal Salt Iodisation by which common salts are made to iodise by adding Potassium Iodate for all edible purposes and banned the sale of non-iodised salt under the Prevention of Food Adulteration Act (PFA) 1954. Iodine Deficiency Disorders once affected, are irreversible yet to prevent it from happening is very simple and cheap. The safest and the only method of preventing these disorders is by regularly consuming only good quality iodised salt. It is also the duty of every responsible citizen to educate and disseminate the information’s on IDD’s, its consequences and the importance of selling, purchasing and consuming only iodised salt. A significant new challenge that has emerged in the field of IDD in our area is the rampant practice of spraying saline water in the paddy field to root out the weeds. The prolonged use of saline water in course of time might destroy the normal chemistry of soil which contains various essential micronutrients (minerals) essential for human today. Secondly, and more importantly non-iodised salt is being sold in the market on the pretext of farm or animal uses, the same of which are purchased by the ignorant rural people for their daily consumption as these salts are available in a much cheaper rate. Lastly, it is appealed to all the citizens to adopt the following measures to prevent the ill effects of IDD’s: 1) Always purchase and consume only iodised salt 2) Insist only on iodised salt from the shopkeeper 3) Store iodised salt in a closed container 4) Do not keep iodised salt very near or above the fireplace 5) Do not stock iodised salt more than 6 (six) months 6) Shopkeeper must stock and sell only iodised salt 7) Salt which are meant for animal or farm use should be labeled “NOT FOR HUMAN CONSUMPTION” by the shopkeepers Iodine deficiency is so easy to prevent that it is a crime to let a single child be born mentally handicapped for that reason – Sir. PM rules out early general elections
ON BOARD AIR INDIA ONE, OCTOBER 26 (AGENCIES): Prime Minister Manmohan Singh on Saturday asserted that general elections would be held on schedule and denied that frequent rescheduling of Parliament sessions was an attempt on the part of his government to advance polls to few months before they are due in May next year. Manmohan Singh was addressing a press conference on flight while returning from Beijing after the conclusion of the 7th Asia-Europe Meeting (ASEM) summit. “I am not escaping parliament. We would like to meet in parliament as often as possible. We (government) have not forced the hands of the presiding officer. This is a decision taken after full consultation with the main opposition party and all major political parties,” said Manmohan Singh explaining the abrupt adjournment of the parliament session that lasted barely a week. “Political parties are in the (assembly) election mode and parliament will reconvene in December.” With assembly elections in six states scheduled for November and December, Manmohan Singh agreed that inflation and price rise would be electoral issues and these were concerns facing his government. “We have had a reasonably good term and I would not deny that over
the last few months inflation had become a problem. Also recently because of the global factors, the financial crisis is having some effect on our economy,” he said. “Therefore, we are obliged to take corrective measures. To say that I am not worried would not be correct. It is my duty as prime minister to worry when things don’t go as planned,” he said. “Reforms can’t take place in economic or political vacuum. The situation has been such that.. oil prices shot up in a manner that if I had passed on the whole burden to people, there would have been reckless inflation. “I think we are in a typical Keynesian situation where there is a lack of demand... The private sector demand is very weak but (there is) strong government demand - both for social services and investments,” he said. To a question whether he would contest the Lok Sabha elections due next year, Manmohan Singh refused to give a direct answer. “We will decide when the time comes,” he said. In the same breath he agreed that the upcoming assembly elections, regarded as the semi-final before the “finals” next year, would be the test of his government’s popularity. “All elections are in one way or the other a test of popularity. But that’s part of the democratic process one has to go through,” he replied stocially.
One killed, four wounded in Kashmir clashes

SRINAGAR, OCTOBER 26 (AGENCIES): One person was killed and four others were wounded in clashes between paramilitary forces and an agitating mob in Baramulla town of Jammu and Kashmir Sunday morning. Police here said an unruly mob resorted to stone pelting on police and the paramilitary Central Reserve Police Force (CRPF) troopers demanding the release of some people arrested for violence. “After tear smoke shells and baton charge failed to quell the mob, the CRPF troopers had to open fire to bring the situation under control,” a senior police official said here. A youth identified as Aijaz Ahmad Sofi, 24, was killed on the spot and four others sustained bullet injuries, he said. “The injured have been shifted to hospitals in Srinagar for specialised treatment. Further re-enforcements of police and CRPF have been rushed to the spot to bring the situation under control,” he said. Groups of youth had engaged the police and the CRPF in the town Saturday too. A mob had severely damaged a police vehicle in the town when it was bringing some detainees to the town from the adjoining Kupwara district. Locals blamed the police and the CRPF in the old town area of Baramulla for entering their homes and ransacking it after Saturday’s clashes.
Plug porous points in Sir Creek area: Panel to Ministry
NEW DELHI, OCTOBER 26 (AGENCIES): The Home Ministry has been asked by a Parliamentary panel to plug “porous points” in the disputed Sir Creek sector to prevent use of coastal routes for fomenting terrorism from across the Indo-Pak Border. A panel team that visited Bhuj sector also told “Pakistan has started showing added interest in this area and has got a good build up of its forces opposite the creek area. Due to dispute in the Sir Creek sector, a rogue action by Pakistan cannot be ruled out.” In its 37-page report on border fencing and floodlighting projects of Indo-Pak border, the Parliamentary Standing Committee on Home Affairs said the area of Sir Creek is disputed due to different perceptions of India and Pakistan. It said that though the international border runs along the mid-stream of Sir Creek, vigil is much easier for Pakistani forces as the mainland on Pakistan side is comparatively closer to Sir Creek. The report, however, said any major intrusion will be extremely difficult due to marshy land and presence of mangroves. It said an issue which came up for special mention when a sub-committee visited the Bhuj Sector in Gujarat was the “most likely threat” of infiltration and smuggling through creeks. “As the creeks are interconnected, once the enemy makes an entry to one of the major creeks, he can move into any of the creeks in small craft,” it said.

Singh ‘sad’ over Nano episode
NEW DELHI, OCTOBER 26 (PTI): Expressing “sadness” over the circumstances in which Ratan Tata had to shift his pet Nano car project from West Bengal to Gujarat, Prime Minister Manmohan Singh has highlighted the need for industrialisation with a human face. “Well, we are a free democratic country. It is certainly sad the circumstances in which Ratan Tata had to move his project,” Singh said when asked to comment on the Nano episode that hogged media headlines for weeks. “It is sad because a lot of work had been done in Bengal and there was a date fixed for Nano’s appear-
ance in the market. So that process was delayed so therefore to some extent it was a sad thing,” Singh told reporters yesterday while returning from his high-profile visit to Japan and China. Singh said entrepreneurs were free to decide the location of their plants in a democracy. In a market economy, these things happen. “These are the decisions which cannot be forced down the throat of unwilling entrepreneurs,” he said while commenting on Tata’s decision to shift shift the Nano car factory from Singur in West Bengal to Sanand near Ahmedabad in Gujarat following the agitation
against land acquisition at Singur led by Trinamool Congress chief Mamata Banerjee. At the same time, the Prime Minister said India must industrialise to realise its destiny but it should not come at the expense of the nation’s farmers. Farmers should be appropriately compensated when their land is acquired for setting up industries, he said. “India needs to industrialise, without industrialisation we cannot find solutions to our employment or development problems. “The real issue is what are the terms on which the land is acquired. It should not be acquired at prices which keep the farmers dissatisfied,” Singh said.
CAG castigates MEA for being extravagant NEW DELHI, OCTOBER 26 (AGENCIES): The Comptroller and Auditor General of India has come down heavily on the Ministry of External Affairs (CAG) for sending a Haj goodwill delegation to Saudi Arabia every year without taking into account the expenditure involved. Usually in such delegations, more than 30 people are sent for 18 to 20 days to promote goodwill between the two countries. “We don’t see the need of 34 members if they have to attend King’s dinner,” AK Thakur, Director General, CAG, said. CAG has categorically said that these delegations are extravagant and cumbersome and letting spouses and family members to accompany the delegation contributes to further extravagance. CAG says MEA has no fixed criteria to determine who should be part of such delegations. From the size of the delegation to the number of people, everything about the delegation is done in an ad-hoc manner. The delegation is being sent despite repeated recommendations from India’s Consul General in Jeddah that such goodwill missions are unnecessary and counter productive. They have time and again told the ministry to cut down the size of the delegation. “As compared to other countries including Islamic countries our size is very big. We don’t know how is going for what and what role they have to perform,” the Di-
rector General, CAG, said. MEA also came in for further criticism for wasteful expenditure. Indian missions in Singapore, Johannesburg, Pretoria, Yangon and Muscat have spent much more than they should have on doing up their gardens In fact, Indian missions
in Beijing, Mandalay, Tripoli and Ulaanbaatar have spent much more than the permissible limit on decorating homes of diplomats. This is not the first time that the MEA is being hauled up by the CAG. Earlier, too, the auditors have taken exception to diplomats being extravagant.
NREG scheme: CAG pulls up Centre, states for irregularities NEW DELHI, OCTOBER 26 (AGENCIES): The absence of an effective system to address grievances and lacunae like delayed payments and improper record of applications by job seekers under NREG scheme is defeating the purpose of this flagship programme of the government, apex audit body CAG has said. Pointing out several cases of delayed payment of wages for which no compensation was paid, the report said: “Yet no one was fined for the violation of Act. This indicates lack of an effective grievance redressal mechanism which defeated very purpose of the Act conferring a statutory right on the rural households for demanding up to 100 days of employment,” a report by apex auditor CAG has said. The audit report on implementation of NREG Act, tabled in Parliament, did not buy the Ministry of Rural
Development’s argument that it could not be expected to comment on specific irregularities as they come under state governments. “The Act is a Central legislation and the ministry bears overall responsibility for co-ordinating and monitoring its administration and ensuring economical, efficient and effective utilisation of funds provided by the Union government,” the report said. The Comptroller and Auditor General of India said applications for employment were not documented or dated receipts for such applications were not issued in most of the cases, making the eligibility of rural households for unemployment allowance unverifiable, the report said. Also there were instances of non-payment of unemployment allowance, even where the record indicated that work had not been provided within 15 days from date of application.
ON BOARD PM’S SPECIAL AIRCRAFT, OCTOBER 26 (PTI): Prime Minister Manmohan Singh has said his government had a “reasonably good term” in office till now but rubbished the claim of Left parties that the Indian economy has escaped the raging financial crisis due to their policies. “We have had a reasonably good term and I would not deny that over the last few months inflation had become a problem. Also, recently because of the global factors, the financial crisis is having some effect on our economy. Therefore, we are obliged to take corrective measures,” Singh said. “To say that I am not worried would not be correct. It is my duty as Prime Minister to worry when things don’t go as planned,” the economist-turned politician told reporters when asked whether he was concerned about the economic crisis, months ahead of general elections. Asked to comment on the view of the Left parties that India has largely escaped the effects of the global financial turmoil due to their policies, the Prime Minister said: “I am afraid I don’t agree.” “Strengthening India’s banking system, strengthening India’s insurance system has enabled us to deal with the crisis
more effectively,” he said. “I beg to differ. But I am not very happy to part company with our left colleagues. “In my view India is faced with difficult problems all parties which are committed to secularism and nationalism must work together to deal with communal and regional divide which is being sought to be created by some antisocial elements. There are issues which require all political parties which think alike to sit together and I very much hope we can find ways and means to work with our left colleagues,” Singh said. Commenting on when the world would overcome the effects of the global financial meltdown, Singh said: “Well it all depends on how long it takes the world community to restore and confidence to the global financial markets. “We are not in complete control. There are bigger players and we are victims of that. The crisis is not of our making. It is a crisis that originated in the US and Europe, the type of integrated world economy we live in we are not immune and I had mentioned in Parliament earlier this week on Monday and I repeated that same sentiment in Beijing (while attending the ASEM summit),” Singh added.
‘All papers pertaining to Cabinet decisions disclosable’
NEW DELHI, OCTOBER 26 (AGENCIES): The Central Information Commission has ruled that all papers pertaining to decisions of the Union Cabinet, once arrived at, are “disclosable”. “The plea taken by the first appellate authority that the decision of Council of Ministers are ‘disclosable’ but Cabinet papers are not is totally untenable,” Chief Information Commissioner Wajahat Habibullah ruled. The CIC was hearing the plea of P D Khandelwal of Noida, who sought inspection of a file under which a circular of Appointment Committee of the Cabinet, Department of Personnel and Training, was issued in 1999. The inspection was denied by the department saying that it formed part of Cabinet papers including re-
cords of deliberations of the secretaries and other officers and was exempted under section 8(1) of the Act. His first appeal was also rejected as the appellate authority held, while decisions of the Council of Ministers, “can be made public once decision is taken or matter is complete, but ‘Cabinet Papers’ are outside the purview of the RTI Act.” CIC observed that the argument of appellate authority rests on the term “Cabinet” being distinguished from “Council of Ministers” with the only decision of Council of Ministers being ‘disclosable’ and not cabinet papers of which decisions of Council of Ministers are only a part. In its order, the information watchdog said that the Constitution of India, per
se, did not include the term “Cabinet”, when it was drafted and later on adopted and enacted by the Constituent Assembly. The Commission held that every decision of the Council of Ministers was a decision of the Cabinet as all Cabinet Ministers were also a part of Council of Ministers. Elaborating on section 8 of the RTI Act and provisions of the Constitution, CIC ordered that Cabinet papers which include the records of deliberations of the Council of Ministers, secretaries and other officers should be disclosed after the decision has been taken. “The matters which are otherwise exempted under section 8 shall not be disclosed even after the decision has been taken and matter is over,” it said.
ITBP to station its force in the plains

Postings in the plains and missions abroad would reduce the physical hardship borne by soldiers in high altitude regions, said Union Home Minister Shivraj Patil during interaction with troops of ITBP.
“You will not only be serving in the country but also be posted abroad. This will reduce the physical pain that you undergo during your posting in high altitude. You will also know how big this world is and how people lead their lives,” he said. The force has raised 20 more battalions and is eyeing at least 15 cities in the country. It has already acquired lands at seven places for setting up battalion centres after talks with the respective state governments. Once these battalion sta-
tions are established in the plains, jawans who complete their two-three year of high altitude postings can be accommodated there. It will also facilitate ITBP’s presence in areas beyond its operations in order to meet new responsibilities. “Talks with various state governments are on for purchase of land. NEW DELHI, OCTOBER 26 (PTI): Assuring India that it will ensure the safety and security of ethnic Tamils, Sri Lanka has expressed readiness to allow Indian medical aid to the affected people in the island country’s embattled north. Basil Rajapaksa, Special Advsior of Sri Lankan President Mahinda Rajapaksa, met External Affairs Minister Pranab Mukherjee and apprised him of the steps being taken by the government to ensure that the rights of Tamils are not compromised during the ongoing military offensive against the LTTE. Basil also held talks with Foreign Secretary Shivshankar Menon on Sunday. “Every assurance we have given (to) look after the
human behaviour needs and whichever way we can,” Basil, the brother of President Rajapakasa, told reporters after the meeting. KANDHAMAL, OCTOBER 26 (AGENCIES): There has been a 66 percent growth in Christian population in Orissa’s Kandhamal region, which has seen attacks on Christians and churches. Of the 42,353 who adopted Christianity between 1991 and 2001, only two followed law to change religion. According to data available with the district collectorate, the Christian population in Kandhamal was 117,950 in the 2001 census, up from 75,597 a decade earlier. “The Christian growth rate in the district is 66 percent as against 18.6 percent for the overall population growth in the district,” District Collector Krishan Kumar said. Kumar said that the Orissa Freedom of Religious Act, which came into action in 1989, allows people to change or adopt any religion but all such individuals need to submit a form to the district magistrate. “We have received just two applications not just between 1991 and 2001 but between 1989 and 2008. McCain, struggling to defend New Mexico and other Western states that in the past have mostly voted Republican from going to Obama on Nov. 4, seized on a report that former President Bill Clinton’s one time chief of staff, John Podesta, had already written a draft inaugural address for Obama. “What America needs now is somebody who will finish the race before starting a victory lap,” McCain told an enthusiastic crowd in a town square in southern New Mexico. LAS VEGAS, OCTOBER 26 (AFP): Former president Bill Clinton will make his first campaign trail appearance with Barack Obama in the crucial swing state of Florida next Wednesday, the Democratic nominee’s campaign said. Clinton had a testy relationship with Obama’s camp during his wife Hillary Clinton’s bid for the party nomination earlier in the year but will make his debut beside the Democratic nominee just six days before the election. The former president delivered a strong endorsement of Obama’s readiness to be president at the Democratic National Convention in August and the former first lady has now done more than 50 campaign events for her ex-rival. Bill Clinton will appear alongside Obama in Orlando, Florida on Wednesday, campaign spokeswoman Jen Psaki said. Orlando lies along the dividing line between the conservative north and the liberal south of the key state which most polls show is a toss-up 10 days before the election, with a slight edge towards Obama over Republican John McCain. Bill Clinton is the sole Democratic presidential candidate to win Florida in 30 years -in his 1996 reelection campaign -- and he and his wife are still wildly popular in the state. Livni calls for early Israeli election JERUSALEM, OCTOBER 26 (REUTERS): Israel headed on Sunday towards an early election likely to kill any remaining chances for a peace deal with the Palestinians this year after ruling party leader Tzipi Livni dropped efforts to form a government. “When I had to decide between continued extortion and bringing forward elections, I preferred elections,” Kadima chief Livni told the Yedioth Ahronoth daily, in reference to budgetary demands from the ultraOrthodox Shas party. Livni, foreign minister and chief peace negotiator in U.S.-sponsored talks with the Palestinians, was expected to meet President Shimon Peres later in the day to inform him she had failed to put together a coalition after weeks of wrangling. Peres can then set into motion a process leading to an early election, which political commentators said would apparently be held on February 17, more than a year ahead of schedule. Opinion polls have predicted the right-wing party of former Prime Minister Benjamin Netanyahu, an opponent of wide-ranging territorial compromise, would win a national ballot. “We hope the Israelis will choose to stay the course with the peace process,” Palestinian peace negotiator Saeb Erekat said after Livni confirmed comments from aides that coalition talks had failed. MESILLA, OCTOBER 26 (AFP): Bitter infighting has broken out between aides to John McCain and Sarah Palin over management of the Alaska governor’s role in the campaign, it was reported Saturday. The Politico.com website cited four Republicans close to Palin as saying she had grown frustrated by advice given to her by campaign handlers, whom supporters blame for a series of public relations gaffes. The report said Palin was now increasingly willing to disregard orders from advisors, suggesting the Republican running mate was in the initial stages of forging her own identity for a future tilt at the White House. “She’s lost confidence in most of the people on the plane,” said a senior Republi-
can quoted by Politico, adding that Palin had already begun to “go rogue” in some of her public pronouncements on the campaign trail. The Alaska Governor’s supporters accused McCain campaign strategist Steve Schmidt and senior aide Nicole Wallace of already attempting to blame Palin for the failure of the campaign. “These people are going to try and shred her after the campaign to divert blame from themselves,” a McCain insider was quote by Politico as saying. NEW YORK, OCTOBER 26 (PTI): With US Presidential elections barely nine days away, long brewing tensions between key advisers of Republican presidential candidate John McCain and his running mate Sarah Palin have escalated so much that they have spilled out in public. With McCain trailing behind his Democrat opponent Obama in the polls as per the recent surveys, recriminations have started between his key advisers and Palin. A news channel quoted at least one adviser suggesting that Palin has gone ‘rogue.’ Another McCain source claimed that she appears to be looking out for herself more than the campaign, according to a channel, playing for her own future and sees herself as the next leader of the party. “She’s no longer playing for 2008; she’s playing 2012,” Democratic pollster Peter Hart said. “And the difficulty is, when she went on ‘Saturday Night Live,’ (a satirical TV show) she became a reinforcement of her caricature.... and at the end of the day, voters turned against her both in terms of qualifications and personally.” Several McCain advisers were quoted by a channel as saying they are becoming increasingly frustrated, but an associate of Palin told the network that she is simply trying to “bust free” of what she believes was a damaging and mismanaged roll out. Pointing towards the Alaska Governor’s recent spate of disregarding the orders from the advisers, a McCain source cited an instance in which she labeled robocalls - recorded messages often used to attack a candidate’s opponent --”irritating” even as the campaign defended their use. ISLAMABAD, OCTOBER 26 (PTI): World's most wanted fugitive, Al Qaeda chief Osama bin Laden is reportedly writing a book on the struggle of his terrorist network that dispenses money, logistical support and training to radical groups in over 50 countries. The book, being written in Arabic, will later be translated into English. Bin Laden decided to write the book to counter "propaganda" against Al Qaeda, Pakistan's Geo News channel has reported. Bin Laden is writing the book with the assistance of a "young man with a Middle Eastern background who will later translate the text into English", the channel reported. The book will reportedly highlight atrocities allegedly being committed on Muslims by the Western world. Bin Laden will also discuss how the medieval Crusades greatly impacted the growth of Western influence in world affairs and ultimately helped the US
to control the oil reserves of the Muslim states. The book will shed light on the evolution of Al Qaeda and 9/11 terror attacks on the US. Bin Laden, who was born in Riyadh on March 10, 1957, is a member of the prominent bin Laden family of Saudi Arabia. The Al Qaeda leader has been indicted in a US federal court for his alleged involvement in the 1998 bombings of the US embassies in Tanzania and Kenya and is on the Federal Bureau of Investigation's list of 10 most wanted fugitives. Though bin Laden has not been indicted for the September 11, 2001 attacks on the US, he has reportedly claimed responsibility for the strikes. Reports suggest he earned a degree in civil engineering in 1979, or a degree in public administration in 1981. Bin Laden also operated from Pakistan for a brief while in the 1980s as part of the mujahideen movement against the Soviet forces that had occupied Afghanistan.

LONDON, OCTOBER 26 (AFP): Harry Redknapp has been officially confirmed as the new manager of Premier League strugglers Tottenham Hotspur following the sacking of Juande Ramos last night. Spurs, who sit bottom of the English top flight, have agreed a compensation package of around five million pounds (7.9 million dollars) with Portsmouth to bring in Redknapp immediately. Ramos left the club after its worst-ever start to the season which has left it anchored to the bottom of the league, Spurs announced late Saturday. NN affiliate KATV in Little Rock, Arkansas, announced Saturday evening that its morning anchorwoman, Anne Pressly, died from injuries sustained in an assault. Pressly, 26, was found beaten early Monday at her home. She was hospitalized and sedated. Pressly's parents released a statement saying they were "with her in her last moments." They also asked for "the privacy we need at this very difficult time," KATV reported. Police said Pressly was apparently not targeted but was attacked during the course of a burglary. Her purse was missing. Pressly was beaten around the head, face and neck. She had been unable to communicate with her family or police while sedated in the intensive care unit. The anchor's death came only a day after a doctor said he was encouraged by her recovery. Dr. Clifton R. Johnson said Friday that swelling in Pressly's brain had gone down since she was hospitalized and that doctors had slowly been reducing her sedative dosages. Police have yet to identify a suspect, though detectives have combed the area around Pressly's home in the Heights neighborhood, a mix of bungalows and mansions near the Little Rock Country Club. News reports have said detectives found evidence that Pressly's credit card was used Monday at a gas station a few miles from her home. Harsh things sometimes are said during divorce proceedings but he and Katie had moved beyond that. This is a tragedy for everyone.'

Liverpool's solid defensive barrier, marshaled superbly by Carragher, prevented Chelsea - sorely missing the injured Didier Drogba's physical presence from creating many threatening chances. The 30-year-old Carragher made a last ditch slide to snuff out a rare shooting chance for Deco with 15 minutes remaining, deflecting the ball wide. Defender Ashley Cole miskicked badly in the 63rd when Franco Di Santo headed a crisp ball into his path to create a good scoring opportunity. Massa claims pressure is off
MILAN, OCTOBER 26 (REUTERS): Felipe Massa has said the pressure is off for next Sunday's seasonending Brazilian Grand Prix because he knows exactly what he has to do to snatch the title from British rival Lewis Hamilton. The Ferrari driver is seven points behind McLaren's 23-yearold, who only needs to finish fifth at Interlagos to become the sport's youngest champion, having won in China last weekend. However, Brazilian Massa believes his task is more straightforward as he bids to clinch his first world championship on his home track in Sao Paolo. "Yes it's true I have a tougher job than
Lewis in terms of the points situation but my own objective for the weekend is much more straightforward than his," Massa told Ferrari's website (www.ferrariworld. com). "I only have to focus on winning the race on Sunday afternoon, hopefully with my team mate (world champion Kimi Raikkonen) second behind me. "The only thing I am thinking about is winning. After that, the matter is not in my hands and we will have to wait and see exactly what and how much we have won." Massa has been on pole in Brazil for the past two seasons, winning in 2006 and finishing second last year
after allowing Raikkonen to go past and win to become champion by a point. Hamilton threw away his chance of the title in that race. "It is impossible to predict what will happen at the Brazilian Grand Prix but I think our car has always been very good at this circuit. Ballack apologises for Loew blow
BERLIN, OCTOBER 26 (AFP): Germany captain MichaelBallackhasapologisedto national team coach Joachim Loew for comments made last week in a German newspaper criticising him for showing a lack of respect to senior players. "I must acknowledge it was unfortunately an error to chose this way (to communicate)," Chelsea midfielder Ballack said in a statement. "I will meet with Joachim Loew as soon as my health allows and I will apologise to him for my behaviour." Ballack first apologised to Loew in a telephone conversation on Saturday evening and the pair have agreed to meet in Germany once Chelsea allows him to travel from London after recovering from his foot opera-
tion. But Loew has made it clear the future role of Ballack in the national team will depend on the outcome of the conversation. "I have registered the explanation of Michael Ballack," said Loew on the German Football Federation (DFB) website. "The personal discussion is much more important. Afterwards, I will give a concluding statement." The pair are expected to meet in the next seven days once the stitches from Ballack's operation have been removed. The row between the pair erupted last Tuesday in an interview with the Frankfurter Allgemeine Zeitung (FAZ) when Ballack criticised Loew and said senior players in last June's Euro 2008 squad were being treated unfairly.
"Experienced national players deserve at least some respect and loyalty," Ballack had said following Germany's wins over Russia and Wales in World Cup qualifiers. "There was a group of experienced players in that squad like Torsten Frings, Miroslav Klose and me whose achievements have suddenly been questioned and we find ourselves under attack." But Ballack, 32, has now backtracked on the FAZ interview and said he never intended to attack Loew. "I telephoned Jogi Loew again on Saturday and said it was never my intention to criticise his work as national team coach, but primarily to protect and support my fellow players in a difficult situation," said Ballack. "I have a high opin-
ion of Jogi Loew as a coach and a person. "Comments in the interview were made due to the situation and were not meant to be personal. "I did not want to attack anyone, but to openly address and criticise issues which were close to my heart. "But I do not stand by the contents of that interview any more." Ballack has already been in hot-water with the DFB this year after his on-field argument with Germany team manager Oliver Bierhoff immediately after the Euro 2008 final against Spain in June. With Germany set to face England at Berlin's Olympic Stadium on November 19 it remains to be seen if Ballack will captain 'die Mannschaft' for the friendly international - or for future matches.
‘I made right decision to stay with United’ MADRID, OCTOBER 26 (REUTERS): Cristiano Ronaldo has said he made the right decision to stay with Manchester United and expects to continue with them beyond this season. The Portugal winger was courted by Spanish champions Real Madrid during the close season after he let slip he would like to play for them in the future, having won a Premier League and Champions League double with United.
